Good evening, Board President Stewart, trustees, Superintendent Dr. Walker, cabinet and families who are here tonight, also online. Thank you so much for this opportunity to highlight Gus Franklin. I am Nicole Peterson. I am the proud... parent i feel like they're mine um proud principal over at Gus Franklin along with my assistant principal Ms. Thornton and we are here to show you a little bit of some of the things that we do and we're really big about celebrating our successes so All right, so we are a PBIS school. This is our Falcon SOAR, Safety First, Outstanding Conduct, Accountability, and Respect. All right, so in that, we do

018a lot of celebrating, and so I'm going to go through this quickly because it's not about me. It's all about our students who are here. So we do celebrate our PBIS through our student spotlight. We have our Accelerated Reader that happens, and we do that almost monthly for our PBIS and for Accelerated Reader that happens quarterly. We also have our CASP award dinner which is, we've done this now, this is our second year. We'll continue to do it. It's a huge hit for all of our kids and as you can see they get rewarded with medals for each of the subjects that they meet or exceed standards. Alright, okay, some of our things that we do, science fair, spelling bee, and awards assembly. As you can see we had some spelling bee winners, so at

019the district level as well. All right, some special dances, winter performances, literacy night. These are some of the events that we just had recently. Next. And there's much more, but again, not about me. So our first set of students are from fourth grade. This is going to witness the power of top score writing from Ms. Senna's classroom. For the last few years, she has been expertly guiding her students through the program, fostering their ability to not only understand but also skillfully paraphrase information. The results? You're going to find out. Could I please have Ms. Sena's students? I need Alexa and there they are. So these are our students I have Alexa Durand and I I mean Alexa Durand and Sebastian Diaz Cuevas Okay, I'm gonna start with Sebastian. My name is Sebastian Diaz Cuevas my

020My genre is opinion. My title is Yes Homework. Do you think schools should give homework to students? I strongly believe that schools should give homework to students because it helps you, people support you, and you can practice it. Students should get a good possible education in life. To begin with, schools must give homework to students because it helps you. Students can strengthen their critical thinking skills, computation skills, math, and reading fluency. by getting homework done. The basic goals of assigning homework are the same as the goals of work completed inside the classroom. Increase understanding about a topic, strengthen students' skills, and prepare them for more different concepts, according to Source 2. A school project, a writing prompt, math problems to be solved, spelling, and reading comprehension are the most common homework assignments that are usually

021done at home. Doing homework at home, you sit down and focus on what you are doing on your homework. During quiet time, to focus on your work, no clock watching you or timing you, and no classmates to distract you. When I do homework at home, I close the door in my room and focus on my schoolwork. You can't expect kids to do homework if homework isn't helping them. Secondly, school should not take away homework from kids because they have support at home. When you do homework at home, your family is there to give you extra support. It also provides an opportunity for families to be part of it. of the education of the children. When I go home and do my homework, my family supports me to work harder. harder to finish doing my homework.

022According to Source 1, another good reason for homework is that it helps you gain confidence in your learning. Every time you do homework, you feel confident that you're going to ace the test. Your family is going to be proud and happy for you. Homework can't get finished without extra support. Finally, school should give homework because you can practice what you learn in class. Practicing what the teacher taught in class or some of the homework assignments. One of the main goals is to reinforce what students have already learned, according to Source 2. Also, the practice will help you feel better about learning, too. A child needs to practice a new skill about 10 times before they can get used to it. Research studies show students do better at school when homework activities are completed at home

023and new skills are practiced daily, believe many teachers. When I learn a new skill, I... Thank you Sebastian. Now we have Alexa Duran. My name is Alexa Duran and my genre is informative and my title is... called the wonders of water. Do you know how water affects earth? Well, water affects the earth by weathering, also by erosion, and floods can also happen. Water is very helpful to various processes. Water is very useful for many things. To start off, weathering can also affect earth. Mechanical weathering is a type of weathering. In mechanical weathering, The author states that most rocks have small cracks in them also known as joints and when it rains or snows the joints become separated. The water between both rocks may stay inside for long periods of time. When the water temperature drops

024from 32 degrees Fahrenheit or lower, it starts to freeze firmly. Another type of weathering is chemical weathering. When water and feldspar occurs a chemical reaction, the rainwater and feldspar finds a mineral in granite. The makeup granite starts to completely change the size, shape, and chemical when the feldspar turns into clay. Changing the substances of the granite is water. Water is always changing the substances. Weathering is fun to learn about. Secondly, erosion also changes Earth's surface. Erosion also changes earth like mail carriers. Many people usually think of erosion as a mail delivery system. But instead of dropping off actual mail, it leaves the sediments. Lots of people wonder who carries the sediments from one place to another. Well, the erosion actually drops off all the sediments from each place to another. Another type of erosion is

025a river. The rivers are constantly carrying sediments as you read. Another type of erosion is a river. The rivers are constantly, oh. The path of the river changes over time because as the water flows, the water wears away too. Sometimes rivers change their shape so much that they leave a lake next to it. I cited this from the passage Erosion on page 6. Erosion is very interesting. Lastly, floods can occur on Earth too. Excessive rain is also a part of floods. When lots of rain falls, In a short amount of time, the streams and rivers cannot hold the water, so it overflows onto surrounding lands. From three to four feet, covering entire neighborhoods was Hurricane Harvey in Houston, Texas. Many residents believed that they were safe, but the next day those people woke up to

026floods in their homes, even when skies were clear with sun. Floods may also include ice jams. These jams prevent regular river flow, but before freezing, the water rises up above its natural height. The rivers start to get cold and freeze. The passage, Floods, states that ice jams are very responsible for overflowing rivers. Floods are very dangerous. In a nutshell, weathering, erosion, and floods can all change Earth and its surfaces. Water is a very important agent of changing Earth's surface. Earth can be changed by many things. That was Miss Senna's fourth grade group doing their writing from Top Score Writing. Next we have our littles, our TKers. Almost. Six more weeks, I think. Six more weeks. And they are here to do America to Me. She's looking at herself in the camera. When I think about

027America, I think of so many things. It's my country, the United States. And it means so much to me. Having nice school. For the president. Pledge to our flag. Great big mountain. Learning all you can. Thank you to our TK students under Mrs. Bork. Last but not least, again, I want to say thank you for letting us come today and celebrate with you all the things that we're doing at Gus Franklin. Last, we have our After School AYA cheerleaders, and they're going to close us out. So again, thank you. Thank you. Thank you. Before we leave, can we get a picture with all the board members, please? Thank you. So that was amazing. All right. So we are now go on to four. CLOSED SESSION DECLARATIONS. WE WILL BE TAKING ITEMS 4.02 AND 4.006 INTO

028CLOSED SESSION. GOING ON TO 5, PUBLIC TESTIMONY. Do we have any speakers? I do believe so. So Trustee LaFrench, can you please read our comment piece? The comment period is administrated by state law and is the point in the meeting set aside for members of the public to share their opinions with the board. Open meeting laws do not permit the board to engage in dialogue or answer questions. Any person who wishes to address the Governing Board on Closed Session agenda items only must complete and submit an AESD Speaker Request Form five minutes before the meeting is called to order. Public comments will only be taken on agenda items during the discussion of those items. The Board values public comments and although the Board of Trustees cannot take action or discuss items not on the agenda,

029the Board of Trustees listens carefully and appreciates input from the public. Additionally, A public speaker can be cut off for exceeding the allotted time or for willfully causing an actual disruption of the meeting. Before cutting a person off or removing someone, the board will give at least one clear warning. If you were cut off or warned last time, please consider that your warning. Individual speakers are allowed three minutes to address the board on each closed session agenda item. The board limits the total time for public input on each item to 20 minutes. With board consent, the president may increase or decrease the time allowed for public presentations depending on the topic and the number of persons wishing to be heard. The president may take a poll of speakers for or against a particular issue and

030may ask that additional persons speak only if they have something new to add. Thank you. Thank you. Do we have a representative from AADTA? Madam President, the board calls on Brian Hahn. He'll be representing AADTA this evening. There you go. All right, perfect. Good evening, Dr. Walker, cabinet members, board members, esteemed colleagues, community members. My name is Brian Hahn. I'm the vice president of the Atalanta Teachers Association, and it's my pleasure to be here this evening. I do want you to know that I did give Ms. Rader permission to take the night off. She's been pretty overworked, and, you know, we've had a lot of things going on, so I'm filling the void for her tonight. First of all, I want to report to everyone that we're currently... in our contract negotiations and we are

