for the messi granola school district verification of the meeting posting this meeting was posted in accordance with our state's open meeting laws attendance roll call mr hyde here mrs boyer here mr buckmaster yeah mr vause here mr zimmerman here uh mrs blair is excused uh and i am here we have a quorum present a quorum is available for action items okay thank you pledge of allegiance mr hyde would you join us to lead us in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all approval of the agenda motion is in order to prove the agenda that is good for us second any discussion hearing none all those in favor

stay by saying aye aye aye aye now's consent motion carries the agenda is approved as is moving on to item two consent agenda motion is in order to prove the consent agenda in growth second are there any items a board member wishes to remove for individual consideration going once going twice hearing none but there's an order all those in favor of approving the agenda the consent agenda and growth state by saying aye question carries unanimously moving on to item three superintendents report dr thompson good evening everybody we uh we just have two informational items here one is changing to our school resource officers and our secondary level so those are indicated here officer lane will now be at the high school searching continuing to serve our system so we're very happy about that um and

then the second item is the contribution to this profession and that concludes the superintendent's report thank you dr thompson we're moving on item four other reports president's report i have none any other board member reports mr hyde uh on july 24th i attended the wsb leadership conference first conference we've been able to have in well over a year so it was great being able to network for the board members seeing what's happening in their districts the big takeaway from the conference was as boards despite our makeup we need to be united but not uniform in our decision-making so our discussion should be here this is where we need to hash everything out but once a decision is made by the board that's that's the board's i'll senior decision that goes with it so um it

was a great message to hear nowadays it doesn't seem like you get that much out there the other uh the other item that they covered was superintendent's evaluation so i was very happy to share what we do with our superintendent's evaluation and i think it doesn't does a great job you do a great job of getting the right feedback thank you mr hyde dismissed his foyer mr mullen no mr boss mr zimmerman all right and then mrs blair any cisa are you are you meeting tomorrow okay all right first time in a while right oh we were in prison for two months now okay so yeah good deal thank you for supporting that all right moving on resolution action items and five master planning committee survey motion to approve the master planning community survey as

presented we're on the floor so i sent out an email just asking everyone to look at this i know we've reviewed it we've looked at it we've gone through it there are any comments or questions by members of the board before i turn over to staff yeah i saw that thank you dr thompson um the only changes to the current survey that you see in the packet is that the survey due date of october 4th the website and qr code for project information which will be populated um once you know the direction and then um information sessions september 22nd 27th at the high school so otherwise it's the exact same survey so is that the website that'll have like all those videos information and to get further detail on questions that people want them correct

excellent are we thinking about putting movies or videos together so this is it any further discussion or comments in the long run so all right hearing none all those in favor say by saying aye opposed motion carries unanimously thank you moving on to resolution action items b 5b 2020 one 2022 preliminary budget motion to approve the 2021-22 preliminary budget as presented discussion i know julie you have some stuff for us i do have a few things since our last meeting the governor actually did sign the budget so we were provided with some new information but again not final information to completely finalize the budget which obviously happens at the end of october so under the first document which is the preliminary budget it's called workshop model with august updates jamie i'll click to it nope

not that one tony's driving not that one not that one there we go [Laughter] so again these are the main variables that are factored into our budget we are assuming flat enrollment um if you remember last year we did go up in enrollment but assuming flat is conservative it allows us to adjust in the event that we do have additional students the per pupil increase is zero so again the state budget gave us no new dollars to actually grow the amount of revenue we can obtain through state and taxes it gave us additional state aid to offset the taxes we do have a per pupil categorical aid that remains of 742 and up until today we assumed an equalized valuation growth of 5 and we'll talk about the change in that in just a minute

so as of right now our fund 10 and 27 total revenues and expenditures will be a balanced budget moving forward into the annual meeting just over 60.4 million dollars our fund balance because we're presenting a balanced budget the fund balance is not anticipated to change if you look at the current year you'll see like the big red number for a budget this year so we are in the middle of the audit so we still have adjustments to make but a lot of the money that's shown here that's a deficit we have to support likely with fund balance because if you remember a lot of those expenses are esser expenses and we were only given 450 000 so far we've not been given our next allocation of just over a million for us or three and

