002with opening laws of the state of wisconsin uh do we have any modifications to the agenda this evening we're not recommending any changes okay and then i just want to quickly note obviously we are via zoom this is due to a power outage in the building uh something that is still ongoing but we pivoted quickly to be able to continue having this meeting and we're going to continue on with our agenda and that will include public comments so if there's someone in the zoom would like to provide public comments uh there's a link in the chat so that you can sign up to do so about that i'll move on to the superintendent's report great um thank you and good evening everyone and it's back to be it's good to be back in the room
003so to speak um yeah last weekend ended up actually with kova that made me sick um well not over although you know we're moving beyond it thank god um so let's start with 6.1 uh so the legislative update this is pretty quick uh wisconsin unfortunately falls further below national average on per pupil spending in 2020 wisconsin for people spending ranked 26th highest in the nation uh 5.6 below the national average so there's more to come on that then at the federal level federal guidance on using covet relief funds to prevent respond to crime and promote public safety in the wake of the tragic school shootings in uvalde texas some school leaders have asked whether federal coveted relief funds may be used for school safety purposes we are reminded that the u.s department of education previously
004published this guidance about how esther 3 funds may be used to prevent and respond to crime and promote public safety so school leaders may want to give this guidance a fresh look and we have and we're considering whether or not there are options for us to improve school on safety using some of those funds a 6.2 on the agenda is our board of rec board of education recognitions so first of all thank you for onto costas lazaridis on behalf of the harvey king foundation for the gift of one thousand five hundred dollars to our west allis central boys baseball program and fifteen hundred dollars to our west allis central girls softball program additionally aurora medical group donated two pieces of medical equipment to nathan hale high school to further student learning experience so we are
005appreciative of those donations and community partnerships we want to congratulate all of graduates from the class of 2022 and a special recognition to the top students at west hallow central and nathan hill high schools at west allis central high school the ballot valedictorian was mallory malvik's salutatorian miles pratt and the ten again mallory malvix miles pratt and lily engel brianna mullins cecilia santiago hannah schroeder quesada edmonds daniel graziano and cole klinger at nathan hale high school the valedictorian was aaron krasovic salutatorian leah alboyd the top ten again crassovic and lee alboyd and then neil patel gabriel manoontag gavin graham emily pollock kayla zimmerman mathias greenwald alexis haas and hannah pasarsky shared journey congratulations to the entire shirt january school for working together to create herb gardens gardens were healthy economical and fun at central a
006huge shout out to all of our seniors and honors and awards night at central high school this was an amazing event to celebrate our seniors and awards seniors senior montserrat cervantes with the coveted honor cup awarded to the 12th grade student that most exemplifies characteristics of being a bulldog in addition to their name engraved on the honors cup the senior receives a one thousand dollar scholarship at dot key congratulations to three ducky seniors who recently uh who were recently awarded one thousand dollar scholarship west allis lions club and the klum foundation congratulations to twin sisters michaela poyner and nikki yeah pointer along with elana tharp these students will be using their awards to begin college courses this fall also naomi mendoza took part in the district's youth apprenticeship science youth apprenticeship signing day on june
0072nd and she will be participating in a welding in internships a way to go naomi at pershing pursuing received a 225 donation from the milwaukee bucks and american transmission company to purchase three trees for a school grounds thanks to their program called trees for threes trees for three's program with american transmission company in the milwaukee bucks as a winning combination for wisconsin schools and the environment for every three pointer the bucks make at home during the regular season atc donates one tree to beautify school grounds where children play and grow this season the milwaukee bucks scored 579 three-pointers pershing is one of 181 wisconsin schools to receive this donation so we we can't wait to plan our trees at pershing and then from the music department um ethan pollock 8th grader at frank lloyd wright
008auditioned for the wsma middle level honors project and earned a position in the viola section of the 2022 middle level honors orchestra he's a student of mary pat michaels he was one of nearly 1 000 students to audition for 305 available positions in the middle level honors band choir and orchestra ella mcginley 11th grader at nathan hill and bray bigelow 10th grader at nathan hill earned positions on base and viola respectively in the wsma high school honors orchestra el ambre is students of kathy cole and kolb and this is this their second time being selected to participate in the high school honors program that boasts over one thousand one hundred students auditioning for 429 positions and five ensemble which include jazz ensemble band mix choir treble choir and orchestra they also played in the middle
009level source orchestra when they were students at flw and finally margaret eckerd eckert seventh grades cellist at flw received a full year private lesson scholarship from civic music association of milwaukee for the 22-23 school year she and 23 other students participated in the auditions and interviews to earn this awesome opportunity so again our music program shines now so we appreciate that and then 6.3 into some updates and information items from me so first response to public comments so on may 23rd we heard from two members of the public so mr broadwell commented that we still have sexually explicit books in our library collections referenced a book called later gator wrote a passage from the book mr broadwell indicated that we have this book in the lane intermediate school library so upon a search of destiny
010that's our library catalog so i searched it it did look like two copies of the book where at lane looking a little bit deeper the database indicated that this was not actually the case the two copies were available at the high school level um although our database is a little confusing i had to spend some time with it to understand why is it saying looking like they are at lane but then i found that they're not at lane but they were available at the high school level so our team has been reviewing titles of many books um some of which mr broadwell has shared on his list of 45 books um but given the focus of this particular book meaning later gator on the team reviewed it further and determined that it was not appropriate
011for our collections because we have similar texts with similar themes that are less graphic in nature so there are opportunities for kids to access kind of the lessons that some of these books are intended to help students understand um so so the later data is no longer available in any of our library collections going forward we are using the standard set by common sense media which provides age-based media reviews and going forward we're including any books rated 15 plus at the high school level only so it's a way to um make sure that kids have access so by explaining all of this it doesn't mean that every book that has sexually explicit content is going to be removed from our libraries um some of those books teach incredibly important lessons give access to kids access
012give kids access to information that they might find helpful and guide them to a counselor to talk about the experiences they may be having in the world uh and so it's going to be a case-by-case review but using common sense media as a set of standards um through which we would review texts then the second person we also heard from teacher amy groff um who came to thank the board and administration for the efforts to improve teacher compensation um so that she thanked you know the board for the 4.7 increase for next year um thank this for the one thousand dollar teacher retention bonus for next year and as much as we love hearing um all of that we also want the public to know how much we appreciate our teachers it's not that just
