001Good evening. I'd like to call this meeting to order. The required public notice of this meeting was sent to Community Newspapers Incorporated and Metropolitan Press on October 10th, 2025 and posted on the doors of the district office. Additionally, meeting notices and agendas were posted on the district website and distributed to the City of Brookfield and the Village of Elm Grove for posting. Let the roll call show that all board members are present. Will you please join me in the Pledge of Allegiance led by Abby Welch. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Thank you. May I have a motion to approve the agenda? I think you have a motion and a
002second. Is there any discussion? Hearing none, all those in favor of the motion, please say aye. Aye. Thank you. That carries on voice vote. Our first agenda item of the evening is the celebration of excellence. Mark, are you going to kick this off? Sure. As Ben Prather makes it to the podium, we'll go ahead and turn to him for the first introduction. So here tonight we have Todd Hayeski and Jordan Masnicka from the Robert W. Baird School Finance and Banking Team. I have a strict script to stick to here, so I will. This business team provides comprehensive financial guidance and support to Wisconsin school districts. They assist with everything from refinancing debt, Budget forecasting and their school analytics tool allows districts to compare their financial staffing and school information against neighboring districts, providing valuable insight
003for evaluation and planning. I can just say on a personal note, they have been just phenomenal for school districts across the state. We call them the Avengers team because they come in and they really help public schools out a lot. So thank you guys very much. Thank you guys appreciate it Wanted to give a little more context each year the Wisconsin Association of School Board allows a school district to nominate up to five business partners And we have two business partners Baird as one of them. Did you guys want to offer any comments? So I don't have anything prepared but I would say it's a we do work with a lot of school districts across the state It's an honor to work with Elmbrook School District Such a great reputation great board to work with
004so It's our honor and I really appreciate working with you guys great as mr Wheeler makes his way to present the certificate We'll also do a picture here in a little bit Scott. Yes, I've got here just a certificate to honor you from the school district of Elmbrook for your team and all that you've done for our school district and just want to thank you so much and We could take that picture now. Sure. So we'll use Do we have like a logo on the background that you want? Okay. Ben do you want to get in the picture? Thank you Baird for your wonderful partnership our second business that we're looking to honor is the Sharon Lynn Wilson Center represented by Sandy Wysocki the executive director The Sharon Lynn Wilson Center for the Arts is
005a cultural anchor in the Greater Milwaukee community The school district has been a key partner with the center since the center's opening in 2002 Hosting over 70 fine arts performances and events each year mostly in the career I'm sorry mostly in the center's 600 seat theater over the past three years the Sharon Lynn Wilson Center's leadership team led by Executive Director Sandy Wysocki, has strengthened its relationship with the district through visionary leadership, collaborative planning, strong customer service, and investments in its facility. The School District of Ellenbrook is grateful for the long-standing partnership and our ability to use this valuable community resource to showcase the talents of our students and the associated staff. Congratulations, Sandy. Thank you for your partnership. Did you want to say any words? Scott's going to make his way to you as
006well. I just want to comment that it really is a pleasure to have your students and it's also been not only are you someone who leases our space but you're a partner and we really enjoy the students as Mark said we've worked really hard together to upgrade our facility we meet quarterly to try to find best practices and on the front of the house the back of the house we really have enjoyed the partnership so thank you very much Thanks, Sandy. Appreciate it. Congratulations. Scott? Sandy, I've got, again, a certificate here from WASBE, the Wisconsin Association of School Boards, and the School District of Elmbrook honoring you, recognizing you for this partnership and all the great things you've done over the years for our students. And I can certainly say for my own children that
007have benefited from just the shows and the concerts there, thank you. It's a beautiful space and has allowed us to do a lot of great things in our schools with the arts. So I'll take a picture. Are there any? I should just ask any board member questions comments we have about the two celebrations back since okay our next agenda item is the high school student representatives report and we have a new group of student representatives maybe they can introduce themselves and then Mark will kick off this agenda item you guys want to introduce yourself let's start with East hello my name is Natalia De Granville and I'm currently a senior at Brookfield East High School hi I'm Avi Muthupandian and I'm a junior at Brookfield East hi I'm Lucia Brewer and I am a junior
008at Brookfield Central hi I'm Abby Welch and I'm a senior at Brookfield Central Thanks for being here guys I know you've done some homework and we're gonna start with a presentation from Brookfield Central on the things going on there and then we'll turn to East and then we'll kick up our topic Central why don't you give us your update Absolutely starting with our academic highlights We have had a great start to the school year in terms of college and career readiness with high student turnout at post-secondary information night on September 29th and a number of well attended college rep visits held before school and during our Lancer block period We're also excited to highlight statistics that we've recently received regarding our 2025 AP exams. Last spring, 505 Lancers took a total of 1,117 AP exams,
009with 93% scoring a three or above out of five, and 250 earning the distinction of AP Scholar. This year, 15 Brookfield Central seniors have been recognized as National Merit semifinalists, and there's certainly some last-minute studying going on tonight as 220 sophomores and juniors prepare to take the pre-SAT and National Merit Scholarship qualifying test tomorrow morning. Moving to our activities highlights, Central had a very successful club and activity fair held during all lunch periods on September 22nd and 23rd, which has helped students connect with new people and excited greater involvement in our BC community. Specifically, we'd like to highlight our Key Club, which has just been recognized as the largest in the country, and BC Blue Crew, which has had participation from every sport at BC at at least one meeting so far this year, exemplifying
010their theme of commitment. In terms of our arts highlights, rehearsals for the BC Fall musical Something Rotten are underway, and tickets to the four performances in November are already almost sold out. This past week, Chamber Choir participated in a workshop and performance at UW-Milwaukee, and looking ahead, the Lancerettes and BC Band are excited to perform at Fairview South's Homecoming. And finally, kicking off our athletics highlights, both girls varsity tennis and girls varsity golf competed in sectionals this past week, with both teams sending athletes to state. For tennis, sophomore Mikayla Smith, along with seniors Espy and Ellie Rowe, will be representing BC and Madison at the end of this week, and senior Abby Welch represented BC Golf well in Madison yesterday and today, placing 24th out of 75 athletes. Boys Varsity Volleyball had an eventful weekend
011with two athletes setting new school records. Senior Weston Hink set a new record for career aces with 123 and counting this season. And Senior Derek Trice set a new record for career blocks with 143 and counting. Lastly, Key Club hosted the Gold Out Game in collaboration with Brookfield East, raising awareness for childhood cancer. And BC Hope Squad hosted the Hope Game where they collected nearly $300 to support mental health awareness and suicide prevention efforts at BC. Great update. Thank you. How about at Brookfield East? So first, looking at our arts highlights, the Brookfield East Drama Department is working on this year's musical, Pippin, and the musical will debut on December 4th and will run through the 7th. Additionally, Brookfield East Band Department will be hosting their annual chili dinner this Friday before the homecoming football
012game. Looking at our activities highlights, seniors won this year's Powderpuff football game this past Saturday, and this Saturday is our homecoming dance with the theme of Enchanted Garden. Festivities of a whole spirit week just started, and this Friday is our whole school pep rally where our homecoming king and queen will be announced. Additionally, yesterday's class officer positions were officially announced, with junior and senior officers getting ready to raise funds for junior prom and senior ball. Looking at our athletics highlights, girls varsity tennis most recently played in subsectionals and subsequently sectionals, excelling in both, earning their spot in state. Additionally, the girls varsity golf team also recently announced they're heading to state. Last Friday, the boys varsity football team made a jaw-dropping comeback in the fourth quarter to eventually win against Marquette with a close score
013of 29-28. Additionally, last week Tuesday, the boys varsity soccer team won against Brookfield Central. Looking at our academic highlights, parent-teacher conferences were held on October 8th, helping parents and students receive feedback on their work through the first half of the term. As we come close to the end of the first term, many classes push assessments and are notifying students of when finals will be held. Most notably, eight Brookfield East students were announced as National Merit Scholarship finalists. And finally, Shilpa Kumar was announced as a U.S. Presidential Scholar for the state of Wisconsin, the seventh Elmbrook student to be named a Presidential Scholar since 2017. pretty amazing you had to get that last dig in and cross town didn't you well done well done the topic before we turn to the topic why don't I open
014it up for board member any questions about the activities going on in either of our high schools let's jump to the topic which is the start of the school year tell me about some of the highlights from the start of the school year so far who would like to start Abby you want to start I can start One of our main highlights from the start of the school year was our successful homecoming We had a very engaging homecoming assembly with both staff and students saying it was one of the best ones they have seen and Very high participation in spirit events we have also kicked off many clubs activities and athletics as Lucia discussed with lots of our teens heading to state and We have been creating a strong community at BC and forming new
015friendships as we welcome both new students and freshmen You're the aforementioned Evie Welch that went to State for golf, correct? Yes, correct. Congratulations. Thank you. How about it, Brookfield East, what did you guys hear about the highlights from the start of the school year? First of all, we've had our clubs opening up in advance that have great turnout and participation overall, and we're seeing a lot of growth and connection from upperclassmen in the freshman year, the class of 2029. And it's not on here, but we are looking forward to our homecoming that's coming this weekend and our spirit week that's happening right now. I was at East today and the hallways are cluttered with stuff. I don't know how to describe it. Well done. Let's jump to what our students most looking forward to this
016year. Central, do you want to start again? Yes. So as we mentioned before, lots of athletic events coming up that people are excited for with our last football game of the season this Friday and girls tennis state is Thursday. And also tonight we have our last conference game for boys soccer. So lots of athletics. We also have started raising money for both junior prom and senior ball, which lots of students are looking forward to. We have been doing competitions in LancerLink to help engage students and help them form better connections with not only their Link classmates, but also the rest of the school and engaging everyone. And then also lots of senior nights. We just had our tennis senior night, and it's just a great time to recognize all the seniors and the hard work
017they have put in their past four years of high school. Abby why don't you keep it going and tell us how we can improve the start of the school year from your perspective and what you heard from your classmates Yeah, so definitely we talked about some successful clubs But also lots of freshmen or new students don't know about these clubs So we would like to improve the calendar make it more clear and accessible so that students not only know all of their opportunities But how they can get more involved at central specifically we have 133 clubs which can be a lot lots of people don't know about all of them or aren't sure which ones they would like to join so by making this more clear and especially displaying first meetings people can get a
018taste of the different opportunities we have at central and see if they can have an easier way to ease into school and decide what clubs they would like to join great suggestion can you promise me that you'll talk to mr kerth and mr gretzmacher about that Yes we have lots of opportunities to talk to them through both our inner club council and our council relations where we can bring this up in the future And if East wants to take that recommendation I think that would be a benefit for all students How about things that have gone well from the start of the school year? What are your classmates looking forward to? We're looking forward to our homecoming this week, obviously, but also looking a little bit further down the road. We have our junior prom
019and our senior ball a little later. We have our football games as well as soccer games and basketball games and volleyball games and lots of new clubs as well as the start of a lot of clubs and club seasons. I'll just keep it moving. How can we improve? There's more welcoming of friends for freshmen is something that someone suggested to me, especially helping those that struggle either academically or socially. And one way we could get through with this is having upperclassmen groups help with this process, especially like honor societies. So obviously the language honor societies, but mainly national honor society could be a really big help here. Another one was to promote like student section participation. for a more diverse selection of sports. So there's a lot of participation in football games and a lot
020of spirit there. We don't see as much spirit in other sectors like basketball or football or even like swim or cheer or dance, stuff like that where there's not as much participation. And finally, we could facilitate more social and academic interaction by making club day happen a little earlier. So this might be just an e-specific issue, but I felt it was a little late this year and it... help it would help a little to be it would help for it to be a little bit earlier so that freshmen who are struggling socially could have a community that they could bond with great suggestion that's a calendar item that you could bring up to your principals as well great stuff guys any questions from board members quick one yeah mary first of all thank you for
021being here this is the my favorite part of every meeting um what's one thing that's your focus this year whether it's an activity that's your favorite or something that's coming up i'd like to hear from each of you So one of my main focuses is golf with just wrapped up. So another one of my focuses that I'm excited to start working more with is DECA. I really enjoy participating in DECA. And with our first regional competition coming up, I'm excited to get to work more with that. One of my main focuses during the winter season is mock trial. I'm very involved with not only our mock trial competition team at Central, but also coaching and judging the middle school mock trial program at Wisconsin Hills. So I'm really looking forward to getting that season going
022as soon as the State Bar releases our case for the year. I'm looking forward to debate for this year. So the season just started up. I'm the captain of the Brookfield East debate team. And I'm looking forward to not only improving my own skills, but also helping the sophomores and the freshmen that are just starting up. I just finished up my tennis season. So now I'm looking forward to being on the board for Model UN and Brookfield East Women's Alliance Club. So being able to hold another women's panel. Sounds like you guys are busy. That's pretty awesome. Any other questions from board members? You guys are welcome to stay, but I know you're pretty busy. So if you want to get up and go, that's fine, too. Thanks for your updates. You guys did a
