005a thumbs up thank you um so good evening everybody um the board is aware but for members of the public I am in Marquette Michigan this evening um participating in the care of my dad um with my siblings so we're taking turns on to spend some time with him so I appreciate being able to join on Zoom so we will begin 7.1 a report from dot key project-based learning High School our student representative so go ahead and take it away instead of reading off a long list of various going ons at docky I'm going to read up a short list show you a video short three minute video of our exhibition night and I will share some stuff about my project on the first semester first step four updates that I have for you is

006the update to the new kitchen construction is running a little bit behind but there should be districts new culinary arts Kitchen located at ducky should be completed by the end of the year or by early summer they've started laying the floor today and the plan is to have a culinary arts class or two top this fall and students from Hale Central and docky will have the opportunity to take them second dark he is celebrating another successful winter of enrolling incoming 9th graders the upcoming ninth grade class is virtually filled with 53 students committed for next year with a smaller senior class this year due to covid we will gain far more students than we will lose to graduation so our enrollment next year will grow to just over 200 students this helps us meet our

007goal of having roughly 50 students in each grade level we will continue to offer the dual enrollment option at Halen Central that allows ducky students to take advantage of elective course offerings at our Comprehensive High Schools the this year we had students take AP classes foreign language orchestra band choir Career Technical education among others also docu students have participated in sports cheer and theater Productions at Halen Central thirdly ducky students will again be donating the time in May at the um at the upcoming senior prom put on by our very own WAW Recreation Department last year we had about a dozen students get all dressed up and help serve the meal and then dance with the participants of the prom it was a pretty neat experience for everyone involved and we're looking forward to another

008fun time lastly a reminder that docus graduation is Thursday Thursday June 8th at 7 pm at the Hale Auditorium we'd love to see you there to celebrate our graduates that is all for the brief updates and I'd like to shift things to inform you about Dotty's upcoming exhibition line that is coming up on June 5th the best way to explain what exhibition that is is to show you a short three-minute video I'm a teacher here students create all sorts of really cool projects and then share about it with other students families and community members want to see check out the rest of the video thank you I am really proud of finishing my dress um I didn't make the whole thing but I added a lot to it and took a lot off of it

009I was really scared I'd missed something else though and Drew it like permanently but I finished it and I'm happy with how it looks this is the docky jump rope team almost proud of my speech skills getting the opportunity to teach little kids this we go to schools and just wherever we perform um getting the team together and we just get everyone together and we have fun foreign this is my geometry project we decided our roles by just walking decision then we had to design our structure was to pick the shade and decide how we were going to do it our Benchmark 3 was to get our materials and plan our Construction and then our final Benchmark was to actually construct our project probably one of the best projects I've ever done for a school

010exhibition night happens about twice per year and a celebration of what we've learned as students as such I'd like to tell you about the product I made last January last semester I made a project about how bees are disappearing and I did this for my environmental science class which is taught by Miss Burton title of the project was the bees are disappearing and my learning objectives in the form of I can statements where I can describe how bees and all living things are interconnected I can obtain evaluate and communicate scientific evidence and I can engage in discussion with others using evidence among some other statements under similar lines my final product for my final product for this project was a website filled with information about bees why they're disappearing and the consequence their decline the

011consequences that the client has had on our lives what I did for this project of mine was look into a variety of scholarly articles and read various sites made by beekeepers about beekeeping the difficulties in the industry and colony collapse disorder which is how which is when a colony of bees just disappears they don't die they just leave often leave them behind the queen which is antithetical to everything that they do otherwise I research I researched that how essential bees are to food production and the death percentages of beehives across the U.S from different seasons in different years while researching bees from our project on quite a few false interesting things there was a falsified Harvard study which was quoted in quite a few things as why CCD was happening my beers were disappearing being

012poisoned by pesticides with the main issue being it was said that the pesticides were in the honey which is what the bees eat but the amount they had in the honey which they added it was not originally in the honey was enough to actually poison people and this is stuff that gets shipped out to people sort of had to go through the FDA among a series of other Federal organizations so there's been no poisonings from honey which means well it wasn't done with much due diligence because they didn't check for any other symptoms of anything they were actually a lot of dead bees so that was a colony collapse disorder they were poisoned and just died because they were fed a very lethal amount of pesticides that didn't really work and at the height of

013CCD maybe 80 percent of beehives were dying yearly if not more with numbers still being far above any sustainable numbers at roughly 50 to 60 percent of beehives dying per year and despite various organizations saying there is no more CCD things have stopped things are returning to normal food prices are still Rising bees are still disappearing among other things they're less flowers there's less food and while there will still be stuff like apples fruits vegetables without these there will be far less end of Far lower quality because these are essential to good pollination not for all pollination but for the pollination of everything besides grains and that's it the only thing that doesn't need bees to Pony is grains everything else does usually the biggest struggle I had for this project was Finding good scholarly

014articles giving these present death of independent studies on bees that had nothing to do with the Harvard study and Analysis of the increasing disappearances easily the best source I found was actually just a recording of beehives across the U.S numbers of deaths movies brought in just statistics and I loved sharing out my project at exhibition night because people could draw parallels between my presentation and the points I presented and events affecting their lives and engage in conversation with me about my project I really enjoy having a good conversation and exhibition night is very conducive that's all I have to say about my project I hope you enjoyed hearing about it and I hope my specific interest in attending Ducky's next exhibition night it's taking place on Monday June 5th from 4 to 7 p.m and

015the entire Community is welcome everyone is able to attend once again it is at Monday June 5th from 4 to 7 P.M in January we had a few hundred people attend and expect even more this time we'll have food trucks and other exciting activities for our guests so please come and check it out thank you and have a great day thank you that's awesome and my am I back on all right can I keep going though okay great thank you um great job um from Donkey High School um so legislative updated 7.2 the superintendent's report um so this is relatively quick so the assembly education committee is to hear a bill mandating financial literacy classes which we already require um the assembly education committee had a public hearing um on Thursday April 20th to take