013well we expect them to show appreciation for us but we appreciate our teachers and you know and wish them the very best during the summer and have have a safe um summer and enjoy time with friends and family and i called couple other updates from recreation and community services center um they're going to be next couple of days as we experience this heap wave as a cooling center so the rec center um will be open as a cooling center now it'll be available on a first come first serve basis for those in need of a cooling a place to cool down individuals seeking a cooling center should come to the front desk to register the hours are between 8 a.m and 8 p.m monday through friday um during extreme heat events and i do want
014to make a note unfortunately pets are not allowed um that has happened before when schools have open facilities as cooling centers and people will bring everybody in their household including a bird in a cage and i actually had it happen to me once that's why i'm saying it um so pets are not allowed but the cooling center will be available for anyone in the community that needs it and then lastly high school graduation so both high school graduations were on this past saturday and they went incredibly well even there was a lot of debate about inside outside i think it felt good to everybody to be back to our traditional high school graduations in the field house at central in the gym at hale um there you know they were ceremonies with all of the
015appropriate pomp and circumstance stance but also moments of joy and celebration among kids and families our students did amazing jobs with their speeches so i want to thank the board members and all the members of our leadership team that participated we're incredibly proud of all of our graduates in particular our two valedictorians and i want to point out that both of the valedictorians this year from central and hale are children of employees we're intensely proud of that fact and that concludes the superintendent's report all right thank you very much so we'll now move on to public comments so as always if you would like to address the board you have three minutes to do so unfortunately we do not have my timer so i will have to use my phone and i'll let you know
016when your time is up and give you a 20 second warning please start by stating your name and your address the board is not going to be able to answer any direct questions or ask any questions of you if you have them if we have them but if there's something that we can quickly clarify we will provide that after your comments are complete but again will not be a discussion again if anyone joined late we do have a link in the chat for those who would like to address the board and please sign up by using that link so that we can ensure that you have an opportunity all right so with that uh we will start with our first person on the list and at this point our only personal list mr steve broadwell
017can you hear me yes okay thanks uh steve broadwell 12965 west ohio court new berlin uh marty last meeting you stated my opinion that there are only two genders was medically incorrect basing your opinion on an ama 2018 proclamation that there are multiple genders did you read the article i sent you by the psychiatric association's dr joseph berger who stated that the transgender craze is a cause celeb as more and more kids join this popularity contest he noted that from a medical and scientific perspective there's no such thing as a transgendered person and that terms such as gender expression and gender identity are psychological issues at the very least ambiguous and are more an emotional appeal than a statement of scientific fact dr paul mchugh former psychiatrist in chief for john hopkins hospital said the
018transgenderism is a mental disorder that merits treatment and that sex change is biologically impossible there's a plethora of medical professionals agreeing with this obvious scientific fact it takes common sense to understand that a kid that doesn't know the best time to go to bed is not yet emotionally equipped to decide what gender he or she is i've asked you to provide information regarding the science backing up the ama's position but we know there is none confirmed by your silence good science supports biological genders political science supports gender confusion gender ideology is absurd most people realize this on an intuitive level your authoritative ama like the cdc is very corrupt it's compromised beholden first and foremost to pharma and big money they do the bidding of those who fund them the ama's largest funders and donors
019come from the biopharma oligarchs pharma stands to benefit greatly from this transgenderism push starting with puberty blockers like lupron that is used to chemically castrate sex offenders and pedophiles its repurposing is intended to interfere with the normal natural development of the child and is just the start of a lifetime dependence on drugs since you seem to like to cite wikipedia as a reference to support your positions you may be interested to hear what it says about the ama the ama is a professional association and lobbying group of physicians and medical students in 2021 the ama published a plan to dismantle structural racism which would encourage explicit conversations about power racism gender and class oppression forms of discrimination and exclusion and utilize critical race theory 20 seconds mr broadway the plan asserts that people of different
020backgrounds should not be treated the same and commits to dismantle white supremacy stating intergenerational wealth is mainly benefited and exists for white families the only pandemic we face is the marxist desire to divide us and destroy this nation starting with indoctrination of our kids at ever earlier ages that's it okay uh i just who can't i see um there's one person who is unable to fill out the form so we need to know can this is that you matthew are you raising your wave in your hand okay um we what would i what we would need is uh uh you to email your name and address to us so that we can input the information to you would you is it possible you can follow the information out in chat yes okay can you go
021ahead and do that for me please and then i'll call you and we'll make sure to add this information to our spreadsheet the importance of this is so we have a good digital record of everyone who commented to us if you could also include why you want to provide a comment this evening we can include that information as well [Music] so everyone just bear with us real quick just waiting for uh for matthew to be able to put his information in and we'll let him address us after that okay i'm um okay so um matthew pete's is that your last name pizza all right so um i i guess we do have your contact information from last week so mrs zimmerman informed me of that so um why don't you just go ahead say your
022name and your address and then you can go ahead and address okay that's let me see my timer up ready here okay go ahead okay um it uh it might get a little loud so uh anyways uh matthew pete's two four five seven south 63rd street okay go ahead okay um uh as i had said here um i talked to director parker recreation i forgot i think her name is shelley last week and she rec she advised me to come bring this to the board uh basically um i since we're getting all relaxed with combat garbage uh i uh i wanted to arrange a special event for next summer at frank lloyd wright school property that would have a fireworks company and also a small carnival company uh set up for the weekend before the
023fourth of july friday and saturday and i'm hoping to have a musical group both nights and i in order to have this happen i need to start a gofundme account so that i can hopefully get the word out and raise money uh so i know that the incredible thing is that you people paid to you know do the stuff so um i i was told that not only the school board has to do all their consideration in their in every way that they need to but also the uh the city mall or city of la salle's needs to do their part which i'm i'm hopefully going to understand why the city would have any say in it since uh i'm assuming that the district owns the property so but i am i'm also look i'm
024also contacting the county parks for the greenfield park and the responsibility i can set this up there and they require the city to sponsor it so um i talked to my elder men ask them to put it to the board and find out if they're willing to uh sponsor this so that's uh that's my help it's that i want to emphasize it's going to be it may either be the same company that does the fourth of july for west house or a different company but it will be done by professionals and that's it okay uh thank you very much sure with your contact information we can get you connected to the right individuals um to see about that about your request so thank you for that uh so uh that is all that i have
