002Farkas, board members, staff, and all those in attendance. Thank you for this opportunity to speak in front of you. My name is Ana Paola Muñoz and I am the student board representative for Desert Oasis High School and Phoenix Rising. A lot of the great things are happening at Desert Oasis High School and Phoenix Rising such as Our ASB leadership students attended CADA Leadership Conference and a great opportunity to learn leadership skills. September 16 we celebrated our Hispanic Heritage Celebration during lunch. We had piñatas, raspados, and candies. This month in October we wear pink every Wednesday and Mr. Diaz is giving out paletas to students who are wearing pink. We had our annual suicide prevention event. We had a lunch resource fair with community agencies, a painting party, and even a yoga class. We also had

003Higher Ed Day on September 16th, where we had over 20 plus universities show up to promote higher education. Tomorrow, Wednesday, we are having our annual Lunch on the Lawn and Awards Ceremony. ARC will be giving out free raspados. ARC will be organizing the Lights on Fall Festival, which will take place Tuesday, October 22nd from 5 to 7 p.m. at Desert Oasis. October 21st, we are having a Customs and Border Protection Agency career presentation during advisory. Our counselors conducted a presentation on bullying prevention. They are having a classroom lessons from October 1st to October 14th. for bullying prevention month. We are having a mental health self-care fair on October 10th during our advisory. We are planning to have a red ribbon activities during lunch. We are also planning to invite a guest speaker from Walk With

004Me Impact, which will be a great opportunity for students to learn the dangers of fentanyl and learn about crime prevention. We are also planning on working with Dr. Donna Castaneda from SDSU-IV, a professor for psychology who will be focusing on a poetry workshop for students and the students writing pieces will be included in a chapbook. 005report. It's more about just... praising our students again. The one thing I can say that I see on the campuses is our students are, hundreds of them are leaders. They're mature, they're empathetic, they are just models, sometimes for us adults. I notice when we have the news and we have different situations where we have a lot of adults, we tend to want to argue about things that teenagers really could care less about. When you go to our campuses and you see kids, they have friends that are diverse, they're from different, this table's over here, this table's over here. They get along well. They really are the future of our country. And the way they work together in our schools is nothing short of amazing. Now I know teenagers make mistakes, of course, right? But the

006batch of students, for 2,000 at each school in our Desert Oasis school is amazing how well they work together and how... empathetic they are together. So I think there's something we can learn, I know there is, because I am in awe of them often when you go on those campuses. So I'm just sharing that from my perspective, having the privilege to bounce around, especially when you see lunchtimes where everyone's just getting along, having a great old lunchtime, talking about whatever they want to talk about, and then they go to class right on time. So I'm very impressed by everything our students do, including actually being the lead of our safety. Our safety system at our school district is actually led by our students. They're the first reporters on anything. So when something doesn't feel right

007or seem right, they're comfortable enough, and our schools do a good job with our adults of making them comfortable enough to report something, even if it's something that might just be silly. Which oftentimes it's somebody being kind of doing a stupid thing. That's not even meant to be but it's serious We always take safety serious. It's our number one concern always at a school. Our board supports safety first and foremost. We're not an airport so we don't take our shoes off before we get to school. We have to go through a process where it's a happy school, a safe school. We're not sitting in a lunch area with armed guards walking around us because we're a school and not a prison. But the one thing we do well is we work together and what we

008have in place Multiple measures with our El Centro Police Department. Our students know how to talk to each other and adults and report anything that doesn't seem right and they do a fantastic job of that. We have multiple measures inside our school when it comes to security. There's always room for improvement, so feedback and talking is always our first line of improvement. So I'm just thankful for our partnership with our El Centro Police Department. We're starting a campaign that's coming out for our teenagers and middle schoolers working with our El Centro Elementary School District to say, hey, reminder a thousand times, making threats is not funny, it's not a joke, because sometimes we know, teenagers and even adults think something's funny and it's not. That happens at my house a lot with my sons. He

