This is the last regular meeting before 52ef8cf9-d519-418a-b33e-86c527f0295f/39-2 the fiscal year 2027 budget must be approved by the school board and 52ef8cf9-d519-418a-b33e-86c527f0295f/39-3 submitted to the state. 52ef8cf9-d519-418a-b33e-86c527f0295f/40-0

006The board will take action this evening and vote on this budget. First, 52ef8cf9-d519-418a-b33e-86c527f0295f/40-1 a reminder to those folks who are listening that the district's budget is 52ef8cf9-d519-418a-b33e-86c527f0295f/40-2 based on projections or estimates of what our revenues and expenditures will be for 52ef8cf9-d519-418a-b33e-86c527f0295f/40-3 next year. A further reminder that some of the big 52ef8cf9-d519-418a-b33e-86c527f0295f/40-4 revenue and expenditure variables are still unknown. 52ef8cf9-d519-418a-b33e-86c527f0295f/41-0 and some will continue to be unknown until after the school year begins. 52ef8cf9-d519-418a-b33e-86c527f0295f/41-1 And finally, please remember that the district is 52ef8cf9-d519-418a-b33e-86c527f0295f/41-2 required to submit a balanced budget to the state where the projected revenues 52ef8cf9-d519-418a-b33e-86c527f0295f/41-3 are equal to the projected expenditures. So this year, 52ef8cf9-d519-418a-b33e-86c527f0295f/41-4 we will hear details from the administrative team 52ef8cf9-d519-418a-b33e-86c527f0295f/42-0 about any final changes or adjustments to the budget, 52ef8cf9-d519-418a-b33e-86c527f0295f/42-1 then I will open a public hearing to allow members of the

007public to comment on 52ef8cf9-d519-418a-b33e-86c527f0295f/42-2 the budget. The Board will then have the opportunity 52ef8cf9-d519-418a-b33e-86c527f0295f/42-3 to further discuss it. 009prepared. 52ef8cf9-d519-418a-b33e-86c527f0295f/55-2 But I just want to note that it's disappointing not to see full funding 52ef8cf9-d519-418a-b33e-86c527f0295f/55-3 from our community at this juncture. 52ef8cf9-d519-418a-b33e-86c527f0295f/56-0 The board and the district, I think, have worked very hard to be good partners 52ef8cf9-d519-418a-b33e-86c527f0295f/56-1 with other players in this community. I think this was a year when our 52ef8cf9-d519-418a-b33e-86c527f0295f/56-2 community could have really stepped up and with full funding at what is an 52ef8cf9-d519-418a-b33e-86c527f0295f/56-3 artificially low full funding cap given 52ef8cf9-d519-418a-b33e-86c527f0295f/57-0 the failure of state funding to keep up with inflation over time. 52ef8cf9-d519-418a-b33e-86c527f0295f/57-1 I think that is what it is. We are not a body that allocates money. 52ef8cf9-d519-418a-b33e-86c527f0295f/57-2 We're a body that works to support the best educational outcomes that we can 52ef8cf9-d519-418a-b33e-86c527f0295f/57-3 with the resources that are available from our community and from our state. 52ef8cf9-d519-418a-b33e-86c527f0295f/58-0 And we're all happy to

