001[Music] so [Music] so [Music] do [Music] so [Music] so [Music] do [Music] so [Music] so [Music] all right i've got 6 11. um welcome everyone to our regular board meeting everybody's had a chance to look over the agenda um there's nothing we need to add we'll begin to begin the meeting first item we have tonight is the approval of minutes from our october 21st meeting one thing i did have on the minutes is we voted for both years right for the one thousand dollar yeah it'll it'll it'll come over and when it's time okay okay well the minutes only stated the one year i didn't know if we needed to add right there eight okay and next years will also be out of sr3 correct yes so we won't have to take further action it's

002going to be automatic so it'll be in the minutes all right any other issues or comments concerning the minutes yeah all right if not i need a motion to approve second second all right we have a motion and a second all in favor say aye aye any opposed like sign excuse me motion carries all right the next item's monthly staff spotlight i'll turn it over to dr white i'm gonna take this off so i can read um so right now um i didn't get pictures this time uh it's been a crazy week we're gonna try and get pictures tomorrow during the little outdoor pep rally um together at one time so at the elementary school you have miss donna goldens and donna's remarkable age she carries deputy for our students mess she finds time in

003her schedule rti interventions she's always doing something thoughtful and kind for students in the faculty she goes beyond the normal thank you for your dedication and thoughtfulness and then the high school is miss lindley bull uh lonely goes above and beyond for her students and fellow teachers she creates and sees that's attitude for learning among her students and colleagues she's the epitome of what it means to be a jaguar she's willing to help with whatever needs to be done if she doesn't know what to do she's not afraid to ask for help she's so deserving so two good choices two good choices for our staff so pre-k through second we have mr ryder osborne he always tries his best and follows directions i love the name writer yeah he's he's a great little kid um

004i actually took him home today awesome um hadley rushing hadley is a remarkable student in many ways she's extremely kind of polite their tears and teachers cheerful has an excellent attitude about school she's also an outstanding student academically truly exudes jaguar appeal and drive miss alana allman for 7th through 9th grade i watch her be so so so so kind and helpful to her peers she helps them with their work or other needs they may have she minds her own business she's unique and doesn't seem to be bothered by anyone's remarks her self-consciousness confidence is needed everywhere and then 10th through 12th grade mr logan coles logan's one of my classes with the student he needs a lot of help with things he's very patient with him he's always willing to help him with something

005even when he is busy doing his own work that's awesome so yeah great great group of kids great staff and a testament to the kids that we have so again congratulations to all those and and thanks to uh those teachers as well um the next item that we have is financials uh we'll start with the board report any issues with anything on the board report if not we'll go into the check register now we'll tell you on next week's next week's board report your yeah you are going to see an increase in water for the agra building um significant um had a leak didn't know it and as soon as we found out about we fixed it where was the leakage it's around the toilet somewhere um they're in the building there's one thing we

006can figure out we had him go ahead and check the seals and change out the little plunger and stuff and it seems to stop it so if we contact the city will they help us on anything like because i know there's additional charges tied in well they adjusted it okay so it's still a lot but they adjusted it okay good it's a lot of check scared all right any questions concerning the check register if not we'll move on to the legal balance spreadsheet [Music] okay as you can see here we all got we got 495 thousand dollars in revenue yeah good month we spent 532 bad months we're looking at right now legal balance ending at 768 based on current stuff which is decline of 396. now as compared to last month where we went

007down 300 some thousand dollars we cut it down we went down another safety so i came up with this yeah i do like the comparison so this is revenue over the last four years and you can see pretty stable in july took a little hit here in august as compared to last year for his revenue a little more in september than we got last year well behind the two previous years um october about par with the previous year um november usually is a pretty good year or good year good month and then you're the rest now i can tell you right now we're going to be somewhere think about right here for november okay gain a little more ground yep if we can control our expenses which is what we've been doing um so so

008what's the deal back up going on that on may the last two years is that kovid monies coming in or i'm honestly not sure why you have such a big increase in may um it just may be just when taxes are are processed and we make up the like 2019 solo right and then 2020 2021 just skyrocketing i'm not sure let's hope that trend continues yeah because you got me you definitely have peaks and valleys here the there's there's a trend on that um on your ribbon on our revenue a little bit lower every month this year so far right um except for this month right right and i was wondering and just looking back though if this is the other school districts are having the same oh yeah and i figured as much because

009of just money coming in yeah money being spent there's just not as much i mean but everywhere yeah and then if you look at our expenses about the same in july a little less in august a little more september a little more in october so any idea what it's attributed to yeah we had to replace stuff okay i mean you know we we cut so much last year and we're like oh we can hold off on it we've had uh we've had to do some different things figure some of it's just inflation too so yeah everything's just going up the cost of diesel um i know last year was i mean it was a bare bones year it wasn't whatever we had to have we bought and okay so and that's that's kind of where

010we're going again this year um because we need to continue to develop and build that that sound base you know what i'm saying um so in the future we'll be able to do those building projects and and have the revenue put back in like a building fund and different things okay and we're just we're just more efficient with our money and staffing and materials and different things all right any questions concerning anything on financials financial report right if not i'll entertain a motion to approve second second all right we have a motion and a second to approve the financial reports all in favor say aye aye any opposed like son motion carries our next item we have action items first one's considered the covet information okay so i threw together like a historical perspective so