023great job. Our next item on our agenda tonight is the Citizens Forum, which is an opportunity for members of our community to address the board on matters that fall within the purview of the board, but are not on tonight's agenda. If you'd like to speak, Christy, to your right, standing up there, has forms. Fill out a form. There's a list of expectations on the back. which are pretty well known by those in attendance tonight. We do have two requests to speak. The first is Leanne Weed, a resident of the district. Leanne? Good evening, Leanne Weed, district resident. I recently read an article in the Waukesha Freeman announcing the beautiful renovation and reopening of Fairview South I want to thank all the board members who supported and championed this upgrade to Fairview South including Kathy Lim
024and Linda Boucher their legacy includes this important investment in our children There is another person who in my opinion was instrumental in advancing this investment in Fairview South and who deserves both acknowledgement recognition and sincere thanks for making this happen and that person is Angie Pingel Angie has spent years publicly advocating for the preservation of Fairview South not only for her own son but for all students who could benefit from attending Fairview South people may not know or may not remember but it was only a few years ago when many of us in the community heard rumors that Fairview South would be shuttered and closed it seemed like a foregone conclusion Angie Pingel however chose to advocate for this gem in our community she knew the positive impact it had and has on her son
025and others and she wanted other children and families to experience the benefit this school has to offer so for many years Angie has chosen to attend and speak at virtually every single school board meeting she has worked with members of the school community and kept this issue in the forefront of our district She could have easily given up spent her evenings at home and simply focused on her own family, but she didn't do that I imagine her time is exceedingly valuable, but she unselfishly spent it advocating on behalf of other children and families So tonight with the recent reopening of Fairview South i simply wanted to speak at this board meeting to acknowledge recognize and thank angie pingel for her tireless advocacy on behalf of other children families and our entire community thank you angie
026thank you leanne our second request to speak is angie pingel a resident of the district welcome back angie good evening i want to start my remarks today by thanking the board members that attended the ribbon cutting ceremony at fairview south The space is amazing and our kids love it. The Fairview South wing now matches the heart and soul of that school, which has always been beautiful, despite deplorable physical accommodations. The renovation is impressive and I'm very appreciative of the work that was done by the Elmbrook staff and the board members that approved it. Thank you. I wish I could continue positive remarks tonight. But I do have to follow up on comments I made at the last Citizens Forum, where I requested transparency around the lawsuit brought against two sitting high-ranking board members that was
027decided earlier this summer. Unfortunately, I found the disclosure that was made at the annual meeting on September 22 lacking in transparency. While I cannot provide to address this, I used the response I received to my open records request last month. While I cannot provide a total with absolute certainty because of potential date gaps previous balance amounts that I can't reconcile and time entries that weren't sufficiently allocated by matter I can say that what I reviewed was still over $85,000 in billing by the district's attorneys to ultimately lose this case in contrast plaintiffs counsel cost a fraction of that amount at $13,247.33, but yet won that case. I do understand that the district has insurance that paid the vast majority of this nearly $100,000 loss, but that doesn't consider the distraction that this suit brought to
028the board, the administration, or the damage to the district's reputation. We are also intelligent in this community. And we know that repeated claims will cause your rates for insurance to eventually increase. It's really no different than your auto insurance if you have multiple accidents and tickets. And it's often not one single claim that does it. It's the totality of the claims. And the district has not been particularly successful in defending litigation brought by members of our community over the past five years. In my opinion, no one benefited from this suit. except maybe the district's law firm. All of this likely could have been avoided by properly analyzing the facts and the law and just admitting early on what you know you did. You made a mistake. That would have been transparency and accountability. So I
029ask you tonight, what does your conduct here in this lawsuit teach our children? Thank you. Thank you, Angie. That concludes our citizens forum brings us to our next agenda item Which is the consent agenda first loss for a motion to approve the consent agenda? And then I'll ask if there's any items that board members would like to pull Can I get a motion to approve the agenda? Consent agenda. I'll make a motion to approve the agenda Okay, we have a motion to approve the consent agenda with a second Motion made by Sam and second by Preetha. Is there are there any items that board members would like to pull? Sam just um a 2a and then just the minutes for September 30th only So just just item a in the consent agenda Yeah, that's fine.
030Where did you have something else? No Okay Anything else? Okay. So we have a motion to approve consent agenda items B C and D all those in favor. Please say aye aye Any opposed? Thank you. That carries on voice vote. Sam, agenda item A, and you can just focus on the September 30th. I just want to remove that item out of there and vote separately. That was an attendance that day. So I can make a motion to approve the minutes as presented with the exclusion of September 30th. Okay. So we have a motion to, let's see how we're doing this. So your motion really is to split the agenda item and just approve each day separately? I just. I'd like to approve the first four all of them up in September 30th we can just
031vote on that separately okay perfect any other discussion on consent agenda item a hearing none we'll just vote on a group of three and then separate September 30th for end here yeah here we go okay so all those in favor of approving the minutes from September 9th 2025 September 22nd 2025 the annual meeting budget hearing an annual meeting and September 9th work sessions or work session, please say aye aye Any opposed? Thank you that carries on voice vote Jean I'll move approval the minutes from the September 30th work session second second. Okay. We have a motion in a second any more discussion on that day All those in favor of approving the minutes from the September 30th work session, please say aye. Aye. Any opposed? Abstain. And Sam abstains. Thank you. Carries on voice vote.
032And that concludes our consent agenda. Our first action item of the evening is the resolution authorizing a taxable tax and revenue anticipation promissory note for cash flow purposes in an amount not to exceed $9 million. And we did have a discussion on this at our last part of our last work session September 30th, correct So yeah, just briefly As you all recall due to when we relate when we actually receive our revenues is not till January so we do have a low point in cash flow and We need to short-term borrow. Historically, we've always worked with the city. We did approach the city, and the city doesn't have the liquidity for our time frame at this point. I think in years past, we had borrowed with the city maybe closer to December, so they had
033their tax receipts. Last year, we did a TRAN with Town Bank. This year, we're looking for a line of credit. So we had discussion on September 30th. Right now, it's an action item, and I'll turn it over to the board. Okay, we can start with a motion on this, and then we'll take questions and discussion. Any adjustments you would like to make to the motion? So would someone like to make a motion on our first action item? Sam? Approval of the resolution authorizing taxable tax and revenue anticipation promise for cash flow purposes in the amount not to exceed $9 million from Towne Bank. I'll second. I think we have a motion and a second. Now are there questions or discussion? Sam? My only thought or concern is just that this is this town bank credit
034will only be used during the months of November and December There's no opportunity to use it beyond that because you're typically a one-year line of credit. I'm assuming correct Yeah, it would be a one-year line of credit. We would try to pay back as quickly to save on interest costs Okay, so I guess I just want to show that then it'll be borrowed against it after January when we receive our payments correct our cash flow after January wouldn't be necessary Would there have to be something in place to say that the district wouldn't use it just in case? For whatever reason I don't know but without least coming to the board to make sure that we're not dipping into that for any reason Our practice would always include board approval if we needed to go
035to the line of credit again. Okay Perfect. Any questions any other questions or comments? Now you I just have one just again because we discussed this and not a lot of people in our work sessions so Just so people understand How just kind of give us a sense of how big the trend was last year that we borrowed kind of and this is a nine million dollar line of credit and obviously this is probably something we'll do next year where do you kind of see the trend going in terms of the amount that we need to borrow and This is a shortfall to pay basically payroll, right? So we're paying our payroll every two weeks in order to make that until we start receiving the tax revenue. There's just this little gap at the end
036of the year. Correct. Yeah, my goal would always be to try to find a way to not short-term borrow. Last year, it was $11 million TRAN. We paid $165,000 in interest costs. Right now, we're projecting interest costs with TownBank to be around $50,000, so quite a reduction. I think the trend going forward is we would be borrowing less. if you recall we did a large transfer to fund 46 last year that drove up the amount that we needed to short-term borrow for cash flow needs because that that money is just for capital can't be spent in payroll yeah i just want to also reinforce that um i think the city is probably going to be making a first payment on their tid so they're not in a position where they can share the funds they
037used to in the past that may happen in the future but it may not happen in the future given what's going on at the city and i think ben has articulated well that he keeps an eye on that and had that communication i also think just to be clear we chose the town bank opportunity to borrow because it gives our business office the flexibility to borrow closer to when we actually need it and we aren't restricted by a number of transactions in a month. Yeah, correct. Christy, can you scroll down? I think this is included. Yep, you can see that Johnson Financial Group has five draws per month. Town Bank had an unlimited in their bid offer. So it does give us a little bit more flexibility, be a little bit more nimble on when
038we're taking out and so we can pay back quicker rather than taking large amounts out. So that's what you missed at the discussion September 30th, Sam. Any other questions, Sam? I just want to clarify, too, what you said about the last year's borrowing was $165,000 in interest, but we also gained interest on the TRAN money that we did not use at the time at about $70,000, if I'm not mistaken, right? So the true cost was a full $165,000. Am I remembering that correctly? I was just quoting the expenditure. Yeah. I just want to make sure publicly that we state that what there was also... It didn't cost the district $165,000 because of the way it was situated. It was $165,000 minus the interest that we earned from the TRAN money that we didn't use for
039that period, which was about $70,000 or $80,000. That would be the net amount, right? I think it's in that range. So I just wanted to be very clear on that. So I think our total cost, maybe it was $90,000. It was around $70,000, if I'm remembering correctly. Thank you, Sam. That's a good point. Piggybacking on your point to the fund transfer to 46. also helped us in terms of revenue calculation at the state level so that we could receive more aid, correct? And so, again, those are all moving parts, but that allowed us to receive more aid, which allowed us to ultimately reduce the tax levy. So, again, we're moving parts there. That's why that large transfer helped in the way the fund formula goes now, and the board made the decision that that is
040smart. Let's reduce over here, and it was a good rate with that. revenue coming in from the Tran. So, that's all. We have a roll call vote. I have a question. I would like to know if there's any effort underway anywhere in other districts or region or the state WASBE around timeliness of payments to districts since so many districts go out for short-term borrowing to cover their costs because their tax payments aren't timely is other efforts underway on that or is that something we should take up There are annual efforts underway to try to get the distribution to align with our expenditures but we've got to remember that the state gains interest off of holding on to the money as well. So a taxpayer is benefiting somewhere from where the revenue comes from and when
041it's distributed. Okay, thanks. Any more questions or discussion? Okay, roll call vote. Christy? Do you want to repeat the motion just to confirm which bank? Yeah, why don't you? Do you read that or do I read that? It's that motion on the screen from Town Bank. Just so everybody knows before I call on you. Okay, Mary Wacker? Yes. Pritha Krudyara? Yes. Jean Lambert? Yes. Wes Silla? Yes. Cheryl Mills? Yes. Sam Hughes? Yes. Scott Wheeler? Yes. Seven yeses. Thank you. That carries on unanimous roll call vote. Our second action item of the evening is a facility plan update. I'll kick this one off, and Chris is making his way to the table. I think there's a slide coming up here. So tonight I'm it's my opportunity to partner with Chris Thompson to provide an update to
042our 20-year facility plan Along with the actionable items relating to the agenda item that we're talking about tonight Is this the first slide? Okay and the selection of selection process for the architectural services and a construction manager so The board each year sets, has some strategic planning and sets district goals. This year we have five approved district goals, one of which is the development of a 20-year facility plan by June of next year. During a work session in August, the board, after a lot of discussion, decided that we wanted to take a more active role in this process and invest our time and energy into the development of this plan. The reason for that is largely because of how important it is to our community and the significant resources that would be required to support
043and maintain our facilities. And there are some significant needs, and we thought it will help us understand better this process if we're a little more hands-on. So over the past six weeks, we've engaged in three work sessions that have included some school tours, an overview of program offerings, background information about facility assessments and school finance. Those assessments were done a while ago, and board members always have questions because they're coded red, yellow, and green. And just what does that mean? And so we got to see exactly what that looks like. As you will see. Later on slide six, we do have several more work sessions coming up that are scheduled to help the planning process move forward. And as we begin to develop options for consideration, we look forward to engaging the community at those
044times to solicit more ideas and feedback on the ideas that are being developed. So we do expect to have a variety of things, and we'll talk about this more, but listening sessions, surveys, things like that. An important component of the creation of our 20-year plan is the selection of an architect and construction manager to provide support for the planning process. This isn't necessarily a construction team that's doing work for us right now. It's just that we have construction questions, and we have architecture questions, and we need someone with expertise in that area. And so that is the reason for bringing on an architect and a construction manager at this point, just to help us in this planning phase, not construction phase, to be very clear about that. So at this time, I'm going to turn
