And HCA had their Winter Formal Gumdrop Gala on February 1st of 2025 and their tickets were $25 each. And HCA is also having a Valentine's Day Spirit Week from February 11th to February 14th, which is this week. Thank you. For Frank for Franklin, we're excited to have our eighth grade visits this week or across the past few weeks They've been touring around the campus and having a parents night with clubs program sports basketball and cheer night We're a success including up
007filling our gym and also fundraising our soup potluck brought our staff together and Our boys and girls soccer both qualified for the playoffs, so congratulations to both. Our basketball team showed tenacity at our home and away games across the season. Band did well during their first competition of the season. Counselor's week was also a success for us. We ended up decorating their offices and giving them thank you cards. And we've been also hosting Delta workshops and classes. For Stag, they've had their club rush this week across the campus and involved food and fundraising for each of the clubs. They've also been having college and company presentations, whether it's from UC, CSUs, and Delta, while also having helpful scholarship programs. For Chavez, they've been fundraising also and having a Valentine's based. They've had their senior night
008for winter sports and their winter dance, including prom announcements. They've also had their ELAC family event, which is today. Also, they have their parent night on Valentine's Day, which is February 14th, and the Know Your Rights Workshop. For Edison, they've had this spirit week this week from February 11th to the 14th, which is Valentine's-based. Hi again. So after reviewing a few of the school safety plans, I do have concerns in regards to our students with special needs and disabilities. I did see a section titled preparation and assistance for special needs students where sites will identify those students and make special considerations and plans. As a parent of one of those students, I would like to know what those plans may look like. What
022will you do for students that can't follow directions or walk in a line? What about the child that cannot regulate themselves because there is a fire drill going off and that teacher has to evacuate them? I am asking you as a board to ask for those details. This is not something that I should have to bring up in my child's IEP meeting. Children like my son may have a lot of needs, but parents should still feel safe leaving them in your care. Thank you. Some of you may be familiar with me. I'm a Stockton Unified alum. Many family members have attended Stockton schools. Our family's been
023here for over 100 years. I have family that have served in many roles in the district, teachers, counselors, yard duty, food services, custodial, any number of. So I'm very familiar with the history of this district. I'm also the president of the Citizens Bond Oversight Committee. We had requested to be on the agenda for this body twice. for the January 28th meeting and today's meeting. And it was not until just the other day I received an email from Ms. Joanne Juarez telling me that we were not going to be able to present to the board because what we had prepared was not consistent with what they interpret. And I say they be in the district's legal counsel, I'm assuming, to what the bylaws are requiring or requesting of our body. This was not conveyed to us
024whatsoever until just last week. It's very frustrating. We've been trying. I have, I handed to the secretary here a copy of the update. A number of people on the staff have been copied of what we were going to present to this body. And what our attempt is basically to give an update because it's been so many years, nobody can even recall when there was a last bond oversight committee. There was never a facilities master plan until just very recently all of this we were going to present to this body into the public and for some reason we're not able to I just am very frustrated Now according to Ms. Wattis we're supposed to present something to the board on the next meeting not the 28th, but the 25th And I don't know what we're supposed
025to present. We're not even scheduled to have another CBOC meeting until So I find it frustrating and unfair. And I know that a number of the other committee members have expressed to me the same concerns. I do realize that Sam Santana, the district's legal counsel, is going to present tonight about what this body of bond oversight is supposed to be doing. So I'm still gonna stand with offering to pull this presentation because this information should also been given to the committee so this way they were the ones who we did a whole respectful process of vetting and They applied but it was a lot of work to get them on that committee So I do feel that it's a slap in their face if we hear something from somebody that they were supposed to be a part of and If they were doing their

Ty and I have the honor of presenting our broad course of study. The best presentation ever, I promise. It's Monday, Tuesday. All
