Our dear most gracious Heavenly Father, we want to thank you for this another day that you've given us dear Lord and thank you dear Lord for the rain that you've given us. Dear Lord, we pray that you'll go with us through this meeting dear Lord, that we make the decisions that would be best for our school system. Dear Lord, we pray that you will go with our teachers and all of our staff that is off over the summer holidays, dear Lord, and summer break. And, dear Lord, we pray that you will give them travel grace for all the people that will be traveling. And we pray that you will bring

002them all back to our school when we start up this fall, dear Lord, safely. Dear Lord, now if you'll go with us, watch over God and God and direct us. And we'll be careful to give you all the praise in thy name. Amen. Would you all stand for the Pledge of Allegiance? And we have some recognitions tonight, and we want to make sure we get those in place. The first recognition is the achievement in archery. And I'll let Mr. Paul Parsley, principal of Coffey County Central High School, do that for us. All right. I think all of you are aware that we started an archery club this past school year.

003And that season started, I believe it was in November. And it ended late winter, early spring with the state tournament, which would have been, I believe it was in late February. And one of our members of our archery club is Miss Avery Gilday, and she is with us tonight, and we want to recognize her. Now, our archery coaches, we have two of them, and they were just not able to be with us tonight. They had prior engagements. We understand that. But the person we want to recognize is here, and that's Miss Avery Gilday. Avery, would you come on up? Right up here. So Miss Avery Gilday is a freshman, upcoming sophomore student in our school system. And our archery team competed in six tournaments this school year. And I'm told that a typical tournament would

004include maybe 10, maybe 12, maybe 13 high school clubs. We'll say that. A typical tournament might have as many as 200 archers. And this young lady finished first in four of those six tournaments. Out of around 200 archers would be typical. Now, not only that, the other two tournaments that she did not finish first in, guess what? She finished second in. She went on to state in February, late February, and she finished fifth place in the state. That was in Murfreesboro. And, again, this young lady is only a freshman, going to be a sophomore this next school year. So we just really look forward to. hearing about more accomplishments from her in the next three years. That is awesome. I told her, I passed along that there might be a question or two about what

005archery is like. You all may have some questions about what the tournaments are like, what a season is like. Come on over here. And if you all have questions, I'm sure she might be able to answer those for you. All right. How old were you when you started? I was in third grade when I started, so I was about nine or ten. Half your life ago at the most. That's crazy. Wow. Been doing it a long time. In your tournaments, are you competing against boys and girls, or are they broke out into girls' division and boys' division? It's broken out between girls and boys. Okay. Where was the state tournament? The state tournament was in Murfreesboro, and it was in this horse stadium. Yes. I know what you're talking about. Congratulations. That is amazing. I've

006got some grandkids that have been in archery tournaments, and I've watched a lot of art. That's an interesting world. Thank you for your time. Everyone, I'm sure, would like to finish first, but she was fifth in state out of 2,500. Wow. And just a freshman. That's impressive. Thank you, thank you, thank you. Proud of you. I like your shirt. Thank you. The gentleman in the blue shirt back here with the big grin on his face happens to be her mom. Are you an archer also? Did this come from you? I just do archery and hunting. She beats me every day. Are you a hunter also? Yes, I have a hunter's bow. That's cool. There are no sights on her bow. Oh, wow. Really? At all. Everybody shoots with the same identical bow. It's just set

007up for your pool, what suits you. And there are no sites. Oh, my goodness. Wow, that is so impressive. So everybody's on the same playing field. It's amazing to watch these kids do this. Yes. That is so cool. Be so proud of yourself. I know it's hard to stand up here, but be so proud of yourself. You're going to do big things. Yep. That's awesome. I'm going to give you a standing ovation. Okay, our next recognition will be directed by Gavin Frankenfield, our band director at the Coffey County Central High School, and he's going to recognize the Winter Guard. Yes, hello. Thanks for having us for one to be recognized I'm a very small piece of this puzzle I'm

