0022022. move to approve Motion in a second is there any discussion hiring none all's in favor signify by saying aye from carries so move right into the report of the superintendent all right yeah my very first item is our Spartan showcase and tonight I have Nicole Roth shuttle yes um and I'm just going to read the nomination form so one of our coaches nominated you Nicole it says Nicole has worked tirelessly for many years much of the time is behind the scenes doing so much for the athletic department our school and our entire working so much for the athletic department our school and our entire District she is a true team player a Spartan who does things every day with great attitude and smile regardless of her workload I know that Ella is here tonight

um because she appreciates Nicole so much I have worked with Nicole in a variety of um you know tasks that we've worked on and most what I remember is you've taken on a lot of extra duties since I've been here and you're always smiling and you always do a really good job and so we greatly appreciate you so tonight we would like to recognize you as our Spartan Focus foreign [Laughter] thanks for coming you guys really a good steak foreign [Laughter] all right um let's see at the committee of the whole meeting on December 25th principal estaria and principal fezzy shared updates from Cooper Elementary in the high school student representative Aaron Johnson shared updates from The High School class of last week I have an action item consideration of the 23-24 school year calendar

second watching in a second discussion so I know that the there was that issue that was brought up or that concern and I understand that no every staff member gets a chance to vote and it's three options well yeah this year we did sometimes it's two options sometimes a three options this year we did three options and I would say that overwhelmingly the last couple years staff have really shifted their desire to have more breaks resulting in getting out later into June and so that has pushed um the last day out further from our graduation date which has always been either the last Friday or the last Saturday I'm sorry the first Friday or the first Saturday June it used to be the first Saturday um last year the board made the decision it would

move to Friday so that is what resulted in how that and it really depends on the calendar year the way the calendar Falls sometimes it'll naturally work out the way um it worked out this year is the graduation is one week before the last time school for the rest of the students and it has happened previously yeah yeah there's really no other alternative the only other yes I know I figured you would bring some context to the conversation um the only option really would be that the board would decide to move graduation to the second uh Friday of of June and I think you would probably want some stakeholder feedback on that decision and another thing on the on the email that we got so when you look at the number of minutes and stuff

but when we really really look at some of our students that graduate at semester time and stuff they are not meeting all of the minutes your entire school year and stuff um and I I don't remember how we can do it but but we've looked at this before and we're well within our right we also have students like for example um when we take the ACT not all students attend school that day you know there are various times throughout the year where students especially at the high school where different activities or events are happening like graduation or ACT test do we know about how many teachers this even affects that have the mixed grades where they have seniors and then they have other students that they have to preoccupy for six days while I think

I think um everybody might have a different plan for how they how they manage that tour so all right and many times the principals were involved with for instance if I were the economics teacher so I'm the only economics teacher in the building and stuff and I only have seniors but the principal was then involved with that particular economics teacher of what they would be doing on those days when they'd have children okay and a lot of them support some of the graduation planning and such sure okay is some teachers are working some teachers might not it has been and brought up before in that being yes it's a great time to get to other duties as assigned for those teachers right I mean a lot of them also support graduation some of them you

school course requirements approved by the board in December of 2021. this is the second and final reading and it's the second reading of policy 5460 the graduation requirements move to approve second Motion in a second is there any discussion Hearing non-alls in favor signify by saying aye aye opposed motion carries next the administration proposes the approval of changes to the seven following policies based on Neola recommendations in order to be in compliance with federal law Updates this is the second and final reading all right now we have the second reading of policies non-discrimination and equal employment opportunity policy all policies are the same but each employee group has their own number policy 1422 Administration policy 3122 professional staff policy 4122 look at that question outside this realm if I could interrupt I guess I know

we already went through it this coming up car when we just approved the legislative section it didn't match what we had on the fifth and that's actually November's that we've already approved in November and this members is different than that are you talking about the legislative committee yeah so the wrong committee okay I know we already passing by it I was researching as we're talking here okay so so can we okay so can we pull up the cow yeah are you sure yeah don't worry about it man yeah okay yeah not a big deal at all okay you got a lot this is a lot so I'll make sure we hit the right one so well yeah okay so this is the this is the right one this is the one you were talking about

