001so if we stand if you're able and I'll lead us in the Pledge of Allegiance all right I will now introduce our board of directors um we are I'm Mike Rowley I'm joined with Madeleine dimitranon Cindy Koh uh directors Jonathan Henderson and Tasha Woods will not be here tonight uh also executive director of student services Kelly crombauer will not be with us tonight we do have our superintendent Ginger Haber uh there's the Executive Director of Finance and operations Kim Snyder and we're joined tonight with our student representative Josephine board first action item is the consent agenda we had the opportunity to review these items in individually and seek and to seek clarification from the district admin prior to the meeting I will entertain a motion move that we accept the consent agenda I'll second Madeline

002has moved that we accept the consent agenda and Cindy has seconded all those in favor aye any oppose any extensions all right that takes us into Administration and let's start with Josephine so you can get to your concert oh so as the year draws to a close we're all getting rather antsy there's a wide range of different emotions that all of us seniors are going through while excitement is high anxiety and stress is also High while we begin to plan for the next chapter of Our Lives for some of us the moment is Bittersweet as we plan to say goodbye to friends and family to head in our own directions it's definitely an accomplishment we're celebrating though I would like to say thank you as this is my last board meeting and I would like

003to give a thanks to the superintendent Leslie and the activities director the school board the principal of EHS and Mr Dwight this job has been very challenging at times and they have all helped us to make it through it has been a pleasure working with you all and I've learned so much after graduation I have decided to go to Gordon College in Wenham Massachusetts with my best friend I plan to study English and literature or philosophy and I'm excited to see where the future takes me in working with the principal as this year comes to a close I've been working closely with the principal of EHS in another student we have been meeting once or twice a week to discuss ways in which we can Elevate the student perspective and include a more diverse array

004of voices as you know we were attempting to create a group called We the People however it is proven rather difficult as it is the end of the year and everyone is just pushing to make it through within our first meeting we got a grasp of several different student ideas of how to improve our school and we are planning on meeting with teachers and staff to share what we've learned a big topic discussed throughout this process is how the communication between admin staff and students needs to be better moving forward while we have learned so much from this process there were two big takeaways it has been extremely helpful and enlightening to have two students making an effort to connect with the principal of the school to specifically have discussions on the various experiences of

005students within the school and how marginalized voices struggle to feel like they belong in this way there is a more stable communication and deep deeper conversations can be held on how to move forward and improve the environment of our school this this allows more people to feel as if they belong it has also been helpful a helpful connection to understand what it's like to be a principal and have an opportunity to get to know our principal as a person and this way the admin has shown how approachable they are when students can make a deeper connection with their teachers in admin they can feel safer in asking for help reporting bad situations and being able to feel seen as a person my concluding thoughts while being a student rep has exposed me to many new

006educational takeaways there is one thing that has been made absolutely clear to me students are more than just their knowledge what shapes us and develops us is more complex than the education taught in the classroom thank you thank you very much Josephine Ward any questions for Josephine no questions but it's been a pleasure to serve on the board with you and good luck to everything that you do after graduation good luck making it through the next week or two I would just like to say thank you as well because uh last year being my first year on the board and this year being my second uh the reports that you and Reagan and Grady all brought to us to keep us informed of what was going on in the school were very informative very thorough

008Jeff Hashimoto and the AP environmental science class they just did a presentation to CWU about the Reeser Creek restoration project so students Jeff we welcome you to the podium we're excited to hear about your project oh is it test test test okay uh a Jeff Hashimoto teacher at the uh Ellensburg high school and advisor of the environmental club and I'm gonna let these students introduce themselves my name is Ashley Cowan I'm the environmental Club president I'm Gwen Scoville and I'm just a member I'm Jasmine Rivera and I'm also a member I'm Amber Fernandez and I'm also a member uh and uh so actually I have two things that are involved in two groups that are involved in research Creek so we have the environmental science class that did research at research Creek and then we

009have the environmental club that is involved in this service project and I'm really proud of the work that they've done over like this started with students who have graduated and have moved on and and so we're going to tell you about this project of nature trails and science so I think are you starting yeah Mr Hashimoto is too embarrassed to say it but recent Creek signs building a creek into a home yeah thanks okay so uh we're talking about this so or uh what color is that purple purple outlined area west of town adjacent to Rotary Park and go ahead next slide it was part of a habitat restoration project that was uh a lot of agencies headed up by Mid-Columbia Fisheries completed in 2011. the picture on the left shows it right after it