009thinks he's funny but he's not and his mom yells at him. So we are going to start a campaign with our police department and our El Centro Elementary to take care of the opportunities and campaign for... Making threats is not funny. It's not a joke. And then also keep our eye on our mental health programs at our schools that are fantastic and just keep our eye on how we can keep rising up our levels of security and safety for our students and our staff. So I'm really impressed with all that's in place. And we also have a staff development on November 1st with the police department in conjunction with our police department to share more information on how we can implement more procedures and better procedures. So I'm just real thankful for the students and

010the families for taking safety. as our first priority and then obviously that lends itself to a happy school and a school where we can prepare our kids for college and career. Yay Your first Good evening board members superintendent and public in attendance. I'm the principal of desert races in Phoenix rising and I'm here today this evening to present our wonderful students from desert race in Phoenix by the first student of the month And there's a lot of

011amazing things happening in our school, especially for the success that our students have demonstrated. And this is a good testament of some of the great things that our students are doing at our schools. I have two students for Desiree Aces. And the first one being that I know I called out today, I put her to work. She's right here. Ana Paola Munoz. And Ana Paola has had perfect attendance for the month of September and currently has a 4.0 GPA. She's also part of our ASB leadership program that we have there. And she loves to travel in her free time. So the last trip she took, she took a cruise from Long Beach to Cabo. So all right. And also one of her goals is to be a correctional officer. So the second one that I'm

012not sure if they got here or they're here, but it's Alexia Mondragon Arellano. Alexia currently has a 3.5 GPA, and her passion is cooking. And she wants to attend culinary school after high school. Her favorite dish to cook is carne and su jugo. I'm going to cook that. So maybe one day she'll bring it to us, right? And then for Phoenix Rising, I also had two students for Phoenix Rising. First one was Teddy Gonzalez. Teddy had perfect attendance for the month of September and currently has a 3.5 GPA. And Teddy is super ambitious, very determined in everything that he does. So great student to have there. And then our last student is Alexa Heredia. Alexa currently has a 3.60 GPA and she wants to be a forensic scientist. In her free time, she loves to

013just chill and watch movies. So I don't know if they're, Alexa, Teddy, they're not here. They're not here, okay. So only Ana Paula, come on up. Congratulations. I think you're gonna go over there. As always this is a great night when we get to honor Our students at Central, the way we do it is by department. And so we have two students that were nominated by our special education department. We have Santiago Santos. Santiago is a, from the teacher, she says that Santiago is a responsible student who is enthusiastic about learning and enjoys writing. I have him for English and summative math. He collaborates well with his peers and will go out of his way to help

014his class. His oral presentation skills are improving every time. And Santiago is part of our great Spartan band, and I know that we're going to get him in here, get a quick thing, because he's going to be going to get practice with Southwest because they're doing a combined thing on Thursday night. Awesome. He's eager to get out there. I don't blame him to be a part of that great Spartan band. And we also have Angel Quintero. Is Angel here? All right. Angel, the teacher, indicates that Angel is responsible with his assignments, constantly showing empathy towards others, and is often seen doing acts of kindness in the classroom. He does great in my English class, participating and contributing to the class discussion. And in the future, he'd like to work on cars. Congratulations. Yeah, our next

015is Avril Lopez Rico. She's right here, right? All right. And Mrs. Alki says she is a model student. While English is not her first language, she continues to strive to improve her English on a daily basis. Like a true Spartan, she does not shy away from asking questions, hesitating to seek clarification. or think twice about presenting in front of the class with confidence. She currently has all A's and B's and I couldn't be more proud of her and how she's thriving in her first year at Central. So congratulations. And our last is Zacharias Ricardo Garcia. Is Zacharias here? Ah, there he is. All right. I was looking further. I thought I saw you walking earlier. So the teacher indicates that Zacharias tries his best each and every time and produces exceptional work. He is responsible

