um the other question that I've gotten has been centered around um our conversations with our facilities referendum um some some people have wanted to dial delve deeper into what actually how much things will actually cost and I have had to answer some of those questions as well I'm like I said I'm fully transparent in that thought we have answered that question we put some more information on our frequently Asked page so that people can go there and see a breakdown of how much things will we are estimated to cost regardless we won't go over to 19.5 and it is our goal to actually come in under that so we can still again save the taxpayers money um I think people are also maybe misguided in the thought that okay well they're asking for x and
they're going to go all the way up to X and we have to be real real kind in that thought because that's not necessarily true um if it ends up costing us let's just say um 18 million dollars to to do our facility study then that's what we will request from the public and they'll save a million dollars somewhere else and so that's just things that we have to you know keep in mind as we work through a referenda you know the numbers are as close as we can get them but as we go to bid for certain projects um or certain things that we will need if those numbers come in lower then that's what we will ask that's what we will request back um when the if if and when the uh referendum
passes and so that's something that we've also had to deal with as well and I thank you for asking me the question Mr Levy okay all right any other board members remember Schneider or anything you want to add okay all right uh Megan if if are you anything or are we ready to move the uh whole child priority ready to move on all right [Music] [Applause] so we are now um item 2B whole child priority um and this one let me start by uh reading the priority itself the School District of Beloit honors the whole child through our focus on student achievement social emotional well-being and health and wellness to allow students to thrive reach their greatest potential and demonstrate qualities found within our portrait of a graduate objective a academic achievement the School District
of Beloit will move our state report card from fails to meet expectations to meeting expectations through an increase in Equitable academic outcomes across demographic groups and that's in reporting years 20 23 2024 and 2025 objective b social emotional learning the school district employee will build and strengthen the school systems and support around the social emotional and behavior behavioral Wellness of the school community Through implementing strong positive behavioral intervention and supports culturally responsive practices and restorative practices and objective-c health and wellness School District employee will ensure Equitable access to District Health and Wellness Resources as well as school sports and co-curricular activities across all demographic groups and so to have that conversation Dr Garrison you can begin okay and so the next conversation is we're focusing on our uh reconfiguration as we focus on how we
know that there's going to be conversations that really fit this conversation with our reconfiguration as the board has already excuse me the board has already an Administration has already set forth the direction for next year as it pertains to our reconfiguration with kk3 through fifth grade six eight and nine twelve we do know that that's this is going to be something that we'll have to be addressed not only now not only now but also into the future this is a change for the School District of Beloit we have been in this conversation for a little over 10 years now and with that being stated um our goal is it's always been to make sure that when we make these shifts and we go about these changes that were you know strategic and methodical about that
conversation and so if you click on the link you'll you'll end up going to can you see my screen I just want to make sure you can see the screen oh you can see the screen okay great um when you click on the link here it'll take you straight to our reconfiguration page um one of the first things that I like to kind of keep things very um clear and simple for everyone to kind of follow just like on the referendum page it starts off with do you have a question right and I think that's very important to note sometimes you know people may not want to also always come out to these conversations but may have a question and so the first thing you will see is you can click right there and you'll
be able to ask your question the next thing that you will see will will be our similar to our referendum conversation will be our in-person reconfiguration community sessions when you click on that you will see exactly where I will be presenting this information um our next conversation will be this Thursday at um at um I won't say I mean it starts at McNiel okay we can get these these dates put in order but next Thursday this Thursday at McNeil will be our first conversation our next conversation we did just have a conversation yesterday sorry over at Aldridge and that's kind of what kind of Twisted me up a little bit there um my goal is always again to be very clear in these conversations and like I've shared um you know some superintendents would have
called someone else in to do this work um or some or some type of agency to help with this work um which is definitely um part of the conversation however I really wanted to make sure that people had the consistent same message and so I'm bringing the conversations two people and the in-person reconfiguration community sessions there'll also be a virtual reconfiguration community session which will be Thursday March 9th at 9 30 to 10 30 a.m most of our sessions are after school um board president leaving members of the board um and I wanted to make sure that I was able to capture someone or people um who would like to hear about the reconfiguration also in the morning time which is will be our Thursday March 9th conversation at 9 30 to 10 30 a.m
all you have to do is log in click on this meeting link and you'll be able to hear the same presentation that other people are getting um of course we've always known with the reconfigures reconfiguration survey sent shared and of course some of the committee conversations as well my goal in the reconfiguration conversation is really to bring people to the questions what are the possibilities that we may have for our district and so what I've been sharing is what I've shared was we have two major conversations that I shouldn't say too but after the first conversation which was deciding on a grade band now we're into what's possible repurposing of some of our schools will need to happen um with that being stated I have already stated that we will have at least two um
at least two school buildings that will probably be up for repurposing annual close school closures um with that mindset um what I've also will be sharing is um there's really about three big options that people will have to take a look at and and give me feedback on in these sessions the first will be um naturally with our numbers we could possibly have one we could possibly have one Middle School second would be possibly have a middle school on both sides of town and then third will be constantly having middle schools or two middle schools on one side of town and with that being stated those are options that people will have to work through and share information about possibilities in which we could possibly um kind of go towards I am very interested in