011this was in september okay this is first of october okay this was october 25th we made it to green okay this is november 1st november 8th right today see that a lot of orange and red yeah it went from like almost none to like a big pocket just right out of the north last couple days yep this is vaccination rates by county on the 11th this is vaccination rates by county um as of the 25th of october this was the 15th that's what you're saying is this may be as good as it gets it might be um they said this is something we're just we're dealing with well on a daily basis we need to think about two that children five and over just got approved three weeks ago so they did those rates i

012see that trending up well in this transition rate yeah and this trend table right here yeah it shows 20 nothing 16 nothing 43. what we got to remember though is basically you're doubling this number for our county because we don't have 10 000 people right so we've got about 21 22 people in the county as of the 15th but when you go and look this morning on the health department's website we have 19. so it's even dropped since this came out and then these are our numbers you can see back first of september 1st of october and then boom we're down here in november land moving into thanksgiving and things so there's that so really what we've got to decide is currently right now in our district we've got one positive case that came from

013outside the district outside of school and we have five quarantines and that's been pretty consistent five quarantined they've changed the guidance to where it's a three foot separation it's not six foot anymore it's a three foot for within three feet whatever um like mr hannah said everyone five and up now has the opportunity to be vaccinated um you know it's been out now for three weeks then we figured out three weeks sure yeah so over the course of thanksgiving i'm hoping a lot more people go get vaccinated over thanksgiving because i'll have time maybe um because we're out the whole week um so i think we're getting to the point either people are going to get vaccinated and take care of it or they're not and then if they're not vaccinated they're going to be

014the ones being sent home while the vaccinated people want what's their symptomatic arm so previously though there was the importance of the mask helped us with quarantining because it was if the student was exposed and was masked and within a certain distance um six feet six feet okay if they were masking outside of six feet they were covered they didn't have to be quarantined if they were masked within six feet they didn't have to cover as long as they weren't symptomatic okay but now you're saying that's been changed to three foot distance so the distance has been halved well yeah i mean it's this close and so but does a mask help in that situation if there's a three foot distance whether they're masked or not masked it can i mean on the quarantining so

015but do they still get sent i mean will they still be quarantined if they whether they have on the mask or not it depends are they vaccinated or not so that's what i'm getting at the mask is not used to it was the mask it was kind of the determining factor on whether they were recording it still can be but but now you're saying it's in if they're vaccinated as a more of a determining factor and whether they're quarantined not the mask i think at this point it is um because i think right now schools are pretty much schools and hospitals medical areas are the only ones that are requiring any kind of masking and currently right now we're a minority from what i can tell as far as masks now i know you have

016some schools that have done like um they've done away with the mandatory mass and gone to an optional or highly recommended jacksonville did the other night they went to a red light yellow light green light kind of system to where if their numbers hit a certain percentage um they push something out on facebook or whatever saying hey it's red light for the next two weeks or your mask or hey it's yellow it's highly recommended or green we're good it's just totally optional um so i think that's that's a decent way to respond i agree to it um there's just one one school is using these numbers one school is using these numbers from different sources um and i've looked at different schools and i'm like well the way you've got it set up if we

017go by the numbers that you say you're going to use then your kids all be masked right now and they're not because you just said hey masks are optional yeah um i don't know where to go i don't know what to use to guide us as far as as numbers go to be honest well the problem we just have county data we don't have school district yeah um data well we got school kids but right now we can go by our data i mean that's that's something i can go i mean i can get every day because we were using what the stuff from the arkansas center for health improvement right that's what we've been using and we decided we were going to stick with that and change i thought they were going to be

018publishing it well they're phasing it out yeah it's gone after what this week yeah so we're losing that metric so now we can go by um the county data that the department of health puts out all the time um and we're not we're like not we're not on the education list because we don't have five people that are positive um so we've only got one right now so and that's a good thing yeah yeah i mean our numbers are extremely low uh and we can still go by the county data which we get that every day um we could just i mean we could say if we're under x amount uh on the county data we could um you know highly recommend say say we say say one optional you could say at this point

019it's highly recommended at this point it's mandatory based on county data and we like i said we can get that every day what were the numbers when we got into the green what was it so 20 or about so really 10 cases for the county yellow was or actual cases or is it no i got it up here so the red was 0 to 19. no that's vaccinated zero to nine was a dark green 10 to 19 was light green 20 to 29 was the yellow 30 to 49 is the orange 50 to 99 is the red and then purple is 100 or more so yellow is really 15 cases for us we're kind of doubling at the top yeah orange is 25. of course red is a no-brainer all right so is that something

020that interests the board if we you know a couple of things that concern me and just to speak freely we have thanksgiving holiday next week and i know there's this is probably going to be the first year in a while that everybody really is going to get together and that's concerning because people are traveling all over so we have that and i think with the number of vaccinations and people being responsible and everything like that is good is a good thing i think it's probably not a good thing that you know that's going to happen i'm glad everybody is it's a good thing another thing that i thought about is we're what we've done is protect our our children and our staff by doing this and that's my main concern is making sure everyone is

021safe we have one case other places aren't doing they have a lot more so devil's advocate whatever you may say whatever that's how i feel about that too well you know we're well over i would say we're over 80 percent now before our staff vaccinated yeah um that's gross students i don't know because i can't right what's your opinion on this right now did i just throw you under the bus thank you thank you all right well oh big truck or yeah no i mean honestly my personal opinion my personal opinion i think what we're dealing with is here yeah we've got to figure out how to manage it um the vaccinations are available for five and up if you choose to go get vaccinated great when unless you're symptomatic you'll be at school if