016testimony on three assembly bills including a bill that would require students to complete a half credit course in personal financial literacy to graduate from high school and then um the state budget update and upcoming legislative meetings so earlier this month two public listening sessions were held in Eau Claire and Wisconsin Dells they were similar to The Listening sessions in Waukesha where K-12 education leaders had a significant amount of speakers by both sessions with clear and consistent testimony about what our needs are in terms of the budget the final opportunity to testify in person will be in manaqua on April 26th at Lakeland Union High School and so that's all part of the budget input process so then we'll go to 7.3 which is District recognitions for this evening from Pershing a shout out to pershing's

0174K teacher Katie Newhart Ms Newhart not only teaches our youngest learners but she also has volunteered her time to be purging pta's secretary for the last two school years so thank you Miss Newhart for all you do and at West Milwaukee thank you to Connie Bergman for helping support West Milwaukee on Monday Tuesday and Wednesday last week also thank you to Steve Carr who supported West on Thursday and Friday and then 7.4 just some quick updates so our last meeting was on um April 10th so in terms of response to public comments we heard from a number of members of the public on April 10th one person spoke in support of the cell phone ban in schools and um given meetings with students on the cell phone band those meetings were held last week our

018board president Noel Lee will share an update about the cell phone ban implementation and his report we also heard comments about a a meeting where a member of the public was interrupted by the school board president given the nature of the comments the member of the public was making so that matter was reviewed and there's no changes being made at this time in terms of school consolidations Staffing is now finalized due to the consolidation so starting May 1st Staffing returns to the normal process so that's now where teachers internally if there are openings would like to uh have an opportunity to essentially sort of transfer we have an internal process for that there's also a little bit of misinformation about the possible temporary use of Longfellow on and and we're gonna um we're introducing some

019potential temporary uses while we pursue Redevelopment opportunities um and again that's assuming the board approves the related recommendation later in this meeting um it is likely that the effort to sell the property will take several years and that's in consultation with the city of West Allis they've advised that that given the market and interest rates and the timeline developers need so in the meantime we're exploring uses of the property to support community and School District needs and we may explore leasing part of the property to raise revenue to cover the cost of maintaining the building so even an empty School building you know we have to cut the grass and shovel the snow and keep it heated minimally so to potentially lease some of the space to help cover those costs and again they would

020be temporary uses um going forward and then lastly next week Friday May 5th is the Metropolitan Milwaukee Alliance of black school Educators annual teacher recognition Gallo so it takes place at the Wisconsin Center where nearly 200 teachers are recognized and it is in true style um this is high fashion it's a quality event and so we've had teachers recognize for years and so we'll have a representative from each school they come in with a school administrator and there's a grand March and we just want to um really do a shout out for all of the teachers being recognized in southeastern Wisconsin and in particular our teachers that'll be next on Friday May 5th and that concludes the superintendent's report thank you so I'll move on to item in public comments this evening as a reminder

021if anyone who wants to participate in public comments there's an online sign up for that if you're listening via Zoom there should be a link in the chat if you're in the room there is a opportunity to sign up in the back of the room uh and for those who are writing comments please start by stating your name and where your address and then you will have three minutes to address the board they will not be back and forth conversation but if there's a question or clarification that can make quickly after that comment is completed then I can provide that at that time otherwise any further replies are necessary will be done by the next regular Board of Education meeting so with that we'll start with Devin Ray foreign Ray 10 27 South 110th Street

022disagreeing with someone's way of life does not mean the same thing as saying that that person doesn't exist nor does it say that their rights are magically taken away it simply means you can disagree I did not agree with organized religion it does not mean that those who do suddenly cease to exist to me nor does it mean that I hate them that is their way of life and me not living that way doesn't mean that I'm phobic of them or them of me it simply means we are different and we disagree I agree with the right to bear arms and I believe that hunting and fishing is a way of life I don't call people that disagree with me phobic or hateful disagreeing with me does not remove my rights to hunt and fish

023for myself it does not mean that I need a change to be like them or them like me in order to feel accepted it simply means we disagree in every single thing that we do there will be people who disagree with us to assume otherwise is foolish people are allowed to disagree you sit up here and preach often about the inclusion and inclusivity of this District but it always only pertains to one group of people you need to take a hard look at yourselves because you do not equally support all students for instance pushing a curriculum for sexuality in schools this is inappropriate on so many levels but perhaps what is more eye-opening is that we never see any of you stick your necks out for other kids who are struggling such as those with

024medical complexities you should want to support all kids but even when parents beg for help from you they are left ignored and retaliated against for speaking up about the truth if inclusion and acceptance only happens when students are forced to learn about other people's ways of life and their struggles then I think there should also be curriculum about autism epilepsy leukemia cerebral palsy Paula micro diarrhea Down syndrome Crohn's lupus microcephales spina bifida I think you get the hint those kinds of kids struggle too kids don't choose to be born with disorders yet none of you support those with even close to the same amount of effort Public Schools should never be about making everyone agree that's just absurd children are not there to learn about other people's way of life much less to be forced

025to accept it as their own they are there for a Base education which you are failing miserably at providing because your only focus seems to be about making sure everybody agrees with one way of life allowing opposite genders in restrooms and locker rooms it needs to stop this is a problem in most of your schools you have the same guidelines as Sun Prairie I'm sure we're all aware of what happened there an 18 year old male was allowed in a locker room where he exposed himself and his genitals to 14 year old females this is what you're supporting abuse on children under the guise of inclusivity it needs to stop and all of you need to stop calling people names like phobic or hateful for disagreeing we're allowed to disagree Laura korth Laura course 1205

026South 123rd Street um I have a complaint against a teacher that goes along with the sexuality in schools that should not be there Mr Daniels is a music teacher at Lane specifically and I believe at FLW as well and he pre had a whole presentation with stuffed animals and with I don't know if it's Google Slides PowerPoint whatever it was a visual presentation to his music class full of sixth graders 11 and 12 year olds about his sexuality saying oh I identify as queer and he handed out papers to the students asking them what they identify as first of all it has no place in school at all second of all what does it have to do with music nothing um and it states even in your student anti-harassment policy that that can mean staff

