Good afternoon. My name is Max Parker. I'm the vice president of the Board of Trustees for the San Angelo Independent School District. Our president, Lanny Lehman, is out of state tonight, and I'll be filling in. We welcome all of you here. We have a script that we read before every meeting, so I'm going to, as the meeting starts, so let me read our script. As president or acting president of the Board of Trustees of the San Angelo Independent School District, I'd like to welcome all of you to tonight's regular board meeting. Last week, we had a pre-agenda meeting to discuss all the agenda items that we're going to be voting on tonight. I also welcome those of you who are watching the tape of this meeting on our public access channel, Channel 4. We appreciate
all your interest in our students. As members of the SAISD Board of Trustees, we are here to set goals, listen to reports from our superintendent, approve budgets, contracts, and personnel appointments, and to make policy for the district. Please keep in mind that our meeting is a meeting of the Board of Trustees held in public, but it's not a meeting of the public. However, with that in mind, we will have an item. our meeting tonight that will allow anyone present who wishes to speak to our board team an opportunity to do so I will make other announcements about that later on in the meeting additionally prior to taking any votes on an agenda item we will ask audience members if they would like to make any public comment on an agenda item anyone wishing to make
comments on any agenda item are those that are going to make comments on something that's not an agenda item should limit their comments to five minutes or less. In compliance with state law, these proceedings are recorded and will become a part of SAISD's permanent legal record. In order that the tape will adequately reflect the proceedings, I ask that you please refrain from talking while others are speaking. I also ask you as I remind myself and I remind my other fellow board members to please turn off or silence your cell phones. Again, it's my pleasure to welcome you to tonight's meeting. I thank you for taking time to join us this evening. We appreciate your interest in the activities of our students and the business of our district. We have a quorum and at this time
I would ask Josh Lilly, pastor of Scent Church, to come forward for our invocation. Thank you. Let's pray together. Father, we thank you for the beautiful weather you gave us today here in San Angelo, Texas. We thank you for this community and this city. We thank you that you are a good father whom we can trust and rely upon. Lord, we pray for San Angelo ISD. We pray for our students. that they would look to you for hope for their future, for perseverance for the rest of the year, so that they would finish strong as they finish their testing at the end of this year. Lord, we pray for our teachers who all started along their career journey to be a blessing to students and families, to teach students in a way that would shape
their souls so they would become all that they can be. I pray for these teachers that you would... bring back the joy that they once started with, that you would encourage them, that you would uplift them, that you would help them to finish out this school year well, looking forward to the next year that you have planned for each and every one of them. We pray for this school board. We thank you for their continued commitment to excellence for San Angelo ISD. We pray for wisdom for each and every one who makes decisions. that you would lead them in the way that they should go, and that each one would respond to you in a way that reflects your heart. We thank you for your love for us, and we thank you for Jesus. It's
in his name that we pray. Amen. At this time, I would ask four of our prize students from San Jacinto Elementary School to come forward to lead us in our pledge of allegiance to the United States and to the Texas flag. Gabriel Alvarado, Joshua Arizmendi, Matthew Mendoza, and Haven Mesa. States of America, nation, Texas, one state under God, one and indivisible. We have a few persons that have signed up for public comment on items not on the agenda. I've tried to mention to at least one of those persons that We have several recognitions that we have to make tonight that we will is one of the highlights of our Year to make these recognitions and we're going to do our take this a little bit out of order We're going to do our recognitions and
then we're going to do public comments on topics not on the agenda so with that being said I'd like to introduce our Athletic director Brent McCauley Thank You mr. Parker board of trustees. We are certainly honored to be here tonight. We have a great group student athletes a very large group of student athletes here tonight that we would like to take time and recognize we have a couple of groups or one group in particular that's got a banquet to get to on top of this so we're going to go ahead and get this program started first on the agenda tonight will be the boys soccer team at Central High School coach boo all right thank y'all for having us today just take some time to recognize our 2016 Central Bobcat soccer team These guys did
a great job all year and we end up qualifying for the playoffs of the fourth seed and a playing a tough North Crowley team and up losing two to one but I mean these guys work their tails off at the end of the first half the district we end up Sitting in last place and they work their tails off in the second half to get us into the playoffs So I'm definitely proud of them for that We're gonna start with Armando Aguilar He's a senior and he was goalkeeper of the year in district 36 a this year Next Here's Charlie Harvey. He's also a senior headed to Colorado State University. We have sophomore Dylan Lohman. He was first team all district this year. We have senior Julio Salas. He was honorable mention in district 368,
and he's headed to play soccer at Louisiana College. We have junior Tyler Jackson. We have senior Adrian Rodriguez. He's first team all district and also headed to Louisiana College for soccer. 010And last, we have Edson Yanez, a senior who's planning on heading to Texas State. And these are your 2016 varsity bobcats. OK, next up will be the Central High School girls basketball team. Coach Turner? Just line up, baby. Straight line. All the way down. Well, thank you all for having us tonight. I'll start by introducing everybody we've got on the end of Lexus Jackson. Brie Contreras, Katie Nelms, Latavia Dawson, Lauren McCullough, Destiny Gomez, Brie DeHoyos, Kaitlyn Henderson, Morgan Walker, Sydney Gilbert, Allison Hurst, Candice McCarty, Shelby Rowe, and Claire Markell. We had... I guess this was our first playoff appearance in four years, so that was very special. We went as a four seed, as a very heavy underdog to Weatherford, and we almost pulled it off. We had them right down to the end, ended
up losing 57-51. We were very proud of our effort that night. We had Katie was a first-team all-district pick, along with an all-West Texas honor. Latavia was the second team all district and I should have had this ready for you and I do apologize but I'm gonna I Don't think any of these girls are going to go on to play in the WNBA I hope they do if that's what they want, but these girls are so strong academically and and that's a tribute Not only just to Central High School, but to our district as well, but there were our two coaches organizations The Texas Association of Basketball Coaches, these girls were named Academic All-State. Callie Barger, Allison Hurst, Lauren McCullough, Shelby Roe, Ruby Schell, and Veronica Vu. And then the Texas Girls Coaches Association, Academic
All-State, was Callie, Shelby, Allison, Ruby, and Veronica. That's just a great honor. And I forgot which is which, but one of them's a little bit harder to get in. But we're talking about a seven semester average of at least 92. And so these young ladies are going to be super successful as they go on from San Angelo ISD and Central High School. And a lot of that is due to the support that we get from y'all, and we sure do appreciate it. OK, next up will be the Lakeview High School girls basketball. Coach Young? I'm going to introduce these girls one at a time or else I'll forget something. Our first girl is a senior, Reagan Noriega. Reagan was second team all district. She was first team all West Texas and she also plays softball.
