001602 601 uh roll call of directors please amy barnes yes balman yes gorman here hanson here hermane yes kaiser yeah maple stankowski yeah zebra all present thank you item three is pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice strong item four is approval of the agenda i'll seek a motion second abortion by barnes second by gorman in the exchanges corrections all in favor say aye aye opposed motion carries item five is approval of the minutes from the june 15th monthly board meeting second by jessica maple any corrections all in favor say aye aye opposed motion carries item six is the public forum the public forum provides the public with the opportunity to ask questions about or address issues included on the

002school board meeting agenda after i'm able to determine how many people wish to speak um i'll just outline the rules for the uh how we're going to engage in that if you do choose or plan to address the board we are asking that you would please clearly state your name and address and share with the board what agenda item you are speaking to the board about is there anybody who wishes to address the board this evening four four or five people okay so um we're limiting the public comment to three minutes per person uh this is at the school boards meeting so we will not be engaging in answering questions during the meeting but we definitely want to hear what your comments might be this uh tonight as you address the board so um mr

003lesniak why don't you start in the back please yeah you're welcome okay i don't think the mic is on but there's no light right there yeah yeah so you're good all right we can hear you it's a relatively small and i've never been told i have a quiet voice i think it will work well neither am i all right my name is dan lesniak i live at 816 spring road in the village of proven water here in the mostly school district and i want to speak about item 12 f on the agenda um the revisions or revisions to policy 222.40. um first of all i want to state i've lived in the mosby area my entire life i'm a 1992 graduate of mosul high school and i've been teaching in the district since 1997 um

004as an elementary level teacher um i am going to request or suggest tonight on this item that that i think there's there's a number of teachers who have some some interest in this item and i would suggest that um as you go through your discussion tonight that perhaps you consider getting to getting to the point of getting a draft of what those revisions are making them public and then looking at the idea of postponing final action on it until the august meeting for what you're going to decide to do because i think it would be good to have some time as a new policy or policies being revised with any level of significance to get people time to really think and get seek their teeth around whatever those changes and what possible impacts or um

005um consequences whether intended or unde unintended that those changes may have um i've had a number of comments that have come up and questions that have come up from some of my colleagues um first of all one of them that's coming up is okay we've had this policy that's been in place for all which we don't totally fully understand but now there's possibly changes and what exactly does the word controversial mean in this policy even though with the way it stands um so i think that some fleshing out and getting some clarity that would help us as staff number two the second item is how as teachers do we go about handling student initiated topics when they come up in the classroom through the general course of nature of the discussion of the topic some

006classes definitely as you get older and the grades get that more often than others so so um that would be good to understand what the expectation is on how to handle that um i know there's been discussion about potentially some sort of form being developed in connection to this what would be the frequency of that form because we have some teachers that have to have the concerns of okay this might be a form i need to fill out every week based on what the actual content of their courses are so so that's something that there's some question or concern about um and there's some other areas where we've invested significant dollars into curriculum that in of itself lends itself to being potentially controversial so how are we going to either develop either new curriculum or

007utilize what we have um i think teachers are seeking some clarity for that um i'm going to myself i'm a 1992 graduate of mozambique high school it's going to to our school district in first grade through 12th grade and i've always felt with the level of instructors that we've had in the district that i had a fear um definitely a fair um instruction from those those individuals and as we've gone through now almost three decades later i think that our current staff continues to provide the same if not even better instruction in terms of providing very accurate information to our students and so just to re-emphasize i i would seek postponement of whatever you discuss tonight to a final version in august thank you very much thank you we also like this people please uh

008mr ramsay joe ramsey 211 509 sandy lane representing as a taxpayer parent i have a child with special needs i have another child that graduated from mosul high school and is doing exceptionally well i have a son that's going to be a freshman and has brought some creativity to our household to follow up on some things and i can discuss that at a later time and what's the issue you wish to address tonight uh the word uh that's in the public eye this critical some critical race uh there's some theories okay so is there going to be some clarity in the next month or two prior to the school year we do have an issue on the agenda tonight about prospectively discussing for sure discussing and prospectively revising our controversial issues um agenda uh policy

009so we're going to be discussing that when we get to it so in the future i don't know if i stated it correctly because there's uh obviously but uh just for my wife and i uh with our two kids that are coming up okay nothing negative but um there's always something to learn and be possible thank you please you don't have to come forward if you don't wish to i will okay no problem uh lorianski um everest is 2005 civil road um in the village of kernen weather um i'm here as a teacher i teach science um high school um and i enjoy studying item f um so i just uh i'm not gonna repeat a lot of what i what i had kind of planned to say echoes a lot of what dan said

010um so i'm not going to repeat all of that but i do have some things i kind of want to add to that and just um give a little more perspective um so i'm coming to this um with some concerns like dan mentioned um but also uh just this morning actually i finished um what has has probably been the most beneficial professional development that i have done in my entire um teaching career i'll be starting my ninth year in this district and that um pd was titled equity in science education um and we did a lot with not only all forms of equity but we did focus a lot on what critical race theory is and how that is related to um teaching at school and all curriculums not just social studies obviously as a

011science teacher this pd was focused toward science um and so a couple things that that came out of that um critical race theory is is not a curriculum and i want to just make that very clear that it is not a curriculum it is a lens through which to evaluate your current curriculum and your teaching um and i think in looking at what was discussed at last month's board meeting i'm not sure that that understanding is completely fleshed out by members of this board and i would kind of follow up what dan said and that um i would encourage that decisions kind of be held off until some and maybe there has been more research done in the last month by members of the board but um i just want to encourage people to look

012kind of into that a little bit more the statement like teaching crt really is an inaccurate statement it is not in reality the term critical race theory or crt really should not even be said to your students it is something that you as an educator are using to guide your curriculum and how you are teaching certain topics and i do have a ton i mean a ton of resources um i i can certainly share things that i got through this professional development if that would be appropriate the members of the board please let me know how i can share a number of those things with uh with people there are professional research articles out there about what it is um there were um podcasts that we listened to as part of this professional development video

013series we went through that i i found incredibly helpful and beneficial in understanding exactly what um what critical race theory is um and my other couple um kind of points uh in um sorry do i have i'll give you another 30 seconds thanks um so learning should be something that challenges our students thinking that is the whole point of learning um that we should be presenting these issues and it should challenge their thinking um and then i just want to end with kind of a question to get you sort of pondering who's deciding whether something is controversial and and what criteria are being used to make that decision so i'll just kind of end with those points thanks for the extra 30 seconds i would invite you to please forward the materials to us okay

014okay i would ask though that you send it through the superintendent's office okay so would you like me to sign mr windows first michelle field 2191 state highway 153 corny weather so i am a teacher in the district have been here quite a few years but tonight i want to take the approach for more of the parent perspective as my oldest is going to be a senior this upcoming year and my youngest is going to be stuck with me in the 8th grade i want to make sure when we talk about 12 f and we talk about what's controversial i really want to advocate that we don't lose sight of truly what education is all about i want my children to continue questioning and wandering everybody should have the ability to look at things through

015their own lens but also continue to look at things through other lenses and as an eighth grade english teacher this year when we adopted the lucy hawkins series part of what we teach is critical literacy and for those of you who aren't familiar it does look at a lot of things um i call it the isms the racism the sexism the classism and it really provoked a lot of great discussions amongst my students this year things that i didn't even think about as just a person an individual but no one ever left the classroom feeling like they had to agree with this or that and i hope that's part of how i set up my discussions but as a parent whatever we decide is controversial or whatever our standards are going to be i just

016really want to make sure as a board we're really looking at what's in the best interest of all our students because not all our students are going to stay in mozambique not all our students are going to stay in central wisconsin wherever my two sons end up i want them to question i want them to wonder i want them to be great critical thinkers and what i've seen coming from just my oldest as he's preparing for college i'm kind of like i don't have the worries that many other parents do because he's been able to question a lot so i just want to you know come back to that what's best for kids and instead of maybe kind of pull back or stump things i get parameters but we don't want to limit our children

