001Good evening everyone and welcome to the Monday February 27th meeting with the Campbell County School Board. First item up let's all stand for the Pledge of Allegiance and a moment of silence. I pledge allegiance to the flag of the United States of America. and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. I guess it's changed since two weeks ago. I hope it didn't change much. I see an extra million. Hey, but they gave us some money. Okay, first item up is... Hold on a second. Let me get my mic on. You hear me? Mm-hmm. First item up is matters from the floor. It looks like we have one guest to speak tonight. At this time, the board will hear the matters. Each speaker will have
002three minutes to speak. Please be respectful of the three-minute time limit. Prior to speaking, please state your name and address. Comments must be directed to the board and not to staff, the audience, or the media. Thank you. Okay. Ms. Mendez. Hi, good evening. My name is Jackie Mendez, and I'm a resident of Edmonton, Virginia, and a member of Moms for Liberty here in Campbell County. Just want to bring some matters up to your attention. In January, the 23-24 budget was mentioned at the board meeting, but never explained or debated in the public forum. In the previous school board meeting on February the 13th, the agenda stated the fiscal 23-24 budget draft. The draft was never presented nor discussed in the public forum. So where's the budget? How do we stay informed if there's no documentation
003or presentation coming from the leadership here? So we are left with questions. I sincerely hope the superintendent will discuss this tonight. So do we assume that you're going to vote on the budget without offering a public discussion? It would be interesting to watch. Here's some basic questions that need your responses. In February, we learned that two part-time English as a second language teachers are now being expanded to eight full-time permanent positions. Question. What is the percentage increase of students that do not speak English? Where are they coming from? France? Germany? How much of the American Rescue Plan Act and Elementary and Secondary School Emergency Relief Fund had to be allocated towards diversity, equity, and inclusion criteria in order to get all the funding? So can we get an update on the current year attrition and
004replacement numbers for teachers? Special education. How many of the teaching staff is fully licensed and properly trained with special education? Where is the funding coming from? The state, the federal, the local? And what are you projecting to be special education services for the coming year? And where's the accountability, the transparency, and the engagement? I think overall, this is a travesty that we're not offered a public forum to review the budget or receive an overview presentation of how these funds are used to improve and meet the strategic plan for the district. Now, I spent four hours looking through different school board sites. Everyone had a timeline for a budget and a delivery date. We didn't see that at Campbell. The United States is a government of the people, by the people, and for the people. And
005any time constituents and representatives take the time to engage in a meaningful conversation, it helps strengthen us. Thank you. Thank you, Ms. Mendez. Next item, approval of the February 13th meeting minutes. Motion. Second. Motion by Mr. Maddox, second by Mr. Jones. Any further discussion? All those in favor signify by saying aye. Aye. Opposed? Motion carries. Next item, consideration of the 2022-23 calendar change. Dr. Johnson. Thank you, Mr. Chairman. If you recall back last fall, we had several discussions as we were working on adopting the budget, I mean the calendar, the calendar that we had for this current year as well as the new year. 24 calendar and there was some concern that we did not have a work day in March and in talking with each of the individually we agreed that until we could
006get through the winter months because there were no snow days that we would wait and see how we were doing on our days and hours and as you know we've had a I hesitate to say this but we've had very mild winter some late days and for that reason and we are recommending that you consider making March 24th, Tuesday, Friday, make that calendar change to no students attending that. It was chosen because we do have testing for it's end of the grade period. So they'll be finished their teaching, their testing by then? No, the writing is primary. Okay, I move to approve. We've got a motion by Dr. Miller and a second by Ms. Parker. Is there any further discussion? All those in favor signify by saying aye. Aye. Opposed? Motion carries. Does this, at
007this point, do anything for the end of the year? No, we don't still monitor that. I would expect it to be. Also, in the last couple of years, we've had some high water in April and early May, so we'll finish that up. The next item up is consideration of adopting the full year 23-24 proposed budget. Dr. Johnson. So you've had to draft budget. I appreciate the calls and questions that you put in. As you know, the General Assembly finished their session the other Saturday. They did not have a budget. So we do not know exactly what we're going to do. But if we drafted based off of the governor's budget, that was the most solid information that we had at the time. And we've not made any changes to that draft that we've given you.
