Call this meeting to order. Monday, June 8th. Uh verification of meeting posted. This meeting was posted in accordance with all open meeting laws. Attendance. Roll call. >> Chris >> here. >> Bob >> here. >> Jason >> here. >> Terry >> here. I'm here. Kevin >> here. And >> Lori here. >> All right. If we would all stand for the pledge of allegiance. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Okay. Motion to pres to approve the agenda as presented. >> So moved. >> Second. >> Oh, >> whatever you want. >> Okay. I'm going >> bother me. We're doing Jason. Was was it Bob or >> Bob? I picked Jason, but he was
a woman. >> We're going Bob and Lori. >> All right. Any discussion? All in favor say I. >> I opposed. >> Motion passes. >> Okay. So, we are going to go right into our recognitions. >> All right. Well, we are going to start out with our recognition of our Compass Award recipients. So, those of you who do not know, this is one of our longest standing awards within our school district. Um, we use the analogy of a compass because we're looking for educators and professionals who are truly leading the way to live our mission. And again, it it's one of my favorite things in this role is getting to see all of the submissions for the folks who are nominated for this. Um, you have to be nominated by a peer or a parent and
through the process, it has to involve all different stakeholders who are a part of the work that you do. So, um, the folks we're going to recognize tonight had just absolutely incredible nominations from a broad group of stakeholders and every single one of them truly exemplifies what we hope our school district stands for. So, we use that term compass. Please know that every one of these individuals is a guiding star for what we hope our school does and how we serve the students that show up every single day. So, we're going to step forward. We'll read our certificate for these and we're going to have them come up one by one. Our first individual is going to be Mr. Ryan Anderson, the building supervisor at Mosquo Lakes Middle School. Has done so many different things.
One of the things that he was nominated for was his additional support with our high school students this year in our tech programming. Um they were a part of a contest for from NARI builders where they had a challenge or a competition to come up with an idea and our team absolutely crushed it underneath your guidance. and on top of how you support our students. Every time I'm in the building at Mosquo Lakes, he's high-fiving students. He knows the kids by name. He's just a bubble of positive energy, and you truly do exemplify what it means to be a part of our system. So, thank you, Mr. Anderson, for your great work. >> Stay up here. >> What she said? >> All right. All right, >> thank you. Next recipient is Chantel, our incredible music
teacher at Mil Valley. Um, if you haven't been to one of our Mil Valley concerts, you really need to. Um, it's incredible the energy that she pours into our students and I believe energy is one of those things that's contagious and when we bring such enthusiasm, it totally spills into our students. So, huge shout out for all you do to lead our students in that area. Ashley, help. >> Next up, our school psychologist who's primarily at Lake View, but supports a lot of our students throughout our school system. again nominated for your relentless commitment whether it's in your build your primary building or the countless different ways where you stepped up and helped our buildings many of the students from um Lake View transition up to Lake Denoon and your support with your peers and
our efforts to support all learners was noticed by so many different people so thank you for leading the way >> Mike Pepper Mike Pepper is one of our high school learning strategists. I've had the privilege of knowing him since I started here in Mosqu and he was one of the first people that I met and one of the first people who really shined out as far as his passion for serving our students and ensuring that every single kid who walks through our doors has an absolute clear path to being their best version of themselves. So again, there was countless different people who nominated you because they see the same thing. So thank you for your incredible dedication to every single kid who walks through our doors. >> THANK YOU. ALL RIGHT. THEN WE HAVE THE
Mosqu Lakes Middle School sixth grade PLC team. >> New this year, we're trying to recognize and celebrate teams that make a huge difference. Um, one of my favorite analogies and it actually is our wonderful shop class. Um, just built a new podium for um, is it the Norway Fire Department, I believe, and on it said, "No one person is as strong of as all of us." and in our district really focus on collaboration. It's one thing to be a great individual teacher. It's a whole another thing to work so passionately towards serving every single student as a group and the way all three of you have helped one another grow in your relentless commitment to serving every single kid who comes in because it's impossible for any one of us to have all the answers
for every student that comes through. But when you have a great group that comes together, it truly exemplifies what we hope happens in our district. So, thank you. >> All right, Kristen. Congratulations. >> I'll do that to you. We're getting on this. >> John Gears, congratulations. There you go. >> And Kim Roman, congratulations. >> Anger. And our final recipient, Miss Leah, serves in Mil Valley. And some of the things that were shared about her is someone who's just absolutely willing to step up and help out anyone at any time. It doesn't matter what the task is. It doesn't matter how chaotic the world around you is. You come walking in with a smile. And again, that energy is a ripple. And when you're able to keep the calm in the way that you do, regardless
of the challenges that may be happening at the time, please know what a difference it makes and how much you're appreciated by the entire Mil Valley family and all of us. So, thank you, LEAH. >> If we can come in for a quick picture with all of our compass recipients. Okay. >> All right. Next up, we have another incredible crew of recognitions for our forensics team. We will start out with a list. >> You want to just have them all come up? >> Do we want to have them all come up that way? Yeah. Why don't you all come up? Yeah. Let's get you a little more air time. >> You should have all your names memorized by now. question. >> Hey, there's some fresh >> I want to see. That's okay. >> Okay, that's
okay. I'm still we're still going to announce it. >> All right. So, certificate of appreciation. I'm going to read one and then I'll just read the names for the others. The Mossquo Norway School Board presents a certificate and grateful recognition of Ava Levby for her contribution to the Mosquo High School forensics team, achieving the exceptionally high honor of earning the WISDA state gold medal. >> I just had to read that one. We're making you guys worry about us. All right. Lillian Heert, Alexander Osi, >> Kiara Gford, Llaya Celiger, >> Emerson Kieran, Claire Schweitzer, Mason Quinnette, Emma Parr, Kian Sheldon. >> That's all right. Right. Helen Lens, >> Katherine Albertie, >> Lana Forest, >> Jaylen Deeder, not >> Paige Sherbet, >> Lillian Lutman, Moira Green. Moira. What? >> I don't have my glasses on. How do
