hey everybody i'd like to call the meeting to order it's tuesday july 20th 2021 at six o'clock uh would you please stand and join me in the pledge of allegiance to the flag i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation indivisible with liberty and justice for all the first order of business tonight are the orders of the day are there any items in consent that the board members would like to poll for discussion hearing none are there any items that the board would like to add for discussion i would mr barefoot i'd like to add the fsba advocacy committee for discussion all right can i have a motion to approve that addition to the orders of the day dr schiff um

and a second dr jones yep i don't think you can suck it i don't know if i could or not i don't think she can second her own item sure okay i would now like to recognize dr moore thank you mr chair we do have two presentations our first presentation uh is the opportunity to for us to acknowledge individuals who um have been or well be promoted in order to be in support and service of our children within our community and i'm going to quickly acknowledge them and recognize them if they're in the room so i'm going to start an order i'll start with those who are in the room um let me start with our coordinator of parental and community involvement this is a a key position a new position for us and we're

very sorry excited about dr patricia cowie filling that position new coordinator of mental health services miss shannon bass also another new position that we uh created this year to deepen our focus around uh steam our coordinator of steam miss april perez literally three minutes ago she was in kelly busser's office working so i'm glad she got it down here um and then our coordinator of equity dr kyra uh shafty and we are director of student services dr paula lewis also new to our team we do have two assistant principals who are joining the ranks of assistant principal and this is a a big shift in in move i remember when i first became an assistant principal um i was much lighter had more hair in my head but then weeks later those two things drastically

changed going from sebastian river middle school where he had a powerful impact as our success coach being promoted to the assistant principal at glendale elementary school mr kenneth brown and his brother is gone [Applause] well when he comes in with the pleasure of the board we will acknowledge him um and then moving from vero beach elementary school as an instructional coach to indian river academy ms j norwood you can see she's uh she has her uh reignite shirt on so she's knee deep in professional development all doing doing that work already so they're very excited to have these new positions you'll see a number of individuals relocating their families and coming here to be a part of some really really powerful work and that is a a sign of progress a sign of encouragement very

excited to bring into the ranks extreme quality hard-working dedicated employees really to put their shoulder to this work so very excited to recruit a quality staff to be in service of our children very excited to acknowledge these individuals and the expectation is high so looking forward to the work and our next presentation um our next presentation will be done by no let's do a picture now miss max so if the end how far is your brother oh come on let's do your presentation yes yes good idea the next presentation will be provided by our public information officer miss christomatics hello good evening everyone it's nice to have you here with us tonight we just have a very short presentation tonight but it includes a lot of information and that is our summer school program highlight

video we had a lot of things going on in this district this summer and just for example step into kindergarten bpk level up literacy camp our extended school year camp and extended day camps so we went around and i shouldn't say we chris and brooks went around and captured some of those highlights from each of these places and i'd like to give a shout out to kelly basura who's back there our director of academic success she was overseeing this summer program and it was quite the big job to oversee so thank you and here's our video this summer students were able to illuminate their learning through a variety of educational camps and programs during illuminate 2021 here are just a few of the many programs offered this summer the step into kindergarten program promoted readiness

for school success and a positive transition into kindergarten thanks to the education foundation and all community partners for making this step into kindergarten program possible level up literacy gave students in first second and third grades the opportunity to improve their literacy skills the extended school year camp gave students many different hands-on learning opportunities through partnerships with local community agencies the extended day stars camp which featured science technology recreation and summer programming had a variety of partnerships that provided fun hands-on learning opportunities [Music] mathletes gave students the opportunity to improve their math skills and choose one of two pathways mathletes with crossover mission or athletes with tech ventures literacy on the lagoon a partnership between the school district of indian river county the environmental learning center and the learning alliance provided students the opportunity to be

immersed in literacy as they explored the indian river lagoon thank you to the many community partners who collaborated with the school district of indian river county to brighten our student summer during illuminate [Music] so as you can see um our summer camps are different than they have been in the past different from what we remembered they're engaging they're hands-on kids are building robots and all sorts of things and it's not like our summer camp it's not like when we ran laps for pe so we didn't have to sweat during the year this is really hands-on and the kids love it so dr moore that's all we have and just to add on to that as a reminder we tripled the number of students that had the opportunity to participate in summer programming so as you

saw the the highlights of those particular programs drastically increased and increased as a result of partnership and individuals stepping up and willing to serve and support to expand that opportunity so initially we were concerned are we going to be able to hire enough summer school teachers which was one of mrs pasura's concerns we were able to do so where other districts continue to struggle to find staff so just a a great partnership on behalf of teachers willing to give up pieces of their summer to come in and provide that quality instruction partnerships whether it be crossover mission learning alliance just absolutely outstanding progress and we're looking forward to leveraging that as we go into the new school year and now we have had the arrival of mr kenneth brown our new assistant principal glendale elementary

