Um some of the most uh formative times have been your reports when you did your surveys and report on different subject matters. very very helpful of helping providing us with a student views on things which that's why we're here is to serve the students. I really appreciate um hearing your voices and I appreciate your courage to speak because I haven't ever experienced our student reps being shy about saying what's on your mind really representing your student voice well and that is what helps

And the question for me is, what are your thoughts on the possibility of providing Black Hills High School high school? What opportunities do you see if the district moves forward with this idea? And what are some challenges? Nope, you're good. Just speak speak loudly. What I got to know about dividing baby com High School and Tom Water High School in the future into one high school but not before. When I moved here in fifth grade, I always knew the city of Tumbwater, but I always knew that there was a Black Hill side and a Tumbwater side. No middle point. I'm
008I've known this community to be very distant to each other because of which side we live on. My brain instantly went to what building will we get rid of? Will Twater students come to Black Hills? Will Black Hill students go to Twater? What name do we take? Do we make a new one? What colors will it be? I'm sure there are many pros of this, but as a student, you think about a sense of belonging. Both schools have worked so hard to create a culture that works for their school and their students as a sense of belonging. I hope the students here have worked hard to create this. Thank you. Okay. So, first, um I agree with what you said about what building they get rid of. I was very confused how um that would
009even work combining both high schools because I feel like they're relatively far apart as far as you know, you can't walk from one campus to the other. But beyond that, I think it's just a bad idea because I think that every student needs individualized specialized learning, not just, you know, and I think you can do that at a big high school if you hire more teachers and pay more programs, but I think that the whole goal is to cut funding. So, I really don't see this as a good idea like in favor of students. Thank you. Um, I also do not think that combining Black Hills and some other high school would be a good idea. While there are some potential benefits such as offering more classes and helping with budget cuts, the downsides majorly
010outweigh them. Uh, one major concern is that the two schools have two very different cultures and identities. Merging them could create tension among students and staff to a divided environment rather than a unit of one. Sports would also be heavily impacted. Combining the teams could mean fewer spots for student athletes, more competition within the same school, and the loss of long-standing rivalries that motivate school spirit. Preserving each school's unique traditions, including their athletic programs and sense of community, is important for students morale and overall success. says, "So your predecessors have brought more sheltering problems with how black girls in Florida were treated. I'm fascinated by this answer in that um uh I'm glad that there's a spirit. What it feels like now is people are mad at the other instead of actually owning their school
011and being part of that school. So how do you get to that point? If everyone loves the school that they are in, where do we get to the point of being proud of being part of that school instead of always looking to the other side of the freeway and saying they have something? So I or just like in general, not just students, but just people in general are becoming more hateful towards each other every day. So, I don't see that as something that you can simply just answer when some sort of plan or solution, but I really do not think that when the high school is going to go about that. I really don't I can't think of a quick answer to solve that problem, but I think it's a much bigger issue than um
012the students I think some major like rival and came through from the sports aspect. So I think if there was something in place of like grow where you're planted like limit the transfers between black hills and water and I know Tom has a lot of campers for sports and other things and maybe putting limits on to like JB where you're planted so that kids who have grown up in the water system and grown up looking at some water as they drive by it don't get an opportunity. I think that and always have the right and don't see each other in ways down but um I think the opportunities that we're given they have to be fairly developed. They can't just be one to t one to black. They have to be fairly out throughout the
013whole district. And I don't think I don't think that it's fair. Our communities are not fair question. Well, thanks again for your input. Okay. Next we are move on to public comment. Uh so before we start public comment just going to take a few minutes to describe some things because most of you are aware the board recently makes the changes to the public comment process. We've been getting a couple of questions about it and so hopefully just trying to be as transparent as possible describe what we're doing, what we're trying to accomplish here. So um the superintendent had introduced this change in process to the board back at the March 12 board meeting the work section. Um so we did have an initial conversation about it at that time. We discussed the protoon how we've
014done it in the past and um we identified in that conversation how we actually had some inconsistencies in the language between our protocol and policies and how we're actually running public comments. So um ultimately what we had decided was the policy language needed to be reviewed and aligned first and so we had done that with policy 1400 and 1430. Um so you know for for folks who had questions if anybody wants to review that video um we've got it out there on YouTube. Um, if you want to be able to go back and hear the conversation and some of that information, um, just remember for March 12th, there are two videos because we had a disruption. So, it would be the second March 12th video. It's about an hour in where you'll be able to
015see that conversation. Um, so as you might have seen in the instructions for their outside public comments, the goal is really to the board has the opportunity to hear comments from people for items that are on the agenda for action are going to be taken. That's how we get information to help inform our decisions. Um, so for this meeting, I had actually planned to bring the list of people who signed up and the time that they signed up and their subject and everything and then share the process about how we were going to need to move people. Um, but as it turns out, we only had four people sign up or one one person um, so we only had a few. So, we're just going to go ahead and proceed with um having those votes
016come up in the order that they had signed up. So, now with that little bit of background, the general reminder that the public so if you wish to have addressed four during the public comment portion of the meeting, you would have needed to fill out the public comment form available on the district website by 900 a.m. today. 017Uh, Regina Brown is going to speak on the healthy youth survey with us. My name is Regina Brown. I sit before this board today as an enraged PSD parent and community. Your decision to force a vote to deny children the right to play sports in a manner that aligns with their gender identity was act of harm. My guess is you are ignorant to the harm you cause. So this spell may mental health awareness month. Fact LGBTQ young people are more than four times as likely to attempt suicide than their peers. Fact, transgender and non-binary youth are two to two and a half times as likely to experience depressive symptoms, seriously consider suicide, and attempt suicide as compared to their cisgender LGBTQ peers. Fact: Every two years, our state conducts the healthy survey. This is a