010continue in that vein, 52ef8cf9-d519-418a-b33e-86c527f0295f/58-1 but I think that continued failure of the state and to a lesser extent our 52ef8cf9-d519-418a-b33e-86c527f0295f/58-2 community to step up really makes hard decisions more likely next year. 52ef8cf9-d519-418a-b33e-86c527f0295f/58-3 I'm glad that we've got the budget committee coming together to work on 52ef8cf9-d519-418a-b33e-86c527f0295f/58-4 these decisions, but I don't 52ef8cf9-d519-418a-b33e-86c527f0295f/59-0 I see the pathway to keeping all of our schools open, 52ef8cf9-d519-418a-b33e-86c527f0295f/59-1 getting narrower and narrower without full community support. 52ef8cf9-d519-418a-b33e-86c527f0295f/59-2 So I just think it's important to note that this is, 52ef8cf9-d519-418a-b33e-86c527f0295f/59-3 it's a big event to vote on a budget with less than full community support. 011in terms of 52ef8cf9-d519-418a-b33e-86c527f0295f/61-0 energy relief and one-time funding from the state. Sure, 52ef8cf9-d519-418a-b33e-86c527f0295f/61-1 both of those bills were transmitted to the governor's desk today. 52ef8cf9-d519-418a-b33e-86c527f0295f/61-2 So tomorrow starts day one of the 20-day count, excluding Sundays, 52ef8cf9-d519-418a-b33e-86c527f0295f/61-3 for him to either sign it 52ef8cf9-d519-418a-b33e-86c527f0295f/62-0 sign the budget bills, not sign it, and it goes automatically into law or 52ef8cf9-d519-418a-b33e-86c527f0295f/62-1 veto it. And so starts the 21. They were transmitted today, 52ef8cf9-d519-418a-b33e-86c527f0295f/62-2 so tomorrow starts day one of the count. 52ef8cf9-d519-418a-b33e-86c527f0295f/63-0 And so there is no, I don't really have an update beyond that. 52ef8cf9-d519-418a-b33e-86c527f0295f/63-1 I, you know, I would. 52ef8cf9-d519-418a-b33e-86c527f0295f/65-0 Definitely wait to see what, what it's in the governor's ballpark now. 52ef8cf9-d519-418a-b33e-86c527f0295f/65-1 And then a lot of that, the energy relief, the exact amount is in the bill. 52ef8cf9-d519-418a-b33e-86c527f0295f/66-0 He can line item that and change those amounts.

012And then the one time funding, 52ef8cf9-d519-418a-b33e-86c527f0295f/66-1 how it's written, will go through the foundation formula. 52ef8cf9-d519-418a-b33e-86c527f0295f/66-2 So that would that would come after our October snapshot date on the last day of 52ef8cf9-d519-418a-b33e-86c527f0295f/66-3 October. And so 52ef8cf9-d519-418a-b33e-86c527f0295f/67-0 That's when we would be able to tell you if that allocation got approved, 52ef8cf9-d519-418a-b33e-86c527f0295f/67-1 what it would be coming through based on our. 52ef8cf9-d519-418a-b33e-86c527f0295f/68-0 October snapshot enrollment, because it would be based on our 52ef8cf9-d519-418a-b33e-86c527f0295f/68-1 foundation formula. 52ef8cf9-d519-418a-b33e-86c527f0295f/69-0 Questions about that? 52ef8cf9-d519-418a-b33e-86c527f0295f/70-0 Okay. So I interpret this to mean that you 52ef8cf9-d519-418a-b33e-86c527f0295f/70-1 would encourage us to wait until after we know a little bit more from the state 52ef8cf9-d519-418a-b33e-86c527f0295f/70-2 about what the actual funding is, if any, that comes through to relieve. 52ef8cf9-d519-418a-b33e-86c527f0295f/71-0 our budget circumstances. Correct. We, I would absolutely wait. I would. 52ef8cf9-d519-418a-b33e-86c527f0295f/72-0 Number one, we've seen this governor

013veto many times. 52ef8cf9-d519-418a-b33e-86c527f0295f/72-1 And he's also has redlined certain things. And so first year, I think for me, 52ef8cf9-d519-418a-b33e-86c527f0295f/72-2 I would wait on what the governor is going to do. And then 52ef8cf9-d519-418a-b33e-86c527f0295f/73-0 If that energy relief is approved, I would, that's automatic, 52ef8cf9-d519-418a-b33e-86c527f0295f/73-1 but then I would not, I would hold off on any decisions until 52ef8cf9-d519-418a-b33e-86c527f0295f/73-2 after snapshot, because this budget that we're asking you 52ef8cf9-d519-418a-b33e-86c527f0295f/73-3 to pass tonight is based on a 3% decline in enrollment. 52ef8cf9-d519-418a-b33e-86c527f0295f/74-0 And we really need to see what our enrollment comes in. 52ef8cf9-d519-418a-b33e-86c527f0295f/74-1 You'll have a better clear of that, a better idea of that, you know, 52ef8cf9-d519-418a-b33e-86c527f0295f/74-2 in September. But I would definitely wait and see if 52ef8cf9-d519-418a-b33e-86c527f0295f/74-3 our, the basis that we pass this budget on a 52ef8cf9-d519-418a-b33e-86c527f0295f/74-4 3% decline, if that's about where we are. 52ef8cf9-d519-418a-b33e-86c527f0295f/75-0 before