so now that uh all of our recent appointees uh if we could please come down front for a picture with the board we greatly appreciate it and kristen take over and get through sorry all right yes we still need to vote on the adoption the orders of the day you did a motion and a second vote congratulations so welcome aboard congratulations you're at work that you can't be proud girl yeah [Music] congratulations okay congratulations once again congratulations and and i hope your respective families are all taking you out to eat right now uh with that that that completes our presentations um this evening [Music] all right next order of business is citizen input and i neglected to introduce mrs berenborg who's on teams and the last meeting that that she so capably ran she introduced

a sort of a new way of introducing citizens input and that was to not only announce who the next speaker was but who was on deck and i think that worked well particularly when we have people out in the other room it keeps things moving so mrs behrenburg thank you for the good suggestion these are the guidelines which many of you who have been here before know each statement made by a member of the public shall be limited to three minutes duration and persons will be recognized in the order in which the requests were received persons may speak for up to three minutes at the beginning of a business meeting during citizen input as indicated in the order of business and for up to three minutes to each action agenda item during the action agenda

and each board member discussion item as indicated on the order of business persons may only speak once about any given item the time period may be extended by the presiding officer and only the individual submitting a speaker's form is allowed to address the board time may not be yielded to other speakers so the first order the first speaker speakers of the evening are stacy and jackson clem and on deck is joseph parr can i take this off so i can end up by his device okay so um jackson has cerebral palsy so i'm going to support his arm but i'm not making i'm not speaking for him and you can see that he is very vocal all right what do you say [Music] my name is jackson my name is jackson i go to storm

that's right jackson goes to storm grove and we are here tonight to say hold on what are we here tonight to say and we are saying thank you for two things jackson what are they inclusive playgrounds where's my ride so jackson and i wanted to come thank the school district for building four inclusive playgrounds in our elementary schools jackson thinks that's pretty cool that there are going to be playgrounds right is that pretty cool yes yes it's pretty cool that there will be playgrounds for all children not just some children also we want to say so i think we need to give a big shout out to mr michael because i know he's been working on that really hard so thank you mr michael and then the other thing we wanted to talk about was

where's my ride we're super excited about this we had this in spokane and i think jackson and i came and spoke to the school board back in 2018 about this because it was proposed way back then so shout out to mr bass for getting that going we loved that when we were in spokane because i could look at the app and figure out where the bus was to know if i was going to be home in time to get him off the bus so we're really excited about that and the fact that you can use it in the schools is even better and while we're here and we have one minute left jackson and i have paid attention to the recent school board meetings and jackson and i are pretty offended by the weaponization of

some words that jackson and i feel are very important which are inclusion inclusion diversity and equity those are three really important words for jackson because if he had been born just 50 years ago he wouldn't have been able to go to school he would have been put in an institution and he wouldn't have had the opportunities that he has today so when i hear people come up here and say those are bad words it's really offensive to me as a parent and it makes me very emotional because i fight like heck every day for my son to have those same opportunities as everyone else and jackson should have those opportunities it doesn't matter if he's brown or black or in a wheelchair this is my son and when you say inclusion and diversity inequity or

bad word shame on you shame on all of you who say that thank you thank you thank you thank you miss clem and thank you jackson nice job next speaker is joseph parr and on deck is chris allen good evening so this may be my last speech to the board for a while um i'll be going back up to stetson soon um so with it being budget season um i think there are important questions that we should all address there's like been some online chatter about it and such but we should be asking questions like what voices should we listen to should we listen to groups like moms for liberty or freedom works well let's look at what they actually are moms for liberty are under the umbrella of parents defending education now parents defending

education is an organization that is getting funding from the koch family freedomworks was founded out of the coke founded citizens for a sound economy organization now personally i would be fine with this if the koch family was actually for improving public education but historically they have taken very anti-public education stances so it would be against the interests of our school district to craft policy especially the budget based entirely on what they say but i do agree with moms for liberty that discussing how our school district spends money is an important conversation to have we should be asking questions like how can the school district spend their money in a way that benefits everyone in the district how much money do they actually need to be able to completely meet the needs of our students teachers

and staff i'm just some kids starting to learn how this budget process works so i might get some of the particulars of this wrong because numbers are hard and this is coming from someone who wants to be a math teacher based on what my parents paid in property taxes in 2016 the local school board military was around 2.848 now if you apply the consumer price index to this millage in 2019 the millage should have been around 3.04 instead it went down to 2.748 so while this may be an overly simple metric but by this metric it looks like our district is being underfunded and if we can't raise the rate in any meaningful way it definitely makes sense to receive help from the education foundation an organization whose executive director mr heron was my government

teacher and is a really good overall person the overarching question that we should be answering to the best of our abilities is how do we achieve the school district's mission which is transforming education and empower all students to maximize their full potential and it seems impossible to achieve that when you're expected to do more and more with less and less thank you mr parr next speaker is chris allen followed by lamar norton giacomo hi my name is chris allen um i want to well first off i want to thank the school board for approving amplify and working with the community and behind the scenes to help get it approved with the department of education and i did want to point out some things i i emailed mr meyer and um the school board about some

things people found online and i know you guys have said you know that we don't have to worry about online resources and i wanted to get like a quote or a policy or anything that we could you know give to our members to call their fears specifically people pointed out um amplify education on facebook posted during education week it says quote has compiled helpful resources for teachers to talk to students about police killings and racism um so that's that's really all i wanted to do i never got an email back or at least i don't think i did and an answer to like i said to give to our members to call their fears about any of that stuff reaching this school would be great thanks thank you miss allen next speaker lamar dr giacomo