010was completed the picture on the right shows that same spot today uh and so there's a lot of growth of riparian which means next to the river uh vegetation and room in a stream had its habitat uh and also prevents flooding uh and the cost was over a million dollars to restore that section of stream go ahead um the environmental Club adopted the stream when uh Mid-Columbia Fisheries began a adopted stream program so it is our child and we do two cleanups per year out there this is one that was actually about five or six years ago hauling off a bunch of trash go ahead uh and this came about because as all the the um the the vegetation grew you can't really see the stream anymore and you can see that one pass that

011goes through the middle of the screen there um and it's not that close to the creek and so we thought let's put in some nature trails and put in interpretive signs and make it a more welcoming place to visitors and educational Place go ahead and so the first thing our president Daniel Quinn whenever you do anything in a flood plain you have to do a critical areas uh review and so got approval for that and um so to obtain these signs we needed to raise money it cost about six thousand dollars in total for the signs and the environmental Club have did about half of the funding so we did it through concessions such as the basketball and football concessions that the school offers and our former president Daniel Quinn and myself applied for a

012grant through the city of Ellensburg Parks program and we were granted two thousand two hundred fifty dollars and then from that presentation that we did we got a donation from Keen which is the Kittitas Environmental Education Network uh this is our firm former president Annie schlanger she was two years ago she was just mapping out what we should be putting on the slides and the signs and where we wanted to place them so this was like early stages um so shown in this picture the environmental Club is installing signs at Reeser Creek with the help um of Kevin Dwight and for this event we also offer community service hours to um our fellow students at EHS and here we are actually setting up the signs this was a few weeks ago and these are the

013interpretive signs talking about different animals plants and ecosystems that are here and we also have these signs that we're going to put up to show that it's a nature trail and to conclude this project helps us in future generations to better understand the nature that's in our own backyard thank you this is an example of one of our signs uh the pictures that you see on the right are by Alexander Gamache who's a local student here at EHS and if you want to see all of our signs you have to go out and check them out in the Reeser Creek thank you and um I'm just going to say it was it's really cool that these students worked on this over just many years Ashley figured out how to order make a you know thousands

014of dollar purchase order and you know went through this grant process and they they you know it was really impressive for all these generations of students to do so I'm really proud of them any questions how a great job I've seen the signs there it's it's cool so um what uh I guess how did you go about figuring out the natural fauna natural animals and and things like that for the area prior to um with the idea of doing these signs and things like that how did you know which animals to try and go find did you guys spend time out there kind of seeing what was out there did you do research for our area how did you come about the different types of topics I specifically worked on one of our sign sets

015about grass so I went out and I like took pictures of the grass and then I would just research like the specific grasses in Kittitas County and Mr Hashimoto's very wise and so he kind of knows what animals are and what type of climate and kitty test County specifically where the shrub step ecosystem so kind of looking at and collaborating with some of the partners here in Kittitas County we kind of pieced it together sure thing and also just a shout out to Becca wassel from Mid-Columbia Fisheries she was in there in one of the pictures but she is really helpful and because she really knows the the local flora and fauna if I have a question um I've been out there too and it's amazing the walkway and the signs and what's next um

016I know you guys do the the cleanup and you've got the signs I mean there's so many possibilities there for you know elementary students to go out and enjoy it and um there's only things you can only learn by being outdoors and experiencing it so if you guys had a chance to talk about what what you might foresee in the future we haven't come up with a lot of new ideas but one thing we're working on is just making the trails more accessible so we're thinking about putting wood chips on them so more people can actually access the signs and actually put these up that we just got today um which shows nature trail but I think we're always thinking of new ideas so if anyone has ideas for what you think would be needed

017we'd love to hear I guess I was just thinking about Pacific Education Institute the Pei work that we're doing with like and mainly Elementary's have been involved although they have units for high school and middle school as well but many of those activities are Outdoors so I was thinking oh maybe there's some connections there with some of that project-based learning because the great groundwork that you guys have said it's exciting report any more questions thank you guys very much for the presentation good job thank you so much thank you again so Laura here's my update and um on the front page there Madeline I had a chance um to first go to recently to go to the preschool open house and uh Kathy eidler I just did a wonderful job and just sharing with us