027to students as well um it also states that it's defined as unwelcome sexual advances sexually motivated conduct or other verbal or physical conduct or communication of a sexual nature Mr Daniels violated his class she's there was no place for it he also violates I believe a dress code where he's dressing in its suggestive Manner and I have actually pictures if you need them where his pants are so tight that it draws attention to his genital area and I've brought this up with Mr Stephen Carr the principal and I was told that Mr Daniels was offended and I don't understand how he's offended when my child comes home from school asking what does queer mean am I queer mom why are they even talking about sex if it's not human growth and development or sex ed

028or anything like that my son was in the boys bathroom because he was born a boy he is a boy and from underneath the stall next to him when he was using the facilities there was a another boy who reached under the stall grabbed my son's leg and this is when it was warmer out so my son was wearing shorts and started feeling on his leg it states in your transgender policy that feeling uncomfortable is not the same as feeling unsafe and he felt uncomfortable because he was unseen there's no place for sexuality at all in our schools plain and simple thank you Steve Broadwell uh one two nine six five Russell half court New Berlin uh member of this board has made social media posts while members of the public being against the lgbtq

029community Through the contrary most of us would agree but if a mature adult chooses that aberrant lifestyle that's their prerogative what we are against are those on social media pushing little kids into radical gender ideologies the solution to their psychological problems or simply the cool thing to do as this increasingly violent transgender social contagion explodes those groomers tear families apart as they present themselves as the only ones you truly understand and care for our kids we are against our District's collaboration with social social media by affirming a non-biological gender of a distressed child Public Schools early support with the use of preferred pronouns is the gateway drug that reinforces a child's confusion the consequences can be catastrophic if a child continues down this path parents describe profound grief as they watch their young children tear

030their bodies apart we are against our district taking it upon themselves to decide if parents should be made aware of a child's dysphoria just kept between the school and child you don't know our kids you have shown you don't know what's best for them or their family nor is it your job to shape their beliefs we're against populating District Libraries with pornographic books the sexualization of our kids at every younger ages has no limits as proven by the recent U.N resolution the normalized pedophilia and Marty telling me he doubted this District could refuse to allow drag queens into schools as this would be discrimination after all according to Marty they are not about sex but are simply performers we're against Grooming by a district music teacher giving sixth graders a college presentation he gave as

031a college professor on his queerness and asking little kids how they identified he should be fired we're against a board member favoring GSA clubs in K-5 and wanting an lgbtq curriculum in the district which would intensify this fad this would not only further lose core academics in this already failing business group but it's meant to normalize this abnormal behavior we're against girls Sports being destroyed with the participation of boys and girls teams as well as allowing boys and girls bathrooms and lock rooms how long before we have a Sun Prairie incident Dr Paul McHugh lead psychiatrist John Hopkins University in 2020 called this a mental disorder that merits treatment and its sex change is biologically impossible this radical movement is in full denial of biological reality and silence science feelings of this dysphoria are most

032often corrected naturally with puberty the child transgender cult and its supporters Rob kids of this natural god-given solution to their distress it's no surprise teachers and families are leaving this district and by the way no still waiting for your apology for violating my first amendment uh threat to free speech last time I spoke no no thank you that is all we have signed up for public comments at this time so I will close public comments and we'll move on to item nine our board reports starting with 9.1 review of The Board calendar so today is April 24th and we have our regular Board of Education meeting on Monday May 8th at 6 PM we have another regular Board of Education meeting that Monday May 15th at 6 PM we have our College of your Readiness

034different openings within the district yeah uh we have started our yearly salary re-evaluation process um that takes place between April 1st and April 15th they did have 67 individuals apply and we are going through uh or we're going through that process and should have an update on that during our next meeting uh we also talked about a number of board policies I believe most of those we will be talking about later this evening and that's something all right thank you very much does anyone have any questions for Mr Keller is committee regarding his report or any suggested topics for his community consider uh for their next agenda seeing uh thank you very much Mr Keller um we'll move on to 9.2.2 or part of early inefficiency report Memphis Kaiser all right thank you we met

035as a committee uh April 20th um in regards to school consolidation the full board will hear formal recommendations this evening on the recommendation to go out to bid for sale of Longville Elementary the unused portion of Lane intermediate and the remaining District Parcels future School consolidation is still being discussed and considered by the administration there will be a more formal follow-up on this in the coming weeks in regards to the CPI for 23-24 school year the committee reviewed state budget CPI projections and there will be more to come on that we're hopeful that the conclusion of the joint finance committee hearings there will be some notion of what the state legislature is willing to do in terms of additional revenue for public schools once we have a more clear picture of what that looks like

036we can start to more formally for finalizing our budget and tonight there are a there will be uh several policy reviews during our committee of the whole and that's my report thank you very much any questions from Miss Kaiser or her regarding this report or any additional items for bedroomity to consider at their next meeting seeing none thank you very much Miss Kaiser move on to 9.2.3 Recreation and Community Services Mr sikich thank you Mr President uh our last meeting was April 17th and at that meeting we continue to discuss the feasibility of installing aeds outside our athletic facilities our committee strategize potential funding streams and training sources we also discussed the process for how they operate and how they need for a well-coordinated plan with the district nurses and the West Allis Fire Department

037and dispatch services our committee also discussed a request from a Community member regarding the use of of the athletic fields at Irving the Community member has requested or suggested that the board Implement a resolution declaring that the district will not rent the field to outside groups and will not uh install additional lighting or a sound system as that is not the intention or purpose of the Youth Athletic Fields that Irving the committee agreed that a resolution or board policy rule is not necessarily and if the usage drastically changes from what we have stated or what has intended purpose of the fields is then we will seek feedback from the community members at that time as the grass is still growing on the fields the recreation department does not anticipate using them this fall once they

038begin using them it will be in a graduated or phased in approach a committee was also provided an update on the work being done as a complete site evaluation for the West Allis athletic complex which will then lead to a master plan for recommended upgrades and Improvement the tentative plan is for process to kick off in mid-may with completion by early August that concludes my report thank you very much are there any questions for Mr sick it's regarding his report or any topics for future consideration at his committee seeing none move on to 90. board member reports of community events any events that performers attendant they want to report on Ms Kaiser um yeah I just wanted to say the all choir all city choir and All City band concerts were absolutely phenomenal I only

