001I'd like to call this mini the West Milwaukee School Board to order Mr Keller would you please lead us in the pledge [Music] I apologize of the United States of America and to the Republic for which it stands one nation under God so that would you please call the role yes Mr sikich President missed you here Mr Burns president Mr Becker was going to join on Zoom this Mrs Kaiser here Mrs Carr here Mrs Lee here Mr Keller here president Lee here proper notice of this meeting has been posted in accordance with open meeting laws of the state of Wisconsin and are there any uh adjustments to the agenda this evening there are no changes recommended this evening okay with that we'll move right in for tennis report great um good evening everybody um we're

002going to start with 6.1 is which is the report from West Allison Central High School student representative so welcome um introduce yourselves and share your report hello my name is Shannon King and I'm Faith Thomas okay so I am currently a senior at West Allis Central High School and some of my favorite things about Central are the amazing teachers that I've had the opportunity to meet the diversity of the student body and the endless amount of clubs and extra activities that are offered to students at Central as a member of several clubs I would like to highlight a few of the recent events that have been hosted by Central on the Wednesday marking the end of Black History Month the West Allis Central black student union hosted its fifth annual community dinner to celebrate the

003success of the black student union at Central during the week of March 13th West Allis Central's hope Squad participated in the district-wide Hope week which is a national week dedicated to reducing mental health stigmas and building a positive School Community my favorite Spirit Day from the Hope week was the shade out negativity day where students could wear sunglasses in school to represent blocking out negativity the following week was March Madness which is a recurring Central favorite on the last day of March Madness spirit week which was right before students were let out on spring break there was a pep assembly where the main event consisted of the top co-ed student assembled basketball teams competing against a team of teachers there were also several side events taking place during the basketball games which included a dunk

004contest and National guard-led activities the interact Club also had a month-long sock drive that concluded at the pep rally although the end of the school year is coming up very soon Central still has some pretty exciting events taking place in the coming months which Faith we'll talk about um I'm faith I'm a senior at Central and ever since I became a student at Central I've felt love and support from our staff and administrations the teachers truly do care about the students here and um Administration takes our safety very seriously they always go the extra mile to show their love and dedication for us students the culture we have built at Central is amazing and one of my favorite things about my school and I'm very blessed to attend West style Central and it's one of

005the main reasons why my family still lives in our community um currently our drama department is preparing themselves for the Big Fish musical with a cast of 50 and a pit of 20 students from eight district schools myself and many others will be attending this event um opening day is April 21st at 7 pm and will show up second the 28th and the 29th at 7 pm and the 30th at 2PM at West South Central High School on April 22nd which is Earth Day our conservation interact Club will team ups team up on their annual West South trash pickup shortly after your prob will be approaching on May 13th this is a very exciting and print Club organizations to come together and create a fun week and a night to remember for our upperclassmen outside

006of the school year our black student union is planning on having a booth at the Juneteenth MKE at Juneteenth MKE 2023 then wrap up our our school year myself and the rest of our senior class will walk across the graduation stage and I'd like to thank West Central and wwm school district for every some parents and I proud to say I am a bulldog yeah you're more than welcome to stay but you also you know feel free to get up and yeah great job great um we'll go on to 6.2 which is the legislative update so we start with additional Grant funds available for digital mapping so the Wisconsin Department of Justice Office of school safety has replenished the 2021 Wisconsin Act 109 digital mapping Grant funds with an additional 1.5 plus million dollars allocated

007to address unmet need with replenished funding OSS again seeks applications from Wisconsin public-private Charter and tribal schools interested in obtaining digital mapping data and just so that everybody understands we um received or awarded a grant in the first round this funding opportunity so that digital mapping is going on or has been going on for quite some time and the purpose of digital mapping is really for First Responders so that is it is both in training and in response to a critical incident um so that they have better kind of digital visuals of the insides of buildings um and we do have uh regular visits from law enforcement walk the buildings buildings in particular in the summer to learn the lay of the land but this adds another opportunity for them to learn about the layoffs

008of our buildings uh we'll go on the 6.3 Board of Education recognitions from Central thank you to Connie Bergman for helping support Central this week well Mr Summerfield was out so the former West Milwaukee Intermediate School students so kind Bergman was the principal there we're excited to see a familiar face from communication thank you to Steve Carr Lane who went out of his way during spring break to help us with a creative project that we needed a specific classroom space for so my guess is that's a little bit um cryptic so maybe there's a some special video coming it's a special project during spring break from facilities congratulations to William Fredericks who completed the lozbo facility manager certification program this program is designed to provide facility managers and those responsible for school facilities with current

009knowledge and best practices as they seek to fulfill the responsibilities in providing safe and healthy environments for student students and staff and then from Barry Pat Michaels in the music department the following Orchestra students and they're all listed there participated in the w-i-a-s-t-a Wisconsin asked a young artists honors Orchestra on March 11th at the Mukwonago high school performing arts center and you see students there from fow from Lane and from the elementary schools not I'm not going to read all the names but there'll be in the record so they're officially a part of the minutes so they were nominated by their teachers Mary Pat Michaels um and she works at Lane and fow and Darren oven the day-long event involved 155 students from all of the state of Wisconsin included five hours of rehearsals and

010instruction and concluded with an hour-long concert for family community and teachers and the teachers and coaches from the Wisconsin asked to board and area universities and included the following wawm learning community members Ella McGinley she's a coach at Nathan Hill Jane krasovich coach for UW-Madison and hail graduate Mary Pat Michaels the Presto Orchestra conductor and West Olive Milwaukee music lead Wisconsin Asta is the Wisconsin chapter of the American String Teachers Association and hosts two of these events one in Wisconsin Rapids Rapids and one in mukwonagold and then 6.4 some quick updates and information items first um our last regular meeting was on March 27th and we heard from a number of members of the public several made supportive comments about the opeb recommendation so that's other post-employment benefits or retirement benefits for employees um and

011so that those recommendations were in front of the board that evening which the board then did pass there were comments about school safety and that was related to the recent school shooting in Tennessee and we did following that in our communication uh take the opportunity to update our community in some of the most recent safety improvements that we've made in the schools so that included the the doors that are now um are alarmed so to speak where it signals a uh for intermediate High School signals into the main office that a door that shouldn't be open to the outside is being opened and there's also cameras being installed so we've shared some of that information um as well as a follow-up and then there were also comments similar to those in the past that we

012responded to but also when there are comments that are related to confidential student matters we don't respond to those publicly of course uh it's a little school consolidation School consolidation update uh so today we help staff meetings in each of the consolidating schools and that's Lane Longfellow in Madison um our focus at these meetings was on the physical moves of all the things in the classrooms and in the schools so getting really detailed now well I just thank Dr Amanda Stewart she's doing an amazing job organizing this it's a little bit outside of her Lane for communication but she's really good at organizing things so I just want to really recognize her and appreciate her for taking this on she also organized to have a representative from the moving company at each of the school

013sessions and shared this is the totes you're going to receive and here's the stickers that you put on them and here's how you organize everything so so I think it um each of these moments were in front of the staff the consolidating schools helps them understand the process but also we get really good questions of things we hadn't thought of from kind of a classroom level uh and so it helps us adjust the plan as we kind of keep moving forward and then again we've been updating on the Staffing so we're in phase two that are open on April 3rd it closes April 14th so this Friday with notifications and now we're at five teachers that don't have assignments um going into the next school year so we feel pretty good about that so the

