Dr. Robbins, take it away. >> Good evening and happy last week of school. That's some celebration, guys. I'm sorry. >> So, it's so good to see a lot of our seniors that are here tonight. Um, so we're going to honor you guys in just a second. Before we do that, I just want to get through a couple of things. There are no legislative updates right now. Our June celebrations include National Dairy Month, Happy Pride Month, National Safety Month, Flag Day, which is

003on June 14th, as well as Junth, which is June 19th. Other updates, just some highlighted uh community visits and meetings that I will kind of expound on in just a second. Um the uh June 3rd, I did participate in the parent teacher association monthly meeting as well as uh the West Dallas Blue Jays game versus Brookfield East and Wisconsin Lutheran. Uh the CTS graduation which was on June 3rd as well. And then the Alakart on yesterday was a great event. want to kind of expound on a couple of things, a couple of events though. The CTS graduation, this this event every year, it just it just feels so warm to me to honor the these kids. And this really defines uh when when we say inclusion in our district, this this is the the definition

004of inclusion where all of our kids can feel accepted, feel welcomed, and their parents at the same time are proud of the the accomplishments that their kids have attained in in their years of education. And so, um, we we just wanted to send a shout out to all of our graduates from our CTS program and, uh, and their parents as well on their accomplishment. Next slide. Our employee recognition. I did not mention that earlier, but I want to thank thank to thank you to everyone who joined us celebrating our outstanding staff and uh, this year's employee recognition event. The event honors uh employees reaching milestone years of service 10, 20, and 30 years, retirees, teacher of the year, and elementary and secondary teachers of the year, as well as our Zimmerman Susette Zimmerman award winner.

005So, these are the the teachers of the year for each one of our schools. We're proud to have a representative from each school. We also have um out of this group we have our two um winners for one for elementary teacher of the year which was Rachel Deiri from Horus man elementary school and then our secondary winner was uh Jessica Pzer from uh Frank Lloyd Wright uh middle school. So our Zimmerman award winner is uh Karen Ignot of FLW as well. So outstanding job um from all of our uh communications team uh leadership team for pitching in as well. This was an outstanding event. I was receiving text messages at 7:30 saying we're still here. So I our board members who I heard shut the place down and were the last to leave. Uh thank

006you for showing up. We were uh our board was well represented that night uh in more ways than one I heard. So outstanding event. I I did mention a little earlier, congratulations to our West Dallas Blue Jays. These young ladies are um that they're they're they're the talk of the town right now. And so uh they did defeat uh Brookfield East on last Wednesday or Thursday. My days are running Thursday. And um that there is a that is an actual picture of me sitting on the bucket. Uh I was into the game that much where I'm like next to the dugout. I'm screaming. and I felt like I was coaching. Um, but just just a great time. Um, I actually had an opportunity to talk some noise to um, uh, Dr. Mark Hansen, uh, superintendent

007of Mbrook, uh, who was on top of the hill. And I told him that, um, they were going to get beat that night and and I was right. And so, um, I did text him after because he did not stay till the end. I did text him and and told him that I will see him later on because he has to pay up. So, um I'm just so proud of them. We we have a a sendoff tomorrow. I believe it's at 2:30. Is that right? And they will have a police escort out of town. So, this is a a major accomplishment for them. This is a combined team from Central and Nathan Hale. And so, we're just proud of our our our young ladies as well as our coaches um and the parents for supporting

008them. And we're going to ask everybody to come out Wednesday. They play in Madison Hamilton, correct? Yeah. Okay. It doesn't matter. It doesn't matter who we play. We We'll play We're playing somebody. Okay. So, uh if you have a chance to to get to Madison at 4:00, please um go down and support uh these young ladies. Thank you. Uh our senior student voice reps. It's my honor and privilege tonight uh to present to be recognized our graduating youth uh theater seniors who have meddled um with us. And just a note, in order to medal, they have had to participate in six productions as a performer, stage crew, part of the pit throughout their high school career. At this time, I'll call up Aselina Grudamont. And I think we have a couple individuals who weren't

We owe a certificate, but Brandon Landis blown up. All right. One, two, three. Keep smiling. Okay, get back on target. So, we have our our voice representative this week is uh Vic Sunquist. Vic is a junior at Daky, dually enrolled at Nathan Hail as well. Volunteer with the Nathan Hale football team and other sports. Previously worked with the youth commission and mayor. Helped with Daky's library over the summer. Um part of the crew that made it possible and she's also participating with the Rotary Interact Club as well. So, Vic, what's going on at Daky? Uh well recently we by recently today we had our senior walk.

