001Well, we've got a good crowd here tonight who uh who brought some family members with them as well. And we've got a fun time to swear in. We got three new board members, but not really new. You want to kick it off? We did. Uh yes, we do have greeters tonight. All right. Um if our greeters we have tonight, you guys want to come up front? We'd love to introduce you. uh if you could let us know what school you're from and something that's going on the this fall or what you're looking forward to after the break or maybe you're looking forward to break. There we go. There we go. Okay. I am so proud to introduce you to uh two amazing Sumar High School students and one who also attends Eli Hill. This is

002Chase Sasu who attends Eli Hill and Sumar High School and Dylan Titi Ali who attends Sumar High School. Um, when I was asked to present to you today or to have board greeters today, I first asked Chase because he and his friend TD here just finished winning state for the second year in a row. Both are on the football team. >> I thought this was an amazing opportunity to honor both of them and I'm so glad that they're here tonight. So, question. >> Yeah. What's going on at school this year? What are you excited about? You looking forward to break? How was state? >> Uh state was definitely a little bit crazy. You know, the first year it was a, you know, wild experience going to the UDub stadium and stuff and being in the

003locker room and playing on the field, you know, and especially winning state, you know, and getting a huge ring and stuff and then the second year just doing it again, you know, like it almost doesn't feel real, especially going out, you know, my senior year. >> Definitely just a, you know, unreal experience, but I'm definitely blessed to experience it though. >> Nice. Congrats. That's awesome. >> Yeah, same thing. Um, the first time went to stay, it was it let us know that we could do it and then doing it the second time let us know that we can do it whenever we want. So, >> nice >> pretty good experience. >> I love it. Well, we really enjoyed watching the game. I know probably for you guys it was just more exciting than for us,

004but it was it was a cool experience. >> Yeah, we appreciate everything you guys have done. One last just little little tidbit I wanted to throw in here. Both of these boys have amazing uh plans for after high school. And so Dylan is going to be a firefighter and Chase is going into HVAC and promises to come to Eli to fix all of our HVAC issues. Right. >> Okay. >> Thanks for being here tonight. We really appreciate it. Yeah. Congrats. You don't actually read this. Okay. All right. Now's the big moment. >> All right. Well, we're going to introduce another Sumar Spartan who also happens to be a Pierce County Superior Court judge. Uh Miss Alicia Burton. Um she is here to swear in our three new board members. And Alicia, we're just so like

005thank you for doing this. Um >> favorite things. >> It's just we appreciate >> it's a happy day for me when I get to put on my robe and do things like this. >> Yes, I'm sure. So we are going to start with uh JB Smith. >> We're getting a little fancy now. Just so you know, like >> the board members that from the past, you know, >> it's not just me. >> Raise your right hand. I, Johan Smith, >> I, Johanukica Smith, >> do solemnly do hereby solemnly swear or affirm >> do hereby solemnly swear or affirm >> that I will support the Constitution of the United States >> that I will support the Constitution of the United States >> and the Constitution of the State of Washington >> and the Constitution of the

006State of Washington and will faithfully discharge the duties and will faithfully discharge the duties of director of Sumar Bonnie Lake High School, District number 320. 20 as director of Sumar Bonnie Lake High School District number 320. >> Good job. Pierce County State of Washington >> School District. Sorry. >> Yeah. >> Pierce County, State of Washington. >> To the best of my ability. >> Congratulations. >> And JB, who do you have uh here with you tonight? >> Um my mom and dad are here with me tonight. >> Hello, mom and dad. Can we make sure we get a picture with mom and dad as well? Like with JB, mom and dad? Yeah. >> He's so Hey, next up is Mr. Tom Watson. >> We're back here again. >> One more time. >> All right, raise your

007right hand. I, Tom Watson, >> I, Tom Watson, >> do hereby solemnly swear or affirm >> I do solemnly swear and affirm >> that I will support the Constitution of the United States >> I'll support the Constitution United States >> and the Constitution of the State of Washington >> and the Constitution of the State of Washington >> and will faithfully discharge the duties >> and I will faithfully discharge the duties >> of director >> of Sar Bonnie Lake School District Bonn Lake School District >> number 320 >> Pierce County, >> state of Washington. >> To the best of my ability. >> Excellent. >> Thank you. >> Congratulations. >> And Tom, uh, who's that sitting in the back there? >> That's my wonderful wife, Denise. >> Hey, wonderful wife, Denise. Come on up. >> Yeah, Tom,