045the time back to Chris Thompson to share a few more details about the selection process before asking board members for questions and then tackling this as an action item on tonight's agenda. Chris. Thank you, Scott. Like many of our policies the policy describing the selection of an architect and construction manager is very detailed and some would say Maybe was created with a very specific purpose and I think that purpose as we look at the not necessarily the policy because the policy is just two paragraphs long with the practice statement, which has a lot of details to it Was designed to guide our district's effort to prepare for a referendum and this process that we've engaged in so far that was not the intended outcome so so it's it's it's we're trying to reconcile a very
046prescriptive process with a planning process that we're engaged in right now and so that's why we're talking tonight that's why we have an action item There are several action items that you'll consider this evening but really we're trying to stay true to our board policy while also Recognizing that we are just in the planning phase of this process right now so We do need, as Scott said, two key partners in this process to help it move forward. We can kind of do the walkthroughs ourselves, but we all have limited expertise in this area. We need an architect and a construction manager to design out options and cost those options for us. And that is what we're talking about tonight. So we put out a request for proposal to any and all area architects. We did
047not limit that list at all. And we received five responses, which are included in board docs for your review. We have a recommendation tonight to interview two of those five as finalists. And then we also want you to tonight to provide. guidance on that team membership and board participation. We will conduct interviews. We will then do site visit references like we would with any other vendor selection. And then ideally, we'd like to have the architect selected in the next. 11 days because Our design work needs to get going so that we can continue to work Move the board's work forward. So that's the process. It's a very similar process for the construction manager It just lags by about two to three weeks or so We just put out an RFP last week for a construction
048manager that deadline for proposals is the end of the month Again, same process of interviews, site visits, references, and selection by mid-November so that we can get going on the costing. So the board's role, as defined by 7211, is really you could choose, well, first of all, what was requested in the practice statement is for administration to suggest. candidates to be considered for architect services and we have two that we would like you to consider this evening and then we would go forward and interview them next week second thing is we would like board to determine membership on On this interview team interview and selection team could be volunteers at a previous work session We did ask for volunteers. We could do that again tonight. It could be the Finance and Operations Committee we scheduled
049our Interviews right after the committee meets next Tuesday. So if you want to stay longer you can just keep going Obviously to make the best use of your limited time and then the third thing we're asking tonight is to provide authorization for that interview and selection team so that they can make the final Determination for architect or construction manager. We could bring it back to the board We could bring the team's recommendation back to the board for a full consideration We just have to line up board meetings with With that process which could be done because we are meeting on the 28th of the month To approve the budget and so we could also then approve the architect Similarly, we could make our November meeting. I think we could make the deadline for a construction
050manager, too so either way you can either authorize the Interview selection committee to do that work for you or we bring it to the full board Those are the three items and then just for the whole context. We do have several work sessions scheduled You'll see those on the screen This process is a long one. Our goal is the end of June. So so we're we're just getting going But those are our next steps and we have created a web Page pages with all of this information on there. So eventually we'll want to refer back to This work and kind of the process for our entire community, but this is available now so questions comments, maybe the could tackle this several different ways as you can as you heard and i do want to say
051thank you to mark and chris for being responsive to the board giving us options so obviously there's multiple things we can do tonight there's multiple directions we can go if we say hey we all want to be in on this decision we want to authorize a smaller group of ourselves you know portion of ourselves to do this so perhaps that slide that's got the three things on it will be most helpful maybe we'll just tackle them one at a time would be my preference um that we can make a motion we can discuss and perhaps we discuss first make a motion after we hear kind of where the board is generally landing in terms of consensus so the first item is to confirm um just that we want to narrow down our architectural architectural firms
052to the two that the administration is recommending or do we want it to be bigger than that? How would we like to do? So let's take that number one first. Then we'll take the board membership and the construction manager selection team and then item number three there. So what are we thinking on? Scott confirmation. Yes, Mary. Thank you for all the work that's gone into this first of all I echo what Scott said about that And thank you for providing all the information in board Docs it was interesting reading to look at those presentations and This is where I would have come down to so I'm happy to see the two that you selected I guess I'd like to know your rationale for choosing those two considered a lot of factors certainly, I think we
053gave preference to size of company presence in southeastern, Wisconsin Working in districts like ours CESA one but also more specifically Waukesha County and and industry reputation Thanks and I don't know how you want to conduct the conversation, but I did volunteer at the meeting I do serve as chair of F&O and I'm still very interested in being involved in the process. So very willing to serve Other thoughts on item number one? I would be in agreement with accepting the administration recommendation based on the criteria that they've cited in terms of size and experience and proposals and projects completed and such. I think that's a reasonable recommendation and I would be supportive of it. Other thoughts? Sam? So at the work session, I stated that this process feels backwards to me where... We decide okay, we
054want to spend 80 million dollars and then now we're gonna go figure out how to go spend it in the schools the Epstein EEA report that was given to us gave us the areas of deficiencies that we can easily correct most of those can probably or the majority of them can probably be corrected in under five to ten million dollars maybe even less and I find this process right now discouraging, especially from being a resident in the district, that this isn't even like, let's figure out what we need. It's let's figure out how to spend $80 million. And that's exactly what's going on here because your construction RFP says, how do we spend $80 million? And you have to be a company that can manage that. So this whole thing is, it doesn't. it doesn't
055favor what the district is like what's best for the district what's best for the taxpayers but we're sliding this in under like this is what we want to spend now let's go figure out how to spend it i just think scott as the president i'm just disappointed in how you brought this process through this should have been like thought through like no let's do what's needed not let's do what we want and i stated that at the last board work session that i was a part of saying this is not the right way to do this now it's nice to have a taj mahal it's nice to have some really high-end facilities but right now the approach is not let's figure out what we need let's figure out what we want and i just think
056this process is backwards so i can't support this i do i will say this if we had to pick architects i think it makes sense to pick someone that has a part of this district and has a good understanding of our buildings and i agree with the last two options there as that but i can't support this process right now we're going about this the wrong way no business in the right mind would say let's figure out how to take 80 million dollars let's go figure out how to go spend it and versus like what do we need, what's going to make us better. We're the number one school district arguably in the state. We've got the best teachers, the best facilities, and yet we want to spend $80 million of taxpayers' money. And it's
057not fair. And it's not $80 million, by the way. After you pay interest on the 20-year note, we're billing the taxpayers $130 million. That's a lot of money. And this should not just be approached this way. We should approach this a little bit more like... like a business, like a common sense approach versus this backwards approach that we're doing. Scott, can I respond? Yes, go ahead. If you notice in the architectural services RFP, there are several financing scenarios given and a fee structure proposal from each of the firms that range from $20 million to $120 million plus. And so they had to each propose their percentage of fee based on that dollar amount because we don't know the dollar amount. This work. is not predefined. We had to give them a scenario. The construction manager
058one is a lot more complicated as far as the bid, and so we needed to give them a scenario that they could all bid on so that we could compare apples to apples. It's different than an architectural services fee because there's a lot more costs. know 85 percent of your costs of cons our construction costs and so we needed them to be we need them to be able to provide an estimate based on a scenario so that we can compare companies that's the only reason that we included 80 million dollars it's not because it's predetermined as you'll note in the architectural services it could range from any of that or none of that like i started with this is not a referendum conversation this is a facility planning conversation and we need both partners to
059get us to a facility plan We're not even to the point of deciding what our needs are. We just need a plan so that we can figure out then how to finance that plan and then if We need to involve the greater community in that plan or not and if we just use our own existing funds And I'll pay you back on that Sam since you you know directly Mention me being disappointed in the process. It's it's not a foregone conclusion But we walking through can see that there's efficiencies right and so that's gonna be it's gonna take a certain amount of money to do that probably again just based on the adding air conditioning to our schools and what it costs for a new roof and parking lot. I mean, these are million-dollar projects,
060library upgrades. I mean, these things just, large space renovations just take some money. So we know that there's going to be some millions of dollars involved in any kind of facility plan, in any kind of maintenance, any kind of upgraded plan. But this board is very much in charge of, and it's going to come down to us, the seven of us deciding what's a need and what's a want. There's going to be wants on this list. The Taj Mahal that Sam was referencing, really nice facilities, that will be a want. Probably everyone wants a really nice building. It would be great if we could have nine new buildings, right? Just knock them down and build them. But that's not possible. And so it will be up to this board, the seven of us, thinking about
061our taxpayers, thinking about our communities and our educational needs, to decide, well, what's a need? And what's a want? And we may come in very low. I can't speak because I'm only one of seven. And from my point of view, I don't even know what all the needs and wants are. This is going to start generating that list so I can start making an informed decision. So again, I would not say, I think it's unfair to say and to project that we're aiming to spend $80 million. Me as a board member. I'm not in favor of that I have not seen 80 million dollars for the projects that I want to approve So I'm not there now. I don't know I may see that I may see that but We're only at the beginning of
062the process and so I just don't know It's a bit of an unfair statement to say because I'm one of seven and we're just starting the process Scott as a point of information I as a board member would really like to hear from the four that haven't spoken yet before we get to Sure bogged down in one comment. Yep Cheryl West Preta, Virginia West so as it relates to What were you know the point one there? I think you know the two finalists that make sense to me based on what I saw and all the recommendations As far as what you know like the process It does seem strange and I understand where you're coming from Sam I do as I've thought about this process a little bit more and we're still at the very
063beginning of stages and have no idea where this is gonna lead us that's my perspective I look at some of these brochures and the beautiful, I assume pictures, the high ceilings and all that stuff. And I look at it and I say, well, that'd be nice, but how much does that cost? So, you know, I think all of us, from my perspective, I know I'm very cautious when it comes to figuring out how much we're going to spend, but it seems like it's part of that process or it's part of figuring out what we need. We kind of have to have an architect and a construction manager to understand what that looks like I don't think I know I'm not at a point where be like let's go forward with the referendum That's we don't
064know where we're gonna land. I think part of this process is really helpful With an architect and construction manager understanding, you know, we obviously have seen some needs in our buildings We've seen the middle school Pilgrim Park is example a And so there are things that we probably need to fix, but also understanding, you know, as AI, as things change, as flexible spaces are needed, what are, as Scott might have alluded to, wants versus needs as to, like, how flexible do we need our spaces, and to understand how that dovetails with our teaching and learning curriculum and how that ensures that our students continue to achieve. I think the only way I feel like I can make an informed decision is if we... keep moving along with the process with hiring an architect hiring construction
065manager and seeing where that leads us and so I guess that's kind of where I'm at and I agree with the recommendation for the first two I agree with Sam that this whole process seems to be a little bit backwards to me I'd like to know what analysis we've done on demographic size, on enrollment data. When are we going to have that information? To me, that's something that we should be looking at even before. We look at an architect or construction manager. I'd also like to know What what is this going to cost us in this just to have them come in and speak to us? Or and do an analysis What what is that initial cost? So if you look at the proposals that were submitted or the RFP that requested them We described
066the first phase of the project which is the facility plan development phase from now until June as phase one and then we said if the board desired to move forward with whatever recommendations were there towards a pre-referendum then that would be phase two and then if the referendum were to pass that would be phase three so you'll see in their proposals they bid they stated fees on each of those phases so really the cost of the next eight months is listed in ranges I believe from $9,000 to $30,000 or something like that and the time commitment was outlined in the RFP of attending the work sessions working with the district for the designs working with the construction manager and the costing all of that was included in the front end so so that's the first
067thing your second question When we October 28th on slide 5 you'll see that in addition to a touring Burleigh We're going to be talking about some key factors such as enrollment projections Then and then also our capital maintenance plan and learning space improvement plan. And so those are That's our more traditional ten-year capital plan kind of broken out and you'll see how we project those dollars to be spent and what the categories that they'll be spent on from our 10-year capital improvement plan then, and then maybe also see some of the gaps that we won't be able to afford with the investment in our capital maintenance plan. So end of the month is the short answer. A couple of weeks. Part of our work session in a couple of weeks. All right. Thank you for
