001President Soto, the time is 5.30 p.m. Good evening. Welcome to the regular meeting of the Alanto Elementary School District. I'm calling the meeting to order at 5.31. We're going to get started with the roll call. Ms. LeVay? Trustee Krause? Trustee Kyer? Kyer, present. Trustee Stewart? Stewart, here. Trustee Soto? Soto, here. Trustees Krause and LaFrench will be here. as soon as they can. Moving on to the Pledge of Allegiance. VP Kire, would you like to lead us, please? Yes, sir. If I could please have everyone stand, place your right hand over your heart. Of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Thank you. Moving on to the adoption of the agenda. Are there any deletions, adjustments? We do. We

002have an adjustment under new business item two, approval of the fiscal year 2526 third interim financial report on page 92. During the preparation of the third interim report, a clerical error occurred on the MYP forms. The reserve for economic uncertainty amounts entered for the out years populated into an incorrect field, which caused the reported reserve percentages to appear lower than intended. The reserve percentage should reflect 3.21%, not 0.21%, for 26-27, and 3.85% for 26-27. not 8.85 for the 2728. Okay. Thank you. Moving on to the adoption of the agenda, I move that we approve. Is there a second? I second. Any discussion? Seeing and hearing none, Ms. LeVay, the vote, please. Trustee Kyer? Kyer, aye. Trustee Stewart? Stewart, aye. Trustee Soto? Soto, aye. Motion passes 3-0. All right. Moving on to staff reports and presentations.

003Dr. Villegas. Thank you so much and good evening everyone. I want to welcome you all to this board meeting and really this is it has to be the funnest part of the agenda for all of us and where we get to either celebrate students in this case celebrate some fantastic things that our staff has done in their commitment to the Atlanta School District. So before we even get started I just want to offer everyone a big round of applause that is here for that recognition. Come on a big round of applause. You deserve it. Your work is so valuable and really what you do is far beyond just a job. It's a commitment, it's a passion, and it's something that you do to make our world better for all our students. So thank you for

004that. And so, Mr. Shifflett, as HR, will you be leading us and telling us a little bit more about what we're going to have today? I think that would be great. So we're mic'd up, we're good? Awesome, thank you. Tom? So really quick, like so, like Dr. Vega said, this is the best part of the night, in my opinion. So congratulations to all you guys. And so what we're going to do today is we're going to recognize our 10 years, our 15, 20, 25, 30, 35 years and our retirees. So I think we're ready to go. 006and then we'll go forward. Good enough? Awesome. Thank you. Appreciate that. So to end the night for our retirees and our user service, just thank you so much for what you've done for our community, our students, and each other. So thank you and have a good evening. Thank you. All right. Congratulations to the retirees and for everyone who has dedicated their time to our kids. We're going to move on to student showcases. We'll wait until it kind of clears. We'll give it about 60 seconds until it kind of clears the room for a

014bit. All right. Thank you. Moving on to student showcases for George and Messalinda. Middle School, Dr. Villegas. Yes, thank you so much. And really great to see our staff and getting recognized. And now our students get a chance to showcase a little bit and talk about the wonderful things happening in their schools. And as you know, one of the things that we've been doing here in Adelanto is we've been highlighting schools at board meetings. And so these are two schools that have yet to do any of their highlights. So we're really excited about this. So I'm going to turn this over to Dr. Valdez, who will share a little bit about what's going on. we're gonna see today and then off to the schools. Thank you very much. First of all I'd like to say

015thank you to Mesa Linda Middle School because they are the ones who have decorated our boardroom so if you look at the back wall you will see Mesa Linda highlighted and showcased. Mesa Linda will be our first showcase, student showcase presentation this evening. We would like to welcome to the podium Genevieve Johnston, the principal, Kelly Boeing, and Katrina Pomerine, the assistant principals. Thank you so much. Hi, good evening, board. Thank you, Superintendent Vegas and cabinet and then the rest of the board. We took on Mesa Linda as a team for the first time this year. And we, instead of having all of our kids show up and bore you for like six hours with all the great things we're doing, we've actually made a cute video. So without any further ado. Yeah. Turn my headphones

016up. Make some in the middle school at Alonzo Elementary School District. Y'all ready? Black and red on our backs. Bulldog pride in our veins. We ain't just playing for the moment. We going all in. Yeah Break it down, let me talk to the class Look at the time that holidays pass If we didn't just sit back and watch it fly by We got my hands up, took a straight to the sky All in is a promise, all in is a choice Make some of them in the school, let me hear your words We represent the ground, we represent the truth Everything you stood and we saw it all through So clap your hands and the beat, let the bass line thump Got the whole cafeteria about to jump Ready back forever, stepping home We don't

I came for the win. Yeah, we all in. Yeah. Shout out to the class of 26. Basically in the middle school. Unified as one. No matter where you're from. We stay true to the past. Take this energy into the summer and beyond. So that's just a little glimpse into the amazing culture that has started to emerge at Mesa Linda Middle School. We've brought back fun. We've brought back embracing our students and really celebrating them. And thank you for having faith in us as a team. It has been an amazing school year, and we're just excited to show you more

019great things next year. So thank you guys so much. Thank you very much to the Mesa Linde administration for your beautiful video. And now I'd like to introduce for George Visual and Performing Arts School, Principal Cetaria Ridley and Assistant Principal Jenny Beck. And before we get started, I just want the record to reflect that Trust of the French has arrived at 6.08 p.m. All right. Thank you. All right, good evening. Interim Superintendent Dr. Villegas, President Soto, members of the Board and Cabinet, our George staff, George students, and George family, all of the AESD family that's here tonight. I am Mrs. Ridley Kazobi, the proud principal of George Visual and Performing Arts, the school that I refer to as the hidden gem. I'm never gonna stop saying that. This evening, we're very proud to showcase the

020incredible talent, creativity, and dedication of our students and teachers from George. Representing music, drama, and art, these performances that you will see will reflect not only artistic skill, but also the passion and hard work that our educators inspire every single day. Please join me in welcoming our outstanding students and teachers as they share their talents with us this evening. Mr. Perry. Yeah, I'd like to welcome out two of our amazing eighth graders, Miss Valeria Alejandrez and Miss Elizabeth Moreno. These are two very dedicated band students. I'm very sad to lose them, but they're going to perform for you, and they're going to perform a song called El Taco Picante. And you can see why we're going to miss them at George. I'd now like to turn it over to the wonderful and fabulous Mrs. Martin.

021Hello. Oh, I'm a little short. Hello, everyone. Thank you for sticking with us. And in the drama department, not just the acting piece, but the communication piece, the podcast piece, the film piece. We had a lot of success this year with film. A lot. I mean, to the point where I made myself just dive into one of the films and cried. But we're gonna invite our dance students, because we do that too. So come on out, ladies. And they will have to introduce themselves, because that's part of the communication piece. Fabulous job. Now I'm going to introduce Mrs. O. She is the head of our art department, Ms. Oliveira. Good evening, everyone. Can you all hear me? All right. My name is Lachelle Oliver, also known as Mrs. O to a lot of students. I

022am the art teacher at George for visual arts. This is my second year at the school, but four years in the district. As some of you might know, I moved around quite a lot before I got to George. And honestly, I've had quite an amazing time this last year working with the students and being able to... pretty much tap into their hidden talents. One of the things that I notice happen often is that a lot of the students say, I can't do it if they see an example. And oftentimes they do surprise themselves at the end with what they create. For the first set of, I'm going to color code. That's just my artist brain. But Sophie in red, she's holding up two portraits. This is a project I do every year with eighth grade.

023Eighth graders, I always like to tap into identity. And this is not even just something where they take, you know, they draw the photo, but we do a little bit of photography in there as well. I have the students take photos of each other, take a... take a photo where they're pretty much expressing their personality through the image that they take and then we transfer that into a grid drawing. So this is one of the projects that students always not look forward to from Seventh. Usually they see it in the art show every year and that's the one thing they try to avoid but when we do get to it they realize how much they're capable of. and it's a whole lot of fun. So I am looking forward to doing the next batch of

024portraits for next year. So you should see more of those next year. For the second, that's Veronica in White. This is a seventh grade project. I love teaching them not just to work on white paper, but to kind of see value in different aspects. So white on black this time. This project was pretty much based on what can we do with a circle. So as you can see, they've transformed the circle into something three-dimensional and into an environment that I think turned out pretty awesome. And for Hannah in blue, this is second and third grade. They did inspired by Vincent van Gogh, if you've ever seen these flowers in that artwork before. We had a lot of fun with that. During the elementary period, so now we're in the elementary bracket, they do spend a

025lot of time talking about and working with line and understanding how lines work with movement and making color. So the colors that you see on there wasn't just me giving them purple. They had to learn how to make those colors. Same thing for brown. I do a lot of color theory because it is important for us to understand how color work. I've had students in the past who've been colorblind, so that's kind of one of the reasons why I dived so deeply into that. And then the last two is kindergarten, which a lot of people are usually quite surprised by. Kindergarten is the blueprint for how I get to what you see in eighth grade. I really do try to tap into a lot because they are very, very capable. We talk a lot about