on deck sandy campiglia all right next speaker is larry otiba and on deck jennifer pippen well uh miss pimpin why don't you if if he comes we'll plug him in good evening my name is jennifer pippen i'm one of the admins for we the people of indian river county and the chairman for moms for liberty indian river county florida and my first off wanted to say thank you again for still making masks optional for the next school year on buses and in classrooms we really do appreciate this because last time this year dr moore and i were exchanging many phone calls and emails over the phone and we thought that you know maybe four weeks and six weeks in we would be able to do mask optional so i do thank you for that and

also for making vaccines optional as well i do have a couple concerns though about um the reopening plan coming into this school year and having different rules for vaccinated children versus unvaccinated children first of all we are no longer under a state of emergency so legally you cannot use the health department as a third party and give their information our children's information to contact trace and quarantine children that's the first thing second thing i know representative grohl who is so gracious and coming for the superintendent's workshop was talking about the parental rights um bill that is now a law and i just wanted to reiterate that we are in charge of our minor child education and health care that includes quarantining contact tracing masking and vaccinating our children and i also wanted to let you

know that governor desantis has a vaccine law as well it says they may not require students or residents to provide any documentation certifying covid19 vaccination or post-infection recovery and it goes on and on and on if you are not going to be asking children or your staff their vaccine history how are you able to quarantine some people due to contact tracing and infection rate versus not okay if you're not asking people let's say for example everybody in this room's in a classroom and i test positive for covid19 you cannot legally ask anybody here and if you're saying you're not going to ask the students how are you going to know as a school district who you legally can quarantine and contact trace or not if you a legally can't ask them and say you're not

going to ask them and b implement this policy so that's my question to you i asked dr moore he asked me to reach out to the department of health i called at the state level they said mrs pippen you are absolutely correct the health department is a third party they cannot contact trace and quarantine healthy children last year we quarantined over 3 000 students in this school district my daughter was quarantined twice four weeks after the school year last year i want to know how many of those children if they were tested tested positive for covid19 the answer is zero thank you for your time thank you mr pippin next speaker is louis costanza and on deck is christy mulatto good evening with all the talk and controversy going on today about critical race theory

i wanted to ask what the district position is on that if that is incorporated into the curriculum or if any components similar to it are incorporated into the curriculum so that was my first question i don't know if anybody can answer that that's currently on the board yeah we don't normally respond directly to speaker at the end of public citizen input uh dr moore one of us can address some of the questions or points made okay i'm sorry i didn't realize that when i had one more question and that is what is the goal of the school equity committee thank you thank you mr costanza christie mulatto's next fallen followed by ryan blade hello i wasn't planning on coming tonight but here i am um i was really disappointed with the superintendent meeting and how

politically driven it was and how some of you are involved with aaron grohl which i don't have anything against her girl i grew up with a family here but she's she's a political party she has no business here her kids don't even attend a public school so those of you involved with the gralls and are pushing their political agenda in our school system are wrong and secondly that bothered me was the parental rights and protecting parents rights where teachers have to call their their their parents if a child comes out or not has anybody else in this room come out in high school or middle school the answer is probably no i'm probably the only one in the room so therefore if i came out to my teacher that should tell you that they don't

feel safe coming out to their parents and that doesn't that doesn't give you the reason to call dcf if they don't feel safe at home there has to be reason there has to be evidence to call dcf and send them to the home not just oh the kid doesn't feel safe enough to you know come out to their parents obviously if a teacher sees that the child is hurting themselves or is going to hurt someone else a teacher with any common sense both republican or democrat is going to call a parent when has that ever not been the case not since i've been in school if i was gonna if i was arguing with another kid i miss jones probably called my mom i don't know but the the fact of the matter is you're

seeing po po politics in our school board moms for liberty no offense to you guys that has no jurisdiction in our school board none if you want to you want to run with desantis run with desantis but our school board is our school board and you guys are in charge of my kids while i work 40 plus hours a week in the community and i trust you to make the best decisions for my children not to get in a political agenda argument amongst each other and people in the community and for those of you saying that the the teacher shouldn't should call the parents immediately not every kid has a safe home and i'm going to reiterate that every time i'm up here they don't have a family they don't have parents they're couch surfing

i had that when i was a coach i had to make sure the kid had a couch to sleep on at a friend's house what parent do i call have some like common courtesy for your neighbor and title one schools has nothing to do with the school board's funding but everything to do with your neighbors income so make sure you're educated before you start going on facebook and making comments that make you look like you're lacking all sorts of education yourself thank you miss plato next speaker is ryan blade and on deck cindy gibbs my name is ryan blade i'm a resident of the city of sebastian grant said yes i am bothered politically i'm just going to briefly say thank you for selecting the amplified curriculum however after hearing some of the folks for