039cried three times at the choir which is a new record for me low um but ours our music program is just top-notch and Mary Pat Michaels has a lot of in her entire music department are just phenomenal and I love that our kids get so much out of the music department here as a former music kid myself so um yeah just wonderful and I hope more people come out to these concerts everyone's welcome thank you I have a lot as usual um I love it I love being able to go around to our different schools so again I was able to go both to the choir and band Festival um it was again a great job Mary Pat does such a wonderful job with our music program I also want to do a shout out

040I went to Jefferson's 4K 5K music concert and it was adorable they were just it was it was wonderful and it was I always forget that Jefferson's one of our biggest schools so like when I go there like you know I'm from Madison or Madison's you know we got this little cast and I go in there and just like all these like kids so it was a lot of fun um I was also able to have Madison's presentation of learning on the 20th that was a lot of fun um I just think it just really neat to hear the kids just talk about um you know they're learning in their own words and those are the presentations of learning are open to the public so anybody you know if you want to come in and

041check out what's going on in our schools you're welcome to do that and then um also I just want to do a shout out to um our PTA Council organized an Earth Day cleanup so various um ptas had families join them in the morning on Saturday and they cleaned up I was able to join the Madison and Lane families and do a little cleaning up of our school grounds so that was a lot of fun too so yeah I think yeah I think that's it okay maybe next time trying to see if you can get a few more in there anyone else have any events that they can report on online we're all taken I was able to go to the chorus one too and it was amazing as always so that's very very good

042it's good yeah so I attended the All City all district course and Beyond concerts I Echo everyone's comments on that and uh we want to work the staff puts in a shoot with in the course went specifically with all the the elementary kids that they have sitting in those bleachers that they can get to be quiet when they're not doing anything is to me frankly a an act of God or something because there's I think it's a lot to do and then they do so well when they sing too when using you know percussion instruments and things like that um throughout their performance I think it's a testament to um Howard Stanford with that each group of children so but always the quality is always so so great as well and then else was able

043to attend the lane clean up um birthday uh as well as part of the PTA events that they had there so it's good to help beautify our schools all right uh so then I'll move into 9.4 which is a lot of days information items uh so just a briefly update on Dr Robinson he will be um visiting this again later this week uh he has some events scheduled again within schools um originally we're going to do some Community things but time got in in front of him and so we're going to be pushing out for his next visit later on um probably near next month so at this time but he will be here I believe starting at like 26th at 3 end of the week and then lastly as Dr lexman alluded to um

044an update to the cell phone ban so as part of uh some implementiness we had scheduled meetings with uh two of the high schools originally it was a hail that we had on Wednesday morning and Central that was on Friday morning and there's a couple other board members are going to attend when our other goals with with me as well and the point was to really get feedback kind of hear from students what they were thinking about it obviously we didn't think that they would be um wholesale on board with Banning cell phones that wasn't ever something that we thought uh but it was good to hear their feedback in regards to when they thought it would be reasonable for them to have them and how we thought that would fit into the plan that

045we that we had and the thing that was actually really uh interesting for me to hear was that a lot of students thought that it was perfectly good and reasonable to not have them in classrooms and a number of students commented that they felt that they actually were and this was several days into having the band actually in places only input uh last Monday and so um they they were not just wholesaling we want to have our phones all the time it was we want to have them during certain times you think that that is reasonable So based off those kind of conversations discussions uh the plan uh the ban is going to modify effective on April 26th so that students during their designated Lunch Period may be on their cell phone only when they're

046in the cafeteria and this these specifics were designed in conjunction with staff and the principal leaders at Hale and Central uh daki is already going to be implementing such uh features so that's something that they are able to do uh this is for the entire District so if the other if the other middle schools wanted to implement that but there's no requirement for them to do so so it is still up to the school if they would like to implement being allowing students to have access to their phones during the lunch period in the cafeteria and we are going to be watching the data on this so if we do continue to see issues at lunch then we can go back to a full band if we need to there was discussion about passing time

047as well a lot of students have during passing time we decided at this point just because of the short time frame we have there's more Logistics involved in trying to properly monitor that and so at this point it's only going to be during lunch and I went for the board members who were at the meetings I want to give them opportunity to to speak about or anything any more have any members have questions about that um but I was impressed with uh the students that did meet with us they were overall able to advocate for themselves they advocated for staff they advocated for students that weren't there in some instances and it there were consistent themes between both hail and Central so I thought that it was um you know a good representation of our

048students being able to advocate for themselves and so we want you know part of this is letting them say that we here we're here you understand we can make some modifications um with the understanding that you know we want to make sure that we're not going to have issues in lunch because school phones are now present there so now that ball is going to be moving back into their court but other board members that want to comment earning questions I I did attend Hills and I thought that the students were very articulate about how they felt and I too was very surprised that um many of them came to me and said I'm very comfortable with not having cell phones during class and I I thought I would I felt really um refreshed with that

049I I think that that is something that I've always thought was an issue so I was surprised at that and I am glad to hear that um the president um and the Administration has decided to implement something I thought maybe we'd wait until the fall to to implement on giving phones back uh during the lunch hour and I'm glad that we're showing that we are listening and we're hearing them and that um we're willing to build some trust back anyone else um it was just I was just impressed with the conversation um just to be able to sit with the kids and you know and and get their feedback on it and the fact that yeah that you know at first some of them were a little more disgruntled than others about the no phones

050but then just to be able to sit down especially afterwards you know when we were in kind of smaller groups there was a lot more kids um and just talk you know in smaller groups and just kind of explain in more detail you know as to our thought process our thought process behind it not that this was like the answer we knew it wasn't the answer it was just something we could come up with you know kind of quick and hopes it would make a little bit of a difference you know um but then to get the kids opinions and as to what they thought might help um but then it was also great to hear their feedback on okay but because of this there was other issues that it was that it was causing

051and to find out what those were and then to ask them okay well what do you suggest what do you think would it would help so it just really gave some great dialogue um and more for us to think about and stuff so it just was it was great you know and and there will be many more conversations so I it was it was really good anyone else any questions anything on that so this isn't the end you know we are going to be considering this over the summer and I'm hoping to have another uh focus group meeting with students before the end of the school year so that we can take that information with us while we consider what things look like next school year but this is again what we have in place

