011a big year for girls wrestling it was the first ever fhs state championship there's been girls trailblazing the way for many years especially in florida with a ton of interest in female wrestling so this was the first year it actually came together state recognized it in the silverspurs arena alongside the guys so this year was awesome and i couldn't imagine like a better team to have than what we had this year on the consistency the dedication holding each other accountable this group of girls are absolutely phenomenal to work with i want to recognize our coaching staff our coach head coach michael bush and coach assistant coach randall grant on doing a phenomenal job on being there every day and encouraging these girls to work hard and achieve this goal so this year was great not
012just for our team but the state in general nationally to have these girls have the spotlight that the guys have had for so many years i would like to introduce each of them individually this is our starting lineup at every weight class so first we have sophomore mata cantino at 100 pounds go ahead stand up she was a fhsa state placer this year at 105 pounds freshman isabel dorte at 110 pounds liliana malero freshman she's also state qualifier at 115 pounds is junior cameron galvin she was an individual state champion she's also ranked number three in the country and she'll be returned next year to move higher 120 pounds josie kaminski senior 125 pounds kaylee reese she's a two-time state champ undefeated both seasons ranked number seven in the country she just signed with life
013university one of the top programs out of atlanta georgia area marietta georgia so watch big things from her to come she was also on the central florida athlete female wrestler of the year 130 pounds senior rachel faradar state placer she'll also be recognized here a little later as she was one of the dairy farmer academic all-state teams with a 5.2 and gpa and mr patterson will talk more about her accolades in a second at 140 pounds sophomore alyssa brown washington i skipped 135 135 state placer kayla de leon 145 isabelle perez junior state qualifier 155 pounds natalia malero senior 170-pound state placer senior banishka derelius sophomore state qualifier 190 pounds alexa lontock ortiz and a big part of our team state finalists ranked as high as top 15 in the country senior kiara brynn again
014this team just undefeated all season one every tournament they were in a lot of them returned so we expect big things here in the future but the dedication and the consistency like i said they wanted to be treat equal have that opportunity on the state podium and the arena just like the guys and their dedication what they do every day with 6 a.m workouts practice every day they want to be recognized and they deserved every second of it so the dedication of them and state of florida and being the first people to ever get this experience has been great and again thank you for having us thank you coach bush and congratulations girls as coach bush mentioned before i close out tonight's recognition i'd like to recognize one additional student athlete from freedom high school

017yes sir i opened dr phillips in 1987 and i remember when mr jones came to dr phillips he came with so much energy and he said he was gonna coach basketball i looked at his stature i said what what you couldn't really do he said i'm gonna coach basketball i say jesus but he runs a camp his daddy runs a camp he's out of elijah high school in pablo and they're tigers and he had all kind of people coming to the camp lebron james and michael jordan a whole bunch of folk coming and i watched his progression he started off with flag football and every sport he got a hold of they were successful and historically i said i was there in 1987 historically dr phillips has always done very well with girls basketball and
018boys but girls basketball and mr jones i want to publicly say to you i want to thank you number one for your dedication for your skill set because every great leader has to have great people behind and i've never heard him be disrespectful to the girls but they knew he did not play the radio that he was serious about basketball and i'm so very proud of you ladies there i'm gonna talk about freedom in a minute but i gotta talk about d pizza open dp i'm so very proud of you ladies and dr phillips and keeping that reputation and again coach jones i want to thank you i want to thank you for your unwavering dedication to high school sports i want to thank you for what you've done and what you're still doing in
019the freedom high school i remember they first built freedom i say lord one more high school what we gonna do but i'm telling you we let me listen we're so proud a school board remember castle and i was looking 100 pounds i said shoot i need to wait a hundred pounds i mean the weights and then your gpas listen we are so proud of you this is the year of the woman do you understand me catanji jackson baby miss thing on the supreme court kamala harris this is a yellow woman okay it's the yellow woman and i am so proud of you all and i want to thank you academically you are excelling sports-wise you are selling and let me tell you something i appreciate the fact that i'm believing these words don't ever let
020your condition speak over your conclusion you got me whatever you're going through that's the condition it's not your conclusion and i want to thank you all for your hard work thank you so much thank you so much member fellow remember cobert first may i just say preach member felder and ladies i want to say to you to begin with the 10 women up here love strong powerful women and we are so incredibly proud of you now i'm not sure coach bush if i like being introduced with my weight as upfront before my name but since they all look so good and perform so good then then we'll cut you some slack on that you also mentioned consistency and dedication and i know for all of you ladies from freedom and from dr phillips it also
021takes a lot of hard work and a lot of determination and i want to tell you those four qualities are the qualities that are going to continue to keep you at the top of your game no matter what your pursuits are in the future those are the qualities that are going to make you successful and i just want to take a moment to also thank your coaches and your parents are there parents in the room tonight i know we have at least one here could you stand and let us recognize you and last but not least your principal who i had a conversation in the back of the room told her i'd love for my daughter to to try wrestling and she says well she wants to be a member of a winning team then
