001Good evening everyone. I'd like to call this meeting to order and start with the Pledge of Allegiance. All right, on May 30th, 2026, the Shortears Valley High School choirs, under the direction of Mr. Noah Woodward, competed at the Music in the Parks Festival at Sandusky, Ohio, earning outstanding recognition. The choir and varsity

002choir each received first place with superior ratings in their respective divisions and the varsity choir was named the overall high school choir champion. Senior Olivia, ah gosh, how about all of Marcella was the outstanding soloist award. The choirs also received the prestigious E-Spirit de Corp's award, the festival's highest honor, recognized and exemplary character, professionalism, respect, and a positive support both on and off the stage. So congratulations to Mr. Woodward and all his students in this outstanding achievement. Dr. Costagna, anything for the superintendent's report this evening? Just a quick comment about that last award. That's about the fourth award our music departments have received in the last three meetings. 010of 20.1909 mills or at a rate of $2.02 on each $100 of assessed valuation of taxable property and to adopt and approve the Chartreuse Valley School District Budget Resolution dated June 9, All taxpayers required to pay tax on real estate imposed by the school district shall be entitled to a 2% discount within two months after the date of tax notice shall be charged a penalty of 10% if paid more than four months from the date of notice and all delinquent real estate taxes shall be charged 10% interest unless taxpayers elect to pay such taxes installments. 012have a motion to approve the insurance renewal proposal through Hub International for the period July 1st, 2026 through July 1st, 2027 as presented. Just to clarify, this is obviously we're renewing. It's our current provider, right? Correct. Okay. Thank you. All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the May 2026 payments for the 2025-2026 annual budget, including charter school payments? Motion made by Ms. Heen. May I have a second? Second by Mr. Drury. Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. The superintendent recommends an ISO move to approve to adding to the mechanical

013contractor scope of work the HVAC system at the gymnasium. This is an ad alternate item 01A in the amount of $360,000 and item 06-001B controls for $21,000 for a total of $381,000 per attached. So moved. Second. Motion made by Mrs. Treanor, second by Mr. Montani. Do you want to explain this, Dr. Castagna? Yes, so in the spring we bid out the entire project which included renovating of the gymnasium. We did a board presentation in public concerning the phases to the project. We are holding back on the gymnasium work because we have some investigations going into the foundations. So what the architect and the engineers recommended at that time was to not move forward on any of the proposals involving the gymnasium. After further consideration and even being in the gymnasium yesterday for the dance troupe

014event It's very hot in that gym and our gym classes use it and it's used all summer long and so we asked the board for their permission to award the bid that was advertised in the spring and so that we can work on that HVAC work. They ensure me that moving forward with this work will not be duplicate work if they do anything with the gymnasium floor and the structure. We're still waiting on some recommendations there. So no one is happier about this than your physical education teachers at the high school, I can promise you that. And this is all work done in the ceiling or on the roof, right? Yes. Okay. All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the 2026-2027 food services meal prices, which

015includes no increase in fees. Did I miss one? I'm sorry. What? 11.6. Yeah, yeah. Okay, it's not hot. You need a hot night. That's why. Okay, so we'll back up. The superintendent recommends an ISO move to approve a five-year preventive maintenance agreement with Huckenstein Mechanical from July 1, 2026 to June 30, 2031 as presented. Motion made by Ms. Heen. May I have a second? Second by Mr. Fiorelli. Any discussion on this item? And we've done this prior, correct, Dr. Costagno? No, well, this is actually new. This is the preventative maintenance that Mr. Ross is recommending. Okay. In addition to what we were doing in the past. Okay. So this is, we did not have a thing like this in the past. Correct. Okay. And this will help in catching any problems that pop up. Okay.