052now is going to be in place till tomorrow at request of uh Administration to give a day for communication so everyone is on the same page and then on Wednesday the 26th then that would when people would be able to start using them in there at lunchtime in the cafeteria um if they if the school administration so chooses to do that so all right and I just want to thank everyone who participated in those things the board members taking the time to come out and listen and the staff members for setting that up and uh like I said we'll be doing another one of those here before down here sometime today I would think with another group of students all right with that move on to our consent agenda this evening starting with 10.1 our

053approval of minutes from our regular Board of Education meeting on April 10th in our board workshop on April 17th 10.2 the employment summary 10.3 disciplinary contracts and 10.4 Financial summary because I'm going to have anything needed to be separated out move to approved a second moved in seconded all those in favor aye aye opposed package that passes you know what I haven't checked on Dr Alex was there anything you want to say sorry I apologize all right so then we're gonna move to um our action item this evening 11.1 see position on the CSA number one Board of control through your term uh that's myself and Dr luxman but I'm gonna God bless you yeah okay you me no you me okay so every year um every year we have the opportunity uh to seek

054a seat on the C sub on Border Patrol and it's up to us as a board inside of our whoever is going to be our receipt of Representative uh that we do that we will basically be like assigning that like to see some representative again that will come up again when we do the um elections the board officer elections I believe that comes the lawsuit rather cease to one rep is that a parliamentarian that we had Destiny at that point as well but we do have to take specific action if we want to say yes we the whoever that season rep's gonna be which right now is Miss deal uh if we would want them to be able to seek a spot on the border control and that's like the governing board of season one

055disorder Florida so um Ezra cease of one rep I don't know you know I don't know what kind of job you did we might not right now no I show up for one meeting a year I show up for the the May meeting which gives us the and they do all their voting it's the annual meeting um so I I mean unless there's anyone here that's honestly I wouldn't talk about the position but oh no if you were on it would you want to seek a position on the border control no because that's the first thing no is if you want to do that because if you don't want to do it well then we won't seek a position on the border patrol dying to do it I just don't have time okay so is

056there someone here who would would rather who would want to be the sister rep who would want to seek a position on the board of control because otherwise I think unless there's a reason that we have to take action on this that was my understanding or we could just let it say we're not going to take action on it then there will not be seeking information yeah we will talk about it it does yeah it's just like our border control dreams foreign okay any other discussion on that am I missing do I have to do anything specific Dr lexman am I missing no all right well in that case we will move on to um 11.2 uh longfell Elementary consolidation with Mr Norris and Mr Eichmann will keep for joining us good evening everyone sorry

057good evening um so Steve like when I are manager facilities in our back this evening to discuss an extension of our conversation from the I believe the March uh 27 presentation where we went through kind of an update for school consolidation as an update of where we're at in the process of Longfellow Lane in Madison Elementary so tonight uh Steve and I are going to talk through each specific recommendation beginning with Longfield Elementary and with that I'll turn over to Steve to provide a bit of background and kind of to give the everyone here this evening but also those watching just the overview of how where we've come from to get here this afternoon so that'll turn it over Steve thank you thank you for having us back again um as Aaron said this is

058something that started a while ago and also the goal of our strategic plan is to develop and begin implementation of a facilities master plan it included strategies to create Innovative learning spaces and maintain efficient building operation so as we're going through the long-range facilities master plan and developing that one of the things that became apparent is that we had more space in our district than what we needed based on the the current and the projected enrollment so to create efficiencies within our operation and finances we made recommendations regarding how many schools do we need and where should they be and then also what facilities remain as is and what facilities need renovation replacement and consolidation and so to that end on June 6th the school board approved at the conclusion of the 22-23 school year

059that Longfellow Madison and Lane would be consolidated um and then also tonight we have on the agenda the other Parcels that the district has but the first three are the the three that were um considered for and approved for consolidation at the end of this fiscal year um so with that so Steve uh kind of a mentioned there that the board took action on June 6 to officially uh formally close longfell at the end of the school year this year and so with that um Steve and I are back this evening to provide a recommendation to the school board around what the next step we believe would be um in terms of longfell Elementary so with that um we would recommend that based on community feedback that the school board um officially moves to redevelop

060longfell Elementary to be sold with a specific intent that the property goes back on the west Ellis community tax roll and we would look to develop an RFP in conjunction with the city of West Allis to have that kind of be a collaborative process so that way um the community at large in conjunction with us has feedback in that process so that we would take questions pretty long though yes Aaron can you explain to me why you think it's going to take so long to sell the building I'm I'm nervous about having people come in and make it their home and then what if we would sell and can you just talk about yeah I know it's a good question miss Karen I was going to mention that on my list here just didn't get

061to it so thanks for bringing that up so one of the one of the things that we talked about was I know Dr lexman references in his in his opening comments uh in in section seven was having temporary guest services or if things go on at longfell in the interim as you reference Ms car about in terms of how long it'll take to sell longfell so the feedback we got from the city of West Allis mayor Devine and I believe pep slosh um had referenced that given the the designation for longfell to get historical tax credits takes a period of time and that becomes much more um in terms of Revenue and dollars they can get from the federal government much more appealing to a developer to get one that takes time and two given

062the interest rate Market that we're in with housing and getting loans and we've discussed that on the good right for our CD percentages we're receiving things like that so there's good and bad but the bad here is that it becomes less appealing if the rates are six seven percent for a developer um so there'll need to be some work on that and you know city government can do things to help make them more appealing so that takes more time but in the interim having short-term pieces there um that also frees up dollars for us not having to pay other leases right is is an option we've considered um and ultimately if and when it is sold those would have to be re-homed as well and so that's just trying to make best use of our

063space and dollars I guess so so aren't uh um people that would be using Longfellow until it was sold is that something that the administration is going to decide or will we decide when we take action on that will you just inform us how will we know who's going to be in the building yeah so at this point it's unknown um kind of who's aware we've entertained the idea of a food pantry and maybe Dr Watson you can provide some background and context to that um but um at this point nothing's been decided it's just that's where we're kind of at um the only other program that we've been in discussions with around is having shared Journeys there because their lease is up at the end of the year and so again trying to find

