gorman here hanson here harmony here kaiser yeah maple here stankowski here zebra yes all presents i pledge of the allegiance states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i'll second second by mike um questions i would like to move item 11 out into the globe request mike and diane to move item 11f into closed session i'm assuming that is as a result of a discussion perspectively about personnel correct okay that's going to be the only reason okay i'm good with that mike all right any other corrections updates changes uh hearing none um all in favor say aye aye opposed motion cares item five approval of the minutes from the regular board meeting on may 18. um special board meeting uh on

june 7. i'll make that motion second question by gorman second by um peter hanson uh any corrections all in favor say aye aye opposed motion carries public forum item number six the public forum provides the public with the opportunity to ask questions about or address issues included on the school board meeting agenda so anybody who wishes to speak tonight that's the board okay seeing none we can move on to item number seven consent agendas is there a motion i'll make that motion a promotion by gorman is there a second second by barnes um we are we do have a request by uh matt barnes the chairman of curriculum and standards to move the item of the purchase of the social studies curriculum um actually item 4b um out of the uh agenda to the full

board all right anything else anybody else okay personnel all right um approval of the consent agendas with that one uh removal all in favor say aye i'm sorry we need emotion already thank you all in favor say aye aye post motion carries all right um sure um the reason we ask for this to be told is given the amount of attention that's put on specifically on social studies curricular schools nationally as it has to do with two things specifically the pop-up regularly critical race theory and the 16-19 project and what it means for our students as citizens and what they learn in social studies we felt it appropriate to give the entire board the opportunity to speak to this issue ultimately kevin and i listen to the presentation and have the ability to ask questions

and we recommend the purchase of tci as a result of our committee meeting that was a 2-0 vote from a cost standpoint we recognize that tci is very competitive if not the lowest price option it includes textbooks that will have one set of textbooks per classroom they're not textbooks at the homeless students and then the rest of that program is is online and i think that works with our one-to-one opportunities that we have for for our students the there was a robust process which is outlined and i'm sure that i will screw this up so you feel free to interrupt julie but there's a guidelines that dictate how is curriculum selected by your schools and and then you need essa approved rubrics on how that curriculum is selected i had concerns prior concerns i had

questions for julie prior to the meeting so that i could come in informed and understand julie gave me access to or shared with me some information that allowed me to pick select areas that i thought were important one of the things that's very important to me is u.s history to get an opportunity to see what is the curriculum and what are the different components that go through u.s history at the end i was very satisfied with that part of our conversation that i think is relevant to everyone should you be asked because i get asked on a regular basis and in my conversation with julie is that the two things that seem to be very popular right now at least from a media standpoint in critical race theory in the 1619 project are not part

of this curriculum and they're not part of our school curriculum anywhere within our school i expect that that topic will likely be a future agenda item for this board to discuss but since that would probably fall in the lane of social studies curriculum i thought it was appropriate that everybody on the board know that that's not something that's part of them we received information from from our staff um and how they went through the vetting process and the different information they looked at and how they can get this information to to kids and one of the things that was new information for me is these standards and how to select and and how curriculum works is just as much if not more about the process and students learning to collect information and evaluate it and

you guys correct me from screwing this up but it's about the information that's there but it's also about what do you do with that information and how do you critically think about that information how do we develop young people and their problem solving skills and their understanding skills is there anything i should do great it's a solid b minus so step up and that there's an opportunity if if anybody wants to take the time to go through our slides it discusses those different processes that are in addition to understanding history and understanding the world and the things that are going on there's also expectations and standards set by the state or the federal government one or the other or both to say we don't just want the information we want the information plus this development

of the students in how to process that information so we spent the vast majority of our meeting discussing this topic i can tell you that all the questions i had were answered i think there's additional work for this board to do but i also think when it comes to curriculum and the way we're doing things that likely those decisions won't be at least through my view consent agenda items those will be things brought to the board and give any of our board members the opportunity to address any concerns or ask any questions as well in addition to what matt mentioned we did as a matter of a future agenda item through curriculum and standards ask the the committee julian david i think essentially to reach out to neola to get additional examples of board policies

from other districts uh comparable to ours board policy two two four zero controversial issues in the classroom and so we have a board policy already and uh to follow up and to add to what matt mentioned that we feel we have the responsibility to both provide direction for our staff especially in these areas in particular but also to um to allow them the scholarly uh width or breadth to engage in conversations that are deemed to be controversial uh with the philosophical hope belief actually commitment that uh multiple sides of controversial issues would be presented is that a fair characterization of that absolutely and from a financial standpoint i think it's also relevant i skipped this in my summary that this is a six-year contract for this material with tci and the state just came out