032right, here we go. All right, we broke this down into three sections for you to make it easy for you to digest as we go through the, I will introduce section one. The definition of our broad course of study, the key performance indicators, really what we are exposing our kids to. what they have access to, and to make that easier to digest, we have a simple video here that if I don't break it, here we go. Broad course of study. Is your school district ensuring a well-rounded education for all students? Does your child's school offer classes in core subjects like math, science, and English, as well as performing or visual arts and career technical education? The answers to these questions fall under the Broad Course of Study Performance Indicator of the California School Dashboard. The
033Dashboard is an online tool that helps us understand how schools and districts are performing and where improvement may be needed. Let's take a closer look at the Broad Course of Study Indicator and see how your school district's achievement is measured. The broad course of study indicator looks at whether or not students across the school district have access to and are enrolled in a well-rounded program that includes a diverse list of courses which can be found in the California Education Code. For grades one through six, the required courses include science, English, mathematics, social sciences, visual and performing arts, and health and physical education. Courses in grades 7 through 12 include world languages, applied arts, and career technical education, in addition to courses that fall under the A to G requirements for California college admission. When assessing
034if a district meets the broad course of study indicator, it receives one of three ratings, met, not met, or not met for two or more years. A district that has met the broad course of study indicator has reported on whether their curriculum not only includes core subjects like math and English, but also classes like woodshop, drawing, French, and nutrition, so that every child receives a well-rounded education. The broad course of study indicator, along with the other performance indicators, are part of the California School Dashboard, which goes beyond test scores to provide a more complete picture of how schools and districts are meeting the needs of our students. To learn more about the California School Dashboard and its other indicators... So the good news is that Stockton Unified has historically met the indicator based on our
035California Dashboard. And if you read it, it's really the access, and we try to make it easy here, enrolled in and progress over time. These are the indicators that we self-report. And if it really gets easy... Let me go back there. It's our A through G requirements that our graduation requirements are now based on. So there's total alignment here, especially in secondary ed, on what we offer our students. And with that, I'll have Ty go into the how. Right. Good evening. So the how is how we offer all these different opportunities for the students and how we meet them. And so one of the... The first ways that we can ensure that that happens is that we have flexible schedules and access also in enrollment where the students can move to take courses that they
036are interested in. You can see a large variety of the different types of schedules that we offer in the district from the 4x4 block to the AB block, 7 period, even AMP sessions for students who need an alternative setting at Stockton High School. And so that's one way we can offer the broad course of study because it creates a lot more opportunities in an eight period day whether it be four by four or AB or AM, PM sessions, things like that. There we go, yeah. We also thought we would show you a couple examples of course registrations. This is a typical course registration sheet for a comprehensive high school at Edison. And the counselors would work through this course registration sheet with every single student to make sure that they are aware of all the
037choices and opportunities that they have. to select courses, whether it be through CTE pathways or in the arts or in AP or IB, depending on the site, and to make sure that they have every opportunity. Here's an example of Delta courses that are offered at HCA. And you can see even at a small high school, such as ACA, they're getting several choices of what they can take as far as dual enrollment and concurrent courses. And again, we would work with them with the counselors through my position to make sure that they're getting a broad offering of Delta courses and that they're meeting needs not just of the high school, but for the IGETC and things at the junior college level. This is a CTE example of all the CTE courses that were offered at HCA
038as well. And as you know, they're a medically themed charter school. And so most of their CTEs are designed to offer courses around completing those medical course pathways. And then obviously getting credit for them either through dual enrollment or for high school or through internships to make sure that... That it's not just English, math, science, and history, which is important, but that they have all these broad opportunities. And so that's part of the how of what we offer. Now, why is this important? If you look at our current core values as a district, I would argue that all of these are in our broad course of study, but it's really offering equal access to success and opportunities in that world-class education. The data that we're about to show you, you should be extremely proud of
