001We start the regular meeting of the board of trustees. I'm here all board members. Are there any items on the agenda? I requested a second. We have a motion and a second. Number. Yes, we will. We also have a number of . Help me with your name. All right. Nayli Beth Berrerios, Paloma Garcia De Blas, all from Meehan Elementary School. These individuals are shouted out because they demonstrate exemplary collaboration, unwavering focus on what benefits our students. It is clear that when you follow the curriculum, their dedication to the practices, supporting fellow teachers, you are nominated by Jocelyn Casera. Fantastic. All right, we got a couple pictures. It looks like you would like to take a picture. That's okay. I disrupted our flow. All right. Thank you. Thank you. And don't go too far. We'll take
002your picture again here with the rest of our nominees. Copper McNamis from Washington Academy. Is she here? She is dedicated to pushing our first grade team to be the best we can be in reading and math instruction. She consistently keeps us informed about new updates about the curriculum and provides us with advice on how to approach it. She is helpful, caring, kind, and takes extra time out of her day to help us with anything if needed. She's always looking for ways to help us improve. She's honest, loyal, funny, an amazing friend, and a dynamic player. Thanks for always being there, Copper, when we need you. Christy Kieran from Washington Academy. Christy is consistently finding ways to help our first grade team improve our math instruction and is always ready to pivot when we need any
003support in the moment. She always finds creative ways to modify and develop assessments and activities for whole group, small group, and whole group and small group instruction. She's always there with a helping hand. She cares deeply about students reaching their full potential. She's kind, compassionate, loyal, a friend, and a team player. Thank you so much for sharing your wealth of knowledge in math and advising us in best practices in math submitted by Ms. Anna Bringer. Do we have Jamie Bogus and Megan Rose? I do not see them. Jamie and Megan are amazing collaborators. We work closely every day to ensure kids are getting the best education possible. These ladies make me a better teacher because every day they teach me something new. And I don't just mean curriculum. They teach me grace, patience, perseverance. The
004list goes on. I truly find these ladies amazing. Submitted by Natasha Gadomski. And Jacqueline Riggins from VHS. Mrs. Riggins is one of the most effective teachers here at BHS. She is always encouraging colleagues to share their perspectives while encouraging others to listen and learn something new. Mrs. Riggins pushes for clarification in all areas of the learning environment at our school, and she is a leader within and outside of her department. I am grateful for a colleague like Jackie, and BHS is so fortunate to have such a stellar educator in the ELA department. Thanks for all you do for your staff and colleagues, Mrs. Rios. And Luis Salinas. Mr. Salinas went above and beyond when it came to finding and implementing accommodations to support a student in his class. He made the student feel heard and
005supported. That's submitted by Abby Cameron. I'm going to now bring you all back up again for another picture here with Ms. Hadley. Thank you all for coming out this evening. We are very glad we have the opportunity to celebrate you tonight. And that concludes our board shout outs. Thank you, Dr. Shogg. At this time, I would like to invite any board member who would have anything or anyone they would like to shout out. I would like to recognize Pam for the great work she does every year helping us get our packets together for the Triple I conference. It's very helpful to have that information all organized in such a nice way. She does a great job. I want to recognize the crossing guards in the district. Because I felt so bad for them this morning
006because it was so cold outside. And they're out there in the cold and the rain. You know, I've heard a couple crossing guards yell at my parents being impatient. And they do a lot out there to keep, you know, students and parents safe in the mornings and the afternoons. So I thought I'd take a half a second just to shout out the crossing guards in the district because they're out there and it's an intense few minutes for them, but they keep us safe in the mornings. I will share that with Christine as well as their employees of the bus company, but thank you for recognizing them. Welcome. I'd like to give, sorry, a shout out. Dr. Shugg shared with us a video from VHS staff and student council. Is that right? Humble and kind. And
007I thought it was amazing. So I thought it was really fun to watch it. Great message. It was fantastic and it's in the superintendent comments tonight. No way maybe we'll get a little sneak preview of it. It's fantastic They did a great job Anyone else that would like to share a board shut up? We will now have our student council reports starting with Bob at your high school presented by Lillani Sosa So, BHS is on track with our two school goals for this year. Among returning students, we saw an increase of 5.5% of students meeting the ACT reading benchmark in October. We also have a 50% reduced entirety referrals due to end of November compared to last year. BHS has 50 students graduating at the end of the first semester, and on December 16th, we
008will have Early Graduation Appreciation Day. In 2025, VHS has had our highest four-year graduation rate in over five years and anticipate being able to exceed that rate in 2026. Thank you to our school board and our community for your support. Thank you, Leilani. Leilani, sorry. Thank you guys. We will now have our board committee report starting with the business services on December 2nd. Mr. Houck or Mrs. Hempke. Mrs. Houck or Mr. Hempke. Do you have anything you would like to highlight or share from the business services committee? I'd say probably the 1 thing that, um, we don't have a roll call or or is not on the consent agenda is related to the play based. Learning furniture that we piloted 7 out of 22 kindergarten classes this year and. It was a real success and so they've made some adjustments to some of the furniture and we're reaffirming.