with new standards and they're also on a six-year cycle so if the state should change the standards for social studies it would be it would time out for us well with our contract with tci looking to the future that oh here's some new standards well our curriculum is running out at that point in time so we can take those new standards and either see if tc eyes make changes or seek out additional curriculum vendors to determine to move forward so from a timing standpoint it works out really well with this particular product in the country and just uh before on the board i have already reached out to neola since the committee meeting and i've tied uh miss alice into it because we usually work to make sure that we're coming with those reports those

policy reports with neola specifically about 2240 and alternate policies from other districts thank you any other questions for matt on this topic thank you matt mike you're i have a couple of welcome does this curriculum cover the constitution yes there is a constitution are you able to put that the is that on your computer it is but i we don't need to but i actually it does it was a second or third topic um the first topic was the founding of america or i think it was title if i'm not mistaken the first inhabitants and then it moved right into the i think it was the third conversation the third bullet point was the us constitution declaration of independence i literally saw it on the screen there was a section as i i also was

interested in the constitution and i know affects a lot of my life one of the things i found interesting that i think can illustrate not just what is in the constitution that students should be taught but one of the teaching modules was having students discuss here's everybody that was at the constitutional convention what um what was the give and take and the negotiation within the constitutional convention and what were the challenges facing how did they come out with the constitution and puts the students in the place of those members at the constitutional convention i thought that'd probably be a cool way to learn that it intrigued me but i i think that's a deeper dive then here's what the constitution is read it and memorize it so i i like that so yes it's in

there my final question is how far back or how recent i should say does this curriculum go as well does it go into g what about the global war on terrorism that we've been in for the last 20 plus years i know a lot of the like with my particular stanton students they ask they always say why don't we learn about this in school and they learn about it for mom and dad versus is cool i didn't see that talk could we have jenny talk to that just because she is a middle school teacher or i think so the units that um we adopted for at least for the middle school um our ancient world history um and these are based on the standards the six eight standards um kind of the u.s history and

then world geography um so you know the timeline traditionally in those modules before this occurs but they do do some current events pieces that may um may or may not get into those topics matt and i discussed during the curriculum meeting as well the idea prospectively as a future agenda item perhaps of whether our district should actually have a a true current defense class i mentioned to matt in a conversation i had with him this morning personally i wouldn't mind seeing that as a requirement for either grades 10 11 or 12 rather than an elective during the meeting we learned that there is about a day a week where current events about literally what's going on right now rather than a broader let's say what's been going on in the nation in the world for

the last two to five to ten years to me all of that would be current events it wouldn't only be the things that would be in my age and day it was the um that that weekly reader that we use together there's no one in this room adult you remember that okay so it must have gone a long time after i was done but um those were current as in like the past week or two so i would like to see it more expanded expansive than that personally we did that when i was in i had a class called cultures and conflict and every day you started with you had to bring up an event a current event and the first half the class was always a discussion of current topics and then we would

go in so that i don't know if it's still we don't have that anymore no i think but it's worth looking at yeah that was a great question i would think i would think that we would want to have that and sure i'm fine with that being toward the high school years but if we're truly trying to get college and career ready they need to understand more about what's going on in today's world if they want to depending upon what type of career world they're getting into i'm looking at and do i potentially want to join the military given what is or is not going up and we did and we did learn from mrs bruning that they do have a day a week where they talk about current events so okay i okay here

my son just finished eighth grade they talked current events a lot it was a lot of dinner table conversation so i was very happy with that yeah any other issues um no other than i'm excited to look potentially at a way to shape a class that provides multiple different points of view and current events and can help unpack that's the julie words unpack what's going on and have it in a really structured way i see a lot of benefit to that and i think it's definitely something i'd like to see in our community well i i appreciate you being excited about that would you be excited about making a motion to authorize the approval of the social studies middle school curriculum thank you i'll second that motion by martin second by hands in any other

discussion if it's not too big of a request could we all get the presentation of the curriculum a copy of that would ever be okay if julie just forwarded the email the link that you sent me that show of the actual tci curriculum itself the one where it's like one where you're like matt go down to the bottom of the page and then you can click on that and it breaks it up just the website julie go ahead and send it to me and i'll send it to all of you okay that'd be great thank you thank you thank you thank you um any other discussion all in favor say aye aye opposed motion carries thank you good report thank you julie um item number eight discussion possible decision approval of the monthly voucher list