039because we have done a lot of really good work over the course of time. So here's our AP offerings, our Advanced Placement and Participation. You remember when I showed this last year, you can see that there is significant growth from... I think I did about 144 additional students from last year to this year taking AP. You can see that the demographic breakdown is also growing. It was everybody went up with static. The Pacific Islanders stayed static at six, but there was growth in all subgroups except that one stayed static. Our ethnic studies enrollment, very proud of this work. I think we're second to none compared to other districts. we have an increase of 107 students, greater access there. Our dual enrollment, this one's a little, I'll explain what this is. This is gonna exceed previous
040year. We just have term one data only. We're still collecting term two data, which is current semester or term, depending on the schedule that you're on. We will exceed the 719. So these are the students that are taken to Delta classes that are highlighted here. Each comprehensive high school and specialty school has their own. courses that are taught on their campus and then on the left here's the access to all the courses that are asynchronous after school so we have a very good partnership with Delta a lot of our students have access to this the beautiful thing about a four by four block is that senior year is really meant to have access to other things outside of the course ETE Delta etc Our seal by literacy has also went up by 165 students. I
041think it's even, if Israel's up here, I think it's even more, but it's gone up significantly from previous year. Our arts program, and I know, is Cindy in here still? There she is. And Prop 28, you can see the myriad of things that are offered at the high schools from dance, mariachi, piano, it's amazing. Prop 28's amazing, Cindy's equally amazing, and what's offered at our K-8s. CTE, I won't say too much about this because Haley does an amazing job, has seen significant growth and in a future board meeting you'll see. additional growth there. But again, that senior year is meant to be flexible because most of their requirements are already completed. Our IB program at Franklin has, if you look at that number compared to last year, significant. Instead of 15% in the school, it's
042now 60. It'll be higher this coming year as the sophomores take additional courses. So you talked about promoting it, next steps is within the subgroups, but what does it actually look like for a student to hear about an AP course? A lot of it is with counselor contact. I'll give you an example of the math track right now, because every freshman that came in had access to pre-AP. So they're getting it foundationally. Because AP really, for us, happens their sophomore, junior, and senior year. So they're getting exposed to it foundationally as they enter high school. So when they come with that pre-reg sheet, AP is not this hard thing that I don't want to take because I've already felt it, right? I've had it a little bit. So it's
045a lot of, if you're an avid student, you have to take AP. It's an expectation of being in that program. So it's a lot of conversations, digging into those subgroups to determine what they want to take. Because it's not Ty and I determine what they want to take. We want to offer things that the kids want. I know that STAC has AP African American history because the students wanted that. Let's offer that. Let's go through the training process, order the materials, that type of thing. So it's a lot of conversations. MESA on time will make our counselors' jobs easier so they can have deeper one-on-one conversations. They'll have more time to get to those subgroups and have those conversations. Good question. So the majority of that increases at the freshman level with all of the IB, all students in ninth grade taking IB English. I know they're looking at other subjects and looking at sophomore English. Been helping a few of the lead teachers out there look at some of the statistics around just specific success like this for the IB program. So they're

I'm grateful for Stockton Teachers Association President Dr. Chris Anderson for introducing me to the CTA leaders who were in attendance and from the District Board I was joined by Superintendent Dr. Rodriguez, President Stephens, Vice President Colon, Trustee Priest and Trustee Silva. The presentation that evening was given by Patricia Rucker, a CTA legislative advocate. What stood out to me from that presentation titled Answers to Remember, Problems to Solve, was her speaking about the importance of ethnic studies as a means to encourage students to attend their schools, take ownership over their education, while