017in their thinking either because wherever they go life is going to be very different outside the molded knee thank you thank you i'm jenny brenning 149 340 remington road mostly wisconsin five four four five five and um i'm an eighth grade social studies teacher in middle school and i am also here to discuss item 12f and some of the concerns that i have with regard to that especially being someone who teaches social studies not in teacher mode right now so you have to excuse me i'm going to take you some notes here that i made up most of you are aware of the new social studies curriculum but we adopted the middle school because we did that last month um social studies standards as you know do regularly delve into current and controversial events and

018i find it hard to separate sometimes you know what's in the book from those things so as a part of my classroom i do a lot of different current events discussions some of them controversial at times and part i see part of the art of teaching is facilitating those discussions in a respectful manner my feeling is the teachers the students students need to be aware of world events whether they're controversial or not and i see my role as encouraging students to be able to explain their opinions in a logical manner as well as to understand why someone else might not see things exactly the same way not talking about those current a lot of controversial events like black lives matter or the controversial uh or not excuse me not controversial capital events in january or

019even political views of candidates in some kind of upcoming election or something even like overwhelming that might be considered controversial defaults our students get ignorance of these issues something that i don't think any of us want at this point i see my job as an educator to get students to think not to indoctrinate them with a particular ideology and i feel that i've done my work and i've had a number of your children as students if they come home they're talking about those particular events and my concern in particular is um i heard something about a form that we would have to fill out sometimes if we're talking about controversial things i think that takes away a lot of teachable moments and when i'm doing something like using a current events magazine would i have

020to have then mr ruby read every single edition of that if i'm showing some kind of a news video or something does he have to watch all those things those are some of the questions that i had and then again what about if a student brings up something that's controversial do i shut it down at that point or is it something that then is okay to discuss those were all questions i had in my mind in my again i would request that the board consider continuing this again to possibly the month of august and just consider you know you've hired all of us as educators um we've had faith in us up until this point um hopefully we're showing good judgment as far as that allow us to do what we think that we do

021best and that's to educate our students thank you thank you for the purposes of uh all of you in the audience who maybe haven't read the policy let me just read one paragraph please for purposes of this policy again this is policy 2240 a controversial issue is a topic on which opposing points of view have been promulgated by responsible opinion and or are likely to arouse both support and opposition in the community these issues may range across a wide spectrum of political social economic and religious issues or topics excuse me so um i really appreciate we all appreciate the uh the comments that you've shared with us this evening so thank you very much oh i'm sorry mr creamy i didn't see your hand up earlier my apologies okay if i sit back here i'm

022not that mobile i might be going on the floor yes okay thank you sir uh mr president my name is bernie cramer 2150 e state highway 153 pepla we are part of the most d common school district i'm here on a 12 f i'll sneak in on that i'm not here to tell you how to do it or what to do this is just some of my concerns i'm happy with the mosby school district you deserve credit it has allowed for student achievement in all ways i think a lot of people have overlooked the fact how successful he was coming through the uh the so-called virus thing this past year everything went pretty smoothly i didn't hear much controversy takes place in the community however i do not support the crt three words confusing the

023country blacks 13.4 of the total population 13.4 blacks 11 of the total workforce how can you get balance with that offset equity versus equality example nba nfl 80 percent black 80 percent for us whites we ought to really be raising hell where do we come in on this here i mean 80 percent and they're all multi-millionaires the white person does not qualify in this case that's okay we're a free country and we allow uh equality equity does not work we will all fail me with mediocrity with a bad choice american road map has worked better than any country in the world no one comes close i just want to throw on one thing here that the 1619 start of capitalism in this country there was a mr smith that was representing the crown he had

024an agreement with the queen each settler would receive at least 20 acres of land nothing was working for the early settlers they were dying out they weren't producing enough food to make it through the winter so ultimately they disappear now with this year new policy they were all working hard because they had everybody was on their own there was no bureaucracy involved they got rid of all that stuff so and in the meantime in the 1600s and early 1700s the europeans were killing themselves over there we had a hundred year warranty seven year old another stop while we americans we were thriving with capitalism i mean we were really going to town all of a sudden it was the 1700s and we were a successful country thank you thank you anybody else wish to speak

025to the board all right thank you all right item 7a is uh discussion six wisconsin uh of wisconsin other post-employment benefits overview there is a decision um respectively yes uh yeah we have a presentation we have uh several members of cesa six and uh from scotland some other force employment benefits overview presentation so thank you gentlemen for being with us today and for working with us i know our business manager michelle brown has also been uh very involved in this process as well so why don't i let you go and take it away and uh then we'll have discussion after that all right welcome gentlemen thank you thanks for having us thank you for attending we know the members of the board appreciate the opportunity to present to you today um my name is brett

026whedon vice president with investment services with tma and i'm joined tonight by todd kelly with cs6 he's the cfo over at season six in oshkosh and then also um not to be done we've got josh barbie in here with pma associate vice president of investment services in our milwaukee office so josh has thankfully join us this evening um and at one point we made um pause i want to try to get um another associated mind on the phone if we can um if at all possible just to be there as a resource for answering any questions that might come up um hey mercy you are live with the mozani school board we'll give our presentation and then just have you be available for questions at a later moment that's okay yeah sounds good all right

027great thank you oh cool so thank you for this opportunity tonight um we we know you already have no pep trust so i just wanted to kind of distinguish uh what's different about the wisconsin trust so it was formed in 2008 and 2009 to actually cool assets together to drive down the costs of the investments um and then just recently in 2018 we added an advisory committee which is made up of volunteers so the advisory committee uh its purpose really is meant to look at the performance of and the sodium and trustee and then um evaluate the performance and then report out to the districts the member districts do we i'm sorry do we control the slides okay excellent and then as part of the the committee we put together annual report templates so the

028districts can use them to do their annual reports to school boards and then as well we have semi-annual all-membership meetings where we have pma present present and our legal counsel julie lewis also presents twice a year two of the member districts so the members this is just a glaring and i omitted green bay it should be the bottom corner there there are our newest addition um so here's the second column all right sorry um anyways we have about 132 million dollars in assets and we do have one village otherwise it's all school districts right so really you know why the old wisconsin op trust it's a dual level of fiduciary protection um the custodian the investment manager and then our legal counsel watch out for the investments you know professional advisory services by pma and

029then we just take a best practices approach to very transparent in our key structures which is on the next slide so all in our p structure is 36.3 basis points and then i have it broken down by each participant and just for the c6 facilitation fee just you know we hire julie lewis law out of our feed and then right and then so thanks dad and then you can see once again the the partners with the uh c6 wisconsin club trust program obviously we've got uh cs6 serving as a facilitator pma asset management we were hired on through an rfp process back in 2019 as the registered investment advisor and then is not to mention they serve as a custodian and trustee in the arrangement so a little bit of an overview of who we

030are at pma we've been servicing the public sector since 1984 and our founder bob english really started the company really the kind of the snl crisis in the wake of that helping to assess bank bank health i'm trying to do that analysis to make sure that funds are placed with safety liquidity and yield at the forefront and so over time we've developed to a full service public finance company we have over 160 employees we're based our office we are based out of milwaukee wisconsin we have around 10 employees there but we are based on the naperville illinois we service 3200 3200 public entities across 14 states and then you can see some of the back of the baseball card stats we've got over 20 billion in investment advisory assets as of 6 30 of and

