he got received from the capital budget the old hotel art gallery $56,000 ritz ville great american bank building got $45,000 adams county Porterville fellow 1001 million two hundred thirty-five thousand that's for a water treatment plant City of Othello Regional Water Supply one point five five million dollars city both Ella Regional Water & Storage $1,000,000 and then that affects our County East Columbia Basin irrigation district received fifteen million dollars and BBC workforce education center thirty-five million dollars so those huge effects that's over a five maybe not over five close to five million dollars just for Adams County by them passing the budget so huge effect from that budget passing and familiarize myself a little bit more with the Hearst water rights bill it hugely favors rural Washington so it did take a long time and tied
up quite a few things but that was what everybody said the Hearst water bill favors rural Washington so yay thank you alright next item the policy governance networking summit March 31st I think this was one that was brought up in the last board meeting we said we're just going to okay that's on Saturday right Saturday the 31st yeah I'd like to attend but it'd be in that it's from 10:00 to 2:00 for me personally I'll probably just drive back and forth and the one day so if anybody else wants to attend they could ride with me okay I think I would like to attend as well and I would prefer the drive back and forth I'm looking right now to find out if there is a deadline for our registration I think that one said
that there was only a limited number of there is but there is a full refund up until March 23rd so if there's something I think we might be able to but don't want to fully commit we have until March 23rd to to cancel for a full refund and it's $50 further for this I will say throw my name into there I don't know really if I'm available that weekend or not but let's let's go ahead and do it this that's the weekend before we're gonna be going to so right now it looks like three of us are interested as it today okay and I'm the same thing I would just rather go up and back all right the next item is the desert oasis school board site visit agenda get a chance to look at
that and might have any specific questions on it that's it's a pretty standard agenda for us so the only question I had is is I guess a question for the president or the board I'm should be tying the things that we're doing inside this meeting to get to policy like we do every other meeting or is it fine how it does like parent like whereas as parent meeting should that be tied to the to our linkage policy in there somewhere and then my only other question is is that the parent meeting a staff meeting and then a student interview from my view they're all the same and it's weird to me that we're calling one of them an interview and the other two are meetings so my thought process on this if I was if
there was a board agenda and I was as a president setting the agenda I would I would follow our of our agenda protocols but while this is our visit I've always had the site for the last at least couple years set up the agenda that the board would like to be done differently talk about that right now I mean technically at the board meeting it's technically a board meeting based on the policy because you have a quorum it's a public meeting so based on law but I don't know that that's based on policy our policies anyway what is a the rest the board would like to see a change in I'm thinking back in the past I think sometimes the president has set the agenda for the meetings and I thought might have even been
prior to policy governance I'm not positive on that part well we have talked about we create basically tell them what we want to see and what we want to do but we haven't had the time to do that I thought that we were going to be doing that at our retreat coming up with part of that plan for upcoming visits we were going to talk about redoing the format a little bit but that's not necessarily I'm talking about I don't recall it may have all of our meetings may have said student interviews and to me that was a new verbage that i've never seen before but the time that the government has to do a retreat just I love to reread the policy - I haven't read well the new policy if I agree with
you or not as far as whether I don't think that's a it's a bad thing for our principals to know what policy each one of these things ties into so I'm sure that if that's something we'd like to see him I'm guessing dr. Hirsch will make sure that that direct is given to the principal's to try to put a policy next to each agenda item I agree that the student the meeting with the student is no different in the meeting we have with the staff and parents we ask specific questions suburban thing do you want the board YC that changed for this agenda or just maybe some direct can go forward just about ready so specific date for the 2018 annual board retreat again director my memory was is we're pretty good any time after
spring break and before Memorial Day weekend my personal preference would be later is better because it better chance it's gonna be nicer up there and not that we spend a lot of time like we're in a meeting but it'd be really cool couple the 19th for the new board member team we may go up Friday evening the meeting is all day on Saturday and then we'll come back Sunday after breakfast and this is a whole family or just us depend up to the board but we've done it both ways as a board my family would would be pretty bummed out if I think you all need to be prepared for my children like no way next year it might not be family but this year yeah well wait and see how they do if we
get kicked out early and some people do choose to leave Saturday after dinner so that's so the intention would be to have the business meeting Saturday from like 8:00 to 4:00 ish you had suggested the 19th that's the Friday would be the 18th to the 20th with the meeting of the 19th I think and mr. president you'll be taking care of any food assignments or anything like that you want us to do I thought with that we have more remember now that used to cater so but yeah I can take care of that and okay is there any other we will get out of the specifics of the agenda as we get closer I'll be asking the board for ideas on the agenda just want to get the dates held for now okay the next
item was for this one I think this this was something that I was thinking about and then I got a text from Tony about it I guess for me it's just hey I feel like a lot of people are talking about what should the federal government do to help protect kids in schools and then even to me that's from a state level and I just think there's things that we can look at from a local level on the physical safety of our students while they're on school property is are we doing enough when we have a safety you know and we have a safety plan or is there a feeling from my perspective that we need to engage our public more about whether or not they feel we're doing enough to I just don't want
it to be another shooting that we just kind of saved well that's it that's a horrible thing and just make the assumption it's not going to happen in our community you know so I just thought we could have a discussion about it no one to see what the rest of or thought in the last one in Florida they were very well prepared aboard we need to be very prepared to I mean we need to look at all avenues of keeping our kids safe that's what do you think him what's the the steps that the board needs to take in that I mean strictly from a policy and linkage perspective is what is where I'm coming from I mean I think all of us probably have our opinions on what if it was up to us
what we would do to keep our kids safe or right but it's really not about that it's right it's about what our community was yes and so how do we what's the next step we take is a board that's what I'm wondering well I sent you some information and it was called death-mask national school shield program and it might be something that we look into to check into because they basically will come in and evaluate and look at different steps if you don't mind I'm gonna ask a couple questions safety person and then we've got her please chief here Phil Greg yeah you said you read a little bit about the national school shield no that's okay do you have the mic on Greg right now there's I'll let you go first because I I
read that and then I also have you heard of sock sock is there out of the valley over by Toppenish and yeah come on in there through the ESD and they help do the same thing that come in and help you evaluate and can you give me the initials of sock so when we look it up I'm not looking up s Ock it's it's SOCC I believe okay but they want their there they also I don't have all the particulars on them yet they're they're gonna invite me to a meeting but they charge and then you join them and they they help monitor your campus or set up security stuff too so it's another thing that we're looking into okay I can tell you honestly was set up by the NRA as as a precaution
from the first one from Sandy Hook after Sandy Hook it was funded by the NRA independent group that come in and did survey throughout different school districts and policies and come up with suggestions and ideals and what to do yeah it was a very interesting article I guess from from my view as a board member not as a parent because I have a different view as a parent but as a board member an understanding policy what I would personally like to see from my view is that the board sets the policies in the l15 as the policy that currently addresses school safety what I would like to see is the board sets that policy through community input so what I would like to see is a refresh from the board's perspective somehow involving community and
maybe depending on the input that came from that that maybe we rewrite l15 as a as a board member I feel like it's our job to write you know 15 and then let the district interpret it and so I don't feel like that that it's the board's role to say you should do this or you should do that or you should hire these people are they those people or I think it's our role to set the the limit with the community's help and I think I don't I don't want to sit as a board member and I've felt like hey we didn't do enough because if it ever happens no matter what happens to know if it ever happens here we're gonna feel like we didn't do it enough them no matter what we do
but I want to do all I can as a board member to to try to be prepared mitigate these kind of situations but for me as a board member it starts with the board reaching back out to the community and making that l15 is enough for the community to give the district in that direction if that makes sense I don't know how the rest of the board feels about that well I kind of feel the same way in the fact that I guess we need to know the I think that dr. her starts everything with the current reality what does our community think of what we have now do they think it needs to be amended improved upon I'm with Tony as a board member I have an opinion and as a father I have
a separate one different one probably than one my school board hat would dictate I I say or how I feel but I'd like to know where the community is at you know they may think that we're fine where we're at nothing needs to be done or a program or the safety plan doesn't need enhance but I don't know if we could do a survey monkey a questionnaire at all the school's something on the social media or what Avenue we would use but to try to get a feel of what the community thinks of where we're at as far as that goes our preparedness I think that after having the last evaluation of Al 15 that we've already realized that every school has a different policy there's no unity across the district even with some of
the behaviors in the school or policies district-wide there's not really a universal district-wide policy and I know at church quite a few years ago we had a conversation and asked someone from the district to come in and talk about what happens if there is a problem could we get our children when there is a lockdown what happens those kinds of things so that we as parents understood and knew and we were all shocked when they told us the answers and it was frightening - no no you can't get your kids know if there was a situation you can't do anything about it so I don't think that the he does know or realize what policies even are and it needs to be I would say even more than just a survey monkey or a social
media questionnaire I would say more of I mean we went the district went to all the trouble of getting the input for the bond evaluations maybe there needs to be like a community forum and if it's not attended then it's not attended but the opportunity to have that input face-to-face I think would almost be more essential and then possibly redo a rewrite after that and then the district would be working on their own as as well and stuff so with community forum we just as a board again I'd want to if the board is doing the community forum that I think it's got to be based on you know 15 which does include the the current school safety plan but we want to be careful as a board that we're not portraying that we created
this plan and we're going to explain that be my only caution is that we make sure that we're very clear if we do a public forum as to our role it almost sounds like maybe two things need to happen maybe maybe that there needs to be kind of a look at does the community think that our current schools are safe right which may drive dr. Hurst's to say well let's look at our plan whereas it might also leave the board to say well maybe our our policy isn't specific enough so that dr. Hearst has that direction right to plan to or make our policy more narrow so that dr. Hirsch will have to do if you think I mean that's that's the ability of the board to do that right we try to keep things
brought unless we feel like the community wants us to get more narrow with it so there might be two different ways we can approach that I really want to know from our students who really are at the age where I think most of these kind of things happen and the active shooters go along with what your feelings are and if you feel safe if you feel there's more things that could be done not only from a district perspective but also from a board perspective in that policy l15 well since the shooting obviously there's been like a lot of talk at school and there's been a lot of discussions with different classes and different teachers and not pertaining to the policy specifically just stating that I believe in our district or at least at the high
school we worry so much on keeping people out we lock all the doors for our safety we do this for all the safety and yet half the time the school shooter is a student half the time it's not just someone coming in and it's someone that you know and someone that you trust and yeah by locking the doors and maybe this just seems like minuscule and it's not important but by locking the doors you're keeping kids from like an escape plan if they were decide to run it because I don't know the plan we have not been discussed the students have not been made aware of the plan I know when I first started high school it was hide in a corner last year when we had the school shooting threat it was fight or
flight it's always never been a solid plan and that's something that the students have never really been informed of so I think if a student did decide to run and there was a school shooting and in our and how our campus is set up right now they would be stuck between buildings because all the doors would be locked there wouldn't be no where to go they'd be pinned up against the wall that's just how I feel personally and that becomes a facility discussion right for me personally desert oasis is such a small school obviously I don't think that we would have that problem because you we're so close with everybody but at the same time we're right on that that Street you know anybody could walk in and obviously miss Reno's right there don't you
