001Good evening and welcome to this regular meeting of the Northside Board of Trustees. Before calling this meeting to order, the Board would like to take just a moment to briefly review some of the rules for conducting our meeting. The order of business for this meeting is set out in the agenda. One item that you may notice on the agenda is called the Consent Agenda. This item includes things that are considered routine and or are of a recurring nature. All the motions listed under the consent agenda will be acted upon in one motion. If there is a consent agenda item which anyone here would like to address, please sign up to speak to that item and we will pull it from the consent motion and discuss it separately. The purpose of our meeting is to conduct

002board business and for that reason it is held in public. It is not a public forum. However, we do provide the opportunity for audience participation. If there's anyone who would like to address the board during an agenda item or a citizens to be heard portion of the agenda, we ask that you please complete a sign-up sheet located at the entrance to this room. This is so we do not overlook anyone who would like to speak to the board. We will review the rules for addressing the board later in the meeting. Is there anyone here who would like to sign up to an agenda item and has not done so? Okay, we do have one citizen that has signed up so and that is for citizens to be heard portion under citizens to be heard so

003Then I will officially call this meeting to order please stand as trustee blunt leads us in the invocation and the pledges of allegiance of the Bundesfors, students, parents, patrons, teachers, and administrators, that we are settled here this evening in the common pursuit of this great nation's wealth and our children. Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. On the Texas flag, I pledge allegiance to the Texas, one state under God, one and indivisible. Thank you, Mr. Blount. And welcome to all of you, especially our students that are here tonight. And I understand we have some more students that you've probably heard a little bit of earlier. So, aha, and she has

004arrived just in time. So we do have a very brief public hearing at the beginning of this meeting, if you'll see that on the agenda. Welcome. And it's on Internet safety. So. Mrs. Oshman is coming to the podium as read. I'll just kick off by saying that we're actually required periodically. That better we're we're actually required periodically to do a public hearing on this on this topic so Melissa is going to walk us through just a few slides and then We'll see if anybody would like to speak to this item. This is on your agenda for discussion Good evening president Reid dr. Woods members of the board. I'm Melissa Ashman executive director of Technology Services and tonight I'm here to present some information on Northside is DS internet safety policy to begin we why do

005we need an internet safety policy compliance with the Internet Children's protected protection Act which was enacted to address could address concerns of the children's access to obscene or harmful content over the internet and it's also a requirement for erate funding which funds a portion of technology infrastructure and internet access for Northside ISD As far as the safety policy requirements, we are required to address access by minors to inappropriate matter on the internet and World Wide Web, the safety and security of minors when using email, chat rooms, other forms of electronic communications, unauthorized access, hacking, unlawful activities by minors, unauthorized disclosure, use, and dissemination of personal identifiable information. measures and we also have to ensure that we have measures designed to restrict minors access to materials that are harmful to minors and measures for educating minors

006about appropriate online behavior. So how do we comply with SIPA? We use an internet filter. We use the iBoss internet filter. It blocks inappropriate websites based on categories and we can also block or unblock sites based on a specific website if necessary. We also have an acceptable use policy that is defined by all staff and all students. That addresses the use of Northside's technology resources. It also addresses unauthorized disclosure of personally identifiable information and unauthorized access and activities. We also educate each student on digital citizenship appropriate online behavior. We had for this past year the first digital citizenship week of October 19th through the 23rd where all of the students at Northside were encouraged to participate with age-appropriate lessons and activities. As far as digital citizenship is concerned, we have our resources available on our

007Northside ISD Library Services website. And this is accessible by students, staff, parents, community members. So everybody can educate themselves whenever is necessary using those resources. Those resources include information on prevention of cyberbullying. the safe use of social media, how to validate information online for research purposes, and understanding copyright and fair use. That concludes my presentation. Do you guys have any questions for me? Any questions from any board members? Yes, ma'am. Turned on. There we go. By these mics I want to ask when teachers are asking kids to their own devices if they're using it through our Wi-Fi Then they have the same blocks on When they're using when they're accessing anything through their own system as long as iPhone iPad Anything like that as long as they are on Northside is these now Wi-Fi. What

008if they're not what if they're on LG what is it LG e? If they're on their data using their data using their data, no ma'am. They're not they're not filtered through our is there any way to Filter that not on not on their data usage It would be up to the parents to put parental controls in place on that phone. Okay, do we have any kind of policy in relation to teachers having students use their own technology and there being a requirement that they have to use it using our Wi-Fi? Yes. In our acceptable use policy, we have a section devoted to bring your own device, and it is a requirement for students to use the Northside ISD Wi-Fi. Whenever they're accessing from a teacher asking for them to access for a lesson. Yes. Okay.

009Great. Thank you. All right. If not, thank you very much. It's good to know that we have these filters in place. Thank you. Okay, we'll move right along to the superintendent's report. Yes ma'am. Ms. Reed, members of the board, several things tonight but won't take a lot of time. I've mentioned to members of the board on a regular several times that we were considering making a grant application to pre-K for essay to expand some of our own programming in pre-K that is moving forward. We do believe at this time that we will make that grant application. The application itself is due on Friday the 18th, a week from Friday. So because we're kind of running up short on time, close to the holidays, I wanted to make sure and mention that to you this evening.

010And we'll talk more about that after we understand whether we've been funded or not. wanted to thank Pasquale and his group the Northside ISD TV team as a member of the board know we've had a long-standing partnership between Sul Ross middle school and the capital group and it's probably one of the best examples we have of a really rich school business partnership And in working with the folks at Capital Group, Pasquale and the NISD TV team created kind of a profile of that partnership that the general managers at Capital Group and I will go out and present to other large businesses in the area and encourage them to consider similar partnerships. It is very well done, and we will make that available to this group and show you that very soon. I wanted to thank

011Mrs. Freeman and the members of the GO Public Group. We recently had a conversation with representatives of the Texas Association of School Boards about the possibility of hosting a business and education forum here in San Antonio, and that looks like that will happen early in May of this coming year. On Saturday, I was able, my son and I actually went to John Jay to the science fair competition that they were having and spent a couple of hours walking through, and you would have needed 20, but we spent a couple of hours walking through some of the science fair projects that the students there had done. amazed and particularly at those students who had started a project in their freshman or sophomore year and then matured or grown that project as they continued through the Science

012Academy absolutely amazing work now I'll fully admit that I didn't understand some of that work but but what I could glean was was really very very impressive and I want to thank Jay Sumter and his whole staff for their work and for the invitation to be there last weekend. Last night we had the Foundation's annual meeting and I know several of you were there and heard the good success of the Northside Education Foundation over this most recent year. I want to thank Wade Cleary who has been the president, who's going to cycle out of that role, has done a fantastic job and certainly Cassandra, our own Cassandra and her staff for that event as well. and with that I am going to hold everything else that I might have said and defer my time to

013a talented group of young people so we had an idea that being this being the holidays we wanted to invite some of our talented musicians here to put us all in the holiday spirit so under the direction of Lisa Owens I'll reintroduce the Rawlinson choir Lisa what at least don't want don't leave Hang on, we want to thank you before you leave. To all of you and James Machulka and David Cain and our Fine Arts group. Lisa, thank you for your outstanding work and to these very talented young people. We really appreciate you coming and brightening this meeting. Before you leave, are there any family members of these young people here who we could clap for? There you are. There's some. Thank you for being here tonight as well. I know we've also got proud