026line. We also talk about color, identifying colors that they see in real life in their environment. Just basic step-by-step understanding how to follow instructions and just the way that they apply these skills in the classroom. A lot of them coming not knowing how to paint, not knowing how to draw, even let alone hold a crayon. So it is really nice to see at the end of the year how much they would learn in that one year. So as much as I've only shown you guys about eight pieces of artwork, there's hundreds and hundreds of artwork that I would love to show you guys. But this is pretty much just sums up, you know, throughout the grades K to eight what you would see on a regular basis. Thank you. Thank you so much for allowing

027George to be here tonight and to show you just a snippet of what we do each and every day. We thank you and have a wonderful evening. Thank you. Moving on to number three. You guys like it? I'm not formal. Absolutely. Absolutely. Thank you. It was amazing. All right. Moving on to a presentation of the fiscal year 2025-2026 presentation. Dr. Villegas. Yes, thank you so much. Again, I do want to thank everyone here today. It was really fabulous to see. I want to recognize our staff and our students. Fabulous job in demonstrating what they're doing in their schools, and that's really wonderful. Today's presentation is a third interim, which is a little bit unusual because we don't always have a third interim. We tend to have a first and a second interim. In our case,

028because our... BUDGET IS CONSIDERED QUALIFIED. IT'S NOT A POSITIVE CERTIFICATION. WE'RE REQUIRED TO SHOW A THIRD INTERIM TO KIND OF SEE WHERE WE ARE AND TO LOOK AT SOME OF THE PROJECTIONS THAT WE'VE BEEN ABLE TO MANAGE BETWEEN NOW AND THE END OF THE YEAR BETWEEN THE FIRST INTERIM AND WHEN WE'RE ACTUALLY APRIL 30TH, THE DATE THAT I THINK WE'RE GOING TO LOOK AT THE NUMBERS. Mr. McAlpin is going to present with his team where we are and opportunity to kind of give us a snapshot of what it could look like in the next three years. So thank you for being here and you can take it from there. Thank you, Dr. Villegas. And good evening, President Soto, Board of Trustees, Cabinet, staff, and community members. I was sitting up here and I might talk

029to Zach about maybe putting this presentation in music video like Mesa Linda did next year to make it a little more entertaining. It's always hard to follow the student presentations. But thank you. And yes, this evening. I think we're just, there we go, perfect timing. We are here to, as Dr. Vegas said, present the third interim report. I believe it was probably, was it three or four years ago? I think the last time the district had a third or fourth interim report. So again, this is not a standard report that's done every year. It does follow second interim. And we'll get started on the presentation, then kind of share as well where it's going to fall in with the budget, which is obviously going to be coming very soon as well. So again, just would

030like to always start and we've done this for the last handful of presentations, but just start because it's obviously important why we all here to start with the mission vision statements and the values of AESD. So just want to include that, won't spend the time reading it today, but again, I think it's just always important to never lose sight of what we're all here to do. With the next slide, again, we kind of circled it in here. even though it looks a little off on the screen. But it should be down a little bit, obviously, on your presentation. I think it's correctly done. Perfect. So, again, we just wanted to, again, continue showing you the timeline of the main fiscal reports that are done throughout the year. And, again, this one is not always a

031requirement to do each year. But, again, when a district does not meet the 3% ending fund balance reserve or falls below that 3% – I'll set them. Pause for one second. Do you guys want to try to reopen or should we? Is it okay? Thank you. Thank you, guys. So, again, this is the third interim report. And do just what we'd like to note. Again, this is a requirement. But when we, again, when the district falls below the 3% reserve, and that requirement is based on the district size of students that they have. But when they fall below the 3% reserve, which we did at second interim, then the district is required to do a third interim report. But do want to note that, obviously, we are presenting on this today. But in two weeks

032at our next board meeting, we will be presenting on the 26-27 budget. So, again, this is... kind of a snapshot in time, if you will. The next slide will show you that it's as of actuals that were done by April 30th of this year. And then on the second bullet point, needs to be presented by May 34th. So again, just a little bit of funny timing in a way, just in terms of we're presenting on third interim, but we will be doing the very similar type presentation, obviously on a larger document, let's just say, for the overall budget for next year at the next report. So did want to... No worries. Did want to report as well. So again, this is based on the actual, so the actual transactions, if you will, that have happened

033through April 30th. But then we did want to note on the last bullet point, we'll show this on the next slide, that we did include for the May revision. That again is the revised budget. that the governor is going to be providing for the upcoming budget for the 26-27. So there are a few highlights that we just wanted to share that we did incorporate in this presentation as well and within the third interim report. These will obviously be as well incorporated in the budget report that we'll be doing in two weeks, but just want to share these firsthand with you all this evening. So again, the first was two grants that are going to be, again, in the 26-27 year. estimated for right now in terms of the amounts and those are going to be

034represented right now for only one year for the 26-27 year. So the first one is a learning recovery block grant which is going to be a grant of 1.5 million dollars and then the next one is the discretionary block grant of 6.4 million dollars. So again great overall news that the district and districts throughout the state of California are going to be receiving these two grants for the 26-27 year. And then the next one is a COLA adjustment. What they're calling it, I'm going to flip the page, sorry. My eyes sometimes getting old. For the 26-27 year prior to the May revise, the COLA, the cost of living adjustment, which again deals with inflation and the rising cost of goods was what the COLA is really intended to be for, was going to be at

0352.87. But for May revise, again, the governor has come out with a revision to, and they're calling it augmentation. It's going to be for one year, and it's going to be to raise the COLA to 4.31. which for AESD is going to be an increase to the COLA that we were projecting at second interim is now for the budget going to be one almost two million dollars 1.9 million dollars higher strictly based on the COLA for next year all right and I'm actually have Zach present on a few slides as well good evening everyone all right on this slide this shows our attendance numbers for the last year so it's the chart goes from left to right so the first column is gonna be your 24 25. attendance numbers. So our enrollment was at 7,668

036and our ADA was at 90.5%. The second interim numbers are in the middle and then the third interim are further to the right. Those are our P2 numbers. So our enrollment went to 7,463, down just a bit, but our ADA jumped up to 92.03%. All right, on this slide, this is showing our projected combined revenues totaling $146 million. As you can see on the pie chart, the vast majority, $95 million, comes from LCFF funds. Then we have $34.3 million in state funds, like ELOP and Equity Multiplier, $7.1 million in federal funds, like our title dollars, and $9.6 million in local revenues, such as our redevelopment and other various grants that we get. Similarly, this is our expenditure slide. So our total expenditures total $164 million. Of that amount, $121.1 million is tied to salaries and

037benefits, and the remaining 42.9 is spread across operational costs, such as books and supplies, services such as utilities, capital outlay, which is equipment and facility improvements, other outgoes such as payments to other agencies, and indirects, which are the district overhead charges. By combining this slide and the previous slide, we are showing a deficit of about $18 million combined. Okay, on this slide, we're comparing the unrestricted ending fund balance from second interim to third interim after updating revenues and making other adjustments, such as revised COLAs that we mentioned a few slides ago and the updated enrollment and ADA numbers. By combining the updated revenues, contributions, and expenditures, as shown with the arrow there, we are left with a deficit of about $3 million at third interim compared to the lesser deficit at second interim, which was

038about $2 million. This is due in part to using the final ADA numbers from P2 reporting and aligning our unduplicated student counts in previous years. That changes our three-year average, which is what we are funded on for the unduplicated counts. After applying the deficit to the beginning balance, the ending fund balance is our total projected cash position at year-end, which is $2.1 million. This slide compares the restricted ending fund balance from second interim to third interim. At third interim, our beginning fund balance remains the same. Revenues have increased after adding in anticipated Medi-Cal funds for SPED. Expenditures have increased mostly due to working on spending down the restricted reserve balances that we have, like equity multiplier, Prop 28, and ELOP. After all restricted activity is accounted for, our ending fund balance is projected to decrease

039to $23.6 million at third interim, compared to the $27.8 million at second interim. Because these funds are restricted, this ending balance is not money we can redirect elsewhere. It must stay within each categorical program and follow its specific rules. Okay, this slide combines the unrestricted and restricted fund balances into our full general fund picture. So this is the MYP that covers multiple years. For 25-26, we are showing the $18 million deficit. And 26-27, that drops down to $380,000 deficit. And this accounts for natural attrition and resignations of positions along with a reduction of expenditures and supplies and services. With these reductions compounding and further expenditure decreases in 27-28, we see that we are no longer deficit spending. We are projecting a $4 million surplus. Quick note on the correction that was mentioned earlier. This is

040where the typo happened. These are the correct percentages here. So for current year, we're estimating we'll close the year at 1.13%. And for the future years, after a full review of all of our expenditures and making all the adjustments, we are projecting a 3.21% in 26-27 and a 3.85% in 27-28. We will review more of this on the next slide. Thank you, Zach. And yes, this next slide is just showing some of the proposed reductions and adjustments to allow us to get above the 3% threshold that we are required to do by the county office of the state of California for being a qualified district. So I just want to make a few highlights on here. You can see at the top, those were the two that we referenced earlier in the day with the

