And with that, let's give Eagle Ranch a round of applause. Good evening trustees, executive cabinet, parents and families. My name is Jonathan Wilson. I'm the proud principal of Eagle Ranch Elementary School. Tonight I'm excited to showcase a few of our students and their amazing keyboard skills. I want to give a huge shout out and thank you to our amazing music teacher, Mrs. Perry. Mrs. Pamela Perry, excuse me. It is a joy to have her on our campus working with our students. She is truly a blessing to our students at Eagle Ranch. Performing tonight, we

004have three of our students. We have Jay Marie who will be playing Happy Ending and if you're happy and you know it. Hazel will be playing Aura Lee and Oh Susanna. Ariel will be playing London Bridge and Yankee Doodle. So without further ado, I'd like to welcome up Ariel to perform. Yay! Great job, Ariel. These students are all very nervous, by the way, but she killed it. Great job. Next up, we have J. Marie performing Happy Ending, and if you're happy and you know it. Awesome job, J. Marie. And last but not least, we have Hazel performing Aura Lee and Oh Susanna. Can we get another big round of applause for all three of them? Like I said, that's very hard to do. Thank you, everybody, for allowing us to showcase some of our talent.

005Once again, great job, students. Thank you. At this time, I'd like to welcome up Mr. Verduzco. Good evening, President Soto, board members, executive cabinet, Superintendent Walker, staff, families, and community members. I'm Alex Verduzco, the proud president, principal. Sorry. I'm looking at you as their new president. Sorry. Proud principal of Victoria McAthan Elementary School. So tonight I'm pleased to highlight Victoria McAthan Elementary School, a school that features a strong Spanish dual language immersion program, building bilingual fluency, academic success. cross-cultural understanding for English and Spanish speakers alike. Victoria MacGathin Elementary is a proud, inclusive, collaborative, and community-based, creating a welcoming environment where every student is valued, families are partners, and staff support growth together. We celebrate the ongoing efforts of our staff and look forward to continued successes. So I will turn this presentation over to Ms.

006Sandoval, Mrs. Smith, Ms. Rodriguez, and our wonderful students. So let's welcome them over. Thank you. I'm just going to translate really quickly. She's thanking her parents for putting her in the program. She realized how wonderful the

007program is and how many doors will open up for her. Hi everyone, my name is Alexander Rodriguez-Alana and being in the dual immersion program at Victoria-McGathen Elementary has taught me the power of being bilingual. I have learned that speaking two languages is more than just words. It's about understanding different cultures and training my brain to think in new ways. This is also important to us students because it gives us a head start in life allowing us to allowing us to build friendships and solve problems in a way that connects two different worlds. Thank you. Muchas gracias. Thank you. Nice round of applause for them again. That group of fifth graders, they have been at my school, many of them since kindergarten, and it's just great to see how much they've progressed through this program. So

008it's wonderful. Zaley, for example, who spoke. She came to us in first grade into the program, and it's just wonderful to see how much she's advanced. So thank you, everybody. That concludes our student showcases. These are my star morning announcers. Good evening, Atalanta Elementary School board members, Dr. Walker, and members of the cabinet. Thank you for being here with us tonight. in our classroom we begin the day with a special routine called the affirmation song from Doggyland by Snoop Dogg. We use this song to remind ourselves how we should act, think, and treat others each day. The words help us build confidence and show kindness and get our minds ready to learn. Tonight we would like to share with you this positive morning routine. We hope it shows you the energy, respect, and pride we

009bring to our classroom every single day. Enjoy our performance. affirmations are positive statements that help us to challenge and overcome my feelings matter i get better every single day I choose to feel happy. I choose to feel happy. My family loves me so much. Me so much. I care about others. I learn from my mistakes. Nations are fun and cool. They help us heal and they help us grow. If you love to learn and want to keep feeling good, let's say some more. Follow me, let's go. I am responsible. Responsible. Divide love. Divide love. Deserve to feel good. I deserve to feel good myself. Control my own happiness. Control my own happiness. We know some new affirmations that we can choose and learn to say. So next time you need a little inspiration to help

010you have more of a positive day. I wish we had the whole class here. When you see the whole class doing this, it's just, it's great. And it really helps encourage them to have a great day and to be respectful to everybody. So this is done every day in their classroom in the morning after we do our morning announcements. So thank you, everybody. All right, now I believe we've concluded the student showcases. At this time, though, I do want to welcome the board for any comments or remarks. Trustee Krause? Yes, thank you Vice President Kier and good evening everyone. Thank you for being here. Those are great presentations. The kids just give us purpose, you know, as parents and as educators. educators and though they're they're days that I want wanted to shake my kids I love love love them each day so um but this is the best part about being on the board is that I can see the kids and just see the work

012that that they've put put in and I truly appreciate it so thank thank you Trustee LaVrench? Well, good evening, everyone. I always get so excited when I see the children come because I imagine myself being like them when I'm little, right? I love the language Spanish and wish that I knew how to speak it fluently. But as a preschool teacher for many, many years, we learn together. So what little words I've picked up, I use and swear that I'm bilingual, even though I'm not. You should hear me talking to people and they go, French, what are you? Don't worry. They understand what milk, leche, I will say it all. Right? I will. I'm always thankful for the parents bringing the children out this time. coming through and supporting them, not only for the parents, but,

013you know, the teachers, you know, thank you for going through your day-to-day routine with your children. I love teaching. I love to see things come together like they are tonight. You know, I love to see the children smiling. I know it takes a whole lot to get up here and to be able to speak in front of all of these people. whether you're speaking English, Spanish, whatever it's singing, dancing, it takes a lot because it takes a lot for me to speak in front of a crowd, even though it may not appear. But I am so proud of the children here at Adelanto and appreciate the support that they get, not only from their parents, but for their teachers as well. Thank you very much. President Soto. Thank you, VP Carr. Yes, I just want

014to echo the sentiments of my colleagues. Thank you for being here and I wish I could make it in person. I was not feeling quite well this morning. I'm glad I was able to watch it virtually. I would like to open it for the board's comments. Trustee Krause? Thank you, Vice President Kier, and good evening again, everyone. Thank you for being here with us. That's absolutely amazing. It's always a pleasure to see our students succeeding at these championships. I know that these competitions are very

020competitive, and they compete against other students from other schools and districts. And so, again, it's exciting to see them win, and I know that they're excited and their parents are as well. And thank you for all the staff that have supported them on their journey and continue to do so as we move forward for the next generation of our science and history winners. Again, thank you so much. All righty. Trustee Stewart. I just want to thank the students who did the extra work because it's work on top of the work that they already do. And the parents who helped them. I know one year my son, he had a science project due. And I found out two days in advance when it was due. So, yeah, my son was grounded. but to have the kids

021win, I think it's great, and they are great representatives of our district. So thank you. All righty, Trustee LaFrench. Congratulations to all the students and their awards. Congratulations. All right, President Soto? President Soto, can you hear us? Yeah, can you hear me? Yes. Awesome. I'm having some technical difficulties, but let's make it quick. Thank you, parents, for bringing your children here and being supportive. I know it definitely means a lot. So thank you for your support and for being here, and congratulations to those that got awards. Thank you. Alrighty, I'll make my comments brief. I do want to highlight the importance of recognizing the students that are excelling, that are winning awards, but more importantly, I'd like to recognize the parents as your support really does make that much difference. One thing that I always

022love to comment is when you have the students up here, I love to look into the audience and see the parents. I love seeing the looks on their face the pride the joy the excitement and so i just want to conclude with thank you parents for being here with us tonight and celebrating these big moments with our students all righty all righty at this time we will move on to 3.3 dr walker thank you trustee kair at this time we have a presentation for fiscal year 2024 2025. I will turn the mic over to Mr. McAlpin. Thank you, Dr. Walker. I would like to introduce Mr. Andrew Park with the audit firm who is here as mentioned in the agenda to present on the 2024-2025 audit report for the district. Good evening. Here I am

023again. Unfortunately I can't make you smile like the students that we saw. So just to quickly summarize the audit, do we have all copies of the audit report in front of us? Wonderful. And it looks like you already turned to the page thanks to our prior. But if you could turn to page 94 of the audit report, this page is called the summary of auditor's results. Okay. Looks like we are all there. But my main objective when it comes to audit is to audit your financial statements. Now, what exactly does that mean? So back in September last year, and again, it's pretty far away, but back in September, you were presented with a document called unaudited actuals. Those are your financial statements as of 24-25 or June 30-25, right? And my primary objective is to