008you give those to her >> because she's a wonderful wife. Well, last up, she's already out of her seat. Done this a few times. Uh, Aaron Markwart. >> All right, raise your right hand. I, Aaron Markwart, >> I, Aaron Markwart, >> do hereby solemnly swear or affirm >> do solemnly swear or affirm >> that I will support the Constitution of the United States >> that I will support the Constitution of the United States >> and the Constitution of the State of Washington >> and the Constitution of the State of Washington >> and will faithfully discharge the duties >> of director >> of Sumar Bonny Lake School District number 320 >> of Sumar Bonnie Lake School District 320 >> uh Pierce County >> Pierce County State of Washington. >> State of Washington. >> To the best

009of my ability. >> Congratulations. >> So, Erin, who's here with you tonight? >> Well, first Joel and come on up. Joel's like, I've done this before. All right, Erin, who else is here with you tonight? >> Yes. So Aaron is right. This is the school board that hired me >> 10 10 years ago. >> That is so great. You're very >> Thank you, >> Judge Burton. Thank you again. Yes. I've never seen any of you sit in the front row ever. My god. There we go. >> It's green, right? >> This is so cool. I can't thank you guys enough. It is so awesome to see your faces. As I was driving down here tonight, I was just kind of reflecting, hoping I wasn't going to have to say anything about this because I was

010worried I was going to cry. But I was reflecting about the last 12 years, right? My kids were 8, eight, nine, and 11. Um, and now they're almost done in college, right? They're 24, 22, almost 21 and 21. Um, and so when you spend time with people over a number of years, you get to know them well and you get to know them as board members and you get to know their personal lives. And I think about, you know, your girls and your and your daughter and your like there's a lot of girls actually across this group. Um, right. And I just am so grateful for the times that we spent together um, learning as a board together. We we really didn't know a whole lot when we started this. Um, and we grew together

011and we grew personally and professionally and I just am so grateful for everything that you guys did. And the fact that you are here tonight just brings me so much joy. So, thank you for walking the walk with me and thank you for teaching me that I can be a better board member and now serve alongside these amazing people. Um, continuing on for another how many years? I don't know. We'll see. but just so grateful for all the lessons we've learned together and then now that we can continue to walk this walk, I'm so grateful for you as well. Um, and each way that you guys have touched my life um, and we'll continue to as we get better and grow. So anyway, it's a special night. So, thank you. >> Thank you for being

012here, too. Lots of dinners you would do for me and running. That's amazing. Yeah, it definitely the old adage, it takes a village, right? Yeah, it's good speech. You did good. Yeah. Yeah. All right. Well, let's get the fun stuff out of the way. We got a few action items. Approval agenda. The administration recommends the board of directors approve the December 16th, 2025 board meeting agenda. Do I have a motion? >> So moved. >> Thank you. Do I have a second? >> Second. Awesome. Any discussion? Seeing none, all those in favor say I. I. >> I. All those opposed. All right. Motion passes. >> All right. This brings us to consent items. The administration recommends that the board of directors approve the consent agenda items for December 16th, 2025 board meeting. Do I have a

013motion? >> So move. >> Thank you. Second. >> Second. >> Thanks. Any discussion? Other than the three amazing donations that are on there, that's pretty awesome. appreciate the groups putting those funds towards the district. All right. Uh I see no other discussion. All those in favor say I. >> I. >> All those opposed. Motion passes. Okay. Do we have any recognition you want to do tonight? >> Nope. >> Okay. Well, we'll go right over that to superintendent comments. >> Um just one quick thank you um because Rick told me to keep this meeting short. um which is uh just like the good old days, right? Um just want to give a huge thank you and a shout out to our bus drivers right now who are truly some of the the heroes of these past

014couple weeks driving in the conditions that they've been driving in making sure we haven't closed school, had a delay because of the flooding. Um and they are driving in some pretty um interesting uh conditions. So, just big thank you to them and what they're what they're doing for us. So, getting kids to school, players to sports, and there we go. >> Yeah. Not to mention, we had four new hires on the consent agenda tonight. Four new bus drivers. That's pretty amazing. All right. So, that brings us to board member comments. Bill, you want to kick us off? >> I know you don't, but go for it. >> I think we should start with JB this time. >> Oh, good. Good idea. Mics passed to you, JB. H do you get to do that? Um gosh,

015I do have things. I'm gonna try and keep it uh kind of short. There are a lot of things um that we have since our last board meeting that actually we've um I've been able to participate in and and some things that I just thought would be important to kind of share. Um one of those things was really personal development. Uh so we had the WASDA meeting um since our last meeting and was able to attend that. Uh this was my second year of attending and I will say I got much more out of it this year as I had much better context with which to go to um a lot of the personal development sessions and um pick things that I felt might one support my growth and two things that might be of

