Good evening, everyone. I'd like to call this meeting to order. We'll begin with roll call. Vice President Nancy Brunel. Present. Clerk Susanna George. Present. Member Kim White. Member Michelle Bebo. And our Superintendent Jim Schumach. Here. And Michael Gordon is present. At this time, if you all please join me and stand for the flag salute. Ready, begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Wonderful. Well, first I'd like to thank everyone for joining us this evening. This is fantastic. It's great when we get the opportunity to celebrate. members that are difference makers in our community. Not only are our students and are certificated and classified in parents, but also board members. And
so we have a lot of moving parts this evening. So if you all could be patient as we navigate through each and every one of them, but we're quite excited about this. So thanks for joining us. Really appreciate it. At this time, we'll be moving to the adoption of the agenda. This item is provided for an opportunity for trustees through consensus to re-sequence or table any agendized topics. What is the will of the board at this time? So I would like to move that we re-sequence item number two, CSBA delegate nomination, to after item number nine, so it'll become the new item number 10. And then everything following that would step up one number, 11 through 15. That way the new board members can vote on that. So I did place at each person's seat
just a CSBA regional list so they could see that the delegate actually encompasses Eldorado, Mono, and... I don't have in front of me so remember the third Alpine County wonderful so thank you very much there's a motion is there a second I second motion made in second all in favor aye opposed motion passes thank you very much um there's no closed session this evening so there is nothing to report from that at this time so we'll be moving to recognitions um and this is where um I'm excited about starting the process is that buried Got it. Sorry about that. We'll be utilizing our leader, Superintendent Shoemake, to deliver his report at this time. All right. We can pull up the – I like the sound system there. Well, first, before we start, we'll start off
each of our meetings with some of the bright spots that are going on in the district. And I just want to acknowledge this is an extreme bright spot here to have so many people in the audience. I do want to recognize Dr. Carol Bly, former superintendent, who has sat in this seat. Serena Posner is here. You're going to have an opportunity to see the amazing. skill that she has with bruce's cake there is it looks like it's not edible but it is i've been assured and uh dr ed mancella who is our county superintendent is here as well just to help us celebrate and we've got a lot of family and friends i'm not going to introduce all family and friends that are out there tonight i know a lot of our leadership team is
here as well So thank you all for being here. I figured since we had a captive audience, we'd put these celebrations first, then we're going to dive into recognitions, and then we are going to be pushing pause for about a half an hour, allow everyone to get up. chat, enjoy some of the treats that are here for us and really just give some hugs and some thank yous. So we'll dive right into this. So bright spots, a lot of neat things going on in the district. This is something that was occurring at Lake Forest two weeks ago. As you know, it's our special ed center, our STC program is centered there in autism. We have a mom who has a son that's autistic but mainstreamed at the site and she's getting her credential. She had
an interest in really just kind of celebrating differences at the site. And so she worked with the site, was able to go to every single classroom. She picked out a book that really represented this inclusiveness and the sense of belonging that was appropriate for every grade level. She read the book. They talked about celebrating differences. It was really just a neat event. And the thing that... So it touched me with this was just the fact that this was a community member that said, hey, I'd like to lean into our school so much. You're doing such a great job with my kid. I'd like to dive into that as well. So it's really neat. Next slide. We've got some facility work going on. If you've driven past Jackson and wondering, are we letting the grass die?
Yes, we are letting the grass die. This is a wonderful partnership that has generated its own momentum. This started as a PTC event at the school site. That has been going on for quite some years was to redo the field it morphed into the district figured out a way that we could help support that and then most recently the CSD became aware of what we were doing there we met out at the with the CSD about three weeks ago out there and they are in the process of Contributing a significant portion of funds to be able to also utilize these fields as well So just a really unique partnership that we're gonna have we'll be having a ground breaking ceremony out there when the when the grass is green at some point here in the
coming months, probably about three months away, I think. On the right hand side, we're doing a Girl Scout project at Lake Forest that maybe you're seeing some work going right out there in front of the school. My kids went to Lake Forest. This thing has been probably five different nature areas over the years. We've got a little bit more robust program going in and our fire department happened to drive by. or maybe a little birdie called them and told them there was work going on there. I know that our principal there is closely tied with the fire department. And they showed up with gloves and strong backs and really dove in and helped a lot of that work. This was about three weeks ago out at Lake Forest. Next slide. On the left-hand side there,
many of you may not be aware, but we still have students that are in long-term independent study, about 15 right now. that for whatever reason, most of them for medical concerns are not comfortable returning to school. Either they have medically compromised or they have family. These two little girls here to the left are two of our students. They did a presentation at the end of the first trimester. It was a group presentation online. And you could see what a beautiful classroom they've had. What a great place to go to school every day. But our teacher that's running this program took pictures of these kids. And it was just a really good reminder that even though some kids can't participate in our normal setting, we're doing a really good job of diving into these kids and
making sure that when they are ready to come back, that they're able to plug right back into our campuses. On the right hand side there, this is our assistant superintendent, Mr. Haley, who was the star of the staff team against the Marina Village sixth and seventh grade. We were challenged, the staff was, and I appreciate Levi reaching out to the district office, Renee, myself, and Dustin were able to go down and play with them. We played the sixth and seventh grade teams, and then we watched the eighth grade team warm up, and we all said, we concede. We are not playing against you, but it was fun. And Dustin was, again, I think the star of our team. There's just a funny picture there. These two pictures across the top, as you know, we started
robotics teams this year at Pleasant Grove and Marina Village. That has morphed into some fifth graders at each of our elementary sites that have an interest in being on a robotics team have joined these teams. This was a recent, in the upper left-hand corner there was a recent competition that our kids participated in. On the right-hand side, upper right, is just a picture of them. We did quite well at the tournament. Levi shared with me that we're going to be hosting two of the robotics tournaments here soon. I think January 5th or 7th, I will get that to the board. And then a date later in the spring, but just really exciting. This is, again, this was a father at Intel that approached us about how could we collaborate on putting together some type of
team. We found the facilities. We've contributed some funds to get this up and running. It's been really successful. I think we've got about 50 kids that are participating in this right now. A lower left hand side there. I know we're saying goodbye to some amazing team members, but we did have an opportunity at the beginning of this month for our new team to go down all but one who will hopefully will be deciding what we're going to be doing for that later this evening. But we were able to go down and really I think we all walked away feeling like we've got a really good team that's coming into place. And I think we all felt just blessed that we're in this community and that the issues that we're dealing with are really about student.