through motion i'll make that motion by hanson a second secretary gorman any questions roll call please hansen yes harmony yes kaiser yes maple yes stankowski against zebra yes barnes yes walman yes gorman yes oh yes thank you item nine discussion of possible decision acceptance of the monthly treasurer's report we have a second before first i'll second mike yes oh yes thank you item number 10 discussion school board superintendent communications yeah if i disappointed five different points and now let's give a little bit of an overview um obviously since we last met we had end of year activities um which is it went really well thanks to kevin and mike uh for helping out with graduation it was a great success graduation ceremony was outstanding uh inside um so we had an excellent year we ended

the year very well covered numbers remained very low especially the last two months meaning non-existent the state of wisconsin legislator continues to wrestle with the state budget number two in my communication to the board that will be an overriding thing going on for all of us from now until they finalize the state budget because there's a lot of political back and forth and millions of dollars in coded relief dollars sr2 sr3 funds how we can spend them so i'll keep you up to date on that as it changes but it's truthfully week to week with respect where we're at with that but michelle and i are watching that very close um we had a great party the other day to say thank you to jeff soderbergh mary zimmerman and brady messenberg obviously two retirements and

and one staff member moving to dc everest so we were very thankful for them we were at a local place and we had a nice celebration dinner and that sort of thing so it was really good um the end of the school year activities for me in particular and actually all administrators just as a general idea as we start to get into we're still in end of year activities end of year reports specifically the biggest thing that i list in number five is the audit so we have a semi-annual audit we're heavily moving into the entire business office most people in this building into the audit of the annual audit which is starting now and will run into july so that full report will come to the board but all of our audits mid-year audits

have come out very well we expect the same thing but that is a tedious process for just about everybody in this building to make sure that we have everything that has been approved and has been done documented correctly with our out of district independent auditors so that's all i have it was an excellent ending thank you and number 11 new business 11a discussion of possible decision approval of the revised 2021-2022 school calendar yeah we had to bring the calendar back up because i made an adjustment to the administrative retreat so just based on some changes with respect to when cesa is going to be doing our data retreat the actual length of that the data retreat would be the 9th and the 10th admin retreat the 11th and the 12th everything is shifted down uh

one week but that's the only change there's no other changes throughout the entire calendar it's only changes in the start of august so i do recommend that you make that change you have a motion by zebra second by bauman um just a quick comment uh some of the professional development things are what's going to be in some of that in august right yeah or is that yeah yes yes throughout the year yes i understand so we at the curriculum meeting we also approve some of that as well which will be part of that in service or through teacher and all new teacher academy and all of district in service motion ii all in favor say aye item 11b discussion of possible decision approval of the wiaa 2021-2022 renewal yeah this is a standard approval we

need us to stay a member of the wia it's actually no cost for it but we do have to have it approved by the board i do recommend that we continue being part of the wiea motion by maple second by barnes questions all in favor say aye aye aye opposed motion carries item 11c discussion possible decision approval of the additional banking institution yeah administration recommends adding american deposit management as an additional banking institution for the district used for banking and investments essentially this was also recommended by baird in one of our reviews we do have abby at the rates listed but what this does is it provides us flexibility in the current market environment it's a positive financial move to have multiple groups to give you options there's a list at the bottom top 10

rates per term that's listed at the very bottom of that that's american deposit management companies list of you know top 10 rates per term so this is something that every school district deals with this sort of investment scenario but having multiple options like are listed on that top 10 rates per term gives us flexibility and it improves the financial situation for the district you read all that really fast is that what you wanted sorry there was a discussion with mr harmony and the baird financial rep aside discussion that sort of led to some of this outgrowth but essentially this helps the school district and gives us a better position in the market with our fund balance it makes sense to try to incrementally improve improve whatever little bit of interest you might be able to

make that's great by hanson's second by bauman any other questions all in favor say aye opposed motion carries item 11d discussion and possible decision approval of maintaining the seventh section of kindergarten for the upcoming school year due to the elimination of the virtual option yeah this is something we've been watching very close the uh due to the fact that the virtual education option was eliminated if you'll remember the board approved adding a position to the elementary school what our recommendation is essentially doing is cost neutral at this point so instead of maintaining that virtual education teacher we would like to essentially shift that position in back into the elementary school to be teaching classes and to lower our class sizes you can see the numbers below uh the five 5k students open and rolling from

