So, Mr. Clark, take it away. >> Well, I have the privilege of introducing someone that is not a new person to us, but it it is a new position. And um I have the privilege of um of uh introducing Jason Sobol as the new athletic coordinator at Bonney Lake High School. He's an administrative It's a new position. Um it's administrative assistant, and so it's a little different way of of doing business that we're going to do up here at the at Bonney Lake and break ground on that, but um I'm extremely proud of him, and um I haven't

005told him this yet, so that's why I'm not facing him cuz No, I'm just kidding. I'm I really am proud of him, and um we've we've been uh working together for an extremely long time. He's been the football coach at Bonney Lake High School. He's been a teacher at Bonney Lake High School for a long time. He's a man of integrity. And um I can't wait to see what he's going to do with our athletic programs at Bonney Lake, and um uh somebody else who worked with him says uh the name The other name you may know is Chelsea Gallagher was his um mentor um over at Eastern Washington. And um so she fixed all the problems I gave him as his mentor principal and so so I've really been for a good hire he

006I can't wait to see the work he's going to do here at Bonney Lake High School. >> So so Jason's going to be technically like an associate principal. >> Associate principal that's what I was looking for yeah he's going to be associate principal so it's just not quite an assistant principal not a dean kind of in between there but he does have his administrative certification and and we're going to see what that looks like long term but we're really excited to be kind of paving this new path. Yeah so yeah so Jason. 007>> What did you bring tonight? >> Here's my wife Casey and Danny I told him to dress up but he got pulled off of the football field so he's looking good today but that's my son Danny. Um I'm excited um I've pretty much already hit the ground running. So I'm excited for this position and I'm I like I said I've been there for 16 years I think 17 years highly involved in the athletic community and then yeah so I'm excited to do this I know it's a big challenge to to get us going in the direction that's really student centered and community based as an athletic department so that's my goal and that's kind of what I want to do and how I want to serve the community in the school. So thank you guys.

All right brings us to board member comments does anybody want to volunteer to go first? JB. >> Well there was some going on last month. They want to spend 20 minutes with me going through I just it's fun to see the schools what they're what they're doing, recognizing the kids, the celebrations. I mean, all the schools I went to and just was great feeling last last month. I really am glad I was able to support the kids and so we embraced all of them, too. So, I really enjoyed last month's activities. >> Nice. Nice. Anybody want to jump in next? >> I just want

009to say um it had the I mean, I think we all had the privilege of going to all three of the high school graduations, kind of the culmination of of everybody's hard work and um what struck me and then I think I could speak the rest of the meeting about it, but what really struck me was that each one of them is individual. The true character of those high schools shines in those graduations and um and I think that's just a testament to the leadership, to the culture that is being built. I mean, we all are under one district and the one common thread that I see is the high standards and the high expectations and the just caring about the kids fully. Um that shines through consistently all three, but then each one of

010them does it a little bit differently. So, um everybody involved, which is everybody in the district, should be extremely proud of what happened on Fridays. Thank you. >> Yeah. What Jamie said and Tom as well, I I mean, it's never lost >> on us the privilege that we get to be involved in those ceremonies and um the responsibility isn't not even responsibility, the privilege, really the honor is not lost on us is the number of people who have poured into every graduate that walks across that stage um from, you know, really preschool on up through from bus drivers and um custodial staff and groundskeepers and teachers and parents and administrators and all the people that come together for the common um purpose of that one moment

011of that high school diploma. And really at the end of the day, that's why we're here and what we do is to get them across the stage um in a way that shows that we support them and value them um and care for them. So, to be able to be a part of that is I mean, I say it every year, it's a gift and it doesn't ever get old. So, um [clears throat] thank you to everyone who made that happen um for the last 13 years. >> Yeah. >> It's pretty awesome. >> Definitely. >> You can yeah, ditto, right? >> Yeah, I think uh definitely well said. I think that there's actually a lot of activity and things that have happened and you we're trying always trying to remember like, okay, wait, did that