hearing from the community in this conversation yes there is a small presentation that I have to do to Center everyone in the conversation but after that I just really I really leaning on the tables to really have conversations around what we could do with our other spaces that may not be occupied due to the reconfiguration and our declining enrollment and so with that being stated I really would like for everyone to come out anyone can come out to the uh anyone can come out to any of these Community sessions and share um I am collecting the data and collecting the notes as I kind of go there will be a gallery walk on our at our fifth meeting I should say where we'll be able to collect and some people will be able to see
everything that people have written down um from an overall snapshot perspective and that's when I'll also start the my conversations around what after what I've heard here's some possibilities in which we can also explore from Administration perspective and so as we work through this reconfiguration conversation we're working through to that March 21st date on that March 21st date I will be my goal is to bring something to the board for consideration uh may not be to vote but it will definitely be to consideration as we are lining up different conversations um with uh with different uh community members and the board to me is also again a part of the community and so the more it being on March 21st I do plan on bringing um conversations of acid pertains to where we are now
and possibly even a recommendation uh moving forward and so I did want to share all that and thank you um more president Lee for that conversation for that for that opportunity to share okay thank you um board members any comments questions about reconfiguration what's this song all right so I have a couple things so one um can you go over the three options again um and and explain you said possibility naturally when we since I've already made the statement and I put it out there that based off of our numbers and the reconfiguration um and the middle schools being impacted mostly by this um our elementary is necessarily will not be impacted now naturally if our Elementary's don't you know of course of our enrollment doesn't increase there that could be a possible conversation for
next year or down the road as it pertains to Elementary um repurposing of of buildings um but right now as it stands the impact will definitely happen in our middle schools where pretty much the average Middle School is about 260 kids that's that's the average Middle School size of the four buildings with that being stated there I've already made the statement that we'll have at least two buildings that will need to be repurposed and so when you think about us having four buildings we can look at a possibility of all students moving into one building because based off of our numbers and the size of certain buildings we could actually that could possibly be an option um number two having a building on each side of town okay um which was also an option um
and number three having two buildings on one side of town and so as we work through these conversations I'm putting it out there because we don't have to make things more difficult than it has to be it's already going to be tough regardless but I'd rather people have the information around kind of where where where we should be thinking versus just random thoughts um that we probably won't be able to land on by September 1st or September 5th when we start school again okay in your meeting how was uh how are people responding to uh just the reality like you said with the numbers show that all the middle school students could possibly fit in one building and then have three buildings that are not being used as inter as middle schools uh and then
the thought of two buildings and then maybe the thought of um of not having Middle School on one side of town how what kind of responses have you gotten to those um possible changes in reality my videos yeah I'm back in my video just flashed for a second I'm sorry about that I was asking how were in the meetings that you've had so far how were people responding to like won the reality of the numbers that you've presented to us that show that right now the four middle school programs fit in one building that there's capacity for that the possibility of two and not four uh two on one side of town um or or just the uh the East-West conversation how are people responding to that so you know at our first conversation yesterday
from a community perspective um people are when they look at the numbers to be honest with you they're shocked um when you pull when we were moving when we're when students are returning back to the elementary schools and we want already full at our middle schools anyway just you know just buy stuff for numbers and based off our capacity um people are a little shocked to see that you know they will have you know as little as 260 kids so the reality of it is people do know that this is Apostles these are things that we have to to face uh whether it be one school or two schools or three schools um I think the possibilities are still there how we repurpose buildings and what are some of the other needs for our district
is starting to surface even last night some of the conversations uh went from the possibility of possibly having a community center to um the possibility of bla even having opportunities to move into different schools because the word bla currently is the school doesn't have AC it used to be an elementary school and so this these conversations came up yesterday so if he was able to attend yesterday's session you would have heard that info information as well other other responses have been just from yesterday um the focus on keeping our keeping a strong sporting program is also was was important to some of the conversations yesterday as well as making sure that our special education students have what they need to be successful as we work through this reconfiguration not a lot of conversations as it
pertains to the east and west side piece yet I'm pretty sure that's going to start coming um as I lay out more information as I am right now even but that's kind of where we landed yesterday it was just some quick feedback from the sessions that we had from yesterday overall I believe that as we continue to have the conversations um I believe it'll come to light more how people are feeling but at the end of the day it is my responsibility to think about where do we want to be three to five years from now and if we are a strong School District we have to make these decisions now yes I'm sorry one of the strong districts strong School District we have to make these decisions now my apologies and some of these
are also dependent on actions that may or may not be taken at the poll and future budget considerations with uh what happens at Madison that's correct I mean when you really think about it you know we we want people to come out and and and and and vote um regardless we will have to make some of these decisions um to better position ourselves uh financially uh moving forward and you know of course we can't tell you how to vote naturally um that's not what we're doing but we want to make sure people have the right information and as people see that we're making the right making decisions that's going to better financially put us in a place where we will be successful whether it be repurposing buildings and you know saving money from that perspective
