001all right i'd like to call this meeting of the west asset milwaukee school board to order i will be leading us in the pledge today i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay suzette could you please call rome yes as well mr sikkids present ms deal present mr burns present mr eustrek is excused mrs justin present mrs carr here mrs kaiser here mr keller is excused president lee here proper notice of this meeting has been posted in accordance with the open meeting laws of the state of wisconsin are they any uh modifications uh to the agenda this evening uh we have no changes all right so we will move on to

002public comments so as a reminder you have three minutes to give your public comments please stake your name and your address before beginning and the timer will start as soon as you reach the podium so i will start with our in-person public comments if there are people on zoom who like to provide public comments please put your name in the chat all right we'll start out with john mauling my name is john mulling um 3850 south pole drive in new berlin uh first of all i want to thank suzette for getting my response to the open records request request that's exactly what i wanted i want to show the board i'm going to give you each a copy of this i'm going to show you a copy that suzette sent me of all the people

003that have received the book by ibram kendy this is one side this is the other side 80 books are scattered all around this school district and it's how to be an anti-racist which ibram kennedy is critical race theory i want to ask each of you uh justin do you believe in following what martin luther king said mr mulling you cannot address individual board members i don't want an answer okay i'll just ask you in general do any of you agree with what martin luther king preached for 50 years that you judge a person by the character of theirs their person not the color of their skin because if you do you cannot teach critical race theory which is the exact opposite of what he taught critical race puts white seared blacks there martin luther king

004puts us like that you can't teach it if you believe in martin luther king if you do believe in martin luther king's teaching you are morally obliged not to let critical race be taught anywhere in this school district the next board reading i'm board meeting i'm going to be reading every one of these names to the camera and hope all the people that are going to have kids in your school district are going to be listening for a teacher that's listed on there that maybe is teaching their kids and they might want to check into critical race theory from those people with all those names it's totally obvious to me it goes to 14 of the 16 schools in this district i might have a school or two missing those books go to 14 or

00516 schools you can look me square and i tell me you're not teaching critical race theory in the school district and i'm going to call you a liar because that ain't what's happening 14 and a 16. and when i looked at that one report from the schools around here it had nine of the 16 schools didn't even get a bronze reward for reading or math nine of the sixteen got nothing on those two why don't we concentrate on reading and math instead of even thinking about critical race theory finally i'd like to suggest like the police wear a camera i would like to have a camera in each classroom pointing to the teacher so that anybody that has has a zoom that's a parent can zoom into any classroom at any time and hear exactly

006what's being taught to their kids i don't think that's terribly much to ask police do it why not teachers if they're teaching what they're supposed to be teaching 10 seconds mr molly that seemed awful fast finally it's time for the board to make a motion and somebody to second this motion that we will not teach critical race theory in this school district we need to find out who's got a backbone we need to find out who's going to say yes and who's going to say no and then we'll know who stays on the board and who we're going to try to remove from the board thank you mister time that you do what's morally right and not politically correct thank you and i'd like to still give you my the copy so you can look

007at how many of those books are out here there's a lot of them all right steve broadwell steve broadwell 12965 west ohio court in new berlin uh your vote on mass is not in our kids best interest for reasons put forth by a bunch of evidence reports including from your cdc show covert among school children is no worse than the seasonal flu look it up certainly not bad enough to impose draconian measures like forced mask wearing that has catastrophic effects on our kids such as depression anxiety parents have told you this over and over suicide and stunted learning suite has no mass and full attendance for their 1.9 million students and zero deaths george's recent 90 000 child study of mask versus no mask showed no significant statistical difference with or without brown university recently

008released a study showing a 20 iq reduction for small children not yet peer reviewed but you can find it out there you've instead chosen a path that may lead to cognitive deficits biden fauci obama and his 60th birthday party with no one masked pelosi schumer many others who did some republicans they tell us to mask up but they they don't care they go out there they don't mask up so do they really care uh the day you voted to impose mass most of you weren't wearing them yourselves biden is letting 200 000 illegal aliens cross the border monthly with some estimates as high as 40 percent with covet that he is shipping to all corners of the country all mask-less during the last meeting an overwhelming number of parents pleaded with you to make masks

009optional your own medical director advised against mass you you yet you thumbed your nose at us preferring the advice of federal bureaucrats with nefarious agendas and little interest in this district and over our parents and a doctor who are fully vested in this community what's wrong with you combine all this with forcing our kids educators to study anti-american marxist propaganda that john john talked about in the push to implement crt concepts into this district you choose to push our kids into social activism focused on identity and racial justice rather than pursue the colorblind ideals of the great dr martin luther king therapy appears to be an effort to appease those with influence over you who might make life tough for you if you were instead to do the right thing for our kids the nea

010teachers union of which your union is an affiliate is in full support of mask and likely vaccines with their recently adopted item 39 look it up they're in full support of pushing crt into school long term 10 seconds just running 1619 project that says this country was founded on racism it also states full support of the anti-american marxist blm movement and howard zinn's teaching who's an anti-american your mass decision revealed you all as cowards when making tough decisions i think if the cdc told you to jump off a cliff i think you'd do so thank you not sure you folks are capable of thinking for yourselves and doing what's right eric north 2001 south 71st street and west allis i can imagine that none of you on this board look forward to these public comment

011meetings i'm betting that in the morning that these meetings occur you wake up dreading them and your obligation to be in this room listening to one person after another berates you plead with you try to convince you to listen to their voices which are usually the majority voices it must be tedious and hard for you to endure and i'm sure on more than one occasion you've probably asked yourselves is there a way to get this to stop that we don't have to hear them anymore and by them i mean us uh us being the people who elected you into your seats because we trusted that you would serve our interests now i bet that maybe one of you raised your hand and said i have an idea what if we just start listening to them

012maybe take a vote see where the popular opinion is and forge our decisions based on that but i think that that was probably overridden by a better idea what if we made it so we don't have to listen to them at all and so you added a little something to the end of tonight's agenda bylaw revision revision0167.3 public participation at board meetings now this article reads the proposed changes will require those making public comments to limit their comments to items that appear on the meeting's agenda and it goes on to say that the board is planning to limit the total allotted time for public comment to a mere 30 minutes this is a really clever strategy that you've come up with this allows you to not have to listen to us voice our concerns as