know greet anybody that comes in at the same time but if they come in with no guns blazing you know there's nothing that she can really do so I know what mr. Tovar was heading up I think where you had to get buzzed in if you're past the Bell hasn't been set up yet and to be completely honest I didn't want to go to school after the Florida shooting because I was completely terrified not because our school district is you know like unsafe but it's always in the back your mind it's like there's nothing that you can focus on I know when I sit in a room I'm like okay where's my xscape route and that student shouldn't have to feel that way at school and it's sad that we do but in the time
you know and I think our school district specifically is really good at like if we get a threat we're like right on it and you know everything shut down I think that's why we've never actually had one but at the same time you know it could happen and I definitely feel Caden because I go to first period at the high school and definitely open campus anybody could walk in but like she said the shooter is usually a student so they already know what the school's gonna do you know they're gonna like in Florida he pulled the fire alarm and that's where he got everybody because they all got sent outside and like they had just had one that morning and nobody was like knew what was going on so in that sense I kind of
felt like teachers maybe should have kept their kids because they didn't know what was going on but at the same time they didn't you know so I don't know it's just really it really freaked me out to be completely honest I was really scared and kind of annoyed like when I go to the high school it's like oh I can't get in because the doors are always locked so it's like what if somebody was trying to get somewhere and trying to take cover and they couldn't and they were just out left out in the open and so it is a good thing to have the doors off at the same time it's kind of a nuisance in kind of safety issues well yeah so I gets keeping people in but it's also keeping people out
that need to get in so I don't know it's very scary and I also agree with maybe doing the community forum just because I know after that shooting threat and we did have to lock down for three hours I think it was about last year there's a lot of currents that did want to pull their kids out of school afterwards because they were panicking and they were not allowed to they had to stay in class they had to have the count we shut down the closed campus all the kids how to have lunch on campus and they weren't able to contact their parents we think that and it caused a lot of anxiety and it was a lot really frustrating that the parents weren't even aware that they couldn't see their child even though nothing
actually did happen thank God but it's just the fear yeah so I think we should have a public forum just so you can kind of explain why you don't want people pulling out their kids um there's a lot of like my mom's had no idea like she wasn't gonna play brother cuz she didn't think anything would happen but at the same time there was a lot of parents you know like it's you know you're scared and you want to protect your kids and they had no idea what was going on so I think keeping them in the dark is gonna just build up more you know anxiety and fear and the more public knowledge better just because everybody should know what's gonna go on and if there anything we're like to happen I had read
that there was a I think it was last week maybe it was two weeks ago there was a student that showed up to a campus in Colorado with a gun with the intent to kill and there was only one person that died and it was the student because the SRO officer took action and that doesn't go mainstream mainstream media doesn't pick that up and tell everybody that that is interesting so both that incident and this article brought up a lot of questions that I had about not our specific SRO but how are how was the district funding our SRO what is the training that he's receiving not just police training but I mean outright it talks about he's he needs to be a counselor an informal counselor and all of those things and the possibility
of having more than one SRO within our district at the high school they have a security guard they have like three or four those are two oh two one at the middle school and two at the high school oh not weapon carrying right I wouldn't but there are more so to keep kids from skipping school right not to actually protect students I guess from school that's a great question what is the intent of the security officer I'm sure that there's more than one I'm sure there's a multitude of layers there but that's a great question they would know the answer that I can elaborate on that a little bit security officers are new this year and we're still working into what what the best role for them is we did not hire security offers with
the officers with the intent to be SRO officers and be first on scene we hired them basically for truancy and and be a presence in the in the campus to talk to the kids and be someone else that they can confide in like an SRO but we don't we don't give them the tools or the training at this time to be a first responder that would be up to their own choice if they chose to do that as a citizen would we be like I mean they're already there might as well just make them a can you tell her tell us all what the definition of an SRO is and what the difference is that better than I can exactly what that is okay so if that was our intent to use them as that
we would use a different hiring process we go more screening you know you want to have the the right just like a police officer you don't there's more involved and getting the right person for that job so this is I think it's easy for discussion to get operational right because kind of a challenge for us the board is it almost sounds like we was our current actions and then from what we want to know as a board is and obviously if it's up to dr. Hurst if he would want to have a community forum or they could come ask questions about how the district has a safety plan we want to make sure that we as a board we don't get involved that because we don't know we're not familiar enough with this Pacifica then
won't we get reported on to be able to I wouldn't want to lead a forum about that but then we could obviously get a lot of information from that that could help us maybe then say okay let's let's think about our policy but that choice or whether or not there's a forum it is really up to her staff to decide if they want to do that but I definitely hear that it's a good idea to go down that route I think that we could do a joint forum potentially and just field questions that's a work question that's a district question those kinds of things it doesn't almost make sense to have to but without getting into the operational side just finding out the answers I think that that's still extremely beneficial for us as well
yeah yeah we everything we hear is going to help us right but again right really is Colin right right but it could be we're having a forum would you like to participate yeah because we know what's gonna go right no the general public doesn't understand that there's a difference there no nobody understands it's really one in the same so did you answer all of the questions that you wanted to say about the security officers did you say everything or did we jump in there no that's fine I was just going to it for the students here if you have any questions don't hesitate to email me about any of this and I will get you the answers or find someone who has the answer for you same thing with the board I mean so their
intent was truancy and a visual presence visual presence yeah be that person out in the hallways on campus to make sure something they hear they're in class if they're doing something wrong be the first one to be there to to be on scene but we don't you know we don't give them at this time they don't have some tools we're looking at okay could I provide a building principle perspective around the topic of security folks the primary role in mission is I think the principles would view them would be to assist the administrative staff with enforcing district and building policies certainly truancy would be a component of that but not not the only activity we would ask them to engage in it would be about being a presence in the school and providing those security
functions knowing who should be there and who shouldn't it's not intended to be just a truancy officer and I don't believe they're currently being utilized in that capacity as only a truancy officer I think their their experience and their opportunities go well beyond that yeah it's a it's an easy one to do walking down the hall would eat in the hallways I mean so I think knowing we wouldn't have limited that either if we wanted to if we wanted to have a forum and invite law enforcement and other people to come to we could invite them as well to give their perspective on what's gonna happen yeah as far as who would be answering questions to answer questions any questions but then what our next steps I don't want to just have a discussion and
uh next step I have the SRO questions if you'd come up here chief because it's all I think I think we're good with you great thank you so much it's an interrogation Greg I don't think it's on I think again I'd like to thank you every one of you has probably been contacted with concerns over security safety of our students I have to have had people in my office it seems every day since the parkland shooting down in Florida and and where I'd like to talk I mean there's a whole lot of things I think I can answer a bunch of the questions and I can probably put some decision points too - all of you - that we've had you know questioning you know how far we want to take it four years I'm
not going to talk about the arming staff I think that's a district level you know decision and it's an interesting decision that's not done very often now just walking through a few of these some of the things that we've done three and a half years ago we started with active shooter training for all of our police officers every police officer in Adams County Grant County has been trained in exactly the same techniques you would not see what we saw in Florida they were not and I would not want to disagree they were not well prepared they weren't well trained or they didn't act as if they were from what I've seen our response when there's an active shooter is to go in and take care of the bad guy if there's one of us we
one does it if there's two - does it if we can get four we're great we know nationally that the average response time is three minutes for us to get to a school well we're blessed here in a fellow that our average response time is probably under a minute we're there quickly our job is to go towards the gunfire we don't wait and we we deal with the threat now some of the things that are happening with that the next step of act after that we actually use community members and and some students as our actors we've practiced in the middle school and we've practiced in the high school and we do that during the summer when there's no school using airsoft and and fairly real guns that I leave marks if not draw blood
so we actually care for getting shot because this is serious stuff and we want to do it right now the next step we did is we knew that that you know that takes care of us that that doesn't take care of the schools run hide fight or we also use Alice training as to the acronyms I like to run hide fight because it's simple and it makes sense but we've trained every school teacher administrator bus personnel with a lunch or food services folks we've trained every one of them and run hide fight tactics our techniques now we can we can make it more complicated with Alice but we've boiled it down to you if you can run run and so some of your your what I'm hearing and it's usually not what you're not gonna
want to run into a school you're gonna want to run away from the school because the threat is often and and I would say it's way more than 50 percent it's usually a student that's the threat so the hope there is I mean if you can run you run and that's you run until you're safely away from the threat now if you can't run we hide and another word for hide is we barricade so the old thinking of staying in a classroom shutting the doors you know and some of what you've seen if you've been watching all the videos on Facebook in YouTube and all the news channels and the safest school in America and the smoke that boils it down into the halls and all that junk that we're seeing in the schools right
now well what I see in that is they're still using old techniques and they're making kids clump up in a corner now behind the chairs and try to hold books in front of them that is old school we know that doesn't work what works is if we had to barricade this room we're gonna barricade those doors so that bad guy can't get through it that's a barricade and there's a whole lot of stuff in here we can use to barricade but while we're barricaded we're also arming ourselves and that means we're looking at items that we can use to defend ourselves that flagpole is kind of sharp this microphone is kind of heavy I mean as we look at those things we're looking for for things that we can use to protect ourselves and when
we train to those teachers and those staff members we show we actually took the time we role-played it we showed them how to actually barricade how to fight how to take them down the question that we did is we didn't take it the next step and we don't know if we should be training our students to do the same thing some districts have made that choice we as Othello have not made that choice yet so I'm not sure what the right answer there is and then I mean I already hit the fight part but we've if they can breach the barricade if they can get in we're going to fight and it's not linear maybe we can't run maybe we can't barricade him if I'm in the bathroom with no locks or no doors I
can't barricade in there so I've got to make choices now some of the other things we've done obviously you've seen the SRO and I commend the school district the school district pays 50% of actual costs for the SRO we pay the other 50% it actually leans a little more our way we're paying more because we didn't include vehicle costs radio costs and some of the equipment type stuff now you know where I would come in the district is having those three security guards and our security specialists while they're not armed we all know that shooting that happened up in Spokane it was the janitor that stopped it we know that that responsible adults with the heart the grit the braid the courage to do what they need to do are going to protect our kids
just like our police officers we're I mean we're gonna go in I would expect every one of you most of you have kids in our schools we're gonna protect those kids and it doesn't matter if I'm going to use this microphone as a club or if I'm a I'm carrying a gun with me we're gonna protect kids so that's as I look at it is there room for improvement you guys are already making that improvement yeah hard a safety direct safety director we seem to meet at least weekly usually several times a week and we're constantly in the schools and talking about what's the next step what can we do in fact we're at the middle school on the high school today looking at structural changes and things that we can do to improve safety
just by creating you know you know better ways to corral people you know some of the concerns we have is we talk about fences we talk about gates well parkland in Florida was a fence and gated school and it didn't stop the bad guy you know we we sent a couple our security group down to both Pasco and Sunnyside to look at what they're doing they came back and they provided actually provided me a recommendation list that we're still waiting through as five pages single single space of recommendations there's a lot of work to do and I think we're very much on the right track now one of the other things that we identified and we dint affine in the in the lock downs that we had at the high school we weren't communicating very
