of the Fayetteville-Manliah Central School District. Thank you. Congratulations. Sarah, are we live? Okay, thank you. Okay. Thank you for your patience Next item on the agenda is 5.01 past president's report. Oops. I'm sorry super. Oh Yes, no actually didn't we move them because I have Sarah's agenda so I reordered them there we go so past president's report I sent out to everyone the form for you to fill out with your committee preferences for the upcoming school year I know it's difficult but I would like to try to keep us to four board members on a committee if possible it just really helps with scheduling the committee's and getting all the meetings together so if possible if we could do that I'll take a look at it and see where everybody lands and send it out

to the board with what everybody said and then see if we can get that to for not we'll have further discussions and see if we want to just keep it the way it is yes okay okay I'll jump in there. I've been legislative liaison for a number of years. If anybody else is interested, I'd be happy to either work with you or forego that position, but I'm happy to do it as well. We also are going to have a special meeting on July 31st at 8.30, and so I just wanted to check and do a quick quorum check, see who might be available. I have five people for that. 8.30 a.m.? If you can do it. Okay, hold on. Okay, alrighty. We are working on getting the calendar, sorry, the board meeting calendar. With more

details in it for the upcoming year so that we've really got our year laid out Making sure we tackle all the different issues that we've put before ourselves this year making sure we have those fall meetings to discuss the tax exemptions and Just really tying that calendar to all the things that we've talked about that we want the district and board to get done And then I want to conclude my board presence report by asking for a moment of silence. We, our district, suffered another loss of a student, Charlie King, who was in the fourth grade at Mott Road. If we could have a moment of silence for her. Thank you. Thank you. Now we'll turn it over to Dr. Teich for his superintendent's report. Thank you, President Mims. The backup information is in board

docs. Under the superintendent's report, capital project update, the capital improvement project at the high school is in full swing this summer with asbestos abatement occurring in the main building while the modular classrooms are being installed on the outdoor basketball courts and the artificial turf is being replaced in the stadium. As we kitted today, it is a bright green. You just can't imagine after 11 years how much the other turf faded. Under school safety audits, true security, and CLPS, the school safety and security audit firms that were awarded the RFPs by the Board of Ed, recently completed their respective field work on our different campuses and are planning to share their final reports with the Board of Education during the regularly scheduled meeting in mid-August. And last but not least, the AASA Learning 2025 National Leadership

Summit. I'd like to thank our contingent of school officials who traveled to Washington, D.C. at the end of June to present at the Learning 2025 National Leadership Summit to a standing room only crowd during one of the concurrent sessions. traveling to washington included ms katie fuller instructional specialist in mathematics doctor mary coughlin are outgoing assistant superintendent of instruction and doctor catherine dawn our income rent incoming assistant superintendent of instruction they did a wonderful job in terms of their presentation and i shared the total program with the board of ed in a thursday letter and with that will welcome doctor dawn who was with us joining for her first meeting that ends my report are there any questions for dr tice on his first report yeah i just have one question dr tice on the august

meeting for the safety audits are we splitting that between public and exec session you know there in the past have been some things in there that are non-public Correct. I have not seen any of the draft reports yet. If you'll recall, last time they were with us five years ago, they presented at the podium that night, and then Facilities Committee, we talked about things in exec, not only with the rest of the board, but with the Facilities Committee as well. So, yes, the intent is to keep some things public. in terms of letting the public know we're dealing with things like our district building or district plans. But you're right, there are some things behind the curtain, like the building safety plans that are for our eyes only. Any additional questions? Okay, we'll move on

to Dr. Tice's second report, his mental health services report. Thank you, President Mims. This is also in Board Docs under your backup information. We have the results of the administration of the Anonymous School Climate and Culture Survey. The district is in receipt of the preliminary results from the survey that was administered to students in grades 5 through 12. Research Marketing Strategies from Baldwinsville, New York, analyzed the results and provided a draft report. to the district earlier today our community relations committee reviewed the draft report and so when it is finalized we have asked our must help provide a formal presentation for the entire board of education And then last but not least, additional mental health services for the upcoming school year. As you are aware, we're making plans for the arrival of the new Promise