018survey of students. In October 2023, students anonymously and voluntarily spent 50 minutes of their precious time to tell the adults in their school community about their lived experiences. If you were to analyze TSD results, you would see exactly how many TSD students identify as trans and those that identify as LGBTQ within your district. And you would also see the large disparity between the feelings of hopelessness, suicidal ideiation, anxiety, depression as compared to their cisgendered heteronorative peers. I guarantee your hasty unwarranted vote against transgender athletes sent a loud and clear message right to the center of the heart of every child in town answered other instead of boy or girl and other instead of heterosexual. Your actions had an immediate direct negative impact on student mental health. I'm officially asking you here tonight to prioritize analyzing
019your 2023 healthy survey results. Get to know your student population better. Strive to do no further harm. And for the 10 folks lined up to replace those of you who already enacted harm, I'm asking them also to make their job to read and analyze healthy survey results. The students have spoken and you owe it to them to listen. I'm leaving you each with a packet of survey results directly point that directly point to the mental health concerns of transgender students. These are the statewide results that you can use as a template to compare and contrast where Tumblr sits in comparison to the state in regards to student mental health, feelings of hope, and levels of suicidal ideation. Again, this is May is mental health awareness month. In closing, I'm asking you to do better. I'm
020asking you to do no further harm because you can't teach dead kids. Unfortunately, Casey not here. I would love for him to have. All right. Next, we have Lindsay Fields gonna speak on the policy 1400. Good evening. My name is Lindsay Fields. I'm Top Water School District, District Five actually. Uh I work, live, recreate, and boat in our community. Uh I also coach um middle school girls basketball. Uh I play basketball. Uh I actually played multiple sports growing up. Um and it was awesome. a great mother. I wish I could be here um to show my support for trans athletes, trans kids, but unfortunately um I'm here to talk about your visa changes plus 1400 and public comments. Um let me be clear and start by saying even under the best of circumstances, under the
021best of conditions where the community trusts and supports its local government bodies, nobody should have the power of selecting comments. Um, and that power definitely shouldn't be given to public servants or public officials. I'm a public servant as well and at no point can I ventilate someone's free speech. Freedom of speech is a pinnacle of the foundation and strength of our country and Supreme Court has ruled repeatedly that selecting speech based on content is unconstitutional. Unconstitutional. Let me say that again. It's suppression based on content is illegal and unconstitutional. Um, let's be real though. Your community has very, very little trust in this board right now, especially since members on this board have repeatedly weaponized the police to silence those disagree they disagree with. There is no amount of guarantees or stipulations that you could
022provide us to place yourself or to place on yourself that would ensure us that you would be choosing or selecting people um that didn't agree with your values or how you believe as well. Um we should be very we should all be really weary when government bodies want to restrict speech. Uh we should be all be concerned that this set of directors wants to limit the freedom of speech that we have and we can only assume a government that seeks to restrict free speech is not a government of the people and not a government body to be trusted. Instead of looking for ways to silence our community, your community, you should be looking for ways to hear us more and more often. Um, I understand that you have a right to restrict time. I, like
023I said, I'm a public official, a public servant. I understand that this probably falls under like the limited um, you know, public forum view and so you can restrict time. But instead of just restricting time during this meeting, you should be you should be hosting town like um like different you should be having meetings sorry specifically for public comment so you can hear from us more often. Um, so I'm I'm asking this board one to reverse it decision to limit free speech. Uh, to reverse it decision to ban transactions. Um, hopefully give it students more power to vote. Even in some sort of maybe it's like a shared vote, they should have more power. Um, and uh, for those who voted in favor of the resolution, um, the man. Thank you. Amanda Mahoney to speak
024on trauma informed discipline. Thank you. Thank you for the opportunity to speak tonight. I come to you not only as a concerned community member, but as someone who believes deeply in the potential of every student in our district and in our shared responsibility to protect that potential. Having worked in community and school-based mental health services, I have seen firsthand the devastation that ripples through families, schools, and the entire community when we lose a student to suicide. I am deeply committed to speaking up anytime I see systems fail to protect our most vulnerable students. It is no secret that we are facing a youth mental health crisis and thirsten county. According to the 2023 Washington Healthy Youth Survey, over one in five 10th graders in Thirstston County reported seriously considering suicide in the last year. Even
025more staggering, more than one in 10 reported attempting it. These are not just statistics. These are our students, our neighbors, our children. research and our own state data tell us that the most at risk youth include LGBTQ plus students, students of color, those experiencing poverty, foster youth, and those with disabilities. For these students, school can either be a protective factor or a source of additional trauma. Satisfied trauma-informed discipline, equitable attendance policies, and strict compassionate enforcement of their policies are not just bureaucratic concerns. They are lifesaving interventions. Among some risk factors include mental health challenges, depression, anxiety and trauma, bullying and social isolation including and especially among LGBTQ plus youth, exposure to suicide through peers or media, the lack of access to mental health care. Protective factors include strong trusting relationships with at least one adult,
026school environments that affirm identity and belonging, access to quality mental health resources, consistent communication between schools, families, and students. Schools must foster inclusive, affirming policies that protect all students, especially marginalized groups. Provide early intervention through trained staff and access to counselors. ensure transparency and accessibility around resources and reporting systems and importantly commit to listening to youth voices who are locked outside right now and involving them in policy conversations. I urge this board to repeal resolution 92425 and apologize to students who felt excluded or in any way less valued or safe in our district. fully enforced HIP policies, not collectively, not performatively, but with the urgency these issues deserve. LGBTQ students cannot afford for us to look the other way. Train all staff, not just counselors, and including this board in trauma-informed approaches because every adult