008so I'll turn it over to their instructor Jordan guardado in a little bit But just a little bit about the winter guard this year We had 12 members and they had their production was called the seat of her own and I'll let Jordan kind of explain He was the that was his brainchild. He created that and all that's all at him explain it But we had 12 girls and our seniors were autumn gokey Tanisha Thomas junior Rory King Sophomores Selena Garcia, Sarah Maxwell, Lexi Mitten, Jean Walden, and then freshmen Haley Busse, Emily Flowers, Caroline Matthews, Lily Scher, and Nora Tabor. And these girls have worked really hard. We have them in the fall for marching band, but then in winter these girls go off and do their own competition circuit. They had five competitions this

009year. They placed first at the Green Hill competition. first at the Wilson Central Competition out of 12 groups, first at the Columbian Central Competition out of 11 groups, second at the Segal Competition, and they got bronze medalist and the Southeastern Color Guard champion, Solastic Regional, AAA Division out of 25 total teams. And with that, they were the Tennessee State Championships. So that regional championship, there's groups from Alabama, Mississippi, Kentucky. all from around the southeastern region, and they placed third out of 25 in their class. So I'll let Jordan explain kind of the show and kind of what Winter Guard it is, but that was kind of a breakdown of their season. Hi, like you said, my name is Jordan. I was with them for the Winter Guard this year. And I think Color Guard's not

010really that known about. Did anyone here do Color Guard or Winter Guard or know what Winter Guard looks like? So yeah, I was really excited to go to the school and provide this for an outlet for the kids because their instructor did leave. So we had a great season. And so you go to all these schools and it's going to be a prerecorded song. So like something you hear on the radio, like anything can be a Winter Guard show. I've done like a Beyonce show. I've done a musical show, like anything you think of. And the girls just go and perform. And I was really excited to just share like my love of Color Guard with these kids because it's not really big in small towns. Like I went to a small town growing up

011and the Color Guard had three kids the whole time. And so like now I also teach Color Guard at Smyrna and we have 30. They're growing here too, so it's going to get bigger every year. And I'm just really proud of the girls because they showed up every time. We would have 3 a.m. call times. We'd have to drive two hours to a contest. They all show up in their pajamas at 2.30 in the morning to try their best. So I'm really just proud of them and how hard they did this season. And we have two of them here with us. We have Nora and Caroline. They're both freshmen, I think. Yeah, so they're both freshmen, and they're going to keep doing it. So, like, we're building another generation of color guard people. Thank you.

012Yeah, me, Mr. Frankenfield, or the girls are more than welcome to answer any questions that you might have about Winter Guard. So is this performed in the gym, on a stage, on the field? I've never seen Winter Guard ever. It's typically performed in a school gym, and part of the, you have to pull out, usually the time limit is. Yeah. So that's part of the, like. So is it a lot like what you'd see on a football field? Or is it I would say it's similar but it's just winter guards like on a football field It's like you're a color guard member and you have your flag and that's it So winter guard we have like a 50 by 70 vinyl floor that we have to bring with us So like that's like so happy

013This year like our show was like loosely about fences and chairs So we had like 12 like 7 foot long fences like 13 kitchen chairs like they each had two flags They had us they had a saber they had a rifle plus like They're uniform and everything. So it's just like more in depth and involved than like just like a marching band show on the field. Cause it's like just color guard and like seven minutes feels like a long time. But when you only have like 11 to 12 girls and you have like 40 different items, seven minutes flies by. Yeah. We were cutting it close every time. So like after seven minutes, they'll start giving you penalties and stuff. Every time we were like six 59. Um, so we, we was hustling out there.

014That's interesting. I didn't know that there was a timing on setting it up. Oh, yeah, and if you go too long, like every second, it's like a tenth of a point. So it can bring you from first to last quick. Congratulations, girls. That is just awesome. It's awesome that public schools can provide this kind of experiences for children. There's something for everybody if you take advantage of it. I know you girls are enjoying it. And you seem very passionate, and I'm here for you. Yeah, I love teaching kids. And how do you pronounce your last name? Guardado. Guardado, okay. I will say, usually at our Fine Arts Night at the high school, we usually showcase the Winter Guard. So if you are ever interested in seeing kind of what they do and all that, it's