student-centered issues. I think every breakout session that we went to, we all came out of that shaking our heads going, oh my gosh, there's a lot of drama going on at school boards across the state right now and in districts. And thankfully, I think to the leadership of the folks that are up here, we're not experiencing that at the level that many school districts are. So I'm really disappointed that we're losing some amazing team members, but looking forward to reloading. Next slide. Santa run is often running. So if you're a member of this community, you know what the Santa run is. They are. John Potter, Essentially, they go out for a number of different nights and they touch each of our elementary schools and El Dorado hills, you could see. John Potter, Mr met there
with the grinch Jamie hunter up in the upper middle there our newest board member was actually an elf for the nights and there was heavily involved at the lake forest we've got pictures of Jackson and lake view up there as well, and then. I think more importantly, this is not just a night for Santa to pull up and throw out candy canes and get pictures with Santa, but it's an opportunity for our students to and our families to contribute to what the fire department does with making sure that every kid has something at Christmas underneath the tree. And you can see the gifts that are just being generated. This is just one rolling basket that I could have. probably populated this whole slide show with the number of gifts that were given. So just really
neat. We're almost done with our bright spot. Speaking about bright, as you remember, we were able to honor two of our community members from Lakeview, a designer and a painter that did the beautiful mural there for the staff and our students. And then it turned out so well that it just started to morph and grow into the campus. And I know Kathy shared with us. at one of our most recent meetings that conceptually what this is going to look like it's in now and so if you're if you're at the lakeview campus or you want to head down there for a weekend and walk the campus it's absolutely stunning and again just a really good reminder of how fortunate we are and and actually and how much work we do with our community to make
sure that when they have an idea that we do whatever we can to honor that and to get out of their way and let them do some neat stuff for our sites I think this is the last bright spot. It's on safety. You know, you, you, anytime he, well, as the superintendent, I will tell you anytime I open up the newspaper or the news comes on and they talk about rescue or school districts in general, I nervous about what they write sometimes. Cause you don't get to see it beforehand. The state did a survey of schools in district school districts in the state that had 100% of their doors that locked from the inside. That was one of the surveys that you get from a public records request that you're excited to answer because we
fared very well with that. You can see there, I was afraid they were going to somehow leave us off or something, but we called out loud and proud there as far as having that. I'm really excited about that. And the other piece related to safety, I know we brought our license plate reader pilot that we're doing that we started a couple months ago. We just had a presentation on WeTip 2.0. which is combined with our catapult system right now. And it's just another robust opportunity that we're going to be rolling out to our sites. There's a web. There's an app that's associated with us that allows students, staff, people in the community to let us know, report issues of vandalism, broken glass, broken windows, concerns about individuals, threats, you name it. So that'll be coming
to the board. I think Renee is going to bake a little bit of that into the study session that we're doing in January on our technology. And lastly, our enrollment, just a reminder that we are really fortunate that our enrollment continues to stay extremely stable this year. If you look down there at the bottom, I know we're down some kids, everyone's down right now, but we did have a nice little bump the last two years and now we're staying at a very stable number. So really excited about that and the implications that it has for our budget. And I know Lisa's gonna be sharing that with you later this evening. That said, any questions? Seeing no questions at this time. We're rolling to the celebration piece. That's what everyone's here for. Right. Okay. So at
this time, we're going to move to the recognition on the agenda where we will begin with our proclamations. And we're going to ask our superintendent actually to start with some words towards Nancy Brunel, our vice president. leaving us. Yeah, I think a couple of us want to say some things. I know we've got some really pleasant words. There's a proclamation we're going to be doing. And then the assembly has also taken the opportunity to honor you this evening. I want to thank John George for helping us facilitate that with the assembly. So I just want to just tell you that you're the president. When I started here, there are so many different ways you could onboard a new superintendent. And I'm just so pleased and thankful the way that you chose to do it. We're
calm. You were deferential to me. You had the opportunity to say, this is the way we do things and to really put your thumbprint on what my style was like. And you were so good in the many meetings that we had leading up to me really starting with listening, with providing some feedback. And just being really a thought partner for me. And I remember calling you a couple of times where I was just, this is new, help me. I know you've been through this, you know, help me navigate this. And you always did it with a lens towards, well, how would you, it was always from this inquiry lens versus telling me what to do. It was, well, what do you think? How do you feel? And whenever I came up with an idea, you
were. whether you like that or not you're always so gracious about i think that's a really good approach to handling that so i just want to thank you for that your focus on students and data has been core to the conversations we have here you're always great about bringing us back in on that and i so appreciate that and i think the the thing that i'm gonna that i'm gonna carry with me just as a leader is your emphasis on impact how you bake that into when i first approached you with how the superintendent's evaluation might look like taking a new approach You came back with just one column and it was, well, what's the impact of your work? And that has been, that has really resonated with me. And we talk about it in
our leadership team all the time about if we're going to make a decision, what's, it better have a good impact. And so I just, I want to just personally thank you for the way that you've treated me and led this board so well. So thank you. Ms. White. So I just wanted to jump on that too, Nancy. We have served together for a long time. And I've always, you know, first of all, you, I don't know if everyone in the audience knows, I mean, you've held so many positions, you've been in education for so many years. I can't, I just know you were super high up. I don't even know what the actual title was. So you always had that. had additional knowledge that I always found really useful in our board discussions. But even
more so than that, you could tell, even though you are always composed and professional, your caring and love of kids always shows. At the heart of everything, I know that that's what you believe. I also want to thank you. You know, we've gone through some tough stuff together. I mean, I don't know if all of you all know in the audience, but we've had some tough years that have happened recently. And so we had to make, you know, challenging decisions. And everyone didn't always agree all the time, but I always respected what you had to say. And I really appreciated how we always kind of coalesced on what we thought. um you know what was in the best interest of our students and so i want to i wanted to thank you for that and
thank you and i'll throw into i've always enjoyed when we've had social time together talking football with you and 49ers and um so anyway thank you nancy that leaves uh leaves me um and our our interaction started as um as a mentorship relationship. I was your vice president as you served as this board's president. And I learned quite quickly that I could learn a lot more meaning quiet in listening versus speaking and not. And it taught me a great deal. And you have always been a beacon for students to be educated and supported, period. each and every single board meeting that always seemed to be what you championed. And you stood up for every one of the kids in this district. And I would tell you that when I asked a colleague of ours, Jim
Jordan, tell me about this Miss Nancy Brunel as I'm about to serve with her. His description was that she is the greatest educational mind that you will be around. And then he said, make sure you walk up and give her the biggest kiss from me. I said, I might not do that part, but what a blessing it's been to learn from you. You will be missed. I will miss you. Credibility that you bring from an educational perspective to this board. we have big shoes to fill. But I know that your journey will open in a way that gives you great joy. I'd imagine you're going to do some reading of joy versus binders and workloads. So I will always consider you a dear friend. So thank you. Absolutely. Okay. At this time, I believe we're
going to do some reading. Yeah, we're going to reorient the room just a little bit. And Nancy, we're going to make you come stand up in front of everyone, which I know you'll love. OK. Pardon my back to all of you. I apologize. We're going to first start with our proclamation of the Rescue Union School Board regarding Nancy Brunel's service. Whereas the Rescue Union School Board wants to recognize Nancy Brunel for her contributions to the school board, district, and our community. And whereas Nancy served the district as the Assistant Superintendent of Instruction from 2005 to 2007. And whereas Nancy has served as the Rescue School Board Trustee from 2008 until 2012, and again from November of 2014 until December of 2022. And whereas Nancy Brunel has been active in the development of programs and partnerships
throughout the state, district, and community. And whereas Nancy Brunel has worked tirelessly for the school district and always championed the children and families who need the most support. And whereas Nancy Brunel has been instrumental in working with the Rescue Union School Board of Trustees to develop and collaborative and transparent culture. And whereas Nancy Brunel and the Rescue Union School Board of Trustees successfully and courageously led the district through its most unprecedented time. during COVID-19 pandemic and providing support for students and staff. And whereas Nancy Brunel and the Rescue Union Board of Trustees acted immediately to ensure our children's academic, social, emotional, physical, and mental health needs continue to be met at a time when students needed consistent services most. And whereas Nancy Brunel has been instrumental in helping establish the district's fiscal well-being, instructionally sound
programs and excellent culture. Now therefore, the Rescue Union School District Board of Trustees do hereby declare our appreciation to Nancy Brunel, passed and adopted by the Rescue Union School District Board of Education on this 13th day of December 2022. I'd asked the legislator to make the font bigger, but they didn't comply, so I'm going to do my best here. No, no, no, we're not going to skip anything here. This is amazing. I'll just show all of you. This is great. Okay, here we go. This is from the California Legislature Assembly Resolution by the Honorable Frank Bigelow, 5th District, to Nancy Brunel. Whereas Nancy Brunel, a distinguished California resident and vice president of the Rescue Union School District Board of Trustees, has contributed extensively to the district and the local community, and it is appropriate at
this time to highlight her many achievements and extend to her the highest accommodations for her guidance in advancing the quality of education in the district by all measurements. And whereas serving the Rescue Union School District as Assistant Superintendent of Instruction from 2005 to 2007, Nancy Bronell supported its mission to provide students a challenging, comprehensive, and quality education in a safe environment in which all individuals are respected, valued, connected, and supported in partnerships with families in the local community. And whereas dedicated to the rescue union school district, Nancy went on to serve on the board of trustees from 2008 to 2012 and again from 2014 to 2022 in which capacity she actively participated in the development of programs and partnerships throughout the district, local communities. and state of California. And during her tenure, she worked tirelessly