Jordan Brooks. Jordan was first team all district and she was also first team all West Texas and she also plays soccer. Brianna Solis. Brianna was first team all district. She was first team all West Texas. She was first team all region. She was first team TGCA all state. And she's going to be the first girl in the history of Lakeview High School to play in the All-Star game this summer. Brianna Solis. Oh, and by the way, Brianna just made a verbal commitment last week to play basketball at St. Edwards. Darian Bankston. Darian was honorable mention all district. She was second team all district last year, and she's also a soccer player. Gabby Ramirez. Sorry, Gab. This is the second year for Gabby to be on the varsity. She's also a starting hitter for the outside
for the volleyball team also. And Serena Gomez. Serena was one of our freshman kids we moved up. She also plays volleyball. Do you do track? No. She also plays volleyball. My coaches that are here tonight, Cassie Sanchez and Clay Riddle. I wanted to tell you a little bit about the team. I'm sorry. Last year I said here this time and I told you that this was the best girls basketball team in the history of Lakeview High School Well, they surpassed that this year. They were 29 and 7 They won the by district championship and the area championship They were regional quarter finalists and according to the press you're looking at the best basketball team in the history of San Angelo Independent School District Appreciate you guys. Okay. Next up will be the Central High School
boys basketball team coach Boswell Thank you for letting us be here. Going to go in order. These young men, this year was a great year for us. We weren't picked to make the playoffs, and these young men went above expectations. Finished 21 and 12 on the year, lost in the first round of the playoffs for the second year in a row. And this is really an outstanding group for us. First off, we have junior Adam West. Adam West was second team all district and academic all district, and he also plays football. And he's been offered by quite a few teams so far in football. So we're expecting great things from him. Next, we have senior Cody Henson. Cody was first team all district, all West Texas super team. And he's been selected to play in
the West Texas All-Star Game July 10 at Angelo State. Next, we have junior Luke Ramos. He was honorable mention all district. Next, we have Tommy Nixon, a sophomore. Second year on the varsity, he was honorable mention all district and academic all district. Another senior, Jacob Ramirez. I envy Jacob. He's fixing to move to Phoenix, Arizona. Next we have junior Isaiah Oliver. Second year in a row he's been named second team all district in class 6A for us. Not yet, Isaiah. Next we have junior Ryan Clark. He's academic all district. Senior Will Grindstaff. He's one of our veterans. This is his third year on the varsity basketball team. He's also a varsity football player. Will was second team all district. And he's going to Texas Tech to further his education. And I tried to talk him
into going to Texas State, but he declined the offer. Next we have Colton Cole. Colton was the 3-6-A defensive MVP. He's going to play in the FCA Big Country All-Star game. He was all West Texas super team and he's been selected to play in the West Texas All-Star game at Angelo State University and he is our first since we've been here our first d1 signee with Abilene Christian University Next we have junior Nick Wisniewski He's academic all district also a member of the golf team senior Anthony Signorelli Just like Will Grinstaff. He is a veteran of our varsity. This is his third year on the varsity Anthony was first team all district, all West Texas super team, and he's gonna play rugby at Angelo State University. Obviously these guys have been with us ever since
we've been here, and they do a great job for our program, as well as multiple sports. Jonathan Alexander and Mark Nichols. Okay, next up will be the Central High School girls soccer team. Coach Henry. Quick and painless. Fantastic group of young ladies. This year we were 19. We had 19 wins, three losses, and four ties. We were ranked as high as 13th in the state at one point, top 20 most of the year. We were Lubbock Invitational champions. We were District 3-5-A champions. They made their ninth straight playoff appearance this year. They were bi-district champions, and they lost an area in a shootout, which I'm still very bitter about, but I'm OK. We have 14 District 3-5A honors within this group, and all five of my seniors received academic all-state honors as well. So we'll
go ahead and introduce each one of them, starting with my seniors, if you all want to step forward once I call you. Yeah, that'll work out for you. Ashton White. Ashton was first-team all-district this year as well. Now we can give her a hand. There we go. Thank you. Sorry. Casey Dornhecker, who was also first-team all-district this year. Darcy Wilson, who is the defensive MVP of the district and will be continuing to play at UT Tyler in college. Paige Vincent, who is the goalkeeper of the year for the second year in a row, and she'll be going to Oral Roberts to continue to play soccer. My juniors, Haley Castle, give them a wave. Brittany Snyder, Kaitlin Marshall. Sophomores, Kelsey Bunch, Brianna Cottle, who is second team all district this year. Tegan Wilson, who is second
team all district this year. Alexis Carino, who is second team all district this year. Sydney De Hoyos, who is honorable mention this year. My baby freshman, McKaylee Pope, who is second team all district this year. Aliyah Marsh, who was first team all district this year. And Addison Bonaventure, who was the newcomer of the year in our district this year. And that is your 2016 Lady Cats soccer team. Thank you very much for having us. We appreciate it. Okay, next up will be the Lakeview girls soccer team. Coach Pinar? All right, well, first of all, thank you for the time to recognize our athletes. Maiden's soccer team had the opportunity to play the bi-district round of playoffs. The girls played Canyon-Randall and played a hard-fought game. These girls worked hard all season long, and I'm very
proud of their efforts. I had several not able to make it today, but those two that I have are Gabby Torres and Darian Bankston. And once again, thank you for your time. Okay, next up will be the Lakeview boys' soccer, Coach Desai. Thank you for your time. I'm going to introduce my team. We went to the same place we played in friendship against Palo Duro, and we had a tough time, but we made it through. First up is Roland Hernandez. He's a captain, and he's also a second-team all-district. Raymond Sanchez, he's a first-team all-district. Brian Salas, honorable mention. Christian Bustos. Alex Carranza, Carlos Lira, who's also second team, all district, Omar Ramos, Porter Bradley, Louie Perez, Pete Rodriguez, Noah Lay, Luke Smetana, Kevin Salas, and my assistant coach, Henry Gonzalez. Thank you. OK, next up
will be the Central High School girls track. Coach Gooch? Thank you for inviting us. These are our area and regional qualifiers for 2016. We actually had 14 area qualifiers, but several conflicts tonight made it difficult for everybody to get here. We'll start off with Micaela Hernandez. She's a junior, and she qualified for area in the 800 meter relay, and she qualified for area and regional in the mile relay. Sarah Gallagher, she is a senior. District champion in pole vault and area and regional qualifier in pole vault. Bailey Kinney is a sophomore. Bailey is district champion in the 800 meter run and the 400 meter dash. And she qualified for area and regional in the 800, the 400, and the mile relay. Nya Kuhlman, senior. Nya is an area qualifier in the 800 meter relay, area