016All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the 2026-2027 food service meal prices, which are no increase in fees? So moved. Motion made by Mr. Chura. May I have a second? Second from Mrs. Sexton. Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the donation of a cross-country tent from an anonymous athletic supporter for the use by the Church's Valley cross-country team? So moved. Second. Motion made by Mrs. Treanor, second by Mr. Chura. Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. On to public comments on non-agenda items. Mrs. Trent. We would like to invite any resident or taxpayer of CVSD who wishes to address the board to please state

017your name and address when you approach the podium. We appreciate your interest. Please keep your comments to two to three minutes. Thank you. Kelly, did anyone sign up to speak on current non-agenda items? Yes. First is Lindsay Larson. Oh, hi. Can you hear me? Good. My name is Lindsay Larson. I live at 615 Lindsay Road, Scott Township, PA. Today I'm speaking about the ongoing contract negotiations with the CVESP, the Chartreuse Valley Educational Support Professionals, which includes our drivers, custodians, maintenance, as well as other professionals that keep our schools running. I have spoken at previous meetings and emailed you all, but today I'm coming today as a parent of two daughters in the primary and intermediate schools, but also as a taxpayer. I'm very frustrated by these ongoing negotiations with the union. From what I can

018tell, no evidence has ever proven that it is more cost-effective to outsource, just that we may get an influx of capital from selling off our fleet of buses. I haven't heard a single person speak at a meeting or in my communication with other parents in the school district that anyone supports outsourcing. I had hoped that the FactFinder's report from an independent third party would shed some light on the situation. In reviewing the FactFinder's report, I noticed a few things. First, the agreement between the union and the school district expired on June 30, 2024. But the previous district members and union were able to reach a tentative agreement on multiple issues early in bargaining. But at some point in 2024, the entire negotiating team of the district, including the superintendent, the solicitor, and administrators, experienced turnover.

019With the new district indicating it was extremely interested in pursuing its right to subcontract transportation services. To me, this reads as contract negotiations were moving forward with the union before the arrival of our new superintendent, solicitor, and administrators. Second, on page nine of the report, it is the recommendation of this third party who put out the fact finder's report that the district and union should seek the stability of a six-year agreement. Let me read that again. The recommendation from this report is that the district and union should seek the stability of a six-year agreement. The recommendation is not to outsource. Lastly, there are very specific instructions of this fact-finding report that both sides are to respond within 10 days of the report issuance. And May 7th was the deadline. I don't believe a formal acceptance

020or rejection was ever stated by the district and it is my understanding, according to the Sunshine Act that governs the operations of school boards, that any official action must take place in open and public meetings. I could not attend the meeting on May 12th, but in review of the agenda items from that meeting, this fact finder's report was not a listed item. I did attend the May 26th meeting where it was voted to ratify the decision on the fact finder's report. I'm curious what that decision was and why it did not take place in a meeting, in public, as required by the Sunshine Act. I encourage you to remember your oath of office and all the lives affected by your decision. I hope you will go back to the table with the CVESP and get

021a contract signed, because as parents and taxpayers, that is what we want. Thank you. Next is Tom Galuz. Hello, my name is Tom DeLuise, 130 Woodridge Drive, Carnegie, PA, 15106. I'm here to talk about the electric proposal that the district sent out. I worked 28 years at the intermediate unit, and my job was doing the consortium activities for diesel, electric, and natural gas. Charters Valley has been a member of the consortium since its inception in the 1990s. Over that time frame, the district has saved millions of dollars being a part of that consortium. The consortium is conducted by a committee made up of school district business managers within Allegheny County. They have a vested interest in any decision they make, so they have skin in the game so to play. So anytime we decide to

022purchase electricity, they have the final say-so on when to do it. Our product is that we look at activities when there's purchasing timelines to buy the electricity. We don't just go out and do a contract and pick a date and say, yes, we're going to buy all the electricity on this date for the next three years. We don't do that. We look for bargains to buy the electricity. It's been very successful. Charters Valley has had two members on the committee over the years. Nick Morelli served on the committee, and Patty Conley served on the committee. And the consortium has been so successful, we've been asked to present at the PSEA meeting, at PASBO, and we actually went to the National School Boards Association and presented. So I know the district currently has a request for