or not people will see um kind of where we are and the progress and the progress we're making um to better impact our school district uh moving forward I do believe um as I've stated that the reconfiguration does allow us to save money and um the cost to me will be beneficial for us again more so down the road I have another question about so even with the with the at the elementary level you know adding that fourth and fifth grade back uh well those buildings now have the opportunity to show growth in their State Testing uh I know prior with the at the grade levels being at three correct either kid made the marker didn't make the mark but because there was no fourth or fifth grade uh those buildings could not show growth
so for this year um we've already reached out to DPI um that was one of the first things that I did when you know start thinking about reconfiguration and see how the forward exam will impact us moving forward for this year the configuration is still the k345 k348 912 and the results will be as such for this year going into next year we will be able to start the conversations around um showing growth for an entire school year because the kids have to be in a building for an entire school year and so um that'll help us in that conversation next year not this year because our report card will give us a snapshot of our current configuration but next year we'll be impacted by that okay and then a little bit more about sports
I know right now uh fourth grade students start running uh cross country in the fall and I think there's a couple others how um but Sports will still be offered to those fourth and fifth grade students that's correct so we're not gonna you know as I was saying for this year we're not going to mess anything up for our students to participate in extracurricular activities and now that will we do that next year as well our goal is to keep our sporting opportunities we believe that in essence you know we should be stronger in a lot of places even when we move to two schools um you know you'll be getting more athletes on a team and so hopefully that'll be an impact conversation as well as in other extracurricular activities you know the band
will get a little bigger as well the Arts will be a little stronger as well and I also believe I am academics could possibly be impacted by all this change as well again as we move forward into the next school year this year we will keep things intact for the remainder of this school year with the hopes of again making sure that everything is strong going into the next school year with the reconfiguration as well okay uh board member Miller do you have anything uh yeah I'm really happy to hear thank you thanks for those questions um board president Ruby and for your answers Dr Garrison I covered a lot of what I wanted to touch on I just I want to give some feedback like I really deeply appreciate um both as a board
member and just as like a parent Community member that you are already having conversations in terms of repurposing I think that there is some concerns I know like these are concerns that I've had too about like what is our impact of the reconfiguration going to be in the broader Community how is it going to affect like things that are culturally like what we feel is like part of Beloit what services might people perceive like might be shifting around in a way that is Place less accessible and especially because of like we know like a lot of the federal uh pandemic benefits or cut as of this month like a lot of the extra food share ends today there are housing protections that end today um that is that's gonna have a huge impact on the
community and that is outside the scope of the district however I love that not only industry configuration based on like what's best for our kids academically what makes sense financially for the sustainability of the district it also opens up a really great conversation about how we can continue to be a good Community partner and like a steward of these things that are important for people like one thing that I was just reflecting on earlier today as a teacher is like how much during the pandemic was revealed that like public education was so much the glue that people rely on in their day-to-day lives like outside of even like the scope of our purpose right and so I think that I I'm just like so happy to hear that you're having these conversations about how we
can kind of continue to to be creative and meet those needs you know in partnership with um you know what our families and Community might be able to like work with right like you mentioned like a community center um I just think there are a lot of really important things that we could do to take a vision going forward to like to conclude I guess my overall feedback is like I appreciate that we're not we're not presenting this in terms of like here is what a loss might look like in this reconfiguration we're talking about like how is this vision for what the district is doing in the community like how is that going to change right and so I just really really am happy to hear that real quick the you know my hopes
and all of this as a superintendent of the school district is that people also realize that we'll also be able to bring New Traditions as well um and re-establish some new um opportunities that were in essence missing for a decade um when we used to have you know let's just say the fun runs in elementary school all district Fun Run or where we used to have a real big you know athletic opportunities for our Middle School um kids I think we will also have the opportunity to build some New Traditions um with honoring some of the things that happened in the past but we also be able to build some New Traditions with the reconfiguration I also want that to be a hope for our district as well um all right so if we're done
with the whole child priority move on to see equity in our strategic plan uh Equity is priority number one the school district believes in creating an environment that honors and respects our human differences Works to ensure everyone is welcomed and commits to removing barriers and providing support for individuals to achieve their greatest potential objective a addressing disproportionality School District of Beloit will leverage internal and external stakeholders to reveal and address disproportionality across the district objective b systems and structures school district will develop strong systems and structures to ensure there is responsibility and accountability for the equity work within each school and the district and objective-c data structures the school district employee will build comprehensive and robust data structures and protocols to identify barriers to success um one of the as we move into this Equity
conversation uh one of it a big part of it is about the measurements and about data um kind of following uh in equity I know we'll end up addressing the achievement of all of our students but I did include this link to redefining ready um thank you whoever is driving is that you Dr Garrison you're driving the presentation there all right and I think that um one of the things that I'll say for us as a board and some conversations that we've had I know we have a lot of things going in terms of like our finance uh the Strategic plan itself hiring a superintendent um evaluating ourselves evaluating superintendent but one of the things that we want to do is begin to get the academic conversation uh in front of people I think that
