001Okay, the time is 532 and I call this meeting to order and we will have roll call Here let the record show that there is a quorum of board members let's stand for the pledges of allegiance Okay, we're gonna move on to audience participation and we do have one speaker speaker number one Susie Saldana and how much has been done with them and it's such trying times for teachers and for staff at this time with all the things that are going on our state that I think with me ladies and gentlemen you deserves a clap from me because you guys are fantastic have a wonderful day thank you All right, we're gonna move on to agenda item for the presentations reports and action items 4a is the recognition of the West Osa high school girls

002and boys Cross-country team our presenters are miss more miss Fillmore and dr. Gutierrez so I am really pleased to have our cross-country team, our girls and our boys here. I'm going to invite, because Ms. Prado has all of the statistics, but we did have a state. Several students went to district, and then we did have regionals, and then we did have one state competitor, which you'll hear about in a minute. These students all work incredibly hard. Cross-country practice starts. What time, girls, do you have to be there? 6? 6.15. So these girls have long days, and more than one of them are also volleyball players. So during cross-country season, they can be at school for 14, 15 hours, and that's not an exaggeration. And most of them. I think all of, well, they all have

003to be passing, right? And a lot of them are top students as well. So without further ado, I'm going to invite up Ms. Prado and then Mr. Ricardo Garza, and they're going to share some, they're going to introduce the students to you and share some of their accomplishments this season. Thank you. Ms. Prado is also our District Coach of the Year, so I want to definitely acknowledge that. Sorry, I'm kind of tall. But I just wanted to say that I'm so incredibly proud of this cross-country program. They did phenomenal this season. I mean, there is no other way to put it. But I will go ahead and I will list all of their accomplishments. So we, the girls were the District 29-3. District champions. District MVP, we had Desiree Torres, who won the race, placing

004first. Our freshman cross-country runner of the year, Sophia Torres, which is also our state qualifier. Sophomore cross-country runner of the year, Alexis Ayala. Senior cross-country runner of the year, Regina Lopez. And we also had first team and second team. Athletes, our first team is Desiree Torres, Sophia Torres, Journey Carpenter, Alexis Ayala, and Regina Lopez. Second team is Giovanni De Los Santos, Esmeralda Trejo. And we also had the Texas Girls Coaches Association honors. So these girls are our seniors. They put in the work academically aside from athletics. So our academic all-state honors are Regina Lopez and Esmeralda Trejo. Our regional qualifiers, so these girls competed at Texas A&M University, Corpus Christi in October. So we did place sixth overall as a team, which was excellent. The top four go to state, so we're almost there. So

005hopefully next year we can accomplish that. So our regional qualifiers are Desiree Torres, Sophia Torres, Journey Carpenter, Alexis Ayala, Regina Lopez, Giovanni De Los Santos, Esmeralda Trejo, Chloe Ruerio, and Jazlyn Lujan. And I also want to shout out our JV cross-country girls at the district meet, Chloe Ruerio. She placed second place, and Jazlyn Lujan placed fourth. Our state qualifier, Sophia Torres, she participated in the 3A state meet in Round Rock, Texas, October 31st, so Halloween. Amazing experience for her. So it was very nice to see. And it also has been since, I think, the 80s, since we've had a girl cross-country qualifier. So, yeah, it's very amazing. And then I will go ahead and I will turn it over to. Oh, yes, girls. So, yeah. Okay. So we have Desiree Torres. Sophia Torres. Journey Carpenter.

006Alexis Ayala. Regina Lopez. Giovanni De Los Santos. Esmeralda Trejo. And Chloe Ruerio. And that's all of us. Hello, I'm coach Garza. I'm a teacher at West Elso Elementary This is my 11th year for the district and my sixth year coaching cross country. So this year, a small group, I'm working on numbers. Right now we have a running club at the elementary and they're all excited. We're going to get that going in April. So the numbers are pretty good. So that's something as far as recruiting. And for this year, high school or freshman cross country runner of the year was Matthew Escalona. He was also first team for the district. First team. Matthew Escalona. Also qualified for regionals. Qualified for regionals. As a freshman. Also, first team district, we have Jonathan Escalona, his brother. Also made

007it to regionals. He made it to regionals this year. His first year going to regionals. He's also on his own time. He's working on running marathons. So he's really committed to running. So I'm real proud of him for that. I'm friends with his mom on Facebook, and every weekend they're running hard. And not only that, but basketball, you know, they're always committed. Also, second team district, Jackson Carpenter. He did a great job. So this was his first year running cross country, and he was three spots away from qualifying for regionals. So his first year, he almost made it. I'm hoping next year he's committed and he's going to make it to regionals. And then third place for junior varsity, we had Adam Constante. He got third place for JV. Miss Bella. Okay. Cross country is

008just a soft spot for me. I just love this team, all of these athletes. It's a tremendous amount of work that you guys put in. I know a lot of you stay on top of your studies. Multi-sport athletes running from football, volleyball, cheer, cross country, just all over the place. And we are just so proud of you guys. It was a... a privilege to be able to go to your district meet and cheer you guys on with my dog and all running y'all had me put in my steps that day chasing you guys around and trying to get video and picture and just so proud of you guys our seniors thank you for for all you've done for us throughout your years in cross country we're so proud of you guys coach incredible job coach

009incredible job with this team our coach of the year just very committed to to our athletes we appreciate you guys we're so proud of and we're looking forward to next season. Definitely. Mr. Villarreal? Lots of dedication and commitment and evidence. Congratulations. Ms. Gonzalez? Congratulations. I was able to go to two meets at a different school that I shared you on. I'm like, yes, that's what's up. But yeah, I did good. Awesome. Congratulations. Mr. Arredondo? Well, congratulations to all the young runners. Coach, congratulations also. And to the parents for supporting your kids. Make sure they keep up those good grades and continue their education beyond high school and all that. So great job, guys. Thank you. And Ms. Jordan. I ditto everything everyone has said. And I congratulate you all, and it takes dedication, especially when

