It is my pleasure to welcome everyone to this business meeting of the Dane City School District this August 18th, 2020. Madam Treasurer, may we have the roll call? President Alhamdani? Present. Dr. Harris? Present. Dr. Pickett? Present. Mrs. Reiner? Present. Mr. Sampson? Present. Mr. Smith? Present. Ms. Wigani? Present. 7 present. Let's stand for the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the Republic of America and to the Republic for which it stands, under God, one nation, under God, with liberty and justice for all. Dr. Mack, is she on here? I am indeed. Dr. Lawley, did you want to say anything before I start? We just wanted to share with you some of the resources that we're creating for parents. This is an under construction website for

parents and our virtual learning opportunities. So I wanted Chief Mack to show you what's being rolled out. Please remember it's under construction. So there are still some blank spots in it, but she's just going to share what they've been working on in the curriculum department. Hopefully everyone can see my screen. What you are about to see is, well, let me back up. One of the things that we, in the rush of COVID during the spring, was the communication and parents having access, parents having a place to go to get answers to questions, a place where all resources can be stored. So we started brainstorming, my team and I, and then over the weekend, we decided to come up with the tool. Today, it has, you can see a parent can go to our website and

where it says virtual learning is where they will click. So if I click there, what you will see again is under construction. is all of these links that a parent can have access to, a teacher can have access to. So this first line, you'll see tech support. And we're still, as again, we're still working on it. So if a parent calls, how do I hook up my Chromebook? How do I hook up my hotspot? How do I make sure that the internet is hooked to my Chromebook? And we'll have several other pieces that will be at this point on this site. When we get to virtual learning for parents, here is the most critical piece is that we will start videotaping tomorrow and Thursday, parent videos, and you can see getting started. There will be

videos in regards to how to hook up my Chromebook, what's in a ready pack, IT support, supporting your child doing virtual learning. Then in Ready to Learn, they'll know more about the structure of the day, student expectations, how will absences be handled, where are my grades, how can I determine those grades, earning credit, and then can I see the day-to-day updates on grades. And then we'll have what are the resources, the online textbooks, locating those materials. Google Classroom, what does that look like? So these are all the videos we will have for parents with two to three minutes. They will be translated so that parents will have access. We even have on YouTube where you can go in and transfer the captions to whatever language you want to have. So we've gone through and done

that research. The other piece is, as you scroll down, will be the links to learning. When we have teachers doing the videos, a parent says, well, I've got a first grader. They can click the first grade link, see all the videos, see some of the lessons, some of the resources that are there. And this goes through 12. Although we're not preschool, they find videos on how do I read to my child? What are some things I can do at home with my kid so that they can know that learning is still taking place? The other piece that you see is a building directory. What we've done here is indicated every building. And if I click here, it's not active yet. It will be all of the emails of the teachers that my child has. So

if I have Ms. Smith, she's at Bellhaven. I can click that link, get her email to email her or him to indicate I need some support. I need some help. We have the IEP. So if a parent want to know more about who do I contact? The lunch schedule, how are lunches being done? What is the purpose of a ticket? How does the ticket work when I go to lunch? And then we have grading and testing and student expectation. So this is a... Rough Draft that started easy access. A parent can either click the words or the icon itself. So just wanted to give you an update of what we're trying to do to ensure that communication is there, that there is a one-stop shop to locate everything, and that we have the tools for

our teachers and our parents to be successful this round of school closure. Thank you, Dr. Munger. That's great work. Really amazing work that you guys are putting together in such a short period of time. We really appreciate it. Board members, any questions? Mr. Smith and Dr. Harris. Yes. Thank you, Dr. Mack, for putting this together. I really appreciate this. And, you know, as a parent, I definitely appreciate seeing some of these things. One question I have is what resources will be available for our parents that have students with special needs? We are working on that piece. So then you would have as a parent with special needs, what are the resources that I can use to support my students? Whether the online books, the teachers, they will be meeting with us on when we do

our planning. So then what are the resources that we have in our Google Classroom that students will have access to? You'll learn how to get on Google Classroom so that you too can support your student in the learning. Should any of those things fall through the cracks, that's where the building director is. Our director will be there so that we can also provide supports to the student, to you as a parent, and then go back to the teacher to provide the wherewithal to say, these are our gaps and we need to fill these in. Thank you. I'm sorry, Brother President. I just want to compliment Ms. Mack and her team. I think this is great work, and I think it's going to help our parents and young people. So it's quite impressive, and I appreciate

the fact that we're trying to communicate and keep problems at a minimum. So thank you so much for this great work and this tool. Dr. Pickett. Thank you, Mr. President. I think you know what I'm going to ask. Go ahead. In languages, right? Yes, exactly. How do we translate? Is this going to be able to be translated through Google Translate? Because, I mean, we need everybody to understand what this wonderful presentation has. The videos, we will have the captions. For example, the parent videos, we will have the captions and we will get those translated based on the PowerPoint and the captions that are on the video. So we're working through those tomorrow and ensuring that will happen. And as far as making sure that parents have access to what is lunch looking like? What is,

you know, how do I access the... hooking up my computer or I didn't know to call about a hot spot. I'm meeting with the EL teacher, TESOL teachers as one of their professional learning and time will be spent contacting every parent to ensure they understand what's getting ready to happen these nine weeks and to make sure we have a one-on-one contact with each one so that they'll know what the expectations are. and if we need something translated we'll have the resources there for the parents as well. We already are working with tech and we already have the directions in the five top languages already. We also are working through making sure that everything that we do we have access to ensuring that our parents understand what we're doing and that's the purpose of a phone

call. because if a parent did not know to sign up for lunch or if a parent did not know that I needed to sign up for a hotspot, this is where I go and that teacher will make that request for those parents. Thank you. Thank you, Dr. Mack. Mr. Smith? Yes. Is there a way where we could utilize our social media team to put together some short videos to kind of highlight the directions or some of the key things that parents can see, which I think could really help out for those that may not be as tech savvy in the community. And then as well, when we go on, there's websites where when you go on, a box might pop up or highlight and say, start here. or ways that we can really direct our