on behalf of the district and always championed the children and families who needed the most support. Whereas instrumental in helping secure the rest of Union School District's physical well-being, established instructionally sound programs, and fostered a culture of excellence. Nancy worked with the Board of Trustees to develop both a collaborative and transparent culture and helped successfully and courageously lead the district through COVID-19 pandemic, noted twice, by providing support for students and staff, ensuring that students' academic, social, emotional, physical, mental health needs were met in a time when students needed consistent services most. And whereas Nancy Brunel has been a positive model of ethics and education for all who have known her and her vital involvement in the lives of rescue union school district students and staff members and her fellow members of the board of trustees
has impacted each in a very special way. Now, therefore, be resolved by the assembly member, Frank Bigelow. that Nancy Brunel be commended for her exemplary record of accomplishments in the field of education and commitment to the Rescue Union School District and its students and extended sincere best wishes for success in the future. Member Resolution Number 1791, district dated on the 30th day of November, by the Honorable Frank Beglau. I think that's it. However, hopefully have you have someone say some words here yeah okay yeah thank you uh i heard on one of my hallmark movies that as you get older you get more emotional so i decided to write some notes um thank you to my fellow board members jim and cabinet and to the rescue community members teachers staff and administrators here tonight Thank
you all for your service to our community and to the wonderful students and families we have the pleasure and obligation to educate and support. And thank you to the Allisons for coming tonight as my chosen family. Hello. the other part of my chosen family who we have been friends for over 50 years guys uh our children's friends thank you for our co-teachers that are here and my niece and nephew uh who also showed up and maybe my children in santa clarita are watching this on youtube hello if you are and maybe my son in montana is but I doubt it. But hello, Kevin and Sarah and Jason and Miles and Jack. As many of you know, I am a lifelong California educator as well as being a product of the California school and university system,
having grown up in San Juan School District and began my teaching career there many years ago. I have spent my entire life teaching and learning in many different contexts, and my experiences as a board member with all of you have really taught me so much. about governance and leadership and community. I've learned and challenged myself to think differently over the years about diversity, equity, and inclusion. And I hope that as a board member, I've helped our district keep a focus on meeting the needs of every student in our district. The excellence we strive for in rescue includes justice and moral rightness so that we continue to support every student's successes, hopes, and dreams. So thank you again for this lovely honor and for serving with all of you for all these years and for my
other colleagues that are in the audience, Serena, Carol, Ed, who I've had the pleasure to work with. So thank you all very much. So at this time, we're going to move on to Other board of trustee this evening Susanna George and Superintendent Shoemake will begin with some comments. Well, that was fun. This will be fun too. Susanna, there's so many words I could use to describe you as just a board member. And really, I think just as a, I mean, I think first and foremost, you're a community member. That's what I have come to most appreciate working with you. So when I think of you, I think of two words, I think of passion and community. And so your passion, you probably got the same thing, Kim, she's going to have to cross it. Anyone
that has worked with Susanna is probably going to put the word passion on there. And what I love about your passion. is that it's uninhibited. I mean, if you are locked in and have a motion and a visceral reaction or something, or just something that just has sat with you for 50 years, and this is just at your core, you don't shy away from sharing that. And I think... as a superintendent sometimes i remember our some of our first meetings like whoa like she's really passionate about a lot of things and i'm gonna have to walk into this and then i just i've just come to realize that it's it's such a it's just such a great quality that you have and it brings so much to our discussions because it really does elevate things
and we've had some very passionate conversations in closed session over the last 18 months and certainly here at the board And I felt like you've always been professional and passionate at the same time. And that passion for me, what I've most appreciated too, is that it always feels to me that it's linked to something with our community. It's not just, I feel this, or I feel that it's always, I feel this about something in our community, or I feel this about an impact that it's having on the kids in our community. It's always tied to something. And I have so appreciated. that you don't let that go. I mean if it's not sitting right, you call it out and then it forces us to have much more thoughtful conversations than maybe we wouldn't if you
weren't in the room. So that the other piece to that is um I talked about Nancy and impact. You've done such a great job I think with me with really um introducing me to so many people within the county that you have come in contact with over the years and just sending me a text message or an email that's saying, have you talked to, have you considered this? Here's their telephone number. Can we meet for coffee? I'd like to introduce you to. You've just really helped expand my network as a leader in the community as well. And I've appreciated the fact that. I know you've got a lot going on in your personal life. You've got your granddaughter at the house, your mom, and you're always still thinking about rescue and how you can help
at least me be successful from the seat that I sit in. So I appreciate that. You've had such an emphasis, too, on our governance team, and I think it's grounded us in making really good decisions through some very difficult times that we had to deal with over the course of the last 18 months. So I'm sad to see you leave, but I know you're going to take that passion wherever you go. Thank you. Yes, I want to say a few words to the word I wanted to start with Jim Stoll but I'm going to use it again anyway because anyone who knows Susanna knows that that word applies to her probably more than any other human, you will come in contact with. But what I will say. about Susanna is that she is so passionate
and she believes in things, but she is not unreasonable. So when we have the conversation, she will, um, she will speak from her heart, which is passion. And then we'll. Karen Winsperer, Be able to communicate and you know, listen to other ideas and we, so we are all able to come together and craft what again what we think is in the best interest of of our our kiddos and our Community and. I also, what I'm really going to miss is your memory. Yes. I mean, it's, I mean, we're like, she's like, we're like, gosh, did we do that before? Well, actually in October of 2012, and it's like, wow, okay, I guess we did. And I mean, I say it kind of in jest. But the reality is there's huge value in that because as
a governing board that continues to shift and change and grow and have new members and members leave, there is value in having some experience and some memory of what has happened before because otherwise you could very easily keep repeating the same things because you have different people and you don't have anyone there to remember that. So I'm a little stressed because you're gone and I'm starting to feel like that person might be me and I don't have that memory. So. I also really appreciate your, you and I have always had this shared interest in our foster youth and trying to figure out how to identify them and reach them. And it's kind of been like our own personal thing that we've tried to move different ideas and plans to help the kids that we know
are probably gonna need a little more help than some of our other kids. um i appreciate that too and so it's going to be crazy not having you up here but i do appreciate having had the years that i did with you and i appreciate your service susanna that leaves me to share some of my thoughts as well and obviously passion is at the at the at the front and center of of who you are um and that's extremely respected i'd also add in um dedicated to being a public servant And that is a selfless act for especially as long as you have been a public servant. And I'm not sure if you recall back to my first evening two years ago when I was sworn in. But you indirectly held me to a level
of excellence in how you established yourself that evening. And I've never shared this with you before, but in my first year on the board, I spent many evenings in my office at home, in which finally one night Sarah knocked on the door and kind of pushed open the office door and says, how much longer are you going to be? And I says, I'm not ready yet because Susanna is going to hold me accountable for having my numbers accurate. and though I'd like to identify myself as someone that truly believes in the value of data, you ensured that I had to do that because of your level of excellence that you strive for each and every day that you sat in this room as a board member. I felt that I could not let you down
and I had to be prepared also. So you made me better as a board member and I thank you for that. So at this time, we'd like for you to come up. And as Susanna's coming up, I will say that from one of the greatest quotes out there, I think it's fair to say that Susanna is a very, very proud Greek woman. And one of the greatest quotes in my big fat Greek wedding was, even though the man believes he is the head of the family, it is the wife who is the neck that churns the head any direction that she wants. And I think that holds quite true here as well. So, okay. This first proclamation of the Rescue Union School Board regarding Susanna George's service. Whereas the Rescue Union School Board wants to
recognize Susanna George for her contributions to the school board, district, and our community. And whereas Susanna was elected to the Rescue Union School Board in December of 2006. I'd like to repeat that just one more time. 2006. Wow, what a service. And has served on the board since that time. And whereas Susanna George has been active in the development of programs and partnerships throughout the district and the community. And whereas Susanna George worked on the construction of Pleasant Grove Middle School. and was instrumental in lobbying for the securing the funds for the sidewalk from the Pleasant Grove Middle School to Bass Lake Road so that students could safely walk to school. And whereas Susanna George has worked tirelessly for the school district and always championed the children and families who needed the most support. And
whereas Susanna George has been instrumental in working with the Rescue Union School Board of Trustees to develop a collaborative and transparent culture. And whereas Susanna George and the Rescue Union's Board of Trustees successfully and courageously led this district through its most unprecedented time during the COVID-19 pandemic by providing support for students and staff. And whereas Susanna George and the Rescue Union School Board of Trustees acted immediately to ensure our children's academic and social, emotional, physical, and mental health needs continue to be met at a time when students needed consistent services most. And whereas Susanna George has been instrumental in helping establish the district's fiscal well-being, instructionally sound programs, and excellent culture. Now, therefore, the Rescue Union School District Board of Trustees do hereby declare our appreciation to Susanna George, passed and adopted by the Rescue
Union School District Board of Education on this 13th day of December in 2022. Absolutely. Okay. So once again, the California legislature. John Kane, Assembly has put together this resolution, and I also believe that Senator Brian Dolly is a part of this resolution. Also in our California Senate, whereas Susanna George is retiring as a member of the Rescue Union School District. Rusd Board of Trustees after sixteen years of dedicated service. John Kane, Does she get a golden key? I think she gets a key for that, by the way. 16 years of public service, and it is appropriate at this time to highlight her many achievements and extend to her special public recognition and accommodation for her professional and civic leadership. So I didn't have to wear my glasses. And for once, I'm actually going to be the shorter of the speaker. Because even though I'm passionate, I do talk a lot. So anyway, I would first like to thank, even though Some of you are here tonight. I see some students here and future students and past students.
