Okay. And we'll move on from there. This is all right. Chance look at the agenda. Is there a motion to approve the agenda as presented? I'll make a motion to approve the agenda as presented. I'll second. Any discussion? All in favor? Aye. Opposed? Motion carried. Um So, Stephanie, congratulations on your re-election. And Cindy. And me. Um So, we have that. And then, um as you know, um Julie has resigned from the board. So, we are short one member. Um so, we will go on with the four of us until we appoint. Okay? Um so, are there [clears throat] any nominations for president? I nominate Sandy Kotnick for president. Are there any other nominations for president? Any other nominations? Hearing none, the nominations for the office of president are closed. All those in favor of myself

for the office of president, please say aye. Aye. Aye. Any opposed? Then, I will be president again for this year. Um Are there any nominations for vice president? I move to nominate Ellen Evola for vice president. Any further nominations? Any other nominations? Other nominations? Hearing none, the nominations for the office of vice president [clears throat] are closed. All those in favor of Ellen Evola for the office of vice president, please say aye. Aye. All opposed, say no. Ayes have it, and congratulations, Ellen. You've been elected. And now we're looking for nominations for um clerk. I move to nominate uh Stephanie Brady >> [laughter] >> Are there any other nominations? Other nominations? Any other nominations? Hearing none, the nominations for clerk are closed, and all those in favor of Stephanie Brady for the office of clerk,

please say aye. Aye. All opposed, say no. Ayes have it, and congratulations, Stephanie. That's a big job. Thank you for being willing to take it. Um okay, are there any nominations for treasurer? I'd like to nominate Tina for treasurer. Any other nominations? Other nominations? Hearing none, the nominations for treasurer are closed, and all those in favor of Tina for the office of vice of for treasurer, um will you say aye? Aye. All opposed, say no. The ayes have it, and congratulations, Tina, and thank you for doing that. That is also a big job. We appreciate that. Um Uh Julie had been the CESA 12 representative, and I would be willing to do that if that is okay with everyone. >> Sounds great. Thanks for doing that. Yeah, okay. Do you have to travel there? Um

well, actually, I was they had a meeting Tuesday night, which is how I found out because I thought that I didn't know when they get in, and I wanted to check you know when Julie would be there. And so, they did meet on Tuesday night, and I went in her place. And what they do is they have five Zoom meetings and four in-person meetings. So, we had a Zoom meeting on Tuesday night, and it lasted 15 minutes. That's my kind of meeting. And what I learned from that was Kelly Rider um has been offered the superintendent's job at Slinger School District. So, I think we were all glad to hear that because she it she was Everybody was very favorable of her doing it she was here. Um okay, so, policy committee, Ellen and I

have been on that. Ellen, do you want to continue on that? >> Yes. And I would be willing to. Um and then, the finance um focus group, you two? Yeah, I'd love that. Yep. Okay. And so, um second. Any discussion? All in favor? Aye. Aye. Opposed? Motion carried. Um To designate a place and time for our regular meetings. Um we've been doing second Thursday at 6:00. Is that still okay with everybody? Yes. Okay, would someone like to make a motion to that? And this location right? And this location? I'll make a motion to designate second Thursday at 6:00 in the LRC at high school for our regular board meetings. I'll second. Any discussion? All in favor? Aye. Aye. Opposed? Motion carried. Um determine the fee charged to individuals who request notice of board meetings. Um

Denise and I talked about this because our first thought was probably not doing anything. But then, as we thought about it, um I don't I don't know if any of if you've been aware that there have been through the state as as the and through the country, um different organizations that have been bombarded with um requests for documents. And so, they that was something that was put in this policy to charge for those, and it's not because we don't want people to see them, but it's takes time. And so, if if there's somebody who wanted a notice of all board meetings, then that would take some time. Some amount of time. And so, we were talking about um determining a fee if that was requested. Nobody's ever requested it before, but it would be better