Zone specialists from Coordinated Care Services for our elementary schools, along with two new student assistant counselors from Contact Community Services to staff the drop-in mental health clinics in our secondary schools. School officials are also working with Onondaga County and Arise to establish three therapeutic clinics at both middle schools and the high school in an effort to reduce the travel time for those students who were part of that clinician's caseload. As discussed earlier, Arise will build the family's insurance plan for those services rendered in those settings. The school district is merely providing the space appropriate for these clinics, and we are working with the Office of Mental Health in terms of the room requirements. That ends my SEL mental health report. Thank you, Dr. Tice. Questions for Dr. Tice in his second report? Greg, I just

noticed in here, obviously you're calling out the additional resources that are coming. Do we have firm commitment dates as to when they'll actually be here? As I look to Ms. Evans, I believe the Promise Zone Specialist will be here in September, and we're trying to get with contact community services for the drop-in clinics about the same time. That's the Arise. That's the Tier 3 with the county. Yep. Good question. Thank you. And Dr. Tate, the mental health task force you mentioned earlier today, are you looking at a date for when that's coming together to look at all of the mental health supports? Certainly. We met to... edit the brochure and to get out the new services that are going to be available so that brochure will be going out in September and I know our

district clerk has reached out to the facilitators I know we kind of had a ill-fated meeting set up at the end of the year but I believe they've confirmed the multiple dates right going at the beginning of the year thank you any additional questions we'll move to item 5.04 reports Should be good with audit finance correct And community relations met today Yeah, so we're gonna have RMS present to the full board about the Survey results and any key findings that they are seeing and that we saw as a committee The other thing we talked about was when our student board member gets on board really making sure that either she or some subset of students is part of community relations so that we can make sure that we're involving the student voice in our communication

plans thank you very much facilities i was not at our june 22 meeting so i'm happy to defer to others who were there but those minutes are also not posted okay next um policy Anything new, Sherry? No. I know it was a shorter meeting on June 13th, and I would have to look at the minutes, but there was nothing that stood out that needs to be updated. Moving on to legislative liaison. Is that okay? I said at the last meeting that this week any proposed resolutions are due to submit to the NSBA. The three topics that have been brought up. In past years we talked about a voting location and that was in 2019 that FM brought a proposal as a resolution to NSBA to ask them to advocate that we get to choose where

voting locations are. It was passed in 2019. We have five years so that means next year it will be sunsetting at the end of this year so next year next year we would have to bring it up again but it is there. The other two this past year we discussed the tax exemptions for veterans and the wording is resolved at the New York State. School board association support legislation to fully fund or reimburse school districts for tax exemptions for veterans That was adopted this year and we have five years on it the other one that we asked for this year New York State School Board Association support legislation to fully reimburse districts for all investments in electrical buses including all infrastructure Again, that was passed this year. So it's a five-year plan So is there

I look through my notes of the year and there was not anything that Anything else we discussed that looked like it was something hey sherry you should write a resolution did anybody come up with something? Thank you very much and we are student board member will be joining us probably in August All right next item 6.01 public comment understand we do have some folks for public comment First person and please correct me if I mispronounced your name sung Tao Did I say that correctly? Oh no, come up and let me know exactly how to say it. Pretty close is not good enough. Hello everyone. I finally showed up. My name is Song Tao. I'm a graduate of the class of 2017. I figured I'd stop by before I finally move away after 10 years. I

understand it has been a tough year with events that are beyond anyone's imaginations. So I think most of you probably know my story by now. It was that thing I told you all about. It was during the four years I spent here. I had to take on what was at first deemed mission impossible, and that is first training my mom to pass the test to become a citizen so that my dad could finally qualify to get a green card because he was here illegally, both of which we actually succeeded in doing by the time I graduated six years ago. And all of this stemmed from that October revolution ten years ago, my freshman year, in which I finally realized just how screwed we were when we first tried getting our own apartment. Last time I

was here back in December, I heard students talk about their stories of trauma and that encouraged me to share my story and offer my perspective, my take on the recent events. In doing so, hopefully I can spread some positive energy along with a positive message. First, I think we should acknowledge that traumatic events almost always worsen one's pre-existing conditions. For me, it was when that false prosperity and ignorant complacency I had growing up finally collapsed. However, the only difference is that I then had to put all that negative energy and emotions from being so enraged and depressed into solving the actual problem that led to the event that was the straw that broke the camel's back, which then became this big conquest. I'm proud to say to this day, we emerged victorious from the conflict,

stronger than ever. Back then I really had to pull myself up by the bootstraps and go on the offensive. Not everyone can do that. It's also important to note that at this age kids often take things to the extreme and I was one of them back then. I certainly did blow some things out of proportion, but I couldn't just simply accept the status quo as it is. We were facing what was like a World War II level threat back then. I really had to get up and fight despite being dealt so many blows to my health. So that is the parallel between what happened back then with me versus now. We both had a catastrophic event that flipped everything on its head, which led to a movement for change. Mine just happened to take a

totally different turn. By sharing my story, I want to tell people at this age about the importance of knowing how to deal with setbacks, especially when faced with the brutal realities of the world. One last thing I want to say is that I am happy to see the progress being made right now, and I am very optimistic that things will get better. So everyone stay safe, stay strong, and please look after one another. We will get through this. No more regrets from now on. And that concludes my farewell speech. After 10 years, I will finally be out of here next month. Thank you. Thank you very much. Sarah, do you have a timer or am I supposed to be doing that? Oh, it's up there. Oh, okay. There we go. Hey, Joseph Dunaway. Over the