010you have to get up at 6 o'clock. But we thank you all, and you're representing West Oso, and to your parents, thank you all, and the coaches, thank you all. You're so dedicated. We appreciate you all for representing West Oso. Yes, thank you so much. And I do have to piggyback off of what they're saying. The parents, you all have done an incredible job because... It takes parents like you all to bring them and take them, and so we are grateful for that. But to also the participants, y'all. Y'all have really strengthened perseverance on getting up early and going through all this and also maintaining your grades, which is a big thing here too. So thank you so much. Congratulations, and we're looking forward to the next year. And thank you to the coaches. Y'all

011have done an incredible job. Thank you. Thank you. Alright, we're going to move on to agenda item 4b the presentation and discussion regarding the balanced scorecard priority 3 report broaden and strengthen Connections with families and community to achieve a culture of excellence miss Moore. So at the state of the district we had a presentation that included sort of a year of highlights for the foundation and I know that three of y'all Weren't able to make it so That first part we had shown when we had shown the Education Foundation when they came was sort of a repeat of that But what I did is I took the rest of the slides that those of you that weren't here didn't see and then I added just a few slides from the actual state of the district

012to this presentation We did our efforts as you read in your board packet brought in $67,000, so that's, it was pretty amazing, and you could see that list of new sponsors. AEP was amazing. We applied for $5,000, and they said, no, apply for eight, so we did, thinking we were getting eight, not five, but they actually gave us 13. So that was amazing, and you'll see in the update, they are also, AEP is supporting our mentoring program. They had, we've let 12 of their staff. serving as mentors for our high school students. So it's an awesome, awesome, awesome partnership and they're just quick to respond. I sent out the career day and they filled it out within minutes. So they really, really want to partner with us and several other partners. So without further ado,

013you can show the video. No, there was something bad and something bad I left behind When I leave this world, I'll leave no regrets Leave something to remember So they won't forget I was here I was here I've done everything that I wanted And it was my soul And I know I was here Last year when we finished this event, Dr. Escamilla said, oh, I'll sponsor it next year. This time he said he would sponsor it as long as he lived, basically, or as long as he had the power to sponsor. I mean, verbatim he said pretty much as long as he had the power, you know, that authority to do that. So that's amazing. It's really, really amazing. By sponsoring, he provided the premises and... everything that we needed they Del Mar paper and

014so we're eternally grateful for that because we it didn't take away from the 62,000 that they raised okay I'm sorry okay all right miss Jordan any comments no I didn't get to make it but What I heard and what went on because I got sick or something, but thank you all. Mr. Adedono? The Education Foundation is off to a great year. A year and a half ago we started that, and it's growing. It's worth getting out, and it's really helping bring back the money back to the students, the teachers, and all that. We just awarded how many? Much money this past week. I don't the exact dollar figure, but it was 11 grants so 7,000 something something like that great great job to everyone and all the sponsors without them We wouldn't be able to

015do what we do. So, thank you Miss Gonzales. Well, I wasn't able to go it was so close. I'm going better I was able to see it on Facebook and everything else. It looked really nice Thanks to all the sponsors Mr. Viadial. No comment. And Ms. Vela. I was able to attend, and it was a really spectacular event. Thankful for our admin and our support team, our staff within the district that helped organize and decorate and go and help and set all of that up, and just really appreciative of the support from our sponsors. Yeah. Definitely. We wouldn't have made what we made without the support of those sponsors that you all saw listed there and they came forward like Like really really wanting to give to West oh so I think you had made

016the comment that afterwards you had a sponsor that just said What do I need to do? To support West oh so because they were so impressed by our ace team that you know provided entertainment they and they they just went and then The people that spot I mean supported Miss Moore. She's the one that spearheaded the state of the district along with Mr. Arredondo. So we have people here. We have our administrative team that also brought in some sponsors. So yeah, we are grateful because there are people out there that really, really want to help out. And for a district like us who is not getting any extra money from the legislature, we needed it and it goes to a good cause. and like mr aded on the said the education foundation has really stepped

017up has really provided for us has provided for our teachers for our students you know anything that we ask they're like we're here for it uh ricky had made the comment that this is not a balance that we want to keep it's a balance that yes we want to grow but we got to give this money out and which i thought That that's what the intent is for and so we are internally grateful for the Education Foundation our our Administrative team the team that the committee that helped miss Moore spearhead this and it was it was work they they did it they and Oh, Diane Jackson. She really did help out. So we are grateful. We're humbled by all the generosity of all those people. It was packed, right? Yeah, the seats were packed. They

018came out. So thank you again, Ms. Moore. All right, now we're going to move on to the annual announcement of board training credit. So I have a script to read. Bear with me. Okay. Under the State Board of Education rule, completing required continuing education each year of service is a basic obligation and expectation of any sitting board member. As board president, I am now required to announce the name of each member who has completed the required continuing education, has exceeded the required continuing education, and is deficient in meeting the required continuing education. There are eight training areas for board member continuing education. Number one

020completed the local district orientation training. Mr. Alvier Albert, Vial orientation and introduction to the Texas Education Code the following first year board member has completed the orientation to the Texas Education Code training Albert Viadial and post legislative update to the Texas Education Code board president will announce as applicable the following board members have completed the post legislative update to the Texas Education Code Albert Viareal, Belinda Gonzalez, Liz Gutierrez, Oscar Arredondo, Priscilla Vela, Shirley Jordan, and Velma Rodriguez. That is all the board members that have completed that. We're gonna go to the team building. The following board members have completed. The entire board and superintendent must participate in the annual team building session. This training should be completed by the time of the annual announcement. The following board members have completed the annual team building training.