024audit that and report back to the board. And yes, I do work for the board and I report strictly to the board. On top of that, there's some other regulatory matters including state compliance and federal compliance. In other words, if they give you money, there are strings attached and I also report on the district's compliance with various compliance matters. So let's go through what's laid out on page 94, summary of auditor's results. As you can see, the first item that's bold-faced is the financial statements followed by federal awards. This is the district's compliance with federal requirements. Followed by, and lastly, state compliance. The state compliance requirements with strings attached, depending on what the scenario is. So let's go through each, but even before I do that, as a reminder, I'm going to use some technical

025terms here. Just like your attorneys, we render a professional opinion. And we do this in the form of a varying assurance. Highest level of assurance being an unmodified opinion. I'm sure we all remember this to a certain extent. followed by a qualified opinion, and then lastly, an adverse or a disclaimer of an opinion. That's not something you want to see on your financial statement. That's really bad. So with that knowledge, let's just kind of go through each of the sections here. For the financial statements, year ended June 30, 2025. Our opinion was unmodified. Okay, so we are in agreement with your financial statements. I do want to note that we had to realign your financial statements. In other words, we posted an audit adjustment to correct it, right? Now, if we move down a little

026bit further under material weakness, I noted yes. This is a finding related to the adjustment that I... posted. So the fact that I posted an adjustment to realign the financial statements, we deemed that as a deficiency in your procedure, so I reported that to the board. Moving on to federal awards, for the 24-25 fiscal year, we were required to audit your child nutrition cluster. This is the federally subsidized free and reduced program. Okay, based on the audit procedures that we performed our opinion was unmodified. Okay. It was a clean opinion We also did not note any type of internal control deficiencies or checks and balances that are in place to ensure compliance with this very specific program Moving on to the last area which is state compliance as I always mentioned state compliance is kind

027of a unique creature It evolves every year and it changes. Just in case any of the board members are interested in what we're required to audit, it's basically laid out for you on page 91 and 92. That's a comprehensive list of all the programs that California Department of Education and the State Comptroller's Office wants independent auditors like myself and my firm to audit. Okay, so on page 91 and 92 if you skim through them these two pages you're gonna see some not applicable and Yes notations we audited all the programs that are noted as yes And then not applicable is simply because it just doesn't apply or you did not receive financial assistance and as a result there were no audit requirements or strings attached. So based on the audit procedures that we performed on

028all the YES notator programs, our overall opinion was unmodified. We did report a compliance matter with one of the areas which is I believe the unduplicated pupil count Okay, and the details of that are in the following pages. Okay, so overall I mean I would say in comparison to 2324 it is an improvement I mean you recall 2324 and the volume of finding it was quite a bit. It has gone down But there are still reportable instances, but overall it was a clean audit when we fix everything. Okay. Any questions on the audit itself or any areas of the audit report? Trustee Krause? No, I appreciate the thoroughness of about an inch of financial information that we get from our auditors. Probably one of the thickest ones I've seen in a long time. But that's

029good because you guys, Idy Bailey, is thorough and we appreciate their attention to detail and working with our staff. I know that our staff appreciate always the collaboration. Between the auditors and the district, really, that's what it should be, is a collaboration in my mind. And so I know that I've worked with auditors in the past as well, and that collaboration really is key to addressing whatever findings are noted and then working on them. But as you're aware, we've had a lot of turnover in the district, in the business division. Even now, we don't have a CBO. So hopefully for this next audit coming up, we do have a consultant, and we're actively seeking a CBO. But hopefully I know... that Mr. Zach Clemish and his staff in the Budget Office are really keen on

030paying attention to everything they can. They can't do everything because they're only limited, but I want to thank them for the work that they do on a continuing basis in the absence of a full-time Chief Business Officer. So we're hoping, you know, at some point to have that position filled, but again, thank you, Mr. Park and your team for working with our team to make these audits happen. So thank you. Thank you. Trustee Stewart. Well, first thing, of course, I went straight to the findings I learned. And there's so much less. And that pleases me so much because it shows that things are going the way that they should be. And I also know that you are helping us, your agency is helping us with the... the attendance issue. We somehow were overcounted or not

031counting correctly, which would have caused us a great financial fee or fine or something. And I know that you're working with the district and the state to help fix that so that we are not, you know. Great great greatly impact so so thank thank you very very very much You're very welcome. I do like to add that we are not the IRS Fortunately, we're not here to we're not here for that get gotcha moment I mean we do our job, but if there's areas where we could immediately, you know mitigate some of the damages We try to address it with the district. Thank you. All right a trustee leverage Thank you for teaching us last time you were here. I appreciate that that makes my brain a whole lot Easier would absorb and I do

032want to thank you for pointing out that we have less With this finding that we had in the last year. Thank you very much. I appreciate your time President Soto Thank you for your report mr. Park and thank you for your time I do have a brief question on page 100. Is there any way I could get maybe some clarification on that finding? So there's always a confusion with this. So, I mean, it's rather lengthy, but under government auditing standards, which we all fall under because you guys are a school district, what we're required to do is to roll over prior year's finding and then basically update the board in terms of. Did the corrective action was it effective or was it ineffective or what's the status basically, right? So what you see on page

033100 is the finding from 2324, okay, and it's basically our report to the governing board in terms of okay What what what was the outcome as far as the corrective action plan that the district decided to follow up on and? If you see on page bottom of page 101, okay There's a current status notation there, right? And then it does, I do note that not implemented, see current year finding 2005-001, okay? So the nature of the finding is really year-end closing entries and the transactions associated with that. So I did mention to the board that there was an adjustment that I had to post to realign the financial statement. As a result, it resulted in a finding, if you will, right? So it's similar to prior years finding. There were adjustments in 23-24. Not to

034the extent of the magnitude that we saw in 23-24, but the fact that there was an adjustment, I have to mention to the board that it's not fully implemented or it's not implemented. Hopefully that helps. Okay. All righty. I appreciate you being here with us this evening, Mr. Park, and it's always a pleasure to have you in our boardroom. Thank you. Thank you. all righty at this time we will move on to point four we will be taking items two uh 4.2 through 4.4 into closed session this evening i do not have the declaration that's usually red oh wait there it is all righty Public comments will be made in person during the Board of Education meetings. I apologize for the delay. Thank you. Already at this time. The public comment period is administered by

035state law and is the point in the meeting set aside for members of the public to share their opinions with the board. Open meeting laws do not permit the board to engage in dialogue or answer questions. Any person who wishes to address the governing board on closed session agenda items only must complete and submit an AASD speaker request form five minutes before the meeting is called to order. Public comments will only be taken on agenda items during the discussion of those items. The board values public comments, and although the Board of Trustees cannot take action or discuss items not on the agenda, the Board of Trustees listens carefully and appreciates input from the public. Additionally, a public speaker can be cut off for exceeding the allotted time or for willfully causing an actual disruption to

036the meeting. Before cutting a person off or removing someone, the board will give at least one clear warning. If you were cut off or warned last time, please consider that your warning. Individual speakers are allowed three minutes to address the board on each closed session agenda item. The board limits the total time for public input on each item to 20 minutes. With board consent, the president may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. The president may take a poll of speakers for or against a particular issue and may ask that additional persons speak only if they have something new to add. All righty. At this time, do we have a speaker for ADTA? Yes, I believe we do. Mr. Brian

037Hahn. Good evening, Superintendent Walker. Good evening cabinet members Mr. Shifflett good evening trustees trustee Stewart trustee Krause trustee Love French trustee Kier my name is Brian Hahn and Excuse me, and I just want to tell you that It's been a race today. I just literally got off a plane I was flying from Dallas back after being in In Dallas to see my grandson Whose birthday is today? third birthday but he He was the birthday was celebrated on Sunday During Super Bowl and then yesterday he had a procedure in the hospital and my plan was to get back last evening and The only advice I can tell you is don't ever rent an EV because it was a disaster and caused me to miss my flight last night. So with that being said, I want to

038begin with periods of transition are among the most defining moments in any organization's life. They ask us to reflect on where we've been, where we are, and ultimately where we want to be. We have to be honest with that and commit ourselves together. about where we're going. Serving as interim president during this period has been both a responsibility and a privilege. My focus throughout has been stability, stewardship, and ensuring that ADTA remained aligned with its mission and values. It was important to do this as we also navigated change. I am grateful to our ADTA executive board, our teachers, the trustees, and our cabinet and staff members for their trust, professionalism, and always, always, always for the kindness that you've shown me during this time. Change, however, is not a pause. It's not a pause in