025signed up here for public comments um i did see one person join late i'll just wait 15 seconds here if someone is on the zoom who would like to address the board that has not had an opportunity to do so already can you please uh fill out the link in the chat uh to be able to address the board otherwise we will move on right here a few minutes or five minutes a few seconds all right seeing none we'll close public comments at this time and we'll move on uh to uh item eight our board reports starting with a review of our board calendar so tonight is june 13th and at six pm we have our regular board of education meeting and immediately following we have a workshop for the 21 22 um some 21
02622 budget amendments as well as proposed 2223 budget and preliminary tax levy number two then on monday june 27th at 6 pm we have a regular board of ed education meeting with action on the proposed 2223 budget and preliminary tax levy number two immediately followed by a closed session meeting i will note that this action on the um on the budget is a censurely required item that we have to do passing the budget at this time as we know is jello and as we move on through the budget process we'll be able to solidify those things before we pass a final budget uh in october then on monday june 11th at 6 pm we have a regular board of education meeting immediately followed by a closed session meeting school safety then on monday july 18th
027at 6 00 pm we have a board workshop which is tbd and monday 25th at 6 pm we have regular board of education meeting filed by a board workshop for with uh our consultant melissa monterrazzo so moving on to item 8.2 abort committee reports uh our first one 8.2.1 employee engagement and culture mr burns sure thank you um we had a pretty quick meeting on uh may 24th and in it our only topic that we were set to discuss was about our substitutes and some of the positive signs we've seen with the increase in pay on being able to bump up the percentage of fills at a couple of our locations still more to do and we're going to continue to look at what can be done and some options that we might be able
028to pursue to be able to help with that we also discussed looking at our exit interview information because we were starting to collect it and now that most of the contracts or the vast majority of them have been signed off or have people have resigned we will take a look at that information as well in our upcoming meetings to see what can be done to try and help us keep our teachers and staff in district uh but that will be something that we're looking at in our future meetings we also added in talking about um since there was our first meeting after our new committee members came on of implementing a yearly summary meeting that would allow for our new members once we uh have new positions to be able to come on and we'll
029talk about what we have done what we're still working on and then what our future ideas are to help get everybody on the same page so that we can continue working as a cohesive group and um really that's all we talked about it was short and quick and uh that's it all right thank you for that um does anyone have any questions or any um any questions you would like the community to consider in the future i did have one question brendan um is regarding the substitutes do we have any goals as far as what sort of fill rates we want to try to get or anything like that that we have either earmarked in our strategic plan or just earmarked internally so that we can kind of see we have increased pay do we
030are we seeing a market increase in our fill rates or that sort of thing i don't know that we have a specific metric but we can um i mean we can identify one and see where we want i mean ideally we want all of them filled so that we're not having to struggle and pull internally but um yeah we can look at and see what's happening and so it can really get a metric on how well we're doing or not with the salaries and things okay great i just thought about that so since we do have an increase we have some before and after data we can look at at least absolutely all right anything else before i move on to our next committee seeing none let's move on to item eight point two point
031two life readiness through korean college preparation i'm sorry college and career preparation miss deal all right so our committee actually met today um and so just a couple of things um so we talked about the student rights and responsibilities handbook um we're gonna actually be making a couple of changes to it and that will come to vote uh to to the board i think next meeting or in july so basically what we did is we we're going to be adding language in about um board policy on student searches um we're also going to be adding in information um in the handbook about library materials how we're gonna you know if it's marked 15 plus in high school libraries um that's what we'll do uh and that parents have an opportunity they can get a list
032of anything that their child has checked out so that that policy will be in the handbook for parents they can access they can see what process they need to take um to do that and then we're also going to be then remove the policy that we have about hats and hoods um and that was per the principal's request because it hasn't been an issue and um i guess some of the principles have been allowing kids to to wear hoods and hats um we then we talked a little bit about our annual standards which is basically what standard we use for each area of curriculum um so we will be bringing that for the board it's an annual item um the only thing that's going to be changing on that is that our ela our english
033language arts will go from the common core stand state standards to the wisconsin dpi state standards um and then um the goals for this year the um our committee is actually going to hold off on developing any annual goals for our committee until we've met with melissa from i don't know where she's coming from but after we talked to melissa about our strategic plan and so we cut so we can then align our annual goal along with our strategic plans so that's what we talked about does anyone have any questions seeing no questions thank you very much mr steele for that report uh we will move on to item 8.3 board member reports of community events and i will start off by saying that there were a number of us at graduation and i know
034it's always a very exciting time for us very honored as a board member it's probably one of the um most amazing things you're able to participate in and seeing all these young people start their next step next chapters and be able to hand them their diploma and see the excitement on their face so i do i just want to say that i was very excited to participate that in that again and for those who are just elected this year and haven't had the opportunity yet you will um and don't worry it will be a lot of fun when you get to do it too so i just want to again extend my congratulations to all those who graduated uh this school year from us and we're just i'm looking forward to seeing what you do
035next so anyone else have other community events they want to talk about jane you on yup one second so since i happened to be in my office i went to um franklin um had a project-based learning with their first and second graders and they created toys for special needs kids and regular ed kids and whomever and then they actually sold them at the farmer's market and so i went and bought this turtle and i bought this 3d duck that they made with a 3d printer and it was lovely it was um to see them go through the whole process and be so proud of their work and um it was just it was just so obvious to me that um that is just going to be something that they will remember for a lifetime and
036it would have they they used so many skills that they will also use for a lifetime so i enjoyed that all right kristen i was at the honor of going to donkey's exhibition night and every person in this district if you want to see some amazing work and passion projects and entrepreneurs docu's amazing and it was wonderful to see students taking standards and essential questions and driving questions and creating from it and the kids were beautifully eloquent about what their projects were their passions i was able to buy something this time because i remember to bring money and i can't speak highly enough of the culture of that building of how students are 1 000 able to be authentic selves while learning and that's a huge shout out to mr gales and the staff at
037docky as well awesome thank you anyone else seconded on the exhibition i i took my my wife and kids and uh everybody was really expo i was really excited about it they didn't even get to see half of what the building has to offer so uh yeah second it's just a great energy as uh as kristen said um i got to go to the uh community transition services graduation uh and uh i got to speak with jackie jacoby and and i meet some of her team so that was a really nice event so i did get to hand out some diplomas and it was good it was a really nice experience and i'm looking forward to getting into all the rest of the buildings too awesome thank you mr becker anyone else so uh i'll