014Getting some consistent prices for the next two years. So That was a success. They're gonna be doing the next 15 Classrooms in the next two years I think seven one and the other that was good any questions about that Thank you Thank You mr. Hemke thinking to talk educational services Mr. Miller, do you have anything you would like to highlight or share from at services? Does anybody have any questions for Mr. Mueller or Dr. Carson or Dr. Johnson regarding the meeting? Okay, moving on to policy and personnel on December 11th. Mrs. Young or Mr. Peggy, do you have anything you would like to highlight or share from the policy and personnel committee minutes? All right, does anybody have any questions for Mrs. Young or Mr. Peggy or Dr. Scharger, Dr. A? And we're moving on.
015At this time. Members of the public and employees of district 100, they make public comments. As a reminder, any person appearing before the board is expected to. Address the board only at the appropriate time and follow the directives. Of the board president to maintain order and decorum. Identify oneself, let me comments to 3 minutes and. Conduct oneself with respect towards others and abide by board policy. colon 30 visitors 2 and contact on school property at this time this is eddie cameron please come up I'm just going to use my teacher voice. Good evening. My name is Abby Cameron, and I'm a third grade teacher at Perry Elementary, but tonight I'm here to speak on behalf of all teachers of D100 and parents of students who attend our schools currently. On January 21st of 25, the
016board shared the initial approved scope for construction for D100 schools, which included secure vestibules and entrances. On August 8th of 25, the Phase 1 plan was shared and included the approved projected funding for Phase 1A and 1B. According to the Priority Projects document from September of 25, Perry, Caledonia, BHS, and Everest are not slated to have secure vegetables done until 2028. Lincoln, Meehan, and North obtained secure vegetables in 2027. This summer, Washington Central and South are projected to have their secure vegetables completed. It is my understanding from conversations with Dr. Shug concerning recent security events that negotiations and bids for contracts are being discussed at the moment. The focus of the closed board session this evening was safety. While I am comforted to know that the board is discussing security measures, I must stress the
017need and significance of improving and pushing forward the timetable for all D100 schools to have enhanced security measures in place. Costs are only going up for workers and materials, etc. Revise the plan. put safety at the forefront, and show that we stand together. This is an immediate need and should be considered as such. We simply cannot wait until 2027 and 2028 to have secure entrances in place in all D100 schools. Roofs, AC units, new clocks, and electrical systems are not going to matter if our staff and students do not feel safe within their buildings. Thank you so much. Thank you, Mrs. Cameron. Is there anybody else that would like to address the board at this time? And then next on our agenda is our consent agenda items. Are there any items on the consent agenda?
