I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> No, you don't have to read it. No one signed up. Uh, I would like to go into executive session to discuss personnel. Okay. It's 601. Okay. >> 629. We're starting back. Yeah, it's um it's okay. We've had one applicant for the open position that Linda was on and that's zone two. >> And had two applications, but uh one of them the county clerk said that uh there wasn't enough registered voters and and it was in a a different zone. And of course, we're looking for someone from zone 2 and then we could open it up later if no one applied and we didn't
find anyone. But Delbert Scribner got all his stuff. >> Dwight Scrier, I'm sorry. Uh got all his stuff turned in. Everything was okay. He's been on the school board before. Jim, did you and Scott s. But uh at this time uh we'll have a vote to vote to vote him in for zone two and then he can get sworn in for the for the next board meeting. >> I make a motion to appoint Scriber for zone two vacancy. A second. >> All right. Any other further discussion? >> All right. All those in favor say I. six. So, you call it. >> All right, we're moving to the consent agenda. Uh, I would ask that you approve the April 21st, 2026 regular session board meeting minutes as presented in your packet. >> Make a motion. Second.
>> Motion's been made and seconded. Any discussion or petitions or corrections? All those in favor say I. >> I. >> Opposed? 60 on that. >> All right. I would ask you to approve the financial statements as presented >> in your packet. >> Patricia. >> So move. >> Second. Second. All right. Scott Chief. Any discussion? All those in favor say I. >> I. >> Opposed. 6. >> I'd say one thing that that from where we were at this time last year, we're over $600,000 ahead on our on our budget. >> Yeah. >> And uh I know that's a lot of hard time and work and everything, but it's sure moving in the right direction. >> We've been stingy. Yeah, it shows and that we're not worried about making payment. >> That's right. >> Okay. We next
have principal reports. Britney couldn't be here. Uh but her report is in your packet. So, I would ask Tammy to uh present her report. >> My report's not in the packet. It's separate. The color sheet there. Elementary current enrollment is at 319. Um I put the main newsletter on there. I'm not going to read all of it because I read that top half last um last board meeting, but starting on the 19th today, we had kindergarten and sixth grade graduation and awards in the classrooms. On the 20th tomorrow, we have prek registration and kindergarten roundup. And then we'll have the last day of school on the 22nd. Really, the page I wanted to share with y'all is the second page on there. Um this is just a preliminary data for our 36 testing. Um we
were extremely pleased with our testing for 36 K2. Um the state department had some issues. They're changing. They were using AI to grade the students and there were a lot of complaints about that. So that's been kind of put on hold. But we have the 36 data. Um, so looking at this, um, I colorcoded our areas of growth and you'll see there's a lot of green on there. When you look at our ELA, which is English language arts, that top section, our third grade students, same students from last year and second to this year in third, went from 33% to 35%. Fourth grade went from 18% to 22%. fifth grade from 24% to 37% and sixth grade from 32% to 34%. That's the percent of students proficient. You'll also see the students um who improved
their scale score, the students who improved one level, and then the students who improved more than one level. So, very proud of our ELA scores um and the work that our students and our teachers have done to improve that. math showed our two areas, the only two areas that we saw that we can tell, okay, we really need to work on this. Third grade math was our biggest drop. It went from 61% to 38%. So, we're asking ourselves why, not making excuses with it, but we do know from second grade to third grade in math, there's a huge difference. Third grade is when we're starting multiplication and division. I don't know if y'all remember that from elementary school, but I remember standing in front of the class doing those math facts. We don't do that
anymore, but I remember the multiplication. It's a very difficult skill for our kids. Um, having said that though, we realize this is an area we've got to look at. We've got to dive deep into the data and we've got to figure out why this big drop and what we can do to help that. Fourth grade math went from 16% to 35%. Um, and I'm going to point out that 16% those fourth graders in 2025, those were our third graders. So, if you look at the third grade math last year is at 16%, the third grade math this year is 38%. So, as a grade level, they grew, but when you're looking at those same students, they did not. Fifth grade math went from 46% to 44%. So, there's a 2% difference there. Those were two
areas of growth that we know we need to focus on. Sixth grade math went from 30% to 34%. So that grew. And then you can also see the percent of students that improved their score and moved up a level. Looking at science, um, second graders don't take a science test, so there's not something to compare there. So for third grade, it's their first time to take science, and they scored at 49%. You can see um over on the right side the students who improved. We just looked at their interim scores mid year to see if they grew or not. We since we don't have second grade scores. Fourth grade went from 23% to 26%. Fifth grade went from 24% to 34%. And sixth grade had a huge jump. They went from 24% to 41%. So,
we're really proud of those sixth grade science scores. Um, so again, this is just the preliminary, the big data that you see. What we've got to do now is go dig deep, look at individual students, um, and then look at the individual skills that were tested and especially for those two areas in math, figure out what individual skills we really need to work on. Overall though, we're very pleased. But I think the percent of students improve their scale score those percentages. >> Yes, sir. Which means there I mean there were some students that grew uh just not not enough. >> That's what they look for. They're looking for growth. >> They are looking for growth and they're more individual. What I've given y'all is just like grade level. Um but for our letter grade they're
looking at individual. That shows like Mr. Joey said a little bit more when you look at that percent of students that improve their score that percent's what they're looking at. Um and then individual so I don't know about the letter grade make no guarantees on that but I will say that we are just with our initial data we are pleased with the growth that we see >> but maybe co-op help with the math part. >> Yes sir. It's always been we need help with >> questions. Thank you. That was super when my kids were doing the multiplication tables. >> Yes, sir. >> They didn't like to sit down at the supper table because that's back when they might see them and they sit them. >> Yes. >> My daddy used to quiz me and I'd