014principal Mark Rustin I see in the back. Thanks to all of you so much for being here tonight. We really appreciate that. It's delightful to hear. You sound just like high school choirs, not middle school choirs. It's wonderful. Thank you. Thank you very much. I think we need to do this every year. Happy holidays to you all miss Reed that that concludes the superintendent's report. Thank you very much Do we have board members who would like to report on anything? Mr. Lopez, there you go. Sorry. Thank you Thank you president. I just wanted to mention, you know, I had an opportunity to back in November on the 20th I was invited to go to the Peggy Carnahan School elementary school where where I took part in the what they called the Arbor Day Project acorn,

015I believe it is and it was just basically a way of planning native trees at the at the at the campus and it was a Really interesting to see and I was really glad to see Peggy Carnahan there as well the namesake I got a chance to meet her But what was really special for me was that I got to see a good friend of mine Kent page who was an instructional specialist there and He was the one that was leading the event and it was just really special to see him He's doing great things there at Peggy Carnahan and I just wanted a chance to just to say, hey, thank you very much for inviting me. And you were there as well, Dr. Woods. And it was just really good to see the good

016things that are coming out of the campus. I also had a chance to, I was also invited to Edward Verreal to talk about, it was basically, it was career day. And it was interesting. I got to present in front of fifth graders. And they asked some tough questions. And one of the tough questions. that they asked me was, you know, they knew who I was, they knew what we did, but they said, one of the questions was, who's your boss? And I was like, well, your parents are. So it was very interesting. They asked very good questions. And the principal there was April Mata. Was very very pleasant to me. I so I enjoyed being out there and and meeting the community there I met some parents that were there as well that were talking

017about the different careers. So it was very interesting to see that and That was my report as to what I did during the day in the district. Thank you. Mr. Lopez. Miss Chambly I've got a couple of things that I want to report first off I got to be part of the NEF patrol and I haven't had a chance to do that in a while if y'all haven't had a chance or Josephine and Gerald you present the grant winners and so you walk down the hall and they have you know the music playing you know that champion music and it was really cute because at Colby glass and I Thought I would never forget her name and of course that's exactly what I've done But I will find it and share it with you, but

018we're walking in and they were having career day and so all the teachers from Think she was first or second grade. We're kind of standing in the hall And so we're walking in playing the music and the Apple is there as well And all these teachers are looking around saying okay. Well, who do you meet? Who do we need to find? Who is it? And so we said this woman's name and all oh my gosh. It was like she was 18 Jumping It was the best. I mean, it made it so worthwhile to take the morning to do that because she was so excited. And she's been at Colby Glass her whole teaching time. And the reason that she had asked for the money was that they wanted more books that they could share to

019challenge the kids and to be able to send home with them. And so that's what all the money was going to be used for, was to buy books for. Fifth graders I think is what anyway, but just her reaction was just it was delightful. I was in Two things on Sunday I attended a UT at Austin graduation Which all of you know how I bleed maroon and white so I will tell you I Actually even left my Aggie purse at home because I was trying to be politically correct, but it was my first mentee business careers high school I've kept up with her and she graduated from UT Austin degree in Bachelor of Science in natural sciences and she's going to be a neuro physic neuropsychiatrist that's it a neuropsychiatrist working with she did a

020research study when she was in college working on the different enzymes that work in your brain that have impacts on depression and things that right now we only have drugs for instead of natural, you know, body produced types of enzymes. Anyway, the girl's outstanding, but I will tell you, Brian, if I heard one more hook, I'm horns. I called Brian to tell him, and he said, do you have a picture? Because he thought I actually did. I thought I was actually standing there doing the hook and horns. It's like, sorry. But anyway, it was. I can picture 1,000 people standing there doing it, and you're the one, one. I did. Yeah, that was me. Let me tell you. And then Sunday evening, they have VIP shoppers. I'm not sure if that's good, particularly with my

021husband here at Dillard's. And so I went to it, and the whole store was full of mariachi music. mean unbelievable mariachis and so I went to find them they were the Holmes mariachis and they were under the leadership of Aaron Aaron Rios who actually is a John Jay graduate. And he said, Gerald, that he forgot to tell you and your wife about it. But they were absolutely amazing. And what was really nice is that farmer students that are now professional mariachis came back and played with them. And so, I mean, it was, there wasn't a lot of shopping while they were playing because everyone's really stopped listening to them. So I just want to thank Aaron and the kids that did that for taking their Sunday evening. I'm going to take a moment of personal

022privilege just to tell you how our circle goes around in this school district. And the parliamentary team, I want you to know that Dr. Woods was actually watching Northside Facebook, and he was the first one to announce that y'all had won nationals, even before your ag teachers. Monica was watching Facebook. I don't do Facebook, but Monica does Facebook for me. And she does a heck of a job too. But Monica noticed and she printed that picture of the team out and brought it to us sitting right here in the meeting. It was pretty neat. Anyway, so that was really neat. So, okay, so Dr. Edmund Meyer, who is here, and he is the Leon Valley vet, and he also is the vet that helps the ag students at O'Connor High School that have their projects

023there. He's very, very giving. And, Edmund, we appreciate everything that you do. Okay, Edmund was my husband Steve's. Who's here? student at Marshall His son Trevor is on the national champion poultry team So tells you how things go around and the next one's even better Brian clay Who is an AG teacher at O'Connor High School? Was my husband student at O'Connor and is now back as an AG teacher at O'Connor So just to tell you what a small world we have and how things go full circle in the school district Good. Thank you. Ms. Freeman. Just to report, we had a TASB board meeting last week. And a couple things. We did talk a fair amount about grassroots and some of the changes that might be made to grassroots this time around. And for you

024all, grassroots is the very beginning of how we develop our advocacy agenda as we go into the next legislative session. Our grassroots is scheduled for February 4th, which is we do have a conflict, unfortunately, with with our Founders Day, and I know that was very challenging for TASB, Region 20, and the Bexar County School Board Coalition, who actually hosts our grassroots at Region 20. I know it was very difficult for them to get together on a date. But I know we'll figure it out, and we'll be represented at both events. Grassroots will, though it might be I know, Linda, you may have it on your schedule, 6 to 9, but it's actually been condensed to 6 to 8, 10. There's going to be less time spent, and we're not going to wordsmith at all. You

025remember how we've spent 30 minutes trying to get it just right and realizing that it doesn't look anything like what we've spent doing at the other end of that. So that's going to... That's going to be completely eliminated eliminated some more time just discussing major points and bringing those forward so February 4th and also there were two seats vacant on the TASB board one was because Charles Stafford you may know from from the Denton area moved to president-elect and so that created another seat in his in his area where somebody else could be on the board and Bobby Regas as many of you know really was selected and so he'll be a new director and he's a good guy you all know that Debra Sebron was not reappointed to her board so that left open

026a position in region 20 and Rolinda Schmidt from Kerrville was selected to fill that position so these two people will hold that position until the next until the next TASB, TASA-TASB convention where we'll go up again and their seats are up again for reappointment, if you will, but they're both filling an interim position. Thank you. Mr. Lopez, did you have something else you want to say? Yes? Yes, I did I did forget something the mariachi group from Holmes High School. They did they did win the award for the Corazon de San Antonio all-city competition so that was something that they won it was a I believe they got third place in that award. It was also, there were two students that made all-city mariachi. So I just wanted to make sure we threw that in