018Any members of the board would like to take out. For separate consideration, do we have a motion in a 2nd to prove the consent agenda items? Number number 2 through 9 as presented. We have a 2nd member hunky made the motion number how 2nd of the motion to approve consent agenda items. Number 2. Through 9 as presented any discussion. Okay. Roll call please. Mr. happy. All right. This is how Mr. diesel Meyer. All right. This is young. Hi, Mr. Mueller. Mr. Herrera. All right. Okay. Next on the agenda are roll call action items. 1st up our revisions to existing board of education policies. 1 through 30, are there any policies under roll call action items? Any members of the board would like to take out for separate consideration. You're not do I have a motion
019and a 2nd to approve the revisions to existing board education policies items number 1 through 2 through 30 as presented member junk made the motion member how second of the motion to approve. The revisions to existing board of education policies number 1 through 30 as presented any discussion. Okay, roll call please. This is help Mr. Mr. Mr. Mr. Mr. and Mr. motion passes. Do I have a motion in a 2nd to approve the 2025 tax lovely as presented. I move to prove your 2nd. Okay. Remember, he made the motion member second of the motion to prove the 2025 text. As presented any discussion. I'm sorry, did you want to share speak if nobody has questions, but the levy is very much similar to what you had in the preliminary that I presented the increase at
020McHenry county did not substantially impacted. It was like, point 2%. Of what we increased to, we are still again, levy for all dollars were eligible for. Um, even though we have ballooned it to ask for more, they will only allow us to take what we're entitled to. So that new property, if it comes in higher or lower, we're still set to capture all of the revenue that we are allowed to keep under that. I do want to highlight that their next item on the agenda is the abatement of the 4Million dollars. They did 4Million dollars last year. We are again, evading another 4Million or proposing that for approval tonight. that will bring us to over $34,301 million that we have saved our taxpayers. So those are direct off their tax bills with abatements. So right
021now we are anticipating that we'll collect a little over $4 million. So anything in excess that we received this year would be applied directly to... The capital projects that were approved with the needs assessment to kind of offset some of that extra funding that came back. We originally approved it for 32 came back at 40. so we needed to make sure that we have some funds in there. So anything that we go above that, what we're abating, we'll do that. That also gives us the cushion because I have to project what we think we're going to receive. If we don't receive exactly what we're anticipating, it's something to be that public to be able to do the 4Million that we're abating. But I am confident that we will get that at 4Million mark this year
022as well. Any question for Mrs. Armstrong? So, this is the tax left property tax lobby across the board. So it's the 2.9% that will we're asking for on existing property, but there's only 1 levy. So, we're capped on existing property at the 2.9%. The extra is to take into account that new property that we're having and the debt levy is outside of that 2.9 cap. But we're actually our tax levy has gone down this year. So we are 5.11. And this is if we get in everything, which we know we won't get everything we're asking for. We're looking about 4.679. For the 11, you know, that's taking advantage of the rising as well. Any other questions for Mrs. Thank you. Mrs. Okay. Roll call please Mr. Mr. Mr. Mr. Mr. Mr. Mr. Mr. Herrera. Aye.
023Do we have a motion and a second to approve the bond and interest levy abatement in the amount of $4 million concurrent with the overall 2025 tax levy as presented? Second. Member Houk made the motion and Member Hemke seconded the motion to approve the bond and interest levy abatement in the amount of $4 million concurrent with the overall 2025 tax levy as presented. Discussion? Roll call, please. This is Houk. Mr. Hempke. Aye. Mr. Mueller. Mr. Dieselmeyer. Aye. Mrs. Young. Aye. Mr. Piggy. Aye. Mr. Herrera. Aye. Okay. Do I have a motion and a second to approve the district to submit an application for the ISBE maintenance grant as presented? I move. Okay, remember empty made the motion member. Second of the motion to approve the district. Submit an application for the maintenance grant as presented
024discussion. Okay. Roll call please. Mr. I, Mr. I, Mr. Mueller. This is how Mr piggy. This is young. Mr. Hi. Okay. Motion passes. Do we have a motion in a 2nd to approve the elementary interventionist? Case management workload as presented. Number piggy made the motion number how 2nd of the motion to prove the resolution to waive limitations on. Administrative costs as presented discussion. No, to prove the elementary. No, it's okay. Let me rephrase that. Member Peggy made the motion and remember how. 2nd, did the motion to approve the elementary interventionist case management. Workload has presented discussion. Okay. We're a call please. Mr. this is how Mr. Mueller. This is young Mr. Mr. Mr. Mr. motion passes. Do I have a motion in a 2nd to approve the notice to remedy for employee? 1, 2, 1,
0255, 2, 5 dash a. Remember how made the motion and member piggy seconded the motion to approve the notice to remedy for employee one two one five two five dash a discussion roll call please Mr. Young Mr. Mueller Mr. Dieselmeyer Mr. Herrera motion passes The following items have been added to for discussion, or we upcoming for further review and possible action in the future. Background information that they're provided and the board may ask questions and or request clarification at this time. And at this time, we'll be discussing the triple conference as a board. So. That sure did you want to mention anything only that we were really happy to have such a strong representation of the board at? Triple I this year Traditionally the board has been really good about attending that conference, and I
