001Good evening everyone and welcome. It's time to call this regular meeting of the San Felipe Del Rey CISD Board of Trustees to order today being Monday, May the 18th, 2026. Mr. Secretary, would you call the roll first? Yes, sir, Mr. Mesa. Mrs. Chavez. Present. Mr. Alvarez. Present. Mr. Overfelt. Here. Mr. Mesa. Here. Mrs. Webb. Present. Mrs. Haynes. Here. And sir, I am present. You do have a quorum. Thank you so much. Let me show that we do have a quorum of board members and that this meeting has been duly called in accordance with the Texas Open Meetings Act, Texas Government Code Chapter 551. At this time, we will have opening ceremonies. First, with a moment of silence for personal reflection. Followed by the Pledge of Allegiance. Please stand. I pledge allegiance to the flag of
002the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you very much. First item we have is item four, recognition of board service, honoring myself, Sandra Hernandez. Good evening, ladies and gentlemen, Mr. Mesa, members of the board. I am honored and feel privileged to speak about an exceptional leader who embodies the true spirit of service and advocacy. Mr. Raymond Mesa was first elected to the San Felipe del Rio Consolidated Independent School District Board of Trustees in May 2007. Throughout his tenure, Mr. Mesa advocated for many important issues, many of which are major operational and economic realities in public education, such as addressing staff shortages, providing competitive wages, and offering comprehensive health care benefits for all school employees. He knew that
003these issues were, and remain, an essential part of retaining staff in our school community. Also at the forefront of his service was his tenacity to focus on improving student outcomes and achievement. Through his leadership and collaboration with the board and superintendent, the district took on a huge transformational leap. in redesigning the traditional high school model. Those are one of the many examples. The transformation of the high school redesign evolved into multiple graduation pathways with the creation of the early college high school, the Gerardo Maldonado CTE Center, and the Blended Academy. Everyone felt the impact. Our students had new choices. and opportunities to thrive and excel in smaller, focus-driven learning environments, which better prepared them for life, college, career, and the military. The results of this initiative far exceeded our district's expectations. The district-state academic rating
004rose to a strong B that first year. and our graduation and college and career readiness success rates skyrocketed at outscoring region and state levels. Mr. Meza's leadership and service didn't stop just in Del Rio. He went on to serve with the Texas Association of School Boards, TASB, and was named on the Board of Directors. He served two terms representing school districts and school boards across Region 15. He spent several hours traveling and working tirelessly with his fellow board members in the region, speaking and debating about issues that were most and are most important to our communities in Southwest Texas. Through grassroots meetings, priorities were identified. Priorities to affect our students, our educational systems, support for teachers, and compensating a highly qualified workforce, not to mention financial equity and adequacy. That rose quickly to the top.
005These same grassroots priorities remain at the forefront and strong legislative issues today. Mr. Messer was also active. In organizations such as MASBA, the Mexican American School Boards Association, a group that empowers school board members to be culturally conscious leaders advancing the Latino Mexican American community. Great leaders don't just lead from the front. They lead by walking alongside us. They are a tireless advocate who helped turn challenges into opportunities and ensures that every single voice in our community is heard and respected. They are not defined by personal achievement, but what they have achieved for others. It is an absolute privilege to recognize this individual. Ladies and gentlemen, Dr. Rios, members of the board. Please join me in honoring and celebrating our remarkable leader, Mr. Raymond Mesa. Mr. Mesa, we have a special tribute for you. I'm
006going to invite Mr. Juan Nanez to step forward. Thank you, Mr. Nanez. He was one of my band directors. Thank you. We have one more thing to share with you, and our board would like to present you with a plaque. And if I can ask you and the board to step forward with the presentation, I will read the plaque to our audience. And the plaque reads as follows. With sincere gratitude and appreciation, present it to Raymond P. Mesa, San Felipe Del Rio CISD School Board Member, 2007 to 2026. For 19 years of exceptional service on the San Felipe Del Rio CISD School Board, your passion for education, steadfast guidance, and tireless advocacy have left a lasting legacy in the hearts and minds of all you have inspired. Thank you for your many outstanding contributions, invaluable
007leadership, unwavering support, and public service. Thank you. Thank you so much, Sandra and Mr. Nanez, band director. I want to thank my wife for putting up with all the budget meetings, especially in the summer and all the monthly meetings that we have. I say monthly meetings, but we have in between meetings special call board meetings. Thank you to my family for, again, the time that I have not been there for special occasions or birthdays. But it's been a journey. Stress to all my board members here. We become family after so many years. We respect each other and we honor each other and we learn together. We celebrate together all the accomplishments that we have made. And we look forward to the future because, again, these are our future leaders. So I want to say thank
008you for everything. But I do have some business to conduct during the meeting. So I'll go on to my next item on the agenda. Okay. Thank you again for everything. Next item we have on our agenda is item five, canvassing the San Felipe WCISD Board of Trustees election held on Saturday, May 2nd, 2026. Sandra Hernandez. Good evening. At this time, I'd like to invite the newly sworn in individuals, if you'd like to give a quick statement, and then we'll move on down the agenda. I'll start with Ms. Webb. Thank everyone for coming out and voting and I saw a lot of our teachers here earlier, especially from from Head Start and I want to say The educators in our district are fantastic I have had the privilege of working with so many of them throughout my 42 years of being with a district But there are so many individuals that you work with and I'm going to mention one because I'm looking at him right now. This and that's Mr. Nieto
018and the reason I call him out is because he was my second grade student and he had an award and a letter that he received from President Reagan for a project he did in social studies. I did not meet Mr. Nieto again until I became principal of Travis and he was there with Head Start. And when I heard the name Joe Nieto, I was like, wait a minute. Joe Nieto? Is it the same person? And he walked up to me and he said, you were my teacher and now you're my boss. But I applaud him for everything that he did in working with the little ones. And now I know he's a fantastic coach because I hear it from the high school students. Thank you. Thank you so much and not just Mr.. Nieto there
019were other educators and students in the different campuses and many of you are aware of the When they found the Titanic some people are not well I can tell you right now that the students in my class wrote letters to Dr.. Ballard and they all got a response and They gave their opinion whether to raise it or not to raise it, but they were giving their opinion And he responded, and he told them. So these are the things that I see and I saw in the different schools that I worked with. So thank you to all the educators out there for the fine job that you all do. And I didn't mean to call you out, but you were standing right there, and I was looking at you throughout the presentation. So thank you, Mr.