014notification of placements will be April 21st and then things go back to normal hiring processes for internal moves which is an internal kind of application and interview process starting on May 1st and then a couple other updates first I want to express my congratulations to Kristen Brian and Noah having been recently re-elected to the school board so I think it's it is a powerful I think commitment from the community to the work we've been doing but also Dr Robinson is with us this this evening and giving the leadership changes that will be taking place having continuity at the board is really important so I think on congratulations to the three of you and I look really look forward to the work you'll all be doing together here and then finally tomorrow is the all city

015choir concert and on Wednesday is the All City band concert and I'm not playing or singing in with choir um but I will be playing the gong in a number of songs with the band um and so I was at Hale before break um practicing with the high school students and um trying to figure out how to take cues from different directors and play a big one um but it is that part of the job is truly joyful so that concludes the superintendent's report okay thank you very much we'll move on to uh no item seven our public comments this evening uh for those who might be attending via Zoom if you're interested in providing a comment to the board by there should be a link in the chat for you to do so uh

016for those that have signed up as a reminder please state your name and address before beginning your comments you have three minutes to address the board then we know back and forth on communication however if there's something that can be simply answered uh at the time after your comments are completed we will do that otherwise if there's an official response required that will be done by the next next regular board meeting either during the meeting or uh sent to you specifically if depending what those responses are required so we'll start with uh Devin Ray Devin Ray 1027 South 110th Street before I read this letter I want to make you all aware that the specific mention of Noah's failure also falls on all of you for being completely complicit you sit here and do nothing

017time and time again when he does things that are wrong just like you did nothing when I told you about all the laws and policies that he was breaking you did nothing you sat here time and time again and do nothing and now again while he violates our right to free speech this is a letter from Wisconsin Institute for Law and Liberty dear school board members during a public forum a school board may not silence speakers who Express viewpoints that the board does not want to hear yet that is exactly what Noah Lee board president the west house West Milwaukee School District did at a recent meeting Mr Lee's conduct was an egregious violation of the First Amendment which guarantees the freedom of speech on March 27 2023 Mr Steve Broadwell who is a retired

018retired resident of the district spoke during a school board public forum to express his concerns about a suggested lgbtq curriculum shortly after Mr Broadwell began to articulate his concerns about such a curriculum board president Noah Lee prevented Mr Broadwell from speaking and accuse him of hate speech a video of Mr Broadwell's remarks beginning at 18 minutes and 24 seconds shows him reading from a prepared speech and stating that efforts to include lgbtq ideology and public school curriculums is merely an effort to normalize the transgender social contagion that legitimate experts agree is most often an undiagnosed psychological problem board president Noah Lee interrupted Mr Broadwell twice during this remark first Mr Lee stated while Mr Broadwell was mid-sentence I want to warn you against hate speech against those in that Community when Mr Broadwell asked why

019his statement was hate speech Mr Leah Mr Lee replied only with it's considered hate speech Mr Broadwell then asked who considered his comment to be hate speech at that time an unknown female board member who I know was Amy deal said it was hate speech because he referred to transgenderism as a social contagion Mr Broadwell asked again that's hate speech and Mr Lee told him it will not be allowed during this public comment your opinions are fine in other place but you will not be allowed to do it here secondly after Mr Broadwell calmly agreed to move on and stated you can't honestly believe this is based on science beyond the insanity of this fad Mr Lee again interrupted him and said Mr Bodwell you've been warned calling this a fad is equally as bad

020he again warned Mr Broadwell that if he continues this route you will be done Carolina Dietrich hi I'm Carolina Dietrich 2500 South 77th Street I will pick up where she left off Mr Broadwell inquired about whether he is allowed to have an opinion other than that of the board there is no other opinion it's science you keep talking about science there are two opinions ultimately he was not allowed to continue his prepared comment over the interruptions of Mr Lee who repeatedly stated thank you Mr Broadwell thank you Mr Broadwell importance of free speech and unconstitutional actions by the school board it is no surprise that the topic of gender ideology especially when that ideology is taught to minor students is the subject to of intense public disagreement community members should be able to share their

021viewpoints on this issue without being censored and silenced by their local board the first amendment protects opinions even those opinions that you may oppose such as the claim that transgenderism is a social Contagion and opinion which by the way is the subject of scientific investigation West Allis West Milwaukee board policy zero one six seven point three states board recognizes the value of public comment on education issues and the importance of allowing members of the public to express themselves in District matters Mr Lee prevented Mr Broadwell from speaking precisely because Mr Lee did not agree with the content of the speech as an aside the policy neither defines nor mentions hate speech at all the First Amendment prohibits a government from abridging the freedom of speech even though a school board has some leeway to regulate

022speech during a public forum for instance speech that is wholly irrelevant to District matters it may not engage in Viewpoint discrimination Rosenberg vs Rector and visitors of University of Virginia 515 U.S 819 829 1995. in other words the government may not discriminate against speech based on the ideas or opinions it conveys importantly the government may not censor speech merely because it is offensive to some and there's case law that supports this unlawful Viewpoint discrimination does not mutually treat an entire subject as off limits but rather permit speech in the subject and only disfavors certain points of view it is clear that Mr Lee stop Mr Broadwell's public comment because Mr Levy came uncomfortable with the word social contagion in fad but the board cannot censor comments and make people stop because they're uncomfortable even if

023it's the board president Amanda Hanson 934 South 90th Mr Broadwell spoke Conley used measured tones was within his allotted time and refrained from comments that were personally directed or abusive he focused instead on the opposition to implementing a curriculum that would continue teaching gender ideology to students when Mr Lee on behalf of the board forced Mr Broadwell to stop speaking on March 27th he engaged in impermissible Viewpoint discrimination and violated Mr Broadwell's First Amendment rights community members should be permitted to express their views about District matters regardless of whether the school board approves or not West Allis West Milwaukee School Board policy does not just dispute this but the threat of being censored by the board chills the speech of community members impacts the content of their speech suppresses the viewpoints they may want to

024express and diminishes their willingness to participate at board meetings at all actions like that of Mr leech Hill freedom of expression considering what occurred on March 27th and the First Amendment rights of citizens both in the local community and throughout Wisconsin and our nation and we urge the wawm school board to reconsider its policy of silencing community members who offer comments that they do not like Mr Broadwell deserves an apology and the board should never again unlawfully censor public comments in this way and said the board should publicly reaffirm its commitment to the First Amendment and the freedom of speech expression and the right to petition government officials like public school boards the students you educate would benefit from this small step and the First Amendment rights of the community you represent depends on it

025sincerely Wisconsin Institute for Law and Liberty Deputy Council Daniel lennington and Corey Brewer associate Council you have yet to respond to this letter that's that's also left undone just like a lot of things um so we had our interview with Beulah Vetter for my family's uh complaint against the district and our cease and desist for the treatment of our family and our children and um I have also requested an apology to my two oldest children of my three for the things that have been done to them like my son being lied about um where his principal knew that he had not committed any type of bullying or physical altercation or was an aggressor and she knew this and she made me punish my son and discipline him and write an apology letter and submit it