027there and added that. I think I need to come in January. There you go. There you go. I just wanted to make sure I mentioned that. Thank you. Okay. I had a couple of things that I wanted to mention. You all know that we've had students coming from Northwest Vista College to observe us in our board meetings. And two days ago, I actually got a thank you note from Dr. Marbitt's Northwest Vista College class. He said, Dear President Reed, thank you for giving us the opportunity to attend your board meeting. We learned a great deal that day. So I don't know that that's happened before. Have any of you received one of those before? So it's nice to know that people are actually seeing us and learning from that process. It's interesting also to hear

028the rest of you talking about the prize patrol because that's something that I have loved doing I know Karen was doing it this year, and I actually took mr.. Medina So we had a great time giving out apples and and Grants to our teachers and one of them was even a larger grant to sort of a group of people It is a fun, fun event, and the students and the teachers are now hearing the music coming and they want to know, are you coming here? Are you coming here? No? Oh. But it is fun to do. And I don't know. I think now there are school districts who do that kind of fundraising that benefits their teachers, but I don't believe they ever did until we did it first. And I think I've always been

029so proud of our foundation that that's the way it was set up. so that the grant money goes to help the teachers do programs in the schools that they don't have the money to do. So it's a very important piece. Some of you know that I think we reported on it before that we had had a meeting with State Representative Diego Bernal. Not too long ago and he had invited me to attend one of his What he calls listening events which actually in Castle Hills But he has a portion a little portion of Northside around colonies north and I don't know whether it includes Rollins and I think it may And so he had a meeting and invited constituents to come. And one of the agenda items he was talking about was his visits to

030the school districts. And ironically, he had a person there whose wife was a teacher in Northside and also a parent of some students in Northside. Didn't hear anything from any of the other districts, but Northside was well represented. And it was a very interesting morning. The last thing I wanted to mention was, I can't read my note. Well, the NEF meeting last night was very nice. It was out at SeaWorld in a new kind of area that they have sort of made old temp out of, and it was always nice to have that recognition of those people that were leaving the board. Unfortunately, Benny Cole was the person from the board who left the NEF board, and he was not able to be there, but we'll make sure that he gets his plaque. I just

031want to say I am so glad that you all have worked with Alamo dome and graduations will be as listed and so we will all be graduating as they originally were planned to do so So thank you. And with that having been said, I think we have some students here who are just covered in blue ribbons. And it's just fun. And you all have been so nice and very patient with us waiting. So if the board will come down front, I think Dr. Moore is going to do this. All right, Ms. Reed, Dr. Woods, and members of the board, I'm Linda Mora, and I'm the Deputy Superintendent for Curriculum and Instruction. And I'm really excited. It's my pleasure to recognize two teams from, both of them from O'Connor High School, who are national champions. Close

032to my heart, because I'm a career tech teacher. So this is special. These young men and women competed at the National FFA Convention in Louisville, Kentucky. First the invitational novice parliamentary procedures national champion The novice parliamentary procedure contest measures students abilities to effectively communicate ideas during a meeting using the principles found in Robert's Rules of Order. Components include general knowledge of parliamentary law, a 12-minute demonstration of parliamentary procedure, and oral questions to check for understanding. These students started the day with a test on parliamentary law and only missed one question as a team, winning them the written test award. Prior to being able to attend the national competition, each team must compete at the local and state level to earn the privilege of representing their state at the National FFA Convention and Expo. This is

033the first time that Texas has had ever had a championship in this category. So we're really proud of these students and help me recognize them as they come forward. I was going to make a snide remark, but I won't. This is Bethany Ball. Go ahead. Go that way. There you go. Come behind me. Oh, you can go in front. Julia Barnfield. Patricia Clegg. Cameron de Leon. Thank you. Thank you so much. Thank you. Emily Squires. Taylor Schofield. Grace Garrett and their teacher and sponsor Chase Carroll How many of them are seniors and juniors or what? How many of you are seniors? We're all sophomores. You're all sophomores? Oh, so you're going to do it again next year? Okay, you just built the bar really high. Yes, let me see. Family members who are here for

034this group. Okay, next I'm honored to introduce the Poultry Evaluation National Champs as well. The Poultry Evaluation Career Development Event is a competitive event that tests participants' ability to select top quality poultry and poultry products needed for successful production and marketing. Event participants must complete, again, a written exam on poultry management, evaluate classes of live birds for eggs and meat production, evaluate quality of eggs, and evaluate and identify parts and products. Each team competed at the local and state level before moving on to national. Please help me recognize these outstanding students. This is Trevor Meyer. Okay. This is Colton McFadden. Brennan Burkholder and their teacher and sponsor Brian Clay All right Another returning team. They're all juniors also in the audience. We have Steve Chumley who is the department chair and is ahead of the

035FFA and the AG program Steve and O'Connor High School principal Jackie Horace Parents we could do it without your support that concludes it and we want him back next year Thank you. Congratulations to all of you. Thank you for helping me. Oh, sure. Thanks for having our first refreshment. Thank you. Cheers. Thank you so much. Bye. Thank you for having us. Hey, Jackie. Hey, Katie. Thank you for having us. I'm always there for you. I know. I appreciate it. Jackie, how are you? Hello, Jackie. How are you? Hi. Yep. Okay. We'll have those families for years and years to come. Good. Okay. There are no reports for this meeting, so we will move forward to the consent agenda. Are there any items on a consent agenda that anyone would like to pull from the board?

036If not, do I hear a motion to approve? Yeah, I'll move approval for the consent agenda. It's been seconded that we approve the consent agenda as presented all those in favor. Please say aye aye Motion carries. Thank you. This is read before we move on if I could just real quickly Recognize our new director of purchasing George Ayala who's in the audience with us tonight? Just want to thank George for all of his work Appreciate you being here this evening. Just wanted to point him out to the members of the board especially just approved all the items that they okay well good to have you here with us tonight and on on the job and watching out for the monies of Northside so thank you citizens to be heard so we do have one citizen

037to be heard We believe that citizens to be heard is important and meaningful and we will listen to what you have to say We value your opinions, although we are restrained by law from taking any action on your What you have to say I guess that's really all I need to announce on that one, isn't it? Yeah this one The Citizens to be Heard agenda item is not intended to be a forum for resolving disputes or charges against individual district employees or students. Such complaints or allegations should and will be routed to other channels for appropriate handling in accordance with the applicable board policies. If your topic involves a personnel matter or a student matter, or if you contend that your legal rights have been violated or board policy not followed, we have specific procedures

038for these matters, and now is not the appropriate time to discuss such matters. As a result, if you sign up to speak or begin talking about one of these topics, you will be asked to stop speaking and directed to the appropriate policy. We respectfully ask that you refrain from making personal attacks or rude or slanderous remarks. Speakers are asked to express themselves in a civil manner with due respect for the dignity and privacy of others who may be affected by your comments and refrain from saying or doing anything to disrupt the meeting. In addition, while it was not our intent to stifle public comment, speakers should be aware that if your statements violate the rights of others under the law of defamation or invasion of privacy, you may be held legally responsible. So, having said