027is a potential lifeline. This district has the power and obligation. Thank you. We are now going to move on to reports and we're going to begin with Dave Myers, Black High School. Okay, Dave, just one sec. You can you can sit, but let me get your PowerPoint up. Okay. Okay. [Music] Uh, I picked the wrong one. Oh my god. reach 10 minutes. So, thank you. Yeah, sorry. Um, so, um, as we look at and you guys got a copy of the report we put forward, um, I'm really just going to talk about the first part. Um uh the main thing on here is the course performance SBA and that kind of stuff but I didn't include the whole um report as far as what we're looking at our plan. So you can look at that
028in the back the first um there there's so tonight really I'm only talking about the course performance as I said you go to the next slide um we have some desile looks which the desile is just taking nine um components of it and comparing it into a 10th one way look at it the bottom line as we go through these slides I'm not going to really go over them because the bottom line is they're not accurate right we are not performing um at an acceptable rate I would say on our SBA in math and science. Um you can people can come up with excuses and things like that for but but in reality other schools are the same boat we are. So if we're comparing ourselves to other schools then um why are we in
029the average or below average depending what we're looking at? If you go to the next slide Becky um we're looking at ELA here. Um this this slide looks at how they're doing how the different groups did on the ELA aspect and then also how they're performing at the college level. Uh it looks always being if they got three or four really. Um again uh yeah some groups are doing okay but not where we say we want to be. The next slide is the same for math. Um and overall performance math again below percent. um and and not really where we want to be 50% being getting a a three or four two three or four um so what are we doing about it that's the key I think for this whole thing um what we're
030doing is is we look at how students are doing their courses in all subjects but particularly with math and and and ELA our PLC's looking at different assessments they're using are they formative assessment being assessment just a quick snapshot of what's going on and summitative assessments and summit with like the whole um unit or lesson. Um so looking at are those aligned with state standards? They align with what's going on with the ESVAC, what we want our students to know. um comparing our common assessments with the state standards. Uh calibrating between our departments and within the department especially so that if a student has um subject A from teacher one and another student has subject A from teacher two and they turn in the same type of stuff, their grades should be the same, not
031oh you got lucky because you got this teacher and they grade. Um we've have started the nth grade success team last year that's been effective and we're continuing with that. Uh it's an outside group that does help us with different strategies and things and we're trying to apply that. Then nth grade last year, nth grade, 10th grade, we're hoping to move that all the way through the fourth grades. Uh some of those things are lift days on some Fridays. We bring in students out of electives to work with a counselor or with another adult on how to uh start to catch up and find out what's and find out what's going on with them and how do we help them so they are not behind. Uh we obviously monitor grades and how they're doing. We
032have different programs like our student support team, the grad coach, administrator. We look for kids. If you you don't need to click on that really back, but if you want, we have there's some tracking documents that we look like that we use to to see how kids are doing and how we track what kids are doing, what and those kinds of things. I don't think you should click on here because some of them do have names. Okay. Um the and then there's a sample of like what we start to fill out when we see baseball. Um the next slide then goes into uh some of the things that we're doing schoolwide as well more um some of the those first things are groups of adults doing that but schoolwide we have intervention focus Fridays in
033our classrooms. Uh we we took away our what we used to call pack time because we found that there was not a lot of um that students really were struggling. We were seeing an impact on that. It did. I will say that students that are trying to get from the B+ to an A or A minus to an A takeway pack did affect them somewhat, but we replaced it based on student input with um it's down here later, but um uh study sessions. So we run a week like this week we're running study sessions. So we're running intervention time after second period for hour. Every student is in a classroom uh working and if they don't have a particular one to go to they go to either myself, Mr. Anderson uh for study hall um
034or Miss Ultimate on one Saturday a month we run Saturdays which is tutoring for 9 to 12 kids come in and get help. We have teachers and peer tutors there. Uh and um we wanted to call it Saturday school but whenever you say Saturday school to anybody that's in the education system it's like that's you've got trouble you got to go to Saturday school. So we call that Saturday academy because it's optional and it's not trouble. Um then the different weeks running the study sessions that's what I talk about there looking at focus studies and preparing kids for the format the SBA state testing u and the other thing that has come up a few times and in talking to kids uh we hurt ourselves a little bit because we didn't want kids to have
035student so so much anxiety about if I don't pass the test I can't graduate we talked about there's nine different ways you can graduate and you'll pass that has also led to kids saying well I'm not going to worry about you do it another way trying to re-emphasize um the s back and looking at trying to implement if we go forward we couldn't do it this year but we're still working on if they hit back a certain level then maybe bump the grade up um so there is some sort of motivation for that for those kids um and then we did cell phones in the classroom which is proven that that all our grades are up across the board with that higher student engagement students were um not real happy at first then some came
036up like oh you know I'm paying attention while in class blah blah blah so I still attach to my phone those such things um and if you look at the next slide um that this is just one of the things we looked at as well like as we're ninth grade success team first quarter we We're at 74% fresh on track graduate and then by the end of first semester it's 83%. We'll have the rest of the the data for this semester um at the end of the year. The slide the next slide u red is bad the negative is good. Um, so if you look at breaking down by different demographics, how different groups are doing because I think it we sometimes have unintentional bias or something going on that we need to look at
037and say, okay, why are mainly girls in AP or honors and those types of things. Um, so we try to look at those type those demographics and what's happening with that. So that we are trying to be as equal as possible. We also look at the next slide which is dual credit. Who's doing dual credit? Dual credit is a big thing right now safe and um how are we promoting and getting more and more students involved in dual credit. This can also help with um retaining kids from going to running start and those types of things. And I have nothing against running start. There's a number of reasons why people go to running start. It does cost us money but also kids can get a two years of college knocked out. They um some like