well to our parents so we right after that lockdown went out and got Nixle so we can actually make emergency notifications immediately we now have almost a thousand subscribers of local or fellow folks that get an immediate cell phone or text on their cell phone we can actually do a phone call we can do however we need to to get that message parents students school members it doesn't matter part of the changes we don't want to keep secrets if there's a lockdown we don't need to keep it a secret if it's an emergency lockdown the difficulty is bomb threats or a lesson specific threat you know we we hear that there's going to be a shooting we don't know when we don't know where those are really hard to deal with but a specific bomb
threat if we cancel school every time there's a bomb threat we're not gonna have school very often my my concern is every time we talk about it every time it gets in a newspaper we're gonna have another one because that's how these school shootings work too so so as we go through this I mean some of those our commitment is my dispatchers when we're heading we had a lockdown at the middle school a couple weeks ago when that happened I had my dispatcher ready to put out a Mixel alert let everybody know but we didn't know where the bad guy was yet we didn't want to tip him off and the threat at that point was you know we had the threat of it that a kid had a gun in a backpack now turned
out he did not but and he wasn't on campus so there's a whole bunch of considerations that we had to make we did lock the school down it was a modified lockdown and that's one of the other trainings that we've done we've changed how we do lock downs we don't just lock it lockdown lockdown put everybody in a corner and pray that things are gonna get better the tactics now it's I mean we're the advice that we give teachers is maybe you even want to keep them at their desks the doors are locked I mean it's quiet the lights are off you're trying not to draw attention but you're prepared for that next step whether it's running whether it's hiding barricading fighting we want to be able to hear what's going on we actually went
into the high school and fired a gun off in the in the in a classroom and in a hallway with all the teachers sitting in the library so I mean what you would expect and that was in that's in the hall what you would expect isn't what yes but we would normally think so we're really having to evaluate some of what we do and why we do things differently so as we go there's a huge difference between an SRO and a security officer as SRO school resource officer is a fully commissioned police officer in Washington State security officers are necessary too because they're a school employee and they have different rules that they have to follow so when it comes to the law I need a search warrant to search a backpack or search the
locker school official does not so working hand-in-hand as a partner as a team where I able to get much better work done and that's why we like to have both do I think do it what I like to see more I would love to see another SRO and I'd love to see another security officer that's money and right now for us that's I mean I cannot afford another police officer in the school's security police the other thing is we talked about the security guards not just do insurance you know completely support what pizza they have they actually have radios on them that have our police frequency direct to our police officers our cars and our dispatch center which is way faster than calling 9-1-1 so that's fairly beneficial and I mean the last thing I
would just throw out there is safety is everyone's job and so it comes down to that if the teacher sees somebody walking in the hall or a student sees somebody's like who is that we had the young man that that came in and lit a couple fires in the school a couple years ago well he wasn't a high school student he was he was another school student he shouldn't have been there and we would have been nice if somebody said hey stop you're not supposed to be here but well as we look at this it's like I'm not going to come to this district and say let's build fences you know let's redesign all of our schools we build new schools we build in structural issues we make them safer but we want to channel
the kids and the students the guests everybody by eyes and that's one of the things Greg and I were talking about today is I mean some of the schools you walk in you can't you can barely tell what the entrance says we're at the high school you've got five entrances just on the front and one main one now I like the idea of the doors locked but what I noticed and notice every day is the students wait at those locked doors until somebody from the inside pushes it open for them every single time well is that a security issue absolutely but if we didn't do that 1,100 kids go in the front door and that becomes a consideration so there's a whole lot of talk there's a whole lot of action that's happening one of
the next steps 10 o'clock tomorrow morning we're meeting with the superintendent and some of the other staff we're talking to incident command system how do we the federal law I mean the federal government mandates that we use at ICS we're gonna train and we're gonna tabletop some simple simple emergency is and see how those can scale but how we can be better prepared in case it gets big so I continued to pray hope it doesn't happen but at this point I'm willing to answer any questions you got oh one more I'm sorry I know you got one the forum idea I've had numerous people come to me suggesting we do a community for him and when the district does it I would like to see it as a law enforcement district partnership because and the
role there may be let's educate our community of what we're doing and then say what can we do different and or better but right now I believe most of our community does not know what we're doing and that's some of that's on purpose but they can learn it on YouTube I feel a lot different than when I started this conversation I just by hearing what it is that what the training is we're doing I do too I mean I just got school tonight I mean find out a lot about what you guys are are doing and what aware of it and as being an elected officials a lot of the parents look at us and say what are you doing for our kids how what are you doing to keep our kids safe and if
we have a forum that's what we need right there it's not being up there but it's the ones that are dealing with it and I got to deal with it answering the questions to just reassure that we are taking every step possible to keep our kids safe I think the only question that I have is what is he is our current SRO being trained on non I'm sure as a police officer you have to be aware of and read all of the signs that are there not just the verbal signs is the SRO officer being given other training as well because I can't read my kids like I can read adults actually I was with our school resource officer not only is he trained as a police officer but as a school resource officer there
is a short mini Academy that they go to there's a Nasra which is the national school resource officers and waz row which is the Washington school resource officers trainings they're a seminar that's held every year we've taken security personnel to those before we've taken principals vice principals to those before and that's so that is an option in that they're learning some of those other techniques additionally every police officer in Washington state is required to take crisis intervention training CIT training and the CIT training basically helps us identify folks that are in crisis mental mental issues how to identify the different mental issues and then how to actually communicate or you know deal with that person without making it worse so does the SRO do counseling the SRO I mean if you if you watch the
SRO at the middle school or the high school he addresses kids as they're walking in or while he's walking it down the halls he's whether he's fist-bumping them whether he's saying hey put a smile on he and his point is tin and our purpose is to engage him every day we want people to see that a uniform isn't scary the national media does a heck of a job of communicating that we're horrible scary people we want kids to see that we're good people and that we care so yeah we're hitting some extra training and put our expectation is as we pick and if you look at the last couple SR rows they're very very good people with the Harper kids we're not picking that Robocop's you know kind of thinking that you have the soldier
that's gonna stand there at the front of the schools we want them to be personable nothing against soldiers there I was one okay first what how do you spell the acronym Nixle Nixle is ni xle believe it's calm the simplest way to sign up is to text eight eight eight seven seven seven with our zip code and I have that in fact I get notifications from the police department before I get notifications from the district that there are lock downs at the school it does include Grant County though so sometimes I'm like oh I don't care what's going on in gorge but it is extremely valuable to have it's really been awesome the problem is we have some of fellow students in in those areas so we have to have it it's okay I I'm
I'm happy I am accepting having but I really Carrie I don't need to know every time there's an accident in Grant County thank you that's wonderful information thank you much okay well we're about halfway through the next one I think is what I expect will be another discussion but we'll see so just bear in mind there are still eight items left before we move on we need to come up with oh yeah what's our next action plan personally like a survey and the forum or a forum and then the survey after doesn't matter to me you are you looking for the board to do a survey or the district I'm looking for the board to do a survey the district could do or we could coordinate when together but to me the intent of the
survey would be to make sure that for me the survey questions would be about going through l15 and questions about is from your perspective is requesting the district to have a safety plan good enough or do you believe the board should have a specific right like right now you know 15 just says the district I have a safety plan that's all in my memory that's all it says as far as that safety goes I would it could also say something like are you aware of what your students school policy is that is that is truly part of the e l15 it is also informative but I mean there's if we all came up with one question a piece and then emailed them to you and then you came you know consolidated then there could be
more additions you know unless the parents are very well versed in the l15 I think the only question they're gonna have this are you keeping our kids safe you know that could be a question right do you feel like yeah they want are you not writing these down of it are you not writing this down who are you delegating to write that down it was five or less five I think is a good number more than that is way too many I'm three board members who just gonna give me a date sorry by next Monday then the following meeting is when we'll present and then at that meeting we'll come up with a date for a forum I think a survey I think a survey first personally and then we can excuse me an ounce
this is the results of this survey because sometimes we always need some kind of starter to questions and conversations sometimes they'll start on their own but sometimes you need that catalyst of starting opening how long was the last survey for the last survey that the district did I can't remember what it was about but you put it on social it was put on social media and there was a time frame Chris can you tell me okay that's right for whether it was the Athletic Complex or not how long was that okay because I felt like and comments that I got was that was too short of a time frame and by the time I was ready to go in and take it it was gone as well I personally feel like we should go ahead
and schedule the for a minute and then if the surveys done in time we'll bring it in as part of the forum and just show the results of the survey rather than I think we're better off to to just stay on it while it's fresh rather than be two and a half three months down the road or nights we want to do maybe the third Monday of March is that the 26 of the 19th the 19th yep that'd be good that's not good for me that's right before sandhill crane festival sorry my brain is gone that's right what about the 12th of March we have a board meeting do we want it can we focus that board meeting on it is that no we could do that we did before though you could have it
from five to seven and then like we just did that yeah we did from six to seven I don't I don't know that this would be expecting I think that it's beneficial to have yes law enforcement there day so this is just we've have to come up with a couple dates and then Courtney does the 12th work for you let's go there oh yes it was for sure be like the middle school cafetorium although that's not convenient for people coming and leaving I hate the cafetorium right into the microphone yeah I would I would agree we need we wouldn't have it here we now had either no definitely right but it is convenient for people not having to stay the entire time what's the capacity of the corridor it doesn't matter to me where we
have it I just I think sooner like the 12th I think is very reasonable and can we invite the district so I would say in my conversation with all or president we see this as a partnership certainly we're on this together as chief said also great I just think that that needed to be defined absolutely thank you we could always postpone the board meeting to go either a start later if it if we started at 5:00 and we're not ready to be done by 7:00 well what I wonder is if the meeting starts at 7:00 or whatever there's no we did with the last meeting at the last one that we did didn't we actually start the board meeting it was at 7:00 we started that on terms that the workshop that we did we
just did that recently where we started it and then heard of the board meeting after but I'd be in favor so the board meeting starts at 6:00 and then the item one I think that's today if you change the time that's the 12th isn't the board board meeting days you're just changing the time you know the meeting today is two weeks probably tomorrow would be right it's real close right now right the forum or the board meeting 6:00 to 8:00 8:30 9 o'clock I tend to agree with with the chief where it will be very well assisted if our meeting was just an hour's what I meant not the forum itself public it's a linkage part after public comment will just be this forum and so I just want to know how much time to
leave for that that's for the forum itself yeah how much do you want me to put two hours okay just a quick suit maybe is suggestion is I don't know if we'll have time for the survey but maybe we can have it at the meeting to give out to people as they come in okay we're okay with whatever come in to me we can get that you could modify it from a survey to a I know the district has the ability that we could actually put questions up there and do instant polls too if we if we just want to pull the people that are there that would be interesting could we put this the the national school shield report on can we request that to be on the district website the link just very
informative just and and have it just say this is just for your information because it brings them as a week okay or after okay so this again is going to be really a special board meeting it's going to make the place of our regular board meeting location start at six o'clock I'll make the forum part of it be to two hours on the agenda and then once that's done then we'll go right into the rest of our board meeting you know we'll just try to keep it kind of regular board business not a lot of extra for discussion so if there's something that we really take care of the we will the surveys you guys would get me your ideas for a survey question it as soon as possible I'll get those over to dr.