have to stand in front of him and I'd get a spanking if I didn't know my multiplication facts. Now, in school, this is going to sound bad, but in school, we started them like in second grade, and we had to stand in front of the class and say our facts. And if you didn't know your facts, you had to do the duck squat. I don't know if y'all know what that is, but in front of class. Times have definitely changed. >> It did. I was scared not to learn. >> Okay. Okay. And then we have several items of new business. Uh starting out with Mr. Kevin Scribner. We just got scribbers everywhere tonight. Uh he was going to make a a brief presentation to us about a proposal he has to form the England High
School Hall of Honor. So thank y'all for having me. And yes, there were uh I calculated the other week and the Scribers was actually three decades of England. I mean from 70s to the 80s to the '9s. And so my family have been around for a long time. But um yeah, I wanted to just talk about uh establishing the Hall of Honors. The last couple of years um we've had a lot of negative press and and so I work over in Lone Oak. That's Jack Rabbit territory. I've always prided myself for the last 20 years being from England, but uh the last couple of months um you know it's England produces nothing but thugs and and that's not the image uh that we were uh brought up with. Um and so I wanted to do
something to provide a permanent prestigious platform to celebrate our heritage uh by inducting distinguished alumni and that's not just white collar that's white collar blue collar no collar um everybody is distinguished in their own uh professional field and um former administrators uh a lot of whom taught me they've uh transitioned but always honoring them posumously and former athletes. Uh we can preserve our local history, unite our community, and set living examples of character and success for current students. And so my three points uh preserving our history um celebrating our legacy. The Hall of Honors will serve as an interactive physical or digital uh archive that safeguards the rich multigenerational history of England School District. Number two, archiving excellence. Um it ensures the landmark achievement of our alumni for our um administrators and teams uh are
cataloged and um passed down for future generations. And honoring tradition creates a dedicated space to reflect on core values that have defined the district's um foundation from the classroom to the stage to the field. Uh when we were coming up, we had a coach. He broke us to bond us. And so what I see with the athletes now is there's no bonding. Everybody's just individualized, but I mean we I'm still connected to England just through the brotherhood that I had on the grid iron. And so um I appreciate the guys that were alongside of me. And then um my nephew PJ, he graduated a couple of years ago, went on to sign with the Kansas City Chiefs. But I walked in the gym and I didn't see the banners. And so I I asked the
coach at that point in time. I don't know who he was, but I said, "Hey, where's where's the banners?" He said he didn't care about that. He only cared about right now. And so that kind of struck me as something that you don't want history. I mean, h how are you building your teams if you don't preserve history and know the shoulders that these players stand on? And so, um, that was just an an odd remark. Um, and so number two is uniting the community, fostering connection. The Hall of Honors will bring together generations of England residents, graduates, families, bridging the gap between past accomplishments and present day city pride. uh strengthening support and celebrating those who have roots in our district, fosters deep community engagement and bolsters local morale and then creating an annual
induction event will serve as a communitywide celebration that rallies all England together to support our shared identity. And I will say a lot of families in England. I lived out at Seatan and so a lot of families had their hand in in supporting me uh providing me with a safe space uh being out living outside of England. So uh there's a lot of homes that took me in and made sure I was well and then ensure that I got back home to my family. So uh I'm grateful to the many families in in England. And number three is setting examples for current students. Uh providing role models. Inductees offer highly relatable, tangible proof that great success and leadership can stem from the England school district. England has a lot of great people and we just
don't know it. Um and so I think highlighting those individuals and their accomplishments um it would speak volumes as far as uh getting the community re-engaged uh inspiring character. The homeowners will highlight traits beyond uh quantitative success such as sportsmanship, resilience, citizenship, character and that well that molded well-rounded individual and then motivating achievement. See, we're expecting community members recognized on a permanent wall of honor motivates students, current students to strive for excellence in their academic uh athletic and uh extracurricular activities. Um I know we've talked a little bit um previously you know months ago, two months ago now. Um now when you are doing this to run this is this would this be a committee of people employees of the district or >> so it would uh actually establish a foundation of 501c and so
uh then that board would actually oversee that and um and so it would be um current administrators um um England citizens and um someone from athletic department >> and how would this be funded? So, um, through table sales, uh, for the banquet, um, you know, I looked at other models. Um, it's usually, um, table of 10, $350 to $35 an individual. And so, um, selling, um, or getting businesses re-engaged, uh, sponsorships, things of that nature. So, do we want to do we need to make a motion to let move forward or do we want to do that in June? What do you want? >> Y'all don't express your opinion. I don't think we need to to vote tonight, but you know, I'm >> not asking for a vote. I'm just I just wanted to present
it and see if it's something that u the community would be >> I'd say keep going. No. Okay. I have two questions. Yes, sir. >> First one is how far back are you going to go? All the way back to the beginning of of England school. >> If history is history. So, yes. Yes. And and the other thing is you're talking about England. You're not talking about England High School or England school. You're talking about Gard Trail, England. >> I'm talking about England School District. >> Okay. So how will that affect >> people that graduated from guard trail? >> Well, if they didn't gradu if they graduated from guard trail, they were not a part of the English school district. >> Okay. So you're just strictly >> want to do England school district. >> Okay.