039all of that, which we are required to do by law, Mr. James B. Camp. Good evening, President Reed, board members, Dr. Woods, Mr. Galindo. My name is Brian Camp. I'm a sergeant with the Northside Police Department, and I wanted to come in tonight and introduce the newly reformed Northside ISD Police Association. From what I understand, we were quite active before I got here, and we hope to be active again. I know we had good relationships with many members of the board and administrators. We want to try to bring that back, get that going again. Our goals are simple. We support the mission of the police department. We also want to support charitable organizations like NEF. We've developed some incredible business relationships already with business owners in the Dominion area. And with that said, they've given

040us the Dominion Country Club for a Christmas party Friday. And certainly we'd like to share our wealth because we never could have been able to put on a Christmas party like that without some really nice business owners helping us. So we'd like to share the wealth with you folks. If you'd like to come, you're more than welcome to attend. We've already set up some other... events to fund NEF and our own charitable giving. We have a dance set for the Friday prior to Valentine's Day. We'd like you all to come. It's supposed to be really dressy and from what I understand from my wife, chicks really dig that. So please come by. Where is that? Ma'am? Where? Oh, it's going to be at the Dominion Country Club. Both of these events will be there. And

041what time Friday? 7 o'clock. And what kind of dress? From what all the ladies tell me, it's supposed to be kind of semi-formal. It's supposed to be dressy. I think to the members of the board, just sorry, Mr. Camp, the invitation you sent is actually at your place tonight. So the invitation that the group sent is actually provided to the trustees tonight. Oh, mighty fine. Okay, great. Thanks. I think that about covers it. I just wanted to get that invitation in to you and tell you we look forward to working with you in the future. Okay. I'll yield the rest of my time. Thank you. Thank you for being here today. Have a good good party. All right There are no items for curriculum or facilities or business or human race human resources there are

042So moving along to that Miss Hill good evening. Mrs. Reid. Dr. Woods members of the board. I'm Patty Hill the assistant superintendent for human resources In accordance with Section 2141 of the No Child Left Behind Act and the Texas State Highly Qualified Teacher Plan, we are required to submit an annual report on whether the academic subject classes are being taught by highly qualified teachers. Am so pleased to report to you that for the 117 campuses in Northside 100% of our teachers are highly qualified and 100% of our IAS that work at title 1 campuses are highly qualified Our ability to hire excellent teachers is made possible because of the outstanding reputation of this district and that Reputation starts at the top with you our team of eight. Thank you for your support of the Northside

043Human Resources Department Thank you, and thank you for hiring good highly qualified teachers It's a it's a job for all of us to be involved in so yeah When it has something petty it says in which the tea in a manner to manner determined by tea a what what? What does that mean? Well, they either have to have the certification in the subject area, or we use a process called house, where we can look at other certifications they have, the amount of courses they took in college that they took, and if they take so many and they get so many points, they are considered highly qualified. And so the certification in the subject area gets it? So they have a degree in physics and they get their teaching certificate and they pass the physics test.

044Exactly. Instead of someone who has a degree in science and then is teaching a different class that will they have their certification in Sometimes they don't but using house their college credits get them to where they need to be and so they could teach a course or two outside of What their degree is in as long as they meet the house requirement the house requirements. Thank you I know this was a tremendous amount of data collection. So thank you very much for doing that. Thanks to Ben Muir and Greg Hatmachek. They do all the work. Well, pass that on to them as well. I just get to brag. And thank you all for your support. Thank you, Patty. Mr. Blunt? Yeah, I just want to reiterate. I think we all know the importance of it,

045but how significant this is. You know, here at Northside, we expect excellence, but to achieve it on a constant basis and to have 100% highly qualified speaks very highly. So congratulations and definitely proud of it. And go public. Thank you so much. If I could, Mrs. Reid, just to piggyback on Mr. Bond's comment a little bit, you know that Congress is in the throes of reauthorization of No Child Left Behind, and it's not yet clear whether this requirement continues forward in the new legislation, but that won't matter in Northside. We'll continue to essentially follow the same rules that we have. We believe that... fully certified teachers in every classroom is is an important goal to achieve whether required or not I would agree and I think that has been the case long before this law

046went into effect it's always been here in Northside that they would be highly and they would be qualified so okay moving right along Thank You miss Hill for that report and please thank the rest of the people in your on your staff who helped with the hiring So we're going to move right now to the administration's area with the boundary changes from every school with mr. Glendale. Yes, ma'am. This is read doctor was members of the board We actually in October brought you two proposals. In fact, I'll speak to if it's okay to a and B and What we did is after bringing the proposals to you in October had a hearing in November Where we simultaneously had both hearings one involving Evers and Raba and the other ones Carlos Coon and Myers And here

047to give you a report of that hearing or other of those hearings and the recommendation is our SPAC president. Mr. Phelps, mr. Phelps And we'll ask that you act in two motions sister two separate boundary proposals. Mr. Phelps. Welcome. Thanks for being here. Yeah. Yes, sir Thank you. Dr. Woods. Good evening to you all Hope you had a wonderful Thanksgiving. As you know, my name is Morgan Phelps and I am the current chair of the School Boundary Advisory Committee. I am here this evening to present the School Boundary Advisory Committee's recommendation on boundary changes that would impact Evers, Rabah, Carlos-Kuhn, and Myers elementaries. Concurrent public hearings were held and staff and SBAC members were split. between the two hearings. We shared information from both public hearings during our deliberations. As you know, the decision principles

048that you have charged us with are as follows. Each time we do this, we look at maintaining community integrity, reviewing all growth projections, program accommodations and student needs, cost effectiveness, and frequency of change for the students. Regarding Evers to Rabah, the boundary proposal there and there are many general issues in establishing school boundaries that require attention the primary goal of this boundary change is to relieve overcrowding at Evers Elementary School this proposal would create sufficient capacity to not only provide the needed relief to Evers Elementary School but also to provide space to serve students in the ESL program at their home campus, Evers, instead of an ESL cluster campus. Specific issues and public hearing information. Our hearing was held at 7 p.m. on Thursday, November 19th at Jordan Middle School with 11 school boundary advisory

049committee members attending this hearing. The Evers to Robba proposal moves approximately 152 students from Evers Elementary. Prior to the hearing, 133 letters were mailed to families of students in grades EE through fourth grade who might be affected by this proposal, this proposed boundary change. As of November 19th, five written comments and two phone calls were received, four of which were from The Haven at Westover Hills. Two parents and one child attended the public hearing. The two people who did speak at this proposal had the following questions and comments. Ms. Jennifer Fuentes inquired as to how the boundary changes were determined for the area and raised concerns about transitioning to a new campus for her student who was currently successful where he was. Another parent in attendance asked if there were going to be any new

050schools built in the area and would her child have to be moved again if they remained in the area. She also inquired as to what an ESL program was and how many students were involved and would the middle school boundaries be changed as a result of this. Written and phone call concerns and comments included someone having purchased their home to specifically attend Evers Elementary, implementing this boundary change in four years so current students were not impacted so they asked for a delay in the boundary change. They cited that Evers is ranked higher in Texas schools than Rabah and not wanting to change teachers because they had developed a relationship with them. During the committee's deliberation following the public hearing the following was discussed We had questions again about frequency of change to make sure that