038just end by saying i also was able to attend uh dot keys uh exhibition night it was awesome i took my kids uh and they love the the b part they love the honey and all the stuff they're doing and the stuff they're making there which is amazing so it's always a great um opportunity to see all the different things there with aquaponics and the bike shop and it just goes on and on and on the different things that they are doing there and allowing you know there's i think i heard from three different people who are starting their own business based off things that they um basically came up with as part of learning projects they're doing at docky so yeah it's uh it's always a great opportunity to see how learning can be
039and i think that that building and staff have definitely embraced that mentality and the students there seem to be really diving into that so i just wanted to mention that and i also had the opportunity to um attend the spanish and french honor society induction ceremony which if you haven't been to that before i would highly recommend it they're nice enough to do it in both english spanish and french so you can can hear and understand i'm not a french person but i did understand some of the spanish from the high school that uh high school and college courses that i took but it's a it's a great ceremony they celebrate uh first year second year and third year indectes as well as some award members as well um for those that are participating so
040it was a great opportunity to kind of see some of our um you know our our groups that are multilingual and uh there was actually one gentleman who was trilingual and he won the award for both the the french and the spanish honor society uh so i was quite impressed by that that guy so um yeah so that was a great opportunity and a year there's always so many events and so you know we try to i i know i try to go to as many as i can within the schedule and i know we all try to so we try to rotate it around so we can at least have at least one board member at most things if we can do it so thank you all of you for taking the time out
041of your days to participate i know it means something to those who when we do attend so thank you speaking out i missed the the youth apprenticeship signing days i got to go to both at hale and central and uh uh still relying on a personal event i got invited to the teacher basketball game so if you see me walking out of central at seven o'clock eight o'clock in the morning that's uh that's because i got the invite and it's been great um the youth apprenticeship event was great too got to meet uh the area coordinator for the the program and learn a little bit more about the scope and what they see as a lot of really untapped potential so something i'm looking forward to in the future as well and i'm gonna take
042some pto next year at the end of the year because it's just there's too much there's too much to get to definitely definitely yes so awesome that you're able to do that mr becker and awesome again yes the the uh the apprenticeship signing event was great i think that was awesome with that the district was able to put that together and looking forward to that being something that just on annually each year just like with our athletic signing event that we've had for some time all right anything else before i move on okay let's close that move on to item nine our consent agenda starting with 9.1 approval of minutes from our regular board of education meeting on may 23 2022 and our special board meeting which was held on june 6 2022 then we
043have 9.2 our employment summary and 9.3 uh supplemental contracts does anybody anything separated out mr sikich you're muted yeah yes i would like to uh separate out 9.1 the approval of minutes 9.1 okay yes all right anything else need to be separated so we're looking for a motion on 9.2 and 9.3 at this point move to a proof second move it in second and any last minute discussion right all those in favor opposed all right that passes and now we're looking at 9.1 mr sikkis did you have something you wanted to discuss uh not really a question but as i read these when i got back in town and i do apologize for missing that june 6th meeting but i had reservations and tickets purchased for things i just couldn't cancel um i guess i
044was had i been there this is i guess more for future reference but there's no place i can bring it up other than here is the voting on the schools if you voted where you have kids in school that's a conflict of interest as as your parliamentarian that in the future you should be recusing yourself you have any tie-ins with that building i don't know that it would have changed the outcome but it may have changed how somebody else voted or whatever so i just wanted to bring it up here as a reminder for the future to make sure when you vote that you are voting i don't know what the term would be properly whatever that's all i had about it because there's another place i could have brought that up in the meeting
045other than the meeting the minutes okay any other discussion on the minutes if not i'd look for emotion move to approve second moved in seconded i have to abstain because i was not at the meeting okay moving second in with jeff abstaining all those in favor aye aye opposed and one abstention all right that passes let's move on item 10 our action items for this evening starting with 10.1 approval of additional open enrollment seats for the 22-23 school year mr norris good evening everyone um noah would you like me to share the action item with everyone right now or okay yes why don't we go ahead and do that could the i'm not sure who the host is but the screen sharing is disabled currently uh it's either suzette or brandon there we go okay
046so this should be relatively quick so in front of you is action 10.1 the approval of additional open enrollment seats so we we look at approving these seats um and coming back to the school board annually here in about the second week third week of june and there's only one seat tonight uh looking to approve one seat for a junior and the reason that this comes up annually is that when we forecast open enrollment seats in january each year we forecast and um the number of students who have um in our 11th and 12th grade so our 10th and 11th grade for the following year we forecast out the number of students based on who's applied for a tuition waiver meaning that the these are students who are currently in our schools who have um
047moved out of the school district so because of that um because of that it's it's families can move beyond those dates so in this case we we had one family that after we approved the number of seats had moved out of the school district so that said we have one family who's anxiously waiting tonight on this decision um looking to come back for their junior year um at our school so that's that is the background and we'll look for your feedback questions i have one question i guess so it's a junior year is the tuition waiver only good for one year after that they would have to enter the open enrollment if they wanted to stay in for senior year do we give special exceptions for that uh once once they're approved via open enrollment
048they would they would have um their the rest of their height the rest of their academic career with us is approved so oh so this is a technical open enrollment seat not a tuition waiver seat correct yes the tuition waiver the family moved um after the board approved the seats for next year so they moved past january meaning that when we looked at can we sustain the number of seats um they weren't in that calculation because we didn't know about them at that time okay and do we know where they would be attending uh i'd have to look but i believe it's nathan hale is that where they are currently or where they would end up based on the seats well that that is where they currently attend but it will have to be a
049lottery given that it's not their final year right okay so we don't know where they would attend oh yeah sorry yes it's based on who applies yeah got it okay sorry i asked a lot of questions there anyone else have any questions if i look for a motion move to approve second moved in second at any last minute discussion all those in favor aye aye opposed all right that passes thank you very much let's move on to item 10.2 southeastern wisconsin school alliance membership dr lexman yes um thank you everybody this is an another one of these annual events that comes around this time of year so swsa for new board members is a membership organization of most of the school districts in southeastern wisconsin and so we serve the largest number of students collectively