022she needs to come to freedom high school and i know your principal's probably been at school since 6 30 this morning and she is right here cheering you on and talking about how proud she is of you just know that we are all incredibly proud of you we see great things in your future and we're glad that you're here tonight so keep up the good work i'm sure we'll see you here again next year's champions yes thank you member together let's hear from dr jenkins so i want to thank you for not calling on me after member felder first i appreciate that i'll pay you later let me add my congratulations to these outstanding young women you make us so proud it's not just girl power sometimes we prefer the term women rule because the
023truth is you are incredible male or female it wouldn't matter you are just incredible and we are so proud of you so congratulations to these student athletes first of all i like to say student athletes because you have to maintain gpa and your coursework on top of all of the extra effort it takes to be a successful athlete for all of that work we commend you and then i want to thank your assistant coaches your coaches we don't pay large stipends it's additional work for teachers for the most part and the stipend does not compare to the hours that we know you put in to work with our young people so thank you to all of our coaches and assistant coaches as well commendations to parents because you've got to do everything that's called a
024pun to be a parent of a student athlete so commendations to you as well you all make us so proud congratulations thank you dr jenkins could i summarize that by saying behind every strong woman there's a good man anyway let me close out let me close out with just a personal observation my kids played sports and i know from their adult lives now that there are times that they've had they've had times where they just wondered am i gonna get through this am i gonna am i gonna make it on whatever that challenge was in life and they drew from those times in sports where they had to run the ball and they just something came over them and they just did it and they knew in that moment that they were in that zone
025and they could do anything and i'm sure each of you have experienced that my own personal life i was in the circus i didn't do what you did but in in college i was in the circus and i took a really bad fall and broke my arm in two places and it was it seemed like the end of the world but i decided six weeks later i found a great surgeon and i convinced him that i wanted to be back up doing this aerial act six weeks later and he fixed my arm so that i could and the idea that i could get back up that i could overcome that adversity that i only experienced through that sports venue has carried me through so many times in life it is the only reason i ran
026for the county commission it's the only reason i had the courage to risk losing it's the only reason i had the courage to run for this seat and risk losing is that i had risks so much when i was playing sports and overcame that fear of losing and that fear for me of falling so i want you to take all that you've learned from these couple of years and not just be the best you can be physically but be the best you can be emotionally and the strongest people that you and the best people that you can be in life so with that we're counting on you we know you got this you've proven that to us and now scott had told me this was the time when i needed to let his people go
027home so i am sending you all on your way to go do whatever it is that you want to do for the rest of the evening so you won't have to sit it out with us but we sure we sure appreciate you and bless you for spending this time with us thank you thank you doug i want to call him dr patterson but i don't think huh oh you didn't know about my circus yeah we actually yeah you were like a gentleman oh yeah i did ariel actually okay mostly ariel actually you say circles you don't care about that now yeah i'm sorry yeah same kind of performance strategies okay whole sidebar up here yeah okay yeah that's right dave's house right yeah you surprised me that was so nice yeah they did that's right
028oh god that was fine glad they met practice like yeah you and me both no they were out you hated them all right now that we now that we let them go we have one more really important announcement to celebrate this evening this past week on april 5th at an awards ceremony in washington dc the foundation for the malcolm baldrige national quality award presented a foundation award for leadership excellence to our superintendent dr jenkins the purpose of the baldrige foundation is to continuously improve quality of life now continuously improve are those words that you think of when you think of dr jenkins and when you think of this district continuously approved when i saw that i was like of course they honored dr jenkins of course they did the foundation awards for leadership excellence were
029established to recognize leaders in business non-profit government health care education and cyber security who provide exceptional support to baldrige and the foundation's mission to ensure the long-term financial growth and viability of the baldrige performance excellence program and to support organizational performance excellence in the united states and throughout the world somewhere in there somebody could put a period but i would like to i'd like to highlight the values of the baldrige foundation because these two remind me so much of our superintendent unwavering commitment to continuous improvement and organizational performance unwavering commitment to continuous improvement again those words just speak volumes about the woman who has led this district for the last 10 years stewardship accountability above reproach trust through teamwork open communication and transparency and visionary leadership focused on results and creating value congratulations dr jenkins
030not a surprise but well done you have made us proud once again and she was too modest to wear her ribbon and we and we love that about you too all right today we are proclaiming april 17th through the 23rd as national volunteer month in orange county public schools and speaking of which what a great opportunity for me to mention one more time this incredible opportunity we have here in orlando with the special olympics coming the first week and a half of june so those of you who haven't gotten the message they're looking for somewhere between 20 to 30 000 volunteers to do you name it all kinds of things so if there's any interest at all in volunteering for the special olympics this is your opportunity we sent out i think a news you