039our work and our mission. It is part of its rhythm. Leadership evolves as organizations grow, and today marks the beginning of our next chapter. It is in this spirit that I formally introduce Stephen Tapia as the new president of ADTA. Our members have entrusted him with this role at a moment that calls for energy, resolve, and a willingness to engage fully with both opportunity and responsibility. The strength of ADTA has never rested with just one individual. but in the shared commitment of its leadership and members. I look forward to supporting Stephen in his new role and continuing to contribute to ADTA's success as the Vice President as we move ahead together. What matters most now is not the path that brought us here, but the work we choose to do next. Collaboratively. Transparently. and with

040respect for ADTA and our members whom we serve. It gives me great pleasure to introduce Stephen Tapia. Good evening, cabinet members, board of trustees, parents, teachers, association members, CACA. Thank you. Thank you, Mr. Brian Hahn and the entire executive board for welcoming me in. And thank you to... Our CSCA president, Diane Lind, for her continued support. A little about me. I have been here before. I have served as ADT president. A few years past, we didn't have all this technology, so that's a little different, but I have been here. I have been vice president, and I have also been a former bargaining chair. I'm also a parent. I am parent to five children from the Atalanta School District. One is here today. He is my youngest. He goes to George. I have, my oldest is

041a soldier in the United States Army, and I have three currently in high school. What I look forward to is working with all of you. I will set time to meet with you, send you my contact information, and hope to get to know each of you separately. I believe in working and building together for the sake of all students. I believe in following the contract. When an issue arises, I will work with you to correct them and I will work with you to make Atalanta Elementary School thrive. So tonight on closed session, you're going to have a bargaining update. You're going to have our sunshine articles. So we look forward to a productive and agreeable bargaining session. Some other items that were discussed tonight or will be discussed tonight are the tutoring. Our teachers want

042to work and are here to work. Questions do arise when the pay is not equitable from what the contracted workers are being offered or the pupil count is not equitable. We are here to work. We loved Saturday school. I worked Saturday school. At George, we had numbers as high as over 100 at times. And it worked. Our students loved it. Our parents loved it. The staff loved it. That's interesting. On Saturday, the staff loved to come. So if there's any work that needs to be done, maybe we can work together, see what we could do to maybe bring Saturday school back, to look at what contracts you're offering to the outside world, and see if we can come together to make a more equitable place because your teachers want to work. Thank you. The board

043calls on Diane Lynn's not here. So Jason Turkers. Good evening, President Soto, board members, superintendent, Dr. Walker, cabinet members, staff, and community members. My name is Jason Turkers, and I'm the CSEA Labor Relations Representative assigned to work with CSEA's Adelanto Chapter 451. But I want to first tell you something about myself, too, because all three of my kids went through this district. All three of my kids, one of my kids went to Morgan Kincaid. All three of my kids went through Mesa Linda. So I have history with this district. I'm not here just as a CSA representative. That is what I do now. But my children also went to school here. I'm here tonight to let you know about some concerns the CSEA and our classified employees we represent are having. At last month's board

044meeting, you approved two agenda items that were contracts for outside companies to perform the exact same work done by classified employees. This is called contracting out. CSEA after learning about these contracts sent the district a letter demanding the district to cease and desist or CSEA will file another unfair practice complaint with the Public Employment Relations Board . CSEA has not yet received a response from the district, but I want to add that the letter that was sent did give the district until next Wednesday, February 18th to respond. However, this is Not the first issue CSEAs in the district have had with contracting out. CSEA in the district already have a case just like this with PERB because of a contract the board approved last year. That issue is going to hearings soon and I am

045personally very confident that CSEA will prevail because the work being done is the work that could be done by CSEA bargaining employees, specifically the paraeducator twos. The case is costing the district a lot of money, and that is not what CSEA or its members want, but we are going to protect our rights. Just today, I was in a meeting regarding this case where the law firm used by the district brought in three attorneys. Three. Two partners and one associate. Simply for an informal pre-hearing meeting, and that alone probably cost the district a lot of money. because I personally know how much each of those attorneys make per hour. Everybody does because it's public record when you approve the contracts. CSEA has offered a reasonable settlement to this case, and yet the district wants to continue

046to fight. CSEA just wants the district to stop contracting out our work. I represent the other elementary school district here in the high desert, and we don't have these issues there. I've also spoken with my colleagues that represent the other K-12 districts here in the high desert, and they also say that they do not have nearly the number of issues, especially with contracting out CSEA work. Even tonight, there are some items on the agenda for you to approve that could result in the contracting out of CSEA bargaining and work, and CSEA will, if it does. Send another cease and desist and probably have to file another unfair practice complaint with PIRB. Again, this is not what we want to have to do, but this is what we will do to protect our rights. Where is

047the cycle going to stop? And when are you as the board... the district going to start prioritizing students and staff of this district. Contracting everything out because it's easier is not what is best for the students. If Atalanta Elementary School District wants to be a model of educational excellence, you have to start by prioritizing your staff who will make the model that model of educational excellence. Thank you. The board calls on Kim Smith. Good evening board president Soto board members superintendent. Dr. Walker cabinet members AESD staff and community members I am here today to address a serious matter that directly affects my professional reputation my workplace environment and my legally protected rights as a school employee and as a member of the public a Sitting board member has accused me in writing of violating laws

048These accusations are false, unsubstantiated, and unsupported by any evidence or formal finding. They did not arise from an investigation, but followed my exercise of constitutionally protected speech during public board meetings. These allegations have been submitted to Human Resources, and my Union and California Teachers Association representatives are fully informed and involved. Let me be absolutely clear. Disagreement with my public comments does not give any board member the authority to make defamatory statements about my character or professional conduct. Retaliation for protected speech is unlawful. The misuse of authority to intimidate, discredit, or silence an employee is unacceptable. Accusations of legal violations are not harmless. They damage reputations, undermine professional standing, and create a hostile work environment. When such accusations originate within the district's governing body, the harm is amplified. Failure to correct or intervene allows that harm

049to continue and signals tolerance of retaliation. As of today, There has been no finding, no conclusion, and no evidence supporting these claims. Nevertheless, the damage caused by the accusation itself is real and ongoing. I am formally placing this board on notice that defamatory statements, retaliatory conduct, or failure to act to prevent such conduct may expose not only the individual responsible, but also the governing body to claims of harassment, defamation of character, and violations of employee protections under state and federal law. I expect this board to meet its legal and ethical obligations by ensuring employees are not targeted for exercising protected rights, that allegations are handled responsibly and factually, and that personal or political disagreements do not escalate into abuse of authority. I will continue to speak honestly and advocate for transparency, accountability, and the well-being

050of our school community. I will not be silenced, intimidated, or discredited through false accusations. I am very open about the email I received and will gladly discuss it with anyone who would like clarification. I will continue to speak up for those who have been told to be silent. I teach my students to always do the right thing, and that is why I am asking of this board regarding this matter and any other issue that conflicts with how this school board should conduct its business. Finally, Whatever happens in the dark will come to light. Hiding in plain sight behind closed session agenda items such as government code section 54957 regarding public employee discipline, dismissal or release, or government code section 54956.9 subdivisions A and B concerning conference with legal counsel for anticipated litigation does not eliminate

051the public's right to transparency and accountability. Based on what has been publicly noticed, there is What has been publicly noticed, there is a high probability that one or both of these items relate to our superintendent, Dr. Terry Walker, and that, of course, this board has no intention of removing her. If that is the case, then honesty and clarity with the public should replace secrecy and speculation. Thank you. We have next Ms. Peralta. Good evening members of the community, staff, families, and valued stakeholders. Tonight I want to take a moment to speak about someone who truly embodies what leadership and education should look like, Dr. Walker. Dr. Walker is above all else a person of integrity. She has always led with honesty, transparency, and a strong moral compass, even when decisions were difficult. She does what

052is right, not what is easy. and that is the kind of leadership our district has always needed. She's deeply committed to the mission of the Adelante Elementary School District. Every decision she makes is centered on one core belief, what is best for our students. Our children are at the heart of her work, and she never loses sight of the responsibility that comes with serving them. Dr. Walker also understands that strong schools are built on strong relationships. She supports our staff, values our voices, and recognizes their dedication and hard work that happens in our classrooms every single day. She leads with respect, collaboration, creating an environment where educators feel heard, supported, and empowered to do their best work. And Dr. Walker, Adelanto has a leader who is steady, principled and genuinely invested in the success of

053our students staff and families she is not just the leader we have today she is a leader our district has always needed for years adelanto has needed a leader who is steady principled and committed to long-term success rather than short-term gain dr walker is a leader that we need she brings clarity where there has been uncertainty, stability, where there has been disruption, and a vision that focuses on growth, accountability, and unity. Not having Dr. Walker as a leader would be a detriment to our district. Losing her leadership would mean losing a voice that consistently advocates for our students, protects the professionalism of our staff, and works tirelessly to strengthen trust within our community. Dr. Walker is exactly the kind of leader Adelanto needs and has always needed and the kind of leader our students deserve.

