Um the school board wrote community executive session tonight pursuant to this conference statute 1985 to consider the employment promotion compensation performance evaluation data over any public employee who the government has as jurisdiction or exercises responsibility more specifically employee compensation. Um we don't have any guests so I guess we have no commit any comments. And um we are approving the retirement of Suan Shoots people administrators assistant. We'll begin with um reports. Do administrators do you have anything you want to highlight? Um, just wanted to make sure I do a call out of a thank you to Jen Weasner for all that she does for putting together the um, field day. Uh, it's a nice day and it was run successfully because of all the organizational stuff that she does. Um, I wanted to thank the staff for coming in uh, yesterday

003or two days ago for a data retreat that we ran. Uh so thank you to them for coming in and uh just uh highlighting again um through the education scorecard that uh national uh data um and just showing the high achievement of our students and uh the work that our teachers continue to do. >> Which report I just found in Norman? Uh there was um some years ago I made reference to a study that was done by Harvard and Stanford um and took a look at where scrolls were before CO after CO uh to see how much recovery was made. Um and I think one of the things that makes it tough is that you know our standards as a state have changed during that time. But uh when you take a look at where

004we are relative to the state or nationally uh we continue going up where uh nationally and state continue going in the opposite direction. Um I think that's the important thing to take a look at. >> Good. Thank you Melissa. I'd like to highlight that um Monday, Tuesday, and Wednesday of next week, Aaron Hilts and Troy Schaefer and myself are headed down to Madison to attend a professional learning uh community uh conference. We hope to learn a lot there about how to build the structure for the faculty to be able to work together and come back and have really rich, meaningful conversations about instruction um and what's best for students in the classroom. So, we're really looking forward to going down there, learning as much as we can, and then bringing that back to the staff

005um beginning this school year. So, it should be a good conference and Madison's great in the summer. >> Yeah, it's >> always nice to learn. >> Okay. Thank you. >> Um, superintendent. >> Um, I have several items to just provide some information for the board around. Um, in the buildings and grounds committee meeting, we talked about doing a facility study on the 1990 section. I have a company coming in in the end of June to have a conversation and do a walk through to help us move that work forward. Um, as I shared with the board, we have the results from our snow damage on our high school library. So waiting for the final dollars to come in, we um as a buildings and grounds committee made the choice to go with the least restrictive

006or the least invasive um solution that the company proposed, but will still get us up to standard and also stays within our insurance policy piece. So I look forward on numbers on that. Um the outdoor classroom continues to move forward. They were there this week with some tree cutting services to be able to look at what we can do maintaining that natural environment, but then also expanding it in hopeful use for our classrooms. Looking to secure um basically doubling the funds that we currently have for that. That was all grant funded. We're at about $12,000 now and we hope to secure another 10 um to be able to make that forward. So really happy about that. Um, as we continue to look at our water and well mitigation, um, we did get the results back

007on the irrigation well and the irrigation well does not, um, flag over the amount. So, we are having a conversation with our engineer next week and looking at what is the best solution and how do we mitigate. I've also reached out to um, Jesse from the DNR to say, you know, what is the best solution? do we look at a well that's further out because remember it's only one well that pops the other well doesn't but it's it's right below and the irrigation well which is even further out has less and so ultimately at the end of the day we'll bring information back to the board to make a determination about how do we proceed with that grant and is it recommended to drill a new well is it recommended to blend the irrigation well

008with the old well or is it recommended to put in a mitigation system. The piece about the mitigation system that is up in the air is we really don't have an annual cost because it's such a new product. So, just keeping you informed as we continue to move um on that piece and what that's going to look like. >> Is this is this the first time that that irrigation world has been tested? >> Yes, >> it is. >> Yep. Yeah. So, we don't have historical either. It's a different time of year does it flip. Um but that's why we're relying on the experts to tell us what it is that we need to do and what that should look like. Um as Erin mentioned, it was really exciting work this week with the um data

009committee coming together to start to look at our 2526 data aligning then to the strategic plan. Remember goal one is about achievement. Goal two is about social emotional learning. That subcommittee met this week also to talk about what we want to look at in that whole system and how we want to move that work forward in July. Melissa is at the helm of that one. Aaron is at the helm of the achievement goal. Greatly appreciate the work that both of them are doing as we continue to move that forward. As you've sh seen, I've shared with you we're moving um goal four forward which is really the visionary talking about the future and what does 2040 look like? what are the skill sets that our students need to have? Looking from the board committee, I