031can use but if you're not sure and you didn't get it shoot me an email in my office and i'll connect you to the special olympics we were so thrilled to be able to win that event here in orlando and what a great opportunity for our community we're also looking for a way to recognize our special olympic students that have participated in past years dr jenkins and i are working on that an introduction of newly appointed administrators dr jenkins do we have any newly appointed administrators madam chair we have two to make mention of tonight that is kimberly dawn pavlonis who is the acting assistant principal at maitland middle she will become the assistant principal at maitland middle and lauren weinstein rojas who is the acting assistant principal at bonneville to become the assistant principal
032at bonneville elementary just those two thank you and we have no strategic plan update so we will move on to adoption of the agenda dr jenkins let me check again are there any changes to the consent agenda no changes madam chair all right the with no changes the chair finds cause to adopt the to move to adopt the agenda as drafted is there a motion motion by remember gallo is there a second second by vice chair all in favor please say aye opposed motion carries unanimously we do have several public hearings so our first public hearing is public hearing 301 request approval of revised board policy b school board governance and we do have one speaker on that let me turn to dr jenkins first dr jenkins thank you madam chair members of the board
033for the record these policies i will read these dates once because they apply to all of the policies you will have to have separate votes on each one according to our parliamentarian work session dates were december 1st january 5th february 16th march 23rd september 21st and january 20th notification to cta was on march 9th published date was on march 13th rule development workshop was on march 29th and now they come to you in the final school board meeting for approval tonight on april 12th madam chair as i stated they have to come individually for approval of each one all right thank you dr jenkins so let's take our public speaker stephana farrell welcome back ms farrell hi you're going to see me up here two more times i thought i was doing this once for
034all of them anyway so for 3.1 school board governance annual board accountability and assessment meeting i think that's a wonderful idea however i would question whether or not there would be accountability if the board itself is able to waive the need for the annual board accountability and assessment meeting so that was just something of note there the second would be all advisory committee meetings i think about the medical advisory committee meeting and how i had to turn tune into a live meeting as my only way to be able to actually see and hear what is discussed and so i noticed on there that it didn't say that the advisory committee meetings would be subject to sunshine law and video recorded as well as live streams so that public could have full access to that discussion
035and i would appreciate that to be considered before that is passed thank you thank you okay and we that is something that we can consider it doesn't have to be in policy but we will take that into consideration and with that if there are no further comments chair will entertain a motion for approval which code it is because we have 19 codes sorry i had that open and it somehow got closed just for this my apology okay you want to offer a motion i offer a motion that we approve the revised board policy b all right we have a motion do i have a second second member cobra all in favor please say aye opposed motion carries unanimously all right moving on to item 3.02 public hearing requests for approval of the repeal of the
036existing board policy bbbg board elections and dr jenkins you're recognized madam share those same dates that i stated earlier for the actual work session dates notification to cta published date rule development workshop and school board meeting are identical thank you and we have no public comments on item 3.02 so i will entertain a motion chair i'll move that we approve the repeal of the existing board policy b b b g okay we have a motion to repeal by member covert do we have a second we have a second by vice chair all in favor please say aye any opposed motion carries unanimously next item is item 3.03 request approval of revo revised board policy bdc board officers and dr jenkins you're recognized madam chair members of the board work sessions on six different dates that
037i noted earlier notification to cta publish date rule development workshop date all identical to the previous policies all right share will entertain a motion for approval i'm looking for a motion one way or the other on approval of policy bdc i will move to approve policy bbc we have a motion to approve by vice chair do we have a second second second by member lopez all in favor please say aye aye opposed motion carries unanimously next item is 3.04 public hearing request approval of revised policy board policy be school board meetings and on 3.04 we do have a speaker dr jenkins i'll go to you first policy be school board meetings had the same dates for six work sessions rule development workshop notification to cta and publication date are identical all right thank you we
038have actually two speakers we have mr stefano ferro followed by miss laura vale miss farrell thank you hello again so as a co-founder of the florida freedom to read project you have to imagine that i am in favor of access to information and so in talking about the minutes in your policy you actually do not the non-agenda public comment period is not aired it's not made pro public broadcasted and right now i find the minutes are insufficient to actually understand what has been said here in the room prior to board meetings before everyone's here for public comment i think if more of our ocps parents could hear some of the things that are being shared you might see more parent involvement here because they would be more concerned about who's in your ear right so
039whether or not you decide to air them publicly or at least just post the transcripts other counties do have a full transcript available online of what's said during the public comment period or whether it's whether it's not agenda or during the actual agenda items that could be helpful the other thing that i noted is that this meeting and the last meeting there wasn't a sign language interpreter and i don't know if that's a change in policy but i think that there are some people that do utilize that resource and i'm concerned that it's not here so thank you thank you can can i pause for a minute about the sign language team i didn't notice it but they're not here please so we used the sign language interpreters when we had masks because there was