031making progress. We are making steady progress and we're hoping to make faster progress, of course, because this is for the 24-25 school year. But, you know, things have been going well. We appreciate Mr. Shiflett's time and, you know, attention at the table. to drive the negotiations. We also want to thank Dr. Walker and Mr. Shiflett, Dr. Doi-San, and Ms. Gonzalez for addressing a number of member concerns. And we appreciate the fact that you've been getting back to us and trying to resolve issues that teachers have been citing as issues, thus preventing grievances from being filed. And that's ultimately what we're trying to do. We're trying to continue on building our trusting relationship between both teams. And we appreciate all the support that we're receiving. And board members, I do want you to know that, you

032know, this is not to say that we don't have challenges as we move forward, but, you know, things are getting addressed. Things are getting addressed, and we appreciate Dr. Walker and the rest of the cabinet as they address our concerns. I do want to comment on the children that performed tonight. You know, it's wonderful to see the children performing, and it's really just such a beginning at our level to see that. On Sunday, my wife and I spent probably almost seven hours at A.B. Miller High School because our grandson... From Las Vegas was performing in a band Competition and They had already won first place honors in in Nevada and so they came to compete with the schools in California some from Arizona some from Oregon and And I know that it was his early

033start in elementary school with being involved in performances and the teachers taking the time to nurture them. His band actually came in first place on Sunday, so it was quite an exciting honor. But needless to say, all of the groups performed quite well. And I see future stars here in our district. I mean, it's just amazing to see the children come up to the podium at their young age and not really get nervous. and just say what they need to say and perform and you know it's wonderful. So I know we have many things to look forward to with the children we educate here in the Atalanta School District in the future. With that being said, I once again want to thank thank the board for your support thank cabinet for your support and We

034look forward to a to moving forward with our contract negotiations and we appreciate the The give-and-take and the cordiality on both sides of the table. Thank you so much Thank you. Thank you Do we have a representative from CSEA? Madam president the board calls on Diane Lynn. She's here this evening. Yeah. No, okay. Do we have odd audience men? members Madam President the board calls on John Pinkerton superintendent Walker members of the board and the cabinet approach these guys and Esteemed trustees, you know, we have some issues sometimes with our students Sometimes our students don't act quite as politely as these guys do, the ones that were up here so beautifully. When I was a teacher at Silverado and a counselor, that was my go-to guy right there, Michael Kraus, when I had a problem

035because he would always figure out how to help me deal with somebody that was hard to deal with. But now we've got some other issues that I'd like to have brought up right now. Hello, I want to emphasize a critical issue that has been weighing heavily on our school community. The safety of our staff and the process need... Sorry. Now where did it go? All of our kids are important, every single one of them, even the ones that drive us nuts. And that's what we're going to talk about right now. The safety of our staff and the pressing need to ensure that violent and dangerous students are held accountable for their actions. The Board of Trustees has not... held its commitment to providing a safe and orderly work environment for all of our students. This

036is not just a responsibility, it is a moral and legal obligation to protect those who are entrusted with the care, education, and guidance for our students. There are many instances where staff members face violent threats or attacks within our own school walls. We have established policies for handling crisis situations, from crisis prevention and intervention training for staff to... provision of communication devices that link us directly to law enforcement during emergencies these measures are crucial in ensuring we respond appropriately when the unthinkable happens i am calling on this board to take divisive action to address the issue that cannot be overlooked any longer the expulsion of students who engage in violent or threatening behavior towards staff members it is imperative that we are we have a clear zero tolerance stance for any form of assault harm

037directed or threats on our employees as the policy states any employee who Experiences violence or a threat of violence must report it immediately. We cannot stop there We must act swiftly and effectively to remove the threat from our schools and ensure that safety of our staff is prioritized I urge the board to implement more stringent expulsion policies for students who have demonstrated a clear pattern of violence or a single egregious act of aggression towards staff and other students. Students who threaten the safety of our school environment should not be allowed to return until they have shown they are no longer a threat. It is essential that we create and cultivate a culture where violence has no place and those who perpetuate it face consequences. This is not about punishing the student. They need support. for

038their behavior. It is about protecting our students and staff from the harm that... Okay, time is up. Madam President, the board calls on Lisa Martinelli. I'm here with a serious update. A restraining order was issued against Michael Krause, our trustee, and he's appealing it. Unlike his case, which was not proven beyond a reasonable doubt, as Krause still maintains is innocent, this appeal forces us to ask, what happened? to innocent until proven guilty. Students, teachers, and staff face harassment daily from students. In fact, they're often put directly in harm's way. This isn't just a legal footnote, it's a wake-up call about harassment plaguing our district. Teachers and students face it daily, often from other students, and everyone deserves a safe environment to work and learn in. We're failing them, and it's shredding our reputation. Let's cut

039to the chase. Trustee Krause's case, whatever the specific, spotlights a broader mess. Teachers endure threats, insults, and chaos, draining their spirit. Students, our kids, face bullying and fear. We have what I believe is a 28% dropout rate for students who enter our schools by 2022 and 2023. And this screams that we are losing them. In a district where 76% of our students scrape by in poverty, Harassment isn't a sidebar. It's a crisis. The American Psychological Association ties school safety to success. Ours is a war zone instead. I've heard it from staff. They're scared. Their parents are fed and parents are fed up. Our reputation is trashed. Who would send their kids to a district where safety is... It's a coin toss. Atalanta or any high desert school can't afford this when we're battling poverty and

040isolation already. The schools to watch, not, it was another one, but harassment dims it. Teachers and kids aren't safe and that's on us. We need action, not appeals dragging on. More counselors, seven for 7,742 students is a joke. Straight training that sticks and not checkbox nonsense. Our $131 million budget can fund this if you care enough to shift it. Krause's appeal will test the courts, but this board must test itself. Fix the harassment for our teachers, our students, our name. Innocent until proven guilty shouldn't mean ignoring the guilty mess we're in. And now, thank you. Madam President, the board calls on Kim Smith. Again, here I am. Good evening, Superintendent, Dr. Walker, and cabinet members, board member, president, excuse me, and board members. So I, first of all, thank you for having our students. They

041were so excited and... That was the best we've seen them dance. We've been doing this for a while. So we were excited about that. And it'll get even better. So we expect to see you guys on May 16th at 5 p.m. It's not just going to be us. There'll be other performances as well as many different foods that you're going to be able to taste from different parts of the world. So we do this every year. I know that Mr. Rodisco said that. So let me get to what I'm going to speak on very quickly. Just want to take a moment to reflect on something that's just been occupying in my opinion much of our attention and the ongoing discussions about lawyers and fees and the situation surrounding the temporary restraining order or the restraining

042order especially now that it is in full effect. Why at this moment are we still focused on these concerns? The real question is what is the cost both financially and in terms of energy of continuing to focus on these distractions. Let's not overlook the resources being spent on security at board meetings. These are funds that could be better used to support our students and the important work of the district. What's truly important now is to shift our attention back to where it belongs on the future of our students and the direction of the district. We need to prioritize what will move us forward and that's creating a district that is collaborative, progressive, and focused on what truly matters. And again, in my opinion, and I hope everyone in here's opinion, what truly matters are the

043students and their future and their success. This brings me to the guiding coalition. So this Thursday, we will meet for the fourth time. I think it's the fourth time. I'm counting correctly. And I am truly excited about the potential we have to shape the future of this district. Our work should center on making this district a place where every stakeholder, every voice matters. Not just a voice that's heard, but one that is truly listened to with real action following. And yes, I'm speaking as though this has already happened because we, the Guiding Coalition, which is some people in this room and some people that are listening on YouTube right now, we are the ones that need to speak. it into existence. If we don't take that first step, it may never become a reality. It's

044up to us to create the change we want to see. So I'll end this. I mean, I know that I kind of just said that, the cliché, but it does ring true. Be the change that you want to see. Keep pushing forward. And I tell my students every day, we're going to have a positive day. We're going to get in what we need to get in and handle business. Thank you. Thank you. Madam president that concludes tonight speakers. Okay. Thanks Thank you go going on to six Reese recess to close session 6.0 6.0 0 1 I need a motion to move to closed session session Madam president I moved to move to closed session. Okay, and I need a second second sort of all second Okay, Mrs. LaVeve, please take the vote. Trustee Soto? Soto,