community that may not be tech savvy to get through and go to navigate. Is there anything we can do on that end to try to do as much as we can to help people walk through this process? One of the things that we're putting in the Ready Packs, the IT team is taking pictures of step-by-step process. So it's like a picture book. So therefore, I hear it, but I don't understand it. I read it, but I can't read it. But a picture will indicate the steps to put in place. So we're working with IT to say, one, open it up. Two, this is your password. So that there's pictures of what to do versus us putting a lot of words together. And we'll have those translated as well. But that's for anybody, because I may

not be tech savvy in a Chromebook. but I can look at a picture and plug in based on what I see. Thank you. I really appreciate that. I think that would be a big help. Vice President. Thank you, Mr. President. I have two questions. I assume that this website will be mobile friendly? Yes, it is mobile mobile and tablet. Yes. Good. Thank you. My 2nd question is, is there a focus group of parents that we can just pass this by in case there's something that it looks very thorough. And I can't imagine that we missed anything, but can we, is there a group of parents that we could have them take a look at it just in case there is anything that we're missing so we can make sure that we address all of their

concerns. Yes, Dr. Lawley and I will work on getting a focus group to review. Thank you. Thank you, Mr. President. All right. Thank you, guys. Any other questions? I'd like to make a recommendation if we can. And this has nothing to do with curriculum. I really appreciate everything that you guys are done. But is there any way possible for us to start sharing some health data from the community on this website with the rest of our community? And maybe I'm thinking maybe of a thermometer, right? as to where the community is when it comes to COVID-19. You know, whether we're red, yellow, green. And the reason I'm saying this is because there's a lot of confusion in our community as to why we went all virtual, why we shut down sports and extracurricular activities. I

think a lot of that is because nobody's really done a great job of communicating with our district's population, our city's population, and our county's population. that we are not doing great as a community when it comes to COVID-19. That we have a high number of cases, especially in certain pockets. And I think if we can be part of that communication strategy just to kind of address those things with folks. And if we can also in the future, maybe even put goals out as a community, as a district. If we hit this goals, then maybe we can open extra curricular activities. And if we hit this number, we can open up schools. I think we need to start communicating that regularly with our folks, with our parents, with our students, and with the larger community because

we don't control what's happening out there. We really don't. We are responding to a pandemic and we're responding to seeing things increase in a way that we don't want to see them. So I think the more we communicate with folks our expectations, And maybe we can start holding the community and our district population, our parents and our students more accountable because right now it feels like it's very abstract for folks. It's very abstract for us and it continues to be very abstract because there's just a lack of leadership in our country right now. So the more we can guide these folks, the more we can push it, the better it would be. So that would be my recommendation and my request. If there's nothing else, I appreciate Dr. Mack and Dr. Lawley. This is amazing

work. You guys have done an amazing job and we really appreciate it. Next, I think we have another presentation. Who's on the hot seat now? It looks like Dr. Dickstein is on the hot seat for a presentation on Ludlow II. Thank you. Good evening, everyone. I think Charisse is going to pull up the presentation. I apologize in advance. I was going to have Rick Rayford, the executive director of operations with us. He was feeling ill today and didn't come into work. So it's just me. That's, you know what, that's a great example. If you're feeling ill, stay at home. That's great. All right. Just a brief historical perspective. In June of 2018, you can go to the next slide. In an effort to reduce energy costs as well as future capital improvement costs, there was

a decision made to reduce our footprint and to move everyone from Ludlow 1 to Ludlow 2. And you can see that that's going to be a reduction in our footprint by about 75,000 square feet. So we're basically moving into a building that is half our current size. Throughout the process, we have experienced obviously some challenges. And so I wanted to touch on those a little bit. I wanted to share with you where our current status is and our final steps and what we kind of can look forward to. You can go to the next slide. So some of the challenges for those who are maybe a little less familiar with the building process. I think it's generally agreed upon by almost everybody who's been associated with this project that Our biggest overall concern was that

there were some design flaws. And so right out of the gate, that put us behind the eight ball, not knowing some of those design flaws until later on in the project. As a result, we had 11 bulletins, which are basically formal ways to request that there's a change in the construction project in some way, shape, or form. And for every bulletin, that is done, there is what's called a request for information, which is the specifics of what that change is going to be in writing because no one really wants to do any kind of changes without it being in writing and everybody agreeing to it from a liability perspective. I should mention that I've checked around with a couple of different contractors, talked with Bill Brey, who is our primary contractor, and a building of

this size and the project of this magnitude probably should have had somewhere between on average two to four, two to four bulletins. And so we had 11. And then 145 requests for information or RFIs, every time you have an RFI usually involves some type of a change. That change causes delays, causes drawing revisions. Those drawing revisions kick into place a review process. And it could be multiple reviews by outside agencies, including the city of Dayton, which all causes delays. and typically increases costs. And that is exactly what has happened in this project. We are now at a point looking forward, which is kind of good that the coordination of various inspections has started, but they are sequential in nature. And so you can't do certain things until, you know, your first inspection is done, you

get that done, then you can move to your second one and those kinds of things. And so that has impacted our our progress moving forward but it was to be expected in kind of a normal in a normal time frame that wouldn't be really a big deal the second biggest thing obviously that everybody knows about is covet covet 19 has greatly impacted the project from probably late february early march um till i'm going to say somewhere in june july we had people who we needed in various contracting roles who were out sick, who got COVID, people who for health reasons couldn't leave the house and some of the information couldn't get to them in terms of design. There were people who took vacation and those vacations resulted in delays in getting drawings approved and kind

of the list goes on and on and on. And so, in a nutshell, those are the major obstacles that we've kind of run up against. You can go to the next slide. The good news is, is that in terms of our current status, as you can see, we are about 90% complete. And those are a list of the remaining items that we have to kind of buckle down and get done. The biggest item left probably is the parking lot behind Spaghetti Warehouse to finish that in terms of resurfacing it, putting up a gate that will allow only our employees to park there and those kinds of things. And so we hope to start work on that. probably you'll see something next board meeting to pass to get that started but the good news is again