018their philosophy and their excitement around really personalized learning for students and Madeline is anything else you would would add to that that you remember from the preschool no I was just really excited to go I had never been before and really yeah I was just really impressed I mean how everything was kind of all of the resources that are in that one place is just so exciting um yeah and I I think when we were going there was no kids there because they were taking tours of kindergarten so it's just exciting to see that kind of those connections with um Elementary School and how it's kind of ends up being a seamless uh transition yeah they did talk about transition quite a bit didn't they and how they are really preparing the students so that

019it is a smoother transition for kindergarten and then Madeline I had a chance to come here to Ida and see part of the sunflower Festival uh they did an all-day uh amazing we just have such a great Community here in Ellensburg there's a lot of volunteers from CWU and Fish and Wildlife and we had the picture there kids were doing yoga and then we also Madeline and I were interacting with some students that were like making some different designs out of rocks and what jock and kind of tying it to Nature and then that bottom right hand corner you can see some of the planter boxes uh Joanne was able to receive those through an outdoor education grant that she and Rhonda both applied for one and then the logs were made and crafted by

020one of our local talented folks John Graf made those and it's really it really is a nice atmosphere I think for our students so that was fun anything you'd add to that event all right thanks Leslie you go to the next one and the next one if you want to go up just one uh Jeff didn't talk about this but um they also had a chance to present at CWU and I think the students were really impressed with the knowledge that their students had uh and especially about the environment and the different kinds of plants and animals that live there so again I just so much appreciate our partnership with Central Washington University it's just been great so uh some of the we've have a lot of spring Sports uh celebrations and uh congratulations to

021John alt boys and girls fact track and field coach of the year uh and we have several students who also got different Awards and we're going to put all of their names in the um the May June update the your school's update so that they'll be shared out there okay go ahead and there were other celebrations too so you can kind of look through all of those different sports and Mike I know you're kids are involved with track anything you'd want to say about the track season and maybe what your son kind of learned from that or just from a parent point of view I couldn't tell you what he learned but I can tell you that um the boys and girls track team is heading off to State tomorrow morning so I believe it's

022at 7 30 in the morning they're gonna have a send-off from The Commons uh they depart around 8 A.M uh I do know I think there's eight boys going to State and 10 girls going to State um so uh I'm kind of excited to see how they how they do um so yeah that's awesome and we our fine arts department also just doing amazing things um there's a concert as we all know because we had some students had to leave early uh tonight uh the symphonic Wind Ensemble and the orchestra on the 30th and then the fifth is our choir and so I just appreciate our strong performing arts program that we have to adhere to along with our Athletic program and we just celebrated our excellence in Ellensburg if you want to go back

023one yep um and really a thank you to Leslie call and our whole team uh we added an addition and this was Leslie and Mike uh McCloskey kind of were thinking about what could we do different with photos so uh Leslie worked with Haley and they put together this nice backdrop uh which was kind of like an after photo once they were recognized they went backstage and Leslie did a great job taking pictures and we have them all posted on our website and then afterwards go on next slide we had a chance to just enjoy some refreshments together and our Culinary Arts students made their amazing homemade cheesecake again which I thoroughly enjoyed and thank you Mike uh for going to and and what you shared too that was that was awesome uh it was

024great our principal were there and just was a real good time to connect one of the things that um you started with excellence in Ellensburg is really supporting teamwork and having teams uh be recognized and I think uh so you could see that in the previous pictures teams of teachers and classified staff being recognized so I just would hope that would be a tradition that would continue and I think that's my last slide isn't it okay so thank you board thank you Ginger all right uh board that takes us into business and um first up is Jen uh item a is discussion about the upcoming comprehensive sexual health education curricular adoption to meet the requirements of the recent State legislation and as Jen get sets up it's just a reminder um during agenda sending we