046amend the recommendation. Give given by the what is it called the admin? The president may take a poll of speakers for or against a particular issue and may ask that additional person speak only if they have something new to add. Thank you. Thank you. Mr. Hahn? Testing? Okay. All right. Good evening again. Madam President Stewart, Dr. Walker, Trustee Soto, Trustee LaFrench, Trustee Webster, and Trustee Krause, as well as Dr. Doizan, Ms. Gonzalez, and Mr. Shifflett. Once again, it's a pleasure to... be here and report on behalf of the Atalanta District Teachers Association. I just want to say, Dr. Doizan, first of all, we want to thank you for bringing the Beyond the Bell program to

049our district. The teachers are absolutely thrilled imparting the knowledge that they have and the activities for our children and students throughout the district. We do have one small hiccup, and that is, and I'm sorry, I meant to discuss this with you privately beforehand, but it's not a big deal. It's just that some teachers signed up for Saturdays to have activities on Saturdays, and there seems to be an issue with... getting codes for for schools and you know who is going to supervise things like that so again I apologize that I didn't bring it to your attention first but it's not really it's a very easy fixable item I know and once again I want to reiterate to our trustees how well our cabinet has been working together with us and you know, we have a

050we have a good mutual working relationship and our Negotiations have been moving very well in a positive direction and we anticipate wrapping up negotiations Hopefully, you know in the very near future I know that we have a lot on the table, and probably one of the most important issues is the health insurance that we are still working on settling out, but we're making progress on that as well. So thank you. Thank you to our cabinet members. Thank you, trustees, once again for all of your support. And that concludes my report. Thank you. Have a great evening. Thank you. Do we have a speaker from CSEA? I don't think so. So we'll go on to audience members. Madam President, the board calls on Crystal Wiley. Evening, board members, cabinet, and visitors. My name is Crystal Wiley.

051I'm the seventh grade counselor, school counselor at Columbia Middle School. I've been there for three and a half years. Altogether, I've been in the district. This is my 26th year in the district. During this time at Columbia, though, we have had many issues with internet and phones. Unfortunately, our 600 quad area has not had usage in both areas for at least 75% of the year. Some days... With no internet working at all meaning teachers are not taking they're taking attendance by paper. They're not able to Teach any lessons on on their smart boards or anything else Of those 600 rooms for our For our seventh and eighth grade math and history the rest then we have seventh grade Language arts history and an eighth grade teacher for language arts as well as an elective teacher

052These teachers are at capacity averaging 34 students per period Okay, if you take the 34 students in seven teachers' classrooms and multiply it out, it comes up to 286 students. If you take that number and multiply it by six periods, it's actually 1,386 students who are not being adjusted. Now, you can say... You don't have that many students at Columbia. No. But let's take into account that students see or have classes in that area for three periods. So they are not able to do the I-Ready program, do whatever activities that the teacher may want, or anything else. So even though we don't have that many kids, we have that many bodies who are not. accessible to internet access. Those 600 rooms, we have two first-year teachers, four second-year teachers, one teacher who came to us

053from Barstow with 25 years experience and is finishing his career with us, so he's only been here two years, and another teacher who's been in the district for about 10 years. We lost two teachers last year because of Internet issues and the fact that the teachers could not teach. I'm here advocating for both the teachers and the students. And the reason I say what I say is because if you look at the testing that we were supposed to do before break, it was brought to our school's attention that we did not make the quota of how many we were supposed to test. But you can't test if there's no Internet. Thank you. The board call is on. John Pinkerton hi folks. Um, I want to tell you a little parable About a teacher and a

054politician that went through the pearly gates at the same time and You know after they got everything processed got their paperwork all complete then They was talking to st. Peter and they go so you're gonna show us to our mansions And he did. And he took the teacher first. They went to his mansion. And it wasn't so much of a mansion. It was more like a shed. It was nice and clean, but didn't amount to too much. Had a table and a couple chairs, simple little table, and just one little bedroom with just one simple little mattress. And the politician was like, ooh, dang, I wonder what they got for me. A teacher, that's all they get? They went to the politicians, and it was a mansion. Not a McMansion. It was a heck of

055a mansion. Multi-rooms, multi-bathrooms, all kinds of game rooms, and everything you'd want in a mansion, they had it. And the politician said, How you get all that from me? And the teacher just got that little one. And St. Peter said, you got to understand how things work up here. We got all kinds of teachers in heaven. We don't have so many politicians. I know you guys have been coached. You don't make any faces or anything, but you know that meant something. Teachers are the very, very foundation of our society. And if we don't support them, if we don't back them, and if we don't have people up here that back them, we're in trouble. You can't put our students first without putting our teachers right there next to them. Can't do it. So this week

056at the Victorville City Council, I know some of you saw that. 30 seconds. They didn't put teachers first. They didn't put my teacher right here. They didn't put him first. They attacked him. They took him they removed him from the measure P oversight committee because of What's happened over here? Now I'm going to tell you something this thing ain't over there will be an appeal Things are not done here. We got to do right by everybody including the board members including the thing Thanks for having me up the board calls on Lisa Martinelli I'm here to call out a couple of oversights that undermine our teachers and students. It's downright unfair that not a single teacher is being sent to the Schools to Watch conference in Washington, D.C., when teachers are the ones who are

057responsible for making that possible. Second, we're eyeing five electric buses, but we only have three charging stations. There's no feasibility study. and zero research into grants that you can get to help pay for it. This district can do better. Let's prove it. Start with the conference. Georgia's schools to watch recognition didn't drop from the sky. Our teachers earned it. They poured hours into lessons, fought through disruptions, and lifted our kids to shine, despite a 28% dropout rate and 76% poverty. Yet you're sending no one. Not to the conference they made that they made possible. They're sending administrators That's it and and board members This isn't just a snub It's a theft of recognition teachers deserve to go to learn from top schools and to bring back ideas to keep us rising and the cost of

058$36,000 is quite big and only a couple teachers is a rounding error in a 131 million dollar budget it's fair it's smart why isn't it done So now the electric buses five sounds great clean air for our kids savings down the road But with only three charging stations no study no grant chase. It's a half-baked plan each bus needs 100 to 150 Miles of range our desert routes push that limit and heat cuts battery life by 20% These chargers mean two buses that sit idle daily stranding students feasibility unstudied grants The APA's Clean School Bus Program offers $965 million to $375,000 per school bus program. I'm sorry, but we haven't applied. California's HVIP could cut costs to five buses at $400,000 each, and they're only $200,000 each, I saw, so you're spending a million bucks.

059Grants could slash that. to 250,000, yet without research, we're guessing, not planning. So I'd like you to please consider that, as well as the fact that it is a violation of the Brown Act to require us to fill in speaker cards, and it is also a violation of the Brown Act to not be able to turn in speaker cards, as well as limiting the topic of discussion to three minutes. Thank you. Thank you. The board calls on Rhonda Dennis. Good evening, Madam President, Board of Trustees, Executive Cabinet, and Superintendent Dr. Walker. My name is Rhonda Dennis, and I'm an active resident and community leader here in Atalanto. I want to first thank you for your service and continued commitment to our children and families here in Atalanto. I'm speaking today to respectfully request a meeting

060with district leadership to discuss the necessary requirements and process for authorizing the opening of our dentist preparatory academy and preschool within the district. This institution is deeply rooted in the needs and visions of our community and is proudly supported by our mayor, city council, planning commissioner, and assemblyman Juan Carrillo's office. I bring to this endeavor over 27 years of experience in education. My background includes serving as a childcare owner, director of Child Development Center at Victor Valley College. a teacher in both traditional districts and charter schools, and administrator for the past six years. I'm also currently a faculty instructor at Cal State San Bernardino, where I support future educators in the teacher credentialing program. I even get to use my gift as an instructional leader in my church as a ministerial leader over our children's

061church. Education never stops for me. It's not just what I do, it's the God-given purpose that I was put on this planet to do. It is my mission to bring a school to Adelanto, my community. that empowers students through innovation, excellence, and culturally responsive education by using the focus of business, entrepreneurship, and financial literacy. Our Dentist Preparatory Academy and Preschool will be an institution that reflects the strength and diversity of the City of Atalanta as a city with endless possibilities. Thank you for your time. and your consideration. I look forward to the opportunity to meet and collaborate with district leadership regarding your charter school authorization process in the near future. Thank you and have a blessed and nice rest of your evening. Thank you. Last speaker tonight is Angelique Jolly. Tonight I had a friend