051we were adhering to those policies questions about whether there would be a cost impact on transportation and That written comments addressed personal family preferences So for our recommendations regarding the Evers to Raba elementary school boundary proposal by a vote of 18 for and one person abstaining the administrative proposal for the attendance zone change was approved This proposal moves a projected 152 students from Evers to Raba elementary Okay, are there questions miss Chambly? Okay Anybody else have any questions about? No, we'll accept your motion and a second All the dr. Did you want to wait till all of this was finished? No, I think it's all individual. Okay Okay, so it's been moved and seconded that we Accept the recommendations from the committee For the changes from Evers to Robba all those in favor. Please say

052aye. Aye opposed. No motion carries. Thank you I really like the way that you do your report. And I like that you address the questions that the parents asked. Oh, thank you, ma'am. I really appreciate that. We try very hard as a committee to listen to what they have to say. It's the most important thing. I appreciate that you do that. We get to do that, and we get help, too. So it's great to have the administration available for us to lean on and say, what? How do we answer that? We're pretty fortunate. That's true. Yes, ma'am. I thank you very much and I'd like to now present Carlos Kuhn to Myers Elementary. This boundary proposal would create sufficient capacity at Carlos Kuhn Elementary School to serve students in the bilingual program at Carlos Kuhn,

053their home campus, instead of a cluster campus. Specific issues and public hearing information. This again was held on November the 19th at 7 p.m. at Jordan Middle School with eight of our school boundary advisory committee members in attendance. The Carlos Kuhn to Myers proposal moves approximately 60 students from Carlos Kuhn Elementary School. Prior to the hearing, 59 letters were mailed to families of students in grades EE through fourth grade who might be affected by the proposed boundary change. As of November 19th, two written comments were received, both from the Deer Creek community. One parent and three children attended the public hearing. So it was really awesome to see kids there showing the interest in their school. This parent spoke to the proposal. They wanted to know, again, how the boundary change was determined or how

054the area affected by the boundary change was determined. Were there plans to build any additions to Carlos Coon instead of moving students? older students had attended the school and were successful but this parent understood the needs for changes to be made. Written in phone call concerns and comments included one parent's statement that they love their school and they want to stay hoping all her children could graduate from Carlos-Coon and another concern was that a family had recently moved to the Carlos-Coon attendance area and that another change would be too much for their daughter. During the committee's deliberations following the public hearing the following again was discussed questions about Myers Elementary having been built with a target enrollment of 660 students questions about frequency of change to again verify that that we had that correct and

055That written comments again address personal family preferences So for our recommendations regarding the Carlos Kuhn to Myers Elementary School boundary proposal, by a vote of 19-4 and 0 against, the administrative proposal for the attendance zone change was approved. This proposal again moves a projected 60 students from Carlos Kuhn to Myers Elementary School. Okay. Questions or motion? Mr. Lopez? I motion that we, oops. motion that we go ahead and prove the boundaries for Carlos Coon to Myers elementary school second any other questions if not it's been moved and seconded that we approve the boundary change as recommended by the committee from Carl's Coon to Myers elementary school all those in favor please say aye aye opposed no motion carries thank you I think you folks have a wonderful evening Well, have a wonderful Christmas holiday as

056well. I will do. And thank you for all your work on this. Yes, ma'am. And we have to thank the staff that worked very hard putting together this proposal. Those two ladies and Mr. Glenda. Mr. Phelps. Yeah. And Mr. Phelps, yeah. Thank you. Thank you. Merry Christmas. All of you. Okay. Now we have more boundaries The boundary proposal for Cole Elementary School Yes, mr. EDA previously we brought you the boundary proposal for fields and as you know We're expected and hope to open schools in August of 2016 and so here to present the boundary proposal for Cole is Miss McNerney miss McNerney Mrs. Reed dr. Woods and members of the board We are here to discuss Cole and if you'll go into the next line. Cole is located at 2252 Talley Road just south of

057the intersection of Talley and Wiseman. Its target enrollment is 800 students and it's designed to hold six portables, two classroom portable buildings on the ground should we need those. And this school is actually built from the savings from bond 2010 monies. as you're used to seeing I'll go quickly through the goals the details of the proposal and then show you the effects on the sending and receiving schools if you orient you to the map up here this is loop 1604 right here this is FM 471 here's Wiseman this is Talley Road this is the district boundary meet Ellis is located right here And this is the Medellus boundary currently, a very small, densely populated boundary. And adjacent to that, this area is the Hoffman attendance area. And Cole is located right here, just south of

058the intersection of Wiseman and Talley. The goal that we have in designing a boundary for Cole is to provide relief to both Meadellis and to Hoffman. As you can see on the slide, Hoffman had 995 students on base day, continues to grow, had 1,007 students as of this morning. Its target enrollment is 800 and its capacity with max portables is just under 1,100 students. So we're very quickly approaching that maximum capacity, the max number of students we can house on that campus. You can see the projections at next year, 16-17, and then the five-year and the 10-year figures will grow to just under 2,100 students. So the goal is to provide Hoffman relief. before they've exceeded their capacity that of that campus. Medellus had 1,113 students on base day and is sitting right about that

059same point today kind of cut some ups and downs but back to 1113 as of this morning their target enrollment is 800 and you can see the capacity with max portables is 1103 well how are we exceeding that That max capacity is based on an average class size and if you go to those classrooms you've got 22 kids in almost every one of those classrooms. So we are eking out every space and every desk that we have at that school currently. You can see the projection continues to grow to about 1,206 students at 10 years. And if you remember I showed you this is a very small, densely populated attendance zone, whereas Hoffman is much larger, thus the difference in the growth in the out years. So this Proposal we're going to show you this

060evening Discusses how we can populate coal and give needed relief to both Hoffman and to me Dallas the In addition to looking at those we always look at middle school feeder patterns elementary to middle and where possible if we can improve those We're going to keep that in mind and do our best to do that. So we'll talk about that as well in the presentation Yeah, I just I just wanted to ask on this on this slide this one. Okay, ma'am. So Actually, dr. Woods had tell me get prepared. It's really ugly but Actually congratulations. I think you did a great job. I don't think it's that ugly at all. We try I was worried I was thinking Leon Springs again and well, we mean but we try to use where possible existing boundaries both

061elementary and middle school feet lines where possible or major thoroughfares and as I'll walk you through that we tried to do that To the best of our ability not too many jigger-jaggers that weren't already there. I thought you did a really good job the question I had though is could you Under that subdivision underneath coal Are that sure that that we're gonna actually that's that's all we're gonna address that in the presentation I was just what I wanted to know is what What divides them from coal? I mean not I know you're gonna do all the numbers and stuff, but you know how you had showed us that Nothing divides them except a property line. There's a volunteer fire station if you put the issue is they would be crossing a middle school yeah and

062what we'll get to that circle blue line okay I just wanted because I remember at wild horse when we had that weird look you know information about that numbers and I'll show you the feeder patterns and the reality is this blue dashed line is a feeder pattern on a boundary line okay this area is Luna This area is Bernal and this area is Briscoe. So it creates an undesirable feeder pattern But we're going to show you that yeah, we'll get to that I just wanted to know if there was a physical physical barrier there of any type and there's not none other than what you might see on a regular property property and just land So in this proposal we bring to you in the orange the boundary for coal as mrs. Chumley was talking