038go online stuff but I think something we need to look at. The next slide, I'm run through these pretty quick obviously. Um, Washington School improvement framework takes a number of um, uh, things they look at, put them all together to kind of come up with a score. Um, and what they said about us here is um, while our score is slightly going up, there's some solid performance, but there's some decreases that are happening. areas for improvement um which we take into account when we're we're looking at how effective are we for our students our overall goal of providing them with a safe environment that we need to have them learn so we have to look at that the next slide is the graduation rates for us and that's also taken off the um Washington school
039frameworks um and what they said about it is we're consistently showing a um graduation rates are fairly consistent. Uh but also you you can see in there um we need to build we have potential to do some things in there. Um and so we take all those types of all this data seriously and uh while we're proud of a lot of things we're doing uh our test works are not something that we're really out there promoting right now because honestly they're they're not where they need to be. So that's our need to make sure that we are improving and getting better with that. And um so these are the plans we came up with this year. We will continue to monitor and um adjust those. Um so you guys have any questions for me? I
040know that was pretty quick and a kind of a fire hose about this one topic. Uh, but if you have any questions, I'm happy to try pass the calibration within the preference. How is that? How are you doing that training? Yes. And I'm lucky because Mr. Anderson, my assistant, he's very good with stats and numbers and things. So, um, one of the things we did la few years ago and then co took away, we did it again last year is is he broke that took two great books out of one department broke down and showed, hey, and no, every staff said, oh my god, that's not okay. Showed that if you were in this class and did this and you were in this class, you got two different grades. So, um, worked together. important some
041of the standards based grading um work. The district office has been supportive student office of student learning to help us with looking at different grades. We have the MBLC grant which is really focused on how are we um getting our students to learn that also part of that is grading and it is trying to move us more towards standard based grading. Uh however uh we run a group with our department heads and others that are involved with the grant who have volunteer bases for teachers on how are the um common grading practices being put in each department. Um what are lift days? Lift day is Friday is we have our shortened act days for students and so on elective times we'll pull kids out that are not doing as well in different classes and they
042come down and sit oneon-one with an adult and talk about okay what's going on is there something that's barrier why why are your bra suffering and then work with them to overcome those barriers and sometimes it's a ting situation sometimes it's well I've got this going on in my life sometimes It's well, I have all these papers in my backpack, but I turn everything in. And um so it's just really trying to um I guess a tier three approach to individual kids rather than oh okay, we're going to take all the kids with two apps and we're going to work as a big group. One day it's more of a one-on-one type situation. Questions? All right. I know this is a good next we have high school present. very honored to be here and want
043to thank all the students who are here. Thankful for that. So, Cas High School is the high school that we don't hear a lot about in this district. Um, high school, Black Hills High School are the comprehensive high schools and Cascadia High School works with both of those schools um to find students that need to go to our school. And um it's a great program. Um Cascadia High School is called an alternative learning experience or an ALA school. And what our school does is it offers more flexibility, more personalized learning. And um as a matter of fact, each student has their own written student learning plan. and we focus on student engagement. How do we support um our students and help students to be successful? Um I'm going to talk a little bit about the
044OSSI grant. Um the Office of System and School Improvement OSSI grant is given to our school because our school has um struggled with graduation and so we qualified for this grant. The idea behind this grant is that will help us to find ways to support our students better and increase our graduation. Um, in order to use this grant appropriately, USSI has me to work together to work on our school improvement plan. So that's what I'm going to be presenting to you today. Um so as I said before the OSSI grants awarded to Cascadia we had extremely low ground uh we have two goals that we worked on with the OSSI one of them is an academic goal well it's two parts and then our goals um the academic goals we track with our monthly progress
045reviews and also So with our quarterly grades and our tools we track with our panorama survey and also just teach observation and to our advisor. It's fine. I'm watching you. Yeah. Okay. Um All right. So the cases go some quick facts. Um, one of the goals is about uh self-regulation and we came up with this goal looking at the panorama data. So the panorama data showed that only 50% of our students felt like they could get back on track. They were not ready. And so we took that goal and we said let's go from 50% to 60%. And so we worked on helping students and also providing an atmosphere that helps students to feel more comfortable, be able to be a baseline teaching techniques and also practicing them ourselves um on how to baseline and
046how to um you know if we're if we're not a baseline it's really hard to use our learning training. So it's important to get back on track so we can learn more. um we are right now at 55% that's looking at the panorama that we just saw um just recently our academic goals um are based around PE and health what we noticed last year is that our other subjects had a 70% passing rate whereas PE and health only had 59% passing rate and so that was affecting graduations and as I said before graduation is like our main goal we really um focus on graduation I'll get into those a little bit later But our goal was to go from 59% to 75% and the latest standards show that we are at 88%. Cool. Um, this
047other goal is not written correctly. It should say the passing rate. Uh, so students with IEPs have a passing rate in non classes with a C minus. Okay, that is an important piece that's not in there. um we looked at the data and saw that there was a struggle for some students in class that were not their goal classes science for example in social studies and so how can we find ways to differentiate better how can we find ways to help all teach all of our students better and um the goal is to go from 57% to 70% and our latest number so we're pretty excited about those academic goals and we're seeing a lot of success with our students um this the Cascadia grad rates. This is what we're most proud of. We're so
048proud of our students and for the success that they're finding and uh we have a couple of graduates here tonight even that are part of this number. But um last year's fourth year seniors had a grad rate of 62.5%. This year we have on track to graduate 83.5%. And this is a pretty exciting thing for us, right? Oh, proud of that. Um, and then also you look at the picture of seniors. Last year's grad rate was 72% and this year we have 90.5%. Very exciting. So you might be like, okay, so you know what's different this year? And oh wait, this is kind of a interesting slide, too. You're so good. I'm just saying like I'm still learning. You're good. I was watching your hand. Um, okay. So, we're at 83. What did I say?
