And whereas the districts and regions they serve more than 1.1 million students have a combined annual budget over 16 billion and employ approximately 120,000 people. And whereas school directors play a crucial role in promoting student learning and achievement by creating a vision, establishing policies and budgets, and setting clear standards of accountability for all

004involved. And whereas school directors are directly accountable to the residents of their districts and region serving as a vital link between members of the community and their schools. And whereas the school directors and educational service districts provide a passionate voice of advocacy for public schools and the welfare of schools children. And whereas and whereas is appropriate to recognize school directors as outstanding public servants and champions for public education. Now therefore, I, Bob Ferguson, governor of the state of Washington, do hereby proclaim January 2026 as schoolboard recognition month in Washington. Next, we're going to move on to cultivating kindness, which I think has brought most of you here tonight, which is awesome. Glad to see everybody here. We have a lot of awards here because we actually decided to go um and include our December um anomies. Usually in December we don't do it because it's such a short time frame before the holiday and we don't want to stress the students out because at the end of the day our CTE students are the ones that make these and create these under the guidance of um court. So

006our very first one was a double um nomination and so we just could not do it without the team. Um it is for Gabe Burgerer and Christopher Castillo. Um if you don't know um they are both in our food service. Um and then in addition to Chris is um our transportation director as well. So he wears many hats here at the district. But this is what um this person had to say. It is James Heinley, principal at the middle school. He says, "As the principal of Gravby Middle School, I'm proud to nominate Chris Castillo and Gabe Burgerer for recognition. I want to commend the outstanding work both gentlemen do every day. Managing food service and distribution across a district of our size is a monumental task, and Chris and Gabe continue to perform at an

007exceptionally high level. At the building level, they can always be counted on to order and deliver the products we need to support our students. They consistently go above and beyond by supporting our staff during inservice days and helping them recognize our students through PBIS awards. When they visit GMS, they take the time to connect with staff and students, always bringing positivity and encouragement. They represent the district by being respectful, responsible, and safe. Holly Renbach. >> Renbach. >> Ryenbach. >> That's who um had nominated you. This is what she said. Recommendation for Jane's kindness. Having worked with Jane Graph for more than 5 years, I want to offer my sincere recommendation. Jane's kindness to others has left a lasting impression on me as well as everyone who knows her. Jane consistently demonstrates compassion, understanding, and generosity in her interactions with colleagues, staff, and students. Her ability to reach out to those around her to offer support in times of need sets her apart as tr as a truly caring person. Jane's acts of kindness have made a real difference. She has often gone out of her

009way to provide support for students and or families in need as well as the community and school colleagues. She was always willing to lend a hand, always willing to listen to others with genuine concern and go out of her way to ensure that those around her feel valued and respected. James warm and inclusive nature creates an environment where people feel comfortable and supported. Her thoughtfulness is evident in the small gestures she makes every day, checking in on students or colleagues, volunteering her time for school or community projects, and offering words of encouragement to those who may be struggling. Jane's kindness inspires others to be more considerate. She fosters a culture of respect and goodwill wherever she goes. I wholeheartedly recommend Jane Graph as someone whose kindness to others is admirable. Her positive influence and caring

So, Kimberly is currently the district migrant education program recruiter. This is Kimberly's second year as a

011district migrant recruiter. Her primary responsibilities are to identify and recruit potentially eligible families for the migrant program. However, Kimberly often goes above and beyond to ensure that any family she encounters, she's fully assessing their needs and using that whole person approach. She's often serving as a social worker and a liaison between the district and community resources. Often Kimberly provides many of our district families with muchneeded resources and connections such as food, shelter, educational material, just to name a few. This is out of the scope of her current work responsibilities. Kimberly recently worked diligently to ensure that three of our Mckini Vento, which is unhoused uh youth, um identifies families were being connected to resources in and out of our community over the winter break and made sure that over the course of the last few

012weeks that these families basic needs were being met. To date, Kimberly shares her compassion and passion for helping others through hardships whenever the opportunity crosses her path. It makes it takes special individuals to share such passion in the field of working with people to embrace their roles in service of others. Kim Kimberly, excuse me, is an exemplar model of what it takes to work in service of our families and of our community. We appreciate Kimberly's gift in this area and her ability to share and cultivate kindness in working with our GSD families. 015be this many people here. But >> um but I just wanted to um everybody to know how um important everything that you've done has been. So um there are moments as a parent where things feel like they're unraveling and you're just trying to keep your child steady while holding yourself together. And this isn't always loud, dramatic, or ambigu. Sometimes it looks like consistency, like noticing, like staying steady when things feel uncertain. During one of those moments for our family, a miss met my daughter and myself with so much empathy, patience, warmth, and genuine care. Creating a space where my daughter felt seen and safe simply by being treated with respect and humanity. In the middle of chaos, she was calm. In the middle of uncertainty, thank you. She was kind. She didn't ask for explanations.