068everyone's comments tonight. I am in agreement with, I can't remember who said it, but say that. No, I'm kidding. No, I am in agreement with the idea that in order to move this forward, we do need the input of an architectural firm. I do understand, as both Wes and Sam had kind of alluded to, that the process seems... I wouldn't say backwards or confusing but I do understand the concerns about selecting the firm versus determining what our needs are and then selecting a firm but as I have thought about this over the past several weeks I do believe that in order for us to move forward I believe that we need the input of an architectural firm and I again of the RFPs that I saw here and the the information presented to us I
069also am in agreement that with the two firms that have been listed here Bray architecture and Epstein UN being the two that I also would would agree should be our two the two choices that we would be looking at so that's where I am thank you before we have any more board discussion on this item we do have a request to speak before board discussion so I just want to let everyone speak once and then now we will hear from Diane Sherwin a resident of the district Diane Kind of some people saying that they don't know the needs of our district yet Because we paid for that We paid for Epstein-Yuen to come in and say We're reviewing the facilities and they're in great shape so I think it was the September meeting one of
070them that I was at and they said wow this is amazing It's it's it's it's green. This is great your facilities you you do a great job, and we do we keep them up well So I don't know how much that was offhand, but I'm sure that was thousands of dollars for that assessment. And we had some red areas, but those were all corrected. That's fantastic for us. So those are our core facility needs. And I think we need to be mindful that an architect, if you brought an architect into a brand-new home in Brookfield, they could find something. You know? So... I think sometimes I've seen board members struggle here with understanding when you bring in a vendor in, just understand where their incentives are. And that's okay. That's fine. You know, it's just,
071it's understanding that and being able to say, hey, I am here to support or I am here to represent the community and the well-being of the taxpayer. I am not here. I have to be careful to not inadvertently. You know, it's it's when it's not your money. It's a little easier to spend so I Would encourage you guys to remember that Furniture new furniture is not a requirement. It's not We have great teachers they're super flexible, you know, I'm not we invest in our schools we invest in our properties But please remember if you bring in an architect and they say the furniture is deficient You've really got to just take a beat and say this is – you need to lead the process and not let them lead you into a spending decision. That's
072what I would ask. Thank you. Thank you, Diane. So again, the first item that we're considering here, Christy, if you don't mind going perfect, going back to that slide, is we're looking to consider the first motion on the administration's recommendation of two finalists for architectural services interviews. And I didn't actually say that, maybe I don't think I did, that I was supportive of this recommendation. I view them as a resource that I need. I plan to ask the architects questions as I say, hey, Cracked Foundation at Burleigh, how do we fix that? And then a construction manager would say, how much does it cost? Because I want to know. And can we just do one room? Do we have to replace a whole side? My basement, I only had to do two sides. I didn't
073need to do all four. Some people bid all four, but again, I was able to say, okay, what can I do? What's the minimum? But honestly, they explained to me why I couldn't do one. And I didn't know that. Again, so there's the information that's going to come from having an architect on board. So I'm supportive of that. But let's take that first consideration. I'd ask now for a motion and then a vote. We'll have more discussion after a motion and we can take a vote. I move that we confirm the administration's recommendation of two finalists for the architectural services interviews, those being Epstein, Ewan Architects, and Bray Architects. Second. i think we have a motion by mary and a second by gene is there further discussion yeah sorry that's daydreaming um i've only been
074on the board for two and a half years and scott you've tenured for 10 years and To say you don't know how this is going to end out, I feel a little surprising by that because I think we already know how it's going to end out. I think that what bothers me the absolute most is that in order to borrow $80 million, which is the number that's going to be. I can tell. It's already been talked about. It's in the construction. That's the plan. I get it. That's fine. But you're asking the community to pay $130 million. So can we not find a better way to figure out how to cut costs or how to build up more in our funds, our capital fund, to make this work? Can we, you know, maybe even a
075better option would be, I don't know if this is, this may be a bit off the answer to this question, but what if we just did? operating referendum for six years and use that money to put into our capital fund that we save on operations and then we'll have 40 50 million dollars in there drawing interest that we make versus having to pay the community has to pay and then we'll be at that 80 million dollars in eight to ten years is that an option can you do that legally so Sam just a point of order I think this item that we're voting on is a slightly different topic Those are topics that we want to talk about and will indeed vote on because those are the decisions we have to make going forward. But
076this item that we're considering right now is just architectural services. Do we authorize the administration to interview architects that we can use as a reference? That wasn't what the conversation was a second ago before we got to this motion. And I asked to raise my hand, but she said, well, we can talk about this after I make the motion. So this is the same subject we just talked about, Scott. So I don't see how this is not a point of order this is a legitimate conversation or we can withdraw the motion and go back to the questions that I had asked before we went to this option to the motion point of order I would have to withdraw the motion and I do not choose to withdraw the motion and I Respect and I think
077you're making the right decision about Extra topical conversation on the motion on the table. So unless you want to entertain other conversation That's probably extra topical. I have no comment You do a great job around the meeting. Thank you, Mary. Point of order. I'd like to respond to what Sam just said. I think it was uncalled for. I think as long as you brought it up, I understand. I'm trying very hard to understand your frustration. You don't want this process to go forward in the way it's being presented tonight, and I hear you. The motion on the table is to approve the administration's recommendation to go forward as planned and I think that that's the vote that we have coming up. Correct. Yep. And I'm trying to see, Sam, I'm looking, trying to see where
078your comments and questions might fit into what we have on the agenda tonight. So Mark, you think about that as we take a vote on this first item because this... Agenda item has several parts to it. The whole subject is facility plan update. So why does this not fit into here? I don't understand that. Because now we've made a motion to consider an architectural, what's the word I want? Which we've discussed at the previous meetings that we've had in work sessions, that this was the direction we were going. Okay. So we're not, in fact, talking about spending $80 million. We're not, in fact. Even talking about what we're going to improve women me to those decisions your presentation just okay fine vote on it I just think that this is this is shady and this
079is just this place poorly with the district the way you're running this Scott Any further discussion all those in favor of a roll call vote, please. Thank you roll call vote Yes, yes Sam Hughes no pre-thriller. Yes, Cheryl Mills Scott Wheeler Yes Thank you that carries on roll call vote our second item we're considering as a part of this agenda item tonight is Board membership in the architect and construction manager selection team so we can be considering volunteers We could make a suggestion. That's the entire committee membership again. Those are just ideas. We had it could be something else thoughts on how the board should tackle this, including, I think Chris even mentioned, coming back to the full board, running the interviews and coming back to the full board. That I would recommend as the
080third option. Oh, correct. For the final determination. Full board should approve. I mean, to stay nimble and respect all of your time, we have them scheduled for next Monday, Monday from 6 to 8. So you'd have to be available during that time. Okay. Yeah. So how do we want to run? the selection team in terms of board membership? I think, first of all, people who are involved with this should be buying into this process. And I am very interested in buying into the process. I want to point out that inflammatory language isn't going to get us anywhere in the community. And what we're looking at is, what we've been looking at is a 20-year review. our facilities my takeaways from our work sessions so far are that we're not closing any more schools and we're
081not building schools that do not currently exist we're not creating another school so we are looking at how do we sustain our assets our facility assets for the next 20 years and to your point Cheryl demographics are going to be important but Assuming that that's what we're working within, we're looking at what I've said all along, which is I want to make sure the envelope of these buildings is secure and flexible. That's my personal hope for a 20-year plan. Now, whether it all happens sooner or later or over a course of many years will determine what we can afford to do. by priority order of what is the most important to do just like we manage our homes just like we manage our family budgets um i Don't know how it's going to end. I
082think it's responsible to say that there's some foregone conclusion on the table I don't have one because I don't have enough information yet. I have a lot of information, but it has to be Run through the sieve of what are the real costs and that's what this process is going to help us determine We can't really make Another decision until we have that information in my opinion And so I would just reiterate I like the idea of having people who are truly interested in being involved in this process On the board to step forward if that's seven people it's just gonna take us a little bit longer probably But if that's majority rule, that's what we do. I'd like to see volunteers from the board who are interested. I remain very interested Thank you other
083thoughts about the selection committee membership Yes, I mean I remain Willing, but I think as I thought about this item My perspective is I think finance and operations if they're willing to I think that would be great because at least from what I've heard tonight There's some Disagreement potentially on process or skepticism or any of that and so I think while people that are on board So to say I really are buying in That those thoughts being very valuable and asking the right questions. I think it'd be really valuable to have people that are uncertain at least and making sure that those questions that they might think are really pertinent that someone that is more ready to move ahead with an architectural firm they might not think of I think it'd be really valuable to
084have people that you know Well, they're Cheryl or Sam. I really love their thoughts and input and questions as it relates to any interview So those are just kind of my thoughts, but I remain willing and however, I'm needed and happy to do it. There's that's Sam Thank you us. I appreciate that perspective I may not bind to the way we're doing this process But I've always been impartial and and how I approach things and to make executive decisions So I'd be happy to be a part of that as well Thank you, Wes. I think your perspective is very good. I feel it sits in the F&O committee, and I think that that would be a good place for that committee. Sam's on that committee, as is Mary and Jean. And I think that having
085a smaller committee of three versus seven. would enable us to come to a decision that would be good. My opinion is to, if they're willing, use the Finance and Operation Committee. I may have misunderstood what you're saying, Mary, a little bit in terms of people who buy into the process being a part of it. I actually would like a little skepticism in the process. And I don't know, that skepticism might be the wrong way to describe Santa's perspective, but I really appreciate his perspective. I think it's valuable. And it's a check. And in my own mind, many of my own opinions are there. I'm not sure what I want to spend, how to fix it. You know, for example, I know that we had more gym floor problems at Pilgrim Park. There was a huge
086bubble a while ago, and my son said it came back. We had to move gym classes. So what's wrong with that floor again? A construction manager getting some experts in there, so I understand. Is it a new gym floor? What should that look like? What could that look like? But I think we do need to be really cognizant, really careful as we go through this process because this is not our money. And so, again, I'm not saying— Can I ask you a clarification? I don't mean to interrupt, but we are voting on who will review the RFP candidates, not what we will do. ultimately that will be a board decision of seven people so my comments were if if and I trust you Sam I believe that you will come to the table as impartially
087as you can but what I'm hearing you say tonight is that you don't think we should be doing this in the first place and so selecting someone when you think nobody should be who we select I just maybe there's somebody who's gonna be making this decision with a Fuller heart for the process. That's all because but because this this job will only be done This is only the selection from the RFP correct of the architects and then subsequently the construction manager and Any work they do and any well the recommendations they come to will be a seven person discussion Correct. I'm saying recommendation meaning these three people will say hey after those interviews Board of Education the rest of you guys we think these would be the partners right Chris just want to clarify that
088we will have administrative presence on that interview committee to Ben Rick myself So that it would be the F&O with the three of us in those interviews and then ultimately recommending if that's what you want to the board and again Mary I'm just offering It's not contrary, but a slightly different point of view that I think Sam's point of view, and even if he's not in favor of the process, I like to have multiple points of view. I think it makes us better to come to a good, and this is my opinion. Sam? I'm sure, Mary, that your intention is not to say that I would sabotage this process, or it's not as though I can choose a third person because we're limited to two options. I work on this board not because of the
089money, not because of the glamour, not because of anything besides. It's the right thing to do to serve the community. So if I'm going to make a decision, I am going to always pick what's best for the community. And so I know that's not your intention to say that I'm going to come in and sabotage it, but... That's what it sounded like and I and I want to assure you that that's not what I would do and that's never been What I would do and that's not my character to do that I have made I have voted against decisions that I've 100% supported down the road And because that was a decision that was made the board makes this decision tonight, which I guess I already did I will support it and I will make
090what I believe is the best decision to be made for that I'm not going to come in and sabotage that or throw people under the bus like especially good partners that we've had and worked with in the past. So I appreciate that. And I understand that, and I hear you. I just wanted to make sure if there's somebody else who had stepped forward to volunteer whose heart's in it, that they should have an opportunity to be part of it. But I'm perfectly comfortable with the F&O serving in this capacity. Anyone else like to make a comment or we could entertain a motion? I'd like to make the motion that the F&O committee members participate in the architect and construction manager selection team. Second. You got to decide how to put that in the minutes, Christine.