054Next, we have Debbie Thomas. 9BP, am I audible? Yes, you are, President Soto. Can the speakers please identify which item in closed session they're speaking to, please? Let's start with you. hi i'm debbie thomas from george school i'm speaking tonight about negotiations um welcome or good evening everyone um i've added some things to this because of some things that were spoken to tonight so if i'm kind of all over the place i probably am um first off uh the csca was talking about outsourcing so that kind of is an issue um we also one of the things that you're being asked to approve tonight is for tutoring so anything i'm talking about it affects negotiations because if you're spending money it's not going to go to the employees of the district so keep that in

055mind um so yes it was outsourced or it was sent out again about uh us seeing if we want to do beyond the bell but they're asking for k2 for tutoring 10 students if you're a teacher you know that is absolutely unreasonable and if you're third grade or higher it's 15 students to tutor them yet the thing that you have in front of you to outsource is two to four students or three to four students for outside tutors to come in i don't understand why we can't be offered that same amount which makes absolute sense to make a difference with the students so that's part of why you're not getting teachers offering to do this because it's they feel like it's not going to make a difference next i did do beyond the bell last

056year and i had a csea worker working with me so we had 12 students she had a group of six i had a group of six um we worked really well together so you can bring in your csea workers also to do some of these your pairs and stuff to do tutoring and they're very effective because i didn't have to ever stop and go over and tell her what to do she was able to watch what i was doing and she moved along with it and we moved the students up Also, even like bus drivers a long time ago, we used to outsource on field trips. I hated it because they had no buy-in with my students, but our district bus drivers absolutely did. Now I've got to get back into what I wanted to

057because I'm running out of time. All right, so we are going to be sunshining tonight. for the district in ADTA, which means we're going to start revving up to start bargaining. Last year I came to you and I think four of you were here and talked to you about needing literacy specialists, specifically reading specialists. I know that you're sending money to the school sites, but I happen to be at a school that doesn't get additional money, so it doesn't help us. So once again, I'm going to ask that we really need literacy specialists and it probably needs to be district supervised. I mentioned before Mrs. Ridley actually created these at her old school district and maybe overseen where you have actual teachers not substitutes which is what the schools are probably having to hire to

058do literacy specialists because until you commit to making a program like that and actually following through with it it's never going to become effective. that was i think i touched on the one last thing and i know i have 11 seconds i watched you guys last time at the board meeting and honestly i know that there's hurt there's anger there's frustration you guys need to figure it out and do better please thank you we have uh sarah sherman on zoom asking them to unmute now hello can you hear me yes good evening board members cabinet and dr walker Sorry, Superintendent Dr. Walker. I'm speaking about closed session item number four, the anticipated litigation item under government code 54956.9. It sounds like this is being presented in a way that hides that it's about Dr. Walker.

059That helps keeps, that keeps the public from speaking up for her. The community and staff want Dr. Walker to stay. She's excellent with our students, staff, and the community. Yet at nearly every board meeting, she's listed as a possible removal. Not all board members, but a majority seem to want her gone. At the last meeting, February 3rd, President Soto referenced an article in the San Bernardino Centennial that felt like a distraction. I quote from... President Soto, I highly encourage you to read the San Bernardino Centennial article. Again, that felt like a distraction. We shouldn't be focusing on Dr. Walker's personal leave or using vague agenda language to silence the public support. You guys should be looking into allegations about a trustee that should be investigated. For example, the board meeting on July 29th, August 3rd,

060and August 12th. That deserves attention. Please be transparent. Stop hiding the subject of these closed sessions and keep Dr. Walker. She's what our schools and community need. Thank you. Trustee Carter, the last one will be myself. I'll be speaking and that is on item 4.4. I'll start by saying that when we talk about effective leadership and education, one word consistently rises to the top and that's transparency. Sometimes I think this word gets lost in translation, but transparency means clear communication, openness and decision making, accountability to stakeholders, and a willingness to address both successes and challenges honestly. It is not always the easiest path, but it's the path that builds trust with staff, families, students, and broader community. Dr. Walker, you demonstrate that transparent leadership, what that looks like in practice. You prioritize keeping stakeholders informed,

061ensuring that information is shared clearly and responsibly. Even during complex or difficult situations, you have remained committed to integrity, professionalism, and open communication, values that are essential in public education. Your leadership reflects consistency, not only when things are going well, but also when navigating challenging moments that require patience and resilience. Dr. Brocker, you are brave. Bravery and leadership is the most moral courage to make these difficult decisions that you have to do day in and day out. You remain steady during challenging moments and you continue doing it even when things are not so easy or popular. Despite these pressures, you have remained focused on maintaining stability, professionalism, and a student-centered approach. You have modeled respectful collaboration and have continued to lead with composure, demonstrating that progress is possible even when there's a disagreement. Transparent leadership

062is not simply a leadership style. It is a promise to serve with honesty and accountability. Thank you for what you do. That concludes tonight's speakers. All right, thank you. At this time, we will move to 6.1, recess to close session. Kier, I motion that we close. Can I get a second? Krause, I second. May I please get a vote? Trustee Krause? Aye. Trustee Kyer? Aye. 065ahead and close this public hearing at 9.06 p.m. Moving on to 11.4. Classified Personnel Sunshine Proposals for Negotiations with the California School Employee Association Chapter Number 451. Trustee Soto? Soto, aye. Very good. Moving on to the consent agenda, we are taking items 2 through 39. Does any trustee want to pull an item? I'd like to pull item 11. Trustee Stewart? Nope, I have none. President Soto? Yes, Madam VP, I do have part of the item I'd like to pull. I can just pull it up. I have multiple. Let's take this slow. Sure. Can you hear me okay? Yes. Alright, thanks for the patience.

066Sorry about that awkward pause. One moment, President Soto. I would like to note that Trustee Krause has rejoined the dais at 9.08pm. Please proceed. Thank you. So I would like to pull item number 5 on the consent, as well as 11. I already pulled it. You already pulled it? Okay. and I believe and 16 and that should be you know that should be good for me so 16 and number five trust your cross did you have it Did you have any further items you wanted to pull on the agenda? Yes, Vice President Kyer, members of the board, and I do apologize. I was feeling a little lightheaded. I had to step outside for a little bit of that windy, fresh air in the high desert. But I do apologize if these have already been pulled.

067I did draw a line through 5 and 11 as I heard those in 16. But number 2, number 6, 9, 14, and 38. That's it. Thank you. You said 38? 3838, yes. Classified personnel. Alrighty. Get this party on the show. Alrighty. Okay, here we go. Alrighty, uh... Trustees, I need a motion to approve the remaining of the consent agenda with the exclusion of 2, 5, 6, 9, 11, 14, 16, and 38. Trustee Stewart? Aye. Trustee Soto? Soto, aye. Motion passes 5-0. We will resort back to number two. Trustees, can I get a motion to approve? Stewart, I motion to approve. Kier

068I second we are now open for discussion Trustee Krause. Yes. Thank you. Vice president car if we look at the bottom of this conference request starting after the CMS going to the Ron Clark Academy in March 18th To the 21st 2026 I'm sorry go down to miss you kovac coming from national schools to watch they have her date is 24th through 28th 2026 if you look at all of the rest they all say June 25th to 28th 2025 and I wanted to clarify if that date correct or is it supposed to be 2026 on the remaining items about five teachers or five staff members here I'm pulling the document up. Conference is for 2026. Okay, I know what it is. Let me finish. Thank you. The conference is for the dates that are noted. When

069you get to the bottom, you will recognize that last year there was a team that went to schools to watch and what they did not. Account for when they submitted all of their paperwork was the mileage and so what you see in front of you is The mileage that needed to be paid for they couldn't get reimbursed for it until it went to board for approval So that's what each of those items from last year's schools to watch conference Thank you. Dr. Walker. I do appreciate that. That does make more sense to me. I do appreciate your clarification. Thank you That's all I have vice president Trustee Stewart? Nope, I have none. Trustee LaFrench? None. President Soto? I have none. Thank you. At this time, Madame LeVay, could you please take a vote? Trustee Krause?