026to the school for this other student and she accepted it and then she came back and uh when she was cornered about the discipline of other children admitted it was a lie and my daughter doesn't trust anybody at her school because of how she was coerced and cornered and pestered to give the exact answer that they were looking for when they took a secret video behind my back of her you know um I've got a whole list of probable cause and you have in your meeting minutes from last month that it's how I feel that I feel our family's been targeted no I know it is a law firm knows it is your Law Firm knows it is Rhonda noise 1457 South 86th Street we've just spoken about being silenced and I hope that excuse

027me for a minute sorry I hope that you take this seriously unlike the issue of bullying that plagues our district all of a sudden in the 11th hour right before election time when you started to vocalize your displeasure with bullying and formulate something vaguely like a plan agendas are clear you all wish to silence anyone you don't agree with and you've politicized this board and instead of representing all of your families you've chosen only to represent the ones who agree with you will offered up that it would be good of you to offer an apology to Mr Broadwell and unfortunately we know that is beneath you 've never apologized once for any of the other issues got wrong so I wouldn't expect this to be any different what I will do is something that I

028did for my kids my three kids when they were young I taught them many different things by repeating and showing them repetition is excellent for learning so maybe you'd like to go back and watch this recording and learn at your own pace here's an example Mr Broadwell and also families of the West Allis West Milwaukee School District we would like to humbly apologize for the way we've behaved though it's hard to admit when we've done wrong to someone we take responsibility for the shutdown of our schools and for our District's ratings that have plummeted under our watch we apologize for the struggles our districts families have faced and for the voices that haven't been heard for the past many years we apologize for spending taxpayer money on attorney fees instead of admitting faults and taking

029corrective action we are deeply sorry for only catering to those whose agenda is in line with ours and dismissing the fact that there are many others who have felt abandoned and ignored please allow us your help and input to make this District better for our families sincerely your school board that's the way to apologize Richard gross thank you hello my name is Richard gross my address is 10133 West Bungalow Parkway thank you for the opportunity to address the school board today April 10 2023. this is my second opportunity to see the board in action on March 27 2023 I stayed through the entire Open Session and saw lots of things happen most good but some bad it was a good discussion on retaining teachers maintaining property security plans and the new administration building proposals just

030to name a few these were among the notable things now to the more difficult things the troubling things I heard during public comments there were two speakers who had issue with school board policy and the implementation of it the situations these mothers spoke about are heartbreaking I cannot comment knowledgeably on these two issues but I can say that their allegations are damning finally I have great concern about how one speaker was treated he was stopped cold when he used the phrase social contagion in a sentence he was instructed to stop by the president because he was using hate speech and when he asked why he was told because it is now that's an answer I would expect from a teenager another board member clarified it was because he used the term social contagion he again

031asked why this was hate speech and wasn't really given an answer only told that his time would be terminated if he continued he then moved on and used the word Fad in a sentence it was again told not to use such terminology his time ran out and he was unable to complete his comments this is in my opinion and the opinion of persons in the legal profession a clear violation of his first amendment rights and it leads me to wonder this if you so willingly and callously step on an adult's freedom of speech what is going on behind closed doors in a classroom are you teaching that certain phrases and subject matter are taboo subject to the whims of the administration what are the criteria are student students learning how to debate and question things

032to the point that they can successfully function in our society now back to the adults there are nine of you on the board none of you spoke out that this was hate speech seven of you did nothing in conclusion I have three fears first is that the leader is in charge and unless you agree with them you are muffled this would be terrible second is that you want to speak up for some but for some reason you procedurally cannot this would also be terrible the most egregious would be that you wouldn't speak up and are avoiding conflict luxuriating in the high that comes with being an elected official that can make their own rules and look down upon the people and Proclaim let them eat cake thank you for your time so I can clarify

033about that one piece uh during the board meeting the only person that can comment is the presiding officer which at that meeting and at this meeting is myself during public comments can you guys understand the second person who spoke up it is not normal for that to happen it would not be expected please it would not be again this is not a back and forth I'm trying to provide an a response to one one thing so when speakers address the board the only person they can address is me and the only person that can't respond is me as the presiding officer that is within our policies so would not be expected for any other board member to comment during public conference thank you Child Number Two streaming case Chuck kornowski my name is Chuck cornalski

034c-h-u-c-k aor n-o-w-s-k-i corn right now on a ski I'm on Facebook with Sheriff David Clark I represent the people of the Constitution here in West Allis West Milwaukee including our first amendment rights my main concern is about the safety of our staff and our children last time I was here we on the day I spoke we had a school shooting in Tennessee a transgender came in into a private school Christian School shot through the glass doors and killed three students and three staff members Josh call recently made an announcement at Wauwatosa Public Schools for 2.2 million dollars to help the school safety throughout Wisconsin or private and public schools it's all great it's just a phone program to call in if you have a child with uh bullying issues or any other fighting issues in

035school it's not enough we have the West Allis Police Department behind us my suggestion is to have vetted officers that are retired veterans that are retired the volunteer and help our West Allis Police Department protect our schools throughout the state and mostly right here in West Milwaukee these transgenders it's out there in the news they're encouraging them to do this and come after people hear something say something it's out there it's out there across national news they're encouraging their transgender people come in and shoot people we have to protect our children and our staff and I have to commend you for what you did with no phones in the school it's a step in the right direction for the students so they cannot take videos of the fights that are going on step in the

036right direction but again we have to move forward look for veterans retired police officers to step up and help all of us protect our children our staff members can be vetted by the West Allis West Milwaukee Police Department thank you all right uh Terrell Thomas see you on Zoom sirantrell Thomas here L Thomas if you're on Zoom can you turn on your camera I don't see anyone named Terrell Thomas well if you're on Zoom can you at least type in the chat not sure Terrell Thomas is um but I'm not seeing him right now so that is the last person we have signed up for public comment so we'll close a comment at this time and we'll move on with our agenda this evening with item eight 8.1 review of The Board calendar today is

037April 10th 6 o'clock we have a regular Board of Education meeting meeting and followed by Advanced civilian efficiency worked up for both 2324 budget implementary tax levy number one nearly finally we have a closed session meeting on April 17th at 6 p.m we've aboard Workshop meeting here on our guaranteed enviable curriculum on April 24th 6 p.m we have a regular Board of Education meeting where our newly re-elected board members will take their oath of office and then on May 8th at 6 PM we have a regular Board of Education meeting moving on to our board reports our committee reports 8.2.1 Communications and community relations Mr sickage thank you uh the communications and community community relations board committee met on Monday March 27th we discussed our annual report which we are working on this spring we

038also did some brand personality exercises to dive deeper into who West West Milwaukee is and what we stand for as a brand we also spend time debriefing the School showcase Workshop from earlier in March on how we continue to to revolve those to best serve the board and the students and that concludes my report thank you very much for just like any questions for Mr six regarding his report just a quick uh I guess comment regarding the annual report um that later this year we're looking to have that is that for the summer or July very good and can you just describe uh briefly what that annual report should would entail it's going to touch on all aspects of the district oh very good Athletics music academics in the plan to send that out community-wide

039very good thank you any suggested agenda items for Minister Sega chess committee moving forward seeing done thank you very much Mr sikich you're welcome moving on to 8.2.2 life right against the College and Career preparation so the committee met um just at five o'clock tonight um so we went over a couple different things we reviewed our academic recovery plan um so we went over the Rough Draft so basically it broke it down it looks at Universal strategies Universal assessment measures the milestones and then the strategies for those mostly looking at best bridge and board exam information um so we looked it over the community did we thought it looked good um but Deidre will be sending out um the rough draft for the entire board to review so please send her back any feedback to