016interest for the district. And so um we those are are very important opportunities. And I want to thank everybody for letting us have that opportunity to go and be a part of that as you um can have the opportunity to hear from and speak with other boards uh members, other districts. Uh see some really good things happening, see some things that you recognize that we do really really well. Um and you know there were uh I there was a lot of learning that happened and so thank you for that opportunity. Um, one of the other things, and I know we've done a lot of the same things, so I'm sure other people are going to speak to some of these things, but, um, just recently, uh, last weekend, I was able to attend the community,

017um, dinner, and, you know, it's one of the things that it should be on everybody's to-do list this time of year. It is such a special event to go and see how our district and our students are working with our community. If you go in and and participate and and see that um event, you'll see uh seniors coming in for a great meal. You'll see little kids sitting on Santa's lap. You'll see um the opportunity for those little kids to just have special a special afternoon hair braiding, face painting, do-it-yourself crafts. Um and then there's an opportunity for parents to to go through and shop for some clothing, winter clothing. um people walking out with bags of food so that they can have a special holiday meal. So, it is really something special and it

018is done with um such caring and I want to have a a big shout out to um to the principal Bill or to to Jeff um Baines because he's really sorry Bill X um muscle memory. Um but um he walks he walks the walk, right? I was we talk servant leadership all the time and he was the one pushing the garbage cans around cleaning them up. So that servant leadership he could have been standing at the door greeting people that's a lovely job but he was pushing garbage cans around. So a shout out to to him um walking the walk and a lot of students watching that. So those are two things I want to talk about and I'll leave uh some room for everybody else. Um, okay, Rick, you'll love this. Um, so >>

019yes. Um, what we did at WASDA, Rick, Lori and I got to present our board calendar. Yes, we did. Um, right. All those years ago, Rick went to a WADA conference and said, "Hey, you know what? I went to this breakout and I they had this calendar and I think maybe we should take a look at it. How many years ago? Long time, right? Well, guess what? The team's perfected it. It's beautiful and it really guides our work through the strategic plan. And so, we got to share that. Um Lori really took the lead on that um presentation at WASDA. and we got to teach other districts um how to use this amazing tool and they get to tweak it and launch it and figure out how it best works for them. So look at

020that color. It is colorcoded. >> We know that that doesn't work well for everyone but um yeah um so anyway that was probably a highlight of the WASA conference um for me. It was so fun to share the good work that's happening in our district. Um after the WASA conference, we came back and um I have um stuffed bags for the big give before um but I've never done the delivery drive. And so that was just a highlight for me um to serve our community in that way to um deliver bags that have been stuffed so lovingly by other community members and then to pass them on to our neighbors was just a gift um to do that with my family. So that was wonderful. And a huge shout out to Tad um and Stacy

021and um all the people who were behind um that effort to get that going. I think it was 1,700 meals that were serve that were given out to our community I believe. Merily, does that sound right? They each fed four people. They were there was a those were heavy heavy bags. So um so that was wonderful. I don't want to are you going to talk about the transportation and Okay. Um, so the our study sessions have gotten really cool. We've started doing them on site and to be in the presence of what we're learning is just taken that learning and that study to a whole new level. So last week we were up at um transportation in M and nutrition. And we got to do a tour. We actually got to go through a bus

022car wash before the meeting was amazing. We learned that what used to take an hour and was hard on the body now takes how many minutes? like >> seven minutes um to drive through. So, we're keeping our buses looking good and um doing it in a really efficient way. Um we also got to go into um I what do you call it? Like the shop, I guess. >> Dave shop. >> Dave Dave shop. Yep. Which was amazing. Any tool you ever can imagine um was in there and they save things so that they don't have to wait to order it when the other thing breaks. And so they have this whole system that's just beautiful um and cost-effective and timely. And it was amazing to um to learn about all the things that I just

023don't really think about in an education environment. All the things that have to happen for a school district to run. So kudos to Dave. Um we also saw a bus on a big what do you call a lift. Um and I swear it was so clean you could really have probably sat and eaten off this floor. It was the cleanest maintenance shop I've ever seen in my life. It was beautiful. And we learned how they can put um chains on the um bus wheels um very quickly and efficiently um to keep our kids safe. Um which I thought was amazing. So, we also went through the chillers and saw where the food is kept, where we feed a million meals. Um and then got to learn about all the numbers that are tied into and

024how that affects um kids in our district. So it was a super super quality study session and want to thank everybody involved. Um nice job David and team trying to think who else is there. Um but it was just high quality. Um amazing presentation. I was blown away. So again connected to our strategic plan in our board calendar. Lovely. So >> I'll stop and let someone else go. >> Yeah. Awesome. Tom, you want to go next? Well, um I want to thank this board for an amazing year I've had with all of you learning what we do, learning ins and out of our district, our schools. I've toured so many of them and they're so run so efficiently. Outstanding students, teachers, all the events going on. It's really been a rewarding year for me. Looking