next few minutes, I will articulate what many people in the community know to be true. I will connect school policy to mental health issues our children struggle with every day. Specifically, FM's COVID policies coupled with SEL and DEI. While Dr. Tice is not to blame for state regulations, his feckless leadership over the past few years has undoubtedly made a bad situation worse. I'm not alone in saying that. It's time for a new superintendent. The FM district hid behind the cloak of New York State policy during COVID. Mr. Dunaway, if I may interrupt you, I would ask that you refrain from speaking unkindly or towards any of our staff members. You're free to express your opinions, but whether it's any staff member, superintendent, custodian, teacher, anyone, that's not appropriate for public comment. Okay? Thank you. Okay.

Well, I need to restart my time. The FM District has hid behind the cloak of New York State policy during COVID and to this day has refused to acknowledge mistakes or apologize for the debilitating policies of remote learning and masking. Time has proven that concerned parents were correct while FM District and New York State were unequivocally wrong. A few facts we are now obvious to any fair-minded person. One, remote learning has resulted in a surge of mental health ailments with a foundation of loneliness, anxiety, and depression. Two, masking our children was emotionally, physically, and psychologically abusive. And three, remote learning and masking were both ineffective at slowing the spread of COVID and have stunted our children in many observable ways. These COVID policies were implemented by the FM board and Dr. Tice, even though it

was obvious from the earliest days that COVID posed a marginal risk for healthy children. We used a sledgehammer to swat a fly, and we failed. The cure was much worse than the disease. Teen depression and anxiety are more rampant than ever. The loss of several students over the last couple years is not coincidental. But mental abuse during COVID wasn't enough for FM, Board, and Dr. Tice. Now our children are dealing with radical SEL, DEI, and gender ideology. SEL insulates our kids from life's reality, weakening rather than strengthening their mental fortitude. DEI promotes racial identification rather than merit, causing division, white guilt, and limiting thoughts among minority students. Promoting pronouns and sexual identity is causing confusion and exacerbating mental health issues. There are only two genders. There's no such thing as a trans child, and no

kid was born in the wrong body. A great human once said, I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin, but by the content of their character. Perhaps we can help this dream become true, become a reality, by no longer injecting skin color, sexuality, and gender into so many discussions in school. It's too much, and for many children, too young for their age. Instead, let's help children focus on more on the content of their character. A good first step toward accountability would be an acknowledgement of prior mistakes, coupled with an apology and resignation from Dr. Tice. State guidelines of COVID, SEL, and DEI inherently have a lot of gray area when it comes to implementation, and

Dr. Tice has consistently chosen an ineffective and inappropriate way to implement these various guidelines. The students and parents of FM deserve a much better, much better than what Dr. Christ has provided. Alicia Lumeth. Good evening Board of Education Superintendent Tice. My name is Alicia Loomis and I am a proud member of the LGBTQ community and also resident of the village of Manlius. I reside here, our chosen community where we moved, choosing this particular community due to the inclusiveness we looked forward to moving here and residing with my children. I speak on behalf tonight of my own family and several other FM families who are disheartened and concerned about the local growing chapter and new chapter in Onondaga County of the Moms for... This group spreads anti-LGBTQ rhetoric, openly harasses and denies the existence of transgender

and non-binary people, advocates and supports anti-LGBTQ legislation. advocates for the removal of books from schools stripping history of any mention of slavery racism and LGBTQ plus people just last month the southern poverty law center which tracks anti-government and extremist groups nationwide added moms for liberty to its list of anti-government extremist organizations saying moms for liberty is quote seeking to undermine public education holistically and to divide communities by intimidating and harassing teachers and school officials, battling unions, boards of education, attacking corporations, and more. FM's biggest priority is and should continue to be for the better mental health access for our kids. You don't do this by demonizing LGBTQ children and their families, denying the blatant existence of transgender people, thereby contributing to the 40% higher rate at which LGBTQ youth consider and attempt suicide. If you,

the Board of Education, and those in the highest positions here in our district care about the children and their mental health and well-being, which I know that you do, you cannot support or give credence to this hateful group. Any time or attention given to them is hurtful to those of us who have chosen Manlius as our community. Thank you very much for your time tonight. All right, moving on to board development. This computer is a lot different. okay so we've got the NISBA convention in Buffalo coming up the 26th to the 28th registration opens August 8th let Sarah know well it's supposed to be by July 6th but if anyone's

planning on attending that conference or convention please let Sarah know board retreat I'll get a doodle out to everyone to see if we can come up with a date for a short board retreat over the summer I sent out the committee formation so everyone could get back to me on those this evening I appreciate it then I'll get everything out to everyone tomorrow working agenda items So we've got Senate Bill 151, which we talked about before, the tax exemptions, which we're going to be looking at this fall, electric bus transition. Definitely add some things about some meetings about that on the calendar. And then the real estate development. So we've all seen, I think, the article that was in or on Syracuse.com about the proposed housing apartment development or housing development. across from the Fayetteville