Hurst and that'll go as a poll during the forum all right then we could decide later if we want to include to create that as a more extensive survey I think as well afterwards we need to have a large panel of a whole bunch of people up on the stage anyone he deems important hi sheriff our next question is it should be invited to County Sheriff I think that the whole board needs to be up there yeah it's aboard yes I just wanted to make sure because I know it's a lot like it's a very serious issue and there's gonna be many other individuals there I didn't know if you would yes there will be a forum so anyway definitely let them know that that is open to them as well we'll do the same
as we do any board other board meeting they'll be W opportunity for public comment three minutes people can speak anyone else think of it you want to make sure we got invitations but I mean to be on the panel up front everyone will be there might be a good input from the audience Anu County help it would be a good idea okay all right I have one more question before you move on down I don't know if this is for Greg or the police chief but do we have any security specialists at the Elementary's okay thank you so I'm gonna skip the the bond one and come back to it so we know how much time we have all right so I'm gonna move right into the discussion on technology replacement plan I requested that
and due to the fact that we're gonna be monitoring GL 16 in May I think that they'd be more appropriate to wait until it should come up naturally when you know 16s monitored that was potential interest in was to regional meetings that this came up specifically I don't know if the board is seen there's there's one of the most like that's kind of nice to be that close so just wanted to bring it up if if there's board members that say yeah I absolutely want to go we can go ahead and let you get registered for it I don't suspect that one's gonna fill up super fast if you do want to think about it but is that an all-day during the day I just saw I had a date okay usually like six o'clock
or so yeah okay great and that was Tuesday May 1st right and so this doesn't need to be something that you plan on attending dr. Hurst same all right we wanted to have a discussion regarding student representative term this was also something community from Tony so if you want to go ahead its GP 17 it's going to say it's definitely not e l 17 our current policy I don't believe even says when that I could find when the student rep stop and start but our practice has been maybe it's in 17.1 somewhere so our practice has been to have the students start when the school starts and ends when the school ends my personal feeling is is that and we interviewed for the new student rep that we had every year sometime in May is
we've been doing as a board and letting them knowing in our June meeting so that they know to come in the beginning of the next year a couple things that as I has been the appointed board student rep liaison mentor there you go I feel like that we should consider as a board expiring the senior term in like May when you're a senior I was coming into it I like my supposed to go to the first one like I didn't know when I was supposed to start and so if we do expire my term earlier I don't know if this is what you're gonna get out or not but and then start the new term meetings in just so they have a feel of what they're actually getting into and they are more comfortable going
into it for the next year so so my feeling was was that we should be maybe looking at making the transition right around project bridges which has been kind of this the student reps major undertaking that they've been choosing to the last few years so that the one that we whoever we appoint to be the next student rep gets to see what what project bridges is because even now I hear conversations then I have every year from the juniors in well what the heck is project bridges because and then to get a few board meetings in but if the board wanted to do that we need to get interviewing students sooner but it depends on what the board wants to do well and they don't attend in the summer know in the past there they're
invited but where they're not in school a lot of them okay but we could if that's what the board wants to do so so your idea of ending the term and well and that would have a better buy-in for project bridges as well and from my personal view if this if the senior student rep wanted to continue to come till June that'd be fine it would just be more mentoring for the senior with this sophomore at the time right I wouldn't be against having two meetings where all three of them that's no thanks so really quick we don't have an official date yet because we know that spring sports started obviously so there's games on Tuesdays and Thursdays and there's also some some some on Fridays then we want to stay away from Wednesdays because
of church so our only kind of option is Monday so we can't do it on a board meeting day obviously so we have two options and it is the seventh and then the 21st of me and we wanted to get it done sooner rather than later so we were kind of looking towards the seventh and I have to see if the MMS auditorium is even open and available on that day but right now that is the date that we're aiming for so I want to have the interviews done before May 7th then at the tentative date all right so I'm gonna defer to an audience member because he's been involved in that Carlos how much time did you usually use to compile applications for that okay so back to that I mean we're talking early
April right maybe the first of April we're we're asking for applicants okay I'm thinking April 23rd is the board meeting David we could do it at a special time April will interview on the 23rd okay thank you so I'm assuming it would only be for the high school because you wouldn't want to desert does it always this right we've never had a no there's never been a desert oasis rep before oh yeah so it could be anybody okay nope alright the next thing was there's a woz de equity conference you the board can click on that and that is on May 23rd this would be one of those things I don't think we have to make a decision tonight but think about this as well we'll bring it up for the next board meeting to
find out who's interested in that we might even possibly push that out to the board meeting after if you want to keep the next one super shortly but it should be on a radar from what I've read of this of this meeting and the intention I'm only interested in this meeting if there's other district people going because this is a multi this is a meeting between with wast was the AWS piano and wasps and our school board conference and so and it's for my bread that's intended to be district teams and so I guess as just as me I'm not really interested if there if the district isn't planning on going if there's not principals and administrators going then so as a board we need to read about it decide if it's something as board
members we're interested in and then dr. Hirsch also needs to look to see if that's something that yeah the way it's if you read through it it's an it's definitely intended to be a coordinated meeting between those three associations okay this next one was also from Tony he had half of these I think discussion regarding interest in hosting regional Wasden meeting yeah I'll start with there is no policy that says that we should or should not have a region hold the regional was the meeting here my feeling is is that as we as a district if we we participate in these meetings all over the state and other school districts and and I feel like it would be good for us there's a just as a as a fellow to host meeting here but there
is no policy directive that says that we need to do that I was just curious what the board felt like I assume so what does do you have any idea what that entails for us to actually do or do they do all the planning and we just provide the location I have a pretty good idea cuz I've been to several of them now over the last nine years it's it to come it's coordinated they they are in charge of the schedule you're they're hosting the meeting at your building but usually there's some coordination definitely yes any time we can get we have awesome facilities and it's always good to have I would say Mike's right I think they probably have everything for maybe not this calendar year but at least to the end of school
year then they'll set up regional meetings again okay next next item is discussion regarding board processes board process for determining competitive salary the superintendent would consider a contract extension this was just a discussion tool to let the current board members know the philosophy so what we what the board has been doing is we've been requesting physical contracts from select districts so we can read what other districts that and I don't have the list with me but we've we created a list of districts that we got we actually redid a public record request to those districts and got actual copies of their superintendent contracts and then the board had asked me to do an Excel spreadsheet where you were I did a comparison of all of them it compares salary bonus structures allowances that they have
how they're how that has a whole bunch of matrix on it but we've used that we use that in the past as a board to to make sure that our contract that we're offering the superintendent is competitive although I couldn't find a policy that we actually have that mandates that we that we make the superintendent's contract competitive that's been the board's in the past the board's intent it's interesting me to have a policy of that though but anyway that's what we've done in the past is we've asked the district actually to do the public record request for us and then they provided all of us with the the contracts it's public record and then I created a schematic and then we've discussed it at the retreat but if if that's what this board wants to
do we need to be ordering those superintendent contracts sooner than later Chris probably has a list of the districts we used like I don't recall all of them on my head but he could provide you guys with the list or if he has it he could tell you who we requested because it's all public record and if there's other ones you want to request we could request those get the board's good with that continuing that philosophy so I was surprised too that we don't have a GP or BSR policy writer to do that but I do I like that process because it I felt really comfortable that it helped us look at surrounding districts and really be fair and competitive with that base salary and determining bonus structure and that kind of stuff so without
that I would like to see the ten districts I don't know what it was ten did I say ten maybe I stuck ten in there anyways I would like to see the list of districts it's a public record request anybody can request that from any district anywhere and so if you want if the president wants Chris Coons give the board remember an email all of us an email here's the district refused last year and you you could contact I guess contact president if the if the board tonight says we see the first these districts or were they comparable to size they weren't comparable but they were all over the state I know for sure you have do you have do you have to have that list I don't have the list of him but I
know that Jena has a list so we're going to actually reach out to her it probably is in our last it's it's in our last retreat if you go back I'm pretty confident it's there no it sounds like there was a big matrix and big discussion over it right right there was plenty that we looked at and said we feel it was very transparent so we want to be much more transparent to talk about the competitive method methodology that the the previous board has used is that we have paid our superintendent at the low end of a range and then if we renew this contract we give him a bonus that puts him towards the higher end of the range and the board of the time did that intentionally because we felt like we didn't
want to reward a superintendent if we weren't gonna extend his contract but this board may change that when that comes but the current contracts written to where the superintendent makes a low-range number and if we decide to extend his contract Yuda bonus isn't it also tied somehow to there's some extra performance bonuses right okay I would want to see the list before I said yes go ahead with those I want to add some remember Tony did did the board choose that Lester did you just come up with it I think we chose it as a board I'm just looking real quick to see you we're narrowing our discussion down to about 15 minutes we keep going and if I find the list mean we'll go back all right how can give you the list from
my view it sounds like a couple board members for sure I personally as I'm khutba with the list but I would also knowing that there's two new board members that weren't involved I'd be comfortable with saying giving them the opportunity to see who we knew we chosen okay all right so you still want to look at that list I'll look for it while we're talking about the next item so the next item is discussion regarding transfer of money from general fund to capital projects Wow [Laughter] yeah I intended this conversation to be after the bond conversation so I I think it'd be more appropriate after that okay so there we are as you know we had fifty three and a quarter percent yes the final tally to forty six and three quarter percent mil and
so I guess the discussion that we need to have is where do we go from here I mean obviously there's option sometimes from some boards if you're very close they'll run it in the next election cycle we found out on Friday that we had to have the new resolution by Friday to even consider that could I share some some math would you mind yeah just to put I love back okay because on the surface 53% make you feel like hey we're close but I just wanted to share some math just to give you some perspective as we discuss there was my numbers straight here there was 1300 and some people that voted 37 percent turnout 38 percent voter turnout in Adams County to have the the vote have actually been sixty percent plus one one
or two things would either have to would have to happen just to put it in perspective I'm 89 no votes would have to change their mind and vote yes and you can decide how likely this is if you had the same voter turnout 90 90 people have to have changed their mind about yes to get enough yes votes to overcome the no vote that the no vote stayed the same you'd need two hundred and twenty six additional yes votes to turn out just just throwing some actual numbers out there because sometimes percentages are deceiving I was given the information by someone and I wasn't on the border on the facilities committee either the last bond took two votes two different options to get passed on the third okay and then you can look up under
director district it's not under director districts it's under districts you can look up which districts voted which way I think that that was very interesting to look at the website and mrs. hunt said Chris about you that your voice is so calming and soothing when you called and talked to her on a very extremely stressful day so I thought that was great to hear that perspective so um but I've never seen it by district I've seen it by county you can if you go to the County website which is Adams no no it's actually not it's not that way it's a different it's I can't remember um precincts you go into elections and then you go into it's not it's not by our districts election results and then you have to scroll way down to
ours right there and then precinct results I didn't know there was precincts I you said districts and see I'm sorry yes precincts and then there is a map oh I'm sorry it's just these numbers so there are some precincts that were much more in favor than others there are some precincts that are opposed so I think that this would be interesting to look at and then to look at the map to find a map on how these are set up and to look at where and then possibly the Y's cuz like oh fellow City five is basically 5050 but Othello City six is much more in favor and then if you go into rural rural too is close to 5050 but rural four is much more in favor when rural five is way more and
six way more in rejection so I think that those are really interesting things to look at and I just didn't take the time to do with like an analysis who lives there what's going on is that but those are interesting things to see maybe it's time that we do somehow do a poll or and and then a long time citizen told me that his opinion was why the last bonded pass is that there was a very prominent farmer that went to farmer to farmer to farmer and said we've got to get this to pass and that was the reason his opinion was that was the reason why the last bond passed he is still that farmer is still within our county boundaries I don't know if that is okay I'm sure that we are 2005
it was it was a billion and then we got a new through their knowledge along with for the state now we're actually paying low so was the pig the plan the building plan did that change or was just how we got the state but also we still need to discuss the bond and what to do next but I this might be operational but I don't know how we can not put portables at every school every school is over capacity and needs more portables than we currently have is that operational I mean I know that there is the it included in the bond proposal was two million dollars from the state of a grant that would help that could I thought that had been said could be used for portables we definitely need to check into
what do we do long term for going forward with whether or not we when do we want to rerun the bond do we want to rerun the Baathists and hit this the same way the Tri CD Herald this morning about there's a there's a Pasco campaign committee that has been very active over the last several years I believe and they decided to send they call it voter report card so on the back of their bond postcard if you flipped it over it's a voter report card that says here's you and how whether or not you voted the last and here is your neighbor number one okay not names yes neighbors so they do there's different ways by precincts and compared you to the other precincts by unnamed neighbors and then they had a group that
