Everyone good evening. Welcome to our month for very district board education meeting. Dr. um rural college children >> here >> Jessica >> here. Sarah here >> here. Jack here. Tom here. Carly >> here. stand to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all the mission statement. The Marvel area school district is in partnership with the community is dedicated to nurturing, educating, and challenging all students, preparing and empowering them to be productive, responsible, and self-fulfilled members of society. All right. Thank you, Joel. Item 2, we've got the uh agenda that's out there. Any discussion about the agenda? Otherwise, I'll accept a motion to move this forward. >> Motion to approve the agenda. Second. Motion by Jessica and

a second by Sarah. All in favor? >> I. Any oppose. All right. Motion passes. Next up is our regular close session minutes from October 13th. Entertain a motion on that as well. >> Motion to approve. Second. >> Motion by Jessica, a second by Harley. All in favor? >> I. Motion passes. >> Dr. SL, any citizen comments tonight? >> I didn't see any tonight, though. Perfect. Um, our school news section, uh, should I have our students [clears throat] off like to introduce Andrew Arens and Jack Schultz back for round number two, first on the full board. Um, gentlemen, you have any news that you'd like to bring us today from student perspective? >> Um, goodness. Thanks. Let me think. Uh, we have, uh, musical coming up in just a couple weeks. So, Mary Poppins does the

musical. Um, I think we just got done with marching season in the band. So, I just got done with that. I hear we also won the football game so last Friday. So, um, can't think of much else. >> Um, girls volleyball unfortunately lost to Edgewood this weekend. Coming close to their season, um, which is a little unfortunate. Um, the NHS fundraiser for the Ronald McDonald House is also going to be going live shortly. Um, so if you see news about that and want to donate, that would be fantastic. More information to come. >> Is it okay if we take a minute? So, we a couple of us have to meet you, but if maybe you can take a minute, have you just introduce yourselves to the others who didn't get a chance to meet you

and maybe tell us a little bit about yourselves? >> Um, hi guys. I'm I'm Andrew Arens. I'm a junior and um I don't know I I work at Culver's maybe some of you guys have noticed me there. Um uh and I'm just really happy to hear guys. >> I love what you aspire to do. Would you tell everyone what you'd like to do in your post high school studies? >> Um totally in my post high school studies. So um I'm thinking of going into cyber security as a as a job. um probably starting a 2-year then going into a 4ear. So I think that'll be a really cool opportunity. >> You got connected with Bill security join join the black hats right everybody's system so they uh um I think I know everybody here but

I'm Jack I served on the safety moments committee last year. I'm still on that this year and on the full board. >> Wonderful. Thanks. We're glad to have both of you here on the full board. Dr. Sando, do you have some additional just one real quick announcement? I'm pleased to tell you that uh Channel 27 News was out here today and they were looking at our welding program that's part of the foundation uh Ford foundation grant that we received. Want to give a tip of the hat to our entire CTE department, but especially uh our team in the ACT uh department. uh they have done wonders in procuring additional dollars in order to get us welding equipment that quite frankly I think many colleges would like to have. Um and this only adds to it.

So uh they they were here uh the it sounds like 5:00 tomorrow morning bright and early uh or set your DVRs whichever to see that performance. Any other school news reports from any other board members? Um, I'll just mention I was able to attend the the sextor tortion presentation last Thursday. Um, it was very informative. Um, I think a couple key takeaways uh would include just just keep an eye on what your what your children are doing um the best you can and know if they get um in a situation like that u to tell them it's not in your discussions to tell them it's not their fault. I think that was one of the key takeaways. Um, just just look out for them. >> And and um it's a it'll be a growing problem

especially with AI. So we'll find more ways to to take advantage of the young unfortunately. >> Sounded like we had good turnout for that one. I see probably about 16 17 people here. Thank you for those who were able to attend. There are some great slides uh that I think if parents wanted to just know what um is out there, we'd be happy to push that out maybe recap. Excellent. Uh any other contributions for school news? Excellent. Thanks everyone. Um on to item four, personnel transactions. Have the uh attachment here. Dr. Anything of of note? Uh just that there is an addendum this evening please to approve personnel transactions. >> Got a motion from controls a second from Jessica against it. >> All in favor? >> I any opposed motion passes onto our consent agenda.