026think there's so many really meaningful opportunities for networking and discussion And professional development that this year was no exception some really fantastic speakers and sectionals And we wanted to give the board the opportunity to have some conversation about what was Um, something that you brought back from that conference, uh, that might be helpful for the administration and or the board to do some follow up on. So, um, I'll let Mr. sort of, uh, facilitate that discussion with the board. Thank you Dr. and thank you for everybody that was able to be there in attendance. Um. This gives us an opportunity as a district as board members. To really educate ourselves amongst our peers amongst other. Board members around the state. And what better way to learn than from learning from others that are there and
027sharing their experiences as you're sitting in these workshops and these sessions. And they just have some great, great keynote speakers. I call them keynote speakers, but I know we call them something different there. But nonetheless, those speakers really provide a lot of. Information and energy and really get you motivated. Um, I really found that pretty helpful. Um, the workshops that I tend to just, uh. Uh, just because I know we're going to be having some, uh. Negotiations with our with our with the, with the, so I attended a, um, um. Workshop on that just done that in negotiations and, um. I thought was very helpful and, uh, um, and be pretty well prepared. As we discussed with our, our, our, um, our groups here internally, but. Um, there were other workshops, uh, that were very
028helpful again. I could just go on and on, but I don't want to take out all this all the time. So, um, I'll open it up for others who want to share their experience. Yeah, be the coffee bean, right? I'll be the coffee bean. Change the water. Water change you. That was going um so I one of the things that I came back was encouraged or excited in anticipation of What we will be able to do in cooperation with growth dimensions or the local organizations to develop an internship Program or to grow an internship program. There was a real successful one that was Highlighted workshops down and I don't remember the district but somewhere down south of Chicago and so came encouraged to see how that goes. I know we had a recent hire and
029we have a new position. Yeah. Fantastic. I went to a presentation on trust, about building trust between the board and the... Just as a whole and he gave you some really great information on trust and like he gave examples or like ways that you can build trust with somebody like he had us all for example kind of partner up and then he said no, what's a scar on your body or like a scar or like a blimmin on your body that You're kind of shy to talk about And so, you know, you partner up and talk to somebody about a scar or a blemish on you. And he said you can use that to kind of open up that line of communication and a line of trust with somebody. So something small like that helps
030create trust with people. So I thought it was a phenomenal presentation. He was really outgoing. At one point, he stood on his chair and was talking to everybody. So that was pretty interesting, but it was overall a great conference, and it gave me a chance to interact with a bunch of you outside the boardroom. Like I know, Jeff, you and I had a good discussion after one of the sessions, you and your lovely wife, and it gave me a chance to chat with you outside the boardroom and talk to you in a whole different setting. So that was pretty cool, too. It was just an overall great, great conference. I enjoyed it a lot. I mean, go on, Turner. 10 years and as much as I think I know it all right there's always more
031to learn and I think that's what I take away from it I'm like oh never thought of that and networking we've met a lot of people throughout the years and getting to talk to people in other districts and hanging out with your main I was only able to go for one day so I've already marked out my calendar for next year So that's what I learned that it's definitely a very good learning experience. Most of the clients that I meet too are all newbies learning my role. This is definitely a different dynamic for me in a school district being on this side of things. I attended a number of workshops. One of the ones I attended was making difficult financial decisions. How does the board go about doing that? We gather facts and information. Make
032a decision that's balanced. That was great. A couple different districts were presenting on their community outreach. They engaged members of the community, sharing real examples. That was good. And in general, I'm just really appreciative that the district is willing to send us there and pay for all of that and enjoy the day. And for the new board members, they were able to make it. I know it might have felt a little overwhelming with so many workshops, so many locations of where you got to go to go see this workshop or that or the other. You'll learn as you go along. But it's obviously well worth it once you kind of know the lay of the land and figure everything out. That takes some time, but it can be a little bit overwhelming. And even the
033expo, the vendor expo can be a little bit overwhelming with so much stuff down there to see. But again, that gives you opportunities to talk to the vendors directly one-on-one. And those are the vendors that are... Either we're working with already today or possible new vendors with new ideas. So keep an open mind to that So thank you everybody that attended appreciate the feedback on that Yeah, it's always a good event. So look forward to it again And again, I just I'm so appreciative that the board is engaged and able to do that and I know it's not always possible for everybody to be able to do that and I certainly appreciate that but I appreciate giving up your personal time to be able to be there. I also appreciate the administrators that they Come