Great, thank you. 52ef8cf9-d519-418a-b33e-86c527f0295f/87-3 Questions for Dr. Mika? 52ef8cf9-d519-418a-b33e-86c527f0295f/90-0 Okay, I was just asking about utilities and I 52ef8cf9-d519-418a-b33e-86c527f0295f/90-1 see that there is an increase, but not as much as you might have 52ef8cf9-d519-418a-b33e-86c527f0295f/90-2 expected. 52ef8cf9-d519-418a-b33e-86c527f0295f/91-0 The utilities, we have been doing some revisions based 52ef8cf9-d519-418a-b33e-86c527f0295f/91-1 on the cold winter. So at this point, we will not be unencumbering as we have 52ef8cf9-d519-418a-b33e-86c527f0295f/91-2 actually been expensing a little more than we had anticipated. As I sit here tonight at my final board 52ef8cf9-d519-418a-b33e-86c527f0295f/247-1 meeting as superintendent of the Kodiak Island Borough School District, 52ef8cf9-d519-418a-b33e-86c527f0295f/247-2 I have found myself this past couple of weeks reflecting on the past four years 52ef8cf9-d519-418a-b33e-86c527f0295f/247-3 with an overwhelming sense of gratitude. When I arrived in Kodiak, 52ef8cf9-d519-418a-b33e-86c527f0295f/248-0 in July of 2022, I could not have imagined the journey 52ef8cf9-d519-418a-b33e-86c527f0295f/248-1 that lay ahead. Together, as a board and as a district, 52ef8cf9-d519-418a-b33e-86c527f0295f/248-2 we have navigated challenges that have tested us, 52ef8cf9-d519-418a-b33e-86c527f0295f/248-3 celebrated success that inspired us, and remain steadfast in our commitment to 52ef8cf9-d519-418a-b33e-86c527f0295f/248-4 the students and families that we serve. Through it all, 52ef8cf9-d519-418a-b33e-86c527f0295f/248-5 I have been

044continually reminded that public education is not simply about 52ef8cf9-d519-418a-b33e-86c527f0295f/248-6 schools, 52ef8cf9-d519-418a-b33e-86c527f0295f/249-0 It is about people. Over the past four years, 52ef8cf9-d519-418a-b33e-86c527f0295f/249-1 we have faced declining enrollment, significant budget shortfalls, 52ef8cf9-d519-418a-b33e-86c527f0295f/249-2 school reconfiguration enclosures, staffing shortages, 52ef8cf9-d519-418a-b33e-86c527f0295f/249-3 and uncertainty in educational funding. We have had to make difficult decisions 52ef8cf9-d519-418a-b33e-86c527f0295f/249-4 that no one wanted to make. Yet despite those challenges, 52ef8cf9-d519-418a-b33e-86c527f0295f/249-5 our district 52ef8cf9-d519-418a-b33e-86c527f0295f/250-0 never lost sight of what matters most, ensuring that every student is safe, seen, 52ef8cf9-d519-418a-b33e-86c527f0295f/250-1 supported, and provided opportunities to grow and 52ef8cf9-d519-418a-b33e-86c527f0295f/250-2 succeed. And while those challenges were real, 52ef8cf9-d519-418a-b33e-86c527f0295f/250-3 they do not define these four years. What defines these four years is the work 52ef8cf9-d519-418a-b33e-86c527f0295f/250-4 that we have accomplished together as a district. 52ef8cf9-d519-418a-b33e-86c527f0295f/251-0 We strengthened and refined the common vision for learning. 52ef8cf9-d519-418a-b33e-86c527f0295f/251-1 We created greater consistency in instructional practices across all of