013your electors and taxpayers you shouldn't have to listen to us rather you only get to address what you decide to put on your agenda at any given meeting and should any of those items ignite any kind of conflict from us well the longest you have to sit through it is a half an hour and so tonight after all of us once again leave this room or or leave the zoom meeting completely angry and disenfranchised uh this board is going to draw up their plans to lock that door behind us to make sure that we never get in again nicely done very nicely done thank you chanel carl strand 2001 south 71st street west allis as we all know it was decided on august 9th by you the school board the masses were going to be

014mandatory for the upcoming school year and even though the majority of parents that spoke up during that board meeting were against having their children wearing masks you decided to dismiss their opinions to make the mask mandatory since this is the decision you have made i do have some questions that i would like answered you claim there will be mass breaks i would like to know what your mass break policy is how often will there be mass breaks can kids request mass breaks if they feel the need for one or do they have to wait for a specific time last year the only time my children were able to remove their mask was during snack break lunch or outside when you finally allowed that change there were no additional breaks given parents have mentioned concerns about

015children that are in certain development developmental stages of learning things like facial cues speech enunciation and other things of that nature how are you going to make sure that these children do not lack or struggle with these things due to mass being worn parents have also mentioned concerns about the emotional aspects afflicting their children due to mask wearing some children feel disconnected from their peers and teachers that they interact with what are you going to do to make sure these children do not suffer and what are your plans for children like my 10 year old daughter who is hard of hearing how do you think masks affect children like her even with her hearing devices my daughter only receives roughly 75 of what is being said and that isn't a scenario where one only one

016person is speaking and the room is quiet if you have multiple people speaking or noises like a fan the percent she receives is even smaller and now add a mask the percent she receives is even smaller still now because of the masked mandate she no longer has the ability to read lips which is something she has relied on for years to fill in the blanks for the things that she was unable to hear even using her fm system is no longer a great asset to her learning due to the fact the teacher's words become muffled by the mask that they wear basically you have sentenced my daughter to a school year of feeling isolated not only from her ability to learn but also her ability to interact with her peer group according to the american

017disabilities act my daughter is entitled to effective communication within the school and that is a very challenging task with mass being worn so i ask you again what are your plans for children like her i'm hoping that since covet has been going on for over 18 months now you've had plenty of time to come up with some ideas for these types of situations i'm hoping that the only thoughts and discussions from this board leading up to this upcoming school year we're not all about social distancing and masking our children but about helping our children instead of hindering them i'm sure a board that cares about what is in best interests of our children would have spent countless hours tackling all of these various issues and have come up with slew of ideas and plans for

018the questions they have mentioned unfortunately i do not believe we have such a board regardless i await your answers thank you all right so i do not have anyone else signed up for public comments here in person so i'm going to move on to the people who are uh in zoom uh just for those those people speaking on zoom because how the audio has to work and this is not something that i control um when you are speaking you cannot hear us so what's going to happen is i'm going to time your three minutes just so you're aware and then once your three minutes is up your audio is going to be cut off because i cannot give you a 10 second warning because i would have to switch back and forth so um just

019so everyone is aware that's just how it's going to be i'll start talking again and then the next person will get to go all right so the first person we have on the list is jeffrey brister can you hear me all right my name is jeffrey brewster i live at 1105 south 114th street uh i'm married with two two small children i'm back here today because of you guys once again here for because of you guys i'm here to stand up for the children to give them a voice making max masks optional is the only correct thing to do this should be the parents choice their decision not yours if you want to wear a mask go for it you want kids to wear a mask make them go for it uh don't choose to

020make my children wear a mask that's my choice as a parent i'm the parent you are not making children wear masks is child abuse having to wear a mask a sweat soaked germ-filled mask for eight plus hours is child abuse i know many doctors feel the same way question for you how are four five six-year-old children supposed to learn read learn and read when children are wearing masks are you supposed to read lips when sounding out words you can't when are kids when our kids are that young this is a huge problem most of our teachers have a vaccine kids need to see their teachers smile they need to see their other kids faces by masking the kids you're damp damaging them here are a few facts because you obviously need them 4.2 million children

021have tested positive to fold it 0.0008 of them have died of course it's a shame the cdc said that 480 kids died of the flu in 2018 2019. did we wear masks then no did you freak out probably not during the food season i doubt we did did we wear masks no we didn't we went to our doctor who just dealt with it it was more dangerous to covet than it is the flu is more dangerous than the cold is and that's a fact moving on as far as critical race theory goes this is a racist program it has many names for example social learning these programs are designed to divide our children based on race and color crt or whatever it's called should never be taught in our schools if the school board votes

022for the full mask up and to allow crt to be taught in our schools then you should lose your seats on the board finally we the parents we the people will not put up with this any longer you are now put all right thank you very much mr brister your three minutes is up um we have one other person in the list i just want to make an announcement with anyone else who's in zoom right now if you do want to address the board please put your name in the chat but right now we have ellen cross south 62nd street um two weeks ago i attended my first board meeting to listen to the discussion around the mask mandate and i was surprised to hear conversation about critical race theory as well um and so

023then i read the board minutes from the last couple months and i you know saw what discussion was taking place and i feel naive uh that i didn't realize this was happening in my own district and so i wanted to come today to say that i am proud uh to be part of a school district part of a community that's having these conversations i appreciate the work and the thought that's going into this both on the you know administration level in the district the school board level and the teachers i've talked to several teachers in the last couple weeks who say that they're really proud of working in this district because of the conversations that are taking place around equity and social justice and that they want these resources because they want to know how

024to serve these kids in this diverse district many of whom are disadvantaged and so i just wanted to come and voice my support there are many parents out there who do support the social justice and equity teachings that west allis um is engaging in and i just wanted to make sure that i could lend that voice tonight it seems like dr martin luther king is quoted a lot um at these board meetings and so i wanted to bring up a different quote from his 1967 book where do we go from here where he says whites it must frankly be said are not putting in a similar mass effort to re-educate themselves out of their racial ignorance it is an aspect of their sense of superiority that the white people of america believe they have so

025little to learn and i think there is a lot of truth in that we do have a lot to learn and the teachings that west allis is putting time and energy into will help all of us do that so thank you everyone okay well thank you very much mr broadwell i'm sorry your time is up you've spoken you cannot speak again mr broadwell i'm sorry all right if there's anyone else in zoom who would like to address the board i'll leave a little bit of time for anyone else who might want to put their name and seeing no one else i'm going to close public comments and we will then move on to item number seven the superintendent's report dr luxman all right um good evening everybody and thank you uh this evening we'll start