021Albert Villarreal, Belinda Gonzalez, Liz Gutierrez, Oscar Arredondo, Priscilla Vela, Shirley Jordan, and Velma Rodriguez. And additional continuing education, 10 hours for first year members, five hours for subsequent years. The following board members have completed the additional continuing education requirements. Albert Villarreal, Belinda Gonzalez, Liz Gutierrez, Oscar Arredondo, Priscilla Vela, Shirley Jordan, and Velma Rodriguez. Evaluating student academic performance and setting goals. This training must be completed every two years. The following board members have completed the biannual training on evaluating student academic performance and setting goals. Albert Villarreal, Belinda Gonzalez, Liz Gutierrez, Oscar Arredondo, Priscilla Vela, Shirley Jordan, and Velma Rodriguez. Identifying and reporting abuse, trafficking, and other maltreatment of children. This training must be completed every two years. The following board members have completed the biennial training on identifying and reporting abuse and trafficking. Albert Villarreal, Belinda

022Gonzalez, Liz Gutierrez, Oscar Arredondo, Priscilla Vela, Shirley Jordan, and Velma Rodriguez. School safety this training must be completed every two years the following board members have completed the biennial training on school safety Albert Villarreal Belinda Gonzales and this Gutierrez Oscar are don't know Priscilla Bella Shirley Jordan and Velma Rodriguez Those exceeding required continuing education Are the following board members board member Belinda Gonzalez exceeded the required amount of continuing education training by 17 hours Board Member Liz Gutierrez exceeded the required amount of continuing education training by 15.5 additional hours. Board Member Oscar Arredondo exceeded the required amount of continuing education training by 20 additional hours. Board Member Priscilla Vela exceeded the required amount of continuing education training by 19 additional hours. Board member Shirley Jordan completed the required amount of continuing education training by eight additional

023hours. And board member Velma Rodriguez exceeded the required amount of continuing education training by 19 additional hours. So let's give our board members a round of applause because they have gone to training. Which is, you know, It is required because that is where we, the main thing there is also that we network with people that can help your district in any way possible and you find ways of working together. But the training is critical. And I'm going to have each board member tell you why because, you know, just being up here doesn't mean that, oh, that's, you know, that's all I do. No, we go to training to learn about the policy because our main focus is. Governing, you know. Governing and governing includes policy making and policy is critical because that's what they have

024to enforce when they go out into their campuses. And we try to work with all our administrative staff, all our administrative staff at central office to make sure that we are in compliance because we. That's part of it being the legislature hands down all these rules and regulations and we have to be compliant with them So miss Jordan Yes, I go to training But it's very Rewarding for us to go and learn What's to take place in the legislation? They change stuff so regular that we have to stay abreast of what's going on to adhere to to what? Pertains to our district and how we are going to move forward with the new rules and regulations and but We do it every year because we know we have to but overall It's a learning process.

025It really is Okay, mr. Aragondo Well, it benefits us because it gives us the latest updates on Legislatures and all the other Like cyber security is always changing safety and security of schools something always changes or new technologies always Being implemented and all that so it really keeps us Updated on all those issues and when we go to the other conferences that out We also get to see what the other districts are doing and maybe we can implement some of those Some of the items for Take knowledge over our district. So it opens our eyes up. So it's really very beneficial Miss Gonzales Like one of these trainings You know we do get a lot of out of it It's just not just going to talk to people But we do get a lot of

026updates changes and then you get to see what other districts do that we can do and get ideas So I do like it even though we get up early and hit those classes But yeah, I do Mr. Riedel, it's a great way to stay abreast of the changes in our roles and it's a good review sometimes because we don't always deal with certain issues but this kind of reminds you of how it works. Ms. Vela? I do appreciate attending the trainings whether online or in you know the the trainings but we do take a lot from it and it does help us work better as a board you know our ideas our conversations what we took from the sessions that we've attended and it's all to benefit our district our students you know like we

027were talking about the safety and different changes going on in the state and again also with like local districts as well kind of Meeting people locally and kind of what what's going on in your district? What what you know? What can we change what's working for you? And what's not and I think we've seen a lot of good things come out of what we bring back from those trainings Yes All right We're gonna move on to agenda item 4d Agenda item 4C. All right, I need a motion and a second for agenda item 4C. Madam President, I make a motion that we approve the training hours that by the board, West Coast School Board. I second. All right, a motion has been made by Ms. Jordan and seconded by Ms. Gonzalez to approve agenda item

0284D. No, I'm sorry, 4C. Liz Gutierrez. Shirley Jordan right Priscilla Bella I Albert Viale Belinda Gonzales Oscar out of don't know Velma Rodriguez I this motion passes 6-0 all right we're gonna move on to agenda item 4d Discuss and consider taking action to engage McGriff to represent West Oso ISD for the upcoming property casualty insurance solicitation via cooperative purchasing agreement. Ms. Moore. okay good evening board um we have mr wesley fosley and ben odin with mcgriff uh where administration is wanting to engage the mcgriff services so that they could represent westoso in this coming property and casualty insurance solicitation through a cooperative purchasing agreement mcgriff has done a comprehensive study and they've uh of a current and our historical and they've noticed some significant savings that we can potentially see in our premiums and our

029deductibles. So I guess I'll let them speak. President Rodriguez, members of the board, Ms. Mendez and Superintendent Moore, thank you all for allowing us to be before you tonight. As Ms. Mendez said, this is West Fulce. I'm Ben Odom. She hit the nail on the head. You're going to hear basically what she said twice. We work for McGriff. We're owned by the largest risk management and insurance brokerage firm in the world. And we personally sit in the education practice where we solely focus on serving the needs of K-12 educational institutions and publicly funded institutions in the state. and we work with more tier one coastal school districts than any other firm. What we've seen over the last few years is a lot of the districts in region two's premiums have just kind of gone up