025forward to next couple years that way too. All we can do together. And uh this past month, I wasn't part of things are going on. And I want to thank everyone supporting me. I'd like to do this for losing my son this month, this past month on Thanksgiving. It's been a real tough month, but all of you have reached out to me. So many people. It's been wonderful. I'm looking forward things in the future. Thank you. Thank you. Thank you. Bill. Um, so I have the pleasure of walking my grandson to school almost every day, >> unless there's a golf match early, but that's here tonight. Um, but I want to shout out to the elementary uh teachers and administrators. So, you've got the week leading up to Christmas. So, they're all excited, giddy. Then

026they take on doing a spirit week around the holidays. And yet talking to the my grandson and a couple of his friends, we walked home, they're still getting everything done in the classroom, they're still focused and they still have certain things they have to do to get out on time Friday. >> But uh having worked with the older kids during spirit weeks and that that's that's taken on a ton and like I said, the focus is on learning. So I really appreciated that. >> Awesome. Thank you. Uh yeah, that's been a busy month with Waza. Um thank you for your highlights from that. I definitely agree with all of that. Um, also attended the the SHS community dinner and it's amazing how the the different ways that someone can enjoy that event from all of

027the people types of people that you spoke about to myself attending and we my wife and I joke around that it's our annual lunch date with this other family that we've grown up with with both our kids in the district and we see each other once a year at this community dinner and it's like we never missed a beat. And I think that um the person I'm looking at right now had a lot to do with setting that up in the beginning and it's just such a legacy that um that you should be proud of. So very cool. Oh yeah. All right. So that's our board member comments. Do we have any audience comments? >> There are no audience comments this evening. >> That is a Christmas gift to us. Thank you. All right. So

028let's get into business matters. Uh first presentation is our annual financial reporting. Chief Financial Officer Brian Berley will present the 2425 annual financial report which includes the F196 financial statement to the board of directors for information. Testing Okay, the annual financial report um also known as the F196, the annual financial statement, the unodudited actuals, and these are the statements that the auditors will audit and you'll get the audited financial statements six months from now or so. Um and they'll compare this to all the transactions that actually happened. Um there is a 80s something page attachment of the F196 if you want to go over that more than be my pleasure to go over any part of that. So I try to make this more visual. That's all the tables and numbers. Um this first slide

029has a lot on it. So let me walk through it because it tells the story over the past seven years. The blue bar for each year is the revenue technic for the general fund only. Technically, it's the revenue and other financing sources. There's a little bit of money that because of accounting rules, we can't call revenue. And there's also some expenses or expenditures that lower the fund balance that use cash that you can't call expenditures or other financing uses, mostly transfers in and out of the general fund. So you see blue bar is revenue um red bar is expenses. The green bar is the ending fund balance as of August 31st for that year. And the purple bar with the percentages there is the percentage of fund balance when you compare to revenue for that

030same year. Um so you can see the major story over this past seven years. Revenue has grown by 45% expenditures by 49%. um our fund balance has gone up and started to come down a little bit but it's really stable. We are in good financial shape um especially compared to most districts in the state and the goal kind of is to keep revenues aligned with expenditures over the years and the district has done a pretty good job of that overall and the goal is to continue that. You want them to grow similar ideally they grow the same but it's it's pretty damn close with everything that happens. Any question on this? Okay, we get most of our money from students. Um, so here's the student number over the past seven years. If so, you have

031six years of change here. Um, and we're up 7% but you do see we got a decline during co then grown since then. And so overall we're up about 600 students, 690 students over this time period. But I I do want to highlight, you've seen growth last couple years. As of the first three months of this year, compared to the first three months of last year, we're actually down by 63 students. That's not a large percent, but it's not a continuation of this pattern you're seeing right now. And as a reminder, we budgeted that we're going to be up 50. So you take the 50 and the 63, we're down. You see, we're down kind of a significant number from budget. Um, every student's worth about $11,000. The average is more, but it's $11,000 of

032a general aortionment. We get extra money for, you know, other things, but ballpark. Every student's worth a little bit diff a little different amount also. Okay. Where do we get our money from? The vast majority of the money comes from the state. Um, I think we all know that. And of that 76% that comes from the state, all close to 80% of it comes from the uh prototypical funding model and is the unrestricted money um that comes to the district that we're allowed to do basically whatever is allowable expense for a public school district in Washington. Um the other 20ish% is mostly special education money and transportation money from the state. Then there's a whole bunch of little smaller programs. Um, but those are the big sources. And then the local money, 20% of our