091So a motion by Dean and a second by Wes. Is there discussion or additional comments? Roll call vote on this as well. Oh, you said after board discussion on 6B. There's just more board discussion coming in. Angie, you could come. Sorry, I just misunderstood how it was noted here. Allow the community to fully participate. We can choose to talk before or after all the discussion, but once you've voted, our comments aren't being heard. So I think if you're going to do this in the future, you really need to structure multiple votes to allow people to comment on each vote if they so choose. Because I would have done that I would have questioned approving an architect with phase one and phase two fees that are so low Clearly they're buying your business and intending for
092you to have a great big budget In order for them to take their money back $5,000 from EUA to do all of the work in Phase 1 and Phase 2 is a gift. That is not a purchase, and they're counting on you to spend more money so that they can make up their fee on the back end in Phase 3. Nobody talked about that, but I couldn't say anything about that because you didn't allow anyone to speak between these votes. The second thing I want to say is... As a citizen and a member of this community who's active with this school board, I have attended every single one of your facility meetings so far. And what I've heard and what I've seen is a lot of disappointing conduct by our own board members. I looked
093at your next topic item, which is your code of ethics, where you're talking about how you're going to be respectful to people. And I'm hearing bickering and yelling back and forth. That is not respectful, and that is not the conduct that you should be putting forth for our children. That is not the example you should be setting. And I think, Scott, you need to be calling point of order more and not just Mary because you're allowing the discussion to get so heated and not bringing it back and bringing it down to a more professional and adequate level. We're attacking people, and it's not what I expect from my school board, the people that I have voted for. So I will say this again. Take a step back. Be respectful and remember that you do need
094to consider other points of view because you're supposed to be Representing your constituents and all of us have different points of view on this topic So you do need to discuss them and we shouldn't be slamming people down for for having a different opinion We should be discussing that opinion discussing your opinion and making decisions like adults Thank you. Thank you Angie any further discussion before we vote on the motion Christy, let's do this as a roll call vote as well. The motion is to approve the Finance and Operation Committee membership to determine, to be a part of the architect and construction manager selection. Cheryl Milnes? Yes. Pritha Prudyara? Yes. Jean Lambert? Yes. Mary Wacker? Yes. Wes Silla? Yes. And Scott Wheeler? I vote yes. Seven yeses. Thank you that carries unanimously on roll call
095vote Scott yes could I just suggest that number three we just use the board meetings then I mean it's from based on conversation that we use the selection team that's been confirmed we go through our interview process and we'll bring a candidate forward on October 28th for the architects and November whatever your board the board meeting is in November 11th or 12th for the construction manager I think we can get that done It's a little bit, the timeline's tight. We'll have to figure out schedules for interviews with construction managers, but it'd be my proposal based on what I've heard tonight. But again, you said- So you're saying we wouldn't need a motion on that? So, I mean, you decide. I mean, maybe everybody's okay with F&O deciding, but it sounded like maybe everybody wants the
096recommendation to come here for approval. But the selection team is more than the F&O, correct? Selection team is- So just the three administrators So what you're suggesting is that the selection team not make a selection Yes that we make a recommendation to the board at the next two And you're good with the timeline if we do that? That'd be my only concern We'll make it work And one we might be able to do by November the other one probably not No one we'll do in October 28th Oh we have another meeting this month Because we have a short budget meeting okay and then the next one we target the November meeting and in that case we don't need to take any action that would be the administration proposal how does the board feel about that
097I'm seeing heads nodding but I'm good with that everyone else the proposal tonight was in order to get architect and construction manager on board as fast as possible that you delegate authority to Determining a finalist and and then contracting with the finalists based on just the Selection teams work and not bringing the recommendation back to the board What I'm saying now is we go through the interview process next Monday with the architects. We determine which of the two is the recommendation, and we bring that recommendation to the board for approval on October 28th. Okay, what about the construction? We'll use a similar timeline with them for the November. They're not even due until the end of October? Yeah, so we'll have to target the November meeting. That'll be a little tricky. I thought you were
098trying to combine the construction at the same time I was throwing me off. No, two different. No, the RFP just went out on the 9th, right? For construction manager. Do we feel comfortable with that approach? I'm good. See heads nodding. Okay, then Chris, let's take that approach and that will conclude our facility plan update tonight. Our next agenda item is the second reading of the 9000 policy series. Preetha, do you want to kick this off? Okay, so again, this is policy 9120 the code of conduct and ethics So the CLE committee previously recommended significant revisions to this policy to include a clear focus on integrity and legal compliance streamlined and actionable expectations establishing an accountability and enforcement process and an annual review and commitment from all board members The committee discussed this policy at four
099consecutive meetings and then forwarded it to the board. The policy then returned to the committee to consider additional feedback from the board and is now presented for action. We have some opportunities to speak here and or make a motion. We'd like to kick it off. Wes, who are you pointing to? Yes, Jean. Comments I'd like to make? As I look at the process, I think it's... circumstance upon which there's a complaint against a board member that comes to either from a board member or a community member through to a board member and then to the board president I think that there should be some sort of stepwise progression of that process that would say the board president has an opportunity to discuss with the person who there is a complaint about and upon conversation that
100there's agreement about going forward this is the expectation and we'll reevaluate this in 60 days or 90 days or some period of time that's that's perhaps not defined because it may be circumstances that would warrant shorter or longer at the discretion of the board president let's say and that you would advance to a conversation with the closed session of the board as the next step if behavior or complaint was not resolved in whatever the time period was and then that opportunity to have that conversation in a closed session would result in a plan that could then be evaluated for some other period of time It seems pretty fast to me to say we're going to go from a conversation with the board president to a closed session to potentially removing someone's leadership opportunities or committee
101membership or whatever. I don't like the speed at which this is being proposed that it happen, and I think there should be a little bit more consideration for opportunities to make adjustments to address the complaint over a period of time before it becomes a big issue. Can I piggyback on what Jean said? When I look at these four steps, three are a process and four is a consequence. It's almost like if no resolution is reached, there are consequences, but it's not an automatic go to number four the way this is written, and I believe that's the intent. I was in the beginning of these conversations, but not in the end of them on the CLE. So I hear you, Gene, and I think it would be hard to put a time bind on because there
102could be something that's more urgently in need of response and something that's just simply not urgently in need of response. I wonder if we give the board president enough leeway to use judgment about that. Well, and I think perhaps the situation could be resolved with the conversation with the board president and whomever it is and that it doesn't need to go any further than that and so it would seem that the board president would have the discretion to determine whatever the corrective action is if there is any or maybe you know, it's hard to it's hard to imagine the circumstances that we're thinking of because Until you're there. You don't know what? you don't really know what's going to come about. if the conversation is an explanation of well this is what happened and why
103it happened might be different from well yeah that's something that I have a habit of interrupting people and I will stop doing that or whatever the whatever the problem is so it would seem that the board president would have that discretion to resolve it at the initial meeting or it comes up again we're gonna convene a closed session of the board to have a conversation Then if it comes up again, we may consider some sort of action So it seems to me there's more we need to add more steps or more explanation to this in order for me to be comfortable with putting this out there Will say that it was a discussion that we have went around and around and around about Because I think the challenge here and I know we talked about
104it at a prior board meeting as well And we've kicked it around in CLE a lot Is how do you come to a a list of I know, you know, what's the list? What's gonna be on it? And then how do you put some steps and parameters around it? And so You know, one of the things, and I think Preetha and Cheryl will give me a hard time about it probably into perpetuity at this point, I relied in ordinarily a lot. As a lawyer, by background, I look at ordinarily. So it depends. I mean, I think that's the goal here is there isn't that prescriptive process because we were elected members of the school board. There has to be some judgment. There has to be, we elect the board president to use their judgment. And
105so. We didn't put a prescriptive process because we didn't, it would be very hard to come up with one that's going to tackle every situation. I think about it in terms of, I don't, my hope and my thoughts, I don't think we'd ever use this policy. That's my hope. That's where, like, that's what I think. Like, this isn't meant to be punitive or to silence people or anything of that nature. That, I can't imagine ever using it in that way. That would be a terrible misuse of this policy. The only thing I could think of is I think in the 80s or 90s There was a punch thrown in a parking lot Maybe that calls for skipping some steps and going but that's why we have ordinarily and we rely on like Usually we want
106to start and have an orderly process. We want to have a written complaint We want it to go from step one if there still remains problems the board president can use their judgment We go to step two and we'll have a further discussion But we didn't want to just set a timeline that it has to follow. So, you know I definitely understand and hear your concerns and I'm open to any other thoughts and how we adjust this policy. I just, I don't know where we go from here from kicking it back to see it. Like I don't see that as a feasible process because I don't think we can do anything more. So Jean, I want to reiterate kind of what Wes is saying that as we talk through much of the feedback that you
107had provided for us, which I appreciate, again. The prescriptive process where say for instance if we were to say Put in more detail about you know, if it is unresolved within this amount of time then we move to step two I don't think that we can we can make a policy like this because that would allow for that because again Every complaint is going to be different. What we really tried to do was come up with something that was, again, gave the board president in that first step, well actually the first step is it's at the discretion of whoever the complaint comes from. If it comes from a community member to a board member, they have to put that in writing to the board president. So it's at the discretion of that board member to
108start with that, to begin with. And then the next step, again, would be that it's presented to the board president who can move to step two if they so feel and having a conversation now again if that's not addressed the board member from of the originating complaint can bring that complaint up again in which case it may then move on to From the boy, you know from the school board member to the next step again I think if I'm am I explaining that as we had kind of discussed that this isn't necessarily like it must move from step one to step two to step three to step four It's really at the initially starting out at the discretion of the board president where we go And I think us having this conversation around the table
109this evening and filling in all the gaps of what does ordinarily mean and if at the board president's discretion it doesn't say that and if it isn't resolved we'd move to step two, it doesn't say that. And I'm worried about sometimes we sit around this table looking at other policies and we say I wonder what they were thinking because it looks like we should do, we ordinarily do step one, two, three, and four. If you weren't. if you weren't part of the conversation and we didn't have a few more qualifiers in as how we've defined this process um so i'd i'd be i'd be interested i don't need 60 days or 90 days i think at the discretion of the board president i think that would would suffice in terms of establishing some sort of
110time parameters and that the process um is It's sequential it's not inclusive that it's steps one through four because ordinarily we'll address the issue by the following process and these are the four process steps that says to me we do these four things and we just heard that we aren't doing these four things at the outset we're gonna we're going to start with one and then if it's not resolved we'll go to two and if it's not resolved we'll So that I'd be interested in a little bit more flesh around this to more clearly define some of the discretion and some of the Stepwise nature or progressive I think of progressive discipline as an employee Where you do a verbal warning and a written warning and a suspension and termination It would be something of
111that nature where it's a progressive rather than all at once. So thanks for Mary I agree, Jean. An organization I was on leadership in had a very similar four-step process. You did one, you might be done at one. You did two, you might be done at two. But I want to, and so I think that could be written in the way they are, just clarified a little bit. So sorry, it may have to get tweaked again, but it's not a big tweak to do that. I just want to point out, this is not a policy intended to. halt healthy debate or Conversation on the board when people have differing points of view We're gonna have differing points of view and we can do that respectfully if I want to point out What the number six
112things of I will on this policy are showing up at meetings Being respectful mitigating conflicts of interest that state statute. That's about money and privilege and things like that, giving out confidential information. These are policy violations we're talking about in the Code of Ethics. And then that paragraph after, the board and each of its members are committed to compliance with the Code of Ethics and conduct and ethics expectations. In the event of a member's unintentional, willful, or continuing violation of policy, the board ordinarily will address it. thusly with this one two three four so these are these are not we had a spirited discussion at the board and somebody's going to come running and say scott i'm mad that somebody said something i didn't like this is about somebody on our one of us seven
113acting on behalf of the entire board we don't have the authority to do that these things are all laid out in this policy so i think focusing on what this really is and then putting those pieces together it's more palatable to me with that asterisk that i do think there needs to be a clarifying language that the mitigation process could be complete at the end of any one of those four steps i would entertain an amendment from anyone if they feel like the wording if they have wording i i am very reluctant to take this back to committee for again if there are if there are recommendations I would I would appreciate hearing them Mark Hanson is requesting to speak I think you could add some language to the statement in the one through four
114at the end of each statement in the event of uncertainty a vacuum of uncertainty and irresolution the board president may which creates the opportunity for the board president to interpret the next step may move to the next step You're empowering the board to have the board president to have a lot of decision-making authority there the spirit of Our intent right from the outside Sam, thank you. Thank you. I appreciate your feedback Gina I personally I don't really know what we're trying to accomplish with this and I just received a nine-page complaint about me because I express my faith in God and I have an opinion about about Charlie Kirk and his assassination publicly. And I can imagine that, you know, maybe not at this board makeup, but down the road that could be, you know,
115inflammatory to the community and people can raise a complaint and the right board would be like, well, look, you got four complaints now. Let's remove him out of leadership for whatever reason, because they don't like my opinions. I just think that we're going down a trail here that we just need to let it go. And I don't know what we're, I'd love to know what. you were trying to accomplish with this because you know at any time now if you you can revote on on leadership positions, right? It's not like you can't do it. I mean, if you've got a board member that is way off the charts and everyone decided they regret their vote, can you not just do that now? Why does this have to be a policy with this very, very vague
116language and open-ended? And we're an elected official, and you may not appreciate that. Mary, I agree with you. I know that it wouldn't be used against me, but... know boards change and you know it could be eventually somewhere down the road someone doesn't like what i say and they're going to run and file a complaint about you know he didn't put the order on and he stunk and you know whatever it is they'll just make up things about it i just think that this is i this feels like just a little like um i see the heart i think the heart's right and i you you want to ask for good conduct of the board and i think that's a great approach i just don't know how you force it through a policy So Sam
117you were on this committee when we started this policy when we started going over this so a year ago Or two years two years ago. We have been I mean we've been working on this policy for for quite a while It's probably been almost two years. So you were on this committee when we did start with this policy Well, there's hope for all of us then Okay, so so again, I think that Again, we've had multiple discussions at the board level about what our intent is and again it is to create an environment where we are able to have Discussion spirited discussion, but we are all respectful in a way that we can be proud of and this community can be proud of us And again, that was our intent in trying to craft this