to have it in policy before than after. Um so, we were just kind of tossing around $25 for the year. If that's okay with everybody. I'm sorry, what did you say the amount was? $25 a year. Okay. And this is for like they're requesting like additional notification like a letter? Yep. Or >> They want like the agendas sent to them when Okay, got it. Posted. Got it. Got it. Is there a standard? Is there I don't know that there is other places that have something that they charge for? I don't know. Seems like a buck. I mean, we do for open records requests that are significant, it's the hourly rate and plus five minutes at the employee. But this is something that is more of a kind of a standard what's the fee? >> Yeah,

okay. So, if that would be okay, is there a motion to um put that in policy of uh or put it as a requirement? Yeah, let's uh Boy, there's like no kind of like standard. Like we don't know if there's like a like Yeah. But it's something. And then, if it's >> Yeah. if it's It's not It's not like this wouldn't be like excluding somebody, would it? I mean, if you think about like why somebody might be requesting this at home, and why they might want to like have that. I mean, is this going to like Well, and it's never happened. So, let's go ahead and do our 25, and if it ever comes up, we'll cross that bridge and What we don't want is all of a sudden everybody in the community wanting it.

Right. Is there a provision for review based on like financial need or something like that? Like just to cover that. Sort of the concept like there's a legitimate reason why somebody would like it. I don't know. I don't Well, there are I mean, there's it's not like the agenda isn't posted in other places. Yeah, we kind of felt like it was probably >> [clears throat] >> an outdated Yeah. Yeah, component because now That's why we're struggling with it so much. It used to be just on paper posted around the community. Right. And now, it's easy now. >> [clears throat] >> Right. Um to access So, this is mostly just kind of like a coverage because we wouldn't expect that We wouldn't expect it to happen. No. Yeah, okay. I move to uh charge $25 to

individuals who request notice of board meetings for annual fee. Okay. Is there a second? I'll second. Any other discussion? All in favor? Aye. Opposed? Motion carried. Um and then, we need a motion to designate an administrator, who would be Denise, to assume specified responsibilities of the treasurer and clerk and because the administrator has a capital A, that means she can delegate it to other people. So, um but we're going to designate her to be able to designate those things. Would that make sense? >> Oh, yes. So, like Yes, so like So, like like Heidi taking that Yeah, yeah, yeah. So, Heidi taking the minutes of the meeting. That she's been designated by a capital A administrator. >> [laughter] >> I noticed that right away. I'll make a motion to have the new administrator be able

to assume specified responsibilities of the treasurer and clerk. I'll second. Any other discussion? All in favor? Aye. Opposed? Motion carried. All right, we've got all of our statutory duties having been complete. And so, we'll go on to um spotlight report on winter activities. Yes, Anna. It was a great season. Great. Um so, if you guys I there's a link attached, but I was just going to go through and read the numbers. Um if there's anything else that you want for future updates, just let me know and I can get those included, too. Um for boys basketball, it went up from 14 last year to 26 this year. And a big piece of that, I believe, is um the ninth grade Well, that our ninth graders are pretty basketball motivated, so I think we got a

number there. And honestly, just in going and watching the games, I feel like Wayne does a really nice job of making sure kids get playing time. It seemed like even in some of the more high-stakes games, he was getting um players off the bench and moving. So, it was just it seems like that program is doing a great job of developing kids through middle school and then keeping them in high school. Um girls basketball, it was 15 last year, 12 this year. I think a big piece of that has to do with um we had nine foreign exchange students here last year and they were very involved and there were a number of um females who were participating, so I kind of have a hunch it's just more down due to that. It was kind

of the that same group of girls came back. Nordic ski went from six to nine. Alpine ski lost a couple, so that uh was eight this year, 13 last year. The gymnastics co-op had nine last year and we had zero this year. A big piece of that was there was some some kind of coach drama mixed in. There was some stuff happening um and I'm not really involved in the gymnastics program, but I know a lot of the families were and so, there was just kind of a lot of stuff happening there. Our gymnast chose to stay in the club versus doing the sport. And I checked in with any of the kids that would be at varsity level for next year and there were two that would are planning on participating next year. Um