um for people that are not in education or you know watching every board meeting is their thing um you know the the new cycle of reporting of academic outcomes is regular um but sometimes I think that people might not know what are the actual standards what are the targets that we're aiming for um I like to say um as a parent I want to know is my child at the level they should be are they above the level they should be are they below the level they should be uh what is the target what are we aiming for um I know there's multiple indicators I think that that's a part uh in some of our board conversation uh that's a part of something that we do want to get out in front of our community
is that this is um these are the standards that our children should be aiming for this is what we're judging is good now we do recognize that our children are more than scores uh that you know a child not being grade ready in third grade doesn't mean that they won't go on to uh have a good ACT score in 12th grade doesn't mean that they won't go to college doesn't mean that they won't be able to select a career or play an instrument and there's so many um so many indicators we could choose to list but we just haven't uh done that work of identifying indicators standards and then making it clear and following back up with measurement year after year uh in different ways that's very explicit to our community or helping our parents
there so as we look at this this Equity system and I know that we have some things in place like with edu climber uh and in Wise Dash but getting that presentation together having that regular cycle and Cadence of people knowing you know what those targets are as a very big concern uh for us so uh just um I guess I'll open up to board members first and then uh you can kind of lead us through and just talk about some of the metrics and then a process for us to begin to determine for ourselves how do we want to represent ourselves in the measurements that uh that we want to look toward so I don't know um any board members I'll open it up to you first and then I'll let Dr Garrison as
he comes behind us there Hey listen Megan um I just like one thing in particular I think would be really useful um just based on what I've heard from folks in the community is highlighting what our gains are and kind of like what our performance is like and what opportunities exist in terms of our multi-level systems of support um I anecdotally as a parent I've seen them work robustly well I think that there is not that's not always the feedback though that I hear so I think just being able to highlight at a district level like this is what our systems are this is what they look like in elementary this is what they look like in Middle this is what they look like in high school so if your child has you know extra
needs here's how they're met right or different needs here's how they're met and here's what our scores and games look like just because I think that there might be some misunderstanding just like word president Levy was saying earlier not everybody is an educator people get really like overwhelmed by acronyms and it's just like a bunch of like junk sometimes right so if we could like just clearly spell out for folks like hey we know our kids like this is clearly an equity issue right kids have different needs we learn differently kids come with um with some things that others don't Etc what are our systems and structures in place that we already have to meet those needs and like what is like what do our games look like there would be an amazing thing to
highlight let me think Spencer okay okay can you hit the one of the uh as you're driving a presentation Dr Garrison go to one of the score cards too oh you're you're muted we can't hear you sorry about that um I like looking at the library in this metrics on the college on uh on the redefined I'm ready so I just pulled this one up real quick yep some of that great self-awareness self-management social awareness responsible decision making uh a growth mindset all right and I think some well even it uh board member Miller had mentioned this but even I think like you said in that life-ready part um you know is you know conflicts happen in school uh there's sometimes there's fights in schools uh students misbehave that's why there's a code of conduct
but giving students things to measure themselves and understanding self-regulation or uh that you go to school every day and you haven't received any disciplinary referrals those are other um like I said that's self-management so I think that that you know you think about our SEL our PBIS those are other things that are in place that inform what some of these measurements would be but like say just trying to have that Fuller conversation about these are our students uh this is what they're learning this is how correction is being provided for young people uh when they make mistakes when they disturb the learning environment um these are the goals that we're trying to get them towards looking at this career Readiness makes you think about like our academies and students that might be involved in youth
apprenticeship industry credentials um even having a goal individually as a student to reach 90 attendance so like I said those are just some of the conversations I think that um you truly experience and shape for parents um as you know everyone's trying to guide and get their children where they should be but just helpful for the district to be a little bit more explicit in that and so um I totally agree that we do need to do a better job at making sure that people know exactly our story um so board member um Miller um I'm sorry board member Megan Miller sorry I do believe that you're right about that we do need to highlight our gains and we do need to highlight our systems that we currently are working through much much greater is
we currently do have some things in place as stated we have the Wisconsin four we have a.c.t we have formative and summative assessments as board member Olivia said stated we have academies and of course youth apprenticeship and industrial industry um Industries industry credentials but we also have some other things that I believe that are very important to the School District of Beloit that we also need to highlight and over the next uh few few months I will be exploring possibilities for us to kind of hone it on what we want to use as our own report card I like to call it you know the state gives us a district report card but we need to have our own purple Knight report card and I think that'll be very important to bring to the table
I've already coined it the purple Knight report card um but at least that'll allow us to say okay how are we doing on our own report card because again everyone else will judge us based off of what they want to judge us on but we also have to put ourselves on what we know what's important to the School District of Beloit and that's that's a greater conversation that we will have to continue to have both at the board level and definitely at the cabinet level as well within my Administration and so um that's kind of what I have for now I'm board president Levy but I did want to make sure I bring light to some of the things that we already do have data on that we should be presenting to to the board