033money is from local. And the biggest portion of that out of that $38 million, almost 32 million is the local levy. Um, so thank you local property owners for that. And the others are a bunch of things money we get from food service sales uh money interest on the um our fund balance facilities rentals many other things other well I'll just go federal federal 3% the biggest two things there are um the national school lunch program for you know breakfast and lunch for the students and title one and there's many other smaller programs and then the Most of that other is money we get from Daringer School District because they're a non-h high district and we take their high school students. Any questions here? Okay, this is the same look, a little bit more detail,

034but what's happened over the past seven years? Um the local money is the first two bars, the blue and the red there. And so the blue bar is the the levy and the red um section that's the other locals like we talked about. The green bar is a general state a portionment. Purple's the special state aortionment. Think stuff like lap and special education and transportation. And then you see the smaller bars on the top for federal and other financing sources. um over the seven years, as you can kind of see, but it's really dramatic when you look at numbers. It's the state revenue that grew by the most. Um but on a percentage basis is actually the local taxes that grew the most, but in dollars much less general fund. Any questions there before I

035go into expenditure? Okay, now we're going to look at expenditure. the same $192 million kind of in three different ways. Um, this is by program. Program the states determine the program numbers, but it's kind of um who's getting the service is a easy way to think about regular education 55%, special education 60%. Vocational ed CTE 4 and a.5%. So those three are the big instructional ones. compensatory programs, that's like um lap and title. So, it's both state and federal money. Other instructional programs, just miscellaneous small programs that but things in there would be like um highly capable community services just like it sounds, but that does include the um the daycare and preschool services that are not K12 education. And then support services, everything else, transportation, food services, um the board, the business office, human

036resources, uh maintenance and operations. This is the programs where they money was spent over the past seven years. Again, regular instruction grew the most on um actual dollars, which makes the most sense. And I think it grew the second Yeah, it did grow the second largest on a percentage basis. on a percentage basis is actually special education that grew the most but less in actual dollars. Any questions before I move on from here? Okay, same expenditures but look taking a different view of it. This is by activity. Um so a little bit more detail all the instructions activities were grouped together. Then you get a more of a breakout of instructional support, um, food services, people, transportation, maintenance and operations, other services, debt service, public activities, and administration. Um, people are always interested, how much

037do you spend on administration? It's about 3 and a half% of our total expenditures. This is the exact same view of those numbers, but over the past seven years. And you can see instruction expenditures have grown um the most and it was one of the tiny programs by percentage. It wasn't really many dollars. And then general fund expenditures by object. I think we all know most of our money spent on people. We're people business. But um to get a little bit more granular, you have certificated salaries at 45% classified at 17 and employee benefits at 21%. Um we actually spent spend less than 4% on supplies of materials. Most people are surprised by that. That includes all the food we buy, all the um fuel for all the buses, all the textbooks. Um it's 3

038point something% rounds up to four. Then purchase services, all utilities, insurance, um contracted services. We actually do spend money on travel. Even though it says 0%, it's less than half a percent, so it rounds down. And then capital outlay actually is less than 1% but it rounds up. And then the same um expenditure by object over the past seven years. And again certificated salaries grew the most on a percentage and um dollar basis. And I think benefits was Nick's biggest growth. Any questions here? I know I'm going through kind of fast and I can go through the details later. Really quickly, all all the different other funds that are not the general fund ASB fund, you can see our revenues for the last three years, expenditures the last three years, the difference. So, you know,

039we're actually growing fund balance and like we said, general fund balance is about 21%. We probably should spend some of this down and make a plan. We have a 71% fund balance in ASB. It keeps growing. Um, but we're talking with our student groups about that capital projects fund. Here's a good example of um an area where your other financing sources technically I included them in revenues, but most of that actually was not revenue. It was a bond sale, which is other financing sources. It's not technically revenue, but you can see we had a large bond sale this year. Um, and then we had some expenditures and a difference. I don't put a percentage of fund balance here because capital projects should not be looked at on an annual basis. Um, debt service fund. This

040is how we pay for those bonds. Not going to spend much time here. Transportation vehicle fund. We purposely spent more because we spent less last year. Um, but we have a multi-year plan for replacing buses and then that's it. But I do want to say it's a ton of work to complete this. And Alina who's in the audience right here ca she came in after the fiscal year closed after you know August 31st and she closed the fiscal year that she wasn't even here for and then Kathy provide a lot of support too and the rest of the team provides some support but um thank you Alina. >> Thank you. Well that's >> any questions >> always a lot of a lot of data to prepare for that. Does anybody have any specific questions? Hey,

041Brian. So, like, are you a year old? >> Almost. >> Yeah. >> Yes. January 6. >> Okay. All right. >> All right. Thank you. >> Yeah. Thank you very much. >> All right. Our next item is information only. Budget status reports for September and October are included for board information. And that brings us to our next presentation. Director of capital projects Maria Tana will present the summer high school phase 2 value analysis which includes the engineering report to the board of directors. >> Thank you Dr. Dent and board of directors. Um I brought up with me uh John Bman who is our capital projects facilities manager and he has this is his 34th year in school construction almost 34 years. an incredible amount of experience and he has spent quite a bit of time in