010heard from both Lisa and Sue that they were interested in joining that committee. So, I look forward to their enjoyment. There's anybody else we can talk about maybe rotating in and out so that we don't have a quorum of board members, but for sure Lisa and Sue that work will ramp up next fall. Um, we've got a couple of staff members interested, hoping to get a couple of more. Next year is really a research year looking at what is research saying about what is industry looking for when our students are graduating what are the skill sets that we're anticipating and you're going to see me start to share some more articles some of them are opinions some of them are going to be researchbased but what are they saying about AI and how do we

011look at that and how do we embrace that the article that I shared with you today is on the forefront because it reminded me much of the conversation when computers came out and we went to one to on in the classroom and we talked about the comparison when the Ford when the um automobile was created and we didn't know what we were embracing but the automobile was there and now as we look at it we've got new safety features we've got new um navigation systems so as we create we continue to develop and that's the same piece when we think about the AI component of it as we continue to learn about it we have to think about how we set this forward. I'm not talking about screen time. That's not what I'm talking about.

012I'm not talking about putting that device in front of the students. What I'm talking about is how do we prepare our students to be in a future that we don't know? We have no idea what those jobs are going to be in 24. We have no idea what the impact of technology is going to be. So, how do we create that system and ensure that what we're doing sets our students up for success? So, I look forward to the conversation. I look forward to learning to see what people are saying, what people are doing. Never want to be on the cutting edge. That's often the bleeding edge, but let's be right in that middle so that we're also not lagging behind and preparing students that don't have the skill sets that they need. So, really

013excited about that work and moving forward. Um, if you haven't seen it yet, the high school gym is completely finished. We've got the backdrop. We changed out that vinyl on that during the school year and now the lettering is back up. So, swing by there and take a look. One thing I think uh that we did briefly touch on was as we go through some of these projects in that 64 edition. uh evaluating maybe the whole facility, the whole 64 facility and um weighing, you know, what kind of money we're investing into this older building and that sort of thing. 015report legislatively? >> Yes. Um, at our WASB board of directors meeting on Friday and Saturday, we did make a decision regarding the lawsuit. And uh, the decision was that we would direct our attorneys at WSB to begin uh, the amus brief process. So, uh, it'll take time, but we've got time because this lawsuit is going to, uh, go on for quite some time. But the feeling was that the Amika brief rather than signing on as a plaintiff, uh, gives us a chance to provide information to the court that, uh, could be helpful in decision making. And yet it doesn't uh set us up for taking sides and getting involved in all the political prey. So uh I was comfortable with the decision. Uh everyone on the board voted for it and u I'll keep you

Um we are still significantly below by 10 cents what DPI recommends, but we can't just close that gap. Um, so we've been gradually closing the gap, which just to give you a little history, we are getting ourselves out of the red for our food service balance, but we're still we're still significantly in the red. I don't want to give a false no. Um, but we're working to try to get that out of the red as best that we can. Um, so I would seek approval on the lunch costs increase. I always just question I guess do we have we found that the adults

Um this is the full valuation study that is performed every two years in compliance with um Gazsby 75. Um they go through the census data, all the assumptions and review all the actual actuarial methods and update

019everything throughout the entire model. Um in between on the other off years we just kind of get a a general update of the rates in the model. So um this is the full review. Um, I guess the important things in that I put in a table of those payout projections. You can see that we're looking to level off and then drop a little bit, but then it gets really steep as we get into the late 2030s and definitely into the 2040s. Um we are expecting a number of retirements coming up of some long-term employees within the next 10 years and that will definitely impact our op. So um we are on a pay as you go model. So we are paying each year for what we the um expenses that we incur. We do not

020have a trust for that. It's something that we want to keep on the forefront as we look out, especially when we start to hit, you know, 2030 and in six years we're going to jump up that little bit, but then in 20 years we have a significant bump. So just continuing to look at how we can build our reserve to be able to ensure that we have the dollars to be able to pay that out. So it's always on our radar, something that we want to continue to take a look at. Right now, it's not at a place where um we need to address it, but when you start to get above that 150,000 and we push it, that's where I start to get a little nervous about the ability for cash flow and to

As we began to gather bids, we realized very quickly that we would be unable to do that entire project within a single year. And so we're looking to phase the project. Um inside of your packet, you have a flooring estimate, you

022have a partition estimate, and you have shower installs. As we continue to look at it, I would seek your approval for the flooring piece to not exceed the bid plus 25,000. And Heidi's kind of written how I'm asking you to to approve that. And the reason I'm making that adjustment is as we started to look at things, it didn't make sense not to complete the varsity portion of the boys locker room. it didn't make sense not to do the office space floor since we're already here. We're already taking care of it. We might as well do that whole area. So, there's a couple of small rooms. The office for the um PE both Lindsay and Max the um there's another little room. I'm not exactly sure what it is. It had a lot of stuff