055learning about the diverse communities in California. This makes me think of the work of Educational Services here in the district curriculum department. ethnic studies educators and the students who are already taking ethnic studies. I'm really proud that our district is already growing our ethnic studies program and that we are a leader for building out ethnic studies in the region and the state. And that's my report, thanks. 056excellence and cultural significance of historical black colleges and universities. This was able to be hosted again at the Hong Kingston and Trustee Perez was there as well. It gave our students access to these types of opportunities which is essential and I definitely look forward to working with the host of that event so we can work on possibly getting this to one of our high school sites and maybe possibly providing transportation as needed for any interested students so they can attend as well. Trustee Perez and I also had an opportunity to attend the Stag versus Chavez basketball game where we were able to enjoy the incredible school spirit and energy from both sides. It was awesome to see those ladies in action. And I'm also honored and excited to have been selected for cohort seven of

So on Tuesday, February the 18th at Franklin High School, the board will be hosting a student forum. so that we can hear from our students and come up with plans and actions that they can actually utilize to drive their passion forward. One of the things that we want to make sure is that when we say that we are a safe haven for our families and our kids, we actually want to be that safe haven. So instead of just allowing our kids to walk out and not have any actions behind their work, we want to give them the opportunity to explore those
060actions, to talk about what they can do to support their family. And then to really say that we are a safe haven and a pillar for our kiddos here at Stockton Unified. So if you're available, come out and just provide some support to our kiddos. We want to make sure that they have avenues of action and not just to be reactionary, but to have a plan and process to be supportive. So just a few things. The Veterans Pow Wow this past weekend was beautiful. The HBCU Caravan was exciting. And then of course our Health and Wellness Fair at McKinley Elementary. And just to kind of echo what President Stevens was saying. Just walking around and this is just one the first of several that we'll have it's clearly important to see our families being able to be in a space that they feel safe, that
062they feel supported, and that they know that they are welcomed in our school. And one of the thoughts just in thinking about that is what does it mean to be a safe haven school? What does that look like? We have a resolution we passed in December. We actually passed a similar resolution. This board did. back in 2016, 2017. So we have been a safe haven district before, but what does that mean in action? I want to thank Superintendent for the email last Friday that is a list of what is the procedures? What can one do if... if ICE is on our campus or approaches our students, what do we do when you're on campus or around campus? So I appreciate having that clear-cut what to do. And in addition to that, not but, but and
063in addition to that, as an adult, I feel Safe Haven means that we are listening to our students, that we are acknowledging not just whether they are immigrant status or not. but the diverse student population that we have, that they feel that they're seen, that we are listening to them, that we are here to support them in any capacity that we can. In the end, it's their success that matters. We want to see them continue on and to do good work. So again, just to reiterate, having a student forum because, again, just having that open place for our students to come and to say what's on their mind, lots of feelings, right? Yes, and thank you so much. So just a plug because it's going to happen the day of our next board meeting in the morning. So we are having our second health and wellness fair for our families. This time we chose to have it in the morning, and so it's going to be from 1030 to 1230 at the school for adults. And so we encourage all members of the community to come out. We had about 300 families come the last time. and we want to
068make sure to continue to provide those resources to families. And then our video this time is on our equity audit. So this is going to be something that is, you'll see 275 people from all 55 schools that are involved. And something that's really important is just the diversity of voice. So we have everything from our students there, from each one of the schools to our parents. staff, both classified, certificated, and management. And so here is the work that we're doing around the equity audit. Oh, sorry, the health fair is on the 25th. It's an equity kickoff. SUSD is beginning a three-year equity audit. We hope that off of this three-year plan that we really see that systemically we are pivoting and changing so that we are supporting every child where they are. The true point
069of equity is to see what a child needs, what an individual child family needs. and then provide those resources. From school principals to district administrators, all 55 schools are represented. They are learning about compassionate dialogue, how to deal with conflict, and much, much more. What you've got to first do is let them know that you care about what's happening to the kid in front of you. So when that parent comes in angry, the first thing I'm doing is empathizing and understanding and saying, I get it. We have an opportunity to truly hear. and understand what the culture of stock has to say about the school district. and get to the root of how we can actually make more progress with the equity work that's already being done. Encouraging equality and equity at all school sites.