was named neighbors and they actually did it was incredible they figured out at the end if it improved voter turnout people send their ballots and every single one of them had a positive effect on how many more turned in their ballots and voted the the one they had the greatest effect was when they named the names of the neighbors go forward obviously didn't say how they voted in this show that they actually voted right Wow and then the one that I think they said that they're gonna go with is just to use this voter report card but just compared but it was just interesting what it was basically peer pressure to get people to vote don't think that that's a bad thing at all so they said it had a 4% increase turnout in the
precincts where they tried that you said we had 38 percent turnout is that what you say which is I would just bring that up because there are there are definite things we can do to find out what's going on with our voters and I think that my personal opinion is we need to send us of surveys to the voters in our district and just ask them some simple questions did you vote if you did was it yes or no and if it was no would you was there a reason was there is there anything that would make you change your mind well get really narrow down there's some people are just gonna vote no because they don't want to pay extra taxes and there's gonna be some people who voted no because they didn't like
the plan and I think that's what's important is if we find out there was a lot of people who didn't like the scope of the bond then we had to talk about that but if it came back where we found out you know Lobby would have said you know I fret to say to my ballot is what it came down to yeah I guess my only feeling would be is 226 yes vote from just my this is my personal view that there's not I just don't think there's that many people that didn't intended to turn to vote that didn't vote that's a big number to my in are so I went back and did a spreadsheet of all the since 2000 all the elections in Adams County that were school related shared drive that we
have for the board take a look at it because it it tells you numbers right at the end I think if you were to I was it coming up I think if you're in a narrow it down you'd see that usually there's 550 to 650 no votes in that range the difference has been in the inner in our elections that have it was um they're actually that we're had I do agree that I think that we need to have some kind of a survey to the voters and come up with some kind of those numbers but I wonder if we should have that be independent I don't know how not coming from the district no but not in any way shape or form or it needs to be my opinion is it needs to be
coming from an outside source that's doing the survey that's coming up with this stuff so that it's the voters see it as unbiased and that it will be true representation of their of their answers I think there's a lot of people that just have a mistrust right the voters to change their mind but they just find out why they voted the way they did right yes but I think that they might change the way that their answer I think a lot of people don't understand the difference between the board and the district they see it as one on the same right no it would just be for us for us to make a decision next do you think like a dishonest answer because they thought it came from the district yes in some way yes
I think that there was still I mean with his much information that was that dr. Hurst and Brian went out and tried to give I think there was still a lot of miss understanding about what the intent even was I mean I was trying I was having a conversation with someone the day of the vote on Facebook about she still thought it had to do with a Sports Complex I was like Sports Complex is not even on it well that's the way it said it on the ballot and I was like no it didn't and and then called Thalia in a panic tell me what it says I mean things Act wording so I put that on but there were a lot of people that actually read that conversation I don't know if it would
truly change that or not I just felt like if we wanted to get I don't know if it would be worth the expense that it would be I just felt like if it was unbiased from a third party we might get more answers and more honesty maybe I'm incorrect what's the rest of our thing what I think is is that if a community supports the bond they support what the districts are doing and they feel like our kids are successful and so to me it means one or two things it means that the district as a whole I get that I don't want to pay taxes and all that stuff but for the majority I believe a bond passes if they think they're making a good investment in their in their community and so either
we didn't do a good enough job explaining how this improves our investment in our kids or maybe we have spent too much time talking about facilities and not enough time as a district and as a board talking about how we're gonna make kids successful and if it and if a school comes up as a reason why we need to do that to make kids successful to me to me I guess the narrative as a voter and even on the board at times always has always been we need and we need a new this tour we need to do that why because pace is for kids all these all these reasons right it's it's never I just think that maybe we need maybe it's time to look at a fellow and look at building the fellow
school district back from from the ground up and and I believe that dr. Hurst tried to actually do this but I'm not sure the board actually necessarily caught on to what he was trying to do in other words I think we need to step back I to me I think 50 to 53 percent yes and and that Menino says that says we need to do something different than just run the same bond again and tried to shove it through and make people make more people vote to me it's it's a it's a it's a big not unsurmountable but it but to me it says that that we need to look at more intentional and I guess for me as a board member I didn't I'd like to to challenge the district not to be operational
and say the district should you this or that but I'd like to challenge the district to come back and say this to the board at first and say this is what I see Othello should be in this is how it should be organized and start and start over there and then say okay what facilities fit and how like we attempted to do that and Chris did a decent job attempting to do that I just don't know that we did it justice and I guess to me it's more about what's best for kids to me then whether we should have a gold-colored gym over in the corner or an auditorium and we need to focus more on that on what's good for kids what's gonna make her help our kids to graduate what kind of system
is it what kind of structure is it and start there and then go from there from my view from my view I don't the only reason to do a survey is if you're gonna go try to go out and say we're gonna try to change people's mind or incentivize people on a plan that they didn't easily vote for the first time that's that's my view if it was 59% fifty-eight percent I'd be all over let's figure out a little bit that we miscommunicated so we can get those extra 25 votes but to me this 53% to me is not close to sixty especially when you look at numbers so I don't see any value in the survey myself all I know is that they voted no for me to address different things I've heard a
lot of different things you know auditorium I've heard a lot of different things and I guess respectfully yes that's my point is to me if people voted no because it's a k-8 and k-8 is the best way to educate kids I'd say we still need to educate the community on why I'm not saying the K it is but I'm saying if the district as a whole is decided this is the best way to educate kids you don't just say well the community wants wants everybody to just graduate in eighth grade so that's what we're going to do that's in my mind that's not what's best for kids yeah in my mind that that means that we need to do more education of the value of whatever program we feel like is best for kids to
be successful in life that's what our end is in the end what what the scope of the bond is as long as the scope of the bond supports the long term vision of how students are educated in this district is that yeah I'm saying I think we need to focus less on facilities and what the facility is gonna look like and more on this is how we're gonna educate kids that we can be successful and then and then go from that to the facility not well we already have high school in middle school so we're gonna try to make this work so we're gonna do this and that to make this work and that's just my personal view is that you start with the facilities last not first you still have to address people who
say our middle school is too crowded I don't know the kids anymore isn't that an educational issue the kids learn well if the if the superintendent can show that kids don't learn well in that environment then it's an educational issue throwing for more portables that it doesn't fix that that just create some more deaths I'd like to know why they didn't know I think it would be beneficial I think it would give us the opportunity to be more specific the next time around if it needed to be going back to what Ken said my responses I got a lot of a more related something that came to my office frequently was why do we need 1500 seat auditorium it's not gonna pass because of that and I did my best to to explain the reasoning
for it and how we came to that conclusion and still the overwhelming answer was they go past because you guys got that in there I mean it did come down to a facility question I don't know you know like Tony said respectfully disagree I think everything that was expressed throughout this bond campaign was education related I don't think anything that was advertised or that was expressed the N gold wasn't education and making our students more capable so I'm kind of conflicted with Tony's theory of going back to the education and that the facility being the last thing I think there needs to be a more cohesive reckoning of both of those things but I think I thought we did so so let me ask him in a different way to try to clarify what I'm
trying to say okay if we're education first and the district feels like that there's a better model to educate kids we have eight buildings now why aren't we changing them to fit that model why are we waiting for a bond to pass to change for one we can't expand current school to make that change have we've never discussed it how do you know we can't we have the same number of kids no matter configuration talking about configuration as an example I'm saying there's things that we can do as a district if we want to change how our if we think there's a better way to educate kids you don't have to build a new building to be able to start that process from my view and and from my view we're saying well we've got
to build this building so that we can reconfigure why okay so if if the reason I can understand your perspective I understand where you're coming from if the reason why the bond failed is because of the k8 factor then the concept of reconfiguring is going to be highly unfavored by many that's true but as a board member I'm interested in fulfilling my role to educate kids if I get voted out because we change the configuration that as a board we think is better for kids to learn they can vote me out that's ok that's why I said if the district says if you have a vote and the community overwhelmingly says that we need to stop to go to eighth grade are you gonna vote for that as a board member Touche this this isn't
part of that discussion but I don't think I realized this until after it felt like even though on the ballot it says the bond or the board has this proposition it felt like it was district driven it was not board driven all of the conversations all of the forum's were district driven the district's the one that came to the board and said here are these three proposals and then it narrowed it down to two and really only one of those was an option because of the UH nobility twenty years to build a high school wasn't an option so manured is the one that's asking to have it be put on the ballot then the board needs to be one creating the plan and the forums and those kinds of things maybe with the districts help
in the background but it was very much a district driven plan it was not a board plan the board just approved what the district suggested I don't know how bald the board was in the last bond I wasn't on the board of the timing so to me the district was was moderating when we've gone through levees the board has always been there to go and talk to the groups about the levee and I think in this case and I'm only speaking for myself dr. Hirsch was doing so much that I just steps back and so I just rang I just let that happen and part of it was because I I really felt that our community thought and thinks very highly of dr. Hurst so I thought I thought to myself that's not gonna be
a detriment I mean he's gonna make he's gonna look better out there talking to community board members probably gonna be anyways but as I thought about it afterwards yeah I mean you're right this is this is the board asking for and the board has to have a more of a presence for sure and totally own that right and there is not a five-year plan or a ten-year plan facility plan I mean I know that's hard to say at this point how do how do we come up with that at this point but there's there's not a plan there's not a five-year plan there's not a ten-year plan and I think that those need to take place as well are you sure am I sure that there's not a ten-year plan or a five-year plan I
have I thought that there was a discussion that that did not was not present I've not seen evidence of those things I should say that instead with the practical year that I've been at every board meeting except for possibly two I have not seen that I will say that so we have this tag going forward and I don't this isn't necessary to be decided tonight the reality of it is that dr. her share with me the the bond council when we were looking to see if we could have an emergency meeting possibly just to approve a forgetting the word resolution thank you for April and then possibly say never mind we're not going to do it but least have one approved we found out we couldn't have a meeting for that that was August when
you say fifty percent pass rate in February on bonds twenty percent pass rate in August twenty five percent pass rate in November it was and so the board has to decide you know what what's the next time we're gonna look to revisit this August at the earliest so we have more time to really think about this and talk about what our next steps are going to be when would a resolution have to be in if we did decide August what's that deadline I'm so glad that you do resolution filing date May 11th oh wow okay November would be August 7th but in any case we don't have to make a decision I think there's been some really good points brought up I'm already over my time limit of two hours for our board discussion yeah
so the board's okay this is something that we can all think about and bring up one more point yep just for the board we as a board we don't have a policy that mandates any configuration or any specific method of teaching kids we have an end several ends to talk about student success that we track and we have some miele's but none of them have to do with student configuration so I just wanted to put that out there that if the superintendent there's nothing that prevents the superintendent from reconfiguring schools any way that he wants according to port policy that I'm aware of just throwing that out there the next item was one that you wanted to hold off on through all that did you have a chance to research by the way the competitive
salary yeah it's not in the it's not in any in yeah I must have it on that on my home computer or something on the shared file it's not in the board it's not actually in that retreat as an attachment so hopefully Chris can find the list but we didn't we didn't actually put the that I could find the matrix we must have had it in paper form had the retreat's it's not in the board Docs do you want to talk about the capital levy yes okay well I don't want to I want to leave that alone so let's once we get that information then do you feel like we have enough time to buy the next board meeting for the board to say yeah we like these districts or not and still retreat I
guess my feeling would I mean you guys can correct me if I'm wrong my feeling would be is that they wouldn't you guys wouldn't be suggesting taking districts away that we requested you may request extras yes so Chris is okay to go ahead and request now the ones that we requested last time and then if they want to add some we go get board consensus to add them so we don't have to try to request a bunch all right so then and then what members go ahead and respond to me because of me we'll just talk about the next board meeting if we want to add more yeah anything can we just it shouldn't be too difficult if there's just two or three more the two or three yeah alright so the next discussion transfer
money from general fund to capital projects okay this is just something for the board to consider it takes it takes a board action to transfer money from the general fund into capital product projects before you guys were on the committee the board had a a board thinking committee to talk about capital projects basically I think we actually called it the capital projects committee maybe that maybe it was they actually talked about the capital they actually talked about a capital okay and the consensus from them and the way they were not in the community was that sports facilities and those kind of things they felt like should not be paid for on a bond using debt should be paid for with cash and that at some point we should ask you need to vote for a