020Nieto, for what you're doing, and thank you to all the educators and the principals, because you don't go unnoticed. We do notice. And being in the campuses and on the campuses, on the different campuses, we notice and we see things. So thank you so much. Thank you, ma'am. Ms. Galindo? Just like to say thank you for the opportunity to continue to serve our students our staff our district in our community I am ever so grateful for this experience once again and It is definitely great to be here and wanting to continue to serve this amazing district and this amazing community It is not something that I take lightly It is something that I'm blessed to do but I'm also privileged to do and it's a privilege to serve everybody here in this room and everybody
021in our community I greatly thank you all for your continued trust, your continued support, and looking forward to continuing and doing great things working alongside this amazing team of eight. I congratulate all the recently elected individuals. And Mr. Weston, I welcome you, sir. Welcome to our Board of Trustees. Look forward to working with you. And last of all, just my family. Thank you. Mr. Weston? I'll be quick, Dr. Rios. I just wanted to thank everyone for voting for me. And thank Mr. Mesa. Got some big shoes to fill, even though I'm only going to be in the chair for a couple more minutes. Congratulations to everybody that got reelected. And I'm looking forward to working with everybody over the next few years. And I do promise to earn every cent of my paycheck. Ms. Chavez?
022Good evening and thank you for being here today. It is really appreciative as... You being here taking the time to be here and specifically for all those that went out to vote I thank you because it is your voice I like Mrs. Guanajuato have been or was a school teacher administrator for many years and so the students Like she said, they wrote to her or they wrote letters out. My students wrote letters to me, which I still have. Believe it or not, after many years, I still have a lot of their letters. And I'm hoping that they have all the poems because I would make it a habit of writing a poem for each and every one of them at the end of the school year of every class that I had. So it is
023something just to cherish, remember, and yes, just I believe that all the teachers up there are number one. All educators should be uplifted at all time because it is the educators that... contribute to the society of what comes next of our students so thank you very much I welcome the new board member and and all the other board members that were elected. We are like very much close here. I guess we did become a family after four years that I've been here. And so I will continue. Thank you to all the people that voted. And so again, just thank you very much. Thank you, ma'am. And again, congratulations to all. He is one of our most decorated athletes, and if I would list all of his achievements, we would be here all night. So I just want to hit some of his highlights. He is a three-time state qualifier, finishing 27th, 13th,
027and 6th out of 72 of the state's top golfers. He's a four-time regional qualifier, four-time individual district champion, and he led our team to four consecutive district titles. He's a four-time first-team all-district. Throughout his career, he has won six out of eight tournaments from his freshman all the way to his junior season, and this year he won seven out of the eight tournaments that he competed in. He set course records at the McAllen Tournament and Border Olympics. He was also awarded Academic All-State. He will continue his academic and athletic career at Odessa College, where he will join the nationally recognized Wranglers golf team on a full athletic scholarship. Francisco recently competed at the state level in the visual arts scholastic event also known as VACE which is a pinnacle of achievement for Texas high school artists. At this elite competition Francisco achieved a rare milestone not just one but two of his original art pieces earned state medals. receiving the coveted Distinguished Achievement rating. Having multiple pieces recognized at the state level requires immense dedication and exceptional talent. Francisco has represented San Felipe del Rio CISD with high distinction and we are incredibly proud of his success. Please join me in congratulating Francisco Duran. Congratulations, we are so proud of you. And thank you, board, for your continued support of our visual arts and
032our fine arts programs. Thank you. This time, eight citizens to be heard. No one this evening. Nothing under nine public hearings. We move on to item 10, board members report. Mr. Diego Amadeus, Jr. Good evening, everyone. I just wanted to come on and say over the last few months I had been absent from board meetings and anything board related. I had to take some time off from the board due to a work commitment. So I'd been gone from February through just last week. So fortunately for me, we have a really great team, really great group of board members here that kept me in tune with anything that was going on school related. I just want everybody to know I wasn't missing board meetings just simply because I didn't want to show up. I had to
033report for work, and unfortunately, it was a long three months, but again, I was able to stay very connected with the board and Dr. Rios, so I just want to let everybody know I did push it on social media. You know, sometimes people see it, sometimes people don't. So for those of you, if you're wondering, that's where I was for the last three months or so. But, again, thank you to the board for keeping me in tune and up to date with anything that was occurring. And, Dr. Rios, thanks for all your communications while I was gone. Appreciate it. Thank you, sir. I'm glad you're back. Item 11, reports A, capturing kids' hearts, the middle school principals. Good evening, President Overfield, Dr. Rios, and members of the board. This evening, we're going to be presenting
034an overview and an update on the Capturing Kids' Hearts program and year one implementation across the middle schools. To begin, we do want to say thank you for your support and the opportunity to implement this program across our schools. With the middle school redesign, we did have that rare opportunity not only to reorganize our schools, but to intentionally set a positive culture across all three schools, which has really paid dividends across the schools. What is Capturing Kids' Hearts? What's a research-based framework? that equips staff with shared practices on how we build relationships with students. And it creates an environment where students are more engaged and accountable. It sets those consistent expectations across the campus and it improves. I'm sorry, can you raise the mic a little bit closer? Is that better? There you go. So