that we anticipate and can't see any obstacles to getting our final building inspection and our occupancy permit somewhere between august 31st and september 11th those two weeks if everything moves according to plan go to the next So finally, what that will leave us with is, and we're starting the process of scheduling tours of the new space for our occupants and certainly be happy once we get our occupancy permit to schedule a tour for the board. We are already working with IT to make sure that we have an infrastructure installation process set up so that before people move over, they have all of the requisite resources they need in terms of telephones and internet and all those kinds of things. Then there will be the schedule of which departments will move on what dates over what

period of time, what they can take with them, what they won't be able to take with them because again, we are cutting our floor plan in half. And then lastly is to take a look and create a long-term plan for what are we gonna do with level one? Are we going to keep it and repurpose it? Are we going to potentially lease it or sell it? And that's part of the future discussions I think that we'll have as a district. So that in a nutshell is kind of an update of where we're at. Thank you, Dr. Dickstein. I see Dr. Harris has a question. And I'm sorry, it's okay. Dr. Dr. Thank you for this presentation. Do you anticipate any more costs involved in the project? I mean, I know that's a good question. That's

a great question. Great question. Other than the parking lot that we knew about and we had already planned with a different fund, no, I do not. Any rest of the work in terms of punch lists and those kinds of things, we will do in-house and be able to manage all of that ourselves. All right. Board Member Wick-Gagné? Thank you, President. I'm fine. I was going to ask exactly what our good friend Dr. Harris says. So I'm excited about the move. I think it's going to be great for the community. I think it's going to bring us closer together. Our organizations working more effectively together. I'm anxious to see how the community room on the first floor and how our community will have an easier tool to access. So I'm very excited about the project. kudos

it feels like it's been a minute it's been a while yeah dr. 16 now with COVID 19 you know the plan was for cubicles and open space in this building how will we address the you know potential of spacing out employees and staff how will you kind of make sure that We stay on top of keeping it disinfected and whatever it is we need to do to make sure that folks are staying six feet apart and wearing masks and all that. Sure. So a couple of thoughts on that question. First, since no one is really pushing us out of Ludlow 1 into Ludlow 2, it may make some sense to have some discussions about strategically moving people over, you know, in phases so that we don't have people working on top of each other. um

you know this would be different if we were selling a house and moving into another house right so you know i think the biggest thing is geez the building's going to be done it's going to be ready then it's just really up to us to make you know the best decisions about the timing of getting people moved over there and what makes the most sense based on covid for the departments that or folks that have internal office space, maybe they wanna move over first or we only move over certain numbers of people. Those are all discussions that we need to have. And in terms of the sanitation or sanitization and disinfecting, I'm not concerned about that in the sense that we will implement all the things that we're doing in our schools and other buildings

to make sure that everybody's safe. Any other questions, board members? Mr. Smith? Okay. With that conversation around possibly utilizing the current building while we're going through this pandemic, how does that relate to the conversation about what to do with that building? Is there any conversations around possibly leasing some of it while we use some things? Just really wondering how we're looking at that. And that's probably something we can talk about further down the road. I really think that there are some definitely interesting things that we could definitely do with such a large space that can help out the district. Sure. I'll defer to Dr. Lally since probably some of those conversations might have taken place before I got here. And I can tell you that, Mr. Smith, that one thing we ought to consider is

that we still have a very large debt to the Ludlow One building. It was purchased for an obscene amount of money by a couple of boards ago. And if those board members are watching me, they're probably upset with me saying it was an obscene amount of money. But it was an obscene amount of money for that board to spend on this building. We are way underwater. when it comes to paying off this building. So it is something that we would have to consider as we go in the future. That's a conversation I think the board needs to have with our financial folks as well, Mr. Payne and the treasurer. We've had discussions in the past about how to go about resolving this issue with this building. But in the long run, I think we're gonna

have to figure out a way to pay it off and figure either selling it or leasing it. I think that's probably what makes the best sense. We'll have those discussions in the future. Anything else for Dr. Sixteen while we have him? All right. No other questions. You're off the hook, Dr. Sixteen. They took it easy on you today. Thank you. All right. Do we have any, we have the hearings of the public and bargaining units. Do we have anything from the bargaining units? No, we do not. Do not? All right. I know we have three public comments. Madam Vice President, do you have those ready for us to read into the record? I do, Mr. President. The first one is from Steve Bennett. Hello, I'm a Dayton resident and taxpayer and have... close family who

work for the district. As child care becomes harder, it's important that the district communicates with staff and students when start and end times for the school day will be available so we can secure child care and generally plan our lives accordingly. Delaying communicating this important information can and already is negatively affecting our lives and our livelihoods. Best regards, Steve Bennett. Thank you. I think we'll have that answer posted on Facebook pretty soon. Appreciate it. Mr. President. Yes. It is posted. It is? Has it already been posted? Then I think we've already answered your question, Mr. Bennett. Is it accessible on Facebook? School starts at 830 and ends at 345. It's posted on our website and on social media. And actually, there's a scheduled call for me tomorrow to go out, but it is out there.