042his past uh work history working on just this value analysis and constructibility those types of things. So, I'm going to have him do part of this presentation, but to let you know what the plan is for this, talk a little bit about what value analysis is. Who better than John? And then talk a little bit about what it means for the Summer High School phase 2 project and what the board's role and next steps are with that. So, I am going to bring up John. >> Thank you. I'll keep it um as brief as I can. Um I get a little excited to talk about value analysis. I did it for four years on a lot of school projects, Washington State, um transportation projects and things too. First thing about value analysis is that it's

043not just a costcutting exercise. It's really about looking at the value of what the project is by an independent team. It's required by OSPI if we want to participate in the SCAP program, the state construction assistance program. Um, it's actually covered and we should have put this on the slide for you under WAC 392343080. So, it is a WAC requirement that you have fiveperson team interdisciplinary and they have to spend a certain amount of time actually looking at the project. You want to do this process before you get too far into design, but not when there's not enough to actually look at to comment on and look for the best value for the project. So, um, we also put a note in here about led by an IND individual qualified person, usually the Society of

044American Value Engineers, which I actually did have a certification myself before. Um that's when you have like the top tier of folks looking at the project and providing the best guidance for the inter disciplinary team and looking at the project, keep things on track, that type of thing. Um like I said, it's not a cost cutting exercise. It's really about an analysis of the best value of the project. Um and that includes the total cost of ownership and things as well as life cycle analysis. So we talk about durable materials, things like that, things that are going to actually augment the programs that are being planned for the spaces. The team takes one week and they dive into that to give the best analysis that they can. I'm a little shorter. Thank you, John. So

045in our value analysis, the goal was as John says to find the value to look at the current design con concepts and look for opportunities both for design cost effectiveness and efficiency. Um looking at site development, building system alternatives, all of these different things. And as a team, what we do is we identify criteria that we want them to focus on. And so this lists some of those that criteria. everything from aesthetics to energy efficiency, long life systems, sustainability, that total cost of ownership. Um, so this team, those were the things to keep in mind as they're going through all of our documents. Interesting to note that the original project maximum allow allowable construction cost it just rolls off the tongue which is why I think people say MAC instead um was seen for 90,000

046square foot of facility. When you start actually putting lines on paper and fleshing out programs and everything there's a lot that changes. So when we got to value analysis, the square footage is actually 94,752, but our project estimate puts us below what that original MAC was. Very important to note. Um, and so looking at those values, sometimes you achieve savings or have potential savings you can achieve. and detailed in that 80s something page report, you will see that there are some items that potentially have savings. But when you look at the um implementation form that we filled out as a team with comments from the architects and the engineers, you can see what things we'd already factored in and where we think that the values assigned might not be quite what we think we can

047achieve. And so as a net, we ended up with an ad of about $52,000, $53,000. But all those being value ads for the program that make sense and there are certain concepts that we will continue to explore as well as having continue value analysis from our GCCM team. So it is an ongoing thing in this particular case. But for our purposes and for what we're doing here, it's important for the board to understand what that pro process was, how we went about it, what the recommendations that came out of it are, those that are in the report. And then we will have a resolution next on the agenda for the board to accept that report formally. and we will use that as part of our state match funding process in D7. Any questions? Anybody have

048any questions before the next action item? >> Well, thank you for your attention. I appreciate it. >> All right. Okay. So, that brings us to now that we've heard that fantastic report and all 80 plus pages that were provided to us, uh, we get to take action on that. So, uh, the district administration recommends that the Sar Bonnie Lake School District board of directors adopt resolution number 1025-26 value engineering SHS modernization, which directs the district administration to review, study, and evaluate all potential options for modernization of the Sumar High School phase 2. Do I have a motion? >> So move. Thank you. Second. >> Thank you. Any discussion. All right. Seeing none, all those in favor say I. >> I. >> All those opposed. All right. Motion passes and bring us back to the microphone.