035with, that's a whole lot better. I can't hear personally. So by setting those expectations across the campus, you know, we're really seeing an increase, an improvement in school climate, a reduction in student discipline, and that's attributed to the program's focus on being preventative and not reactive, right? Good evening. So the core CKH practices, this is what we have really invested our time in. This has been our dedication and really capturing kids' heart showcases how we... Lead with passion purpose and a plan and so when we first got trained at the beginning of this year This really was the core of each of our trainers We had a facilitator at each of our campus that that facilitator dedicated private time to each of our schools and we really dove into what Capturing Kids Hearts calls our
036Great Leaders Excel Model. And so this Excel model really emphasizes five key components. We engage, and we'll talk a little bit more about what implementation looks like in Engage Next. We explore, we communicate, we empower, and we launch. And these steps are sequential. So as we've practiced this, and as it's become our passion for our campus, this really has led in our implementation. So when you think about those key Capturing Kids Hearts practices implementation really led to this for all of our schools. First we have a leadership team that's trained in CKH processes. So a leadership team comes together. We've had an opportunity to meet in the middle of the year along with the initial training. Our entire staff was also in professional development specific to Capturing Kids Hearts through that facilitator. But throughout the
037course of our year we've made sure that this was common language within our agendas. And so if you review any of those items, you'll see that Capturing Kids' Hearts is embedded within our process. We focused on daily relationship building routines embedded in the classrooms. And so again, this is all about a framework for relationship building, and that was the core of what we did within our schools. Common language for behavior and accountability is huge, as Mr. Jurado mentioned briefly. it is important that we all spoke the same language regarding behavior, regarding discipline, regarding celebration, regarding relationships. We do have a consistent model for those expectations. And so not only do we expect that kids are able to produce, but we also expect that as adults, we are leading that and modeling that. We do have
038visuals and references that really keep us focused and so when you go into classrooms you'll see some of those key visual representations. Simple things like a thumbs up for a check or even a minus or calling a foul. And then we have ongoing feedback and collection for reflection. There is a beginning of the year survey, middle of the year survey, and end of year survey that is implemented and given to not only staff, but students and parents as well. And so when we think about the Excel model, on this slide, you'll see what we do specifically at all three middle schools. We greet students with intention. It's not just greeting at the classroom doors, but when you walk in the morning, you'll see administrators. counselors, office staff, greeting kids with intention. That's an official shaking
039of the hand, it's a fist bump, it's an elbow bump, it's what kids feel confident and comfortable with. We do good things. We celebrate the good things because it's important that we begin our day before instruction begins celebrating what goes well in our personal lives. or in the events of students just wanting to share good things. We have shared language. This is that communication piece. It is not only that you hear the adult speak the language, but you hear the students speak the language. And then we do social contracts. This is probably the biggest part of Capturing Kids' Hearts. If at any point you remember anybody discussing Capturing Kids' Hearts in the past, they may have talked about social contracts. But this, again, is implementation of rules that we are bound by, and they are
040not rules established by teachers or staff. are rules put together because as we build relationships, kids then determine what do we hold ourselves accountable to. And so that's common language. And finally, the launch. There's a really special way to say we're going to end our lesson. It's not just an exit ticket, which we're so accustomed to. It's literally saying what do we use as words that empower us to say, hey, there's closure for today, and we can't wait to bring this back tomorrow with good things again. I'm just a little taller. So we have seen some early successes, mainly in our connections. So we did talk about having the opportunity to redesign our middle schools. So we did worry at the beginning about students who had been together at seventh and eighth grade going to
041three different schools, having teachers split up as well. So now we have the opportunity to have these really small communities. within our campuses and teachers and students have a much deeper relationship between them. We see that students are also connected to each other. An increase in engagement. A lot of the strategies that Capturing Kids Hearts has given us to use in the classroom is about students supporting students and about students celebrating students. We do see a lot more of that if students do something well, their classmates will celebrate them and say, oh my gosh, that was a great job. Thank you for doing that. And it's not just the teachers having to do that. We see a lot of collaboration. Students are more willing to work together when they do things like Ms. Solis talked
042about when they share their good things. Our good things could simply be, you know, my mom took me to Starbucks this morning or I wasn't late. Nobody yelled at me. I got. to be first in the breakfast line. Whatever it is that's a good thing for students, they share those and that kind of helps warm everybody up for the day and say, oh, but you know what? I had a good thing that was similar like that. I'm going to work with you today. So our collaboration and relationship building has definitely improved. Our culture and climate, very positive across the campus. Students have those social contracts. in the classrooms and those carry out to our common areas such as lunch, the hallway. We see much more respectful transitions as opposed to rough transitions or people playing
043in the hallway. respectful as they can be for middle school and three minutes of freedom going from one class to the other. We do see decreased referrals in the areas of insubordination and disrespectful conduct. Those social contracts, you can walk into any classroom and you will see we are going to treat each other with respect and then that is demonstrated and if it's not like Miss Holy said the students get called as a foul like hey we said we were going to treat each other respectfully is this respectful behavior and then students get the opportunity to self-correct. Some lessons that we learned is consistency is key. You miss that day of greeting a student at the door, they will call you on it. Why weren't you at the door? Why didn't you shake my hand?