I miss that? >> Abigail Samansky >> and Pyra. >> She's not here. Mirror's eye. >> Mirror's eye. You're the latest game. I said I'm going to get this one right this year. All right. Okay. >> Well, thank you. Thank you for the outstanding work that you guys continue to do within our program. Please know how when you're out in the community and all these various competitions, the way you represent our entire school community is just something that fills us with great pride. So, thank you for your hard work and your dedication. And will you exemplify the warrior's way? >> Stay here. >> This is really hard. I'm not I'm trying not to wear my glasses, but okay. Certificate of appre appreciation. The Mosquo Norway school board presents this certificate in grateful recognition of the Mosquo
High School assistant coach Zoe Zilgit. >> Yes. for her outstanding leadership and dedication to the Mosquo High School forensics team in achieving the exceptionally high honor of receiving the Southern Wisconsin National Speech and Debate Association Assistant Coach of the Year. >> All right. All the same stuff, but Southern Wisconsin National Speech and Debate Association new coach of the year, Trinity Slavic. >> And please know how much it fills our heart when alumni come back. For real, you like you need great people to have great systems. And when you're a part of something and it means a lot to you and then you're willing to come back and help mentor, it goes a long way. And I would argue that's a key reason why we have some of the best schools in the state is our
alumni who come back and serve like this. So huge thank you to them. >> Thank you. >> Congratulations to all. >> Come on over >> the kids. >> Oh god. Okay. >> Yeah. Okay. >> Got it. >> One more. >> And without the microphone. THANK YOU. >> UM, >> would you guys like to come forward? >> I don't have anything. >> That's okay. So, our final recognition is one of appreciation to the Sonic Foundation for an incredibly generous donation of AED devices that help our system stay current. Um, as you're aware, we have a lot of those devices spread out throughout our system and they are not cheap. Um, so having an organization that is committed to saying we're here to help and having this action throughout Wishaw County, I believe, is um it truly
is appreciated. as you're well aware that public schools sometimes have challenges with various funding needs and this is something that is just incredibly above and beyond. So huge thank you for that. >> Absolutely. >> All right. >> I don't ever want to use one but thank you so much. >> Thank you guys. >> So the Zo 8 uh Zo 83 is the latest and the greatest technology. Uh I'm president of Wisconsin Foundation Peter Dorville. uh we have uh received an anonymous donor had given us a large sum of money to give not just public schools but all schools in Wshaw County AEDs. So we've reached out to every single public school and private school and said would you like them and we're in the process of handing them out right now which is a lot
of ads just as you know that we've also done Walkshaw County Sheriff's vehicles. Sheriff uh cars also carry a fire uh fire suppression tool that we donated to them. Um those aren't familiar real briefly. Fire special tool takes a a fire the size of a threec car garage from 1200 degrees to 200 degrees in less than 35 seconds and the firefighters can walk in after it because it doesn't suck the oxygen out of the air. So basement fires, attic fires, garage fires, things like this. Um when I got involved with the with the foundation, we we give scholarships. We've been around for 100 years. We give scholarships so on so forth. But AEDs is something we did for many many years. We've done Milwaukee public schools twice now. uh when we did the first run
and we came back around and refurbished them uh this past time. If you scan that little QR code on one of these devices, it'll take you to our website and on our website is the interview with the um the school nurse at uh Milwaukee County Public Schools and it's conversation about a a young man that we saved last year um went down during pickup basketball game on a Saturday or something like that. But we have 40 confirmed saves in the state of Wisconsin. Hopefully, we don't have 41 anytime soon, but that's why they're there. Um, if I didn't say it before, I apologize. I've done a lot at least, but uh the uh it's what's best about these units is they're good for youth and adults. And they'll walk you through the whole process. If
you just hit this button, it'll switch to youth. Hit it again, it comes back to adult. If you hit it by mistake, so on so forth. It's extremely loud. It's extremely patient. But once the the pads are placed on, they'll show you where to place. And once the pads are placed on, it walks you through very quickly how to how to do it. And the best and the coolest part about it, it has you do the CPR compressions and it gives you the the little rhythm and if you aren't pushing hard enough, it'll tell you to push harder and it'll make you start pushing harder and so on and so forth. So walks literally walks you through every single process of this whole thing. So it's an honor to uh uh be able to do
all this uh because you know it's it was obviously a very generous gift and nicest part about it from my standpoint. Uh I am a Mason. I'm not an active Mason. Jan is an active Mason here locally. Uh if you ever come apart where you need another one, the b the pads are used, the batteries go back, I encourage you to contact the sonic organization here locally, uh they will probably come to us. We do a we do a matching grant program for all the local lodges that we can refurbish them and make sure that these this is not just a gift but a perpetual gift for you guys. So >> there's uh anything I ever need, just uh give us a ring, I guess. Absolutely. >> Thank you. That's awesome. >> Have a device.
You guys Perfect. >> One more just in case I messed that one up. >> Cool. Thank you, >> you guys. Thank you. >> Thank you so much. >> Okay. All right. Beautiful. >> Feel very safe. >> You need anything? >> And I actually don't want to use those. Well, I'm a nurse, so >> I know anxiety when I see them doing. >> It's a good problem. And as you were watching our spring, we're going to have some problem. is advertised. All >> right, public comment time. Anyone sign up? Nobody signed up for public comment. So, we'll move on to consent agenda. Motion to approve the consent agenda. >> Second. Any discussion or does anyone want something pulled out for individual consideration? All right. All in favor say I. >> I. >> Opposed? >> Motion passes.