031working in this space for just over 15 years and then wanted to give you guys a little bit of a flavor of how pma has had an intersection with the multi school district over the years so my relationship as a portfolio advisor i work with the district under the construct for the wisconsin investment series cooperative or wisc some of you may have heard that acronym um and the district has served as a participant in west since march of 2018. uh we worked with the district on bond proceeds management you can see the issuance that we work with the district on in the past and then there's some other general fund operating investments that the district has along with 146 trust investments so for this particular conversation pma asset management we have really four investment options

032or alternatives if you will you can see them laid out there in the left hand column so you know risk reward paradigm if you will top to bottom the ultra conservative as you can see is really looking at an investment horizon you know from two to three years uh you can see the balance there is bulk of it is cash um seventy percent and then you've got some fixed income component which is 30 so it's really designed for for folks that are maybe sun setting on their 173 plan uh really looking at using those dollars maybe the next two years okay so more of a fixed income focus and as you can see as you go down the conservative growth model that's really looking at a focus of two to ten years you can see

033you get a little bit of a plug of equity in there 32 percent exposure and fixed income still carries the the weight of that strategy and then down the line we have the moderate growth which is a little bit more equity not just under 50 percent there and then finally balance growth for people that are really far out in the yield curve and more equities close up to 58 so you probably say brett what are the what what are the what's within these investment options um and we all uh help facilitate through vanguard most of our mutual funds are vanguard mutual funds and we have one that's a black rack on the high yield side so that's really what we're utilizing in our lineup and then i think the call was for you know a

034snapshot of maybe some performance return looking at the trailing year you can kind of see the trailing year in bar graph versus the versus the benchmarks that we are uh tracking towards um you know end of the end of the day and you can see especially if you look at like a conservative growth of the modern growth it's been an amazing performance in the wake of what we've seen um you know in the wake of colgan what's transpired but that's just the trailing year look at how things have progressed in each of those strategies as being expected ultra conservative with that fixed income focus a little bit of a lower return um but wanted to give you guys a snapshot of what that what that looks like under this construct so that's the overview from

035from my perspective and you know like i said we've got mercy on the line here and obviously uh todd and josh are available um he has any questions i'm just gonna throw in some 30 000 foot for the board and for community members present fund 73 just as a reminder uh post employment benefits so 573 fund 10 is the general fund so fund 73 is you know you know once once staff members retire and and how we're going to finance it our fund 73 is is is well positioned and it's something we've been working on you know for over a year uh based on the very good position of our 173. so fund 73 is not a wisconsin wisconsin retirement system right and that's a common like misunderstanding that wrs is is separate that's not

036inside of our funds so fund 73 is what we're managing with respect to post employment benefits but not wisconsin retirement system that's that's outside so just as a big picture for the board and for community members with respect to fund 73. so any questions i know i i just have one i think just one um just for um i'm an investment advisor also so i just want to make sure that i put that out there army we're thankful you're talking no no no no i just wanted you to know i'm putting my conflict of interest out there right um but i don't have one in this case my question is more about how long have you guys been using v-mode since the 15 years roughly not in the former function of a trustee and custodian

037but okay maybe you can speak to the well i started with cesa in 2018 and um that's when we were with bmw like that it was already there right so this is it's more a question it's not it's not a criticism it's a question so of course grew well as we know it in wisconsin grew from m i bank out of milwaukee a great wisconsin institution but now it's a montreal canada bank and i'm not advocating for us to bring the money home right i mean they're acting in a pretty limited capacity the assets i understand are at vanguard and blackrock i get it right but i'm just curious is that something you guys have talked about considered yeah i'm not advocating for anybody you know like a nicolet or an associate or somebody like

038that that has or even a regional bank right um that has uh you know roots in kokona kimberly oshkosh manitowoc somewhere yeah so looking at the microphone um so our what our process is with the advisory committee is we evaluate the performance of each vendor and then usually it's good practice we'll do an rfp every three to four years you're just now getting to that prospective point correct okay i i was just asking because i saw bmw yeah and people was involved in 2018 in that yeah oh okay very good thank you sorry we had to get her on the phone all right hey thanks mercy awesome [Laughter] yeah you might just add or michelle and i could add because i've been on the committee um the committee for post retirement benefits has met even

039during the course of the summer and i think we had two in-person meetings maybe just one but one's going to be coming up i believe and so this process does continue to work you know even when the teachers aren't you know on their regular work days right so right yes thank you for lending leadership to that so we do have a couple of uh prospective motions that was just a presentation it's under new business oh yeah it's later right sorry i think for them i don't think it'll be long until we get to that item motion one and motion two listed in 12a is that now or later that was going to be a new business it should be integrated right okay and we'll be there shortly okay all right uh 17 v 7b excuse

040me uh discussion on the seclusion and restraint report yes i'm pitch hitting uh with this particular report this is an annual report uh that's required by law uh there's a powerpoint presentation under act 125. uh there's an annual report to the board prior to september 1st as it relates to any seclusion and restraint um if you'd like to jump into the slides should start with the let's just say there so everybody has of course and the board has seen this but this is required that we go through this process right here let me see we don't have it amy's sharing i'll see if i can share anything yeah sorry get it now yep sorry about that okay with respect to act 125 and act 118 just going to jump right to the second slide there

041you go students with and without disability so it's not just a report with respect to students with disabilities it's actually both applies to school staff independent contractors actually anybody on school district property or school directed services next slide the procedural information reports incidents that involved by law officers in the school along with staff second incident with student who has an iep required within 10 days of the incident no locks are allowed in rooms for seclusion and restraint maneuvers that replace a child in a prone position are prohibited procedural information that we do follow is listed there on the continuation page which ends with the annual board presentation so there are trainings on this on a regular basis with respect to physical restraint and or seclusion policy 447.11 with respect to physical restraint next slide restraint

042may only be used by trained staff so training provider will include instruction goes through the the most important part of that slide is obviously last resort uh i've been administrator 20 years now and seclusion and restraint is relatively uncommon in all the districts that i've worked in whether it be kenosha menomonie or here also seclusion the next slide jumps into specifically sorry the actual numbers you're good stay on the numbers page so the actual incidents uh there was actually one incident in the school district which is listed there number of incidents is one total number of students is one number of students with disabilities involved the incidents won so that is that was the extent of the seclusion and restraint for the entire school district last year does does that number one also include any

043restraint that our school resource officer might use or are they my understanding is they're not included in the solution restraint report but they they are they are included if it occurred on school district property so if it occurred on school district property and they were part of a staff restraint so if a staff member and then a police officer is involved but if it's police officer only then that's you're right okay thank you but if it's a teacher like a special education teacher for example and then a police officer comes to assist and they're acting as an agent of the teacher essentially perfect thank you any other questions right thank you item number eight consent agendas seek a motion i'll make the emotion questioned by gorman second by bauman anything the one thing i have

044amy um might would um abstain from item 5b under the finance and billing community we didn't know if that should follow through the board level or item number nine discussion impossible decisions approval of the monthly voucher list promotion i'll make that motion motion by hanson second by zebra roll call please hansen yes harmony yes kaiser yes maple yes stankowski yes zebra yes barnes yes fomen yes gorman yes oh yes thank you item number 10 discussion of possible decision acceptance of the monthly treasurer's report seek a motion also a question by uh kaiser second by hanson roll call please kaiser yes maple yes stankowski yes zebra yes barnes yes bombing yes gorman yes hanson yes harmony yes oh yes item number 11 discussion school board superintendent communications you have a few items there listed in your

045in your packets one is an online learning platform for the school board that was purchased for all of you uh in my update to the board my my weekly update to the board you should have seen that on friday actually i think i sent the update on saturday to this past week but all the links were in there if you have any questions about that shoot me an email or shoot amy an email and we'll make sure that you're connected with that professional development that online pd thank you kevin for the suggestion it was a good one congratulations to julie shell for a lot of you have known she's accepted a position in the wausau school district to work in their central office so we have posted for the position we have some wonderful candidates