026with 7.1 so our update of our return to school plan and we are heading full speed into a brand new school year and getting ready to welcome you know almost 7 400 students on next week and we're looking forward to it there's just a lot of kind of both energy and a little anxiety in the schools as teachers are starting to come back and what is this going to look like and feel like but in general um a sense of we're ready and we want to see our kids again um so i want to touch on as we do with each of these a little bit of an agenda again our guiding principles where we are with health metrics um and then a little bit of an update on staff vaccination status and we did

027an update survey of staff uh a touch on our mask learning requirements i'm going to talk a little bit about covet testing in schools that's going to become available when we start the new school year and then next steps so again our guiding principles were you know first and foremost focused on safety and well-being and that is both for our students our employees and the communities we serve a focus on learning that works for all students and constantly trying to find solutions for every student's set of needs being responsive and flexible and then practicality of implementation can we actually make all of these pieces work so in terms of metrics on the august 17th data are the most recent data and i received this from our health department on this afternoon in fact and and

028you can see that right now we're going generally in the wrong direction both as milwaukee county and west allis west milwaukee more locally that we've moved um levels in the wrong direction for us right now milwaukee county came down a little bit in percent positive um well it's more than a point but um locally we went up quite a bit in percent positive um but what bob did share today is that what they see is the trend is probably starting to plateau a little bit especially locally so that's encouraging for us and again if we can get on the numbers back into what is considered kind of the um the greener colors and and below five percent positivity rate for west allis west milwaukee then that would allow us to begin to um adjust some

029of the max mask varying requirements right so the board approved that if we're in green five percent or less and percent positive locally meaning west allis west milwaukee um then we could start to adjust them in intermediate and high schools we would wait until elementary students have the vaccine available before we consider any adjustments in our elementary schools so you can go ahead and be addressing so staff vaccination status this is really encouraging for us and i've got to be careful how to explain this we put out a survey to all employees we have about 300 employees remember many of them are part-time employees that work for recreation we got about 50 response rate which is really good um for a survey of mostly who are teachers and don't work in the summer so we

030got a good response and so of the people that responded right 609 of the responses that's 92 almost 93 percent report that they're fully vaccinated which means at least two shots of pfizer two shots of modern or the one shot of johnson and johnson um there is a small percent that do not intend to get the vaccine i think that is also surprisingly low then um a smaller percent not scheduled but working on it and then a group that received their first shot have a second shot scheduled so that means the fully vaccinated will probably continue to go up right um and so i think it's encouraging news for us we're going to do a similar survey as we start the school year of parents for in intermediate high schools only just to get a

031sense of vaccination status among students we're also able to break this down by school and so if you could go to the next slide so there's a breakdown again and so we just kind of put together where we are at each level so at high school it was 92 intermediate 97 report being fully vaccinated elementary 92 district staff so that would be technology folks that work in this building some of those groups at 93 percent recreation that um i was going to put it down there i didn't um is that 80 so a little bit of work with shelley to help push and encourage um folks that work for us in recreation to consider vaccination but again those are mostly part-time employees for us and again our masquering requirement right so we followed and we've

032been consistent in this and even though not everybody agrees i think it is logical right now that we continue to follow the cdc guidance which is encouraging encourages us to um when kids come back to school that everywhere but everybody in school buildings wears a mask and i know there's some contradiction on being pointed out on social media kind of where we are between right now and when school starts and it just is one of the realities of trying to manage the dynamic changes that come as a part of trying to figure out how we continue to respond and stay safe during this health emergency so right now the masquerading requirements are any buildings where we have young children meaning younger than 12 those that can't get vaccinated everybody in that building wears a mask

033right and so summer school is over um recreation day camps are over but we do have meet and greets starting to happen um so you get to come and meet your teacher and see your classroom or orientations for sixth graders but when those little ones come into those buildings and even in their intermediate schools when we have students that and some students start sixth grade at age 11 when they're coming into the buildings for those events everybody in the building wears a mask right and so so the obvious you know thing people are pointing out is we have new teacher orientation there's photos with some people wearing masks some people not well under that circumstance it's highly recommended but not required and that's kind of the space we're living in until september 1st and i

034just wanted to kind of draw that out for anybody that might be listening and wondering about you know what's going on with that so there's some kind of i think good news and hopefully parents see this as an opportunity to keep their kids in school um and wearing a mask so this is a graphic that was um provided to us today from our west else health department and i think it's a really easy way to explain the kind of the quarantine requirements now and so the the little guy in the middle is red right so that's the contact that's the person that has a positive test right for covid and so individuals that were two feet or less on next to that little guy in the middle um they both have to quarantine mask or

035not vaccination status or not vaccinated they have to quarantine but if we can keep students a little bit further away so this is where the three feet or more guidance comes from so at the four foot mark um somebody that's not wearing a mask tested quarantine but somebody who is wearing a mask gets to keep coming to school and this is where i think we're going to use this and get this on the website and use this to help educate parents um to encourage send your kids to school with the expectation you wear a mask because then if you get exposed i don't have to take any time off from work you know and so they still have to monitor for symptoms and if symptoms start to show up they have to get tested and

036report and then stay home but the initial response from our nurses in the health department is you don't have to quarantine if you were in your mask and then at six feet the guidance now is no quarantine masked or not and so but we also know that that's very unlikely when we have 7 400 kids coming back into our buildings right so we're communicating with principals to work at three feet or more so that we have less or fewer students that need to be quarantined and fewer students missing out on learning opportunities then the other piece that is good news is we're going to be providing kova testing in all of our schools we did sign up for the pilot program through department of health services with the state and dpi and the lab that

037we got matched with and i don't know how that happened um there's no clinical lab no relation or association with this noaa um because when email started going back and forth we all got confused internally for a little while like why is noaa working for them now but um that's our lab our school nurses will conduct diagnostic tests as needed so if we get a um you know student that's showing symptoms we get parental permission of course we can test right at school then um noah will conduct if we need to do outbreak or pre-event testing so outbreak testing is if we think there's something bigger going on and we won't need a whole bunch of tests in like a grade level or a school all at the same time then they send people in

038to do the actual sample collection so our nurses don't do they'll do the immediate kind of on the spot testing but they'll do the large scale testing or if we want to do pre-event testing for homecoming or prom or any of those kind of events noel would come in and do that then there's a separate courier service they pick up samples and we still have to work out kind of the routine do we need to centralize samples will they go to every single school building that's a little bit of a detail we're still working out we get results back in 24 to 48 hours and they're delivered to parents via email so when parents give consent it's through a registration with an email and the final bullet which is good news for all of us