016She didn't try to fix what wasn't hers to fix. She sleep with cares. What stood out most was not one single act, but the way she chose kindness daily. The way she modeled empathy, trust, and calm presence in a school environment where those things weren't always felt. Her care didn't end when things settled. She continued to check in with my daughter, notices when she's not at school, and checks in. She does the same for my youngest daughter. Meeting her where she is so she feels seen, included, and cared for. Knowing that someone is looking out for both of my girls and that either are overlooked, it means more than I can put into words. Those small, quiet acts might not look like much to the outside world, but they change how safe a child feels

017in the world. They change how alone a family may feel. I will always be grateful for the way she chose kindness again and again. And not just in a moment, but over time. That kind of love and that kind of presence stays with you. Because of educators like Missain, not just my daughter, but all students. I learned that school can be a place of safety, encouragement, and hope. I'm incredibly grateful for the impact she has made, not just academically, but as a human being. With her own schedule, student load, and responsibilities, she still chose empathy and kindness. Thank you for cultivating kindness in a way that changes lives. 020Defalco. I'm the special programs director and uh the office of superintendent of public instruction of Washington State uh requires that you see the highly capable plan for the district and so um that should be in your documents. Uh highly capable learners are those that show a combination of advanced thinking, curiosity, and creativity. We currently have 113 students that are identified in the Grand View schools as highly capable students and we're required each year uh to do a screener uh for second graders and sixth graders uh to seek even more students who qualify for the program. So the test that we use is called a Kogat. It's a cognitive abilities test that we give to our second and sixth grade students. And then out of that screener uh we then test students who identify as having

021some of these special skills. Uh something that is noteworthy is that Graan View has three students that are twice exceptional. And what that means is they not only qualify as a highly capable student, they also qualify uh as a special needs student with a disability. And so what that means is that our screeners and our tests are catching all students with exceptional abilities. Uh in the Grand View School District, we have a variety of uh diverse programs that meet the needs for our highly capable students. And so each uh elementary, middle, and high school, they each have their own uh service delivery model for highly capable students. It usually looks like an enrichment class in the elementary um schools. And then in the middle and high school, it uh differentiates by course and some acceleration

022course work in the high school. Um so uh I can answer any questions that you might have about the program. Uh and tonight I'm asking for your signature to approve uh the plan that was placed before you. Do we test newcomers into the district other that don't come in as sixth graders or second graders? >> We do. So there's a referral process. Anyone can refer a student to the highly capable program. So we get referrals from parents, teachers, and members of the community. And those students can be tested as well. >> But it's not an automatic. If a new student comes in in fourth grade, they're not automatically tested coming in new. If if they're not in second or the other, then it would just be based on a referral. >> Correct. If they come

039advisory council invited students from Wapto Proser um Sunnyside Toppenish and Sila. Did I get everybody check? Is that all five of them? >> Yeah. >> And they uh it was they had a student voice summit and the great thing about it was it was completely led, organized and executed by the students from start to finish. I think the only person that spoke was Elise and that was at the end. She told them she wanted to get pictures and what the plan was for lunch. Other than that, students did everything and they did a fantastic job. They represented us well. They weren't on their phones. They weren't goofing around. They were excellent representative of us. Um and I think the other students involved really had a good time. Appreciate Chuck being there. I got a sit

040in quite a few other they did four different sessions where students led our students led they taught them one of them was how to engage with and talk to administrators about issues initially it was um titled how to confront admin so let's talk the title of that a little bit a little bit less adversarial but Tristan Jensen and Jasmine Williams led that one and then we did one section and the other part of the library was just basically a Q&A they asked students what are you proud of what's what's going well in your district what's not audition that lessons were really good authentic conversations and each session had adults there so adults got to hear the students talking you know openly about it and then um yeah they did a fantastic job so CIA is

041going to host one at the end of April as well so I think we really raised the bar for what they expect from a studentled conference so I was really proud of that group um we have Brad and I presented every um building and all it's classified every department about the um our levy we've had some really good feedback, some good questions that we asked that we hadn't thought of before. So, we used we did some of that updating of the website. Um, basically some of those questions we got from staff. I was I was featured by Ray Navaro on his corner store special podcast. If you've listened to his previous ones, this one's probably the only PG one he's done. So, but it was great. He was kind of bummed because he wore a

042shirt with buttons on it and I wore a hoodie. He's like, "Look, I gave my buttons on my shirt and you show up in a hoodie." But it was good. It was good conversation. I appreciate his support and he's done a couple sub um sub subsequent posts about the Facebook. We appreciate Stacy's support as well. She's been a big advocate for um the vote yes camp committee. And then um I didn't get this on here, but tomorrow uh tomorrow tomorrow Royal City is hosting a they called the Great Shakeup and it's part of um it's part of I don't remember if you remember, but Derek um had previously talked about the house system he was wanting to go to the high school kind of like a social engineering project where you're not part of a