And I mean, from everything from, you know, the the Emerald Hills garden party that that continues to grow every year to the graduation ceremonies and Eli Hill who uh speaks for every student, somebody stands up and speaks about them and what they've accomplished and where they're going and just that that dedication to knowing and valuing them is is it is obvious and it's on full display. I think that um graduation's obviously went off without a hitch and I know there's a lot of work that goes into that behind the scenes, you know. And you know, we even got to see a power value in in in progress when Miss Fuller cold played >> Yeah. >> the Frank Sinatra on the piano. You know,

013when the show where center failed us a little bit on the audio, but but just rolled with it and I mean, it it probably ended up being better than it than it could have been. It's it's funny how those things worked out. So, it just it takes a community and we saw that on full display. So, thank you to everybody. All right, that brings us to audience comments. Uh Chris Toman and Grace Kim of McGranahan PBK will present the design development and value engineering for the new middle school at Taholah project to the board. I think I need to maybe add a comma there or something. Welcome.

017>> Great. Uh thank you. This here. Uh yeah, so design development, we were here a few months back with schematic design. Uh so design development really is the milestone uh where we've completed really all of the design thinking. Uh we have some really great visuals that we'll share with you today. And our team design team will be transitioning into construction documents. And then probably next year will be will be a similar resolution with a construction contract. So that's kind of where we're at. Grace is going to take the bulk of this uh presenting the design and then I'll follow up on the value engineering final sorry, value analysis, which is a resolution that I think is tied to the end of this. >> Very excited to be here uh and presenting to you the uh

018the design as we are bringing up the design development. Uh here are five um kind of key words um for our project goals. Um ultimately we are trying to a um build a school that is set up for student success and it's going to fit within the community of Tulalip. Here is a site aerial. Um you can see uh the southern half is where all the sports fields are located and northern half is where the arrival zone is located as well as the building is placed. Here is the uh view of the the school uh looking at the entry plaza. Um there are two sources of inspiration for this project, one of which is Mount Rainier for the the materials and color palettes, as well as the the Tulalip civic architecture that has a common

019characters of over um over uh extended roof overhangs, very expressive um structural members, and also wood accent, which uh you can uh hopefully can um see that in this renderings. Here's the site plans. Um the northern half is where the building's located, and we have intentionally separated the bus uh and the uh the parent drop-off area, so that there is a uh intentional kind of security and safety built into uh to this site plan. Uh so there students will be arriving um the building from two points of entry, both from the east and the west. Uh the building is going to going to be three stories. Uh most of the programs are going to be going to be positioned on level one, including gyms, music, kitchen, administrations, and commons, as well as um uh uh

020core classrooms. Um level two is where we are going to see more of the classrooms as well as the libraries. And level three is more of the the classrooms, as well. Here is going to be um the main entry, looking at that um that extended roof overhang, really trying to uh really outreach and welcome everyone with that wood accent that was is really welcoming the all the visitors and students. Here is a social courtyard where we are showing the synthetic turf basketball courts as well as outdoor seating tables and chairs that is directly positioned next to the commons area. So during the lunch time students can easily flow out and enjoy their social and physical activities. Here's the interior of the commons area. One key feature of this this commons area is the dowel laminated

021timber roof that we are seeing here. This is is going to be very sustainable material that is going to be glue free. So it's going to have a better indoor quality air quality for the students. It is also going to have the absorptive acoustic material built into it. So it's going to also provide that better acoustic performance of the commons area. Here's another view of the commons area showing the lunch room setting. What we see in the far back on level two is the the library area looking over the commons area. Now we are inside the library. There's going to be a lot of opportunity for the both the indoor and exterior view opportunities. Here's the view of the hallways and stairs. And finally here's the shared activity areas to support student learnings outside the

022classrooms as well. With that we are going to turn over to the value analysis. >> Yeah. Yeah, so value analysis also known as value engineering, is a requirement uh from OSPI. This is done between uh schematic design and design development. And this is a third-party outside uh group of of specialists that really review the design uh and the engineering and look at everything from uh energy efficiency to uh the systems and materials, the looks, the layout, the function of the building. And it's really just a uh another set of eyes that help the design team vet the decision decisions we've made. And uh the challenge that we had for them was just to make sure that we were uh providing the most value or the best value from uh the budget that we've had. They