other districts will cover approximately 37 500 of these costs you can see that enumerated below with the influx from wasa and stevens point now this was effective when we posted but i know that we continue to take in students and that we generally will take in students throughout the summer so we actually expect this to go up i do recommend that we approve this at this point because there's close to an argument for an eighth but we're only recommending adding one section at this point and i will be watching these numbers but this is a good sign some things that we've talked about that the board has talked about the coven numbers the drop in 50 students at this point early numbers are good but it is very early uh we do expect to see

some more as well but i will keep an eye on this where's the 401 the 4k enrollment with 106 right now typically how much more do we add between now and the school year i mean that for it looks like a low number coming into 4k for this coming year yeah that's really a hard thing to predict i mean right now i think the years looking across the years it's better to look at yeah that's like class sizes across the years that if you look at how like for example go down to 2016-17 school year where they're 128 4ks and then 126 kindergarten enrollments if you look at that trend from six sections to seven and then what occurred from six sections to seven right now the recommendation is moving to seven even though we

have quite a bubble right now at 148. so if you look at 148 and scan down that row uh from 148 at this point in kindergarten we have a bubble right now and adding seven is to me a foregone conclusion and i will watch closely about the eighth because that numbers right now the class sizes with seven are 21.1 and if you look at the board policy related to kindergarten classes which is linkedin at the bottom the board policy for kindergarten is a suggested range of 15 to 20. with a class size goal of 18. so emotional go ahead don't be sorry well i'll second the motion as long as i can this also could go down because you've got kids that open and rolled for the four kids because of how we had it

built those kids could since be leaving yeah and they won't notify parents will not tell you when they're moving or pulling their kids out and the 4k also could have went down because to some a half a day is not accommodating their work so maybe they will go out for one year to appreciate diane's point if it does go down it's possible we will get into the board's suggested range at seven and maybe we'll be in a dip like we were in 2015-16 where the 111 the year previous and 4k resulted in 180 the important big point 30 000 feet is we still do project for the next four years losing 20 students a year for the next four years so starting this year so i'd show the board that at the end district-wide district-wide

in-staff and based on classes who graduate being larger and classes coming in being smaller so that's 20 students down projected each year for the next four years so that's something that's out there this year was a bubble because we were over 50 students down i mean this year we were over 50 students down we didn't expect that we projected 20 21. we believe that was a coveted dip but we're about to come into the realities of that as you know you're looking at it right now so you'll give us back a report after the first time in september absolutely absolutely probably earlier than that okay my motion was first we seven a motion by peter a second by gorman to authorize the uh additional seventh section of kindergarten any other questions uh before we vote

just a point of reference that um in fact we do lose 20 students a year for the next four years that's about 840 so it doesn't happen all in one year but it's quite a and i think that we have a responsibility to be thinking about not only the taxpayers and protecting the taxpayers but also ensuring that we can shore up the educational side and we prospectively i'm not advocating for this tonight um for sure and it's not agendized anyways but we ought to also be thinking about does it make sense for us to um in a couple of years i may not even be on the board at that time to consider our fund balance and you know maybe moving that number i think optimally from 34 to 32 or 33 to use some

of those fund balance dollars to shore up the rest of our educational needs i mean we'll see i mean that's part of our responsibility too so that's another go ahead as well as to be innovative on how do we try to recruit and attract team students to our area absolutely great point anything else all in favor say aye aye opposed motion carries item 11 e last night but under new business update discussion only update on scholarships yeah this is a future agenda item so i had a report worked up about scholarships it's very detailed and very good um i had several board members reach out with questions uh and very positive comments about this i'll just give a general overview local scholarships presented at scholarship night 71 applicants 62 recipients 80 500 total women 173

scholarships given some questions from some board members who had called or emailed was eighty thousand 000 525 seems a little low but that the other number to consider is the if you scroll down to scholarships given to our students not presented at awards night you really have to add 295 000 in scholarships and awards that were given to our students but not necessarily presented that evening so the those that were at graduation or it's delineated on the graduation handout for example if a senior graduates and they get an award from say the rotc like a three-year rotc scholarship that'll be delineated on the graduation you know you'll see it on the graduation list but that won't be presented at graduation night so that rotc scholarship is part of the 295 that kind of thing so

there's a lot of those sorts of outside scholarships that students are receiving that aren't necessarily funneled through the school that totals 295 thousand dollars that's a really big takeaway from this report and the report itself you know is is pretty specific um having a senior i did i just went through this myself and those several board members vet seniors that have gone through this you know i thought it went really well i mean i had a senior that went through it um i used to run something like this years ago myself but um there's a process there's a lot of outreach an excellent job of outreach from the counseling department at the high school to try to remind students to remind parents about these opportunities that exist that's the big part is seniors get really