070Krause, aye. Trustee Kyer? Kyer, aye. Trustee LaFrench? LaFrench, aye. Trustee Stewart? Stewart, aye. Trustee Soto? Soto, aye. Motion passes 5-0. Moving on. 12.5. Can I get a motion to approve? Steward, I motion to approve. I second. We're open for discussion. Trustee Krause? Believe this was was this pulled before I oh, yes, I do. Thank you I do appreciate the opportunity. So on this one as we heard earlier this evening a DTA representatives request that we look at the payments for teachers and the class size Versus what we are offering the tutoring services with this organization I do think that teachers should always come first and we should not ask less of them more of them to pay them less than we do an outside vendor when we look at this contract and do the math

071on the hourly rates versus the number of students and then the level of students in the classes there that they are getting paid for. I just as I again I haven't verified the information but I can't see why ADTA representatives would misrepresent their position on the verbiage that they are being told and so that was my concern with this item. Thank you. Trustee Seward? Well, you know, and I do understand the concern. We are under the clock, though. I think in the future school year, the district can be more diligent to offer the district employees pay, so they would take the job, but we really, we're in the springtime, and this is for the 25, this is for now. So, you know, I would hope in the future the district would just try a little

072bit more to work with the unions ahead. ahead of time so it isn't so last minute but the kids do need the tutoring. Thank you. Trishie LaFrench. President Soto. Thank you VP Kyrie and thank you for the grace colleagues with me tonight. I just want to echo with the sentiments from Trishie Krause. I think that the Our new union president has made it pretty clear where the unions stand with after school tutoring. So I've been very consistent since I got appointed on the board and now even being elected with my concerns about outsourcing. and investing in our own people, investing in our teachers. This is, I think, reasonable for us to, of course, I think my colleague, Trustee Stewart, made a good point. We're in a time crunch. I think even considering a quarter of

073this assistance or even half is reasonable. We can find a way to ensure that our teachers are being met and we're taking our roles and putting teachers first by taking action and showing that. So that's my comments. Thank you, Madam VP. Thank you. I do have an inquiry on this one. I'm counting 11 schools. If we are... Offering it at all the schools. Why well to all of these schools. Why aren't we offering it to all schools? Dr. Walker? I have Carol on I would on zoom if we could have her come on she can respond to the questions and our concerns from trustee Krause Soto as well as answer your question if we could Yes, we have Mike and she's unmuted now Hello, can you hear me? Yes Okay. So to answer Trustee Kyer's

074question, so we did look at the data for tutoring services. You'll see another agenda item tonight that will cover Gus Franklin. So that's the 12th school. The other schools were very small in need of support. And so that's why they don't show up on this list. And they do have teachers that are covering the tutoring at those particular schools that are not included on this list. Can you also respond to the other concerns that was brought up tonight at the board meeting by the teachers and those brought up by Soto and Trustee Krause? Absolutely. So we always want to try and use our teachers first when doing tutoring sessions with our students because we know that our teachers know our students better than an outside agency. But we do at this time have a lot

075of students that are in red and yellow in our I-Ready data up to the point where it's like almost 5,000 kids within those two groups. And if you were to do the math. on the need of the students versus the amount of teachers that we have, we need additional outside sources to help so that we can get kids that are especially in the red caught back up and filled in some of those learning gaps that they have. And looking, I mean, we can definitely go back and look at the structure that we have for the tutoring with our teachers to see what we can do to get our additional teachers added. to provide the tutoring services for kids right now. But we are going to need beyond that to get some of these kids caught

076back up to where they need to be with the quantity of kids that need that support. Yes, Trustee LaFrench? When you say that there's 5,000 students in the red, why is this just coming now for tutoring in the middle of the school year? And I think that we could benefit from teachers tutoring, outside tutoring, everybody's tutoring because all our children at the district should have the ability to be able to have some extra support. Yes. So the 5,000 students that I'm talking about are students that are in what we consider our yellow band. That is in the middle band. That would be maybe a year behind in their gaps. And then the students in the red. The students in the red makeup probably. I would say close to about 2,500 students of that 5,000. So

077we have a huge chunk in the yellow that are almost to grade level. And then we have another chunk that are in that intensive area for support. So teachers have been doing work with students all year long. They used the initial data in August to determine you know where two students needed support um and they are you know have been providing that from you know september on um so this would be up and beyond um you know giving that little extra support especially now that we're in the spring to catch them you know uh up because they've been working all year but that haven't been able to close a lot of those gaps with just what they're getting during the school day I do have a further question. I keep hearing this 5,000 number being

078thrown out and discussed, but this only allots up to 951 students for almost a million dollars. And I think that's where my great concern lies is... We're not even hitting a thousand students and we're spending a million dollars. Right. So that is they're getting services five days a week with the outside agency, where we know that our teachers aren't able to provide five days a week of tutoring service after working full days. And so they're getting a little bit more intensive service from the outside company. Like I said, five days a week versus two or three days that our teachers are able to provide. Dr. Walker, could you shed some light on the remaining balance of our ELOP funding at this time? What do you mean the final balance of our ELOP funding? I'm curious

079how much we have in that because a million dollars out of ELOP for the tutoring seems minuscule if we have, you know, additional monies that can still be invested in other avenues. I don't have those exact numbers. That is something I would need to work with ELOP coordinator and our director to get that specific number. And Carol, I don't know if you have any of that information on hand at this time. I do not. I don't have that figure that's left. But I know that there was a significant amount of ELOP funds this school year. And so, you know, this is a small portion of, I believe, what we have left. Okay, so we still have the ability to incentivize different avenues, correct? That is correct. All right, I appreciate that. I have no further

080comments. Board, anyone else have last-minute comments? Indication. At this time, can we get the vote? Trustee Krause? Krause, aye. Trustee Kyer? Kyer, aye. Trustee LaFrench? LaFrench, aye. Trustee Stewart? Stewart, aye. Trustee Soto? So-and-so. Trustee Kyer, the time is 925. Thank you, I appreciate that. Motion passes 4-1 with Soto dissenting. At this time, due to time, can I get a motion to extend? Soto, I motion that we extend. Till what time? 10.30 p.m. 10.15? Let's do 10.30, but try to shoot for 10.50. I'm hearing consensus on 10.30. Any objections? Going once, going twice. All right, motion to extend meeting to 1030. I have a first with Soto, a second with LaFrench. May I get a vote, please? Trissy Krause. Krause, aye. Trissy Kier. Kier, aye. Trissy LaFrench. LaFrench, aye. Trissy Stewart. Stewart, aye. Trissy Soto. Soto,

081aye. Vote passes unanimously, 5-0. Moving on to... 12.6. Can I get a motion to approve? Steward, I motion to approve. Higher I will second we are open for discussion trustee Krause. Yes. Thank you The reason I pulled this was very similar to the last one except for this one looks like if I can get clarification This is out until the summer time I believe which would give us time to potentially negotiate more with our 80 TA Bargaining unit as far as giving them the ability to perhaps do this and so again I still stand with the same concerns I had earlier on item number five. That's all. Thank you trustee Stewart I just think that this is here now because they got to get things situated, waited for the summertime. I don't know if that

082would give them enough time to strictly negotiate more with the unions. It would be nice to make sure that the service is there to help and supplement. Trustee LaFrench. President Soto. Thank you, Madam VP. No, same as last comments. I think this amount is a lot more reasonable. I think it's asking a lot less than the previous amount, but I have the same concerns as the previous item. Thank you. Thank you. You know, I always want... to bring this back to the district. That is my main focus, incentivize our own employees, incentivize our own staff. I know that there is definitely division on thoughts with bringing in outside tutoring companies, and I believe that with the overall goal to ultimately bring it back into district, This is not the worst idea in place for today's

083crisis. So With that do we have any further comments from the board? I'm love a can you please take the vote? Christy Christy Kraus Kraus nay Christy Kier Kier I trustee the French Just you Stewart Stewart I just see Soto Motion passes 3-2 with Krause and Soto dissenting. Moving on to... Did he say aye? I thought I heard aye. He did. Oh, you were aye? No, Soto. Yes. Sorry, say that again, Trustee or President Soto? Yes, for this vote, for this agenda item, it is aye. Yes. Okay, I stand corrected. Please let the record reflect that the vote passed 4-1. With trustee Krause dissenting. All right moving on to eleven point nine or twelve point nine. I apologize Can I get a motion to approve stored I move motion to approve Prior I second we