040no way for anybody to hear through the masks and it was hard they can't read lips our board meetings are closed captioned and just like we always have done at the bottom anybody who needs that accommodation we'll provide that here just any accommodation not just necessarily asl services but any accommodation okay we went back to pre-covered accommodations how we had done it before i didn't yeah i didn't realize that i did not realize that was the timing of it thank you and to the issue miss emval let me ask you through the issue of changing the format for the minutes to either include more information or transcript i don't think that's something that we would have to change the policy for i think that could be just a board and just as a general policy
041we don't do transcripts of meetings right so we don't have those okay but we could the board could have a discussion about whether more information should be included in the minutes regarding the comments that are made all right miss vail hello again lauravale32812 i wanted to comment about the meeting start times as i know stephanie has said in pre-agenda my son's school gets out at three o'clock and so if i want to sign up to speak at pre-agenda i try to get first in carline to pick him up and then dump him off at home because my husband works from home my son is only seven but my husband is in meetings so my son is you know watching tv or whatever while he's in meetings and so again i would like to have maybe
042the board meeting start later just to give more access for parents and teachers who would like to attend also just to address a couple things that stefano mentioned and that was brought up as far as access and removing barriers i know ms envel spoke about the interpreters not being here anymore because they removed the mass mandate but some of us do still wear masks so i don't know how that works for watching people or deaf or hard of hearing people being able to read lips when there are still math squares in the room i know when i have watched replays of meetings or live streams of meetings on youtube the youtube closed captions leave a lot to be desired i watch everything with closed captions just because it helps me understand better what i'm hearing
043and i know that closed captions with youtube is not done very well so just something to consider that i know you all try and want to do your best to give access to as many people in our community as possible to what goes on in these meetings and i feel like any way that we can remove barriers to information or access to have their opinion or their viewpoint heard is good so if it could be that interpreters could be brought back i think that might be a good thing and then also as far as access and removing barriers within minutes the more detailed things that we have just i feel like it is a positive for everyone to have more access to details so thank you thank you one of the challenges with the minutes
044just to clarify one of the challenges without doing a full transcript is if the minute taker is trying to pick out what are the important points that were made but not including the entire transcript you run into a situation where the person taking the minutes may perceive that one point is more important than the other and pick that they may sometimes take things out of context so we'll have a board discussion about it but but for me i've often found that it's i've often found when people take what i say and they don't take everything i say i find myself coming back and saying but wait you missed this and you missed that so i think it's it's better to have them very concise or to have a full transcript where you can read everything
045they have to say or a recording yes so we will take that into consideration okay but again it doesn't require us because that's not built into our policy so it doesn't require us to change the policy if our policy specifically spoke to that then we would need to either stop here or and revisit this so with that we can still move forward with the policy as is there a motion to approve or deny i move to approve motion by member gould for approval is there a second thank you a second there's second by member gallow all in favor please say aye aye opposed motion carries unanimously we are now on item 3.05 public hearing request approval of revised board policy bec executive sessions dr jenkins you're recognized thank you madam chair the same six dates
046which by the way start in december of and ended in january of 2022 where the work session dates notification to cta publish date rule development workshop and school board meeting here tonight for final approval thank you dr jenkins we have no public comments on 3.05 and i'm just looking out and checking to make sure we did not omit anybody in that case i will entertain a motion to approve or deny the changes to the policy i move to improv or to approve item bec policy bec all right remember gala motion to approve do we have that second by member covert all in favor please say aye aye opposed motion carries unanimously next we have item 306 public hearing request approval of revised board policy bedh public input at school board meetings and we do have
047a number of speakers on three speakers on this item dr jenkins you recognized madam chair members of the board work session dates from 2020 through 2022 six in total for this particular policy notification to cta on march 9th publish date on march 13th rule development on march 29th tonight's school board meeting is your final action all right thank you dr jenkins miss farrell you're recognized last time i promise okay so for public comment first of all we i know this was shared during pre-agenda but why not move to at the end of the meeting right hold your non-agenda public comment to the end of the meeting it would allow more people to get here it would also force people to sit in the room and listen to the work that you're doing because we have
048we know that a lot of the opposition or criticism that you guys face during non-non-agenda comment period is from people that do not stay for the rest of it and so just something to consider there next seeing as how non-agenda comments are not video recorded i would say it's very hard for us as parents that care very much about keeping public schools thriving to go ahead and defend what we actually see and hear during our non-agenda comment or not defend but get the word out right so if it was if you're not going to do transcripts if it was made public what said during non-agenda items that would be very helpful because we know a majority of orange county is very tolerant is very inclusive and welcoming and if they heard some of the things