039there's no cost associated with us for any of this so this is state dollars um to support kind of the coveted response but we're not required to use any of our s or funds in order to provide the coca testing um and that's no cost of families as well right yep no cost yeah so next steps um we'll be communicating the kova testing opportunity to parents um it is in the big welcome back to school letter but that's an eight-page letter at this point so this will probably get a little bit varied so we need to communicate this several times we're launching an incentive program to encourage students to get vaccinations and um amanda um is setting up for the big kickoff tomorrow otherwise she could be here and explain this better but it's a

040campaign that if you show your card or you go get vaccinated and you bring your card show it to the secretary and you get a free pair of socks that are custom branded to your school mascot and your school colors and we um did review all of this with our attorneys because we are a little concerned that is are we crossing a hipaa line here where we're identifying through the socks that there's some kind of private medical information tied to this and they said under the circumstances and what we're trying to do to encourage vaccinations they said that there's claire all of you know claire advised just make sure you also sell the socks at the school store or at the front counter for whatever it is so anybody that wants a pair of these

041socks can get a pair of socks any students that can't get vaccinated because of medical reasons and and they share that with us or they're the school nurse they automatically get a pair of socks right um and so that's a way to deal with the privacy concerns and so we're um excited to get that going especially when vaccinations become available for elementary students we'll make another big push about you know get some socks and then again like i said a little earlier we're going to monitor the health metrics and we'll start tracking internal positivity rate and that'll take us a little bit to catch up with that we need a number of days of school before we start having enough data to start producing that on every given day and that will determine if and

042when we can start to adjust mask wearing requirements so that's our return to school good update yep so regarding the quarantine do we obviously not in every situation can we have three feet or more um so are we like identifying to make it easier if there's a contact race or if someone is positive so you know what rooms or what spaces kids when they're in are going to be in which group you know so as as much as we can so it's really encouraging seating charts on sign tables in the cafeteria they even in the spring we went to actually assign seats in the cafeteria but having some of those systems in place helps with the contact tracing and knowing how big of a net so to speak needs to be cast in that particular

043circumstance okay and then the nurses will make a determination of where people fall yes so right now nurses our school nurses will be doing the contact tracing for um students and until we get further into the year that we've asked the health department they've agreed to continue to do athletics okay um because that also involves you know other districts and students from other schools so we've got if we can kind of share the the workload here a little bit um they're again of course reaching their kind of um maximum capacity and are understaffed and so we're trying to balance that with the health department and our nurses that's also important note that's there but if the person who was actually infected was not masked then everyone within six feet would have to be quarantined correct

044that's another important point we're trying to keep people in school by having these masking rules and you know this is a good illustration of that and a good note to make about that it's a difference between having you know a couple people quarantined versus having seven people quarantined right and parents having to figure out how to cover child care right yeah okay i will go to 7.2 the legislative update so a number of things here um so department of health services dpi release covered guidance for the coming school year and i actually just touched on quite a bit of that um and so this is again constantly being updated but the recommendations emphasize universal masking and make concerns that the delta variant of the coronavius is driving a surge in cases of cobia 19 and

045many school children remain unvaccinated or are unable to be vaccinated so to help facilitate a return to school in-person learning dpi updated as covid19 infection control and mitigation measures for wisconsin schools and dhs updated guidelines for the prevention investigation and control of covet 19 outbreaks in k-12 schools and that's where that graphic originates so both state agencies are strongly recommending school districts use these recommendations when implementing local responses to the continuing pandemic mu market university law school poll 72 percent support major increase in spending for special education so we're excited about this so that this is the newest poll and that's professional professor charles franklin that does all of these interesting polls and included an array of questions on various election related matters and other issues along with the strong support for special education spending

046the poll showed satisfaction with public schools overall and also saw a big increase from february 2020. board resolutions for wasbee delegate assembly are due september 15th so boards want to submit resolutions to wasbee for consideration for this year those have to be submitted on for the association you know that's all very fast approaching so before a resolution could be submitted it must be officially voted on and approved by a school board and they can be submitted online uh so a few this one is interesting few education grads post threat to teach your workforce and so we've been talking about this internally quite a bit um it's the most recent focus publication the wisconsin policy forum report the number and share of college graduates earning degrees in education is declining in southeast wisconsin which is a

047concerning trend for area schools in the regional and state-wide economy while the report focuses on southeast wisconsin it speaks to the broader education workforce challenges faced by district leaders statewide as well and we like everybody else in education and even heather with bus drivers are scrambling to try to figure out how to make sure we have all the positions filled that we know we need filled to support kids and so you know we're offering signing bonuses we're we're going to launch an internal kind of incentive recruiting using our own kind of teachers as a network to reach out and invite friends to apply and if somebody is successfully applies and is selected and approved by the board then that employee that recommended them or encouraged them to apply would get 500 so we're going to

048try that as another strategy um state superintendent issues a statement on absb-411 so joel underley issued the following statement which is being discussed at the joint committee on education public hearing was discussed on august 11th i'm not going to read the whole thing because it goes along with the saa opposing these and these are bills that if they were approved and signed into law would prohibit the teaching of certain academic comp content related to sex and race and it's not a surprise that this is being introduced it's being introduced all over the country but the saa submitted testimony and opposition to this and it requires school boards to make information about learning materials and educational activities used for public instruction available to the public and that one's interesting to me because it is all already

049available to the public right everything we have physically and electronically is available through records requests and so so i think it's a bit of an overreach um and my guess is it probably doesn't get far in wisconsin uh but the fact that it's introduced uh is something we're watching and then i will go to 7.3 which is our board recognitions or district recommendations for this meeting there's just a couple at shared journeys now i'd like to thank kohl's cares and kohl's corporate and the entire shared journey staff for working together as a team to deep clean the entire school and child care to get ready for day one at docky project based learning high school dot you would like to recognize recon relocation furniture store in new berlin for their generous donation of 50 rolling

050office chairs these chairs will be placed in individual student workstations at dotkey where students build and create amazing projects to reflect their learning and from our recreation community services department the recreation and community services department like to thank all of our lifeguards and water safety instructors in a time nationwide where there is a massive shortage of lifeguards and pools have been closed for the summer this team of dedicated staff has ensured that all swim lessons swim lesson sessions have been held as scheduled with no cancellations or reductions in offerings and then finally 7.4 just some updates from me so first response to public comments from august 9th um first of all to know that we are almost entirely caught up with all of the public records requests that have come in within the last four