044Where was my fist bump? The adults modeling is also key. If the teachers cannot make those relationships with students by doing just some simple engagement activities, students aren't going to do it with each other. We see that students are more apt to engage with adults as opposed to, oh, here comes my teacher. I'm going to go the other direction. They will have conversations. They will greet at the door. They will share the good things with their teachers, even when it's not required in class. Case in point, if you go out to lunch duty, they'll come up to you, they'll shake your hand, they're like, do you have anything good to share today? Sure. And then the leadership support. Principals meet with their CKH coach monthly. We have dedicated one hour a month that we meet
045in our CKH huddle where we're with other schools and we talk about the things that are going well, the things that we might need some support on. And our support staff helps us with these are the things that are coming next. Don't forget to do this. Don't forget to do that. So they check in with us. If we do not show up for huddle, we get a text saying, when can we set up your one-to-one? Because we really need to talk to you about the things that are going well on your campus. And then these are just some pictures of kids in action. And so our goals for 26-27 is to increase the consistency across the classrooms and campus. When we have new teachers come in, we want to make sure that they get the
046training right away, even if it's just from their neighbor. Like, hey, you're at your door every morning at this time, every period. Don't be late. The kids are expecting you. Strengthening our teacher leadership. Letting teachers know that they can let go and let the kids take over and that there's leadership for teachers in that. and then using our CKH language more intentionally with discipline and student supports and teacher feedback. We tend to give teacher feedback on instruction, but now we're going to implement giving specific CKH teacher feedback as well. That is the end of our presentation. Are there any questions? Awesome. Thank you. Any questions or comments from the board on this side, Mr. Galindo? On this side? Well, it's not a question, but... just praising for what you're doing because middle school is a
047difficult time. And so with this, with the consistency, very important to have the consistency and the leadership, and then the modeling. Those three things that you mentioned, I just want to praise y'all and say let's have great success for the rest of the year because this is an excellent thing you're doing. Thank you. It's really interesting. I like the creation of that culture. I think it'll be really interesting to see year over year how that increases. I would have been a resistor to that as a student at the beginning, but I like that program. Thank you, Mr. Wilson. Anybody down here? Awesome. Thank you. Appreciate it. Next, we'll move on to Item 11B, the School Health Advisory Committee or the SHAC Annual Report. Ms. Sandra Hernandez. Good evening President Overfeld, Dr. Rios and members of
048the board. This evening I'm going to be presenting to you the annual report for the School Health Advisory Committee. Texas law requires school districts to have an advisory group consisting of members from different areas of the community and parents as well. So the job of the SHAC is to make sure that the school district's school health programs reflect the local community's values. So we're going to go over just a few slides and introduce, pretty much give everyone an overview of the School Health Advisory Committee. We're going to talk about the purpose, the membership requirements, meeting requirements, and there is today, we are required to provide an annual report. We are also required to have a tri-annual evaluation of the district's wellness policy. and certainly recommendation of updates to the wellness policy. So the purpose and
049the duties of the SHAC, as I mentioned to you before, is that the local community values are reflected in the district's health education instruction. So members will serve in an advisory capacity in this particular group, and then they advocate for a comprehensive health program. And the whole idea is to promote student wellness and employee wellness as well. And so when this group comes together, they formulate a wellness policy that identifies the state-required nutrition and physical activities. So what does the membership look like? So the membership is that the board appoints a minimum of five members to hold a two-year term on this committee. The majority must be parents of students of students in our district and one of these members must serve as a chair or a co-chair so parent must parent influence is great
050on this particular committee. then the board will appoint may appoint one or two persons representing teachers or counselors district students health care professionals and those that have Just a voice for values in school health in our district and just to give you an idea these are the Participants in our committee we do have several parents. We do have a the students that participate are the menu selection board And these are the students who were identified for the advisory group for that We do have staff that participate, our school health services coordinator, our lead counselors, and then our PE coordinator as well. And from our community, we do have representatives from the Texas Department of School Health Services, Frontera Pediatrics, and United Medical Centers. So the requirements for the SHAC, the state requires the SHAC to
051meet at least four times each year. And so we do have a school district website where we post the minutes of the SHAC, we post the actual SHAC agenda, and in some cases when there are video conferences, the videos are also posted on that particular website. They follow the same rules as school board meetings. There is a 72-hour required notice before we can actually have a meeting. We must maintain those minutes, as I mentioned to you before. an audio video required recording of the meeting and of course we have to post all of the information after we've had the meeting on to the school district's website for public view so we move on to the annual report and when the annual report is is Is done there can be any one of these four recommendations
052that are presented to the board When it's an annual report it depends on the function of the year the activities that are conducted during the year and so Those four things can be a recommendation from the district's committee that's being presented with regard to the health curriculum or it could be any suggested modification to a SHAC recommendation that was previously presented to the board. There could be a detailed explanation of the SHAC's activities during the period between the date of the current report and the date of the last prior written report, which is what we will be doing today. And then recommendations made by the physical activity and fitness planning subcommittees. So these subcommittees did meet this year because this is the year in which the SHAC committee had to put together or review the
053annual wellness plan. And so this is a tri-annual year in which there's an assessment that was completed. And so we will be sharing that report today. What did the shack do during the course of the year? So we met these as these are the three meetings that have been held on this particular dates in July We talked about the consideration of curriculum addressing puberty for fourth and fifth grade students Legislative updates regarding House bill 549 airway clearance devices which were required to be implemented in schools There was a food service update in December There was a consideration to include a menu selection board, which were the students that participated in the menu selections. And there was a PE and health education update conducted on that day. In January, there was an overview of the policy