040her um because then the hope is that we can publish it on our website um at the end of next week hopefully all right um then we Laura Sage came she's our head psychologist here in our district to talk about the mindfulness course that um several of our some of our students have been asking about um so the mindfulness course would be an elective a class at the high school level um so it focused on a couple different competencies that people get self-awareness self-management relationship skills social awareness and responsible decision making um so at this point uh it would be brought forward in May for approval from the board we don't have a name for the course yet and everything but that's kind of all being ironed out at this time um and then the

041last thing we talked about was the specialty school survey um so there was basically there was like no overwhelming support for like one particular School in general um the the ones I got the most response was 4K to five uh stem school or six to twelve some stem school um so at this point what we would our committee talked about is the board supporting the idea of creating the Innovation Center that we have been talking about to support these programs so instead of developing an entire specialty school we would offer some maybe like sub programs so maybe biomed or something like that where kids could enroll then and we'd use them like we were thinking Madison as The Innovation Center so um that's the information we get from them thank you very much any questions

042for missile regarding her report check out Mr Becker here um I had a few um for academic recovery plan we're planning to implement that for next school year is that correct but a lot of stuff we're doing is right now oh okay so this is something that we're already doing it's just based off of um but the goals are for net help me out with your committee so um the plan has already been implemented okay so we're just enumerating that yeah we're just we're just making a copy to share with the public so yeah they know what we're doing and then we have measurable goals oh yeah we've got the measures in there um it tells us we've got how many percentage we want to see things go so yeah it's all broken down in

043there very good yep thank you and then the month of course mindfulness course is that going to be high school only that's uh yeah so yeah they're we're just kind of figuring out things like good one the name of it um we have to figure out who would be credentialed to run you know do that because we have to figure out where does it fall under because it's gonna be Health could be psychology and sociology so all that type of stuff has to be kind of um figured out and hammered out yeah so not replacing math on the English no no no this is this is an elective course it would have kids would choose to take this course yeah very good we just have to figure what it would be credited towards sure don't

044make sense thank you uh in any uh topics or consideration for the committee in the future Mr Becker any questions I don't want anybody else no there's good okay all right thank you very much Miss Dion um 8.34 member reports of community events are there any events that anyone maybe would have attended censor lesbian or we did spring break in there um anything that we wanted to report on today okay then I'll move on to you 8.4 other updates and information items uh for myself so uh as Dr uh lexman has had already announced Dr Robinson is visiting with us again uh for a shorter visit this time he'll be here uh or part of today tomorrow and then part of Wednesday uh meeting with uh more means within the school within the district it

045will be able to attend some of the events that we have going on as well so again welcoming Dr Robinson and glad that he can spend some time with us here to gain more knowledge for uh what the position will be taking on later this year so thank you so I don't have any additional updates beyond that our consent agenda this evening uh we have 9.1 the approval of minutes from regular Board of Education meeting on March 27th 9.2 our employment summary and 9.3 our supplementary contracts does anyone need anything separated out move to approve second moved in seconded any last minute discussion all those in favor uh show us a thumbs up opposed all right that passes move on to our action items this evening our first one 10.1 High School international travel to

046Paris Stroudsburg and Munich yes Ramer and angle kemeier thank you for having us again this evening Jenny has yet again brought us another fascinating international trip and just returned from one to Senegal over spring break um so she will have some more to share about that soon um I'll got pictures and things like that but she is proposing another trip right around the corner yeah um we did just get back from a fabulous experience in Senegal over spring break and the kids it was just something that is with them for the rest of their lives which is what we're trying to do through our education and this trip that I'm proposing would be instead of doing it had worked out where we were doing a spring break and a summer trip but it was just

047too much to coordinate all the trips like that and I want to cut back just one trip a year so this trip is Kara Strasburg in Munich and it'd be for next spring break so it'd be just spring break and not during summer so then I could have time with my family in summer and my kids were home from college so um but this is a fabulous trip especially since they're building brunch and German programs by having Paris Frostburg in Munich um again it's top-notch we have round trip flights included um breakfast and dinner um great hotels going through the lose we're going to you know up the Eiffel Tower um going on a sun boat ride going to a cemetery from World War One going to the brown Cathedral having some um traditional tarte

048flambe in Strasbourg going to Munich going to Bavaria pretzel tasting um it's just oh and seeing the Disney Castle what they call the Disney Castle because it was the one that you know led to the Disney Castle so it's just a wonderful opportunity that um I'm hoping will be able to provide for the West Allis West Milwaukee students and community and eligible for Central Ohio and it's actually even if some middle school kids want to go that's fine too it's open to middle school kids too because by the time they're up there that's fine too Middle School parents yeah if you want any any questions from the board roughly about how many students attend on average we had this last trip we had eight go and a couple of those were parents we had a

049couple parents and a couple kids go um we had also one child go on a scholarship because we had an anonymous scholarship donor so that was really wonderful for this team to get to go on that um and the time before we had about 16 and we've got about 16 again this coming time for summer oh any other questions moved in seconded any any last minute discussion all those in favor give us a thumbs up uh opposed all right that passes thank you so much thank you so much come along with us sometime all right let's move on to 10.2 Authority for administrators issued final nominal notices the teachers Miss Marshall good evening um it's that time of year again and so we are asking for approval to authorize Administration to issue to issue final

050non-renew notices to teachers as the necessary under Wisconsin statute 118.22 any questions from the board is this something Mr secretary how many staff members is that effect um we're expecting to two thank you this is an annual thing that we do every year um any other questions as I look for a motion move to approve second moved and seconded any last minute discussion all those in favor aye opposed show us a thumbs up thank you thank you very much all right let's move on to 10.3 approval of high school senior privilege option miss bramer and miss Bergman thank you um that's hilarious that's good so Brandon's going to come and put the slides up on the screen for us um but we've talked about this one before just to give it some context and then

051we'll turn it over to Connie to share some of the details this would be the opportunity for seniors who have had good attendance are on track for graduation have what they need done to have the ability to leave campus in the senior year we had talked about potentially also including Juniors on that when we had a broader discussion about this previously and the schools Connie's been following up with each of the school leaders would like the opportunity to try this one on for size first and then consider adding Juniors to that one after we get a year under our belt of doing this one but tonight we're asking and kind of will give you all the details but then we're asking for approval for this to go into effect for next fall so senior privilege

052option is an incentive program for West Allis West Milwaukee to increase attendance um the program reward to use who can demonstrate academic success and excellent attendance and appropriate behavior oh I'm sorry about that um the purpose is our incentive program would reward students and help increase our district uh state report card and our individual school state report card um so we started looking at this um how do we we have a lot of kids who have good attendance but how do we get those good students to have great attendance um and as a mom I know that's where I started looking when my son was a sophomore he was getting the letter sent home saying like your son has chronic attendance your sometimes habitual attendance and then as soon as he found out about SPO

053at his school he had perfect attendance so that's what kind of when we were meeting at the beginning of the school year looking at attendance and what we could do to get those kids going from good to Great this kind of alarm went off in my head and I started calling our neighboring school districts seeing what we could do to help our seniors um and juniors here at our district that's 50 of our students in our our schools in our high schools how could we move the bar um so that's where I kind of got this information from and we put this program together um so the program details are as follows the qualifications of parent and Guardians would have to consent quarterly um no one excused absence during quarter two of the junior year