049We're going to uh do another presentation. Uh we have Chris Stamman and Grace Kim from McGranigan PBK to join us today for a presentation of the middle school at Tahali to the board of directors. Welcome. I just wanted to introduce you briefly to Chris and Grace from McGranahan PBK. It has been a true pleasure to work with this team. They're very responsive and um I am really excited for you all to see the slides. Chris, I'm going to let you take over. >> Awesome. Thank you. Thank you for the opportunity to be here tonight to share a project update with you. Um so yeah we are at schematic design which is really the first >> she could do it >> uh really the first milestone of the design process. I think next up we may

050be going through value analysis next uh so we'll be uh looking forward to that. Then design development permits and construction do uh documents and then design. So we're we're early uh but just super excited with what we're going to share. I'm gonna hand it over to Grace. It's truly uh exciting to uh be here with uh to share the the project updates for uh the M school at Toho. Uh this project will feature a a total of 39 teaching um spaces including um 18 classroom, number of science labs, uh CT programs, um uh athletics, special ed, and u music spaces uh for a third uh a total of a 130 square feet uh 130,000 square feet uh for 900 students uh in grades uh six through uh eight. uh the project budget the MAC um

051is at $130 million and we have done a uh estimate at the end of this um phase and we are happy to share that we came under budget about seven uh million dollars. So here we are seeing the site plan. Um uh the site some of the site programs also do include the the football field and track softball and baseball fields which you can see at the the southern um portion of our property and at the northern um property is where our building is situated. So the sports field is creating a nice buffer to our uh to our building which has the the uh main parking uh and parent drop off to the east and b uh and the bus drop off to the to the west. So there's a two point of entry to

052this building from both sides. Here is our first floor plan. Um uh this um school is um kind of divided into three zones. uh the one at the southern zone including the the gyms um music uh admin spaces as well as the servery and support spaces and in the middle is the the commons area with the two uh uh points of entry and at the very northern um zone is our core um uh core teaching spaces. Here is our second floor. Um, so we have kind of double height space for our commons and the uh the library is going to look have a great connection to the um to the commons down below and additional teaching spaces up on the north areas as well as uh additional uh classrooms on third floor. Uh I want

053to show um couple of uh our renderings that we have produced looking at the overall campus area. Uh the the the road that you're seeing is the new road to Hip Boulevard and what you see uh on the on the north uh of that road is the the number of our sports fields and we do see our um building in the back with um uh existing tree lines really hugging the site and uh and providing that protection in privacy. Here is our main entrance looking at um at the school. Um one of our project inspiration comes from Mount Reineer uh to Holly community has a strong connection to uh this landmark and we thought it would be very um uh uh it would be strong design um to uh make a inspiration from draw inspiration

054from Mount Reineer. So we do um have considered the use of materials and color palettes uh drawing from that um Mount Reineer inspirations. Here is our um main entrance looking at our front door of the space um with the the Edin on the left side, student service on the right side and our library up above. Here is the back side. Um, so this is a playground um that also kind of acts as our um courtyard that has a uh direct connections to uh the comments that we see beyond. And we also kind of see the the uh the back entrance from the uh bus drop off to the right. And finally, here is our interior shot of the comments um with a lot of warmth uh that uh is brought uh with the the use

055of a heavy timber uh materials as well as wood toned uh wood uh roof deckings uh lots of glazing so that there is a lots of daylights and also exterior views. And that is all the slides that we prepared. Any questions? That's certainly impressive building. Great job. >> Thank you. >> Does anybody have any questions? >> Yeah. >> Hey, Grace, I have one question. Yes. >> Can we look at that campus aerial real quick? >> Is there going to be a big net uh where the >> Yes. There will be a 50 uh feet tall fences um at the edge of uh of the Yeah. That tool boulevard, >> you know, pow balls. >> Yeah. Okay, thanks. >> One question for you. What about the lake? How does that separate from >> the right now?

056>> So the lake um was not a uh has has not been a identified as a a major design driver. Uh we have visited the site and it appears that we may have some views from especially the third floors of couple of the uh classrooms but it is not guaranteed. But we do have a magnificent um view of the Mont Reer from from our site. >> Thank you. Thank you. >> Yeah. And what you see in the north eastern portion of the site or just above that parking lot, that's actually for storm water. So we don't Yeah, we don't have a good view of Oring Lake from there except for maybe third floor of the classrooms. Those trees are between us and that. >> Yeah. >> Awesome. Any other questions? Yeah, it looks fantastic. Great

057job. >> Thank you. >> Excited to see it come together. >> Yeah. >> All right. So, that brings us to our next item, which is information only. So we have some instructional material adoption in accordance with policy 2020 course design selection and adoption of instructional materials. The following resources have been reviewed and approved by district curriculum and instructional materials committee. the first curriculum and since I didn't take French uh Notra one, two, and three, uh Steve Scholan, who might be able to pronounce that for me, um executive director of secondary instruction services will share a recommendation for the following instruction materials to be used for French one, French 2, and French 3. And this curriculum is for first reading. Our second one is STEM Scopes Algebra 1. Again, Steve Scholan, executive director of secondary instructional