022you choose not to get vaccinated which is totally your choice that's fine but in making that choice you're choosing to where if you get exposed or you get vaccinated by law we we have to quarantine you or we have to isolate you um that's that's a choice people can make themselves yes absolutely um i think as a plus during during vacation kids will get vaccinated then there's two wars i would hope so then two more weeks i guess they get their second if i'm not mistaken so by the time you know three christmas holidays three thank you i came in christmas vacation comes around you know we have a lot more kids hopefully vaccinated i came excited because i thought the numbers were where they needed to be they were they were really good until

023they updated them this afternoon i mean i went in and i just changed that you know in the state had an additional [Music] i don't want to be like june we're we were all good it was all great and then it was just like just gobsmacked i mean just you know yeah the delta variant here yeah um but at the same time at the same time i think what we're what we're experiencing is the governor's not gonna willing to do it the governor's not gonna do a mandate the health department's not going to do a mandate they're leaving up to individual schools to act in my opinion to do what the health department should do um if they're going to do something i'll be honest so and as we were doing when we started all

024this when everything was so wound up um if you look at like you said schools and hospitals are about all this doing anymore at one point we weren't having social events we weren't having ball we weren't having family gathering we weren't having anything all you went to is the grocery store the doctor at home and now you know as we're talking about this we at some point you can't just force people to to wear a mask or be at some point it's going to get old and and people were just not going to want to do it to some extent and as we're having like the ballgame tomorrow night even though it's an outdoor venue and i know people were talking about outdoors versus indoors it's a whole lot more cozy when you're outdoors and

025you're sitting you know like this against people and and not wearing my ass and doing so there comes a point and i don't know and i'm not saying i have the answer i'm just saying there comes a point when you weigh all this together and then you have the like like you know john said the holidays and all that but i don't know how much preventative maintenance we can do with these things for and for how long well i'll be honest because the mandate we have in place is just during the academic school day i was going to say they're not at the gym tonight no no you want to wear a mask great if you don't great come on in um so at some point you kind of got to know what you know

026my thinking was this we didn't we never debated whether masks were effective or not it was strictly due to quarantining that's the reason we implemented it correct so now we're at a point where the masks really don't play a large part in whether kids quarantine or not it's more of whether they're vaccinated so i understand in my opinion because because the distance is changing you know if i'm sitting like this and i'm unvaccinated and i'm not wearing my mask right i mean you know i'm only gets it home but we don't have those opport though six foot was difficult to do in our classrooms yes because that would have been right our classrooms are small small enough we couldn't socially distance at six feet at three feet we can so the masks become less important

027in my opinion as it relates to what it initially was the intent the intent right i agree so now it becomes more of a a debate on is a mask effective or not and i don't want to get in that exactly my point and exactly my point i don't want to get to that point that's somebody else's job somebody else's expertise i agree um if you want to recognize okay my recommendation as a superintendent would be we go optional you know what we can do an optional wear it if you want to top with the caveat of cases go up if cases go up we will have to look at their circumstances change and even i didn't mean to put you out there i just didn't know i didn't know what to do is different

028than what our norm is because the dress code's always been you can't have a face covering so that we're still leaving it optional being able to wear one and i'm okay deviation i mean i'll probably wear a mask but if it does get to a point where we get back into this higher number right higher numbers than we aspect we may have to i don't know we'll have to think about that because at that point we want to do whatever we can to keep the spread a lot a lot of kids we're keeping it down now by doing this well we don't know if it's the mask that's that's the whole point i'm getting it hurt what can it hurt if it wasn't if it was or wasn't that's what i'm getting at it we

029don't know if it is the mask it was just strictly from quarantining well i'm looking around our room everybody's wearing one here and i think it's a good idea well that's because we've asked our students and staff to wear it so yeah in our in our email or the survey that went out as well i mean it was uh 58 in favor of of keeping it if i'm not mistaken right 59 no 59 change for change yeah remove it um i said keep this 67.6 actually was 86 80 something percent i forget now um because you had all the other little 15.4 percent that need to be both buildings the 67.6 and then whatever was left said to do away with the period make it awful highly recommended or optional that kind of language um

030and our numbers have dropped but like i said i think we're going to be dealing with this for a couple years actually i think as you get different variants and different things i mean i'm going saturday or monday to get my booster and my flu shot i mean you know most countries the delta seemed like a hit exploded then left you know we kind of felt like around thanksgiving it would again be flattened out and and i think that's where we're at but this seems to be like we're at the flat yeah and i think you're gonna i'm no medical expert i mean either let me get um but i think what we're seeing here is people are starting to get out more now like you were saying we're going to see a little uptick

031i think um i hope there's not a great big one i hope because of thanksgiving we don't get a whole bunch um and a 30 vaccination rate doesn't no no if more people would vaccinate we wouldn't have to do any kind of quarantine or anything a lot of people have been yeah you know and and i guess what i'm saying what i'm thinking is and again i'm not an expert from what i've read it seems like this may be the flat like it's never going to go around well you're going to have some cases but this kind of seems like it's by looking at that graph like that's as flat as it's going to get i guess what i'm thinking y'all think as a school district our job should be to try to educate the

032people as much as possible whether it's covet or other things and but in my opinion we need to allow them to make a choice if we if we can educate them and yeah because after all we are our school board we're not a medal right and so here's where they're saying we have substantial transmission this is what the cdc it says masked requirements might vary from place to place make sure you follow the local laws okay and that's what we're running into they're willing to put out there and say hey you've got a substantial transmission even though we may only have one case in the school and ten you know i like the statement where they said everyone should wear a mask in public indoor settings but then they're not willing to go out there