063about and this orange area is all coming out of Hoffman We'll show you the individual neighborhoods in just a moment. So all of this orange This area are the current Hoffman boundaries. So again, we took the areas obviously closest to Cole and furthest from Hoffman where possible And then we have an associated boundary change, this green area, taking this area out of Mead Ellis and moving it into Hoffman here. In an ideal world, we would be able to put both schools in a new school in order to provide that relief, but you can tell the location of Cole is not adjacent to Mead Ellis. And when we looked at how could we relieve Mead Ellis, if you go to the north, we're up here in Scarborough and then Henderson's attendance area. As you know, we

064keep coming back to you to relieve those schools. They do not have sufficient capacity to be a long-term solution for that area. We could come over here into the Knowlton area, but we're crossing that intersection of Calabria 471 and 1604, not desirable. And then if you come to the south, then you are in the Hoffman boundary. So not the most ideal to have to have an associated boundary change in this case, but we'll walk you through those numbers and why that works. So the neighborhoods that are included in this proposal from Hoffman. If you come on the far left side, again, this is the area that's from the Bernal Middle School area currently at Hoffman. The areas over here, 1, 2, 3, and 4, that's Legend Oaks, Tamron, and Becker Ranch, which are existing developments.

065Number 4, Saddle Creek Estates is a brand new single-family development. Number 5 is this vast open space we refer to as Village at West Point West. That's a future development that will be coming, so no students in there at this time. J Bar Ranch number seven right here and West Oak Estates number six are existing single-family homes that are built out you come down on the south side of Talley Road over here and number eight the park at Cimarron is a new single-family subdivision You come down below that number nine is afton oaks, which is another new development and then 10 11 and 12 are older existing Manufactured home communities hidden oak. Excuse me silver leaf hidden oasis in Elm Valley You come down over here on this side now We're into the Briscoe attendance

066area and just south of Weisman as if you're turning in John Cottonwood way like you're going to the high school is Frontera that surrounds the two sides of the school. That's a new single-family development that's under construction Number 14 is North San Antonio Hills an older existing subdivision Number 15 we get into the kind of Alamo Ranch proper if you will that is the preserve at Alamo Ranch and The preserve is actually kind of a unique piece if you're familiar with Alamo Ranch It's a very large development, but there's lots of smaller subdivisions within that with entries and signs with their names on them and the preserve actually is three pieces that are not all adjacent they have separate entrances so they're here here and up here kind of like an L backwards L if

067you will Number 16 is Travis Ridge at Alamo Ranch, and that's at the south end right here. Number 17 we refer to as the grants. There's actually a whole lot of grants. There's the four that we're talking about here, which are the Austin Grant, the Williams Grant, DeWitt Grant, and Burnett Grant. And then there are several other grants in other parts of Alamo Ranch. But those are the four specific that we're referring to right here. Some of those are little gated subdivisions, and some are all interconnected. that area and then number 18 the large area up here at the north end is actually whole country retreat which is the dull web community for over 50 citizens over 55 so we don't have any students from that attendance area let's hope we got one once they

068were a 30-day temporary stay they have a lot rules and regulations about how long a child or person under age 18 can live there So what is that number that large orange area look like that's a plot projected to be 523 students next year 730 students at the five-year figure and about 1529 students ten years out So that orange area in this proposal would populate Cole. So remember it's a target enrollment 800 school. We're opening it with capacity to grow. As that area continues to develop and you say, well, it's 1,500 students 10 years out, that's correct. And in future bond issues, you'll continue to see schools in this area relieving that. Hoffman numbers before you remember we showed you that we needed to provide relief to get them back close to that target enrollment

069of 800 and in this proposal they range between 539 and just about 590 students that's significantly below that 800 and that has achieved our goal of opening up some capacity at Hoffman to then allow us to relieve mid Ellis and again you can see the call numbers so we've met that goal in the proposal The green area is the area that we're recommending to move from meet Ellis into Hoffman and we again We've tried to use major thoroughfares 471 We're using Alamo Parkway Alamo Ranch Thank You Pam and Lone Star Parkway, so it's kind of a dense compact area Community number one is the terraces at Alamo Ranch then number two is over on the east side of that area the trails at Alamo Ranch number three is a multi-family apartment community that's recently opened

07030 Oaks and then number four the hills at Alamo Ranch when you look at these areas they are very very close to meet Ellis and we'll show you the distances areas number two and three actually exit on this side down Lone Star and currently travel this direction up to meet Ellis and in this proposal they would come down to Hoffman Numbers one and number four do exit here on Alamo Parkway and will travel past Mid Ellis Elementary which we know is not ideal but that area of Alamo Parkway is a you know wide divided road kids do not cross that road at that intersection those students are currently required to use transportation to attend Mid Ellis and in this proposal those folks would come out this way and then come down to Hoffman as opposed

071to going right over here to Mid Ellis and we'll show you in the alternatives considered why we looked at this area as opposed to coming in here. And it has to do with the fact that there's a subdivision right here, the summit. Half of that area is eligible for transportation but half of that subdivision walk currently to meet Ellis and we did not want to recommend even though these folks were south of meet Ellis and a little closer to Hoffman potentially because some of transportation and half of that subdivision over so over about 70 student almost 70 students are currently eligible to walk so we did not want to split a neighborhood and we didn't want to move students who were walkers currently and all of these folks currently receive transportation to meet Ellis The

072numbers in those areas, even though it's a very small, compact zone, projected next year 322 students and ages slightly out to about 300. And I say ages loosely. This is a very over-yielding part of our district. We get between 1.3 and 1.7 times the number of kids per house that we would expect based on an average yield. Very, very high-yielding community. So over time, that area is going to return back to a normal yield. So you'll see those numbers continue to taper down. and if you remember at the very beginning I showed you mid Ellis we've got almost 1,200 students in a target enrollment 800 school so if you take about 300 students out it leaves me Dallas just at about 800 students next year and climbs to about 900 at the 10-year figure slightly

073above the target enrollment of 800 we would continue to manage that with portables and remember that over time that area will return to a more normal yield. We don't want to take out too many kids and then have to turn around and put them back in the short term. The Hoffman numbers before, and here you saw they were just under 600, but by adding those students from the Medellus attendance area, we keep Hoffman just under, between 800 and 900 students. So again, just above that 800 target enrollment, but very manageable with portables as well. And a similar situation of over-yielding communities. then the coal numbers that you saw would next year with that area would be projected out 523 students at five years 730 and then a little over 1500 at the 10-year figure we

074do look at the neighborhood integrity we did not split any neighborhoods in this proposal and we have taken into account all the information we have about current development and future development that's planned in the area We bring to you apartment information. There are both apartments and manufactured home communities in these areas. In the Hoffman to Cole area, there are no apartments, but there are the mobile home communities, Hidden Oasis, Silver Leaf, and Elm Valley that we discussed. And they average about 45 elementary school students between those three communities. And in the area from Medellas to Hoffman, that green area in the proposal, there is one apartment complex, 30 Oaks, and that has about 30 elementary students this first year. We expect that number to increase slightly as it continues to become fully occupied. And there

