opportunity to comment for up to three minutes Joe do we have anyone on the line no hands raised so going to give it 10 15 seconds just in case all right no one at this time great we will move on to our next agenda item which is commission business we have some exciting business today we're going to be discussing um rather in-depth our um agenda items agenda topics that we've gathered over the last year plus um there's some just a really great list um that that we've amassed from lots of um input from you all um Vice chair harp has taken the initiative to kind of um show us uh a new way that we might engage on um discussing these topics and um there was a a list posted with the agenda of an
initial list of topics that um has been um kind of additionally um kind of reviewed and and improved by um Vice chair harp so Vice chair harp would you like to take it away sure hi everyone um what what we thought we'd do today is is compile the list of items that um were submitted over the last course of the last few meetings and over the last year um as well as we've we've collected those um as well as some of the agenda items that uh came at this year this time last year um and looking ahead that we might not have folded into uh list currently and um Joe's take taken um done some work also to add in uh some some agenda items they came through today and what I tried to do
um just really quickly within the last few hours is try to compile them and build out a list and and what we're going to try to do is have a a conversation just about the individual agenda items so that we can get clarity around what each one of those consist of um but I've also gone through and I've you'll see the list I've perhaps shortened it from uh to some extent ENT um to keep it within 140 characters um for around some of the topics and the way they're framed um it's it'll also be an opportunity for all of you to submit additional ones as as it might might jog but what I've tried to do is I've um tried to bundle them together a little bit around uh like sort of topic areas or
domain areas also to help us um identify uh some synergies there we note that a lot of these items are um uh over lap with others but what what we've done is we've built these out into a platform that we brought up in last months meeting um to try to get some initial prioritization or understanding around the relative rankings of these topics uh some of the topics might be at different scales or levels of detail um and and so um but we just wanted to get you take this opportunity not only to introduce them but also give everyone an opportunity to sort of rank those and we'll share I'll share the URL for that as as we move through the the discussion a little bit more um and what we'll I think what we'll do
is after we've had a chance for discussion and talk through some of these I'll share the URL and we'll give people an opportunity to start uh ranking those and we'll and you you should be able to move through them fairly quickly and by the end of the meeting we'll have a an opportunity just to look at a sort of uh instant summary list of sort of where we landed um and an opportunity to sort of ask any any follow-up questions um any clarifications or questions about that sort of as it stands and and I can I'll just go through and I'll start uh sharing my screen in a little bit I've I've put some slides together with just all the topics to help us walk through um whoever might want to add some insight or
clarify what those topics consist of okay uh give me just one second I will try to as best I can um share my screen and see if we can't fig out which window okay cool just making there we go so just to give you a quick highle overview of the way that I've initially bundled these so you have a have a sense um there's there's probably about a half a dozen different ways to slice um all the topics but I just went through sort of fairly quickly and and put them into these um sort of five categories uh in the way that they popped up but just to give you an overview of what that looks like um any any questions about that I'll just jump to the first one and and these were uh
in that first category um and I think I'm able to speak to I think the first one which I think commissioner overc uh discussed uh presenting a recent presentation on global climate the second one I know came from last year's uh list of compiled items and I think this was a sort of somewhat catchall for for a variety of different um things that might come up um but it was also pres presentations on climate mitigation strategies resilience and challenges regionally but also here in an AR any questions or clarifications on that or perhaps more detail should we maybe read them off um just for a little bit of animated just to animate it a little bit and then there may some capacity to respond read off the individual items themselves I that would or or
or go through the whole the whole list um actually I think go through the whole list okay um second uh broadly in the category of incent incentives and Technologies for shifting energy demand um some of these relate to the specific resolution so assessing feasibility of a carbon impact user fee for new construction and existing buildings as Pro proposed in resolution 23-15 21 uh presentation from the city administrator supporting AR efforts to increase emissions reductions per resolution um the Michigan building edery code updates and emerging issues this is something that's that's um currently before the uh state of Michigan office of Licensing and Regulatory Affairs and it's been pending for a while um I know there's been some recent updates about potential updates on that but um uh insights from commercial multif family building energy and