062who 15 minutes prior to submission for the pink slip was refused my public comment. Respectfully, under the Brown Act, I'm not required to submit a comment card to speak. I am here to provide public comment on agenda item, and I exercise my right. So with that I am going to finish I'm here tonight to address a serious violation of my rights under the Brown Act California opened meeting law at a previous Earlier session tonight. I was denied the opportunity to speak on an agenda item So I had to fall under somebody else despite a public comment card being submitted on my behalf by my colleague I was present and ready to speak before the item was closed yet. I was silenced by this whoever Let me be clear that the Brown Act does not require

063a speaker to personally submit a card. In fact, it prohibits public agencies from placing unlawful barriers on public's right to comment, including requiring registration or identification as a condition of speaking. The speaker card is a courtesy to help the meeting flow. It is not a legal requirement. Preventing someone from speaking because their colleague submitted a card is not... Only unfair it is also unlawful public comment is a court court cornerstone of democracy silencing a community member. I am a parent tonight Especially when addressing a public issue in lawful and respectful manner undermines the purpose of open meetings and trust we place in this board I respectfully ask that the board acknowledge that the speaker cards are not a legal requirement to exercise the right of comments ensure that no staff member including Anybody, unilaterally, prevent

064a speaker from participating. Reaffirm your commitment to public transparency and accountability under the Brown Act. This isn't a policy slip-up. This is about protecting public access and ensuring that all voices, especially those who take time to engage in this process, are heard. Now back, if I have time, to my previous speech. I'm calling on this board to take action to address an issue that cannot be overlooked, which is the expulsion hearings. I urge the board to implement more stringent expulsion policies for students who have demonstrated a clear pattern of violence as we have teachers that are refusing to come back to work because of their safety. It is essential that we create a culture where violence has no place and those who perpetrate is faced with real consequences. This is not about punishing students without

065support or rehabilitation. It's about protecting our staff and students from harm while still providing the necessary resources for troubled students to address their behavior. Expulsion should not be the first option, but when safety of our staff is at risk, it must be an option we are prepared to use. In addition to expulsion, we must ensure that staff members are equipped with the training and support they need to handle difficult situations before they escalate. This includes ongoing professional development in areas such as crisis resolution, classroom management, and effective communication. But more than that, we ensure that our staff is supported by legal and security measures necessary to protect them when emergencies occur. As we have... Seen in too many tragic incidents incidences waiting until violence has escalated is no longer acceptable Thank thank you. Okay. Thank

066you All right, let's move on to 10, adoption of the minutes. 10.01, board minutes approved as written and order filled. Regular board meetings, minutes of Tuesday, March 11th, 2025. Madam President, there were some discrepancies on the... Let's first motion to open and then you can make your amendment. Well, I want a motion that we approve with the corrections. So I guess, yeah, I guess I'd motion that we approve the minutes, but with the corrections that I lay out. Yeah, trustee Webster. I'll second the motion with Corrections, okay We're open for discussion discussion Thank you colleagues For one of the discrepancies that I saw was the misidentification of legal authority closed session item 5.06 the minutes Currently cite the wrong code. It says government code instead of education code for the student discipline a matter after

067further looking into this this should be corrected to education code and Then the number five eight nine zero zero so that could accurately reflect the statutory basis for the board's closed session discussion on Expulsion this is a critical legal reference that should be corrected in the official record the next Discrepancy that I noticed as a board clerk was the incorrect year in the motion item 12 point 19 the reference to March 11 2024 in the motion regarding the vocational education salary schedule is wrong and should be March 11 2025 it says on that item in particular The sentence reads that it needs to be corrected to March 11 2024 2025 however Further looking into the rewatching the meeting. I did correct myself to say it should be March 11th 2025 as written it could mislead

068someone reading the minutes or create confusion about what was being approved So this error must be fixed to maintain an accurate historical record. I have been Getting feedback from the community even from my colleagues and to um Excuse me Make sure that we are approving legal documents as accurate as possible So I just like to make that motion and have that corrected before you make that motion We just need some clarification on the document that you're speaking of Madam president that item 1219 was a pulled item because they needed to bring that back because of that date. So that would not be We can't bring that that items coming back That motion failed two to three, which under it says board president gave direction to the superintendent to bring back this item. So my understanding

069is that will return to board with proper dates and everything, correct? That is correct. So there's no need to correct it on the minutes here because it was pulled. But we're approving the minutes as how it's stated on the document, correct? Like it state the document States 2024 through 2025 and that's what we're approving, correct? I understand it was pulled. That's not what my point is. My point is the fact that the minutes, it's a very small, it's not. It was pulled for that reason. So for me to make the changes on an agenda that was left as that would be me overriding. It is what it is. That's what caused the conversation. So we can. It is going to come back. That was the initial, that was the last that I had seen on

070the minutes on that. I wasn't here that evening to listen into the whole, I saw it on the video like you did, but, or you reviewed, but that item was pulled. Yes. And again, the minutes just, it's very small. It says, if I, I'll share the documents that I have to. I'm looking at the document in front of me and it's saying that it was motioned to approve for March 11th, 2024 through the 2025 year. All I'm saying is that the 2024 year needs to be taken off of the minute so that it accurately reflects what was, why it was pulled. That's all that needs to be corrected. I can go ahead and submit. What it is I'm talking about maybe I'm not it's not too clear, but I have it very clearly in front

071of me here What needs to be corrected? That's and then there's also the other section of it, which is the Education Corps, which is more of a misidentification of legal authority if we if we if we can't I'm not being clear. I think that we should table it then bring it back so that I can be more clear to And have this corrected. So for confirmation, Trustee Soto, you're discussing page 7 where it outlines the school year with the correction on the PDF file shows board approved March 11, 2024 needs to be corrected to March 11, 2425. And you want to eliminate the 2024 on page 7. You are 100% correct and thank you for yes, ma'am. That is all the year What I motioned was that we approve it for the year of 2025.

072It's stating here that it's for the 2024 Yes, you're correct. I Support trustee Soto stance on this I do as well support trustee Soto and it is crystal clear trustee Soto Thank you Yes If we make the adjustments to it, the reason why we were tabling it, though, is because it was written wrong. So then if we write it right, do we say that we tabled it because it was written wrong? Do we place that someplace? Because that was the reason for it being tabled, because the numbers were wrong. But if we fix the numbers, then why did we table it? That's what I'm a little confused about. Okay, go ahead. So, yeah, we tabled it because it said 2024. Right, so if we fix it in there, then we could have, it was like

073we would have fixed it that night. To me, the minutes aren't accurate if we change it before, that's the reason why we tabled it. The minutes aren't accurate because I made a motion to fix it for the year 2025 by itself, and the minutes are reflecting that I said 2024 through 2025, and that's not correct. I did correct myself. So yeah, that's the only, it's not that. Yeah, that's the only correction is the motion that it just corrects the year that we correct the year but it's saying here that I said to correct it to the school year 2024-2025 and that's not what was accurately reflected when I said that. Okay, so it's a type We have here from Brooke that the minutes can be corrected to fix typographical errors. If the board votes to

074approve, the motion should be to correct the typographical error. Errors cannot change minutes to reflect what did not not have happened. Correct. So just change the typographical error. Okay? We're just going to change that. Okay. And then I also want to make sure that we did, since Brooke is hearing, the education code, that is a legal misidentification. It does say government code, and it should reflect education code. Okay, so was moved by Soto was second by Webster. I need the vote Trustee Soto. It's all yes trustee Kraus Kraus. No Jesse Webster Webster name trustee the French Yes, trustee Stewart Stewart. Yes motion motion pass passes three to move moving on to the consent agenda agenda we are taking items 11.0 to through 11 11.4 40 does an any trustee Mine minus the two with which

075were pulled. Does any trustee want to pull an item? Yes, Madam President, if I may. Okay. Trustee Krause would like to pull 11.02, 11.23, 11.30, and 11.40. Okay. 11.23. And what came after that? .30 and .40, 11.30 and 11.40. Can we start from the top again? Okay, so Trustee Krause wants to pull 11.02, 11.23, 11.30. and 11.34. Wait, 40? Oh, sorry. 11.40, yes, Madam President. Just those four and they'll be quick, I promise. And we are pulling 11.34. Did you say 3.34 or did I misunderstand you? Just 3.0 and 4.0. Okay, sorry about that. Okay, does any trustee want to pull? Madam president, I want to pull 11.18. 11.34, or is it at? 11.34? Yes. Is there anything else? Okay. All right. So I need a motion to approve the remaining items minus 11.02, 11.18.