033and sure right yeah so i noticed that though that's i think it's about personal responsibility but not everybody is very responsible man but that's the thing about it is it's their job to regulate from rotten very good health right hey but we can do it as a board right they want to pass the bucks that's right well this is okay we can't do that we we're everybody we're appointed or voted on to make decisions to keep our educate and keep our staff and children safe now the survey uh 59.8 percent of the people feel like a change is needed and that was back before we turned greed that's right and i understand hey i understand that because people are frustrated and people are tired right everybody is well even if with with us potentially doing

034away with the mask mandate it's still going to be strongly recommended they wear a mask so some will continue to wear a mask some won't that's that's fine and like i said we can have a metric to where we can say at this time our numbers are high we we we we don't have to go back to man we say we we strongly encourage you to wear a mask um to protect yourselves and your loved ones because of the substantial transmission yeah do we do a percentage increase in the school or the county how are we going to do that because you think about the one case we do have it's a young man caught it from outside of the school right so i would say county day data and how do we do that

035is there a 10 rise in cases well that's why we've got the scale here we got 10 cases we were green so anything 10 or less is is good you know masks are optional 15 cases to 20 24 it was strongly recommended i think actually you can probably double that because you think what they were getting their numbers was they were taking that number and doubling it or other counties you don't double it because you just haven't yeah well i have it i have it no he had it yeah so it was it was 20 and he changed it to 10 is what we had yeah i actually did it what i thought our counties would be i have the number they showed on the screen so like right here yeah it shows 20 but

036we don't have 10 thousand so he just put ten down yeah it says ten to nineteen so i just said twenty yeah so ten ten cases are below we should be considered green fifteen cases or below we should be considered yellow twenty five cases are below well i say below 25 cases down to 16 we would be orange based on double numbers right so i with those yeah with those numbers there i just took half of those numbers for our actual numbers for our county so my thinking would be if green is just mass curve or optional orange so right now at orange we would be strongly recommended that's november 15th okay red would be we'd be flirting with mandatory again i'm in my opinion and with this that when we're going to go back

037data to this i know state health department when we start using that are we going to have these same numbers well we'll have county numbers we have county numbers that we can build we can determine the from that right and that's why i got this metric now well they we still had what they were basing it off of we can still follow that same guideline yeah and this is that comes out every daily right you said the the the county data does the county did it this didn't though well but this is based off of county data yeah it was compiled every three or four days as the door front door so 10 cases and below were green 15 cases down to 11 were yellow 25 cases down to 16 were considered orange anything above

038uh anything 26 cases and above would be considered red is that i mean that's 10 15 25 10 15 25 and then 25 plus 25 or 26 plus green would be optional yellow encouraged orange strongly recommended red so how are you gonna is this gonna be a daily thing i would say average weekly average is this okay so the following week would be from the previous week does that be right for a county data average yeah i think so because we we could track it we could track it daily and then have an average for that week and say okay so now if it's trending upward and we're right there at it we may want to go ahead and go to that next level just to be proactive yeah we can do it is this

039something that i mean our policy the way it is now something we'll have to vote on and change um well we've got to vote to take away the mandatory mass mandate we've got now um if we go to something like this we need to vote on this to institute it so they know what to follow does it have to be uh unanimous majority no just majority thanks okay red okay so it's optional incurred strongly encouraged or strongly recommended and then red would be mandatory required i know we're doing this for voting the policy but would you want to consult with mandy or somebody as far as their opinion on since there's a contact and dealing with this stuff daily yeah i mean i mean i'm not saying they're made up numbers but with our imaginary

040numbers well this is kind of what our we've been basing it off all along yeah that's well when it got to a certain point we wouldn't make a decision we just didn't mandatory and it's been that way to have to monitor rise and fall and what the what you think of different numbers you know you see what i'm saying as far as because like he said once you go away it's gonna be hard to come back and it's gonna be hard to do it on a weekly and the notification system of doing this is going to be in my opinion it's going to be an overload for somebody and who i mean who's it going to fall on it's got to fall on somebody i mean it really does well if it takes us you

041know 30 45 minutes to figure it out it's going to take him a certain time from a certain amount of time to monitor it i mean we talking about monitoring the numbers well just in general and getting the word out and then and just i mean honestly what you're going to deal with that's why i was thinking if it was weekly by friday he would know for to announce for the the next week or something possibly you know what about everyone you're going to have a certain amount that are going to go up with that mask on oh i didn't get the memo and then you're going to play mask police for a day or two trying to get people to wear them again and do we really want to get into it's simple with

042the gothic dude the way i see it i know you all work to me it's do it or dawn i mean what's your opinion on a varying i mean i know you don't like to play mass police there's no way to do that you got a team yeah for administrators oh like i said there's there's schools that are doing it this way are they doing it that way and then there's some they're just like it's optional if it gets worse we'll we'll meet again do you know any that have done it for very long no no i was just curious i was just trying to take this out of this decision process it's good to have middle ground there's not always an on and on switch you should you should have options like this and

043it's good to discuss it because if you i mean you can fall it's there's hope and people are starting to see that if you have a uh instrument like this to go by a tool to go by it's good to have you fall back if we think this is too complicated we could simplify it and right now the county numbers we have according to where they have today is 19. so we fall in that yellow zone which would mean what would you scratch down there they'd be encouraged yeah but i mean just just what is that i can't read your writing what does that say so we've got optional encouraged strongly recommended required i mean does the wording really i mean i guess you could send them out for a just kind of a reminder