046and we'll be interviewing for that position on monday so i think we'll we'll get to that later in the agenda or with some discussion with kevin um so we're excited about that we have some excellent candidates especially midsummer hiring in general is my third point has been extremely active this season but that's being reported from most school districts i'm talking to mrs mckinnowitz who talks with other hr directors and coordinators it's active in most school districts right now we will likely be north of 20 to 25 new teachers to the district by the time we get to first day of school so it may even be higher than that not to mention also other position changes but likely like i say in my report uh we'll wait for the august meeting with a good gauge

047for the final hiring totals as we continue to work through that on a day-by-day basis including over weekends and as recently as right before i came here as i was pre-screening cni director candidates one last point about the state budget that was brought up it's been signed by the governor with minimal changes a little note about the state budget after the republican rewrite in general this means the mosaic school district will receive no new money for general education from the state there will be additional money for special education and mental health the governor will allocate an additional 100 million of federal dollars to all school districts in the state the federal dollars allocated to the mozaney school district will need to be used to offset cpi increases and the general increases in expenses that have

048hit all organizations post pandemic so when i was just a jump out of my note there for a second so that was my note and my cautious and conservative nature with all the federal dollars is that when i was informing the board over the last multiple months that that is the direction that they went so the federal dollars will essentially be used as the state dollars the increases that would have normally come but those will be decisions we'll have in front of the board in august and september for how we're going to reallocate those federal ballots and you know where our actual dollars will be sitting with that i know it's something that michelle is actively working on some of the federal money has already been spent uh for example like on ppe and things

049to get us through the pandemic you know increase sub costs that kind of thing this approach to funding schools is the state acknowledging that schools receive money from the federal government and would be less in need this year this will provide a tax break to homeowners all right that's been projected and talked about at the state level uh business manager michelle brown will be working with the board on the projected use of the federal dollars to offset the lack of increases from the state government including paying some salaries word is allowed for example like with nursing services and the new social worker there will be others but those are two specific examples where we'll be using federal money but there'll be others because the federal money unlike the state dollars the federal money has strings

050attached so there's certain things that you can do and certain things that you can't do but that'll be those will be things that will be coming to the board in the next month or two between now actually in the next several months as we continue to work through those actual dollars and what that looks like going forward okay and the last thing and it occurred unfortunately just the loss of the student over the last few number of days it's amazing trying time for members of our community including a lot of people here so it was a sad moment you know that occurred and just wanted to acknowledge that and that it's a tough thing for us all thank you for that and that's all i have i'm item 12 12 new business i'm 12 a

051is discussion and possible decision approval of the cs6 wisconsin uh other post benefit employee benefits trust there are prospectively two resolutions that we're going to be um taking up this evening um i was wondering if we had to choose one or so it's both over both okay we're choosing to appoint and then we're which is just yeah um with the cesa 6 there are two agreements one is the wisconsin open trust trust and custody agreement and then the other is the wisconsin open trust pma investment advisor agreement so we would need to make resolution to approve both of those and um we would set this trust up and begin working with this as we're closing out the current trust that we have those would be separate motions yes these are trusted custody agreement create fun

05273 trust trustee appointment chris if you click on motion 2 it will list both of them in there oh thank you kevin i'll make a commercial i'll second that well we're doing the first one obviously first i hope that the board of education authorized the adoption of the wisconsin open trust and custody agreement create the fund 73 employment benefit trust the appoint harris bank nas trustee and custodian authorize the superintendent and superintendent or his or her designee to carry out all related obligations good motion by barnes second second by hanson any discussion questions all in favor say aye aye opposed motion carries i'll make another motion all right please which is motion number two investment advisory agreement investment reserve appointment i'll move that the board of education authorized the adoption of the investment advisory agreement

053appoint pma financial networks as the investment advisor for the district fund 73 employment benefit trust and authorize the superintendent for his or her destiny to carry out all related obligations the motion by barnes second by hanson any questions i just have one quick question um there are four different um sleeves of investment options um is it your intention to select those is it your intention to have them to give a recommendation uh you're just not expecting to have them give a recommendation um we may be using some of you know several yeah based on based on the time frames yeah absolutely is that correct yeah i mean i think i think at this point we were thinking of that the conservative growth that second one down um in the in the lineup um then you

054know moving forward you have the ability to to adjust as you need to obviously but i think that would you know keep us against the emotions this part of that conversation with that um we've got the there's an investment strategy selection form as part of the investment advisory agreement okay yeah and it looks like you and you on behalf of mr munoz directed by the board is authorized to engage in those agreements and um an important consideration of prospectively using just one at the outset is the larger the piece is the lower the aggregate fees are whereas if you split it up it may not i'm assuming that's how you do business right they're perfect makes sense to me any other questions all in favor say aye aye opposed motion carries thank you thank you

055gentlemen all right thank you virginia thank you do not have to stay for the duration unless you are so excited to be here go box go watch it thank you thank you everybody appreciate it thank you i think 12b discussion possible decision approval of the 2021 2022 board meeting dates we have a motion by gorman a second by kaiser any questions all in favor say aye opposed emotional item 12c discussion of possible decision approval of the 2021-2022 ymca contract i'll make a motion there's actually two options that's to make a motion for options we have a motion by hanson a second by barnes thank you to uh enter into a memorandum of understanding between the woodson y and the mozanis school district what we're calling option one which is the lower cost option and that

056will run i believe through june 30th of next year but it could continue beyond that through september 30th one day yeah correct and one thing to make a note of with option one and option two i wanted to make sure that you have the options available this is fund 80. so funday is a community service fund that we levy into and that we have money available to service community needs not necessarily not a fun time not teachers not for students but community needs like the pool for example or other services like that through our community center just like to reference the community connections aspect of the strategic plan when when looking at this that one of the options option two just looking at option one which is the standard option that's what we're doing this

057year it's rolling over what we're doing and continuing uh with the current services option two just as a and i'll i won't read the whole thing but the gist of it is that it's it's an opportunity uh for the board uh to institute essentially um and i'll just look right to the words in the middle of option two uh a program for adult and senior population in mozambique that focuses on physical social and educational aspects for example programming would be land group exercise programs yoga pickleball cooking classes car clubs educational presentations and trips it's essentially establishing an avenue for programming for our adult senior population as it's listed and i'm looking at bullet point one two three four in option two we do have the money in front of 80 to handle this it would

058be a one-year agreement it doesn't go well if we can't get the senior adult population to be involved it's not something we would continue but there was an option that the ceo of the y and i had discussed that he wanted to make us aware of okay we have a motion in a second from mr munoz all in favor say aye aye opposed motion carries item number 12 d approval of the co-curricular mission and vision statements and handbook this uh the co-curricular mission and vision statements handbook is essentially the stem from an initial meeting with mr smith and a couple members of the board looking at different items for some adjustments and enhancements to the mission and vision uh for the co-curricular aspect of of our mission several things that are in there that are

059outlined in any other time to look at it in green and then yellow and different coatings for those sorts of changes so at you know at this point this is essentially what was developed from that initial working meeting with mr smith and several board members but by no means is it you know we're open to discussion and additions or changes or suggestions with respect to to these things okay yes i think it's worth noting the board i mean um yourself and jessica and i were in attendance at that meeting it was a and diane oh i'm sorry and diane and it was a pretty robust conversation you know you were in the way that's because i was going like this we ended that meeting before we concluded it to to help work through verbiage and

060whatnot and and i think we all agreed that what gets put out here is very important to the future of these programs to set the standard and the expectations from this board to our staff that are working with our kids in extracurricular activities and uh did you blow that up please whoever is sharing this thank you and and i believe this is a rudimentary first draft so i'm almost thinking the appropriate i'll just do it i i would make a motion to table this item for a month to give mr smith the opportunity to continue to work with the board members that participated in that in that meeting to help make sure we're satisfied with the verbiage and the length of of the mission vision and how those will be impacted uh well uh we