So I would first like to thank the students, the staff, and the families of our district. Together, they are what makes a Rescue Union School District so special. We are a district with a passion for education and our community. I started on the board as a member in 2006. My children were 10 and 14 in our district. Today they're adults. Sophia, who flew up to LA today, is a special education teacher. And Nicholas, who couldn't be here this evening with us, is a law enforcer. They both serve their respective communities, and it makes me so proud to be a part of this district. It's probably my moving around. I'll do what I tell my granddaughter and stop wiggling. But I know that they got a good start here at Rescue Union School District, and that
makes me very proud and very proud of them. I thank them, and I thank my husband, John, for supporting me and allowing me to give so much time and energy into serving on the Rescue Board all of these years. And yes, Michael, be happy we don't have paper anymore, because Serena Posner could tell you. that there were a few of us who used to sit with binders in bed before the days of computers and read it to them in the morning. I want to thank those board members like Serena and others who I've served with over the years on the board and to congratulate our newest board members, Jamie, who will be coming up soon, and Michelle. You have an awesome responsibility, but it's also a gift, and that is serving our children. You've been
elected by our community and you have sworn or will be swearing an oath to uphold our federal and state constitutions. I hope that you will listen to everyone's voice, both the loud, like mine, and the silent. You are now responsible, as I love to tell people when they come on the board, for every child in this district. You get to take off your parent hat of your own children and put on that hat of 3,400 kids. And it's an awesome responsibility. Your four soon to be five, I hope individuals who will bring your own unique voices to our district, but come as Kim said to a consensus. I'm gonna knock my stuff over. Cause I think that that is a key part of it. And that's kind of what I wanna end with tonight is
talking to my new and old board members is as Kim said very well, that ability to bring your own unique voice, but. we only have strength as one. And it has been one of my greatest joys to be part of that one and to be able to have discourse, disagree, but then come together because we know always what we're doing is the best thing for our students and our community. So I wish you all the best and I'll leave you with this. And that's that being a Rescue Union School Board member is truly a blessing. Right our next step will be swearing in our three newly elected board members After we proceed with that we're going to take about a 20 to 30 minute recess to allow for some pictures and hugs and Cake and
cookies, which I know that's what I'm looking forward to as well. So So we're gonna go ahead and start with administering the oath and we'll start with miss white Okay. Okay. Right hand, please up. Yes. I, Kim White. I, Kim White. Do solemnly swear. Do solemnly swear. That I will support and defend the Constitution of the United States. That I take this obligation free. that I take this obligation freely without any mental reservation or purpose of evasion and that I will well and faithfully discharge the duties upon which I'm about to enter. Congratulations. So at this time we're going to go and take a recess at 722. Thank you. Absolutely. Thank you. Adjourned back from our... So at this time we'll move on to public comment and for this
item for items not on tonight's agenda. This item is placed on the agenda for the purpose of providing members of the public and bargaining unit representatives the opportunity to address the board on any items of business that does not appear on the formal agenda. Each speaker will have two minutes to address the board. The clock on the screen counts down the time under the Brown Act. The Board of Trustees is not allowed to comment on the items that are not on the agenda. On the agenda, the board is not ignoring your comment. All public input is of great value. The board is legally unable to respond to individual comments. The superintendent, however, can refer these questions to staff and follow up with those questions. For items that are on tonight's agenda, I will invite public
comment on these agendized items as they are being discussed. So at this time, we'll be moving the public comment at this time. Seeing none. We're moving on to agenda item number four, which is the annual organization of meeting of our board. So each December, the board is required to nominate and approve its officers under EC 35143, BB 9100 organization. So at this time, we'll be looking at board bylaw 9121, the selection of board president. At this time, is there a nomination? Yes, there is Mr. Gordon. Honestly, I would like to nominate you. And the reason I would like to do that is I think that you have been doing a fantastic job. Truly. I think you have been leading us well. I think our meetings are very well organized. And I think in light of
the fact that, you know, we we are going to be a new body, I think that having some consistency in the role would be helpful. So I nominate you. Thank you very much. I am both honored and flattered by those comments. So thank you. I do appreciate it. Are there other nominations? Seeing no other nominations, is there a second? At this time, we do need to open up to public comment to see if there's any public comment at this time on that nomination and second. Any discussion? Seeing no public comment nor discussion, we'll move to action. All those in favor? Opposed? Motion passes. Well, thank you very much. I can tell you, thank you very much. I can tell you it is an incredible honor to be a board president for rescue. I believe this
district emulates a level of excellence, which I know our superintendent strives to achieve with everything that we do. I know that I still have room for a lot of growth, but I know my role is in supporting our Board of Trustees and our superintendent and our leadership team, and I'll continue to do the best at that that I can. So thank you, I appreciate it. We're moving on to Board By-laws 9100, selection of vice president. We'll open up to nominations at this time. And I would, if there are no current nominations, I will go ahead and I'd like to nominate Ms. White as the vice president. Are there any other nominations for that position? Is there then a second for that nomination? We'll open it up to public comment. Seeing no public comments and no
discussion, we'll move to action. All those in favor? Aye. Opposed? motion passes um miss white congratulations absolutely yeah i think uh i haven't missed a board meeting yet however um sometimes we just don't know what comes our way and um i think uh as sitting in both um michelle and jamie's shoes i can remember my first day as a board member And at times it's kind of holding onto that steering wheel, right? And the car escalating a little bit too fast at times and tapping the brakes. And so I think there's a great value in having someone as tenured as yourself, Ms. White. And as I believe you mentioned with the new long-term memory requirement. Absolutely. Okay. Now we're moving on to Board By-law 9123. That is the selection of our clerk. Any nominations at
this time? I nominate Michelle Bebo. Motion made. Any other nominations? No other nominations. I will second that motion. Motion made and seconded. Is there any public comment? No discussion. We'll move to a vote then. All in favor? Aye. Opposed? Motion passes. Congratulations, Ms. White, as our selected clerk. I'm sorry, Ms. Bebo. Second mistake today. At this time, we'll be moving on to Board Bylaw 9122, and that's the confirming of our superintendent to serve as secretary to the board. motion made in second no public comments no discussion all in favor aye aye opposed motion passes congratulations mr superintendent Okay. Agenda number five, board committee representative appointments each December per board bylaws 9130 and 9140. The board may appoint any of its members to serve as representatives on the district committee or advisory committees to other public
agencies or organization. The board will consider committee appointments at this time to the El Dorado County School Board Association. Any nominations? Well, if there are no nominations, Ms. White, I know that you've been serving in that capacity and I believe representing the district quite well. And I would like to make the nomination in continuing your service to that position. Are there any other nominations? Is there a second? Motion made in second. Seeing no public comment, no discussion, all in favor? Aye. Opposed? Motion passes. Moving to agenda item number six, which is board community organization involvement each December per bylaw 9130 and 9140. The board may appoint any of its members to serve representatives or district committees. This time we'll be taking a look at an appointment for the El Dorado Schools Financial Authority. Is there
any nominations on that? So this board is basically the Melrose board. So it's comprised of one board member from Buckeye, the high school district and rescue, and then all of our assistant suits of business. So from each district, and it meets once a year. It's not a long meeting. It meets at the end of June. June. Yeah. And it, I mean, I thought it was helpful. I've done it for years. It's not a huge commitment on top of this commitment, but it's. you know you do it does it does kind of help you learn a little bit more about school financing and how it works it also a lot of the work has been done when i when i first started there wasn't a lot going on then we went through this whole process and
we we did a settlement there were people who wanted anyway so it's back to being a pretty straightforward City Council Chambers, meeting and the it's a good opportunity to you get to meet a couple of the board members, and you know the other assistant soups so you can hang out with Lisa I mean it's so does anyone have any interest in it. City Council Chambers, Well, then, I would like motion, I would like to nominate Jamie hunter a second that motion any public comments or discussion at this time. All in favor signify with aye. Aye. Opposed? Congratulations Ms. Hunter. Yes. Okay. Let's hit pause at this moment and at this time do you want to shuffle seats? Okay. So at this time agenda item number seven so this is the certification of district signatures. pursuant
the educational code 35143, 42632, 42633. And based on board bylaws 9100, the district must certify the signatures of members of the governing board and verify signatures of the persons or persons authorized to sign notice of employment, contracts, and orders drawn on the funds of the district. Do we want to bring the documents forward into signatures at this time i think what we'll just do is we've noted who's moving into what position and then at the conclusion of the meeting i think christina's going to have the signatures taken care of at the end we just weren't sure how this would shuffle out today so oh okay okay so knowing what knowing the motions that we've made those will be reflected on the attachment for item seven and uh before you leave make sure you sign the
document so it does at least in the agenda it does call for public comment discussion and action can we um have a motion to agree upon signing the materials would that fulfill our um role here for um our parliamentary procedure so can i have a motion to agree upon the signing of the materials post this meeting So moved. Motion made. Second? Anyone? Second. Motion made and second. There is no public comment, it appears. Any discussion? All in favor, signify with aye. Aye. Opposed? Motion passes. Thank you very much. Agenda item number eight, board remuneration on an annual basis of... The Board may increase the compensation of Board members beyond the limited delineated in Educational Code 34120 in the amount not to exceed 5% based on our present monthly rate of compensation. The Board will consider