070So we believe that each person in there, from children to parents to classified staff, certificated staff and management, we all have our part with dismantling barriers that are in the way for our students. So did you want to talk about what does the plans look like for our special ed students? Yeah, for our special ed population, we do have a separate plan that's more in detail for staff. They also have a tabletop. for special needs. In addition to we, um, we just added evacuation chairs or in the process, we're still putting them in over at our four conference comprehensive high schools on the second
072floor. Cause we had a problem with, um, evacuations for our special ed population coming down the stairs. So now we're putting evacuation chairs at, uh, each second floor at three comprehensive high schools with special ed population. Uh, we also, um, gave the special ed folks some radios for elopers and evacuations. So we do, and the principals do receive a principal packet, and within that principal packet we have a detailed plan for each site for the special ed population, in addition to another 75 pages of special ed information for them and guidelines. And who supports with the evacuation chairs at the school site? Is it teachers? Who does the work to assist the students down the stairs? Teachers. There's a training that they're going to go through as well. So we did test them out, and
073we tested them with some school staff, and they worked really well. You could have a 200-pound person and someone that's a lot lighter, say 165 pounds, take this person down the stairs easily. So these are just one of the gaps that we identified. You know, also, we did a drill years ago over at Walton, and we tested our evacuation procedures there for special ed, and it worked well. And, of course, we're going to find that, you know, we had some problems with tags as we're evacuating students on wheelchairs. So there's always going to be challenges, but each site should have a detailed plan for our special ed population. You have a question from trustee crease Yes, all our all our plans it's not available to the public we have several plans So we have our
074emergency operation plan which goes into your active shooter scenarios bomb threats I mean lockdowns So it's a lot more detailed and it's measured response for our staff as well And it's different than the comprehensive school safety plan Comprehensive school safety plan, you just get some key guidelines that CDE require or ask for. So the principals put that in there. But our other plans, our emergency operation plans, are a lot more in-depth. That goes into actual staff response. in addition to what we call tabletops. So what they're required to do, principals, is meet with their staff and go through six required tabletops. And these tabletops just go through an incident. And then the staff, in principle, they talk through, say, for example, bomb threat. Even the active shooter, we have a detailed response plan for that,
075too, as well. But I'd be happy to share that with you guys. Trustee Flores? Is it up to the principals to decide which staff will be able to help the special education teachers if there is an evacuation process? Because I know if there's not enough special ed teachers and usually they're short-staffed in the classroom, if they have to evacuate, who's going to help them get all those kids out? So that's why we drill and that's why they do table toss, but that's a good point because... We are short staffed. And so the radio, they radio that they're going to need help, say, on the second floor. And so additional staff are going to hopefully come up and assist. And again, I say hopefully because it's something they need to drill with. And what we do
076to an emergency services is we test them. So we'll go out and we'll do drills at sites and test that. And then when we put the evacuation chairs, I mean, we review their evacuation procedures for their special ed population. So will other staff be trained in that as well and not as like CSAs or? student assist or anybody else that would be part of that team? Sure. I think they're a separate team that would be responsible for knowing that they have to evacuate on the second floor. And it's the ebb and flow of an emergency because you can't predict each step. So because it's especially on a chaotic event, but we still practice it. And that's part of their tabletop where they're identifying staff. And then what we call their principal packet that they receive
077each year, which identifies all the key staff members that are going to be assisting too as well. And they get the training? Yes. And it's up to the principal, right? Yeah, the principal really needs to take the lead on this. But we're there to support the principal if they need assistance. And again, we do test. We'll be out testing. I know, I mean, I came back two and a half years ago, and the first year was mainly projects. So we built back up, we're building back up the team now. with the chief and then we have some other folks too, Curtis, that we're building this team up. And of course the help of Dr. Rodriguez has been immense to get a lot of these projects already completed. But we do have the documents. I know

079So that's what we don't want. We don't want them to know our procedures on actually bomb threat. We don't want to know our procedures on active shooter. So we redact certain information. But again, it's. It's all about the training for staff, making sure that when an incident does occur that they have the ability to move students. And that seems to be the biggest challenge for special ed. Paris? So I was just going to mention that so what they can do is they can view, they can't take with them, but they can view a redacted version. And so they would then request it and we would then be able to allow them to view a redacted version that they could sit there and read but they wouldn't be able to take it with them because it's
080confidential. Yeah, that's the comprehensive school safety plan. We are making 56 copies to give to principals that have it readily available at the front office. But the actual emergency operation plan is separate. That's where we get into the measured response from staff and the forms that they have to fill out saying, yes, we did this, we completed these drills. Also being that we do understand their work, their site coordinators who are their direct supervisors who provide the evaluations also come from being at the site level of doing their work
092firsthand. So it is a good lens coming from understanding what the work looks like, the hardships, the struggles. They also provide the trainings, the onboarding, the ongoing. on one-on-one support at the site level and so when it's time to evaluate you're evaluating from a knowing position also that ties into their job description so there shouldn't be any misdirection or redirection from the straight line to what they're expected to do the support that they're given and then it can be properly evaluated accordingly And the reason why is because I've received some concerns from different facilitators, and they receive different accountability than... everybody. Nobody's receiving the same accountability expectations. And so I just want to ensure that the expectations or the evaluations are going to be set forth for everyone and not just targeted or tool used
093to target staff members as well. And then I would go an extra step as in letting the facilitators create a survey about their supervisors as well. I mean, it's not evaluation, but a survey, because then it will improve the relationships, and then the supervisors are therefore up, will say, they could see where they can improve as well. Absolutely. And so if I can go back to your... everyone you were comparing it to another position. Could you please, please speak to that so that it's apples to apples? Oh, we've all heard it. The facilitators have come up and already expressed concerns about mistreatment. And then I've received messages from facilitators from different facilitators saying that some facilitators are held more accountable than others. And some facilitators are being targeted. I'm sorry that they feel that way.