034and take their weekend to engage with the board and to engage with that learning as well And it's always really enjoyable to spend time together Socially as well as engaged in that learning and I think we always bring back Some really good ideas to take into the future. So thank you and thanks for taking the time to process that with us today I have an extra copy of Mechanics of School Finance. That's what I gave you. I have another one now. Fantastic. Light reading for the house. I find it rather interesting. I know it's not as good on your couch by the fireplace, but... This is arm so just mentioned, you know, the sharing of resources, right? There are resources that you picked up along the way for free to share that. Fellow board members
035or administrators, uh, some of it. Would be maybe more applicable for them or you. Uh, but there's always, I mean, you're so much stuff, especially when you go down to vendor Expo that. People hand in all kinds of stuff to you, so, um, feel free to share those resources that you collect along the way. So, um, thank you Dr. and, uh. The administration for being there and all those that were there so look forward to the next year's um District 100 board meeting locations. So we want to kind of have a little bit of conversation discussion around What that continues to look like how that going to evolve what do we like? How does that more? I mean, you want to share a little bit more? Yeah, absolutely. So we had our meeting at BHS
036this past month. And I know the board had some sort of mixed feelings about that. Certainly, it's fantastic to be out in the buildings, but also might create some challenges for people who are looking for consistency and want to know where we are. And there's a setup and all those different pieces. I do our next board meeting is. Plan to be at Caledonia and what we would do at that board meeting that we missed, I think, at is schedule at 5 o'clock a tour of the building. So, any board members that wanted. To come and do a tour, we would do that before the start of the regular meeting and then we would also have Caledonia have the opportunity like did to highlight a performance to start the night, but also to highlight. some of
037the good happenings in their school. So I think as we rolled out that first one, our intentions have been to do some of those pieces. But I want to follow through on that if we continue to move around to those different sites, hoping to help the board get to those different locations and get familiar with our different sites and what's happening at those different sites, giving the principals the opportunity to highlight some of the things that are happening there. But I do want to make sure that this is something that the board wants to continue to do. Or if the board prefers to stay here, we can certainly do that too. And we also always, of course, have the opportunity to have our principals come here should we want to highlight something from our schools
038in a different fashion as well. So just got some feedback on both sides of that coin and wanted to see how you felt about. continuing to be at the sites or if you'd prefer to have us change course and stay here. I would love tours. I mean that was really the reason I wanted to go to the building was for the tour part of it. I've been in a lot of the buildings but it's been a while since I've been in some of them so I would love to see the tours to understand more about the security entrances that we're doing, things like that, the updates that we need, the boilers, whatever, just to have a visual so when you're presenting and talking about these things that we know what it is. We currently have
039I do feel like it's a lot of work for the tech department for Pam for those to have the full meeting there. Um, so I don't but I I really would love to be and again, my schedule does not permit me to go during the day. Um, but I would love to see the buildings. Of course, we actually love to have the kids give us a little, what they're doing, it's great to see that, that's wonderful. So the only way to do that is the buildings, but I do feel like it's a lot of work for Pam. I echo that 100%, everything you said. Those are the two main points. Great to, I'd love to have tours. A lot of work for, a lot of work setting it up at a remote site. And I
040also like the idea of what you said of having the principals come here if they'd like to highlight. We used to do that a while back and it was always really nice for them. Don't want to put any extra work on them though, they're busy. But if that's something that they really want to do then yeah. And I don't want the public to be confused. I was confused that night. Where are we going? So I wouldn't want people trying to figure out what school we're at. So if we, how does it work like if we meet as a group to take a tour, is that a meeting? We can post it as a gathering. I would say we probably want to post it as a meeting because we're likely to have some discussion about facilities
041while we're touring the facilities. That could at some point come to a vote. So I would say we'd probably post it as a meeting with discussion around facilities and a building tour. But that could necessarily be a separate time? We could certainly do it at a separate time. You know, we could do a few. I mean, we could try to consolidate a few. So we're not, you know, spreading it out over, you know, 11, 12 different occasions. Ms. Armstrong? I was just thinking that you have the board workshops and months that are starting at 430. Think about meeting at 430 and other times at the building, toward the building. 5 15 let everybody come back here and start your closed session at 5 30. that would be a possibility we could do that you also
042be good about taking me around to the schools you know first thing in the morning and then just meeting the staff in that way but that works for my schedule i mean that works for her schedule any feedback from uh vhs on that baby that's a great question mr distemeyer um I mean, we spoke with, uh, Mr Lewis at the beginning. I know he was there. He attended, but I have not solicit specific feedback from him about. How we felt about it afterwards. I could certainly do that. Easy to do. That's a good question. I'd be curious to hear the feedback too. And VHS was a good host for us. Yeah, we certainly appreciated. Um, I'm hosting us, um. I guess I'm just more interested in kind of figuring out logistically with what this looks