04983.5% for this year. 14. What was that? Yeah. Yeah. For four years and 91.5. So, that's pretty cool. That's really great. Yeah. Um, all right. I'm going to go to the next slide now. Okay. that one. Sorry. Okay. So, really quickly, just I'm going to go into each of these in more detail in a sec, but we attribute our success to our dedicated Cascadia High School staff, um our student support team, and our wraparound counseling services in the way that we're better able to support our our awesome students, um sophisticated staff. Some of the grant pays for trainings we need um helping us to do more trauma informed helping us to understand more brain based trauma for practices with our neural ed courses. Uh we we're also able to the grant made so that our
050entire staff could go to a pretty big ALA conference, the wall conference and learn more about uh traum informed um ways to work with students and also learn more about just best practices for AL. Okay. Okay, so the student support team meeting, this is really exciting. I mean, at the beginning of the year, we had our school site, asked us if we wanted to do an SST meeting, which they do schools, and we've never done it before. And as a student support team meeting, but we instead of having just a few members of the staff, we decided to have every member of our staff have these meetings. And um we meet weekly and sometimes the meeting is an hour long, two hours long and we talk about individual students. That's the cool part about an
051AF school is it's very individualized and and we get to do that because of the numbers that we have. So um we review academic attendance and behavior data and then we work together to identify and problem solve for students that who are at risk. And this is something that um is just been a really amazing thing to be part of to work with a staff who is so invested in students and we know our students really well. We understand um you know many of our students have barriers in their education that we're able to help work with them on. Um and then also uh we can coordinate academic social emotional learning and family support interventions meetings. These have been really really great for us to just take each student a month. Um counselor services. So
052we are doing more wraparound services. Um for the first time ever we had a senior uh graduation meeting. We had our first junior graduation meeting for next year as graduates. We have our counselor works very closely with community groups such as Drew North Seamar together. Um got a long list here of all the different things that we're doing for our restaurants. This is just a link to our report card. And a lot of times our numbers are so small that um you can't they don't show the uh it says here on the bottom some data is not disclosed to protect student privacy and will be represented by for student related measures of students. Um that's all I have. Any questions? I have one question. has to work and I'm just I'll do my best. So
053the question is on uh at one time you had quite a bit of online classes that the same and mentioned it might be more open to person or site classes. What's the trend on that now? So in the past there was a program called PBA and that um was sort of working with Cascadian. Um that program is no longer available. However, we do have certain number of slots for students who really need to work online. I think there's maybe concerns or just concerns barriers we can help them out with by doing online percentage of online or um we have about 160 students right now and about 20 of them. Okay, that's it. Thanks. Um question. So I mean looking at your chart over the last seven years jumping all the way up 90 plus% graduation
054graduation that um as you see more success our previous work session expects what what kinds of issues how do you how do you adjust to more students coming there potentially they're seeing a successful trend That's a great question. Um I we want to um offer what we can our support to as many students as possible. One of the things that we have to do though is we do have a balance with staff and the students because that's part of our success and that's something that we're able to do. Um, like I said before, we work with the other high schools of our high school, Black Hills High School, and um, so they also kind of they do what they can as well at their school. They do a great job as well, but we can
055only support so many students with our staff. So, I guess that's just something that we have to figure out. Um, if we have more students, if we get more staff, I I think it's just important that we have to keep that those numbers out. Does that make sense? I don't know. Yes. I have one more question. Sorry, Becky. Um, so have you seen increasing student interest in Cascadia or stable or decline? Um, so in the past, the most students we've had, they're about 10 and right now we're at 60. And last year about this time of year or in the past we've had about 60 students enrolled for the next year and this year we already have students. So it's growing a lot. Yeah. So we actually had this week. I know not from the
056black hill side. We are seeing more kids interested in trying to go to Cascadia or some sort of program like that. I feel like things changed for students because of the coic and um and you do a great job. Um yeah, so we're we're help students who I think are still this your first This is your first year of students last year. Thank you. I just want to recognize Cascadia. You didn't really mention yourself. I think there's your your leadership in this this program. I mean, again, I don't I'm not trying to discourage anyone before you there is just a nice shift in culture and acceptance. I think Cody has some of the races in Cascadia all this year and I think your your data just reflects what he's been telling your staff and your
057group a lot of volume. I think this is something that's been building and I know we've met recently it's like now you've met this new standard. So she's that challenge it's like you saw before the standard was sort of like 50 60 now it's 80 you see you know why goes high school and tele exceptional job getting kids to graduate from the challenge of maintaining high rate. So you have that same challenge facing you and I know your team is up for it. You guys are doing an incredible job with the the spirit and the for our students and what they want aspirations of us after. Um I know one of your big goals was for Cascadia to be a destination and that's something all I have to go and I think that that has

Second of all, I would like to highlight what you said about personalized learning. That is so important and I think that is one of the biggest differences in the graduation rates, people's just wanting to come to school in general and people who succeeded. I think it has a lot to do with the staff relationship said and sorry um just the personalized learning. Yes, it's a I was speaking about it earlier when we got asked about the high schools and joining. I just I think that the personalized learning has had a great impact on my educational journey and I mean clearly as a show a lot of people so I think that every other school should I mean