023proposed lot for electricity. I'd really like you to take a hard look at that when that comes in because you're going to be dealing with a third party if you go in that direction. It's not going to be something connected with the school districts of Allegheny County. And they'll promise you things maybe like, hey, there's no fee involved. We do this service. The supplier pays the fee. That's not the case. It's just tacked on to whatever price you happen to pay or agree on. So we think our product has really worked well. We're hoping the district stays in the consortium. We have 90% of the school districts in Allegheny County in our electric consortium. If anybody needs any further information on this, I'm readily available to talk to you about it. My cell phone is

024412-670-4636. I'll be glad to meet with the administration if that's what you'd like, or I'll meet with the board or any board members if you'd like. But this is a very important decision in being a taxpayer in Charters Valley, and I've lived here for quite a long time. Every dollar we save is very important and that's the goal behind all of us is what we want to do is save the taxpayers as much money as we can. If anybody has a question in the last 20 seconds, I'll be glad to answer it for you. If not, please give me a call if you have any questions and really take a look at this because it's really a very important decision that this is going to be making. Thank you. Thank you. Next is Susan Andrea.

025Yeah, I know you can. You have to say I'm speaking to you tonight as a taxpayer and a lifelong resident of Bar Hill Road It's 809 Bar Hill Road and it's in Bridgeville The speed limit passed my house is 25 miles an hour first student bus number 484 on May the 21st Went past my house as I was coming home at excess of 25 miles an hour and almost didn't make the bend at PJ's catering. The next night, I'm on my way home. I left here. I left the parking lot because I do drive for you guys. Left the parking lot. was on Tom's Run Road and bus number 484 came around the bend under 79 on my practically on my side of the road and I had to veer to the right to avoid

026getting hit. Those are two incidents of First Student. Now I'm going to speak to you as a bus driver because I do I did do South Hills Catholic. As a bus driver We are supposed to abide by the laws. Two subcontractors, Ronick and First Student, had buses at South Hills Catholic Academy. Their bus drivers rolled down the windows. The kids stand up on the seats and hang out the windows. That's unlawful. Don't even go there as far as safety is concerned, but it needs to be brought to your attention, and I cannot believe that all of you want to put the safety of our children at risk. Thank you for your time. Next is Michelle Nolan. My name is Michelle Nolan. I'm from 54 Cynthia Drive, Scott Township. And my beef is, oh, thank you.

027My beef is, how could all of you, do any of you have children in this school district? You do? You don't care that first student's coming in here? Seriously? No? Do you approve of it then? Okay, good. I hope you all think about this. Because the other day, I'm also a driver, and I'm driving up Vanadium Road, and it's super busy in the morning. This is approximately 715, 720. And I'm going up Vanadium, and first student is coming down. They're coming down, and they cross the road completely, taking up two lanes. Here's two boys over here standing on the side of the street, and they didn't know what to do. And she's trying to tell them to walk in front of the traffic over two lanes to get in the bus on the opposite side

028of where they're at. I mean, these people, I mean, they don't think. I mean, I fear for all these children's lives. Seriously. You people, you really need to double think about this. It's insane. And then I'm up at DIS school, and another bus that's parked up there, also first student, goes flying down the back of the school, which is considered the front, goes right through the stop sign at the end where the kids cross. I'm like, I don't get it. Don't they know what stop means? Stop means stop. So, I mean, and I have grandchildren here. Honestly, I really don't even want them riding a bus if it's first student, ever. I may have to quit my job to take them to school and pick them up, seriously. So I'm just saying, you guys got

029to think or put it out there for more companies, other companies. Don't get first student. They're the worst. You see their reputation. And also, I want to thank all these drivers or maintenance or anyone who's here tonight. A big thank you because they deserve it. They rescue these people all the time. That's all I have to say. There are no more comments. I'd like to announce that our next school board meeting is on June 23rd, 2026. May I have a motion to adjourn? Motion made by Mr. Truro. May I have a second? Second by Mr. Fiorelli. All in favor? Aye. Have a good evening. Meeting is adjourned.