118specific circumstance that you spoke of you may have received a nine-page complaint but you know really if someone else received that about you it's really up to them as a board member to determine whether or not that is sufficient to move forward to the board president under this policy if i say received a nine-page complaint about you i would have to determine do i really feel like this is worthy of this policy so we are putting it in the hands of each other if you will it's not that That's not I mean it's it's automatically half the board so over half the board and the majority so automatically you move to a step That's not how this policy is intended. So so again, I mean I it's not meant to personally call out the actions
119of anyone Unless it is felt unless another board member feels that those actions warrant application of this policy so this We hear with a couple of thoughts I look at the previous policy which is struck page and a half of writing So I think there are some wins here Probably a variety opinions. I share some of the opinions that have been expressed Actually by every single one of you that's spoken But I think one of the things simplifying this policy Down to those points. I thought was nicely done Meaning I look at what the policy is currently. Do we just leave it alone? So maybe in terms of thinking What Sam might have been saying which is what problem we're trying to solve well we are simplifying a policy in a Board of Conduct and
120kind of making it about six things and I think those are the important six things I think that it's been discussed a lot over a couple of years a lot of committee members Various board members have been on that committee. So I think that's nice I actually do think it might be good to add the wiggle language. Is that what you called it, Mark? Wiggle words that may, the mays in flexible language in one, two, three, and four. I mean, one wouldn't need it because you just present a concern in writing. And again, we trust that we've elected some wise board leadership and that if this policy is being abused. i think would be a point of conversation as the board comes around in the spring to electing board leadership as we talk about what
121we should be doing in those situations and how much board time are we wasting talking about one another's conduct maybe we need to be talking about one another's conduct and maybe it's fine and so um anyway i i think it's a more concise policy i think it's a step in the right direction someone said when we were in the school start time conversation sometimes a few steps in the right direction is good rather than crossing the finish line of a race and kind of use an auto analogy and I kind of think of that as I look at this policy that maybe this isn't everything and maybe down the road it'll be on a three-year cycle it will come back could there be some adjustments made in three years I think it's a good start
122I don't think that it's overbearing and I think it does consolidate a kind of wordy flowery policy down to six significant things that I frankly agree with and I also think it's a nice touch that we review that annually and sign it I think that's a nice touch so I think there's some wins here with this policy and I'd be willing to support it with again maybe I could support it as written and or two three and four inserting the word may That would probably be the only change so a couple more thoughts Mary I have Not quite on the same a little slightly different question about this Okay, do you want to switch microphones? Oh, there we go. Okay. Thanks Kristi to the rescue again This policy does not take into consideration that a
123complaint could come about the board president And so there might need to be some language that says in the case of a complaint against the board president, the board vice president becomes the reporting entity to have step one. Just to cover ourselves because you never know. Can I just respond to that quickly? I don't want to. Yeah, yeah. So we crossed off or another board officer because we meant to like. ordinarily it's going to the board president if it's about a board president it's not going to the board president that's that's we have that discussion and maybe that's not sufficient that's okay but just want to like that is we specifically like would discuss that at CLE so what happens if it is the board president well then it would we would go to the
124board vice president of the board and work our way down yeah that'd be the expectation it would be it would be outside of the ordinary expectations normally we'd expect our board president to be the epitome of our that's right Caesar's wife above reproach but I do think maybe you want to spell that out or another board officer the board vice president or something like that and logic would tell you there's a chronology to that but maybe you got to spell it out because it's a policy Sure, I mean that works for me but I would say or in the case of a Violate a violation recorded on the board president another board officer So you got to make sure it's not just I can pick or choose which officer I want to present it to
125I think The only thing you'd need to add, and it might not even be a step four that belongs here, that might need to be a separate paragraph saying consequences that the board could... enact our ABC and we got those from Ted Neitzke at a work session that that's language that we discussed at a work session about this topic it also was in the language of some other school boards who had consequences and in the year I was on CLE while we were in the discussion of this the issue one of the issues about rewriting it was we had a lot of what i called the boy scout list of all the good things that we should be but no consequences listed should there be a violation and again i'm going to point us back
126to the top of this policy there are some things that could be serious violations that if they are not brought to the board for consequences if you had somebody who was Walking around I'm speaking on behalf of I'm I'm the board and I say this or you had somebody who had a conflict of interest in in violation of state statute We need to have an internal process to get the ball rolling so I'm the more I look at this I get you can go round and round but with those two changes, so if If I can entertain a first Amendment I would amend this policy to say on under the paragraph the board and each of its members the number one that begins board members board member presents a concern in writing to the board
127president with the following amendment comma or in the event That a violation is charged against the board president another board officer Would that be helpful? Okay, or after president in the event a Concern is reported about the board president Another board officer the issues. We don't even have a motion to amend do we need to that's what I was just doing I was making an amendment would we need to address? There's no motion on this. Okay, then I move we adopt. So you can just include your amendment with your motion. I move we adopt this policy with, do you want that? With a modification on board member presents a concern, number one, to say, Christy, do you need it again? Okay. What it says now is board member presents a concern in writing to the
128board president. The amendment begins after that. And I would say period there. In the event a board member presents a concern about the board president. Wait. The way this is written, the concern in writing is messing me up. A board member presents a concern in writing to the board president or in the event that it is about the board president to another board officer. it's a sloppy way of doing it we could clean that up but i don't know if we want to take the time to you want to read it i was just about to i was just about to quote eugene just so you know if these amendments are just minor clarifications and not changing the spirit of the policy i would really prefer that we do this here yeah but it's taking
129us so we're kind of on time if we can do this in two minutes we're staying on time so can we put like a clause before because i mean then we end up with Not just the amendment. Yeah, the... It's not an amendment. You made a motion to approve this policy with a change to item number one. That's your motion. Is there a second on Mary's motion? Second. Is that your total motion? Okay, yeah. So it's moved and seconded. There's a second. Now we can discuss... Well, we need to follow Robert's rules. Which could include Sam tabling it and sending it back to committee. I mean, that can be what happens with this motion. We have a motion on the table. Correct. We have a motion on the table. I'm just clarifying where we're at
130with Robert's Rules so the board understands where your options are because some people are saying, well, I'd like to make a motion on the table. You can make that motion as you look down your Robert's Rules. That is one of the things that can be done with a motion now. But we needed a motion and a second before we can move ahead. So that's been done. Discussion, questions, comments? So now I can offer an amendment. And by the way, let's actually pause right here. Just in the spirit of some feedback we received we do have a board member to request request and speak after board discussion So I think at this point we've discussed Sorry citizen. That's a board member Angie Pingle a resident of the district would like to speak Well, we've discussed and
131now we're making the motion and I think she'd like to weigh in Good evening a couple of things on this policy First I'm disappointed that we have to spend so much time on it because it would be nice if We didn't actually have to have this policy, but I understand that we do The second thing I wanted to point out is we seem to have really really simplified it and there are some really nice points in the old policy For example three bullet point number one. I will respect the right of others to have and express opinions There's another one in where is it number? Two where it says that I will keep an open mind and listen to all the discussion before I formulate my my opinion and some of that just seems really
132nice language and it seems like it would be appropriate in our case to add some of that the other thing that I wanted to clarify was I heard preface say that That community members can make complaints under this policy But I didn't see anywhere in this policy where a community member could make a complaint under this policy It seems like it's only a board member about a board member So I just wanted to make sure that I understood that comment or maybe it wasn't just quite accurate. So I wanted to understand that If the intent is that community members would use that policy then perhaps you should say that in the policy So I guess I would just ask you to really look at this policy and make sure that it's bringing out the conduct
133that we want from our board members and that our community would like to see and that you have, in fact, defined all the avenues in which this policy might be used. Because I get it. I understand that this has been there. I remember sitting in CLE meetings with Linda, listening to this discussion of this policy. So I appreciate how long you've worked on this, Preetha. And I'm sorry to ask you to consider sending it back and making more changes. But this is a really important policy for this board. And I really hope you'll take the time to get it right. So thank you. Thank you. Preetha? If I may clarify, this policy is intended for board members to forward a concern to the school board member or to the school board president if that concern
134comes in the form of a written complaint or concern raised by a community member to any board member They then have the discretion to bring that forward to the school board president So in that way the community is also involved while not specifically listed as a step here And our policy regarding the Board of Education organization bylaws is really about the Board of Ed and not not the community however That is an avenue by which a concern could be raised Piggyback I thought about this exact thing piggybacking on your thought pre-theif probably most concerns maybe not most but many concerns that Somebody might have about another board member. I mean if it doesn't happen in a board meeting you're probably hearing about it from someone Meaning if I were hearing about another board member that
135there was What are we calling it? Yeah, just that they had a conflict of interest. I Probably am NOT discovering that conflict of interest on my own. Probably someone's telling me about the conflict of interest In that sense, I think you're right that we're forwarding on concerns of other people because suddenly I've been made aware of a conflict of interest about another board member, so now I'm going to act on that. I might have direct knowledge in many instances. If it's something that's happening in a boardroom or the fist fight in the parking lot, that really happened, huh? Yeah, a long time ago. I mean, again, a punch thrown. You might have firsthand knowledge in that case. We weren't alive saying that. But Scott, if a citizen brings... ethics violation to you or you can
136investigate that without a board member having to bring it like if somebody says you know they're put taking money on the side that would be your obligation to whether a board member brought it to you or not this policy if if somebody a citizen brought gene an issue that she decided was significant enough to to start this process she could just choose to do that or to tell that person i don't think it's worthy of bringing up because this to me is a policy that's supposed to govern efficient running of this body this board okay so this is a this is an ethics kind of promise we make to one another here and that's if we want a policy about things that a citizen brings in that gets into legalities and it might require some
137investigation but it if somebody brings something to me and says I think jeans on the take you know I'm I can't investigate that. That's got to be handled another way. And if they're telling me, they're probably telling everybody. So I think we have to think about this. Now, all that said, I have an amendment to make to the motion, and I think this could finish it. I would take... Ready, Christy? Those same four steps. I would eliminate step four entirely, and I would add to step three the following sentence. Any consequence that results from board discussion in closed session must be voted in open session. We know what the consequences that are open to us are. They're very limited. as they should be because if a citizen has a problem with me, they can vote
138me out. If they have a problem with you, they can vote you out. But this is, if we get to step three and now we're meeting in closed session to talk about something that's significant enough that we have to discuss it as a group and we say, oh, yeah, she's out as committee chair because she hasn't shown up in any meetings, then we have to go to open session and do that. And I think that's the only thing that needs to be in this policy. I think the options should be both. Okay. So the amendment is. First we need to vote on that amendment before. Yeah, I need a second. Sorry. You want me to read it again? We need a second on the amendment before we can have any discussion on just the amendment.
139Okay. And you could just. Gene seconded that. Let me just say, okay. Friendly amendment. Since it's been seconded. Can I just make a motion to refer this back to the committee? I mean, come on, this is like 25 minutes. So Sam is making a motion to table this until the committee can take it up. Is that a two-thirds vote? Yes, there's now another amendment on the table. Or another motion. Motion to table. It does take precedence over amendments. So the motion we're now considering is simple majority. Thank you. that in this reference but point of information are we tape is the motion to table or to refer back to committee because tabling is different that's forever and always until we pick it up off the table and that's a different motion so just make sure
140well you're asking i'm just clarifying i said refer to committee okay refer to committee and we have a second on that so let's take that up first discussion Okay, let's vote on all those in favor of referring it back to kill yet discussion comment Yeah, we can I know can do that I just don't know if it's gonna come back any different because I feel like the people that have the most comments Are people that are not on committee? So that's and that's fine, but I just don't know if we're gonna get anywhere. So That that's all I have to say on that Might the committee be able to just take this I'm gonna Reiterate what what Wes is saying it is again. This was the decision of the committee to bring it back this
141way So we would address amendments tonight, but if you're sending this back, it's probably gonna come back with limited changes Well, I'm hearing I'm hearing two verbals and one nod from the committee that says they don't want it back there This is sufficient. So I'm not don't put words in Cheryl's mouth, but she was nodding Yeah, but people we are discussing the motion like Committee members saying hey, it's just gonna come back and Jean saying don't bring it back if it's not fixed Any other comments before we vote on this? All those in favor of sending it back to committee. Please say aye aye aye Okay, take the nose and make sure all those opposed no no, okay Okay, we're to this amendment. We're only talking now about this The amendment added to step three
142to eliminate number four on here and add some wording to step three. I, at surface, I like what you have, your proposed amendment here, Mary. Again, we felt like it was very important to say and sort of flesh out what consequences might be and that would be possible removal from any leadership or committee position. We felt that it was important to say that. again as as a consequence because consequences cannot include removal from the board no not something we have any you know pervades over but they can include other things according to Ted Nitzke they could you can't participate in debate was one of the things he said he had other he did he had other things in the list so if this is your inclusive list then I'm all for amending the amendment to
143put those in but if they were just you know and I'm not saying that we should this should be Ted Nieske's policy it should be our policy but since we're not sending it back to committee I guess we have to make a decision I thought it already stated in there that the form of a majority board members must be an open session during a publicly posted board meeting this doesn't even doesn't already say that in her motion she's striking all of four so then it would be so it's not an additional step so it's sam what i'm saying is it's not an additional step it's just if it gets to that closed session then if you're gonna you might do nothing Any other discussion on the amendment if not let's move it along. Okay all
144those in favor of the amendment to eliminate step 4 and add to step 3 any consequence that results from board discussion in closed session must be voted in open session. All those in favor of that amendment please say aye. Aye. All those any opposed? Okay that carries on voice vote. That is now a part of the motion. So now the motion that we're considering is to approve the policy with the modification. Actually two modifications but the wording was modification the board member presents a concern in writing the board president in the event the board In the event it's about the board president, move to another officer. Just a point of clarification. It should probably say the complaint, not it, because it's a policy. And I would offer that as a friendly amendment to my own.