041two different grants that we're going to be receiving. So you can see those within the 26-27 year. And then as Zach mentions, the attrition. of staffing positions to not be filling those back up and if you kind of note on the first line right underneath expenditures just want to kind of share what that means is that with the 2.775 that just means that by not Filling those positions again, it would carry forward. It doesn't mean it's an additional for that line exactly, but just want to kind of share that in terms of that's why it's there again. It was just going to be carrying forward is kind of the simple way to use a term for what it would be. So have some other ones in there as well with overtime reductions proposed to be

042$200,000 in each year. Excuse me. That would be ongoing as well. And then just want to share as well with thanking Anthony and his team, for example, with. It says software reductions toward the bottom and with that is just referencing they've done a great job of kind of looking at all the different programs and things that we've been signed up for for years and Made some tough decisions said hey, we don't need that one right using that one So that's the kind of work that I just want to thank different departments for looking at as well and on the next slide Also want to put a shot out if you will to the budget stabilization committee that we have Want to thank them as well. We've had a lot of good meetings in here We

043have our next meeting on June 3rd to continue some of those tough conversations Of what are some of the things we can do to help again improve revenues, but then also as well decrease expenditures So I want to thank that committee and some of those things are obviously represented on the prior list We just looked at and then and just in terms of a to jump ahead Excuse me jump up on this slide as well budget development Zack is and the team want to thank the fiscal team This is obviously a very busy and hard time of the year for what they're going through, but they're going to have the budget wrapped up here very soon. And as mentioned earlier, they're going to be sharing that and have much more detail about some of the

044bullet points on here at the next board meeting to present on the budget. So I want to thank you and obviously see if the board has any questions. Awesome. Thank you. We'll start down the line. Trustee Stewart. Think it's a ninth, but I didn't want to say that I was wrong. No third because now that I'm on break I've got time to go So I did could you? Explain on page five what the cold cola is and what is for I mean I mean I know but the pub Public may, may not. So could you explain COLA? Yeah, again, it costs the living adjustment. And really what it's for is every year the COLA is included in the budget in the LCFF calculator, the local control funding formula. But what that has really done is

045to put in there for everything's going up. For example, as we're all dealing with, right, the price of gas, for example, right, that's a rising cost that continues to go up. So the COLA is given to the districts as a way to deal with inflation and rising costs of the general costs of things that we have to deal with as a district. Okay, also because... I think Dr. Vegas wanted to... I just want to add, and so in general, yes, that's what the COLA is. But in this year's COLA in particular, the additional augmentation of it is earmarked specifically because there is a change in legislation related to leave in terms of pregnancy. So the idea of the additional COLA that was provided for this particular year is directly connected to that change in legislation.

046So if you want to speak to that just a bit, that would be helpful as well so everyone understands the difference in the – and the regular COLA and then the additional COLA that we received this year. Yeah, it's a one-year COLA. And again, it's just an augmentation is the term they're using for the next, for the 26, 27 years. So it's going to be a one-year increase and then it's going to drop down again back to what would have been projected. But again, it's with the pregnancy, it's a longer maternity leave. And Zach, if you want to add anything from the May Revise Conference the other day, but it has to do with the, obviously the... added expense that a district's gonna have, but I also kinda read about it today as well, and

047it's also due, because a lot of districts, again, Atalanta is not as much as other ones, but the declining enrollment issue, by increasing the COLA, it's kind of a way of giving a little bit more money for districts that are really taking that on the chin, if you will, in terms of really dealing with declining enrollment and a loss of students, so they're raising it for one year. okay and then i i also i i know we got a qual qualified because we are fall falling be below the three percent and then in the pro projections For the 26-27, we'll be at 3.21. Is that then once we're there and if this sticks, we'll be positive? positive again? Correct. The multi-year projection, the MYP, would need to show for the current year that we're at.

048So for example, like at first interim, what it'll show is that we're above 3% for the year we're in, which would be 26-27, and then for the two out years. So if all three of those years, that percentage is above three, then we would be considered positive. Okay. All right, and that's all I have. Oh, and I do want to say as I look at the list of reductions and adjustments, I'm seeing here all of the changes that each depart... Department in his house has made and I want to thank of everyone Who's helped you know to pitch pitch in and try make some tough decisions and make some tough decisions? also one more on the undue Duplicate Kated I know things were kind of done Incorrectly or there there there was a mistake in

049the past has that now been fixed so we're not content to Continuing that and we are not because I know that's been an issue and on the whole going issue has that been fixed it has been fixed and We're obviously making steps to make sure it doesn't happen again in terms of making sure things are documented in terms of how procedural Steps need to be done, but did just want to share again with the audit report, which was February There was not that was not an audit finding at the February report. I know it's just that it was in like yeah, we passed and still Not that it still happened Happening, but it's like lug luggage kind of right we still it's a thing that has to be dealt with for that Yeah, the fine

050the finding was noted and then the the fiscal part in terms of you know what the consequence if you will of what it's gonna be was You know a year or two later, but for in terms of this year There was no findings in the auto report So there won't be any consequences as well down the road to fiscally deal with mr. McAlpin just to add to that so they're Two separate issues related to that. One is specifically what we were talking about. There's no audit findings, but we're still having the fiscal impact. The other part of it, I think that people are more familiar with, is the actual identifying the students who qualify for this. And that procedure has also been adjusted because that's also one of the things that we have done as

051a recommendation for the Budget Committee is looking to make sure that the procedure that we use to identify those that qualify for and duplicate it, we weren't maximizing those numbers. So we have updated that. particular procedure to make sure that we also make sure that we identify every student that qualifies for an unduplicated which we hadn't done in the past so we've adjusted that particular uh set of guidelines so that every school site will have a process by which we we make sure that every student that qualifies gets notified uh identified in in that particular scenario because so there were two separate things one that was identified in the audit And that was what we're paying back. And the other one was, are we identifying all the kids that need to be there? our feeling

052was that we weren't identifying all the kids we were identifying about 77 percent where our district are our size and and where we live should be closer to 90 and that particular piece is going to be corrected the procedure has been done actually dr valdez was able to work on that and shared it with the principal so that coming this coming school year we're going to have a different procedure to make sure that we identify all of the students that qualify so cool thanks thank you thank you thank you trustee stewart trust the french Okay, so I think that you kind of answered one of my questions, which was whether or not if we identified those particular children. And when we identified those particular children, were we able to use those children once we identified

053them in order to bring down the numbers that we were going to owe? Kind of two separate issues the the the findings will Indicate that we will not owe any more money after we've paid back the the old money that's been identified I'm sorry, just so I'm clear because I get I'm getting confused So the old money right that we owe we will continue to have to pay that or did we get a waiver for that or? Did we locate or identify, I should say, children that would bring that number down or is that number just what it is? That number is what it is. It has been identified because it was in the past. Moving forward, so again, it's kind of two separate things. One was we were, there was not enough support identifying

054the numbers that we had done in the past. And so that we're having to pay back. Moving forward, we also know that we did not identify sufficient kids that We think qualify for this and so that procedure has been changed. So in this next coming school year, we will have a better number of Those students that actually qualify for and duplicate it and so we will be increasing that that number should increase more revenues coming more than the in the future But we don't know exactly what that's going to look like so that can't be a projection or an assumption That's that's made but it is a recommendation that we are very confident that if we do what we this new procedure has in place we will have a much a larger number of students

055who qualify and that will bring more revenues to the school district moving forward Okay, and we will also submit a waiver when we're allowed to they still haven't actually opened the window yet for us to To put in a waiver and then the other question would be is if let's say didn't I know deny the waiver the hope would be is maybe we could spread out the payments a little bit just so we don't get hit all at once yes, because there wouldn't be I shouldn't say this I I'm Projecting that there wouldn't be like interest and other things that would just a final payment so hopefully we could divide those out over some years Okay, okay, but we'll find out and let you know because we really haven't The window's not open yet, so

056we don't really have any details yet. Okay, okay. My next question is the COLA. The COLA, right? We know that it's cost of living. When you just said that the cost of living was for... For... For... Maternity. Do you say that maternity? Yeah. Right, okay. So, those that have maternity or a few, you know, husbands that want to take that time, then what happens with the money? It still would stay the same. Yeah. Yes. The district, explain that to me because we're saying the cost of living is for the district. The cost of living is for the district and that is raised for the employees. I'm just asking. So, yeah, one of the things, and it is an interesting question, I think, because in, let's say, in the federal government, a COLA increase in the

057federal government usually translates directly into the raises of employees. In school districts, there's a COLA, which means there's a change in revenue. And so we then, that's adjusted the amount of revenues that we were able to have. based on uh we would then look at the entire budget in our case our budgets were in in really negative shape so that cola brings us up to now be able to say Looking three years down the line we do have or next year in the year after that we will meet our three percent obligation Had we not had that colo we would had a different You know outcome perhaps we would be looking at maybe not being able to meet the three percent moving forward and so that that that allows us gives us a little bit