043grade level, you're part of a a group of students, all different grades, and you get mentoring from seniors all the way down to freshman. And um that's through the Ron Clark Academy. Well, they did this great shakeup where students practice interview skills and they practice all kinds of different strategies. And I'm going to go there tomorrow and watch how they do that because I know it aligns well with what Dererick and James been wanting to do with their buildings. And so I'll be at Royal tomorrow um experiencing that firsthand. But I think it's something that I think our students here would really benefit from. Upcoming events on the 2nd we have a coffee with the soup going be a little bit longer. and the 3rd as well. I'll be at Yv Tech on the morning

044of the 6th because we have our annual our byanual superintendent administrative council meeting there. And then on the 12th through the 14th, I'll be at the um I'll be celebrating a successful levy passage at the AASA National Conference on Education. And um and I think it's worth noting for those of you who knew him, Keith Jensen passed away on last Wednesday. He was a regular at our Monday morning coffee with the soups and to the point where they even included a big write up about that in his obituary. And so uh went to his open house last night. We had a great outpouring of support for the family from I put the word out to a couple different churches in the high school and they had more food than they'll probably need for three weeks

045there last night. So the family was super grateful for um his sister put it best. She goes, "I'm from a big city and in my city, our community is typically a group of friends that we meet with or friends from church or friends from work." She goes, "But I forgot what it's like to live in a community that treats you like a community." And so she really they were really grateful for everybody that stepped up to support them. And so we still have his two boys, the high school. And uh so yeah, so thanks for your support with that. And that's my report. >> Awesome. We're going to move to the um our monitoring. Um Rob reached out to somebody with WASDA because Heather actually took a leave of absence and with her taking a leave of absence is we probably shouldn't have sent her the board packet to do the surveys um because you've actually taken a leave. So, the comments and stuff I did find out were comments that Heather had come up with, but technically they don't apply. So, uh if we approve this, we're going to need to approve without the comments. Um uh so anyway, I'm just I was bringing that up because I did do a little research on that and it was we actually uh Rob thought of asking the question and um which is actually good because I don't know if we've ever ran into it before, but you take a

047leave, you're kind of uh out of it at that point. So uh anyway, we can go through these um um they were all approved with with yeses except for a few with the one set of comments. That was really nice to see because I think that really uh tells them that, you know, hey, we're answering your questions with some facts and some backup to that which I was very impressed with. >> Um I also went to um even though there's snafu with the buses, I went to the um uh basketball game for the unified on uh Saturday. >> Did you hear about the snapper with the buses? The bus driver did not show up. They were supposed to be there at 8:00 and there was no bus driver and they had to call one in I

050guess or something. I heard about it. Um I figured you already knew about it so I didn't bring it up. But anyway, they finally did get there and I got to watch him play against Tophenish and I have to say uh Toppenish has a the I think the kid would be a great athlete. He is a big kid. >> He was at our super he was at our super >> Oh my gosh. Yeah. and uh him and because we have a couple very large players also, they were pushing down low and one of them's trying to let one of the other ones come up to shoot. You know how they kind of let him shoot or whatever. And this one, of course, the game was kind of tight, so he wanted to get in there

051and stop that. So, they're holding him back and it's it was and the dad was right down in front of me and they they all did a great job and they were very encouraging. And uh I watched Tophenish and Sunnyside play first and then I got to watch Grand View and Toppenish play. I a lot of fun and uh u just a great deal and uh definitely worth going to. Uh Rob made a comment to me when I told him how good I thought our kids were doing. He said, "It's amazing what kids can do when the adults get out of the way." And that

052that really kind of depicted what went on. It's I'm pretty proud of those kids. And on the unified deal, um when I was sitting in the kind of round table where they were telling what was good about your district, the two kids from Grand View that were running that both touched on the unified stuff that we do here in the district. And so when it come around, they didn't necessarily specifically talk about basketball, but some other things. So I brought up the unified basketball and how the the one negative on it was how few districts in our area are uh running that. And uh the Wapto High School principal happened to be sitting in that and one of his ASB officers that was with him nudged him and said, "We have to do that." He

053looked at her and said, "I know." So hopefully we're going to have another team next year. >> And Chuck asked students to come present on the that board meeting. >> Oh, good. >> They'll be here on the 10th. >> So, >> and it was actually brought up. I was hearing some people while I was sitting in Sunnyside, um some people talking about budgets and money and how things like this could be cut from thing. So, the people are talking about that, you know, they're talking about, you know, being able to keep some of these things going. We have 30 kids on that team at least. >> And uh um but yeah, so the parents are talking about that stuff too and you know what what can we do to keep things like that going because