Four items there. for a motion to pass the consent agenda unless anything needs to be pulled out. Motion to approve consent agenda. >> Second. >> Motion by Thomas, second by Carly. All in favor? >> I. Any opposed. Motion passes. On to our discussion items. Uh these are the committee and village leazison member reports. Uh first up, education. Jessica. Yeah, we met on Monday, October 6th and the bulk of our committee time was um Craig Smith talking about school to careers and I program updates and he was here at our last meeting. So, you didn't get to hear as deep of a dive, but you got to hear the updates. So, that was um a great presentation opportunity for us to ask questions. And then we spent some time talking about policy 754, use of privately

owned vehicles. That'll come to the full board next month. Um, and we had brief grading and assessment updates and equity work updates and we'll meet again on November 3rd. >> Excellent. Thank you. Any questions for Jessica? Do you have any community coalition news? >> We meet tomorrow. Oh, all right. >> All right, that sounds good. And uh close that out. Uh village of Mount the Aison report um there was there's not been direct school impact. [cough and clears throat] The um zoning code rewrite is getting closer to completion. The plan commission will be meeting on Wednesday to review that full draft. And Dr. I don't know if it's worth bringing up also brace folks that are if you want to save that for our main event. Happy to share that. In fact, tonight bra will

be presenting to one of the planning commission meetings with the support of pointed beginnings around our proposal for safe traffic walkways to schools for the next year at the early welcome living um primary center. So, uh, that's the first step and then we have a couple of other follow-up meetings, uh, with them. Uh, uh, November 17th, I believe, is when we have our next meeting. So, happy to keep your prize of that. Great. Thank you. Uh, which is on to 6B long range facility planning. This would be Ryan Sans from Dave Reed, Scott. Mr. President, uh, I told Brian to come on to the line about 6:45. We're so efficient tonight. We Sarah's outstanding report. Absolutely. Thank you so much. Yeah. Sarah Stra have a series of reports, number of students receiving industry recognized credentials

and professional certificates. We have uh students completing a workplace learning experience and number of work-based learning partnerships within the community. >> Thank you for that intro. >> Thank you. >> Um so we know we want to graduate lifelong. We want students to have opportunity in high school to experience maybe what they experience outside of high school. And we have three areas that we look at to get us there. The first one that Matt mentioned is the number of students receiving some type of credential or professional certificate. And we've been tracking these over time and you can see over the past 2 years we've had quite a bump in the number of students who are receiving these certain about six different types of certifications. I want to point out two tonight. the CNA program. I think

Aubrey Hinks has talked about our CNA program a little bit potentially tomorrow and talk about that with you all too. Um really looking to bring that that program inhouse and having a space for students to practice those skills with certified nurse hopefully Hills. So that's something that's in the works and we'll see that number go up as the years go on. And the second piece is that firefighter one and two uh you see the zero there for this year. we weren't able to recruit enough students between ourselves and other school districts. We need a minimum of 12 in order to run it locally. Uh so we'll be looking for um to recruit students next year. Um so maybe just maybe like in every other type of year piece and we'll get students interested um moving

forward because we know our community does need uh with qualified firefighters. Those are those two areas, but we can see overall totals are 172 for this last school year. So that's great great number for credentiing. The next piece sorry ask if you scroll down uh a little bit further [clears throat] um it provides the holds the definition or description for each. >> You don't mind me just singing the praises again of our CG department and our director of instruction. It's a baron. >> Yeah. 172 uh students participating last year. Uh the highest you can see in the trajectory, but then also the fewer number of students we had in our high school at some time. So I really applaud you guys for making this happen. >> Yeah, the CT team does a really nice job

of marketing and and sharing what's available to students. Um and now we have the Craig Smith here as our CT coordinator. So, it's just going to grow more and more and have more opportunities for kids. So, that investment as we can see uh paid off is going to continue to pay off as we look at numbers in future years. >> Do we have any success stories from students that have gotten some of our stuff as to what what they've done with it? >> Uh we've got some >> I think that would be really >> Yeah, >> from a marketing standpoint, but also from a curiosity standpoint. Yeah, >> I know what they are, but what have students been able to members into? >> Yeah, I know. I know. Um Craig does like to collect those

stories whether it's through IP stories. I think he shared with you all last meeting. Um but we can definitely get some of these success stories cuz I know students do go into the fields that they're looking at. I think one great success story this year is um we have um a gentleman who is filling in for one of our nurses who was part of the veterary program got his registered nurse degree and now he's back in our schools. So we just we just have these interesting stories and they come back which is what we want as well. Thank you Steve. Okay, the next piece is all of our work programs and we have three different types of work that we've highlighted throughout the years. The work experience and the work co-op which we see a