Yay. next we have Southwest High School yes ma'am thank you So let's start off with our ninth grade at Southwest High School. We'll do it by grade level, and we'll start off with Ismael Marquez. Ismael Marquez was nominated by Mrs. Machado, nominated because he has an A-plus in English 9. He is always academically engaged and tutors his peers upon completion of his own work. Very kind, respectful, and compassionate. Give him a hand, please. And for 10th grade, we have Ximena Herrera. Mrs. Contero nominated Ximena because she is a talented artist who displays passion for her art in all forms. Ximena's here. Okay, we'll get a

017tour tomorrow. And for 11th grade, we have Valia Castillo. Mrs. Rojas nominated Valia because she's a responsible student and always has a positive attitude. Give her a hand, please. And for 12th grade, we have Brianna Alvarez. Mrs. Campos nominated Brianna because she is a sweet young woman. She's involved in the VAPA and still manages to maintain her grades. Brianna has overcome many obstacles in her life and still always has a smile on her face. She deserves to be recognized for all her hard work. Is Brianna here? Okay, come on, Mariana. There you go. 018before we continue. We have classified retirement recognition, Mr. Joel Derma. To honor Mr. Michael Gutierrez, I'll go a little bit about his record right here. He actually did a hire on 2-14-1992, Valentine's Day. His current position is security guard and all-around superman and recently crowned king of Southwest by the students and staff. Years in our district, 32 1⁄2. His other positions that he served at Central Unified is a study hall monitor at Central when he first started. His family formation, he's married for over 33 years and has two sons. Hobbies, shopping in San Diego, cooking. going to the beach and traveling, which is probably why you're married for 33 years, sir. There you go. What will you miss most about your job? The students and staff, especially his partner Frank Martinez, working all athletic events

019and theatrical shows. His retirement plans, start playing golf again, continue traveling the rest of the world after visiting Europe and Japan. Something interesting about him? He's very adventurous by traveling worldwide to historic places. He likes helping people in need by donations. He now has a plan and a new agenda for his life. On a personal note, Mike is a mainstay at Southwest High School. You can see him protecting our students on a daily basis by greeting them, traveling back and forth, being our street monitor, and just doing a great job. He is one of the original Eagles. And sir, you will always be an Eagle, always welcome, and it's an honor to present this plaque to you. Please come up, sir. Yay. This is a great honor for me. It's starting a new chapter in

020my life, but I feel I've made a difference to the district after all these years. Being a security guard and working at the district level as a union leader, creating new jobs and writing a new contract and all that stuff with the union. I'm happy. I'm leaving happy. I've accomplished. I did what I was compelled to do. And I leave my footprint in this district. I'm going to miss all of you. It's time for me to move on and enjoy the rest of my life. Thank you. Next we have Raptor information, a presentation by Mr. Doug Heisel. Let me dry my eyes real

021quick. Okay. So good evening everyone. My name is Doug Heissel. I'm the operations and safety supervisor for Central Union High School District. And I promise, hopefully in a week or so, you'll stop getting my 6 a.m. emails about the heat. So we're going to do, excuse me, I'm going to do a short presentation on the Raptor Visitor Management System that we have. So Raptor is a web-based program that scans valid government-issued IDs and checks the national sex offender database for any possible matches and any custom alerts such as restraining orders, custody issues, or banned visitors set up by the individual school site. No other information from the ID is gathered or used for any other purpose, and only visitors that want to come into our campus will have their ID scanned. So inside of our

022front gates or out to the classrooms will have their ID scanned. On September 11th at Central High School, we had a entry admin training for security guards, school site secretaries, and any staff that assist in the visitor sign-in process at the school sites. It was a very good training. We had a lot of good questions and went through some scenarios with the security guards, so I think everybody had a good grasp on how to do the check-in system. During the last week in September, our PIO, Fernanda Lynch, and also our FRC coordinator, Mrs. Heisel, and myself put together a video for social media on how the check-in process works and the start date of October 1st. Notices were sent to parents in English and Spanish on Parent Square and also sent to staff informing everyone