011I was not able to watch that so I'm not entirely sure what happened in that. Um tomorrow however we have our exhibition night from 4 to 7. Uh all of our students will be presenting their projects and showing off to the public basically and showing off our knowledge because it's our version of finals. So I urge some of you come to that please. Some students are very proud of their projects. I'm actually going to echo that. We're asking everybody, everybody to come. All right. Not some of them. Um there are um in this business it's there's not a lot of longevity but it's so good to be somewhere where you want it and where people want want you want the best for you and and are here to support you. So, I personally want to thank the board for their um just just brutal honesty and at the

013same time I can't I can't I can't express uh my thanks enough for that. And so, uh I did sign up again, proudly signed up as you can see that smile on my face looking like my dad. And um but again um I just want to just just just have this this moment of of thanking everybody this entire community for welcoming me uh in in in your homes to be honest with you. Um this is this is how I feel. This is you guys are family and so thank you for having me and thank you for keeping me. That's that's really huge. All right, seeing no one racing to the back and no one online that looks to be signing in, I will now close public comments and we will move to item eight, which is our board reports. Starting with 8.1, uh review of our board

015calendar. Uh so tonight, June 8th, uh we have a regular board meeting with a financial stability and efficiency workshop uh including the 2026 2027 budget and preliminary tax levy part two. On June 15th, we have a board workshop uh meeting which has been Oh, it is cancelled on there. All right, so it's canled. Um so apparently that is not happening. Uh and then on June 22nd, we will have our regularly scheduled board meeting uh with teaching and learning workshop, end of year and AGR data review. Um all right. And so from there I think we have one college or one committee report which would be 8.21 college and career readiness. Miss Deal, you ready? >> Oh, I am. I am. All right. So the college and career readiness committee recently met. Um uh the committee

016reviewed projects that are currently in the process of being worked on. Um we did this because there are school new school board members to our committee. So we just wanted to do kind of a catchup. Um so these projects include um the opening door survey. Okay. So, the district is currently working with school perceptions to provide a survey um to our our fifth and eighth grade students to determine what support they need to successfully trans uh transition to middle school and high school, especially in the area of CTE. Um we also have the concurrent enrollment courses going on. The district has been working with W Milwaukee and W Green Bay to offer college level courses, English 101 and pre-calculus to our students. Students will receive college credit for completing the course and are eligible for

017a thousand dollar scholarship if they attend W Milwaukee or uh W Green Bay for school. There's also the reduced credit pathway that the committee is working on. Um the district's on track to graduation committee is currently considering adopting um the reduced credit pathway for students who would benefit from um are interested in in-person school um option for the this instead of a virtual option which is what we currently provide in our district. Um, we also talked about exploring a partnership with the West Dallas Farmers Market. Um, the committee discussed reaching out to the West Dallas Farmers Market and the city of West Dallas to discuss a possible partnership with the district. And then finally, we talked about um a update on our the McGra Hill um social studies curriculum adoption that went uh occurred at

018our last meeting. Um the committee learned that the quote provided to the district for the social studies curricul curriculum adoption was incorrect. The amount quoted to the district only included the students included in the pilot um study and not all of our secondary students. The new quote is for $451,843, which is $271,642 more than initially quoted. The board will be asked to um to review this and approve this additional amount um to adopt the curriculum at a future meeting. And that is our committee report. Does anyone have any questions? So, it was the first time I was actually able to make it. So, I was really excited. So, got to do that. And then this morning, I also participated in the senior walks at Mitchell and at Walker, which is always so much fun to see these littles look at these seniors and imagine themselves in their caps and gowns and the high fives and the cheering, the yelling, and it was just pretty awesome. I'm so glad that that we're doing that these days. So, oh, and I was at Alakart, too. So, and at state for lacrosse for track. So, I mean,

And then I uh attended Franklin's um fest festivities today and it was really fun watching the little ones uh watch all the big kids walk through and they just roared when they came through. Um and then uh last not this past Friday but the Friday before attended the Jefferson end of the year uh