little less students in because we have a growing yield apprentichip program. So within page two and page three just defining those a little bit more. Um but we can see as I said the work experience program um has gone up and went down and then it is going back up because youth apprentichip may not fit both kids needs. um you there's certain criteria you have to meet and that maybe is not all work for all kids but we know kids do need experience getting up to the workforce. So, we have seen those those numbers go up um to nine students this past school year. And then we do have our work transitions program typically our 18 19 20 21 year olds um that are working in the community as well. With our YA program, we've

seen the numbers increase over time. Uh let me scroll down a little bit more to figure one of these. Well, if you can look at this table as well, but we see our YA numbers growing over time. Uh just within the 23 24 to 2425 school year, we increase to 10 and we know we have interest every year and that interest is growing. Again, we just need partners and we are getting the word out to to get those partnerships and we have tried some unique pathways to garner more interest and that's still going to be a role again as we have Smith now here to see Hawaii numbers last year went up and and they're about around there this year as well. So that is neat to see a kids have having that opportunity to

have that 450 hours of experience with a mentor in a field that they may or they not want to go into and that's okay as well. There's that figure showing over time the increase just need to see 450 caught my eye for how many how much goes in that's a big commitment. >> It's a big commitment. Yeah. Sometimes students are able to finish it in one year, their senior year, but some kids are spreading it out over two years. >> Yeah, it is. I think students have to spread out the corner, especially for sports or other activities. >> Yeah. >> And then we have a breakdown as well just trying to get a more diverse population of students into this program. Um so we will we will keep at it. Um it is on our

radar. something that we do look at for speaking of partnerships then uh that's our last piece I connected with Jody Verber who has been tracking the number of partnerships um on a platform called job ready near [snorts] the end of the bottom I did put some numbers um that she has now 148 partnerships documented uh which is a huge increase from previous school years I think you had 25 or 26 6 and 22 23 and then 31 and 23 24. So again just getting these cataloges so we know who to reach out to um the contacts are what their focus is to continue to build those experiences for our students. Again it's just that strong network piece everyone working together everyone needing to know about all the programs that we have for especially for our

students as well we have. >> Excellent. Thanks Eric. Any questions for this group? >> Sarah, one thing I was wondering, um, what, if you have this off hand, what are some examples of those work experience jobs that don't fall into the youth premise? >> Um, I'm trying to think of a good example top of my head. sometimes um I can't think of one right now but I know sometimes there's certain um applica or certain positions that don't fit in that neat mold of ya so for example for a while but now it's in there um the childcare setting or teacher setting wasn't in there so that would be an example of a work experience but now there's a friendship pipeline for that yeah >> that would be an example okay >> is there. I mean,

I know we've grown those partnerships tremendously and that's great. Um, I looked at this last year for bringing an intern attorney to my office. There really wasn't a lot of like there's nothing for me to go look at to say this is what's required of the employer. I'm sure it's there somewhere, [clears throat] >> but getting that up front as much as we can would be >> greatly helpful. >> So, like session. >> Yeah. Just so they could go and look after it. So, >> and the only reason it didn't work is it didn't fit into the student schedule. >> Sorry. >> But she's still in my office. So, [laughter] >> I just don't have to do anything for it. >> Yeah. the job ready WPL. That sounds like a a major help in terms

of tracking. Um, and then the thing that caught my eye there too was [music] potential for silver court crossover. Do what's where does that tie? We >> haven't done anything yet. >> Okay. So, >> yeah. >> Okay. That' be like another tracking system though essentially. >> Yeah, >> that's great. >> Yeah, it would be. >> Last thought. Are there are many identified barriers with getting like you mentioned a more diverse group of kids involved in that? Is there anything that we're working on or exploring in particular? >> Um I'm trying to think. I mean creditwise credit shouldn't be too much where the students receive credit for the apprentichip. I don't I don't know why it could yet be interesting to look at like >> like those different categories within each of the different types of

jobs that they're you know they're like agriculture versus healthcare versus you know to see what those look like per >> that's something I guess too as to how we continue to I know um Joy Z works on that piece of it too to have as many students understand the opportunities there. Um I don't know. >> Yeah, I know we always have our eye and it's not it's not easy to identify specific things. So I was more curious that >> I mean I can see transportation, >> right? like if they don't have a car and it's not within walking distance here in town, then that might be it's not like we have public transport or anything or taxi services or anything like that. So, >> thank you. >> Any thoughts questions? >> Thanks for the >>

