And please stand for the Pledge of Allegiance. Kelly, can you please call the roll? Mr. Broski? Here. Mr. Cora? Present. Mrs. Drury? Here. Mr. Fiorelli? Here. Ms. Heen? Here. Mr. Montani? Here. Mrs. Sexton? Here. Mrs. Traynor? Here. And Dr. Mariano? Present. I'd like to take a moment. silence we're deeply saddened by the passing of dr. Joseph D'Imperio who served as interim Church's Valley School District superintendent with dedication and integrity dr. D'Imperio brought decades of experience in leadership in our district at a time of transition with a steady hand and committed to our students staff and families His impact on education spanned more than 50 years, touching countless lives along the way. His legacy will be remembered not only for his leadership, but for his genuine care for the community that he served. We extend our

heartfelt condolences to his family, friends, and all those who worked alongside him. Thank you. Thank you, Dr. Mariano. And to follow, I'd like to ask for a second moment of silence. We lost a member of our school community right before Easter. Junior student Trinity Irwin had a chance to speak with her family, and we will keep our care and support in place for them as they continue to grieve. People often ask me what's the hardest part of my job, and it's not school board meetings by any means. It's losing students, and it's something you don't ever get used to. Our hearts and minds are with her family and with her friends that are walking those halls now and with our students to their loss. So please join me in another moment of silence for our

lost student. Thank you. Thank you. On to announcements and recommendations. Dr. Kastagna. I was going to say, we roll call? Yeah, she did the roll call. Okay. Dr. Sable is making his way to the microphone. I'd like to invite Mr. Hayward and Dr. Krastman up. Go ahead, Rita. You can come, too. Could we have all the members of our bocce team, as well as their coaches, please come to the front and stand behind me, but in front of the school board there. When I was in high school, in any sporting event I did, I had one thing that a coach told me that I always remembered, and he told me that only one sports team ends their season happy, and that's the state champs. Before you, we have the Shark Tears Valley State Champ bocce

team. There are a couple moments in this journey that I know that I remember. One of them, Dr. Costagna and I were in an event that happened at night. and they were on their run with the WPIL championship, and one of the superintendents told Dr. Costagna, your bocce team just beat our bocce team, and we were number one seed. So that continued as they won, and all the way to the state championship, they were ranked number, I believe, eight coming in, and just dominated their way all the way through the bracket to bring home the state championship. Two of the moments that I know that I saw that were awesome to me. that brought the school together was they had their parade when they left the school to go to the championship all the students

were out they had the band and the cheerleader which is always an awesome experience and then when they were competing down by the coffee shop they have a couple tvs where they had it live streamed and there was a lot of students watching them as they were competing and winning each round so tonight we have a little certificate here for them for their state championships, and we wanted to recognize them and our coaches for all their hard work and effort during the year. Great job team and you've set the foundation for the future and thank you Mr. Hayward and Dr. Craftsman for your support of this team as well. We on behalf of the board they requested that I petition Collier Township for a 2026 Bochey State Champ sign. So that will be coming soon.

I look forward to being able to share that picture with you all. So congratulations, great job. All right, moving on. Congratulations to our Chartiers Valley Student Visionaries of the Year. We want to recognize Jaylen Allen, Lacey Zuba, and Schaefer Kinney for their outstanding achievement in the Student Visionary of the Year campaign. They set a pretty aggressive initial goal of raising $30,000 to support Blood Cancer United during their... fundraising efforts, they were able to exceed that by over $15,000, raising $45,511, the highest total ever recorded for Chartier's Valley. This accomplishment reflects their exceptional leadership, dedication, and commitment to making a meaningful impact in the world. balancing rigorous academics and extracurricular responsibilities these students devoted countless hours of planning fundraising community outreach serving as an exemplary ambassador for both the district and the program itself and I

would like to recommend them for their remarkable efforts and contributions The only thing I want to add to that is these three students were unable to make it tonight. If you know these three, they are extremely involved. They took every opportunity that Short Tears Valley High School presented them to be a student leader. And obviously I've gotten to know Schaefer well because her father works in our payroll at our central office, and we have conversations about all the things she's continually doing. So these are great kids and a perfect example of what the high school has to offer. So congratulations to them. and their families. At this time, we'd like to call Nutrition Inc. forward for their presentation. Good evening, everyone. I just have a little mid-year update from our food service department. Alright, so