075are no mobile home communities in there. The frequency of change, we always look at that because of our board policy. And in both of these, there would be no second moves for elementary age children. If they attended kindergarten at Hoffman, they would not be moved a second time if they had been moved between kinder and first grade. That area was last moved in 2009-10 when we opened Hoffman. And the same goes for the Medellus area. Those students were last moved when we opened Medellus in 2011-12. Elementary feeder patterns currently in at Hoffman that is split between Briscoe and Bernal you can see 82% attend Briscoe and and 18% attend Bernal and this would become a Hoffman would become a clean feeder so we have made one improvement in the middle school feeders in that case

076and we had that conversation when we opened Bernal that we knew things would be changing and I'll kind of preface I should have said this before There will continue to be changes in this area. We have a high school coming on. We'll have multiple middle schools coming on in this area. So over time and future elementary schools as well, sometimes we can make an improvement. Sometimes it takes a while until we open the next school to see that improvement. Hoffman after the boundary change from to coal and mid Ellis would again be a hundred percent clean feeder to Briscoe and mid Ellis There are no changes that currently feeds Briscoe and would be a hundred percent clean feeder to Briscoe Coal would open as a split feeder. It would be split between Briscoe and Bernal

077and if you remember on the map I showed you it's kind of a 50-50 if you will the west side is part of Bernal and the east side is part of Briscoe that split neck with next year's You know with current year numbers and the next year proposal would be 63% Briscoe and 37% Bernal and again, there's growth in both of those areas But if you remember that Bernal area where I showed you village at West Point West that big open blank space on the map That number will continue to increase significantly as that area begins to develop in the future in all that areas that develops will feed into coal which then eventually a new middle school as we get approaching that 1500 number we do look at travel distances and I've probably given

078you more than you want to look at here but we try to give you a variety of distances from where they travel currently to Hoffman and what they would travel to Cole North San Antonio Hills is it is twice on here because they have two different entrances they have an entrance through the alamo ranch proper area and then an entrance off of the access rate of 1604 but you can see the difference and that's what you want to look at there are some improvements and some areas that would increase their travel distance and again here's the same information for the distance to medellus and the distance to hoffman again some improvements and some increase their travel distance slightly We did look at several alternatives and Mrs. Chumley, you asked about Hilltop Acres and that's the

079area that's right here and why we would not have recommended that in Cole. Any common sense person would say it's next door to the school. Put it in. Go to the next slide. It's about 17 elementary school students. They could absolutely attend Cole. It does not make a big impact either on their current elementary or on Cole. The real issue there is that it would be less than 3% feeder pattern going from Cole to Luna Middle School. If we were to include that area, you would have approximately 56% of the students going to Briscoe, 41% Bernal, and 3% Luna. Could we do an accompanied change to move that 3% to? Out of Luna and into Briscoe? Or Bernal. That's certainly something if the board wanted to consider that we could do that that way I

080was a parent there I just think if I was a parent there and they built an elementary school across the street for me That that's the only that's the only piece that I have a question that I really Am uncomfortable with in this and you were Debbie really you you've done a great job because this is a really chat a big challenge But that's the only one just because it's right across the street Mean I would think and those parents are probably all thinking oh, there's there's our school and if there's only 17 of them Why couldn't we move them there and then do an a company thing and move them to Brunel? We could certainly consider that if that's the direction we're given we you would want to hold a public hearing for the

081middle school change as well so that you'd notify those families and get feedback because they Mean cuz just if because if the bottom part I mean the bottom part doesn't seem to have a connection to anything else So it's so it's just like this little This little group right there right by the school mean they literally look across the street from it no just that just that one subdued one little area I think Debbie's point is well made and that's something that that would need to be considered and that is that you would need to do advertise and do a separate public hearing for not just those students who would can who would attend Cole but for currently enrolled middle school students in that area as well so there is a there's a larger impact

082to consider when you were doing a boundary change to middle school because you'll have some currently enrolled middle school students that would be impacted by that change what did we what have we done I know we've cleaned up a lot of our process because before we had lots and lots of exceptions but Graders fifth graders have a grandfather option and if you're still at a middle school It would be eighth graders that would have an option but current sixth and seventh grade or current sixth graders moving to seventh grade would not have an option to remain it would if you do a boundary change per board policy it would be mandatory move Okay, that's something is there room for growth in that little bitty. I didn't think that was Yeah, so it's not like that's

083ever gonna And the reason we didn't is because we weren't looking at middle schools at this point in time and we tried to follow that existing Elementary this is the current elementary boundary line and where the blue line is. It's also the current middle school boundary line So we're following those existing lines, but that's something that if the board wants us to consider we can do I don't know I just Yeah, I I totally get what you're saying but these That group of people may be happy where they are. Could we ask them? I don't know. I just wonder if we just let it alone and wonder if we tell them. But because we won't we won't let them know that there's going to be a hearing regarding in in typical fashion We would send

084a letter to eat grades ee through fourth grade right because fifth graders would be middle school next year to everyone in the shaded area and in this case because it's such a large area of Hoffman Mr. Galindo and I had discussed it with us and had recommended that in addition to the mail out we just send a flyer home with all the Hoffman kids because it's such a large area and Make sure everyone in that community was aware. We would typically not communicate it to those that are not included in an area but that's but could directed yeah what if we make an exception and ask them I I think in in the ask them notion I what what I would recommend is if we want to advertise the public hearing to these folks to

085give them an opportunity to submit comment or come to the hearing itself then I would suggest we at we advertise it to them as an alternative considered and then see if anybody comes or what the comment is because it it could be that you're right and there's this desire because of the proximity but it could also be to mrs. Freeman's point that folks will say I like my middle school and no thank you very much I'll stay where I am so and if you get no response I think that's pretty telling that's what it's telling you yeah yeah but they this is their elementary travel here and right down here in the leak that's where they go to elementary school and the middle school is right here at Luna if you are looking at a

086middle school because it's adjacent really you'd want to go to to Briscoe if you went to you can do Bernal I mean that's fine but then they're traveling all the way down here to Bernal or you're gonna travel all the way up here to Briscoe just fine you know I I don't have an idea what their their thoughts are but it's not as simple as the elementary school you know you go here you go down here or you go up here where it's located It's adjacent to both of these schools if you wanted to make a middle school change we could certainly do that I don't think you want to recommend that they could choose I think I want to state where we want them to go and then make that proposal That's a good

087suggestion. I was gonna say I think dr. Woods had a great suggestion just At least alert and let them know Not in the sense of like you just stated and like we're trying to make a change anything else But just for information sake and then see how they react as this board may recall my sensitivities areas I drove by Luna which was pretty close to me and kept going to Briscoe but in the end we were very happy yeah and we would probably stay with that decision but I think Dr. Woods had the right idea. I've experienced several schools in that area. So to Mr. Blunt's point is Do I hear consensus on that because I want to make sure everybody's comfortable with before we go forward people may wonder why they're building the school

088and they're not included so at least that that gives them the option to attend We will work in that direction and do you want us to send just to that area to the Eat not only eat through fourth grade, but fifth through seventh as well. So that middle school families are notified. Yeah, you have to Yeah Okay Go on Monica to the one more slide. Thank you Another area that we considered and did not include in this little tiny street There's a couple of streets right here just along where the orange stops and the white starts. That's the Arroyo crossing subdivision Well, why not just take that little bitty piece those students are actually eligible to walk to Hoffman So again, we cut that the boundary decision off based on who was receiving transportation who