Yeah, thanks for the detailed report. It was just after How are we doing? Uh online. >> All right. Fantastic. Let's welcome aboard capital planning update. >> Hi there, Ryan. How are you tonight? Oh, I better turn this around. I'm just going to quickly start our recording. put this on our district's website for families who are interested in catching this a little later. Can you hear us? Okay, >> I can. Can you hear me? Okay, you >> sure can. It's great to see you again. And we have some of our board members with us tonight. We're eager to hear about all the great things happening in our new construction project. Great. Well, thank you for having me. Appreciate it. So, uh, in our schedule, uh, we're on track. We're approaching the end of our construction documents

phase and, uh, in the next couple months and then prepping the the documents to go up to bid. Um, we're also, uh, in the process of our general contractor pre-qualification and then uh, We've been planning will be going out to bid uh in January of 2026 from a design schedule standpoint. Um as you can see we're we're getting towards the tail end of construction documents. So, we're finalizing coordination with engineers, finalizing coordination with the village, uh getting to more granular conversations uh around the construction phasing um finalizing all of our products. Uh and like I said, we'll be prepping that bid package to go out right away in January of 26. our team has slowed down um because we are essentially you're done with design and really in the the ths of the documentation. So

um much of our staff engagement has wrapped up as we're uh in the end of the construction document phase. Uh we did meet recently um I think it was the week after the last board update um in late September with the district admin principles and other building leaders to discuss uh planters and other options for potential additional safety measures at all buildings. That was a productive conversation. Uh we've also continued engagement with uh Paul Christensen and middle school leadership along with the district team as we finalize the renovation scope um for the smaller middle school projects specific to the primary center. Uh we just hit our 75% construction document uh benchmark. So that's really more of an internal coordination and progress benchmark. It's a a set of documents that we provide to um the district

team as well for review and feedback. As you can see from these two examples [music] compared to the color conceptual plans that we started with um back in uh in early 2025. Uh we've got a ton more detail on the floor plans and then we've gotten into the weeds on the details for how the building will be put together as well. So we're on track from a construction document standpoint like I mentioned when we look at the schedule. We're also um getting through the general contractor pre-qualification process. So we issued an RFQ uh for those qualifications uh on September 23rd. It was sent out to uh a list of our contractors that we had collectively identified with the the district team. It was also advertised publicly. So we had some additional interest uh through that

process as well. The qualifications from interested general contractors were due on October 21st. Uh we had 11 that were interested uh and we sent the RFQ to and we received nine submittals back uh which is great. Uh and you can see some screenshots of the uh RFQ document there on the right. Uh and those subitted statements and qualifications um are under review by the grounds and transportation committee. Um so we met a little earlier and are continuing to do uh their due diligence uh and once the list of pre-qualified general contractors is established we will include that list in our specifications issue for bid so that interested subcontractors product vendors uh and others that are interested in bitting to the general contractors will know who those pre-qualified uh companies are we've also continued to engage

uh with the village of Mor. Um so actually this evening there was a public works committee meeting which we had a petition for various uh on the agenda was related to driver with um so because the uh primary center property is currently zone residential as all school buildings are and are under additional use permit. residential zone limits driveway with 224 ft. Uh because we are looking to accommodate our bus traffic going in and out of our new bus drop off uh we submitted a petition for varian to be able to wen that driveway to 32 ft to provide better radius and access for the buses. So that was our agenda uh for this evening and our civil engineer um was in attendance to to support that effort. Um to the plan uh we present to

the historic preservation commission and plan commission for um survey survey map process that survey map was something that the village had requested to the current primary center and ELC um sites into a single property. as part of this project. So all of that is underway and will be on the commission agenda on November 19th for all those. We've also met with the staff a few different times uh to have conversations regarding different aspects of the final site design. Um we've also been coordinating with multiple departments um the uh building manager the planning department public safety a number of entities specifically regarding the phase construction some of the the different temporary conditions that we'll be working through um during that time period. uh specifically looking at making sure we have a good solution for student pick

up and drop off um in our intro scenario construction uh looking at options for accommodating staff parking and multiple pathways uh to the building and around the site for safety. So those conversations are ongoing, but the village has been um a good partner through all of this helping to to come up with options and uh facilitate those conversations. We appreciate that and continue to coordinate with them as we finalize what those uh those solutions are. Hopefully you've seen uh the October promise report that went out. I'm excited to share uh some additional renderings with the community of the uh primary center project. Uh those are always the most fun things I think as community members to see uh the three images of what the finished product will look like. We look forward to sharing more