025decided that it would be good to have a presentation this time and we still have time for more discussion and questions during our study session on the 14th so this is just kind of our first review of it and then we'll have an opportunity to let those ideas marinate a little bit and then if you have some more questions we'll pull us together for more of a discussion too on the 14th all right so um as Ginger was just mentioning this is one of many components that we are suggesting for adoption this year at the last meeting you adopted those other materials and as Ginger mentioned we're not you're not going to be as you know voting on this one tonight so it's just the presentation and information and um this particular content area just

026needed a little bit more time and depth and Care um so we are looking at the comprehensive Sexual Health Ed The Flash materials um and as a reminder this some of these slides are repeats from the last one because it's there with the other content areas that we adopted this year um but we did have the instructional materials committee review all of these materials and for this particular one of these seven who were present at the meeting six of them voted yes on it and one of them voted no that statement from the no voting member is linked to that for you um to review and then additionally as a reminder we have the community input session for adoption of materials now and the purpose of that Community input session since it was new last

027year last year was the first year that we adopted comprehensive sex ed um since the last time that we had got materials on it we've actually had comprehensive sex Edge in our district for well over a decade but with the new law came a couple of new requirements for us and last year was one of the years that we adopted Health materials so those of you that were here remember that adoption and so some of these slides will be repeats again from that but we started the community input session last year in part because of that particular adoption and then just in recognition that it's just good practice in general when adopting new materials to provide the community opportunity to review those materials hear why we're suggesting them for adoption and then provide feedback and

028have questions answered so the feedback forms from that particular event is linked to under feedback forms if you want to see the feedback from this flash curriculum but then also I had mentioned in an email to you guys that um that this isn't the only time that parents can provide feedback on any of our instructional materials of course we are always open as a district to um parents coming in and seeing whatever materials that we're using in our classrooms um but then additionally there is a policy in place that allows for a process through which someone could bring a complaint about any of the materials that we're using and it goes back to the IMC the IMC makes a decision about whether or not to remove it from our curricula and we let the person

029who filed the complaint know the decision and if they're unhappy with that decision then it comes back to you guys for a final decision so there is a pathway through which Community or families can review and bring back up for discussion any of our adopted materials or any of our materials that are in our building so flash a couple of pieces about Flash as I mentioned we adopted some new comprehensive sex ed materials last year um but one of the things that the law changed for us was that we had to change it teach it twice in high school um and so flash will be the second time the is being proposed to be used for the second time it's taught when we adopted last year our initial thought was that the materials that we

030adopted for the health um course could be recycled and reused in the CFI course which is where we teach comprehensive sex ed for the second time however once we really got into it and those two teachers kind of got into the materials and started talking about what that would look like in implementation it was determined that they really do need a separate set of materials for the second time it's taught so that it doesn't feel recycled for students um and so flash was the one that was identified and we piloted minus some of the pieces this year and are proposing for adoption for next year um this particular curriculum does meet the outcomes that were identified through that work last year so I'm going to come back to this in a little bit but we

031did have a team a fairly large group of multi-stakeholders um that looked at the outcomes for the sex ed portion of the health standards from ospi and went through and decided what are the outcomes for our students in ESD going to be and articulated those so I'll come back to that in a bit but this curriculum does meet those outcomes as determined by that team it also meets the requirements around from the law around comprehensive sex ed which I'll also go into so some notes about that law and again this is kind of repeat from last year but I I do think it is larger context that's important to consider when looking at materials even though we're just looking at one course in the high school level comprehensive Sexual Health Ed law uh one thing

032that we talked about last year is that it does clearly differentiate between K3 and 412 so one of the misconceptions out there when this law passed was that we were teaching sex ed in kindergarten first second third grade but again it clearly differentiates those things and K3 has to be aligned to our Washington State social emotional learning standards and so um K3 is not sex ed it does not mandate a certain curriculum be taught that was another misconception that was out there last year that ospi would tell districts what what curricula they had to use for comprehensive sex ed which it does not the law does not um state that nor does did ospi determine that that's what they're going to do um it does have requirements around what type of information should be included

033in that fourth through 12th grade which I will go over it does allow for parents to opt their child out as does our board policy around comprehensive sex ed um it does not signif that law did not significantly change things for ese because we had been teaching comprehensive sex ed for over a decade um but what was new for us is that we had to include bystander and affirmative consent the law specifically called out those two pieces and we didn't have strong elements of those two things in our curriculum before and so we needed to go back and part of the adoption for the health materials was ensuring that it had strong enough components that it would meet that portion of the comprehensive sex ed law um the other thing that changed for us is