then with both sr2 and sr3 we have to do the instruction in person instructional hour count which jamie is working very hard on and we won't know that number likely till september so we'll likely have to cover that amount for this year but then only to be able to supplement with sr grant funds in the future so that 748 is before all the funds after 450 000 of them 450 000 we were able to claim correct um and then we'll just go on to the next um document which is going to be the tax levy so tony i think it was the is this the regular one let's go to the revised this one i believe can you make it a little bigger sorry okay so i originally had a tax levy estimate put in

there for you and after a discussion today with lisa voison we made just a small modification to the referendum debt service so again our levy is broken into our general operations levy and capital expansion levy which again is all part of that revenue limit levy the referendum approved debt is the dollars that we are paying back the previous referendum debt that we have and then property tax chargebacks are if people or businesses didn't pay their taxes we're able to claim them and get them again this year if we didn't receive them last year and then our equalized valuation you'll see on this sheet we're estimating at almost seven and a half percent so baird does an estimate for us of equalized valuations and that helps to determine how the levy is spread over the municipalities

that we cover and so we originally estimated five percent it's up to about seven and a half we will know the final number october first so again that's a variable that could change slightly and then based on our tax levy and how we're setting it there's a mill rate analysis and a breakdown of the dollar amount per thousand for each of the levees so if you scroll back up to the top you'll see a referendum approved levy um originally we were showing in total a decrease of about point four four percent you'll see that the total levy now is going down about five percent the reason for that is because brett as you talked about the huge reassessment that happened in the city and so in theory if our levy didn't change at all and

everybody was reassessed at the same rate nobody would see a change in levy but if you if the reassessment happened and everybody is here on average but you have these outliers of people who maybe were reassessed higher they could potentially see an increase in their mill rate as a result of just the assessment going up and so if we're able to reduce our levy by the five percent we ran some analysis we believe that will capture most of those people who even with that increase above the average of the the city of muskego would still see a decrease in their levy from the school district i can't speak to county technical college or state so we're hoping that our recommendation is to to go this route what this allows us to do is still to

fees about three million dollars of debt so again paying down our old referendum that additional three million dollars sooner thus saving interest costs and you would see that diffusing slater this year again preliminary we'll know more at the end of october julie can you go back to your previous slides sure that's going to be the one way to the right yep yeah for the so for the esser funds and i know that's hard to understand now but it's safe to say that a significant amount of money is coming our way because of our in-person instruction that is correct so the way that the sr funding worked it was distributed based on your title allocation which means how high free and reduced account you have so the higher your free and reduced count the more money

you got for that ninety percent of the dollars that came from the federal government the other ten percent was to the state's discretion and our state decided that they were going to allow school districts to say okay if you haven't met this minimum threshold then you're put in this pot and of that 10 of the funds remaining if you were in person and you had your kids in a classroom with a teacher in that classroom all in that same physical space any hour that was taught that way is able to count toward dollar additional dollars that we received through the grant funding and dr thompson i think from my record election the muskego norway school district stayed open the entire school year right so we were we're able to count a significant majority obviously what

we can't count is if there were any quarantines or anything like that if there was anything virtual um that was really out of our control but for the most part we were in person and so a majority of our dollars the fact that we stayed open is going to reflect on our significant levy and to our stakeholders correct thank you correct is that per teacher or per people both have a calculation um per teacher but it's based on per people so we have to take the average number of students in class on a regular day minus big quarantines and then multiply that times how many hours the teacher would teach so that the teacher would have a total and then a part of the kids would have a total practice so like for kindergarten failing

if this is right's class which was virtual that doesn't get counted and then the other five classes here so [Laughter] instructional hours so that's one fund and then after three is our virtual instructional hours so right now we've finished our s or two and we're compiling this for three so we have our totals for our in person and now we have to balance it with our virtual hours so3 is factored a little bit differently than sr2 they're looking at the formula just a bit differently so we're reporting reporting both teacher hours students and the states handling the rest and then it's in comparison to the school districts who who did not qualify for that minimum it's in comparison to how many of them were in person so if you have if we're compared against a