058of breathing room but but it isn't meant to say directly that COLA goes to this particular cost. Because like you were saying, the cost of the electricity, the cost of maintenance of vehicles, the cost of all these things goes up. And certainly when possible, we want to be able to make sure that whatever we can. It's negotiated goes to our employees, but that's part of the collective bargaining agreement and part of the negotiations as to what goes to our employees so on the table that will be part of the discussions that will take place there'll be our labor partners will have access to all the information we have and If we're able to provide them with with compensation increases, it'll certainly come from all of that pocket of money Okay, so what I'm hearing is

059that We will receive this COLA at an increase due to a one time that has to do with maternity leave, right? Part of it. Yeah, so some of it is, you know, is like the 2.8 will be, should be ongoing type of thing, but the additional piece that took us to 4.0 and change, that was meant for that particular information. So are we saying that the increase is going to go towards taking us, getting us out of the hole, but it's a cost of living? So if it's an increase to the cost of the living and we already were in the hole before, we're going to use the COLA money to get us out of that? Is that what we're saying? Can I jump in real quick? So what I think I think what dr

060Vegas is trying to explain is that that's that's part of the what we did what the board we will discuss like do we want to Where that percentage is going to be invested in so to answer your question There's no commitment yet to the COLA is my understanding on where the funding is going to go yet, but that's what the state is giving our district is an additional. So I hear what you're saying. You would like to use a 2% to give to our employees. I'd like to know where is it going to go, but I want that. Yeah. No, it's a real good question. So the projections that we saw today included the COLA. The money is spent in all the various pockets that we actually have. And so to some degree, the reason

061why we do have a positive, you know, in terms of the 3% and beyond is because of the COLA. That's included in those projections. So, yes, at this point it is. That doesn't mean it can't change. That means that, you know, if we were to negotiate, then let's say there was some sort of increase in compensation, those numbers then would change and then that. That would impact our ending balance and that would be a little bit lower So if for example you were to say okay 1% is a million dollars because that's you know what it would be Let's say there was a 1% increase on an ongoing basis. You know that what you would have to then include that in all the projections, kind of like what we saw, and you would see a

062million dollar reduction year to year, and that would be an impact on the ending balance. And so that's the way it would demonstrate. Right now, all we're sharing is this is how much money we have with the projections. That includes the COLA. That includes those one-time block grants. And that's what we're sharing. And so we're grateful for that opportunity because it does put us in a better place financially, but it still means that we have to... be creative and continue to make those adjustments moving forward so that we would be able to provide the best level of support for our employees. So we will still continue to use that budget workshop where we are getting together to find out what... What else we can absolutely we cannot this does not take us. This is not

063fix our situation This is this kind of helps us for this year in this situation But we have to continue to look at what are the other things we have to do to right size the district if that's necessary or to make adjustments in programs or in other ways that we're spending money to make sure that then we're using our money as wise as we can and To look for categorical monies when you know, we're able to shift, you know general fund to categorical all those things We have to continue to do so that we can continue to find ways to find the right compensations for our staff as possible. But the whole line itself is not, the intent of it is not necessarily say this is a percentage that goes directly to employees. It

064goes to the general budget, to the budget, it increases, and that puts us in a better position for us to be able to do something like that in the future. That's kind of the general answer anything you want to add or no I was just gonna say for trustee LaFrench I think on this slide kind of where you're asking where it is. You know this the revenue Pie chart the one it says here it says LCFF and that's the majority of the blue in the circle That's where that Cola is part of essentially that 95 million dollar number it makes up along with the students a percentage that for the final LCFF it's kind of a step inside all the number that gets created based on how many students we have, how often they're in

065their classroom for the ADA percentage, then the COLA gets included in there. So there's a whole bunch of different factors that make up the LCFF. The COLA is a piece of that, is a part of that calculation, if you will. All right, thank you. I have no further questions. VP Collier? I will keep my comments short this evening. I do want to share my gratitude with our fiscal department. I had the pleasure of meeting with both of you gentlemen and Dr. Villegas when we first found out about our budget problems. And I do want to elaborate that it's sounded like our teams have worked with each department to really analyze our spending programs that we're using, whether or not they're useful, resourceful, beneficial. the advocacy and I really just want to say I know it's

066been hectic I know it's been stressful and I know you guys have been dedicated working hard so thank you very very much and I appreciate you being with us this evening thank you for your presentation for your time I don't have any questions I do want to highlight some things so Since the budget stabilization committee was established, since the board took action to make a budget committee within its own board, I should say, we were committed to ensuring that our budget is stabilized. And thanks to the efforts that your team has made, we have cut down $6.5 million in reductions. Thank you. Now our budget is going to be, now we can provide what our staff needs, what our students need, without having to worry about whether we have the money. So thank you. And

067that's all I have. Thank you. Thank you. Okay, moving on to ADTA and CSCA representatives. We'll start with ADTA. Do we have any representative? Thank you. I'm Matthew Schneider. I am the chief negotiation for ADTA. Mr. Tapia is out. He got hurt today, and Mr. Hahn is not in town, so I took over for him. So please excuse me. I just found out that I will be presenting to you guys. All right. This is not. On the behalf of ATA, I would like to thank the board, district leadership, teachers, classified staff, families, and community members for your continued dedication and support to our schools and students. We truly appreciate the work being done throughout the district to create opportunities for student growth and success. Tonight, I want to also acknowledge the incredible efforts of our

068educators. Every day, teachers go above and beyond to support students, not only academically, but emotionally as well. Socially as well. They spent countless hours planning Communicating with families mentoring students and creating safe and positive learning environments their commitments in the community is evident in the work they do each day as many of us are aware the surrounding districts across the region are continuing to increase teacher salaries and benefits in order to recruit and retain highly qualified teachers these investments recognize the important role teachers play in students achievement and long-term success of a district a DTA along with our executive executive and bargaining teams remain hopeful that atlanta will also move towards offering a competitive raise that reflects the dedication and professionalism of our teachers and help keep our district competitive with the surrounding communities we

069believe that supporting teachers in this way strengthens morale improves retention and ultimately benefits our students and families we encourage We are encouraged by ongoing conversations taking place and remain committed to work collaboratively and respectively with the district leadership throughout the process. Our shared goal is to ensure that Atalanta continues moving forward as a district where students thrive, educators feel valued, and families are proud to be a part of the community. Thank you. Thank you. CSCA, we have a representative from CSCA. Good evening, President Soto. board members interim superintendent Dr. Villegas cabinet members staff and community members. My name is Jason Turkers I'm a CSEA representative assigned to work with CSEAs at Alento chapter 451 It's nice speaking to you again Since our last last time I spoke to you. I want to say we have

070had quite a few good things happen We've moved forward on negotiations. We've had some good progress there. We have another negotiation session tomorrow. We're hoping that we can further wrap up our we're running behind in negotiations so we're trying to catch back up to where we should be but we're moving at on a steady pace and with good progress so um but however we still do have one issue that nothing has happened since we last spoke and we currently still have two classified employees who are being forced to stay home even though they were working all year long because they have work restrictions and we cannot come to an agreement, I guess, regarding what the difference is between a work restriction, which restrictions have to be accommodated if they can be by the district, or

071work modifications. Those employees are forced to be sitting at home even though they were working one day with those same restrictions and then the next day they were told they couldn't. We now have a third employee. We're five days from the end of school, and the same situation is happening to a third employee who, again, worked all year long. Nothing has really changed, and now they're being told that they're not going to be able to work. So, again, from a meeting that I was at. You and your policies are the ones being blamed for this so I hope that you will speak to the to the district and take action so that these employees can stop having to use their leave or Possibly even run out of their leave so they will then be in

072a dock pay status And that they can return to work and do the job that they want to be here doing Thank you very much and have a good night Thank you moving on to closed session declaration will be taking items two through five into closed session before we do that We're going to open up for public comment testimony. We'll have our VP read a public comment Thank you, President Soto. The public comment period is administered by state law and is the point in the meeting set aside for members of the public to share their opinions with the board. Open meeting laws do not permit the board to engage in dialogue or answer questions. Any person who wishes to address the governing board on closed session agenda items only must complete and submit an AASD

073speaker request form five minutes before the meeting is called to order. Public comments will only be taken on agenda items during the discussion of those items. The board values public comments and although the Board of Trustees cannot take action or discuss items not on the agenda, the Board of Trustees does listen carefully and appreciates input from the public. Additionally, a public speaker can be cut off for exceeding the allotted time or for willfully causing an actual disruption to the meeting. Before cutting a person off or removing someone, the board will give at least one clear warning. If you were cut off or warned last time, please consider that your warning. Individual speakers are allowed three minutes to address the board on each closed session agenda item. The board limits the total time for public input

074on each item to 20 minutes. With board consent, the president may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. The president may take a poll of speakers for or against a particular issue and may ask that additional persons speak only if they have something new to add. Thank you, VP Kier. Do we have any public comments? We do. We have Kimberly Smith. She'll be speaking on item 4.3, government code section 54957.6, update conference with labor negotiator. Good evening President Soto, board members, interim superintendent, and Atalanta community. Tonight I just want to speak about something that should not be controversial, taking care of our own. In education we often talk about investing in students and rightfully so. Students are the reason we