I just want to highlight some of the fun things that our cafeteria and our food service team has been doing so far this school year. So if you remember earlier in the school year, we touched on two new programs that we were bringing to your cafeterias. A Take Nutrition Global program and an Expedition program. So we are featuring countries from all around the world, pairing them with foods that the students get to sample and taste test. And then they get to learn a little bit more about the culture and some fun facts about that country. So here are just some pictures on some of the items that we've shown. We have a new ramen noodle bowl that the students got to try. You can see there some students at the intermediate school were looking on

the map and talking about India. So just all around a really great program that we've been able to bring in. And just to highlight some other items that we've done this school year. So some of our featured fave items are highlighted there on the left. We have a Detroit-style pizza and a Mississippi pot roast, cranberry protein bars, guacamole and chips, chocolate-covered strawberries. Some featured fave items that our chef team puts together, sends out to our teams, and we get to feature them monthly in your cafeteria. Right there in the center. We hold crave days at the primary and intermediate schools So we did a bluey themed day for the students And a scooby-doo day around Halloween where the students had fun themed menu items. They won some prizes for participating that day So we had

a lot of fun with those events We have our carving station that we had at the middle school up there in the right And then our signature pizza that we we can't keep up with And then some other just little highlights here. We had our Molly the cow our mascot come to the primary school back in March during read across America week the students at the high school actually volunteer and dress up as Molly for us So we get to pair and work with them. It helps us kind of free up and facilitate the event And they are just so excited to be able to participate and help so we're so appreciative of their partnership We held a boneless wing bar there. And then over on the right-hand side, we have our Wellness Wednesday tables

that we feature at the elementary schools. So the students get to try something new. They get a sticker for trying something. So it's just a way to encourage and promote healthy new options. And again, constantly cooking up new ideas, innovative ideas that are coming to your cafeteria. Some items that I mentioned were cheese tortellini is a new item we feature every Friday at the middle school and high school level, mandarin orange chicken bowls, ramen noodle bowls, oven roasted chicken. So a lot of things that were new to start off the year that we've brought in monthly. Customer engagement is at the top of our list. Super important for us to work with your students and parents to get their feedback to better our programs. So at the intermediate school this year, we had a youth

advisory council meeting. So the students, about 20 of them got to come in right before lunchtime for about 30 minutes, and they got to be chefs for the day. So they made pizza with us. from the sauce to the cheese. They threw it in the oven while we were talking about some other things, and then they got to eat the pizza that they made. They were so excited. So right there featured is them trying their pizza. And then over on the right, we had them sign a plate pledge. So they talked about being eco-friendly and talking about how to support utilizing less waste. So just a great group of kids that we were really excited to partner with. Vendor partnerships. So we're proud to promote that a lot of our vendors are taking the lead

in making changes to utilizing and not having certified colors or dyes in products. So a lot of our vendors are getting on board with that. One of our big breakfast vendors, General Mills, will remove all certified colors and dyes by this summer. So there's a lot of changes that are coming with whole milk. sugar content, sodium content, so our dietician team is on board and making sure that those things are implemented in all of our schools for nutritional values. So looking at revenue year to date, so this is actual through the month of March. On the purple highlighted there is our cash sales, which come from breakfast, lunch, and a la carte. And then down there is our reimbursements. A little bit behind year-to-date, cash is a little bit ahead year-to-date, and that's due to

our a la carte sales that have just been through the roof. And then looking into our budget for next school year there. So you have your total revenue minus those expenses getting you to your bottom line for next year's budget. Some things to consider. Your participation for next year is based on your current participation right now for what you're actually doing. Breakfast is still free to all students next school year, which is great. And food costs is projected to be at a 5% increase, and paper and cleaning costs are coming in at about a 7% increase. Those are all projections. Our goal is to be under that threshold, but we talk to our vendors, get those projections, and that's what we estimate going into next school year. This just shows you a breakdown of how