yeah okay so do I have to change my motion I think we should fix it yeah yeah so and your motion I would like to amend my motion so we get the new uh alleged legislative committee from last week second all right we have a motion in a second you want me to read through them maybe just all right and again it was there were no action items no discussion items the informational items were Wisconsin State and open tax burden lowest level and the Easter generation from the Wisconsin policy Forum as the pandemic and the resulting recession hit in 2020 Wisconsin state and local tax Warden fell to its lowest level in at least a generation data from the U.S Census Bureau shows second informational items a record 52 million in library a to go

to public school libraries next year Wisconsin Public School libraries will receive a record 52 million dollars from the state's common School fund for the 2223 school year this amount is not only largest ever annual Library Aid distribution but represents a 27 increase from the 2122 distribution third informational item is the state's potential budget surplus projected to be nearly 6.6 billion in a statutorily required report the state department of administration today said the state's fiscal condition is in the best position it has ever been and it expects a nearly 6.6 billion dollar budget surplus to end the current fiscal year on June 30th 2023 that figure is well above previous expectations that the Surplus would totally total roughly 5 billion dollars and again these articles can be fun at wasb legislative updates page motion to approve

the amendment we have a motion in a second first of all we have the motion in a second that Steve did and who seconded you I did yes all right so let's approve that one all right all is in favor of the first uh first motion and second hi hi opposed all right now to approve actually the amended the legislative committee report current one that Laura did I did and I seconded it okay all those in favor signify by saying aye aye opposed carries I now remember the library thing that was a big deal oh thanks yeah thanks for catching that in okay now we're gonna um 14 22. yeah we I just got done reading the policy 14 22 31 22 41 22 and efficients professional support I moved to approve five seconds three

seconds yeah all right Motion in a second is there any discussion there earring on all in favor signify by saying aye motion carries Okay the third action item is a second reading of policy 14 22.02 non-discrimination and anti-harassment based on genetic information of employees moved to approve second Motion in a second any discussion hearing none all's in favor signify by saying aye aye opposed action carries fourth action item is the second reading of policies 504 Ada prohibition against disability discrimination in employment all policies are the same but each employee group has their own number that's policy 1623 Administration policy 3123 professional staff and policy 4123 support staff motion to approve second Motion in a second discussion it's done almost in favor signify by saying aye aye opposed motion carries next is the second reading of

policies employee anti-harassment a policy the same but you can play a group has their own number and that's policies 1662 Administration policy 3362 professional staff and policy 4362 support staff second and a second discussion hearing not all all's in favor signify by saying aye aye opposed carries our sixth action item is a second reading of policy 2260 non-discrimination and access to equal educational opportunity go ahead move to approve second question in a second any discussion there are all in favor signify by saying aye aye opposed for carries our seventh action item is the second reading of policy 2260.1 the 504 Ada prohibition against discrimination based on disability exactly Kitchen in a second discussion hearing none all those in favor signify by saying aye aye opposed or some carries and the last action item is a

second reading apology 55 17 non-discrimination and anti-harassment student anti-harassment move to approve Motion in a second discussion so I had inquired because I know we had a few emails um asking who decides what is hate speech and who um the process and so we did receive a lot of information on the process behind it it seems pretty extensive it doesn't go through just one person seems to have quite a bit to it um so they're I think the concern is like a bias or just one person deciding what's going on isn't really multiple layers yeah yeah Molly can you just give an example have you walked through the process yet with the new Title IX went from a staff perspective I know that we have something done this with some students but have you done

this with staff yet okay I was just wondering if you could talk through what that process has looked like because it mirrors the student process Kyle thanks for the brief on it too sorry yeah no just in general terms we get a Title IX complaint but that process looks like and how multiple people are involved yep so we did have one last year with a staff person and um we'd have the timeline to follow about how the days you have to send a letter to the respondent and to the complainant and then I had the principal help do the investigation and then we get together and follow up about what next steps are meet with the complaint in order to respond if you bought a plan if we need to and then send follow-up letters

about what the final action was that's taken and then Amy gets involved as a decision maker higher level for what the plans you guys never gotten to that level you resolve that one and I so that was the only staff one that we've had okay I was just using that as a example because we followed the same process for students yeah and I appreciate Kyle what you did too and having time during the day to do some research and stuff so I've been looking at a lot of things for this entire week and stuff and reached out to Amy and she said Kyle was going to provide us with some but if you will the the U.S Supreme Court has long recognized that the right to freedom of expression isn't quite the same for children