084are open for Discussion trustee Krause. Yes. Thank you. The reason I pulled this item is in the Attachment itself the term of this agreement Started on first day of July 2024 and when we look at the term down in the middle of it, it says it goes until I believe June 30th, 2025. And then thereafter, the term of this agreement shall begin July 1st and on June 30th, each fiscal year. It shall be automatically renewed for four successive one-year terms. So we started in 2024. If it's automatically renewed for four years, that would go to 2028 if I'm doing the math correctly, but I just need clarification on should we be approving this if it's already been approved or has it never been approved back in 2024? I just need a little clarification. I appreciate

085it. Thank you. Thank you for that question. It seems as though the item was never sent directly to the person that was signed off on it. And therefore, when the county reached out to say we still haven't gotten an agreement, it was sent directly to the person it should have initially gone to. So this is the first time that particular manager had seen the actual documentation. And that's why it's being brought to the board today. Thank you, Dr. Walker. I do appreciate that clarification. That's all the questions I have. Thank you. Trustee Stewart? I have no comment. Trustee LaFrench? President Soto? You're muted, sir. Excuse me, sorry about that. Dr. O'Rourke, can you elaborate on the starting date of January 20, 2026, please? I'm not clear on what your question is. On the contract attached

086to this agenda item, it says that the... Additional services starting on January 28th, 2026. Yeah. So can you just clarify on the starting date of that January, July, January 2026, please? I don't know what you're talking about with regards to January 28th, 2026. The document is from the previous school year and it was never approved by the board. Therefore, they could not get paid. And it's being brought today so that it can be paid from the previous school year and it will renew for the next three to four years. Can we do evergreen contracts with the county like that? I'm not sure what evergreen contracts are. We can have a multi-year contract with the county. We are allowed to have a multi-year? Yes. Okay. Trustee Soto, for verification, you are looking on the contract for

08712.9, correct? Thank you for the clarification. I am not, and that's why we're a bit confused here. Thank you, NMVP, for redirecting the conversation. I'm off topic. Do you have any further comments, President Soto? I do not. Thank you. All right. Hearing no further from the board, Madam LeVay, can we get a vote? Trustee Krause? Krause, aye. Trustee Kier? Kier, aye. Trustee LaFrench? LaFrench, aye. Trustee Stewart? Stewart, aye. Trustee Soto? Soto, aye. Motion passes unanimously, 5-0. Moving on to 12.11. Trustees, can I get a motion? Stewart, aye. Motion to approve. LaFrench, I second. We are open for discussion. Trustee Krause? I'll defer to Trustee LaFrench first and reserve my comments for after. Trustee LaFrench. I pulled this item because I wanted to get a little bit more clarification on this item. regards to the item

088that's on the agenda for this evening yes tonight was asked to extend their services to support the district office because of some safety concerns here at the deal for employees at the district office okay thank you thank you dr walker Trustee Krause, do you have any further comment? Yes, thank you. I appreciate the opportunity to discuss this item and Trustee Love French's question related to that. I did have some concerns related to this item. Initially, it was told that it was because of the homeless who were coming to charge their cell phones and potentially harassing staff. That was the initial. reason when this was asked about why they were here that week. Several staff at the DO were never told why they were here after asking why there was armed security all week that week

089of the holiday. So it was Tuesday through Friday. They were never told even to this day why they were here, but the story that was told to the board was that it was because of the homeless. And that that was the reason but then further conversations Related to this Contract stated that that was not the case So I guess my concern is why was the board told in the beginning? That it was because of the homeless that they were charging their cell phones who made that representation to then-acting Superintendent Jan Gonzalez and Martin Rex Quisadora, who were here and were told that that's the reason Blue Knight was here. Number one, who made that call and who told that, what I call a fib, about the reason they were here? And then why wasn't district

090office staff also told when they asked? Because if I work here, I would want to know why armed security, who are generally not here. Point of order, Trustee Krause. Yes. Do you have a question? Yes, why exactly were they here? Dr. Walker, can you elaborate? Am I on the wrong place? Did I pull the wrong thing? Proceed. So there was a lot that was just said, so I'm going to try and figure out where to begin. No one's lied to anyone. They were initially brought in because of some concerns of safety for some of the employees. And if anyone would have asked that question, they would have been given a response. But that question had not been asked. There was also the concern of the vagrants that are homeless. And it was more than them

091just charging their cell phones. I don't even know where that came from because that was never shared with the two. support that came in from the county. So they were initially brought in by me, the superintendent, to support concerns of employees working at the district office. And as you are aware, I was not in the office. And those two support administrators that came in Other things started occurring while I was out of the office and therefore they were given information tied to what was happening at that time as well. So there were two factors. One, the initial call. And then the second was based upon some episodes of... the homeless defecating in front of some of our office building doors and a few other things that I don't think I need to go into detail

092about. But I would hope that based upon that information and my role as a superintendent that that decision can be made. and report it afterwards. And again, if any employee had any concerns or wanted to know, bless you, there is an opportunity. We would share that information just as we did the week before. We asked them to make sure that the building's doors were closed, so on and so forth, because sometimes they're being left open for whatever reasons. I hope that... answers the question of somebody lying and that I would hope that in the future that we would immediately assume positive intent and a goodwill and not assume that someone's lying. I appreciate that. Board, do we have any further discussion, inquiries? President Soto? Thank you, I'll just keep it short. I do have concerns

093about this. Obviously, I've looked, you know, during the agenda setting, you ask questions and you inquire about it. I think that it is very clear that I was very concerned about what was provided to the board. You know, the concern that was brought to me, the first thing that I did was, you know, obviously ask for clarification. And it just doesn't help the communications, I think, is the overall point. And so, but I'm just concerned. And I have no qualms with Blue Night. And so I'll be supporting this for that matter. But I do have concerns about kind of what along with Trustee Krause was saying. So I think Trustee Krause was bringing up a very good point. And I think some things just don't add up, but I think that's not something we do

094online. So I'll reserve my comments, but that's where I stand. Thank you, BP, Kyra. Very good. Stuart, do you have any further comment? No, I do not. Okay. Any further comment from any members of the board? Hearing none, Madam LeVay, can we take the vote? Tristie Krause. Krause, aye. Tristie Kier. Kier, aye. Tristie LaFrench. LaFrench, aye. Tristie Stewart. Stewart, aye. Tristie Soto. Soto, aye. Motion passes 5-0 unanimously. Moving on to 12.14. Approve the ratification for extra duty assignments for fiscal year 24-25. Can I get a motion? Steward, I motion to approve. I'll take it. I have a first by Steward, a second by Love French. We are open for discussion. Trustee Krause? Yes, thank you. I pulled this item because it's, in my opinion, normally should be under human resources. I would like to know,

095just as if 12.27 is under human resources on this agenda, extra duty assignment. So I'm just curious as to why it's under business services, because it is an HR, human resources matter, and yet it's listed under business services, unlike 12.27 on the same agenda, certificated personnel, extra duty assignment. So I would just like some clarification as to why it ended up under business services. Thank you. Dr. Walker. Thank you for that question. I'm going to check with HR. I don't know the reason why business services versus HR. I don't have an answer to that. I do know that this is an item that from the previous school year and it was not taken care of at that time. So again, I don't really have an answer to that. I don't. Okay, Trustee Stewart? I have

096none. Trustee LaFrench? I have none. President Soto? I have none. Thank you. Excuse me. Can we go ahead and turn on the mic and have this as an open discussion, please? Absolutely. So this was a clerical error from last year, and so the error was in prison services, so we had them bring that back forward. That's it. Okay. Any further questions from the board? Hearing none, can we go ahead and take the vote? Trustee Krause? Krause, aye. Trustee Kyer? Kyer, aye. Trustee LaFrench? LaFrench, aye. Trustee Stewart? Stewart, aye. Trustee Soto? Soto, aye. Motion passes 5-0 unanimously. Moving on. 16 approval of purchase order report listing and warrant listing can I get a motion to approve steward I motion to approve prior I second we're open for discussion trustee Krause I'd like to go last I

097didn't pull this item I don't know who pulled it first but I'll save my comments until after everyone else is gone please if I may Okay, uh trustee stewart. Well, I didn't pull Pull it but I would like for the board to have this discussion discussion. That's good Just been kind of going in order to keep this efficient and and moving trustee lafrench. I have no comments And president soto Thank you. Madam bp. Yes, I pulled this item because um purchase reports and war reports keep coming up to the board. We keep having questions and unfortunately we just are not getting enough clarity. So I think that questions were submitted that were very similar to mine related to expenses including I believe which I'm trying to verify right now specifically which firm But overall, the

098concerns that I had on this report were questions that were still unfortunately not being getting back to me in order for me to make an informed decision. And it comes to my attention as well that if the board doesn't approve this, it's not that the board is not. We're not hindering any operational progress. People are not getting paid, that's my understanding. But I guess I just want to be on record that until the board is, or until I speak for myself, for example, on the purchase page number 20, McEwen and Harbor LLP, line item 762, I have concerns about how this firm... Despite my reservation, despite my request, how they're proceeding with that board direction. So I don't want to get into this publicly, but that's why I won't be supporting this, Madam Vice President.