054evaluation process because we knew there was a triennial evaluation that is due. And the committees or the participants in the SHAC got to identify teams where they would participate in their role in the evaluation. In March and April, this is where the subcommittees met for the completion of tri-annual evaluation of the wellness plan. And then tomorrow, we will actually regroup for our final meeting of the year to review the tri-annual evaluation report. and develop the wellness plan based on the findings of this report. So each district is required to have a wellness policy. The wellness policy has to identify the school lunch program, anyone that's participating in the school lunch program or school breakfast program under the jurisdiction of the district will have to review the school wellness plan. The school wellness policy is a
055written plan. It includes methods to improve and promote student wellness. It's all it is. And also to make sure that the school district follows and adheres both federal and state requirements. At least once every three years, as I mentioned earlier, we conduct a triennial assessment of that wellness policy. So what you see also in your report, in your book, you'll see that this is the triennial assessment that was conducted. We actually do this electronically. It's called the WellSAT. And when we conduct this, this will include key indicators, federal and state level, mostly federal level indicators that will identify the student requirements or the requirements that we do for health, food service, the nutrition requirements, and then you'll see the The nutrition also guidelines and how we promote and how do we teach nutrition in our
056schools. There's also a physical component to it. And this is for PE, physical education and physical activities. So that component is also evaluated. you'll see that in at the bottom of that page you'll see that our district scored fairly well we did score in the 80s and the 80s and 90s within that range it's not a perfect score but it is a very good score because it identifies certain areas for us to look at and consider and so when we do that these are the things that The CHAT committee will then look at what those recommendations based on that assessment, what they're asking us to do. Well, one of the things that stepped out. from that evaluation is the need to develop a written pre-E curriculum for grades K to 12 aligned to national and
057state standards, the development and implementation of a school recess plan that addresses physical breaks during school, and integrating nutrition education into other subject areas other than health education. and then regulate food and beverages served at class parties and other school celebration in elementary schools. So these are the four areas that stood out in the evaluation where we could approve upon. So the school, the SHAC committee will then regroup. They will review the results of this assessment and they will then come together and develop a plan for implementation for the next three years. And implementing these areas so we can target and improve these areas as I shared earlier. The other part of the evaluation process is to seek input. We conduct a parent survey, which is currently ongoing. And so we sent out a letter
058to parents by email. And so we're inviting parents to give us feedback on how we're doing, again, on the physical health, our nutrition. And so any feedback from our parents is well received, and this is what we will be reviewing. Our SHAC committee will review any of the feedback. comments, positive things, and some areas that we would improve upon. And they will use this also as part of the plan for developing their wellness policy moving forward. And that summarizes the annual board report. Are there any questions? Thank you, ma'am. Before I turn it over to the... the rest of the board. Can you back up to, I guess, two slides to the recommendations? Thank you. I know one that definitely stands out and has actually been in the news most recently is that DEVELOP implements
059school recess plan that addresses physical breaks during school. I know there was just recently a study released that said, hey, kids need, especially the little ones, need more. recess and run around time there. So I'll be interested in how that progresses or that recommendation progresses because I know we have so much finite time during the. During the school day and asking, especially for asking for more move-around time, I don't want to call it playtime, but, you know, definitely more physical activity. Yes, sir. So, yeah, that one, yeah, I agree with their recommendation on that. What they're calling for, sir, in that particular area is also a structured recess. So there is. a specific activities that is there are monitored to help develop their physical development. Right. Fine motor and fine motor skills, things like that.
060Excellent. So any questions or comments from the board starting on this side over here towards over here? Anyone on this side? Awesome. Thank you so very much. Thank you as well, sir. And next we'll have item 11c, facilities and construction update. Mr. Hector-Chapa. Good evening, President Overfield, Dr. Rios, members of the board. Tonight's presentation includes an update on the district-wide roofing project at the high school, as well as the police mobile command unit canopy. The first slide here shows the progress on the 800 and 900 wing. Both of those are 98% complete. The only thing that's pending is the metal coping around the perimeter of the building, which is placed on the parapet wall. The 1000 wing was the last one to start on, the contractor, due to the fact that there was testing ongoing
061until the end of April. They're at 60% complete. They completed the base ply as of Friday and they started to put the final cap sheet on there. The 1100 wing and 1300 wings are approximately 95% complete. They need to finish doing the finishing the drains and doing the coping as well as on the perimeter of the buildings on the barefoot walls. The canopy for the mobile command unit, the roof has been complete. Later on this week, we're scheduled to pour a ramp that ties the asphalt to the existing concrete where the unit sits. Also, maintenance is going to put a skirt around the perimeter of the roof on three sides, basically the back and the two sides, to protect it from solar rays as well as possible hail in the future. Before we move into
062that, just a comment. Thanks for getting that protected because I know it was a much needed donation that we got and investment for our security. Maybe also in the future, something I know we have the ambulance for our EMT group that sits out in the weather. So as we plan downrange, maybe we can have something also to eventually cover our learning ambulance that sits out there in front of the high school. I know the... On the one wing that was at 60%, I know they're expecting some heavy rain tonight, if it rains. And you mentioned something about connecting the drains. If we do get a bunch of rain, we're not going to have, hopefully we don't have any intrusion into the building, right, with just that 60% down. Probability is going to be minimal. The
063drains are finishing the drains up. Basically, they have a layer of lead, which is approximately three square feet, and that's already connected to the drain. So all they need to do is put a piece of cap sheet to provide a better seal, and they put a basket that prevents obstructions to go into the drains. Okay. Excellent. Thank you. We can move on to that next part. Later on during the consent agenda, administration will be bringing up several contracts for DLP custodial services for Blended Academy, Buena Vista Elementary, Chavita Elementary, Senisa Hills Elementary, and Lamar Elementary. Those are renewal contracts. We are requesting proposed new contracts for Calderon Elementary as well as Lonnie Green. If the board chooses to approve those contracts, the annual salary that the district was spending on 25 custodians amounts to $775,304.97.