in some progress reports as we wrap up um next steps. Our construction document phase is continuing through December. The detail of the construction spaces that you saw on the examples there earlier in the presentation like I mentioned. So that's something that we including our construction documents and specifications to identify um that we agreed upon with the district team in coordination with principal Johnson so that the leaders know the expectations for what different portions of the project can be constructed uh and we'll define that through both drawings and uh and verbal or I should say schedules um within those bid documents to engage with engineers who can solve the system. This is really when uh when they get into the weeds of their work once the design is done they can finalize the engineering we can

all that together and then finalize the product specifications. So those define things like the specific products and manufacturers that are acceptable for different aspects of the project. Um define the finishes and things that we select from the course of design. They also define the quality, warranty uh and other types of expectations uh for uh all the different aspects of the project as well as define um the instructions for the builders uh and all the main information uh the schedule I mentioned and all different aspects of of the project. With that, I'm happy to take any questions from the board this evening. Uh, thanks Ryan for the update. As always, um, as far as the timeline goes, are are we still feeling really good about our schedule? Um, as far as everything has been, uh, moving

forward, >> we are. Yeah. Internally, I think we feel good about where we're at. Um we had a 40% QC review uh about a month or so ago. Um that was uh good efforts and uh we're on track there and uh like I said doing some coordination with the village and the district team to finalize the construction phasing uh will be kind of the the remaining piece that we want to button up uh as we wrap up our construction documents over the next two months. Thank you. You're welcome. >> Anybody else with thoughts, questions for Ryan? >> Keep up the good work. >> Yeah. Thank you. >> Thanks for coming out tonight, too. I know you're feeling under the weather. That went through, so we appreciate it. >> I appreciate the flexibility to be virtual.

Thanks everyone. All right. Is he right? He's a trooper. Excellent. Um we will now move on to our action item 7A, adoption of our revised budget for 2526 referred by the finance committee. It's everybody. Uh well, first of all, thank you for your flexibility because if you're looking for somebody that needed a board meeting on a 4 Monday, I'm that person. So, thanks. Every year we do this. I know that every year it's a it's a people schedule. So, thanks for being here. Um so the finance committee met last Monday and we as you've seen this usually three times a year we we do budget revisions as needed. October is absolutely a requirement because um just as a quick reminder it takes about a third into our fiscal year before we finally find out how

much funding we'll get from the state along with some grants. And so, um, this is the format that's required by state law to post, um, in the newspaper after board approval. Um, there is a draft at the bottom of the document. Um, even though you'll see at the top it says, does the board approve this? Um, I just wanted you to know what that would look like. Um, if it gets in the paper. So, um, we spend just under an hour at the finance committee going through line by line. Um, so I I I don't plan on doing that, but certainly I'm happy to answer any questions. I'll point out, I think, a couple pretty major items. Um, and we'll go from there. So, there's three categories in our budget that we're looking to make

revisions to. Um, most notably in the mo and the largest uh budget, of course, is our general fund. Um most of the revisions here on the revenue and expenditure side have to do with our revenue limit data which I'll talk about in a second and then grant allocations. Um I'll start with grant allocations. So we had a number of federal grants back in the spring that we were planning on as we get every year as title grants. When we got into the summer in preparation for the annual meeting, other than title one, we pulled those title grants out of the budget because it didn't appear that they would be funded. Um, since August, we found out that they would be funded. So, we're inserting them back in. Um, they're pretty small in terms of dollar

amount, but nevertheless, that's an example of um um some federal grants that we're now planning on getting. Second item is um we received a few new grants um as all of you know most notably I remember um the uh cop for just over $190,000 that is a federal grant. Um certainly we didn't plan for that back in the fall. We had our fingers back in the summer. We had our fingers crossed. Um but just recently as you know um the district found out that it got awarded that. So that is a federal grant that's being put into the general fund. But as you can imagine, right, we get grants to be able to invest dollars into the programming and capital equipment and so forth. So when we have revenues coming in for grants, right, we

also have expenditures going out. Um we also had an AODA grant for 20,000. Good job. Um that AODA grant for 20,000. We had EOD grants for a number of years and then it went away. Um the district was awarded that um just in the fall here. So that's also being included as a state grant. When it comes to revenue limits um remember revenue limits is about 90% of our revenue and it's in the form of two sources which is our tax levy and our general state aid. General state aid um money coming directly from the state. We don't find out that amount officially until October 15th. That's actually why we're here tonight. Um we need that dollar amount to be able to calculate our tax. Um and so these modifications here reflect um those updates.