075are here. But tonight, I ask us to recognize an important truth. Student success is directly connected to the people who serve them every single day. Our teachers, our classified staff, our counselors, our administrators, our custodians, food service workers, campus supervisors, and support staff. The people who make Aralanto Elementary School District function. We are fortunate to receive grant funding designed to improve programs, support innovation, and create opportunities for students. But as those dollars come into our district, I believe we must ask an honest question. of that investment stays here how much is being used to strengthen the very people already committed to this district too often we look outside first outside consultants outside programs outside expertise and while particip partnerships can be valuable we cannot overlook the expertise already within our own classrooms offices and campuses

076because we have talent here we have leadership here We have employees who understand the needs of Atalanta students and families because they live this work every day. Grant money should not simply pass through a district. It should leave something behind. It should build capacity. It should develop leadership. And it should create sustainability. When funding opportunities arise, we should be asking, how can this support our employees? How can this help us grow our own leaders? How can this create opportunities for the people already investing their lives in Atalanta? Because investing in employees... is not charity it is smart leadership when districts invest in their own people they improve morale retain talent reduce turnover and strengthen trust and trust matters employees notice when resources are brought in from outside while internal expertise is overlooked they notice when

077appreciation is spoken but opportunity is limited and while appreciation lunches and themed weeks are kind gestures real appreciation looks different real appreciation is growth Real appreciation is a meaningful opportunity. Real appreciation is compensation and recognition for the expertise that already exists here. We often hear the phrase, students first, and I agree. Students benefit most when the adults serving them are valued and supported. Healthy schools require healthy systems. Strong districts require strong employees. And strong leadership means taking care of the people who take care of our students. So tonight, my request is simple as grant funding is discussed decisions are being made prioritize internal talent whenever possible build from within develop from within and keep some of those dollars circulating among employees who have dedicated themselves to atalanta elementary school district because if people are truly

078our greatest asset then our investments should reflect that belief thank you Thank you next speaker, please next speaker is Don Fernandez She's also speaking on item 4.3 government code section 5 4 9 5 7.6 update conference with labor negotiator Good evening. I'm Don Fernandez First off thank you for being here and I would like to just extend a word of gratitude towards the board members that are up here that continue to ask difficult questions even when other members try to shut you down because those difficult questions need to be asked continue to ask them I'm also going to say the same some of the same things. Please continue to look at opportunities where our employees can fill those gaps in our after school programs, in our tutoring programs. And take a look at the programs

079that we are already outsourcing to. Visit those programs that we're outsourcing to. Look what those programs are providing that we can do better. because we know our students, our classified staff are amazing and have amazing talents that they can provide. All of our schools can produce just as much as what we saw in the video today and what we saw the students providing us entertainment today. by our students our staff and our classified and our teachers we can provide that and what right now we're in difficult times that maybe negotiations cannot provide raises But they can provide we can provide opportunities for our staff members to earn extra income by doing extra stuff but we continue to outsource to very expensive contractors that are not providing the services that they state up here and tell

080you they're going to provide It's very difficult to watch that happening when we know we have better employees that can do a better job. So please be aware. Continue to ask deep pressing questions because the truth will come to light. And the only reason we're having problems is because people have not asked questions in the past. ask the questions, make sure we are making the right decisions because our students deserve the best and they, we're here, we've been here for many years, most of us in this room. That's why we're always up here talking. They deserve the best. We'd be at school right now if we weren't here doing something for our students. Please allow us to do that and trust us when we say we have staff members that are more talented than the

081individuals you're invited in. Give them the opportunity to do something for our students as well. Thank you. Thank you. Next speaker, please. On Zoom, we have... There's a Jessica Ramirez, but she's for open session and Roxy cough cough I have her down twice one for open and closed under closed. She's under 4.4 Is she on there? She's not that's all I have for tonight Want to make sure with IT. We don't have anyone in the waiting room Two people in the waiting room. So I have an Alexandra Serrano, but that's for public hearing That'll be well Can we please, can we get the names of who's in the waiting room, please? Okay, can we allow them to clarify if they're speaking closed or open? Okay, okay. Roxy, you are asked to unmute. Hello, is this

082for the closed session or the open session? I'm sorry, I came in a little late. This is closed session. If you'd like to speak, would you be able to please identify which item you're speaking on? Yes, I do. It's item 4.4. Okay, you can speak. Good evening board members and members of the community. I'm here tonight as a concerned parent from Gus Franklin Elementary and I'm speaking because my child deserves to feel safe respected and supported at school. Earlier this year I provided information to the district regarding concerns involving my son's fourth grade classroom experience. My son is in sped something he already struggles with emotionally and socially. Instead of receiving encouragement and patience from the adult entrusted with teaching him. He has come home crying on multiple occasions because he feels embarrassed, singled out,

083and mocked by his teacher. No child should ever feel humiliated in a classroom because of a speech issue or disability. School should be the place where children build confidence, not where it is torn apart. As a parent, it is heartbreaking to watch your child go from loving school to begging not to go anymore. My son has become withdrawn, anxious, and depressed over the situation. When a child starts believing they are being laughed at instead of supported by their own teacher, something is seriously wrong. What makes this even more concerning is that this same teacher regularly appears at board meetings and, in my opinion, displays behavior that is confrontational and disruptive toward board members and district leadership. Whether people agree or disagree politically, adults working with children should model professionalism, maturity, and respect. Is this really

084the example we want our students to see? In addition, many in the community have also seen the flyer distributed by Victoria Magazine regarding allegations involving another teacher at Gus Franklin connected to bullying concerns. That teacher has also appeared at board meetings and from the perspective of many parents, seems more interested in intimidating or attacking others than promoting a positive educational environment. Parents are asking a very simple question. Why does it appear that nothing is being done? Why is human resources not addressing these repeated concerns involving employee conduct, professionalism, and the treatment of students? If these allegations are untrue, then communicate that to the public. But if there are active complaints and investigations, parents deserve to know that students' well-being is being taken seriously. This is not about politics. This is about children. Teachers have one

085of the most important jobs in our society. Most teachers care deeply about students and work incredibly hard every day. But when concerns involving bullying, mocking, or inappropriate behavior are raised, they cannot simply be ignored because the employee is vocal, connected, or politically active. Our children are watching everything adults do in classrooms, board meetings, and throughout the district. They deserve role models who show compassion, patience, professionalism, and respect. The community deserves answers. Parents deserve accountability. And most importantly, students deserve to feel safe when they walk into a classroom. Thank you. Thank you. And then we had another person in the waiting room as well? Yes, we're going to ask Juan to unmute and comment on what agenda item. Hello, can you hear me? Yes. This is the closed session, yeah? Yes, which item will you be

086speaking on, Mr. Juan? I'll be speaking on item 4.5, anticipated litigation. Okay, thank you. Okay. Anticipated litigation. Litigation can be avoided, but it appears the district wants to continue down a path that's not helping our families and students. In January 2024, whistleblower allegations were brought forward by then Superintendent Krause, shortly after raising concerns involving district governance. governance potential misuse of resources and conflict of interest superintendent kraus was ultimately forced out by very by very trustees he had reportedly raised concerns about trustees who are still sitting on the board today That sequence of events has caused many in the community to question whether retaliation and politics have taken priority over transparency and accountability. And why so much litigation against one person for shedding light on potential wrongs? There are currently serious concerns surrounding these two trustees

087who are up for re-election, and I believe that the public deserves answers before asking voters for another term in office. First, one trustee is reportedly the subject of an active investigation involving allegations that district resources were used to transport her daughter to and from school on a daily basis over a period of weeks using a district vehicle, allegedly without proper authorization. If true, this raises major concerns about misuse of taxpayer-funded resources and unequal treatment. District property and taxpayer dollars are meant to serve students and the public, not personal convenience. Second, another trustee who has what many views as a significant conflict of interest because of employment employed by the Desert Trials Charter School, an organization that reportedly receives millions of dollars annually from AESD through ADA-related funding. Whether or not any laws were technically violated,

088the appearance of a conflict alone is enough to damage public confidence. When votes involving finance, contracts, partnership, or matter retaliated to Trustee Krause are being discussed, public officials should not participate in decisions where there is even a reasonable question about impartially. This is not political. This is basic governance and ethics. These concerns become even more troubling when certain trustees continue involving themselves in matters related to Trustee Krause, while questions about their own conduct or conflicts may remain unresolved. At minimum, these trustees should receive themselves from any votes, discussion, or actions involving Trustee Krause until all investigations or conflicts, concerns are fully addressed. The taxpayers of this district fund these positions these investigations and these legal disputes they deserve transparency They deserve accountability and they deserve leaders who are willing to answer difficult questions openly and