049that were happening here are said here and who is majority in your ear we might be able to get more people to show up it's you know it would stink to have to put out some of that hateful language out on you know for everybody to see but at the same point in time it shines light and it would get more people motivated to come out 3b a lot of time ranges i am concerned because we've been here for now eight months and even during these hot button issues we've never really seen more than 15 speakers sign up at least in the last six months and so the fact that we're not shortening time when we know most people do take three minutes i feel as if if we shortened it to like 1 to
05014 speakers everybody gets 3 minutes 15 to 20 then we shorten it to 2 minutes 21 plus then we go down to a minute it would allow for more speakers because you're not going to increase that 30 minute time period and i feel as if we can never hurt from having more opinions brought in even though i regularly use up all three minutes so i recognize that and speaker should be the prioritization you guys have that it only would happen after 40 plus speakers have signed up you would never get to hear all 40 of those speakers so i would love to see prioritization of parents students teachers happen when there are more than 15 speakers signed up call and comments should remain if we're not going to change the time because teachers regularly utilize
051that time or utilize the call-in feature so that they can participate in this work sessions should always allow public comments specific to the agenda items that you're talking about because just as you said here you can't change the policy now and you would have heard my comments if you would have allowed open comment at different work sessions thank you thank you best pharaoh all right let's hear from miss vale we're just all over the place tonight so as i had said before again just to bring up the point of access for all and removing barriers i agree that the non-agenda comments should be live streamed or video recorded to give people more access to see what goes on in this weird 30-minute twilight zone before the regular meeting starts another thing about recording the non-agenda
052comments is it's usually the only opportunity to hear comments from the public and sometimes we have candidates from public office come and speak and give comments during pre-agenda and so voters need to be able to hear what they're saying regarding education also agenda meetings are already hard enough for interested citizens to attend or be able to watch let alone pre-agenda without streaming those comments if someone can't make pre-agenda they can't hear what people or candidates are saying about public education and other governing bodies in orange county like the orange county commission they do stream their pre-agenda comments so that's something else to consider as well i also agree with the fact that work sessions should have a public comment period i know i've sat through ones here and you know we can only do so
053much with a thumbs up thumbs down and i've watched ones at home and it would be nice to either be able to call in if we can't make it or to be able to give a comment on what you all are discussing as involved citizens and parents thank you thank you ms well and let's hear also from nanette is it nanette wagner thank you correct my pronunciation if you would please you did fine the last name is perado wagner thank you board members in my line of work typos matter item 1a there's a typo i believe and there were typos in some of the other policies as well as i was scrolling through them please just make sure your final version is correct item 1b who decides what are quote-unquote safety concerns please assure taxpayers
054parents voters that disagreements with opinions of board members are not safety concerns and in item three a and the related item f b and d it would be helpful if you would cite the statutes that permit what you're planning to do thank you mr assemble the statutes are all cited at the very end okay of of each of each section of your policies and with respect to the typo i'd like to see where that is because i miss that and i'm sorry what was the third no that was okay oh safety concerns to clarify that safety concerns are not so this is called this is this portion is about the event of a disruption to the public input period are there any safety concerns you are you always have the ability to protect the health
055safety and welfare and so that's a board decision yes so a disagreement is not a safety concern i understand what you're saying there have been on i think one occasion where we had individuals threatening to come after us that bordered on being a safety or a threat and we did not close down the meeting at that time but we are talking about a situation where it's disruptive where we think it could break out in violence that's what we're referring to as a safety second not not simply a disagreement so thank you and we'll take a closer look at the language i think it's going to approve tonight but policies are we are capable of bringing them back at any point in time so if some of the changes you're asking for are not getting made
056that doesn't mean that they are dead on arrival although some of the things the board has discussed quite a bit and that's whether or not to televise our meetings we've had a lot of discussion on that we can continue to have those discussions if there's an interest in that and maybe some of those discussions and the why behind why we don't you may not have been here for those discussions and i understand and appreciate that you knowing the why behind our decisions is a very important part you may still disagree but it helps to understand why we do what we do and why we don't do some other things so with that i will entertain a motion i am sorry remember gallo thank you thank you madam chair so first of all i want to
057i want to clarify just a few things the co we're we're still allowing people to call in we only ever allowed them to call in during pre-agenda correct we've nev we never took callers during the regular board meeting we have we haven't had any lately so we're still allowing it though yes we've only had eight callers since november okay that's because i knew that when we talked about it at the work session that i that we were clear that we wanted to continue to allow people to call in we recognize that sometimes the timing of this meeting and other circumstances prevent people from from being here in person so we wanted to make sure that they had access to us if they needed it via telephone and then the second thing question was i think