07611.23, 11.30, 11.34, and 11.40. And also to note that 11.25 and 11.33 were previously pulled. Can I get a motion? Madam president all motion as stated by you Okay, I got a motion by trustee Kraus. I need a sec second So do I second? Please call for the vote Jesse Soto subtle. I just across Kraus. I just you Webster Webster. I just see the French Left French, aye. Trustee Stewart? Stewart, aye. Motion passes 5-0. All right, now we're going to go on to 12 items removed from the consent agenda. So let's start at the beginning at 1102. I need a motion to approve. Krallstein, motion to approve. Okay, I need a second. So do I second. We're open for discussion. Yes. Thank You madam president the reason I pulled this item this evening I just

077had a question about the schools to watch with George and as stated earlier by a speaker I think our teachers and our classified staff are really the backbone of what goes on at our schools and they as well as our parents as well and so my question this evening is are we going to be looking at sending perhaps some teachers and classified and maybe some parents to the schools to watch because and on the agenda it doesn't reflect any of those groups and so I was just curious to know if we're able to do that at some point for this trip thank you In response to that, we did reach out to some of the teachers and some of them could not go, but we are still looking for teachers to be able to attend.

078And how many teachers is the district proposing to take? There's no number. It's anyone that is actually interested from George to be able to go. Okay. Now, will those funds be coming out of sight, or will the district be helping? No, the district will take care of that. Will take care of it. Okay. The only thing that is discouraging to me is you and I took part in one of the planning meetings, and I don't see any of the individuals who actually took part in the process on here. You know, I really do hope that we do get to see some of those teachers who worked really hard to plan and committed their time out of, you know, pay to go and celebrate their hard work. And thank you for that statement Trustee Webster because

079that was the same comment that I had the fact that we did go and see the teachers working on the application and the process and when I Heard that there were not teachers I was at the Monterey and there were teachers that were there in Monterey with us that Celebrated and got recognized so it is I'm not sure what The reason is that we don't have teachers on here. It's not anything that comes from the district saying, no, you cannot. That's not our decision. It's really up to the site to submit all the names of the people that they would like to attend. And no one's turned anyone away from attending. If there's no more discussion, we'll take the vote. Trustee Soto? So do I. Trustee Krause. Krause aye. Trustee Webster. Webster aye. Trustee LaFrench.

080LaFrench aye. As I say aye though because I got a little sidetracked in my own mind. By Martin is a teacher from George. Trustee Stewart. Stewart aye. Okay, motion passes 5-0. Okay, moving on to 11.18. I need a motion to approve. A motion that we approve. I need a second. Krause, I'll second. Okay, we're open for discussion. Madam President and colleagues, I pulled this item to really just thank staff. for tackling this issue. As we've heard from the comments, the fact that we don't have internet in the 21st century in two of our schools is very disheartening. So I really want to thank staff. I want to thank the public for coming here and bringing this to our attention. And I think this is important. And so I want to thank staff and to the

081community who brought this to our attention. That's all I have. Okay. If there's no more discussion, is there? I only have comment with state testing coming up, you know, supporting our school sites to the best of our abilities to fuel. that testing season, making it a little bit easier for our teachers and our students is essential. And I am very happy. I would like to reiterate Soto's comments. It is essential for our students to learn. And I want to make a shout out to our IT department. I know you guys work. really hard supporting every site that you can as best as you can. So I do look forward to seeing the upgrades we get with this. Okay, please call for the vote. Trustee Soto. Soto, aye. Trustee Krause. Krause, aye. Trustee Webster. Webster, aye.

082Trustee LaFrench. LaFrench, aye. Trustee Stewart. Stewart, aye. Motion passes 5-0. Okay, going on to 11.23, approval of purchase order re-report, lit listing, and warrant re-report, lit listing. I need a motion to approve. Madam President, I make a motion to approve. Okay, I need a second. So do I, second. We're open. open for discussion. Thank you, Madam President. Sorry about that. Thank you, Madam President, members of the board. The question I had on the purchase order listing on page, I want to make sure I reference it. It's for Ed Meyer, who is the contracted organization for transporting students. And one of the things that I am aware of is they charge about $1,200 a day. for us to run our routes when there's not potentially a bus driver. But I want to make sure that we

083are, last year we had an issue with CSEA because we weren't offering our bus drivers those field trips, those study trips. And again, here we have a lot of money going to a private organization to do that. But I just want to make sure that we're giving our own employees the opportunity of first right of refusal for those. So I didn't know if anyone could maybe speak on that, Dr. Walker. Thank you, Trustee Krause. Yes, definitely, Ms. Gonzalez. Thank you, Trustee Krause. Yes, actually we do. Our Transportation Department assesses all drivers that will be available when there is any type of transportation request for any field study trips that come up. And at the point that they are not able to cover it due to driver shortage, then they notify the site and then the

084site picks any one of our transportation additional outside sources. Great. Thank you, Ms. Gonzalez. That's all the questions I have, Madam President. Thank you. I have a few on this. On page four of our purchase order report, towards the bottom, there's two... services that are contributed to the board. It just says board. A Miranda furniture for contracted services at $1,900, $38. And then the other one, which is visual edget, which is also reflecting as a board for staples for copiers at the amount of $1,500. And I just kind of wanted to know how that factors in or how that applies to the board. So, actually, it's a really good question. Trustee Webster, on those two items, I can come back to you. Generally, it's meaning that it was probably either for this designated area as

085far as the staples for the copier and for the Miranda furniture. I would have to look back into that and get back to you. Thank you. You're welcome. Okay here hearing no further dis Dis discussion, please call for the vote trustee Soto. So do I trustee Krause Krause? I just see Webster Webster nay trustee the French French I trustee Stewart Stewart I Motion motion pass passes for one go going on to 11 point third 30 Approve the five five percent extra extra dude duty stipend stipend. I need a motion to approve Madam president. I motion to approve this item. Okay. I mean you need a second Love French, I second. We're open for discussion. Yes, thank you, Madam President and members of the board. Eloquently, the board clerk stated earlier with the minutes that it's

086important that we have our memos and our information correct on this item. If you look under the effective date. It is 12-11-2024 to 5-30-2024. So I just wanted to reflect that I believe it should say 2025 on the 5-30, but I just need a clarification if that's the correct date on that item for us. Yes. Okay, great. That's all I had. Thank you so much. It's going to be correct. Do we need a new motion with corrections? Trustee Webster, I motion to approve with corrections. So do I second. So that was a substitute motion. I'll take the vote. Trustee Soto? So do I. Trustee Krause? Krause, aye. Trustee Webster? Webster, aye. Trustee LaFrench? LaFrench, aye. Trustee Stewart? Stewart, aye. Motion passes with the substitution 5-0. Going on to 11, no wait, that was 11-3. Okay.

087So we're now at 11.34, classified resignation for the purpose of retirement. I need a motion to approve. Trustee Webster I motion to approve I need a second. I also second. Okay, we're open for discussion discussion. I just wanted to quickly pull this agenda item to extend my appreciation to Mr. Rann and Ms. Doyle for their extensive dedication to Atalanta Elementary School District with Mr. Rann having 26 years of service and Doyle having 24 both working within our special education department. And employees like this who are dedicated, who stay, are beyond appreciated. And I hope you all enjoy retirement. Thank you. There's no other discussion? I second that comment. OK. We'll take the vote. Trustee Soto? So do I see Kraus Kraus I see Webster Webster I see the French love French I see Stewart love

088Sorry Stewart. I know motion. I just love it moche motion pass passes 5-0 Moving on to 11.40, classified personnel. Approval of volunteers. I need a motion to approve. Crowd sign motion to approve. I need a second. So do I. Okay, we're open for discussion discussion Thank You madam president members of the board I had just had three Questions about this or comments. So the first one is I see mr. Matthew Carlson on there a teacher that used to be a Braddock So I want to say I'm glad that he's getting back involved with our district It makes a mean gumbo and hopefully he'll share some with the board in the future I also see that there are names that are repetitive on here twice so i just want to make that a point that out

089that uh for instance starting with vanessa maldonado she's at the top and then she's down at the bottom as well so i just want to point that out so staff could uh you know for the record on that one uh and then lastly so i believe uh we have miss alejandra gonzalez and if that's a district employee Earlier in the year, maybe last year, we had a discussion about employees, and I cannot remember if employees had to go through the volunteer process again or were they exempt. And I do apologize, Madam President. I cannot recall if that was the case that we exempted district employees from going through that or not. So that was my other question, if anyone remembers what the process was for district employees on the volunteer list. That's it. Thank you,