045our 52ef8cf9-d519-418a-b33e-86c527f0295f/251-2 schools. We invested in professional learning for 52ef8cf9-d519-418a-b33e-86c527f0295f/251-3 teachers and leaders, expanded collaboration through PLCs and 52ef8cf9-d519-418a-b33e-86c527f0295f/251-4 instructional leadership teams. We strengthened our systems for 52ef8cf9-d519-418a-b33e-86c527f0295f/251-5 monitoring student learning. 52ef8cf9-d519-418a-b33e-86c527f0295f/252-0 We expanded academic opportunities for students, 52ef8cf9-d519-418a-b33e-86c527f0295f/252-1 and we continue to improve literacy and instructional supports across the 52ef8cf9-d519-418a-b33e-86c527f0295f/252-2 district. We strengthened partnerships with our 52ef8cf9-d519-418a-b33e-86c527f0295f/252-3 communities, advocated tirelessly for public education 52ef8cf9-d519-418a-b33e-86c527f0295f/252-4 in Alaska, and we work to ensure that students in 52ef8cf9-d519-418a-b33e-86c527f0295f/252-5 both our road system schools and our remote 52ef8cf9-d519-418a-b33e-86c527f0295f/253-0 village schools had access to high quality educational opportunities. 52ef8cf9-d519-418a-b33e-86c527f0295f/253-1 Most importantly, we built a culture focused on continuous 52ef8cf9-d519-418a-b33e-86c527f0295f/253-2 improvement, collaboration, and relationships. 52ef8cf9-d519-418a-b33e-86c527f0295f/254-0 Throughout these four years, our work has been guided by a series of 52ef8cf9-d519-418a-b33e-86c527f0295f/254-1 themes that reflected who we wanted to be as a district. So she's now begrudgingly giving me just 52ef8cf9-d519-418a-b33e-86c527f0295f/321-4 a minute 52ef8cf9-d519-418a-b33e-86c527f0295f/322-0 to speak about her leadership. 52ef8cf9-d519-418a-b33e-86c527f0295f/323-0 during her report, which I am very grateful for. 52ef8cf9-d519-418a-b33e-86c527f0295f/323-1 So I also wrote something because I feel like that's the only way to get through 52ef8cf9-d519-418a-b33e-86c527f0295f/323-2 it. As A compromise, I have one minute here at the end to 52ef8cf9-d519-418a-b33e-86c527f0295f/323-3 speak about Cindy. Tonight, I get a

064minute to recognize Cindy and her 52ef8cf9-d519-418a-b33e-86c527f0295f/323-4 leadership and how it's profoundly 52ef8cf9-d519-418a-b33e-86c527f0295f/324-0 shaped the Kodiak Island Borough School District and the lives of so many who 52ef8cf9-d519-418a-b33e-86c527f0295f/324-1 serve within it. You know, we're the largest employer in Kodiak. 52ef8cf9-d519-418a-b33e-86c527f0295f/324-2 And when you count subs, it's almost at a count of 600. 52ef8cf9-d519-418a-b33e-86c527f0295f/324-3 So that's just employees alone, not including 2000 students and all the 52ef8cf9-d519-418a-b33e-86c527f0295f/324-4 families that go with them. 52ef8cf9-d519-418a-b33e-86c527f0295f/325-0 Sometimes we forget those numbers. In grad school, 52ef8cf9-d519-418a-b33e-86c527f0295f/325-1 we study the different styles of leadership, right? 52ef8cf9-d519-418a-b33e-86c527f0295f/325-2 To become a school leader, you have to read about all the different 52ef8cf9-d519-418a-b33e-86c527f0295f/325-3 ways you might hope to lead a group someday. 52ef8cf9-d519-418a-b33e-86c527f0295f/325-4 Everybody always wants to be a servant leader. 52ef8cf9-d519-418a-b33e-86c527f0295f/325-5 It's the one that resonates with the helpers, right? 52ef8cf9-d519-418a-b33e-86c527f0295f/325-6 The people who do well in school.