064The total cost of the DOP contracts for those campuses, including the new campuses, it's a little bit over $506,000, which generates a total savings of approximately $269,000 to the district. Okay. Did anyone have any questions before we move on to maintenance items? Mr. Almaraz? I've just got one question and a comment. Question first, in the consent agenda, we have a contract for RBB. Is that a renewal for DLP services? Well, it's not listed in here, so just curious about that. No, sir. It's also a renewal. However, it's not listed because being that it's in the military installation, DLP has the only sole source available for custodial service within Laughlin. That's why it was not part of the rest of them. Additionally, the ones that were listed there were part of a request for proposals that
065took place about two years ago. Okay. Perfect. Thank you. The comment I had, I appreciate you doing the... This I guess the breakdown of how many how many custodians it you know They are going to be servicing our our campuses through these Contracts and breaking down the annual salary what it would cost our district to operate with these same amount of numbers And what it cost you know for DLP and the savings is huge over over a quarter million dollars in savings that we're doing I think it's important that we highlight that as well as Letting letting our community know that we're not We're not getting rid of our custodians. These are positions filled and contracts filled through attrition, correct? When we have vacancies, that's when we start, you know, we consolidate and bring in
066DLP services to do this stuff. Is that? So it's exactly correct. Okay. And I just wanted to make sure that we highlight that because I do want people to know that we're not, you know, we're not filling them by getting rid of some of our employees. It's all attrition, and the cost savings is big. So thank you for the work. Yes, sir. We'll go into the work order tickets for the previous 90 days from February to end of April the maintenance department received a total of 1110 work orders 877 were closed culture rate of 79% the 0 to 15 days 213 were received 140 were closed closure rate of 66% 16 to 30 days, 204 work orders were received. 140 were completed. Closure rate of 69%. 31 to 60 days, 355 were received. 285 were
067closed. Closure rate of 80%. 61 to 90 days, 338 were received. 312 were closed. Closure rate of 92%. Technology Department, for the past 90 days, 2,716 work orders were received. 2,537 were closed, closure rate of 93%. The 0 to 15 days, 446 were received, 401 were closed, 90% closure rate. 16 to 30 days, 513 were received, 486 were closed, 95% closure rate. 31 to 60 days, 815 were received, 749 were closed, 92% closure rate. And 61 to 90 days, 942 were received, 901 were closed, 96% closure rate. For transportation department, the previous 90 days, 197 tickets were received, 181 were closed, 92% closure rate. On zero to 15 days, 41 were received. 36 were closed, 88% closure rate. 16 to 30 days, 27 were received, 24 were closed, 89% closure rate. 31 to 60 days,
06868 were received, 62 were closed, 91%. 61 to 90 days, 61 were received, 59 were closed, closure rate of 97%. Concludes the presentation. Any questions? Any questions anyone on this side? Anybody on the side? Thank you, sir. Thank you. Next is 11D, the Term 5 Attendance and Discipline Report. As always, these are included in the updates and sent early. Does anyone have any comments or questions on this side? Mr. Alindo? Just more of a question. You can answer, Dr. Reels, or maybe Chief Fahs. With the implementation of the metal detectors, what has the difference been seen? and substances or items coming into the high schools. Just want to hear whether it's today or we can get another report next month, just a progression report on how that has changed some of the dynamics on the
069secondary campuses with those metal detectors. Yes, Mr. Alindo. We will provide a detailed report on the update, but I can share with you that the number of... Vapes that have gone off in the restrooms, which means students are actively using them has dramatically decreased particularly at the high school but Beyond dramatic. I'd like to give you some specifics and I will ask mr. Barrera to Compare some numbers and provided in a board update that has been an immediate result Thank you. Thank you miss weapon I just want to acknowledge and recognize Irene Cardwell. When I look at the comparisons for attendance, they're the only campus that actually increased their attendance from last year to this year. So congratulations to Irene Cardwell's staff for what they're doing, especially with the little ones, because it's harder to
070bring the little ones to school. And then at the secondary campuses, San Felipe Memorial Middle School and Garfield Middle School. The ones that I do have a concern with are blended because they are really, really low as far as attendance when you compare last year's to this year. So I just want to make those comments. Thank you, ma'am. Anyone on this side? All good. Next we'll go on to item 12 the consent agenda. There are several things in there of course the minutes from two of the previous meetings Donations which are posted on our social media and online as always we thank our community members and individuals who donate different items to our our district In our campuses, there are some modifications, or one modification that I need you all to be aware of on
071item F2, which is the consideration to approve purchase order over $25,000 to the Bell Leadership Institute. It was on our original, it was not to exceed $28,705. It has been updated to not to exceed $36,244.33 because we are adding an additional person to that. Did you want to clarify anything on that, Dr. Rios? Yes, Mr. President. Friday we discussed adding one additional principal to travel with the group and that person was not registered when the original paper was filed. That's why it went up by one. Okay, perfect. So there will be that modification. And then administration is asking to table item F3, consideration to approve purchase order 25 to CDWG not to exceed $613,200. out of the funding source out of the instructional materials allotment for Chromebooks. I know we were notified about some stuff,
072so that has to go. I guess that's going back out to bid. Yes, President Messer, we need to get quotes from the different vendors. President. President. President. Awesome. Are there any other items on the consent agenda that board member has question with? I know items G1 through 11 are what Mr. Chapa was talking about earlier with the renewals and the new contracts with DLP. Any other questions on any of those items there? So I'll entertain a motion to approve the consent agenda as amended for F2 with the tabling of F3 in there. I have a first by Mr. Almanaz. Is there a second? Second by Ms. Webb. All in favor? Motion carries unanimously. Thank you. We move on to nothing in item H. I moves us to J, the acquisition of library materials. Ms. Senator,