064homes for everyone and the services we have that comes at no cost really to us for a building that work an opera anyway so yep other questions or Dr Luxo is there anything that you wanted to add yes there is you can switch audio please all right um great thank you yeah just to add Aaron's right so we will keep the board informed as this goes forward like we've been doing um the idea of the food pantry really stems from collaborative conversation with Aurora nurses Union on some City Representatives uh when they started to talk about that there's just not a permanent well-run food pantry within the city of West Allis we thought this is an opportunity to share a resource we have with uh matching other needs in the community again we're communicating very

065carefully it's all temporary the other part of it um if we were to lease any of it the board does give Authority annually to the superintendent and on the um and errands myself and Aaron have the authority to lease spaces so that the board um essentially directs that each year and but we would so so we're the decision maker based on that but well we certainly would not least anything that is contrary to our mission vision and again we would keep the board fully informed where we are in the process and if we enter into any of these you certainly would be aware so this is essentially saying that we're looking to sell long values of technology and uh in the interim we may utilize that space as needed per District or Community needs and

066hopes to offset um in some instances offset some of the costs about upkeeping the building while we still own it while we're looking for a potential buyer correct yeah some more questions I'd look for a motion move to approve second third consecutive any less than a discussion that passes thank you very much you will then move on to item 11.3 Madison Elementary School consolidation uh Mr Norse Mr strikeman no yeah back again um we thought we'd split them out because they're all separate schools and different discussions so just for the reason there um so again um you know part of the June 6 approval was the closure of Madison Elementary and so we're here tonight to discuss kind of what our intentions we believe our recommendation would be around Mass Elementary so um with that

067I'll turn that a little turn that over to Steve to talk about some background of building and kind of how we've gotten here in terms of discussing Madison this evening so when we had the community meetings as we did for Longfellow and also um I mean they the communities you know they they said what they would like and what they wouldn't like there um but also with Madison one of the things that we were looking at is possibly at keeping that or retaining it um and using it as a stem or esteem school as well um and so in the interim um right now the food service department Sodexo they will remain there but at this point um that may change but at this point they would be the only services and or entity that

068will be using Madison starting on July 1st of this year um and so our recommendation tonight is based on this and some of the information that leadership and learning had gone and seen different ideas or received different ideas of how schools could be transformed our recommendation is to retain it and then do further study and and looking into is this a good use of this facility and then obviously at some point it's going to be if it is what is it going to take to remodel it to renovate it to bring it up to code to get it ready and then what do we need to do based on that yeah so really as Steve kind of alluded to our recommendation is based on um the current site the current age of the facility the

069cost to renovate um and in terms of overall in comparison to other other sites those costs are much less um the buildings much more is newer um and then the current base is currently being utilized I recommend kind of a hold and um with the kind of the idea of a potential specialty school that kind of thinking at this time but certainly not something that you decided tonight just at this point um future usage foreign EXO will be in there what what does the schedule look like in terms of upkeeping that property you know it is a residential neighborhood I would want to make sure that you know like what you know how often are you going to be checking the property making sure things are okay that type of thing if we're not you

070know sex was only utilizing that one little corner yeah so Steve and I we've been in constant discussion around school consolidation it hits all areas of the organization but it's a great question on this deal so um Steve has staff on site that will be doing either daily or or i weekly tours of the building to do the building checks things like that obviously we still pay for snow removal grass you know cutting the grass it still maintains on our CIP list of needs so when they're up for roofing that's when the roofing will be done there and things like that um anything else to add to that too yeah the playgrounds will still the playground equipment will still be checked like it is if the school was in session because as we is going

071to still be used by the community and so we still feel we have a responsibility to make sure that it's maintained and maintained properly um other question and this is more just want to verify um I know some of the people in in our community were concerned about tech being located at Madison can you just verify that Tech is going in the admin building right yeah that was correct Tech has not ever been discussed at going to Madison I just I just want to verify because you know things were you know said and I just want to make sure people and all that Tech yeah the the intention is uh protected to be at 93. and one of the things we're also working on to get a little bit more into the weeds is so

072with Sodexo being the only thing that's at Madison next year that's planned right um since they're using the space we can per DPI we can allocate the utility cost to fund 50 because that's the only entity using it now it's a little unorthodox given that it's very rare that one organ like Sodexo would have a whole school right so we're working through the logistics typically they're metered off and so there's a meter for sex Zone there's a meter for the rest of school well obviously the cost to meter that it would be in my opinion ridiculous so we're trying to work through what that would look like why would we meet her a temporary space and have that cost hundreds of thousands of you know it makes no sense so working through that but that's

073another opportunity to run the building keep it maintained like heat heating you know water gas to or all those things that really at a at no cost of the fun 10 budget I suppose there's another option there as well so we're looking into that too so other questions public promotion second open and second any last minute discussion all those in favor opposed right that passes it will move to 11.4 link intermediate unused partial schools and consolidation Mr Norse Mr reichmann we're back long time we'll see yeah um so Lane and not to give a lot of background here so Lane is kind of a little bit of a different discussion this evening given that the board has already taken action with in conjunction with the community recreation department to have Lane B come the next

074community recreation site which construction will begin I believe in August of of the upcoming year so um at this point um the recommendation you have this evening is to to take the unused portion and um you know essentially put that out to bid to be sold that's kind of the recommendation this evening now there's a number of steps that would go into that number one the first step would be having the full board get an approve or see the plans that are developed with the community recreation department in conjunction with CG Schmidt for the board to see what those final plans look like and approve those plans and once those plans are approved then we would know what the unused portion of the site is that the recreation department is saying they don't need from

075there we would need to work with the city of West Allis one to have the current Recreation site that's planned approved and rezoned and that have the reigning parcel rezoned as well to the city of West Dallas so a number of steps But ultimately the same thinking as longfell Elementary is to try to put some property back into tax rolls I think that's been feedback we've received and I think it's something we can I think it's a meat a good solution I guess to meet everyone's needs so um you know the background that Steve and I have provided in Madison and Longfellow is consistent with the background in in lane and the the process is probably better this evening so with that I'd take questions on this proposal so just as a quick reminder we