050in the state and it is a membership organization that's intended to combine kind of resources on and and efforts around um legislative uh influence right so we really think of it as almost the kind of um uh towards escaping right now um lobbying effort on behalf of school districts so the membership usually you're attended by you know sometimes board members come from a district sometimes it's the superintendent sometimes it's a different representative milwaukee public schools as a part of this for swsa and it really allows us to have collective influence and we really focus on just legislation that is important to us as public education entities but it also gives us some pulse on what else may be happening politically in the state swsa does hire a part-time lobbyist raymie who is phenomenal at having
051kind of a pulse of what's happening in madison and so the feedback we get and every now and then the board um you receive you know communication that is shared with members um from the executive director uh and she's retiring at the end of this year uh but i hope you find that helpful and we're recommending that we continue our membership with swsa questions move to approve okay moved and seconded any last-minute discussion all those in favor all right opposed all right that passes so that completes our action items for this evening i think we'll move right into our workshop uh we have two first one is 11.1 21 22 budget amendments miss windler and mr norris good evening hi everybody um so we have two budgets we're focusing on tonight one is the current
052one 21 22 um which we are wrapping up and then the second workshop portion will be on the 2223 budget so um aaron's sharing a screen and we'll jump in as we did throughout our presentation um so we'll start with the 21 22 going in chronological order so first i wanted to just give a shout out to our graduates um that graduated over the weekend what a phenomenal accomplishment and so exciting for the next step in their lives and careers so on to our budget amendments this is a normal process part of many budget cycles many school districts do them some don't um it's not not a necessity but it often opens up other opportunities so oftentimes these budget amendments occur close to your end and we have to remember that our budgets at the
053time are our best projections so basically our best guess at what everything is going to be thrown at us with our revenues and our expenses and we do our best with the information that we have and then throughout the year we are able to monitor our budget status and then develop opportunities um from there so one item that we've been doing over the number of over a few last few years is basically getting better at looking at our very specific portions of our budget so we kind of breaking down our whole entire budget into smaller pieces more manageable pieces and in doing so we're able to more accurately predict where we're going to end our current year so that opens up then these opportunities for we see where we're at and can um either make
054transfers or assign funds or commit funds within fund balance so that's what we're looking at tonight so this comes from a few different factors so some of them are expense factors and some of them are revenue revenue factors so where did our actuals change from our budget projections and that's what we'll go through here so we have some reduced expenses and that comes from a few different areas one of these is a math adoption so we originally planned to do a math adoption within our general fund 10 operating budget and after reviewing the um the qualifications of esther this would fall into esther our board reviewed our esther plan in february and esther really is one-time funds it makes sense for one-time purchases so this in the big picture planning of our long-term um financial
055picture this made sense for us to move on to esser as a one-time purchase and again we do do it you know we purchase adoptions every number of years but it's not an ongoing annual expense so this one made sense to move on to esther so really what that did was it reduced our expenses within our general operating budget we also have additional savings that were realized from our retirees that are 65 and over who moved on to our anthem medicare advantage plan so you'll recall that was um a year ago we moved plans for the retirees 65 plus from the wa plan on to anthem which truly ended up being a win-win for everybody involved so not only did our retirees end up with a better benefit those of medicare age it also reduced
056their portion of their premiums and our district's portion of our premiums and ultimately we conservatively budgeted for a savings and it actually came up higher so we're seeing an actual real life savings from this move to the anthem plan of a million dollars a year which is incredible for our um school district's long-term financial success and meeting our priorities in other areas um we also saw a savings within our salary and benefits budgets and that is from a number of different factors one of them is vacancies so not having physicians filled either at the beginning of the year they're filled you know throughout the year and therefore a salary was prorated so say we budgeted fifty thousand dollars for a salary and somebody started halfway through the year they're really then making twenty five thousand
057so some of those vacancies either the entire length of a contract that simply wasn't filled all year force we had some of that within our facilities department um or somebody who just started through some time into the year and then we also have a better methodology or i should say a procedure now of tracking when people take a single plan versus family plan and what we budgeted so we kind of have built an internal process for that but when somebody new starts we have to assume they're going to take a family health plan so that's about 25 000 if they take a single plan we're saving upwards of fifteen thousand dollars right there so and if they take no health insurance if they're on say a spouse's insurance um that's then a savings of twenty
058five thousand dollars so all of that uh is those are all reductions in expense from what we actually budgeted and then on the revenue side we actually had an increase of revenue which i don't know that i've ever said that um from what we planned or knew about going into the fiscal year so the governor had created this had this bucket of funds and basically created his own ester funding his own cobit really funding um it wasn't known as we were going to the fiscal year it was actually just decided and very shortly after a few days later had every school district's bank account so we received a million dollars in additional funding due to the governor's covered relief funds and the neat thing about the governor's funding is that there are very few strings
059attached so very flexible dollars and that's rare for us so anytime we get funding in the form of grants it's there's normally lots of strings lots of you know a set list of allowable expenses and this fun revenue from the governor's covered relief was very flexible so all told with all of these areas basically this means that our budget surplus in the current year so 21 22 is about 3 million dollars so as you look here um we just kind of put we like to put things in into context in terms of percent of our budget because none of us work on such large um dollars within our within our own home i shouldn't make assumptions i assume people don't um function on such large budgets within their in within their own homes so um
060the three million dollars sounds like a very large number and it is a very large number but in our grand scheme of our budgets about 2.6 so um we as you recall if um in the strategic plan have a goal of being two percent within our budget so this still even if we didn't make this um recommended change and you'll see in a second to committed fund balance and we'd still be really close to that to that goal so um that three million dollars is not an unheard of amount of money and it's actually a really great thing for us to be able to long-term plan so what our recommendation then tonight is to allocate this three million dollars of surplus to committed fund balance for future retirement benefits and um in the next slide
061here we'll go into a little bit of the weeds about what that means and is not new to um to our board so in the past over the last few budgets our board has already assigned or i should say committed five million dollars of fund balance for future retirement benefits so the board must take action to commit funds within fund balance and has done that a couple times in the last few years the reason we talk about this retirement benefit future retirement benefit is for um the reason that our current plan is very rich and very costly and is not long-term sustainable so um what we could do is change our retirement plan and that doesn't necessarily mean a reduction in the benefit that an employee would see upon retirement just a change in the