023of our October 1st start date. So we have Southwest, Central, Mount Signal Virtual Academy, and Desert Oasis using the visitor sign-in system. And after one week of use, we've had over 500 visitors to our school sites. So I have a short video that I'm going to show you guys. It's about seven minutes long. And it just shows the process of checking in a visitor. And after the video, I'm going to add a couple comments and then any questions that you may have. This video focuses on the three sign-in methods for visitors and the potential live sex offender or custom alerts that you might encounter. The sign-in sign-out screen, where you'll spend the majority of your time, is where you can see these three sign-in methods. The first method that we're going to take a look

024at is physically scanning an ID for any first-time visitors to your building. And so you can see how the Scan ID button works in conjunction with your scanner and your printer. Let's display your CR5400 scanner and your Dymol LabelWriter 450 Turbo, which is just your adhesive badge printer. Now what you'll do is grab that visitor's ID and gently drop it into the top of the scanner. And then you'll click the Scan ID button. Now what's happening every time the Raptor system is scanning an ID is that the scanner is pulling back a picture of the individual and looking for two different things on the back of the ID. First, it's looking for a 2D barcode, which is common for most U.S. government-issued IDs. And secondly, it's looking for a machine readable zone, or MRZ, which

025is common on a lot of the foreign IDs, such as the Mexican Pomp and Circumstance ID card. And that's where the basic information of first name, middle name, last name, date of birth, ID type, and ID number are housed in order for the Raptor system to pull back and display on your screen. Now notice the three red asterisks on first name, last name, and date of birth. Those are the three key pieces of information that Raptor needs. to do the live sex offender screening. So what you'll do now is select the destination from the selectable options, and if one is not available, then just type in the appropriate destination. Just know that whatever you select or type will print on the badge. From there, you'll click submit and print. And this will perform the live

026sex offender screening and the custom alert check. And if the individual clears, you get the raptor screening complete sign-in successful message and a badge will print. The second sign-in method is a quick find of any returning business. What you'll do is type in a portion of that individual's first and or last name and then click the find button. If there's a match on that individual, you will pull their information and display it on screen. You'll either select or type the destination of where that individual is going, and then click Submit and Print, which again is doing the live sex offender screening and the custom alert check. In this case, we have a possible offender alert. Let me repeat, it's a possible offender alert. What this means is that the individual standing in front of you

027shares a first name, last name, and a date of birth with someone across one of the 50 states that is on one of those states' offender registries. If you look at the picture, the details, the attributes, see the state displayed right here? You can click this link to access that state's internet page to do additional research and get additional information on this individual if needed. Don't just immediately click match. If you've done your due diligence and determined that this is not a match, click no match and it moves to the next individual in the list. Now here we see an individual by the name of Willie T. Kidd. And wait a minute. I just said it was based on first name, last name, and date of birth. And it is. but the rapper system is

028also checking for any aliases so at some point in time the kid has gone by the alias of john doe and since they share a birthday they're a potential match but again do your due diligence and if it's not a match there's no match and it'll move to the next individual on the list now we see someone that does look like the person standing in front of you So what do we do? If we've looked at all the details and attributes and believe it's a match, then we'll click match. But watch what happens when we do. We get a secondary confirmation. Now, if you want to remain calm, cool, and collected, you do not want to turn the screen around and say, hey, it's this year. You don't want to ask them, hey, are you

029a section commissioner? You need to remain professional, and you need to follow your district's policy. And if your district has a policy that they've attached to the RAC system, you can click this link. and it will display on the screen. If you've determined that this is a match, you'll click yes, it is a match. And at that point, emails and or text messages are being sent out to those individuals that are to be notified. Next, follow your district's policy on whether or not you're going to allow this individual into your building or not. The third method to sign in an individual to your building is using what we call a manual entry. This is for any individuals that do not have a scannable form of ID like a passport. So, what you'll do is click