023in it. Um but to do all of those rooms so that floor is just consistent across that whole piece. So, we don't have the actual numbers on it, but based off of the size and we're not anticipating it to exceed that bid plus 25,000, which is inside of the budget. As as you are aware, we have issues with our lights sometimes and it's a a hope and a prayer that they turn on for some of our football games. So, um, seeking your approval to be able to get that done and that we would get it done before the football season starts

And so it just gives me the authority and the I guess the flexibility to set some of those funds aside. Particularly we would use it for

028our CTE funds. Those funds come in in June and then we like to tie our spending to them in the following year. If we assign the fund balance, we can do that and then continue to roll the unused funds forward. 029and the athletic handbook. um cleaning up the code of conduct and rewriting that a little bit. Um Mr. Schaefer did this work, adding the fishing club and the Rotary Club. They were not in this past year. Um added to align with the policy board policy 5517 on sexual harassment. Um added no caffeine pouches allowed on school grounds. We know that this is a concern for our um adolescents and we just want to be able to reinforce that standard. um adopted a little um dropped the activity changes in personal appearance registration after code 4 and then dropped WIA eligibility, school decorum, travel regulations, attendance and violation and made a change. Um and again reiterating that the handbook and the athletic handbook go together so that they're they're all in one. The administration is seeking the approval

031able to um earn this award by meeting criteria of good sportsmanship by student athletes, coaches and spectators, compliance with WIA rules and regulations. participation in sportsmanship and leadership initiatives, maintaining a positive educationalbased athletics environment, and avoiding significant injection, suspensions, or conduct violations during the school year. So, this report award reflects a school's commitment to the values of educational athletics and recognizes efforts to promote respect, responsibility, and positive behavior both on and off the field of play. 034Shoots as well, which I know we'll do a little bit later, but um Michelle Schustster, people services administrative assistant, um impressive interview, incredible computer skills, organizational skills, wants to be part of the community again. She interviewed beautifully and think that she would be a wonderful um addition to um my department and my new um partner in crime so to speak. Um no one can replace Sue Anch, but I have the highest confidence that Michelle Schustster will do a phenomenal job in the position. So um would love to recommend her um as the new people services administrative assistant. >> Okay. Um do we have a motion? No. I wanted to have the opportunity tonight. Sue really mess it up tonight. I haven't been here for a couple of months. So, apologies, but wanted to the opportunity to to speak on Sue Anch's um behalf. Sue and I have worked side by side for eight years. It's bittersweet for me to um talk about Sue, but it has been it's an honor to recognize her for her extraordinary service to Sebastapole. um every single day Sue comes to school um with the intent of making someone's life a little bit better. Um whether it's lending a listening ear um or offering her invaluable stage advice to to

036staff and to students as well. Um she's been a pillar of support for me and for the entire staff at Sebastical. Uh we will miss her unwavering optimism and her deep belief that Sebastical students, staff, community is capable of greatness. Um she believes that anything is possible and she's taught us all how to persevere in challenging times with grace and that's especially um important for me to state. um you know when things um we celebrate you know together very well but when things get tricky Sue has helped navigate those those waves um and has taught me a lot about leadership um in that regard um she believes anything's possible um we're going to deeply miss her and it's not just myself um I want to thank the Sunshine Club for um coming up with this

037amazing idea was the Tuesday before the last week of school and everybody just brought brought flowers to Sue who filled her entire office with flowers and it was such a beautiful testament to who she is, her impact on Sebastal and truly how the staff and community feel about Sue. Um, and it smelled incredible in their life. It was pretty awesome. So Sue, um, just want to thank you for your heart, your dedication, and for leaving an unforgettable mark on Sebast. Um, I'm going to miss her deeply and she will always for me. Thank you. >> Just reiterate, Sue is an absolute incredible resource to the district and we are just grateful for her service and the time that she's had. Now, I'd like to transition a little bit um to to something that I hopefully

038I pulled off as a surprise to even my board chair. I'm not sure if I did or not. We'll find out here in a minute. Um, but as we were going through things, we have several board members that have served this community for an extended period of time. And this evening, we wanted to recognize those board members. Um, and so we're going to start with um Keith Bulman. >> Keith Bulman currently serves as the vice president of the SAS school district board of education. Uh he was first elected in August of 2016 and brought into the office with praise from local stakeholders who championed his ability to bring civility, character, and integrity back to basketball. Uh positive community perspectives and stories regarding his service highlight community focused background. A lifelong Durk County resident in this