and regional qualifier in the 400 meter dash, and the mile relay. McKenna Martinez, freshman. Area qualifier in high jump and 800 meter relay. C.T. Montes, freshman. Area qualifier in 800 meter relay. Area and regional qualifier in the mile relay. Daniela Munoz. Daniela is a sophomore and she's an area qualifier in the 1600 meter run. Alyssa Pagano. Alyssa is a freshman and she's an area qualifier in the 800 meter relay. These are your area and regional qualifiers for Girls Track 2016. Next up will be the Central High School boys track team. Coach Holscher. Good evening. While these guys are working forward, I want to thank you all for having us here tonight. Express Coach Gooch as well. And for all the support you all have given us at multiple levels. We've had 15 young men go
past the district level. Five seniors, four juniors, four sophomores, and two freshmen. So we got 10 of these guys coming back for the 16-17 year. Before I talk about these guys, it takes a village to get a lot out of these guys. And there's some coaches that, even though they may not be here tonight, they did a lot to get these guys here tonight. Coach Hauser, he worked our horizontal jumps and distances. Frederick Davis. He worked our hurdles and our shot put. Rusty Buzzard worked disc for us. Jamie Boswell, after he was done with basketball, came out and worked our 100 and 200 sprinters for us. And Richard Ramos worked the pole vaulters for us. So even though they may not be here, they definitely deserve a lot of the credit for a lot of
the stuff that these guys did. To re-express what Coach Good said, there's a lot of different conflicts happening tonight. We've got six of these young men out of 15, but I don't want to neglect those that aren't here because they did some exceptional stuff too. Those that aren't here, Otto Haynes came in at area to run the first leg of the 4x2. Dedrick Howard came in to help with the 4x4. Davin Manning. was a 4x2 guy and also the first leg of a 4x4 who narrowly missed going to regionals. Colin McDonald, he's been a mainstay of the track program for many years. He's a senior. He qualified in the triple jump this year. He's a really good high jumper as well. Alejandro Uriagas came up and helped with the 4x4. And Justin Yost qualified in
Povalt. Those that are here tonight... Sorry, also Mike Brown was the anchor leg of both the 4x2 and the 4x4. And Michael Guzman, a senior, was the third leg of the 4x2. For the guys who are here tonight, Jaden Coates, he ran the 300 hurdles, both that area and at regionals, and he was also the third leg of the 4x4. Sean Fields. Sorry, jumped a little fast right there. Sean Fields came in for the area to run the second leg of the 4x2 and did a great job at it. Cameron Cross was not only an area but also a regional qualifier in the shot, and we looked for really good things out of him as well. Cody Parker ran the second leg of the 4x4. Now, all four of those guys... Correct me if I'm
wrong. Jayden's a sophomore. Sean's a sophomore. Cameron's a junior. And Cody's a freshman. So these guys we get to see back here hopefully next year. These next two, you can't say enough good stuff. We had five seniors make it past district. We had 15 seniors come out for track and all. These last two guys, being in this room with y'all is nothing new for them. They have... represented SAISD in Central High School well over their career. Dylan Parsi was a regional qualifier last year. This year he was a qualifier in the 4x2. And Bo Lassiter, this is his second year to qualify in the pole vault and narrowly missed going to originals this year in it. This is your 2016 boys track post district contestants. Okay, up next will be the Lakeview boys and girls
track team. Coach Reynolds, come on up. As these guys make their way, I'm going to go ahead and just thank you all for being out here tonight and just for being such a great support. I know as a coach and as for these athletes here, none of this stuff is possible without parents driving them back and forth to meets or wherever we have to be at that week. And then also for the support that you all have given us, thank you all very much for that. I'm going to list off the guys that are here tonight. For the first one here is Jordan Avendano. Jordan was a area qualifier and a 300 hurdles. The next one up, I'm going to enlist LaDainian Evans. He was the 4x1 block leg, the 100 meter dash, area and
regional qualifier. Frankie Muniz. Frankie ran the 4x1, the pole vault. He was an area and regional qualifier. Frankie. Did a great job at the pole vault and the regional track meet. He just barely missed going to state so Jesse Scott Jesse was a four by one triple jump area and regional qualifier and the two guys I have at the end over here. Well, my Cuba's right there Tyron Coverson. He's a senior Tyron was an area and regional qualifier in the shot put I think that was a big deal for him. I felt like last year after the area meet He was kind of upset that he didn't get to you know go to regionals And so that was a big deal for him this year, and I'm very proud that he actually accomplished that I
don't know a track without that guy, so I'm definitely gonna miss him The last one I have is Donald Bowman Donald was our anchor leg on the 4x1. He also ran in the Open 100. He was an area qualifier in the Open 100 in the 4x1 and a regional qualifier in the 4x1 as well. Donald's another one of those guys where I've only been here for four years. And so just like Cuba Tyron, I don't really know a track without Donald Bowman as well. And I give him a hard time because I call him an old man. We are really blessed to have these seniors here. We have several other seniors that we have six total seniors this year, which is actually one of our biggest senior classes for our track team. And I'll tell
you that with their leadership, these guys here standing before you wouldn't even be here. You know, we can do so much as coaches and try to motivate these athletes to do. what we feel is best for them, but a lot of times their peers and their parents, that's really what actually motivates those kids. And so I'm definitely going to miss these seniors. And that's your 2016 Chief Track Team. Oh, yeah. And we'll be coming back next year. Good job. And as they exit, I'm going to go ahead and ask the girls to come up for me. So with being a head coach, a lot of times since I'm actually the head coach over, I deal with a lot of boys and girls. And so it wouldn't be possible if I didn't have my assistant coaches
here helping me out. And actually one of my assistants is going to help with the introduction of these ladies right here. Before she does that, I just want to let you know that these are some of the hardest working kids that I think I've ever been around. and that's boys and girls. Extremely blessed to have them. And for my seniors that leave, I'm going to be very upset and very sad. But here's your girls. And this is Alicia Kittner. She's the assistant girls coach. Okay, so just kind of to reiterate what Coach Reynolds said, great group of girls. This is my first year at Lakeview, and I was really proud of not only the girls' team but the boys' team as well. But these five standing in front of you, none of them are seniors,
so every one of them will be back next year to represent Lakeview the best that they can, which is really exciting. Okay, so my first is Veronica Diaz. She was district champion in pole vault area champion in pole vault and got third place regional finalist in pole vault Vanessa Gonzales She was our area qualifier in the 800 meter Maya Lindsay she area qualifier in shot put and discus regional champion and state qualifier in shot Jennifer Palacios she is the area qualifier in the hundred meter hurdles And Gabriela Ramirez, she was the area qualifier in shot put. And this is your 2016 Maidens track team. Okay, next up will be our powerlifting groups. First, from Central High School, Coach Long. I'd like to thank the administration for providing all the resources that we have. As a