030and up and up. And we've been able to successfully work with about 10 districts recently in the last 24 months in this process realize a substantial reduction in their premium burden and improve the coverage terms flower bluff engaged us earlier this year and their savings was seven figures so What we've done as Miss Mendez said is we engaged with the administrative team and took a look under the hood and just looked at what your current program looks like today and we benchmarked it against the districts that we currently work with and what we identified was that West Oso's rates and terms are substantially higher than the districts that we work with and the deductibles are higher. And so we're very confident that we're going to be able to help the district realize a much more

031efficient program and more bang for its buck going forward. Happy to answer any questions you may have. Okay. Ms. Jordan? Mr. Arradondo? If we go ahead with this one, would... Do you or start with y'all? Yeah, so the effective date will remain March 1st. Our typical timeline is we'll have not to exceed numbers in mid-January. And not to exceed numbers don't mean that we're going to stop. We're going to give everybody a 45 to 50 day kind of heads up of if everything ended today, here's what we'd be looking at. Now allow us to continue to push because what we've found is As underwriters find out if they... did get the business or didn't get the business, the ones that didn't, all of a sudden are still premium hungry, if you will, and that's when

032we can push them and leverage them to get an even better deal. So what we wouldn't want to do is lock something in 45 days in advance and not be able to take advantage of a carrier being aggressive at the end. But our intention would be 45 days in advance to release, not to exceed numbers, and then come back in February with final numbers. So would we see you again? He's there easy will Miss Gonzales Mr. Viettel sounds like a great partnership Thank you, and miss Bella No questions. Thank you Yeah We have been waiting for you I've been waiting for you a long time because you know when You have a monopoly on a certain industry or whatever, it's really not good for the rest of the people. And we have suffered for that.

033So yes, we definitely wanna do business with you. I mean, I personally do. Because I think it's gonna help out West Oso for the future. And I think it's gonna help out as far as this industry goes, as far as having, what's that word? Where you have other people joining in? Yes, you know and not just have that monopoly to where it's not working for most of the districts Which I'm thinking that's why you're picking up all those other districts there. They're seeing the same thing so yes I think it's a an excellent excellent time for you to be here We need the savings Definitely. All right. If there are no further questions, do I hear a motion and a second for agenda item to approve agenda item for to engage McGriff to represent West

034Coast ISD for the upcoming property casualty insurance solicitation via cooperative purchasing agreement. All motion. Okay, a motion has been made by Mr. Arredondo and seconded by Ms. Vela to approve agenda item 4D. We'll go ahead and vote. Chairwoman Jordan? Aye. Mr. Arredondo? Aye. Robert Riddick? Aye. Melinda Gonzalez? Aye. Mr. Arredondo? Aye. Romo Rodriguez? Aye. This motion passes 6-0. Thank you, Board. Thank you, gentlemen. Thank you all. We look forward to it. Thank you. Okay, we're going to move on to agenda item 5 the consent agenda a is the approval of the board meeting minutes regular board meeting minutes November 17 2025 at 530 be the approval of the monthly investment report for November 30th 2025 and See the approval of the general fund financial report for November 30th 2025 If I don't hear any more

035objections or discussion, I need to hear a motion and a second for the consent agenda A, B, and C. Can I ask a general question? Oh, I'm sorry. Yeah, go ahead. It's more the legislature asked that we give the employees a raise, correct? Yes. But we haven't received that money, or have we? We, yes, yes or no. So what we've done is based on last year, right? Well, in general. So based on last year, they have added it, but then they distributed across, you know, across the year. But it's been calculated based on last year. Not based on this year. Have we received the first payment, like a first payment? Yeah. Okay. Yes. I mean, a proportional first payment, yes. Okay. Thank you. So it's like an additional $800,000. I mean, maybe we got $60,000

036or something like that. All right. Any further questions? Okay. I need a motion and a second for consent agenda item 5A, B, and C. Madam President, I make a motion that the Board approve the consent agenda as presented by administration. All right, a motion has been made by Ms. Jordan and seconded by Ms. Gonzalez. We'll go ahead and vote. Ms. Rodriguez. Ms. Jordan. Aye. Ms. Olivella. Aye. Abbott-Reynard. Aye. Olena Gonzalez. Aye. Oscar-Aderondo. Aye. And Velma Rodriguez. Aye. This motion passes 6-0. We're moving on to agenda item six. Items for discussion, deliberation, and or action 6A, discuss and consider taking action on the approval of the recognition of employee organizations for the 2025-2026 school year. Ms. Gomez and Ms. Moore. The organizations have submitted all the paperwork that is required of them. We have all the

037members listed, and we are ready to take this to a vote. Do we have any questions from the board? on agenda item 6A, because all the information was in there. All right, if I don't hear any other discussion, I need a motion and a second for agenda item 6A. All motion. We will approve a recognition of the employee organizations for the year 2025 to 2026 school year. All right, a motion has been made by Mr. Arredondo and seconded by Ms. Jordan for agenda item 6A. Let's go ahead and vote. Mr. Deere. Shirley Jordan. Aye. Stella Bella. Aye. Robert Raniere. Aye. Melinda Gonzalez. Aye. Oscar Arredondo. Aye. And Delmar Rodriguez. Aye. This motion passes 6-0. Thank you. Thank you. We're moving on to agenda item 6B, discuss and consider taking action on the second affiliation agreement