099Thank you. Dr. Walker, can you speak to the legal services put on page 20 and the amounts occurred by McEwen and Harbor? Page 20 of the warrant report. Line number 762. Thank you. The McEwen and Harbor are the fees that are paid to for legal services for the executive assistants. That's what those services are. Those fees are for. I apologize. I'm just looking for. I lost what I was looking for. Madam VP, while you looked at that, may I or did you? May I follow up with a question? Are you? kind of look into what you're looking into. Oh, yes, absolutely. Please. Thank you. I just wanted to yes, follow up. So obviously making it all right. We are aware of them on the board. You know, I was in session, so I'm just I'm

100curious about how they're proceeding with, you know, as We have a particular responsibility of the district, how they're moving forward with our board direction. I haven't, we as a board haven't heard of this firm. Any updates? I mean, absolutely nothing and not seeking directions. So that's my concern is how he is finding and the district, or not finding, but building the district, I should be more proper, building the district without even getting direction from the board. So that's my concern. I hope that was enough time, man. get your thoughts together but yeah that's my overall concern thank you can i say something yes i believe that the board had approved up to a doll dollar amount and so Just because the EA's got the restraining order, I believe that it does not mean that the

101services end. He still represents them in this matter. So they still can go to their attorney. point of order let's be very careful about how much we're discussing yeah thank you um at this time um are there any other questions revolving that line number no okay i do have a question on page 23 we're looking at line number 9 10 9 11 9 12 and 9 13 at the previous board meeting it was um Relayed by the district that we had denied the contract with at Atkinson and Anderson lawyer and rude and that those services were not being rendered on this warrant report listing though on page 23. It does appear that the district is using this company as we have amounts for 23,000, 9,000, 2,000 and. an additional charge of $2,000. So is there

102any way we could shed some light on whether or not this is not something? Please, because it was my understanding we did vote down this contract in August, and if we are still racking up legal fees, it's questionable. Dr. Walker, can you speak to this? These items are all tied to PERP cases that we had already started and that is the firm that we have used with regards to the PERP. accounts and so as they're going through the process that firm is still accessible to us. We don't have any new items that we're bringing to them such as what I believe Trustee Krause wanted me to discuss with them which was from the last board meeting so no it's not we don't have a new contract with them but we do still get our services

103per the contract that we've had in the past. Okay. At this time, I would like to request from the district the detailed billing for this company going back one year. And I have no further comment. So before we move forward with that, because that is just from you, I would like to get directed from the full board as to if that is something that they would like for me to do. I believe as a trustee, I can request information personally. But one trustee cannot direct. An employee into action. Okay, I will do a public records request. Thank you. I concur with Vice President Kyer on this matter. Just so that it's clear, there are at least two of us. I concur as well. And Madam, if it's a hard time, you can always do a

104public records request. But yes, it shouldn't be a hard time for you to request information. That is the majority of the board. Sure, let's rack up more and more attorneys. Can we just pause for a second? Because that was not the intent. I was asked to do something, and I just asked for direction from the board. nothing personal at all. It was just to get clarity. Is that what the board is asking me to do? And so no need to do something like a PRA request. That costs money every time that's being done. So I would prefer to not go down that path. And if that's something that you all agree to doing, then that's another story. But again, I've gotten direction from the majority. It's just that simple. Thank you. I think there's some

105clarity on what Soto just said. I couldn't hear him. Is he gone? Trustee Soto? Yeah, Madam President, excuse me. I don't think at this point it would be productive for me to repeat what was said. We just addressed it. Thank you. Essentially, it won't be productive. That's rude. I'm just asking what you said. All I said was that... I give my consensus as well. And it shouldn't be. And if it gets to the point where a PRA request needs to happen, then the PRA request needs to happen. That's all I said. But I don't think it's productive because, well, I'm just repeating something that, but anyway, that's what I said. Thank you. Do we have any further conversation on this item? So can I get specifically what it is that you're requesting, that the board

106is requesting? The detailed billing for this law office is what I initially requested, yes. Thank you. For clarification, Vice President Carter, that was going back a year, you stated, is that correct? I did request a year. Thank you. I did have another question on a different item on the same agenda item when we get to that point. Thank you. Trustee Krause? Yes, thank you. On page 10 of the warrant listing, line number 388, we have all city management. All City Management has been the crossing guard company for the district for many years. However, I do recall, and this is where I need clarification, that we did not approve the contract with All City Management and that we were looking into contracting with our own employees through CSEA and that there were ongoing negotiations for a

107MOU or something of that nature. Yet we see expenses for All City Management here. So I guess my question is, if we didn't approve the contract as a board a while ago, Why are they working and who are they working for? So that's what I need clarification on. Thank you. Thank you for that question, Trustee Krause. Well, when that decision was made, because of the time of year that it was, they had already started because there was the expectation that they were going to do it. And because we did not have the appropriate safety for the students. at the time that it was voted down by the board. So that $2,000 whatever dollars was tied to them starting and then us having to tell them that we will no longer be using their service because

108the contract was not approved. Thank you. Appreciate the clarification. I do have a question. So do we, since we aren't using them anymore, do we have crossing guards? Because I heard that at Morgan Kincaid, the cars weren't waiting for the kids to cross the street. Mr. Shiflett, could you please respond to that question? Yeah right now so we've hired all the crossing guards that applied for the positions and I believe we have eight or nine schools that have been filled for crossing guards and we're still continuing to look for crossing guards so that's where we're at right now. Alright thank you. Does Morgan have crossing guards? Yes they do. Does that include Morgan? Yes. Alright trustees do we have any further conversation on this agenda item? Hearing none, can we, Madame LeBay, can we get

109a vote? Trustee Krause? Nay. Trustee Kyer? Trustee LaFrench? Trustee LaFrench. So, the warrants now have gotten confused. Yeah. Even with the money that we don't know about. Otherwise, we... Okay, aye. Trustee Soto? Oh, Stewart, sorry. Trustee Stewart? Stewart, aye. Trustee Soto? Soto, nay. Vote passes 3-2 with Soto and Kraus dissenting. Moving on to 12.38. Approval of the outside agency access and engagement on Atalanta Elementary School District Camp Revises. Can I get a motion to approve? Steward, I motion to approve. We are now open for discussion. Yes, thank you vice president Kaya I pulled this item yet again, and I will continue to pull it as opposition I believe in safety for our students and staff I do not believe that money meant for our students title one should be spent on outside vendors who have

110enough money of their own to fingerprint their own people before they step foot on our campuses and again the reason I will pull this for a Separate vote every time it is presented to this board This way. Thank you Trustee Sherwood. Okay, so when this came up last time, as I understood it, these vendors fingerprint their own, and then the district also fingerprints them. So if an employee... is arrested, not only does the employee or vendor get notice, the district also gets notice and doesn't have to wait for the vendor to notify the district. Is this correct? This is what I understood last time. That is correct and then I'd just also like to address the comment that was made by Trustee Krause which says that we are using Title I funds. These are ELOP

111funds because it is for the after-school program that we are utilizing the fees for these particular services. So I see it as the district going beyond their due diligence and not just relying on the vendors. That is correct. And we're not saying that the vendor is not going to ever tell us, but we want to get information hot off the press. We don't want to have to wait until they... decide to tell us that there is an issue with one of their employees. We want to be able to have access to the information firsthand by the DOJ. Vice President Kyer, if I may, or if you have a further question. Trustee Krause. Yes, prior to this agenda item this evening, and it's on the board docs, or whatever you want to call the new system,