034that we had to adopt a SEL curriculum for K3 we'd already been using them in all of our elementaries but we just hadn't formally adopted an SEL curriculum so that was part of last year's adoption as well and that's in place for this year um and the other thing it changed for us is that we now have to teach it twice in middle school and high school and that is partially what's prompting tonight's look at Flash so just a note about those two pieces that it changed last year for us and that we had to ensure we're in our materials that we adopted last year that affirmative consent really just means it's not just the absence of no but it's the presence of yes is that affirmative consent and as we'll get into in a

035second all of this for the comprehensive sex ed law um just needs to be age appropriate and so that varies that what affirmative consent looks like in instruction varies across grade bands um and is age-appropriate so at the younger levels affirmative consent could be I use the example of the backpack it could be about personal belongings you don't have to tell somebody no for them to not get into your backpack you actually have to tell them yes you can get in my backpack if they want to get into your backpack so those are the kind of examples that it would be at an early level and with the bystander training that's just training kids how to uh or that's instructing kids on what to do to safely intervene when they see things like bullying that

036I skip aside no um all right so some additional notes this particular piece of the law I think is pretty critical to the length for the lens through which we need to look through for decisions around what to adopt um so comprehensive Sexual Health Ed must be medically and scientifically accurate age-appropriate and inclusive of all students regardless of their protected class and I think that's the part that I'd like to highlight in terms of a portion of the law and a lens through which we have to look through to view these materials and make decisions on them one of the pieces of that though that is gray in this law is that age-appropriate piece so who determines what is age appropriate according to ospi it is districts that ultimately determine what is age appropriate so

037um that is partially why this multi-stakeholder team gathered together to ensure that we were having multiple people look across the Spectrum to decide um from kindergarten up through 12th grade what outcomes do we want for our students and what does age appropriate for these different standards look like at fourth grade versus 12th grade and then some additional notes these are the particular components that the law calls out that materials must have the physiological psychological and sociological development processes experience it experienced by an individual and again we have to look at that piece about age-appropriate um and inclusive when we we need to use that lens when we look at all of these components two it needs to include the development of interpersonal intra-personal and interpersonal skills to communicate respectfully and effectively to reduce health risks

038and choose healthy behaviors and relationships that are based on mutual respect and affection and are free from violence coercion and intimidation three must include health care and prevention resources four must include the development of meaningful relationships and avoidance of exploitive relationships and five understanding the influences of family peers community and the media throughout life on healthy sexual relationships and six affirmative consent and recognizing and respect responding safely and effectively when violence or risk of violence is or may be present with strategies that include bystander training so that last little piece was the piece that we didn't have in place prior so those are the components that our materials must have so again want to just emphasize that parents do per our policy prior to the law and then backed up by the law have a

039right to opt out of this um one of the questions that we got from the IMC and then again from um from a board member was that's the statement that you guys have access to um but was that parent opt-out piece and this is posted on our website but this is the actual form one of the questions was is it possible to not just opt out of the entire unit on comprehensive sex ed but just certain lessons or certain pieces of it and so we did talk about that's definitely a possibility about expanding this form to um to delineate out those different pieces that people might want to opt out of so that it wasn't just the sexual health Ed or HIV AIDS prevention education portions but they could get more specific so that is

040definitely a possibility that we can add that to our forms oh and I think I I would just also like to point out um parents don't or families don't have to just know when it's being taught or no to off their child out that um teachers send out notification across the board prior to this content being taught to let parents know that it's being taught let them know of their right to opt out so here is a link to both the ospi example outcomes versus the Ellensburg School District outcomes so you can open up the two of those and kind of see how they compare we did only pull out the comprehensive sex ed portion of the health standards and only worked on those pieces as a team but um oops sorry let me click

041on that it's covered on my screen so I'm having to look over here and it's really delayed it's not wanting to okay I'm gonna go back to slideshows so that I can see it and click on it um so this is what those outcomes look like and it goes by grade level and by standard so again when you open up the ospi one what you'll see is these standards and topics over to the side those are things we have to teach but districts get to determine that age-appropriate piece and as long as we're looking through that lens of what the law says and the components that the law has we kind of get to determine what that looks like so that's there for you guys to examine as well so Flash um flashes based on