Thank you. Well, that's great. One down. All right, the next letter is from Elena Hall. So I have heard multiple rumors about what is exactly happening with our DPS child. First, I would like to add that I chose the school over a charter school because of the arts and music programs they have continued to excel in over other schools. Since I myself was a DPS student, I myself found my sense of person and safety from this big bad world sitting in my art class learning about everything that is beautiful in this world. In a time as scary as this, I want my child to have the same safe place to escape into the blissfully beauty of the arts. I hope that with all that is happening, you are still focused on my child's mental health

as well as his education. Thank you for your advocacy, Ms. Hall. We appreciate it. And the final letter is from Bonnie Bristelli. All the rumor mill is running amok and I am hoping for clarification and or an assuaging of fear and concerns. I'm hearing that the school board is considering a riff of teachers less than a week prior to school starting. Further, the rumor mill is indicating that the arts, art, music, et cetera, will be eliminated for the school year. I truly hope this is in no way valid. The arts and music are vital to education as you and any sane person knows. To rid the school this vital part of a child's education, especially during a pandemic that is adversely affecting the mental health of children and adults alike is unconscionable. Regards, a concerned

citizen. Thank you, concerned citizen, for your advocacy. Please stop listening to the rumor mill. That's all I can say. Thank you. That concludes our letters, Mr. President. I appreciate it. There are no further comments. I appreciate the comments from the public. Let us go to the consent agenda. All right, do you have a recommendation for us? Out of support, Dr. Lally? I'd like to recommend the approval of the following consent agenda. So moved. Is there a second? Second. Seconded by Dr. Harris. Board members, any questions on the consent agenda? Mr. Samps? Thank you, Mr. President. I just need to point a clarification. Under superintendent's recommendation, the then and now is there. Should that be under superintendent's recommendation or under treasurer? Really, it should be under the treasurer. It should be moved. Thank you. Any other

questions? Excuse me. Since this is under consent agenda. Yeah. Yeah. Okay. Okay. Sorry. There's no problem. It can be moved. I mean, we can vote on it. It just needs to be for clarification. It should be under your recommendations. So if we can get that cleared up, that'd be great. There are no further questions. There's a motion on the floor. I'll take a vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Mrs. Reiner? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Mrs. Wiegand? Yes. Seven yeses. All right. Motion passes. Superintendent, your recommendations. Next is a resolution challenging the EdChoice voucher system. So moved. Is there a second? Second. All right. Second and third. You guys are excited about this one. Yeah. All right, so move the 2nd and 3rd of any questions on this candidate. I will say, Karen had the biggest smile when she did it. So I'm going to give it to her. I'm a little slide though. Ladies. Thank you. Dr Harris. I appreciate it. Thank you. All right. That's that's that's who was 3rd by Dr Harris then. All right. That's the 3rd. Any questions on this motion. All right, let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. There you go.

I'd like to recommend the approval of the organizational chart for 2020-2021. So moved. Is there a second? Second. Second by Mr. Sampson. Questions on the organizational chart? Hearing none, let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Ms. Reinhart? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Ms. Wiegandne? Yes. Seven yeses. All right. Next recommendation. I'd like to recommend the approval of the Student Code of Conduct for 2020-2021. So moved. Is there a second? Second. All right. I've got to give it to Dr. Harris this time. He got mad at me last time. Sorry. Sorry, Vice President. All right, move to second.

Any questions on the student code of conduct? And now let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Mrs. Reiner? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Ms. Weigany? Hearing none, let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Ms. Reinhart? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Ms. Wieckany? Yes. Seven yeses. Next recommendation. My last item for this evening is memorandum of understanding with Franklin University for students to work within our classrooms. All right. So moved.

Is there a second? Second. I'm going to give that one to the Vice President. Sorry, Karen, you guys can't go against each other here. It's been moved and seconded. Any questions? Now, let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Mrs. Raynor? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Ms. Wiegand? Yes. Seven yeses. All right. Motion passes. Does that conclude your recommendation, Superintendent? It concludes all of my recommendations for this evening. Thank you. Thank you. Madam Treasurer, your turn for your recommendations. Okay. I have... A recommendation for official certificate of estimated resources. It is according to section 5705 36 of the Ohio Revised Court. A treasurer has determined the amount of available resources to be appropriated for fiscal year 2021. So. Oh, you want to vote? You don't want to go? We

can discuss it after the motion. So we always do the motion and then we'll have the discussion. Okay. Okay. All right. Moved. Is there a second? Second. Moved and seconded. Madam Treasurer, can you go over the certificate of estimated resources for us, please? Sure. Okay. We started for our general fund. At July 1st, 2020, we have a cash balance of 91.6 million. We are estimating to receive property from property taxes, 69.8 million. From other sources, which is mainly foundation from the state, 196.7 million. and the total estimated revenue is going to be 358.2 million. For the special revenue funds, we started with 8.1 million. We are estimating to receive from property taxes 679,547. from other sources, which is this one is mainly from federal funds plus a small amount of taxes. 63.8 million. So for

special revenue funds, we are estimating 72.6 million. For debt service fund, we're starting with 8 million. we are estimating 17.1 million. The total estimated revenue is going to be 25.1 million. For capital projects, we're starting with 12 million. From property taxes, we are estimating to receive 679,547. We borrowed money. 10 million and we have other sources of 400 000 so the total estimated revenue for capital projects is going to be 23.1 million enterprise funds we started with 17.5 million we are estimating to receive this one is from federal mostly is food service fund 9 million. The total is going to be 26.5 million. Internal service funds, 27.4 million. We are estimating 27.1 million. The total estimated is going to be 54.5 million. Trust and agency, we're starting with 2.6 million. And from other sources, 15.2

million. The total is going to be 17.8 million for those funds. So this total estimated revenue for our estimated resources to be sent to the county to be approved is 578.2 million. Thank you, ma'am. Treasure appreciate you going over that with us or any questions and now let us vote. Okay. President, yes. Yes. Yes. Yes. Mr. Yes. Yes. Yes. Yes. Seven yeses. Thank you. Your next recommendation, Madam Treasurer. The next one is according. The next one is original appropriation for fiscal year 2021. This one is according to Section 570538 of the Ohio Revised Code requires the adoption and amendments of the annual appropriation of the district. All right. Is there a second? Why don't you all jump in? Second. All right. There you go. There's my second. It's been moved and seconded. Okay. Madam Treasurer,

is there anything you can discuss with us here and maybe go over the highlights of this report? Yes. Okay. On this one, our appropriation for general fund, which is our operating fund, $236.9 million. For special revenue funds, 67.9 million. For debt service funds, 18.5 million. For enterprise funds, 14.1 million. For internal service funds, 29.6 million. Trust and agency funds, 17 million. So the total appropriation for the district is 456.7 million. All right. Thank you. Any question board? And then let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Mrs. Reiner? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Ms. Wiegandie? Yes. Seven yeses. Thank you. Your next recommendation? My next recommendation is a repayment of temporary advances. So moved. Is there a second? Second. Moved and seconded. Madam Treasurer, this is where we pay