capital levy to build future athletic facilities that we need my feeling would be is that we should be helping to minimize that cost by transferring excess general fund accounts into the capital into our capital levy account which has been done in the past by the boards to help defray the cost of those future facilities needs if the capital levy was approved at the time and if not it would be used for other capital levy items I'm sure there would be confused you bet but for example if we decided to ask the voters to approve a 12 million dollar cap levy that would be paid for over three years to build a football field for example I'm just throwing if we transferred a million and a half of extra money that's in general reserves over to
the Capitol we'd only need to ask for a million it's all taxpayer money but it's just that much less we'd have to ask for in a capital levy if we transfer the excess funds over periodically so I'm just one I'm just one to board to consider nothing that we can take action on because we have to I believe we will be finished with that list and this hopefully soon when the tennis court is done I was but from my view it's just something to consider we buy board policy we have to keep a percentage in the general fund we're roughly a million that's reserves it's I'm sorry it's the undeserved has to be if certain 10% by board policy we're a million each fiscal year so we can drop down throughout the year be under
that but when when the year finishes its no budget so it's not like it one month if you drop below the 10% they're out of compliance or but each fiscal year's how its listed but you said I'm gonna have right now what's important also to know what is at the end of the year what's projected to be before the board was to make a decision correct yep and I'm not saying to transfer a million and a half I'm just doing the number out that that it is right now and that is asking the board to consider that is a excuse not a hundred percent a board decision it does require approval by OSP I made the transfer we direct reports now so now we're gonna move on to student representative reports which is a different
order well basically I've got done with mine or half of mine by talking about bridges and spring sports already Wednesday the 28th we're gonna have the first session of the roundtables with the high school I think around 20 kids were picked at random by the secretaries and me and hopefully Isabel are gonna be able to meet with them and just discuss with them what they see at the school through their eyes and their come their picks completely at random it wasn't based on like a group like how it usually was how it was just leadership so it's a wide variety and we also talked about if this does go well at the next session if we could get a translator so we can also get the Spanish only speaking students involved - and then I
mean as well like we said we can't be out all the schools and I was approached by a community member who has a child at McFarland and they have an issue and it's an issue that we brought up at the last board meeting I believe because a seventh grader was able to gain access to pornography in 16 and it had a history dating back to three months so they were able to access this for three months and the only reason that I was caught it was because there was a random check and parents are just asking for increased checks in more consistent filters that they know that their students are safe so I don't know maybe the Christa's there's some stuff account might as a board member there's some self accountability somewhere yeah and we
can't stop everyone from everything but when they sign a statement saying they can't I hope there's a matrix mr. Eagle can speak today so from my understanding they there's a internet responsible use policy that they that is given to each parent at registration that they're supposed to read through and sign off that their child is shouldn't be doing stuff like that I believe that has also given to the child as well I know it's still the districts device but do you know if the child was using it on their home internet provider or on the school's internet provider do you have any idea I was like dad history three months for using it I guess my my general feeling is as a board member and as a parent it's a consistent issue this time that
my children are much more technologically advanced than I am and to hold the district to a standard that says that you have to keep a kid that's probably some smarter than three-fourths of us in this room from accessing things they shouldn't it's impossible I'm not saying they shouldn't be attempted but I'm saying that's that's a pretty high standard to try to hold the district to and when they sign those forms we need to make sure that there's some I'm operationally I'm sure the district already has issue as ways to deal with that you're broke I got it desert oasis students will and students and staff we participating in a community cleanup project we did this last year and we got 1400 pounds of garbage picked up I can't remember Oh mcdhh animam wrote we picked
it up there last year and that's when we got so much so all the bird watchers will have to go through all the garbage and our goal this year is to pick up much more than that so hopefully we can accomplish that so as a person that runs is the director of the ultimate El Art Gallery and the visitor center is inside the building the two comments that I get most by so many people that come to the sandhill crane festival and are just tourists to our community number one we need more hotels yeah ditto number two we have such a clean community and everyone and then third everyone is so friendly I can't slam hearing he's so clean here and I'm like yeah it is cuz my scouts have been out there my kids
have been out there the school's been out there I don't say all those parts but it people notice people notice the work that we do to prepare for that another thing our English teacher mr. de FAL he's trying to get a newsletter so we could send it out maybe the high school and like people around in the community so it's basically it's not just gonna be a DHS well there's gonna be obviously some aspects but maybe we can involve the bigger high school too and try to just involve the community more and then something really awesome happened today the junior president of the teen years I guess gage Panetta him and Julie so Delta they came to David oasis and they talked to the juniors and they invited us to go with them on their
senior trip to Lake Chelan so they provided us all the stuff I guess we weren't at the last meeting that's when they talked about you know inviting us because we've known each other since kindergarten we've all gonna school together but now we're just at different high schools so they wanted to try to combine that and all of us are still pretty good friends so that was really exciting and really awesome that they took the time to come in speak with us short discussion from the student board really all right we are moving on to administrative items see one required approvals I need to refresh my screen I'm still showing just one two three that will come in two three and a half hour okay so I don't see one required approval as I'll accept a
motion to approve so moved my director approve the required approvals in a second by director Johnson discussion Oh favor aye opposed motion carries 5-0 move on to item c2 which was pulled from required approvals its district operating policy 62 13 I think there was a non-operational question about that do you want to accept a motion first to get the question first so none operationally I know that each county has their own Mill rates I was curious as to why Mill rates of $54 per day we're chosen as opposed to the County Mill rates aren't we on dop 62 so you're looking at 62 13 P which the board doesn't even approve your referencing now how do i refresh no sutures in superintendent's contract content I think it's in a superintendent content as where the procedure
is so comments this was this policy was one that I specifically as I was reading that called dr. Hurst bit because the board has a policy that speaks to reimbursement for meals and expenses I felt that having a a director in this policy was part of that contradictory thing we talked about in nineteen and so I just met you two of the directors seem to be others he chose to all the change here right because there was a spelling correction as well so the policy itself if if you were wanting to have it doesn't have rates I think it says the district will reimburse right according to the procedure that was pre I was reading this pre live maybe that's where there was two policies in there originally and I requested I could tell you
that I requested that 6213 P be removed from consent agenda because the board doesn't approve it was an oversight it was okay okay all right then ixnay that request it's in there just as an informational so I'll accept a motion to approve motion to approve see to that emotion by director Stevenson to approve district operating policy 621 three I opposed motion carries five zero move on to item c3 the I Coast report when was this it probably says it on it I wrote a lot of notes on this but because it's multiple pages but I didn't when was this done when was the reports done is each building a different date excuse me this report was completed by Orland Favreau it was completed to the best of my knowledge within the past three months I
do not know the specific dates that he visited each location okay is when the report was created so it has to do with a safety issue for some of the classrooms and this is specifically at Hiawatha and I don't remember what page Hiawatha's at because there's a lot of pages here when there is a teacher that has to keep sandbags in her classroom because of fear of flooding I consider that a safety issue and I have questions as to why if rain gutters would help to correct that problem they have not been completed I have to ask my questions over there no nope yes if she doesn't use them they will flood it has not flooded this year she is prepared for flooding and then there is another location on that campus as well that
is a high flooding area that and I know that last year was apocalyptic cold weather and not typical however to keep to administrators at all times sometimes shopvac eing to get wetness out of areas that are teaching areas and constantly salting and shoveling all day long and not being able to be administrators is not appropriate as their the person that I'm assuming maybe you saw this directly or a person came and complain to you about this both okay did you advise them to go talk to the printable and in facilities people about the issue uh it I saw these last year when I was not on the board and did not know the full extent of the procedures I think and so I did not I just curious good the purpose of this report as
I understand it is just to let the board know the state of the facilities currently I don't know that it really I'll give this recommendations about where that brain there's a requirement by the state for the school to start reporting the and the board has to approve that and it's online it's kind of forcing us to have good maintenance and corrective actions so you while you're the concerns you bring up or totally legitimate we this is simply we approve it we don't I don't necessarily know how but I'm sure that there's a matrix that just that is right but yeah and there's a plot of plumbing problems at nearly every building notice that that was interesting so it's your it sounds like you have a question regarding the corrective actions right I know that I
know that there was requests for rain gutters in the past and they are that has not been rectified but in there in the proper channels he was really excited and raising his hand in one way and I know you need to use the mic yeah I know Mike I just know that gutters were talked about and last I heard we were having a hard time getting somebody to come put him on it wasn't an issue of us not wanting him as finding a contractor to come to Othello and do it so would you like me to give you a number no I'll follow up on it tomorrow okay yes would it be possible to have somebody put together like a two or three year compilation of these it's it's hard for me to look at
them just on a one-by-one basis I'd like to be able to see a trend there was a couple of them that had that had that kind of concept and I I agree it would have been nice to have like I thinkwe HEDIS and I think well he just had that at the top of theirs but that would be great that's just the overarching window as far as this goes because we just approved that exact report that goes on to OSP I would necessarily be this time would you guys fare excellent and good just take the mic back to your dad I'd just be more concerned with studying them and seeing if something went from 62% to 80% yeah the way the matrix is it's it's five it's five boxes you choose from one to five
and it's a hundred percent 80% you know just basically and then when you when you read the instructions it's is your building 80 the box five is your buildings in great shape and then box for is your building needs a ton of repair and then the bottom three are basically in inhabitable so it's really interesting when you sit down in front of it I'm gonna say this just because I think it's good it's a state thing okay any questions on the report I will accept a motion to approve so moved she's so good at that Mike to approve item c3 the IKOS report second second by director Stevenson for the discussion all favor opposed motion carries 5-0 will now move on to item c4 Terra gold farms land lease agreement you guys to pull that
yeah I'd like to approve item c4 with the removal of item two point three starting with the lease may be extended starting with the statement the lease may be extended on a crop year-to-year basis for up to three additional one agricultural crop years at the sole discretion of the district to the end of that talking about sentence and removing item 2.2 0-1 wait what - zero - one completely - zero - I'm not giving it to 2.2 0.1 I'll read it it says it currently says this lease can be assigned by Terrigal than any portion of the premises sublet by terre gold only with prior written approval from the district to obtain such a written approval Tara gold shall provide the district was written notice of any proposed assignment or proposed lease which shall include
the name and address of the assignee or sub lessee the district shall not unreasonably withhold any assignment or sublease so did the district write this contract both of those phrases were added verbatim by our districts Council rocky handsome she also did she also authored the majority of this contract based on the prior contract motion to approve the contract striking part of the language from 2.3 can you rewrite what that was which basically the way it was written authorizes a renewable e switch the board expressed the and removal of item 2.2 0.1 because in past words we've had an issue with subleasing and I just I don't personally as a board member see it as something that's necessary in this contract so just be clear are you asking to strike everything after the September 30th 2018
date the next sentence on 2.3.3 yes okay so just the sentence on a crop year but crop your basis for up to three additional one agricultural crop year terms at the sole discretion of the district by providing written notice at era gold at least 30 calendar days before the end of the current lease term correct so that's saying that the it can be extended by us but we have to give them notice so you have an issue with the district extending it yes and then the I have an issue has been extended without the board being involved carried oh the district got yes I was actually and then also striking two point two zero point one okay so there have been a motion is there a second I'll second that second by director Johnson any
discussion okay all in favor aye opposed motion carries five zero so that that is going to have to be brought back to us to sign so you'll have to be the next board meeting you could cross all right we're on the super to the comments this might be an appropriate time to ask your question again I have a question on DOP six-to-one 3p why is why was the decision to use a standard mill rate reimbursable amount statewide as opposed to using a county one and half dr. Bhutta excuse me that decision was made [Music] purely for efficiency so the way that the whole reason that we are trying to move away from paper receipts and re-evaluating everything is that we always have to look and say okay this was the Seattle rate was this in
Seattle was it during the certain time the only real areas in the state of Washington that are not included in this rate this this covers all of Washington State with the exception of King County and portions of Pierce County and maybe Olympia so the vast vast majority of travel within Washington state is covered by this lower meal rate and basically if we adopt federal meal rates or a variety of meal rates it really doesn't save us on efficiency so by simply adopting the rate that covers 95 percent of the state it is a lower rate so if you're eating in Seattle if we didn't do this you would get a little bit more but it simply allows somebody to go in to the system they enter they claim the meal and that's it there's nothing
that we have to check so there's nothing that we have to verify there's no travel any of that so that is why the the decision was made by my department for that reason thank you all right any other questions on the reports yeah I have one question on the cash flow report doctors I just wanted to I'm assuming that that this is in line with the projected budget I just want to make sure that that we are actually in line with it shows a loss which which mid-year doesn't really mean it's a loss necessarily because there's more revenue to come I just wanted to make sure that that it's in line with the original adopted budget and we still expect the income and expenditures to be within that five percent margin as of November or