061have you're making that as a tabling motion so um hilly motions do require a second but do not have any discussion is there a second oh second okay so we have a second by kaiser um if we vote to table it means it will not be discussed anymore tonight if we vote the tailing motion down it means the count of the debate the discussion will continue um all in favor say aye all right opposed hi i hear two opposed um i'm not sure everybody voted so uh i only heard like five people voted so let's do a roll call and we'll do a roll call please okay repeat the make sure that so the motion is to table okay the adoption of the revisions because they are there are some remove things removed some changes

062and some brand new conditions to it um kevin can i ask the green is what's taken out uh uh yes um and the green was moving green is relocated on the front so yellow is new green is moved into a different section and i and it's not debatable so i'm gonna end my comments there um but if we vote to table then that means we're not going to discuss it tonight so if you vote i you're voting to postpone it to a different time roll call please barnes aye balman gorman yes hanson no harmony no kaiser yes maple no stankowski yes zebra yes six to three all right so you'll uh reconvene that committee with prospectively with mr uh yeah excellent thank you thank you mr barnes i just want to add that that's going

063to affect the start of the football season that's what i wanted to say but i couldn't because you do not get to debate or add context to cabling motions i'm all about robert's rules okay where's your cheater book you said i was getting delivered i've got the master if you want to read it it's all yours but i can tell you that that is true what i just said i want that for donald trump um right 12 e is discussion and possible decision wasb resolutions and i know this is going to be disgusting right obviously but um my goodness we have the expert with wsb over here she had them all on earlier she had them on you missed it she had them on that is all her wasps also being rude all right so

064this issue really is uh we have our annual uh the wasb convention down in milwaukee roughly the third week of january and um we we have the opportunity to introduce resolutions but they have to come through the whole board it's not from any one individual so um we're going to we have till next month to vote on any resolutions that you would like to see the board consider to put before the wsb resolutions committee i was on that committee last year and gave up several friday nights on zoom trust me but it was very interesting so once i had three resolutions and he didn't have any so i haven't had any for a long time last one i remember what mike brought to the table mike what did you bring last time well i wanted

065uh a drug testing for our staff and not anybody that works within the district okay and the committee that was there was a player so it never made it to the whole ever made convention which i felt was but then didn't get past years all right yeah this is something that i like it says in an item this came up on september 15th and just wanted last year of last year so just wanted to make sure that we were putting this in front of the board again to be aware of it being brought up in a public meeting about any sort of suggestion so if there's anything like that intelligent item 12f discussion and possible decision approval of policy 2240 controversial issues in the classroom revision yeah there was some discussion at the uh i

066think it was cni committee last month where there was some discussion and i suggested that that we focus the the board on a you know policy governance way on controversial issues which is an existing policy two two four zero um that uh kevin jumped into a little bit uh with respect to reading what it is from the board perspective a little bit about this policy it was insured by neola in 2011 what that means is that neola is our policy group and you know they work with hundreds of school districts in the state and in the nation they're policy experts and they've determined that this policy is insurable in other words written in a way that is legally sustainable for the school district uh we adopted it in april 2017 as a policy i think

067one of the most important points i won't go through word for word kevin already wrote in to read the you know the what controversial issues is as it relates to this policy in the paragraph that's listed here for the purposes of this policy that's what mr hermanning was referencing and really the next part a b and c i'll really be referencing just b with respect to all of this that the board will permit uh and that's an important part of this policy develop a neola policy permit the introduction and proper educational use of controversial issues provided that their use in the instructional program is related to the goals of the course of studying the level of maturity of the students b does not tend to indoctrinate or persuade students to a particular point of view

068i actually believe some of those comments were brought up by some teachers here um the the indoctrination and persuasion piece i i think there was good aspects of those comments c encourages open-mindedness and he's conducted a spirit of scholarly inquiry i won't get into the rest of it but that's the gist of the existing policy now we had reached out you know i had reached out actually during the cni committee meeting for those that were in cni i was in cni i reached out while the meeting was going on to our policy uh neola policy representative and i said okay the board is talking about this particular policy are there any examples of things out there that you'd like to consider they actually sent us several things including that which is in the green on

069the bottom oh there you go so neola sent us this piece along with several other pieces now during agenda setting uh with mrs gorman and mr harmony the we looked at all the things that niola sent and said well a lot of that i just i don't i don't like a lot of that but this is something that they sent meaning our neola representatives as a suggestion that would fall under miola you know rules that in other words this is done in other districts if it would fall under this doesn't mean we have to do it it was his suggestions and thoughts that came from cni and neola threw this out here as teachers shall complete the teaching of controversial issues request form which hasn't been created yet but it would be just a straightforward

070form and submit it to their building administrator so the question would be well what's a controversial issue and it really would come back to a b and c that looking at a b and c and saying okay in the policy which is what we have to base on it's rules of the district it's been approved by the district that whatever it is whether it be crt or anything else if it tends to indoctrinate and persuade students to a particular point of view i mean it's a controversial issue and it may not be allowable but that would be for anything not just crt but anything else that if it tends to indoctrinate or persuade so if somebody comes in as an example and says i want you to be a member of the democratic party well

071that's not allowable nor is it from a republican party nor is it from a religious you know indoctrination perspective so that's the gist of of letter b okay just to you know from niola's perspective and from the policy perspective of that okay okay so um we do have uh a prospective revision to the policy um looking to the board for its direction um i would i think it would be appropriate for this type of a conversation to have the discussion before any prospective motions so peter i was going to make a motion so i'll wait on that okay matt i'm unclear in the verbiage that i read on the screen i put myself in the shoes of an educator in our district is that is that for a educator or teacher has a thought like

072i would like to discuss this i recognize this as a controversial issue as described in the policy therefore i'm going to go to my building administrator and fill out the form and go that route or there's a student initiated controversial topic that they recognize as controversial and they're supposed to hit time out and fill out a form and like it's not clear to me what that process is for someone given the way it's written so i think it's relevant personally i think it's relevant and mr munoz didn't read the entire policy and much like many whether they're employment policies in my company or policies like this until it comes up people don't know what they say i mean even though we i mean i've not read this policy until the last month maybe i should

073have when i first came on the board there are thousands it seems of words there are thousands of words could you move up just a little bit i want to maybe addre i'm sorry the other way down my apologies christy a little bit more okay so um are you going to like i i'm going to a particular paragraph right there in the discussion of any controversial issue in the classroom or in the course of professional duties i'm not saying that we as a the current board this was approved in 2017. i'm not saying that this body even agrees with the policy as it's presently worded it says a teacher may express his or her personal opinion so long as they're identifying it as such and must not express such an opinion for the purpose of

074persuading students to his or her point of view so to me that's the out for the staff to be able to share so long as it's not intended to indoctrinate as it says in items a b and c and elsewhere in this same policy it requires that the alternative position alternative positions also be presented so when we were discussing so for example when diane and i were meeting with mr munoz last week there are five additional paragraphs that we decided it didn't need to be cluttering the rest of what was i believed we believed was a really good policy already and just to give you one last point we took we decided now at the risk of having one of you if it's your prerogative at the risk of having you want to say oh

075i wish that that had been presented to us we didn't we're not presenting to you tonight parents must be notified in writing of their child's right to receive alternative instruction when controversial issues are presented i agree i mean that is what other districts have okay in the state probably i'm sure in the country um maybe some board members feel that that's what we should have here diane and i felt the rest of this already covered that yeah just to give the rest of the board and community members some perspective on the rest of this sheet that's not up there when we come to agenda setting it's the board president's prerogative to set the agenda based on recommendations that i put out there but there's a whole list of niola's suggestions far beyond what are listed