054and you may Wonder well why are we pulling the data then students would have to pick a study hall for quarter three when they're doing their course requests so we will want to over staff so that's where they would pick um if they are eligible in quarter three of their junior year so that's when we're pulling the data um they'd have to have a cumulative GPA of 2.5 for their entirety of their junior year with no D F's or I's no pre-expulsions out of school suspensions or school-related police citations during their junior year and they'd have to have a successful completion of 18 credits by the end of their junior year additional qualifications would be based on special circumstances students who did not meet initial GPA criteria but have met all of the other criteria

055criteria May reapply if their GPA was GPA was higher than 2.5 or during any term or quarter and be eligible the next quarter so administrators will work every quarter to pull the data and see who's eligible at reporter so it's not just you're eligible that second quarter and then not for the rest of your senior year every quarter will work with the kids will make sure that they know that they can earn this every quarter if their attendance improves students entering the district at any time during their junior or senior year will be considered on a case-by-case um bias or basis students who feel that they have met the proponents of criteria but were denied can appeal the decision by submitting a letter to the assistant principal explaining why he or she feels that he

056or she deserves the opportunity to have SPO and then they'll have a face-to-face meeting scheduled by the assistant principal when signing up for classes any Junior wishing to apply for this must do the following leave space in their schedule as courses will not be dropped at a later time so you can't drop a wood shop and now take SPO you have to submit the attached complete contract to the assistant Prince the assistant principle for final verification by May 31st um on the last page of your packet you'll see this attachment it is the parent senior privilege option contract that each school will make their own putting in their High School name and it also has the registration application the qualifications for SPO maintenance for SPO and then you have to have your parents signature student

057signature Administration signature and the student name and then where you would like your SPO it does say that we will try to accommodate you to the best if possible but it's not guaranteed so you could have it first period connected to your lunch or eighth period so a lot of times we would see kids coming in late first period because they were in a study hall and then they would just be like well I don't really need the study hall I'm on track to graduate maybe coming in late with their Starbucks we have a long line out of the back coming in tardy um or they they'd have work and they'd be like oh I just want to kind of go can I go um the other thing is the number one question we get

058at the high school is why don't we have open campus um and we'd have to make that reoccurring announcement saying you cannot have GrubHub delivered here if you have food delivered we will hold it till the end of the day or it will be Miss bergman's lunch so that was always one of the battles that we have at Nathan Hale when I was the assistant principal there so this will help motivate kids who want to have open campus um so this is the choices that they can have and then I'll jump in on the violations Kenny so that's students can then lose the privilege anytime that they violate any of the reasons that they qualified or there's a note in there about students with a 504 or receiving Services through an EP if that team

059determines that they need to be in school for the length of time in order to meet the goals of their IEP or if this isn't part of what's eligible for them in order to receive all the services that they need to then the IEP team would have to figure out a way to make accommodations and reasonable accommodations for that student so she just went over the very next slide yep um yep and then that kind of also talks about how you lose your SPO about pre-explusions out of school suspensions any police um related incidences at school um but any less serious infractions detentions referrals any of that that you do not lose your SPL for um and then this talks about when you when SPO was offered SPO can be offered first hour connected to

060their lunch hour or eight hour um and then students do have to if you do have SPO you do have to leave campus unless there's an extenuating circumstance like weather related um obviously we had a tornado this past year we all had to Bunker down our administrators are not going to send the students out if they're the inclement weather um they would tell them to go to an altered location um currently parents can have the right to deny this so if a parent won't sign it or if there's something going on parents would call the administration um say that I need to pull my kid out of SBO will will then schedule them in a study hall currently our numbers at without even kids knowing about this program we have 117 kids at Hale and

06171 kids at Central who are eligible for next year that's all that's just those are current Junior current Juniors yep current Juniors for 23 24 so they'd be seniors for 23 24. and they don't even know about the program they just we just pulled the data sure um to see who would be eligible without knowing these are just eligible so then program implementation like teacher said at the beginning of this we just wanted to see how this would work how this would improve our state report card for the district and how this would uh improve our school's report card before going on and offering it to Juniors um so that we're going to meet uh myself the principals and the assistant principal assistant principals who are running it and then we'll look at the number

062of applications number of denials how it's affecting our unexcused absences are on excused parties and our DFS and I's to see how we can improve the program and we'll do that quarterly after they hand out the application yeah and to clarify we get um a marking on our state report card and our school report cards for chronic truancy and we have a number of students who are chronically current from school right now so we have tried a number of measures to get kids to be in school obviously because that is where a um earning credits and staying on track for graduation is really important and being in school allows them to do that plus it allows them to be eligible for co-curriculars and other activities that we want our kids involved helped in so but

063we also get a measurement for attendance ratings and for chronic truancy on our school report cards and so we're trying to make every effort that we can to make sure that our students know coming to school every day is a priority um so before I open the general board just any comments from the committee who saw this well I you know I do have a question and I do I I do have to say that um you know a lot of things come before the board and um I have not been so excited for for something like this in a long time I really feel I am 100 behind this I think that this is uh makes every child eligible for a a privilege something that we want we want we want to reward kids

064we want to reward those kids that are constantly doing the right thing we want to bring in those middle kids that are you know going not what have an incentive now I have something that I'm really looking forward to and then we are giving all the kids whether they have an IEP or anything they also have um a way that they can be part of this and I I think that um when we go and look every quarter and look back I can guarantee I I want to go on the record the same 117 kids at hail and 71 kids at Central I think that we are going to see a huge Improvement and I think that we're finally doing something that is positive and in the direction of um making our schools better and

065proactively yes yes thank you Ms Carr any other community members who want to say anything so I do have to do a party on this okay so I just have to say and through committee I already asked this because but if I were a parent or anyone else out there I would want to know I need to just talk about the safety of it so my child leaves campus at lunch and they get into a car accident it's really slippery out and you know or something happens um can you can you speak to that so that's where the parent um the last two pages on here is a parent permission slip much like a field trip that you have kind of go over with the administrator the parent has a sign up permission it does

066say I understand and agree to the criteria of SPO as outlined above I understand it goes through the whole thing that understanding I participate in the privilege of SPO I understand that privilege cannot can be cannot be reinstated so if you lose it for that quarter it's gone um transportation is a sole responsibility of student impaired now it goes through a whole bunch of criteria there's probably like the registration application qualifications recipe it's an SQL and then they'll be when it's finalized a liability statement as well right about that yeah that's why there's not a it's in red where it just says right because we have to get all of that process we're just opening this so there's a liability right it's just like you sign your student out of school and they go off

067on their own to drive to the dentist appointment and something happens and that's the other reason why there's a rule that you don't have to leave campus if there were inclement weather or if it was just right if they were extenuating circumstances because we don't want students feeling like oh I have to leave and it's icy out or there's weather related things or other reasons that it wouldn't be a good idea to be out and about in the community okay yeah Brian not that I anticipate this being a problem but especially for those who can attack it on to lunch I'd be curious to pay attention to attend attendance data there in terms of if they're arriving back on time when they're supposed to be back it's the reason it gets regularly evaluated and you