club sport, we're a little different than the other UIL sports, so I really appreciate everything that you all do for us. We had nine boys qualify for regionals. Some of them aren't here, but I'm going to go ahead and announce the guys that are here. Junior Omar Duarte. Junior Luis Morales. Junior Mario Martinez. Junior Donnie Bowers. Junior Desmond Salamanca. And our one and only senior Sergio Rivero. So as you can see, the other people that aren't here due to work, they're also all juniors. So we're kind of excited about the possibility of having a good senior class next year. This is your 2016 boys powerlifting. For our girls, we had four qualify for regionals and three state qualifiers. One, Kristen Alvarado, she's a junior, she's not here, she had to work. She was a state
qualifier and a regional second place champion. And then here we have freshman Kate Valdez, freshman Alair Montalvo, and freshman Courtney Bowers. So all three of these girls qualified for regionals, and they got a taste of state, a couple of them, and so we're really expecting big, big things for the next few years, and they're really fun, hardworking girls, a lot of fun to coach, and this is our girls' 2016 powerlifting team. Okay, Coach Lyons in the Lakeview Powerlifting Group. Well, thank you all very much for the opportunity to come and show off our kiddos. We'll talk about the maidens first. I had a total of eight girls qualify for regionals this year. Quite a few of them had to work today, and so some of them you've already seen. And so we'll start off with
the lone senior, Jalissa Medrano. She got... She got second place in the regional meet this year and went on to compete in state. She's actually competed at the state meet or been an alternate at the state meet for three out of the four years that she's competed for us. Next to her is Lauren Lambert. She got fourth place at the regional meet this year, and she's a sophomore. And then next to her is Lizette Pius. Lizette competed with Jalissa and Lauren in the same weight class. We took second. Lizette got third, and Lauren got fourth. Lizette also got to go represent and be an alternate at the state meet this year. You already got to meet Maya today. She was seated number one in the region, but the week of regionals, she came up with
a knee injury. And so we had to, she had to be with us in spirit rather than in a physical being. But she went to the state meet last year, and we look forward to some good things next year with her. So as a team, we went and competed at the Snyder meet and got third place. We competed at our home Lakeview meet and got first place. And as a team, they got fourth at the regional meet. So this is your 2016 maiden powerlifting team. And these guys coming up are your chief powerlifters coming up here. Powerlifters come up in all sorts of shapes and sizes. So we have Miguel Arroyo down at the end. He was a freshman this year. Miguel was the regional champion in the 114 class, went on to go compete
at the state meet for the first time as a freshman. So we look forward to some good stuff. Next to that guy is Cody Combs. He got second place at our regional meet this year. Went on to compete at the state meet. He's only a sophomore. Next to him is James Bubba Christensen. Got fourth place at the regional meet. Another sophomore looking for some good things. Next to him is Caleb Ramirez. Whenever we went to the regional meet, Caleb was seated fifth or sixth, I believe. But due to a hamstring injury, he had to be one of our cheerleaders at the regional meet. So he did a great job representing the team. You've already met Francisco. Well, right before Francisco, we've got Sean right there. Sean Rodriguez, he competed at the regional meet. Got eighth
place at the regional meet. Francisco, Frankie Muniz, he got sixth place at our regional meet. You already saw him with the track team. Next to him is one of our two seniors on the crew, Noah Nandine. Noah is one of the most consistent guys in the powerlifting team. But every now and then we've got to have a bad day. But unfortunately, Noah came on the regional meet. And so I don't have a place for him. So we're not going to say what happened, but I don't have a place for him. Next to him is Anthony Michael Gloria. He got fourth place in his weight class at the regional meet. He's a junior. And then next to him is Javaria Smith. He got fifth place at the regional meet. Our second senior on the crew is
Sam Santana. Ended up, I wrote it down. Oh, Sam. on the day of regionals winds up getting in a wreck or the day before and so he again had to stay home. We were plagued with injuries for the regional meet but he was one of our seniors, one of our leaders on the powerlifting team. And then the little guy down here at the end, we call him Elijah the tugboat Davis. Tug got fourth place at our regional meet, one step away from being an alternate. So being able to coach these guys is a tremendous blessing. At regionals this year, we got third place as a team. We took third at the Midland Invitational as well. And we wound up our champions at our home meet as well. So again, two seniors. So I've got a
lot of young kids coming up ready to continue to carry on the tradition with these older guys that are leaving for them. So this is your 2016 Chief Powerlifting Team. Told you is a big group tonight somewhere, but we're headed down the homestretch. I think here Okay, next up is the Central High School boys golf team coach Parker Ladies and gentlemen the school board superintendents. Thank y'all for what? Recognizing us we greatly appreciate it. This is the 2015-2016 men's golf team this freshman on the end is Flynn McNabb We next to him is Sergio Soto Sophomore Jansen Smith and the next two are juniors Jeff Majewski and Nick Wisniewski. This year the men's team we had two wins in our season. We won our two fall events in El Paso and out in Odessa. We
got second place in Abilene and third place in Midland. We had some individual winners as well Jansen Smith won the individual title in Abilene got third place in El Paso and Jeff Majewski was our individual district champion as individual medalist this year. This team was the district runner-up behind good friends Odessa Permian be politically correct, right? But this team went on to regionals and got eighth place in our region. Our region is, we call it the region of death. In our region, as you see in our golf region, three of the four that were in the top four won state. The first and second place from our region won state. So we have one of the hardest regions out there. We did have one state qualifier this year in the center, Jansen Smith. And at
the state tournament, he finished tied for 19th in his first showing. So thank you all once again and the Central Golf Team. Need to look at them faces so you don't catch them on a golf course and they take your money. Thank you. Next group up will be the Central High School Tennis Team. Coach Rutherford. It's an honor to be here with these three young ladies. We had four qualifiers for the regional tournament this spring. Cole Cecil played with Keely Gibbs. Cole was not able to make it tonight. Keely Gibbs is a senior and I guess to keep it short, I would say that she finished a career the way you would want all of your athletes to finish a career. She was just awesome. It was a lot of fun to work with. And