implementation of the increase and approval of Board Bylaws 9250 reflecting the potential increase through 2025. Materials. I think I'm just recommending that the board adopt an annual 5% raise that's allowable by law and we'll take that through 2025 and this won't come back to the board until December of I guess it'll be December of 2025. Motion made is there a second? Wait he didn't make a motion. He he he recognized someone he's making a motion. Okay yeah I think that I think that's going to I think it pans out to about 20 bucks. But hey, I think that, yes, I will move that we approve the board remuneration. Motion made. Is there a second? All in favor? Aye. Opposed? Motion passes. We'll be moving on to agenda item number nine at this time. and I
will slow the process down a little bit here. So this is the trustee resignation under educational code. If you please take one of the packets and pass it down this way. Okay. Thank you. Under the educational code 5091, when a vacancy occurs four or more months before the end of a board member's term, the board has 60 days from the date of the vacancy to either Order a special election. or make a provisional appointment. Superintendent Shemek, would you be so kind to just reveal some of the data that's involved in these two processes? Yeah, well, we've lived this recently. And so I'll walk you through where we are at today. And then I am recommending that the board adopt a provisional appointment, but I'll walk you through the thinking related to that. So what I've
put in front of you is a packet that is a proposed timeline from... The moment Michelle was selected as the in her new role, it kind of takes us to where we're at. So this first page that you're looking at right now is the first step in the process. Michelle needed to resign her position in order to take her newly elected four year term. So Michelle did let the Dr. Mansella know the county office, which is required by law, that she would be resigning effective. tonight moments before she took her oath of office the next day we are required by laws the second page that you're looking at to to notify the public this will be occurring and that tonight would be an opportunity for anyone from the community to come and let us know
how they think we should fill that um that roll this evening. And so this was a press release that went out to the Village Life and the Mountain Democrat on December 6th. If you go to page three now, you can see we've, on this timeline, which is quite extensive, we've crossed the first two hurdles. We're at December 13th now. Michelle did resign this morning. Now we're at that second December 13th date, which is we're holding our board meeting to determine how the vacancy will be filled. You have two options in front. two options to choose from tonight one is a provisional appointment process where we um advertise interview and select as a board who our fifth board member would be the other is a special election the special if you if you look down here
if the board does select a special election that we're at the bottom of page three it does come with some parameters that we don't have a lot of control over one is the cost and the other is the timeline and so right now the best estimate estimation from the Elrond County office is roughly a hundred thousand dollars plus to run a special election and the earliest they would be able to do that for us would be in june of 2023 so we'll be looking at about a six month vacancy for this particular position if you select that option this evening i do have a T. John McCune, WSBA Advancement Department Director, and the estimated timeline is and i'm sorry that i don't know why i have june of 2023 that's that should say february of
0742023 this has been looked at by So many eyes and I'm sorry that I missed that. Okay, February. February of 2023. We would have someone seated. We'd have someone seated. So what I've proposed here is a timeline that's very similar to the timeline that we followed when we selected Jamie and Michelle. But a couple of key, if you decide to go down this road, there are two dates on here that we as a board are going to need. Most of them, most of the dates on here are manageable by our team. And so, you know, when these get advertised, when I'm willing to meet with people, those are all things that you don't need to concern yourselves with. There are two items on here, though, that would require us to kind of get on the
same page. One is this January 16th date. which is in the kind of the middle of page four and that's just for one board member and i to meet and to look over the applicants and decide did they meet all the criteria and are we going to interview them we have a long history in the district when this has happened of interviewing everyone that wants to apply provided they meet all the criteria so this is just a formality where we sit down um nancy and i did this over the phone actually just she met over the phone talked through it and agreed the second date um is at the top of page five i'm suggesting that we utilize an existing board meeting night and we just all meet a little bit earlier that day to
conduct the interviews we'll make a selection we'll go to closed session we'll come back and and swear in our we would not be swearing in actually we'd be announcing um and so the january 24th i would just need to know depending on the number of applicants i'm estimating maybe a three o'clock start time on the date of january 24th again it is an actual board meeting day you're already scheduled to be here at 5 30. it would just be whether or not you could be here at three and i don't think we need i don't need to know that necessarily today but we would hammer we could hammer out the date as we go on if you select this and then lastly you can see we have an estimated squaring and on february 7th and
i have scheduled a board governance workshop for our entire new team two weeks later on february 21st and that's already been booked so i'm sorry you said booked i've already scheduled uh a presenter to come in and help us do it oh yeah okay yeah we'll give them this workshop excellent yeah wendy friedrichson um that helped us uh when i was on board yes uh the rest of this is just backup materials so you know kind of what the messaging looks like The application I did lesson learned from our last time going through this I did remove the draft questions that were in applicants packets last time so everyone had a kind of a pre look at what the questions were. If it. So I did, I did take that out of this package. They
didn't get mailed out but they were in the packet that went out that was in our, it was in our board packet so people could have looked at it if they'd wanted to. So at this time we have a superintendent recommendation that is leaning in the provisional appointment process. And with that being said, we've received our presentation. It doesn't appear there's any public comment at this time. Therefore I'll open it up to discussion. If there is no discussion, do you have some discussion? Or do you wanna take action? I'm feeling rushed. No, unless you two want to. discuss it. It just you know financially and time wise it seems to make the most sense to do the provisional appointment again and it'll be fun you get to see if I'm going to shine. So I
move that we take the superintendent's recommendation and that we move forward with the provisional appointment process to fill our fifth board member seat. Motion made by Ms. White. Is there a second? Motion made and second. All in favor? Aye. Opposed? Motion passes. Superintendent, do you have any answer? At this time, we'll be moving on to agenda item number 10, which was the resequencing of the agenda. This was the original number two, which is the CSBA delegate nomination. Sorry about that. can i speak to that sure uh so i am recommending that the board of trustees it says cast a vote it's our vote this does not mean that jessica rogers who if we select tonight is the new delegate it's still every board gets to submit their vote and then there is actually the csb
delegate board is the one that actually decides on who it would be so i have confirmed um this is a little perfunctory tonight because the elder county Elroy Union High School District is also making the same nomination to nominate Jessica Rogers for this position. She has expressed an interest and she's served on the CSB before. But they're open to provide other names as well. But I did not hear any names at the last meeting and Jessica's name was floated so I took the liberty of falling in line with what the high school district is doing. John Potter, And this is a nomination. Um! And we do have a high school district that is making a same nomination, and I think it's appropriate to point out the document that Miss George left for all of us
identifying that this is a regional position, region six, specifically which represents Alpine, Eldorado, and Mono Mono. Sorry. So At this time, do we have any other nominations? Or in the alternative, we don't have to nominate someone, right? Is that OK? So I'm not just putting it out there. So we can do it, we don't have to do it, or we can do what the high school boards are going to do whatever we want. The recommendation I would have, if in fact we don't have any nominations coming from this, we simply just move on beyond this agenda. I was noting that we have another school district that's going to be making a nomination for someone. It's really up to what the will of the board is at this time. Well, I think Jessica would do a
good job. I know Jessica. I've interacted with her. So I think that she would be a solid representative for CSBA. So I would nominate her. Okay. A nomination has been made. Is there a second? Motion made and second. There is, I don't believe, any public comment or any further discussion. We'll vote on this. All in favor? Aye. Opposed? Motion passes. I just have to say, I literally think Susanna has had this position for I don't even know how long. I didn't even- I do. I read it twice, 2013. Yeah, so like a decade. Oh my gosh, that's crazy. Yeah. Wow. Okay. John Kane, Fantastic moving on to agenda item number 11. John Kane, So this is openers for CSEA negotiations, and this will be reported out from our assistant superintendent of curriculum and instruction Sir
Dustin. John Kane, All right, good evening. John Kane, As our President just said these. This agenda item is for the openers for the Classified Bargaining Unit, the California School Employee Association, Chapter 737. And in the board cover, the board can take a look at that, there are a number of articles that are being opened. And in fact, the whole contract is open this year. And so every three years, the whole contract is available for negotiations and for bargaining. And so at this time, what is listed there are the articles that each, both CSEA and the district have interest in and intend to negotiate. And so looking at those, what we need from the board at this time is to set a date for public comment, which typically is the next board meeting, which we're recommending
for January 24th, the next general board meeting, to open this up for public comment, and then to go ahead to prepare for bargaining. Are there any questions for Dustin on that? There are no questions and I don't appear to see any public comment either. We have a recommendation from our assistant superintendent. Is there a motion to accept this recommendation? I move to accept the recommendation. I will second it. Motion made and seconded. And once again, this is by identifying the January 24th date. All those in favor, signify with an aye. Opposed? Motion passes. Thank you. I will be moving on to agenda item number 12. This is Overtures for Rough Negotiations. And I believe that's all the floor. Thank you. So similarly with the last item on the agenda, this is openers with rescue union
Federation of teachers with the district. The key difference here is, is we just finished in our last session of bargaining with the whole contract being open. And so the rules, when it comes to just negotiating in a regular year is each both roughed and the district can open two articles. which they have interest in negotiating or bargaining at the table, along with a third, which is always open, which is compensation. So RUFT is interested in Article 10, class size, Article 11, duty hours, and then, of course, Article 35, compensation. The district is interested in opening Article 14, sick leave, Article 20, health leave, and then Article 35, again, compensation. That's an agreed-upon item there, as well as we have two instructional MOUs to discuss. John Potter, And again at this time we're looking to recommend