068can lose the privilege right yeah so that that becomes a problem then you would lose your I said if you look at your SPO so you get attacking it onto lunch you get a longer period versus first coming to second hour coming in late or leaving early so then you that's something that would cause you to lose your SPO for that quarter and there's a reason you don't put it at any time during the day because the likelihood that you can get your things together leave the building and get back is less likely and so the only time during the day it even makes any sense to try is attached to lunch because you have the extended period of time okay any other questions from Mr Burns um are we saying for the in the

069additional information that the the sqo can only be first hour or eighth hour connected to the lunch yes and I asked this because when I was in high school we had RP which responsibility passed similar item um especially as a senior uh at that point I only needed five credits to graduate and so I had three hours that I didn't need and so I actually came an hour late and left two hours early because I had RP um and and just on kind of seeing that if we have students that then have first hour where they have a study hall scheduled they have a power can they use it for both or can they only do one and then if it's someone who because their schedule only allowed for second hour and seventh hour then

070they can't use any because then it's not really reward so at this time when I met with I met with both of the assistant principals who are the master schedulers these kids once they get their application will be hand scheduled so and then so they will that's not the question he's asking Connie sorry okay yeah so um there's a number of reasons students might be excused during the day they could be on work release and they can leave the building if they have enough credits and they can do those things they could be in a youth apprenticeship we would love the students right now again some of the feedback was not to have it be more longer chunks of the day because we do offer a number of electives that we'd want to encourage students

071to continue to take and not extending that in the day or there's Early College Now options or there are concurrent classes that students could be taking with that additional time so that some of the feedback we got is not to have it be eligible for start and end of day but this is also one of those things that we're trying it and we're going to start doing something and should we demonstrate that there are you know 50 kids who and this is what they would do with that time right then obviously we can always go back and revisit it but keeping some tight parameters on it just to get us off the ground and get started was kind of more where people were leaning as we try something new someone looking at this as a

072beta test yes okay Mr Becker any questions from you yeah so I like the trying I don't think this is new right um I think seeing how it works and I'm sure there might be hiccups and so we want to make sure that we can try to provide something that's useful and that works right you know seeing that attendance Trend increase is going to help in our academics as well and so I think uh if this proves to be useful and that we can make tweaks um as we get through the data adding in juniors adding other opportunities or maybe you could get a beginning out or whatever um would be a good thing to do but let's let's see where the data leads us and then from there we can consider other options yep

073any other comments from the board or questions Mr Prince sorry this is the last one since the students don't necessarily know this is happening their third quarter may not have been what they could do are we going to as this we're going to implement this for the fall are we going to look at maybe a different data poll to allow students to be like Oh I'm going to get my act together and see if we can get some bump up and some incentives to start now doing that for them so once this is approved the goal was to roll it out to the schools and then they would be able eligible for quarter one after um they got the we got this all updated so but they're not going to have met all the criteria

074that we've set out yet because some of the Juniors don't yet know right that this is out there so is there consideration as you've talked to the uh yeah yes to be able to look at the rest of this the school years right and then that's where it has for Case by case basis or other things and then students can apply for it then after that first quarter again so if they weren't eligible now but they said whoa time out I didn't even know that was going to be a thing right um then they can wait and wait till the end of that first quarter thank you and then the communication of this if it does pass how will that go um we'll get letters together for parents and then Connie's going to go to

075the actual schools and make sure that students know and we can inform them about what this is and what it means I met with both assistant principals last week about it again I talked to the principals about it again last week he said we were going to board tonight and then I would be in touch with them next week well yeah and then there'll be this information added to the student rights responsibilities handbook as well so that parents are fully aware that this is an action um and it really is a collaboration with the families because clearly the parents need to give permission right and we want to make sure parents are very well informed about where their child is and they're on our watch yeah this is a new thing and so more Communications

076will be better at this point with the students and the parents right I think they know what it is the students are coming home like oh no I can get permission to be out somewhere oh yeah sure whatever you say um as long as they understand the parents get it and then the students get it so they know oh geez I better get my act together if I want to be able to actually purchase and then also making sure like student services staff who help students do their schedule planning and things like that year to year that they're really well informed so that they can give guidance to students who um maybe are close to meeting some of the criteria but haven't quite met it yet so that they can use this as a tool

077to encourage students to get good grades then come to school on a regular basis absolutely any other questions so can a student who would would be able to apply for this and everything meet all the criteria would they still be able to take advantage of this even if they were involved in like a work release type thing that so that can be used in conjunction even if they leave early for that okay yeah because that's an actual course that they take if they're released during the day for work based learning it's called info then there's um you fill out like what are you learning about employment what are you learning about yourself and careers and things like that and it's Associated to an actual credit earning opportunity yep and then there's kids who have you

078know just individual unique circumstances that we accommodate at school as well but yes because that's an actual course okay any other questions oh is that look for emotion motion approved second we've been seconded any last minute all's in favor aye give us a thumbs up the post that passes thank you so much thank you all right so that ends our action items for this evening but we'll move right into our financial disability efficiency Workshop Mr Norris has already setting up our proposed 23-24 budget implementary tax that'll be number one welcome Mr Norris welcome one second yeah I never mastered the new system here for some reason doesn't like my computer it was that was great you know okay perfect yeah well uh thank you for having me this evening and I feel like this is

079a meeting number seven on the budget so hopefully you feel that way or or hopefully you don't feel that way so I'm the only one with fatigue at this point but this is our um I guess our third meeting on the budget but this is the first uh as as presently mentioned the first prelim tax levy number one right so um do you wanna just before we get started to say this is really early in the process and what you'll see tonight things will change but hopefully when they do change it's because you've been apprised of kind of why that is that's kind of the point of the process I think so looking forward to talking through this this evening and just want to thank the board again for their support and the resolution that

080we put through um in support of Governor's budget um two weeks ago um I along with Deidra had a chance to present at the Joint finance committee and testify in front of them advocating for our students but all really all students in public schools and why the funding is needed and um you know here and everywhere now more than ever so just want to thank the board for their support and that effort so so with that we're going to jump in so I don't have many slides this evening a lot of them will go through rather quickly um as they're an extension of two weeks ago but it's the state budget at this point as you know is entering a two-year window of the state biennial budget and so 2324 is the first year of

081that biennial budget so at this point um the budget has not been approved by the state legislature in the governor's office so at this point joint finance committee is is having hearings across the state um and typically they wrap up those hearings around the end of April and then uh budgets there at that at that point typically around early early may as sent to the governor um for his review and then that's at this point given kind of the parties in at the state capitol that's where we will at least know the worst it's going to be at that point right so um but all that said a few few factors are known of this process at this time so uh just a couple things in our noteworthy here this is typical and this is

082where you're usually at in the first year of biennial budget and um it's the prelim budget is always in flux at this point the budget cycle so what you'll see tonight is that we're currently using the assumptions that I presented last time in a budget deficit but that that is normal and the board has always ran balanced budgets when they're finally approved because little is known at this point and so we adjust when we're required to not one not not being too um preliminary in that in that in that part so just just know that's kind of this is a normal process and more rat's normal too so so just a little bit of school funding history kind of an extension of the resolution the board approved um so as you can see over the

083last three years really with eight percent being the CPI marker for um 2022 and 4.7 percent of the Year prior and then 1.23 and 21. you're we're almost just just short of um 14 uh in terms of inflationary periods for the state over the last two years has given zero dollars traditional school funding so this year is is extremely impaired to the state um is to give more per pupil or categorical Aid to schools um in the form of the governor's budget really but that's really to show you kind of where we're at and some of the background there this this kind of table I'll open it up here to show you kind of where things are at but this is um the per pupil um kind of history in regards to where school funding