062way that they receive a benefit so our current plan um it basically allows an employee based on whatever the category they fall into and whatever benefits that they're eligible for based on their years of service and their age a set amount of years of health insurance so that's defined benefit what we could do is make a change to a defined contribution plan so that there's a number a ton of different ways that a school district could do this but one option is a defined hra or an hra contribution plan where our district would say based on whatever however many years we're going to put in x number of dollars per year that an employee is here and then upon retirement they're receiving that hra to use them for their retirement health insurance premiums that system
063becomes much more sustainable over time and is a significant upfront cost but we see a long-term savings so throughout the the coming months and the year to come there'll be plenty of board conversations nobody asked um thank you um savings sorry um the becoming coming workshops and within board committee and then bringing to the full board about our various options that are allow available for us in this in this area so our current annual retirement cost used to be this number if i was reporting last year was 4.2 million now about 3.2 million so our health insurance our retirement costs on a per-pupil basis were 99th percentile in the state of wisconsin so um up there is the most expensive on a per pupil basis so our board made that that call last year to
064move to the anthem plan which is saving us about a million a year but our plan is still very costly and so um can committing funds within fund balance is in a way to get a foot in the door to create a more sustainable system long term so board oh just to add to that um so currently as kayla mentioned we have an annual expense about 3.2 million dollars a year and so looking at trying to develop a proactive i guess approach because the 3.2 million as kaelin mentioned is a defined contribution so that is a payment that has made post active employment right so a i guess an hra um retirement option which is kind of what we've been talking about and what other districts are looking at as well is is something that
065would be an additional expense that we would be front loading while while employees are active right and it allows the money that we would dedicate to an hra to work for them and us while they're employees right so if an employee at even a thousand dollars a year over 30 years well 30 years over an exponential function is much more of a of a benefit to them than the 30 000 we've put in but in our current system it's all it's all back end so the 30 000 needs to be 120 000 dollars so you see it can work for both employee groups that's some of the background um i guess on on on those types of plans a bit so and much more to come on that let me jump into the other benefit
066of those kind of um retirement benefit designs it can also be a retention strategy where you set investing dates where you can say at 10 years you have 50 vested that 15 years you're 100 vested uh or wherever you want to set it the board can determine that but it it helps employees really think carefully about you know oh i have fifteen thousand dollars sitting there if i walk away i leave that on the table um now when employees do that that helps fund other employee hras um but it will cause employees to rethink is it time to separate or do i want to stay until i hit the vesting point at which you know i'm 100 vested so it's just one other thing to think about in these kind of systems right it's kind
067of a little more it's more real it's an actual dollar amount than just having knowing how many years of health insurance at at the end of a career do you see a dollar amount so the board can always take future action to uncommit these funds if there's ever a need or a desire to do so so if we take this action which isn't happening tonight but it would come forward on the june 27th meeting there would be a total of eight million dollars in committed fund balance for future retirement benefits so um that's that would be committed at this time and again the board could always uncommit if there's a need or a desire to do so and one thing one more note is that the auditors and our credit raters like to see a
068designated planned usage of fund balance if a fund balance is increasing um it shows that there's a there's a reason and our community members for that for that matter too that we're not just you know increasing we we have these this surplus and then have no plans to you know use it in future years this shows that planned usage that there's a long-term plan for these funds which is a good a good thing to show as a school district so that was part one of our budget amendments part two here is utilizing our user funding to support future capital improvements so as you'll recall throughout our referendum process we the project itself was 10 million dollars higher than the actual question on the ballot and so all along we had said there's five million dollars
069that will be from building sale funds that would go to this project and five million dollars of esser funding even though the referendum didn't pass we can still utilize esser funding for future capital improvements and we would do so via a fund 46 transfer so fund 46 is a capital improvement fund and we have um a plan within our fund 46 which includes our turf field replacement plan and then also we expanded it this a few months ago to our greater capital improvement needs including roofs boilers hard surfaces etc so and we would do a fun 46 transfer and this was part of the esser plan that was reviewed by the board in february and then once these dollars are within fund 46 they can the board can decide at any time how the dollar
070should be spent how and when as after the fun 46 timer goes off which is a five year timer from the date it started which our timer's actually going off these funds are available starting this october um and the board would then decide at any time doesn't have to be in october but anytime in the future how and when these dollars should be spent so the part one of the budget amendments was um those the we saw the ex the reduced expenses and the additional revenue that we had and then the part two then is this sr funding and at this time then we'll take any discussion or questions questions anyone about these possible amendments again we're not voting anything this evening but just looking to see if everyone has a good understanding what's going
071to happen this will be an action item in a future meeting jane did you have a question does the board um make suggestions about what what we think um the money could be spent on or does the administration come to us and say these are our recommendations how does that work when in you know now is your time to discuss future like who how when like when do we make those decisions yep so this is exactly why we have this discussion now so this is our recommendation and and the team right now can discuss if there's if there's a change if you'd rather see these dollars be assigned elsewhere for an expense um or transfer say a transfer to fund 46 for example say the board would rather see these dollars the three million dollars
072instead of committed fund balance for future retirement benefits you could say let's make a transfer to fund 46 or whatever the need the need that you might see would be are you talking about the fund 46 chain or are you talking about the um surplus and the budget for this year uh i guess it was that last slide and you know you know um caitlyn just keeps referring back to you know we can always change our minds you know like um if we decided to change our mind if we decided that we wanted to do something different not tonight i'm not making any suggestions but i'm asking like how does that happen does that go through committee does somebody does a board member recommend i'd like to see maybe we could talk about um changing
073you know how we're going to use these funds i'm talking about the process of it so yeah sorry i'm sorry i didn't mean to cut you off did you have other things no go ahead i think that if there was a particular purpose for the fun 46 dollars that uh individual board members like i think that you know that's it's it's a cip project that i think it would be good used for that definitely that we would bring that up through committee and say oh well you know how much is it going to be and that sort of thing and then if the committee is like yeah this is a good idea then we could go to the full board and say this is what we have proposed we want to use x dollars to
074do x thing at you know x place or whatever and uh and then we discuss and decide so i think definitely starting at the committee level probably uh at the finance in the finance committee and then um if it moves through there then moving on on forward that would by suggestion if anyone uh has any any discrepancies in that but i think that would be the best method to go forward i know otherwise you know steve might be like hey the roof just fell off of jefferson and we need to you know we need two million bucks to put it back on again uh can we use some money to do that that's not it's kind of like a rainy day slash emergency fund that we can pull from it because it's general we can