Moving on to student representation. >> Hello you guys. I've met here today with my next year's student reps. This is Zoe. She's awesome you guys. Like she's going to have so much fun next year. It's going to be awesome. I don't want to give it up, but she's going to be awesome. So, for the report, um at our elementary schools, each of the school's girls on the run teams competed at their 5K at the American Family Field on Sunday, which is so awesome. Bobcat games also took place last week and students enjoyed outdoor fun and games. Students have also loved learning in their new outdoor space now that the picnic tables have been installed there. So, thank you to their PTO for purchasing those. At Mil Valley, they had their field day or no, they're
having this field day on Friday. Um, which is always a favorite for the students, the staff, the parents, and it's also coupled with planting day, which is super cool for their little gardens they have. Um, Mil Valley also hosted their spring concert, which I know we mentioned earlier was so much fun. It was summer themed. They were singing about swimming, baseball, campfires, everything about making memories with your family. Um, we're also so proud of all of our fourth graders for moving up to middle school. That's so exciting and I'm so excited to see them all. Um, then at the middle schools, our fifth graders completed their DARE courses, so they graduated last Friday. At Lake Deno, they hosted their incoming fifth grade orientation on the 2nd, which was a great experience to meet all their
teachers, see the building, get comfortable with everything. On the 10th, all students at CO Lakes will participate in their grade level end of year community day trip. Um, they're going students will be going to trackside skating, the OA to play sports, uh, Lux Golf, and then the following day, the eighth graders are going to Six Flags, which I think is so cool. So, congratulations to all the eighth graders for moving on to middle school, coming to high school. So exciting. Um, at the high school, all of our ninth and tth graders participated in community day two weeks ago. Um, they're spreading positivity and just providing a helping hand to everybody in our community and our awesome businesses around the city. Um, Mr. Dumpar also served lunch to us this past week, which is so fun
um to kind of like celebrate his retirement and just connect with the students another time. For our clubs, FBLA is hosting a shoe drive um for like the last few weeks of school. And we also got our amazing yearbooks which are bookshelf themed. They're so cool this year. So thank you yearbook club for making those. For our sports, we're kind of wrapping up the spring season. So boys and girls across both had hard fought seasons making program history within their regular seasons and continuing to grow the game. Girls soccer is still strong in their playoffs, hoping to win state for the fifth time in a row, which is crazy to say. Girls softball and boys baseball are also working hard in their playoffs, advancing hopefully to state soon. Um, our track and field team also
participated in state this weekend where we had many qualifiers for podium positions and a lot of records being met and broken. Um, and then congratulations to all of our seniors for concluding their time here. It's going to be so sad seeing them go, but they've really made a lasting impact, especially on me. And then of course I have to talk about me ending here. I'm so sad about it. Um, I want to thank you all for being so welcoming and encouraging to me. This has literally been like the best experience and coming here every month is like the highlight and just talking to you guys, catching up with you guys. It's so much fun. Um, I'm going to miss you all so much, but so excited to see you guys moving forward. Maybe by come
visit Zoe and then hopefully in around like 5 years you'll be seeing me interviewing here. So, um, but don't worry cuz you're in literally the best hands of Zoe. I couldn't think of anybody else to be taking over for me. So, I'm so excited to see what she does next year and come and watch her and say hi to all of you guys. >> Well, thank you so much. Did a great job >> and welcome Zoe. >> All right, superintendent report. >> All right. Well, again, heartfelt thank you, Giana. The energy that you bring and the positivity and helping you tell the story. It's such an incredible part of this and I know you will do an incredible job next year as well. Um so many things happen on a daily basis across our district
and it's so hard for everyone to be informed in that. So it really is something that we appreciate immensely that chance to celebrate the different things. It's like fascinating just today I was be boopping around with different things. There was rim rockers happening at Lake View because they met their millionminute rigging challenge while that was going on. There was a field day happening at another building and I had these text messages, oh you got to get here. It's like so many cool things to celebrate. um and it's hard to do that and so we truly appreciate the student voice on that. >> So the only agenda item I have is to recognize and celebrate some contributions to the profession. Um so the first one, Miss Abby Dro is our Mil Valley math coach. Uh earlier
in May, she was able to speak at the Wisconsin Math Council's conference in Green Lake on creating a culture of math excitement. So um I shared a story with her. I actually got to be a part of a little video she created for her presentation where I spoke about math was not my strength and I really struggled with it and um kind of throughout my journey I had tutoring and different things help get me through it and it's just something that has always intimidated me and every time I go to Mil Valley and I watch students walking around the building with their math agent badges and getting so excited about math it just truly melts my heart because if a student hits that point where they start to struggle and somehow we create a culture
where It's cool to be able to come in to get extra help and you get to access the math agent lab and now you're kind of celebrated for that and it's a cool thing. We're doing something right and she's been instrumental in that and it truly has had a profound impact on their growth there in that building. So huge shout out to her. And then the second one, our very own Jeremiah Johnson was elected to serve as the 2027-28 president for the Wisconsin Association of School Business Officials. Um, this is a huge role and WASBY supports the professional development, the networking, and the advocacy of more than 1,000 different school district professionals, including those in finance, facilities, transportation, and school operations. I know I'm very biased when I say this, but I believe we have
one of the best in the business. and my love for public education. It just fills me with pride when someone I have so much respect for is out there promoting our profession and helping other districts grow and improve the various things that sometimes we start to take for granted because it's how we've always done it. Well, it's not how we've always done it. We've grown immensely under your leadership and I just appreciate your time and energy helping other districts grow as well. Thank you. So other than the excitement around graduation coming up for this weekend, thank you to the board members who can be there and just a huge shout out to our staff as well. It's amazing to think that we've almost wrapped up another school year and there truly are so many things