044type thing but most people are gonna do that one or that one well i'm not gonna pay attention to the middle well my thinking is this if we drew a line in the middle anything above yellow and above we're strongly going to recommend wearing a mask you don't have to but we think it would be beneficial once you fall below this number or numbers exceed yellow we get to orange then we're looking at i guess y'all's option what do you do in that situation are we willing to go back and mandate or do we let it just run its course and quarantine whoever we have to and that's the ultimate i mean if it's if we're down here in these small areas it's not a concern when we get up here is where we lose

045days in school most the most hey chris can you make sure this doesn't show up real quick have you talked to anybody that has had the mandate lifted for any amount of time and has it affected their numbers yeah there's some that have to say they haven't had it at all and their numbers are very similar to everybody else's yeah so isolation at school just isolation right these two these two are the big numbers right d and e our highest number nine was right yeah back in august yeah i mean it was just it wasn't changing we we're skipping days now because it's staying the same the last few is building well these are already back home i mean these are back in school already okay um so you know and i've had i've kind

046of changed to a i was gonna do like after we came back from thanksgiving do it by the week just see okay on this friday we were here on the next friday we were here on the next friday we were here um just because we weren't seeing a huge jump and so you know there's other things my people can do besides track these numbers um but even here i mean you can see back on the 20th we got 124 cases in woodruff county in september and then just you know just moments go back up there again to that high number so we had 124 cases and we had no one in our school nope when was the highest number nine what was in the county when we had nine in the school 151 i'm right

047ahead of it so it's just russian roulette i mean it's just well now it's delayed i said that was per ten thousand yeah that was 71 in the county at the time and then down here we had 74. again the numbers are yeah it's just the which group that's after labor day too i think yeah that would have been right when because you had on the sixth and two weeks later boom yeah so now we have thanksgiving coming up it's going to be the biggest thanksgiving in two years but at this time nobody could get vaccinated if they were under the age of 12. well that's that's that's good yeah let's throw that out there that's that's the one well that's the one point i keep going back to anyone that was below the age

048of 12 we didn't have an option for him right so we did everything we could to try to protect them as well as the other students but now everybody has the opportunity to get vaccinated as a parent i can make that choice for my child to try to protect my child yes before then that wasn't the case and i had to rely on other people protecting themselves themselves to help protect my child hopefully that's it's not been alleviated but less dependent upon other people's actions now i can take more control of my own child by having them vaccinated they have options personally i'm i know they're tired of wearing the mask and we hear it now that's not a reason to do away with the mask mandate but at this point i don't know that

049it serves the purpose that it initially did with us on quarantining issues um so we we've got other avenues to protect those kids or the parents do um and there is one other place you have to wear a mask at budwelter you know do you yeah yeah budwell arena that's on the ticket so um all right so we have a mass mandate in place now uh for any changes to be made it has to be made official with a motion second and a vote um so at this point what do y'all want to do with the current mask mandate that's in place anybody anybody uh i might make a motion dirty to do this well let's do away with the mass mandate first then we'll look at the options for that so you want to

050do away all right we have a motion to remove the current mask mandate that's in place do we have a second all right we have a second all right before we vote any discussion or questions concerning the removal of the mask mandate all right seeing that there is none um we will move to vote all in favor of removing the current mask mandate please say aye anyone opposed uh like sign uh all right so we've got that a four to one vote to remove the mask mandate so the mandate's been removed all right so with the mandate removed our options are to do nothing uh policy wise just leave it as strongly recommended and just let nature take its course or other schools uh other options some schools are exploring are the ones that we

051discussed where we've got the similar to what we've done in the past to monitor it locally by this green yellow orange red scale so was there uh i guess is there a motion from the group or a member to uh pursue one avenue or the other you mentioned this a while ago inception if the numbers get too high okay we as a born look at it again okay all right so all right we've got a motion that we're looking at this um this monitoring system we've got or we've discussed where um pretty much we've grouped green and yellow together so we're looking at anything locally within our county 15 cases or less we're still strongly recommending mask wearing inside our school district if we exceed that would be 24 cases or less i'm sorry 24.

052and i was looking i was like yes [Laughter] 15 is where we start in the yellow yeah so 24 cases in the county or less uh would be um mass squaring would still be encouraged or strongly recommended we might as well say when we exceed 25 cases we're getting into that that danger zone again um so we want to say 25 cases or more so we'll simplify like we discussed a while ago we're strongly recommended that would be 12 okay 12 and a half now this is 25 actual total for the county and then that's a complicated say we can say 25 enough it's strongly recommended that if it gets to the point where the numbers are really increasing by day we just have a we have a meeting and meeting yeah is that okay

053with you on the motion okay yeah so if we are we exceed 25 cases at the county level for the week average is that the change from the last week before well it could just be total that day if we get a day and it spikes to 25 we'll try to call a meeting as quickly as we can to discuss because we'll need to evaluate the trend and cohen sucks all right karen have you got that i don't know that i don't discuss the trend okay so is everybody comfortable with that we reach 25 cases in the county or more we'll we'll meet to discuss our options at that point sounds like the best option unfortunately correct yeah right 25 positive cases all right so we have a motion is there a second to this

054this new scale we just mentioned i need a second or it's going to die all right we have a second all right any discussion comments questions concerns i still think it's going to be complicated but we'll see how it works well yeah this is it can't be much more simple well we're talking 24 or less nothing 25 or more we'd go back and look at it basically we just reserved the right for the future for spikes to look at pretty much long and short i'm good but basically if you get the vaccination i would strongly encourage you to get to that connection right and then this isn't a concern right hopefully yeah if you're vaccinated you don't have to be quarantined at all unless you're symptomatic and then you won't want to be at school