145Yeah. Replace it with the complaint. Because we're just talking about an article, I think we can just make that change. I made the first motion, so I can. Make that a friendly that doesn't need a bonus if everybody agrees comments Sam. There's no such thing as a friendly amendment So my only I only have many concerns but one thing I'm wondering about if it is the complaint against the president and Can the vice president put this on the agenda without the president or does the president have to prove it and say nope? I'm not putting on the agenda it wouldn't go on the first thing would be a conversation the second thing would be a closed session can the vice president order a closed session well if we've empowered them in this policy to initiate
146then they can continue does that contradict other policies how because i think it's isn't the standard policy that only the board president sets the agendas and no i think anybody can call a closed session because right now it states the the board president sets the agenda Mark how much time do you need to look that up? That's in the president role. Too much. What I'm asking is is that is that something that you can look up now or would you need to bring do we need to bring this back to the next meeting? A special board meeting shall be held upon the written request of any board member. To who? The request shall be filed with the board clerk. or in the clerk's absence, the board president, who shall notify each board member in a
147manner likely to give notice of the date, time, and place of the special meeting at least 24 hours before the meeting. That's great. You're so fast. Does that track? Yes. Great work, Kristen. Sorry. So then the answer to Sam's question is? Who's the clerks involved? So can the clerk refuse that? You want to get all the details. Mark's got it up. It's any board member. Dr. Henson, do you want to? Need to be noticed and published as a meeting within 24 hours Before the meeting so 85 10 you're looking at these special board meeting section. We're not discussing that policy tonight But it doesn't it does answer Sam's question and as far as the agenda Sam the question around the agenda a board member could contact the board president or the Superintendent to request that
148an agenda item be placed on the board agenda. Oh really? So anyone can request it from our policy? Okay, thank you for clarifying that. Sure. Yes. So we're on motion, right? That's where we're at. Yes, we're on a motion and you can see two adjustments to the proposed as written. So my question is, do in like so we're adjusting one. That was the purpose of the motion, right? And the change, right? Do we need to adjust two then? How so? What are you thinking? So because my question is then should should that have been just moved up into the paragraph above and so everything cascades down that like clearly if it's not the board president then it goes to the next person because I Feel like we're getting wordy with those one and two if
149we have to add that in there So it's just a thought that we might move try and move that and I don't want Yeah, put it up in the one above. So just wanted to offer that So Wes, how would that read? That wasn't part of my comment Scott I think we're gonna have to propose an amendment because that's what them and before you do You might want to put some kind of overarching to all of these so that it's the board president or You know, or maybe you take and put that the end of this if the board president is a violations reported can we just put an asterisk I mean is that and maybe that we can't do that right now lawyer can we put an asterisk I don't know I'm not a
150specialist in everything but like if you just had yeah something below yeah that does yeah that yeah boy if it's about the board president it it goes to the next in line the procedure yeah is followed if we're not gonna use ordinarily We're gonna like that's so I like ordinarily but we can go there Mm-hmm. Do you want to make that amendment? If if we can put an asterisk if that's possible I don't know if we if that's if assuming that's allowed and I don't know it's Then that would be my I think that's the easiest put an asterisk next to board president and then just make it clear that if it's if it's about board president it just Goes to the next in line. I think that's the simplest was my preferred Mary or
151Wes if you would make that Amendment so we can vote on it and get it in writing We see the amendment up there again Christy and and if you want to she's right in the type it, okay So I would amend this to remove the sentence that begins in the event put it at the end of all of these and forget the asterisk just put it in the the next paragraph below number three does that work for you i'm i'm good with whatever moves this forward i don't like progress i'm on board with it yeah all right so i i would amend this to remove the sentence to take the sentence in the event the complaint is about the board president moved to another officer and we're going to put that below item three the
152new item three it's just gonna be a paragraph it's just gonna be a sentence under there correct so take that out below the the other amended statement and I would as long as we're amending it I would say in the event a complaint is registered about the board president resolution would move to another officer on it again yeah So strike four. Yeah, I think she's working on the other part. There we go. No, the three, the new three. That's the statement about any action taken or any. Oh, whatever we had. No, here you have to have what you had in the First Amendment. Any action taken. Perfect. With a period at the end. And then. No, number four is gone. Are we doing an active amendment here? It won't be a number four. It'll be
153a new sentence because it's not a fourth consequence. No, we don't even need an asterisk if we just put it in as a separate line in the policy in the event. So below this, and before you get to the part about annually in May. Yeah, you're scrolled down so low that we can't see what you're doing. And we're all dying here with bated breath. Yes. And that's the, in the event that a complaint is registered, here, just, I'll say it. In the event that a complaint is registered against the board president, another board officer will serve as the reporting agent. Will receive the complaint or, yeah. Will serve as the, yeah. The intent is clear. Yeah, I think the intent is clear. There it is. I move that. Yes, we made a motion. Oh, we
154don't need the asterisk. We're not using the asterisk. We're just putting it in the policy. So Mary's proposing an amendment. Can I get a second? Second. Thank you. What's this biting on? I'd like to make a motion to table this. I'm tabling it now, which means we don't have to talk about this anymore and just for future reference. Okay. So I'm just making a motion to table. Is there a second? Hearing none, motion dies. We're back to the amendment where I need a second. Second. On these amended changes. Or we already did. Did you already? I did. Sorry. Thank you. All those in favor? Well, any discussion before we vote? So, yeah, just of this change. We just say we'll receive the complaint? I thought we were about resolution, because then that hits step two?
155Does this still hit step two? I think you're right. I think we have to say we'll initiate the complaint process. I liked what Mark, whatever Mark, the resolution, like that piece I think addressed all of it. It was the complaint, it was the next steps. We'll receive, I think receive was the word he used. Oh, you said receive. What'd you say, Mark? Come on, you gotta remember what you said. We'll be responsible for resolution of the complaint process. yes like we'll be responsible for resolution like I think that gets us I don't know if that gets us there forever but like I just worried that the other one would only get us to the first step and in a vacuum of uncertainty where'd that come from oh okay what do we say can you scroll
156back up to what it says in number one we'll receive the concern Or we'll initiate resolution? Again, this would be an unusual circumstance. I think the guideline is clear. I mean, people, I don't think it would be a big step to say, obviously the vice president is going to follow through. To me, I think we've worked smooth. How about we'll address the issue because that's what it says above. And address the issue? No, just we'll address the issue. No. Okay, so this is another amendment. It's about the president. That's it. That's as simple as you can make it, I think. All those in favor of considering this amendment, which is replacing our previous amendment. We're sorry, we need it. So we need a second on that. Second. He made this up. Okay, so Wes made
157an amendment. Mary's seconding it. All those in favor of making this amended change, please say aye. Aye. Any opposed? No. That carries on voice vote. Okay, so this is now what we're considering. even though ordinarily works for you because you do it all the time ordinarily flies right over my head and I would be following step one then step two then step three I would like something like what you said Mark that we just erased that if the board president doesn't find resolution and we move to the next step or something like that I would propose the amendment that's on the screen Do we need truncated or resolved? Can't it just be resolved? Well truncated means like you're cutting it short so So Jeanne's making the proposal we add this language. Is there a second?
158I will second Any discussion before we vote on this amendment? All those in favor of the amendment please say aye Any opposed? No Thank you that carries on with the vote. It's now part of the motion. The motion we're considering is to approve the policy as presented on the screen. That is the motion. Is there any other discussion? We have a second already? Yes we do. On the original motion we do. Or we could not have talked about all that. I would like a roll call vote on this one. Okay. I think we're ready to vote. Aye. Roll call vote. Sam Hughes. No. Cheryl Mills. Jean Lambert yes pre-thickery Dara yes West Silla yes Mary Whacker yes Scott Wheeler yes six yeses Thank you that carries on roll call vote and concludes our last action
159item recent gifts to the district team So I'm going to wait for the screen to fresh Thank You Christy I'd like to Present the recent gifts to the district for July of 2025 in the amount of $29,935.55 with deep appreciation to the donors for supporting continued excellence in Elmbrook The names of these donors will be posted on our website under the gifts section and with that I would recommend make a motion to approve the 6d recent gifts to the district. Thank you. We have a motion in a second any comments All those in favor of the motion, please say aye. Aye Opposed. Thank you that carries on voice vote And that concludes our action items for the evening and brings us to our first discussion item. I'll keep this short. I'm sure you've read this
160Basically and for public interest is summarizing what you see before you on the screen. We have three Seats that will be board seats that will be up for election next year April 7th, 2026. One of them is the area one seat which is currently held by me, the area three seat which is currently held by Preeta Kudhiyara, and then the at-large seat which is currently held by Sam Hughes. This happens occasionally where we may need to have a deputy clerk. Preetha cannot. It always happens. Sorry. Clerk. Thank you. But we're talking deputy clerk. I said the wrong word. It is a clerk pro tem. That would be a clerk to fill in for Preetha's paperwork in the event that she chooses to run. We don't do that. No. We're doing the deputy clerk. That's why
161we're saying in event. Oh, right. OK. We're not doing the deputy. This is deputy. No, not this. Queen and Christie is deputy clerk. On my head. Sorry. Yeah, we do. So this is just the deputy clerk so where the clerk's not always available to file paperwork in the district office during business hours we authorize an assistant clerk if you will deputy clerk to do that and that is and has been in the past Christy Westphal so this is just a discussion item this evening in preparation for an action item at our next board meeting to authorize Christy to do that. Any questions on the deputy clerk? Great that way back is action item next time the first reading the 1000 policy series Pritha and we reviewed two policies policy 1130 we recommend this is the
162commendations policy we recommend reconfirmation as it reflects current practice and also policy 1250 regarding community member visits to the schools and school safety we recommend a minor revision so that residents over the age of 60 do not need the physical courtesy pass I just have one concern about the not needing a pass and that is if we're gonna rely on the honor system that all our ticker takers are so informed and that if a community member presents themselves as I'm over 60 and I get in free that that's a well-known fact that that's well publicized to all the ticket takers of all the events so that we don't have a big deal with well no we don't I don't know about that and no I don't think that's true and that there's no hassle Jean,
163I'll second that, and I'll add, I think we should communicate this to the community at large so that they know that this is an opportunity for people 16 or to come be part of our activities. So maybe in a future communication piece that we send out a link or something, we could say, 16 and over, come on to these events. But then that our ticket takers know, too, that there's no snag at the door. But otherwise. What's the purpose of taking that out? Taking that out. What was the thought process behind that? Where do they get the courtesy pass from right now? They get it from this office? They'd have to come here and apply for it or pick it up, so we wanted that to be a step. So are the ticket takers asking
164for ID if they say they're over 60, or is it just... Well, if I came to the ticket window and they said, where's your ticket, and I said, I don't have to have one. Because I know about this policy. Now it may not be widely used, but I still think we don't need to have hiccups as people are coming in where the ticket takers are caught off guard and the resident is like, okay, I'll pay my $4 or whatever it is. I think people need to be informed is all that we're making, that there's a change. So it's already been like if you're over 60 you get in free for all these events if you have the pass You just have to show them this courtesy pass But we're just saying that you don't need
165the courtesy pass. You just if you're over 60 and part of the community you go for free it's it's It's on the ticket It taker table as you're entering it says there that if you're over 60 it's you get him free it's stated right on the done and done so yeah so we don't think so again we're just striking me part about obtaining a courtesy pass what's that okay thank you that will be back if there's no other questions comments that will be back next month as an action item on our consent agenda and now over to the 7,000 policy series sites and facilities this is mary okay um we have six policies to take a look at tonight seven uh and one six policies and one practice statement to take a look at um
166i hope you had a chance to look at them 7110 is a reconfirmation and the practice statement for 7214 is a reconfirmation most of the changes are relatively small in 7013 we're just changing the title from Custodian to facilities or something like that It's it's just a wording change Where we are taking out coming up now my computer's gone sleep The name of facility managers to head custodians in the first one that's the only change in 71 13.1 we are making a simple change in the last sentence of the policy to say the district should continue to enter into cooperative agreements with common municipal governments for the regular we're changing it to periodic maintenance of exterior facilities that was at rick domach's suggestion because we don't do it for regular things but we do do
167it periodically so that is to align with our actual practice 71 15.1 similar things we're changing the language to specific duties instead of saying though the duties incident thereto may be delegated to subordinates these were Reviewed by Rick. 7118 is a change to simplify language. Once again, we're striking a sentence. And we're adding a designee to the superintendent. The Board of Education shall determine the extent of all new construction based upon reports and recommendations from and through the superintendent slash designee. New construction is defined to include alterations, replacement, or redesign of all building items. We are striking the phrase to the extent that they shall be maintained in the condition of their original construction or as redesigned, which kind of doesn't say anything. So that was a clarification of language to simplify. And finally, in