076here i'm sure right deep i mean these are suggestions that they approve they approve of we didn't even he just mr harmony just mentioned one you mean you mean niola neil i'm so it's not i mean they're not in the business of approving but they've had vetted through their legal councils correct that are then adopted by some school district so i agree with everything you said i appreciate your explanation but i don't know that it answered my question because i'm looking at what's in green and what's the point of it if all the given all the points that you made and our expectations of the staff to to vet it through this policy i'm struggling to see how and when a request form would be utilized and if you're recommending that after reviewing that like

077that i'm confused okay megan i second what he's saying also the feedback you received from the beginning reaffirms what my initial thought was which was that controversial is a vague term and it's going to cause confusing critical race theory in and of itself is confusing there's a lot of media attention that's about it and i don't think there's a lot of general true understanding of what that means i read a lot about it to prepare for this meeting but i'm still learning about it um i think that we still have learning to do before we get to anything like this the only thing that i feel really confident about right now is that our teachers are highly qualified for the bachelor's master's and years of experience and i trust them to do their job they

078know what to do they know what's appropriate um and they are teaching our kids not what to think but how to think and a form like this is really going to stiffen what can come i believe in the classroom um and i i would not support that i thought there were a lot of other things on here that i would be supportive of the other options on the green sheet that you guys took out i do not support and will not support that i think there's too much misunderstanding and we have a lot further to go you know until we get to a point and we should be getting more teacher feedback of how you know what do you guys think how can we all come to something together jessica so the only thing i

079agree with there is the fact that i feel in talking to my constituents because i firmly believe that as a board member it is our job to speak on behalf of the people that we represent not just our personal belief so keeping that all in perspective i agree with the fact that you say it's very important to teach critical thinking and not what to think and i personally along with the others i spoke to want education and no indoctrination but i know that in my personal experience with my children in this past year that that has been coming out a little bit more and more so for me personally i do support the forum i think it helps to bring a little bit of clarification before it gets into the area of more controversial topics

080i believe in the in the fact that we need to explore opinion and facts but not go to the level of persuasion so i think that this will help to clear up some of those muddy waters by having that form anybody else i'd like to um the paragraph underneath c you could scroll that up i think that's important and that answers one of the teachers questions agree with that does absolutely answers that the camera is about students can raise issues they would not then require in advance any submission of a document absolutely if we were to go in that if the board were to go in this direction and then hang on anything else okay and then i'm on to the next one when the issues happen of course the board will permit the use

081of these issues which have been approved by the principal so i'm assuming everything is that the curriculum has already benefited this one here the next one yeah sorry i'm thinking that covers a whole spectrum of and like exactly what amy said then you cover to speak from a policy perspective you know the representative gave multiple options that which is in the green was one option there were iterations of multiple options that when you know kevin and diane and agenda setting we looked at them it was robust i mean they they have a wide playbook you if you will of multiple districts that they service that have this base policy and then different different iterations of it that they ensure through their legal counsel that it's appropriate and the right way to go so you know

082they gave us multiple options trust me this is the least um do we have to change so i will i will say that last month matt and i and then kelly at the curriculum committee meeting we approved mrs bruning was here we approved the middle school social studies curriculum for going forward right and um the conversation actually followed a curriculum meeting about five or six months ago in which the high school teachers social studies teachers specifically came to our curriculum committee and because we had some a couple not multiple we had a couple of students who opted to come to mozani open and rolling into mozaney this past year because their parents sought to ask our administrators and staff whether or not the u.s constitution is taught in mozambique because in their school district which

083by the way is in our conference in their school district the u.s constitution is not taught even though it is one of the standards for social studies for k-12 for high school as well as even for k-3 i think i looked at it earlier tonight during curriculum and so given that jessica has concerns given that i have heard from parents and one business owner in the community but some multiple parents about the concerns that they have about whether or not critical race theory is being taught in our school district we asked mrs bruning last month to weigh in on that as a concern that some people have matt and i voted to approve and you all supported it in the consent agenda to approve the the teaching the curriculum that we have and i do

084also agree that critical race theory as a theory not a curriculum is not limited only to social studies i absolutely concur with that statement okay now i also agree though i assume i also disagree i i patently disagree and i i think i'm fairly good at this of trying to find common ground in areas but i patently disagree with the broader philosophical concept that our nation or our society today should ever support equity as its foundational principle because equity means equality of outcome rather than equality of opportunity and i am all about wanting to have opportunities available to kids who are supported in their family and kids who aren't supported in their family and so that's how this whole thing got to where we are today but megan we don't have to as a board

085change the existing policy that's a for sure but this is the process and we happen to be having a meeting of the board that happens to be in a public setting and some people like that some people don't like that i think it's relevant we all believe in the process that's why we're doing this diane well entered agenda planning meeting with everything that we had seen the reason that we talked about this form was everything is basically covered in our policy but to give it more clarity in my opinion to by adopting to add this form if there's a question that you won't talk about with the principal or the curriculum director so everything is already covered if we're following the policy there shouldn't have to be a form that's filled out but if there's

086a question then you go to the people who can answer that question and then we can tell the parents that the principles of that building enabled by the superintendent and the director of curriculum supported by the board have supported what is being taught yes i just want to echo a point that just made and maybe some more data to it like i don't for a second believe that the vast majority of our staff are violating this policy as it was written but my personal experience for my kids going through the school and the frequent phone calls i got in the last year from parents there are clearly staff that either don't understand this policy or that that do things blatantly in violation of it and nothing will fire up our community members which is who

087we work for we as a board work for this community nothing fires them up more than staff that do violate this policy who by there's no other way to understand it than trying to indoctrinate or change the way a student thinks which might be in conflict with their parents values and the purpose in bringing this up and my motivation to have a discussion about this very robustly in public is to make it clear that this is what our expectations as a board are so that the couple it's unfortunate it's always the case that the actions of a couple end up impacting the whole so i think i'm very supportive of our staff i appreciate the work due but there are staff that in my opinion have clearly overstepped in their education of our kids and

088i just which is the point i made before which is we as a board need to be provide very clear expectations to our administrators and to our staff so that so that they're performing the way in which we want and i don't think we have had that conversation before here so i think my experience really is similar to yours jessica and i just wanted to make it clear that like this isn't the whole this isn't even the majority but we'd like everyone to follow this policy mr hansen after hearing the discussion are you still interested in making a motion yes i was looking to change it a little bit down what was so when i originally plan on the motion i plan on making was that it would say forwarded to the director of instruction

089for final review and approval by the cni committee however i'm kind of putting the cni committee on the spot you're only three of nine votes and that was where i was planning on going with it we don't have a director of instruction at this time i think a lot of this discussion that person should hear at some point yeah i know but i mean at this moment are you higher is not right right it's with us tonight we will have it we'll have a new hire to start at school so so i'm going to make a motion that the wording be changed to director instruction for final review and approval by the cnn you have a motion and a second to revise policy 2240 by the addition of a paragraph that reads teachers shall complete

090the teaching of controversial issues request form and submit it to their building administrator this form shall then be forwarded to the director of instruction for final review and approval by the c and i curriculum and instruction committee teachers must be motive notified of approval before the topic may be presented um we have a motion and the second discussion and i will kick off the discussion by saying that i i respect everybody in this room elected officials and otherwise it is not my goal to shirk the responsibility that the cni committee would have by saying i think that goes i think it's i think it's unworkable in the sense peter and jessica that we're not going to have a special board meeting any time every time a form would be and i'm not suggesting that you

091were even thinking that anyway that a form would be submitted because there could be it's relevant and important for things to come up in the that are in the pop culture that are in the news media um mrs bruning mentioned at the last meeting when i asked about the idea of do we have an actual current events class matt kelly you'll remember that and she indicated that that's how many parts of the class they go which i was really glad to hear okay um and both of you were as well so my opinion is that might be a little too cumbersome not because it's a burden on the committee or the board members but in their comments and the struggle for them my son has had many of them as best folks i appreciate their