So, [clears throat] we maintain the co-op. Correct. >> Okay. It does The gymnastics co-op has to be renewed every year. The hockey one we do every two years, but so we had to make the decision. That's why I called the kids in and it sounds like we'll have people involved, so Um hockey is always slow, but it seems like it or low, but it's steady. So, two we lost a senior, we gained a freshman. Um I think there's each year we've got maybe, you know, probably one coming up. Um middle school girls volleyball, that has been statistically very high and we're I mean, it was 31 last year, 33 this year. It's just been Wow. big numbers. And then middle school boys basketball, like I said, they're doing a really nice job developing with that

program. And so, last year we had 18 and this year it was up to 26. Good. Excellent. Any Thank you. Do you have any other questions? I think Do we do a Do we do a co-op with for trap? Mhm. Yeah, we do, but that's a a fall and spring. >> Okay. All right. All right. I'm up. Uh so, one thing to note referendum-wise, let's kind of go over some of that work. Uh we have a site superintendent who's been here a few times and he was here today. His name is Chris O'Connor uh from Myhren. So, there will be a What would I call it? Like a trailer. Uh the first initial plan was to have the trailer sitting in the parking lot to the east of the gym where those back doors are.

So, that's going to be sort of a staging area for materials and there needed to be power, which is going to be tricky with how the power lines work across those streets. So, they're actually now planning to set the trailer um you know, in the main parking lot on Fourth Street that we all parked in today in the grass between the parking lot and the homes. There's a fence. They're actually going to park it right there. Um so, in the coming weeks and I'm not sure if it'll be before our next board meeting, but certainly you're going to see some changes. There's going to be some pods put in that parking lot. Um it may shift our staff. We're going to kind of wait. Homer's trying to figure out the timing. Windows, I mentioned, are

going to be replaced. We met with Shawn from Superior Glass and he said actually the window replacement, the majority will happen this summer and he's planning to just start kind of over on the weight room side and then work their way around the building with a few next summer based on the new office. Uh so, they will have trailers where they're going to bring all the materials and then actually assemble the windows here um because it's just a lot easier and then we'll have a couple storage pods and we'll have the superintendent trailer. So, that parking lot's actually going to be quite consumed over the summer months with the understanding that when school is back in session, we need that space, those items will be unloaded or the glass will be hopefully installed and they

will move on. So, >> uses that parking lot in the summer at all? It's not. No, I would say just mostly office uh those of us that are here. I was counting, there are maybe like seven or eight cars on a regular basis and then some teachers and coaches and people, but limited and we can always park on the street. Honestly, it's about the same distance, so. >> school vans and stuff get parked in the street? >> plan is to move Yeah, they're I think that two of those pods are actually going to go where the school vans are right now. So, hopefully it won't eat up all the space, but just an update on that and it seems like it's ever-evolving. Like every day Every day we talk to them and I'm like, "What?

Okay, yeah, that." So, it's just this ever-evolving plan. Tomorrow we're going to meet with Chris at noon and walk through the summer project, like what's happening. And then my plan is to bring I think June will work better sort of a preview of the summer work to this group and the community to share a presentation and images and a little more detail. So, that to come. Uh at the official groundbreaking, don't forget Tuesday, June 2nd, 2:00 um right outside and we're going to have the band and we're actually going to do some planning for that next week, so I'm excited. Um Ivy, Chandra and I just switched gears. We met with Joel Shader for our second session today around creating one-year strategic objectives that align to our five-year objectives and then the scorecard work. So,

our plan is to in June, we have some dates on the calendar, sit and really finalize those pieces so that we can bring it to the board and the community July or August and then board meeting and then we'll be ready to roll it out to staff in back-to-school days. So, really excited about that and to bring that to you as part of your board retreat work, too. So, July will work well. That's a good question. We can definitely align all that. Um finance focus group met. Uh Tina and Steph are going to give an update next coming up, but we meet again May 12th. Looking forward to that continued conversation. I'll be bringing a preliminary budget to the board in June for approval. Um some more information um specifics on the budget and we're