Town Center. Dr. Tice, you were going to reach out to town leadership with some concerns? I did. I reached out. I haven't had a chance to close the loop. The supervisor didn't call back, but I certainly will share with him our concerns about being able to have enough classroom space in the event that the enrollment increases because of that housing development. Yeah, I think that there are two main things that don't seem to be resonating with when it comes to housing in general in this county is the amount of time that has to go into being able to add an addition to a building, school building, or build a school building versus how much time it takes to build an apartment building or housing development. They're just two very different things. We can't speculate on

the amount of kids that we're going to have. Nor can we put up a building in a year? So and that seems to be something that a lot of people just not registering with them for some reason Yeah, I think they're proud of their school district, and I think they're trying to increase opportunities. But you're right. I mean, if we see an influx of students, as the board knows, then we would have to find additional space or modular classrooms or something. It wouldn't be business as usual. And I meant all across the county because, I mean, I forgot the number that they were throwing around about the amount of people that might possibly be moving to this area. know anybody other than I think it was Fabius Pompey who had extra classroom space extra buildings

I don't know any other district that could you know immediately take a large influx of kids so thank you and please let us know how that conversation goes if there's anything you need from the board I know this is under future but it's also now so there's a there's a second layer Either lack of probably a lack of understanding is the better term for it on how it works with residential construction versus school capacity and it's the fact that we can't qualify for the aid for the additional space until you have the students in the building so it's not a situation where we can say well we think there's going to be a big influx of students so we're going to build the space now so if you build it they will come It doesn't

work that way in New York State. But yet we have this situation where, again, as you said, FM is not unique. Micron, we all expect to bring many people into many of these districts. So it seems like this is another area that we really need to have some discussion with our legislators that we need when there's a major publicly funded. entity that the government is spending all its millions of dollars to bring in locally that they need to help the districts to be able to prepare for that instead of what we're going to be in the situation of is an influx of students then we're crammed then we as you said have modulars then we start the process planning the construction and getting approval which takes many many years which means we have these capacity

issues for many years so it's it's this the cycle that we have that we've known we're at capacity we'd love to do more with capacity but we can't get funding to address capacity until the students come so long-winded way of saying I think this is something we need to start addressing locally legislatively That if they can tie some different provision to that when they fund a major development like the micron So that we can act a little bit more proactively than we're allowed to do so now we do have the Dinner with our local leaders. I think it's in October this year. Am I correct? October 2nd and that can be a top item on our discussion points or agendas. Secondary, I'm sorry, there's a secondary piece to it. It's the legislative side, but it's

also these are the things that we need to do, I believe, a better job of educating our community about. Because it's not a situation where the district stands here opposed to expansion within our community. We'd love to have a bigger tax base. We'd love to have development within the community. So the perception publicly is that, well, build more classrooms if you're going to need more classrooms. Well, we can't. But most of our community doesn't understand that piece of it. So from the Community Relations Committee, whoever does land on that going forward, perhaps that's another piece that we can start doing a better job of helping to educate the community on. Call me a dreamer, it's happened before, but maybe we should write the CEO because they're coming in with billions, right? It's billions of dollars.

How about just one billion for the school districts in the area? There's a professor at SGU, I just recently learned him. I think his title is, he's looking at the impact of Micron on the area. So that's like his sole focus, from my understanding, is the impact of Micron. So I'm not sure what that may involve, and maybe that may involve getting different groups together. But I certainly could ask and see what that would entail. And also, through OCMBOSI, I mean, there's strength in numbers. If we want to reach out to our legislators, then we should be doing that in concert, I think, with other school districts so that they understand that this is impacting everybody. No matter where you go, there's going to be an issue with having space for these children. Anybody else

have any comments on this? Okay, thank you. All righty. Okay, future considerations. We've got the school start time bill. And speaking of something that we can kind of like circle community relations and making sure that people are understanding where we landed on that, I don't know if we actually have, like, if we ever put anything out that kind of like finalized where that ended. Like we had discussions there were meetings, but I think we as a board know where that is But I think that it would be good to get that information out to the community because this is something that's being talked about more The school start time issue, so I think it would be helpful If this is something that we could put an article out to the people know where we landed

on that yeah I mean as the board knows we had a citizen reach out to us and I responded on behalf of the entire governance team, but if I can Work with our communications department with that summary to try to let people know where we stand. I think that would work out well Anything on you PK for us? No Melissa anything you want to add? It's her favorite time of the year Thank you, and then restorative justice you mentioned the last meeting that I'd like to see if we could at some point have Scott Sugar come and meet with us, hopefully prior to the new athletic season.