we get to that bottom line from revenue and expenses, from cash sales to reimbursements to the food costs and the costs of our programs that go out the door. Over there on the right-hand corner is your participation that was budgeted for this year, what we are actually doing currently right now, and what we budget for next school year off of current. And then your year-to-date financials for the food service fund there are budgeted through the month of March, and then that's your actual profit coming in at the end of the month of March. And just to end, I would be remiss if I didn't thank and appreciate the people that make the programs happen on a day-to-day basis. So our cafeteria staff there is featured over on the left from two of our buildings. They

get in the spirit with those global programs. They wear t-shirts. They even dress up sometimes to really kind of get the kids in to participate. And they adore your students and do just a phenomenal job cooking up quality, good meals. And then over there on the right are your students. None of this would be possible without them. So we are just so excited. Elated to be able to get their feedback to make our programs better You can see there we did some of our Crave Day events where kids got some prizes if they ate during those special days with us Molly the cow there at the primary school hugging some of the students And then one of our global events up there on the right and then one of the students at the intermediate school

for dr Seuss day for some green eggs and ham so Again, your kids are what make our program so much fun, and it's honestly the best part. So thank you for letting us be a part of your program, and we're excited to end the year and dive into next school year. So thank you very much. Thank you. Thank you. Anybody have any questions? No? Thank you. Thank you, champs. Yeah, thank you. Thank you. Do you want to talk about the music? Yeah. Yeah, just one more announcement. Our middle school musical, our Chartiers Valley middle school students will present Frozen on April 16th through the 18th, starting at 7 o'clock p.m., with a matinee performance on Saturday, April 18th at 1 o'clock p.m. If you're free and you're able, it's a great show for young children.

Please support our middle school. Anything for the superintendent's report? Yes. Yes, I have a few items. First... One of the motions the board previously approved was to move to a new substitute service STS There was some false communication around that the daily rate for our substitutes was being decreased I'm trying to communicate that as often as possible, that that rate does not change. The rate that was in place this year will be the same for substitute pay for next year. That rate is set by the district. The only thing that's changing is the fee that they charge us to headhunt substitutes for us. So we talked with STS. They have a social media person who is creating a mass communication that we will then share. They want to handle. the verbiage of that communication. So

I'm waiting on that and we will share that. But I communicated this several times. I just want to take every opportunity to clarify that. Second, there's a motion on the agenda tonight for item 1110, which is Keystone Structural Solutions. You heard from our construction oversight team the recommended bids to move on with the Phase 1 construction project. We are at a hold right now at the gymnasium doing some further examination on some structural matters. This motion is going to give us a second opinion from an engineer to hopefully give the board all the information they need to make an informed decision. We are still moving forward with the other parts of the phase, which would move the business office and the central office out of the intermediate school and move us to the high school.

But all along, none of that action was intended to happen until school was out. So if we were going to break ground on the gymnasium, that would be happening right now. We're waiting. We're doing our due diligence and doing our homework to give the board some more information. And then we will come back to the public with a revised construction plan after we have those details. But the rest of the project is still moving, and we'll start once the students are out. That's it. Thank you. On to public comments on agenda items. Mrs. Traynor. We would like to invite any resident or taxpayer of CVSD who wishes to address the board to please state your name and address. We appreciate your interest. Please keep your two to three minutes. Okay, thank you. I'd like to

announce that we had an executive session prior to this public meeting to discuss personnel, legal, and safety matters. Mr. Rakunis, anything for the solicitor's report? So moved. Motion made by Mr. Chura. May I have a second? Second. Second by Mr. Montani. Any discussion on this item? So there are certain services we provide for students inside the district that you are allowed to legally bill to access. So this

would reimburse us for costs we incur for medical supports and some other supports we offer kids. All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the renewal agreement with stepping stones for the school psychologist? So moved. Second. Motion made by Mr. Choroth, second by Ms. Heen. Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. May I have a motion? May I have a motion to approve the course descriptions for AP Literature Composition for students in grades 11 through 12. This course is designed to develop advanced reading, analytical, and computer science. composition skills for college-bound seniors with a focus on the study of literature from various periods and intensive critical writing motion made by mr. Truro may have a second second second mr. Fiorelli