089honestly if these trustees Thank you trustees believe Last sentence and you can wrap it up, please All right moving on to closed session I motion that we go to close. Oh, I'm sorry. Is there any more speakers? One more? Just for the record, Juan did not sign up to speak tonight. No, he would be the last one. Okay. IT, can we confirm that? You said you have one more? We have somebody online. Point of order. Yes, what's the prayer order? Speakers are supposed to sign up. And if they don't sign up, they don't speak. So he didn't sign up to speak, but yet you still allowed him to speak. And now you're seeing if someone else wants to speak, but they didn't sign up. I don't understand. So I guess whoever is in the waiting

090room can wait until the next one and sign up. Isn't that the procedure? You have a fair point. I was made aware that there were speakers who are not being let in. They want to speak. I also want to make sure that we hear from everyone. We want to make sure that we hear from people who want to speak. We don't want to make sure that now that we're allowing this person to speak, we should continue to allow people to speak if they can speak in closed session. I also believe that we should revisit that as it's become very difficult, including myself, to sign up. I don't see a sign-up sheet on the website. So I'm providing some leniency, especially because they're public comments. I want to make sure that we're being transparent and allowing

091speakers to speak. So that's why I want to make sure, based on the information I received, there are speakers who want to speak, and we should allow them to speak. Nobody else has complained that they can't get in when it's on Zoom. I just don't understand if it was in anyone else. they wouldn't speak. They'd have to wait till the next one. Okay? But to me, in my opinion, according to the last speaker, it's clear that you want them to say what they want to say. And I'm just saying that we should follow procedure. You have a fair point and but I want to again if I make being made aware that there are speakers who are trying to speak and They're not being allowed to speak. I believe that's a that's a liability I

092just want to make sure that if they're gonna speak in closed session They have the opportunity to speak in closed session I understand some there's some things that we don't want to hear But this is part of our role and I want to make sure that we hear from everyone. I I don't care what they say, one way or the other. So if like Lauren Benson popped into Zoom, would you give her the chance to? As a matter of fact, we have. Point of order, one at a time. Let me just say. We have meetings on record where Lauren Benson is being reached by the cell phone. So yes, we've allowed a lot of flexibility. We're making it fair and equal. Whenever there's been speakers who have trouble coming on, we've had people pull up

093their phone, reach out, put them on the speaker. So I'm going to continue to make sure that we allow people to speak. We have to protect the First Amendment right, allow them to speak if it's in closed session. Okay. And I'm going to hold you to that. please okay president soto just for clarification the agenda does say my name on it that's why they call me and that's why i allow it because i do give it's on there for anybody to give me a call uh if they want to speak for for the board meeting thank you can we check if uh the other person is speaking in closed session please we have a karen h we'll ask to unmute now hi hi we can hear you are you speaking in closed session Yes, I'm

094speaking on item 4.5. Go ahead. Okay. I want to address something that is deeply troubling to me and many members of this community. False accusations can destroy reputations, damage families, and undermine public trust. Allegations were made under the penalty. of her jury claiming that Trustee Cross was responsible for late night calls for the director at the district office. Those claims and the credibility behind them. What makes this especially disturbing is the apparent rush to blame and publicly target innocent. person without clever evidence. No one should be falsely accused simply because someone wants attention, retaliation, or refuse to take responsibility for their own actions and decisions. I appreciate that the district took all allegations about being false seriously, enough to hire an independent law firm to investigate not only these claims, but several others as well.

095This is exactly what should happen. Facts should matter, evidence should matter, and due to process should matter. At the same time, there should be no further allegation, purpose against Trustee Krause unless there is actual evidence to support it. Taxpayer dollars should not be wasted on political movement. Accused. What the fuck? Accusations of personal evidence and unsupported claims. I also believe there should be a full review on to how allegations were filmed into the first place, including including whether outside legal actions were taken, whether discrep district authorization and why more than forty five thousand dollars in taxpayer funds were reportedly spent. purpose pursuing these matters the public deserves transparency and accountability regarding how district resources are being used if it's if it is unlimited unlimited ultimately determined that knowing false Statements were made to law enforcement

096or under oath. The then account we should be followed following filing a false police report and making false warn statements This is not harmless. It's waste public resources damages innocent people and your confidence in nurse institutions Regardless of politics and personal disagreements, none of us should take, tolerate, attempt to frame or smear other persons without proof. Public officials and members of this community deserve fairness, honesty, and integrity. I hope that investigations bring the full truth to light, and I hope everyone involved is held accountable based on facts, not rumors, assumptions, and personal agendas. Thank you. Thank you. Okay. Anyone else want to speak? Okay, okay All right moving on to recess to closed session I move that we go to closed session is there a second All right, I'll take the vote mr. Bay trustee

097Kyra So I for one or four zero I want to make put on record that trustee Krause did arrive at 7 23 the time right now is 724 we're in closed session no no idea we're good yeah so make sure we're good good evening the time is 917 where we convening from closed session I'll take the roll call trustee Kyer okay your present trustee Stewart Stewart Prez present so do I we have a quorum we're gonna extend the meeting I motion that we extend the meeting till 1030 is there a second prior a second Okay, we'll take a vote. Trustee Stewart. Aye. Phoebe Kier. Aye. Subtle aye. Motion is 10, I mean, it's been passed to extend to 1030. I motion that we extend, I motion that we adjourn. Is there a second? Stewart, I

098second. Hang on, we gotta do that right. Adjourning is closing the meeting. Oh, you don't adjourn, we're gonna close. We're gonna reconvene to close session, excuse me. So first, Trustee Stewart. Aye. Trustee Kyer? Aye. Soto aye. Motion passes 3-0. We're now in closed session. We're reconvening from closed session. The time is 10-13. We're going to get started with roll call. Quorum establishment. Trustee Krause? Krause present. Trustee Kyer? Kyer present. Trustee LaFrench? LaFrench present. Trustee Stewart? Stewart present. Trustee Soto? Soto present. We have a quorum. Announcements of reportable actions taken during closed session. The board took action to approve the Administrating Hearing Panel recommendation of Expulsion Case ID number 344929. That is to suspend the enforcement of expulsion for the remainder of the second semester of 2025 through 2026 and the first semester of 2026 and

0992027 school year with the contingency of attending an alternate educational setting. In addition, The student must complete an anger management program, attend individual counseling, and maintain satisfactory grades in attendance. The rehab plan is the following. Complete anger management, attend individual counseling, maintain satisfactory grades and attendance. Approve the recommendation with the amendment to transfer to another middle school, Columbia or George, for the alternate educational setting. and to give direction to Ed Services to determine which would be the most beneficial to the student. It was moved by myself, seconded by VP Kier, and the vote's for 5-0. And that's all we have for closed session announcements. Moving on to public testimony. Do we have any public speakers? We do. We have Alexandra Serrano on Zoom. We don't have them in the waiting room? We have Lauren Benson.

100Asked to, you are unmuted. We cannot hear you. Lauren, you're asked to be unmuted. Good evening. Good evening. Lauren, you're asked to be unmuted again. Do we have any other speakers? We can come back to her. That's all for tonight. We can try again with her and see if she, yeah. Good evening. I'm going to try to speak every time I hit unmute for some reason. It is kicking me out. We can hear you, Ms. Benson. Hopefully you can hear me. Good evening, board, cabinet, and those in the audience. My name is Lauren Benson, and I'm here once again to just inform the community. Trust that this is not the way I want to spend my Tuesday night with five days left of the school year. I'm exhausted as most teachers are at this point

101in the year. Yet we still show up for our students in major ways especially here at the end. However I felt the need to speak. Interestingly I seem to be a topic of discussion despite not even being present. Trustee Soto I've never seen you work so hard to allow someone to speak. In most cases anyone not following proper procedure like completing a speaker form would have been immediately stopped. VP Kier even reviewed the rules beforehand. For the record, I have always followed those rules unless technical issues required a call-in. To whomever authored the three Zoom speeches earlier tonight, somewhat many of us can reasonably infer, I'd suggest making sure the speakers are prepared to deliver them. When we talk about students and community members listening, that matters. I certainly hope the WTF that was said

102loudly wasn't actually part of the script. Let's also be clear. Accuracy and truth matter. Public accusations without evidence can carry serious consequences, including potential defamation. This agenda item is here to ensure we have highly qualified teachers. I would also hope that this district will protect the ones they already have. I am a proud educator of over 20 years. My commitment to my students in this district has never wavered. I spoke up because it was the right thing to do for three executive assistants who have consistently demonstrated professionalism and kindness. When they couldn't speak for themselves, I chose to bring attention to their situation. I will continue to do so because no one deserves that kind of treatment in the workplace. I would hope others would do the same for colleagues, friends, family, and fellow educators.