at school as it is for adults in other settings this is because K-12 schools have a special responsibility to keep children safe teach them how to behave properly and make sure the campus environment is conducive to learning not surprisingly students and administrators often Clash over the balance between schools dual responsibilities to respect student rights to freedom of expression and to protect children and the learning environment environment when those clashes lead to lawsuits courts turn to the Basic Ground rules that the Supreme Court laid out in four Landmark decisions schools May restrict student speech at school or school activities if it is likely to disrupt School is lewd promotes illegal drug use or as part of curriculum or Communications sponsored by the school so I mean and it was pretty consistent in many of the articles

that I that I read and stuff that this is the language that's that's being used and it is our responsibility as a school district to make sure that we have things in place that protect our students from harassment there has to be some standard there has to be a 300 and there is there any other discussion I'm gonna talk but Steve nailed it on the head and follow state law a reason loss it's right in our Wisconsin statutes Wisconsin Supreme Court rulings on hate speech and it does not infringe on someone's Amendment rights to Speech but when it comes to school it's a little bit different so anybody's seeing me a different I put in a category of Wisconsin doesn't have like a bullying statue but we do have harassment threats early conduct we have

hate speech Wisconsin um just like we have threats harassment all this other stuff just because we're adding hate speech to the policy it doesn't mean it's going to Fallen under statute of the other uh policy this is just more solidifying that I think we're and take the stand against hate speech in general understanding that extra layer saw with this tape there anything else they were signified by saying hi opposed She carries uh informational items we've got the second reading of administrative guideline manual 5460 would definitely it was informational because it's the administrative guideline okay for graduation requirements there are no discussion items but entertain a motion to accept the policies and rules committed reporters second and in a second any discussion you're not all in favor signify by saying aye aye aye opposed motion carries

that concludes the committee reports any other any reports by any members of the board tonight go ahead I forgot my Norms oh my goodness gracious I forgot to tell before do you want to say anything about our meet and confer right why I did all right so we met with the support staff and being confirmed yeah some of the takeaways we start with uh the busting headstone um needs as far as when it came to parking at uh Superior high school we discussed what we can do um parents are taking up a lot of the parking parking spots after school before school where the buses uh need to get in and park and that's adding extra safety measures for bus drivers not only to have to pay attention to the kids on our bus but

other traffic and other students walking between buses as well as even staff walking between buses um so we talked about different ways we can try to help the bus drivers help the bus scene get through the high school um we've got those added struggles um you know some of the stuff they came up with made barricades or signs or lights or um an SRO or staff member going out and and shooting some cars along uh just kind of closing down uh it would be the main entrance where it's kind of a u-shape or or whatnot is what they're talking about um as we also brought up some of the bus passing issues in the city that we talked about um where we could maybe add some more enforcement for people that aren't necessarily stopping for

buses some kind of like hot spots in the city and county um that was discussed me like anything else on the bus scene yeah the basketball hoops and um were yeah at the middle school which we do want to have the kids be active and have places to play but just being safe classes are back there at the end of the day the Hoops are at the wrong level for the buses did you talk about their pay then too as well that's okay so we moved now we talked about uh pay based off the CPI there's some I guess confusion based off of what the wage rate was off of starting wage versus base rates when we talked about uh uh four percent uh increase that was approved some people weren't necessarily seen four percent

some people are seeing three point whatever um just because there's confusion on what that was off of uh 24 is not applied evenly across the steps I don't think it was actually four percent it was 3.95 are they talking about the point zero five or oh no so like bigger differences so like when the paper put out when the paper put out like everybody's getting four percent across the board sure with the paper advertise and then some people are seeing their paychecks it was maybe three point something or it they're thinking everybody's getting four but off of what they were already making that's typically off of the uh base pay um so there's confusion there and so it was talk through though so they're just curious about what they're what they're seeing on their check

no they their request I'm gonna try to paraphrase their request was if we are going to provide see a percent raise that that raise gets applied evenly across each step because currently we apply raises similar to the a teacher employee group where it's applied to the base wage and then it gets up from there so if you are on the top of the salary schedule you don't necessarily get four percent because that four percent was applied to the base wage not to your salary step it's been really challenging I've been on the board for a little bit and it's been challenging to always communicate that one thing that I try to remind staff is that when we apply it to that then that's a Forever part right because we're talking about actually we're actually increasing