030on the entry and use that non-scannable form of ID to enter in that basic information of first name, middle name, last name, date of birth, ID type, and ID number. After you've checked to make sure you've entered in the legal information accurately, you'll either select or type in the destination and then once again it will submit and print to perform the live sex offender screening and the custom alert check and in this case we've received a possible custom alert something about this individual your district or school wants you to know before you grant them access or the reason you're not in this case edmund is not allowed to have contact with him for the court record that's on file Now you can click this link to display that court record if there's an electronic copy

031attached. Otherwise, we'll follow the same process of selecting whether it's a match or not. If it's a match, just like the live sex offender screening, we get a secondary confirmation. And if we click yes, it is a match, emails and or text messages are being sent out to those individuals that are to be notified. Finally, I'll rerun this individual into the building. In this case, we click no, and we get a denial successful message. Now we've seen the three ways that you can sign in a visitor to your building. And just as important as signing individuals in is signing them out. So intuitively, we click sign out. We then see a listing of those individuals signed into the building where we can click the individual sign out button or we can enable multi-sign out that

032allows for signing out multiple people at the same time. You may also notice in the upper right-hand corner of the Raptor system a customized silent emergency button. If you'd like more information about this, navigate to the Raptor Knowledge Base. But please also seek guidance from your district regarding when and how this emergency button should be used. 033where the principal, assistant principal, and the SRO at the school site gets an email, a text, and then also I directed the security guards to also call the admin on the radio. but just some key phrases to kind of let them know, hey, we have somebody at the front gate that we need to come and speak with. So at that point, we kind of leave it up to the admin to determine just on the situation if they still want to allow that person on site with an escort, or if we just keep them at the front gate and then we can just retrieve anything that they need, a student or any material, anything that they need from the school and just bring it to them at the front gate. Okay. That's pretty much it. If

034you guys have any questions or... You know, I went to the school, and it was very quick. It looks like it might take a little time, but it was very, very quick, and it gives you your badge, and when you leave, you just hand it right back to them, but it was a very quick process. Yes, and... You were in a match. I was in a match. Luckily, we haven't had any yet, you know, but just over time, you know, the odds are we are going to... So what happens if it is a match, but the match... It's a parent because that has happened. Are they allowed or do they just wait outside for their child? Yes, most likely. My recommendation is just to not let anybody in. But I am leaving that up to

035the admin to, as they come out and kind of assess the situation, if it's something where it's just as simple as calling their child out, they can just call them out to the front gate. Or if it's something else, maybe a counselor or something like that, they can set them up maybe in a different area or a different room away from. the rest of the students so i'm leaving that up to the admin but my recommendation is to just leave them at the front gate and we can just bring anything to them that they need or reschedule a different appointment time if they do need to see a counselor or somebody yes okay thank you and this is at every school site now right yes okay yes we have at every school site um southwest

036central mount signal desert oasis and all the four school sites I also wanted to share that my experience at Southwest was was pretty efficient and quick I don't see how anyone could enter our schools without checking in And, you know, I even tried to sneak in through one of the gates. Mr. Derma, Principal Derma saw me. I was like, you know, I think I could fit through there. But, yeah, it would be rather difficult for anyone to enter our schools. And I do appreciate, Doug, your work and playing your part in keeping our schools safe. Thank you. All right. Thank you. We'll move on. Before going on to public comment, I just want to share some information regarding our policy civility. The board understands that the First Amendment provides strong protection for speech. However, the

037board expects that all speech and expression will comport with norms of civil behavior on district grounds, in district facilities during district activities or events, and in the use of district electronic and digital systems and platforms. Civil behavior is polite, courteous, and reasonable behavior, which is respectable to others and includes integrity, honesty. acceptance, timeliness, dependability, observance of laws and rules, and effective communication. The board and district staff shall model civil behavior as an example of behavior that is expected throughout the district. Practices that promote civil behavior include actively listening, giving full attention to the speaker, and refraining from interruptions, welcoming and encouraging participation, input and feedback, through stakeholder engagement, promptly responding to concerns, and embracing varying and diverse... viewpoints. Such practices may be incorporated into governance standards adopted by the Board or superintendent and or professional