public input granted yes i did not grow up around here i've only lived there for three years however i have my own unique set of health challenges i've had i have two titanium rods in my back two vertebrae that i refuse i have part of the left shoulder blade removed because of a non-cancerous tumor i had 12 years old and i am also hearing impaired since about 20 years old i look i'm fortunate because i could have also actually been paralyzed for my spinal surgery so i had five of them actually one of which i had to be out of school for a solid month and i was very fortunate for the tutor my school up north provided me but i can say for certain yeah if there's any accommodation any children need whether it

be physical psychological yeah i fully support that and i definitely would like to see that those kids get that i know from a lot of people i spoke to in the community whether people are not politically active politically active they support the kids getting those needs met and i fully support that if you know for some reason that's not getting mad you guys need community support for that to happen reach out to me you know i know jackie and terry they have my contact information you guys are more than welcome to talk to me i can always go talk to people i know see if maybe hey maybe we need to do a petition or something i hope you don't ever have to do it for something like that but i'm more than willing to

lend my support for that so yeah if there is anything bottom line anything that does need to be given for any sort of accommodation i fully support that but it does take me though that there are there are radicals in this country right now who want to misuse words like equity yeah cuz i'm not i'm not a fan of that at all and i don't like that it is hurting people have legit physical and or mental health physical ailments i've seen as well yeah i saw it at north growing up with people that had ripping bad anxiety people had to go to the mental hospital i saw that i'm only 23. i graduated high school 2016. and it it sucked seeing my friend my friends go through that see them go through having bad anxiety

and stuff depression i you know it's not something i usually think about often now because i'm well past that point in my life you know haven't been around people like that but yeah i'm sure we got in this community too and whatever everybody in the community can do to help those who have those ailments you know i would greatly appreciate everyone's support for that i do as much as i can grant on one person just getting started off in life but i do what i can to help with that thank you thank you mr blade next speaker is cindy gibbs and on deck paul wescott good evening as we prepare ourselves for another school year after the last almost two school years of living through covid and all the changes in our lives that went

and go with that i hope that we will go forth with love and hope for our educational leaders this year there's an awful lot of negative talk in the world around us about teachers and what they might bring to the children but i want to celebrate the flexibility and the stick-to-itive attitude that teachers have had throughout this whole experience the last couple of years this coming school year is going to bring with it new standards new curriculum new legal guidelines and i hope that our community will be forgiving and supportive as our teachers navigate this new territory i think about what teacher evaluation conversations are going to be like this year i think about what parent-teacher conferences are going to look like this year and i hope that there will be trust and respect for

our educators our teachers need us to support them and i hope that we can come together as a whole community to do so donate to your classrooms offer a kind word empathy and kindness go a long way thank you thank you miss gibbs um uh this is the last speaker although if any of the people that were not here when i called their name we'll give them one more shot but mr wescott thank you great i want to say thank you for the work that went into the past a few weeks that we all experienced together in terms of producing the amplified curriculum um uh the extra work from mr meyer's department um having to put together two contracts ready to sign one or the other depending upon what happened to doe that was extra

work i'm sure that he would have preferred not have to go through but i appreciate that i think it'll make a difference for a community i i appreciate the commitment that you all have had and that experience when the decision had been made to go that direction the positive energy that occurred thereafter in terms of contacting the people that needed to be contacted in order to get the attention that needed to be obtained in order to have it happen not all conflict is bad sometimes conflict is good because it produces good and i think that um is a good example for that um and also i i appreciated the what was produced in terms of working together because i think our next step um is going to be to focus on what we need to

be doing with regard to the desegregation order and the work that's going to be there and that is a community effort and and i would encourage the community to be fully engaged i appreciate the view of equity as being again what we see in our mortgage statement ownership our community has ownership our families have ownership our students should have ownership in what's going on and should desire to see things approved so it's all of our responsibilities to see improvement in the areas that we need improvement so that we don't have to talk about that order anymore and when i was here last time i mentioned the money that had been spent um in prior years that that was not dr moore's i want to make sure that that everybody hears that from me when i

said that i was talking about the years of experience we were litigating when we should have been planning and working on what was probably very objectively determined determinable criteria to fix the problem but unfortunately we spent a lot of money trying to defeat the order as opposed to succeed and i thank you for for that effort i also appreciate what you all are getting ready to do in terms of trying to develop some policies as it relates to the critical race theory question that's been dominating our conversation there's a doe rule that's going to have to be followed and i think for the sake of the faculty having a well-defined organized set of rules will help it will help bring clarity understanding predictability and i encourage you to continue to work in that effort so

that it is clear so that everybody knows what our expectations are and and how to meet them uh i look forward to the coming months and working toward uh whatever i can do to help reach into the community in order to deal with that that order and and and satisfying it and and doing better i appreciate that thank you thanks mr wescott all right there are three people that were not present but lamar please thank you very much i appreciate the opportunity to be here and i'm very excited that we chose amplify because uh those who studied it said that it was um very much superior to the hmh so i'm delighted that you are listening to members of the community and to parents and i hope that trend continues i just i don't like