023did come up with a lot of really uh great options. Um some that we accepted. And actually quite a bit, 2.3 million dollars of savings. A lot of that uh had to do with foundation and earthwork. Um so we we pivoted a little bit. Uh still going through that, which was great. Um another really great news is um we are well under budget at the end of the DD, which is good. Um the capital projects team was super happy with that. There's there's money that can go elsewhere after uh we finalize this budget. So really great news with this, and I think you guys have all the detail behind uh the report. Uh so I think this is a resolution uh that we're looking for approval on. The details right there. And with that, we're

The district recommends the Board of Directors adopt resolution number 292526, accepting the independent value engineering report for the new middle school at Tahoma project. Board acceptance of this report is an essential procedure requirement under WAC 39 392-343-080 to secure state matching funds through the school construction assistance program. This is a state-mandated step to secure state construction funding assistance and authorizes staff to permanently remove the replaced square footage from the district's active instructional inventory via OSPI form D3 upon project completion. The program of RTL is to deliver academic and non-academic support to participating students who are significantly at risk of not being successful in school. The RTL program reduces barriers to learning, increases student engagement, and enhances student achievement. The administration recommends the Board of Directors approve 5% to be set aside for Readiness to Learn as part of the Learning Assistance Program. Do I have a motion? >> So moved.

Uh for the first reading we have board policy and we have in accordance with policy 1310 we have adoption and amendment of policies and

Our executive director of secondary, Steve Stolen, and TOSA for highly capable programs, Anna Carlson, have provided a report containing information about the highly capable programs in the Sumner-Bonney Lake School District for your information. And also we have Lake Ridge parking queuing change order report. Change order number one and two are to install fencing around the wetland, make changes to catch basin number 302, add conduit for future lighting, and make modification to the contract as requested by our architect and our owner for a total of $46,625. 031tonight on this last day of school that's really hot outside and >> I just think graduation went wonderful. >> It did. >> I mean we had such large amount of people there given time between to the two graduations and it went very smooth. That's all I appreciate what everyone's work that was involved with that, too. >> Definitely. Yeah. Yeah, that separation definitely helped the parking lots clear out a little easier. Made for a longer day for all of the all of the staff, but I'm sure that uh they appreciated that, also. Any other discussion for tonight? No. >> You go ahead. >> No, go ahead. >> Well, I just I was thinking from our last um meeting last week on the parks and rec update. Um making some connections this week and one of the

032connections I made were we're moving our daughter out. Um and so we're going through all of her stuff, right? And trying to decide, you take this, you take this, you take this. And I came across these pictures um of her when father-daughter dance with her sister and then um this is a picture of um Edie and Kaylee and they never went to the same school. Both in the same school district, never went to the same school, but they um played soccer together in a summer camp through parks and rec when they were little. And then they ended up being college roommates years later and they're best friends. So, it just wasn't lost on me the importance of those programs and I just wanted to recognize um the fact that, you know, Laura, you said over

033and over again, we take care of our kids. And to go back and unpack that a little bit, it's the bookkeepers, right? Who handled the registrations at the high school. It's the custodial staff that make the facilities usable for our kids. It's the coaches who show up. Rich Mitchell came here at the last uh meeting and he was Eli's basketball coach in the summer. And so, it takes a team and just to recognize all the hands that make this work for kids. Um one of um the child I was talking to this week, actually, Um who has some challenges. I asked him what his plans were for the summertime, um thinking, you know, who knows he's going to say and he said, "I'm in camp all summer and I can't wait." And so, not only

034do you meet your best friends through these camps, they also are a little bit of a lifeline for some kids. And so, just a huge kudos to the many people, um you know, Brian, I know you you're doing work on this, Brian Kaylin's doing work on this, Tony Clark, so many people have their hands in making this possible. And so, just kudos to the Sumner Bonney Lake School District for stepping in and making these camps um possible for our kids. >> Yeah, you're you're kind of um echoing what I was going to say. So, um just it last week we had uh real kind of an impromp- or not an impromptu, what do we call it? A board meeting um versus >> We had a special board meeting for special business. >> And um and