All right. So although there's a few different reports posted to boards, um they they all build on each other. So I feel like I can just share um April financials in the enrollments all the information the same information is on the other two reports um department last meeting I wasn't able to present so they still do but the information should also so um so
060in looking at our reenrollment um we are down K12 were down by 12. So whatever classrooms um K through 12 were down 12 and then overall all students service were down 21. So it looks like the from April to May. like the the shift were um in running start there's a few um less students in May than in April and then um just a few like only four down um four or five market so we'll get to the next slide um which is our budget status report for April. Um, our ending fund balance is at 9.3 whereas, as you know, in April versus our second uh levy levy payment from the county. So there you can see at the very top the local revenues um we collected this month are 8 million for a total
061of 19.4 million on the year. Um we should receive another another payment in May this coming. Yeah, this coming May, which will hopefully be the rest of our our payments for the um those payments are down a little bit in collection. We usually traditionally see about 2% 2% collection rate 6%. So, we'll see that shift have some late payments that will come in, but um that's been our April April program expenses that shows up at 67% the way of our budget for expenses. Um, and we're about 66% so on track maybe a little bit more than what we would normally are getting our our expenses are in quickly and and turning off quickly as well. Next slide is our salary benefits. This time last year they're at 7.7 million payments. Um this year we're at
0628.1. Um so that was you know in April we probably spring break have any extra um professional development or extra things going on after after school. So our our um our salary total a little bit lower than than the month before which to 8.3 8.1 is about is usually is the lowest that we've seen last um the last January samp those at 8.1. So the lows that we've seen probably for MSOs material supplies and operating costs was a little bit higher than um last year which is at 1.6. We're at 1.7 this year. Um quite a bit more actually at 1.4 for March. So that's really just on the time and then when we get those bills in next slide is our April status report capital projects. We also received a funding payment in capital
063projects of almost 2.3 million. Again we will see that increase next month but we have a 5.6 6 million capital. We've collected 5.6 million to date in capital projects for our 11 and our ending fund balance for April is down to budget. Um we also collected our um collected our our levy payments in um 4.9 for a total of 11 million debt service they're having expenses so we have a total of 8.2 two two million and then next slide at budget for our ASB really wasn't much activity in revenue maint but um a lot of activity in expenses there's just a lot of things going on now with athletics and um things that students are doing in spring so but they have a healthy fund And last two slides there so So question we have

Whereas on the weekend of Friday, February 22nd, 2025, the Black Hills High School wrestling team competed in the M classic championship to Washington. Whereas Krueger placed first in where she is the first girls wrestling champion history completed her senior year with a record of 48 and zero. Whereas Sloan competed like a true bull, great ideal, a healthy mind, her core values, work, work ethic, grit and determination, make her a role model to future district athletes. Whereas Jason had wrestling the importance of girls program and has built one by Steve Krueger to run it. Where
065is Krueger has led the girls home for two years and is committed to creating a program that promotes a family atmosphere competitive and teaching our world responsibility. Whereas the parent community support throughout this years have helped produce quality leaders and athletes. Whereas this team has an amazing amount of hard what started out as a team transformed into the competitive dance team. They are committed, hard oriented. Whereas the head coach has developed the women program since 1996 and prioritized team unity, their hard worked by the success of the program. The new JD coach transformed the program and took them to the middle level state championships for the first time where they took the high score with their hip hop team. Whereas the fan support is phenomenal. Their enthusiasm and encouragement are invaluable and appreciated by the team and coaches. Now therefore be resolved. School board of directors,

069the facts are we're not doing that 1430 policy my understanding of discussion um it's not necessarily policy 1400. Is that correct? That's correct. 1400 is an update based upon what group right and 1430 is no longer affected policy that must support. So we're we're not adding anything outside of what laws ask us to do. So it's the exact same, right? 1430 is incorporated into 14. We're not taking anything. No. No. Audience participation. I think that should be clear. Audience participation is included in policy 1400 meeting contract order business. Audience participation is embedded into that as well. So there there is not a need to have a separate policy for audience participation that is ultimately redundant of what's important. And then then we have public comment on,400, but I don't see anything in the changes where
070it talks about um it it only talks about people signing up. It only talks and it doesn't talk about limiting anyone. ing the email that went out to talk about how speakers were chosen on board protocol, right? There's some board discretion around how you're required to have public comment on on board on meetings where you take action and so that is ultimately the requirement. This board has a lot of like a lot of flexibility in how you want to organize that. Again, I think the changes that were made are real way trying to stifle um public comment or again there is some I think this board has agreed to kind of limit public comment at 30 minutes which again is completely acceptable by law. Um and future boards may want to change that and again