having at our next board meeting January 24 and opportunity for public comment on these openers. John Potter, Thank you for the recommendation seeing no public comment will open up to discussion among our board and we have any questions or would like to talk about this seeing none despite where you about. John Potter, clarification will will have discussions on like positioning stuff in session so like the details get flushed out. Thank you for clarity on that. And with that, I will go ahead and move that we select January 24, 2023 as a day for public comment on the openers for rough negotiations. Thank you very much. Is there a second? Motion made in second. All in favor? Aye. Opposed? Motion passes. Thank you very much. At this time, we're moving on to business and... facilities and
our assistant superintendent of business services will be delivering the presentation on the first interim budget report and positive certification while we're navigating through the technology might i point out that there are abundant amount of cookies and cake still available at the refreshment counter long evening so I will try not to go too fast or too slow so if there's any slide you want me to back up on or slow down on please don't hesitate but I do plan to just talk us through some of the more meaty slides so to speak This is the timeline and certifications. The certifications that we're required to do at this time of year is to identify are we positive, qualified, or negative. So we do that two times a year. One is at first interim, and the other is
at second interim. So when I come back in March, we're going to do it again. Positive certification indicates that we can meet all of our financial obligations. this year plus the subsequent two years out. Qualified means that we can meet this year, but we might not be able to meet in either one or both of the following two years. Negative means that we cannot meet our financial obligations for this year or any of our final subsequent two years. We are making a recommendation as the cover indicates that we are a positive certification. So we'll keep going through and we'll talk about the details. These are all the items that we're going to discuss today. But here is kind of our highlights. This is all of these are the assumptions that were used to build this
report. Been playing with different ways to demonstrate really clearly. in a concise way to look at the three years out. So our COLA this year is 6.56%. We're still waiting for the January governor's proposal. So for right now, we are maintaining a 5.38% COLA for next year in our assumptions and 4.02 in the following year. These have not changed since the budget adoption but we do anticipate that these will change with the governor's proposal we're hearing we're hearing different numbers but until the actual proposal comes out then we'll be able to actually update that and in march you'll see those numbers reflected in our budget proposal are you hearing lower numbers or are you we're hearing higher numbers you are hearing higher numbers we're hearing higher numbers for 23-24 Okay. Yeah. Really? And how about
for 24-25? Not hearing much about 24-25 yet. But it is interesting. I know that there's a lot of people that are confused by how do the COLA numbers get... to be so high when we all feel like inflation is there, we're going to hit a recession, we're in a recession, there's all these different things happening. And to listen to the budget updates from school services and capital advisors, it is really interesting to hear. It is really all about the data, revenues, and whatnot. And one of the things I found the most interesting is if you think about the housing market, for example. how our housing market just went off the charts in home prices the last two years. Our property taxes are just now going to start to reflect that in the assessments and in
the sales. And so it takes some time for all of that income and to really hit at a state level. So those are the things that are slow to react in increasing. Or actually, I should say, it's slow to impact our revenues. And so we're going to start to see it now before we start to see any declines. So we're still a little bit on an upward trend. Appreciate that explanation. Yeah. So yeah, because it's confusing, right, to know what we all see in our living and then to hear that coal is still continuing to increase. But again, we're not going to know for sure until the January proposal. We still will then have a May revise. The governor will put his initial thoughts out in January. In May, he will revise it again based
on input from the legislative analysts and all of the parties that have an interest in encouraging them to swing more to their side. Then there'll be a May revision and then the final adoption in June. enrollment and attendance. So ADA is average daily attendance. When you look through right here, you're going to see that we're still projecting some flat enrollment. I'm going to share some slides with why we're still projecting that even though we declined from last year to this year. I do want to share a slide. We did update our demographic study. It is in the consent agenda. So one of the slides I pulled a chart out of our demographic study. It is very similar to the last one and it did demonstrate that we were going to dip just a little bit
this year and then we're going to start to rise again. Still makes me a little nervous to project continued increasing. So what we're really looking at is just some maintained enrollment and just some improved attendance that we're hoping to see over the next few years. The funded ADA, however, is based on either the greater of current year or prior year ADA. But they did add in a new methodology, which is the average of three years. That actually brought us and increased our attendance this year, our funded ADA, by about 100 than we projected in our original June or May budget that was approved in June. And so using that methodology, our funded ADA, you can see, is higher than our actual ADA that we're projecting for the next few years out. Our unduplicated pupil count
percent, is looking like it's declining. It declined somewhat. I'm projecting that it's probably going to continue to decline just because if we can maintain our universal meals. our families are not as inclined to complete all of the economic or I should say income forms that we need in order to identify. So when there isn't as much incentive to complete those forms, they just don't get done. So we may continue to see that decline a little bit. You'll see some stability in our STRS and PERS rates, even a little bit of a decline for our PERS rate, which is Still, again, those are still projections. We never know those final numbers until June before they announce what they will be for the following year. And then we have some one-time funds. So in this year, we
have about 1.6 million in CARES funding. We're going to see that drop out in 23-24, and you'll see that in our financial and our multi-years. You'll see that impact because we're not going to change any staffing, but we will have a reduction in some funds. We do have our educator effectiveness continuing. This is year two of that. We'll have year three, and that should say year four. I'm sure that gives you great confidence in your CBO when she's not doing three and four in order. We do have some estimated just on average what we might anticipate in retirees in our budget. This is demographic study that I shared. You can see that we do have in 22-23 just a slight dip and will continue to increase. Most of that increase I do want to highlight
is anticipated to be due to the TK gradients that are, we're expanding the timeline for when they can enroll. So most of that you're going to see is really in that. in our TK to five. So you see the orange bar going up, but the green bar is kind of stabilizing. This is an average of, this is a history of the blue bars are our enrollment each year. The orange bar is our actual ADA. You can see that kind of dips out in 2021 because there was no ADA collected in that year. And the gray bar is where we were funded at. So you can see we are consistently funded a little higher than our actual ADA. But it will get a little bit closer as we move out into our out years. This is
a comparison. Every time we take a look at this, I like to share what did we talk about the last time? What am I bringing to you today? And what is that difference? So always explaining how did things change and why did things change and not just saying here are the changes. So we're going to dive into that a little deeper. In our revenue projections, just a little highlight. local control funding formula. This is a very brief summary of how 70% of our revenue sources come from this funding. This is our state funding. And there are different pieces to this pie that we receive. Initially, it's the base grant, which is our attendance based on grades. The grade spans are listed to the right of how much we're funded. There is also a grade span
adjustment for our K through 3 and then an additional TK adjustment as well. We have supplemental funds based on those unduplicated pupils. And then we have some add-ons. We have a targeted instructional improvement block grant, also known as TIG. That grant is from 2012. It is just something that was added on to our base back in 2012 when the LCFF formula was first announced or brought to us. That was a piece of funding that was maintained. We don't get any increases on it. It's just a flat amount that has remained the same since 2012. The same thing with transportation. That amount has stayed the same since 2012 until this year, where we will start to see some additional funding. There was, there are two ways to be funded for our transportation now. They're starting with
our 2012 base grant and then they are adding COLA or they are looking at 60% of our expenditures and funding the greater of the two. So, so long as we And right now that will that provided us about $150,000 more for our transportation department this year. So we are experiencing that we will look to see I think it will improve increase probably closer to 200 to 225 for next year. So looking at the comparison from adopted to today just in our revenues. This is a summary of that first sheet that we looked at a little bit earlier a couple slides ago This is just a summary of our total restricted and unrestricted Comparison from budget adoption to now And the bulk of it, you know, there's a couple pieces, but I'll say the bulk of
it is that additional COLA. We have a three-year average. Plus, we also have from, now remember, this is from budget adoption. And at adoption, we didn't have all of the COLA, the raise the base, and all of that. When we brought it back at the 45-day revise, I had shared that we were looking at maybe just under a million dollars extra and really what it panned out to be was about 200 or 2 million and that was mostly because of that three-year averaging as well federal revenues increased about 85 000 primarily because of some carryover from last year so covid dollars that we didn't spend that we got to bring into this year we have some sped learning we did have a large reduction in our title one that from what we were expecting title
one is very difficult to project so until they actually announce what it is we just kind of assume it's going to be the same amount but it is based on the poverty counts of our district but not of our student population of our actual population of every resident in our district so As they continue to build new homes and the assessed values are higher and the incomes of our families continue to increase, our Title I dollars will probably continue to go down. State revenues, we did again talk about this at the 45-day revise. We, and I estimated it pretty darn close. I said it was going to be 3.7 and it was 3.7. So we have 2.2 in the art and music discretionary grant and one and a half million with the learning recovery grant.