008Just a couple of things. One, if you've read, you'll see that overall they're about a billion dollars apart in what they want. And that includes all the funding, you know, and everything. But for the general assembly, for the delegates and the Senate, they are over a million and a half or something apart in the information that we've got as to what we might get. If you recall, we get about 80% of our budget, or pretty close to it, from the states. It's very difficult to establish a specific budget when the General Assembly hasn't passed. But I have talked to County Administrator Frank Rogers. He's very aware that we may be back editing this budget. The information that I heard was they were gonna meet each week through March. And hopefully they would have something, but
009if not, it could go into early summer as it did last year. There was some talk about 7% versus 5%. It was, it was. And both the House of Delegates as well as the Senate proposed a 7%. But we did not include that in this draft budget. Again, we built this budget off of what the governor presented to the General Assembly. We felt like it was the most conservative route to go at the moment. If it's 7% comes back then we'll have to see how much the General Assembly gives us for the compensation piece of that and then how much that would cost us. We did not build this. Well, if you recall, speaking of budget calendars, the county sets their calendar. We had to get that in so we built it off the General
010Assembly. Didn't they vote to straighten out the DOE's calendar? They have not yet. They did for this present year. So this budget will be recovered $750,000. in new money from the council in several years. But if they don't correct that for FY24, this budget is going to have that hold. What was the latest on it? Hasn't been a whole lot of discussion. I think everyone wants to give it a good faith effort to finish it, but they're so far apart in their budgets, I don't think anybody can commit to the $200 million that they would need to fix that hold. until they figure out what they're going to do on the tax cuts and now we end up reflecting on this 23 24 i thought it was going to be 24 to 25 the 23
01124 okay this starts july 1 23 ends in 24 so that's next this will be your budget Okay, they bought they did say and have corrected the mistake for this year and made us whole this year So it would be reflected on this Yeah, at the end of the day that does not get corrected and we got work to do and especially the other so you did a 7% but You know you gotta hold the deal this they say we'll put that conversation in there Sooner or later though that whole eclipse time they're not gonna make you hold forever So if they don't fix it this year, that's a good chance the following year you can very easily start out with That is the tax cuts that the governor promised to make. It's got to
012come from somewhere, right? So actually Senator Peek went on the news and made a comment that the decision that they're trying to make at this point is to do the tax cuts that have been imposed Does that keep budgets whole or do taxpayers get a return? Do they spend it? Do they return it? And so that's the argument. Like Bobby said, it was June last year when they finally adopted the budget. It's so fluid. I mean, so many moving parts on this budget. Well, and like I said, I'd like to remind you of the big increases that are in this budget. There's a over $800,000 increase in health insurance. There's increases to all of our utilities, all of our experiences, fuel and propane and so forth. The match for a grant of $200,000, a little
013over $200,000. So really, there's nothing really different in this budget than this past. The budget we're working off of right now, those increased expenses, a couple of positions that we mentioned that we needed to increase due to the increase in students, ELL. Why did the county move this up? We normally present April 1st. I can't say with certainty, but I think it has to do with the twice a year. Oh, the new tax. Okay, that's right. But I can't say with certainty. That makes sense. And they're asking you to present tomorrow. Just a real brief presentation on why the increase. But they're aware of an increase. Yes. All of this has been sent to them. They needed the number that we were asking for some time ago. So this $750,000 that we're asking for more
014new money from the county, if the state ends up cutting us $1 million, We can't go back to the county after they do their budget for... We may have to... We don't know. They don't know. We're very aware that we could potentially have to amend these budgets. They can amend theirs just like we can amend ours. That wouldn't happen. But we'll just have to wait and see. So right now the $750,000 is the minimum that we need. from the county if all things stay equal stay equal as presented in the budget that you have that would balance the budget it's not you're gonna have to find something and there's no two ways to do that if they opted for the seven if they opted for the seven percent how much more is that going to
015cost us lovely yeah i don't know if i have that number So you're assuming that they authorize 7%, they're going to give us more. They're going to give us more. You'll be told 7%. But you have positions that are in the budget that are beyond that. Again, no one staffs a division, a school system, or a minimum SOQs. But we know the ballpark for that, right? 2% when we were doing it for the 5% now. Right. We know how much of a raise also we don't know how much they're going to contribute. They're not going to produce or give you the whole 7% because of the figures. That's a pretty big number. We're budgeting for 5% knowing that we have to pay more to the elevator. It's over on the side of the survey. Yeah,