So for state aid going into the annual meeting, you may recall we plan for about a $1.3 million reduction. um on October 14th or October 15th, we found out that we were going to lose about an additional 130,000. So just over 1.4 million. That does have a direct impact on our tax levy. We saw most of that impact at the annual meeting when we were planning for a levy that was going to be an increase of just under $2 million. um with the additional reduction in state aid um again that we just found out about just over 130,000 um that also has an impact on our on our local money. So the finance committee um talked just briefly about the number of districts across the state that are also seeing um reductions in state aid.

Now the the state itself and it binding and budget remember opted to not put any additional dollars into the state aid formula. So remain flat. However, just over 300 school districts, so about 71% of school districts across the state are actually witnessing a reduction in their state, and that does have a direct impact on the levy. Um, and and so that's important to note. Now, the other thing that we talked about briefly at the finance committee is about $350 million of the state aid pit at the state level is being allocated toward the voucher program. And so for us in our revenue limit, it amounts to 7 I think it's 743,000, but I'll just say just over 740,000 um of our revenue limit dollars are going toward the voucher program for this year. Um so

we have to account for that change um that voucher increase because it not only impacts our levy money's coming in but it's also money that that goes back out um our sorry can you just say that number >> 700 just over $743,000. So those are kind of big picture items from the state budget, but sort of funneling back to our revisions. Um again, the two the two biggest areas is the levy and the hay. Um both um on the revenue side, but then also on the expenditure side. um uh uh an increase of just over 40,000 in our budget from the annual meeting on vouchers and then our wonderful uh state and federal grants that I just mentioned that we're accounting for here. As far as overall general fund balance, um the [clears throat] budget

is in balance. Um, I'll point out just as a quick reminder, back at the annual meeting, we had a $200,000 um, designed operating deficit because we still have those federal funds waiting for our electric costs to come in. Um, and so when we have more expenditures coming out, then the money we have coming in, it's a design deficit. But for our unassigned fund dollars, we're keeping our our budget um, balanced. Um, I'll pause right there. Um, but I I know a lot of you have heard this in the past. Um, well, if you're while you're thinking, I'll move on to special education. um special education. Similarly, when it comes to federal grants, we anticipated a 25% reduction in our federal grants for this school year only to find out that we can um put our

our um planning at 100% again. So, annual meeting, we are seeing a 25% reduction in special ed federal funding and now we're putting it back to 100%. So this is accommodating that increase. Um there's also some accounting adjustments we needed to make because EPI is changing some of our account structures in terms of where we have to code different expenditures. So some of that is not anything operational. It's just a debit and credit thing. Um if you want more detail on that, I'm happy to talk to you about that. Um remember special education does not have a fund balance um because remember a deficit that school districts have at the end of the year is what we transfer in the special education to make it whole for the year. And then last but not least

thanks um is our package and cooperative program fund. Very small not in terms of importance but in terms of dollar amounts. And that is simply um way back when we were thinking that we would be fiscal agent once again for our curl peroc um but we are working with Sun Prairie for one additional year which means our federal dollars will not come directly to us. They will be funneled through Sun Prairie. So it's just more of an accounting piece and the fact that we won't be collecting money for any other district as a fiscal agent. We'll just collect money for ourselves. um not a huge difference in terms of operations, but just in terms of where the money comes from. So, um I'll be happy to answer any questions. Um there are three motions tonight.

Um the budget revisions are important because it's connected to the first motion which is um adding up all of our revenues for all of our funds, not just the three that we talked about and then adding up all of the expenditures. Don't worry that expenditures are, you know, $4 to5 million or more than revenues. The most notable source is our referendum project. We're anticipating once the general contractor is hired around February time range and they really start digging toward the latter part of our fiscal year, we're going to start to see our expenditures pick up. Um, but we're remember the revenues is just the interest we're earning now, but the expenditures will be significant. Two, you know, 25 million of our 34 million we already borrowed. So that's why our expenditures are so much greater

than revenues. But the project revisions that we talked about are tied to the numbers there for the first motion. Um I'll pause right there. Just quickly interrupt and first of all thank you outstanding work as usual to turn all this around in such a a good quick time just is unreal and your attention to detail is fabulous. Today we booked our uh grant from CUPS uh and I asked the team to meet as soon as tomorrow and begin expenditure of those dollars because they are federal dollars. I don't know how fast uh they're going to be pulled. You read in the newspaper this morning what's happening with SNAP benefits. November 1st is really going to be a critical time for our families. So kudos to uh the team for assembling as quickly as tomorrow to