that piece and so we look at that when we budget it to make sure that they know that it's not just a one-time it's not a stipend it's not a one of those kinds of things so um just putting that out there that's always been a challenge I think their request that we heard at the admin at the support staff group is that that's the requirement when we look at the supplemental pay for the teacher employee group but that's not the requirement for other employees accurate Molly yes on that um then we had a tech clerk position was asking to move her position from a professional staff category or move to the professional staff category I'm sorry from the sports staff um changing the job description of the title um to kind of explained what

she was doing probably one of you can feel this better but what she was doing wasn't really reflecting what the description was uh currently um and she talked about some of the stuff she did where she's dealing with State Testing and and how it affects district grades and how she has trained teachers and on different software and stuff and there's two positions in the district that fall under the tech clerk position and they both do completely different jobs and what support staff is listed so they're asking that we look at or at least Amy looked at a change in the description to a professional and maybe you can cover more how do we go about doing that is that something that we propose or do you know well Kate and I talked about last week

you have to go through it so we would start with that the job in this building because then like Ed said there's another person in the category at the high school so we'd also have to look at hers too Tyler I just want to stop there because I know we've gotten into Personnel discussions before are we encroaching on that delicate territory that we have before where we're discussing specific personnel and because and this is maybe even before some of the newborn members are here but we started getting into details about specific positions and I know that we had some issues with that in terms of human resources are we getting close to that and if we are I just want to express caution to our board that we are careful and that's not reflective on

what you shared just about how much further we go with the discussion I would agree with that I think it's it's getting close to that if there's an if there's an internal initiative taken by Administration or by human resources to try to re-categorize somebody that's a completely different animal than somebody coming into a meet and confer and talking about reclassification because that's essentially negotiation unless it's talking about base wage or distribution foreign so that that was brought up it's hard but it's not like hold that makes a lot of sense right I think the difficulty was the position was limited to you know only two positions but we have been discussing updating things and you guys have been working towards that so there is progress being made and it's on the radar yeah so that's

good but that also concludes my notes on the meet and Cooper with the support staff those three topics it's a good turnout yeah great again I did not expect that many any other reports Amy emailed out cesa talking points what's been going on and they're still trying to work on their building that's like the main thing that's really been a struggle part of that struggle might be that they're in Ashland do they talk about maybe moving or do they have to stay there okay um certain manufacturing oh just a little plug they have some nice Christmas gifts available if you want to order and part of the proceeds goes to the music department so kind of a double they're they're nice gifts actually really nice I ordered I ordered one myself so I mean where

do you go find them um online I saw it on Facebook so and that's how I found it probably they have their own website Facebook Facebook yeah they have their own little marketing department it's nice stuff if you like Christmas holiday what are you trying to say Scourge I do not like Christmas okay other reports we're going to have you report on Christmas [Laughter] um district and program highlights just a couple things one I shared this with the board but just for anybody listening tonight we are going to start doing a monthly District newsletter to All Families in the district um we want to share information that's happening at the board level agendas action items as well as highlighting some of the great work happening across schools I've had a lot of positive feedback from

staff across schools saying it's fun to see what's happening in other schools um whether where they don't work and so we're getting to see feedback from families that they in third so that's an attempt to keep everybody on the same page so that's happening this week and um we have a significant snow event planned for the week it has been my radar the district plan in the event we have to close school we have two snow days built in there is no education provided on those days if we have to do three or more any of those days are virtual support um so we don't have to extend the school year into summer because we have strict DPI guidelines on following our plan for that so I'm communicating with teachers tomorrow just a reminder how

to prepare students for for in the event we have three snow days this week um like we have none but we'll make sure we don't send Chromebook home like are you going to send Chromebooks home sending uh I'm sending devices home tomorrow all right and um bring the Chargers back and I'll send a message to parents too nowadays we're snow days I know I'm just yeah trying to balance everybody's needs yeah yes thank you we have our highlights I would call it a highlight I was going to say yeah no thing wasn't exactly a highlight all right consideration of bills and pre-approved Bills second option in a second discussion pay the bills all right all's in favor signify by saying aye aye opposed motion carries comments by members of the public I think I'm gonna

go with there's none so with that meeting is adjourned thank you everyone happy holidays oh my gosh