075use it for those things too so i think we have both flexibility you might have a an emergency request you might have a thought request like oh i've noticed that all the parking lots suck at this school this school in this school and that's gonna cost a million and a half dollars to do um you know can we use the funds for that that sort of thing so that's that's how kind of i'm thinking about it but definitely if you're like oh man you know i think we should put air conditioning on our buildings how much is that gonna cost right can we do that you know that sort of thing so thank you and i and i know that um always you know correct me if this is not the appropriate time to talk
076about it but i was thinking in terms of oh we're consolidating it does that mean that we might want to talk as a board about getting frank lloyd wright um up to speed um in the next year during our transition so that's what in my that's where my mind was going and i thought wow if i wanted to make those suggestions to other how would i go about doing that so that was exactly it like air conditioning or the um the schools that will be taking it new students things like that and i i just don't know how i how to do that so it sounded noah like it was pretty clear that i would go through committee yeah i think that marty i mean please uh correct me no i know i think from
077the side of if there are particular things in cip and i think jane you're right on point here about thinking about the schools that are consolidating are there opportunities to invest in some of those schools that we know we're going to be keeping for the long term um but there may be ideas that come from the administration side too i think noah your example like steve eichman might have particular projects but you know i mentioned you know next to some of you standing on the i think hail in particular where during graduation no matter how cool it is outside it gets hot in there and so one of my comments was hmm should we air condition these gyms um right so there may be ideas that come from our side too that are good investments
078but setting these dollars aside is really smart um and it gives us the time to think about what's what's the best investment on in the facilities for a term which is you know the same thing we did in in or that you did in the hard decisions about consolidating schools it's about the long-term investment in facilities and fund 46 allows you to take that even further okay other questions so i i guess caitlyn are you looking for a direction like hey we're okay we would be okay i just proposed or yep so if if there's no opposition then we'll bring forward budget amendments that reflect committing so the commitment of fund balance will actually be a separate action item um so we would do that and then our budget amendments would reflect the reduction expenses
079in addition additional revenue that we talked through tonight in addition to those the esser um funding the fund 46 transfer so that's what would be reflected in the budget amendments brought forth the june 27th meeting and then anytime we do budget amendments anytime the board approves them then there's a newspaper publication that follows and then like i mentioned the commitment of fund balance would come forward in a separate action item on the 27th yeah i think that all sounds good to me are we all good everyone i see nods missing odds i see nods excellent all right so are we good with closing this and moving on to our last workshop for the uk yes excellent our number two budget implementing tax levy for our 2223 budget uh same crew yep so this one you'll
080we're if we go through our agenda you'll hear some of similar information that you've heard at a previous meeting but kind of in the world of school finance my opinion is you can't really hear it too many times because it's kind of complex so we'll start with the state budget information we'll talk about how our budget connects to and supports our strategic plan we'll um review our 2022-23 budget assumptions so there as we build a budget there's some knowns and lots of unknowns so we have to use assumptions and we outline them as we review our budget and then we'll talk about mill rate projections and then if there's any further discussion for um before the budget would be the prelim budget would be approved on the 27th so starting with our state budget factors
081and this is what we've talked through before um is the 22-23 is the second year in the state's biennial budget so the state approves always a two-year budget plan it's always the odd years and this is the second year which is nice in terms of actually knowing our pupil revenue increase if it does um but it was at zero this year so at least we know it's at zero um which helps us plan so that zero dollar per people increase in revenue was for both years and the next few slides here will show how the cpi and the per pupil amounts used to be tied and no longer are so back when revenue limits started in 1993 the per pupil increases within the revenue limit were tied to cpi and then when the recession hit
082an 08 the state stopped funding the school revenues increases at that cpi rate so you can see how the graph is kind of all over the place and then particularly the last two years so 21 22 and 22 23 is that flat line at zero dollars of increase in the state's biennial budget at the same time we're looking at record cpi and now this 4.7 number is actually looking low because it continues to grow so we have that zero dollar per pupil increase so new revenue is zero dollars for two years in a row and that record high for from since the eighties numbers we haven't seen of cpi values at four point percent for 22.23 and i'll talk through in a few slides how we were able to support that for our staff moving
083forward into next year but this is something that we'll have to keep an eye on in in the coming year then with the new state by state budget is what does that per pupil number look like so the next slide here then is our connections to our strategic plan so our budget should be a reflection and is of our strategic plan and our board sets the mission vision and then the five-year goals within this document it's a nice beautiful little one-pager suiter made sure that we were able to fit it maybe as dr lexman make sure we're able to fit it on one page so um it's nice and condensed and easy to read and there are goals within these four building blocks and our budget of supports each building block so for example um
084we'll just list a few things but in the employee engagement and culture um one of the goals is that our compensation is comparable within the area so this is a piece of our budget that we focused heavily on and this year's budget with the board having approved the new compensation model the 4.7 percent increase um we were able to support that because we continue to align our staffing with our enrollment so as our enrollment is declining we're able to make sure that we're meeting those those targets and in doing so through um with without necessarily having to go to reduction force just through natural attrition has been um actually the majority of the case for us moving into next year which is really great another area that connects our strategic plan for example is um
085us continuing to invest in staff training social emotional development mental health resources to for to make sure that all students are feeling valued and empowered in their work so we've invested in curricular resources to support our deeper learning and then on the financial piece one of the goals within our plan which is just very apparent and relevant for all of us over the last few months and years is the development of a long-term facilities master plan so that work started two and a half years ago december of 2019 and as we are deeply aware of the difficult decisions that were made last monday but having made those decisions for those consolidations to support our facilities plan will keep allowing us to advance in our school district in all of our building blocks by creating operational
086efficiencies so our budget supports um all of our building blocks so we can can you continue to work towards meeting our strategic plan goals and mission and vision so as we move forward in the budget um noah mentioned this already but it's important to remember that the budget is very much influx at this point in the year and these numbers can and will likely will change so i refer to them as jell-o because they're moving around we're we'll explain shortly here what our assumptions are as we build them but they will many of them will change before our final budget is approved in october so we'll spend a few minutes on this slide i apologize if you're here to cry a baby in the background um so the 2223 budget projection assumptions outlined here the