035we got a presentation from the from the Bonney Lake uh city of Bonney Lake about the Parks and Rec program and uh just like just like you, Aaron, it brought back kind of a lot of memories cuz all three of my kids uh and they were involved with Parks and Rec um from the very beginning. My husband coached for basketball and soccer for a while. And um I think one of the things that was really special about it is that it allowed uh them to make friends and to and for us to meet families, not just in our catchment for our schools, but throughout the community. And um and to then see them as they went on to play maybe, you know, club soccer or coming back together at high school and there were friendships

036that were bonded early days in the peewee soccer um field or the or the basketball court. And uh personally, I mean, my kids went on to play college college ball. But my favorite times are are their pee wee times. I think it was the last time we really had a fun time watching soccer without all the stress and all the other things where we could really enjoy it. Um and I also have friends that I made um on those sidelines. So, not only is important for the kids of our school district, but it's important for the community that we live in and I think a fundamental um a fundamental service that's provided. So, that's what makes me very proud of the district that when some things had to change earlier this year in how it

037is structured, that we stepped up to make sure that the kids of our district aren't going to fall behind or miss opportunities like what my kids had the opportunity to experience and Aaron's kids and many many others. Um and I think Aaron mentioned so many people that made that happen cuz this was a quick turnaround. And again, you you think, "Okay, here's here's camps that have been happening for years. Should be just easy to transition." But when you have to transition everything from the management of it to define who's going to collect the finances to how are the kids going to get registered? You're asking a lot of from everyone. How is this getting communicated out to the community so that they know how to do to enroll? Um it took a real team to

038make that all happen um from the top down and you know, I think that you know, it it just says a lot about the district and how they are not going to let kids, you know, and families um miss out on opportunities. So, thank you for doing that. >> Definitely well said. I think uh kind of the takeaway I had from that presentation was was one that was disconcerting. Um it we have asked for a plan. They they've continued to ask us for money and support in kind uh uh with with gym space and field space and that sort of thing and we've asked for several years for a plan and we have yet to get one and and so it is a little disconcerting that the presentation was just stats that we actually already

039know because they are our students and we know the community uh but it wasn't a plan. It was not a indication are they growing the program or are they cutting it and in fact we already know they are cutting because of the steps they're taking. Um it was a little disconcerting to me to to hear language around this is a uh money loser and and last time I checked these are tax bill dollars and it's not about it being it's not a for-profit business. It is a nonprofit situation. It's tax dollars going back to the citizens of that city and surrounding area so it it's a little disconcerting to me that it's being viewed as a business and that it has to be profitable in order to exist. Um and when there are discoveries made

040by the entities of the city that probably should have been made a long time ago where they lacked insurance for these coaches instead of maybe stepping up and finding the budget within their own, you know, uh in their own ability they passed it along to the coaches. Um which in turn passed it along to us and uh the team as you said had to step up and take care of that. I don't think it's too much to ask for a plan when we're giving them $50,000 cash and a $130,000 in in-kind rental so talking 180 to 200 grand worth of our budget. Um I don't think it's too much to ask for a plan. I I will I was also a little disconcerted that we couldn't get one in 60 days. I mean I might

041expected in my job to do things much quicker than that and then when asked further we were told that he couldn't even be done in 12 months. And that just seems quite frankly ludicrous. Especially when he stated that their budgeting would be done by December. So what's the other 6 months? Um why are we waiting so long? So I'm hoping, you know, if there's any help you need in in meeting with them or or speaking with them further, I'd be I'm sure anybody would be happy to to help you out with that, especially we have a someone with some really good experience um in that matter, and I hope they can come through and let us know. Are they going to privatize it? Are they going to cut it? Um because if we're going to

042keep giving them money, then there there should be growth. There shouldn't be retraction. So, just let us know if you need any further help there, but um it definitely there's a lot of positive that we can take away from this and how much our district values our students and make sure they're taken care of, but it definitely was lacking um in in their preparedness to talk to us when they're asking for money. So, hopefully we can take that message back, and hopefully we get a plan at some point. >> I'm meeting with one of the council members on Friday, so I'll pass that on on Friday. >> Awesome.