busy with you know being seniors um so there's there's an awful lot of awards given out we're excited about it i was actually at awards night giving out some of the awards myself and uh i thought it was well-run uh well-organized i know mr hansen was there at awards night as well this was my agenda request and this is really good you didn't have any uh rotc recipients this year correct we did we did okay are you sure no okay all right i know those scholarships the four year ones are 225 000 bucks a piece right so okay that's what i was referencing not that i'm aware of on the floor hard to get this time around last year and this year yeah got it mosinee has really done a great job of that over

the years over the last 20 years for sure so okay you know they're very competitive absolutely it's a wonderful process and you know i know there were some other rotc scholarships yeah i understand the only other thing i would offer up on this is if we ever would there's ever a request for a board a board member sitting in on a committee for this or whatever i would like to absolutely you know what i what i really liked about it is i came in to say congratulations to you know the high school team for having a good presentation you were there and they were doing a great job of okay what are we going to improve on what are we going to change what i thought was great it was great i mean it was

already really good i did a fantastic yeah they did a fantastic that was part of the selection i mean that process was really well but as well i thought they were professionals about thinking about ways to even make it better it was already really good but you know i give them a lot of credit i happen to walk into the conversation i was just going to say hey great job and they were already you know starting to think about things and talk about things so i have some ideas some things that i my only one are mailed to me and i'll give them to yes yeah shoot it over shoot it to me and i'll get it out it'll be great item number 12 other reports uh 12 a w asb report okay and that

would be we still uh oh when is it it's june july there is july 24th they still have learned about effective board culture and summer leadership and that's in green bay there are some online online that you may want to join in and if you go just to the wasb you will find what's on there there's not a whole lot right now because of kind of what's um in the area of wsb i'm going to send amy to you an email a link there's a i found a very great article on governance from december of 2016 from wasb i would just ask you to ignore one part of it there is a former assistant secretary of the department of education who said that local school boards especially the elected kind are an outrage we need

to steal ourselves to put this dysfunctional arrangement out of its misery and move on to something that will work for our children i would ask you to read the context of the entire article because it's it has many more people talking about how relevant and important school boards are to people in their communities and to people in their schools students and staff alike so it's a really good piece and it it i think it's every every now and then helpful to remind all of us to you know where is our lane okay so all right i'll send that to you amy you're forward the link touch that'd be great um cesa9 report uh mr kaiser i'm sorry i had not received anything right before they're in your package in it's thank you well okay i

beg your indulgence yeah yes absolutely yeah item 13 um future agenda items requested by board members i have so far t240 and other controversial issues policies from neola and then current events classes question mark that sort of thing but we can keys that out as we go the topics we spoke about at the last board meeting um matt specifically brought up that curriculum tonight that our community and i weighed in as well i said that i've had a number of families reach out to me um more so than any other issue in the total of 13 years i've been on the board is how do people feel how does this board feel about critical race theory being taught in our schools and is it being taught and what about the 1619 project and i told

the parents that to my knowledge based on my being on the curriculum committee for the last two years that we do not teach critical race theory in our district i would also add and julie you'll remember this when i was chairman of the committee last year actually the high school teachers came in and gave a report on the fact that we do teach the constitution in the high school but some of these but matt and i believe that this should be a full board discussion at our upcoming hopefully at the july meeting and um that we can let the community know that where the school board does or doesn't stand on this issue so i mean i think that um you guys will be reaching out you know we'll be having discussions about uh where

we can go get appropriate information to have that discussion so any other topics on future agenda items they had to ask for the curriculum and material from michelle i did board at the billboard awesome thank you michelle for sending that to me i did forward it to the entire board already wonderful thank you questions finding what you're looking for let me know or these barns could be an expert now all questions go back to matt then teacher the student yeah all right um all right uh item 14 the board will move in to close the executive session uh pursuant to section 19.85 parent one parent seal the wisconsin statutes for the purpose of considering employment and compensation in 1901 g of the statutes and the attorney-client privilege to confer with legal counsel rendering the oral

or written advice we may take action in closed session if necessary and appropriate um we need a motion i'll need the emotional section by gorman second by handsome roll call please gorman yes hanson yes permanent yes kaiser yes maple yes stankowski yes zebra yes barnes yes yes oh yeah