042the theory of planned behavior and it is a well respected and vetted um comprehensive sex ed material it includes a strong family involvement components so the lessons include things like here are some conversation starters at home but then additionally it it takes that values question protocol as part of the lesson which understands that some of these topics are values based um and so it it takes some of these topics or potential questions that might come up from students and it values the question it um but it also says this is a values issue and suggests that they have those conversations at home so here's a list of the lessons in the flash curriculum and again we are suggesting adoption of all of these lessons that meet both the outcomes identified by the team and the

043law and then again as I kind of alluded to there is communication prior to this unit that's in the syllabus teacher will send home information provide the parents an opportunity to opt out um and then just like with the other materials that I've presented for adoption including costs there so you are aware of that it's a hundred dollars annually and that's just for the digital teacher licenses there are no student materials it's all teacher materials which you guys have been provided to log into so that you can peruse those questions and we can also I mean potentially come back to the set of study session prior to a putting it to a vote yeah we have you down for the 14th perfect we have like a half hour so okay so I will just say

044Jen that I'm co-chairing a work group on at Central on gender-based violence and I really appreciate students hearing about these materials around consent and communication and healthy relationships before they land at post-secondary education so there's a really nice dovetailing between what flash is covering and what we're trying to cover on campus so I think there'll be like good continuity there and also whether or not students go to post-secondary education I think there's also really nice continuity with like professional expectations in terms of collegial healthy relationships in workplaces uh regardless of higher education absolutely thank you I don't have any questions for you I was just going to ask were you guys able to log into the Flash and check out yet or okay no problem I just I was making sure that we all get

045a chance to do it and stuff like that so and definitely ask me if you're having troubles it's not a very user-friendly system there's like multiple clicks you have to take to get to where you want to be so just let me know if you're having issues and I can help all right thank you very much Jen I'm sure we will have some questions for you okay perfect thank you all right that takes us next item on business Kim Finance report switch tonight I'm going to um present on April's numbers of um last months and so the journal fund is at Target at 62.31 percent of expenditures and 64.64 of Revenue um you expect about 67 or a project it's not necessarily expect but projected about for eight months um in April 2022 the Expeditions

046came around 59.18 so we're above that and revenue came in around 65.4 so we're below that however we did receive more Revenue than last year at this time um when comparing this to April 22 we have spent about 3.4 million dollars more in expenditures because our budget is bigger so you're going to have more of a ex um different in percentages and that's what you're saying the underside and fund balance equates to approximately 12.61 after concerning fund balance restrictions and assignments which is our primary indicator of the district financial status so jump in the fund balance is due to receiving the majority of our library funds um for the second part of this year so we received through this month we've received almost all our library funds that we had budgeted and projected so we're

047actually a little bit over what we projected just because our um you know honestly I'm not sure why we're over I'm gonna have to look I think it's the valuation of our houses um and people moving in so um we still can't get to that cap because we don't have we're still capped at a certain point with student enrollment and so I think we um when we went out for Levy I'm not even going to say that I was going to say 9.7 million but now I'm realizing that's just for the year so I'm not even sure what over the two years because you're looking at two years you know our library's on my calendar year so you have to look at two years but so I'm not sure what that was I have to

048go back and look at that um there were no discrepancies between the kids County treasures right and our tribals for the general fund Capital project fund Revenue came in at 32.25 and our expenditures came at 21.21 percent the fund balance is at 2.9 Million dollars that consists of State match Tech Levy and assigned fund to support other capital projects uh the tech Levy funds are still in there we haven't I believe that this summer is where our major expenditures are going to come for our Tech Levy there were no discrepancies between Canada's County Treasury report and the trial balance the debts the restaurant revenues came in at 88.17 and 81.91 for expenditures we will be making an interest payment as of June 1st and there were no discrepancies between kids house County Treasury report and