ourselves back for the advancements we made out of general fund, is that correct? Yes, we advanced it to the grant funds because our grant funds are on reimbursement sections. And now we got the money from the grants and we are repaying general fund. All right, thank you. Okay. So we are repaying general fund in the amount of 4M dollars. All right any questions board members. You're in a lot of vote president. Yes, that's it. Yes, that's a big kid. Yes, Mr. Yes, Mr. Yes, Mr. Smith. Yes, yes. Seven yeses. All right. Your next recommendation? My next recommendation is monthly financial report. Someone. Okay. Second? Second. Second. Second by I think Mr. Sampson and Vice President. Okay. All right. Okay. This financial report was reviewed last week by the Finance Committee, but I will summarize fast.

There is something on here that I find a little bit troubling, Madam Treasurer, which is the collection of our taxes is down by 13.1 from the Treasurer. I know I see the Treasurer is saying that it's because of... a 30-day extension, but I am worried a little bit that because of COVID-19 that we will see a continuation of folks unable to pay their taxes, which will reduce our revenue by a whole lot of money. Yeah, but we will know by the end of September or October, our collection. The settlement is going to be then. Okay. Yeah, but I feel like it is a delay. Okay. If you say so, Madam Treasurer. Go ahead and repeat this with us. Okay. The total, this is general fund, which is our operating account. What we collected this year

is 22.8 million in revenues compared to last year's 35.1 million. We just discussed it. The reason why is our collection from taxes is down, but I feel I will be in the positive side. Delay by one month maybe. Our expenditures. This year, for this year, we spent $20.3 million compared to last year, $19.8 million. I feel this one is due to the increase in our salaries and benefits. In encumbrances, last year, it was $28.5 million. This year is $40.7 million. So we will... be close pay attention into these encumbrances because our encumbrances looks much higher than last year. Yeah. At the bottom last year our cash unreserved undesignated cash balance was 101.2 million compared to this year at this time 69.2 million a reduction of $31.9 million. Do you have a question on that one?

I just hope we collect those taxes. That's really the only question I had. Any other questions from the board? All right, seeing none, let us vote on approving this. Okay, we'll go. Don't you want to go through it? The next question. Sure, you can go on if you want to. Okay, I'll jump to the last page. Page 7. Page 7 shows all district funds. As you can see at the bottom of this page, we started with $191.1 million. So far what we received is $38.4 million. What we spent is $28.1 million. We have encumbrances of $58.7 million. We have cash in the bank, 142.7 million. The last page is budget actual. This one is really early to determine, but our budget is 473.1 million. So far, what we spend is 28.1. 58, so far, what

we spend on that one is 18.3%. So, it is a little bit higher than normal, but we will watch it. It's to determine. Okay, do you have any questions? Vice president Thank you. Mr. President. I don't have a question, but I did want to point everybody's attention to page 7. This is something the superintendent and I talked a lot about is. No fund number 18, the principal's fund mentioned that there's a fairly large amount of money that we have put aside for principles to use at their discretion within certain guidelines every year. I would like to encourage our principles, especially this year to look at the money that they have that are allotted to each building and use that in really creative ways. That's all. Thank you, Mr. President. We've had this conversation, I think

every year we've been on this board and we've kind of requested the same from principals. I think they're just gun shy and this is one of those things that's just, you know, I think I will leave it to the superintendent to communicate with our principals to encourage them to. find ways to legally and creatively use that fund. Right. Maybe at the end of the year, we can have principals give presentations on what they use their funds on. That's not a bad idea. That's not a bad idea at all. All right. Thank you. Any other questions? Mr. Smith? Yes, Madam Treasurer. Could you give some insight as to why you say we have a higher percentage of our budget used so far this year than normal? I feel like due to the COVID, people encumbered, people

try to buy, to purchase mostly Chromebooks, you know, other things, you know. That's what I feel like the purchases are a lot this year. And for trend purposes, we tend to trend the beginning two months to be higher spending than usually the rest of the months going forward. So this is a trend you will see that will happen over time. Mr. Smith, you had another question? Yes. With the inability for us to use the face shields, is there any way that we could get some of those funds back or what can we do about that situation? Mr. President, may I speak? We have. Actually, Mr. Smith, I think that once we come back to school, we'll still use the face shields while students are stabilized at their desks so we can see their mouths and

see them talk. And then when they get up to move around, because they'll be social distanced at their desk, once they move around, they would put their mask on. I also believe that it's healthier for them to be able to breathe some fresh air instead of being behind a mask all day long. I would prefer that we keep the shields, let them be used when they're stationary, and when they move, we use masks. Thank you, Dr. Lally. All right. Any other questions? Hearing none, let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Mrs. Reinhart? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Ms. Wieckany? Yes. Seven yeses. All right, your next recommendation. My next recommendation is I recommend to adopt the resolution concerning the 2021 school year tuition rates out of district for

grades K-12, 3,210. and 84 cents out of state grade K-12, 11,653 and 95 cents. All right, so moved. Is there a second? Second. All right, moved and seconded. Any other questions? Seconded. Vice President seconded. Can I say something quickly, Mr. President? Sure. We mentioned this last week, but I just want to emphasize for those parents who are wondering, this is not tuition that we're charging. We changed our policy and there's no more tuition for attending schools this year. This is just something we have to do by law. Yep. Yep. All right. There are no other comments or questions. Let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Mrs. Reiner? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Mrs. Wegane? Yes. Seven yeses. All right. Resolution passes. You're next. The next one is I