051to six weeks and it's been quite a bit to work through them all but it is our responsibility to respond with responsive records and so i think the last one probably goes in the mail tomorrow then during the meeting on august 9th right there were a number of public comments related to mask wearing requirements and i went back through the minutes and of those who spoke 14 spoke in favor of masks being optional and six spoke in favor of masks being required and it maybe it feels right now like the overwhelming majority want mass to be optional but there are other voices there as well uh and so and as always we appreciate input and recognize that we're you know not all of the same opinion on mask wearing in our schools but our work

052is to find a balance in the decision-making that really works to honor safety first right even students employees and our communities sorry another member of the public shared that he's concerned with crt and that we are teaching students to be activists with our equity work so i i think it's important for me to really focus on this a little bit taking action to improve our communities is activism it's what we all should be doing right coming to a school board meeting and speaking to the board about matters in front of them is activism it's a good thing so yes we think students should learn to be active and engage members of their communities but that's not the same thing as teaching crt right um what we are teaching me is what it means to be

053a good citizen working to improve your community right and if some people believe that crt that's fine it's not um crt is a complex difficult theory that we think as adults we should be learning about in order to support the experiences that many of our students and families have in this world and the more we can understand that from different perspectives the more likely we are to serve them well but it doesn't mean we're teaching crt to kids right that's our learning and we think it's important and so then lastly right we're ready to start a new school year um so tomorrow we kick off the new school year with all of our teachers and um leaders but it's going to be in a different way due to covid now traditionally we gather about 800

054employees over at the theater at hale and we host a big kickoff event with presentations a keynote speaker there's um there's always recognitions of outstanding teachers and we're not doing it that way this year we're we're hosting what amanda has has dubbed a watch party and so we're going to use the central auditorium because we're also uh presenting parts of singing in the rain junior and since they performed there they don't have to move the sets or the lights or any of those things um so we're going to use the central staff franklin staff and share journey staff as the live audience so to speak and then live stream the event and then schools will be both receiving the live stream and be able to log into a zoom meeting simultaneously to engage and we're

055not sure we're trusting mary pat um i want to thank mary pat michaels jordan pollard and zach bieksema along with amanda stewart and our technology people to try to figure out how to coordinate all of this and there are weird lag times that may happen so it may get a little clunky but we think it's the safer approach everybody gets to be with their school teams we're asking each principal to highlight a teacher so we'll have a little pause in my presentation and turn it over to the principal at each site um to recognize with a special substantial gift for their classroom i'm not going to reveal too much because we want it to be a bit of a surprise for but a teacher that was mentioned the most times is contributing positively to that

056school's culture in the employee engagement survey so we're using the survey tool as a way to say oh you were mentioned five times by your colleagues we think we should recognize you for the contributions you're making and so that'll be one thing and then at the end um everybody's going to get a swag bag so a water bottle with a new logo and a new lanyard and stickers and all those kinds of things and in some of those bags there's also going to be some special surprises um that teachers can use to help equip their classroom so we think we'll have a little bit of fun with that tomorrow you know a lot of the focus will be on where we are with our strategic plan and our mission and vision work and so we

057continue to really focus on those things but also want to celebrate the things that our teachers have done in the past year and will continue to do to keep us moving forward and so then next wednesday we welcome all students back to school for the new school year and the way this kind of plays out uh if i were in a principal role i would love to start at this kind of school year where you get three days and then there's a long weekend so you can adjust if you need to and adapt and then you have four days we're kind of easing into a year that's going to be challenging no matter what and so that just the way the calendar falls out actually works in our favor and so that concludes the superintendent's

058report all right thank you very much dr luxman i'm going to move on to board reports starting out with a review of the board calendar so today august 23rd we have a regular board of education meeting on monday august 30th at 6 00 pm we have a i believe the final board workshop meeting for the facility planning workshop where we will go over the survey and uh let's see if those questions are something that we agree with uh it's monday september 13th at 6 00 pm we have the budget hearing the public budget hearing and our regular board of education meeting on monday september 20th at 6 pm we have a board workshop which has not had a topic picked for it just yet and on monday september 27th at 6 00 pm we have

059a regular board of education meeting all right so i'll move on to board committee reports with item 8.2.1 college and career readiness uh miss kaiser yeah so at the august 9th college and career live readiness meeting we were joined by greg and amanda from docky we discussed the innovations and education grant and are considering an hour early release for dakian wednesdays for the necessary project-based learning planning times for staff and administration and students would have the opportunity also to continue working on projects and have that opportunity uh committee members were in favor of getting docu this time period secondary staff were in favor of block scheduling but families were not so keen so there will be a creation of a committee to create block scheduling for the next year very good anybody have any questions

060can you can you just repeat that last part so um about the block scheduling um right now secondary staff are in favor of a block schedule because they had a longer time to teach and then do projects and all those activities yeah um families i think are unsure about it but we will form a committee there will be a committee that gets formed so we're going to move forward and just research yeah rehash it and see how we can get that to work out and then we also will have a teacher committee looking at potentially standards-based grading in grades 6 through 12 to align to what we do in the elementary level so we discuss both of those and then using more of the flexibility waivers that are available through gpi at our committee meeting

061any other questions otherwise i will move on to item eight point two point two which is the financial stability and efficiency report um which brandon brendan will be doing tonight thank you yeah uh so for our financial stability and efficiency meeting we uh actually had a very small group it was just myself and caitlin and uh in that meeting we just touched on a few things where we discussed some of the neola policies and what we're looking at changing or adjusting with them for language and we just looked at a couple of clarifiers for questions and we're reaching out for more information from there we also talked about esser funds that are uh coming and are here and what our best use for them is one of the things that we talked about was the

062need that these funds accommodate learning lost components and we've gotten some employee feedback and uh district feedback on what uh would be useful in helping with utilizing those funds and uh and then just kind of seeing what where best we can direct these as we get them but we don't quite know what they're going to be yet so that's still up in here a little bit as far as what we will be able to accommodate and then the last part that we talked about was the budget which as caitlyn has iterated several times is highly detailed and is looking at making sure that we're running in a way where we have all of our funds and our needs accounted for and we don't have very many surprises the issue is is right now there are