049The Debt Service fund trial balance the ASP fund revenues came in at 48.89 or 5 of the budget revenues and expenditures came in at 37.47 remember that ASB board has made the decision to budget for a full capacity of old fundraisers so they have quite a high budget than that um so that they can make sure if any fundraises they would all be covered and there were no discrepancies between the quechas County treasures and the trial balance for ASV since the private purpose trust fund is a fiduciary fund it is not a budgeted fund therefore it's not a budget status report in your packet you will see that the fund balance is approximately um Thirty point eight thousand dollars at the end of April and there were no discrepancies between Kennesaw County Treasury report and

050the private purpose trust fund the revenue for the transportation vehicle fund came in at 5.18 and 17.64 there were no discrepancies and there were no discrepancies between kids County treasures report and the transportation vehicle fund trade trial balance we did order three buses last fall we have received one we probably will not receive the other two until August September and all districts I actually just got an email from all business managers like hey we ordered buses and we're not seeing them as everybody else having that same issue and they are so and um Carol was telling me the transportation director that we ordered some diesel buses um it's really hard for us to have electron electric buses here because of our area and not having the proper charging stations and stuff and having to do

051all that um so the manufacturer that we usually go through for our diesel buses had to stop because they had to do some electric buses um manufacturing those and so that's part of the delay I would like to remind everyone that this report is presented with the information I have currently and subject to change as we continue through the year or would also like to remind everyone that Revenue sources are used in their current funds for authorized expenditures and can't usually be transferred to be used in different funds unless authorized within the adopted budget and within the accounting loss are there any questions I just had a quick question on the private purpose trust fund it you note a fund balance of what looks like 30.80 sorry you said thousands amazing winter buses paid for

052when we received them okay so they haven't been they're not no so we paid for one because we haven't received that one but yeah we have not paid for the others all right thank you very much thanks Kim Ginger so the next topic is Kim as well this is a huge celebration to Kim and her team uh we kind of have a two-stage audit report this year uh and Kim's going to review uh this report and we have a second one now that they it's like a two stage that they do uh and but really uh this report came out very favorable so just appreciate you Kim and the work of your team but I'd love for you to give them an overview of it should you're saying we do have um different stages of

053our report so an auditor will come in we had um we have the financial what they call the financial statement audit and our single audit every year and you get a single audit you have to expend 750 000 each year which will always weigh over in Grants and federal grants um but they do audit the financial statements every year also so they did that recently that audit was a clean audit which means that there wasn't any material discrepancies in our audit they they have different areas that they look at they look at internal controls they look at um verifying all the numbers that were stated in the financial statements or on our what we call the cephas schedule which is our federal grants so they didn't find any discrepancies in material discrepancies in those which

054is great um you can think about they looked at the for our single audit they looked at our Esther funds our Esther fund graphs and then they also looked at our sped Ida Grant and like I said there was no material discrepancies in those uh what else do I want to say I kind of went I made a script but then I kind of went off of it so they also do um there were a couple of things that they just kind of requested that we look at and make sure that things are um which they call exit items so there's different items there's different levels of recommendations so they have a um they have a finding which is the top level so I'm going to go let's let's go from the bottom so they

055have an extra item those items are really just items that they see that maybe you know we want to kind of look at maybe um looking at the controls of them and making sure that we are having enough controls and that we're following those controls and they might have just picked up on something that was maybe small but they didn't feel like it was material or sufficient you know or insufficient of um and wanted to raise that recommendation to another level so it's just something that they're like hey you know you might want to really look at that and make sure that um that you're paying attention to it right and so we did have a little bit of that just with the financial statement review just because we've had such some staff turnover and

056stuff and they understood all that so they just said just make sure you have someone else reviewing those financial statements just to look at them have a second pair of eyes so we have that in place now um you know with my staff being in place I can give more to other people so then I can review so that helps uh and then the other thing we had did and another exit items that happened was We did an excess what they call excess cost for a sped um expenditures and we have to make sure that we're spending the same amount of money on students each year or at least not more um not less than like 10 I believe and so when I I when I did that report I did make an error in

057Keen so there was one number that wasn't correct or a couple of numbers that were not correct however that didn't take that didn't take away the outcome of that we still passed that and we were still fine so it was just an X item just to say just make sure that again that you're watching what you should tune when you're Keen or have someone review it um the next level is a management level item and that's a little bit more serious they feel like it's something that um that we really need to pay attention to not that ex ions aren't because I may I take everything serious whenever they recommend so um but Mantra Island's something that they're like hey you really need to pay attention to this and we found something and it could