092comments and appreciate the teaching that they've done um this isn't intended for those current events an hour two type of discussion that comes up this is if some if a teacher comes and says i want to teach critical race theory for a week i think that that decision process should follow some kind of a path not i i understand this the policy is hard there's been a lot of discussion tonight of truly understanding when does it get brought up when do we follow it it is a difficult decision process but i think if there is a plan length of time of in-depth curriculum study that would that was where my intent of this was going i i feel like also you have a cni instructor you know with the education in the background and also

093with with me just being of the population and not of the schooling and this and that i feel that you need to have to get your superintendent decide your principles and see i get where you're going with it but it's just like and even though we have to have special meetings what a what about sorry yep okay um about instead of a final approval for the cni committee just as comes through as an update but still get approved but you're not going to vote with the c9 committee as an amendment not only that the cni committee also keep in mind does not i know we come into our consent agenda things can be pulled out but i mean yes we could convene a group of three people at any time but we wouldn't be acting

094on behalf of the board because we can't do that like i believe it's a mistake you know i think it's a mistake involved [Music] it's not your supervision the board supervises me and then everybody else essentially works under well and so if if there's going to be some sort of change i recommend that it not be through the board that this sort of thing continue to run if if this is the direction the board chooses the goal that it continue to run through you know the hierarchies that exist the principles as it's listed in policy uh but the the original write-up was that it go through the cni the director of correct of instruction right not that it go only to the building administrators correct the current policy does does list the principles yes with

095the existing policy and they're approving two thousand yeah i see that yeah list the principles already right right uh in the policy so i think this is a check and balance board the board really since i've been on the board really hasn't gotten involved in curriculum issues other than reviewing and then approving it we've not voted against any res any curriculum items that i've seen in the last two years that's going to take on this it's like i understand where your motion is coming from and i appreciate your intent behind it but what's important to me is if we take the policy language minus the green and we hold our teachers and our staff accountable to our own policy that's unnecessary and we could have a sentence in there that says teachers and staff that

096have any concern about the curriculum they intend on teaching are strongly encouraged to communicate with their building administrator and then it's the building administrator's job to go to the uh go go to cni or to mr munoz or ultimately if there's it's that controversial it can come to the board at some point so i just the more i'm thinking about i think that's unnecessary and we to a point that somebody made like we have staff that are educated we have staff with advanced degrees we're giving them a policy which is very clear about what our expectations are and i think at least my point is like my intention is that our administrative staff hold the rest of our staff accountable to our policy and if that's the case and i'm a teacher and i'm thinking

097hey i wonder if i should be talking about this i'm gonna pump the brakes on it and go talk to the principal and be like i think it's a good idea what do you think so matt in my opinion you're kind of talking yourself out of the argument you made in support of jessica earlier okay because my personal opinion as i listen to you talk about it i agree with you as a matter of fact but that hasn't happened okay which means the word accountability oh that's true and so so we're now in a position where because a few people have pushed the envelope without i mean which you admitted you said you made even a more robust defense of changing this policy a few minutes ago than jessica did in her second in my

098view if we find that we don't need this policy adjustment what's to say we can't adjust it later maybe even mid-year we could accept that this doesn't the purpose of a policy is to sell tell us that person how to do their job when there is a question on it this that's right this is very in this case it notifies the board this is very vague about when a staff person is going to do that do they need to do it when a student initiates a controversial topic my opinion is i'm asking as a as a as a colleague on the curriculum in instruction i can assure you that every single month so long as i'm still on that committee for the rest of my tenure on the board i will be asking for a

099report about all the documents whether we we approve this new form or whether we don't approve this form but i hear from the cni instruct the director of instruction about how many times he or she depending on who he hired has talked with the building administrators from now until i'm off the board if we don't hear from it in a different way in writing our constituents have come to us with this concern and that's i think they're not being heard i don't think it's too much to ask but to put it in writing because it doesn't say listen it says it literally says the board will permit the instructional use of only those issues which have been approved by the principal i mean i guess i could go kind of out of our meeting here

100and ask mr layman and i'm going to do those requests to you come in writing exactly he shook his head no for the benefit of anyone who wasn't looking at him so maybe they should so that we then can hold somebody accountable but my question kevin is so whatever's going on in the world the student brings up a topic in social studies that by everyone's definition is controversial what is your expectation if if we include this language in this motion will we cover that yes it's covered if the student brings it up can i change my motion kevin yes well i don't know as long as jessica's willing amendment to your own just you're asking really to withdraw your emotions yeah what paragraph is go ahead and read it in discussion of any controversial issue

101in the classroom or of course professional duties a teacher may express personal opinion but shall identify it as such and must not express such an opinion for the purpose of persuading students to his or her point of view probably that wasn't the paragraph i was thinking of right well that's okay that's not related i'm sorry that certainly isn't contradicting the group there's a there's a paragraph that says there can be a student initiated there you go controversial issues related to the program may be initiated by the students themselves and i'm saying they might be doing that in real time so is the teacher i would expect them to do that is the teacher expected to pump the brakes on the car i i don't believe that this policy puts a um a stifling moment at

102all on what a student might race i i brought up my intent if they plan i don't see them this is if we're going to i think we're aligned i just think there's some semantics that i'm struggling with but but i think kevin can i clarify a little bit i think when in discussion you you can address the student and and maybe you know give opinion but you don't start teaching more or less correct and start well it says in a b and c indoctrinating persuading and both of you know and you know also and i don't i don't only because of my kids are long gone from schools but i have heard from parents who have expressed the same concerns that i've heard from several of you on the board that there that the

103several times there has been instruction that has gone beyond education it is blended over into the persuasion indoctrination and an unwillingness to always provide opportunity and encouragement of alternate points of view okay i have we have a motion by peter the second place should have done it the first time the only editorial change we would make to this is the naming of the individual which would be the director of instruction rather than doesn't it say something else no it's direct oh it's been updated since my document sorry i changed it okay i had a different diane and i had a different language the only change from neoliberal ascent assistant superintendent instruction of instruction that that was the only chance you mentioned the principles you know you're not writing forms every single day you're having a

104conversation with a student well and this will come through the new director of instruction okay right i mean yes we have a motion and a second any other discussion it's it's right there it's teacher you removed your revision of that yeah that that was that was that motion removed okay yes yes so the new motion is is this right here i will have in the prior motion that it comes to the cni committee whereas now it only goes to the goes through the building administrator to the director of curriculum director of instruction will we have input or vote on what i mean i i think the concerns that i still have with this can be resolved with instructions on a form on when to use a form and what the expectations of it are so

105when this form is drafted will it come does it come to us or is that just something i don't need to administer well it's like kevin said it's probably just an update you know so then you'll know as a cni it's just yes i mean what i would do if depending on what the board chooses i don't want to write a document sorry an interrupt i'm sorry yeah i would go to neola and they would reach out to districts that do this and then we would get and the new director of instruction would use an example that neolo prepares for us i always think that it's very good for the board from a policy governance perspective there's a little bit of editorial to be focused on policy uh which is really good that's a process

106uh you know in policies is a big part of what the board shop is and i think it's always good uh to focus on policy and looking for refinement so if the teachers are teaching what they normally teach i suspect that this form probably isn't going to get filled out very often well i think it will be i think it will be filled out that deviates i think it might be because people will be worried that they're they've got a target on their back and they can't you know teach you know if they're following her i think it'll make them worry that oh should i do this that's what i would do if i was a teacher i would feel like that the other discussion we have a motion in a second to uh revise