058services. We'll share a recommendation for the following instruction materials to be used for nth grade special ed algebra 1 curriculum is for first reading. And the third one on your agenda is United States history voices and perspectives early. I can pronounce that one. Um Steve Solen, executive director again, uh will present a recommendation for the following instruction materials to be used for eighth grade US history. Uh this curriculum is for first reading. All right, brings us to our next action item, policy matters. Uh, in accordance with policy 1310, adoption amendment of policies and bylaws, the following policies are included for adoption. Wow, you guys really want to test my lung capacity. Uh, district administration recommends the board adopt the following district policies in accordance with policy 1310, adoption amendment of policies and bylaws. Following policy

0591 05 1111210 1310 1630 1815 1820 1821-825 2020 217420 31-31 3210 3427 3425 3427 4120 4260 500 0 and 510. Thank you. All right, that's an action. >> Yeah. All right. Do I have a motion? >> So moved. >> Thank you. Second. I missed 3 424. Okay. 3424. All right. Let's go again. Uh, do I have a motion? >> So moved. Thank you. There a second. >> I'll second. >> Thank you. Any discussion? >> Lots of work. Thank you. >> I still managed to mess it up. All right. All those in favor say I. >> I. >> All those opposed. >> All right. Motion passes. All right. Information only. In accordance with policy 1310, adoption amendment of policies bylaws, following policies are included for first reading. Uh 2024 2412. And also for information only same

060thing but for procedures we have 2024P 2255P 3131P and then we have a few retired policies in accordance with policy 1310 uh for information only retiring policy 3121 30 and procedure 3121P. That brings us to the last second to last information only. Uh the 2526 school improvement plan board report. Assessment superintendent of instruction services Kelly Den. Thank you. Has prepared uh information on the 2526 school improvement plans for the board of directors. You'll find that in your packet as well as business service department. Chief financial officer Brian Verley has provided a business services department report to the board of directors for information only. That brings us to board discussion. Who wants to go first? Any board discussion? Sure, I'll start first. So, um the presentation we had with support services, lack of better term, um

061was outstanding. And one of the things that I so appreciate is the work being done with communication and bringing it all together instead of having each group have their own language, their own approach, and and sometimes some giant hurdles to get through to get from everybody together to get things done. and and I was just really um excited about that to the point where um I think we each got the um adult profile questionnaire did that and that was amazing and uh there's references to John Maxwell's 16 undeniable laws of communication and I would just like to toss out to our group since communication is important all the way along is this something that we would like to um possibly do a book study and and the uh analysis and possibly use that to help

062us move forward. >> Anybody have any thoughts on that? >> Well, I'd be totally for that. Um I agree wholeheartedly with um your you know your take on what we saw at the study session. Um it was great to see the intentional um development of of the leaders uh for so many different um parts of this district and why it runs well and I think that we'd be remissed if we didn't um take part in that. >> Yeah. >> Well said. I actually already started listening to the book because I needed some inspiration. So um I'm all in if we want to do a study session. I'm assuming maybe you have. Um, did you use something um to help guide that or did your leaders help use something to help guide that discussion? >> We

063had uh Mike Newman um help facilitate those conversations. And here's what uh I could do with if one of you want to work on this with me. We could put together a proposal for what a book study session might um what what that might look like and how we can do that. And um but if somebody wants to work on that with me, we could put it together and then bring it back to the board for consideration. Yeah, I think that's a good idea. Bill, it sounds like you were passionate about that. Would you like to volunteer? >> It's hard. >> I know. >> Well, I think that'd be great and especially as it relates again back to the board calendar, how that fits into our year. So, I'm sure there's somewhere along the lines

064that that can be integrated into. It's a great topic. Thank you, Bill. Anybody have anything else? I just want to say once again how honored I am to be reelected to this position and it truly is such a humbling um experience um to be in the presence of such amazing um educators and teams. Every time you we've done this for 12 years now, but every study session I learn something new and I'm leave inspired and in awe of the work that you guys do every day, day in day out um for kids. And so I just want to thank you for the work that you do. So, I hope you have a wonderful holiday season. Um, take time to rest and um, rejuvenate because we're back in a couple weeks. So, kids are anyway. I'm

065sure you guys are still around. But anyway, thank you again um, for this opportunity and allowing me to work alongside of you. >> Well, I just want to say thank you to uh, the the giants and elephants that have walked before us that are sitting in the front row right now. Um, I thought this job of talking the most, >> it's a good thing. >> Yeah, you know, Eric can attest to uh >> being the one on the microphone a lot is a little nerve-wracking, but it's extra nerve-wracking with such greatness sitting in front of me. So, thank you for being here tonight. It was a really, really pleasant surprise. It definitely made my day. All right, that brings us to our announcement of next regular board meeting. The board meeting event scheduled for Tuesday,

066January 20th, 2026 will begin at 6 p.m. in the central boardroom office.