090Madam President. Well, personally, I know that I was a sub... substitute teacher in Apple Valley and when I wanted to volunteer, they still made me apply and go through the process, though I could be left alone as an employee, but as a volunteer, I could not. I thought that was kind of okay, but I guess that would have to go to... Thank you for the question. We would like to confirm that it is the employee, Alejandra Gonzalez, or if there's, it could be someone else. So that needs to be confirmed, and then we'll follow up with response to the question. Understood. I appreciate it, Dr. Walker. Madam President, I just couldn't remember. I know there was a discussion quite a while ago about volunteer list and who had to go through the process, and so

091that's why I brought that up, but I appreciate the discussion. Thank you. Okay, so now that there's no more discussion, let's please take the vote. Trustee Soto? So do I. Trustee Krause? Krause, aye. Trustee Webster? Webster, aye. Trustee LaFrench? LaFrench, aye. Trustee Stewart? Stewart, aye. Motion passes 5-0. All right. Going on to new business. 13.001. Board of trustees to discuss and provide direction to the superintendent regarding the temporary reinstate statement of Zoom. I need a motion, I guess, to approve to open up for discussion. Trustee Webster, a motion to approve. Okay, I need a second. So do I. Okay, we are open for discussion. And we also have Brooke. Is she on Zoom or is she through here? Yes. Who can answer questions. I asked that I thought I was going to turn and be

092present since the rules, you know, it's a legal thing. So we're open. Okay, so I have been asking for this a lot in recent months because I genuinely feel that it gives our public an opportunity to come and address us while still being families being able to be home with children cook dinner spend time do homework baths and i think it's it's really important to also take into consideration that the majority of our meetings last way past nine to ask staff to stay here after already working a very long day so that they can speak to us and give us their opinion i i think is very preposterous and somewhat inconsiderate of the board. So I have really wanted this to be considered by us, not only to be able to allow the public a

093more direct line to us, to speak to us, to bring our concerns, but also a courtesy to them to understand that they still, we respect their lives, their days, their time. And any other trustee? Yes, madam president. Thank you for the opportunity and thank you for bringing this agenda item before the board this evening I echo the sentiments of trustee Webster. I think for Transparency and accountability I even had a discussion this morning with a parent that called me after they saw this item on here And expressed similar concerns that they wanted to be home with their family. They work in the morning. They drive to LA It's a long drive commute down the hill. So when they get home, they're tired They can't come to the board meetings at the times that we have

094them in the evenings I will tell you the city of Atalanta actually moved their city council meetings to 11 a.m. Not that I'm advocating for us to do that, but able to engage more with the public that might be available at that time because they, like us, have regular council meetings. And so that's one of the things that, you know, I keep in the back of my head. I want to think of our families, the ability to be transparent and accountable. At the end of the day, I don't care if you get up there in the podium or you're out there on Zoom and you tell me you hate my guts and you think I'm the most terrible person you've ever met. But I will defend your right to say that 100%. And so, again,

095I feel that this would be an opportunity, as it states in the memo, that it's a trial basis for the board and the district to perhaps see how it would go. We have April 12th, April 22nd, and two board meetings in May before June to potentially pilot this back again. Many of you recall we had it during COVID. And I do respect some of the board members' comments that there were some things that... like pictures people were putting on there that weren't appropriate. There were people that were doing things that, again, were not appropriate. But I think if we were able to put some guidelines in place and have IT, which they do a great job of monitoring our meetings in general, to be able to knock those people out and block them potentially. And

096if we need to take legal action against somebody that does something that is illegal on Zoom, to do so, but just put those guidelines in place. And again, I agree with the sentiments of Trustee Webster. Thank you. Love French. I do have a question for Brooke as far as the liability. I know that with after COVID, everyone went back to in-person. So whether it be county. meetings they're all done in person they're not done on zoom i think that the liability and i'm just curious to know because we did have quite a few different instances where we had nudity pictures being put up and i just want to know the liability for us or what would be the the i i hear the pros but i also know that there's quite a few cons so

097Right, man. Okay. No, I don't know. We have to wait for her or not. Well, should we wait I can make a comment? Yes. Okay Okay, so I'm both I'm like hearing both sides and Because the first the reason why this is concert was concerning for me was when I first joined and we did zoom there was some very graphic, very graphic videos displaying on Zoom. And I don't recall, yeah, and it took a while for us to fix that. However, I've been attending the city council meetings for a while. and they have a very strict process when it comes to Zoom to the point where you can't even see the participants. All you can do is raise your hand. So there is a way to find a middle ground, find common ground or compromise.

098I'm willing to try this out for the community, for the public, for those that can't be here today or would prefer to be home. and still voice their concerns or we want to hear from you. I have also heard the other side. There are many ways that you can get a hold of us and share your public comments. And so I've heard both sides. But again, my stance is that I am willing to try it out and see how it goes for us. Can I make a quick comment or suggestion possibly? It does state in here that board policy 9323 is the meeting conduct policy that we would have to go back and look at. But, you know, moving forward, it doesn't mean that we have to give everybody a Zoom link. If you send

099in your speaker request form and with your email, how hard would it be just to send those speakers the Zoom link to be able to come in and join us? Just as a thought. Well, my point is my I feel that trustees can't just attend zoom unless it's due to ill illness or an emerge emergency I also so I don't To me it should be the same across I guess Zoom should should be for an e emerge emergency beef before cove kovat it was strictly in in house I believe I don't even know if you could could have called in I'm not not sure but you know and as a parent well we've we've we've seen parent parents if they want to say some something they will come and they will wait and say what

100they have to say. If we were to try it out, it would have to be strict. I feel that it would be a distraction. We'd have to police it. We'd be strict with the common. Common cards, but yet we're having issues with the in-person common cards. So to sign up online, it wouldn't be that much easier. And I just want to make sure we're doing it legally. Just because the town of Odalanto is doing it by Zoom, I disagree with them. I don't think that... They should be. I don't think it's legal, but I am not a lawyer to say if it is or not, which is why I asked for Brooke to be here so that she could answer questions. I do have Brooke on the phone. She is driving, which is why she

101could not log in via Zoom. So she is here on the line. And if you can please repeat that question for her so she can answer it. Brooke, can you hear us? Go ahead. Hi, can you hear me? Yes. Okay, yes. So is it legal to have speakers speak on Zoom? Well, to answer the question, it's not illegal. There is no legal requirement to allow members of the public to participate via Zoom. The only time it would be required under the Brown Act is when you have a trustee who is participating remotely via Zoom because of a state of emergency or when they're participating under 54953 subdivision F, as in Frank. where they have an illness or they for childcare purposes, under those specific rules, if they're gonna participate via Zoom, then the board has

102to make arrangements for member public to make public comment via Zoom as well. If all of your trustees are present in person, there's no requirement of the Brown Act to allow public comment via Zoom. But there's also no prohibition. So if the board votes, you know, you have a majority vote to try that out, it can be permitted. There can be some rules for that, right? For efficiency purposes, the Brown Act does allow for reasonable rules with respect to public comment for efficiency purposes. Okay. Are there, do your, the mic, the mic. Brooke, so there's no liability for the pornography and stuff that we saw last time? When you do the mission so that it's organized just like it would be, there needs to be some censorship for the purposes of safety, right? We don't

103want pornography and things like that to be viewed. Then that can occur. My understanding is during COVID, districts were able to do that successfully to prevent any showing of inappropriate or pornography as well as meeting the rules ahead of time so that members of the public understand that when they are going to be participating via zoom that they are not to use profanity they are not to show any or obscene images that nature so able to get that information measures to prevent those recommendation is that the board if you are inclined to try it to come up with some rules with respect to how members can participate in a way that they can still make their comments but not do so in a harmful way. Could I ask a question? Yes. Good evening, Brooke. Thank

104you for being with us. If we were able to create like a Google Doc where individuals could sign up And then we only send those people the Zoom link to participate? Is that still within our legal bounds as well? And then provide the YouTube for the rest. I would argue that's a reasonable regulation that you can place to prevent obscene material and things of that nature and to also plan ahead. Thank you. Madam President. Yes. I like the ideas that were coming up to try and address the concerns that we're bringing up. The only thing I would, I just, before or during COVID, the city of Atalanta, I just go back to the city of Atalanta because it's the most strictest, I mean, I've attended quite a few city council meetings during Zoom and I