076had talked about there would be the old portion of Lane that was going to get demolished in the original plan for the rec department and then um the recreation would keep the newer portion and then renovate that to their their needs so at this point instead of just demolishing it utilizing that that's green space in order we were talking about now we're talking about whatever that unused portions of being after the plans are approved finalized by us we would partitioned the part the parcel basically and then have the part that would remain with the district and the part that we would sell for a commercial use since it's right on Highway 100 there which makes sense so that's kind of what we're looking at now is this modification of that original approval so that we

077could then do that instead and the part instead of having that extra piece there we can sell it it's only for the distributed and get a piece of a piece of the property back on the tacticals Mr Burns um given how fast the rec center has kind of grown and outgrown its space that it currently has and then with this one if it has similar success do we want to be partitioning something off now um and saying that we're gonna commit to that now when we don't know what our future needs for that space would be if the rec center is going to want to expand into that because they grow sure it's a good question yeah I at this point when I had the conversations with Shelly around kind of plans and programming and

078things like that she seemed to think that the site being how large it is they intended to develop in a way that that's I guess the portion that's most towards I'd be Greenfield they would not need and so to be determined though it's a valid point Mr Burns I don't we may get to the end and she might say no this is the section and that's it and it's half of what we thought it was but I think that's to be determined at this point so I think some questions are still in the loop about as president Lee mentioned like the unused portion the old section some of the thinking originally was they would kind of tear the middle out and work on the new section and CG Schmidt's been like well that might actually

079cost you more to put to to tear the metal out and put two exteriors up as opposed to demoing the whole thing so at this point it's kind of uh to be determined with working with them and the approval of uh what the site will look like but yeah minutes to having to sell it if if it doesn't look like what we want or what the rec center wants yeah good question so this is to put a bid out for it to be sold now the board would have to approve the sale still so it stays start engaging in the process at this point yeah remember that we they do have that extra Northern end there where it's not with the parking lot isn't they could expand from there too that's all part of our

080um I'm just saying that there's more space you could you know going north you know that you could add on to us you know that we did expand yeah yeah other questions all right if not look for emotion move to approve second moved in seconded any last minute questions all in favor aye opposed all right that passes and then we're at 11.5 other District Parcels School consolidation Mr Norris from strikeman okay our last action item here is to during the process of going to you know developing rfps for the two Long Fellow and then the unused portion of Lane Steve and I had talked and you know in previous years uh sure a few of you can recall those properties that are listed here that Steve will speak to in a minute have been listed

081in and unsuccessfully been sold and so we thought in the efforts of going to bid and working with the realtor and getting things out and the tax rules working with the city maybe there is some interest so um that's kind of what led us to revisit this conversation again and so I don't know see if you have anything else to add to that uh just a couple of things like we have in the recommendation that the one property that's on 112th in West Cleveland there's actually 19 different Parcels that are there um and some of it is actually in the flood plain but in working with the city and meeting with them there are measures that can be taken by a contractor if they feel that it's in their best interest to take steps to

082mitigate what's in the flood plain and then have it re I don't know if it's rezoned or redesignated as not being in the flood plain but again as as Mr Norris alluded to earlier you know given the interest rates and all of that now may not be the best time to do that um there's also through the years been talk about well if we can't find a successful buyer do we look at making that into an outdoor education area for the district uh you know something like that so what we thought it is Mr Norris said as long as we're looking at doing rfps for these others um you know run this one up the flag poll too and and see if we have any any takers at this point and to me that's the

083value of working with the city closely on this is that they know you know who's interested in trying to provide development so that's more the high 100 piece but there's other entities that they may work with that we have no clue about and so we may we may unsuccessfully go down the road to just find ourselves back here again in a few years but to me it's worth the effort just to see kind of what is out there who is interested and you know maybe there are options as as Mr Eggman referenced around having things rezoned or the city can do a b and c to make it more development maybe Housing Development wants to go I don't know so I think it's just that's where we came from with it and yeah and what's

084interesting with the other um two Parcels is that one of them is actually triangle shaped and what's interesting about that is it's landlocked on all three sides of the triangle by property that the district does not own um so yeah that's enough it's very interesting so you know it I haven't spent uh to be a perfect class I haven't spent a lot of time trying to find out how we've acquired this property or when we did but that one is probably the the strangest one because like I said I think it's um we energy zones one side and then somebody else owns the other two sides questions so I do I didn't realize the property on 112th and Cleveland there has been serious discussions about putting Outdoor Classroom and on some of that property not

085all 19 Parsons and I if we are going down this road I think it's going to stifle any efforts to do that because if I put the efforts into doing an outdoor classroom if we're actively trying to sell the property and I really think that um it's in either or situation that's right frankly I don't think you can put Outdoor Classroom there and also try to sell at the same time so I personally would rather see I don't know how many Parcels it is to the the portion that I'm thinking about is like where the Seinfeld on the for sale sale sign that kind of disintegrated um on Cleveland there that goes back that that's where the Outdoor Classroom would be because it's in the flood point the whole point is that you can it's

086hard to sell or legal if it's considered a wetland to build a house or something like that on the property um and that's why it would be a good place for it on her classroom because you have been many different things you can do from a science perspective so I personally would rather not see I'd rather I'd rather separate instead of one through 19 I'm going to identify the prop sum of those parcels and say we want to put an upper classroom there and then the rest of it we can that's me personally the rest of it we can uh you know Market especially since again those are probably ones that are in the flood plain right yeah that's why it makes it good to be for an upward classroom you can make a construction

087project at it by building a little walkway in there and then you can you know take have a little shed that we have there that has some materials that um when staff bring their students there to be able to you know whatever pick it up water for looking makeup slides for looking at pond water and things like that sure so um I mean that's my that's my personal I'd rather see that the the square triangle thing whatever when finally we can try to sell those other two button I don't know how many of the person will be required but I know there was a biology teacher that was working on a proposal to get some money to be able to do that and I think it would be it could be a very good educational