043like. For the tours, I think that's where we're kind of we're looking at and that's where interest lies. Versus having the meetings there. Um, you mentioned possibly, you know, we have our special. Board meetings that we start there and then do tour and then come back here. No, no, go ahead. Go ahead. There's also the facilities long range planning. Combined with business services, we could take business services. to a location if we wanted and you know do the meeting and then offer anybody who comes in later because we meet at four we could do our meeting and then say at 5 30 whether we're finished not take a pause anybody who wants to come and do a tour you get one a month Because that's how we did when we were looking at the needs
044assessment and things that were going on we had Mr. Winters kind of show every kind of toward Holly was on that committee with us of what they could see and you spent a little bit more time walking into mechanical rooms and walking into classrooms and seeing the furniture and stuff. Maybe it doesn't have to be at a board meeting but we could use it. Sounds like a pretty good idea. Most of those suggestions that you made would alleviate the administrative burden of moving all of this equipment. Yeah, we just need tables and chairs. Do we want to try then rotating business services or do we prefer the idea of having a 430 convening of the board? I'm hearing let's not continue to have the meetings. Is there feedback one way or the other? I think
045that's a good idea. 3 boards members that routinely attend business services. What about the folks that don't really. Attend business services, but would that be an interest? Would you attend the full meeting and then go the tour afterwards? Would you just come for the tour? Well, I can't. At 4.30, I can get to this building. I could not get to Cal State by 4.30. So those 4 o'clock meetings, I would love to be able to get all the meetings because I'd love to understand more about everything they're doing, but I can't be there at 4 o'clock. 4 o'clock is very, and maybe it's just my schedule. You know, you work for a gosh darn school and they don't let you. But you could do it to her after. But I could after. I would, yes.
046Anything later than that. Is that something that we could ask the administrator to support or somebody to support? Staying until five? 530 for the business services for a tour a meeting so after the business services meeting it so we could have an hour for business services and if we don't finish all our business then the rest of the team has to come back to finish up after the tour but that would allow anybody who wants to come for the tour to be there by 5 does that work Yes, and I mean I think we can probably coordinate that with buildings again We did that when we had our facilities in long-range planning, which I didn't start till 530 so And we took the end of yeah. Yeah. Yes we did. So yes. All right, so
047we will work for everybody five o'clock for the tour 530 Okay, I look like it is All right, we're good What about January? Maybe February. Whatever works for you, Ms. Armstrong, I think in terms of a start date. But we'll reach out to Caledonia and let them know they're off the hook and plan to be here next month for the board meeting. And Ms. Armstrong is going to take on the task of coordinating those tours then. Sure. Thank you, Ms. Armstrong. We moved the January meeting from the first. Okay, that's in our meeting. Well, and truly February is fine. There's better. Let's do that. February is totally fine. There's no urgency that the buildings will remain in place until the next reasonable meeting time. All right. We have a plan. We'll see how the 1st
048tour goes and we can revisit it again if we need to. Okay, very good. um let me see here upcoming contract renewals and reports are provided for just for your reference there so uh at this time we'll turn it back over to dr shug for administrative reports all right i'm gonna start us with superintendent comments uh this past week uh we were we hosted our regional isa superintendents meeting and this was our legislative roundtable So we had our local legislators who joined us and we had the opportunity to have a really great discussion about issues impacting education here in Illinois and locally. I really want to thank our legislators for showing up. Representative Snowski, Senator Severson were both able to attend and Representative Bella and Senator Stadelman both sent their chief of staffs and the
049really strong. So we were really glad that they were able to be here and we also were joined by Amanda Neal from the also I found it very interesting to hear the educational perspective around those key legislative issues as well. Belvedere South Middle School had their Lego project. It was led by our seventh grade students and Mr. Hayes at South Middle School. This is an annual project that Mr. Hayes does in his classroom and it seems to grow every year. $2,000 in donations went to the Ronald McDonald House. the hospital at oaklawn and the university of iowa stead family children's hospital um where we know that they are housed for years eight thousand dollars has been donated just a really fantastic uh annual project that was um our special needs classes attended their annual community
050christmas party uh also just a really nice inclusive event uh so happy to be able to see them enjoy this holiday celebration. And Feed My Starving Children, Central Middle School's Voyager Team, Travis Schomburg to volunteer at Feed My Starving Children. Students, chaperones, and teachers together to package and box meals for children in the world. The Belvedere Woot Woot Wagon came around to central office this past week in honor of American Education Week. We always love seeing the Woot Woot Wagon. And in very exciting news, right before the beginning of this meeting, drum roll please. Oh no, not yet. Oh, where's the slide? Not that drum roll. And that's really exciting too. I think it is it is very exciting and we are very happy to maintain that certification moving forward what is not in our