working on finalizing those numbers in the next few weeks so that we know more clearly where we're at while we're still waiting for the state to decide whether going they're going to fully reimburse the special education numbers with what they said or you know, if we're going to have a shortfall. Uh and then finally, with the board vacancy, I just wanted to share a little bit about the process for that just so that it's um very transparent. We do have it on our website. Uh there's a nice Google document that Heidi outlined in terms of the the you know, steps that are taken. So, you have to be a resident of the school district. And then to apply, you'll submit a letter of intent or a letter of interest. And then also a sworn declaration

of candidacy, which is notarized. Um a single piece of paper, it's pretty simple. Um once those are turned into the office, we'll consider those individuals as uh noticed of interest. And then when May 8th hits, which is the deadline for that letter of interest, Heidi will be reaching out with specific details on the board meeting May 14th and the ability for them to share what qualifications they have with the board and why they're interested in the appointment for the year. So, it'll be a one-year appointment until April of 2027. And um and then more more to come once that once that date hits. Once that May 8th hits. So, they they'll [clears throat] attend the May 14th meeting, hopefully. Yes, attend the meeting, present. They'll need to be a motion to appoint an individual. The

board will then uh take a vote on that appointment and that individual, should they have the majority vote, will take a seat at that meeting. Would be sworn in right away? And be sworn in right away. Yes, sworn in and then And if there's a tie, you're the tiebreaker, right? >> No, Sandy actually is. Yes, it's the board president. So, >> Well, there can't be a tie if there's five, three voting. Yeah, I thought you were voting. to You know, >> vote? I don't think so. I vote on it originally. I think you do. >> you do. I think you are an original voter, and then you basically get two votes. Yes, and policy You're voting. Excuse me, board policy 0412, I believe. >> Okay. It states, um, yeah, you are the tiebreaker. So, it's

two and two, and then you ultimately get to say. I'm sure it is. Here it is. Huh. That's interesting. I stand corrected. Yeah. So, then you can all blame me. >> [laughter] >> All right, anything else? No. Thank you. And the financial focus group. We had a little thing called the first our first finance focus group. That's hard to say. It's not hard to say. I can't say it. >> [laughter] >> Finance focus Good morning. Um, what was that? Last week, right? Last Thursday. Um And basically it was an orientation and uh alignment of goals and education. Um, to give us all a common ground for where we're starting from moving forward to try to um, achieve our goals, which we had written down. What it's our bridging that gap between municipal funding component and

our needs, our school district needs and community. Well, I mean, uh not unexpected. Great discussions. Um, I think everybody got up to speed. I felt like like you know, when you have a conversation with people and you can tell if they're not not understanding at all. I don't feel that way at all. I think everybody was engaged. Um, so it was it was very question. Um, we'll meet again, obviously, on [clears throat] May 12th. Denise has put together some really great material, cuz it is very complicated. Um, and so it's very good to get the basics concepts down. Yeah. I assume you watched the video that you had there and She she gave it out to everybody. We didn't spend the time during the meeting, cuz we ended up a little short on time. Okay.

A lot of discussion. >> There's a lot of discussion and lots to share, so Yeah, just really that foundational school funding kind of 101. How does it work? What is the revenue limit? How did it, you know, how was it put into play? Where we, you know, in the last 33 years, what's kind of happened and transpired? Really great questions. Actually, I had another email today from a member with some great questions. I was like, wow, this is just like they want to really understand, and they're also trying to problem-solve around where there's this gap, like how do you fix this? Uh, which I thought was phenomenal. So And then they had every answers. And they're a diverse group, which I always like to see. Um It's funny. What else do No, I think uh