water benchmarking including possible necessary actions and policy changes options and examples for the city to use marginal emissions em missional and automated emissions reductions to displace fossil fuel demand this is something that we have potentially a um uh a group to share some more insight around at the March meeting um collaborating to develop proposals for policies carrots and sticks to drive all electric Lo CO2 and energy efficient construction and then the inflation reduction act presentations whether it's around Financial impacts and options as a result of that various tax incentives around weatherization um a different Technologies and then also broadly about Communications and adoption would anyone like to add add or clarify any of these I do have one question comment go ahead um so just um point of kind of where we're at in the
process Council had adopted a resolution last year looking it was supposed to be we were supposed to have a memo back from City administrator and staff around um potential incentives we've not yet received that um Council has um a couple of us that co-sponsored that have um put an inquiry into staff as to understanding when that's coming but I would anticipate that that um is coming fairly soon that it was just um something that they couldn't wrap up by the end of the year so um but in terms of kind of the presentation from the city administrator and sometimes it's that's may just be um fill in language the city of administrator would probably not be the best person to be providing a um a presentation to us on that subject um we often direct
the city administrator to do things but um you know they they then assign it to relevant staff so um maybe there's another um staff member from planning or even from OSI as they've kind of developed this this um um this list of potential incentives that we might be able to discuss but just heads up on that one and hopefully we'll have a you know something that we can respond react to think about digest and then might have some questions um sometime soon thank you commissioner mski yes thank you um I went this afternoon I went through the uh 820 report all the different strategies and plans and there are a number of mentions of bulk by programs um the only one that I'm familiar with is the solarized program um and I don't know officially
if that includes storage but there's other mentions of bulk bu programs um related to specifically storage EVS appliances and Energy Efficiency measures and things like that I'm wondering if we might at some point in time um get a report on plans related to those uh and possibly any others that are in the works or um obstacles to those and what we might be bble to contribute in terms of overcoming those obstacles thank you great I think we can uh add that to our OSI section I took a note so we can we can revisit it when we get there I believe it's the last section that right go ahead yeah and and what I might say as a as a point of how we might proceeded around this too um they'll there're also through the
through the platform which I'll present in just a a second and maybe maybe I should just do that now so you can have a sense of where this is going um really really quickly um what what I've done is I've preceded all of the topics into this um into this platform and you can the the URL is all our ideas Al l l o r i d.org o RG and the this and it's Capital A2 ec24 so it's A2 EC 24 and what it's going to ask us to do is basically um choose between between two different um agenda items and it's just and um it's entirely reasonable to go through and and and start um uh voting and we'll talk through the the rest of the topics too and and get questions and clarifications
but you'll see also at the bottom There's an opportunity to add your own idea so if during this conversation um now that you have the URL you'd like to add um an additional topic this could be an opportunity it's probably important to both verb you know share that with with the group verbally while also adding it so that they it's it's highlighted and people have a mental note of that but that will automatically incorporate that into the voting and the ranking and it'll immediately be updated you can vote as much as you want with this for folks who are playing along at home um there can also uh grab the URL and and participate in this as well um and it it will um feed all that back in and we'll we'll get a sort
of preliminary ranking once once we're done with that yeah and as we're seeing this on the screen you know it becomes apparent that it's a lot of words and you know there are some technical phrases in here and so I think that's the point of us going through these items together so um if there are any questions about specific vocabulary or concepts um you know it would be great to talk about them together before we get we unleash ourselves on this uh really cool platform um but of course we can also you know unmute yourself well I think there's going to be a period when we're going to do this together tonight so there's also the opportunity to you know unmute yourself and and ask a question as well so kind of two opportunities to
like get clarification on the options uh yes rest your heart um just one clarification that I was um looking for was the the item about the insights from commercial and multif family building energy and water benchmarking including possibly uh and I'm not sure who who who submitted that but I was I was just curious about what that was or what that entailed I'm not sure if we' discussed that before something that that I submitted um there is a an ordinance that city council passed uh roughly a year and a half ago uh that requires buildings of a that meet a particular size threshold where that threshold decreases over time um to report their energy um usage and I think also their water usage and um a summary of that was supposed to be posted um
or made available for for the public starting actually December 2022 or for essentially for 2022 and then again for 2023 and so the question is uh or the the idea is what what does that benchmarking information look like what is and then what is it telling us and what that might mean in terms of necessary actions or policy changes um that might be appropriate based on that does that make sense to everybody okay thanks thank you that's helpful one other note that I might share also in partial response to um council member brig's comments earlier is that while the specific topic may show up still in in the list with City administrator I think we're also partially assuming that there may be some clarification and further refinement of all these and the particulars as we