016that's a big difference. There you go. 1.3. But they might be cutting it to 1.1. What did you say, Gary? But they might be cutting this 1.1. It's very fluid because we still have some of our CARES money. And that's all been budgeted. Yeah, that is a very small percentage of your budget. Anyway, we're approving something that we know we're going to change. Very likely. That's the deadline we've been given. for a supervisor. In an audit, both chambers were higher than what the governor's presented. I mean, normally one's lower and one's closer or a little bit higher. I think one of them is lower. It's a 7% raise, but the overall revenue is less. So some other things that are in there get cut out, correct? Different way to allocate it. Yes. I don't think
017we can do anything but go with what we got. And that we're going to have to fix. Move forward with what's conservative and amend as necessary. But hopefully there will be certain times that we can get contracts up. I mean, from the work that's done here. we know what our expenses are unless it's a difference between the 5% and 7%. What we have no handle on anywhere is what our revenue is. So we're approving a budget that the revenue, and we've done it before, I know, but this one is even a little bit more ambiguous or awkward because of this potential cut plus the difference between 5% and 7%. That's ridiculous. What do you do? If there's no more questions, I move that we adopt the budget as presented. Second. Okay, we have a motion
018by Mr. Jones and a second by Mr. Maddox to adopt the budget as presented. Any further discussion? All those in favor, signify by saying aye. Aye. Opposed? Motion carries. Until further notice. Okay. Next item up, report of the superintendent. Dr. Johnson. Okay. I don't have a lot of them. The chairman asked me to make some brief comments regarding the question from a constituent regarding the January public hearing and the budget. So the code, if you recall, requires us to have a public hearing. prior to the adoption of the budget. It does not require that a budget be presented in draft form prior to public opinion. So we did advertise and post in general. Normally in the past, you would have people come in and speak. We had some teachers come and say we'd like to
019see sports added at high schools, and that's the type of public. We did provide discussion and consideration throughout the year to build the budget. How is the trust program going? It is. We've got a construction meeting Wednesday. We're still working on some balancing issues of HVAC and water, but they don't seem to be anything that's not out of the ordinary. So they're working on that. But so far... Have you set a date for the demo? Well, that will be discussed Wednesday. But it's going to start in March, just where and what days. There's still some asbestos out there to get out and that type of stuff. But we're looking at a date this week. The National Door will be in there to take all of the cores and a lot of the hardware out of
020the doors because a lot of those are new and are newer. And we have the same ports across the division. We save them from parts. We're getting hardware from doors from parts because we can use them in other places. So they're doing that. But yeah, everything's going well so far. Any other questions for Dr. Jones? So that company charges us a heck of a lot of money for that. They're charging us to take all the hardware off those doors and then it'll be our hardware. Yes. But we have a contract with them on dual hardware as well as our monitoring software. We have a contract. That RFP will have to sell you. Dual hardware is expensive. It surprises me how expensive it is. I see it on there. But as long as they're not double
021billing us if they're getting paid to do it. What we're asking them to do is above that. okay yeah they will come in and maintain their hardware and the software everything goes with it to make bad dreams and all that stuff work but what we're asking them to do is we just don't we don't have the personnel to build in a week's time and put out everything that we want pulled out okay so we've contracted with them to do that because they are our vendor it makes sense for them to come in and do that work what's the status of all the old furniture and equipment and stuff in the whole building. I think it's... The moon company finished Saturday. It's completely empty. A lot of that went to those schools. A lot of it
022was donated globally. A lot was donated globally to churches and the Bible of the Great City. And then the other support would be... Anything that wasn't laying there other values were against charities that they'll be given to anything that's left that was so we scrapped but it wasn't much was not not much it was most of all giving them away and so on so were taken to us and stuff to this you know all of our equipment all that kind of stuff went from a school to a university. anticipate and find anything underneath when they go if they're not in there with all the stuff we know of some issues in the old school for example you know sixth grade sixth grade hallway Dr. Stanley, we had to go in a couple of times to