excuse me as of January as of January we have received revised student counts by the state so it is not based on the original budget of 55 million it is now based on the revised budget of slightly less okay so my only caution there is is by Yale there's a significant change in the outcome of the budget you're just you're required to let the board know I don't have the wording right in front of me but if there's a significant change in you just need to be letting us know through can I move to approve all the rest of that I want to ask a question about the cash flow and budget status reporting a general question is it in board policy that the budget flow and cash budget cash flow budget status report is
provided every other board meeting I know it's always been done well we found out we were proving it and definitely shouldn't have been improving in required approvals so wet and yeah I guess my memory was the board as a whole the consensus most of the board appreciated having it I don't think it's a policy would support that being provided that we'll move on to item c6 pre-approved presentations to the board from the superintendent or staff wake up wake up you're going to come to all of our board meetings now I know you're loud so anyway what brought us here today is to talk about the othello career showcase and this is a byproduct of conversations with employers in othello about workforce challenges the majority of this presentation really centers around the great educational things that
happened as a result of the curse okay so I'm going to pass the mic to my partner in crime Amy pears but I want to tell you that it was a great collaborative event that involved a number of entities including employers who were critically concerned about being able to hire new employees and stay and it will solo and continue to provide support to the school district via property taxes and payroll to the residents so we just kind of want to walk through some slides I'm here the the basis of this work and sort of this part of my job is all around end to graduation and advancement of course making sure that our kids all you know and their fellow school districts experience ready to go on and have a successful secondary life whether it's
to college or to a career so our current reality is basically a third of our students in every graduating class that we've tracked for years it's it always falls between about thirty and thirty three percent they go straight into the workforce and unfortunately don't have a lot of specialized skills so those are the things that we've tracked want to go to the next slide I appreciate personally that we finally have some awareness around that and if I had a dollar for every time I heard in the last year finally we know that not all of our kids are gonna go to college we have to get them skilled up in other fields so what I've been telling people is there's been a great focus on career and career doesn't mean that you're not gonna get
training so it's been my my challenge and a lot of my responsibility to make sure that people know career just means where do you want to end up later and let's figure out how to get there so some of the big components is the creation of my my position first of all as a director really responsible for this the career showcase the change in how we handle our senior senior year with their high school and Beyond plan and then community partnerships so I think all of those things together have given us a really good start we're here to talk about the showcase and kind of how it started when we launched into a more formalized economic development effort in Adams County one of the things that we needed to do was look at how did
industry and Othello feel like it was connected to the community and were we aware of industries needs in terms of workforce were they going to stay would they eventually expand were we at risk of them leaving and I won't mention the company but there was definitely a fearful time when we were going to lose one of the single largest employers in the city and there was a year-long effort to try and convince them to stay that had they left it would have been a fourteen point four million dollar annual loss and payroll alone so how do we have those conversations what we chose to do is create the Othello industry council under the umbrella the Adams County Development Council and you remember Ken Johnson is a three-time past chair of that organization we immediately assembled
employers and found that not only were we seeing food processors but we were seeing healthcare presentative Zin a number of other industry sectors represented and right off the bat Workforce Development and multiple vacancies were the issues a desire for a stronger collaboration with schools and local government as well we routinely heard in those quarterly meetings that they didn't have a connection to city leadership or school district leadership and they felt like no one knew what their needs were in terms of workforce development and career support so we went from there to talking about how we could change that and how we could find them future employees and thus the othello career showcase was born and I want to thank dr. Hurst for pledging to partner with us when mayor Logan and I came in to
pitch this concept we were believing on a percent what we were doing but we weren't exactly sure what at the end product would be finally that we created a planning committee and and I have to say we have had fabulous participation from school district staff and administration in this effort and this wouldn't have happened without your crew but on October 12th we had the first ever a fellow career showcase hosted at the high school we had 23 employers CB tech big band works ORS and 1,500 Othello School District students all gathering in shifts in your gyms at the high school you can read the goals but basically we wanted to not only showcase for our kids you don't have to leave Othello to have some great career ideas and training very local as well as
just kind of opening their minds up to different ideas so let's go ahead and jump to the next one the video was kind of another collaboration some of you were there so I know that you got a chance to see it it was kind of a wasn't on purpose that an Othello student created it we had that happen all through this whole entire process former Othello grads showed up and were interviewed and all kinds of things so do we want to take the time to watch the video it's it's about six or seven minutes okay so why don't you just we'll show the first couple of minutes so you can get an idea this is what all the students at the very beginning of their experience in a nutshell we went around to local employers
and found not just former Othello students but you know upstanding community members that have a really neat journey so Terry for example worked in health care she's from Othello she went to central so she has great connection with kids so we tried to put people up there who they either know or you know recognized and kind of heard their story the next one I believe as a Vista had some great footage from within their cherry picker kind of told their story forward like a minute or so I want you to see Aaron Garza who's a local law enforcement guy he has a great Othello story and his his story included military not knowing for sure what he wanted to do after high school and it's just classic so then at the end we have kind
of a montage of a bunch of people that were interviewed so that kids could kind of see some faces that they knew and a wide variety of of what's going on right here in our town we have a lot of footage but it was really edited very well and Richard Garcia the boy who created it was also at the showcase and so after the kids saw the video they got to meet him and it was really neat experience for him to know not necessarily all of these guys are yeah some are but they all are here now so their stories included how they got here and stuff okay we can so some of the best things that happened we had a major goal about okay the showcase is an amazing event here's some pictures from
the actual day we're planning for next year you have to be there if you weren't able to be there this year but we recovered the gym we use both gyms and the doors had had a lot of things for kids to do and see and it was very interactive the next slide talks a little bit about exhibitor feedback we went in hoping to measure success by having eight to ten companies exhibit so 23 was a win to begin with but as you can see overall experience twelve of them said this was an excellent effort five of them very good and four of them good and there were no bad marks on the end and for me that tells me that we achieved something that was a good use of an employer's time and their staff
time and you can see the other comments but essentially everything positive and constructive the last thing go ahead and this this slide talks about what we're doing next on on the council level and then for the Othello School District a couple of neat byproducts we were able with the next slide to show I was able to share with the entire school district a list of partnerships that started at the showcase and since has grown but all of our staff have a list like this and our highly encourage to bring the real real world into their classrooms the final slide shows some of our partnerships in action that's kind of what we're calling it these are just a handful of things that are going on right now that we're really proud of there's several pictures there
of groups of kids and those are our seniors who are doing their site visits that at our local industries and see BHA has hosted three different groups of seniors and I'm so proud of those kids there they're professionally dressed we do a lot of debriefing after these doesn't know what we can do better and and and whatever you see evergreen up in the corner on the top right is law enforcement with some of our explorers and we're creating a criminal justice class so we're gonna be able to offer next year that cheese shank has taken the lead on so that's something that's come out of this and there's various other things there that you'll probably start to see in some of the news let but the fact that our district staff has taken in compliance
was with the board like two so 15 students safety conduct and discipline one thing I wish that our survey monkeys maybe had in this whole process would be the overarching statement read it first okay so 15 states the superintendent shall not fail to establish a school environment that is safe civil and supportive conducive to effective teaching and learning and free from unnecessary disruption therefore the superintendent shall not cause or allow I'm trying out of there for you I'm just making sure that properly it says the same thing but we change it from fail to adopt to shall not cause or allow a failure okay in that a failure to adopt an age-appropriate written Student Conduct and discipline code that complies with state and federal laws nor failed to consult with staff students in the community
in developing the code distributed conduct and discipline code including significant changes to all students and staff so this we have to found in compliance to in compliance with the following exceptions and one founded not in compliance so not you know know which one found out of compliance on that on the comments here I'll just read through the comments the first comment states according to your report there seems to be inconsistencies between the schools around what a collaborative process is several schools according to your report are not using parents community and students to assist in developing the matrix while others are as the current board policy does not require providing the matrix to parents you seem to be compliant with informing both students and staff what is expected for future policy revisions to consider I would
like to discuss why each school site creates its own matrix it seems we should consider rewriting our policy so the matrix is developed at a district level for better consistency so it's kind of a comment about the current state and then also we used to have at the bottom of it suggestions for policy review and it's not in there now I don't think so there's kind of suggestion for policy review as well so hopefully whoever wrote that will remember to bring that second comment a matrix addresses threat of bodily harm in elementary level but does not address it in the middle school or high school matrix the third comment in the future would be good to see more evidence of consulting with students in the community in developing the code at all school sites and
the last comment according to the documentation there was no student involvement any level elementary middle school or high school also there was no parent involvement high school clearly out of compliance in developing these codes that would probably be the one that said out of compliance here so I guess with that there are three different answers here so we don't have a consensus in any one area I think that saying four finds it find it in compliance one not but there are a couple exceptions too even for the ones that found in compliance so based on these comments would any board members change their decision from in compliance to out of compliance we asked that first No okay so then it complies with the following exceptions is the board feel there should be comments for exceptions
I have questions about some of these we're in our policy does it say that we have to have that the superintendent has to have address quote/unquote threat of bodily harm in elementary level just a comment or is that I don't I'm not sure how that makes it in compliance or not in compliance because it's not in the policy I would confine I would only be in compliance but just going through the matrix each level of grades I just noticed that wasn't addressed it was just basically for the comment yes and it wasn't that you chose in compliance with an exception you were just put in a general comment Justin yes okay so there is a theme here of involvement of students and community or parents I think three of these comments speak to that two
of them contradict each other the policy says the community and there's a statement that parents were involved but that's not what the policy says so if the community was involved I'm not sure you can find the superintendent out of compliant because our policy doesn't say parents specifically as this community so any member that's involved the statement number four says it's not it's out of compliance because there was no parent I think appliance okay but we're trying to determine what the exceptions are at this point yeah I guess I'm not comfortable with that comment because I don't think that I wrote I wrote comment number four and I it should I you're right it should have said no community involvement instead of parent involvement that that is correct so in the in the first comment it
just says there's consistencies around what a collaborative process is which I'm assuming also speaks to who was involved and then the third comment in the future would be good to see more evidence of consulting with students and community and developing the code at all school sites so a little bit of a comment there I think that the feeling then seems to be that there was compliance but there in that area of the policy that there was a consistencies is that so what would the board like to keep is the exception are you asking which comment are we keeping essentially yeah how do you want to wear the comments is to state the exception kiddo right I mean on my own comment no we actually have two people setting compliance with no exceptions we had two
in compliance with an exception and what I like implied sir there is no consensus of which one it is so first of all we do figure that I guess I thought I thought you'd nobody changed I mean nobody I mean assumption that the person who found out of compliance would probably at least want to have in compliance with an exception but with no exceptions yeah I I don't I don't feel it's always the wording and I thought we had gone to standardizing using the same stakeholder community we've talked about in the policy revisions but we haven't approved them all yet I think that's where the confusion comes as far as you know Kent Kent's made it clear that his comment was just a comment not an exception so I think that would be moved to
the top tier since his comment isn't an exception okay so when it's obvious from a report that's deaf that students were not used at every every school site to develop the code and that's actually in the policy for students parents is not but students is specifically mentioned how can you say it's in compliance when the superintendent readily admits that the students were not used in all the collaborative processes to to have a matrix I'm just curious I guess I fail to see the exact where where there was no students involved report I can pull the report but a couple schools specifically said students well the of the four other four is that does anyone find it in compliance without an exception after discussion and what we've read I am with the exception exception so it
looks like the consensus in compliance with the exception we're trying to determine what what is the verbage gonna be for the exception so you're saying which comment are we going to use or what or are we hybridizing these comments into one is that we're asking yeah probably I guess I'm not comfortable in saying that there was no student involvement at any level because my recollection of the report was there were some student involvement in some of the schools but that's my recollection that I don't have that report right next to me so I guess I'm not I'm not comfortable with that statement unless somebody can show me where it's where it specifically for sure shows that there was no student involvement at any school because I want our comments to be factual I I wrote