to celebrate. So thanks to the board members who can join us on Sunday and again maybe it's going to be 35 degrees wind rain or it'll be 95 degrees blistering heat somewhere in the middle of Wisconsin. We'll be ready. I got 71 in sunshine >> right now. >> Once again, I'm going off this. >> Don't jinx us. >> I'm not. Last year, we did the same thing last year and it turned out the exactly way we wanted it. >> Talk. Come on. It's going to snow. >> It will only be the second time it snowed at graduation. And that concludes the superintendence report. >> All right. Uh, moving on to other reports. President report. Congratulations, Jeremiah. That's awesome. um just more work for you. They would couldn't be in better hands. Um and then as
the school year kind of wraps up, I just wanted to share I do get approached by a lot of different people and the theme that constantly comes out that they want me to share is just thanking each one of us as board members that spends time and is willing to do this because almost everyone I talk to say I would never do it. So, I'm so glad that there's people like you and the people you have on the board that are willing to do this work. So, thank you to each and every one of you from all of those people. And now going on to other board members, board member reports. Chris, >> nothing. >> Bob, >> no. >> Jason, >> nice. >> We have our annual meeting tomorrow for CISA, which elects the open
positions and stuff. Um I'm not up because mine started starts with my when I get on the board. So I'm it's always with when I on the board whatever. Anyways, I'm not up but um yeah that's tomorrow. It'll be a big deal because it's always um all the different districts for C1 that'll be there. >> Okay, >> Kevin. Nothing. >> All right. Committee reports. There's no reports for educational services or policy committee, uh, business services. >> We walked through a number of, uh, topics, kind of got the ball rolling on a couple of, uh, new initiatives that we're looking into, reviewed a number of contracts and fees, uh, some of which are coming forward tonight for approval. Uh, the employee handbook, insurance renewals, property sale is reviewed. Uh the budget was briefly located. We talk
about WSB honor uh honor roll nominees. Those will be due in August provided that our contract renews with WSB. >> Great. Thank you. >> Oh, we also had the pleasure of having a student visit uh for her AP government class. >> Oh yeah. um thank us for the work that we're doing and she got a deeper understanding of um how things kind of are working and what we're doing in the district. So that was that was a nice opportunity. I haven't experienced that yet. So that was pretty cool. >> Okay. Resolution action items. We've got um CISA contract renewal >> motion to approve the 202627 CISA contract as presented. >> So move >> second. Any discussion? All in favor say I. >> I. >> Opposed. >> Motion passes. Property sale. Motion for the school board
to dedicate dedicate the list properties as no longer needed for school purposes. >> So second >> any discussion? >> I got a question. So >> yeah, >> if and when those properties sell, it's up to us and the board to decide where those funds go to and if we're going to pay back debt or >> where not? Yeah, I mean that money will we talked a little bit about that at committee but the money gets um it essentially goes into fund balance unless it's designated for something else. >> Okay. >> Um so we had talked about a debt defense this year and because of where we borrowed versus where interest rates are at um because none of our bonds are callable at this time we couldn't prepay anything um in advance. So that money would
have to be set aside specifically for a purpose. Um we could interest rates are just too high right now. So it doesn't make sense for us to do it. But yes, the board would decide where surplus funds go whether it be the general fund or >> and then that money does that have to be used in a calendar year or can it roll over from year to year to year? >> So if the money gets put into fund like essentially fund balance, it can roll from year to year. If the board has a purpose that they want to spend that money on, if you use it in the same year you receive it, there's less of an impact on the taxes in the future, your tax levy in the future because you'd be significantly spending
more. >> We just can't use it to pay down debt >> right now. >> It wouldn't make sense to because we would have to put money. We would essentially have to defease debt, which is you're prepaying, but we would be prepaying at an interest rate that that's higher than what we're paying now because you essentially have to refinance and then do a free payment. So, we did look into it with our bar um group and they did not recommend that at this time. You can put money away to do it, but they don't recommend doing it right now. >> Okay. But what it would do though, Kevin, I think what we talked about committee is by putting it in a fund balance, it would allow us um the Latitude to not have to short-term borrow,
which would save us over $100,000 a year in interest savings. >> But just in that one year, though, right? >> No, every year. >> If we build our balance where we were if we build our our fund balance up by just over four billion. So that gap that we have every year, we have to do the short-term borrowing that will settle that until we decide what we're going to use that money for or just keep it in that balance. >> That's right. >> Okay. >> So it does have a positive financial impact on us on an ongoing basis. >> All right. >> Any other questions? All in favor say I. >> I. >> Opposed. >> Motion passes. 2026-27 insurance renewal. >> Motion to approve the 2026 27 insurance renewal as presented. >> Second. >> Any
discussion? >> Yeah. Like what are we recommending? >> I mean I there's like a comparison there. One's clearly less expensive than the other, >> but there's nothing in the motion that says which one we're approving. >> Yes. So I have highlighted the lines that we are approving with each of the individual vendors. Um where you see differences in pricing. Um there are differences I went through with our consultant in the coverage that's available. So where the pricing might be lower, we may not be getting the same coverage as what we have now or what we feel we need. Um, so we would be moving um our property lines um in our workers comp lines over to our insurance um to be covered um by the different insurance companies that they oversee and then the liability
um would remain and the cyber would remain within M3. So there is a recommended column where Yeah, >> I saw that but I was just trying to figure out cuz like sometimes the recommended was that more expensive. So I just didn't understand why that was. >> Yep. >> Versus the overall package. >> We can pick and choose the different lines based on the coverage itself and then the cost associated. >> Julie, why is the recommended for property 227 RNRs 199? >> Yep. So, in order for us to get the um um the deductible that we wanted to be comparative, we had to add $27,000 to um the cost of the property to buy down from a $100,000 deductible to a $50,000 deductible, which is what we currently have now. And that's for wind and hail
damage, which is really important because we get a lot of wind damage. >> Okay. >> Can I ask how many claims we've had in the last year for like wind and hail? >> Speaking of was the fire >> a couple years ago. every >> the fire itself for property, but um over wind and hail specifically, but overall property, it brings everything down to $50,000. 75,000 at the high school just given the size of the building. Yep. Any other questions? Okay. All in favor say I. I. >> Opposed? Motion passes. Employee handbook changes. >> Motion to approve the employee handbook changes with edits as presented. >> So moved. Second. >> Discussion questions. All in favor say I. >> I. >> Opposed. Motion passes. Athletic fees. Motion to approve an increase of $25 per sport fee up