058you answered actually madam chair was going to be about that we've had several discussions about the about recording the pre-agenda i think openly and at work sessions about why like because we've all expressed interest in recording those sessions and then recognizing there's some challenges to us doing so but there has been instances i know that i've i've i wish we would have recorded it just for my own because others recorded here like people in the audience are allowed to record the meetings and they have access to what is happening which makes their memories sometimes better than my memory when i'm just trying to recall it without any any any type of audio and then we do have rule making workshops and so my next question was that's where that's where the public gets to have
059input on these on these policies before they actually come here for approval we do the work session and then we do the rural development and then they come here so i guess i'm wondering do we allow people to call in for the rural development because they are usually around 10 a.m so it's not a conducive time for those who work do we do we take callers for rural development have we ever we do we do so now we know so rural development if you can't make it down here you are more than welcome to call in with your input so that we can hear from you prior to the policy coming to the board table thank you madam chair yes ma'am sure and i think member gallow brings up an important point because there's a
060misconception so the board has work sessions that is for the board's discussion there is no public input that is the board's initial discussion usually rule development workshops do allow for public input and so just to clarify work sessions are for the board to have its initial discussion or multiple discussions on a topic until they're comfortable with it rule development workshops then provide for public input i wanted to clarify that as well and i also want to clarify we do record do an audio recording of pre-agenda meetings now because of some of the more threatening nature of the meetings that we were having at one point so those meetings are recorded they're not live streamed so and the purpose of those meetings is for the as we've all discussed is for the public to give testimony
061to the board it is it is not intended to be a forum for someone to broadcast their position and use it as a as a public forum for that purpose but we do record it should we need to go back to listen and determine what was said member covert thank you've covered most of my topics i did want to make a comment about the safety concerns you may or may not have been here last year when these meetings became very very heated and members of the public were threatening and shouting at each other and it became an environment where people then the public was not feeling safe to come to these board meetings and that's one of the reasons for this that if it does become disruptive the chair may shut down the meeting let
062everyone calm down and then we do re resume the meeting so it's it's for the public's safety it's not just about our safety it's for the public as well that was unusual in my eight years here i had never seen that before but we're in a different time now and we need to ensure an environment in this room that everyone feels comfortable to come and give their input to the board so that is the reason for the safety clause thank you for being here member gould so we need to get this policy done today but i wouldn't mind coming back and visiting the public comment at the end and perhaps look at taping it but not having it live streamed because it changes the tenor of the conversation they're not talking to us anymore they're
063talking to whomever we've experienced quite a bit of that in the past and when people come i want them to be coming to really to talk and let us know about things that they're concerned about and not just for the sake of it being so i wouldn't mind considering that and i kind of like the thought of i would hope they'd come early enough to hear some of the content doesn't mean they would because we probably wouldn't ask them to sign up hours before but i like that concept all right well the boy can bring that back for a discussion the one other the one other concern that we had about live streaming was that some of the information that we hear in these meetings is not accurate and in our regular meetings the content
064is defines the conversation so we know what we're going to be voting on and if somebody brings up a makes an accusation we can respond to it and try to make sure that whatever we put out into the airways is correct and you all have been here through enough meetings and i heard a couple of things this evening that weren't correct and the idea that we would let the public believe something that wasn't true about our school system without having an opportunity to factually correct it is a concern so that is part of the reason why the board has in the past taken this position amber felder thank you i just wanted yes i just kind of wanted to comment again remember google said exactly some of the things i was interested in i like
065the idea of the public comment being later because i do understand there's so many members of especially my constituency they've come and they've gotten here late because they're like some of them are dentists or doctors or teachers or domestic workers and by the time they get off we're through with everything sometimes the board meeting is over and i think it's important i guess we're gonna have to sort of revisit that because i do understand we may be here at a lengthy time but my answer to that is that we ran in this position with the understanding that we would be a voice for the members of our constituency and we can't be their voice and we don't know what they're talking about but we don't hear what they're concerned about so i am in favor
066i do want to say this in closing i remember coming to the board of meetings when we had another superintendent 10 o'clock we weren't talking about no math just regular stuff i'm like jesus i don't know if i ever want to run for a boy gotta be that late but i mean i do remember it used to be very limpy nothing would stop till everything finished but again we are in a different time chairperson but i do i am i want to revisit that because i do want members of the community whatever i mean it's on their mind they need to have opportunity to share and then the second thing i'm glad it's not visually live stream because some people will use that as a platform to say all kind of stuff we've had that