051slides but is a celebration we have this month is our annual angel tags campaign where again this school year we saw our staff give back to our community families Misty Colmair coordinates that effort and I don't think we have the final numbers on what we brought in there but many many many gifts are given to many of our local families as well and we'll bring that back to celebrate next month when we have those numbers but at all of our sites all of our schools participate in a variety of ways to give back to our community during this these months during the holiday season and last month Last yes last month I met with our student councils as I do And one of the things that they were concerned about at that meeting was bullying
052and you know perhaps students sometimes being unkind to one another and in response to that the BHS student council Created this video which I think it was very inspirational And I thought we'd take just a couple moments to watch some of that video There's a life that goes by that leans under the man. Childhood stars shine. Always stay home. I just thought it was really, really, really. And just a reminder that we get to work with some really great kids and some really, really great teachers. So that concludes the superintendent's comments. I'm going to transition us right into strategic plan updates. Goal one, Dr. Carson. well too dr johnson i wanted to highlight for you all as well as how they feel about their school and also how they feel about their own skills and
053schools have interpreted a lot of that data and another thing i wanted to highlight which is um Goal three, we are continuing to work on all the different recommendations coming out of our communications audit. We will be reconvening our family and community partnerships action planning team in January. And we are hoping at that meeting we're going to have our first draft of our community partners directory for the district. convened a small team to be doing some additional work on that and really excited for those next steps. We are continuing to meet with our family book study team on the Anxious Generation. That's been just a really, really nice group of people and a really nice opportunity to reflect and they've got some good ideas about some next steps we can take as a result of
054that reading. So looking forward to continuing to work on that. And we are continuing to work on our points of pride profiles. So that is what's happening in goal three. Goal four, Dr. Ady. Just a couple things. We're still maintaining our teacher self-tolerate about 3% higher than a year ago. A pair of fill rate is about 7% a year ago. One of the things that we've really been working on and Olivia, our sub coordinator, gets a lot of credit for this, is increasing our overall sub pool, but specifically our admin subs. It's been really hard to find admin subs over the last few years, but we have people reaching out to us, people that have recently retired, for example, from Rockford. and a couple of retired elementary principals reached out to us and one of
055those we mentioned earlier is going to be over at Perry for second semester so really excited about that the fact that people are reaching out to us and then as Dr. Shug already mentioned what a great place to work that really does help with with recruiting and retention and as we get ready in February and March we start hitting all the job fairs you know at Illinois State and Northern and such, that really helps to be able to brag about that. We're a great place to work and so happy about that too. Mr. Mandera, do you want to say anything about PD? Yeah, we have worked really hard with the current lead committees in the way of development for our conference style. that we have for our teachers on February 13th. We're at the presenter
056stage now. So the presenters will get a congratulations this week to welcome them to actually start preparing for our February 13th then. So, which is always great to have some of our in-house teachers and admin presenting at this conference. We do have about 40 that submitted applications to actually assist with that day. So that's a pretty good number. Our ROE, our Regional Office of Education, is also assisting in many different sessions, focusing on bilingualism, to special ed, to also just wellness and working in life. So work in quite balanced so they can actually help out teachers with stress levels then as they get to especially a very stressful part of the year at the end. And then I'm really happy to announce that basically we've been really working to find ways to kind of get
057something called a continued education unit for our population of social workers, psychologists, teachers, pedagogists, and counselors. They have to do a different licensing that is different than teachers called CEUs. in which they have to have a certain amount of those each time that they have a cycle renewal. It runs about 30 for them, and they're very hard to find, basically, in Northern Maryland, where our staff is located. But now, our ROE has actually applied and received a big accreditation to actually do those CEUs, so that they actually started offering that, and the Bellator is their first partner to kind of start lining things up for our psychologist, social workers, and so on. biologists to get things going. So I know Alicia and I had talked about this before and we're really happy that we're able
058to operate on the top of this to kind of get going for our population. And call five. Sam Strong. As we continue to work through the facilities, phase one projects, first RFP is out. They are finalizing the designs for mechanical and tech for the secure entrances. So those RFPs will be issued very shortly. The first RFP was the PA systems and now the clinic should be coming out probably the first, second of January. And that allows them to start focusing on getting Everest expanded. So secure entrances will be coming out at the same time as soon as they finish those designs. You want to talk about synergy? Yeah, so we're on to the next phase, which is grading set up. So a lot of transcript templates and report cards. We're working through those right now.