038standards or codes of conduct for employees as specified in district policies and regulations. Students, staff, parents, guardians, and community members shall not communicate or behave in a manner that causes disruption, hinders the orderly conduct of district operations, the educational program, or any other district program or activity, or creates an unsafe learning or working environment. The superintendent or designee may respond to disruptive, violent, or threatening behavior in accordance with law and as specified in BPAR 35152.2. With that said, we'll move on to our public comment session. At this time, the Board of Trustees will hear comments, presentations, or requests on matters listed on this agenda. Speakers are requested to give their names and addresses. Time limit for speakers is three minutes. The Board shall limit the total time for public input on each item to 20

040first one is uh lupita careno california on july 15 2024 ab 1955 was approved by government governor david newsom and will take effect on january 1st 2025. ab 1955 will not allow school employees to disclose crucial information to parents about our children. Rather, encourages to withhold and keep a secret or privacy rights if our children at school are confused and identify as anything other than their natural sex or gender. For example, regarding their sexual preferences, preferred pronouns, and cross-dressing, et cetera. AB 1955 would ban parents' notification policies and continue pushing a woke agenda by keeping information from parents about our own children. Thus, assuming the school, not the parents, know what is best for the students. This situation is critical and is unconstitutional. Threat to parents. to parents' rights. This law strips parents on their

041fundamental rights and puts our children in grave danger. AB 1955 says teachers must hide critical information from parents under a state law that gives children privacy rights against their own parents. This social agenda wants to take control of our children and take away our constitutional right as parents. The fundamental right of parents to direct the care, upbringing, and education of our children. This law wants to eradicate our participation as parents. Behind this law, there is a group who supports it with common interests and bad intentions. The target is our children. I ask all parents and residents to join us. We need to stand up to defend children and young people from those who seek to cancel and take away our rights as parents and seek to manipulate and deceive our children. May our voices join

042together to defend the truth and the sacred bond between parents and children. We are called to expose the fruitless works of darkness and denounce those who seek to corrupt and pervert the world against the principles of its creator and designs morality. These children do not belong to the state. They belong to their parents. They don't belong to schools. They belong to their parents. And we, the parents, are the ones who must be in charge of the health and well-being of our children. Schools should limit themselves to provide academic education. Our children do not belong to the state. Thank you. Thank you. We had mariachi and folklórico. We also have mariachi performing on the arts festival, too. We have mariachi acero and battle of the bands. Good evening board members and community members before I begin I'd like to say that I'm not speaking in the capacity of school board representative for Southwest High School and instead I'm speaking as Benjamin Gonzalez the student of Southwest High School with that being said I'd like to touch on the law the general before me brought up assembly bill 1955 What this bill is attempting to do is protect students reasonable

047expectation of privacy when it comes to the exposure of their sexual identity without their consent. What this bill isn't trying to do is lie to parents. It's protected under the Title IX of the Civil Rights Act which prohibits sexual discrimination in institutions of education. Secondly, this law does not propose that students be taught about LGBTQ issues. What this law attempts to do is give students the freedom to express themselves and be able to talk about their own issues, go to teachers and talk about their own issues and problems without fear of repercussions. Additionally, what this law truly offers is, again, that teachers don't expose or reveal the sexual identity of students. without their consent, without their permission. What this promotes? Security and safety. And this is very important because the law allows for students not

048to get bullied because if it weren't for this law, what we would see is an increase in bullying in my opinion. And something that I'd like to leave off with my comment in general, and I hope it's an understanding that the community as a whole can understand. If students don't feel safe, they cannot learn. And so what this law does is that it allows for students to feel safe in their learning environment and it promotes learning. And to the concern of the gentlewoman before me, because it is a very real concern, the law understands that it's important for parents to be informed. And that's why in cases of emergencies, parents are allowed to learn the sexual identification of their child so long as the emergency revolves around their sexual identity. So the law does understand

So I'm seeking guidance in what the consequences are going to be for this girl.