015usually at our Fine Arts Night at the high school in early February, usually. So if you're interested, I would recommend coming out to that to have an idea of what Winter Guard is. It's very different than marching band. So do they perform at the football games? If they're in color guard, yeah, but winter guard is entirely separate. So it doesn't have to be the same students? No. Usually we have a couple that join us or a couple that leave for the winter. So they audition and that's the team that they get set in the winter, and that group is really tight-knit and they work really hard and they audition for that group. But in the fall it's completely different girls most of the time. Have you uploaded videos to YouTube or anything? I'm curious. I

016want to see. Yeah, I bet there's a couple videos online. Okay. So there's certainly... Good done, Rabbit Hole. No, and one of the things that makes it really important is some of these groups we compete against have had long-standing 50-year programs. Their Winter Guard fees are $1,500 a kid. They have a staff of seven different adults. They fly people in. This was just me and 12 girls in Coffey County. And we pulled it off. That is great. Thank you. They work really hard. They do a really good job. Seven minutes and all that stuff, that's a lot. To get up at 2.30 in the morning, that says a lot. A lot of commitment right there. Dedication. Congratulations. Thank you. Oh, that's four. I couldn't see. Sorry. Okay. We'll start with Ms. Gilley. Hello, it's Bobbie Gilley, New Union Elementary. Just wanted to go back and recognize my top 10%. I failed to do

018that at the last meeting. We celebrated at Lane's reunion on April the 27th, and those students were Abigail Schmidt, Alexis Ader, Cutler Creek, Caleb Monroe, and Emma Horton. We also recognized these young students at our graduation ceremonies as well. On May the 19th, we participated in the fifth grade field day, and the Rebels brought the trophy home. We won first place, so we're very proud of those fifth graders. Not long after that, on that Saturday, we had the Rebel Rumble Car Show. I think I talked to you all about that at the last board meeting. And we had over 150 cars in the high school parking lot. It was a fantastic day, great fundraiser for us. Everything turned out really well. On May the 14th, we participated in Lemonade Day. Our profit was right at

019$8,000. We had to choose a nonprofit to donate some of that money back to. And our fifth grade students voted to... give that money back to the Coffey County Fair Board because one of our students, Ellery Little, her father is Stuart Little, and he's the president of the Fair Board. So that's where they chose to give back their 10% of the money. Let me see. May 21st, we celebrated two of our retirees, Betsy Ratliff and Janine Henley, and it was a very honorable... evening to be there i got to have my picture made with mr ray wenton who was principal there for 24 years i think is what he told me and then miss janice watt was also principal there and i was able to get my photo with them because when i did my

020student teaching there 30 years ago i was with miss janice watt and mr ray wenton was the principal so it was just a really unique experience for me A funny side to that story is I had told the teachers earlier that day, I said, be prepared tomorrow. We're something odd because we're going to paint each other. Well, what I meant by that is we have bought little boards and we were gonna paint you had to paint the person across from you Just a little fun activity in the school year Well miss Ratliff who was retiring looked at me and she said I don't want to go and she said I don't want to go with purple paint all over me because she thought we were literally gonna paint each other So I had to explain

021that situation to her but it was really sweet And then I made 22nd we dismissed for summer and on the 29th I had a meeting with some of my planning team getting ready for the new school year So do any of you have any questions about new union? Thank you. Mr. Parsley's making his way up here. You can't control them making limits. We had a tough night there. We had to move graduation indoors. I appreciate that. It's why we do what we do. And I tip my hat to you. Just a lot of prayer, a lot of leaning, a lot of worrying. They executed plan B. I really enjoyed graduation in the gym. I haven't been to one of those since I was in 11th grade, and I thought it was great. Much better than

022then. It went over very well. You worry, maybe you're a little concerned about having that sort of crowd in the space that we were in, but it really did go off well. It was nice. It was very pleasant. I can't necessarily say that I would prefer to have it in the gym because it is very crowded and it does create some logistical issues. But it was an extremely nice event. Yes. Thank you. So I wanted to share with you all just a couple of things this evening that we've got going on at the high school. Of course, it's summer. We have had summer school going on for the past couple of weeks. We've also had a construction project start at the high school, and it has started very well, and they are on track. And