16872.14. The policy on developing educational specifications and building and landscaping we are changing and specifying the name Principal or general contractor it is desirable that the principal no general contractor architect and appropriate district personnel Be appointed early enough so that they can cooperatively draw the educational specs prior to preliminary plans any questions questions for Mary We do have a request to speak before board discussion before I ask that question. Angie Pingel, a resident of the district. I consider myself pretty knowledgeable about the discussions that happen at the board meetings. You know I'm always here and I've been here for a very long time. And I'm really struggling with a couple of the policies. For example, policy 71. or 7110 that talks about the superintendent periodically reporting to the Board of Education on the state condition
169and level of utilization of existing sites and facilities as they relate to servicing the current and future needs of the district. And then it goes down at the end of the policy, annually for the purpose of long-range planning, the superintendent slash designee shall submit for review by the board. report of current factors of community growth projection of population and enrollment and financial resources and economic conditions in the policy 71 13.1 there are similar requirements that there are supposed to be reports that are submitted to the board and if i'm having a hard time recalling what those reports are i'm wondering if you guys know what those reports are because i i can't recall what they are I think if we're gonna look at this policy we should make sure that we're actually complying with the
170policy and that we're providing the reports that are required so if someone could point that out to me that would be very very helpful when you report to the board on facilities is a citizens forum or citizens questions yeah can be questioned because we're it's on the agenda it's agenda item i have the so we have a variety of reports that we provide the board that fall into compliance here for instance we have a facility to report that goes to fno on an annual basis we have annual enrollment projections annual financial statements it's an ongoing process all year round but is that to the board which is what the policy says because it is a committee of the board it is to the board committees yeah third friday count comes okay I just was curious
171because I couldn't recall specifically. Normally we make, like this is our report that we're presenting under a rule, whatever, and if I couldn't come up with it, I just wanted to make sure, since we're reviewing the policy, that we're actually doing what the policy says. So that was my question. Thank you, Angie. Okay, any other board member questions or discussions on these policies or changes? Hearing none, that will be back next month as an action item. That concludes our discussion items for the evening and brings us to the board present report. Board of Education is responsible for several things and one of the most important in my opinion is setting the vision for the school district and Hiring an administrative team to make that happen and then holding them accountable It's been my privilege to
172serve on the board for 11 years now in my 11th year and every combination of board members that I've served with over that time has desired to keep academics strong in Elmbrook. With COVID in the early 2020 schools nationwide went virtual and many students struggled I don't have to tell you that. The board at the time was very concerned about how to open our schools quickly and avoid learning loss. In fact I think certainly in Waukesha County but maybe even the state of Wisconsin I don't know beyond that but we were first school district that I'm aware of that opened in-person learning five days a week in the fall of 2020 Which again is a testament to how important the board at the time felt it was to get back to in-person learning but we
173were experiencing Learning loss and students that struggled with virtual learning and it was again a concern for the board so It's been a lot, it's been a focus for us for a long time. The administration came to us during those, that COVID or that year following the outbreak of COVID and reported that they had seen some serious academic needs, some learning needs in first grade reading in particular, and that they had formed something called urgency teams to address those challenges. That in turn led us to looking at the science of reading, training our teachers in that methodology and approach, and implementing that district-wide. The teaching and learning committee at the time was updated and weighed in every step of the way. As COVID ended, the entire board focused on academic achievement like never before, at
174least never before in my time on the board. And I mention this because it's been a slow change. long haul to make changes in academic performance takes time but the board really focused on it we emphasized academic performance in the superintendent's annual evaluation tied a significant portion of his compensation to that academic performance superintendent transferred this vision to the assistant superintendent over teaching and learning and the leadership at each building The district goals set by the board for teaching and learning in the district really haven't changed much in the last three or four years other than the metrics, other than the proficiency levels that the board wanted, increasing those levels each year. And that really reflects the board's focus on this priority again over the last several years. This continued focus has led to the
175leadership team focusing on short cycle goals like 90-day goals in our buildings with teaching teams and those goals have focused on individual students. That nimble approach has given the teaching teams feedback and allowed them to adjust instruction and interventions and we were confident that that would lead to improvements in our ELA and math proficiencies, but again it's slow to see those changes happen. And waiting for them has certainly, for me personally, been hard. So tonight, in my board present report, I'm just pleased to report that our proficiency scores have not only been increasing over the last several years, but made a significant improvement at the end of last school year. Our ACT score was also higher by 0.5. which may not seem like a lot, but statistically to move that much in a year is
176significant. So I just wanted to thank the current and previous board members who have continued to make academic performance in Elmbrook a priority. And also thank you, Mark, to you and your leadership team and our amazing teachers that have made the board's vision a reality. We couldn't do it without you, and I'm excited to see what we can do next. And that is my report. The next agenda item are items that are discussed by exception only from any of our committees or liaisons. Are there any such items tonight? Sam. Thank you Scott I appreciate that and just to add on actually kind of what you were saying I thought this was a big win for TLC the team that that runs that Emily and of course under dr. Hansen's leadership, but I just thought this
177was a really cool metric I encouraged the rest of board members to look at the the annual report for advanced placement results but at 2425 the Percent of AP exams has scored three plus or higher was 90% And that is incredibly, the year before it was 82%. So just to see almost a 10% increase is pretty phenomenal out of 2,500 exams taken, 2,550. So I thought that was a big win. I just encourage the rest of the board members to take a look at that report. Thank you. Thank you, Sam. Thanks for highlighting that. Other items? Yes. I'm going to hit the mic. I'm sure everybody wants to know that the Joint Review Board met yesterday and voted unanimously to support the amendment to today and TID 9 for the city of Brookfield and the
178mortgage clause has been included in their documentation as we requested thank you for that update hearing nothing else let's move on to our superintendent report mark Thanks got lots going on I have a whole bunch of items to celebrate Start of the year as we always do with our national merit semi-finalist announcement And as you will see on this slide that is coming up We had a number of students at Brookfield Central and Brookfield East. This is the second most national merit semi-finalist in district history Earlier I had the chance to attend the Brookfield Central brookfield central homecoming assembly that our student reps referenced it was a pretty amazing event i have had the chance to be in a lot of high schools in our country and i don't know many high schools that can
179do a school-wide photo with one photographer it was pretty amazing this is something that principal gretzmacher has implemented every year since he's been there so he's got a picture of the entire school for every single year if you go by his office you'll see them up on the above the locker area displayed also had a chance to participate in a number of food and movie nights this is just an example this happens at every one of our elementary schools we create the sense of community by having a outdoor movie night and having food trucks brought in from all over southeastern wisconsin this is the movie night at burleigh packed house at all of our schools for all these events great way to build community As was referenced by our student reps, the Battle of Brookfield
180has turned into the Gold Out Game. These are pictures from that Gold Out Game. You may recall, for those of you that are historians in the community, the rivalry between our two high schools was pretty deeply rooted and oftentimes brought about some behaviors that we didn't necessarily welcome. since we implemented the gold out the level of cooperation that goes on between our two high schools to make this event something good for humans is pretty powerful so my hat's off to the folks that have done that we continue to welcome award-winning authors throughout our school this is a picture of the visit at swanson elementary school 350 students got exposed to the award-winning author On October 3rd, we had our first professional development day of the year. These are some of the things that we had
181participation in. Ultimately, that day really came down to analyzing the beginning of the year data, creating intervention plans and change plans and strategy maps for us to improve student opportunities across the system. One of the other neat things that happens in the fall is our post-secondary night. I know some of you had a chance to attend that event. It was a packed house. We rotate this between our two high schools, and we really encourage this year, a lot younger parent involvement because this is information that if you have a student that's entering middle school you probably won't want to start thinking about like tax implications around fafsa and all of those kinds of things you have to start to change your patterns of income and tax behavior early on to get to a tax bracket
182that qualifies you for student aid In addition to that, we had a number of different booths and sectionals that referenced a variety of different things. You can see all the different topics that were covered from scholarships to how to build your college list to FAFSA is a very popular one, college applications. We had the Wisconsin universities represented there. We had private and public schools. We had Ivy League schools, those REACH schools as they're often referred to. And really, we're trying to equip parents to navigate this very, very difficult time, which is... Built to help parents find their pathways for kids to be more successful our counselors execute this and our building leaders help our counselors find Content experts to bring in the expertise like FAFSA. That's not something we have expertise in So we will
183go to the FAFSA people and ask them to bring us an expert Many of you had a chance to attend the Fairview South Grand reopening and it was a great celebration. We thank the Brookfield Central Marching Band and all of those that attended that event We also got great news, as you heard from the Brookfield East student reps tonight, that we had another student named Presidential Scholar winner. It's pretty unbelievable to think that there have been 30 of these in the last 10 years handed out to Wisconsin students. 30. That's not a lot. And we've had seven of them. It's pretty stunning. It's another reflection on what our kids can accomplish. As it has been referenced, we continue to monitor the academic performance. You'll see the rank for Elmbrook is in yellow on this chart,
184and here's a little more of a verbiage reference to it. We moved up a slot in each of our performance areas, so we're the third highest performing, fourth highest performing, and sixth highest performing on English language arts, math, and ACT, respectively. That's pretty amazing. These are the highest performing school districts in the state of Wisconsin that we benchmark to. Many of you had a chance to attend booze and ghouls and we thank the Elmbrook Education Foundation for creating memories and another opportunity to bring our community together It was a wonderful night. We thank the corners for hosting it It was a great celebration of all things Elmbrook And finally we received some great news from niche Which is a school ranking system for the seventh consecutive year and ninth year overall Elmbrook was ranked the
185number one public school district in the state of Wisconsin You should note a good talking point when people ask you about launch. 51% of our senior class will graduate with a launch experience under the belt. It's a pretty amazing number. Voluntary program, half of our kids enroll in it before they graduate from high school. Conference championships and state tournaments are coming in left and right. It is that time of year. Fall sports are winding down, so we have conferences. closing out their conference schedule and state tournament starting. We did get news today that we have a state champion in girls golf. Peyton Haugen is the reigning backup or second place finisher for the golf championship for girls in WIA last year. This year she won the whole thing. The Brookfield East girls golf team finished
186second in the state. So hats off to all of them and congratulations to Peyton. Amazing story. Thank you to the students from... Fairview South for all of their contributions whether it was artwork or still photos you can see that on the back of the room that's displayed for anybody to take a peek at and just a reminder that I will begin on November 10th a medical leave where I will be having a ankle surgically repaired Emily Greiber will serve as interim superintendent with that I'd open it up to any questions that folks may have questions or comments for Mark Sam I just want to say I I'm super impressed with how you've taken that Brookfield Central, Brookfield East rivalry and made it a really positive event that you identified that in your team. That's really
187cool. I can see how that could have gotten out of hand and that you used that to bring them together. It's good leadership. Thank you. And I would credit our student councils and our key clubs from both of our high schools. Under the leadership of Ron Blaha from Brookfield Central, we could not accomplish what we've accomplished. It's been pretty amazing. And then to cap it all off with thousands of dollars raised to fight childhood cancer, that's a stunning way to rally people. It's really cool. Thank you. I was thinking as you were pointing out that 51% of our students have launch experiences before they graduate or by the time they graduate which will require a huge number of opportunities provided by our local businesses in order to allow them to gain those experiences and it's
188incredible what Bob Hall has done in organizing and bringing businesses to us and our students so that they could have those experiences We're very fortunate to have the business community that we have that's very engaged in helping us produce the next generation of workers. It's pretty impressive. And we thank the launch team for all of the things that they do to make this happen. Anything else? Can I have a motion to adjourn? Thank you, Sam and Cheryl. All those in favor of adjourning, please say aye. Aye. Aye. Thank you. We are adjourned.