the preoccupation and the obsession with sexual orientation it has no place especially in k-8 we don't care we don't care what your sexual orientation is so you know let's just focus on our children getting the highest quality education they can get to lay a foundation a proper foundation for a successful future that's all i have to say thank you thank you all right is um sandy campeglia here or i guess not and uh larry otiva all right well that concludes citizen input i made a couple of notes in response to questions that were asked first of all i'm sure mr fagan will correct me if i'm wrong i think mr parr suggested that the school's school district was being underfunded because the millage rate dropped the fact the matter is there's two components one of

which is the millage rate the other is the cumulative value of the real estate and in fact even though the millage may go down if the value of the real estate in the county goes up even this year the millage rate that's been discussed and being will be proposed presumably stays the same but the value of the properties is up by a billion dollars so the result will be an increase in the amount of funding the school district gets but i just want to make sure that people realize that there's two pieces that determine uh funding one is the millage but the other is the value of the property at which that multiplier is applied the second question i'll turn it over to dr moore which was i think mr contanza's question about the equity

committee role and uh crt in the curriculum thank you mr jarrod i do have a a few responses or clarity clarifying statements then we can move on with the rest of the meeting um miss allen we do teach the standards there are there is no critical race theory in the florida standards uh in terms of supplemental resources uh we have a vetting process taking place right next door you have all of our leadership teams participating in a three-day professional development defining the goals and the objectives in terms of how we're going to support our teachers we've spent all summer long in the creation of pacing guides which is the opportunity to pull resources together for teachers uh vet those materials those supplemental resources in order to ensure um that the appropriate content at the level

of the standard at the complexity of this standard is exactly what we're composing our our students to those that is the most effective way in order to support our teachers uh are our community and they are invested in our community and invested in our children it's the responsibility of the district to make their job the most one of the most complex jobs there is as easy as possible by giving them the most effective meaningful content and strategies and supplemental resources all in one place where they could provide that instruction aligned to um that content in which they're responsible for teaching and mr meyer can summarize that and provide that information to you um in in terms of vaccinated versus uh non-vaccinated uh in terms of the school system stance that there's no different reaction we're

not doing one for some and some for for the other matter of fact that is the the realm of the the health department not for the school system and i think we've navigated that and i continue to say this was the school board in the state of florida that took on the the health department under an item in which board member baron borg brought to consider is there any legal ramifications or action that we as a school board to take in order to stop that quarantining we've made tremendous strides as we closed out the school year over the summer we continued to made make tremendous slides we are in the process of updating that process to maximize the amount of time that students are in school and we will kick out a campaign uh in

which attendance matters and we will continue to follow the appropriate protocols uh to take every precaution if a student feels sick yeah please stay home do the appropriate hygiene in terms of coughing in your hand the washing hands the washing of hands providing the one-way hallways all of those safety protocols continue to be in place in the quarantining the health department will be the ones that ask are you vaccinated or are you not vaccinated not the business of of the school system and we're going to continue to work with the health department in order to ensure that we get that done in the most effective way the quarantine children that statement was true up in probably till about february or late late early early march we did have students who were quarantined who did get

a covert so that was a that started happening later in the year uh i think i answered that uh young man's question critical race theory is not part of florida standards it's not something we as a system teach in our schools um and it goes back to the response that i gave in terms of the equity equity committee that is a federally required committee established by a a federal judge in our desire to seek unitary status through the creation and agreement of a joint plan that we are currently operating in partnership with the naacp the information regarding the the conversation today around parental rights was the initial conversation to seek clarity and understanding um from this board uh through a maker of our parental bill of rights and it is an ongoing conversation and dialogue

in which we will invest uh with teachers with the appropriate staff to ensure our teachers our parents uh our our staff feel empowered with the knowledge they need to have in order to be successful of supporting children dependent upon what their role is the majority of that law is already in place we will be pushing out a revised or updated parental bill of rights that we have in place we will help parents navigate this school system which is hard and complex and we need to ensure that we as a school system are supporting parents and the raising of their children while the same time ensuring each of our faculties and staff feel safe they feel secure they understand um their roles and responsibility as a district and we're going to continue to make sure that

is in fact what we create and those are the comments i think that summarizes things that were said all right does any any other board member want to comment or respond to any of the speakers i would i would just like dr moore to continue on that discussion of parental rights if you could please reiterate the processes and the policies that we have in place in terms of if something detrimental occurs with a student or there is a concern about a student at home what are the processes that our staff members all of our employees have to take when there is a report or fear of harm of oneself or others that is a required reporting process we go through that training on an individual school year basis so we renew that training each and

every single year in order to ensure faculty and staff understand that process of that procedure it is a very familiar process that school sites because they do this work each and every single day are are familiar with we need to create a deep understanding in terms of encouraging students to access the support services that are in schools creating meaningful relationships and building trust with teachers in order to ensure that we can provide them quality education we have systems in place we are ready to start the school year and we will continue to what navigate this this new law as it as it develops but we're in a good place and i think today's conversation allowed us really to uh continue to engage in the conversation to create what will be a bill of rights a

parental bill of rights thank you anybody else all right i was reminded by our trusty attorney that i forgot while we had a motion and a second for the orders of the day i forgot to vote so we have a we have a motion by dr schiff second by mrs rosario all in favor of adoption of the orders of the day aye aye hearing no opposition that vote is 5-0 thank you um the next uh item is the uh consent agenda the approval of the consent agenda is there anything in the consent agenda that any board member would like to pull for a specific discussion all right hearing none can i have a motion to approve the consent agenda i thought we already did that we only did that we already did the poll we