they made it to the regional tournament and lost to the regional champions 6-4, 6-4 in the quarterfinals, and we were about a centimeter away from beating that team. Avery Curry. And Grace Gideon have come, have made great strides. This is their second year to play doubles together. And they just keep chugging along and making improvement after improvement. Made it to the regional tournament this year. Were unfortunate to draw the number one seed in the first round, but they learned a lot from that. And so both of our teams were defeated by state qualifiers. I can't say enough. good things about the job that Avery and Grace have done. And they're really going to provide important leadership for our team next year. Thank you very much. Next up will be the Central High School swim team.
Coach Haag. I don't know if they saved the best for last, or they just keep putting me last. I don't know what the deal is. Let me introduce these girls and just hold your applause and then I'll tell you about their accomplishments as a team. We had about six or seven girls already had other commitments so couldn't make it tonight. But let me introduce Senior Paige Boone in the front, down the end. First team all district, first team all region, 2016 academic all-America, Texas academic all-state, and she was on a relay that finished second at regionals. Gabby Collum. Hunter Backstroke, I'm going to speed it up, district qualifier, competed on 200 relays, 200 medleys, 400 free relays. And she's going to be attending Texas State this year. Paige is going to Texas Tech, senior. Next,
let me introduce Sophie Forbes, just a freshman. She was first team all district, first team all region. She was a district champion, regional champion, state qualifier in the 53, district champion, regional finalist, 100 free. She was on a relay that set the school record, the medley relay that finished third at regionals, and a relay that finished second at regionals. Team honors for these girls, they won the Evelyn Invitational, San Angelo Invitational, Midland Invitational, 2016 District Champions for sixth
year in a row. 2016, they were third at regional championships. Some of the highlights that we had, we had... Six girls were named first team all-region. Eight girls were named first team all-district. Four girls were named second team all-district. We had 15 girls swimmers qualify for the Region 1 Swimming Championship. So very proud of this group of girls. Excellent job, and it was a great year for our girls swim team. Thank you. Again, before we start with the boys, take time out and introduce my assistant coach, Val Haig, my wife. And if I don't introduce her. That's a bad deal at home. So she does a great job for us, helping us with a lot of the little things that I don't enjoy doing other than just coaching. So we put her to work. I
also want to thank the school board, Dr. Detloff. Everybody at the SAID, administrators, we get a lot of support from y'all and everybody in the community, and that really helps us have a successful program. So we thank you. I'm glad to get that off the bucket list because they added 14 teams from the Metroplex to our region next year. Thank you. That'll be enough of that one. And then we had eight boys were named first team all-region, four boys second team, ten boys were named first team all-district, 15
boys qualified for Region 1 Swimming Championship. We had an amazing year with the boys this year. Big challenge coming up next year with all these new teams from the Metroplex, Mansfield and Kellers and Arlington's and Fort Worth and everybody else. All new ball game for us next year. Hopefully we'll be up to the challenge and compete with them. Boys swim team, thank you. The last two groups on the list tonight are the boys and girls gymnastics team from Central. This is the night they had scheduled their sports banquet. So they are not in attendance tonight, but I do have a couple of comments from the coaches that I'd like to pass along for these two groups, which is just an outstanding group. I intended... my first gymnastics meet this year ever. And what an event,
what tremendous athletes these young people are. But here's a couple of comments from their coaches. For the Lady Cats gymnastics team, this year's team accomplishments include 15th consecutive year as district champions, 15th consecutive year as the regional champions, and they were runner-up this year at the state meet. They had three individuals with some tremendous honors. Hannah Hoffmaster, who was a district champion in all events, regional champion on the bars, the beams, and the floors. And I know what that means because I saw it. I know what they're doing. State champion on the balance beam, and she finished 10th at state in the all-around competition. And she was the first team all-state. Jillian Moore, who was the silver medalist on the balance beam at the state championship, she too was first team All-State. And then Skylar
McCowan was second team All-State. All of these members on this team, which there were six other. five others actually, were either first or second team all district and all region, with three of the members, as I've just read, were all state selections. And probably the most important thing to me on this list is that all members qualified for the academic all state team on this group. Congratulations to the Lady Cats on a great year. And on the boys' side, they were second in district, second in region, and then they finished 10th at the state meet. Here are some individual accomplishments. Miguel Madrid was second team all district and a regional qualifier. Christian Cannon was a regional qualifier. Hunter Ray was first team all district and a regional qualifier. Mason Sudduth was a second team all
district and a regional qualifier. Wayne Hines was second team all district and regional qualifier. Sam Franco was a regional qualifier. Carlos De Leon was a regional qualifier. And Austin Fletcher was second, excuse me, first team all district and a regional qualifier and a regional champion actually on the vault as well. Again, another outstanding year by the Bobcat gymnastics team. In closing, I have three additional recognitions I'd like to make tonight. three men that have been honored by their respective organizations that they are members of. I'd like to begin first with Mark Nichols. Mark, if you'll come up. Mark is the current Central High School assistant boys basketball coach. He was named to the 2016 Class A assistant coach. of the year by the Texas Association of Basketball Coaches. And he will be recognized this month
at the convention. Mark Nichols is from Brownwood, where he played basketball and baseball in high school. He went on to actually play college baseball at Howard Payne. This is his sixth year with SAISD, and he helped the Bobcats to reach the playoff for the second straight year with a record of 21 and 12. He and his wife, Erica, have won. child, one daughter, she's one year old, named Charlie. And Mark is moving on. He just accepted his first head coaching position at Rockdale, and he certainly will be missed. Congratulations, Coach Nichols. Coach Haig, if you'll come up. Coach Haig was named the 6A Swim Coach of the Year by the Texas Swimming Coaches Association. Coach Haig is a native of Rhode Island. Not sure how you found San Angelo. He began working for SAISD in