055right so that's another question i have right quick off i digress a little bit if you're symptomatic for two days the symptoms succeed you go back to school the third day no because you'd have to still follow the isolation the isolation and quarantine rules haven't changed okay we still have to implement those okay um just like they are now okay [Applause] all right so we have a motion and a second following county averages or following county cases 24 or less no action taken on our part we're just going to strongly recommend mask 25 and above as a board we'll meet and discuss options at that point and look at trends or whatnot all right so let's move to vote all in favor of the using this scale we've just discussed please say aye any oppose

056like sign all right motion carries let's let's hope this works at least um we can monitor it and we may have to respond keep but fingers crossed all right the next item consider the approval of when oh oh i'm going to start well we talked about first day back from thanksgiving break yeah this will begin november 29th the first day back from thanksgiving break because we only got tomorrow right and there's no way we could get it out tonight no no not everybody so starting uh first day of school back november 29th that's what you said yeah okay november 29th first day back from thanksgiving break all right uh the next item consider the approval of student transfers yeah we have a special what i consider a special case [Music] i do believe it's in

057the interest of the student to go ahead and transfer to win i already kind of had a conversation there with the superintendent and he agreed with me um we just need to kind of get the paperwork signed and okay and let this kid do it do it do what they need to do okay sure all right so this will be a board to board transfer um which is the only way a kid could transfer at this point it's two kids same family okay all right so um i need a motion to accept two students transferring from mccrory school district to win school district by board board to board transfer second second all right we have a motion in a second all in favor say aye aye any opposed like sign motion carries we'll all have

058to sign that as well with our vote beside it all right and well y'all that around well now i gotta wait [Laughter] i'm trying to get ahead of myself yeah then that page right there i'm gonna believe i hear that resident yeah uh the consider the sipa compliance information yes i have to read this to you oh do you sweet so while you're signing this i can i can do this i want to say inflection in your voice i mean just sell it to us the children's interpretation act was enacted by congress 2000 to address concerns about children's access to senior harmful content over the internet sipa imposes certain requirements on schools or libraries that receive discounts for internet access or internal connections through the e-rate program so what sipa allows us to do is

059access e-rate schools and libraries subject to sipa may not receive the discounts offered by the e-read program unless they certify that they have an internet safety policy that includes technology protection measures the protection measures must block or filter internet access to pictures that are a obscene b child pornography or c harmful to minors for computers that are accessed by miners schools subject to separate have two additional certification requirements one the internet safety policies must include monitoring the online activities minors the two is required by the protecting children 21st century act they must provide for educating minors about appropriate online behavior including interacting with other individuals on social networking websites and chat rooms and cyber bullying awareness and response so in case anybody doesn't know we do all these things um schools and libraries such as

060sip are required to adopt amendment internet safety policy addressing access to a modest interpreter on the con matter on the internet the safety and security of miners will use electronic mail chat rooms and other forms of direct electronic communications unauthorized access including so-called hacking and other unlawful activities by minors online unauthorized disclosures used in dissemination of personal information regarding minors and measuring restricting miners access to materials harmful to them now of course school district achieves these requirements by two methods one we have line wise slash class wise which is our monitoring software that we purchased this last year and then we have open dns which is supplied by the state which is our backup in case line wise or something to go down the linewise software not only blocks harmful websites but also flags for

061inappropriate word searches or uses and sends email notifications of these activities yeah yeah me too because when you're having to write like a discipline or an email about a student oh this student said this word it flags you and you get a call from it from chris and brian the software also looks for key phrases such as suicide or other questionable searches that can then be sent to the counselors for further investigation software also allows teachers to monitor devices used in the classroom opendns is used as backup instead of supplied by the state okay i don't think there's really any action to that i just had to write in the board meeting all right thank you very much for that uh the next item under action items consider accepting bids for the basketball scoreboard there's

062our bid sheet we have one bed we have one bid was turned in today at 9 25 a.m do we get both spaces if it's just one bed down there all right bend it back out again you tell me um all right so this is from best drugstore bid for the scoreboard uh the jaguar gymnasium of 2157. that is our only bid there's two yes correct correct so we could accept that one and then because yeah i can reboot it yeah so what we've got right now is the previous vids that were put out previously two years ago uh whenever we purchased it whenever we purchased it which is november yeah it's when i came interviewed because that's when they're hanging the signs um those are up from the two banks um and they're right

063underneath the sun um the next space is on one side it's above right because we have room right and the other one we'd have to chain it down below the other side so it'll be the billboard and then advertisement advertisement and then it'd be advertisement billboard advertising so this is the be the third time we've tried to fill and it just may be that's kind of you know with the economy the way it is we were talking about prices going up earlier different things that may just be a reluctance to to do this i mean i i don't want to wait on it i mean there's yeah i mean it's it's here's the thing the way you're talking about it won't look bad if it's just one advertisement on this other scoreboard because there's gonna

064be one below the other yeah yeah or one above one below yeah so that's fine yeah it won't be bad at all um okay so what's that can you sign that as a board president and it being no probably um yeah [Music] who's vice president get brian to sign it strike through put your title out to the side of it all right um next item we have a motion oh i'm sorry yeah we do what make a motion to accept the highest bid second all right we have a motion in a second to accept a bid of 2157 from best drug store all in favor say aye aye any opposed like sign motion carries thank you for that all right so information items and reports first item we have the high school principal report okay