um at Large all right I know we did also receive those AGR reports and like I said numerous things are coming uh like I said that um that cohesiveness and understanding and regularity of cadence will be helpful any other board members on our Equity priority um and then of course we'll you know get to another point of understanding you know with our uh disaggregation of data how it's falling for all students students who are receiving um special education services our ell um English language Learners um our student demographics that the benefit of this education is being provided in this uh board member Miller said um for those that are not where they should be not at the levels uh the supports that are there because some so for some students it just might take longer
to get there but it doesn't mean that they won't get there all right so now we'll move down to our engagement priority d all right the School District of Beloit nurtures and cultivates and engage student family and community Through consistent proactive connections clear and relevant communication and strong relationship building with the emphasis on diversity equity and inclusion objective a student and gate students engagement and belonging school district will nurture and culture student engagement by removing obstacles and providing diverse perspectives and experiences for our 4K through 12th grade students um families engagement and communication School District employee will nurture and cultivate engage families through consistent and effective communication Outreach and partnership Objective C engagement and development School District employee will nurture and cultivate engage staff through consistent and effective communication and collaboration through the lens of
diversity Equity inclusion and objective D Community engagement and Partnerships School District of Beloit will nurture and cultivate and engage community Through consistent and effective communication collaboration and Partnerships oh and um and and engagement priority D we definitely probably captured some of that in our finance report and of course our whole child report and and some of it in our Equity report as well um or personally if I didn't have a necessarily a presentation for for this one but I did want to note that some of these some of the things that we share tonight could link into the engagement priority as well right I think um for me one of the things just looking at that also I know that um like I said that listing of community engagements uh those those reconfiguration meetings being
and those referendum meetings being centered in the schools um and spread throughout our community in those different buildings inviting people in um our ad hoc committee structure your own efforts uh and trying to allow um the input of citizens into the decisions that we're making um you know I am we are sitting here in an empty boardroom tonight um you know you can see that two ways one people are satisfied and Trust what you're doing or people are totally unengaged um but uh you know we have made progress in the in the um in our priorities and actions that we know we need to take place we know that people uh do find engagement in our schools in other ways students participating in many of the events that have been held in the community um
some of the youth sports and different programs that are taking place in school so people are engaged in many ways not just coming to meetings on Tuesday nights but you know we just want to make sure that we're doing our part uh to engage our community and invite them in uh to make sure that we are serving them one of the things in my mind also I'm just thinking about engaging engagement and belonging and thinking about you know diverse perspectives and experiences that um we're providing for our students uh most recently we've had a couple um emails to the board about driver's ed uh was a major rite of passage in the school district of Lloyd I know that uh many districts are working through the ceases to provide Driver's Ed but that is a
conversation um that you know as we're looking at this engagement and being responsive to some of the things that have come to our attention um if we get some clarity or just explanation on you know where um these are the opportunities that are currently in place for the students in Beloit and these are some possibilities I know like I said amongst many things happening just because that's something that has come to the board that you know being able to speak to that you don't have to speak to it now but in the future uh like in the next month just explaining what we do have and what options are we'll do okay other board members in engagement hey this is Megan I just want to say that I really like when you bring us feedback
like collected kind of qualitative and quantitative data from community community meeting I think sometimes people um I've heard from people who don't show up that they don't show up because they don't believe that like they're really being heard and I think thus far and I know we've only been here for like a minute but so far every time you presented data solicited from the community if you've done a really nice job capturing not only the you know like pie graphs and all that but like really showing like people feedback and what they say both sharing and anecdotally like while you present to us but also um you know having it in the presentation so I would love to see that continue and I think that that's part of some relationship building that we need to
do with our community and just show them that yes absolutely like we definitely want to hear from you it's not it doesn't have to be something that we like would like to hear like we need to hear like people's truths and where they're at so that we can kind of continuously respond to the needs in our district I really appreciate that um you've done that so far so I would like just from a governance committee perspective just wanted to give you that feedback that's something that I would like to continue to see good all right so we'll move from our engagement priority uh to culture uh and Leadership priority School District of Beloit commits to fostering a responsive caring and inclusive culture where all feel valued supported and hopeful objective a belonging and Trust school
district will develop authentic relationships with all stakeholders students staff families and Community by creating welcoming environments nurturing open trusting relationships practicing mutual respect and engaging in proactive communication leadership and Staffing the school district employee wall will have systems in place that promote recruitment retention and succession and success planning for all staff our systems will value appreciate and support our staff and their professional growth needs Pursuits of excellence and effort efforts to ensure the success of every student and Collective efficacy the School District board will share a collective belief that students family staff and community members can positively impact students all right so along in the in our culture and uh leadership uh priority and part of that is the culture and Leadership that the district that the board of education is working um to provide