recommend the approval of the purchase requisitions. So moved. Is there a second? Second. Seconded by Dr. Pickett and Ms. Karen Wegane. Any questions on the purchase requisitions? Let us vote. President. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. All right, thank you. Treasurer, any other recommendations? No, this concludes my recommendations. All right, thank you very much. We appreciate your recommendations. Now we're in new business. Dr. Lawley, we'll start with you tonight. Thank you. I just want to say that we're excited to have teachers start to... return next week. We look forward to two weeks of getting ready for virtual learning. Lots of work has gone on behind the scenes by principals, by different teachers, by staff all together, as well as curriculum team members,

as well as the OEC team members. So just excited to actually start to implement some of the things that we've been planning for the last several weeks. So excited about that. Thank you. Thank you, Dr. Lally. We appreciate that. Appreciate all the work you guys are doing. Vice President, I'm going to start with you. I know you have a first reading tonight for policy first. It's listed under you, just so you know. I just thought you might want to. Is it really? Yeah. Oh, there it is. Sorry. Yeah. I hadn't. Okay. My apologies. It wasn't showing up for a second. All right. I do have a first reading. It looks like I do not have the language for the first reading though. Cherise, can we get that? We have the policy itself. I'll come back

to you. I'll come back to you. Mr. Smith, I'll start with you. I think you have something for the board. Sorry, I had to get off of mute. Yes, first, we are still working with our parent, family, and community council the way we want to set this up. Board Member Reiner, our Vice President, has been great in this time of the work that we're doing. And we both recognize that in this time, we're definitely going to need the support from our parents. and the support from the district to help our parents in this time. So we're really excited about that and really excited about the movement going forward. We also, with the policy that our vice president has for our first reading, we will be changing the name of the Athletic Board of Control to

the Athletic Advisory Council. We're really excited about those things and the work of our new executive director of athletics. Dr. Lally and everyone who's been involved in getting this back together and providing some positive momentum as we move forward, talking about athletics as we realize that they play a vital part in our district. Then finally, I do have a reading of a resolution I'd like to introduce to the board. And let me pull that back up. And it is quite lengthy, so I just ask the board to bear with me as I read this out. Dayton Board of Education Racial Justice Resolution. Whereas the Board of Education of the Dayton City School District and Montgomery County, Ohio Board is a public school system within Montgomery County. And whereas there is a long history of racism,

discrimination and segregation within our country, beginning over 400 years ago, when enslaved human beings from African countries and African descent were brought to what would become the United States and followed by de facto exclusion. This history has negatively impacted health. educational and economic outcomes for many racial groups and specifically blacks. And whereas extensive peer reviewed research demonstrates that this history has had a lasting detrimental impact on the educational outcomes of black students and other students of color through curriculum, discipline and school climate. And whereas the district seeks to reduce the effects of structural systemic racism defined as a system in which the public policies, institutional practices, cultural representations, and other norms work in various ways, often reinforcing ways to perpetuate racial group inequity. It identifies dimensions of our history and culture that have allowed privileges

associated with whiteness and disadvantages associated with color. to endure and adapt over time. Structural racism is not something that a few people or institutions choose to practice. Instead, it has been a feature of the social, economic, and political systems in which we all exist. And Whereas the board acknowledges that our students are a diverse body of which 64% are black, 24% are white, 0.6% are Hispanic, 0.5% are two or more races. And whereas the board's composition has transitioned to a board that is more diverse and more reflective of the community in which we serve. And whereas racism has been determined to be a social determinant of inequities through its direct physiological impact on individual and population health and through its impact on educational, socioeconomic, and other social structures, which can lead to negative long-term health

and wellness outcomes. And whereas while the board has existing policies and programs to promote racial equity, black students lag behind white students on measures of academic achievement. And whereas the board desires to further implement vigorous actions and share stronger statements, recognizing all students who are entrusted in our care. And whereas the board desires to continue to live out its mandate and responsibility as outlined in policy BBA, evaluate the effectiveness with which the district is achieving the educational purposes of the board, adopt policies for its governance and the governance of its employees and the students of the district. Now, therefore, be it resolved by the Board of Education of the Dayton City School District that Section 1, the Board hereby declares that racism is a public health and educational crisis that negatively impacts our students, our

families, our community, and our staff. The Board hereby declares its commitment to establishing, supporting, and sustaining a culture of anti-racism district-wide. Section 2. The board directs its legal, contracts, board policy committee, and parent, family, and community committee in collaboration with students and families from historically marginalized populations to develop a racial equity policy to guide our district's equity work in an effort to reduce the effects of racism on our Black, Muslim, Hispanic, and other marginalized students, family, staff, and community. Section 3, the board directs the district to develop and or revise policies and protocols to intentionally integrate racially and culturally relevant content into the curriculum and within the school buildings. The board further directs the district to bring forward recommendations around the implementation of an aligned culturally responsive social emotional learning curriculum. Section 4, the board

requests that the district reach out to various populations represented in our district to ensure our calendar is inclusive of important cultural holidays celebrated by our students, their families, our staff, and our community. Section 5, the board directs the district to recognize and honor indigenous people's contributions and the impact that history has had on their heritage within our curriculum. Section 6. The board directs the superintendent and his or her designee to conduct expanded mandatory diversity and inclusion, equity, and implicit bias training to the extent it is not already being provided to district administration, teachers, and staff in accordance to their representative contracts, and to volunteers, advisors, and mentors who serve our students. Section 7. The board directs the superintendent to aggressively recruit and develop teachers and staff who reflect the diversity of students. The superintendent should

continue to submit an annual report to the board outlining the hiring and promotion trends and practices among racial groups inside our district, including information regarding the racial composition of those hired from outside of the district for open positions. The board directs the superintendent or their designee to identify the persons person or persons specifically responsible for planning and implementing the marketing and strategy of recruitment and retention of black educators and administrators. Section 8, the board directs the superintendent to prepare an annual report that provides the following information. The number of complaints received from teachers, staff, parents, students, or community members regarding racial bias. The status of the investigation and the general outcome of each complaint, while maintaining individual privacy and confidentiality, the board directs the superintendent to provide quarterly updates with this information. Section 9. The