065so currently right now um 264 kids we've got plus two enrollment got uh six kids in virtual of course thanksgiving breaks coming up nwa testings on the 6th basketball season started tonight or actually started the other day with a win over riverview senior girls next game is tonight juniors and senior girls are playing midland um congressman crawford was hosting a military service academy night they're no longer doing that for whatever reason it got cancelled supposed to be on the 29th i got notice of that being canceled for your stay um the winter band uh choir concert is thursday december 16th again at 6 00 p.m we're not to wear these anymore we'll start in the morning congratulations to our football team for winning their conference those guys are doing really good hey if you haven't

066got a chance um to purchase tickets they're online we'll have students outside the gates to help people purchase tickets if they don't know how to do it we did that we did that last week um and they're not gonna be there the whole game but i mean we're gonna begin the game get there a little early um yes if you need to buy tickets get there early so you can get through the the lawn um it's all digital so um if you're you're coming to the game and you're playing using the concession stand do us a favor break that 20 so we can swap out some change that'd be great last week we had a bunch of people coming with 20s because they weren't they weren't paying at the gate so they weren't getting that

06720 broke right and then when they came to the concession stand i think uh they had to run up down and get changed like three or four times okay all right good deal uh so yeah good things going on um so far so you know we're winding down the semester about halfway into the second quarter um i hope everybody has a great thanksgiving uh next week enjoy that break yeah the uh the esports team also qualified for state yesterday did they walk out yesterday i hadn't heard that yeah well mr long i believe found out this afternoon also that they were ranked 31st i want to say they beat valley view awesome last week so that's good i love you and desert we got to meet [Laughter] esports yes esports awesome and you know actually

068like um schools and universities now they give a lot of scholarships and stuff right there are certain schools where their esports team stays all together in the same dorm and they've got like a dedicated lab at their dorm so at night they can go practice together and stuff awesome cool well mr long's done a great job with those guys he's done fantastic that is awesome yeah all right next is the elementary principles report okay we've been having some wonderful things happening at the school um the pee wee football players had a celebration combination activities in middle school on october 20th november the 3rd several teachers were trained in class this is a intervention program that helps our students in reading a lot to do with money make a pictures were on november 11th we will

069start after school tutoring on november the 30th tuesdays and thursdays birthday books were given to our students thank you first financial bank for supporting this snack bank next day was november 19th which is tomorrow excuse me which is tomorrow um and our nwda interim assessment for k2 will be december the 6th of the 10th please encourage your children to be here on time and hopefully they will get a good breakfast our emmy has a musical that we always have or we've had in the past it's going to be on december the 9th and i do have on there please we're nice but that's that's optional now and first financial incentive will be visiting the pre-k and converting students on december the 17th i think they're going to be presenting them with some goodies december the

07020th will be the preschool holiday program in the in the cafeteria um once again please wear a mask if you want to we will be having a contest this year to help celebrate and encourage students to make more growth in their nwa and state tests the class in k2 and the class and k and sorry with asset 36 but the most is showing growth will receive either pizza party ice cream party you know it's up to the teachers and really the class will probably decide what they want to have um also we're going to try to encourage better attendance so we're going to have something for attendance for the students and also for the teachers several gt students were recognized recently on their accomplishments during the chess tournaments i have the names of those students

071i'm going to pass out something to you guys so y'all will know who those students are it was it was extremely long so but i have it for you so if i jump and see this we had several several students that were recognized for winning their matches and tying and things like that so we're very proud of them miss tia thank you so very much for all your hard work and mrs watley and her e students have been doing they did do projects with our kindergarten students and they did books about the children themselves so it's really wonderful and we say thank you to mrs wall street they did the tech day the other day yes they sure did i forgot to mention that i apologize thank you dr white um we were getting we

072were given congratulations from the office for education policy on our acts fire english language arts scores from 2021 last year the scores reflect the students growth from 219 to 221. um this is a this is fantastic news we're so proud of our fourth through seventh graders yes it is our fourth or seventh graders um and we've got some pictures of all the different activities i told you i would i would submit some teachers sometimes we love pictures that's our caravan that we had for drug awareness month that was when a student received his kindergarten book that was our that was our human pre-k parade and of course a lot of the faculty members do dress up that's her normal attire that was our pep rally that we had with the band and also with the

073trailers and the football players and thank you very much for all their assistance and help the students really love that they enjoy this is some students that receive their birthday books and we'll put some more pictures probably um it will be in december so i've got some i've got that information i'll just pass this out to you guys so y'all will see sure thank you very much thank you for the update all right so the next item that we have uh transportation report yeah um had some some general repairs and maintenance um of course general supplies we had some some filters and just different things uh fuel costs uh continue to go up you know a little bit everybody everybody's feeling that and then dues and fees um for licensure and different things and i

074will tell you dennis did get um his license yes yesterday in the mail or was it today he's got his his certificate or his license for the underground tanks um so we're we're totally legal and ready to go there um so that's good and then he's about 210 over budget for this month overall he's still under budget yeah oh but i've got something i can get him so [Laughter] i'm coming for you dennis so but he's done a really good job he has yes so i asked uh beth for this i keep people keep asking me about our sped numbers i can give numbers um get that disappear so what we've got is at the elementary school we have seven kids that transferred in we got 21 pre-k transitions 17 are referral resource um you've

075got uh three that are referral for um self-contained and then you have four or eight in referral for speech new referrals not including list above one in kindergarten one in first grade one second grade two and third grade one and fifth grade uh new transfers not clearly in the above total in one fifth grader that just transferred in what's the pre-k transition that is where kids are coming in from like a pre-k program into kindergarten um a lot of those students have like speech ieps and different things that they face by the time they get to high school they they phased out okay well i was showing showing two in high school that's why i was curious why right so i mean these two kids probably still have speech okay um or something else sure