038between West Coast ISD and Del Mar College Occupational Therapy Assistant Program internship beginning January 1st, 2026 through January 1st, 2029 for a period of three years. Dr. Rivera. Good evening board. Today we're here to ask for the continuation of the partnership that we do currently have with Del Mar with the occupational therapy. Since we began in the spring 2023, we have successfully partnered in providing the support for five. Students that have came in work specifically with our occupational therapists and providing what to expect in the school setting. They assisted with students and learning the realm of it all. It has brought in us a closer connection with Del Mar where they actually now come and participate in some of the activities and volunteer stuff that we do have. But it's just a really good opportunity

039for the students to have the opportunity early on to see what exactly everything does and tell within our school setting and how to provide those. services to the population here. So we do have Dr. Delva Gomez. I always call her first name, sorry, Delva Gomez, Dr. Gomez, that can provide some information on how they support as well. Yes, so first, just thank you for this opportunity to consider our request. So essentially, what we're requesting is an agreement for our students to observe and be supervised by the occupational therapy practitioners you have on campus. So within the district, you have brilliant OT practitioners, Ms. Alma Ruiz and Ms. Margarita Guerrero. And so our students complete a mandatory fieldwork rotation, and that's by the national accreditors. They require students complete, at the very minimum, 16 weeks of

040full-time rotation. So we break it down eight weeks and eight weeks. And thanks to Ms. Alma and to Ms. Margarita, we've had five students who've been able to graduate because of their assistance. Although we do have... Many OT practitioners in the community, not many are willing to take students for one, and not many are. great teachers and mentors the way that Ms. Alma and Ms. Margarita are. And so our students learn a lot and in turn become practitioners. Some of them will choose to work in schools. Some of them work in outpatient clinics. Some of them will be in hospitals and skilled nursing facilities. But without this experience, they're not able to graduate. And so we... I really appreciate this opportunity on behalf of the students. And as Dr. Rivera has mentioned, we have partnered

041before. Students were able to volunteer in the Turkey Trot. We have talked in the past about potentially our students volunteering, our OTA students volunteering in the classrooms here at West Oso and other sorts of ways. We're neighbors. We're just down the street. And so I feel very passionate about trying to broaden. our relationship has just been on my part as a field work coordinator i've been a little bit limited but we're growing in staff so hopefully in the next three years we'll be able to really make that come to life and maybe even um you know one career day comes around we can try to interest some students into going into the ota program um you know and just growing our partnership so please consider a request okay great miss valet do you have any

042questions and know a whole lot about it. Mr. Villarreal? No questions, good job. Ms. Gonzalez? I like the program because that gives our kids opportunity to do, like they're asking questions about it, get more information on it, so I do like it. Mr. Arredondo? I welcome you with open arms. It really, you help our students out a whole lot. So in return now we're helping you back. It strengthens our relationships with Del Mar College. With the State of the Union, we have the President's ear now of Del Mar College. I think it's going to open up a lot more doors for our students. I'll welcome any college here in South Texas to open up their... Like y'all do for all our students so that we can feed our students to South Texas instead of them

043leaving and going up north or to other cities to get their education where we have the good colleges down here. So I see this as a golden opportunity to build and strengthen those those relationships we have with Del Mar College. So hopefully we can have more programs like that because we are having more students get involved with occupational therapies, career development, with either going to college with Del Mar or continuing like welding or EMT or stuff like that. So great job. We love it. Ms. Jordan, I thank you for the partnership with the West Coast. I think Delmore is doing a great job in partnering with the West Oso to expose our children to what you all have to offer. And we thank you very much. Thank you. Yes, thank you very much, and here

044is another excellent example of how Del Mar is just supporting West Oso in every possible way that they can. So, yes, we do welcome you with open arms. We certainly do, and we need the help, and we want the help. Okay, so without further discussion, I need... I need a motion to, and a second for agenda item 6B. I'll motion that we consider taking action on the school affiliation agreement between Wichita OSD, Delmar College Occupational Therapy Assistance Program internship beginning January 1st, 2026 through January 1st, 2029 for a period of three years. All right, a motion has been made by Mr. Arredondo and seconded by Ms. Gonzalez for agenda item 6B. Let's go ahead and vote. Yes, Gutierrez. Shirley Jordan. Aye. Priscilla Vela. Aye. Albert Ridiak. Aye. Belinda Gonzalez. Aye. Oscar Arredondo. Aye. Wilma Rodriguez.

045Aye. This motion passes 6-0. Thank you, Dr. Gomez. Thank you. All right, let's move on to agenda item succeed discuss and consider taking action on the guaranteed cost workers compensation plan for West osi SD with frost insurance miss Mendez Administration is asking the board to approve the continuation of the guaranteed cost workers compensation insurance plan with Texas Mutual Insurance Company administered by frost insurance the for the period of january 1 2026 to january 1st 2027 at the annual cost of 113 856 the prior year cost was 105 716 an increase of 8 140. any questions miss bella no questions Mr. Vallejo, okay, this is Alice. No, it's right it on though When we chose frost is this something that we go off for bids or how do we procure them to do? No, we haven't

046gone out for bids and this is not an item. We have to do this a professional service So we just we have had a long working relationship with them. So we can but how do we know where we are compared to? Maybe somebody making another offer. I'm working on that and trying to get better offers, but this is December and it's January, so I need to engage them. I'd like to see that for maybe next year because we... Yeah, I'm currently working on that. I did ask several companies to give me, in particular, I'm talking to TASB. They have a better program, but I'm waiting for their numbers. I wish we had them this year. No comment. All right. um miss jordan no no oh i'm sorry yeah i have to agree with the charlotte

047uh because you know here was the perfect example right before this other one that mcgriff what mcgruff Yeah, we need to go find those savings if they're available, but I also understand if we have a long-standing Relationship we know that these people have done good by us but we always have to be on the lookout for that because We never know. I mean we've been waiting for people like McGriff to come and do those cost savings So I would I'm glad you're already starting for the next year because we do want We do want that competition. That's the way we're going to save money if possible. All right, if I don't hear any other discussion, I need a motion and a second for agenda item 6C. 6C. Madam President, I make a motion that we