107the policy with the language that's on the screen policy 2240. all in favor say aye aye opposed aye russian carries one thank you for a good discussion ladies and gentlemen um item 12g discussion impossible decision approval of student dress code revisions no no this is a non-controversial issue no it's not no it's not um okay i'll give some history with this particular topic uh before i was superintendent i was sitting in on meetings after i was hired and one of the first meetings i sat in was before i was superintendent was related to dress code uh it was an interesting meeting it was a long meeting and there was detailed discussion about this about what's currently in the dress code so in agenda setting and with some discussion as we went into agenda studying and

108i have reached out and got approval from both the under superintendent and the stratford superintendent that that i would be presenting this in public session so what i did was i reached out to them and i'm this is right out of what both edgar and stratford do with respect to their policies and then i wrote a first draft from my perspective using no original words of my own which is why i reached out to both stratford and edgar and received permission from both of their superintendents that that really i just looked at stratford's and said okay pretty much everything is covered in stratfor it's in edgar's except for the the part that's in green for edger right i was trying to color code things to keep in mind well thank you and keep it lighthearted

109and part of the discussion so part of the agenda setting piece and some input from board members into agenda setting work was that this is something that needed to be addressed and changed so this is my first draft of a hybrid mosaic school district uh dress code based on stratford and edgar in full respect christie could you go down to the oh yeah sorry i'd like to make a motion to accept that with the addition of bandanas slash flags uh bandanas is in there abandon i would like to have slash other slash flags oh okay we have a motion to adopt for first reading as it says first draft yeah that is that's my writing okay because this has whatever we do if we can this actually is not a policy it goes in the

110handbook and goes into it would go into the handbook so this before the next board meeting but just to let me just walk through that a little bit there is a dress code policy for the district for students and for staff but what this is these are aspects of handbook language that would fall under policy so when you do handbooks you're essentially kind of doing running policy if you will when the handbooks are approved right all right so that's the gist of this and like i said i use no original words uh whatsoever uh other than the yeah no i got a question regarding the play thing so what if uh there's a play american flag on someone's shirt what's inappropriate about that yeah is it appropriate to wear i just yesterday wore my shirt

111with my 1776 in the play that's not the intent of what i'm asking i'm talking about wearing that wearing a plague hearing and wearing which we saw the wearing of flags and the second or third last day all around the school building yes are you kidding if you authorize the wearing of the the layering an american flag over your shoulders that means you're going which you do but it also means that you're going to have to you don't have to but you're likely to to not be hypocritical to sanction the wearing layering over your clothing another flag that i might find despicable offensive don't forget what people were wearing they were they were draped uh they weren't it wasn't an american flag i'll just say that oh okay yeah so as i said i i'm

112just controversial on this on this hybrid throwing them all out and this is on this hybrid dress code i have no original language it's just a hybrid between after extractors questions and comments i just want jessica you can go before me yes sir my question is regarding the appropriate footwear must be born at all times what is that in reference to not being barefoot and my question is i did not have that in depth of discussion with the superintendents from scratch and i'm just saying because my mind immediately goes to i've seen all types of footwear which what whatever my mind goes for the longest football cleats oh or is this also referring to if you are an industrial education class you have to have on the proper ppe uh while welding or what have

113you yeah what i do like about stratford's piece is under three under the third bullet their students at industrial tech art and science would be abide by the regulations as outlined by their teacher right they're actually making an exception that there's going to be more strict rules because of the nature of those classes right i think footwear must be worn at all times what appropriate does is and i apologize what appropriate allows is discretion for the building principles to determine what is appropriate when i was running a building cleats weren't allowed you know because it's going to destroy a terrazzo floor you know but yeah and you just hit on a key point that matt hit on earlier it's all about accountability though so is this all going to be followed is there going to

114be accountability of the dress code which is why we're back to this that we were um i don't see anything about pajamas in here it's not appropriate for walmart when it comes to dress code the two things that i've gotten comments more from parents about and the parents weren't even in the schools last year but they were dropping kids off about the numerous children who every day are walking into the buildings with pajamas on of all grade levels i'll say that and the number of young women who have completely bare midriffs are inappropriate well you know what i listen in the school yeah okay i don't have the handbooks in front of you is this in all three handbooks is it also elementary the elementary's covered because i know they have pajamas i'm not talking

115about you know what about pajama day right well i don't know where you're going you said three minutes six minutes you didn't like this part you have an hour and a half close session don't worry about it well to cover yes and what david had said i think this is i think this is giving us basically it's accountability exactly what you said i mean you you can't have staff who are sending who they think is inappropriate and disruption in the classroom to the office and have them sent right back wearing the same item of clothing so so i don't happen to believe that pajamas cause a disruption or a distraction in the school environment i don't happen to believe that personally i just think that the school is an inappropriate place to be wearing pajamas

116okay i have had i have been in a personal circumstance as an adult where i was not allowed into a restaurant because i was not dressed appropriately i had a fancy dress shirt on and a tie but no sport coat at the wrigley restaurant in downtown chicago well i wouldn't lay in neither and they turned around into their closet and they reached in and grabbed the sport coat and said are you willing to wear this it's like duh yes of course it's a thing where people have to be encouraged i mean i just think if you don't put it in nowhere does it say appropriate clothing in that whole document it doesn't say anything about appropriate clothing it only says appropriate footwear there's no reference that would say you can't wear pajamas in here anywhere

117in this whole document i read it i'm not saying pajamas with vulgar or obscene statements obviously that's already covered i'm saying pajamas now i don't have to be if i'm the only one who thinks that that's we don't need an amendment there but then i'll be um i agree with you that that shouldn't be added to it because it's not getting the student's college and career right because that's not appropriate for our work yeah so are you i mean i would otherwise are you willing to make a but at a certain at what level that was where i was getting back to where we are we gonna set what grade level pajamas are at the lowest point yeah for homecoming and that's all okay it's just that he's saying that he says every day i

118think we have a motion in a second we do deal with first not just from procedural perspective do are we asking for a friendly amendment it may not be taken but do you want to take you would rather have a mention about pajamas sure or just appropriate or a reference to appropriate clothing nowhere in here doesn't say anything about appropriate clothing okay so if you see a project the reason that appropriate clothing isn't in there is because then you wouldn't have any other aspect of the policy right you would just have appropriate footwork and appropriate clothing yeah and then the discussion would be yeah i think that that's probably what these other districts were considering i mean given that we're looking at two other districts listen i'm i mean i'm gonna come all the way

119back to what matt said earlier about accountability but we haven't had it which is why we're putting it with more teeth to it well with nate here in the room he's hearing at that level it shouldn't have to be where to spell everything out in the policy all right we have a motion in a second all in favor say aye aye aye opposed all right no nothing okay we're good thank you wasb report oh that is the um there is a leadership meeting 24th in hyde in green bay amy i don't know if anybody's going for that or not that's the saturday night um there is a civil rights training for staff students in the longhorn law firm boardman and clark and they if you go to your wab some already you can click on

120and get someone who's going to join but there's a lot of interesting things going on so that is like i said as dates are in there and that's pretty much it was an oversight sorry the 2nd of august is there there was still no minutes it's not on the agenda we can't even ask you about it yeah sorry about that item 14. thank you future agenda items requested by board members okay is this coming back then uh that's what we tabled earlier right but it wouldn't come back you can't come back tonight no no but she needs for a few whole changes uh yeah yes provided somebody wants to bring it back off the table oh yeah okay so um well we're going to we're going to convene the four people and mr smith to

121update the document yeah and then one of the four of us will bring it back yeah it will be on next month's agenda there would have to be a motion to take it off yeah yeah yeah table so i have to kind of do that in two pieces right okay item 15 movement into post executive session lord will convene and close session pursuant to section 19 85 karen once parents need the state statutes for the purpose of considering employment compensation and performance evaluation data we have a motion by hanson second by gorman roll call police hanson yes germany yes kaiser maple yep stankowski yes zebra barnes yes