094So we'll do our due diligence to check in with each one individually and we'll make sure. And I hope what I'm saying today isn't a reason to go target anybody as well. No, I don't know where that language is not in my vocabulary of targeting anyone outside of supporting. Again, we do have valid. support tools in place to continue that so But I would like to also include that HR is with us if we did need to do anything further, but we do follow Guidelines from SUSD if there's anything that needed to happen beyond us because we don't target we support that is a language that we do use However, I wanted to go back if maybe retaliated then that's the way the word that they used So I don't want to go back and

We do offer that and so we send that normally after intercessions or special events that we have so they can share what's working What's not working? Many of our facilitators have shared that due to sharing their input that they've made adjustments immediately And so no no no need to say back and forth at all I just wanted to speak to the support that we are giving that we are proud to give but also looking forward to making whatever Necessary adjustments were needed not a problem at all Thank you. 097begin. ACES funding started that and that's just kind of a statewide and it was very different in that it's under a group CSCA 318 which is the bargaining unit group which I was proud to be under as well as a facilitator and the difference is that facilitators oversee programs where it's a hundred plus students seven, eight, nine, ten staff members. They're responsible to communicate and work with their principal. Teachers in the school day, other parents in the school day, work with parents, pretty much coordinate and run and operate an entire program. The principals are normally gone. right between four and five o'clock and our programs operate till 6, 630. And so there is another leadership type of role that facilitators have that is just a lot. They do a lot, they carry a lot and
098they're like the face of the program and even doing safety drills, procedures, any major issues they still have to follow until the 630 hits, the last child is gone. However, under CSA 318, the majority of the staff are assist. So these are individuals who assist teachers in the classroom. So they don't really, under this umbrella, respectfully, there's not apples to apples with the work that they provide and the support that they provide. They're coordinating and operating programs versus an assist assisting a teacher in a classroom. So you can kind of see the difference. So the evaluation tool does not line up. So you're asking questions that may tie into very basic general support to a teacher or to a staff versus requirements from the state, from the CDE of reporting, attendance. Management of a program
099they're responsible for recruiting students working with school day teachers working with principals alignment of safety programming providing a level of training to SUSD paraprofessionals as well as to Community partner staff, so it's very different the workload is heavier And we're here to support them which is why we want them to have an actual fair evaluation So we can say hey these are the things that you are doing right that aligns with what you were expected to do in your job description Just to clarify so 318 has two type of evaluations one for Paris and one for non Paris So now they're gonna have a third evaluation just for the after-school staff. It's more tailored to them We negotiated this for almost a year I want to say going on to reach an agreement and we
100finally were able to reach it I could send you our website where it has a different evaluations and you could kind of compare and see how different they are And then what prompts the unscheduled? Because it says there's an unscheduled evaluation. So what would prompt that for a staff member? HR, do you have a process for that? Because they receive one once a year. So you have your normal two, four, six months when they're new. And then unscheduled is you pretty much just have to do it by the end of the year, a certain date, by April, I believe. And then you can communicate with your, normally it's like when the availability is of the supervisor and they will communicate that and it can go on their calendar. It's not like a scheduled observations like
101we do with teachers. It's sort of an overall performance throughout the year and at the end of the year they're due. For probationary people it's a little different. We are planning and we're gonna be collaborating with the ed services to provide the cultural exchange teachers an addition to the one week, another few days to try to get them onboarded into the ways of Stockton Unified and all the trainings. But yes, you're right. There is a lot of support they're gonna need, but we feel that a credential, because they will have their credential prepared teacher is better than having substitutes change every week. At this moment we still have about 23 just K-8 vacancies. And these are classrooms with kids right now. Tomorrow, kids are gonna go to a classroom with a substitute, right? So we believe that bringing certified teachers, even if they're from out of the country,