048approve the Guarantee Cost Workers Compensation Plan with Cross Insurance. All right a motion has been made by miss Jordan and seconded by miss Bella we'll go ahead and vote This motion passes 5-1 Thank You boy all right let's move on to agenda item 6d discuss and consider taking action on a district budget amendment for maintenance on the west oslo junior high school gym floors uh right we possibly switch it because i'm not sure she'll just run out like something was wrong okay yeah can we just move to e is that okay all right yeah we're going to move on to 6e discuss and consider taking action on a resolution regarding a period of prayer and reading of religious texts during the school day. Ms. Moore. So as most of you all know, the 89th legislature

049changed some things with regards to a lot of things, right? And one of them was this idea that you could, the districts. We're required to I'm required to bring it to y'all Or the district the board is required to come together to Scott decide whether they want to have a resolution Regarding a period of prayer and reading of religious texts during the school day So currently with, I think it's policy FNA, students can meet before school, you know, as a group of like-minded individuals and pray and read religious text. They can have groups such as Ambassadors for Christ or the Fellowship of Christian Athletes that meet like during power hour in a particular classroom. And of course, anyone that's going there knows the reason we're going to be reading Christian. Christian text praying, as well

050as after school. This would be during some other time in the school day, which is not really clear to me how that would actually happen. We'd have to get permission slips from parents saying that they waive their right to kind of say something. Anyway, they're basically waiving their right to some of their First Amendment or to argue against the First Amendment. But you'd have to have students that want to pray and read texts. And then you had to make sure that they weren't within physical sight or earshot of students that weren't allowed to pray and read religious texts. And my recommendation is that we don't make such a resolution because it's just going to add, I'm not sure when this would actually happen in addition to the times it's already happening. And logistically, it would

051be incredibly challenging. And there is, you know. an amendment about separation some separation of church and state so we already allow students um Before school, during power hour, after school, they're welcome to express their religious beliefs when appropriate, you know, during an essay or free writing. If a child wants to close his eyes before a test and pray, we're not going to exclude them from doing so as long as it's a quiet prayer before games, et cetera, those things happening. So we were already, there's lots of places where we're already allowing students to express their religious. Beliefs in a way in practices in a way that doesn't offend or make somebody else, you know uncomfortable this would just be adding a whole nother layer of like Logistics that I don't I don't personally think is

052necessary at this time. Okay. Oh miss Jordan we already have Something in place that they can okay Okay, mr. Arredondo any consequences of We don't agree with we don't pass this board not that I'm aware of um we just got actually information from the ESC to last week and it was pretty much this there's boards that um the one that we looked at I don't want to say that love anyway. They passed it in August and nothing's happened. So no this is just You have to just bring it to your board as an option Mr. Villarreal? Okay. And Ms. Vela. Question, are the students currently able to access their phones like during their power hour or lunchtime or is it just like completely during the day they can't be on their phones at all? They

053can't be on their phones at all. So something like this, would that allow them like if during their lunchtime they wanted to do that, they could do that or? I don't think there's anything about phones. I think they would have the actual religious. Hard copy Bible text. Oh, okay. Yeah, because I was thinking like if it were like regarding a period of prayer like they can't do that during the day because they can't have their phones out. So would, like, something like this would allow them to be on their phones? Like, is that where? No. Yeah. Well, I'm sorry, but they could still pray. You don't need your phone to pray. Yeah, yeah. Yeah. I guess I was just kind of thinking, like, from. They're used to reading religious texts on their phone. That's interesting.

054Like, hey, why are you on your phone? Well, I'm using my period of. No, I didn't interpret that at all. Yeah, no. Okay. Yes. Yeah, other than that, no questions. All right. Okay, all right, so No action will be taken on agenda item 6e So we're gonna move on to agenda item 6f Okay, sure, we skip the floor is because you were running out the door Why don't you come on up 6D, discuss and consider taking action on a district budget amendment for maintenance on the West Oslo Junior High School gym floors. Ms. Mendez and Ms. Fillmore. Y'all have seen the pictures. Seen the pictures in person. Good evening, first of all. Sorry for my tardiness. We had a game going on over there. Huge crowd over there. But if you can imagine. a floor

055or a desk and you take, I was thinking about that over there, and you take a eraser and you just kind of do this and you see all the marks. That's what the gym floor looked like. even so much so till I didn't even want fans or parents coming in the gym, pep rallies. I was like, I don't see how y'all are doing this. So we had planned to start doing that, and they've already started on it. And I was just talking to Denise right before we got here. I went over today to approve the... Guess what would you call it? Maybe the logo that was going to be in the middle of the court. And so when I walked in, I didn't see any lines. I just saw kind of the logo. And I

056was telling Denise, I'm nervous because. There are no lines. He wants me to prove it, and there's no lines on it. So I called him right before, I guess right before 5, and we talked. So he had lines, and I never approved anything, but I guess they went forward. Someone approved it. But the one thing that I was talking to him today and talking to Denise about is that when they put white on there, it turns cream color, and it turns tan, kind of like the same kind of situation we're in. I was asking if they could kind of switch the color to red or, you know, there's a lot. And he said he didn't have any red paint for him. And I told, I was telling Denise, I said, well, and he made mention,

057I think he was getting ready to make mention of some more money because you're having to change. And I said, whoa, if you got to have more money, I told Denise, we'll just stick with white and just bite the, you know, the bullet. But for now there, it should be ready. I want to say the 28th, I think that's a Sunday, but that's the day that they gave us to go ahead. But it was really much needed, really, really much needed. It was really bad. The colors, previous colors that was painted over, it was starting to come up. And the peel, there were peels all over the court. You could see paint from previous, because there were peels all over the floor. So it was really bad. And I know that it was originally, when