021party put on by the PTA and uh that was they had lots of activities and uh free pizza which Bree's excited about. So that was also lots of fun. >> Awesome. Thank you, >> Mr. Becker. >> I also went to the Brewer game with the district. That was a good night. Uh really nice event. Well attended. Uh made it to the uh employee appreciation event. Another really good one. I like that we get to host it in town instead of uh we used to do it at the new Berlin Golf Course, which is nice, but I do like being in town. Uh also went to a couple of uh senior walks today. I made it over to um Jefferson for the donkey kids and Horus man for the central kids. So uh as I was

022commenting to Dr. Robinson, you know that you could see that the the high school kids really enjoying it too. The the little kids were jumping up and down, but uh you could see legit uh happiness and joy on those faces, the older kids too, which was really good. Sometimes they can be a little too cool for school and that wasn't the case today. >> Sure. Thank you. Anyone else? at the share. Oh >> no miss deal. Um I just I did a couple other things that people mentioned but I also wanted to shout out to our PTA council who um for this third year in a row have actually invited me to come in and be like a school board rep for

023them. So I really appreciate them want you know inviting us to be a part of that and so that we can get their voice. Um and they had a really great um last meeting and banquet um last week uh Wednesday. So, um, thank you to our all those, uh, PTA, um, people that do a lot of good stuff for our schools. Uh I was able to attend the employee recognition uh banquet last um last week and it's I think it's a a great opportunity and as one of the more senior members on the board now I can remember the days when we didn't do

024that sort of stuff. it wasn't something that we were able to do. And so I think it's just great to be able to um celebrate our employees the way that they should be celebrated in that manner. And I think that um it it shows an it's a it's a measure of growth in my opinion how the district is from where we were used to be. So every year it gets a little bit better and I think that's great. Um I also was at Alakart. I was supporting Shining Strings which is uh west Milwaukee um orchestra group. uh they were playing in a tent for um about an hour and so um very well uh a couple people asking me you know what where where are these students from and I was like oh they're from

025west Milwaukee oh west okay so it's just another representation of um our students in the community uh impressing people which I think is happening more and more so those are my events I attended >> all right anyone else last call right Uh, I went to many of the things that everyone else went to, so I won't uh bleer the point, but um I do want to echo what Mr. Becker said in that just seeing the seniors and how much their face lit up when those kids start hollering for them. It's really fun to see. So, uh just with that, that would be all of mine. So, um that'll take us then to 8.4 other updates and information. Um, just uh a shout out because I know that we have been doing this quite a bit,

026but seeing all of you going out to all of these events and being engaged within the community, I want to express how much I appreciate all of you being out there. Uh, I know that the district leadership appreciates that, but I also know that the community is appreciating that as Mr. Lee said that we're starting to get noticed more and more for the things that we're doing. So, I do want to shout that out. Um I also had one last piece of information because while it said that the uh meeting was canceled on the 15th which is true for our workshop uh we do have a joint uh committee meeting that is happening on the 15th instead with the financial stability and efficiency and recreation and community services committees and they will be um at

027the office on Lincoln Avenue at 5:00 p.m. to talk about their topics. So, just so you know, that is out there as well on June 15th. Um, that is all my items. And so, that will take us on to item nine, our consent agenda, which includes today 9.1 approval of minutes. 9.2 employment summary. 9.3 supplementary contracts. Uh but um I did uh just complete that 25 years of public schools and so um I want to thank you uh for the opportunity to come and uh serve West Alice West Milwaukee. Um and I've already connected with some administration tonight to uh begin planning. There'll be some overlap um to ensure that there's continuity in services and programming.