023I imagine Mr. Shores may share more information about that, you know, at the end of the meeting. Some of you may have heard this past Saturday, there was an event out at Cardin-Gerald Field. And Alonte Taylor, one of our former students, a student athlete who played football at Coffey County, is now a Tennessee Titan. He was traded to the Titans just a few months ago, and so he's a Tennessee Titan now, lives in Nashville. He put on a free football camp. here this past Saturday and I did not get to go over to the camp I was actually over at the school doing something related to the camp but there were there were student athletes you might say young kids down to I believe it was age five all the way up through 18 years

024old and the numbers were in the hundreds I mean they just had an extremely large crowd of kids that were there for that camp so we're just we're we appreciate that he was willing to to put that on uh free of charge to all those kids uh this past weekend uh donated his time and i'm sure those kids that'll be a memory for those kids and they will have grown with respect to their football skill as well i imagine also want to let you all know received a little bit of data today regarding our state dual credit testing for this past school year. And we don't receive the AP testing scores until July. We won't have official and of course testing. for TN Ready for quite some time. But we do have some state dual

025credit data, and this is not individual student data. I wouldn't be able to share that. But I want to let you all know that we've got 45 students who passed a state dual credit test this spring at the high school. And, I mean, those numbers are really good. For some perspective for you, last year we had 26 students pass a state dual credit test. This year we had 45. You know, the classes that we offer state dual credit courses in are American history. criminal justice, and introduction to business. And if a student passes the state dual credit test, the state has cut scores that they deem are a passing score. Now, if you don't make a passing score on the test, that doesn't mean you don't pass the class. You earn the high school credit

026with an appropriate high school grade. But if you make the cut score on the test, you also earn college credit. So again, 45 students passed one of those courses. 26 last year. Going back two years, we had 22 students pass one of those courses. So we're proud that we've got even more kids this year that have earned college credit. So I thought I'd share that with you all. That's really all I have to share this evening. Are there any questions about these things? The dual credit courses, are those offered as a junior and not before then? No, you can take them prior to that. You can take them prior to that. There are some classes that we have prerequisites for, and so there's an order for those. But when it comes to state dual credit

027history, for instance, you can take that prior to junior year. That's really impressive. Thank you. Thank you, Mr. Parsley. Thank all you principals for being here. Okay, Mr. Hansard informed me, and I was amiss in not asking for discussion on approving the agenda. So I think we probably need to go back over that again and open the floor up for discussion. How would we handle that? Is it appropriate just to do that? I think you'd be fine, yes. Okay. Is there any discussion on the agenda? Of course, if the agenda is passed, that means that the consent items are also passed. So are there any discussion on any of these items at this time? I'd like to bring up about our policy committee meeting whenever we get to that. Okay. I think that under these

028policies that are on general consent items are the second reading. So these policies do not pertain to the latest policy committee meeting. So this wouldn't be a part of that. Do you understand what I'm saying? All of these are in the five category. And so these policies, it's the second reading. Does that make sense too? When would be the appropriate time, I guess, to ask about how we resolve us being in a sunshine law? I would say that would be when the director gives his report. Okay. We can ask some questions about that at that time. Okay. If we need to. Yeah, under items for discussion. Okay. But are you okay with it? Sure. I think that policy. was in the sixth, you know, the policy committee. I want to make sure that we got

029that before we get to that point. I had the same question because I didn't realize this was the second reading. Okay. All right. Is everybody okay with the agenda being approved as we did? I have a question on the use of facilities for the middle school baseball field. And I was looking at it. You know, they had, I think, a two-hour block, but yet they didn't have. custodial fees and i just want to make sure that that's normal for outside fields that we don't charge a custodial fee you know for when they does anyone want to address that yeah i mean because i'm sure they'll be trash you know just just want to make sure that it's cleaned back up the way we have done in the past is the only time the custodial fees

030are waived is whenever there's a employee present in the in that group and they're there to take care of it and willing to take care of those. That certainly goes back to our football field. Different times somebody might want to use the football field. If there's somebody that is part of the group that is employed and willing to do the cleanup and that is taken care of, it's up to this board on that. But it's virtually the same as what we do. With gyms and everything else if there's an employee we weighed the custodial fees because they pick up the trash employee that's a parent on the team? I don't know. I think this is middle school and I don't know if Dr. Anderson is aware of it or not. I'm not aware of it.