as we do our job in the district and so we have our board Collective commitments we do have a number of things um related to that I'm thinking of and I find we had we dis participated in our um our work with our board development consultant uh Drew Howick and we had a number of things to add or to work out for how we function um in our board development and continue to work uh with our how we work together as a board how we work with the superintendent um I think part of our follow-up with Drew one of the things we had mentioned um was one maybe developing an alternate time to continue our board development so we're not doing it in the middle of a regular board meeting like I said we have
you know and I think that's one of the things that note about like our processes you know without creating the space for board development um in the form that we had it we wouldn't be able to just sit down and talk through some of these things and the relationships of the seven board members to each other and I work with the superintendent is important and as we continue to evolve um we'll just get you know we'll get better in terms of how we do things so we need to find a time that is outside of the regular meeting so that um I think that was kind of the consensus so that the only thing that we're dealing with at that time is uh our specific board development that one hour two hours so there's dedicated
time to that correct um and then uh so we let's just work on that end of it first uh the the the um we don't have to come to a date now but we'll get something proposed and back in front of board but um board member Miller um your thoughts as you've experienced it and I know that as board president you and um you worked with Dr kieser um to get or development in front of us and just kind of we're probably at that next stage of we've engaged and now we're going to move to the next thing what are some of your thoughts yeah so I think it's really important to do exactly what you said and like I guess when we were scheduling we made sure that the only thing that was on
the agenda was just like you know if we had some um consent agenda items we had reports but there weren't really any other action items unless it was something filed something like super minor so yes baby so anyway that's one of your four carers right now yes baby anyway I'm probably gonna stop talking because of child abstraction but the only other thing I want to throw in there we need to schedule time to do our um board self-evaluation not just to complete it but also schedule time with Drew to reflect on it and maybe set some priorities preferably before our new board is sworn in so that there's some Direction so our new board members are coming into some momentum toward goals in the system and not just like hi you've been here for 30
seconds could you self-evaluate like it just doesn't make any sense right so I would really appreciate it if we could find a time to get that self-evaluation like administered to us and then put sometime in the calendar to sit down with Drew and with ourselves and like reflect in such and goals okay all right that's a I know we were talking about what activity we might do with uh possible candidates and you know that self-evaluation having an understanding of what that is as it as uh the key worker school board shapes you know what we might do is there might be something weird because you're trying to figure out what we're going to do in March um to keep us moving my good opportunity also I know we still have to get back to the
roles and responsibilities activities also uh for the board and Dr Garrison um I think another thing that um if you don't mind me jumping in real quick sure um I think another thing we we discussed was some of the um the start times for our some of our meetings and you know naturally I've been doing some reflection on that I think it's very important that we kind of reflect as much as possible um one possible change that I will need the board to consider um governance counsel to consider um is the HR committee um time frame we could easily have the HR Committee in a board meeting and so the time frame that we currently have with the board starting with the HR committee starting at 6 30. um I just don't think that's a
great time for that meeting um if we can put it we can actually start our regular board meeting at 6 30 because it's a committee of the board and so now our Tuesday meetings could actually start as early as 6 30 because again we're all or it's a committee of the board and we can put HR in the conversation of the board meeting and I'm also suggesting that our HR conversations happen at the first of the month and so I know that we have gotten to a Cadence of doing it twice a month and sometimes that's necessary depending on our hirings or how many people we need to hire but I do believe that it could possibly be shifted to just one meeting um and you can take care of it the majority of our
HR stuff in that one meeting and if we need to have an additional conversation it could be possibly brought back to a governance meeting um where members of the board could you know vote in on or hear conversations as it pertains to our people that we're bringing into the conversation and so I'm just putting it as a suggestion out on the table I do believe that's a great um suggestion for us again we can start our board meetings at 6 30 um and it can be a part of our regular agenda at the end if we wanted to for HR um or we can have it at the beginning and we can take care of whatever business that we need to have but we can start our board meeting at 6 30 because it's a
member it's a membership of the board the HR committee and so therefore that could possibly eliminate will save us about 30 minutes because we're starting a board meeting at 6 30 with HR in it um at least once a month and that's my suggestion and I'll I'll pause for reflection hey this is Megan I just wanted to jump in when I first heard you stay at the regular board meeting I was a little like uh um like you know I'm open for whatever but there was a reason that we took it out of the regular board meeting however um I like how you said like perhaps at the end I think that makes sense um I just like to be respectful of like people who come to present and like I think reason you're bringing
this up is because you know sometimes we start our board like a regular meetings late so I really like the idea of doing it at the end if we're gonna like kind of um combine it back into like the regular board meeting I the other thing that you said that I really liked is if we doubled up I don't know we'd have to look at the timing of this but doubling up like the committee of the whole on the same night like if we could be proactive enough to get that like so for example like the March employer act if we could have done also an HR committee tonight you know what I'm saying like ahead of the meeting like I I think that's also a good possibility I just think that my only feedback
is if it's going to be at the regular board business meeting I totally agree with you that it should be at the end and I think one of the things for me is just a all things can change I mean like I said we sat and figured out how to move forward in a period of time we're just at a new period of time now um and I do think that one of the things that we've seen is that sometimes um for some of the HR matters that are going to come up at the half an hour time slide is not enough not enough time and it's going to delay us and getting the other meetings started but there was a reason that we went towards that but we've outlived the usefulness of that reason