103Threats will not silence me. I am confident that standing up for what is right will always place me on the right side of this. For those of you that are a little afraid to speak up, know that it is your right and it is okay. Some have attempted to question my character, but my record speaks for itself. My work, my passion, and my dedication are evident in the relationships I've built and the impact I've had on students over the years. I'm not sure the same can be said for those trying to tear that down. Thank you. Thank you. Moving on to, just to confirm, we don't have anybody else to speak, correct? No, we do not. Thank you. Moving on to adoption of the minutes. I move that we approve. Is there a second? I

104second. I'll take the roll call. Ms. LeVay? Trustee Krause? Krause, aye. Trustee Kyer? Kyer, aye. Trustee LaFrench? LaFrench, aye. Trustee Stewart? Stewart, aye. Trustee Soto? Soto, aye. Motion passes 5-0. Moving on to the public hearing. Public hearing on school facilities fee justification report. I'm going to go ahead and open the public hearing. Or is it not the right one? Yeah. I'm going to open up the public hearing at 1021, and I'm going to ask if anyone wants to present testimony or protest. And then there, there's a script then you have to read. Do you have it? I do, but this is for the next one. Is this for the next one? Okay, just checking. Thank you. Yes, ma'am. Thanks. All right, we're going to go ahead and just close it, and I hear no discussion

105at 1022 p.m. And looks like there's no need to just a public hearing. All right, moving on to the second public hearing formation of community facility CFD number six. I am going to open public hearings regarding the formation of community facilities district number six, the Levi of special taxes and incurring abundant indebtedness. So I'm going to ask if anyone wants to present testimony or protest and then I think that's out of order, so I'm going to actually retract that. I'm going to call on staff for a report regarding community districts. Am I doing this correct? You have this. Because it's art. So we'll just open it up. We'll open up a public hearing discussion at 10.23 p.m. Okay. Do you have the script? Yes. Because I also have parts that I have to say. And

106I've got... Yeah, we're not there yet. We're on the ask if any person wants to present testimony. Okay. And then I'm... Yeah, I see you're on there too. We'll get to you. Okay. All right, guys. All right. So we'll wait until it's 1024 so we can close it. No testimony. No protests. I guess 1024, we'll close it. And then that's where I'm going to... Was the notice of public hearing mailed? I'm going to ask our board clerk if the notice of public hearing was mailed and published in accordance with the law. Yes, notice was mailed and published as required. Okay. Did you get any written protests? And that's when I open it, right? No, so we're not you saying no protests are received. I just I got the envelope it says here. Oh Later so

107I don't have to open this It's part of it. Okay, cool. All right, so okay, so no protests were received and then I'm gonna close the public hearing no majority protests I'm gonna ask for the board to consider the following resolution for adoption Sir resolution on Resolution number 2526.18, authorizing the recording of a notice of cessation of special tax lien. Resolution number 2526.19, establishing community facilities district number 6 of AESD. Resolution number 2526.20. Calling a special mail ballot election and submitting to the voters of community facilities district number six of AESD regarding the annual levy of special taxes and establishment of an appropriations limit and resolution number 25, 26, 21. to determine the necessity to incur a bond indebtedness for community facilities district number six of AESD and calling for a special mail ballot election

108for the community facilities district on propositions for incurring such bonded indebtedness. So I'm going to request that the clerk conduct an election and announce results of canvas of votes. Is that what your envelope is? The votes? Okay. Yes, so I announced that all ballots have been received and that all votes are in favor of the propositions and all of the ballot measures pass. Okay, and I'm going to ask for the board to consider the following resolution for adoption. Resolution number 2526.22. declaring the results of the special election is our motion that we approve is there a second steward i second we'll take the vote um miss lavee trustee kraus kraus aye just see kyer hi i just see the french aye trustee stewart stewart aye trustee soto so i motion passes five zero Okay, and

109then I'm gonna call for a motion to move to waive the first reading of the ordinance and read the title only of ordinance number 25, 26, 27 of the special tax. I motion that we approve. Is there a second? I hear a second. We'll take the vote. Ms. LeBae? I'm sorry, are we under new business? Is that what we're doing? So under this script that I have, we just did the motion for the resolution and then the last one is the ordinance. And read the title of ordinance number 252623. Oh, yes. Apologies. I'll just talk loudly here. So apologies, guys. I think the script received from legal counsel has this assumed that the public hearing goes right into the resolutions. We have a split up here with how the agenda is set up where the

110public hearings are separated from the actual approval. So apologies for that. I think we just move through the public hearing. We close the public hearing and then just move on. And then we'll get into the rest of that script as we move through into the new business section. So, okay, that makes a lot of sense. And I think the legal counsel just assumed that those things would be combined. The public hearing would be at the same time as you're approving the resolutions. That's why I just moved right into that. Sure, okay. All righty, so then we got the public hearing. Now, okay, we're going to move on. The consent agenda. Actually, we need to extend the meeting. Trustees, I motion that we extend to 11 p.m. Is there a second? I hear a second. We'll

111take the vote, Ms. LaVey. I'm sorry, I thought we could only vote once to extend, but it was Soto, Kier, to extend the meeting to what time? 11. Okay, I'll take the vote. Trustee Krause? Krause, aye. Trustee Kier? Kier, aye. Trustee LaFrench? Before our vote, I thought that we could only extend the meeting one time. We can extend it over and over and over again. We've done it before, guys. We have? Yes, we have. We can address it. We've been cutting down on, yes, okay? Trustee LaFrench? Aye. Trustee Stewart? Stewart, aye. Trustee Soto? Soto, aye. Motion passes 5-0. All right. Moving on to the consent agenda, we're taking items 2 to 28. Does any trustee want to pull? Trustee Krause? 10 and 13 only. Thank you, President Soto. Trustee Stewart? 15. Trustee LaFrench? No, they've

112already been pulled. Trustee B.P. Kyer? No, I do not and I have none. I move that we approve with the exceptions of 10 13 and 15. Is there a second? Second, we'll take the vote. Miss. Lavin. Justy so sorry trustee Krause Krause. I just see Kier I just see the French Just you Stewart Stewart. I just you Soto. So do I motion passes 5-0 moving on to I am removing the consent Going on to number 10 a motion that we approve sir second. I motion that we approve is there a second cross I second Open it up for discussion trust across no discussion. Just pull the vote. Thank you trustee Stewart Yes, do you still work for this? Yes, that's why I pulled this item to abstain thank you I'm sorry, so I don't think it's appropriate that you say second it you should have no say in what goes on with this that's a fair point trustee Stewart I'm gonna ask for another second then I rescind my second president Soto thank you trustee Krause is there a second on this item we'll take the vote or any

114more discussion trust the French Yes, I do want to thank the district for bringing this forward. I do know that it is a prudent point in our contract to provide the campus security training. I believe it's also backed by legislation SB 390. So once again, I do want to thank the district, Dr. Villegas and your team for bringing this forward to the district and ensuring that our our district does have the security and the training it needs god forbid this situation ever does happen thank you thank you and i have nothing we'll take the vote mr levy trustee kyer kyer aye to see the french love french nay trustee stewart stuart aye trustee soto so do i motion passes 3-1 the church the french 49 moving on to number 15. Approval of the renewal of

115reliable nursing solutions. I move that we approve. Is there a second? Carrier a second. We'll start with discussion trustee Stewart since you pulled it. Yes, the agenda agenda the fiscal impact says that that the cost is not to exceed five hundred seven seventy five thousand thousand but the agreement says six hundred twenty one twenty five thousand so I'm unclear on which one is it so we're looking at the um contract and then we're looking at what's on the actual agenda yes yeah that would be the uh the 600. okay all right thank you welcome um trustees uh kraus no comments thank you trust the french none just vp car none and i have none miss lave to see kraus kraus i to see kair kair eyes to see the french LeFrance aye. Trustee Stewart? Aye.

116Trustee Soto? Soto aye. Motion passes 5-0. Moving on to new business proposed changes on the board agenda. I guess the aye motion that we start this discussion. Is there a second? Trustee Krause, I'll second. And Dr. Vegas, did you want to tee up this item before we start talking? Yeah, thank you for the opportunity. So for the past, since I've been here, there's been some level of discussion related to the efficiency of our board meetings and what might make a more efficient meeting and at the same time allow our public to be more engaged in the process. So one of the... one of the agendas that we've seen in many many districts is having closed session first and so you have an example would be that you have closed session from let's say 5 30

117to 6 30 then you open uh the meeting and the meeting stays on uh until it's done and if there's any lingering items that that need to be taken care of in closed session they would happen after the meeting uh this would uh maximize the amount of public engagement it would also allow for the public comment to be in the appropriate place. So it seems like right now we have a bit of a struggle as to how public comment works. So I think we'll take care of some of those issues. So I was proposing that we take a look at that. I know that others have indicated a desire for that, meaning Adam and our legal counsel has also indicated that. So I want to bring it up to the board and see if there

118was any interest of that, and maybe we could even pilot it. in june and just try it and see what it feels like so that was just uh what i was hoping we could talk about um board uh discussion just across No, I think that it's a great idea. I look forward to hearing the changes that are proposed, and I've seen some this evening. So on this agenda, when it came to the earlier sections, I think it, at least in my opinion, as one trustee, it seemed to work okay. And I know that, Dr. Vegas, you and your team thoroughly vet a lot of the recommended changes to the board before you even bring it up like you are tonight. So I want to say thank you for that. But no other comments. Thank you.