And we'd want a a visible place to put this plaque with all the honors and everything. And I think somewhere some the gym or wherever we could find a spot for it. Don't choose. >> We could. And we could also use the walls in the high school. >> Yeah. >> I think that it would be nice to for kids to see that. >> I was telling Kevin when we started discussing it, >> all the senior pictures group >> used to be hanging in the wall. >> All the football pictures used to be there. All >> where are they now? Well, there was a remodeling done and they ended up in a dumpster >> and uh I I got a hold of the 1974 senior class and it's up at the swamp right now. >> So,
he wasn't worried about anybody, >> right? >> That's the only one I got a hold of. >> I know got the rest of them, right? >> Well, he's got some of them, but not near the rest of them. >> These are the pictures that was in the library. >> Yes. Yeah, >> I remember looking at them >> at the old school. It was down the hallway of the school. >> Here they were in the library and in the jam used to be all the all district and all state and I I think that's done away track record and all that like you know we live >> and so when when we discard that type of history the the guys that are playing for England now they don't know >> they don't know the legacy >>
exactly. I mean, you know, there's a there's a lot of blood and gut that's on the basketball court, on the football field, on the track. >> You were talking about still keep up. When you go through two a days, you do bond together, don't you? >> Yes. And three of days. >> Some folks went through there and threw about about half the trophies away. >> Yeah. >> That's awful. dumpster full of >> and you can't get that back. >> Everyone's good with proceeding with it. >> We can have a update every now and then when you're ready to pull the trigger. We'll be >> sure we'll be ready. >> And we thank you, Mr. Screr. That will help me with my dealing with AAA over our problems this year. I think they view that very
positively. >> I know that back then partner with us some other local tour. >> But you need to always celebrate your good stuff. >> I agree. I agree. And and I'll just point out Jim. I mean Jim's career um no one would know. And and I mean that needs to be celebrated. uh the Brantley brothers. I mean, one of the largest farming outfits in this area in the state of Arkansas really. >> So, there's a lot of great people that have come from. >> Some of us old guys talk like we were all American. It's far back. No one else remembers anybody. >> When when we all get through going in there, there won't be room for everybody else. But I appreciate that. >> Well, thank you for your time and putting this together and
doing and everything and been uh >> you know, you put a lot of hours in it already and if I can help in any way, you know, you know. >> Sure. Sure. Thank you so much. >> I think we definitely need a positive a lot of positive good people come out. Well, you know, people say to me all the time, "I don't know why you work there." I said, "You don't understand. England is a warm, welcoming community, and it has so many good people in it. All you're hearing is that negative stuff." And really, you know, the news, it bleeds, it bleeds. They not going to tell you anything good. It's going to be negative. And that's what people go on. And that's a shame because this really is a great little community. It was
good to me and always has. >> Well, I work hard every day to make it a good little school, too. >> So, we just going to not vote on anything. Just let him continue to build this. And >> I don't know that it requires because he's got his own committee vote on it. He just want >> But yeah, we can fully support that. >> Yeah, something like that. The only thing we would vote on is putting the in the building, you know, outside or whatever. >> What we do is we develop aou like a partnership. Do you remember my understanding? Kind of with the when we develop a platform and then partnersh the district will own the foundation. >> Yes. And so um and and so we will establish a board um and um you
know have the officials you know the secretary chairman and all of that >> platform will be correct. Okay, we got a lawn care bids. That's kind of >> mundane after all that. We had one bid by the gentleman who is doing it right now, Dylan Martin. And the bid is for $37,212.75. And I would make a recommendation that we continue last year. >> Uh Angie, do you know? >> I have to look. >> I don't think there's much more. I remember right. But my question >> I don't remember b that out. >> Yeah, it was it was 30 something,000 last year. I remember >> it was about 35 more expensive. >> Did he bid it out by cut too? >> Yeah. >> Like price per cut. >> Price per mowing $900. >> Now that includes
>> then for the old elementary school area price is per mowing $225 bi-weekly. So, every two weeks would be >> I don't know. We'll be looking for that this football season. >> He he does I think >> you think it's around 800 this past year 200. >> Yeah, >> but I would recommend that you all accept that bid. last year. >> Any further discussion on that? I hear a motion. >> Does that include him um taking those tree limbs off that has fallen on the old elementary school? >> Is this a couple of trees? >> I would think that would be an extra. >> Yeah. >> So, who would be a child? >> Somebody cut that one tree down. The one that fell on Fifth Street. I thought somebody's cutting it up now. That old
tree that's growing on >> fourth on fourth. Yeah, that's >> looks like it's going. >> They've cut the breaker. So that's none of that's big tree, but all that needs to be gone. >> We need to get with energy. They need to go over and pull all those poles. They've cut the service. It's the service is over on the corner of B Park Road and Fourth Street. They pulled all the breakers. So all that's dead, but you still got like transformers. It's got oil in them laying on the ground right there by the baseball park. We almost go over. So you don't see the energy cup that up or making myself a note up here. >> I'll make a motion to approve Dylan Martin for $37,212.75. Second. Motion is made and seconded. All those in
favor say I. I. 600. All right. Next, we have uh Danielle, who is going to ask you to approve updates in the preK handbook. So, Danielle, come on up and tell us about that. >> So, on the first page, I just made like a quick bulleted list of what um we're changing. So, like on the first page, we're changing the date uh 2026 to 2027. Um, we added in because this was a problem this year, um, that we are not an ABC funded program. Um, and that is on the page that the parents have to sign. So, they see that and it's not a question. We're a better beginnings program. Um, which is all may change, but we are not an ABC funded program, which just makes us have to do certain things differently. Um,