076you know um we got 18 kids to high school that transferred you got 20 referrals in the resource room zero referrals for speech or self-contained they're in the high school so overall a lot of these and these are these are throughout these kids that are here their entire school time right so like where it says 18 at the high school transferred well i mean that could be when they were kindergarten or third grade or fourth grade and they're in high school now um that kind of thing um this is overall our numbers on sped current right now where they came from so okay thank you very much last of our reports superintendent great football season so far um continue that journey tomorrow night heading up the playoff ranks um it's mount ida right it is

077mount island and that's going to be a tough game if you can come out and support the guys let's go maybe a little cold i understand if you don't want to get out but uh we want to support them jason campbell signed to play base uh baseball for the arkansas state red wolves congratulations to him and his family um basketball does start tonight as far as home home games um we look to be having the good building blocks for basketball this year um we used some of the funds from our streaming ads and we put up a tv there in the lobby above the concession stand to where they're if you get snacks you can still watch still working out some kinks we're getting there we're getting there first day first day first day kicks

078um geek squad calling all right uh we started our archery today uh we did aaron met with the few kids that were signed up for archery and kind of was going over safety stuff when i was in there no one hurt yet no one's hurt yet okay um is is mr farrell wiggins going to be coaching that or doing that or nothing's just going to be mr wiggler mr karen wiggins um so right now um no i think pharrell has to go through something gotcha how many students do we have in archery i counted three okay uh i figure there's more but they're probably at football practice or they were at basketball practice or something that seasons are really football especially well and kicking it off it yeah it'll grow yeah what's the grade on

079that is it 10 through 12 9 through 12 you know it's okay i do not remember oh that's scary enough um school choice i want to mention this school choice is coming up we're going to talk about it hopefully in depth in december kind of outlined like a plan for school choice uh by law we cannot take applications until january first now um so january 1st through may 1st is when you can turn into school choice sooner yeah better than later no no doubt okay don't hold on to them if you're thinking of making a school choice move if you need to get them in we had successful trips to nationals for ffa i think it was to indianapolis and then fccla went to washington d.c had good times they learned a lot it was

080good for the kids to get out once again we were talking about covet earlier people starting to get out and about um we are going to start our after school tutoring on the 30th we've got six employees now who have signed up to help us with the program um you've got ms simmons mr long miss deichi miss tire miss height and i'm miss winning him um got 22 elementary kids signed up right now and six high school kids uh we're going so this is voluntary this is not like required tutoring or whatever no it's totally voluntary well that's awesome and we've got twenty two is this the one that we're doing in conjunction with save the kids okay i think we have 30 now okay awesome great um so what we're doing here is we're

081looking at their test scores and data and different things and trying to kind of group them together to say okay this group we're going to start off working with this skill with this skill based on their their needs based on student needs um now i may have to we may we're done accepting applications because if i get any more kids i don't have enough people the groups will get too big so until next semester i think we're done uh accepting kids um we can talk about it i like helping kids um so we're planning on doing this in the spring as well um so hopefully that'll continue um i want to push back out there again um tomorrow on tomorrow's payroll check um miss karen worked very hard to get it set up and pushed

082out um it was it was hard um they are getting that thousand dollar retention bonus right and then it'll roll over in the next year provided they're still here next year um like i said we got thanksgiving break uh mid-year testing starts december 6th ms mcneill ms dozier miss robertson have done a really good job setting that up and coordinating that um december 9th we have elementary choir program um we're having the high school gymnasium to give us more room um the band choir concert begins december 16th which we will stream the band and choir concert we probably will not stream the board meeting that night because it's abandoned choir concert oh the public's going to be so disappointed i know they listen to us and we'll have our pre-k holiday program on december 20th

083which i won't be there so i'm just telling you i've already got a conflict um so we did turn in talking about rezoning we turned in everything in the county clerk they're supposed to get the election commission um and then our next big update is december 2nd we've got to have stuff to the state by then um so i'm just waiting for the election commission to say yeah it was good get their their stuff signed and then i can submit it and the filing date is how many days before the election 90 days 20 days i was thinking i think it's 90. somewhere in february and then um for your your reading pleasure later on dr thompson from achi sent a letter after all the superintendents uh basically just saying that um you know we're

084going to continue to monitor um and pass the button yeah well this is from november 11th when we saw the numbers really dipped down and he said you know hope the trend continues we're committed to providing local information what they're going to do is they're going to go to a county-wide data set versus individual districts haven't done that yet why would you go opposite direction to me it looks like you would want to be as specific as possible because because they according to them they correlate to each other like right here on the 11th so this would have been augusta would have been this dark green we were the kind of light green over here and then combined the county data is where this dark green so because there's gonna be our county data there

085i can use them too um but if you look in jackson county up there look at tuckerman right they're orange and yellow and then they're kind of an off yellow there oh well and then thank you acha um once again now they've got um he highlights you know the vaccines are available um of course encourages us to say if you've got any questions or comments reach out to um so basically that's it all right thank you very much for the report all right the next item we have is personnel so we will go into executive session at 7 30 to discuss personnel [Music] [Applause] [Music] [Applause] [Music] do [Music] do [Music] so [Music] do [Music] so [Music] so [Music] so [Music] so [Music] so [Music] so [Music] so [Music] so [Music] so [Music] [Applause] [Music]