0571978. During the past 38 years, he has guided his team to 28 district championships and two regional championships. His wife Val is an art teacher at Central High School, has been his assistant coach for the past 16 years. Their sons John and James were state qualifiers for the Bobcat swim team. John recently graduated from the University of Texas at Austin, and James is finishing up his sophomore year at Texas Tech. Coach Haidt, congratulations. Very well deserved. Coach Baker. Mark Baker, who is assistant athletic director here for San Angelo ISD, has been named the Region 2 Athletic Administrator of the Year by the Texas High School Athletic Directors Association. Coach Baker will join seven others in this state who share the same distinction from their respective regions. Coach Baker, who hails from Monahans, came to Angelo
State on a football scholarship. He has earned his Bachelor of Science degree and Masters of Arts degree, both from Angelo State. Coach Baker's career in public education has spanned 26 years. He has taught US history, world history, and has coached here from 1990 till 2009 when he became the district's assistant athletic director, a position which he's held for the last seven years. He's married to Leslie Baker, a great man and great friend. Congratulations, Coach Baker. Again, Mr. Parker, Board of Trustees, we thank you for allowing us to be here tonight. Thank you very much. Thank you. For those of you that weren't here last month, we spent at least this same amount of time recognizing hundreds of students for academic accomplishments. So as I said, these two months are months that we all look forward
to. We're very proud of all our students at St. Angel Independent School District. All right, since we moved, switched public comment after the recognitions, let me read portions of our board policy. We are now at the scheduled time on our agenda for public comment. The board wishes to hear your thoughts and concerns. As per board policy, all speakers must have submitted a speaker participation form. at least 10 minutes prior to the start of the meeting and I have four forms. All registered speakers should have received a copy of the policy regarding public comment including procedures for your presentation. The board asked the audience to refrain from responding to the speaker's comments so that all board members can focus their attention entirely on the speakers. Since we only have four signed up, even though our policy
is usually to limit comment to three persons on the same subject, we will allow all four to speak tonight. Now keep this in mind, because I've given public comment before on something that was not on the agenda prior to being on the board, and I didn't understand this, but I didn't understand it at the time. I understand it now. But under the Texas Open Meetings Act, Since this issue has not been posted as an agenda item, you must understand that the board cannot respond in any way to any comments that you make this evening. So you won't hear us asking any questions or giving any comment. That doesn't mean that we don't care. But under the Open Meetings Act, for us to have any discussion, we have to post it. All right. With that said,
I have four of these. I don't know that it matters who goes first, but I'll have Shannon Carpenter come forward. First of all, I'd like to tell each of you thank you for a job well done this entire year, and thank you for the opportunity to allow me to come and voice my opinion. There is a discrepancy between what we saw on KIDY in reference to the transgender restrooms and the statement that Dr. Carl Detlof has put out, and I had the opportunity to speak to you for about 15, 20 minutes. prior to the meeting actually going into session and you did actually write me a statement. Although I appreciate this statement, most of us, I think, and a lot of people that I've spoke to, we feel that there was a little backpedaling going
on between the statement that we saw on KIDY and the letter that you did put out. I do notice that you did say that you are looking into the situation, working with the students, parents, and attorneys. I do understand that no policies at this time have been changed. On the other hand, And when the school comes back in the fall, Obama is still going to be the president. He has made it clear that if the schools do not allow the transgender individuals to use the restroom of their choice, that they will actually stop your Title IX funding. In this statement, you have not specifically stated whether or not you are going to allow that to happen. So in saying that, I would like to read the statement that I have prepared for you. To all
the school board members, I come here today to express my views on your decision to comply to the illegal, unjust Obama transgender restroom decree in an attempt to keep your Title IX funding. It's a sad day in America when parents have to protect their children from the federal government and an even sadder day when those same parents have to also protect them from the schools that they attend. It saddens me that the SASD would put our children in a situation that may be harmful. that may have harmful effects on their lives and change them forever. Once that innocence is stolen, it may never return and this school board would be 100% responsible for their innocence stolen, both morally and legally. Let me pose this question to all of you on this board. How many of
you on this board let your teenage children use the same shower at the same time in your home? if they were of the opposite sex. Let it be known if any of you would permit this behavior in your home, and if not, then why would you expect parents to allow their children to do it while they are attending any of your schools? Your responsibility while our children are attending your schools is to ensure that our children are educated and to protect them while they are there. In saying this, you are also responsible if you allow this illegal, immoral decree that is not law, mind you, when the time comes that one of our children are emotionally or physically harmed due to this immoral decision. Our children should never be pawns for the federal government to
use while they shove their political agendas down the throats of 99% of Americans. And our schools should care enough about our children to tell the federal government they refuse to comply to any decree that does just that. There is a reason that we have girls' access to their own changing rooms. It is for their privacy. their safety, and their security. The administration's dangerous departure from that common sense norm must not stand. The SAISD should also stand against this illegal, immoral Obama decree immediately. If not, then you have turned your backs on our children, their parents, and the entire state of Texas, while bending to extortion at the expense of our children. It will be a shameful act of betrayal to the taxpayers who gladly support their schools. This premature decision at the end of the
school year without public discussion and before the lawsuit that Texas has filed against the federal government may have a grave effect on our children. I would like to suggest that this board take their time before making any irreversible decision and allow the public a platform to discuss this issue at length. on a specific time and date. I would also like to suggest that this board hold a discussion on the idea of possibly building separate facilities to meet the challenges of this very difficult but much needed debate in order to satisfy all sides. I beg you to stand with the parents, the taxpayers of San Angelo, Texas Governor Greg Abbott, Attorney General Ken Paxton, Lieutenant Governor Dan Patrick, who have also issued their own response to all the schools of Texas to disobey this illegal decree