067that kind of embarrassing things said to us that very rude and disrespectful and they use that you know and i'm not with that so i'm glad it's just audible because we all appear we all have feelings we all are human and we all can respond i know i will so i don't i'm not sure that i'm in favor of that but i am in favor of having given you members of our public community and opportunity to speak and share and you have that time to do that thank you thank you miss felder member felder member lopez thank you madam chair i well i'm also in favor of the of the public comments who have it at the end i think that the concerns of our teachers and families as students on time you know even
068though they email us is for them it will be more accessible to have it in a different time because it's true you know what laura and stefano were saying is true you know we always stay teachers always stay after school so if you finish school 215 high school maybe you are out of school at 3 30 if you have children you have to go and pick them up if you want to cook and then if we think about middle school is even worse middle school ended at four and elementary school still the same challenges with the time i don't know if we can try as a pilot to see if we can have more engagement from families teachers and constituents and if we see that it's really working then at least give them you know
069the opportunity to see if we can see more engagement and participation in the public agenda but also i have a question about the recording the videos of the of the public agenda it's not live streaming but still a public record because it's part of this environment of elected officials and the constituents if somebody asked for those videos even though are not live streaming can they have access to those videos or not it's not a video it's a recording an audio recording and yes they can can they have access if they request that yes yes so yes but i have my concerns as well with the live streaming because sometimes the misinformation is confusing our community for example the crt we don't have crt but everybody's saying the same thing so we don't want to confuse
070our families either by listening to information that we know is not happening and also with the gender orientation and gender identity i'm sorry and sexual orientation from first grade to third grade we know we don't have that but we're still having people talking about that when we don't have that it is the misinformation during the public agenda sometimes it's also scary because it's confusing our communities exactly and we cannot you know speak during the pre-agenda like we do in our you know general agenda so it's something that we have to think about i think that i was not here when this was adopted but i think that part of the reason it was adopted the way it was to have a controlled period of time because we are talking about things that are not on
071the board's agenda and so if the public wants to come and debate issues that are not on the board's agenda like crt or indoctrinating our students how much time do we want to devote at each meeting to those debates that will play out in our chambers between groups of people that feel strongly on both sides when neither are an issue that this board is that this district is dealing with so it will be more difficult if you want to have a meeting at the end and you have 100 people show up to tell them we're going to cut this off at 30 minutes because we set aside 30 minutes so i do think we need to think about before we make final decisions we need to really think about what was the purpose what is
072the purpose of public comment time outside of commenting on what we are going what we are voting on so and also the concern if we have a that we already had that type of meetings if we had a meeting of 10 hours for example and then public agenda that's another concern because you know if we have parents you know students just waiting 10 hours or because we had those meetings right so when i proposed to set the county as a charter amendment i propose that we do it at the beginning of the meeting because that way people knew when their time was the chairman at the time proposed doing at the end of the meeting and at the end of the nobody knows when the end of the meeting is ours aren't so bad at
073the county they start at nine in the morning and they can go till six eight ten o'clock at night and it seemed like if you wanted to hear what people had to say waiting until the end of the meeting and letting them speak meant they had to sit around for a very long period of time that doesn't quite apply here but our public comments were also related to things that were on our agenda that they wouldn't have otherwise had an opportunity to speak to and there are things that are on our agenda right now like consent agenda that people don't get a chance to speak to so i think we need to give some thought as to what is this forum for because what we've seen in the last several months is a back and
074forth between two groups of people on and sometimes on an issue that's not even a real issue so i think that the board does need to focus its time effectively there are we have member felder has reminded us that we have a lot of policies to get through and if we're not judicious about how we spend our time we're not going to get to the real work of this body so food for thought let's let me hear remember lopez were you done okay thank you general counsel one thing i just wanted to clarify there's two what you're doing by this policy and it's probably easier to look at the clean version of the policy because there's a lot of red lines but what you're trying to do here is you're dividing it up to a
075public input period which is now prior to pre-agenda it might come later and that's where you've reserved your 30 minutes of time that's not required by law but that's the time at which members of the public can bring things that are not on your agenda to you then you have the public comment period and that's specifically authorized and required under section 2860114 and that is where you have the priority of speakers because you will have an unlimited number of people if you have 600 people that show up you have to listen to all 600 of those speakers and that's where you put in that priority if you have you know one to 20 speakers it's it's for your employees and your teachers and your parents and so forth so i just want to make sure