district who is only in person half the year and the other half was virtual they can only count that half the year they were in person whereas we can count our full year i mean we significantly based on that i don't know how they came up with that formula but but we significantly make out the fact that mosquito normally stayed open the fact that our teachers our staff our parents kept our kids in school we're all going to benefit from that financially so that's good julie can't go ahead no i was going to say plus our class sizes are larger we're a bigger district and stuff too so if we're still anticipating a million dollars between s or 2 and s or 3 and we've spent 750 so we have to replenish that right we've

talked in the last couple meetings about different expenditures that we have related to sr2 and sr3 do you anticipate going over that delta of 250 000 so based on what we've talked about so the million dollars is just the esser two i'm sorry the s or three title allocation okay so that doesn't count any of the in-person dollars that we get so that's an additional million do we have an idea of as to what that's going to be okay no we don't so but we do not anticipate any of our expenses um from this current year or next year to not be covered have to come out of the general operation that was my follow-up question as long as we don't run over that and i have to we won't have to do that okay

because we had to use additional dollars to do the medication plexiglass built and all that other stuff that's all covered yes we do have a question from someone in the audience on this uh clara connie good question thank you lord academy sell seven five west one two five two six coventry lane muskego and we leave it to budget because when we look at a preliminary budget we're not really able to see specifically how money is being spent and his life specifics and based on the voucher expenses that were paid out under the items that were on the consent calendar i had some concerns and i have some questions because i want to know if it's possible to get some specific information either today or at a later date on certain consulting firms that are being

used and what that money is going towards and i'm going to frame that in the fact that many of us parents here in muskegon across the country very concerned about what's happening in our classrooms around critical race theory and there are two consulting companies that muskego norway has been consulting with solution tree and curriculum associates llc that are very very descriptive of their use of equity and sexist racist um teaching in the classroom this is about the budget how do we as parents find out information about specific budget items that are going towards curriculum development within our school so that's my me sure thank you so do you have any so on what's specific can you email the specific questions you have on the budget on the consented agenda it seems you digress and if

you have specific questions beyond just the financial component i can direct them to the curriculum department or whomever specifically what it's being used and i can help if i can't answer it i can get the answer from somebody in our department anything else any other discussion on the preliminary budget one timeline for funds coming in the sr funds or just in general so esther funds we have a responsibility to get all the instructional hours submitted by the end of august what dpi does from that point where we don't know but we will have the september pupil count which will finalize our actual pupils that we'll be using toward revenue limit october first be our final equalized valuations and then october 15th we get our final aid calculation because again it's a big pad of money

and so we can kind of estimate where we're at but compared to everybody else it all depends so october 15th we'll have that and so at the annual meeting we'll present this budget to you and to the public and then five minutes later we'll have the final budget for you and then love you certified by november 10th any other further discussion questions or comments on the preliminary 2021 2022 board goals good solutions all right so back to item 5b okay on the 2021-22 preliminary budget having no further discussion all those in favor state by saying aye hi hi opposed motion carries unanimously thank you julie now moving on item six a 2021 22 budget that i'm holding okay now we move on to item 6b 2021 22 board goals so you have before you the

proposed board goals for 2021 and 22 a discussion comments concerns i always revise them or yeah just to float something out there so we can get back to me and we'll get this ironed out okay but at least it's a starting point so good all right moving on item seven information follow-up you have the financials on-site clinic personal information and i have no communications and miscellaneous business as authorized by law any comments concerns all right hearing none so what i'll just tell everybody here so thank you all for coming i wasn't sure why everybody's here for the budget or [Music] but yeah so we're done with the open session so what you're going to hear me read now the school bird will be going in into closed session and it's got nothing to do with

anything uh interesting okay so um and after that we go to close session and we only go back into open session to adjourn so there are no other action items on the agenda no other discussion items on the on the agenda with the exception of what we're going to be going over in closed session which is personnel so yeah yeah so so private secret stuff so all right so moving on to item eight session according to accordance with wisconsin statute 19.85 sub 1 sub c for the purpose of considering employment promotion compensation or performance evaluation of specific employees over which the board has jurisdiction specifically the dapes evaluation motion is an order a row called vote to go into closed session uh mr hyde hi uh mr boyer hi mr buckmaster aye mr spouse aye

mr zimmerman aye mrs blair hi and i am a i we have unanimous all right the board will go to close session about two minutes we'll allow the room to clear and we're going to take about a two minute break thank you everyone for showing up thank you