by the Obama administration. I would like to suggest the SAISD to take heed or you may lose more than your gold-plated Title IX funded when parents start removing their children from our schools. Last. Homeschooling never looked so good than it does today. I pray you can sleep at night when the sound of the child's cries is ringing in your ear because they were affected by a radical decision. Our children's safety is not for sale. Last but not least, I spoke to someone in law enforcement recently and this individual made a very valid point. Drug activity in our schools is at an all-time high. At the beginning of the school year, athletes are asked to sign a piece of paper that states they can be tested for steroid use, but nowhere does it state that they
can be subject to a random drug test for other illegal drugs. There are in fact athletes that are known by other students to be using drugs while playing sports and this is an issue that needs to be addressed immediately. Their lives and futures of all students are at risk and it only promotes an unfair playing field when the athletes decide to take drugs before competing against other students who are following the rules i would like to thank each one of you for your service and may god guide each one of you before you make a decision thank you thank you miss carpenter audience no no no i'm sorry i gave you uh instructions earlier there'll be no response please uh Judith, is it Judith Lowen or Lauer? Lower? Lauer? I'm sorry. I will. I gave
Ms. Carpenter a few extra minutes, but try to keep your comments below five minutes. Thank you very much. First of all, I usually speak very quickly, so it shouldn't be a problem. Okay. My name is Judith Lauer, and I want to thank you for the opportunity to address the district's response to the May 12, 2016 guidance from the DOE and the DOJ related to Title IX of the Education Amendments of 1972. I appreciate Superintendent Deathloft's statement that it will be business as usual at the SAISD for the nine remaining school days. Superintendent Dethloff further indicated in his statement, quote, privacy options such as the nurse's restroom and or available faculty restrooms are available to any student to help ensure a safe environment. And if I can comment on something that Shannon said, I do know
of a case here in the United States when a transgender was given these two options, said, no, now I feel discriminated against. So that's not necessarily a panacea cure. The guidance from the DOJ and the DOE is just that. The written guidance even describes itself as such, causing itself a significant guidance. It is not a law. Congress makes laws and Congress did not pass this guidance. Even the President's spokesperson, Josh Earnest, said last Friday, this guidance does not add additional requirements to the applicable law. The guidance does not require any student to use shared facilities when schools make alternative arrangements. But what the framework does provide is advice for how school administrators can protect the dignity and safety of every student under their charge. And the advice includes practical, tangible, real-world solutions to school administrators
who have dealt with this issue. They can't renounce, I'm still quoting by the way, this is just Ernest still quoting. He says, they can't rely on political arguments that are framed as a solution to a problem that nobody can even prove exists, end quote. I'm not really sure what that means. A problem that nobody can prove exists? I'm just not sure what he means by that. But he later said, this is not an enforcement action. So I have two questions. I know you can't answer them, but does the district have any statistics to validate the number of students who identify as transgender? And number two, how much of your budget is dependent on Title IX funding? Once the school year ends and the board begins to determine the district's next steps regarding the guidance, I
would urge you to slow down, use your common sense, and rely on your moral and religious upbringing and conscience. Most, if not all of you, have children, and in your heart of hearts, you know it is not appropriate for boys and girls to share restroom facilities, locker rooms, and most of all, showering facilities. Thank you. Thank you, Ms. Lauer. Suzy Smith? My name is Suzy Smith, and my intended topic is concerning the Obama Administration directive. The Obama Administration sent a directive to thousands of school districts across the country demanding they allow transgender students access to restrooms and locker rooms corresponding to their imagined gender identity. The letter cited Title IX, which prohibits discrimination on the basis of sex, but nowhere in the title is the term transgender mentioned. This letter also threatened lawsuits and loss
of federal funds if school districts disobey the directive. In essence, the Obama administration is saying either schools fall in line with its radical agenda or face punishment from government-sanctioned schoolyard bullies. And that's something that the school, you know, tries to deal with internally. And so we don't need external bullies. According to President Obama, schools must allow public school students access to the restroom or locker room of the opposite sex. This is a dangerous policy and a liability nightmare. Ultimately, God's created and natural order is under assault. Arkansas Governor Asa Hutchison responded to the Obama administration. As governor, I recommend that local school districts disregard the latest attempt at social engineering by the federal government and continue to use common sense to ensure a safe and healthy environment. His reference was to Arkansas schools. While the
letter implies federal money could be withheld, the letter is nothing more than guidance and is not legally binding, unquote. I am asking this school board to ignore foolish counsel that places boys and girls bathrooms in locker rooms. and to stand in noncompliance with our governor, Greg Abbott, Lieutenant Governor Dan Patrick, along with North Carolina's governor and lieutenant governor, and stand up to the bullying threats. Thank you. Thank you, Ms. Smith. Ms. Thee? Well, thank you for this opportunity to speak to you. And we have, the school district has so much to be proud of. So it was great to see these athletes and these kids being recognized for their athletics and their academic honors as well. And I'm glad to hear that academics was... run through here too, so that's great. So thank you for
that. I'm a native San Angelo resident and also a product of our public schools. And I have to say, when all this transgender bathroom business came out, I was quite alarmed, especially when I heard that one of your school officials was quoted as saying that, well, it's the law, so we will comply. Well... it's not the law as has been stated several times it's it's deemed a significant guidance letter now i know that it has the teeth i guess because of the title ix funding and that may be what why the the concern is about the being the law but Our school system is not an agency of the federal government. The federal government has no rightful role in dictating to you, to our school districts, what they should or shouldn't do technically. I know
we've got this enmeshed now because of the federal monies that have been coming to the school districts, and that needs to be sorted out as well. But today, I just want you to know this is not a lot. It's not something. that should be given the weight of law. And it's been mentioned too that our own state officials, our own governor, our lieutenant governor, and our attorney general have come out vocally and written word. very strongly against this and I would be happy to provide that documentation for you to prove that that is so. They are going to fight this battle. So I certainly don't want to see our school district go to great steps to implement this and go against our own state when the state authority is who you answer to, not the