107will be beneficial for the students. Yes, so I'll piggyback on to what Glenda Lee was also saying. So we have done this in the past before, and we have learned how to learn from those lessons and what we need to do. We actually still have some of our educators from last time, a group of approximately four. And so not only will we help provide additional... professional development, but also we will come together with a committee, a welcome committee, and help them, partner them up and mentor them just in the community and find those pockets as well as we bring them into our district. Yeah, we'll be adding layers of support with the new teacher program and also in HR we're assigning one person that will be like their point of contact that they could just
108call to ask any random question. The other kind of caveat there is that we have about 43 right now non-classroom positions that we froze, meaning coaches, intervention teachers, program specialists. These are positions that are usually taken by our most experienced STA members, your master teachers, the people that know and can go coach teachers, can go do intervention. And we froze those positions, the hiring, because... we were pulling teachers from the classroom from students. So the thought is that if we could get filling some of the vacancies with whoever we recruit, right? We're still going to do all of our fairs this year. We have a long list. And then some of the international teachers as well. That way we can start filling all those intervention teachers, all the coaches, the program specialists, and with our
109master teachers that are out there right now, and then have our international teachers kind of fill in the gap for the vacancies that we just cannot fill. It's just right now it's a teacher shortage everywhere in almost every state. And so just as we're thinking about whole child, whole family, whole community, we do also, we will be partnering with our, we have very strong parent packs as well. And so we will be partnering with our parents to also welcome in these teachers together as well. Go ahead, Trustee Perez. I'm more concerned about like the language barrier and how students will have trouble like understanding teachers that don't speak either fluent English or have heavy accents. And my concern for that comes from hearing students in the district express how certain teachers who are citizens have

What what what types of things have been addressed or will be addressed to assist in that aspect of learning for our students? Yeah, so we're building a a Interview committee like a panel with STA at the table USA at the table new teacher support at the table and HR So we could start screening candidates It'll be on zoom so we could screen for fluency now All of these teachers have degrees and CLAIM, WRITE A LISTING PAPER TO BE FLUENT IN ENGLISH. SO THE INTERVIEW PROCESS WILL KIND OF SCREEN OUT APPLICANTS THAT HAVE A DIFFICULTY EXPRESSING THEMSELVES OR MAY NOT SPEAK ENGLISH CLEARLY. BUT, YES, YOU KNOW, I DO HEAR, I MEAN, I HEAR FROM MY OWN KIDS, BUT MOST OF THEM
111USUALLY GET USED TO THE ACCIDENT AND THEY START UNDERSTANDING. BUT WE HAVE, YOU KNOW, THE INTERVIEW PROCESS WILL HELP US KIND OF MAKE SURE THAT WE GET TEACHERS THAT ARE communicating clearly it was before our time but I couldn't I could get you that information I'm on the positive side of this. But I do have a question because I'm concerned based on your guys' feedback right now. I was under the impression that we were going to pull these for the dual language programs. So this one in particular is from the Philippines. The first one was from Latin American countries. So that one we will be using for our dual immersion, which has been significantly challenging to fill. I do want to note we will not lower our standards. So if we interview people and they
112are not good for our children, we don't have to take anyone and then we won't. So, you know, whether it's... looking at the Spanish speaking or the ones that are from the Philippines, both sets, we plan on using them and interviewing them and having a really stringent process so that when we do bring them over, it's a positive experience for everyone, right? So we want it to be a positive experience for our students, for them, and obviously for us as well. I did a school site visit at a couple schools in Portland, Oregon when I went for the NABE conference out there. And I got to firsthand see the teachers from other countries in the classroom with the students. And I think that was their best asset is being from the country that they were