071at any meeting you have the option of obviously suspending that or adding public comment. I think that can vary from meeting to meeting and from as boards change it can even vary from year to year. So I think again there's we've had our attorney review our current policies and practices. Certainly what we're doing is in in alignment with these changes as well as state law. I think my my struggle with because I've been I've wanted to make changes to public comment and one of the reasons we don't make changes to public comments because people don't have warning about it. But I at any time we can use our school tools to extend the public comment period um beyond 30 minutes for that vote. And then also um we don't know until the meeting. So people
072who are told that they may not get people wouldn't know ahead of time. And I I just everyone knows how I feel about public comment. I'd rather stand the time for public comment. everyone like tonight wasn't even an issue. So, you know, considering that there are many nights that it's not being an issue, I would hope that would be open to public comment for when there are more people that want to speak. It's not something that we can decide that consider a building the public to speak and policy is flexible so that if there are issues that there is concern about interest in that we need to clear that meeting does have greater Yeah. So I just want the policy. So I just to policy does not mean policy for people who are concerned about

I think we've been sharing this and and I don't we haven't quite presented our April meeting employees are a month behind but I haven't presented those yet. So those will be happening yet in the next couple weeks. Um but I do have I think our last meeting our March classified employee month um which we haven't had a chance or I didn't have a chance to go and acknowledge and I just want to remind our our board that so we've been working this year to recognize and honor
076our certificated class above and beyond of the support of our students and colleagues and our school community. These are nominations from our from their own peers and folks at their schools. And so this isn't a district office or the superintendent kind of picking and choosing. We are acknowledging those who are kind of lifted up by their peers. So this month I'm super excited to acknowledge the March class Mitchell from Black Hills High School. So congratulations to him. I know he's gotten a lot of support and a lot of letters and you heard his name quite a bit over the last little time. Um since in in April, both of our high schools start to act their um annual auctions. And so Black Hills High School had their auction on April 12th. And on April 19th,
077some of our high school held theirs and both of them at South P High School, South High School, Community College. And they're both gladly attended. They raised a lot of money for our student athletes. Um, but I also want to acknowledge I summarize what they do there hall of fame. And so in the 2020 25 hall of fame inductees, uh, there's Kip Alexander, Jason Hicks, Daffany Eye, and Jason Jim Marquette. The 2025 Lifetime Achievement Hall of Fame inductee is Jared Burridge. And so I just want to just acknowledge those folks for their being acknowledged at High School and their hall of fame. In the past month, both of our high school drama departments put on amazing music roles and I think they're aimed at the child and all of us high school kicked off this
078month with the production of Shrek the musical and then Black Hills had their final performance this past weekend. Both high schools did an amazing job. They should be super proud of their efforts. I was blown away by their singing performances high schools. We need to continue to find ways to make sure our wider community hears about our police deductions in the coming years. I don't think you're going to want to miss these future shows. So, congratulations to both of them. This month, our water school district students performance groups compete at the Washington State Ensem, Washington. This is a WIA event that puts all of our puts all our students regardless of school size into the same categories. So Tumblr High School, Blacklist High School had terrific performances all weekend. Many performers earned superior marks across
079the board and has been in really difficult places, but both high schools had a winner. Fiona Tang, Black Hills High School, earned third place for hero solo and Gabriel Kendall from Tom High School earned third place for his alto saxophone. Uh essentially both of these achievements means that these two students are each the third best on their instrument out of every band student in this band an incredible honor and feat. We have a lot of great schools in Tom Water schools that are making a difference in the lives of our students. Each year the Washington State program recognition program highlight schools that demonstrate exceptional exceptional pros in key areas of student success. For 23 24 only 16% of Washington schools receive recognition. We are proud to announce congratulate Easter Elementary for being recognized for growth
080for English language learners. Congratulations to principal Munaga and the rest of the staff. And then last week we celebrated staff appreciation week across the district an opportunity to pause and recognize the incredible individuals who make our schools not just places of learning but communities that care, commitment, and connection. Each member of our team plays a vital role in supporting students from teachers to parent educators, office professionals to custodians, nutrition staff to bus drivers and our maintenance technology and each person contributes in big and meaningful ways to our mission of supporting every student every day. This year in particular has brought significant challenges and yet in the face of uncertainty and difficult decisions, our staff has continued to show resilience, professionalism and heart. Whether navigating and shifting resources, supporting students through complex behavioral academic needs help
081with compassion and purpose, our staff has remained steadfast. Um coming to a close as a senior at Tabata High School for the future I hope that we can invest in a female uh school uh like supervisor. We have a male right now and I have noticed a lot of toxic behavior in the female bathrooms. And so, uh, finding regulation for both the male and female bathrooms at Timber High School is something that I would like to prioritize. And I would like to say thank you for the opportunity this past year to be a student rep on the board. It's been an amazing journey and I have people want to
083share my voice and the voice of my peers. So, thank you for this opportunity. At the previous meeting, I sat by a woman who booed a mother who spoke about the harm of her transgender student and uh that endured in our own school district. And that was extremely upsetting. This is a response to public comment because it shows that it's not really the students, it's the parents, it's the adults in our community that are making this be what it is. So, I mean, there's that. Um the motion was discriminatory. It was unreasonable and I really think it should be reversed. The only reason that I could come up with to even present it in the first place uh over these past couple weeks I think about it is because things were different when you guys