see if we can't start moving on. grant which by the way was informed by the safety review task force you remember they came to such an important review such an important part so with that I'm open questions can you in aggregate what was the amount of federal money we were able to rebook based on the fact that they allow those grant a pro and it doesn't have to be precise but because that's a direct levy offset Correct. >> Um, >> is that I guess I should ask is that a fair statement. it getting it. It doesn't it doesn't affect the levy, but what it because the revenue limit is separate from the grants, but but um when we get a few additional title grants put back into our budget, um 20 30 40,000. Okay. Um

that's on the the title side. Um on the federal special education side, we're in the 80 to 100,000 range. Um that's where the increase in special education categorical numbers that we were getting from the state helped offset that. >> That's the number. >> Yeah. So 70 to 80. You said it was about >> um it's between like 80,000. Yeah. All right. 70 80. So it's fine. Yeah. >> So um I'll I'll talk maybe about the levy in a second. Um or I can talk about the levy now before you consider the first motion. The first >> I was just going to say I appreciated you going into detail on the state aid changes. Again, I know we talked about it in finance, but I think it's important for everybody to hear. And I know we

talked a little bit at the annual meeting about the shift in percentage of revenue that comes from the state versus property tax holders. And that's what is clearly a even greater shift toward property tax that the state legislatures designed for us. And and to add to that, when it comes to the levy, the other thing to keep in mind is, you know, we have a referendum project going on. And last year, our levy was about 4 just under 4 just over 4.2 million. Um of our of our levy was tied specifically to um our D service, which is our high school referendum back in 17 and now the one. Um this year our referendum levy which is part of the 22 million that you'll consider tonight 4.4 million this year. So we're up about 15975,000

and that's in reflection of our new referendum. because it is tied to um what makes up our lucky our general fund. Any uh any other questions for Scott at this point? I think I was going to ask you. I thought it might be helpful just run through all three and then kind of go back over since they're all interrelated. >> And does this part of that can you remind me of what part of the levy is prepayment of death? >> Great question. um the last three year well not the last three years well the last three years um you actually had to deal with two levies last year if you remember that right depending the outcome of the department so for the last few years um the district did purposely um put an additional amount

of money in the levy to help offset that cost in other words cost which was amazing and fantastic because we saved a lot of interest on our debt, but it also set us up really well with debt management going into our new referendum, going through our our bond rating call with Moody's being able to show that we prepaid that show that we are solvent enough to be able to do such a thing. Um, yeah. So that then answer >> but that's not part of the >> but that's not part >> okay. Um so go through all three. No I didn't have one. I want to make sure that >> should should we look at the second talk through it all if it's together. So the second motion is a modification to um what our levy

was at the annual meeting but compares it to what the levy was a year ago. Um so you'll see that our levy um according to the revenue limit this year would be 22,110,311. And you'll see that that's just over $2 million of an increase from last year's levy. Um and back at the annual meeting, um we planned for just under a $2 million increase. Now we're just over $2 million. And that's a result of that that aid modification. In terms of the no rate on equalized value, um it will be an increase from 8.24 to 846. Um back at the annual meeting, we plan for 8.86. Um so a reduction there in our in our open rate from what we planned um back in August. And then the third motion has to do with um

our fund balance. Um and you may recall fund balance is not a savings account. Um it's an accounting measure that determines um the financial health of your district as a percentage of expenditures. And um this motion essentially just means that we use the funds from our fund balance of which cash is a part of um to make ends meet to be able to pay our bills and have cash flow. So these are the numbers change but the motions are basically the same that you've seen every year of course the numbers change. Any other discussion or questions from this group about this broader topic? >> All right. Well, >> the only thing I don't have a question other than just to say that I this is it's a lot. It's $22 million is a lot and