029Um so thank you. I have a lot to learn. Um, but this is my home area, the greater Milwaukee area. So, um, I just am really appreciative and grateful to be here and have that opportunity. So, thank you. >> Thank you. >> All right. Thank you. And that will move us on to item number 10, our action items for this evening. Starting with 10.1 our 2026 2027 independent hearing officer agreement for student expulsion hearings. Dr. Robinson. So this is an annual approval that we ask of the board. Uh specifically this year we're identifying um three attorneys from Qualss and Brady Steve uh Cruz Harrison Raymond and Clara Fabble. um they will serve as true independent non um impartial I should say persons to uh oversee our um our hearings. And so with that uh also

030in this particular uh recommendation as a as a fallback in an emergency, Aaliyah uh LOL from Bulo and Veter will serve as an independent hearing officer, but that's an an extreme uh emergency or situation where if one of those other three can't do it. So we don't anticipate that ever being the case. However, we were advised by Savon that we need to have that as a fallback just in case. So, um that is on there and we're asking for approval tonight uh for um this recommendation. >> All right, board. We are members of the Southeastern Wisconsin School Alliance. specifically, they provide uh a lot of the direction around policies and and a lot of the lobbying that that takes place uh dealing with educational issues. And so uh as a part of this particular group, we get um two or three emails a week concerning uh various topics. And so we're always in the know and um we're able to provide uh insight and uh opinions uh concerning uh pending legislation. And so we're asking for uh continual membership in to this particular organization. >> All right. Board questions,

That passes as well, which will take us to item number 11, our workshop 11.1, financial stability and efficiency workshop, proposed 2026 2027 budget and preliminary tax levy number two. And Mr. Norris, when you're ready evening, let's get this going here. All right. Well, thank you. Um, I have a short presentation tonight. I mean that Dr. Robinson's been checking me. So, I know you guys have looked at it. I've seen a few of you in it. So, um, the the good news is tonight is we're in a year or two of a bianial. So, a lot of the things that we're typically at this point in time wondering and waiting. There's a few things out there that are annual um, things that we're waiting on, but a lot of things we

034know are known, which is good in in the finance world. So, uh, we'll go through quick and I'll take questions, but a lot of what you hear tonight is unchanged from April. Um, but a few things have changed, so we'll hit on those, um, briefly tonight. So, a couple things we'll talk through is the budget process and timeline. Um, state budget updates. Um, some things looming at the state. We'll talk through some assumptions and projections and kind of what the next few months look like to iron out at least the prelim budget leading into the school year when we start actually spending money beginning July 1. uh we'll talk through the tax levy and mill rate projections and we'll talk about any discussion before the preliminary budget approval which will happen in two weeks and

035then other considerations and next steps and I think uh President Burns hit on those coming next week Monday at the at the co- um or committee. So here's kind of a a synopsis of the budget calendar. Is is it not going? Yeah, I'm not sure. It's not moving as I click. So >> yeah, we'll try that quick here. Okay, let's see if we can go. Okay, here we go. Great. This is a quick synopsis of the budget uh calendar support approved so you can see kind of where we're at in in in being tonight being the workshop 2. We also have the co-committee meeting next week followed by the prelim u budget approval and then beginning July one that's the start of the fiscal year and then two main dates which are our annual uh

036hearing in September and then following that is the annual certification and final budget approval. So we're kind of like right in the middle of the budget cycle even though this is an ongoing process um um that's kind of where we sit tonight. So, state budget updates. I know you guys are likely seeing the news. Um, Governor Ivers and Speaker Voss reached an agreement a little over a month ago, and that was not supported in the Senate, but supported in the Assembly. There are ongoing talks about if they're going to come back to the table, likely at this point, the thinking from this the school um districts is that that's not going to happen. Um, but I I'll show you tonight kind of what that would have meant for public schools, specifically our public schools. So,

037u the $1.8 8 billion budget surplus that was voted down would have added about 600 million and between special education reimbursement increasing that to be not going to some certain but would have increase it to get to the actual percentages that was promised in the last bianium and then $300 million in state aid for school districts uh along with income tax relief through rebate checks as well as um I think there was uh some negotiations around flooding uh grants to to residents and and commercial businesses but specifically kind what that would have looked like. This here shows kind of the special education funding we received. Bless you. So you can see on the left here is the 2526 in red. The actual uh commitment was about 42%. That was what the commitment this year was

038and that would have brought the banial the the agreement that was not passed would have actually given money into this year's budget and we would have received about $750,000 to bring that up to the actual some um sufficient amount. So the amount we received from DPI today was 3 38.39%. That we estimated about there. So that's our budget at least this year was projected correctly which is great but that difference is important. And then if you go to next year the agreement was to change from 45% which is in the banium to 50 and that difference was 2.2 million. So the the the I want to I just want to keep this in your mind because if there is no agreement, schools are going to be asking that whatever agreement is made post elections in