I changed on page nine our attendance policy. Um, I had a lot of kids checking in and out early, um, or coming late. So, I put five early checkouts or tardies as one day absence. And that just, uh, will change if we have like a longer waiting list and we have kids who are like checking out a lot or missing a lot that we can get kids in who will be at school every day, you can get that fundamental learning for prek. Um, on page 10, I changed I got the wrong time here. late pickup time will be 4:15 and then for every 15 minutes late there will be a $10 fee that the parents have to pay themselves. Um on page also on page 10 I took out the QR code fee. I talked
to the minimum licensing lady and she said that if we have a school designate and the parents know that they can sign their child in and out because we've had a problem with the iPad losing internet out by the cars. So once the kid enters the room or exits the room, the teacher can sign them in and out and say who their parent picked them up. So we don't have to scan the QR codes or they don't have to remember their numbers that we can do it ourselves. Um and it's in the handbook saying that the school does and we will sign my child in and out. Um on also on page 10, I just took out the key tags part because we won't be using them. On page 11, I updated the dosage for
four-year-old shots um according to the AR um health website. So, all of those are updated of what shots they need by four-year-old um their four-year-old dosages. On page 12, um we had an issue with hitting and biting this year. So on page 12, I added um if a child exhibits a pattern of five documented incidents of repeated physical aggression, including but not limited to biting, hitting, kicking, they could be dismissed from the program. And then later um on page 25, I put if a student bites another student, they must be picked up for the remainder of the day repeated offenses resulting dismissal from the program. We just had an issue with the kid biting and we asked the parent to pick them up and they wouldn't. So now it's in our handbook and they have
signed it saying I agree to coming and picking my child up. Um on page 12 and 13 I changed the year for the poverty guideline and I updated the chart and that's what we base our free and reduced slots off of. So we base it off of the the government's guideline. So I put that in there. Um on page 15 I just changed our slot availability and the percentages of what that is. So five free, five reduced and five full pay. And then highlighted on those bottom ones, the state is required within the past couple weeks that all preks must do a different curriculum. Um, and so the one we're going to go with, it's a free program. It's called Core Knowledge. And I have to just fit it into our schedule now and get
all of the curriculum in there. And then um, this summer when Miss Tammy and I work on the school schedule, I'll also have that in there with it updated. We just don't have those done yet. And that's all I've changed in there. questions. >> Well, I would recommend that you accept the updates in the prek handbook. Make a motion. >> You didn't bite any kids back. >> I I didn't I didn't get bit. They know not to bite me. I didn't have to bite anyone back. Did >> you try pulling back? >> No, they just fall out normally on their own. It's crazy. >> I make a motion. >> Okay. Bill makes motion. Is there a second? Second, Mr. Scott. All those in favor say I. I. >> All those opposed. There's 960. >> Okay,
that brings us to the next topic about going up on prek rates. Uh what we've done in the spirit of compromise is to have rolled that back some but we're still going to have to increase. Uh the full will be 115 a week. Uh faculty will be 85 a week and reduced will be 65. Uh I think it's just delaying the inevitable because everything is just going up up up. But if we could help our families out, you know, I don't mind going back and compromising some on it. So I would uh ask that you approve those figures. >> What was the previous one we had said before? >> Um 15. >> Yeah. >> So there's a that's pretty big drop from what? >> I I thought that we could do that this year and
kind of see how it goes because I know how it's it's tough for working families. I I know that and want to help people out if we can. So, absolutely. I I would ask that you uh approve those uh updated increases. Okay. I hear a motion, Jim Ch. Second. >> Second, >> Commissioner Jones. All those in favor say I. I think so. Opposed. >> Okay. Next, I would ask you to approve the student insurance quote that's in your packet. This is the same company that we've been using. >> It's the same rate. >> Same rate as last year. Okay. >> $5,937.33. A motion second. All right. All those in favor say I. Uh 6. >> Um just wanted there is an optional catastrophic. >> Is that what that was in the last page? >> We
did take it out last year. I didn't know if they wanted to do that again or not. Um, okay. The catastrophic optional does not cover sports, but it would cover all other activities. >> So, I guess >> 650 an extra $656. >> Yeah. I I would make a motion that you would go with the catastrophic >> option as well. >> Approve with catastrophic. That's my motion. Amen. The last motion. >> Yeah. >> It has to be a separate. >> Oh, is a separate? >> Yeah. >> Okay. >> All right. I hear a motion for the $656 catastrophic insurance. Motion, >> Mr. T. Second. >> Second, >> Mr. Jones. All right. All those in favor say I. >> I. Opposed. There is 960. >> Okay. Next, it's looking like we're probably going to need to purchase
a new school bus. And I want Brian to talk with you about these two quotes that you have in your packet. Three quotes. Okay. >> Uh so I've got three different quotes. One's a Bluebird, the other one's Endura, and the other one is a Collins. Uh the Collins is a 2024 model. Uh it don't have any miles on it, but it is still two years old. That's the cheaper of the the three quotes at I believe 103,000. >> This is what you asked for. I'm just giving you >> But it's a The other one is the the the middle one is from Bluebird, which is up the road here. Uh it's a 28 passenger. It's got the Ford chassis on it. That's the one I prefer. >> You would prefer which one now? >> The
Bluebird. >> Now, does this come with like a if we get someone from there, is there a warranty with this kind of thing or like do we have what kind of protection we have on it? the the Ford, you're going to have their uh powertrain warranty and all that. Now, the uh the other stuff, I think there's like a threeear warranty on the the bus parts like the doors and stuff like that. Not real sure that I can find that. >> Not quite. >> Huh? >> It's 115. And the Endura is a uh I don't know anything about them. >> Not new though. >> Oh, it's brand. It's a 27. >> Yeah, it's a brand new one. >> Uh the Endura is also a 27 and I think it's a Ford chassis also. They're just
out of Ohio and I don't know anything about the the company that we would buy it from with the uh National Bus. up in Damascus. If y'all have any questions or >> Well, I would recommend the Bluebird simply because I trust Brian. He's the one that keeps things running and he does the research on it and I have found that Brian can be very much depended on for things like that. So, I would make the motion that we go I would not make the motion. I would make the recommendation that we go to Bluebird. >> I'll make a motion purchase order >> 11570. >> Okay. Chief made that motion. Is there a second? Scott. All those in favor say I. There's none. Okay. Tammy told me she was going to be expensive tonight and she