039festival alumni, Keith returned to the area in 2007 with his wife to raise their two daughters and deeply invested himself in both the school and its athletics programs. Advocacy for growth. During his campaigns, he strongly advocated for progressive school policies like on-site mental health services for students and was praised for his desire to empower teachers and parents. His continued vacation continued dedication he has consistently maintained the trust of the Spasal community. successfully winning re-election campaigns to continue overseeing district finances, policies, and educational standards. And Keith also serves on the athletic committee and finance committee. >> Thank you, Keith. >> Okay. Um today we have the privilege of recognizing uh Richard Dick Weidman whose service to our school district has spanned 15 years and whose impact will be felt for generations to come. 15 years of

040service on a school board represents far more than attending meetings. It represents countless hours spent reading reports, asking questions, listening to community members, weighing difficult decisions, and always keeping students at the center of conversation. Throughout those 15 years, he's helped shape the educational experience of approximately 600 students and supported nearly 100 staff members for each and every year. And for those of you who are like me and want to do the math but can't do it in your head, that comes out to roughly 9,000 student years and 1500 staff years. >> While while many contributions happen behind the scenes, some examples of his work can be seen every day by our students and staff. As a member of the building and grounds committee, he's played an important role in improving our facilities and learning improvement

041environments. He helped complete the bark pathway that's now provides students with a safe route between our building and the bus parking area. Uh he has also been instrumental in the initial development of an outdoor classroom, helping turn a vision into reality through the use of donated funds and community support. But perhaps Dick's greatest legacy, however, can be found in our eco lab. Uh he has been much more than an advocate for this unique learning space. He's been a champion. He's invested not only his ideas and encouragement, but also his own time, energy, and split equity through countless hours of hands-on work, maintenance, and improvement projects. He's helped create an out learning outdoor learning environment that allows students to explore, discover, and connect with nature in meaningful ways. As you know, our kindergarten through second grades,

042for example, go out there monthly. Uh little birdie told me that his work on Eco Lab started well before he was a board member, even as early as when he was a student. Uh the Eco Lab stands today as a reflection of his commitment to experiential learning and his belief that education extends beyond the walls of the classroom. Beyond those projects and accomplishments, what I have appreciated most is the way that Dick approaches the work of governance. He's not someone who rushes to judgment. Instead, he takes time to gather facts, consider multiple perspectives, and ask thoughtful questions. His insights have strengthened board discussions and helped guide important decisions for our district. His steady, thoughtful approach has earned the respect of fellow board members, administrators, staff, and community members alike. The true measure of service is

043not the number of years given, although 15 is a significant amount of time, but the difference those years make. Over the past 15, his dedication has made our district stronger, our learning environments richer, and our opportunities for students greater. On behalf of our students, staff, families, and community, thank you for your commitment, your leadership, and unwavering support of our school and our district. Your st service has left a lasting mark and we are deeply grateful for all you've done and continue to do. So please join me in recognizing and thanking Richard Whiteman for 15 years of outstanding SERVICE and an honor to serve this great school and hope well a few more years anyhow in the future. The emotion is the passion and the dedication that this board serves to this community. It is beyond anything and I can say that because I have 38

046years in public education and that's a long time and this board is incredible and this board chair is absolutely amazing. The work that she has done over the last 20 years goes without even I don't even know how to start but the things that she has done over her years of service. She has supported thousands of Sebastical students through preK and graduation. She has led the district through many referendum planning and district improvement sessions, investing in our facility and creating an opportunity for our future generation of our students. She helped us earn the um recognition as a national blue school school in achieving uh academic excellence in the dedication of our students, staff, families, and communities. She helped lead the helm of honoring and celebrating the community during Sebastapole's 150th birthday, recognizing the district's rich

047history, helping prepare for the future, working through the challenges and the growth opportunities that we've had. She was here supporting the transformation of our classrooms through technology growth from computer labs to projectors to student devices and ultimately digital learning. She was here during the time of unprecedented challenges of COVID making difficult decisions to support learning safety and community when no decision was going to be supported 100%. She stood through those resilient times. Thank you for that work and that dedication. Um, she's helped celebrate countless student successes from conference championships to state tournaments to academic awards to fine arts performances, student leadership and service projects. She's always there welcoming our new teachers and our administrators while celebrating the careers and retirements of staff members who have shaped generations. She continues to support the facility improvements and

048the campus updates that enhance learning environments and support experiences. Helps to approve and support the curriculum updates and the educational changes that we have as a district that we have to meet every single day. She continues to build strong partnerships with schools, families, and the greater Sebastical community. her diligence as I came in as a first year superintendent and the support that I had making the connections to the community to be able to successfully pass an operating referendum was was phenomenal. She so knows the community and the relationships that she has. She has attended hundreds of evening meetings, reviewed thousands of pages of reports and agendas, and helps make decisions that happen every day very quietly, but they matter deeply.