already did the whole thing already we did that we did that why is it it's not in the same word all right um the next item where do we have the display so now so now we need to have a vote on the consent agenda correct so that's what i was gonna that's what i did so we adopted the orders of the day right i i think we just had a miscommunications so so i said i said is there any item on the consent agenda anyone would like to pull that's the part we already did and we already had a motion on adopting the orders now we just need to approve the consent agenda right so so moved i move we move approval from the consensus second all in favor aye all right the next

um this is a public hearing an adoption of of some revised policies uh on june 8 2021 the board moved approval to set a public hearing date to adopt revised district school board policies the purpose of the revisions is to be consistent with present practice and legislation the policy process was followed in accordance with florida statutes under florida administrative procedures act chapter 120 rulemaking and school board by law 0-1-3-1 this item deals with the adoption of revised school board policies dr moore have you documented that this public hearing was properly advertised in accordance with state statutes yes sir all right um we now recess this meeting to conduct the public hearing as advertised the public hearing is now in session dr moore are there any written responses to the advertised public hearing to be read

at this time not at this time all right having no having having no comment is the public's invited to address any of this hearing none the chair concludes the announced public hearing on the adoption of the revised school board policies has been ducted pursuant to notice and that ample opportunity to address this issue has been provided to all the meeting is reconvened at this time at 6 50. all right when when do we address your discussion item we've got the superintendent's report and then after that yeah superintendent your report is next uh thank you on the policies if you could call for a motion to adopt the policies as revised all right can i have a motion to adopt the policies so move second second all right all in favor aye aye aye okay motion

carries 5-0 all right uh dr moore thank you mr chair i would encourage all of our our listeners if you hadn't had the opportunity um to take the time to listen to our board workshop this this afternoon the opportunity to listen to mr fagan present some highlights of our budget and our board members to ask questions uh very meaningful information and great dialogue regarding a budget that has been very specifically designed to support our district strategic plan and the progress that we are making um as we get prepared for the opening of schools i will say we'll have we will meet again in a week but there is we are in the process of preparing for the opening of schools i've just mentioned uh we're having a three-day professional development series for our leadership teams

of each of our schools if you haven't had the opportunity to get over there yet tomorrow is the last day i would encourage board members uh to swing on by from eight to three at storm grove middle school to see the the energy the excitement and the level of focus that's taking place with each of those school leadership teams professional development has been the key i think it's miss dampier 54 the number of hours i think it's 54 hours of development for our administrators over the summer which is a great deal of development as it relates to the new curriculum uh miss passer and her team has been busy at work um we actually took a picture of the parking lot on the roof i think it was sam he's not here we had him

go get on the roof because there's that was not one parking lot space available because of the number of teachers that were here with their sleeves rolled up preparing uh these pacing guides which i just referenced in order to ensure our teachers have those those resources uh we continue to look at covet and our opening of schools i think i addressed some of the criteria that we have in place to ensure that we are ready and prepared for that our opening of schools the window had closed for our families who wanted to participate in the virtual school we had very limited participation in that matter of fact the number is the same as it was pre-pandemic our principles continue to be available and i would just encourage ev every friday for the next three weeks

we'll continue to have facebook live those that is going to be a one-stop shop for everything parents and families would need for the opening of schools uh and continue to visit our web our website for information we need parents uh at the orientation in the opening of schools our ninth graders are having for the first time a required back-to-school session this is going to recover everything that a parent needs to know as they navigate the ninth grade experience the courses they will need they would take the scholarship opportunities that are available the gpa requirements the scholarship requirements is a great deal of information that we're front loading for our families as we prepare for the the opening of schools uh and that is our update today all right thank you now we move to discussion

and dr jones you yes we all received an email from nancy of esplin about july 7th from the fsba and it talked about board selecting their advocacy previously called legislative representatives an alternate for 21 22 school year talked to dr moore about that i don't know how it's been done before but i would be interested in being a representative and i just want to let the board know dr schiff one um because when we were at fsba i was approached by that about that by billy ann gay who is the fsba person um who addresses that one of my concerns is that it required being at three meetings three fsba meetings over the course of the year um which i may actually now that i think about it be confusing with the board of directors

because i was going to be on the board of directors and i was concerned um that there wasn't really a way to attend those three meetings so i think i take back what i just said but but relevant to that is um is the obligation of the advocacy representative uh we usually attend one meeting a year we may do two this year for some of us but are you clear on what are the obligations of that person well i talked to billy a little bit about it and and was interested and i know we are supposed to elect a person in an alternate so yes i'm interested i can get more information but i did talk to billy a little bit about it but did she specify what were the meetings at which you were

expected to attend and which you had to be in person or virtual because i think i have no problem with you being it so i'm fine with that i just don't know what are the obligations of the position so i would just want to find that out so i i'm sorry so are you asking that you want to be the well it says has to be selected by the board that email that was sent out am i right nancy yeah but are you asking to be that person now because i think dr schiff has a point we if we don't understand what the rules are how could we choose a a primary person and then an alternate because the alternate would have to know what the role what the responsibilities would need to be for