073not as item J, number one, consideration to approve the proposed library materials list. Oh, my goodness. I can't read it. I'm sorry. It's my second strike today. 13, administration. A, consideration to approve the 2026 through 2031 Memorandum of Understanding between SFDRCISD and UT San Antonio in connection with the development of a leadership pipeline for the principalship and student achievement. Ms. Jane Viriel. Good evening again. President Overfelt, Dr. Rios, members of the board. And so this item is... A mutual agreement between UT San Antonio and San Felipe Del Rio CISD to provide leadership opportunities for SFDR CISD faculty and staff to complete the Master's of Education degree in Educational Leadership. for a period of five years from 26 to 2031. There are joint responsibilities for this Masters of Education, Educational Leadership Program. UT San Antonio and
074San Felipe Del Rio CISD will work collaboratively to promote and implement cohort program for in two-year cycles also each party will designate a representative to facilitate the administration of this program now UT San Antonio promises to provide qualified faculty along with a supported curriculum for this program and also to conduct regular recruiting visits, informational sessions, and other recruitment retention events both online and here at our facilities and in respect to our program. Also, UT San Antonio will select Masters of Education, Educational Leadership graduate students and provide notice to graduate students upon selection, provide a faculty advisor for mentoring and coaching the graduate students, and also to incorporate lecturers from San Felipe del Rio CISD for the program. cohort program classes. Also, the responsibilities on our side is to recommend applicants for the program every recruiting
075year when that comes around by April 15th. If our enrollment drops to below five graduate students, they will give us the coursework online along with graduate students from surrounding communities. So it won't just be us, it'll be other communities, other graduate students from surrounding counties or neighboring districts. And then of course, our responsibility is also to appoint a representative to help facilitate any of the activities that are agreed or that are listed on this agreement. I'm so sorry, but my throat is very dry. And that is basically the agreement, the memorandum of understanding between San Felipe del Rio CISD and UT San Antonio for the Masters of Education in Educational Leadership. Awesome. Any questions? Recommendation, please. Yes, sir. It is the recommendation of the administration that the Board of Trustees approve the 2026 through 2031
076Memorandum of Understanding between San Felipe del Rio CISD and UT San Antonio in connection with the development of a leadership pipeline for the principalship and student achievement as presented and allow Dr. Rios to sign the agreement. Thank you for the recommendation. Is there a first? Mr. Galindo, is there a second? Ms. Chavez? All those in favor? Unanimous. Approved. Thank you. Thank you so much. That takes us to item 16, business and finance. A, discussion and possible action regarding a resolution on transportation for summer community meal program. Mr. Gilbert Sanchez. Good evening president overfilled dr. Rios members of the board The district recognizes that many students and children rely on school meals during the academic academic year and continue to have nutritional needs throughout the summer Children attending the del Rio Boys and Girls Club program
077summer program have traditionally been served through the district's summer community meal program to continue supporting these students the district is requesting consideration to transport participating children by district buses to the high school campus to receive summer meals. In previous years, students did have the availability to walk to a nearby campus. In this case, the nearest campus would be the Del Rio High School. Transportation costs will be funded through the Summer Child Nutrition Fund. Thank you. Any questions? Recommendations, sir? Sure. It is a recommendation of administration that the Board of Trustees approve the resolution allowing the district to transport children attending the summer program at the Del Rio Boys and Girls Club to the Del Rio High School campus to be served by the summer community meal program. Further recommendation, is there a motion to accept?
078Ms. Haynes? Is there a second? Mr. Almaraz? All those in favor? Unanimous. Motion carries. Thank you. Thank you. Next, we'll move into item 17, human resources. A, consideration to approve the conversion of the Delaware Freshman School vice principal to high school associate principal. This is Amy Childress. Good evening, President Overfelt, Dr. Rios, and members of the board. Administration is requesting the approval. It will be a conversion or actually be a title change of the position of the Delaware Freshman School vice principal to high school associate principal. Are there any questions? Ms. Webb? Why the title change? Thank you, Ms. Webb, for the opportunity to explain. The high school and the freshman campus are, for all intents and purposes, two separate campuses. But because of accountability, they have to fall under one title. The freshman principal
079has been called the vice principal. However, as we explore the organization and reorganization of the high school, we have assistant principals who have different duties. For example, we have a CTE assistant principal, but those duties are definitely different than everybody else. So at some point, we have to figure out if that principal or assistant principal is going to just continue to be an assistant principal or a vice principal. And then the high school needs to have a second in command. And again, we want to call that person vice principal. So we can't have a vice principal at the freshman campus, which is a higher responsibility. and then have other people also called vice principals. There's no salary increase. It's just a differentiation between somebody leading the campus by themselves and someone working directly under the
080high school principal. In this case, Mr. Jesse Davila is running the campus by himself. It's a title that's for future reorganization, ma'am. Thank you. Any other? Ms. Chavez? Yes. So the freshman campus vice principal is now high school associate principal. Yes, ma'am, because the freshman campus, the head principal is Mr. Davila. Right. But because TA only recognizes ninth through twelfth grade as only one campus, he cannot be called. Freshman principal. I see. Okay. Recommendation? Yes, sir. It is the recommendation of the administration that the Board of Trustees approve the conversion of the Del Rio Freshman School Vice Principal to High School Associate Principal. Further recommendation. I so move. Is there a second? Mr. Galindo and Ms. Webb tie for that one. All those in favor? Any opposed? Motion carries unanimously. Thank you. Thank you. 17B,