I'm so grateful for the community that supports us through this and the referendums that we've that we've done. So, >> yeah. Thanks for mentioning that. you have tremendous support in this community for our schools. So, thanks for that. I would entertain a motion for 7A the adoption of the revised budget. That one's just going to be a uh a voice vote. Motion to approve revenue budget totaling 49.6 million. I won't say the whole lot. We may be a little 496 626 and41 49,626,41 and expend expenditure budget totaling 54,460,58 including all second. >> Got a motion by Joel and a second by Jessica. And I apologize, this one will be the roll call vote. Um Joel, >> yes. >> Leah, >> yes. >> Jessica, >> no. Sarah, >> yes. >> You two don't have to get

put on the spot. >> Tom, >> yes. >> I'm also a yes. >> Motion passes. And we also, if we can backtrack just once for adoption of the revised budget, get a motion on that. >> That's that was okay. I apologize. This golf went through. >> Yes. Now we're on to the uh tax legging here. Would entertain uh a motion on this one as well. >> Motion to approve a tax levy in the amount of 22,110,311 um for the district for the approved budget of the 2025 26 school year. Joel's a motion. Uh, Carly the second. This is a roll call vote. Joel, >> yes. >> Leah, >> yes. >> Jessica, >> yes. >> Sarah, >> yes. >> Tom, >> yes. >> Carly, >> yes. >> I'm also a yes. Motion passes. And to our

third designation of fund and equity. >> You're doing a great job. [clears throat] Oh, you're warm. Keep going. >> Okay. I uh to apply the projected 7,795,6416 being 21.23% of the general funings manager budget as the unsigned fund balance to meet cash flow needs. Thank you. >> This one's Yes. Uh Joel, >> yes. >> Leah, >> yes. Jessica, >> yes. >> Sarah, >> yes. >> Todd, >> yes. Carly, >> yes. >> I'm also Yes. Motion passes. >> Thanks everyone. Thank you so much. Have you stick around here? >> Yes. We're up for the um second reading of our revisions to board policy 830.1 rental and use of the high school fine arts facilities referred from BGT. So, BGT met back in uh September at their September meeting to talk about a number of revisions that

um Carol in particular had suggested to us as a way to streamline um people's ability to be able to reserve the um fire facility. um he was kind enough to put in uh invested number of hours to create an online application for people to be able to um reserve the facility. And through discussion at BP, it was pointed out that there were sort of there was an A, B, and C section to the policy, but section B really got into the sort of the day-to-day the nuts and bolts of the operations. Um so the thought was to remove that section B and make it an admin rank um not only to be able to make modifications um based on what's needed at the high school but um also to reflect the idea that policy is

policy and or the day-to-day is is an admin break. Um there's a few subtle changes um to the policy, but overall it has to do with protecting the facility, making sure that people are taken care of when they rent the facility, working with Dave's bellies and grounds team to ensure that you know the stage is protected and that you know that both the districts and the and the writers needs are being met. Um pause right there. I know this is a secondary but any considerations for this group. >> Anyone would like to make a motion? >> Motion to approve the series of 800 830-1 rental and use high school finance facility. Got a motion by Tom and a second by Jessica. All in favor? >> Any opposed? Motion passes. Thanks Scott for stepping in for

this one. Yes, to board members, you may remember Mr. Johnson was here recently uh to update the board with regard to parttime options uh to reflect what's in statute. We made some proposed changes and answer some questions you may have on this reading. You assume the attorney statement that's like copy and pasted into there won't be in the final. >> No, I just I couldn't always remember what he was saying, so I just copy. >> Yeah, I'll take that out. Any thoughts or comments from this group? >> I would make a motion to approve. Second. >> Got a motion by Sarah and a second by Jessica. All in favor? >> I I Any opposed. All right. Motion passes. Dr. We have any other citizen comments? >> No signs. Grateful to our citizens who are here

today. >> Thanks. Thank you. >> Excellent. Um, at this point concludes our regularly scheduled business. Um we have coming up on meetings is mentioned somewhat um education and our full board next Monday already on November 3rd finance on November 10th safety and wellness on the 17th along with full board meeting and then uh building grounds and transportation on Monday November 24th Thanksgiving you don't mind me just letting the room know that uh at tonight's buildings grounds and transportation meeting we elected to uh continue our dialogue on our general contractors. And so we will have a meeting this Thursday afternoon at 100 p.m. I think is when we decided just wanted that too. We mentioned that at this point uh I was considered contemplated close session for section 19.851c 851c considering employment, promotion, compensation or performance

evaluation data of any public employee for which the governmental body has the jurisdiction or exercises responsibility to meet and confer update and superintendent evaluation and contract. Would like to make a motion? >> Motion to close session. Motion by Leah and a second by Jessica. Joel roll. Joel. >> Yes. >> Leah, >> yes. >> Sarah, >> yes. >> Tom, >> yes. >> Harley, >> yes. >> I'm also Yes. Just take five minutes