105didn't even know Zoom had those types of restrictions. It's pretty impressive, actually. I like the idea of how I like the fact that zoom has those features already in place where we could keep graphic images off of the zoom meeting so don't because the only concern I'll just share my thoughts just to question my concern with that is like let's say last minute you know someone wants to hop on zoom and They don't have time to fill out, you know, the the form or whatnot. I would I would that's my only concern I don't know if you have an idea for that, but that's my concern with that other than that I'm again very much open to trying this and also ensuring that We're putting in policy that Brooke has stated to prevent sort of

106this Pornogra any sort of graphic material being displayed on zoom and if if we We we were to try try this out then I I would want want to to give prep Preference to to those in in-house first that they speak first, but before for zoom Because they would you know, they're here. They're making making the effort I concur with that trustee left French We can try it out until June 30th and see how it goes. And if it goes smoothly, then we can create board policy. How's that? So we'd start with a resolution and then later look at revising board policy 93-23. Is that what I'm hearing? Yes. Okay, perfect. And then I would love to throw my name out there. Dr. Walker, if you need any, you know, ideas coming up with how

107to facilitate this, I would be more than happy to assist. Madam president since we're on the topic of zoom and public comments at some point I'd also like legal counsel to give clarification on When somebody can turn in a comment card in public when we were talking about the public Earlier this evening the superintendent denied my request to allow a member of the public to speak this evening for a closed session item I believe I was in the right but again and without legal just wanted it on record i was denied a request to the superintendent for public comment thank you thanks for that okay so we're we want to move for a resolution to give zoom a try until june 3rd 30th Suggestions is that those in person that they get first for first

108speaker, that just those who fill out a form with their first and last name can get the Zoom link. What else did we say? Oh, and there has to be a reasonable time before the meeting, you know, just like here in-house. So, and can anyone think of anything else? that we have it restricted or we have restricted down to just raise your hand that's all you can do they should have that option well i don't know they well they they okay now during zoom we had a list and then they we we called their names and then they they could could unmute them themselves so the it it should go by by the the list as they sign up Yes, and the whole, when I say they can only raise their hand, Adelanto literally takes

109the option off for them. You know how we have the mic displayed? Adelanto literally takes off the option to mute or unmute. So you have to be... you have to have the district or the city has to send an invitation and you have to click okay to unmute. So that's what we used to do. So we'd call the name and then IT would send them the invitation to unmute. And then go ahead sorry. Oh no that's all yeah just that there's restrictions so that. Just for clarification um are we opening Zoom up for everyone to join to that Zoom meeting or is it just the people? Speakers. That's what I thought. Just the speak speakers. Okay thank you. Okay and hopefully it go we don't get a bunch of trouble because we do want to

110try to get these meetings. need to meet meetings to go smoothly okay so do we have that yes so madam president do we do Brooke do we need Brooke anymore do we have any more questions okay no thank you thank you Brooke thank you good evening okay so do do we have to take take a vote yes I'll take the vote trustee Soto yes trustee Krause Krause aye trustee Webster Webster aye trustee LaFrench nay trustee Stewart nay motion motion passed passes 3-2 for now All right, going on to 13-002. Trustees, I need a motion to approve the consultant agreement with leadership and associates. I need a motion to approve. LaFrench, I motion to approve. And I need a second. So to all second we're open for discussion I just want to go on record and

111say that I am excited to have this company come in to kind of help our board be more effective to allow us a learning opportunity on proper evaluation techniques and somebody that we all have a part in agreeing to. So I definitely look forward to meeting our consultant. And thank you again. Yes, I also am looking forward to it, as also as they will coach Dr. Walker, and I do want our superintendent to be successful. And anything else? I concur, Madam President, with the comments shared. All right, please call for the vote. Trustee Soto? Soto aye. Trustee Krause? Krause aye. Trustee Webster? Webster aye. Trustee LaFrench? LaFrench aye. Trustee Stewart? Stewart aye. Motion passes 5-0. Going on to 14, governing board members read reports and announcements. for 14.001 governing boards, members reports and announcements. I

112would like to start with, this time, Trustee LaFrench. That's great because I did not want to have to say for the last three board meetings I have not got a chance to report out. So I didn't want to whine, but it did happen. However, I did want to say that As a trustee for Atalanta Elementary School District, I wanted to make one thing clear about my focus, and my focus is always on our children. Every decision that I make, every step I take is grounded in a deep commitment to the growth, success, and their well-being. I will continue to advocate for resources that support academic achievements, emotional wellness, and safe, inspiring learning environments for our children. I will listen to our families, uplift the voices of our educators, and work alongside our community to create

113long-lasting change. While there may be negativity or distractions at every one of our board meetings, I will not let that overshadow my goals here. I will not let that take my attention away from what truly matters, which is our students. My vision is always centered on our children, the children in our community, which is even the children that I service outside of my board or Atalanta. And I ask for your support to show up, speak out, and stay involved. Partner with us. Let's continue building a future for our children that deserve us all together. Something else that I wanted to touch bases on, it was that I had the opportunity to attend a Black History program over at Columbia. And I wanted to say that I was able to communicate with the cheerleaders over there.

114So I was excited because I went over there to hang out with them. And I wanted to say thank you to Ms. Trina that was able to. put on a fantastic program. I enjoyed spending time over there and it's always nice. They even had a multicultural dance along with the cheer team. So I was excited about that. I have not gotten a uniform for the cheer team, but I have asked for it. And could I at least have some pom-poms? At least. So we'll see what happens. Also, I wanted to talk a little bit about the Lion King that I had the pleasure of going to see. And when I got there, it was really, really nice to see because I didn't know that Miss Martin was going to play in it as Rafiki. I'm

115going to mess up on all the Lion King names, but still. and that Mufasa was portrayed by Mr. Brandon. I was like at awe, like, okay. And then Diane Lynn was up there too. So I was like taking pictures of everybody, like, oh my goodness, it was so wonderful. So I just wanted to say that for each of them, their roles, they did perfection in their roles. And it was so wonderful to see not only the children, but to see the adults up there and how it was just, it was perfection. So I just wanted to give a shout out to Ms. Martin, which I know that. MS MARTIN DOESN'T DO IT ALONE. IT TAKES A WHOLE VILLAGE, BUT IT WAS WONDERFUL. EVEN DOWN TO THE LITTLE BUTTERFLIES, THE LITTLE GIRLS, THEY WERE SO CUTE.

116BUT I APPRECIATE IT. SO THANK YOU FOR GIVING ME TIME TO SPEAK TONIGHT. I GREATLY APPRECIATE IT. THANK YOU. TRUSTEE CROWS? Yes, thank you Madam President members of the board first off. I want to welcome everybody back from a spring break Hopefully they had a very restful spring break and we're excited as we've heard earlier this evening State testing is on the horizon. So we want to make sure that We are prepared and I know IT is working around the clock to make sure that the internet is Up and running at several of our school sites. There has been some concerns in the past But I appreciate staffs diligence and making sure that our schools are ready for our upcoming state testing I want to wish all of our students to do well on those

117tests and I appreciate all of the work of the staff to prepare our students for that. Also, I wanted to just bring up some considerations for the board for future considerations and staff to consider. If you've been over on Mojave and Amethyst, there's about 800 homes going in in the West Creek area. west creek probably cannot support uh the influx of children that potentially will come over there and i don't know that um victoria mcgath or braddock can also support that so uh in the future maybe an update on on how we're preparing uh for the potential influx of families over there uh it's amazing how fast it went from dirt to uh homes going in over there in that area so uh just a future consideration there Also, I want to bring up about

118the fact that Braddock decorated our boardroom in the back there. I appreciate all the work that Braddock and all of our schools do, but when they decorate our boardroom, so this month or maybe this board meeting, it was Braddock. And so we have the giant Braddock bear staring at us up here on the dais. So looking pretty good. It's my understanding they got some kind of giant poster machine that they can make posters. So those are really cool looking back there. And then the Lion King, Trustee LaFrench, you mentioned that. They did a great job. I was also in attendance there. It's a beautiful poster back there. but an update also on the community schools in the future maybe for the board to get an idea of how that's looking at braddock i understand that

119braddock is is one of the pilot test sites for our community schools um so we're excited about um That for the future also another consideration is when we do the Pledge of Allegiance I know a lot of school districts do this they have a student Lead the district in the pledge and so as we look forward to moving forward and unifying our board and our district You know one of the things that's always I really appreciate our student presentations like this evening But also engaging our students in the democratic process and so just another consideration for the future is to look at Leading having students lead us in the pledge another thing I'd like to consider is I know that it's getting hot. It was about 80 some degrees today. Last year we didn't get