059Um, so that's in continuation of what we're already doing with all the other data. And of course that we have going on. That's moving smoothly so far. Um, but there's a lot of work, right? So. A lot of things that we're going to be changing for next year, which will be good. So synergy will bring a new breath of fresh air to the district for, uh, parents and. We've heard the security audit. Now with the resolution for the levy, my focus will now turn to budget as well as evaluating. We had the bid closing for banking services on Friday, so we're starting that evaluation. I am proud. One thing I did want to highlight is that many of our administrators here attended training at the ROE on the EBF funding model and how those staffing
060allocations are factored into how we get our funding, which I think is critical in Goal 5 to have that understanding of how we do staffing allocation and have that kind of... guide some of our conversations when we're looking at strategic ways to implement our budget for next year any questions uh from board members about those goal updates and i would hand it over to mr mandera who's gonna uh hit briefly some of the highlights on the bilingual update that was provided at services this month myself with a bilingual program. We have a lot of things going on with it in the world of our bilingual department at this point. I'm very happy with the work that Consuela, LaVargo is doing with our secondary level of high school and middle school teachers and admin. Again, a
061lot of work really kind of lining up curriculum and also resources to assist in the processes with our bilingual students at that level. We have some things kind of working in the way of professional development across the board. That's really in conjunction with working with a benchmark literacy program called Agamonte. So it kind of mirrors that in the way of what it would look like for SLA in our district then. So there's a lot of good things that are happening. One of the things that we're going to be bringing back probably in January, we started to have a secondary bilingual stakeholder committee. That really kind of helped develop the initial draft of what we're working on for our secondary bilingual program back 2 and a half years ago now, and we're going to bring that
062back with some new members through. So we're in the process of getting those members assigned to that committee and inviting them in January, probably late January, have our meeting for that committee. Really what we're going to do is look at that bilingual program that was proposed in June of 2018. and then kind of see where we're at with it, see what kind of adjustments we want to make in the way of programming, in the way of resources, staffing, and also what we might need to do for programming, what is done, especially what we have now seen with the different things that we've done since. Any questions for Mr. Mandera on the bilingual program update? I asked this earlier, but can I get some clarification on when you say the bilingual plan, is that dual credit?
063Is it EL? Is it a combination? Well, when you look at EL, I mean, it's English language. That's the group. So that's the group as a whole. So they're identified as English language learners. School language is a program. So that's a program that we run within our district in a way of the different models that different districts across the state, we do a certain model of that within our district and we brought up some elementary and middle school and then to high school. That's a program. There's other things that you can talk about like what we have within the plan called in a way of like what we have for our newcomer. That's a different type of... facet of what kind of practice it's going to go into. Some of it could be called dual
064language at the secondary level as a way of a program. Other could be called something as ESL support. So those are all different programs in itself. Newcomer, ESL, dual language. But when you look at it as a whole, we're looking at all English language learning. So they all kind of fit within those. Then we also have things called exited ESL. to the program in itself about what support that basically those students basically have met all the qualifications and then are trashed. That's what you see like on the Illinois State report for that day. But lingual is the umbrella, and then there's all these little things underneath. And like the kids that start in kindergarten in the dual language program, they're separate. There's also a section of it, so there's a different subcategory. I'm just trying
065to make sure I understand which category we're at. Yes, so what we were talking about with elementary is English learners can go into the dual language program, and they're all under the heading of the bilingual department. Correct. Any other questions for our mr. Mandara was the administrative reports. Thank you. Mr. Mandara for coming out and sharing that information Thank you, dr. Shug We have a motion in a second to go into closed executive session regarding section 2 heading C exception sub number one of the Open Meetings Act to discuss security procedures school building safety and security and the use of personnel and equipment to respond to an actual or threatened Or a reasonably potential danger to the safety of employees, students staff.