It takes years before you actually see 52ef8cf9-d519-418a-b33e-86c527f0295f/360-2 what you did. 52ef8cf9-d519-418a-b33e-86c527f0295f/361-0 But we see it. And the community is stronger and better. 52ef8cf9-d519-418a-b33e-86c527f0295f/361-1 The education that our kids are getting now are better than I've seen in many 52ef8cf9-d519-418a-b33e-86c527f0295f/361-2 years. You know, 52ef8cf9-d519-418a-b33e-86c527f0295f/369-2 it's just remarkable through all those challenges not to get tarnished by them, 52ef8cf9-d519-418a-b33e-86c527f0295f/369-3 you know, and not to be the, you know, sort of the center of blame, you know, 52ef8cf9-d519-418a-b33e-86c527f0295f/369-4 when everyone's looking for someone to blame. And I know that a lot of, 52ef8cf9-d519-418a-b33e-86c527f0295f/372-2 quite often, those are really difficult situations 52ef8cf9-d519-418a-b33e-86c527f0295f/372-3 that this district brings to you to solve. And so I really thank you for your 52ef8cf9-d519-418a-b33e-86c527f0295f/372-4 ability to keep our 52ef8cf9-d519-418a-b33e-86c527f0295f/373-0 our district running in that sense. And again, 52ef8cf9-d519-418a-b33e-86c527f0295f/373-1 I think we can recognize your leadership and your ability in that role by the fact 52ef8cf9-d519-418a-b33e-86c527f0295f/373-2 that you're leaving with your head held high. Very seldom do people see you in the 52ef8cf9-d519-418a-b33e-86c527f0295f/406-1 grocery store and come up and say, oh, thank you so much for closing that school 52ef8cf9-d519-418a-b33e-86c527f0295f/406-2 or thank you so much for changing my child's school. 52ef8cf9-d519-418a-b33e-86c527f0295f/406-3 So all the blame and little credit goes along with these leadership roles. 52ef8cf9-d519-418a-b33e-86c527f0295f/406-4 And I commend Dr. Cyndy Mika 52ef8cf9-d519-418a-b33e-86c527f0295f/407-0 for the outstanding job she's done in partnership with Kim Saunders. 52ef8cf9-d519-418a-b33e-86c527f0295f/407-1 It's A challenging job. There are a lot of sleepless nights in 52ef8cf9-d519-418a-b33e-86c527f0295f/407-2 this position, sweating in the bed because of decisions 52ef8cf9-d519-418a-b33e-86c527f0295f/407-3 you made or didn't make. And so it's 24-7 in these leadership 52ef8cf9-d519-418a-b33e-86c527f0295f/407-4 roles that these two ladies have filled. 52ef8cf9-d519-418a-b33e-86c527f0295f/408-0 Damon and I are fixing to assume on a full-time basis.

08652ef8cf9-d519-418a-b33e-86c527f0295f/408-1 Since my arrival or return to the island on May 13th, 52ef8cf9-d519-418a-b33e-86c527f0295f/408-2 I've had the pleasure of meeting numerous employees, students, community members, 52ef8cf9-d519-418a-b33e-86c527f0295f/408-3 and their partners in education throughout Kodiak Island, 52ef8cf9-d519-418a-b33e-86c527f0295f/408-4 and I continue to be amazed. 52ef8cf9-d519-418a-b33e-86c527f0295f/409-0 At the level of resources and support we have, 52ef8cf9-d519-418a-b33e-86c527f0295f/409-1 even though there's been some hardships, budget challenges, 52ef8cf9-d519-418a-b33e-86c527f0295f/409-2 there's a can-do attitude here that's contagious. And it started from the top, 52ef8cf9-d519-418a-b33e-86c527f0295f/409-3 from this board through the superintendent and the district 52ef8cf9-d519-418a-b33e-86c527f0295f/409-4 leadership team, the principals and the teachers. 52ef8cf9-d519-418a-b33e-86c527f0295f/409-5 We can do some amazing things and have been doing some amazing things, 52ef8cf9-d519-418a-b33e-86c527f0295f/409-6 but it's just the start. 52ef8cf9-d519-418a-b33e-86c527f0295f/410-0 We have a lot of work ahead of us. I have been very impressed with the 52ef8cf9-d519-418a-b33e-86c527f0295f/410-1 outpouring of support from our students and our school district during

And among the top highlights since May 52ef8cf9-d519-418a-b33e-86c527f0295f/410-3 13th is traveling to all of our village schools and Kodiak High School and seeing 52ef8cf9-d519-418a-b33e-86c527f0295f/410-4 the quality of graduates we are producing and the vision each of those 52ef8cf9-d519-418a-b33e-86c527f0295f/411-0 have exited our system with and the hope and the future that they have. As Dr. 52ef8cf9-d519-418a-b33e-86c527f0295f/411-1 Litzow said just a minute ago, education is the only remaining 52ef8cf9-d519-418a-b33e-86c527f0295f/411-2 cornerstone to our democracy. And so with that public education, 52ef8cf9-d519-418a-b33e-86c527f0295f/411-3 our democracy is in danger. So it's an honor to come into the Kodiak 52ef8cf9-d519-418a-b33e-86c527f0295f/411-4 Borough School System 52ef8cf9-d519-418a-b33e-86c527f0295f/412-0 and assume these roles. Having experienced 6 leadership 52ef8cf9-d519-418a-b33e-86c527f0295f/412-1 transitions over the past 24 years as superintendent, 52ef8cf9-d519-418a-b33e-86c527f0295f/412-2 this current transition with Dr. Mika and our leadership team has been 52ef8cf9-d519-418a-b33e-86c527f0295f/412-3 very informative and very positive.