federal government. So, and of course the public, the parents that you serve, whose students that you teach. and the residents that pay the property taxes. So I'm concerned, and again, I want to stress what has been stressed here so eloquently by these other speakers, that this is an issue that you cannot cave on. You have no standing to cave on this. This is a very, very large concern, and I appreciate your time. Thank you. Thank you, Ms. D. Even though the board cannot comment by our policy, I've asked our superintendent, Dr. Detloff, to relate the comments that he has been making to the media. For those of you that have not seen those, so that it will clarify our position, Dr. Detloff. Thank you, Mr. Parker. And first, I want to thank all of you
for the feedback this evening. It was really important for me before the meeting to get a chance to visit with you, and so I appreciate the transparency in that and the willingness to engage in a conversation. So that greatly helps me. Our entire team and board team and administrative team, we want to go on a listening path and make sure that we feel the pulse of the community. And again, I'm sorry if there was miscommunication earlier. But let me clarify a couple of items. And contrary to much of the post on social media, our board has taken no action on this guidance letter. and that's the guidance letter from the previous Friday, May 13th. We have not adopted any new policies or any new procedures in regard to bathroom access. We have made no changes
to our existing policy in this regard. We will continue to provide additional privacy options, such as we mentioned earlier, to any student for any reason. And I want to assure the community that the most important job I have, perhaps even trumps academics, is to keep all kids safe because we simply cannot learn if we're not in a safe, secure, and protected environment. Also, part of that protection goes for my own two teenage daughters that are in our school system. So I understand that this is a complex guidance letter. We will work with the board, the community, on how to take our next steps with this guidance letter. And again, the biggest responsibility I have is to protect. and ensure the individual needs of all 14,500 students that we have. And I can make a guarantee
that we will do that. So thank you for the opportunity to visit with you this evening. And I appreciate your concern. And we will get better because of your comments. So thank you. Thank you, Dr. Detloff. Thank you that have come and given us public comment. All right, we're going to go on with our agenda now. We're at item six, which is our minutes from April 11, 2016, and April 18, 2016. Do I hear a motion to approve? Move to approve. All right, I have a motion by Mr. Gallegos and a second by Mr. Hernandez to approve the minutes. Is there any board discussion on this matter? Is there any public discussion on this matter? If not, all in favor say aye. Aye. All opposed say no. Motion carries. Do we have any student enrollment
report? Mr. Bright, you might just tell us this. Where are we on our numbers of students as compared to last year? Down 20 this last report. All right, which is good because we've gotten down to 80 or so below, so that's good. discussion on our academic progress miss Hollihan I don't remember it's a pretty gentle meeting all right you know this is a little bit about capturing kids hearts and teachers face a difficult challenge they must raise the bar on student performance all the while competing against social environmental and outside pressures while researchers and district personnel work to determine the most effective curriculum Teachers struggle to manage classrooms. Teachers can't always control what comes into their classroom. Capturing Kids Hearts, a new program that we're looking at, shows them how to create high achieving centers
for learning. Capturing Kids Hearts is a process that is working in thousands of classrooms across the country to provide the strategy and training for teachers and administrators to achieve success in today's classroom. Capturing Kids Hearts says, give us a teacher who's passionate about their subject, a teacher who cares for the welfare and success of their students, and will give that teacher the tools they need to engage and challenge students and raise them to a higher level of performance. This research-based process improves the five key indicators of school performance. Fewer discipline referrals, improved attendance, higher student achievement, lower dropout rates, and higher teacher satisfaction. The widespread impact of capturing kids' hearts reads like a wish list for school administrators. Our campuses involved in the first year of implementation will be Lincoln, Goliad, and Fannin. We're excited
about this program and excited to watch the impact for our students and staff. Do I have questions, ladies and gentlemen? Thank you. Thank you, Ms. Holland. Do we have any report, Dr. Detloff or Colonel Vedder, concerning our partnership with Goodfellow? We appreciate you being here, Colonel. You're our liaison between our board and the personnel at Goodfellow Air Force Base. Thank you, sir. And I will mention, because I've now gone to a couple of awards banquets, that he has a daughter who will be graduating this year from Central and was honored at our top 10% banquet. And also will proudly say she's going to attend the University of Texas. All right. We have several items on our consent agenda Item a considered donations and we've had several donations and somebody remind me because I don't have
my full Package here. There were several donations to two different groups in this group Marty you What Okay, the Deaf Olympics. I remember that and the Goliad gym floor. There were several donations to both of those and we certainly appreciate all those donations. They were some some significant donations. So we certainly want to recognize all those donors. Item B on our consent agenda was consider superintendent's recommendations for the personnel for school year 2015-2016. Did we have any amendments tonight that need to be added onto that also? Oh, that's for next year. Okay. Let's see. Consider superintendent's recommendations for personnel for the school year 2016 and 2017. That's the one we have some amendments that also will be considered. Item D, consider bid number 16-009, utility relocation project. Item E, consider sale of vehicles. Item F,
consider BE local board policy. Item G, review board operating procedures. Item H, consider TASB board policy update 104. And item I, ratify administration's actions in sale of properties. Does any board member want to take any of these items off the consent agenda for further discussion? If not, then I welcome a... Move for approval. Yeah, a motion. That's what I was trying to say. Is there a second? All right. We have a motion by Mr. Dindal and seconded by Mr. Gallegos to approve our consent agenda. Any other board discussion on these items? And I will tell the audience that, as has been mentioned earlier, all these items were discussed last week in detail. Any public comment on any of these items? If not, all in favor say aye. Aye. All opposed say no. Motion passes. Item
consider bills accounts and financial statements for April 2016 I have a motion by Mr. Archer and a second by Mr. Hernandez to consider bills, counts, and financial statements. Is there any other board discussion on this item? Mr. Parker, just a comment to our viewers that in our effort at transparency, we provide all of these reports online. You go to our website, saist.org, and transparency is one of the big tabs right there on the deck sheet. Thank you, Mr. Archer. Is there any public comment on this item? If not, all in favor say aye.