as we um move through and to to um actually put them on the agenda and refine the conversation other questions around around the incentives or techn uh around this this particular set of topics that people might have questions about okay um oops actually I have one other comment if I may I think it fits in this group um there was also an action in the a20 plan that called for the establishment of a loone loss Reserve um with uh a contribution or basically I I assume like a revolving energy fund kind of a thing um where um the city was to seed that or I I assume the city or potentially some other funer with a million dollars that then could then be used to drive um energy um reduction um I don't know what
the status of that is I mean that might be um a 30- second report it might be um a full agenda item uh but that seems to fit in this grouping of energy demand related issues I I think that's something we maybe need to decide at the end maybe with even input from Joe is are some of these just simply a a brief update from OSI in a meeting or are they a full agenda item thanks that's all yeah I think we can figure that out especially once we have it looked through see um yeah and I know there's various like for that one for instance I don't know specifics but I mean Michigan saves has a lan loss reserve and that's part of it so I like I said I have to look into
more what Falls where but as an example that is a thing that does exist um but yeah point taken we'll look through and see what those would be and commissioner Mery if you if you don't mind adding that and also the one you had mentioned about the solariz and storage um and bulk by programs that would be that would be great this group just had to do with cooperation uh nomally with other key institutions and agencies um whether that was with the nbor transit authority and uh decarbonization Transit updates including comparisons with other similar agencies but also with uvm's Fleet um looking at presentation on U ofm sustainability strategy and other areas of cooperation with the city this this came up I believe at the last at the last meeting um and also around the
campus planning updates that involved with other entities updates on DT infrastructure projects and impacts on reliability um and and oversight uh and then how DT plans to incorporate distributed energy resources and then also Michigan Public Service Commission Representatives sharing info potentially about electric utility regulation and DT oversight and then uh Michigan State clean energy mandates and impacts and opportunities for to zero goals chair than um the third and fourth items um are they separate for a reason I know I added some of these but do we which maybe goes for a larger question or like um knowing that we may have communication or contact with maybe one or multiple Departments of a certain institution um and that could go for U of them and also DTE do we imagine these could be combined or is
there specifically do we know that for instance like they would be coming from two different parties a DTE I would IMA I would imagine for the sake of the agenda and the commission that we would try to combine topics where possible and if there were speakers who were able to speak to multiple topics I think we're you know I think the goal of this was largely about us trying to you know find the you know the ones that really Rose to the top that we were trying to um right prune off and and if can pull them together particularly and find synergies many of these are related Joe yeah and I I think for those specific ones it was like one is like a representative from DTE who'd be presenting kind of in line with
um some of the other resolutions that have passed that are having them come and present and then the other one's Michigan Public Service Commission itself so again could be combined could be separate depending on um yeah how that feels commissioner mki I would support that I mean I think basically those fall under the umbrella of grid enhancements um and you know those enhancements include being able to provide um sufficient Supply where there's um existing and new demand through electrification of buildings through electrification of trans Transportation Etc but also the ability to um accommodate um new deers that are coming online so I I I don't know I don't know that those are handled separately um within DTE but it seems to me that they sort of fall under that bigger umbrella so I would I
would support that combination other clarifications or questions comments okay moving on um review of the energy options analysis report recommendations and changes to the draft version um hosting presentations on developing F and finalizing proposals and improving resolutions if appropriate for support for micro District geothermal and then presentations and finalizing a course forward including any resolution for solar on a city own that bill commission Mery I just wanted to make sure uh that the first point um would include um the seu I mean the report talks about the seu and other options um but um we've had you know reports and discussions about the seu going back several years um so hopefully parenthetically that that would be included under that first genda point is that a correct assumption good thanks I'll try to make notes Here
Also about um as as Folk and just going back to the previous one it was it was it was it was these two that were supposed to be combined was that accurate okay y um they may show up separately but I'm going to um just sort of combine them here and that may have been my mistake in in partitioning out the topics so apologize for that any additional comments or clarifications um and and last on the list was uh a number of OSI programs and updates um from a variety of different Vantage points as well um some of these including all of the ones in um Bryant were sort of part of uh one topic I did separate them out for the for the sake of um not compiling everything into one topic because they