I think that's it. I think that everybody appreciates kind of like that role of, you know, like we know that we're like the first group of the community that's going to like kind of dive in and help and I don't know, help the community understand our school's position in this state of education finance right now. And it's great, and they're on board. Okay. Good. Nate, Holly, any questions? Nope. Very good. Thank you. Um, the board goals. I think that we are doing quite well on those. Um We have Oh, I hate to say that we've we've kind of met the goals, but some of them you can continue working on. But, um, you know, we have done quite a bit. The the first goal where where we're talking about being an advocate for public education,

that kind of ended up a little bit into the um voucher program and the transparency program. And um the town of Marshfield did agree to it, and we got the resolution signed resolution. So, that's exciting. Um, and we need to just keep going. Kim, you said that they did not put it on their agenda. Um, but they will next month. >> Yeah, I uh Their meetings aren't quite like ours. So, uh so I just kind of spoke during like public comment, and they're like, "Oh, do you want us to put you on the agenda?" And I'm like, "Sure, let's do it." And so, we'll be on the agenda next time. I probably could have asked them to have the debate right there, but um but I think that It should be on their agenda. Um

And then with the strategic plan that's finished up, and we worked went through all of the bylaws. And then we do need to work on um with Denise and I will meet with whoever the new board member is for some onboarding to go through some of those bylaws and things, too. So, we'll get that finished up. So, unless somebody has some other thoughts on wanting to do something in addition to those goals, we can bask in the glory of doing so well and Well, I think I think the strategic plan work is still like work to do, because you guys are working on your annual work plan, and I think that like having that alignment and having those like that kind of like oversight goal, you know, that's that's going to be like I think

part of part of that process. Yep. So, I think it's still it's still still some work to do. Well, that that particular goal, I would think would kind of roll over into next year as a goal, because when we get whatever you come up with as district goals, then we can go off of that for our board goals. So, it's all going to be a unified Oh, step forward. And I'll send out the board development tool once we have the new member. I'll send that out right that next week. We can gather that data at the table, too. So, it'll be really great information to use to guide Great goal. All right. All right. Good. Um financial reports. Um, okay. So, uh really just enjoying the um the financial reports folders these days. You know,

I think the the quick notes seem to be like getting more and more, but I think uh that's just incongruent with this idea that like, hey, it's been a good year, and like, you know, now the school bus bills are getting paid, and like this is going to happen here, or but I really appreciate like the graphs and some of those visuals to kind of see like, okay, well, where are we at, and like what what have been like some trends, and just like super appreciative for all of the work the district does uh to be stewards of the taxpayers' dollars. And so, um any notes from this one, uh just you know, this uh this job's pretty great, cuz you can look over a lot of like these financial statements and make sure everything

was like all the ducks are in a row. I think of it as kind of like a little audit, and then once in a while your audit comes through, and it's like you get to see all the the new books that were ordered for the library. >> [laughter] >> And that was just just awesome, and I love the fact that kids are reading actual books. It was fun. So, thanks. All right. Give a motion to approve item Yeah, I move to approve the financial statements for Marshfield 26. Second. Any other discussion? All in favor? Aye. Opposed? Motion carried. The consent agenda, which is somewhat lengthy. >> [laughter] >> It's the season. Yeah, that's true. I should have seen it coming. Yes, and I feel like I looked at last year's April agenda, and there was

not as many, but I think we had it a little bit later. So, we've been So, kudos to our administrative team. We've been working everybody so hard at doing this work and all of the work, and it is it's a lot. This is this is a hard time of the year when you're trying to finish up the year and plan next year. Yeah, that's true. Yeah, that's true. So, is there a motion to approve the consent agenda? I'll make a motion to approve the consent agenda. Is there a second? I'll second. Any discussion? All in favor? Aye. Opposed? Motion carried. >> [clears throat] >> Discussion items. The first reading of a number of policies. Um There's also there was a number of technical changes that I think were listed on the agenda that that we

saw um that Denise just does. She's got the authority to just approve those technical changes, but these are um some of the policy changes. So, is there a motion to approve those the first reading of those policies? I'll make a motion to approve these policies. First reading of these policies. Second. I'll second. Any discussion? All in favor? Aye. Opposed? Motion carried. Consideration of approval of the E4E academic improvement and career planning plan. It was nice. Thank you. Thanks for having it laid out so well. Anybody have any Well, is there a motion first to consider approval >> to approve I move to approve consideration be approval of the 2026 Washburn E4E ACP plan. Second. I second it. Any discussion? Anything you want to add to it? To say? No, other than we'll have it posted