119Trustee Stewart? I would like to see a sample agenda to see how it would work before I agree to anything. Trustee LaFrance? Does this change have anything to do with the time of the meeting? Or is this just a change in the agenda? There would not be a change in the time. There could be, but no, this proposal would be starting time would be the same. It would just be the closed session would be first thing. And that way closed session is out of the way. And then you start open session. But the open session would always start at 630 no matter what. So even if unfinished business was happening in close, then we'd have to come back and finish it after the meeting. But it would at least maximize this time. So we're not

120doing this type of business at this hour. We would be doing it at an earlier time. I'm support of anything that may make this a little bit more efficient and get us out before 11. So if you suggest that closed session first may be a solution, I am all for it. Yeah, I agree. This is not new. I've seen this in many other districts that they have a set closed session start time and open session start time. It's more transparent. People know when to show up to speak and that's what we want. So I think it'll address a lot of those issues when it comes to public comment and inefficiency, of course, which we're here almost to 11. All right. Anything else? We'll take the vote, Ms. Levine. Is this a vote? Oh, I'm sorry.

121No, we'll just end the discussion and then we'll move on. So I guess I'm gonna be I guess I think that some Maybe the board will work together to get a sample agenda to see how it can look like if it's okay What I'd like to do is that the next board update I sent give a sample so that the board can see what what it would look like and Then I'll ask for feedback and maybe the second meeting in June. Maybe we can have that as a pilot If the board is You know feels it's okay We got a consensus. I agree with that. I agree. That's fine. Just the French? As long as we have enough time for our closed session, that's a good idea. Okay. All right. All right, all right moving

I will address that in a second I want to wish everyone a great end of the school year Our next meeting is on June 9th school already have been out. So thank you to all the staff parents and students that have worked as hard as they have this year and look forward to seeing those of you that are coming back next year and those of you that are moving on to other districts, we wish you all the best. Summer school is also about to

129start. We appreciate Dr. Villegas and his staff collaborating and coordinating for summer school. Today is my son's birthday. I want to wish him a happy 16th birthday. I chose to take him to breakfast but come here this evening in the face of a lot of things going on with my family. My daughter graduates this week from high school. Very excited for her. God bless you, Alessa. She's pre-business and law at Harvard. Her GPA is better than her dad's. So, proud of you. And the reason I'm late tonight is because today my mother was put in hospice. She's 74 years old. I was on the phone with the hospital for two hours. working on advanced directive, end of life, power of attorney. I respectfully ask that those of you that want to beat down on me,

130have continued to beat down on me over the last few years and continue to do so now, give it a break. Just give it a break. Let our family mourn and deal with the tragedy before me tonight. I still chose to come here in the face of my mother being admitted to hospice with days to live. But all I ask is civility, unity, And just stop. For Christ's sakes, just stop. Just leave me and my family alone, at least for this time. After my mother passes, you can go back to beating me up, saying all the mean things about me you want, disagreeing with me all you want. But I respectfully ask this evening, please stop, at least for the time being. And again, my apologies for being late to this meeting, but I appreciate

131all the work that Dr. Villegas and his team have done, the presentations, the work that every trustee on this dais does. I may not get along with all the trustees on this dais, but that doesn't mean I don't respect their opinions, the way they feel, the things that they want to get done. And I do apologize if I've ever done anything to make them feel otherwise on this dais. And I strive to do better as we move forward. I made that promise to my mother. So for God's sakes, please think about it before you speak, and I will do the same. Thank you. Thank you, Trustee Krause. Trustee Stewart? Well, I do want to say it is the end of the school year, so teachers and staff, you're almost there. Hang in there. Drink some

132tea, because I know you started to count the days, hours, and minutes. And I distinctly remember there was a night when I was board president and we were still on Zoom. And my stepmom had called and asked me if I could help her with my dad from his chair, but the meeting was about to start and that night my dad died. So I do understand your feelings. We are still here. You know, and I just want to say to the public, I do want you to remember the things that happen here. What I stand for. for the staff and for the kids and it's always been for the staff and for the kids. I don't go behind closed doors and say one one thing and then come come out here and say something else. If

133you have a question of me, you can always ask me. Anyone who has spoken to me knows that I'm an open book. There's times that I share too much, but that's who I am. I can't come to you with good intentions, and I expect those from those who I meet until you prove otherwise. I do want you to remember the things that I have said, and that's okay. I want you to remember the way I vote. I don't care if it's an election year or not. I stand by my votes, and I always will, because I vote with a clear conscience. I do remember. remember when this boardroom was full of supporters of Dr. Walker and they spoke. They spoke their support of Dr. Walker but it fell on deaf ears. But I'm still here.

134Okay, and I will vote I thought that to agree to a con contract with the search firm was going to hold the whole going to be on the agenda and I had to check but it was not so you know hopefully we can begin the search and find a new superintendent Attendant because at this point in time unless it's in the consent. All right Because right now I feel that the district is Lost it's lost its fight fire But don't lose you or your fight by fire because the fire is for the kids We're here for the kids You are here for the kids and that should not not waver. Please have a good night. Thank you. Thank you, Trish LaFrench. Okay, I want to start off by saying that I know that it's the

135end of the school year and I want to wish the teachers and the students and our community, all our AESD staff wonderful summer and normally I don't say anything about what is said during comment periods or whatever you know I just want people to know that everyone has the ability to have freedom of speech to be able to say whatever they want to say when they call in doesn't make it factual you'll need to do your own research behind things however It's, you know, you can see and you see things that go on here at our school district. And remember that we are here for the children. You are here for the children. We're here for our community. And you will make up your own minds on things that you hear. So have a wonderful

136summer. Wish I was off for the summer. And take care. Good, very late evening, AESD friends and family. It's been a while since I have actually gotten to give comments, speeches. I got five minutes, and I promised President Soto and Dr. Villegas I am taking four. So. I'm going to start off this evening recapping some amazing things going on in the AESD school district. This last week, I was able to get out and visit sites. It was a fantastic outing where I got to spend a decent amount of time out in El Mirage with our principal, Johnson. He did take me around. He shared with me some of the amazing things going on at El Mirage. also um one of the things that is exciting that i believe is either on this one or the

137next agenda is his plan for interventions for math as their english has already came up their math is their next uh thing to tackle i additionally got to swing by west side park um And I ran into our maintenance crew outside handling an issue. And I just wanted to take a moment and emphasize how important and awesome it is to see all of them out hands-on addressing the issue all together. So I do want to give that shout out to all of our MNO and additionally our director, Richard. After then, I did Skedally and Doodle over to George, where I got to observe Mr. Perry doing rehearsal with 7th and 8th grade band. And let me tell you what, the goosebumps were undeniable. These students are so talented, so passionate. And I just want to

138give a shout out to Mr. Perry, as that is something that I think every child deserves in their education. Lastly, I did get to visit AES. I got to go over and see our amazing kids along with some amazing art. I cannot believe how talented our students over at AES are when it comes to their artwork. Congratulations on all the students whose art was auctioned off. I also got to, don't even speak about it. I also got to go over to Hope and spend some time with our Hope Scholars along with our Freedom Writers. I thought it was pretty epic to sit down and really listen to our students, their concerns, and also hear about their experiences and how they got to where they are today. With that being said, I know that we've heard

139a lot of people talking about, you know, how things used to be, how they are, defending themselves, talking about the kids, talking about the district. So be it. I just wanted to take a minute and actually talk about what's going on in the district. I will close tonight. With a final word, we are here for the students, but we are here to show up for those achievements, those amazing moments that we get to celebrate with them. And I do encourage everyone to get out, support them as we do close out this year. I will close with that tonight. I do thank everybody and yeah, I'm done. Thank you. All right. Four minutes. Thank you. All right. I'll just take the last 30 seconds to just piggyback on. I want us to focus on what we're

140doing. We've cut $6.5 million down from our budgets, saving our district from being in the negative. We've also... initiate an RFP process because we understand and know the reputation that this district has when it comes to superintendents. What the RFQ process is is competitive bidding on a search firm. That means no homie, no homie hookups. We're not bringing in our friends. We're not bringing in people we know. What we're doing is a competitive bidding process so that our kids get the best and most competitive firm. Now the firm that ended up being at the top, people tried to paint the picture that we had someone in mind. We didn't even go with the firm that the district is contracted with. So I just want to be very clear that we're doing this in a way

141that is very different. We've never done this in the several superintendents that we've had. So I just want us to focus on what we're doing moving forward. We're going to get this right. The Costa Group firm has a 95% retention rate over three years. Why would we not do that? We're almost guaranteed a superintendent for more than three years. So I'm done. thank you for listening i am we're gonna have to cut short with our superintendent unfortunately dr viegas you know what i think a lot of everything's been said i want to thank everyone i want to thank our board for their support and making this happen the the staff it's been a great great fantastic year and i want to just go back to remembering we were honoring teachers and staff today that have

142been committed their their careers to adelanto elementary school district and you know very proud of you and you know we're looking forward to continued support and working forward and this is going to be a great um summer and a great year coming up excellent thank you dr viegas well motion that we adjourn is there a second we'll take the vote miss lavee chris krause krause hi jesse kyer carter i just say the french jesse stewart stuart i'm jesse soto so i five zero time is eleven oh one the meeting is adjourned have a good night