058be internal control that we're not following like um making sure that people are looking at um and approving different items or that you know we're making sure that we have internal controls and that people can't we would hope to catch if anybody was taking money or that we weren't following our policies and procedures so that's a management item and that will usually go into your audit report if if there isn't if there is one we did not get any management item um recommendations and then the next level and the final level is a finding and a finding is something that's pretty serious and that they they feel like it's serious enough that it's going to go into your um audit report and you have to actually you have a chance to comment on it and

059and say what this the district is going to do to solve that issue right and so um that does go into audit reports and sometimes newspapers will pick up a finding and sometimes that can affect your federal funding so you really don't want to go there if you know things happen sometimes you just don't know that you're supposed to do something or sometimes with federal grants you can read the requirements of a Federal Grant and think you are following it to the T and sometimes something comes out that you had no idea on but we did not get any findings um and that's why they call it a clean audit is because we don't have any of those we just have a couple of exit items so so next the next thing they're working on

060right now so we also have accountability audit the accountability audit is done every two years and so accountability audit digs even deeper they dig deep into internal controls and making sure that we are safeguarding the school district's assets and that we have are following policies and procedures um and so they dig deeper into accounts payable into payroll into ASB um procedures uh they and you know they they pick different what they call sometimes hot buttons or hot topics you know and so they are in the middle of that right now um they are looking at payroll and some um supplemental contracts and I'm not sure what else at this point we haven't had our entrance conference for that yet um but they are in the middle of planning it and asking for things right now

061so we'll come back with those results when we get them done and that's not what I have any questions on that no good job on the clean audit thank you enrollment if you have any questions I know I was just looking and and glad to see that uh where it goes um increase decrease month from September or October at 16.98 students and in May an increase to 41.7 so that was nice to see um any other Trends or anything that you know so you'd want to discuss okay oh thank you all right if you have something to add Ginger all right that takes us into policy and first up is a second reading of policy 4060 uh distribution of information this is a second reading and a recommended approval of this policy I think that

062it was it will really help our schools it's pretty aligned with what we already do this is a new policy from wazda but I think it will really give us some clear guidelines around how information is just distributed and what some of those responsibilities are around it Lord do you have any discussion over this one it is an action item so I would entertain a motion I move to adopt policy 40 60 the distribution of information my second Cindy has moved that we adopt policy 4060 and Madeline has seconded uh call about all those in favor aye all those opposed any abstentions Jonathan Natasha abstain uh policy 4060 distribution information has passed next up is the second reading for policy 5161 civility in the workplace yes and this is another one that we don't currently

063have it's a new one coming from Mazda when you look at the expectations around that I think it's a good policy because it includes all of the stakeholders employees board of directors parents volunteers and just kind of helps everybody get on the same page as far as what the expectations are around civil behavior and um so we would recommend this policy for approval foreign any discussion okay and there's an action item I would entertain a motion I'll move to adopt policy five one six one civility in the workplace and I'll second Cindy has moved that we adopt policy 5161 and Madeline is second all those in favor aye any opposed any abstentions policy 5161 passes all right next up is a first reading policy 6815 advertising on District property yes this is also a new

064policy for Mazda and I was reading through the policy and the procedure and it's pretty close to what we do again I think it's adding Clarity we get a lot of different organizations that want to advertise and this policy would add consistency into uh for our practices across the buildings as well as at the district and I know you see a spot in there that says you know who would be responsible and I think at this point uh the assistant to the superintendent would ultimately be the one responsible uh and then we would as you come up in the procedures have a way of people communicating so that but because it's in writing where everybody's kind of doing the same thing and would understand what they need to do in order for that to get

065to in this case Leslie to be able to approve it so board this is just our first reading of this one so um it will come up again at the next board meeting I assume and so if you can have a chance to look over it and if we have any questions and we can address them at that one okay just a quick question though Ginger did you say there's not any we don't have a policy in place this is new all right it takes us up to the next item which is first reading and policy six one one tuition yep and this one we already have it's um it is a revision Ginger could you say what the revision is I see that there's a red line next to the whole text on the