Board directs the District to work directly with administrators, teachers, students, and families to provide a recommendation to the Board for a revised discipline and safety system that protects the physical, mental, and social health of students and staff through a culturally responsive restorative justice model. Additionally, the board requests that district and building administration recognize, support, and find innovative ways to engage students in restorative practices. Section 10. The board directs the superintendent to publish student rights and responsibilities on every campus where school resource officers are assigned and to increase training for teachers, principals, and administrators on their responsibilities to provide fair and equitable discipline that centers the physical and mental health of all students and staff. Section 11, the board directs its legal contracts and board policy committee to draft a policy that establishes employee resource groups

focused on intentionally supporting and improving retention, morale, professional growth, and opportunities for teachers and staff to collaborate in a supportive, affirming, positive staff climate. Additionally, the board directs the superintendent to work with our employees to begin gathering feedback regarding the establishment of employee resource groups. Section 12, the board directs the district to intentionally work towards improving the educational outcomes of black students and students of color specific to curriculum, discipline, opportunities, and school climate. The board requests that the district work collaboratively to identify intentional and meaningful academic and social-emotional interventions aligned to strategic plan goals and bring recommendations to the board for possible implementation. Section 13. Be it hereby resolved that the board expects policy recommendations as outlined in this resolution to be brought forth within this school year for discussion and ratification. Be it further

resolved that the board will evaluate district progress towards the goals above and will revisit every six months. In section 14, it is hereby found and determined that all formal actions of the board concerning and relating to this adoption of this resolution were adopted in an open meeting of the board. All right, Mr. Smith, thank you for reading that. If you need a drink of water, go ahead, let me, I'll give you a cup. That was a long reading, sir. Appreciate you putting that together. Board, do you have a recommendation from a board member? Is there a motion to adopt this resolution? So moved. So moved by Dr. Pickett. Second. Second by Mr. Stamps. All right, any questions on this resolution? I'd like to say thank you to Mr. Smith for working so hard on putting

this together. I know I appreciate all the work he's done. I know it hasn't been easy. It's a lot of work and I look forward to seeing the fruits of this resolution as we work together once it passes. So, Dr. Harris, appreciate you. Thank you brother president and I just want to 2nd, your comment and thank brother Smith for bringing this resolution to bear to the board. I think it's comprehensive. I think it's needed. And thank you so much for the in depth of. Of this resolution, and I look forward to seeing. Positive results in our district. Thank you. Mr. Smith. All right, any other questions comments. And then let us vote. President Alhamdani? Yes. Dr. Harris? Yes. Dr. Pickett? Yes. Mrs. Reinhart? Yes. Mr. Sampson? Yes. Mr. Smith? Yes. Mrs. Wiganyi? Whoops, sorry, yes.

Seven yeses. All right, it passes seven unanimously. Thank you, Mr. Smith, for doing this amazing job. The resolution passed, sir. I'll give you a few minutes to say what you need to say under other new business. I just want to extend my gratitude to the board for entrusting me with this work that not only I believe in, but I believe that it really is something that our board really understands that is important. We understand the diversity that exists in our community. We understand the historical perspectives that face our community every day. We understand the realities of what goes on. And so I really appreciate the trust that you guys put in me. I appreciate the different board members who I've been able to reach out to during these processes, as well as Dr. Lally and

our treasurer and our staff here that really plays a part in doing what we really... need to do, which is transform our district. And transforming our district will go far as far as transforming our community. And with that, I just want to say to everyone out there, it's been said before, but we really do understand that this is a real tough time. You know, everything that's going on right now from the COVID situation to, you know, still these racial injustices that are going on around. You know, we're about to go into, which is always a crazy time when we talk about presidential elections. So just telling people to do whatever they can to keep that their mental health up. Reach out to people, talk to people, realize that you're not alone in whatever you're going

through. And we hear you. We definitely hear you. We really are really working hard at trying to make sure that all of these voices are heard. And so once again, I thank you and everyone out there. Please be safe and continue to lift each other up. Thank you, Mr. Smith. Appreciate it. Vice President, is it safe to go back to you now? All right, let's go back to you. It is. My apologies, Mr. President. We have the correct language. This is a resolution to adopt board policy. 1st, reading the rationale is in as much as the board of education is committed to the continued updating of its policies, rules and regulations manual and the committee, which was appointed has been working toward that goal. The following are brought at this time for 1st, reading and

compliance with board file policy adoption. Now, therefore, be it resolved that the board of education of the Dayton city school district, Montgomery county, Ohio, hereby accepts and adopts the following policies that have been codified for inclusion in the handbook of policies, rules and regulations. The file is titled inter scholastic athletics and it's changed. It's revised to align with changes in procedure. These policies are being read for the 1st time as such emotion or 2nd is not required. The policies will be available in the superintendent's office for review and comment prior to their 2nd reading and adoption by the board of education. Furthermore, the policies will be reviewed by the superintendent's office, the board's office, and the legal department of the date and public schools prior to the 2nd reading. All right. Thank you for that.

What else? What other new business do you have for us, Vice President? I don't have a lot. Sometimes I wonder whether I should report about the work that we do in policy committee because we do the first and second. Yeah, you do the first and second rating, sure. I would just like to comment that how much I thoroughly enjoy the deep conversations that we have in policy. There's real change that happens in policy. And I'm always really impressed by the things that are brought forward to the board and the conversations that we do. I'm grateful for other board members and other people that are on that board, that committee. We do have Dr. Walker as a community member on that committee. um but it's um you know to report to you mr president it's a

committee that is further in the work and i'm grateful to be a part of it um i will uh add my thanks to board member smith for his resolution that he just read i'm so proud to be a part of a community and a board that values the statements that are coming out like this i think that um you know i've gotten a lot of questions The last few months about how DPS handles a lot of the nationwide global conversations about racial equity and justice and breaking down systemic racism. And I am proud that we are a board that is united and we, you know, we don't have to worry about. getting everybody on the same page so that we can move forward to do everything we can to break down systemic racism and do