120an opportunity to open up the Aquatic Center so I'm hoping that we're able to partner with the City of Atalanta like we've done in years past when it was before it was closed down to re- renegotiate whatever agreement we might need to with the city and hopefully have lifeguards this summer to be able to offer that to our community because it's in Atalanta. I don't know of any other pool that looks as beautiful as the one that we have. And so I think it benefit our community very well to be able to open that up closer to summer at some point. Let's see. And then last but not least, I just wanted to say. You know, I appreciate all of the support of staff and the board. And as we move forward, you know, I

121always look at why I'm here. And I'm here because of our students, as we've heard earlier from many trustees. To us, to me, that's really the bottom line. Why are we here? What do we do what we do for? And at the end of the day, I hope that as we move forward, the board will be more united than we have been. I acknowledge that we have not always been united in the past. And so I hope as we move forward that we're able to look past our differences and unite, whether it takes a facilitator or a board workshop. We have a board workshop potentially coming up on Saturday that we're able to unite and really do the work of what we're here to do. to do and that's to help our students and staff

122be the best that they can be. And so with that, thank you very much and I wish everybody that celebrates a happy Easter. Thank you. Okay, Trustee Webster. All righty. Good evening, AESD friends and family. Tonight, I would like to take a moment to say how nice it was for our spring break. I truly believe it gave so many of us a nice relaxing time to catch our breaths and gear up for the last six weeks of school. Learned that tonight. We're starting to gear up for testing. I know that this time of year is very stressful and time consuming. I want to encourage parents to help the students out by making sure sleep is prioritized and healthy breakfasts also add great value. Please encourage your students to do their best. And remember, these tests

123are important. But by no means do they represent your child's abilities or the teachers who serve in our classrooms. I truly believe there is so much more enriched into our children than what is on that state test. I saw some amazing summer enrichment agenda items before us tonight, and I think it's so fantastic that our team is gearing up for this summer already. I look forward to hearing more about this year's summer school. and the great things our teams are planning. Parents, keep your eyes out for more information from your school sites as these opportunities are such a great experience for our students. I also want to thank Academic Services as you guys are already spearheading and getting ready for it. It is with a heavy heart that I hear that we are having more

124and more issues growing in abundance within some of our schools. Parents, I encourage a conversation with your child. Violence is never the answer, or at least a productive answer. I ask please talk to your students and ensure that fighting and violence is not something that is tolerated. I would like to request that board policy and administrative regulation for employee safety be brought to the board for review, as I do not see any revision since 2019. I firmly believe... That we the board needs to be making policy where not only our students are protected but our staff is as well I hope this is something the board will consider moving forward I would like to request a board workshop where we can go through many of our board policies as well. While looking online, we have

125many repeats and outdated policies still being reflected. This could be extremely confusing if you have past policy that has a new one superseding it posted. I think it is essential to make sure our district policy is clear and concise. Now touching down on some words from this evening. Earlier today, we had an issue with public speaking and what the rules are. And it is my understanding that long before we allowed speakers request forums to be turned in for speakers and those who want to speak. To deny a speaker or change the rules without prior notice needs to be addressed and discussed amongst the board. I think it's essential to make sure future standards are clear and understood by everyone. Lastly, I want to say again. To those who have shown their support, reached out to

126remind me that I have to keep fighting, and I will. I will continue to read my agendas line by line and do the homework needed to be the best representative to Area 5. I will invest my time and effort into being as educated as possible on the issues facing the school district. And I encourage my fellow members to make that commitment to your seat as well. For when we have those unprepared or uneducated, far too often we see those who deserve credit discredited and those who deserve representation underrepresented, often leading to mistakes and oversight that require our leadership ultimately. I thank everybody who was here with us tonight, and I look forward to seeing you on the 22nd. Thank you. Okay, Trustee Soto. Thank you, Madam President. Good evening, everyone. I want to take a

127moment to recognize and honor the life and service of Deputy Sheriff Hector Cuevas, Jr., who tragically lost his life in the line of duty on March 17, 2025, while serving the Victorville community. Deputy Cuevas dedicated six plus years protecting and serving San Bernardino County. He was known for his courage, integrity, and commitment to public safety. His loss is felt heavy, is felt deeply, not just in Victorville, but throughout the high desert, including here in our own district, where many families and students call both communities home. On behalf of my office, I extend my deepest condolences to Deputy Cuevas' family, his fellow deputies, and the entire Sheriff's Department. Let us honor his memory with gratitude and continue to uplift those who serve our communities with such sacrifice. Thank you. Okay, I will keep my comments short.

128My goal is to make sure that the district runs as a healthy body. The district has many important people. The students, the teachers, MNO, the dist. District, classified, and all over. We have systems like the body. It's got your skeletal system, your circulatory system, and your resp. respiratory system and they're all very important very intricate and interconnected and my goal is that all of the systems work for the bed regiment not just of the district but because that's for the kids and it's for the the employee employees and i want to go forward forward and may make sure that the district as a whole is successful because we have some great kids that deserve us to give our best all the time it's exhausting i know but they deserve it, even the ones who annoy

129us. But they're our future, and we have a duty to help them grow and learn to be productive citizens of our community. That's why when I have to do less lesson plans at home or I have to grade, which I hate to grade, which I do hate to grade, but it doesn't bother me because I really love my job and I love the kids, even the ones that annoy me. And I want what's best for them because it's a hard life out there. No joke and our kids the kids in our town they deserve the best especially because the outside looks down on us and I know that we have some something special. So from class, classified to certificated to the district office to cabinet to the board and the superintendent, I want us to

130be successful and work together to make this the diamond I know that it can be. So that's all I got to say. Let's go on to 15, superintendent's reports and announcements. Thank you, Madam President. Good evening, esteemed trustees, executive cabinet, AESD staff, students in the community. I first of all just want to start off by saying thank you. Thank you to my executive cabinet that... has really taking, I would say, the bull by the horns in the work that we're doing as we move forward in this district. I want to thank ADTA. The opportunities that we've had to engage in dialogues, to be able to work through issues, work through concerns, bringing them to the superintendent, and having an opportunity to work through those things, as well as through negotiations. Thank you. That collaboration is

131beyond words of appreciation that I can share. CSEA, thank you. The times that we meet once a month to engage in really trying to make sure that we are collaborating, that we are in supporting one another in the work that needs to get done is beyond anything I had initially anticipated. but we have been able to do it. ADTA, CSEA, Executive Cabinet, the staff, the students that we serve, I thank you for the work that we're doing because we are doing it with the children in mind. I want to thank the board, the trustees, for their support in the work that we're doing. I appreciate the times that you have given me to share. the direction that we would like to see us move, and for you to engage in the walkthroughs with me, the

132conversations about students, how we can move forward as a district in a positive way. I say thank you. We have a lot of work to do. Our job is not done. We have our guiding coalition that is working with us to come up with a learner profile. a strategic plan for the next five years. That work is the work that we're starting. That's the beginning of the direction that we're trying to go in order to improve the systems here within Adelanto Elementary School District. No one is perfect, but we are all striving to be the best version of ourselves to meet the needs of the students that are watching us every day. to ensure that we're doing the things that we're doing so that when they are going out into the world, that they're prepared,

133that they're equipped. And I'm not talking some children. I'm not talking about only the students that go to this school or that school. I'm talking about every school in our system. They all deserve the best. I was brought into this district to help to move it in the direction that I believe that everyone wants it to go. And I am here to do that. I'm here to listen. I'm here to engage. I'm here to fight for what's right, for what's best for the students that we serve. We have a lot of work to do. And I know that some days it's easier than others. But at the end of the day, it's going to be great work because of those students that we saw in this building tonight. It is for those children. It is

134for those parents that come here expecting us to give their children a quality education and to treat them in a way that they deserve to be treated. That is why we're all here. That is why we're doing the work that we're doing. And it is amazing. Every day, when I get up in the morning, I have no anger, no sadness, anything. I wake up with joy. Because I know that I have an opportunity every day to be my best self and to give every child what they deserve in Atalanto Elementary School District. And I'd like to share at this time some of the work that we've already started, some of the work that we're doing with the students that are in this district that are amazing. We have a lot of work to do. It

135can be done if we're all doing it together. With that. adjournment. I need a motion to approve. Lefkowitz, aye. Motion to adjourn. And I need a second. Webster, I second. Okay.