113teaching in. But... It was for the dual immersion or dual language program. And so this is the first time that I'm hearing that it's going to be for other positions. But I am concerned. I share the same concerns that the rest of my colleagues up here have. But I can say that for the dual immersion program, it was an excellent program. And the kids, when they're little, it's easier to grab them to where they're easier to learn and pick up the second language. And I was seeing kids in kindergarten speaking Hmong. I'm an adult. There's no way I would ever in my lifetime learn how to speak Hmong. But you have these teachers from the countries that are teaching that language. the passion that we talk about and we expected our teachers to have when
114they're feeding into our kids is what these teachers had and so that's what i could bring to the table seeing firsthand the dual immersion program from teachers from other countries and this is something that i i brought to the board then to look into and so i'm glad that they took I don't know how they got involved in that, but I'm glad that they did. And I look forward to seeing it along as long as we do it right, because I hate algebra today because I had a strong accent math teacher. So I know what damage that can do at the same time. I wanted to touch base on. the amount of teachers that stayed from the previous. So just to clarify, they're here on visas and the J-1 visas, which are the ones that
115get approved most easily, they have to go back after they finish with the fifth year. So they want to extend, they have to go back to their country and then apply for the different visa, the H-1B or any other type of ways to stay. So that's why. you likely have, you know, they spend five years and then they have to go back. The H1 visa is a little bit harder to get. That first company that we took in December does those visas. A lot of these companies don't do those. And those teachers can stay up to six years, and then they have a pathway to residency or citizenship. It depends on each case, but they may be able to stay a little longer. So we're exploring both options. At this point, like I said, we're
116just trying to fill in the gap and make sure that our students have a consistent teacher in the classroom and we don't start the year with 100 vacancies like we did this year. Any other questions? What is the standard accountability that will be held to these teachers to ensure that our students are passing their classes or meeting the standard for? GRADUATION. YEAH, SO THEY WILL BE PART OF THE STA UNION. THAT CONTRACT OUTLINES VERY SPECIFIC WAYS OF TEACHER EVALUATIONS. AND THIS PARTICULAR CONTRACT IS VERY THOROUGH. THEY HAVE TO BE OBSERVED QUITE A FEW TIMES, DO PRECONFERENCES, OBSERVATIONS, POSTCONFERENCE, AND THEN DO IT AGAIN AND AGAIN, ESPECIALLY FOR PROBATIONARY TEACHERS. SO WE HAVE TO WORK WITH OUR PRINCIPALS TO MAKE SURE THAT THEY'RE FOLLOWING THAT PROCESS. It's part of the contract, but to make sure also
117with no teacher support that they're providing the support for the teachers. Because it's not just the evaluation process is too late, right? By the time you do the evaluation, you give them the feedback, hope that they do it again, but is it that they do it better next time, but is there support in between? The new teacher support is key. Having these coaches in place would kind of make sure that these teachers are following standards, are teaching the curriculum, and also falls with the administrators on campus. Thank you. They were sponsored by the school to come in and do the
118work. Once they were done, they would have to go back unless they were offered another opportunity. But I do want to point out that one of the HBCUs that came to our HBCU caravan Fayetteville State University. They do have a teacher pipeline. I did reach out to them. So they graduate a ton of teachers. And in Fayetteville, they have some other charters that utilize the same type of. process they graduate from the college and then they get a contract with a school to then to provide them with some additional support so I would love to see us creating these pipelines with our HBCUs and other colleges where we are kind of growing our own teachers who come back here and do good work for our kiddos but yeah I am for this so I go

I have a question. Is this like just a pool of vendors that we're just going to grab when we need them? It's nobody that we're putting in place right now? No, the individual contracts will come forward at a later time, but it will be similar to what we're doing with the ELOP pool, so it will make it quicker. It will expedite us being able to get services to our most vulnerable students, including our African American black students. Are these state approved? So these are all local vendors.