on the website tomorrow. Great. Great. It's all done. Yes. All in favor? I. Opposed? Motion carried. Summer school course handbook. I make a motion to approve the 2026-2027 summer school course handbook. Nice job, Shannon. Thank you. I second that. Any discussion? >> [laughter] >> You were busy for this meeting. >> Yeah, we worked on it. Okay. Lisa Tody was a huge help with summer school. All in favor? I. Opposed? Motion carried. I move to approve the 2026-2027 summer school staff handbook. I second. Discussion? All in favor? I. Opposed? Motion carried. Keep going. I recommend approving the framework What is it? The framework No. No. Summer school staff. Oh, is it I thought we already did that. Staff again? We did. That's the list of Oh. Just the staff. I got it. Then I make a

motion to approve the summer school staff handbook. No. Just the staff. >> [laughter and clears throat] >> I move to approve the 2026 summer school staff. Oh, just staff. Got you. I second. Discussion? All in favor? I. Opposed? Motion carried. Now, Stephanie, do the other one. >> [clears throat] >> Well, I recommend approving the alternate graduation pathways framework. I will second. I second. Any discussion? Thank you for doing this. I I I think that is such an important thing. I mean, I worked in that particular area for a long time, and so I'm glad that there's something that's clear. >> It is something that I think just a little bit of background that we have, you know, a very, very small number of students each year who meeting our traditional graduation requirements is just not

feasible, and having them remain here until, you know, for a fifth year or longer is unlikely due to truancy or other family needs. And so, we had been in a lot of different places around Well, what does that look like? And I think there was some confusion, and there were different practices happening. So, kudos to Jen Lutz, Lori Pittgrass, our special education teaching team, Dave Lawson, Bob Tindall, Chandra, Matt Collins, and myself, who all sat down and worked on, you know, what what what is the What are the options look like for a student, and what do we expect for again that like 1% to that one student a year taking a an alternative pathway. So, that is that is what we came up with, and DPI was very helpful in creating it, so we

feel like we're we're now all on the same page about how we do that work. Good. Just great. All in favor? I. Opposed? Motion carried. Oh. I recommend the cancellation of the approval of Sherry Collins as a graduation speaker. Well, that was a good choice. I second. Do you want me to make a motion? Oh, that's fine. That's a good choice. Yeah. Um all in favor? I. Can I tell a story really quick? You know what? Opposed? Motion carried. >> [laughter] >> It's just really funny, but I'll make it quick. Um you know how she'd always sing happy birthday if she couldn't find a kid, and she went over the loudspeaker to sing it, and some There was a student that was overheard in the hall saying, "She's went no kid her." >> [laughter] >>

My grandkids know her. They don't know her, but they know her from cross country skiing down at Cable, cuz she's always at the at the finish line just encouraging all those kids as loud as can be. And so, all you have to do is say, "You know the lady that's at cross country?" "Oh, yeah." All right. H. I move to approve the St. Croix Central Area College credit applications. I second. Any discussion? All in favor? I. Opposed? Motion carried. Is that about the same number we usually have? It seemed like a lot. >> it is a lot. It's been going up. Yeah, it's going up. Mhm. It seemed like a lot. You can see that in the budget, too. Yes, I saw it in the financial statements. And I saw that there was a Yeah,

we're planning to I thought no, she's about that, too. within the next couple weeks. Like, how do we make sure we Yeah, we have that planned in. We don't want to restrict that for students, so yeah. But it's not cheap. Yes, it is not. No. Nope. All right. >> That's why it's so hard to talk. Yep, we need a motion to go into closed session. >> a motion to go into closed session. I second. All in favor? I. Opposed? Motion carried. Thank you. Thank you. Thank you. Thank you, great job. Thank you for letting me I didn't say something till we made a dead voice. I know, I I got it off the whole [laughter] meeting. Oh my gosh, that was the best.