that position i'm interested yeah no i'm not saying that you're not i'm just saying that i think we need to know what the responsibilities are of that as well in order for us to move forward in the conversation um i also think my question though is is this something that needs to be filled now or is this something that can wait for when we do reorg in november i believe this is this is your aggressor would you know oh there's a deadline date sorry yeah which i believe is august 8th which is why doctor jones is bringing this up well we don't have the responsibilities so well but we know that we've never had anyone there have you ever had we have never ever had this conversation so no but we have had we've had

a legislative representative and that person is generally who takes in the pa that was most recently mrs barenborg before that it was mrs zork that person is that role that the title as far as fsba is concerned has now shifted to advocacy representative rather than legislative and if we but if we have to make a decision in order to have any voice at all by august 8th it probably behooves us to make a decision about that which which we can shift if we need to if we find there are obligations that we can't manage but if we're going to miss having any voice at all by august 8th by not electing somebody i think we have to consider that as well but i think your um liaison liaison that you're talking about was the liaison

that the board chose to be our own liaison not an fsba liaison mrs berenberg was an fsba liaison she served as the as our board liaison those are two different things so correct right so well we don't know because we don't know what the responsibilities are but the um the position that i think that dr jones is referring to isn't it she it's titled fsba advocacy and it's previously called legislative okay but but we don't have any of that information i'm not ready to make any and from any informed information without any information well what was everybody's response so i'm looking at the email right now do we have any room next week this could this could be added to the agenda next next week because this is for an action item and a vote

is there a way dr moore that you can fit this in sometime next week so that we can have a chance to if the request is added to tuesday's agenda which would afford me the opportunity to to get some additional i did try earlier to get some information was unsuccessful um but if i give you the time to have all of the information so the board can make a the most informed decision possible and then that was absolutely fine with me okay and we'll be prepared to act on that once we get that information next tuesday next tuesday and so the presumption is that we're going to tie it to the budget review when they eat that evening right we'll do it right before that i mean i could do a separate item actually i'm

just trying to consolidate time and again i just wanted to make sure that whatever happens we have representation absolutely okay the next item on the agenda school board matters mrs behrenberg you've been listening intently is there anything that you would any school board matters you would like to share with us uh sure i'd like to just say thank you to mr feig and mrs copeland and the finance department on preparing the budget that is a huge undertaking and seeing that it's the largest budget in the county um i think people should be understanding that uh our history history on budget preparing and hasn't been as organized and is exciting to look at this one so i appreciate that um i did fight representative crawl today and the reason why i did is she is the

author of the bill and i thought it was very important for board members to be able to ask any questions they wanted from the author of the actual bill so i appreciate her coming today and thank you board members for asking any questions you had today i think helps get clarity on that also congratulations to our new leaders that we had today uh exciting that we're getting everything in place for next year and um superintendent i probably should ask this earlier but when you talk at the end of the meeting would you tell us about how we're doing as far as hiring um because i haven't seen the latest as far as the numbers go there and also i'd just like to give a thank you to mrs clinton jackson for coming tonight and um

i think she's been working really hard on the esc advocacy group he meets with the superintendent and i think part of the reason why some of these things are happening here is because of that group of parents so i want to say thank you to them dr jones thank you summer has not stopped it's moving very quickly and it's been busy um thank you again to all of our our school staff members our district all of our parents and community this was a very very challenging year but we made it and we've got our third grade scores and hopefully the other scores will come back just as with really good information i've been attending every equity meeting since 2019 i'm looking forward to the meeting on thursday with hopefully getting unitary status and getting unitary

status by not paying a whole bunch of money but achieving the goals and then of course which we have talked about publicly a real sustainable policy so that we can move forward with our students i went to several summer school programs i saw brandon clem at his summer school program at storm grove it was a great program for our students the learning alliance was they were at several schools saw them in action at citrus and of course crossover mission with the mathletes and combining academics with athletics was absolutely wonderful mcam meeting's been very very good we talked again about volunteering i think most of you know but ms esplan's been mentoring a student i think for at least four years now that was talked about on mcan so i want to thank you for sticking

with that student how important you are to that student the community engagement we are having it's been on our website july 26th work with dr mcmahon dr kawi just to talk a little bit about where we are so our our agencies all of those that help our students in after-school programs they know where we are and where we need to go and that information is on our web page and you can sign up it's in person or in zoom so it's going to be good stuff the home school meeting ms rosario and i were there last week the schools were represented the middle and high schools talking to our parents and students about getting activities in our clubs athletics any kind of activity we want to bring those students here because you know they are

our students in this community and we will continue to work hard for them also had a great experience with wilford hart i don't see him here anymore but with vero rowing and we went to gyac to introduce those students to rowing it was a lot of fun i mean a lot of fun and we want to get more of our students active in that in our african-american achievement plan we talk about extracurriculars and barriers and we want to make sure our students don't have barriers whether it be transportation or funding so that was excellent i attended representative grohl's meeting last week with our early learning coalition and finally we have our pre-k brooks here under the um auspices of the doe so we're going to look for alignment there i'm really really excited about that