112it has been paid for by Title I. So to change it to ELOP either my words of not being able to use title one sounded true to somebody and they changed it to ELOP But I don't want to get the insinuation that point of order, please And I have a further question Was there an incident that dr. Valdez mentioned about where a felon was working with our students because they weren't fingerprinted Is that a fair statement that she was referring to when she was on the dais speaking about this a few board meetings ago? Dr. Valdez is not here, and she was giving you an example of when an incident may have occurred in another district, but I am not aware of a felon working in the district and us finding out. We gave examples

113of what was happening other places, so we were trying to be proactive by ensuring that we are aware and not getting caught in that type of scenario. So just for clarity, we've never had a felon working in our district with our students? I personally don't have an answer to that question. Thank you. Any further discussion? President Soto? Madam VP, I made a procedural error in not recusing myself at the start of the discussion, so I will be recusing myself now from the discussion and the vote for financial conflict of interest. all right i do appreciate that all right if we have no further discussion by the board madame lave can we please get a vote tracy kraus nay tracy kyer nay tracy lafrench lafrench aye tracy stewart stewart aye tracy soto he recused himself Trustee

I apologize about that. i don't have a 39 okay i apologize i had circled it that we did my apologies okay then i will go ahead and proceed uh 14.01 acceptance of the fiscal year 2425 annual audit report kyer i motion to approve can i get a second steward i said second we are open for discussion trustee kraus no discussion thank you trustee stewart i have none trustee love

Yes, thank you, VP Card. Can we get clarity if this is a legal requirement in terms of having to pass this policy? Yes, this is a legal requirement. it was actually introduced

120back on january back in january however we did not get any of this until mid-january and didn't have any opportunity to bring it to board prior to today but we do have to have the information provided to our site by the march 1st date and carol i don't know if you're still on if you want to add to that Yes, I'm here. Yes, thank you. Yes, Board of Trustees, the next actual three items are legal requirements. We're required to have item number six. as part of our school safety plans. That's why it's in its separate, but it is in the legislation that was written this past summer. We just got the school guidance document in November, and then they started working on creating these different policies. And we got them the beginning of January. And

121so now we're bringing them forward so that we can make sure they're part of our school safety plan that has to be approved before March 1st. And the other two have to be approved as well before that same date and uploaded to the state of California's website so that they know that we're in compliance. Thank you. And so just to reiterate, not approving this or any of the next two will bring us not in compliance with the state law. That is correct. Okay, thank you. Any further inquiry from the board? Hearing none, Madame LeBay, can I get the vote? Tracey Krause? Krause, aye. Tracey Kier? Kier, aye. Tracey LaFrench? LaFrench, aye. Tracey Stewart? Stewart, aye. Tracey Soto? Soto, aye. Trustee Stewart? Stewart, aye. Trustee Soto? Soto, aye. Motion passes unanimously 5-0. Moving on to 16.1, Governing Board Members Reports and Announcements. Trustee Krause. Yes, thank you. Once again, thank you to all of the students and staff and family that were here tonight for our presentations. Great presentations. Excited to continue seeing those. Secondly, negotiations and bargaining. I see we sunshined items tonight. We hope that, at least I hope, that we have a very fruitful and productive negotiating session, both with ADTA and CSEA. And Mr. Turker, your concerns tonight about what you brought up, I hope that the district will be addressing those with you. We are

124not privy to the PERB filings at this time. time at least I can speak for myself anyway I'm not familiar with what you were speaking of but I hope that they get resolved quickly in a beneficial manner to both parties. I wanted to just encourage everybody to keep up their attendance. We have until about April or maybe early May for our funding, but also students need to be here for their education. So if families are having issues with getting their students to school, talk to your principal, your administrators, and see if they can find ways to help you get your children to school because it's very important that they're here to get their education. Also, one of the things I heard earlier this evening, equity at all schools with funding. And I know that some

125schools, because of their population, may not be eligible for certain funding that other schools get, but that doesn't mean that the need is not there. Potentially, for example, literary specialists. So this evening we heard an ADTA member mention that this evening. So I hope that as we move forward with our budget and look at that for all school site budgets, that we can bring equity to all schools because all of our students deserve the best that they can get. This month, February, is... Black History Month. And so I'm excited to see all the presentations at all the school sites and what they're doing every year. They do a great job, the teachers and the classified staff and the administration bringing awareness to Black History Month this month. And then again, finally, we have Valentine's Day

126coming up on Saturday. So happy Valentine's Day to all of our families. And hopefully you're enjoying your President's Day that you just had off and Lincoln's birthday coming up. So with that, thank you very much. Concludes my comments. Thank you. Trustee Stewart? I would like to say that on Thursday, February 12th, here at the district office, it is the Elkacup meet. meeting and it would be great for parents to come so that they can put their input on how the district spends their money and this gives you a chance to share your input with the district. district. I also just wanted to share, you know, I have been on the board for eight years now, you know, it's coming up to eight years, and I just want to say how much I appreciate Xenia Love,

127who has worked for this district for 14 years, and she's always held herself up as a professional. professional, kind, helpful, and I just enjoy to be around her. And I appreciate the help she has given me throughout this school year, I mean throughout my time here. And it Eddie, she too, she's worked here for almost 20 years. And I just cannot say enough of her, again, her professionalism and her positivity in what she does and what she brings to our district. And Sandra, who is always prepared. and again has worked for our district for 15 years. And I just want to tell these three ladies how much I appreciate them and their strength and their kindness. And you are a great asset to our district. Thank you. Thank you. Trustee LaFrench? Okay, for the sake

128of time, I'll try to keep this short. It was so exciting to see the children here tonight. Sorry. I just want to take a moment to say thank you to our students and the families and our staff and our community. I just wanted also to say that we actually remain grounded on our support for our children and our schools. I wanted to bring a focus to our students, to them to continue to go to school and, you know, and be ready to learn. Make sure you have your breakfast in the morning. You're all growing and shine when you're at school. You know, enjoy being there. I would like to say to the parents, thank you for entrusting in. and our school district and bringing your children to our school district. And we appreciate the ones

129that came out tonight. We appreciate the ones that joined us on Zoom. And I just want to say thank you to our students, our families, and our community out there. Stay strong. That's it. All righty. I will make my comments short this evening. I did want to extend my gratitude to the schools that joined us tonight, the parents that came out and supported their children getting their awards, and how great it was to have that fresh breath of air in this room with us this evening. We do have a lot of dances coming up at our school sites. I know mine personally, we have the Sweetheart Dance, I think, will be attending on Friday. I know a lot of school sites are doing this. Moms, dads, you know, get out there, have that connection, have

130that fun night with your kiddos. I know I will be. I do look forward to seeing the amazing pictures and events that are going on around our school sites. I do want to make a shout out to our PTAs, as I know that we are not able to give these memories, events, and opportunities to our students. at such magnitude without you, your hard work and dedication. Once again, thank you to everyone who comes together to make these events so special for our students. I do want to touch base real quick on February. and the significance that it holds. I do look forward to the different events going on throughout the district and I hope that school sites feel comfortable enough to reach out to me or any board members with invitations as we do. all

131you know would love to i'm i can't speak for everybody but i would assume we would all love to uh go with that i will close my comments for the evening um and request or not request sorry it's after 10. um and recognize president soto Thank you, Matt. I'm going to make my comments quickly on that at 1030. Well, I want to first thank, want to publicly thank you for facilitating tonight's meeting. I think you did a better job than anyone, than myself. So I think you did an amazing job. Thank you. And I'm not just saying that to gas your ego. I mean that. Thank you. I also just want to thank those that reached out to me and were able to have a sit-down discussion. You know, I think that it allows the

132public and the board to build a better relationship, better communication of what's going on, how we can. We're not always going to agree, but at least we can have more information that allows us to make a sound decision on what's happening. So anyway, just publicly, those that reached out, you know, I think yesterday was yesterday. Yeah, yesterday I had a three hour. Yeah, three hour lunch with some parents, PTA president, and it was very productive. And I think that's what's important is we get these discussions, these productive discussions going. I've been doing that as board clerk, trying to have discussions with all of my colleagues and break some bread. You know, I think that's important. I just want to emphasize that I think where I think that we just need to stay focused here and

133that's good. That's our, that's all children. Thank you. Alrighty. With that conclusion, I will move on to 17.1 events and future activities, a significant to the district.