023Jackhammer Ford where the old sewer lines ran into. I remember we went down there and they brought a mini excavator in the school. Pardon? A tour we had, they brought a mini excavator in the tool. Yes. Yeah. Because the sewer line was underneath that. Yeah. One of the classrooms. And then the cost of that, it depends on what they find. It's all included. It's all included. It's already under the guaranteed maximum price that we, the county, negotiated. Us and the county negotiated regarding the PDA process. So, yes. Okay. I always think about the Walmart on Ward's Road there. When they started clearing up and then they found out they had all that rock and it became a... major deal once they got started. I think it was when I went bankrupt over for a point
024in time. So we don't want anybody to find anything this time. Okay. Anything else? Any more questions? I'm good. Yeah, I forgot to bring my note tonight. Mr. Shields said I think they have a fine arts night at the Rushburg High School March 7th, I believe it is. I'm sorry about that. The next meeting may have details. Other than that, I don't have anything else. Mr. Paul? Well, you kind of already touched on it. I was going to say thanks to Clay for assisting in some of the donations. So, local 501 3C, I'll get all the numbers in there. Letters next up. Cherry actually just saw him today because we were donating some furniture for my office. And he took out over 150 desks for his school from middle school. And I know he's worried
025about that. So I appreciate all the help with that. And this past Saturday, I was on the campus of the University of Lynchburg. I thought it was really odd that my son came home as a senior and said he was invited to participate in an intelligence competition. I was like, intelligence competition? Am I not loud enough? But it was like a mock U.N. And it was super cool. So hats off to Mr. Scott, my favorite government teacher at Brookville High School. He's had all five of our sons through there. So he took a group. And they did like a mockument and... conflict resolution type thing. They had to actually submit like they were at the UN. It was pretty awesome. So I got to watch some of my extra kids blossom. Mr. Scott was fabulous.
026And we won, Brookville High School won the award for best delegation, and they were Ukraine. So it was pretty awesome. They also had some amazing guest speakers there that, you know, one of the guys that's actually driven the presidential limo. And one of the guys is an active Naval Intelligence Officer who graduated from Rofl 106 and he was just the most incredible that I have to say. So I thank Mr. Scott for including the seniors, all the seniors were invited. And then a group from his government class that included my youngest got to go. It was awesome. So, yeah, super cool. And that's all I have. Thank you. Thank you, Mr. Paul. Mr. Bryant. I think we're finishing up all the winter sports. Good luck to all of us this Friday. We're going to start
027spring sports and ready to go. I hope all the athletes, all the schools have a great year. I'd just like to congratulate the basketball team, Prankin and Hussey, for the region champ. This Friday at Heritage at 530. But if you want to go, you should take it early. You don't look at it. Huh? Yeah, I got you a ticket. You just tell him no more. That's all I got. Yeah, I don't have much. I just had the opportunity and the privilege, actually, to speak at the early college government and political science class for Mr. May. So it was a lot of fun. I was speaking on behalf of the school boards. I didn't throw you guys under the bus or anything. But it was a good opportunity, and I appreciate it. That's all I got.
028Thank you. I don't have a lot, but just good luck to Alta Vista. And I do have a little bit of a public service announcement. My wife, Rose, who is president of the Campbell County Education Foundation, asked me to just make a comment that the 11th annual Campbell County Schools and College Career Day will be held on Thursday, March 30th at the Campbell County Go Tech Center. Local businesses will be on hand to talk with students and provide advertising materials about career opportunities. Seniors from each of the high schools will attend different sessions throughout the day. CTE juniors and enrollment students will also be attending. And the Campbell County Education Foundation will be there as well. All right. One thing, excuse me, Mr. Chairman, that I left out, brought to my attention, Jamar Lovelace, a
029Brooklyn High School graduate, I think it was 2005 he graduated from, was named the EC class head football coach. Today of very recent. Congratulations. Adjourned to a closed meeting. So I'll entertain a motion. Mr. Chairman, I move that we convene in a closed meeting for discussion of personnel matters related to assignment, performance, promotion, performance, demotion, salaries, discipline, resignation of specific employees. specifically employee number one, recording the contract of the superintendent in accordance with section 2.2-3711A1 of the Code of Virginia 1950 as amended. Second. We've got a motion by Mr. Brandt, a second by Mr. Maddox. Is there any further discussion? All those in favor signify by saying aye. Aye. Opposed? Okay, let's take five minutes. Only public business matters lawfully exempted from the open meeting requirements by Virginia law and only such public business matters
030as identified in the motion convening the closed meeting were heard, discussed, or considered in the meeting by the school board. So moved. Second. Got a motion by Mr. Brant, seconded by Dr. Miller. All those in favor signify by raising your right hand. Motion carries. Okay. Closed session matters. Mr. Jones.