wasn't kidding. >> I am. >> Okay. I may have you to kind of tell them a little bit about these. Okay. >> Uh I would ask I would recommend that you uh approve this quote from Hagerty for $6,000. And Angie, please tell them what this involves. >> I did, didn't I? Okay. Let's go back to Lexia. I'm sorry. Let's do the $11,050 one first. Tell us about Lexia Learning System and what that's going to purchase for us. >> Okay, that's our um computer learning system that all of the kids use. It's a literacy system. Um they do it during RTI time. So when a teacher pulls her small group back for reading intervention or phonics intervention, the other kids are on Lexia learning. And this is not new. This is just um the next the
our next year. What do you call Reubscription. Thank you. >> Renewal is for all. There we go. >> This is for all age groups. >> Yes, sir. >> Okay. I would recommend that you approve uh this purchase of $11,50 from Lexia Learning Systems. it would be >> and and it we this is what we've been >> at. Just out of curiosity, what did it cost last year? Does anybody know? >> Don't >> I mean I'm just curious as to how >> I don't remember what it was last year. It was less last year, but we had less subscriptions last year. U for example, we didn't use this with kindergarten last year. Our kindergarten teachers thought that it was too hard for our kindergarteners. Um, but I think what we were using, which was reading eggs,
was too easy for our kindergarteners. So, what we've decided to do this year is start out the first semester on reading eggs, letting them, you know, get their feet wet. They're still learning how to come in and sit down. So, um, and then at semester we're we're going to switch over to Lexia. So, it is more than we paid last year, but the actual programming I don't think is more. I think we're just purchasing more licenses. Will this all come out federal money? >> There will be a small part of it that for our ELLL learners I will take out of our ELLL money. Okay. We have plenty there. >> Okay. Well, I would recommend that we approve this quad. Make a motion. Tot. All those in favor say I. >> Opposed. None. Six. All
right. And next, I would recommend that you approve this quote for $6,000 from Heggerty. Tammy, tell us what you're getting for that 6,000. >> Okay. The 6,000 is actually um the PD training for our teachers. I don't know if you guys remember, but we talked about our scores last year with ELA. Even though there's great improvement, if you remember those percentages, there's a lot of room for growth there. And I think Mr. Joey's the one who asked me what I felt like our biggest problem was and we talked about writing. We have no writing program at the elementary school. So teachers are just pulling pieces from here and there wherever they can find which I mean they're trained and they're doing the best that they can with it, but we really need a writing program.
So there's two Heerty Bridge to Writings on here. One is for the actual writing program and then the $6,000 is for the PD. They'll come in this summer or beginning of the school year. We haven't set it up yet because it hasn't been approved, but they'll train our teachers in using the program. So, the 6,000's for the PD. >> Okay. The 16,89725 is for the program. >> That's for the program, and that includes all student workbooks that come with it, the teacher manuals, the online programming, and then the workbooks. >> Okay, let's take the $6,000 one first. I I would recommend that you approve the quote for $6,000 from integrity for PD. Okay, I hear a motion. Scott second. All those in favor say I. I none other. >> All right. And now I would
recommend that you approve the quote for $16,897.25 from Heaggerty for the program itself. Make a motion. >> Okay, Mr. Jones made a motion. Is there a second? Mr. Chief second. All those in favor say I. Uh, >> all right. One more time, Tammy. Uh, tell us what you're purchasing from the 95% group for $15,172.10. >> Okay. This is our phonics program. We currently use 95% for fourth through 6th grade and we use foundations for K um three. We've had foundations for six years now. Um, it's time to look at new programming and new curriculum. And we have tested out 95% in our kindergarten and first grade classroom. And this is the program that our teachers chose. It helps that we already use it um in 4 through six so we can get some continuity across
K6. So instead of uh purchasing foundations which is what you normally approve this is for 95% group and this instead of doing K2 will be K6. >> All right. I would recommend that you approve the quote for $15,17210 from the 95% group. Someone make a motion. Make a motion. Mr. Jones made a motion. I hear a second >> question. >> All those in favor say I. I oppos. >> It's like federal money like when I put money. >> Okay. We had to have a bus repaired. I would ask that you approve payment of $6,27347 to Central Arkansas truck and trailer. >> This one says keep >> they finished. >> Yes, ma'am. >> Throw belt or something. >> No, it's a ECU on it. >> What? Don't move. >> All right. >> Did you read this?
>> Hey, let's see. Let's guess and see if this fixes it. If it doesn't, we'll do something. >> We just keep it's running. >> Yes. >> Okay. It's a 2004 model. So, >> cost more to fix a little less than a new one, >> but it's a lot less than a new one. >> Yeah. I hear a motion. >> I said, >> okay, I didn't hear. >> Sorry. Chief second. All those in favor say I. I. opposed 960. >> Okay. And the last item under new business, uh, we got the statement from the law firm that does the independent investigations. And what you do, you hire an independent investigator. And this was her bill. So, I would ask you to approve the payment of that bill for $7,934 to this RMP law firm in Little
Rock. >> So, we have to be >> Yeah, we do. >> And if it came out not true, >> well, glad it came out not true, but you do have to have it investigated or you would be all over the news. >> Okay. Okay. Mr. Jones made a motion. >> Second time second it. All those in favor say I. I. >> Now there was one item that I left off the agenda and I'm not sure how to go about correcting this. Dylan has uh made some efforts to get a junior high baseball team started in the school district. And really all he wants tonight is to just be able to send out a letter of interest. I don't know how to amend this agenda to get that on it. Or can we just say the
rule? >> Okay. Suspend the rules. >> Suspend the rules. >> Okay. >> I'll make a motion to suspend the rule and add another topic. >> Second. >> All right. Mr. Tim, Mr. Scott, second. All those in favor say I. >> I. I guess 96. >> Well, I mean, I think it's great. The more activities you have for kids, the better. >> So, and that's part of it. So, starting a junior high baseball team, um, right now, currently after sixth grade, there is nothing for baseball in England, Arkansas for these kids. So, a lot of these kids fall off if they're not going to either a go play in Lone Oak uh, wreck ball or on a travel team. Right now, um, there are 10 schools. I've already looked out, looked around. uh found 10 schools.