they might be separable but um as you're voting you might just keep that keep that in mind as well okay well that's great um that seemed fairly straightforward um just stop sharing and so I think our our our our goal was um just to collect input on on the priorities just by sharing if so if everyone could um perhaps take a moment and um prise the different topics and and vote and then um we'll come back and just uh I don't um chairman Canada I don't know how long we want we spend let's say we'll spend about five minutes working through that I think that should be about plenty to get through um for the time being and then um we'll we'll come back and take a look at those um in just a few
minutes yeah we'll come back at 6:38 yeah and I'll put the um I'll I'll share this slide with the URL again for for those who might be coming in and out out at home if people have any questions as we're sitting here as you're going through it feel free to just come off mute and voice them okay that's five minutes that we originally AB portioned um how's everybody feeling do you want to keep going through or know I've seen some come back around myself once I got to update on the seu and the M Michigan building code update which are my two favorite topics I was like oh I must have reached the end um yeah commissioner mki I'm not sure I was using the site properly um could could somebody describe so what I
assumed was I'm supposed to click the one or the other that appeared on and and what was my preference between the two right but I didn't get through all of them because I was for a while typing in a couple of new ideas so was the idea that within the time five minutes allotted that we were supposed to get through everything or was this just a sort of trial this can I I think I I can respond to that um the yeah the idea is that you can you can vote also you can continue voting as well um you may not necessarily get through all of the different comparisons of the ideas but you'll you'll start to have a relative ranking of of the topics that were added um I'll I can note from what
I saw in some of those that some of yours came up so they would have been started to have been uh ranked and and compared by votes from others as well um currently we've got about 265 votes on 31 ideas um uh across comparisons across all the group members and so um we can we're starting to get a starting I think to get a picture of what those results might look like and I can share my screen here in a minute if we want to talk through those um I don't know how we necessarily want to do this with with with the group but I think um we could leave this open for a while at no no cost for people to sort of continue to do some comparison afterwards and we'll capture a snapshot
I think at the end of of of the evening tonight and and and anchor that um but we'll also um I think we can also leave it open um as well uh further on for those who might watch the uh commission's meeting later as well um and so we'll have a couple different views on that too yeah I'd like to leave it open for a bit because I mean what is how many individual items do we have and it's like and the combinations of those I mean we I think we'd have to be voting for just a bit longer to actually see um most of the combinations so if we only have 200 20 or so votes then folks have only voted 20 times so um yeah let's keep it open so then in that
case do we want to to move on and and um let the voting continue in the background slash later tonight yeah what what I would what I would potentially suggest is just taking a look at sort of where thing where things have landed already oh go ahead yeah great and all of you at home if you are um just looking at your you can click on the view results and you can all see this on on your browser at home um and you'll you'll sort of see where things have um uh ranked at least ini initially um and so uh clearly update on sustainable energy utility um so it's not so much about the number of VTS but it's how the it's how in in the comparisons and the rankings that the V that the
different topics ranked relative to the others so um but we'll start to see that and so I think this is going to be potentially helpful to um uh us as we as we work to um think about scheduling some of the agendas as we as we move forward um chair mki commissioner mki yeah commissioner uh I like the tool I like um the way this summarizes is there a way of knowing if we um were to continue this in the background either tonight or later when we know when we're done in other words is there a point where we' made all the comparisons and all of our votes are submitted or um this is the first time I've used the tool so uh it sort of ties with my earlier question how do I know
whether I'm using the tool properly sure um in in in in theory there's we're we might never be done um in part because things change and in part because the priorities might shift over the course I think our goal for using this is sort of taking a straw poll of where things rank in you know by and large in proportion um some of that we could have guessed but also I think um our sense is that this provides us a sort of uh clear menu and some transparency around the conversation um to some extent not so much um it it seemed less important about how how people voted in particular ways but that that we had a way to sort of capture everybody's input um simultaneously to have some discussion around the topic and and
and get some sense of that um what I might suggest is say this ask is does something seem incredibly off or is there something major that's missing that we would want to add or capture obviously knowing that we could add agenda items at any at any future fure time as well and I'm just going to stop sharing screen now for the moment while um since you all have the URL just say thanks to both of you for bringing forward this voting opportunity I think it's a I had used it before and I like it kind of cool right once you start to see the the rankings I think it's going to be really helpful and um going back for the rest of the year to pick some topics okay I was trying to look for