031So does the custodial service fee apply to when something is outdoors at the baseball field? I'm just curious. Our facility use policy doesn't, I mean, you have outdoors and you have indoors. It's just a facility, and we charge so much for different facilities. No matter what. Okay. I don't think there was a distinction between outside or inside. Well, I know it says we understand that labor fees will be charges needed for building, supervision, cleanup, and use of kitchen facilities. I'm sure that maybe pertains to the outside, too, but it pretty specifically is talking about the building. I'm sure you could mess a ball field up also with debris. And somebody's always been here in a facility use also to explain that if there was an employee because that was the only thing that got those

032sidestepped was if there was an employee that's taking care of it anyways. I just need to make sure that it's cleaned up after their practice and not left in a mess. There's a number to call Kevin Duncan and see if there is a school employee that's part of the process. Wouldn't you all prefer? I mean, we need to treat everybody the same. I can give him a quick text and ask him if that will help any. I just need to clear it up. Because I actually do have his number. Okay. His number's on here also. Mean we certainly understand we certainly need to treat every every organization the same early right and if Chris just pointed out It's to start tomorrow Also, there was one more thing I didn't find and maybe I just overlooked

033it the supporting document for item number two under general consent The cook bowl, Tennessee camp Did I just overlook it or it's in there? Okay. Would you mind to just maybe email that to us? And put back into, it'd have to be put back in as agenda item number eight to discuss that and have a vote they're going to have to pay for. Right. Yeah. 035number eight. Okay, so action item number eight will be approval of the CCCHS Cheer Squad Camp in Cookville and the Coffey County Central High School. No, the use of, sorry. Yeah, it would be. Ms. Matthews wants number two pulled out. Okay, two is pulled out. But number four moved to action item number, making number eight. Am I right? You don't want to discuss this. I mean, I guess we can't. Will that interfere with the dates on getting this approved for them to go? I doubt it. I believe that's not until July. I don't know when our July board meeting is. It's like the 13th, I believe. But, I mean, I think Shannon has the document. We just need to. Okay, well maybe if we make it another item and you can pass the document out

Madam Chair. I move that we go with the second option that we operate under policy 1.201 under the line 28 of chair pro tem. We only have two meetings left. If you can't make it, the board can appoint someone that night

040back and do on the agenda number four the presentation of East Coffee Elementary and Hickerson Elementary Building addition rendering with Wold. Sorry about that guys. I thought we moved them to like 14 or something. I'm going to pull this back so I can stand up the way of the screen so you can see that. Thanks for having us and for going back You had asked before What might these look like these proposals and if you remember where we're at in the current process is we're in what would be called? Predesign or budgeting going to the county to ask for requests So as part of that process, we've developed space programs to determine what the square feet of the building would be, look at the buildings themselves and determine what type of materials you would likely

041use in the building and how that would mass out to arrive at what a budget would be for these projects. You've asked to see renderings, and I'm going to preface this by saying right now, this is just a concept to show you that because we've had... literally no conversations with you about what you want it to look like. So these are things that what it could look like. You have one building that's proposed as additions and renovations at East Coffey, and you have one building that's proposed as new construction. It's easier to envision what additions and renovations would look like because you're most likely matching the building. New construction could be a lot of different things, but it's showing you this is how it might fit on the site. This is the type of materials

042it would have, and so I'll show you what that would look like. If you can move forward, Jacob. We'll start with East Coffee. This is the one that's proposed for additions and renovations. So if you remember, we have a diagram that's overlaid with the floor plan to show the components and the pieces of what that might look like, as well as a diagram for how that would fit on the site. You've seen this before. The next image shows... This is what it might look like if we were to extend that. As I said, you'd likely want to match that existing building. You would like it to look like it has always been there. We've improved the overall entry by replacing that canopy that runs along the face of it, and the new admin area moved