039November is no worse than this. And I think it's important because I I think a lot of the conversations I've been having is like I I guess what promises are being made to other entities. And I think that's a concern from school district sides. And so I think it's important to know that this agreement would have increased our school district's budget about $3 million. So whatever agreement is made, we hope that it's no worse than this because that's real money to our our community. So that's kind of what what that looks like. If something is to come back, that's what we are looking at at this point. I think it's just important for you guys to know that. So um kind of kind of moving on here for the budget. Um we're at a influx

040at this point. Obviously a lot of things are still going on. I'll talk through those now. So, in terms of revenue, um, we're looking at the 325 for next year. Um, sped of reimbursement, I know it's says 45%, the estimate we're moving forward with is just under 40. That's kind of what most school districts are using because it's off of last year's expenses. So, 40% um is probably conservative, but likely around where it's going to land. We have the compensation model, which is approved, which has built-in increases for staff. Um, health insurance is still pending. Uh we're planning 15%. Dental 5% is pretty conservative. It's generally a little less, but that's kind of what we're anticipating now. Our uh new broker is working through what those projections are looking like. We're self-insured for dental. So

041we should have that sooner than health insurance. Property liability insurance, we should know this week. That's an approval that'll come next week. I'm sorry, in two weeks for you guys to be insured starting July 1. And then the other things are are are at this point known. So, transportation, uh, 4 1/2%, that's we're in a, I think, year four of an 8-year agreement. So, that's good known to have, utility expenses, 4 1.5%, and then a couple other things. We're planning on budgeting schools at 100% for our principles. They're aware of that and planning on that. Uh, the transformation schools uh, piece that Joanna let a few I think a month and a half ago now. Um, is estimated at 500,000. Actuals will come through likely in the fall when open enrollment's completed. and then a

042transfer of service um due to increase in uh special education um enrollments at about a million dollars. So what does that mean for the budget? This is kind of what that looks like. We're essentially balanced with the two additions u moving us into the red. So the number one is the compensation model that was planned. That's from committed fund balance 1.25 million there. Uh the plan is that'll be about you'll see this line about four years in a row and that'll run out that committed with the fifth year when we're planning on trying to kind of take the OPED dollars that are going to be falling off and replace that. So you'll see this for a few years in a row, but the in my opinion that is planned for and budgeted and the school

043transformation piece uh at a half million dollars that'll come out of fund balance. So tax levy and mill rate um good news from our our tax levy and mill rate is that given the increase in state aid we're going to get that we're projected to get our tax levy and mill rate is projected to go down. Uh this this is our mill rate which you can see this year is 818 we're projecting it to drop to 767 that's assuming our equalized property value comes in at 5%. That's pretty conservative. I would actually guess it'll be a little more which would mean the mill rate will go down a little bit. But the big number to look at which is not this is the actual tax levy. So really when schools produce the mill rate it

044really comes down to did your tax levy go up or go down. If it went down taxes should go down relatively across the school district. And you can see here um our tax levy this past year is 57 little little over 57 million and next year projecting a little over 56 million which is a decrease of just over 1.5%. So that could change. I mean the July one estimate comes out here in about a month and a half. It start July 15 typically. Um and that's off of district's budgets for last year. And then in October we get the actuals which is the aid from what did they actually spend which is the difference. Um so that's what we know for now. But I think that is likely to be around what we're planning for.

045So it's good news. Um other next steps. So, kind of off of what uh President Burns said, we have a couple things that are in the coffers here. Number one, um we're meeting next week to talk about the recreation projects with the co-committee meeting and 23rd Street. That'll focus on uh two main pieces. Number one, uh the the AFC pool we're going to be talking about here. We're also talking about our renovation FLW for the track and field and green space, which is I think a a great opportunity for the district. Number two, we're looking like looking looking at like a fi we're looking at um building out a financial stabilization plan, which is a three to fiveyear plan that can show where we're looking at with revenue expenses, the tax levy, the mill rate,

046enrollment, trying to blend all those things together to show what what that looks like from the whole district. Um that'll be uh ongoing um for the co-committee meeting as And then other things to come, health insurance renewal, we're going to be finalizing staffing, hiring is a big deal, who we hire, bringing people in, who's retiring, who's things like that are impact, they can impact the budget.