now so we just need to you know make an adjustment um you know swiftly as we move into the March meetings um but definitely be better before April I might figure it out during the month but we gotta get better before April um so there's there's a possibility for that like you say we are meeting at 6 30 as a committee of the whole we're getting there so 6 30 could be a a start time for sure on that is you know and probably just take some more uh in the process of the agenda setting of myself and Dr Garrison and in communication I think we can uh figure out a place and like you said maybe a lot of The Hires that we were doing um that some of these things could wait to
one time of the month and not necessarily be brought forward twice um as we were doing awesome policy there's a policy that stays over time we have to you know bring things forward and so naturally that's the conversation as well um there have to be a policy change I think we have on in policy that the HR committee starts at 6 30. and again the debt for the time time frame in which we're working on where that that that's just too much it's too tight to start that meeting with the board meeting um and so that that's just something that we I think we all kind of understand at this point um but there is some policies that kind of govern some of this thought as well which I don't think well I shouldn't say
what I don't think I think it's something that we we can work through you know I don't think that's a thing that we can't work through right it just might like it'll take us it might take us a month to get us transitioned from where we're at to where we want to be kids have to have a number of meetings to make it happen uh board member Anderson did you were you gonna add something um in regards of the uh we're doing a jury Howick um for like I I really do want to get the board evaluation done um so I mean if maybe we could even like because I also want to have it so that um like that we get this also the like kind of the debrief of the results before the
actual election itself um so I think that would probably be the highest priority and like as we talked about during the um when he came in at the last meeting that really realistically like the board norms and all that stuff we should work on that as a group once we know um like uh after the election or sometime around that period where we can invite the candidates in so that they can start helping us kind of craft those new norms so they have a say and they're there to um kind of start building that understanding on what our goals are and I mean I think it's a great way to also kind of introduce them to the board itself um so that they know they have a voice here you got it all right right
because I think one of the other things in the Norms um which is addressing like um like we talked about posting of agenda time of um like that process of getting things turned around from the agenda being posted um for members developing questions to get into the administration the administration providing answers um so that's another part something that might be added to the norm and then we also discussed um uh creating something for around um closed session uh remote participation too so we've got a couple things to add in that space it just takes a you have something to um get in front of board members to shape what the month of March is looking like and and likes to get us uh in Pace and set for our new um well for sure we
know we'll have at least one new board member um maybe two we'll see what happens but yeah I would get that in place so those um which I think it is important like we said for the culture we're trying to develop um that those people who may be joining us uh know the work that we're engaged in and that we're welcoming to them like I said one of the highlights last year board member Anderson and um Brian and board member uh Winfield stating that they felt welcomed uh and there was work um for them to engage in when they got here so we want to make sure we're continuing to build that stability for ourselves as a board anybody else I think another thing that was uh brought up in that conversation too not to
add more to that already heavy schedule there Mr Levy um was we we also want to honor the fact of you know what's a reasonable board time uh for a meeting um I'm not sure how we change that outside of taking less adding less things on a board meeting but that was also that was brought up as well and I don't I want to make I mean I took notes as well so I don't want to leave that out of the conversation for today we have to you know we're going to start on time we want to start on time but we also want to end on a regular time as well whatever regular time is you know where it's an hour and a half or is it two hours whatever we decide as a
board that's that's doable for us as a group um for you as a group is number one um will be important as well I think that is like you said that agenda setting is kind of where we um you know by the roll uh you and I have to to shape that so that it probably but just put Less on um and we talked about sometimes the balance of some of the things that we've had to do in the most recent um months uh you know so there's a there's that that the context of where we've been is what kind of creates what we've been working with too but we're kind of in a different phase too so there's not a need to do as much at the pace but still make progress all right
so I've got like the board evaluation and the debriefer results board norms and then uh with the note to our candidates um agenda setting and then um that's kind of where I'll put that whole uh agenda setting questions from board members to the administration that's a third item and then the HR committee was as a fourth if you don't mind me jumping in quick first of all I want to Echo I totally fully agree with everything was just stated about the pacing of our meetings like we can climb out of urgency mode and get back to like a more reasonable um timing of the meeting so thank you for bringing that up um so I think that since the month of March is upon us I would not and I know you said we don't
need to set dates today but while you and Dr Garrison kind of go back and and digest everything we've discussed tonight and think about a plan going forward I would not be against having maybe like two meetings with Drew um I don't know like if it's possible for us to without him kick off that board the board self-evaluation piece maybe we meet withdrew once to unpack and digest and reflect and set goals for ourselves and then maybe also we need and invite all of the candidates to come in and take a look at like our role's responsibilities and kind of tweaking and refinalizing of our board Norms now if we don't have time for that fully understand that I'm not trying to put pressure but I wanted to like throw that into orbit for consideration