084has been but where it used to be and so I outlined this table only to show that in 2008 2009 you can see in the table that under the prior Index Fund which used to be um the CPI index schools were funded using that CPA marker and so what the table does is show you if that marker or that model was still in place today what would that look like for school funding in terms of our school district so in 2008 2009 you can see that the model um we we received the same amount of money in the revenue limit era as we did in 2008 2009 so the difference there is zero and so um the the point here is to show you that in 2011 2012 when Act 10 was enacted we lost

085a large a large amount of dollars per pupil um due to the change the you know the legislation at that time but thereafter the discussions around school funding has not continued to be congruent with that I guess um level of funding that it used to be because each year thereafter we've also lost a lot a lot of dollars so I tried to summarize the amount that would be and you can see at the bottom that the total amount lost over the period of 2008 2009 all the way up until the preliminary budget which we have in place is just over three thousand dollars per pupil and for reference the reason I do that is to show you that Governor ever's request of the legislature is to fund the perpetable increase of around a thousand dollars

086per student and so it's a third of what we would have had if the old model was in place and so while his ask may seem to be egregious to some it's really a third of what we would have had under the old model so um that's to just kind of give you some background there um in terms of what he's asking for this is just a nice graph to show you kind of each year the Orange shows you the per pupil current index and the blue shows you kind of the CPI so CPI gradually has increased for the past uh just under Attention our 10 years here or 20 years almost um and you can see the CPI model has been well below that or the revenue limit model has been well below the

087CPI index each year up until the projection in 24 25 which Governor reavers asked would be actually more than the CPI in that year given the early projections for 23 but it's nowhere near year to year where we'd be so the last graph that I'll show you this evening is I I took the liberty of taking the per pupil amount multiplied by membership to give a total loss that this that the West Sales West Milwaukee schools would have lot would have gained I guess would have gained by having the old CPI index model and you can see each year I went through and said if we had received the funding under the old CPI model how much additional Revenue would the school district have gained and you can see in 0.809 since we received the

088same amount in the revenue limit era that we did in the we would have in the CPI model you you receive a difference of zero right we received the same amount so the difference is zero well each year thereafter you can see the amount we would have we did lose in in comparison from the revenue limit era to the CPI index and so the following year was 625 000 the next year it's 1.3 million then back then it was 8.6 million and you can go down the line to get an idea of how much that ends up being but the total revenue lost over that period of time is just just just over a quarter of a billion dollars and so when we look at priorities such as you know schools being or having large

089CIP needs and staff salaries and wages falling behind things like that this is this is the story that I want us to look at and this is the reason and so um finding creative ways to fund those projects I think we've we've done a really good job of doing that but this is really the story so this is just another graph showing uh what I showed before so what does that amount to and I just showed this as kind of a summary of kind of where we've come to where we are now and and this is what happens and I think um you can see that with a lot of public service positions nursing police officers teachers when things even the post office my father's a mailman and the things they're dealing with today they

090hadn't dealt with 20 years ago right um but when when things for years right when policies passed that you know at the time creates a lot a lot of you know questions and people you know having I guess demanding answers for those things but when when that when they continue to happen for 10 15 years this is this is what that looks like um as a result of that and it's the kids in 2011 that came home and parents said maybe you don't want to become a teacher and so now they're 19 years old not going to be a teacher and you can see that in higher ed enrollments for students wanting to be teachers today and nurses and things like that but this is this is a recent study done by ABC News I

091just thought it was really interesting to show that you can see Wisconsin is one of many states struggling with this very issue and and severely facing shortages across the state um in the hiding areas that we all have talked about before so Tom just uh piece of the puzzle I suppose so getting into the budget a little bit more for next year so I put here their budget projection assumptions so they kind of go through the high level of where are our projections how do we come up with them what are the revenue expense assumptions and then how do we end up getting to where our current budget's at So currently I've used the assumptions from the state that will receive around 250 per pupil each year which is well below what Governors Governors ask

092for actually about half um I believe that that's that's kind of where we the thinking is at this time um 100 in Aid that's more than Governors have asked for but as as you can recall the revenue limit subtracting Aid produces property tax levy so my thinking is that we might receive less than the revenue limit and more on Aid to offset for property taxes that seems to be um historical reference for our legislature so that could see that and then Governor Rivers has asked for 60 and special ed reimbursement we're currently at 30 so I factor in about a five percent increase there as well um CPI compensation So currently we have budgeted about 4.7 percent that's in the budget you'll see today it's just a starting point but it's something that is subject

093to poor approval um and at this point that's where we're at it also includes compensation increases for cop models and my credentials reduction in staff with enrollment which is typical practice we've gone through that in January with the board increased the health benefit two and a half percent so no one in our budgets that's uh from United Healthcare which is great to see um at a time where I've I've heard of increases around 15 so I'm glad to see ours is is the two-year rate lock is great if you the other other increases utility costs that's where we're currently at over the last two years and then um a few other items are listed there as well but that's currently the assumptions that lead us to where we are today so the current budget projections

094using those assumptions were about one point just under 1.6 million as a deficit for reference this is the best at this time we've ever been right so we're typically two and a half three million um and currently I think we're in a good spot I do um now one and a half 1.6 million is is no amount to to sleep under the Rock by any means but it's at this point with a percentage of our budget of under two percent we're unbalanced when I was at the you know the swasa event with the state joints Finance Community we're in a much better position for next year's budget than other districts are now granted other districts might have a balanced budget but that it would be using Aster funds some of them so that currently we

095haven't we haven't engaged with that discussion yet because we've been committed to not doing that so it's currently where we sit today so I thought well let's go through other scenarios so you guys could see like what happens if your Revenue assumptions are wrong right that's possible certainly not saying that I think I'm right I think I might be but I hope I'm wrong could be better right so if the state comes in instead of 250 they come in with 350 in both years but the categorical Aid is not 100 it's 24 which is what Governors asked for but special ed reimbursement goes up to 40 you can see that our deficits 27 000. you're like well what really changed I mean right well for every five percent of an increase in special reimbursement it

096equates to about six hundred and fifty thousand dollars so it is real money for districts especially ours so um and that is a really good thing so I'm hoping that the legislature if they don't go to 60 at least provides a marginal increase in each year right a 35 and a 40 would be a great thing for our district I also want to note that our district because of the exemptions we have it's better dollars for us to receive in categorical Aid as opposed to the revenue them so when you see Aid decreasing by from 100 to 24 here but the revenue limit going from 250 to 350 like and special ed funding went up why didn't we get a ton more money it's because the additional 350 that we'd receive 180 so that 350

097is lost because of the exemptions it's a wash so that's why right so now in year two you'll actually see the entire dollar for a dollar of the 350 and the 24 25 but in the first year that's that that is why a lot of districts who are declining enrollment we're not abnormal there have asked for more in the categorical Aid bucket because it's real dollars without the exemptions so that's scenario one scenario two so let's say we receive 250 in per pupil and the categorical Aid is 24 but the sped reimbursement goes to 45 so you lose a hundred dollars per kid right and especially reimbursing goes up five percent and you're you're pretty much in the same spot okay do you see that that's what I mean when I say the hundred dollar