Boxside, Barton, Harmony Grove, Ryzen, Camden, Star City, Woodlon. There's a I got a list here. There's more than enough to actually have a season. Um so plenty for a full schedule. Uh part of this is bridging that gap between wreck ball and going into high school ball. I've already talked to Coach Nolan quite a bit about this. Um and essentially would build us a better baseball high school baseball program going into it as well. uh starting this team would be at a low cost if someone like myself and another volunteer would uh be willing to coach it and we had to get AAA uh certification, all that stuff, do the whole roundabout, but uh it would be a board approved volunteer as well. Um and then I already have sponsors lined up uh for uniform
cost and way to raise money. So it would be at a low cost to the district to start something like this. Um, besides possible transportation fees, uh, tonight what I'm asking for is, uh, approval to send out an interest form via social media, Google Doc, uh, to gauge interest between the the 26th, 27th school year, 7th, 8th graders to see if there'd be enough to start a team um, for the school is what I'm asking before we even try to launch something. So, uh, that's what I'm asking the board tonight is just the approval to send out an interest form via social media Google document >> sounds like rich pearl and then keep them involved and keep them >> Yeah, it's currently >> paying for their senior. >> It's exactly what it is. It kind
of sets them up up for success. Uh, it sets our school up for success. Currently, we have nothing for them. So, um, and it and it creates a school pride too on top of that. I mean, at some point, I guess England had a junior high baseball team and it fell off somewhere along the line. So, but we have a junior high baseball or basketball team. We've got a junior high football team. We just don't have anything for baseball and there's nothing around here. And that's where we're losing a lot of kids. A lot of interest is in that time frame. So, um >> seventh, eth, and ninth. >> It would be seventh and eighth. Um because currently, that's where I'm looking at the other schools. That's what they're doing. Seventh and eth 9th starts
JV. So 9th, 10th would be kind of more of your JB time frame. And then 11th, 12th, you're looking more varsity time frame, unless you've got a ninth grader, I guess it's probably a stud or something. I don't know. But that's that's Coach Nolan's job there. So, but it would just be seventh and eighth. Um, and there are there's a whole Central Arkansas Middle School league. It's already set up as well, but those are a lot of your North Rock, Benton, Bryant, Sherwood. Um, they're already set up something like that. But, uh, >> they're really close to us. Yeah, they're all close to us. Like I said, there's more than enough schools that are doing this to actually have a full season. So, >> you do have a sponsor for baseball. >> I've already talked
to some sponsors potential um and they were more than happy to uh put some money in. Um and then uh and then if there was a need to do additional fundraising to make it to where it wouldn't cost the district hardly any money to do this cost the district be like the transportation to and from then having CDO drivers drivers that's the main thing >> I I'll get tie care on that >> you have to have co drivers >> and my understanding volunteers can coach but you have to have one school employee >> I'm not sure so this isn't technically uh sanctioned AAA, but they follow AAA rules. Um, and that's why I said probably get the AAA coaching certification just for the reason anyways. But >> I understand that if you have to have
a school employee, >> I I don't know. Would I be considered as a school employee? I don't know. No, >> I don't know. I don't know that it's required. I have to check. I mean, football, you can't you can't do it for football. You can't be the head football coach as a volunteer. I don't think you can do it as basketball. I think I think you can you can with track to look at >> I know Carlile just did it. Maybe I can find out more information from them. >> Let's do a deep dive into it and look into it different idea. >> I appreciate you going to effort to try to fill a gap. >> Yeah. Well, I mean I have a travel baseball team, but it's not doing much for England. So, I
would rather put this time towards England than all these other kids are going to different schools. So, if you need a motion, I'll make a motion. >> Okay. Motion's made to continue to explore it and send out letters to about how many kids would be involved, >> get enough kids to fight. >> I second. >> All right. Awesome. That's Lewis. Second. All those in favor say I. Yeah. Six of them. Okay. >> Explore after you authority. Go ahead and explore it cuz you got enough interest. >> Yeah. We got to see if we got enough interest anyways from the very rip. So, >> I bet you will. >> I think we will. >> You already have a pretty good idea. >> Yeah. I've already talked to quite a few parents and they very interested. So,
okay. Uh, under superintendent updates, I got called before the tripaa again. Just made my day. Uh, I had to write them a letter outlining what we're going to do to correct our athletic culture that we have here and they they accepted it and they were nice. We have got to somehow turn this toxic culture around because we're at the warning stage with AAA now. the next bad incident we have, they're going to cut us out from postseason play. And I'm really surprised they didn't do that this year. Uh, Coach Jackson and Britney and I are going to sit down this summer and redo our handbook and we're going to put some rules in it. And I also told them we were going to try to uh re-establish a chapter of Fellowship of Christian Athletes here
to kind of improve the moral compass of our kids. And I don't know why that went by the wayside. I I understand we used to have a chapter here. Is that right? >> Big chapter here. >> Yeah. Well, I think that, you know, we need to get that started up again. And we're going to get east to make us some signage to put up over there outlining the rules. And Triple A emphasized that everybody is going to have to sit down during the game. You should not be out of your seat except to go to the concession stand or go to the restroom. They want us to strictly segregate visitors from home. In other words, we don't need going sitting over there with Barton, you know, or whoever. We're going to have to strictly enforce
that. And if one of our kids starts a fight during a game, they're going to be out of sports for a year. A year. It's not going to be I'm going to pop somebody this last game of the season, then I can just go on to the next sport. And if we have to escort fans out, they're going to be gone for a year. Uh, Triple A sort of insisted on some of these and I don't know that I disagree with them. Uh, we've just got to teach our student athletes that you don't solve your problems by balling up your fist and decking somebody as much as you'd like to sometimes. Uh, you know, you just can't do that. We've got to get our fans to understand that they cannot set their foot on that
floor. TripleA said they will not tolerate a fan putting as much as a foot on that floor. So, I'm going to go over there with Mr. Woods and we're not going to let anybody sit on those bottom bleachers cuz you're about that far from the floor. Our gym is really small and we need to get in touch with the fire department and find out what our maximum capacity is and stick to that because that is a small gym. So, you know, I I talked with with Lance Taylor about those things and he was satisfied with the letter that I sent. His response is back here. Uh we're just going to have to make it happen. That's all in the world there is to it. Now, we are redistricting this time. We're gonna be playing what?