084were in school. So I I really don't know. I don't think ignorance is a valid excuse for discrimination because it's discrimination and there are no other excuses for what that was. that was very discriminatory and I really hope that you regret your actions. Um, I would just like to say say thank you to you guys for letting me have this opportunity and to have my voice. I um I hope I can continue to do this next year and thank you guys. Can you move it? I got to visit Black Lake Elementary. Uh, John Halverson, principal at Tomwater Hill, played Harold Hill in a production of The Music Man Shelton. and he is amazing. He's the Harold Hill is the main character. He's kind of the guy who's, you know, trying to cheat the town. Um, but he was amazing and I was honored that he told me about it and I
086had the chance to go. I also saw Bill Lambowskis there. So, uh, it was it was great fun to see him perform. It was kind of like going to watching kids perform. It's like, oh, I'll go back. So, our staff are talented in the classroom and in our buildings and they're also talented elsewhere. Um, I also got to go to the dedication of the Black Hills High School team room over um at the stadium and the team room was amazing at the same day. They had plant sale. Uh, fresh program had plant sale. I was able to fly. And then today I got to um watch Dave Champion. It was so much fun. Um it was amazing. And if anyone has not participated chance or gone to see it, I encourage you to go do

Uh it was a beautiful day, but it's a beautiful day even if it's not so great because of the weather. um because you have all of our our um students um I'll go over uh all of our students u participating our high school students are helping are setting up games or stuff students participate throughout the day and um it's so fun to see everyone have a great time each school has t-shirt and it is just a great day to to remember that um that joy can be had and um The other wanted to just take notice. Um, both those who are up and coming and those who have served. um it is a great uh way for us to hear what the students are thinking and it gives us a lot of insight and um it helps us to make better decisions I think. Um thirdly I one of the things I think
089that is one of the greatest achievements of the Tomart school district is our high graduation rates and especially it was great to see uh Cascadian improve there so much. Um, I really think the personalized teaching efforts are very important. It's good to have flexibility because all of us have different learning skills, learning uh ways that we learn best. And so I I really like that we have the choices that students can make in order to achieve and graduate. Um, first off, I just want to thank the students. Um, I try to put myself in in your shoes back when I was in high school. Um, being being that student photograph like you guys, I think is pretty remarkable. Takes a lot for a kid to overcome and sit in front of adults and different people
090and share their opinions, talk with all their peers and report. That's impressive just in in of itself. So, thank you for being part of it. Thank you for all you're doing for yourself and your peers. It's really cool. Um, I wanted to thank the uh principles for presenting today. I'm blown away blown away by uh the results from Cascadia um jumping almost 20% about 20% graduation rate uh in one year and by far the highest on board. Um just amazing things going on there. um anything we can do to to elevate the kids that that need those alternate options um is amazing. So um lastly, just to jump on the uh couple things that I've done lately, I've gone to Black Hills softball game softball game. That was fun, exciting. Haven't made it to any
091baseball games, but the softball is pretty cool. Um took my son actually to one of the softball games. wanted, but she's not so soft, I guess. But, um, it was fun. It was exciting. A lot of passion in all the girls out there. Um, I also went to the Black Hills team room. Um, I thought that that was really cool. That's something that's been needed. Uh, for those that don't know, Black Hills always has to change in the girls basketball locker rooms, I believe. Um, so now they have their own little building right next to the stadium that was repurposed and it's totally decked out with old stuff uh from top to bottom. Um, it it's it's really cool. They've got their own little entrance on side. Um, they're uh they'll come out and they're
092on that side of the field now. So it's it's really cool. It's something that's needed for for Black Hills and to call their own. So it doesn't feel like a home away from home. So, uh, yeah, thank you. So, I too was able to go out and see some softball some water in Black Hills. I did actually get to a couple of baseball games, um, which I think is the first time I've ever made it to a baseball games since I've been on the board. So, that's awesome. And also got to see quite a bit of soccer, too. So, that was fun. Um, I too want to just echo the thank you to the students for all of your voice throughout the year. Um, the great presentations, SIP presentations today. Super excited about Cascadia. And
093with respect to the SIP presentations, I just want to give a shout out as well to superintendent your style and all of the schools. When we started the school year, um, we had our our board student learning goals. has very very heavy focus on the school improvement plans as a link to here are the outcomes that we are hoping to see want to accomplish. And it took a little bit of kind of trial and error throughout the year to get those presentations to the point where the level of data at least you know for me that everybody was digging into was was what we were ultimately looking for. And I'm just incredibly impressed with how they how they came, you know, out at the end of the year. I'm super excited to kind of see

So um I can't promise anything but I believe that this will be addressed on some level for sure. So wanted to acknowledge everyone on that. The other piece uh that I wanted to comment on was about general communication. uh there seems to be a uh a lacking uh ability to effectively communicate starting with the district the district office and and down to the building levels as well. And it's uh been brought to the attention on uh more than one occasion and myself um from multiple um uh parents, teachers, staff, students, etc. And so um I want to commit to those people here. I told them that I would mention this publicly and I will
096work towards uh improving that communication uh as well. Um and then I will I'll stay within my time a minute here um since others may not have and excuse me and um just want to end with thanking with our student reps.