to two sports for the 202627 school year. >> So >> second any discussion just to give background discussion was at length done on this topic at committee tonight and the last committee meeting. So >> all in favor say I. >> I opposed. Okay. passes co-curricular fees. >> Motion to approve a $10 middle school and $15 high school co-curricular fee as presented. >> So move >> second discussion. Again, this was discussed at committee um and looking at this to recoup some of the costs for the co-curriculars that we run here in the district. Any questions or other discussion? All in favor say I. >> I. >> Opposed? Motion passes. WIA contract renewal. >> Motion to approve the WIAA contract renewal as presented. >> So move. >> Second. >> Any discussion? All in favor say I. >>
I. >> Opposed. Motion passes. WB contract >> motion to approve the WB contract for >> second >> discussion I just rise to speak in opposition to um being a member of the WASBY and I think it was pretty clear at our meeting that at least to me the person didn't come very prepared to answer our concerns and our questions questions and I was deeply troubled by their white paper on advocacy and government relations um particularly because it lacked insight into strategies to resolve issues and instead of recognizing that we do have issues with public education, we have funding issues, we have a lot of dysfunctional things going on, they call them myths and talking points on how to dispel all those myths. And some of those things include um decre the decreasing ed, you know,
educational outcomes, that there aren't these gaps, and that it all relates to money and a lot of other things going on. And instead of saying, "Hey, yeah, we've got some problems going on here. We need to fix them," they're putting out these papers saying, "It's always the other guy's fault. Someone else, you know, they're stealing our kids with homeschooling and parental choice and and you know, so the question to me is why why are people looking for other options? So just not recognizing and not and and putting yourself out there to say, you know, these are myths. So So I guess my my big concern is they always say, oh, this is free to you as a member. It's not free as a member. We're paying a dues to have a service. We can get
all sorts of board member services through the 1776 project. They are all free. We can get numerous resources through will which are free including board policies. So if we're concerned about Niola, you can get board policies through will. They're free. Um I'm also concerned as I noted at the meeting with oftent times the bias of their publications and how their language is written. One of them that concerned me was saying that the legislature ignores recommendations from like a blue ribbon council versus saying that they they they chose not to adopt them, which is a fact versus an opinion. Um, other things like I I personally believe that if their role is to educate and support school boards, they shouldn't be in the legislative realm. They shouldn't be lobbying either way. Because unfortunately the agenda is
driven by the liberal school boards because there are more of them than the fiscally conservative school boards like the community that we represent. And I feel like our voice is not heard. And sure, leaving it would take our voice away, but our voice isn't being heard anyways. and ludicrous things like in this time when we need special education funding more than anything, they're advocating for free meals for everybody, whether you can afford it or not. Kids that need meals need meals, but my child would need a free meal because I have the means to pay for that meal so that that other money can go to where it's needed. So I have concerns about them in the legislative realm and just overall the tone and tenor of of what they res represent. So just my
I don't think that it represents the values of our community and I don't think it's a good use of our taxpayer money especially when we can get resources for free. >> I will second that. I mean I you guys already know my opposition to it. I sent everybody emails of all these different resources that we can go through. Um I've talked to plenty of different school boards that have left them. They're 100 times happier. They get they have no issues whatsoever with dealing with legal whatever they have to deal with on their end. Um I just don't think WASBY has our district district needs in mind compared to what other districts are. So I'm in opposition. And I will say I wanted to I came to that meeting really hoping to be one over and
I was so so disappointed and just really surprised that people could have a different opinion that it was like shocked that we could vary from what their agenda was. It it just really surprised me and I if they would pull out of the legislative maybe and stick to their mission >> and I think that they're making an effort to really get the feedback of districts for that possible move. And I don't know, I felt the guy came very prepared. Plus, he sent us an email that I don't know, did everybody read through it? I mean, it was pretty thorough as to every every pro not problem but concern that we had within our district. And I thought he did an excellent job answering what was that we were concerned about. >> Yeah, he answered it.
But I mean, the way I took it is is he's kind of in a rock in a hard place in a dead end. Kind of like I have to say something now or we're going to start losing more districts. >> I mean, that's his job to come out and talk to. >> I understand that. But he had opportunity to answer some of these over the last two years when other districts were leaving for the same reasons that I have issues with and she has issues with. Well, up until this year, there's only four in the state that have left. So, this I think we're seeing a shift now because of the legislative piece, which is I've talked to him at extensively on that legislative piece before that meeting after that meeting, during the meeting. Um,
I agree. It's it's something they need to get out of because you're never ever going to be able to meet the the legislative perspective of every board. It's impossible. you can't because we're all different. So, it's just not a piece that they should be involved in and they should reinvent themselves. But, and I've said it a million times, that isn't the reason why I support being there. Um, we do a lot of of legal stuff with them. Um, that isn't available to any of the resources that you provided. It's just that the stuff that that I use them for, that Laura uses them for. Um, even I know Julie and Todd also use them for legal. Um, it isn't anything any other organization would be able to support us on. So, we would have to
go with our regular attorney, which is fine, but that comes at a cost. >> Um, is it 10,000 a year? >> It's it would be 400 an hour. Is that what we're at? 400 or 425 an hour, something like that. So that's um the number of calls was in the email that I had forwarded on to you to you guys and I can't remember what it was up to this year. Uh 20 >> was 26 or 21. >> Yeah. Was that this year up until now or he gave us something >> like 12 or 13 so far this year or something like that and 21 or 26? >> Um >> is that the number of hours? I'm sorry. >> That's the number of calls. So some of those could have been, you know, 20 minutes.