087first one that we've talked to already is the zero dollar increase in per pupil funding from the state as we know loud and clear um 4.7 cpi compensation increased for all employee groups and at the same time the compensation model components of our new comp model so that is a 200 annual increase compounding so for each year if this is the second year an employee has been here since the account model and they'll be receiving 400 not just 200 and then up to 300 of earned micro credentials and again those are compounding on salary as well as i mentioned reduction staff to align with our declining enrollment and that supports these other pieces of our expenses and are crucial to continuing to do them we also include it in our budget projections an 8 increase
088in health insurance and 5 increase in dental over the current year and health insurance piece gets pretty interesting here because wea just announced they're actually exiting the market for offering health insurance as of 1123 which is um this the end of our contract our contract with them ends on 12 31 22. so they're exiting at the end of this calendar year and we actually are already out to bid for the rfp process for health insurance which was decided before we even knew that wa wasn't going to be a contender in that so we have received bids and we'll see shortly here where our bids are coming in at for health insurance the uh next one here is minor department or service cost increases so as we know everything increases especially now with inflation so we
089have to account for that within our budgets also included is the school's budgets at 75 of our own internal building allocation formula so um the school's received over the last few years 75 instead of 100 of that funding formula and have really started to hear especially in the secondaries that it's hard to manage our school budgets at 75 so um that's a piece that we would look for if anything changes to prioritize that would be our recommendation to prioritize at least the secondaries bringing them back up to 100 percent also included in the budget is 1.5 million in capital improvement so that's that cip budget that we referring to in the last few years has been 1.2 and the needs continue even those like if we're kind of getting to the least amount of annual
090needs we could support moving forward that number continues to grow as our building continued to age so 1.5 million this year is included in the cip budget and then also included is um amazingly our savings of 1 million for retiree benefits for those 65 and over for that health plan change onto the medicare advantage plan and then finally as you'll see our budget is balanced that we're presenting tonight but it's done so through utilizing ester funding for our a portion of our fund 38 debt payments so because fund 38 falls within the revenue limit anytime we would have fewer debt fund 38 debt payments it frees up fund 10 for our general operating budget so we're utilizing in this year's budget 1.2 million dollars of ester funding to fund debt payments which is why you'll
091see a balanced budget um here in the next slide so all said and done with all of those assumptions and revenues and expenses our projected fund 10 revenues match our fund 10 expenses at just over 100 million dollars and therefore because they match that's a balanced budget so our projected surplus or deficit is zero dollars and then one final slide and then i'll take um any and all questions and we can have discussion as well on our projected mill rate so our projected mill rate is for 22.23 6.97 so we can see it continues to drop and what that means for a home owner to just put it in some layman's terms is our 6.97 mill rate for 100 000 home value of equalized home value a property tax payer for their school-based portion of
092their property taxes which is a portion of their property tax bill would be 697 for a 200 000 home i just double that number so that's 13.94 for their school-based portion of their property tax payment and so on and that mill rate number is it drops over the years for a number of reasons um some of them one of them is our fund 39 debt our referendum debt from previous referendum has been paid off so that reduces our mill rate our overall revenue limit is decreasing so that reduces our mill rate and at the same time our tax base is increasing and we're a greater percent aid funded which also increases um our aid and reduces our mill rate so all of those items said and done um equate to our mill rate continuing to
093to reduce and will continue into the next few years here as well as we look at our projections for up to probably the next five years and that concludes the 2223 budget at a high level so any questions or discussion questions so so we never see a balance budget this time of year no i'm just gonna say that it just doesn't happen usually we're three to five million around there under uh over budget if you say i'm going to say you know don't worry about we got to figure out what our health care coming in that is one concern of mine is the healthcare question mark with with not having we uh and not having a guarantee of nine percent no more nine percent that's gone so yes we budgeted eight and a half percent
094i know we're just getting the bids in now but i guess what happens if the bids all come in and they're all higher than eight and a half percent more than we have right now so where does that money come from in working with brown and brown um formerly hayes they are confident that wea leaving the market actually means is a good thing for us in terms of companies wanting to come in and really become our health insurance provider and give low bids so they thought that you know we we had actually asked them and they had bids were actually submitted before wea was leaving and um which we thought was a good thing so that nobody could come in and say oh they don't have this option anymore we're going to bid higher and
095in talking with ronna brown their experience and recommendation was that or what they believe would happen is that actually health insurance companies are going to bid lower because they have they feel that they have that much more of a chance for us to not continue to go with wa and get our business we're a big book of business for them to get our business moving forward so i would i would not assume that our insurance increases will be more than that nine percent that wea would come back with um and brown and brown really thinks that they're actually going to be less than we might have projected originally and we'll time will tell on those bid that bid process is wrapping up so we'll have interviews then moving forward with our top couple that um
096will be selected and then the recommendation would come forward to the board in the next um two months probably within either july or august anything else everyone's good okay because we're voting on this too next time so we had to pass this everyone understands okay all right well let's see let's see item 12 end of recording and adjournment so i guess that's the last bit um does anyone want to as unless there's anything else i'm sorry jeff yes i would like to ask you as a president if i can make a clarifying statement going back to the uh minutes of this special meeting uh unclear what i meant sure i'm going to read it right from robert's rules of order okay okay and this is under a conflict of interest under the rules in ronar
097which is short for robert's rule of order newly revised no member can be compelled to refrain from voting on something because it is perceived that he or she may have some conflict of interest with respect to the motion under consideration if a member has a direct personal interest in emotion under consideration it is not common that's not common to other members the rules in roanoke is that he or she should not vote on such emotion but even then he or she is not compelled to refrain from voting so i just that that clears it up a little better than i had had and i apologize for that normally when we when we're recusing ourselves it's if there's a the main rule is if there's a financial um benefit well that that is not necessarily true
098it's if they have a personal interest it doesn't define personal interest in robert's board right i'm basing off of what was he always said like you know like if you're uh if it's a retirement benefit if your spouse is a teacher or a staff member then you wouldn't vote on that that sort of thing so that's that's generally what they look for in your contract same thing i do understand what you're what you're getting at jeff uh but yeah you're right it's um generally it's a it's a rule and but it's not it's not like it doesn't make it make the vote illegal or unethical oh no no not at all right it's your conscience you gotta go with right thank you for allowing me to do that sure kristen you had your hand raised
099did you have a comment not anymore okay all right anything else before i look for a motion to adjourn so i would look for a motion to adjourn moved and seconded by multiple people at multiple times all those in favor opposed we are adjourned thank you everyone enjoy the week off