and of course her presentation today you know a lot of questions still here with parents rights and the bill and everything and i said you know we've got to be very clear with everyone at school so they know what the expectations are what do we all want we want our children to be successful we want that communication and again just making sure our teachers our counselors our administrators know what is expected uh that chamber of commerce meeting was good dr moore with that luncheon about the state of our county very very good and i just think you know as we move forward hopefully into somewhat of a normal year we hope so all of us do that we really keep the business of the board as our priority our student focus our teachers support doing

everything that we can for our students and keeping that connection with our parents i think is so very important and i know we're moving up thank you okay mrs rosario thank you um yeah the um homeschool collaboration um last week was uh really fantastic i want to thank mrs holden for all the work that she did with that it's kind of different for a school district to put on something such as that so i'd like to thank dr moore it was in a homeschool forum essentially the first of its kind where homeschoolers were invited to come i've mentioned this before homeschool is a daily walk or an annual walk really you never know if you're going to homeschool the next year and more than likely if you're not going to homeschool the next year those

students come back to the public school system so in order for us to be able to help or be a bridge there are some because not every homeschool family is the same some homeschool families are looking for that collaboration for that partnership and for that all that was done was an expression of all of our after school activities and some of the band and musical activities and things like that so it was really nice we had almost a full room which was pretty impressive for the first time and a lot of homeschoolers have told me that they are very excited about it so and that's great everybody has a different approach to homeschooling just as many parents have a different approach to parenting um but in that way it is our responsibility regardless by law

that we have to offer the invite and that's exactly what we're doing so um good job on that i also wanted to thank publicly representative erin grall for coming i know that other board members have thanked her for that but it was important for her to come as she expressed the impetus for house bill 241 which is now law and for anybody who has not seen that earlier today i encourage you to watch the earlier the earlier video of of that uh dr moore i had a thought oh oh actually it wasn't really my thought it was somebody else's thought and i thought it was fabulous another district somewhere somehow created these pacing guides and these curriculum maps um and and i'm not unfamiliar to them because they've existed for many years but um teachers

were involved in the creation of these curriculum maps their calendars essentially like curriculum calendars have we thought about interactive because our responsibility and our legal right is to provide all of this information for parents right parents are entitled to see what students are going to learn whenever however it is parents can ask the administrators and the teachers for these curriculum maps for viewing of them but have we considered creating interactive curriculum maps or interactive pacing guides to post on websites so that on a particular week something can be clicked documents can open uh supplemental materials can open and they could kind of be available that way through the chair a a pacing guide is a one-stop shop as i mentioned for the teachers and it's a very cumbersome document where you're housing the standard you're

housing the the whether it is a framework or a a pacing guide including the supplemental resources it's the plethora of all of those particular resources where you pick and choose uh through the common planning process what exactly that would be so although it's the public information you requested absolutely i've seen in many districts uh across the state where you're creating an agenda where you see what the actual child is being exposed to whether it be something that's uploaded in the the gradebook where you can link and you can see it um so there's opportunities to explore what that would be i don't think the pacing got the pacing guide may cause more questions because it's it's like a menu but you won't you know you you select on the menu at the prime rib but

the teacher is actually doing some something different so there's positive there's opportunities really to be transparent in what we're doing in terms of instructing children but there's other ways of doing that it's just a thought someone brought it to my attention and i love the idea of course thinking outside of the box and technology and how technology can be so easily applicable i mean even through an app someone can kind of click on to see what their students are doing or what the teachers are doing or teachers can collaborate with each other in this particular way you know departments can anyway just thought i'd mention that and ask your your thoughts on it um and that and that's all i have for now okay dr schiff i don't have anything to add i've been out

of town for most of the last uh since we've last met um i actually took a vacation uh i don't have anything to add it's the short version and um i don't have anything to add either my metropolitan planning organization takes the month of july off and the month of august i guess that'll give people that are concerned about the roundabout at 5 12 and 66 5 10 and 66 i guess uh give the state some more time to study it that was the big item um dr moore i did have a a follow-up from ms baron board regarding hiring the the date for schools to be fully staffed it's not this friday but the following friday we are in a really really good place in in terms of being ready for all of staff

to be filled with 35 40 positions remaining 24. okay even better from the last update as i said earlier mr bass can't go on vacation until we're fully staffed so we're down to 24. um and and that is critical for our success also wanted to mention um board member jones the opportunity to to bring the the boats that could whatever you would call them to to gifford resulted in nine students signing up at vero beach i didn't know that oh so yeah yeah wilfred he sent me the pictures uh about two or three days ago and what a powerful partnership that is and if you haven't seen that facility they had an open house and they really i think they had the open house for us to establish partnerships with us uh mr hart immediately

said let's go over to the gifford pool and really show it uh and then literally a week later nine students uh are in in their club participating and i think that's very very very powerful we got to keep looking at transportation well there's a school right across the street so we got we have buses going there each and e each and every single day that's it all right well unless and lester's oh god i'm sorry unless there's uh something else i think the meeting is adjourned thank you at 7 13. you