foreign well there's a yeah something will happen I don't know there's a because uh you know we also have um we'll have to finish superintendent evaluation too there's a March piece that we'll have to get done also as people are thinking well and I wonder if we could tie that in on this and I don't know if that's too much because um board president Ruby and Dr Garrison you both probably have a much better understanding than I do of like the length of time that that would entail but if it's um if it's feasible to do like let's sit with Drew like maybe invite other board like the board candidates in hash out some roles and responsibilities take a quick break have some coffee chit chat with like our candidates and then go into closed
or wherever it is that we need to go to do the evaluation piece I don't know if that if you could put that into one night if you could I feel like that would be ideal and if not fully understand yeah I think um I mean process wise I would want to keep the superintendent evaluation stuff if we can keep it separate separate um I do think that you know just as a framing for what the role of school board members uh you know what our roles are uh that board development tool is something that I could see centering um our interaction with our candidates uh around we just you know kick it probably need to take it around some more to to get set but um getting things done in in March and it's
understandable well and I mean actually sorry I didn't you know thinking more about what you just said honestly board president we sit down and do the evaluation piece we had the one night to sit with Drew invite our candidates and work through the world's responsibilities piece which there absolutely has to be like coffee and cookies for that then you know we have the April election is like the first Tuesday so we could do um between the first and then also invite the candidaces too I think just like our self-evaluation so that they can at least see and like be present for like our thinking because like you said we're gonna get at least one new board member so if we were to do the board self-evaluation kind of debrief and reflection and goal setting that
first week or so of April I think that also makes sense and it kind of gives us a little bit more room to play with yeah well sometimes what happens um if we're kind of thinking about where we're at we'll have uh the election will be in April like in their first meeting um there'll be like results [Music] um and that'll be one way or the other um we still have budget decisions and impacts that'll be happening um based on those outcomes but as I've seen it I do think that the agendas are a little bit less right afterwards um so that orbit like I said that beginning orientation uh is important the superintendent evaluation stuff will be earlier will be in March um because there's some timelines that we're trying to hit um and
then we have to check with Drew about his availability that's a um he's got some engagements um that may impact how you know how far we can get in other in other parts of um the roles of responsibility work you gotta look at the number of Duties that are on this sheet too um and I think that Dr Garrison being um new in the seat and then us having you know potentially one or two new board members but this can like the um creating those shared understandings of some of those roles and responsibilities as we haven't you know got to them yet but I do think that that'll take some time for us to talk out not do I do want to make sure that we have that um that time to talk those roles
out or our understandings of when this happens he'll do this the board will do this this is the role we're going to play together um and even kind of defining that um because like I said there are some things like you know like example when people email the board and there's a one response there's certain Norms that we've kind of developed that they're not like totally explicit and we got to get them like written and known um so there's so that there's a space but I do think like you said March and April um these two months are the times they want to get get those things done and then and then like then like likewise with some of the agenda changing uh if it involves policy it you know like I said it might
take uh a month or two to get it all done and voted on and then you know implement it and again too like I said there's just we you know we just have some we can just we can do less things and be focused because many things that we were working on are already in progress and the administration is just doing their part and getting them done so we don't have to address all these things again at the board levels because we know that the work is happening uh behind and we can just receive an update I also think sometimes we you know we due to the stability of the board over the past year or two now and now that I'm coming on board the this the school board has had to take on
a lot of conversations that may fall into day-to-day thought processes um you know now that I'm here as a superintendent um something we don't have to have at the board level you know it's a day-to-day conversation or it's a day-to-day decision that I have to deal with and make and um if I need to report back to the full board on any major decision that I'm making of course of course I will as I have um since I've been here and so I just do want to bring that to the attention of everyone as well um as we kind of work on how we work together at the governance level as well so yeah so kind of with that we'll um writing it like I said that's a that's the part of a transition again
from um being without and trying to get some things going that were not moving um like I said we've got somebody to to run and carry that uh and thankful for the partnership and like say we can we can all move into a different role and evolve into the next uh the next form of what will be as we're trying to get things uh done and move to the next uh next stages all right so I I guess now then um as I kind of said I kind of have things a little bit more clearer and I think that um has some work for Dr Garrison and us we kind of realized some of the decisions that will be coming up um and be able to work with Mr Shope to get some things scheduled
and um I think we got it so I don't know is there any other questions or comments that board members have or want to add Dr Garrison anything yeah I also want to say the governance the governance committee could also be the place where we can take care of like again some other business that may not always fall on the board regular board agenda to keep our board meetings um you know where people want them and so the governance committee can be that place where we can take care of business um members could come um you know of course we need a quorum and we can move things forward that way as well I just want to make sure we keep that in the back of our brain uh moving forward anybody else I think
this was a really productive meeting and I'm really happy with everything I've heard in the direction we're going okay all right then if nobody has anything else uh our future meeting dates future meeting date oh it says Tuesday February 28th that's that's now sorry are we as that uh March 28th [Applause] Tuesday March 28 2023 at 6 pm and is there a motion for adjournment second move by board member Megan Miller second about board member Spencer Anderson any discussion hearing none all those in favor signify by saying aye aye aye all right motion passage unanimously all right thank you Dr Garrison and thank you board members thank you all right