Those. are identified through the board study session we did in May. So most of those dollars we have a three-year plan for. So we talked about in that three-year plan, hiring psychologists, behaviorists, technology. So we'll be revisiting that, I believe in January. I'll be bringing back those slides that we discussed in May. and we'll be bringing back an actual formal art and music plan so that you can see the full, here's what we talked about in May, here's what we've implemented, and here's what we'll be moving forward. So you'll see that in January. I think we said January, yeah? For our study session? Yeah. Yeah, the study session's going to be, our LCAP study sessions. No for the art and music plan. Oh, yeah, I think we did say January I think I think it'll
be January and that's is that funding from the prop 28 that just passed like no That's that's separate. That's gonna be separate. Do you know how much that's going to I'm asking Tola I don't expect you to know the number but if you happen to do you know how much our district will get I Believe we're looking at what did we and now I'm drawing a blank. It was a good chunk of money It was a good chunk of money. I want to say it was like 300 and I'll bring that back in January. We still don't have the exact language. So everything that we've been looking at is still just based on what's in the language of. of the proposition. The ballot measure, yeah. Yeah, and what I don't know is all the details
of how it will be implemented because sometimes CDE takes a portion of those dollars for the implementation and the, you know, their own work. And so until we know how exactly it's going to go out, but it will be a nice addition to our music program. There are some lots of restrictions on it so we do have to improve the programs and so we're already starting those conversations. Lisa, if we have additional questions, can we throw them at you as you're going through? You're okay with that? Sure. I'm flexible. I appreciate that. In regards to the music plan, who has been identified or who is a part of that group in devising that plan for art and music? So for this discretionary grant? Yep. So the discretionary grant... There's lots of flexibility around that. Although
it's named Art and Music, it's actually called the Art and Music Instructional Materials Discretionary Grant. tons of uses. We knew there was going to be some one-time dollars coming at us and so we did bring some ideas to the board back in May. So we'll be revisiting that when we bring the actual plan that we would be requesting that you approve just to talk through. So a lot of it is around additional supports in our special education department. and in our counseling department and and those areas and i think also in our district office there was some additional supports in our district office as well that is supported with that and we have a three-year plan for those funds um we also have 220 000 early intervention funds You may recall hearing about those. Of
course, maybe, Jamie, you wouldn't have heard about it unless you were at our board meeting. But we did have a study session with our special education director, and she talked about these early intervention dollars and how we're using them. but they are for preschool students. And so we've identified the preschool uses that freed up some other SPED funds that allowed us to bring on a coordinator. So coordinators getting funded with those dollars as well as some of our other staff, psychologists and things. We did get about 64,000 more in ELOP funding than we had anticipated and $141,000 in a universal pre-K implementation grant. So that implementation grant, we are still working on what that's going to look like as far as how to utilize it, but we do have some work on our playgrounds. for
our TK because we do need to make sure that as we bring on younger students that our playgrounds have appropriate equipment on it. So we're looking to figure out how to stretch 141,000 to five playgrounds, which will be tricky. Lisa, can you identify what ELOP stands for? Oh yes, I apologize. It is the Expanded Learning Opportunities Grant. Thank you. And that is the funding we get roughly just under a million dollars on that all together. That's just the difference between what we estimated at budget and now. And that is the funding that we're using for our summer school. And we're looking to partner with extended day or the nine-hour requirement because there is a nine-hour school day requirement with those funds. We do have some bus grants that carried over from last year. We had
this $1.6 million in our budget last year. The bus grants did not come in. So we do have those in our budget for this year. We took them out at unaudited actuals, and we're putting them back in for this year. So we anticipate those grants to roll in. Those are for some electric buses that we ordered last year. We also have a little bit more in special education funding. Expenditures. This is a little brief recap. And here are the variances from adopted budget to first interim. So we have just under $2 million in additional salaries and benefits. part of it a good chunk of it is from negotiations we also have the sped coordinator that we just mentioned that was coming out of those new intervention early intervention dollars we have a new sdc teacher
that we haven't actually put into place yet but we've been looking for for pleasant grove and a district-wide rsp teacher those both we have been posting but we haven't quite filled yet so right now that is the full budget when we bring it back at first interim we'll adjust that for the vacancy part We have some books and supplies, primarily with these new grants that we have taken in and how we're spending them. Same thing, services and contracts. We do have a kitchen grant that we received last year that we haven't fully spent yet. So that is how we're spending some $86,000 for that kitchen grant in training and infrastructure. ELOP again that's the expanded learning opportunities program so we have um 122 000 grant for the after school program and just some other cares
carry over and some donations and we did have to purchase a new transport van for transportation we have some we have students that we are required to transport and there are times when they cannot ride our buses and the vans that we had were full so we did need to purchase a new van and it is getting a lot of use already so And then the 1.6 for the electric buses that we didn't we ordered last year, and we haven't received yet. So that is a tie back to those grants that were expected to get in. Lisa, can I ask a question before you move on real quick? Absolutely. In regards to the capital outlay in relationship to the electric buses, The budget adoption for 2223 versus the interim and did we did we not
anticipate that that allocation. I mean, why, why is there such a huge difference in Yeah, so in May we still had it in last year's budget, and we still weren't sure when they were coming. So between May and June we have to receive it by June thirtieth. And we still were not clear where anything was. We did subsequently get confirmation that they are still a little ways out. I think we're still a few months out still, right? Yeah. So we don't even know that we'll get it in this year. There's just a really bad backlog with those the lion buses that we've ordered. And that particular expenditure is that process based on the receiving of the vehicles or is it in advance? The grant does not come until we receive the vehicles. So we have
to receive the vehicles, has to go through CHP approval, then and all that documentation and then we have to certify that we have demolish the buses that were the replacements for, send pictures. So there's a whole process for that. Then we send in the packet that is required before we can get the grants. I'm just curious if there's any opportunity for experiential learning in our students participating in the demolishing of the bus. I'm just thinking it might be the highlight of the school year. I'm not sure. There is some entertainment value in that, but yeah. I just have to ask a quick question. I was like, of course, but I just, how come it costs $32,000 to test alarms? So it is expensive. So this is for our fire alarms and they go through and
they actually physically, they don't just turn it on and see, does it ring? They actually test like, are the strobes working? Is it working in every single classroom? How is the wiring going? So yeah, it's a pricey deal. And it's something that, our district has not necessarily had in the budget to do annually and we really we have to do annually so. Do we receive a bill on false alarms as well and is that where it's line item by chance. So, no, we do receive invoices from the sheriff's office. After, I believe the, I believe we get six free. It might be five and then the sixth one we're charged and then it goes up incrementally after that. So we're doing a lot to prevent those. This new alarm system, all of our principals, Brandon,
myself. Kimberley Baptista, Jim and Dustin we all have an APP on our phones, where we can actually reset it that's where the cameras are going to come in handy because we can actually take a look on cameras to see is there actually somebody on campus or not. Kimberley Baptista, and be able to reset it because sometimes it's just the wind sometimes we know we've had. a faulty door or something just go off and until the alarm company can come out if we forget to put it in test mode it might go off so we can reset it might just be a staff member you know yesterday or sunday we had a staff member out at jackson that thought that when she disarmed the campus that she was also disarming the multipurpose and she didn't. And
so that went off. And so when they call, we can check to see, oh, I can see Karen's on campus. I don't have to dispatch the sheriff. I can just disarm it, contact her, make sure she's OK, and go from there. So we're trying to do a lot of things that are a little more remote and safe that we can do from home instead of having to drive out to the campus and put ourselves in a dangerous situation. Let's see. Lost my mouse. So this is our multi-year just for our unrestricted only programs. So we are not deficit spending and I don't know, this looks like it got a little bit messed up here so I apologize that that got. moved around, but we are not deficit spending in 22-23. So if you go to