058was it originally done, Denise? Oh, you don't know? So a long time ago? A long time ago. But the history was that whenever it was originally done, when it was originally done, which was probably maybe. 2000s or maybe 1990s or something, it was done. Maybe when I first came, they redid it in 92 or so. And so after then, they were just kind of painting over it or putting coats over it. So at the end, I guess it said, I can't take anymore. So all the coats just started popping out and you seen some of the wood that originally started. And so it was just, it wasn't good. All right, Ms. Vallow, do you have any questions? No questions, mr. Vial no question it's Gonzales Mr. Arredondo the last time this was refurbished you're saying

059this in 1992 Totally, I'm not saying the last time that they probably put a code on it was maybe year before last and the the man at the time though the contract that Tom said you're getting ready to have some problems once I do this because of the oil-based and the water-based mixture. So he said, you guys are going to have to go in and... Just strip through it. So basically what you're saying is we had an oil base and then a water base. Yeah, but even before then it was just base on top of base on top of base and it became thicker, thicker. And so now, like I said, it started peeling and you can just see the bottom wood. So this will take it down to bare wood. It's bare. I walked

060in there today. So what kind of maintenance do we have planned for this? Because it requires a lot of maintenance. Am I correct? Not a lot of maintenance, but you have to upkeep it. And I've already talked to my coaches about it. I mean, if you're not going to upkeep it, it doesn't matter that you get this done. So we have this, we have the gym itself have a chemical that we use even at the high school. But the only thing is you cannot, I have to tell them, you cannot put water on the gym floor. You cannot. You cannot use the dust mop. That you use in hallways you cannot use that is just as strictly chemicals that you can use and it's just once a week But you have to keep it up

061and that's where I'm going with it because if it requires what does it require? weekly monthly yearly just and Do we have the right people doing the procedures because like you said? Who's going to be doing the mains that they know that this floor requires this this and this instead of something coming with a mop water and doing that regular day-to-day maintenance upkeep is Custodians and actually coaching staff. I would say make sure that they're fully aware of You know, it's like like anything else it's I'm just trying to say We need to make it less and it gets used and all that but if we're not Maintaining it correctly it'll kill the lifespan of a 15 years or whatever it is So and I know Denise can probably tell us about the coming in

062like we do the high school once a year once a year the Contract has come in and we've known this for a long time, right? This is why I sometimes when it comes down to the budget time If we know something ahead of time We need to include those item line items in our budget We need to include it. It's just like I always say we can't do the whole parking lot but If we say we're gonna spend this much on that gym, we're gonna spend it on that gym We're gonna spend it on that parking lot Because we might say we're gonna do in the parking lot and like you said the water line busts and You steal it from there and take it And you repair the water line So we've known that

063this was coming up. I would have loved to have it in the budget Line item we can't spend it on nothing else but this so I see where you're coming from and all that, and our kids need it. I'd rather spend it on that floor gym than those kids be out there in the street doing who knows what. So to me, no problem. I just want it to be maintained properly. So that's where I stand. Ms. Jordan, it's way past due, and it had gotten so bad that some of the staff was concerned that the children, that our students was going to... get hurt in that gym. And I'm like Mr. Arredondo, we need to maintain and look out for what's best for our district. That gym floor was horrible. I went up there one

064day and I don't normally, and I went in there and I don't even know how our children were even put in that position to use that floor. It was horrible. But I'm so glad that now we are getting ready to do something about it. Because I was embarrassed that even that I will. Competition could come in and I'm like if we can't afford to do stuff We just need to not do it because that is what and when I look around at some things that West or so I am embarrassed I really am Because we're not maintaining We're not maintaining but this the floor is with the way past you and some of the staff was concerned about our students getting hurt and even doing a PE During PE you know they were using it

065stuff, but and I'm glad that we stopped using it And and everything took place at the at the high school. Yeah, it's way past you well I have to agree, Cheryl, as far as our maintenance staff and also your coaching staff to know the protocols on how to clean that. Because like you said, you can't have water. But what if you come in with her custodians and not everybody's aware and she sees a sticky spot, oh, let me put water. So we need to make sure because... This is a big dollar item right I'm assuming And and normally when the contractor before he leaves he calls in like who do you want in this meeting and he calls in and then we Get the people that need to be in there to hear it and

066he gives it to do continuously because it can't be that He's just gonna do it that one time because you're gonna have new people You're gonna have people that forget and they all need because we do have to keep up with it if it's gotten this bad but of course we all know we You you may have had it an online item and it's not gonna get done because we don't have the money That's just the same. I have to say when we went to go do a learning walk at the junior high, their elevator is out. And I was just told their elevator will be out. How are we accommodating our handicapped students? You know, is that just something that we're going to live with? Okay, well, we make accommodations because we're switching them

067from one class, from the top classes to the bottom floor classes. To me that's still it's not it's not the best learning environment for our students if they want to you know go upstairs to the science lab and really be involved in those instructions so you know we're spending money on this but I'm being told we're not spending money, we're not spending a penny on our elevator. Just to clarify, we spent $40,000 on the elevator. Unfortunately, that's the reality. When you spend $45,000 on this, it's going to be fixed, or to some extent. Right, so we spent, what, $20,000 or so, $25,000? What did we spend on it, Denise, on the elevator? And then it broke again, and then they basically said... There's kind of we'd have to replace it for like 100. I mean,

068I don't want to say the exact line But it was it much much more right? So it'll be out. It's not fixed so that's my point you know I I get it that we have to put it as a line item on the budget, but also We need to get it that these need to be salvageable and be ready to go on another for another year another two years until you know what are we looking at for you maybe and and for her we're looking at we need a new junior high are we gonna get it anytime soon no so yeah we're doing patches because we have to but it's a it's also a matter of accommodating all our students so I would hope, Cheryl, that we do have those protocols set in place. And