Ryzen, Lyn Rose, uh, Woodline. Woodline in it. >> You call Woodline. Poland. >> Yeah. Yeah. Poland. I know. They'll be glad to see us again. Uh, but we don't play Barton, so that's good. Uh they were happy with how we had handled the students here, but they have given me and my staff a big job to do. We've got to go back and go through that video and identify every fan we can identify on that floor and ban them for a year from the gym. That's going to take us hours and hours. But we've got to do it before basketball season starts. So, you know, I'm I'm not from England. I don't know these people, but Erica and Angie, you know, will help me and we will identify as many of them as we can.
Now, I also had to agree that if you know we have any more problems with fans that we can't get under control, we may have to play some games without fans. And I don't want that to happen because that's going to just bleed our athletic fun dry. >> But these people are gonna have to learn to behave at games. It's not the set for the Jerry Springer show. This is not what high school sports should look like. You know, it's it's a privilege to get to play high school sports. And you know, we have a winning basketball program and that's something to look back on in your life and take pride in. And it's just a shame. And and I maintain our fans are a bigger problem than the kids are. I I I I
still have never seen anything like what happened over at Powen. But I will tell you this, Erica slowed down the video and and uh Barton was on the floor 30 seconds before any of our fans hit the floor. Now, none of them should have been on the floor. It was stupid. It was absolutely stupid. But, you know, we're going to have to try to fix stupid. And they have given me some pretty tough guidelines to to deal with. And I don't know anything to do but say yes sir, we'll do that. >> Did they do the same thing for Barton? >> No, >> they're not going to tell you what they did for the other one. >> They let go state championship. Didn't do anything. >> Well, now Lance Taylor did tell me that he
caught a lot of heat for that. >> You sure? >> We should. >> And I shut my mouth and just said and didn't say any business doing that. >> Well, I was in a position to where I kind of had to duck my head and be humble and say yes, sir. You had your hat. >> Yeah, because I I mean, you know, we acted bad, but they did, too. And but that doesn't excuse us. I'm not going to point my finger at anybody else. We've got our family to clean up here. And but they won't tell you what they did to other team. >> Who's going to make the decision if to expel a fan from the games? >> Well, those of us who are on duty. if uh if a fan sets foot on
the floor and we're going to have to get this out to people and they're going to test us on it. >> Well, if you're going to have if you're going to have that much police presence, it shouldn't be I mean, the police are the ones that are going to do it and and if they see a fan step on the court, they should be able to figure that out pretty easy. >> Well, and I'm going to meet with all them. And that's another thing I had to agree to is hiring four offduty police officers for each home game. Uh, but I will tell them that they've got stringently enforced this. I I hate that we're backed into this because if we have to hire four offduty deputies, plus if we have to play without fans,
you talking about a lot of money. But we've got this mess and we got to clean it up. And I don't know what to do. Just roll your sleeves up and fall in and try to do it. So, that was my triple delay response. Uh, our accredititation is good. You've got the letter here in your folder. We had one little ding, but we corrected it and they gave us, you know, we got the ding wasn't any big deal, but I didn't want a ding on it, so we got rid of that. And I need to ask y'all to delay our June board meeting for a week because I'll be on vacation. I'll be in Las Vegas when we're supposed to have a board meeting. So if that be okay, it'll be >> we can do
>> the next week. >> It'll be moved the fourth Tuesday. >> Yeah. Tuesday. That'll get me back from California to Las Vegas. And on June the 3rd, I'm going to attend the ASBA school law training in Little Rock. And the AAA thing was my biggest thing in my superintendent report tonight. I want y'all to understand that we're we're facing some big challenges ahead. >> On your response to the triple AAA and I know all this is not engraved in stone yet and there'll be some changes and I don't disagree with anything on there at all except the second thing. If an athlete removes their shirt before entering the locker room, they will be disciplined by the coach athletic director. >> That's coming from TripleA. >> I Well, I'd like to see it a little more
serious than that. I I I would like I I would like to I'd like them to be able to read what the punishment's going to be before that happens. In other words, don't wait on the coach or don't wait on the >> That that'll be in the new handbook. They they will have that. we'll get you all to approve the handbook and that somehow or other the taking the shirt off is a big no no trip for the life and they were you know not happy with that. So I told them we would do that and >> I just think they ought to know the punishment beforehand instead of leaving you know one one kid might get punishment one way another kid might get punished it a different way. >> We're going to send the