Some of them could have been an hour about how much time between our legal and their legal like what the cost difference. >> And I understand that you guys don't probably understand what we use them for because you don't need you don't do a you don't have to worry about some of the stuff that I need to worry about or that Todd or Lori have to do about some of this stuff. But um I'm more than happy to to use our regular attorney. I can't get immediate answers from them like I do from them. You know, I can call um Bob Butler and get an answer an hour before a meeting on something. I just had to do that um before whatever our last meeting was. I had to call him on >> um to
get the legal the legal opinion on what we were doing and how we make sure we were doing it correctly. Even even you're in a they got superintendent organization too, right? >> Yeah. They don't have attorney. >> They have no legal. >> They not for free. >> Is it at a cheaper price than what we're paying? >> They that's not part of their services. There's more professional learning in networking. >> Okay. >> So, I mean that that piece we we would just have to, you know, figure ways around it. Um >> and I know I've said this before, too. I enjoy the professional learning that I get from WASBY. I feel like they are above and beyond. When I looked at comparables to other places with the conference and breakout sessions and the legislative stuff,
I I it's just hands down just offer more >> and we we don't know the the price that for board books, right? >> We do. >> Yeah, we did do the research on that. What's the actual price that's going to be? >> So then board decks is good until did you say we don't have to worry about them until February? >> February. >> So that that's good. So we're we're not going to like if we leave WSB, we're not going to lose board books. We're good through February. >> Be a $1,500 savings. If we go if we transition to board books by being a WASBY member, it saves you $1,500. So, in essence, they'll be losing that $3,000 discount for getting down to $1,500 technically. You know, it's cheaper to get board books. >> Yeah.
>> So, in that sense, that's >> And we've already we already paid for your contract, right, Julie for docks. >> Yes. Yeah. We've paid through February. >> Can I ask for clarification on something you just said? So, we get a $3,000 discount today. Is that right? For or docks. >> Yeah. But that will go I mean this is >> goes away. So we get that right. So but board books is $1,500 cheaper than what we're paying today for board docs. >> No, it's a lot cheaper. >> $1,500. Like the cost for board books is going to be significantly less than board docs. Um >> was that $3500 you said or something? >> 40 member 3250 for a member. So we're saving money going away from board compared to what >> regardless if we go it's
an additional 1,500. >> Yep. >> By going with >> Okay. All right. So I don't want to step on it. It was just a question. >> Is it okay if I >> Sorry, I didn't I didn't want to be out of order. Uh so I've really struggled with this because I completely understand the reservations relative to the um legislative part. Um clearly does not follow what we would want them to follow. Um so I looked at a couple of things. One, effectiveness. How much sway do they actually have? Can they talk talk talk and then the legislature just not do it anyways? because our elected officials in the state do better align with us, I think, as a whole. That doesn't justify what they're doing. What I'm saying is what's the end, right? Does the
end actually change. The second piece is is they've got unfortunately um for reasons that we we have concerns about have um buying power, right? they've got buying power on the legal side and they have buying power on the on the board uh documentation side which we then get to take advantage of. So it's kind of a holding your nose to have a positive financial impact on the district from that standpoint. The final piece is something Todd that you brought up that when we were discussing it in our business services committee which is we have operated well within the guidelines of uh policy and legal right I mean I don't think that there's anything out there that people question if we are honestly moving forward on something do we make mistakes sometimes yeah probably >> but
what you had said is I I'm concerned that if I need an answer, but I don't want to spend the money for is it a $400 answer that I need, right? I mean, because that's what was kind of going through of, okay, I'm going into a meeting. I really need to be accurate here. I can either call our attorney at 400 bucks an hour or I could call Bob Butler. You are more likely, you are more likely, any of us is more likely to call Bob Butler because we know it's part of the package to make sure that our district is policy and legally sound. That's a big deal, I think. Um, and it goes back to the to unfortunately the buying power that they have. Um, but I'm in support of it with a
reservation that we have to put pressure on them to get out of of the legislative part. It's not their role. They don't represent us there. And it's extremely frustrating. And frankly, it wastes a bunch of our time having to debate this because of something they're in over the tips of their skis on. So, I don't know. I it's to outweigh the financial benefits and the fiscal responsibility to the district and the time it would spend that we would need to spend in order to investigate all of the free resources um versus um having them please step away from the um >> and I think we in the end doesn't make a difference anyway >> but in that in that survey and I hope everyone filled it out >> you had the ability to voice your
opinion about that specific issue you and I did. >> Yeah. And the thing is that come November, we may not have the same legislature. We may have a very legislature that's very willing to follow that agenda and and go and I I mean, we're our best advocates >> and we need to model that for one. Secondly, one of my thoughts is, well, we leave and then they get like, oh my gosh, they actually left. We do need to change. Whereas, if we don't leave, they're like, "They signed up anyway, so we've got them. We got them. We've got that financial thing hanging over them. They're gonna they're gonna I mean, I'm not saying we shouldn't be fiscally responsible because it I get that. But I I feel like they're never going to change if if
they get what they want every time anyway. So, >> I bet if you called them every week, every day, they would change, >> just like any legislative person would. >> Yeah. But you got other people that might be doing the same thing on the other side. So I'm >> Well, and I think that's a problem, right? Like they get as much pressure from boards like ours as they do from boards that are opposite thinking of ours. So that's why they just don't belong in that field anymore. It's it's just impossible. They can't. >> So talking about the services and whatnot, I'm trying to better understand this. So we we currently pay what $11,000 for Bordex. That good gets up in February. Then we switch to work books which is roughly5 to $6,000 cheaper. Right? So
that's5 or $6,000 extra that the district saves. And I that that could be the difference right there for the extra legal that we would use by leaving them. something from that because I I I still don't understand why we don't have a running total of how much we use for legal, you know, how much you would have saved. And I I I've been asking for that for for six, seven months now. >> I don't know what you're looking for. >> I want to know how much time we used to legal >> with them. >> For w you give he gave us phone calls. >> Yeah. Well, they don't charge us. That's >> how that transition into how much time our legal would use. It's not apples to apple. It's not not 26 phone calls would