the permutations but I'm giving up um do would shall we move on is was that the uh conclusion question your heart I yeah I think so I think we've been part of the goal of this was to be incredibly efficient about doing this and having an opportunity to sort of move through it and feel you know um confident and reasonably confident that we're like in the right Zone and so um seems like we're in a good spot and we can move forward with other things and and get started on the next next agendas great um that being said we um have a pretty short agenda tonight I'm going to skip the break this is where I would normally take the break but um I'm going to skip it for tonight I think we can um
unless does anyone oppose that right now any needs for break okay um great well then we're going to move on um give me one sec great okay let's um let's have a report from staff Joe do you have a report for us yeah um s don't have a ton of stuff just cu the timing between the meetings and everything that was in between it didn't allow for a whole bunch of things but um one thing I do want to call out is the uh uh sustainability series is um is back for 2024 um you can find it on our uh the events page on our website or in the newsletter which you all should be subscribed to um but just you know take a look over it several of them are are topics that I
know are near and dear to the commission including the um one in January which is on electrification um the these happen both at the um the downtown library as well as on Zoom um so encourage you to check those out and if any are interest to um attend if if they are of Interest that's all I have for now thanks okay we'll hear from the working group does the working group have any updates yes um so on the topic of collaborating to develop proposals for policies carrots and six to drive a all electric glow CO2 and energy efficient construction um uh commissioner burkwitz and I did meet last week um and and discussed um some some uh work some of Mike's notes and uh research that he had already pulled together and we're starting to
pull that together I think also in the case that there were was a presentation from City staff uh about uh some of these items as well um The Hope is that we be able to work work that in too there we have identified um a an opportunity for a listening open work group session on Thursday February 8th uh from 5: to 7 PM uh with an opportunity for any one uh other other members of the public um and and other Commissioners um uh obviously without a quorum uh to come together and sort of uh uh talk through ideas and and issues associated with that and sort of work through um some options that we might be able to share back with the commission um we'll be holding this attentively at Argus on on Liberty um
again that's Thursday February 8th and if you would like to uh participate you can email um uh go um and he can help coordinate um or put put you in touch with us um and uh to help us RSVP and set send ahead of time so that'd be great Mike did commissioner bur did you want to add anything to that it's perfect G good work commissioner that's so fantastic um and that that's uh open to the public as well right okay just in there's onlyone listening great fantastic yes yes Comm overp what time on the 8th sorry I missed that we're planning uh 5: to 7 P.M on the 8th and we'll we're planning to be there the whole time um you know if if so folks aren't able to get there right at 5
um we're going to use that as a working session but also as a way for folks to come uh plug in share ideas help us think through some of these things as well that's so great commissioner mki question um if a lot of us show up is that going to be a problem with or maybe it won't be a pro it would be a good problem but would that be a potential problem or a lot of us Oh I thought you meant they yeah at the same time in the same place for the same event I'd have to check um quick answer is just you know maybe some sit off to the side wait their turn then shift around but yeah I'd have to check to confirm on that one okay great all right next
we'll hear an update from the environmental commission commissioner Mery can you share any updates put on the spot you're on mute you're on mute you're on mute are are you planning to unmute or um oh I still can't hear you NOP I I just pulled up the sorry the the the agenda in the minute sorry about that okay um I I had looked ahead of time so um the uh things that we did is uh we also looked at a calendar for 2024 uh we had a presentation on pasas um what why it's so problematic uh chemically um where it's found um some of the status of um legislation activities and uh policy um activities um and then there was a U review of a resolution in support of a phase two feasibility study of
municipalization that was only discussed and that was tabled um and then we did an annual review of an uh environmental commission uh recommendations on City policy uh the city policies agenda so sorry sorry about the that those are the things that we covered but um we're we're obviously addressing some of those things um I don't recall if we did a policy agenda review um or not so that might be something that we think about um as input for Council when when they set their policy agenda priorities all right we'll move next to an update from the council members council member brce do you have any updates to share I I can't think of anything at the moment I think my I don't know if there's if I remember something that happened over the last couple
meetings that holiday brain is is making me forget I'll report it can't think sounds good well then um I want to remind everybody that we have our energy commission happy hour coming up on Wednesday January 24th and we're going to meet at argon Liberty which is apparently our spot um we're going to uh gather at 5:30 um spend a couple of hours hanging out and of course we're not going to discuss any official business but this is a chance for us to meet in person for a lot of us the first time and so I definitely encourage you all to come I'm definitely going to be there so that's exciting okay and that kind of takes us down [Music] our agenda to our second opportunity for for public comment again this is an opportunity for