any discussion on this item just to clarify that this allows students to take the AP literature course as both a college and a high school take the AP exam or either or correct okay any other questions or clarifications all in favor aye anybody opposed the motion passes may have a motion to enter into participation agreement with the Pennsylvania higher education assistance agency to participate in the student teacher support program this program provides stipends for eligible student teachers and is fully funded through PHEAA at no cost to the district. Participation in this program will support the recruitment of student teachers while also providing the district with an opportunity to identify, cultivate, and develop future educators to support our long-term staffing needs. Motion made by Mrs. Sexton, second by Mr. Chura. Any discussion on this item? Just

so people understand that often student teachers have to work second and third jobs because they are not paid to be student teachers, which is a full-time job. So this initiative was begun two years ago, I believe, through the Commonwealth to provide some type of financial support for students who are doing that to become full-time teachers. All in favor? Aye. Aye. Anybody opposed? The motion passes. May I have a motion to approve the student settlement agreement release as presented? Second. Motion made by Ms. Heen, second by Mr. Chura. So moved. Motion made by Mr. Chura, second by Mr. Montani. Would you like

to just clarify this, Dr. Castagna? Yes. So this is, there was. Girls at our high school that were interested in playing flag football and so mr Hayward sought out a co-op with a neighboring district and that's why we're going with Bishop cannon So our girls will have the opportunity to play flag football with them. Yeah, thank you all in favor Anybody opposed the motion passes may have a motion to approve the human resources report for April 14th 2026 Second by Mrs. Sexton. Any discussion on this item? Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the 2026-2027 Food Service Management Renewal Agreement with the Nutrition Group pending solicitor review in PDE approval? So moved. Motion made by Mr. Chura. May I have a second? Second. Second by Mrs. Treanor. Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the 2026-2027 agreement to sell meals to the AIU Head Start program? So moved. Motion made by Mrs. Traynor, second by Mr. Montani. Any discussion on this item? All in favor? Aye. Anybody opposed?

The motion passes. May I have a motion to approve the parent transportation contract as needed per attached? So moved. Motion made by Mr. Chura. May I have a second? Second by Mr. Drury. Any discussion on this item? Can we have a little bit of explanation on this? Sure. So this was at the recommendation of Mr. Racunas. We offered to reimburse families that have taken on a burden of driving their child to school because of our staffing with our busing as is right now. And they have, up to this point, been submitting mileage reimbursement. Mr. Racunas recommended that we enter into a contract. And that the board approve that contract and then we can use that contract as needed. All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the

purchase and installation of a surge suppressor at the middle school by Eaton Corporation per attached. So moved. Motion made by Mr. Chura. Second. Second by Ms. Heen. Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the quote from Savas Learning Company for Envision Mathematics and the Sexmaker Programs and Materials for Grades K-8 in the amount of $724,865.60. Motion made by Mr. Montanian. Second. Second by Mr. Chura. Any discussion on this item? If I may, I would like to kind of discuss the following, this item and the next two items. It's a comprehensive curriculum renewal, which is part of our process. This was led with the teachers. We asked them to find some different curriculums and over the past year plus they've piloted several.

This one came out on top specifically for the SuccessMaker. This touches every student. This particular item, every student from K to 8 including algebra 1 students. The next two are digital licenses and supplies for our high school students. So all of these are part of our annual or not our annual but our renewal process for the district um and this is going to be paid over a two-year period so it isn't just a one chunk so it's a two-year we were able to split it up okay thank you all in favor aye anybody opposed the motion passes May I have a motion to approve the quote from BFW High School Publishers for AP Statistic Materials in the amount of $18,234.32 as part of K-12 Mathematics Curriculum Update. So moved. Motion made by Mrs. Treanor, second

by Mr. Montani. Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the quote from Cengage Learning for Applied Calculus Web-Based Access for grades K through 12 in the amount of $10,410.40 as presented. So moved. Motion made by Mr. Chura. May I have a second? Second. Second from Mr. Fiorelli. Any discussion on this item? All in favor? Aye. Anybody opposed? The motion passes. I have a motion to approve the proposal from Keystone Structural Solutions to provide additional structural engineering services related to the gym floor in the amount of $7,850. So moved. Motion made by Ms. Keene. Second. Second by Mr. Chura. And Dr. Kostnagin, did you just want to refresh everybody's memory again of why we're doing this? Yes. I know it's redundant. Yeah,