everything we can to provide an equitable education for every student in this district so well done board member smith i thank you for that and beyond that mr president i just wish everybody a continued healthy summer we have a few more weeks before school starts i know my kids are glad that The school year has been delayed a little bit. So I hope everybody takes advantage of the few more weeks that we have so that we can get a good start as the numbers. You know, we're watching school districts and colleges start school the last week and this week and things don't look good. I'm really grateful that we made the decision to go virtual for the 1st quarter. I think that was a wise decision and I'm hoping that we can continue to watch

those and make the correct decisions. That's all. I have. Thank you, Mr. President. Thank you, Vice President Reinhardt. Mr. Sampson, I'll go to you next, sir. Thank you, Mr. President. Just a couple of things for me. I just want to say first, our thoughts and our prayers are with the Kemp and Belmont families who have lost students over the last week and a half. So I just want you to know from the board, our thoughts and prayers are not only to the school families, but also the actual families of those students. Second, and the last thing for me is that I want to congratulate Dr. Stacey Worley and the Males of Color. Today, they engaged in a community service project at Freedom Faith Missionary Baptist Church under the leadership of Pastor Frederick Hayes. They were

able to distribute food to over 600 families. So I just want to shout out the Males of Color for a job well done. Thank you, Mr. President. Thank you, Mr. Sampson. That's a great shout out. Appreciate that. I'll go to Ms. Karen Witt-Garnier next. Thank you. Thank you everybody. We'll have our first Business Advisory Committee virtual meeting September 22nd. Looking forward to working along with Dr. Lally to align needs for the community here in terms of internships and connecting needs, that sort of thing. So we'll keep you posted on how that goes. There was so much beautiful work done tonight. Thank you everybody from Dr. Mack's presentation. I thought that the virtual experience seems very intuitive and very well planned out it was beautiful it was colorful so looking forward to all of that work

to dr dickstein's presentation we're moving across the street which i think is going to be a great thing for our whole community and um to a board member will smith's um uh beautiful um presentation. I'm so proud to be a part of a board who is willing to move forward and do that much needed work. So I'm grateful. And of course to our superintendent who continues to steer the ship and steer it in a great direction. Thankful to her and all of the good work. So thank you. That's all I have. All right. Thank you. Dr. Pickett, I'll go to you next. Thank you, Mr. President. I almost forgot what I wanted to say because I'm so excited about this resolution. So thank you so much, Will, for your hard work. And I also want

to echo President Alhamdani's need to pair our decisions with actual COVID-19. I think the public should understand that all the decisions that we make are research-based. We're trying to do what's best for our community. And we all need to keep in mind that there might be a lot of children out there and young adults that can get COVID-19 and are asymptomatic. And so we are also being mindful, not just for our students, but for their parents and grandparents and extended family. We want to make sure that everybody is safe. So I think maybe we should have a deeper conversation with the community in terms of why these decisions are made. Because I know that we all want normality to be here today, but that's not going to happen. So we're just going to have to

work with what we have. That's all I have, Mr. President. Thank you. Dr. Pickett, we appreciate you. Dr. Harris, saved you for last today, sir. You're on mute, sir. We can't hear you. My computer. You saved the best for last. Thank you, sir, Mr. President. You're not shy at all, sir. Not tonight. Not tonight. Just want to thank. Dr. Lawley and the staff and the DPS family for all of the hard work that's gone into preparing for 2021. And it's not easy and difficult decisions lie ahead, but we want our community to know that we're trying to do what's best for our young people and for our families in light of COVID-19 and this pandemic. i just wanted the community to know that we hear you uh our concern is of course the safety of

all so i want the community to know that secondly just want to say that i want to thank our treasurer for continued great work uh as we looked at our financial uh sheet this evening and last week we had our meeting we just want to keep our eye on some expenditures, encumbrances, and also the vouchers. So we want to work hard. To say to our community, DPS is open and willing to accept and please come and register as a part of the DPS family is you can't go wrong. So DPS is here for you want to thank the superintendent for the opportunity to serve on the interview process with the males of color. We've got some very fine young men. uh that uh will be taking leadership in our males of color program and look

forward to hearing great things as they work with our students again uh everybody be safe be prayerful and uh let us continue uh uh to keep our minds focused on those things that are positive thank you so much brother president appreciate you Thank you, sir. Board members, I appreciate you guys for all the work you've done over this week and you continue to do over this year. I know it's been a heavy lift for all of us to be in this COVID-19 world. You know, I wanted to say how proud I am of being on a board that not only passed a resolution on social justice and racial justice, but also decided to take the fight on with the state and Ed Choice, you know, all in the same day. So people don't realize how

much EdChoice hurts urban school districts and really people of color around the state. So I really appreciate being on a board that's united on all fronts when it comes to fighting for our children. I wanted to kind of give sort of a public service announcement. If you want to fight COVID-19 over the next few months, one of the best things you could do to help us do that is probably get a flu shot. The flu season is right around the corner and those symptoms tend to be very similar to COVID-19. So I would really highly recommend that flu shots to all our parents, our children, be given if you can. You've heard a lot from us about these hard decisions that we've had to make over the last few months about going virtual and shutting

down extracurricular activities and sports. The one thing we have to keep in mind is... Not only do we have to protect our kids from themselves at times, because I know they all want to play sports. I know we've heard a lot from them. But we also have to protect them from ourselves. And that's tough. We all want to go back to normalcy as Dr. Pickett said. and that's going to be a while before we get there. Until we get there, we have to keep to make sure that we're protecting them and their health and that we keep them safe and that's something that this board takes very seriously. So appreciate you all listening to me. I thank the superintendent for our hard work and the treasurer for our hard work and making sure our districts

stay afloat. It is now time for executive session if there's nothing else from this board. I move that pursuant to section 121.22 of the Ohio Rights Code, that this board go into executive session, well, over, it keeps saying conference room. I want to say conference room because that's what it says. We're going to go into executive session in another virtual setting. This meeting is being held to consider the employment of a public employee or employees. Is there a second? Second. All right. Move to second. Any questions? And now let us vote. President Alhamdani. Yes, yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes. Yes.