088things for creating for our kids and long term and a good educational experience for kids who maybe don't go in the woods ever you know or don't go into um the Wilderness ever and then they can have a small experience of that while they're attending some of our classrooms here so I personally would rather see that happen than that just me I don't know if that was considered when you guys are putting this together I mean I think that's an option I mean if we're going to bid this is really the approval to develop the rfps and to get those in the streets we certainly could look at you know what section in that neighborhood is definitively in the flood plain if there's a fringe area and you know map that out to carve that

089section out we're doing that with Lane same idea right so um you know just essentially the approval to start working on that we certainly could I would 112 that's where I keep thinking about Outdoor Classroom so I actually it would be not I would like no we could kind of carve that little area and if we could find out if we can go out to be I mean I don't know how everyone feels but I think and outdoor just if we're moving more towards project where we are we are going to our project-based learning I think an outdoor collapse classroom especially in that area where we know there's already what that's Honey Creek right there just some you know fun scientific stuff and um so I you know I'd like us to retain that if

090we are really seriously looking at putting something like that there and it would be relatively easy to work with the city and identify which of those 19 Parcels are actually in the flood plain and then like you said you have zero or is there a parcel or two that are kind of in a transition area and look at those and then you know we can say okay we'll run through you know 10 or whatever are the ones that we want to do in RFP on and 11 through 19 are the ones we were under retail really yeah I agree and I think really the look into the approval to start to work on that with the intent that a portion would be listed I guess so certainly could do so without a modification of this

091need to be made to send amendments to say that that was what the intent is or is a passing it as is basically saying that we're going to sell all of it and that's my only concern yeah just pull it up one time one second yeah we probably should look at a modification to be consistent with the lane piece or the unused portion of so and so all right so the recommendation to redevelop the unused portion of the district on Parcels one through nineteen is that is that sufficient but I believe so Mr parliamentarian do you think that would be sufficient I would think so Martin use any issue if we just add the word unused portion that provides the flexibility then to determine and then if we do get offers it leaves it open

092right right and so then we I would have to the motion would have to be based on that abandonment basically in a second if everyone else is in agreement of course sure I have no other issue with selling you know other pieces but I just really think an upper class would be great I remember doing when I was a kid I always thought it was super interesting and I got really interested in science because you're just right there so I just I want to make one really tiny suggestion here if anybody was watching that's Root River out there that's not Honey Creek okay sorry I wasn't sure all right just one you know somebody's watching it um any other Com or questions or discussion on this uh Bluetooth modification and we have to say specifically

093right to improve with modification stating unused District Parsons yeah 1 through 19 1 through 19. seconds all right any further discussion all those in favor aye opposed right yes thank you very much thank you thank you everyone thank you thank you thank you guys thank you very much looking forward to the progress on all of that yeah so now we are I need a motion to adjure again and second it all is in favor uh opposed right we are adjourning now I need to have a motion to mean this Committee of the whole all right we're gonna take a five minute recess I like that even but I will see you back in five minutes okay I look for an emotion and then a second going to reconvenance Committee of the whole um promotion to

094emotional reconvene is the committee of the whole second second all right I mean the roll call please yes Mrs Lee yes Mr Keller yes Mr Becker yes Mrs Carr yes president Lee yes all right so we have 3.2 approved for policy updates from July 2022 as a first reading Dr Lexington do you have something you want to say yes okay no please switch audio over okay how's that great uh thank you everybody uh so just to set a little context uh remember we worked with Neola as our board policy advisor as many school districts do and twice annually they come with recommended changes or if there's brand new policy being introduced um our policy adoption process includes a first and second reading first readings go through committee and once approved they sit those policies then

095sit open for 30 days it's an opportunity for the board to um look more deeply asked questions make suggestions for the public to look at um policy language the board is considering because with bylaws and administrative policies there's not a corresponding Committee of the board we bring those to Committee of the whole so what you have in front of you this evening are on the advice updates from the Ola Neola um from July of 2022 and we're always about six months plus um in the cycle when we start bringing them forward for approval so we're happy to try to answer any questions you might have this evening we may not have answers um because this again is the first reading but it is an opportunity to get your thoughts and then also if there are

096things that you want to go back to over the next 30 days to share those in email with us and then we'll bring back um the ideas when we seek final approval in a second reading in about 30 days specific things that we're going to go through on this or well I I'm prepared to let you know what the difference is in some of the policies if you'd like to hear that tonight sure okay well actually there's I have nine but really only I have four so don't freak out um um we have 14 21 3121 and 4121 which is the criminal history record check and employee self reporting and they fall under the administration tab as well as the professional staff Tab and the support staff um tab okay this is where it gets

097a little confusing okay basically the change in these this these policies it expands the definition on what is considered a minor traffic um offense now we have 3120 and 4120 which is the employment of substitutes and it falls under the professional Tab and the support tab and what changes you're seeing there is there some grammar changes and it adds language to exclude building um substitutes and reasonable Assurance letters so it takes out the building substitutes okay then we have 3213 I feel like I'm playing bingo 4213 and those fall under student supervision and Welfare and they're under the professional staff which all the three thousands are and the four thousand is under the support and the main difference is that is again there's some grammar and it adds a statement any in the two um

098policies that the section does not apply to staff members own children or other relatives yeah and then lastly we have 34 25 and 4425 which is benefits and it's adding Cobra language so C wasn't so bad okay so I'm done lots of questions on them yeah yeah Mr second I'm looking at him I do not well and I'd be happy if you if you go through them you do have some shamini now you should start sneaking in like okay uh so the couple I have three here one is 51 13 which is our open enrollment program introduce to transfers and so the real changes here and there's a lot really it's to reflect the new the updated language and the state law I've gone through this with a fine tune tooth comb in reference to

099our current process and there's nothing changing about the fundamental application acceptance wait list criteria um denial you know nothing like that it's just the way that it's written in space determinations and these things get reviewed annually and school choice is a Hot Topic right now and so the language has has been changing so um that is the update there 5340 is student accidents illness and concussion which includes the addition of sudden cardiac arrest um so that's there and there's also some pronoun updates um as well and then the last one was 7440 which is the um video surveillance and electronic monitoring and so the main difference here is the addition of audio to I guess cameras not have audio that's new so um that's the main addition there any questions for me questions if no