this line E right here, the net increase decrease. And the reason that I'm focusing on unrestricted is because our restricted programs come with very specific uses. And oftentimes those are one time in nature. Or if we do spend more than what we're getting, it's coming from the unrestricted side in this. row called contributions. So if our restricted dollars aren't sufficient, then it's coming from our unrestricted side anyway. So really this is where we want to focus on are we deficit spending or not. So when we look at our adopted budget row E, we were originally planning to deficit spend just under $400,000. Currently, we are in the positive $300,000. So those additional funds are making a difference on our unrestricted side. You'll notice that we're deficit spending again in 23-24, and that's because the $1.5
million worth of COVID Expenditures, we no longer have a revenue source for in 23-24. So we're assuming that any people that are funded with that will come over. And that is causing us to go a little bit in the red right there. By 24-25, however, the COLA increases help support and put us back into a positive mode. So by our third year out, we are no longer deficit spending. This is our combined multi-year, so this is with both programs, both are unrestricted and restricted. And this is our components of ending fund balance to demonstrate that all three years this year plus our two years out, we are able to maintain a 10% unrestricted, I'm sorry, economic reserve for uncertainties. And we have some committed funds. So we brought to the board with our budget adoption
resolutions for committed funds. So our committed funds are still there. along with some of our restricted programs. And you can see as we get out into the third year, we don't have as many restricted programs with balances. Our future budget considerations, as we continue to look in, these are always what we know today. And as we continue to learn more about our future, then our budgets will continue to be refined. So as we continue with enrollment updates and how that impacts our LCFF, the January budget proposal is going to impact us, recognizing we have a lot of one-time funding. And how are we going to explore our priorities once those one-time fundings are gone, such as educator effectiveness? Right now, Our staff is really participating in some phenomenal professional development. That, you know, has, that
will end in the five years, right? So how do we continue to support our staff through that? Our art, music, and instructional materials discretionary grant and learning recovery grant, those are supporting staff for the next three years. What do we do when we're out of that? And how do we continue to support where our priorities are? along with some supplies and other things that are coming out of these one-time dollars. And we still have negotiations for 23-24. Questions? I know a lot of them were asked, but this is another opportunity. Does the board have any questions for our CBO? And I see no public comment at this time. Therefore, we can move on to discussion. If there's no discussion, we can move to action. Thank you. Motion is made. Is there a second? Motion made.
Second. All in favor? Aye. Opposed? Wonderful. Thank you very much. I do want to point out that we are at 8.52. We have two remaining agendized items before consent, and consent is scheduled at 8.50. Do we want to, I don't know what the presentation is going to look like for items 14 and 15. Can I just get an idea? I think they can be relatively quick. Okay. All right, let's move on then. Thank you very much. So we are on agendized item number 14. This is the registered behavior technician. I believe our CBO, based on her stance, has this agendized item. I do. I'm sticking around for a little bit. This is a position that was discussed at the study session with our special education director. We are elevating one of our behavior assistants to
this region, sorry, registered behavior technician. We've discussed it with our labor group and everyone's on board. Attached is the job description that we're requesting approval on along with the placement salary or salary placement to mirror the certified occupational therapist aid. So they, would have similar elevated certifications. Can I please open up to any public comment on this agendized item? Seeing no public comment, open up to discussion at this time. Seeing no discussion, I'll go ahead and move it to action. Is there a motion? Yes. Thank you. Is there a second? Motion made. Second. All in favor? Opposed? Mayor Mrakas, motion passes, thank you agenda number 15, which is a resolution number 22 dash 15 authorizing the participation in the EDC air quality management district at 923 bus replacement grant they see you have a floor.
Okay. Great momentum in purchasing electric buses. This is our last opportunity to purchase diesel buses. We've had, well, we've had some really great successes with our electric buses. We've also had a few struggles. given just some charging issues, distance limitations, and other things such as in the mornings when the buses are warming up, the electric buses, the heaters do not warm up nearly as quickly as the diesel buses do. So there's just little nuances to having electric buses. This is a great opportunity for us to replace four buses that are over 20 years old with very low emissions the lowest emissions possible so we're still we're still being energy efficient so to speak however it is through a diesel bus with low emissions and that kind of thing so there is a cost to it
I knew it I saw it we do have There is a they will be supporting about Probably 80% of the cost of these buses if you look here the cost of the bus the cost to the district will be about 140 just under 145 thousand dollars for all four buses So considering each bus is about 240 thousand we'll be getting about 780,000 should we be the lucky recipients of these grants. I want to just go back to the comment that you made about this is our last time to buy buses. With the new car regulations in the state of California, you're not going to be able to buy buses like this. I don't know when that comes into play, but this is it. This is it. Yeah, this is like our last. stab at getting
buses and i think the part that because we had a good conversation about the electrical piece and our movement in that area and that you know it they are they're beautiful buses they run well but the we also can't take very long extended trips with those buses and these do allow us to continue that operating in that mode We even have some issues like on minimum days if it's too short of a window for them to fully charge again. There's some limitations there. So, you know, they're great. We've acquired four electric school buses so far. We have three electric utility trucks. We've got four more ordered. So we're going to have half of our fleet. More? Half of our fleet electric. Yeah, right. So field trips are just really difficult in electric bus because there's
there's you know You can't once you get there Where do we charge like we fully expended our charge and then they're looking for a charge station and then you have to pay for the charge station and So it's they're not They're really not feasible for long distance Well, I appreciate the diversification. I think it's essential. I mean, we have to serve our students and, you know, we want to be as energy conscious as possible, but I think we need that. We just need the diversification. So I, when I saw this, I appreciated that you considered it. And to your point, I don't think we're going to get. Lisa Wittes, We're going to get grants. I mean, if they're not even going to allow us to get them. We're certainly not going to get grants. So
this is probably our last ditch opportunity to get for buses at a discounted price. So I think I think it's great. I do. it's just my competitive nature i suppose other districts in relationship to their fleet percentages of ev versus fuel oh i would say in our county uh i think there is what one other district maybe two that have at least one electric bus gold trail has one i think they're just getting one yeah and half of our fleet is electric yes yeah other districts have maybe one And I know, and I will say that some of the districts up the hill, they're just, they're struggling with how to get a bus and have it meet their needs because their routes are just too long. So yeah, and yeah, and the topography, when you're
talking about hills and, you know, at my last district, we really couldn't even think about it. So I don't know. How they're rolling through this new waters that we're all going to be headed towards. But I think we're doing a phenomenal job considering we're way ahead of the curve in our in our county. Great. Thank you for that information. This way at this time, if you'd like to lean back in and make that motion, which it appeared you were going to. Sorry for interrupting. No, no, I'm glad you asked your question. Okay, so I move that we approve the resolution authorizing the participation in the C. A. R. B. AB923 school bus replacement project. Thank you. Is there a second? Motion made and second. All in favor? Aye. Opposed? Great. Thank you very much. We
move to consent agenda and I believe we need to pull a couple items. Yes. I would like to pull items 15 and 16. Those are, I'm sorry, Ms. White, go ahead. I was going to say, and I move that we approve them. The reason we are pulling them is because we have a board member who would need to stay because she wasn't here. Great. So I move that we approve the board meeting minutes for September 13, 2022, and November 15, 2022. Great. Thank you for that motion. Ms. Bebo, would you care to second that motion? Second. Great. And for those in favor? Aye. So that's Ms. Bebo, Ms. White, and Mr. Gordon. Those opposed? And are there any abstentions? Perfect. An abstention from Ms. Hunter on agenda number 1516 under consent. Thank you. So now
we'll be able to move consent 17 through 21. I move that we approve the balance of consent. So your second motion made in second all in favor. Aye. Opposed? Motion passes. Aye. Move that we adjourn. Meeting adjourned. Thank you very much everyone. Congratulations. Yay. Oh right the signatures.