equal 26 hours of our legal. >> Well, we called and talked to our legal for 15 minutes. What would the charge for 15 minutes be? My on average call for me for to Bob is anywhere 15 minutes to a half hour >> charged. So it' be a quarter of an hour. So $100 for every 15 minutes I believe. And they they do they have a minimum or they just do 100. >> Uh I think it's a minimum by 10 any I think you get charge a minimum of 15 minutes or 10 minutes. So and that's where it's tricky. So and I appreciate the question too. It's so part of it is on me that when I call Bob I don't mark it on my calendar that I talk to Bob for X number. Oftentimes it's
I got a parent phone call with a very unique question and that would be one of my first calls. Bob, can you give me some background on this? Is my thinking correct? And it's more of validation and part of it being you in the role too where um I I feel like that ounce of prevention in a time where the world feels very ligious um having a free resource is helpful. Um certainly could do that. But it's also this balance of saying and they aren't things that political influence really matters. The reality of the schoolboard association is their job is to keep school boards out of trouble. Um so they're very versed in policies whether there are policies there are policies will's policies he's good about knowing the background of uh different court cases and
why this would come up. So it's just a a a broad learning tool that I would say I wouldn't I could do the same thing with Brian. Brian Waterman's awesome. I really appreciate him. It's just I feel and hear the dollar signs adding up very quickly. Um on some of those >> and and I understand where you're coming from. I mean we also have to get out of the mindset that it's technically calling the WAB is not free. >> We're paying for it >> $1,000 >> ahead of time. Um so it's not free. Um but it's a service that they provide. Yes. But I think that's the potential savings that we're going to get from if we downgrade to the board books if it's better. I mean, we will >> we're going to downgrade to
some we're going to change anyway because board the board docs is going. So that is that isn't anything that should >> but that potential savings from that alone I think would fill that gap of the attorney fees that we're talking about right now from just sticking with our own term and if not that we would be in the in the positive we would have more money. So I mean I I the only benefit that I see that anybody has way is the the training and the the stat that type of stuff and I completely understand that. I mean, I went to a couple other I did some regular classes through online, but that's all they offered. It wouldn't be during co. Um, but other than that, that's the only benefit that I could see. But
you can get a lot of that same training, I think, from other resources, too. >> There's a whole book right here from the 1776, which is all about the first 100 days of being a new board member. Plus, they've got all sorts of resources for board members. Um, there's other conferences >> that for sure. um that they have stuff like that, but like the stuff that comes out to us from just just so everybody's aware, the non-renewals, we get a pamphlet on non-renewals. We get um a book on um during election time with all of the times and the dates so that we're following the law to the letter on all of that. So, the the resources that they provide are those are they have nothing to do with legislative stuff at all. It's just
law and dates that we have to do. Um, and the immediate um the immediate feedback and attorney call that that is going to be a hard one to replace. There isn't anyone other than that to call Brian. And that's he's he's not there waiting for my call. it'll be an appointment or when he can get back to me which which we'll just either have to delay things if we can't get feedback on something that we need. Um, but I the legislative piece I completely agree with you on the other parts are super helpful and we'll just if if the board decides not to go with them, we'll have to navigate through that and figure it out along the way. Um, >> can I ask attorneys aside, >> um, who else uses the WASBY resources? Is
it Lori, Todd? >> When I looked at that Excel spreadsheet, I saw their names were on it. Your name was on it. So, there was not just us using the Waspy stuff. It was And I know Jeremiah's gone to the conference and stuff. I've seen you there. >> Sure. >> Courtney, can I ask what you want to say? Just as that point, what would you use WASBY for? >> Yeah, a lot of HR process, so non-renewal timelines, contracts. So, I've talked about that a number of times this year. >> And if you wouldn't use WASBY, where would you need to go? >> I would need to be talking with our legal counsel, Brian. >> Okay. Um, so it does come back to legal, right? >> And Julie, you use them. >> Yeah. And they put
out just like it is legal. I mean really a lot of the legal like like a legislative or not a legislative legal session at noon and you can just jump on and if it's a topic that is applicable to whatever you're doing like the annual meeting for example would be one that you know like here's process and just make sure that everything's you know the process is followed for posting and who to notify and annual just one example but they do those weekly not every other day. get something, you can just jump on and it's justformational and you can take it to what it's worth. >> The last one that I was on um talked about by that um this bill didn't pass for this special education because they were actually for that pushing it
and stuff and it didn't pass. >> Oh yeah, we had as an advocate we voted it for that. >> Right. But they went through a whole spiel explaining why it you know what went wrong and what could be changed and stuff. Another thing is Wby is schoolboard focused. Brian does a general type council, right? So he may need to on certain aspects of things, need to do his own research. So it's not just the time spent on the phone, it's him researching with colleagues or other things, right, if he needed to. >> And they don't do that for free. Lori, do you you use Wosby as well? >> Uh, I use them a lot. >> Um, mostly for well, the elections is a big one. Um, just making sure I follow um all the guidelines
that we need to follow, but then a lot of uh close sessions when we have to post those, I contact them to find out um legally which statues we should be using and then with the methals as well. And if there's general questions on like Robert's rules, I reached out to them just how we should put that on the agenda as well. >> We spent a lot of time with them on our annual notices too at the beginning of this year trying to be sure that we had that all posted and communicated the way that we needed to. So that was a pretty big project at the beginning of the year that we used Bob for. And like one of the newsletters just referencing so a Wisconsin Supreme Court case came out. Here's what you