the handbook home with them and make their parents sign off on the handbook if they received and read the handbook. Uh, I also, and maybe this is just a woman thing with me, I would like for them to quit pulling their trunks down to where they have five inches of their drawers sticking out. I just don't think that looks very nice. And I I'm going to encourage the coaches to stop at that. Agree. >> Yeah. But yeah, they'll know in advance. Sure will. But the Triple A specifically brought that up. Coach Carter >> going before the tripaa is about as much fun as a preparation for colonoscopy. So I'm hoping that we've got that done now. But you know they they've been nice but I won't say that I've agreed with all of it because
well it's kind of like what you said Patricia but they're not going to tell you that. Okay. Um that brings us to personnel. You ready to go in personnel? Let me find my personnel sheet here. Okay. I was a little bit afraid that all the negative press we've had would keep us from having good quality applicants this year, but I'm going to tell you, I've been tickled with them. We've had some good ones. And we have looked at this through the lens of who's going to be a good teacher more so than who's going to be a good coach because this is our thinking. We pay them at least $50,000 a year to teach school and we give them a small stop and to coach. So, which one should be more important? So, that's kind
of what we're going at. Now, first of all, I would like to ask you all to hire Carla Balden as the head b head head girls basketball coach and she's going to be teaching the pre-educator classes and intro to business. I understand Carla has worked here before. She's currently at Dermont. Uh, she had a real good interview. So, I would like to ask you all to hire Carla Balden as the head girls basketball coach. >> Second, Miss Lewis made the motion. Mr. T second. All those in favor say I. >> I oppose. 6. >> Valerie Benton from Scott just had a marvelous interview. We were so impressed with her. Uh I would like to ask you to hire her for high school business and assistant girls basketball coach. >> So second Jim Houston made a
motion. Okay. Mr. Jim Chief made the motion. Mr. Jones second. All those in favor say I. >> Opposed. >> No opposition 6. I would like to ask you to hire Laura Jet as our ELA and dyslexia interventionist at the high school. ELA is strategic reading. So she would kind of be an interventionist. We were very impressed with her interview as well. >> A motion motion. >> Mr. T. >> Mr. Scott Chief second. All those in favor say I. I >> oppose. Six. >> All right. I would like to ask you to hire Erica O'Neal as middle school science teacher. We were also very impressed with her interview. >> Motion, >> Mr. Jones. Second. >> Second, Mr. Jimchi. All those in favor say I. >> Opposed. 60. >> I'd like to ask you to hire Logan
Welch for high school social studies, assistant football, and assistant track. Did he ask us could he have a bus route? >> Absolutely. >> Sure. >> That pretty well that pretty well cinched his his brother. >> He might regret it. >> Yes. Let's let's please hire Logan Welch. >> I hear a motion. >> Motion. >> Mr. K. >> Second. Mr. Jones. All those in favor say I. >> Opposed. >> 6. Next, I'd like to ask you to hire Coach John Bell from Middle School Business. Coach Bell has been a long-term sub for us all year, and he told us that he would really like to be on our our faculty, and he's done a good job for us, and and I I'm happy to recommend him to teach middle school business. I hear a motion, Mr.
Scott Che. Second. Second, Mr. Jones. All those in favor say I. I. Oppos. 6. I would next like to ask you to hire Sarah Morris for elementary music. We're moving Mr. Beckman to teaching driver's ed and two classes of PE, seventh and eighth music and the two bands. So that's why we needed Miss Morris to teach music. Have a motion. >> Mr. Ty, >> second Mr. Jones. >> All those in favor say I. I. opposed 60. >> And I'm told that Sarah Morris used to be here and was really well thought of. >> Okay. Moving to classified personnel. I would like to ask you to hire Johnny McKini as a substitute bus driver. He has passed his CDL. >> Mr. Jim Cheeks made a motion. >> Miss Lewis second. All those in favor say I.
I oppose 6. >> Next, I would like to ask you to allow me to turn in a waiver for Angela Jordan. She's one of our custodians uh concerning her background check. So, I make uh the recommendation that you grant a waiver for her on the background check. Second, make a motion. Mr. I second. All those in favor say I. >> I. >> Opposed. 60. >> You want to do all the resignations as one? Here we go. >> Okay. The following people have uh turned in their letters of resignation. Rosemary Benjamin, Melissa Kase, J.R. Dennis, Chris Hower, Cassie Henderson, and Katherine Shipman. I would make a recommendation that you accept those resignations. >> So, if we don't accept JR, does he have to stop? >> Well, we're going to miss Jr., but I don't I don't
blame him. He's had a really good opportunity to move up and I I would not stand in his way. Okay. >> Can't fault someone for that. >> No, you really cannot. >> He's got a reputation of being that that good. >> We could hope that he doesn't like it wants to come back, though. All right. You have a motion to approve these resignations. Make >> a motion. Mr. T. >> Mr. Jones. All those in favor say I. >> I. Oppos. 6. >> How well teacher now? Man, we're getting close to >> We're getting close. We've still got to try to I think that uh math is going to be okay. So I I'm thinking we're getting it we're getting it close. We got the vast majority of it. We still have a few more to
go. Obviously east. Yeah. East. We have advertised for east and we have advertised for high school counselor as well. and I appreciate you coming to the board meeting tonight. Everybody tells me Hillary is very conscientious and always does a good job. Okay. >> Make a motion to adjourn. >> Second. >> All those in favor stand up. >> We're done.