043to the front door. gives us the opportunity to put a different roof form on there, have that face the parking lot. The parking is all redone to separate the buses from the parent drop-off. And the larger addition for the gym, the media center, music spaces is off to the back. Same type of roof. This gives you a diagrammatic look at what that might be relocated playgrounds towards the back of the building But more or less looks the same as their existing building Be cleaned up nice coat of paint on a lot of these surfaces where it applies but masonry as the as the base Building element throughout and the idea is that it matches What you have at the other buildings as well. So the next image shows Interior, a gym is a big part

044of that. We've toured these buildings with many of you. As you can see, this is intended to match what you have. We want it to be equitable between the buildings, so very similar to the other additions you did a few years ago. Sloped roof, windows into that gym area, performance space to the side. So very easy for us to envision what that would look like. Hickerson, a little bit different. We have on that site, the idea is that you're replacing the building on the same existing site. So we can't build it, obviously, on top of the existing building. We have to build that towards the back of the site. We don't want to lose very many trees in that process. It's a very nice site for that. We want to make sure that we're maintaining

045that. And so what we've taken a look at with this is what might a two-story building look like on this site? One story would fit, but two-story would give you a little bit more efficiency. It reduces the footprint. It's a smaller roof form. So the next image shows what a two-story building might look like on that site. Again, if we go through the design process with you and you say, no, we want it to be very contemporary, modern, it would look different than that, but it would still likely have masonry, have metal roofs, a lot of windows coming to the site, that canopy. So trying to make it fit in with the other buildings, have a similar quality and feel to it, but that's the materiality for that. Again, separating out the buses from the

046drop-off area. relocating the playgrounds in the back. This is the helicopter view. Not many people are going to see that coming in. So the next view shows what it might look like if you were approaching the building and car coming in. Conceptual, not a final design, but just enough to give an idea of this is what it could be on that site. It's set back a lot further from the road too, which is going to greatly improve traffic, which I think is an important feature for that. I think that's the last image. In April, we received $3.9 million in revenue, which brought our balance to date to $47.9 million, which brought our budget to 90.05% compared to last year of 90.22%. 14.4% of the revenue that came in in April, which is $574,000, was local. We got 3.3 million from the state, which was 85, 85% and then about 26,000 of other going down to the expenditures. We we spent 4.4 million in the month of April, which brought our balance to date to 44. $44 million, and then used a percentage through April of 73.72%. Year-to-date last year was 71.19%. And the biggest reason for

089the increase between last year and this year was the extra pay that we gave out in December and then the estate bonuses that were given out from the state. They were all very respectful. It was great. Our facilities looked wonderful. Loved it. We also have a new football coach, Mr. Freeze, or Coach Freeze at the middle school. 108work at the high school with the security improvements with doors and walls is under the way. They're ahead of schedule right now. Mainly, a demo is taking place. It looks really different with a bunch of those walls being removed and things moving forward. It's looking really good. Anxious to get them started with the... framing on this Wednesday. So we're gonna start seeing some really changes in that area. Bleacher seat replacements for the broken bleacher seats. That's supposed to start on the 22nd of June. Band and choir ceiling tile and work on those rooms have been taking place for the past couple of weeks, updating things as well as putting in higher NCR. rating tile and that's to help deaden the sound a little bit from it bouncing and that's something through us and Mr. Frankenfield

109and it's going to make a big difference for that band room and the students as far as their hearing we're hoping it makes a big difference with all that a lot going on a lot taking place do want to let you know that the Weapons detection systems have arrived. They're still boxed up. They're at the high school. So we will begin that plan for our training on all of it and a starting date with it. We're looking at the possibility of, after Labor Day, actually getting it started. We've got to work things with the training and the way they want to do some training. So there's still some things that we have to work through with the high school to make that all happen. The other thing on here is the engineering plans approval for

110the high school, and that's dealing with the walls and the construction that's taking place now. That's fire marshal plans, and that's coming out of what you had already approved as the contingency fund. So even though it's showing up on this report, it's coming out of the contingency fund that was already approved. It just has to be shown that direction. And I think that's pretty much it.