down that the specific comment in the monitoring document said that I wrote parents community members and I interpreted as parents included at elementary middle school I write not at the high school either but there was no student involvement at any school there was no comment in the monitoring document that students were involved in any of those schools not a single school used students as part of their when most of them referenced community or parent I'm not positive none of them referenced having student input when they specifically referenced whether they had parent I'm okay with that that's true and maybe I think provide some commentary from a discussion I had with a few administrators today I know that we can state accurately that Hiawatha and that Scouten II that students were involved in the process there
was a way that they communicated out the matrix and and how that is going to be presented to students that did happen last school year what I think we failed to capture in the report was sort of the loss in institutional knowledge because of the transition we had in staffing so we weren't able to capture what was the process at ludecke agha what happened at wahid is we had a new assistant principal at the high school a similar activity at MMS so I can confirm certainly that it happened at at least two of the sites and my belief is that it had occurred at others but we weren't able to capture that absent those folks I would make an additional comment about the the matrix piece in one of the comments that the matrix is
consistent k5 the buildings do use the same matrix it's not developed independently at each of those sites yeah it was presented to the students because oh it just doesn't say anything it doesn't doesn't really address how they even got the code now that it just says they presented it to the school Action Team staff and students which when I first read that I interpreted that to mean that they discussed it with him and talked about their comments and and but I guess it could have been interpreted that they figured out the code because it because a separate statement was that the advisory teacher the handbook with discipline matrix with students I guess I read it to say that they presented the discipline action team presented it to all these folks and asked for input and
so you know there was some student s I still feel like it doesn't say there wasn't either it doesn't specifically say there was but it also doesn't say there wasn't because the OHS one doesn't really say how they came up with the matrix in their report so you're making an assumption that students weren't involved when it doesn't say they weren't for sure very true it does say so it does the what it reads though is the discipline action team revised the matrix and presented to the student action team so this is in the future it would be good to see more evidence of consulting with students and community and develop the code at all school sites that might cover it who wrote it I think that was mine but it might be too well written
to be mine I guess we just well dr. Hearst wanted to speak to actually before I touch on some of the summer activities I'll describe an activity that occurred today between the four Elementary site administrators and McFarland middle school there's been some energy around a discipline committee at the middle school and what their practices are going to be moving forward they partnered with some of the more specific structures that happen at the elementary schools related to PBIS and some of the social-emotional learning components that our elementary schools have are a couple years ahead of where McFarland is at one of the other pieces that we're gonna tackle this summer is related to the early warning signs early warning structures that we're going to put in place to identify students who are struggling not only academically
but around these social emotional issues and I think it ties in in a timely way to the presentation you heard today around student safety any l15 how can we identify and support and engage those students in a different way so that they are safer and and feel more connected to the to the school environment so lots of work underway that I think perhaps wasn't represented in in response to the specific report but as we as dr. Hearst and I spoke about our own inspection of the system perhaps more accurate way to capture what's really happening out there in this system the conversation around how we want to do business and making sure that we have stakeholders involved in conversations so really just looking at all of our processes and looking at we're bringing to the
table about making sure that we involve everyone so that's gonna be part of our work also that we were looking at the process really yell four and that word consistency came up so that's really important for us also the district so we want to make sure that we just wanted to communicate that to the board that's part of our work and and I appreciate that after hers because one thing I I need to make sure I'm doing as president asking when do you expect to be in compliance or have taken care of the exceptions and you were able to answer that for us tonight so it's nice that we have to look to the future for okay so everyone's good with that comment then right come in three yes move on to question two again
what I think there's there might be several of the survey monkeys that have the old language it's really just minor changes in the wording but now there's gonna force be the total revamp of survey monkeys based on our new policies that we've redone anyway this should probably state a failure to fairly equitably and consistently enforce the code all five found in in compliance with this and there's a comment it is nearly impossible to ensure consistency between school sites under the current policy I believe you aren't the policy being appliance as the policy is written probably another statement about maybe writing the policy a little different to be more clear with that but do we want to keep that comment or is that just something that that person wants to make sure they know for policy
review you ask you the person if the person that wrote it well I'm asking the board I mean I thought it was either wrote a Tony but it looked to me like it was more of your comment about the how the policies written I just assume the first half the first sentence was still in there but not the second sentence but whatever the board's consensus is keep the first sentence okay the next item that was written properly a failure to recognize the negative impact of suspension or expulsion on student success all founding compliance for the comment all the numbers noted may not have been correct there was a drop in suspensions and expulsion oh that's based on the policy are the way suspection yeah with the proper that was not Tony I don't think that
the comments essential ress the board agree fourth a failure to communicate appropriate disciplinary information to staff members who have direct contact with students being disciplined we have foreign compliance one in compliance with a following exception I believe all the elementary schools should be using the same way to communicate this for their information to staff to help the district and grade levels I agree with the operation right now it wouldn't be considered an exception because policy doesn't to adopt display and distribute written safe school comprehensive plan for founding compliance one found in compliance with an exception but there are three comments or suggestions first one is a question how our parents made aware of the safety plan are there clear expectations set for what parents should expect in the event of an emergency situation I'll let
dr. Hurst speak to that in a minute although the plan has been published - and made available to staff through Team Drive they should be reviewed by all staff and employees so they can be more prepared of a situation may occur sounds like operational suggestion can like the creams we talked about and then please provide a copy of the safe school comprehensive plan now that was just my comment I was I would just he would said in there it can't be provided if I would my suggestion would just be provided remember you're reading the written part that's most important after that I've been there where you're at I'm trying to determine which one was the out of compliant what was the exception I'm trying to determine from those other two was that you considered an
exception okay so do you you feel that was okay so it sounds like then would you say think applies mm exception now so the board all field is in compliance does the board feel any of the comments should be kept all right absolutely so Greg and I sit down and spoke about each one of these also we will be providing the safe school comprehensive plan to all of the board members and we realized also that this is an area that we have to work on just being very honest with the board we realized that we just need to do a better job in communicating with parents and community so that's part of our work Greg recognized it I recognize it so it's just work that were going to have to do a better job with
so we're just moving forward to district I would say that from as a board and in the way this is written it is really general about adopt display and distribute we don't say who distribute it to we so another thought bring this up for false review if we think that's important okay so we'll move on to e l fifteen SurveyMonkey or 1930 monkey sorry essentially this one's talking to mandatory policies that are required by law and it says the superintendent shall not cause or allow a failure to create and implement policies as required by local state and federal legislation this was found to be in compliance by all five board members fired to ensure these policies will be called district operating policies to distinguish them from the board's governance policies all five founding compliance offeri
to present proposed changes to these policies to the board for review and approval before implementation all found all five founding compliance offeri to ensure that policies are updated according to the current RCW and wack law and the operational policies do not conflict with board governance policies for founding compliance one found in compliance with the following exception this is a major undertaking as we have so many district operating policies I believe you have made progress but are not in compliance in this area I'd like to apologize mr. president I meant to put it was out of compliance okay not with an exception is that based on your belief or based on evidence it's based on I don't think it would take me very long to find a conflict just one minute I would just say that
if you want to find out compliance you should probably have some dlp 1420 how can I find that just a search go to policies district operating policies are these ones that haven't been removed yet that we're supposed to be so under policies I'm just kidding that's quick at the top so you have caused me to change my revote my vote to do P 1420 think applies with the following exception do P 14 way there's several I agree that there probably are several left right I saw that but I would also say there are a lot of policies and so I always try to look at things as being is if there's 500 policies and I realize it's a big task but I don't know how you can say it's in compliance when the policy says
that operational policies don't conflict and they do I was only understanding that you took care of all those but I still say you can complain we're actually in a board meeting you think the public wouldn't never know where you keeping your vote the same or I think in compliance with the following exceptions this sounds like consensus is in compliance with the following exception and I would suggest that you have to change that you don't think it should be as soothing as it is no I don't think you can put in compliance an exception and I wouldn't say I believe I would say in a 35 second search some of the Opie's conflict with board governance policies is that yes good job Tony we all missed it all right so now we're moving on to Paulo
Street view correct seriously start all over with 15 minutes that's right so the board has an opportunity if they'd like to approve these all in one big motion because this is everything we went over in our first reading but if the board has found any grammatical okay what about your age you wanted to redo 8 9 oh yeah I said let's just separate them out back into two they were combined but I think that it says first reading on them and thanks for pointing that out Jen will you take care of that first or second either way we just we have to separate those out from our approval because those are first readings so so they say final but they're not final no it's a final okay so I would like to move that we
approve all the final revision policies with the exception of l3l 12 you know 14 15 16 3 12 14 15 16 17 correct there's been a motion to approve all final revisions excluding al 3 12 14 15 16 and 17 my director Ashton correct I thought that I just had a question before we approved this one I thought that we had agreed as a board we were gonna keep our policies consistent and say the superintendent shall not cause or allow if that is the case then we need to rewrite this policy to be consistent should say well we can approve this I think it's the final revision I think we did want to approve them with all the red marks right but I would be feel comfortable yeah but if the cars are allowed every
one of those statements one through four needs to be modified well if you said the superintendent shall not cause or allow a failure to there you go all work still right so the motion Tony my personally I would prefer we make the corrections and put them in the meeting again next time okay so I can't see him without but whatever the board wants to do it's just my personal that needs to take place that way I was trying to I was thinking about this after the last board meeting do we need to make motions to approve can we just by consensus approve first and second reading thank you make motions first readings we do our policy says we have a policy that addresses it one of our policies that talks about that it basically but
as per memory we have a PSR that says that where when it's not an emergency we'll do a first reading and then an approval and when it's an emergency we can skip it but it doesn't say it doesn't I think you have to vote on it to approve the policy it the final reading may be that the first approving the first reading is just something that I remember we thought was the first reading on a first reading okay so we would like to leave l-3 in policy review for next board meeting with the corrections okay my note is is to read section one should be by the board in an accurate there you go okay that's it for Yale 12 okay that I honed their 1414 section one grammar so I've to read it again
to find out where it was but there's something misspelled or something in there oh there should be a comma provides access and challenge for all comma this cultural responsive comma a little bit of formatting to you there's a double space between the two two and three but not the rest my other recollection and this is just the board can correct me as I thought um reviewed this policy we we decided we wanted to take out where appropriate under Section three a we always want because it was so subjective was my memory yeah because my memory the discussion was this is the superintendent could basically you might as well not have it in there you could always say it wasn't appropriate under my purview at it for year 14 yes I actually don't think all those
commas should be in the first 100 15 I just wanted to propose we leave it because it comes up for review naturally in the next board meeting and I didn't feel like we needed to approve it and then change it because I felt like there was gonna be changes I think it's a good idea we could say that about the others but be honest three-on-two he'll 16:16 if you can tell me what what section two says awesome yeah and monitor is not supposed to be in there failure to establish written expectations for use of technology by staff and students even monitor shouldn't be there but I'm not even sure sure it makes sense to say us failures to establish written and expectations so just happen and then the other question that I had was and
again I'm relying on the board for recollection is I don't understand the the bullet item under three to me it seems like that should be like number four isn't it basically saying the same thing as number three just in a different way what is saying to provide the professional development the other is saying we want a list of it yeah it's something that just you can't the way it's formatted just doesn't work the way it is now I recommend we do strike that whole bullet the last one again it's going by memory which my memory is not always good at 10:45 but I thought that we again for consistency agreed to change like where it says number to parents staff in the public I thought we came up with some wording that was different than
that that was like students if there was no I disagree I just don't know what I just think we need to be consistent among all of our policies whatever we're gonna use because there are several policies that have similar language to that but it's not the same rather than have to go through and say well this one says parent specifically this one says community this one says I just think it should be the same what do you want to do with this one tonight we could research the other so again leave it in there based on reading those I want to go back to el3 maybe we should do it the way you were saying Tony says we're gonna have a change for the next one since they all say shall not cause or allow
and then the bullet items all start with a failure to we probably but now I look at the other ones they all do it that way so we should be consistent so any l3 okay all right so we're gonna leave those six in there for the next meeting and then we have just the two first readings and that's yeah eight nine so what I did on this Tony to bring you up to speed it's really hard to read it this way so it's the problem with these first readings is the boat everything is kind of jumbled and it's really hard to read it'll come back take all the changes out final reading with no read next time and hopefully there won't be any formatting errors so is that the consensus for both the eight and