063still funds at play that could be coming from the legislature and so as far as how that plays in and to what we do with our budget uh with that information when it finally does come is is still in question but right now what we have and what we know we have everything accounted for we should be running in a good place right now all right thank you very much any questions about the financial committee if not i'll move on to item any board member reports of community events i would like to talk about yes kristen um i had the pleasure of stinging i was seeing the west allis youth theater do singing in the rain on saturday night it was so wonderful and beautiful and the kids were just shining stars and it was

064like three back to all my musical days and um i just wanted to you know say thank you to jordan pollard and pollard and everyone who's involved in it because it was a fantastic show great anyone else yeah and i will reiterate that and i did have a chance to talk with jordan and apparently we have a very young talented group that sings so that's going to be awesome for our program going forward in the next couple of years so if you didn't get to see it you missed a great show it's fantastic anyone else yeah oh i'm sorry um i was actually able to go to the uh first uh hale varsity football game so if anyone i encourage people if you guys can get out there it was it was pretty i thought

065it was a pretty good game it was exciting and it was nice to see everybody on the field so um definitely i think our next home game is september 10th so i encourage everyone in the community to to show up if you can so great jeff well those of you that have been on the board for some years with me know that every year our west allis west milwaukee monogram organization does a meals for veteran this year that is on september 18th and the cooking will be done at greendale legion 4 post 416. i believe it's over off of grange i don't know exactly i can guarantee you i will have tickets available the next time we meet i haven't received my tickets yet excuse me the dinners are 12 dollars a piece you can

066buy them and show up and take them home with you or you can buy them and donate them to a vet and then we deliver those to various vfw posts and american legion posts and then to zablocki uh the va center and i should say the money that we get from that supports athletic scholarships at hale and central very good and if someone wanted to purchase tickets would that be cash check do you have to take venmo check it would be wawm monogram club okay and i guess if anybody's watching zoom send me an email and i can get you the tickets or call my house forgot all right thank you very much any other events all right if not we'll move on to our consent agenda so we have item 9.1 approval of minutes

067so we have uh three approval minutes here we have a regular board of education from july 26th there was an omission on the original approval that we are now correcting the regular board of education meetings from uh august 9th in the board work session and special meeting minutes from august 16th we have item 9.2 the employment summary item 9.3 the supplementary contracts and item 9.4 the financial summary does anyone need anything that would separate it out if not but look for a motion so move second movement second in any last minute discussion not all those in favor opposed all right that carries all right then we'll move on to our action items item 10.1 update to the 2122 student rights and responsibilities handbook mrs ramer good evening everyone so as we knew when we passed

068the uh when we adopted the student rights and responsibilities handbook at that time we hadn't yet made our determination on our mask requirement for the year we had some more information we were waiting for from the health department and the cdc and all of those elements so that meant that we had to add a coveted addendum to the student rights and responsibilities handbook at some point later on and so tonight that is partially what you have in front of you in this action item to approve we did review it in committee just before tonight's meeting and there was a couple of questions that came out of that one we'll want to make sure that we're communicating really clearly to families and i put this in the executive summary that while it looks from the beginning

069of the document that we are looking at to go to virtual instruction we are not however should that become required of us or should that become the driving need based on continuation of circumstances then we do need to have those provisions in place inside of our student rights and responsibilities handbook and then there was some other concerns brought up by committee just about making sure that we're being consistent in the enforcement of the mask requirement because the quicker we get to that point hopefully we can help with some of the community metrics and then make it to a point where we don't need them quite as much as we do right now so those are just the two things that came out of committee as we looked at the covet addendum the other piece that

070needed some approval from our board was just an oversight from the changeover from our previous policies to the neola policies we get requests sometimes from outside parties for directory data and directory data gets defined by what we share out to the community as far as students or staff for different people within our community when marty was doing the employee handbook they realized that there was director data had changed what we are allowed to share with the broader community when we do get those requests between our previous policies when we moved to neola and we did not catch that when beth made the transition between the policies into the new student rights and responsibilities handbook so there's a correction to that which actually shares less information which is a good thing and then there's also the

071adoption of the covet addendum all right any questions any last minute discussion all right all those in favor aye opposed nay okay so uh now i will look for a motion to adjourn second seconded all those in favor aye aye opposed all right now i would need a motion to reconvene as a committee of the whole motion to reconvene as a committee of the whole second all right all those in favor uh going to do roll call for that one okay mrs kaiser yes mr burns president mrs justin yes mrs carr yes mr sikich present mr ustruk is excused mr keller is excused ms deal yes and president lee yes all right so we are convening as committee of the whole to discuss a possible change to uh policy item 12.2 which is public participation

072at board meetings as a first reading uh so dr luxman you want to give the background on that sure um and so this this is something that's been being worked on in the background for i don't know a couple of months now and it really is something that would align our processes of welcoming public comments at board meetings with other public entities other school districts in the areas also municipalities and so what we've been doing is a little bit uncommon meaning um allow people to talk on anything at any meeting for as long as public comments go right we've always had the three-minute limit the 30-minute limit has been in policy here on prior to even my joining so it goes back at least seven years uh the board has not enforced it right so

073that's not a change um the change here is really to ask um members of the public to really focus their comments on items that are before the board at that meeting and what that does is that then it allows for the board to really hear public comments about okay what are we considering today and are there opinions about that out in the public and so we welcome those so that we create the space for those and it also just allows for more efficient operations so it's really about focus and efficiency for example of the city west allis does precisely this right so that um if you want to make public comments there you are limited to commenting on something that the council is actually considering uh milwaukee public schools does this they they actually take

074public comment at committee meetings so they have a much more formalized committee structure and so but there too you can only speak to things that are actually on the committee agenda and they also have the three-minute limit greenfield public schools for example um limits two items on the agenda a maximum of 15 minutes um and they also have the provision that it can be extended but the board has to vote on it so so it's not a new idea um it's simply i think aligning our efforts to facilitate public comments with you know what seems to be a reasonable practice in surrounding school districts and municipalities and then to at the same time assuming the board approves the first reading we bring it back again to the full board for the second reading so if

075there's any feedback or adjustments we make those within the 30 days when it is held in committee of the whole then we bring it back for full board consideration at that time we'd be recommending that the board starts to implement the 30 minute limit then we'll get a little advice from claire danvleet if we need then a standing kind of possible action item that would allow the board so we notice it at every meeting allowing the board to extend public comments beyond 30 minutes so then you have the opportunity to make a motion and vote on that and keep public comments going if you wanted to so no i don't know if you want to add more there from the uh i mean i think it covered most of it i really think it's just