081consideration to approve the conversion of management assistant to campus principal. Management assistant to the campus principal to an assistant principal intern. Ms. Childress. Good evening. Administration is requesting your approval for the conversion of the management assistant to campus principal position to an assistant principal intern position. And this position will be funded through grant funds. Okay. Any questions on that one? Recommendation? Yes, sir. It is the recommendation of the administration that the Board of Trustees approve the conversion of management assistant to campus principal position to assistant principal intern. Thank you for the recommendation. Is there a motion to accept? Mr. Almaraz, is there a second? Mr. Weston, all those in favor? Unanimous. Thank you. Thank you. Item 17C, consideration to approve the conversion of an excess FTE, which I'm going to assume is full-time employee, to
082lift grant math curriculum coordinator. Good evening once again. Administration at this time is requesting the approval of the conversion of an excess full-time equivalent position to the lift grant math curriculum coordinator position. Again, this is a position that is being created due to grant funds that we have received. Any questions on this item? Recommendation? It is the recommendation of the administration that the Board of Trustees approve the conversion of an excess FTE to lift grant math curriculum coordinator. Further recommendation. Is there a motion to accept? Mr. Galindo? Second by Ms. Chavez. All those in favor? Unanimous. Motion approved. Thank you. Thank you. Item 17D, discussion and possible action to approve the employee job descriptions and evaluation forms. Ms. Childress? Good evening once again. This evening, administration has brought for your approval, we have the assistant
083principal intern new job description, the high school associate principal new job description, the lift grant math curriculum coordinator new job description, the chief special programs officer new job description, and for an update, the safety monitor job description and evaluations. Thank you. Any questions on any of these updates? Recommendation? It is the recommendation of the administration that the Board of Trustees approve the employee job descriptions and evaluation forms as discussed. Further recommendation. Is there a motion to accept? Mr. Almaraz, first. Is there a second? Mr. Galindo. All those in favor? Unanimous. Thank you. Thank you. Item... 17 E, consideration to approve the updated 2025-2026 district compensation plans. Ms. Childress. Good evening, President Overfelt, Dr. Rios, members of the board. This evening, we are asking for you to approve some updates to our 2025-2026 compensation plan. These
084all will be listed under the administrative professional pay plan. The first is on page 379. Under pay grade four, we are adding the assistant principal intern. On the next page, under pay grade five, it's the addition of the curriculum coordinator math lift grant position. And then under pay grade six, we are removing the vice principal freshman and adding the high school associate principal. Thank you. Any questions on those items? Recommendation? It is the recommendation of the administration that the Board of Trustees approve the updated 2025-2026 district compensation plans as presented. Further recommendation, I so move. Is there a second? Mr. Almaraz, all those in favor? Unanimous, thank you. Thank you. That takes us to item 17F, consideration to approve the 2026-2027 school year calendar. Ms. Childress. Good evening once again. So this evening we do
085have for your approval the 2026-27 academic calendar. We did go through the process. It did go to the DP. DPDM committee they only offered one option or they did not make any recommendations for a second we sent it out to employees for their comments and you did receive those comments in your board update and at this we had six sorry 326 employees respond and at this time we are asking for you to approve the school calendar I know that I read through the comments, I'm sure the rest of us did, and I did want to address some comments that were in there. I know there was maybe a bit of confusion on the RTI and the two teacher conference days that we have. And I wanted teachers to know that the teacher... Parent Teacher Conference
086Day that is now legally required by the Texas legislature. So that's why that's happening. It's not just something that we decided to go in and do that is now legally required by the Texas legislature. And I forget the House or Senate bill that did that. Mr. Hernandez, do you remember that off the top of your head, which one that was? Because I know there's so many of the legislature throughout, but that's okay. So that's that's the reasoning for that I know another thing that was was brought up and I'd like clarification on And if it is an actual concern The I know there were some worries expressed about RTI days, which we know are supposed to be used for response intervention and data planning that those were being used as Really PD days there that
087was being expressed. So I just wanted some Clarification on that that we're we're actually doing RTI and we're not Pee Dean and taking away from what the day is actually set aside for it's a legitimate concern for president over felt Unfortunately, the state has created an overwhelming amount of required Staff development that we can't possibly fit into the entire calendar We do ask the principals to use half a day for the data reviews as necessary. We'll try to do better and figure out how we can pay teachers to come over the summer. For example, one training that comes to mind is the mental health training that we're required to do. It's so extensive that we have to phase in different groups of teachers to get everybody in. We can't possibly... just do that one training
088and not do the rest of them that are related to academic achievement. So unfortunately that is true. We will try to improve upon it, but it is an overwhelming amount of training that the state is requiring. And if we want to do quality training versus just checking the box and having people review a PowerPoint, then we have to use as much time as possible to either that or have teachers stay later in the day. and we're trying to avoid that. Okay. Thank you. Any comments from the side of the Mr. Galindo? Just would like to request, I know we've heard it before, and just want to bring it up again, if we can try to get this calendar up a little earlier. I know you've heard the concerns, and we brought it up, but I
089understand the concern of people trying to schedule, you know. days before you know they have family law and things like that before April 1st so I know we wait I talked to Dr. Rios we're waiting for Southwest Texas College to see what their spring break is because we work in conjunction with them but you know we can start working on getting an idea for next year and try to push that out as early thank y'all for the work that y'all do and you know that was just going to be my only concern thank y'all any questions concern on the side thank you Recommendation, ma'am?