098difference doesn't really help us this next year but it but it seems like it would right scenario three I get a little better each time all right stereo three 350 per pupil 24 and aid but 45 you can see wow look at that so that's a 660 000 Surplus so that I don't think that that scenario is out of question I think that could happen you know Governor years asked for 60 in the special ed reimbursement we're at 30. this is Middle Ground here right 350 and six this could happen so um that's why I say like this is a conservative Revenue um estimate right now and then stereo for governor reverse proposal um this is just next year I didn't do the 650 in the future year but you can see a surplus of

099just under 3 million so um certainly there's room to grow here in terms of what the ask is versus what my Revenue assumptions are but um I think until we hit that point that's kind of where we're out on hold a little bit so so opportunities to balance like I said I've been hitting this hard conservative Revenue estimates my best honest answer is we should just wait till we get more information from joint finance committee at least by then we'll know the worst it'll be and it'll probably get a little better um from Governor Rivers we have a weekly Staffing committee meeting that goes through someone resigns retires you know the schools are consolidating we're looking at every single person who is uh going through that to analyze where we're at with that and if

100we uh position needs to be replaced repurposed things like that um we have asker funds available to balance if required that's an option and then further at that point if those three items are not options or not something the board wants to execute we could go through each budget item which we have done to review efficiencies if we need to so it's opportunity to balance so I guess at this point we're in a whole pattern that's where we're at so a mill rate so mill rate tax levy so um again this is based on projections so using our current Revenue assumptions um along with other assumptions I'll get into in a minute our current mill rate is 6.55 cents I want to reference that that's within the model a zero percent increase equalized property value

101right if property value increases the mill rate will decrease so I think property value will increase I think it has I don't think it'll increase by 15 like last year so um if it was 6.55 cents what does that mean for the average property taxpayer for every 100 000 or home values worth they pay 655 dollars to the school district so you can multiply that out I've done that here um so let's look at a let's look at a estimate what if equals property at least five percent you can see if equalized property value comes in five percent higher the mill rate will be six dollars and 24 cents or a five percent decrease right so they're inverse so the higher your value the less you would pay in mill rate right um other District

102priorities just to kind of go through a few other things I think are just interesting to talk about quickly so in the current budget I want to talk about the fund 80 Recreation Levy and that's a that's a project we've been talking about the lane Recreation Center so then the left here you can see the funny Levy history and you can see the current budget has the funny Levy um up to 6 million so that's something the board has per the last approval of the lane Recreation project we said we would always be committed to lowering the tax levy so this does still do that and is open for discussion so um you know that's something that at this point is a projection but you know as Shelly and CG Schmidt and her team come

103back with plans the board will get a better sense of that prior to full approval of this so just so you know that's to be to be determined at this point but uh she always got some really good projects going on for the community so the addition at the recreation centers on I believe underway and so that's going to be a great benefit for her team to continue growing programming and then also the prelim plans should be to the board here this the spring or summer on the the full Recreation site at Lane so it's two big things I think are really great to see um the community eligibility program so really want to come back to this just to like talk this through so now we the board approved in June the end of

104June last year um of the the goal of or the the shift from paid to community eligibility provision what that means is students essentially can eat lunch and breakfast for free all students regardless of income right and the reason this became a discussion was because we carried a balance of fund fifty dollars or federal dollars given to the school district based on based on our student population and we've been running a high balance of that our balance at the end of last year was under four million dollars so the discussion was well we should be and we get emails from DPI about not having more than three months of operating expenses in our fund balance it's kind of frowned upon right spend this year's dollars in this year's kids and that's not something we've been

105doing so to me what a better way to spend these dollars than letting kids eat breakfast lunchroom for lunch and breakfast for free especially at a time of high inflation for families so for two years during covid families had this opportunity this year we've given this up given them this opportunity without receiving extra federal dollars at this point I wish I had a better idea around what what what is this going to cost out of the fund 50 Levy but at this point remember we receive funding per kid per breakfast and lunch they eat so it's really unknown these are the projected estimates at this point so you can see this year it likely it'll depend on how many kids eat right but likely about 350 000 of a deficit in this fund but that's

106intentional we have to spend on the fund balance in this fund so um certainly something to keep considering and we'll have a better idea over a year or two of data to what this means and can make adjustments from there so facility updates I'll kind of just glance over this because Steve was here recently and talked through these for next year so I think the board is well prized of kind of what we have working on there uh 46 this shows you kind of where we're at with the fun 46 balance so we were able to begin in October starting to spend those dollars this is a five-year window which the trust had to be open and five years was October so we started Steve had a lot of projects out of 46 this year

107but the main ones were the athletic complex over um at the W or at the hail location docky kitchen renovation we've talked a lot about here um and then I think fencing and then some playground equipment and repair and then Steve's working next year on pool and Roofing as well as continued wac improvements for the athletic complex you can see at this point Steve and his team we've spent that down about 2.1 million that does not include this year's transfer right so that does not include that yet so of that that's 1.625 million uh with 1.3 of that aligned with Esser funding for long-term Capital Improvements and then three 325 000 is the annual budget line item for that fund so just for reference so almost spent a little more than we we will have

108booked in Revenue so I think that's a good thing got a lot done with um very little change to our beginning balance it's good news um and then we'll keep moving through this and Technology plan it'll Kevin Clark and manager of it was here a few months ago to talk about his I.T plan but here are a couple different things that they're working on for next year so you know they have technology refreshes going on across the district so that's currently some of the projects that are planned here so um Big Apple wave this year coming through um and that is kind of his budget and then other priorities I kind of listed here so we have a math Mathematics Curriculum adoption that we'll be working through as finish the spring and be um kind

109of approved as we get into the next fiscal year um continue collaboration with um High Tech High and then Blue Dot and then that defeats and strategy the board approved and then also Kevin's technology Refresher so that is all I have just wanted to get through the end there quickly um so any questions you may have of me or other thoughts on the budget questions from the board just a comment um representative Vining did reach out to us asking about office hours I would encourage people to at least put in your concerns about the budget because to benefit ourselves you know schools yeah I actually signed up for a time frame so if your board has any questions that they want me or are going to bring up um please send it my way and

110I'll definitely do that but yes obviously the budget is a big one for us for all districts really but for for us obviously we're our biggest concern lies anything else Mr Becker do you have anything about the presentation no he is okay if nothing else from the board thank you so much again this is normal you've been several been here before it's not uncommon to see this and as we get closer to again we don't pass the actual budget until October and so between now and then a lot of unknowns will become known and we'll have um hopefully not difficult decisions to make but uh we'll do what we need to do to make sure we have a balanced budget as we have had for many years now so thank you so much for this

111presentation thank you sir thank you thank you everyone thank you all right so that is our only workshop for this evening so before uh we move into close I'm just gonna ask for that motion in a second and then we'll do a brief recess after that so we don't have to go back and open just to go into close if that makes sense okay and Mr Becker this year where we're not going to have a closed session uh uh Zoom so you're off the hook after we hang up here today all right very good all right so I would look oh shoot let me get to the fact okay I will look for a motion in a second to convenience executive session pursuant Wisconsin staff shoot 19.85 parent one parent f for the purpose of

112considering multiple student disciplinary expulsion orders which I've discussed in public would be likely to have substantial effect upon the reputation of the students involved all right and then we do roll call on that thank you