076the focus the public comments that we're getting so that when we're listening to them they cannot be applied directly to something that we're going to be deciding that evening and to make it more efficient i mean the 30-minute process has been there we just haven't been using it um the it would this would basically allow us to vote to continue it if we had more people who wanted to comment beyond the 30 minutes and uh but it would be for only an additional 30 minutes more so looking at a maximum of one hour total if the board was an agreement to do that for for public comments but other than that it's just uh really trying to get in line with what other entities around us are doing and to hopefully streamline the process that

077we're working on as far as getting the public comments which the public comments as as you all know but just for the public knows this is not a requirement it's something that we want to hear from the public about things that we're going to be deciding on so that we can you know take that feedback into account when we're making those sorts of decisions but it's something that um you know is not in any way shape or form meant to try and uh you know limit people being able to come to talk to us and the other thing to note is that people and they do right now but they can email us at any time to the entire board with any comments or questions or concerns that they might have and that would still

078obviously still be in place this is really only focusing the physical public comments they listen to at regular board meetings but i want to open up for questions and comments for the rest of the board kristin um full disclosure i did mention at the last meeting that i was kind of wondering if we should go in this direction i will say that i am okay with the 30 minutes situation because we would think to vote the extent but my first meeting i spoke on a subject that was not on the agenda it would make me a hypocrite because sometimes things need to be said by the public that we may not be akin to we may not be aware of what's going on um it doesn't always end up as an agenda item because it

079might be something that someone's been holding in and needs to come to talk to us about and yes there are numerous avenues for people to reach out to us but i think we can encourage people to speak to the agenda but i do think in the best interest where i am to not move forward on that item but begin to enforce the 30 minute and then vote for an additional time and that's just how i feel there was another thing that we didn't mention this is this also is limiting uh speakers for people who are related to the district that's another that's another change this policy is doing so before it was open we didn't have a limit you know it could be anybody this would limit it to only district residents people who have

080students staff parents who are in the district for the most part with some minor exceptions for things that may be related to people who don't currently live in the district um or you know maybe related to open enrollment seats for instance something like that that might be something that would pertain to us directly so that is another change to the current policy um i'm going to reiterate what kristin says um i am actually in agreement with the 30 minutes i'm not in agreement with not i just think that we have very limited agendas sometimes and there's a lot of things that we take we we discuss in committee or that is going i just i don't feel like we can take the voice away from our residents and from our constituents um you know if

081we want to look at maybe you can only talk on a certain topic maybe once a month fine but i just feel like we you know like like kristen said there might be things that we don't know about or maybe someone just wants to address something that is never going to come to agenda um and that there is possibilities that could happen so at this point um i'm not feeling i don't i just don't think that we can we need to shut down the voices of some i mean i know we're not shutting them down but i just feel like it's part of our obligation is to listen to the people in our community and um yeah so i'm not gonna i'm that's where i'm at i when i read this there's no way i

082could support this i don't think you can invite people to get their ideas but tell them but it can only be the ones that are listed here i think as a constituent they should have a right to walk up to that podium and talk about anything that they want to that pertains to the education in west allis milwaukee 30 minutes i knew about the 30 minute total that i can go either way on but having to do only off the agenda no possible way could i support that okay anyone else jane okay um so it sounds like we're all in agreement to that i did write some things that um i thought um might help um so i'm afraid that this sends the wrong message to our community we uh we're not living our strategic

083plan to include and hear all families if we do this and so then i was thinking well you know what about a specific you know let's just take a specific topic so what if a high school parent wanted to speak about black scheduling because he or she knows it's something that we're looking into and they couldn't come to the meeting that night again i think that anybody that is getting up and speaking publicly is a hard thing to do and to take your time and to come before us to let us know how they're feeling i think that that's important to give them that opportunity even if it isn't on the agenda that day they might have some really good points sometimes when parents come in and they talk about things that aren't are on

084the agenda or aren't on the agenda it helps us with misconceptions it helps us understand what the public is perceiving and how they're feeling and it gives us that pulse rate and i think that we would be missing out on that if you could only talk about the things on the agenda i think that we would be moving from partnering to to dictating what we what they can say or speak about and i don't agree with that i was just going to say i'm in agreement um at the 30-minute thing i think we should probably start enforcing that and then voting after the 30 minutes because it can get our meetings to go very long but as for the topic thing i actually absolutely agree with it before i was on the board and i

085spoke i never once spoke about anything that was on the agenda i talked about things that were happening within our schools or issues or concerns i had um so again like kristin said i would be a hypocrite if i voted say yeah let's limit the topic now because that's not what i did so okay i just forgot to mention my last statement yeah you would mention yeah they can give us a phone call or they can uh email us but if they wanted to get out to the community and get it into the minutes in the record it might not be something that's on our agenda and i think they have a right to do that right anyone else yeah i think when i first saw this i actually liked the idea because it's it

086it's a way that we can get feedback directly for what we're speaking on and i think that sometimes with the comments that we have they take so many different forms that we don't necessarily hear the things that we need to hear about the topics that we're discussing or that are important for that night but at the same time looking at it and looking at our our equity viewpoints i mean we have people in the community that they may be working and they can't get to the meeting and so if they can't get to the meeting they can't share their thoughts and i don't know that we would be living up to our our own equity standards if we uh put this in because those people would be left behind when they want to get something

087out and it's kind of the same they can email it but you know it can be much more powerful uh if there's something that they uh are passionate about putting it in public and in person so um i'm i guess i'm not i'm not for the uh limiting uh what topics they can they can address yeah kristen so as a committee could we move forward with removing that piece of it but then talking about you know people from the community for those who can speak and we're starting to reinforc to enforce the 30-minute or just something we need to sit on for 30 days and then we can get modified um right so you so john i think the option here is to you know approve the first reading with some of these modifications so

088we take out some of the new language so we want to get a little specific on that to make sure we're doing pulling the right things out i think you're talking about f and h on at this point the 30 minutes is already in the current policy so that's not a change it's just an understanding that you know as we work through this that there's a point at which we'll start to reinforce or enforce that and and you know with all of these things policy is right these are the board's policies so these are things that you want to decide together that you want to live by it doesn't matter to me or the administration what it is it's really important the way you want to facilitate your work as a board and so on