no, this is a second opinion. So the board can have as much information as possible to make a decision on how we want to handle the issue with the structure beneath the gym floor. We want to fast track this with all the geotechnical engineers along with this team. So hopefully they're back within a month before school's out so we can formalize a plan that we can go public with. All in favor? Aye. Anybody opposed? The motion passes. May I have a motion to approve the fund balance transfer of $700,000 to the Capital Projects Fund and $401,303 to the Debt Stabilization Fund, both from the general fund as part of the 2024-2025 audit presentation. So moved. Second. Motion made by Mr. Tura. Second by Mrs. Heem. Any discussion on this item? Yeah, can we just get

some explanation on this? Yes, that's managerial rights, and the board is then authorizing them to assign these funds to these buckets for the uses of capital projects. So these were recommended through the audit? Yes. Okay, that's correct. Thank you. You're welcome. I think, Mr. Montani, it's important to note, when we did our preliminary budget presentation last year, we showed that we were pulling $500,000 out of the debt stabilization fund to make the budget. And again, that's a proposed budget. When we do our actual analysis a year later, we realize that we're able to refund that account. So this is all positives, that the estimates came in better than projected. Thank you. All in favor? Aye. Anybody opposed? The motion passes. Public comments on non-agenda items. Mrs. Traynor. We would like to invite any resident or

taxpayer of CVSD who wishes to address the board to please state your name and address when you approach the podium. We appreciate your interest. Please keep your comments to two to three minutes. Thank you. Kelly, did anyone sign up to speak on current non-agenda items? Thank you. My name is Tim Eptomitis. I live at 423 Kismet Street, Scott Township, PA. I'm not going to take up too much of your time. I will take my hat off and let you guys see my face. Some comments were made about my comments I made at the last meeting. Colorful comments. I'm okay with that. If that's your tact, that's your tact. But get used to it. You're going to see my face every meeting, every meeting, until this gets ratified or gets handled. I don't care what we

do. The busing situation is ridiculous. It's dragging on this long. It shouldn't take this long. Now we're paying parents to drive their kids to school because of the busing situation. And contrary to some beliefs, there is no contract. There is no contract. You're operating under the handful of things that were set up in the previous contract. Where will you be when you get the call? Notice I said when, not if. Where will you be? Will you be at home? In your safe, secure home? Will you be operating your own vehicle safely in a nice manner? When you get the call that the bus had an accident, the kids that were here, they're not freight. They're people. They're lives that are in your hands. And you're putting them at risk. First student has a record longer

than both of my arms. How are they even being considered? I don't understand. When you ran for this post that you're on, for the school board. What was the thing you told the parents? Every one of you probably said the same thing. I'm here to keep your kids safe, to make sure they have a good environment to learn in, to grow in. But you're not. You're putting it at risk. I don't understand it. There's no price on a child's safety. There's none. And I don't care. Your constituents, whatever, go to them and ask them, what price would you put on a child's life? To keep them safe. What would you do? If you could go back and look at the accidents that happened and say, oh my God, if I could have just got there,

what could we have done? You're there. You're at that moment. You have a chance. You can write this. You can keep them safe. Just do what we voted you to do. Please. That's all we want. Safe environment for our kids. With people that care. How do I know they care? I see the same ones every time I come here. Right? It's a shame that we don't have more of them. If we don't like the people that we're negotiating with, get different people. I don't care. On either side, I don't really care who I offend. I don't. I'm good, bud. Eight seconds. I'm good. Let's just get it done. Get the numbers back up so we don't have to pay parents. Get the drivers back. That's all we want. We have no more comments. No more

comments. i'd like to announce our next school board meeting will be april 28th 2026. may have a motion to adjourn so moved motion made by mr truer may have a second second by miss drury all in favor aye the meeting has been adjourned have a good evening everyone