089was walking So we did not include that area in the proposal And you can see that's somewhere between about 14 and 22 students. Again, a very small community doesn't make a huge impact either way, but based on the walking, we recommended that we not include them in the proposal. And then I mentioned earlier the summit is this area right here. And if you'll go to the next slide. It's a fairly large area almost 160 165 students at build out and about half of those students are currently walkers Which is we would have had to we would have taken that area in lieu of the areas that passed by meet Ellis In in that proposal, but again, we didn't want to take students who are currently walking to meet Ellis out or split a neighborhood So

090we did not include that As you mentioned earlier, Mrs. Chumley, the fifth grade grandfather option is available to all the students that would be impacted both in the boundary to Cole and the associated boundary change from Medellus to Hoffman in this proposal. And transportation, all those areas are currently eligible for transportation to both Medellus and to Hoffman, and they would continue to be eligible for transportation to Cole and to Hoffman in the boundaries as they are proposed. And that concludes the proposal. Do you have questions? Other questions from anyone? Well done. If not, I did want to mention that most of us here, I think, heard this proposal already once before at the Policy Committee. So knowing that it's not an easy one, but I think you've done as good a job as you possibly

091can with it. Miss John, would you have something else to add? MS. Yeah, I just – the one piece that's not in here, Debbie, that you usually have, is this – is there a change in economically disadvantaged? MS. We actually don't present that information because we don't look at that when we're looking at a boundary change. We do not – MS. No, but we did. We have had that in our – yeah. we you've asked for it specifically we have in a specific case but not in general most boundaries we bring to you we don't look at that only if you've directed us to go back and look at it specifics and I would like to know that okay so if you just want to put in a Friday later if you don't want to

092put it in boundary changes but in the boundary changes in the future if you'll just put that in Friday letter because I would like to know if we if we're making whole scale changes in relation to just because there is there is an effect on on How you need to prepare teachers? When you when you have a change, okay We can provide that in this area that will be very limited impact from that right and I don't think it is But I just would like to know that Okay, so there's no vote on this today. This is just a presentation. Yes, ma'am. And so since there are no additional questions, thank you, Debbie. Good job. All the hard work on this one. It's not an easy one for sure. We hope to probably take this

093sometime in January or February. We will bring this back to you after hearing. We haven't set a date for the hearing yet? We haven't. Okay. Okay. Thank you. So that brings us to the waivers Yes, ma'am Mrs. Reed and if I may again speak to both items D&E Together and I first want to thank Erica Forster our sis director who's done the research and legwork on both of these waivers Prior to bringing them to you On October 30th. We had quite a rain event and especially in the hello this area And that morning, immediately, we began the communication with transportation, of course, with our PD. Eventually, Helotis, Fire, and Great Forest were all involved. And the whole time, of course, advising us to tell staff and everyone to remain where they're at, which at that

094time of the morning was at home. McAndrew became inaccessible and remained that way for most of the morning. and hello dis while was accessible had a lot of students that were either tardy or absent that day late in the morning dr. woods on advice from from PD and fire and everyone else so we we had to make the decision to cancel classes at McAndrew and then of course we continue to monitor the area and again with a Lotus although we didn't cancel classes the Difference in attendance was so significant that it's it's enough such that we can ask for a waiver and that's why for Both D&E and McAndrews case we're asking for a waiver because we closed and for hello dis because of the low attendance and Again, we ask that you vote in

095two separate motions for those and with your approval will submit those to TEA Okay Any questions from the board? If not, do I hear a motion? First for D I move approval on the The waiver for the school closure At McAndrew second, thank you. It's been moved and seconded that we approve submitting a waiver for the school closure at McAndrew all those in favor, please say aye aye Those no motion carries. Thank you Then the one for hello I move approval for the waiver for the low attendance at Holotis Elementary School due to the excessive flooding. Second. It's been moved and seconded that we approve the waiver for low attendance at Holotis Elementary School during the excessive flooding. All those in favor, please say aye. Aye. Opposed, no. Motion carries. Thank you. One more waiver.

096Yes, and I'm happy to report zero. We don't need one. Yay. That's a good deal. We haven't needed very many of them, just a few, I guess, this year. So, okay. I think that brings us down to the superintendent's report. And actually, in the first item, where did I put that? You might know I didn't. I always do this. I don't know why. For just for the record there are requirements for board members to have continuing credit and new board members in particular have to have more credits than we do as experienced board members, but we all have to have an update on the legislative actions and so forth so I think the original part was about at least eight hours for those of us that are not new and I can't remember how many

097hours it is for those that are new 15 Well, that's without the update on the legislative thing. So, and we have received the information, and you all have been very, very good, because everybody has all the requirements that they need, and then some. So, we've done a great job this year, and everybody is qualified. So I think that's just a report that I'm giving. There's no motion on any of that. That's correct. Real quick question. Yes, sir. I'm sorry, real quick. Are we going to pursue the advocacy to get the date changed on when this announcement is made? Did we have that conversation at some point? Because the timing of it is sort of weird when it's announced versus... When it's not close to election time, is that what you're saying? Not as much. election

098time it's also not tied to a normal cycle cycle yeah districts this is what one month of this Oh December because we just had this Christmas holiday yeah I just came up we already submitted that is that gonna be part of the grassroots portion Karen have you heard anything for now I have not okay when when are you thinking it should be moved to close to like a school year So now sit around because reality is we still have until the end of the year to know it's actually this to April Okay, that to me. What what what does that mean? The reason that it's in April is because if you're running for a position in May you need to have accomplished all your hours before you run so but you're filing in February I

099believe so political reason versus I'm just saying maybe just maybe January would be more appropriate but I don't know that there's any really opportunities for training in between December and January I would do that I would do July it's a thought a lot of a lot of school boards have their elections in November Yeah, that's true too. Yeah, really some yeah. Yeah, actually yeah, really Karen I didn't realize they had any of those had oh, yeah, I'm here in bear can so yeah about three or four bear counter Anyway, well anyway, yeah, that's something we can think about working on in the future But as for this year everybody is in great shape So future agenda idea In the blue folder, Ms. Reed, you've got a number of cards and notes and invitations in there.

100And then, of course, you've got the regular board agenda item list. You might note that at our January board meeting, and I just want to remind the board we did move that from the fourth Tuesday to the third Tuesday. So our meeting in January is on the 19th. And we will do the... Board recognition month events at that time David will have the presentation of the the caffer and then we'll have a number of facilities items around work to be done during the summer of 2016 will also bring to you the appointment of the principals for the two New schools that we've been doing boundary work around recently then in February we'll start our budget work sessions first one in in mid-february and those will continue as you well know into the spring so we'll

101begin that process we've seen that staffs already working on next year's budget that's okay coming soon okay anything else that's it misery Okay, so I think at this point that brings us to the end of the public meeting for at this time. But we will have an executive session. So we will start executive session at 840. Okay. So the Board of Trustees on December 8, 2015, beginning at 913. We'll convene in open meeting there Is no action to be taken on a The sites that was just a discussion. So we need motions for BC and D Somebody yeah Pardon me. Thank you. Miss Freeman. I'm I move that we approve the administrative appointments as discussed an executive session second BC and D, right Okay. It's been moved and seconded that we approve the appointments as

102discussed in executive session. All those in favor, please say aye. Aye. Aye. Aye. I think that's unanimous, so we will, that is approved, and so the board will end its meeting at 9.15 p.m.