need to know. Schoolboard reorganization question and answer. School year employees reasonable assurance letters and unemployment compensation. What to know. So it's just like reminders that this is the time of year you should be, you know, putting these letters out. Here's what you need to know. ADA compliance changed. Here's what you need to know about the new deadline. So just those types offormational pieces that just bring awareness to things that are happening from a federal and state legal and compliance perspective. I will say that will puts those out too. I'm not sure to what extent and to who's all lanes that they put those things out to, but I know I subscribe to them and watch them and they put out a lot of that. I think part of it too is you get so used
to using a source that it's not, no offense, I'm the same way. It's like you're used to something. It's your go to >> it. It gives you the information that you need. Yeah. You know, why why switch? >> I'm just looking at it again for fiscal responsibility and community value. >> Yeah, it's hard because I don't know that we'll save any money by dropping. I think our fees this year is they're $10,855 and I think that will be quickly eaten up. >> It's going down for next year too. That's the current >> no for for the next three is oh that is >> I think it was 11. Yeah, it went down completely staff level. >> My my other concern would be that when you have one point what one central repository for things that
so many people on our team use and you start to bifurcate where they need to go, you become less efficient as as a team, right? So if if you know Courtney needs to go to this publication at this place, it's going to take her more time. Same thing with with Lori. So even though it's not recordable from how many more, you know, how many additional hours they need to spend doing those things. It It's real, right? I mean, it's it creates an efficiency. So, um yeah, I just wish they'd get off the train, you know, legislation because it just >> Yep. It goes against the fabric of who we are, but there are so many things that they do do well to help resource arts. >> Yeah. Other because they're all schoolboard focused. So everything
they do and all the changes that affect a school board is what they're looking at versus some of the other places that look at much broader things and work in different realms that also can provide that information. This is solely supporting school boards. So it's a little bit different. Any other discussion, questions? >> Only thing I'll add is that for me, I use them as one of five or six sources for the legislative updates. I use them, I use will, I use IRG, I use um couple of accounts I follow on X where they dig into stuff. um Quinton Claybon who's in IRG and a couple of others and I read their takes on everything so I can see how everybody's basically playing the side that they're playing. Um their updates come out and then
they also do a weekly update on Fridays for like a lunch a lunch update. Um, and I'm also something that um, Dan had talked about when he was here was if we want to get content into a magazine, we should consider participating. So, I'm already looking into I've been looking into and and pulled it up just to make sure. Anybody can submit articles. So, if you're interested and you want to try to change what you're seeing in the the magazine, quitting is a way to just go away and you hope that they're going to say something where you can be part of the change you want to see. It's what we tell our students. It's what we expect of everybody in the community. I kind of expect the same thing from the people that are
participating to if you want to see a change, you have to do something. That's what we're doing here by being on the board. So, um, for me, it's something that if I want to see it be different, I have to do something about it. And if they choose to not to after that, then I've done my part and I can walk away with green conscience of it. But, um, I'd encourage anybody that is interested in in seeing that to look at what they might be able to offer from their perspective. So, that's all I got to say. So my my follow to that would be looking at the crystal ball and if things stay the status quo for another year and they're still the same way, would anybody feel different next year? If everything's the
same, if they don't change one bit, they do legislation stuff, they like literally everything's actually the same. That is cool. >> Yeah. I guess for me it's not a matter of we'll do this this just me personally, right? we're doing this for one more year in hopes that they change because I think that's a shot in the dark, right? To have them actually do it. I'm looking at the collective of the value that they that they bring and try and weigh that against the stuff that they're doing that we don't agree with. So, I'm making that my support indifferent to what they do next year because I think that would be unrealistic, right? Which I think is what your point is, right? very unrealistic that they change. Now, can we get things in a magazine?
Can we put pressure on Dan and everybody to try and get out of it? We certainly can, right? Um, but I'm not going to hold my breath that in 12 months it's going to look different. So, provided we still find the value as the collective in the and I'm not talking about just our board. I'm talking about the entire you know what do you call it? cabinet administration uh administration, right? Um that's where there's a big hole to fill there. >> So hopefully that answers your question for me anyways. >> And and we had this discussion last year and they said they were going to change and they didn't. So and I I completely respect what you're saying and I really feel bad because I respect everything around here, but we're just giving them money
to continue to do the same thing. But >> I think him showing up at our business meeting was a step in the right direction, >> which was supposed to have happened last year. >> Well, I don't know. >> We didn't have any plan to have any. >> Well, we had talked about that. Oh, they're going to come and they're going to talk to us and >> we did not have any plan. We said that he would come. We had already decided to instead and then >> I had them come and talk to us. >> Yeah, that's what he did. So then he came in there almost >> before we renewed again. The plan was for him to come in and talk. That was the plan that we talked about last year at this time. >>
Yeah. And I I was going to say and I truly believe that our business meeting that we had here created that survey that just went out. I do I think that they get it that there's there's problems within the mix having four of the groups sleeping and stuff like that. So, I do feel like they're making somewhat of an effort, more so than they did in years past. So, questions. Okay. So the motion on the table is to approve the WASP contract for 2627 and we are going to start with voice vote and then if we have to we'll do a roll call. So all in favor say I >> and second sorry we're just making sure we had a motion on the table. It was a motion. >> I know a half hour. We
were We were We were conversation process. We appreciate that. >> Oh, for sure. Yeah. >> Okay. Um I'm going to redo that cuz I people were talking. All in favor say I. >> I. >> Opposed? >> Okay. So, is it fair for me to say that the motion passes? I'm >> 52. >> Yeah. Um we'll revisit this every year and let's you know we will have it be more of a part maybe of the business services and we'll start doing a little bit more work on them. Okay. Um, gifts, gift grants, and be cool. I have a lot to read. >> Take a look. >> Okay. >> Like, yes. All right. >> Motion to approve with thanks the following donations as presented.