089either ways entirely fine with you know the way we do our part of the work so so i think what i'm hearing is letter b would stay with the proposed language right so we clarify kind of who's welcome to speak and it still is pretty wide open um and you know we worked through this again with claire and she even said you know in general you should add just taxpayers because it's possible you have business owners that are paying taxes here that don't live here right and we don't want them to preclude them from speaking ever um but it really comes down to i think letters f and h that you know a motion to strike those on and approve the first reading i think probably gets us there yeah so h this is we

090didn't discuss this one but this one is stating that someone couldn't speak more than once on any given topic so that's that's different than not on an agenda item but it's i i like that because if you have that in there that leads to debate and our public comments is not a debate right so that um can you explain that to me yeah so there's one meeting or ever so there's there's two things there so one is saying you can't speak more than once per meeting which is our which is under our current policy but there's a separate section that would say so someone talked about topic a at one meeting and then came back to the next beginning we want to talk about topic a again then from that same person it wouldn't be

091allowed if it was the same thing no i again you know this is our constituents have a right to come back as often as they like and say what how they're feeling um whether it be controversial or not um a lot of times people come with things that are not as controversial and they want to follow through or follow up on things and they need that opportunity the other thing too is you know when you're when you're going into limiting time you know there's a lot of people speaking on something if the same people are coming every single meeting you know then that takes time away from other people maybe only we're able to come to one so that's the other other aspect of that thing is trying to well do i then say well

092you spoke first last time so now you speak last to make sure everyone else who spoke you know didn't get a chance to speak you know so that's the sort of thing we have to try to manage would it be beneficial to put when they just put their name and address but also perhaps a topic so if it is a rep repeat person that you look at the topic that they're putting on there yeah they do have assuming assuming that they do it yeah and they do have a topic and everyone who spoke tonight did fill out a topic we could just request that and i guess if they don't fill it out we could you know see them to the end or something yeah you know because obviously yeah i can call them whatever

093order that you know i want to as far as that goes but the point is if we do have a timeline we don't want people to get pushed out because we have someone you know the same six people coming every single meeting and speaking and then that time limit's eating up and now we have you know a busy agenda we don't vote to you know so and what you're saying is if they happen to show up first their names on the list first so they would go i i i i get that a little bit can i ask just a clarifying question about the times so i'm picturing we do 30 minutes and then it said something in there that that we could vote to go an extra 30. so just let's just play that

094out how would we ever not vote to go the extra 30. i mean that feels to me if somebody's up there waiting and and they are waiting for us to say how would we make that decision sometimes yes sometimes no no we're not in the mood tonight i mean you know what i mean like i feel like we we can't just decide in the moment are we going to go an extra 30 tonight because we we would we would have to base that on what well it's important to be the majority of the board just like anything else right so it'd be like i'd be like it's 30 minutes is up you know i would i would need a motion and a second right to vote to extend it and then we'd have to have

095a motion and second and then would be a majority based on that and that could be based on a number of things you know how long the agenda is that night if we have other people waiting you know to to speak after this after the public comment section you know it could depend on a lot of different things about what what we want to i'm just worried that you know like if we would do that noah like people you know you know if somebody came to talk and they didn't get an opportunity and then we voted no we're not going to continue the extra 30 minutes in this particular meeting now they've come all the way out here they didn't get to speak and you know i could i could totally see them feeling you

096know wow last week you let everybody last week you voted to extend the time i feel like that's really convoluted so i don't feel comfortable with having that option um we could just limit the 30 minutes and that's it you know i really to extend it then how do you really decide how when you extend it it's up to each person i mean it depends on the topic i mean i know at the last meeting we heard from numerous families i wrote down the name of every single person who spoke and what they were what they spoke about and there's a lot of the same or you know whatever but you have to give people a chance i mean i went to a common council meeting where they had to vote on extending the comments

097and i'm very grateful they did because those of us who were there for a certain reason were able to get our voices heard and it's a process and i mean the same goes in congress people have to request additional time for discussion and such and i guess that's what i'm saying i guess what i'm seeing is that um we're we're always going to give them the additional time they deserve it so we're not really saying 30 minutes we're saying an hour when you do that because i don't know how you could possibly vote to cut it off when people need to be heard but what if it's a topic that has nothing to do with what we're doing and people are just trying to you know filibuster it can it's been done so i'm just

098saying that's what we say as a whole which is where we get our vote we can say i don't agree with considering continuing this conversation because it's just not relevant okay but if it is those hard things we're talking about masking or you know god forbid to go back to corner anything like that sure then you know those are reasonable things but if people want to come 20 people want to show up and talk about dinosaurs for an hour we can say that's just not what we're doing and so i think it's completely relevant to give that our portion you know okay hope that makes sense kristen to me that does that makes sense so we would we would use our best judgment if it was in the you know and and again this this

099is not a change from our current policy this is what our current policy is but adding the additional 30 minutes by vote is or no no before before it was always never really yeah we just we were not adhering to our own policy really what it came down to got it and so um this is just saying that because we're looking at other changes to the policy when those changes would go into effect we'd say okay now we're doing the 30 minutes we'd have a timer you know it's all formal so there's there's a there's a delineated time point where we're starting to do it and it's you know it's very open like this is something that everyone will know about it's coming because this has to sit for 30 days in our committee as

100a whole before it comes back to us for that second reading and at that date the approval would happen and then moving forward from there and we'd say okay these are the rules that we're adhering by okay kristen if people are okay i would like to strike f and h from the policy from the from the bylaw okay so looking at removing f and h so we just shift i up to right ing up to f and g all right so beyond that we're okay with the language f and h our own right correct thank you shifting up the other two items that are still left there to give us a new f and a new g i'm comfortable with that do i need a second if i move to do that unless there's other

101discussion nope we can't it's no public comments is over there's no more comments you may submit anything you want to say to us via email or you can come to the next board meeting when you have people here and is there any further discussion all those in favor the other thing to remember in a second reading we don't quite have the language the way the board likes it you can still tweak it at the second reading too yeah so there could be further there's there's further things that we might need to adjust as far as the language goes that may come up and then that would be noted in that second reading if there's no changes that'll be noted at that time that it's as we passed it in the first reading okay so that

102carried unanimously i care unanimously i don't know if ryan is on here nope i don't see him yes carrie obviously that's correct everyone voted yesterday yeah yeah all right so that is all that we have on the agenda tonight so i look for a motion to adjourn move to adjourn one second moving seconded any last minute questions or comments that we just have to get done if not all those in favor aye opposed that carries we are adjourned