069the same with you, Ms. Eddin, on this, that we do have those protocols set in place as far as our staff knows how to clean that. And when you say your coaches, are they doing the cleaning as far as? Well, for them, when I say, I'm like, I ask them this question, you know. Because sometimes I walk in and the floor or, you know, the floor and I said, is a gym, redoing the gym going to change this? No, it has nothing to do with this. So would you take your child to a daycare where stuff is all over the floor when you walk in? Well, don't do somebody else's child. Put your child's face on our students and then you'll act differently or think differently when you're dealing with even a gym floor. So

070I constantly, I'm probably the mean person around there because I'm constantly telling them this, you have to take care of what's ours. I don't care if the gym floor is not big. You still have to take care. Pick up the paper. Pick up the pencil. So, you know, sweep it. You know, the marks are not going to come off. Not even when we buff it did they come off. But still, do as best as you can to keep whatever we have left. Trash shouldn't have to be there. Right, right. So, yeah, we've. I'm glad that you're trying to instill that in because, I mean, you should have pride in where you work at, including, you know, our staff. I don't think you need to wait for a custodian. If you spill something, clean up your

071own mess. I mean, we shouldn't have to wait for it. Yeah, and as teachers, we taught that to our students. I mean, before 3 o'clock came. That whole floor better be picked up because nobody's leaving and the students made sure that that floor was clean because a custodian shouldn't be responsible for your little spit balls or your wadded up paper. Yeah. I would hope that we maintain it because do you, in your honest opinion, do you see this as something that would Be not only maintained but also For the long run for the next three years five years I see I see that happening if we keep it up if we it it will and like I said I I'm like I would have a conversation with Ms. Moore. They're not helping me keep, because

072I can't be in both places. Right. Like, let's put somebody else in the gym. I've told her, you know, we have to have someone in the gym, not just as a PE teacher, but someone that's going to help monitor and keep up with even the locker room situations. You know, the lockers, the, you know, the showers. Shouldn't be walking in there and everything's out of whack. And so it's just a constant reinforcing with them. to make sure, shouldn't have to, but it will be constant reinforcement with us with the daily, weekly upkeep and with the contractors coming out once a year to do just what they do to the high school. But people come in at the high school and I guess it's just cosmetic. They like, oh, this is, and I say, you know,

073it's because you have to just keep, you know, keeping it up daily and weekly and that's just what we have to do for the middle school as well. We have to. And yeah, you do have to instill that in your coaches to where it's going to be a daily and a weekly thing that they have to take care of that floor. I think part of the solution is you don't leave that shower until you leave it clean. You don't leave that gym. As an athlete, and they'll listen to the coaches. I strongly think they will if they are told. And it's not... It's a learning thing. Right. You have to take into consideration, too, you have two athletic classes, but then you have six or five PE classes. So that's when I see most during

074the day. I see that not so much in the athletic period. They'll take care of it because they're there day in and day out. They understand. Okay. So now we know what group to focus on. Yeah. Exactly. Okay. So maybe some scheduling accommodations are gonna be needed for, like you said, there is one person that is gonna take charge in that. Like, hey. I have coordinators, and you're there for a reason, but athletics is the first period and the last period of the day. Practice is our first and last. So no matter what's going on during the day, that gym better be taken care of at the end of the day. yeah it's just the way that it is accountability exactly okay thank you for explaining all of that cheryl all right if i don't

075hear any more discussion i need a motion and a second for agenda item 6d i make a motion that we approve the district budget amendment for maintenance on the west oslo junior high school gym full all right jordan has made Motion and seconded by miss Gonzales. We'll go ahead and vote This motion passes 6-0 Thank You Cheryl. Thank you All right, we're gonna move on to agenda item 6f the discussion and possible action to consider and approve the superintendent's recommendation regarding the designation of 10 non-business public information act days for public information days For public information act requests received beginning January 1st 2026 and throughout the 2026 calendar year miss more Yeah, this is the yes ma'am. This is the third year that we've had to do this It used to be if we were

076off then those days didn't count now we can only in addition to national, you know, Christmas Day, New Year's Day, and all those, July 4th, those holidays are not, of course, not considered, are considered non-business days. The district can choose 10 days, and we just simply choose them around days, times that we're normally off. So you can kind of look at your calendar and see how we've done that. And I would say that I feel like we're getting a lot of public, I mean, they come in waves, but the majority of our public information requests are. marketing people wanting information for their own marketing purposes. I mean, it's not... You would think information requests like they're concerned about what's going on and they want information. That's not what they are. They're wanting a list of

077email addresses and things to reach out to our people. I just got a recent one. They're kind of wanting to know who we're doing business with. They want to know who their competition is. So anyway, but we have to fill those requests within 10 business days. So this allows us those periods where we're off a few extra days to fulfill those requests. All right. Ms. Jordan, do you have any questions? Do we give the employees the option to opt out of any marketing request like these here? Yeah, so what is it called? Basically, there's like a do not share. Withhold information. So yes, when they start with the district. So if they've said, no, I don't want anyone to know my home address, then we withhold that. Do we have a lot to take advantage

078of that? Yes, sir. I would, too. Every day I get calls for I need a medical device. No, I don't Okay, thank you, okay, mr. Gonzalez Mr. Vial miss Bella Okay, this is an action item. So I need a motion on agenda item 6f and a second I'll motion that we consider taking action on approving the superintendent's recommendation regarding designation of 10 non-business public information act days for public information days for public information act request received beginning January 1st, 2026 and continuing throughout the 2026 calendar year. You'll probably have to either bring it home or microwave it here, but yeah, it's a little bit. That's no problem. Okay. Yeah, hopefully if it falls like on the board member, board meetings, we can