076that was a distinct clarification that's why you had the priority in the public comment portion which we covered during our rural development meeting but everybody yeah i think that was one of a speaker comment that i heard today right that's what i'm saying i don't think the public it was open to the public and open to public input but i don't know that the public was here to hear that explanation at the time right thank you for clarifying that member byrd thank you i don't know that i completely agree with everyone's sentiment about not live streaming but i've made that very clear to all of you i think plenty of times but i just wanted to bring up maybe we could revisit the meeting times again and possibly consider the idea of doing two different
077meeting times doing a morning meeting and then a later meeting like six o'clock or whatever like many municipalities do i think that the benefit of that is that it allows different groups of people opportunities so maybe people that work at night can attend one of the morning meetings people that work during the day can attend the evening meeting i always think that's a nice way to to allow a greater group of people more access so i think we had talked about it a while back but i thought maybe we could revisit that okay and we certainly can this policy doesn't address the times of our meetings so and we've gotten this far down the pike do we have support for moving this policy forward knowing that there's more discussion to be had on the timing
078of our meetings and the timing of our public comments or public input is there a motion to move this forward i move to move it forward because i think we have to have something in place right now and we can prioritize this to come back for edit but i think we're getting to the point of the end of the school year oh i'm sorry thank you we're getting to the point where we need to have something so the public knows what to do for the coming months and we've had a lot of discussion about this already and i'm not sure delaying at least as far as we got in the policy discussion and have agreement on right now we'll solve all the things that we hear that we're still closer but maybe still a little
079bit of part on and need a lot more discussion so i would move that we do move this policy forward tonight with the thought of bringing it back in the many many policies that member felder refers to all the time so i think this is just continuing the discussion all right so we have a motion to move this forward is there a second motion by remember gold is there a second okay did i hear a second down here okay it's a change i wanna it was a kind of a tie but i'll give that one to member kester dental i saw a finger over here and i saw i heard a voice over here so it goes to the voice remember castor dental thank you all in favor please say aye opposed motion carries unanimously
080all right we are on 307 public hearing request approval of the repeal of existing board policy bie dr jenkins van chair members of the board the identical dates for both rule development workshop work session notification to the union and advertisement are identical this is your final action with regard to our rules but not our final action for the night correct i'm sorry this is your final action with regard to with regard to the policies thank you all right and we have no public comments on this do i have a motion to approve madam chair i move that we approve the repeal of existing board policy bie thank you member cobert is there a second second by member lopez all in favor please say aye aye opposed motion carries unanimously all right moving on to the
081consent agenda the chair will entertain a motion to approve the consent agenda i move we can i move to approve the consent agenda thank you we have a motion i remember gallo to approve the consent agenda second by member caster dental all in favor please say aye aye opposed motion carries unanimously remember kester dental are you losing your voice oh you're just whispering it sounded like it that's okay we are on non-consent agenda 1701 request approval of a name for 90 k-8 n 7 school opening in 20 22 23 and i have a number of speaker cards on this dr jenkins i'll turn to you to outline the issue and then we'll take i think we have two speaker cards no we might have three thank you madam chair this is that time of year
082we are bringing forward to you information regarding the naming of new schools each area superintendent who is involved will make the presentation then we will turn it back to the board for discussion from the appropriate board members we will start now with dr jones thank you good evening madam chair board members and superintendent jenkins i am pleased to come before you this evening to present the resolution to request approval from the school board to select a name for the 90 k8 n7 school opening august 2022 according to school board policy ff the superintendent shall present three recommended names based upon input from the school's community stakeholders the name of the school is selected by the school board the superintendent shall submit three names that are a direct result of community involvement in the case of
08390 ka n-7 the following process was used to select names for submission to the board during the month of february students and families zoned to attend 90 ka n-7 were invited to submit school name recommendations through an online google survey a follow-up online google survey was sent to all stakeholders on the school name recommendations submitted three names emerged as the most suggested the names are in alphabetical order bay ridge school the school is geographically located within the community that was known as bay ridge in the eighteen hundreds one of the first orange county public schools was located in bay ridge jason dwelling school petty officer second class jason dwelle was a hometown hero who passed away in 2004 serving in operation iraqi freedom the school is located on jason dwelling parkway kelly park school kelly
084park is a natural park known for its natural florida beauty in 1927 dr howard kelly donated the property to orange county so more people could enjoy its beauty kelly park road is in close proximity to the new school thank you dr jenkins madam chair turn it over to you at this time thank you all right why don't we go ahead and take public comments first i have mayor i think it looks like mayor bell brindle and if i've mispronounced your names please correct me when you come to the podium thank you maribel brinkle would you pass this to the board members please thank you members of the board and fellow meeting attendees name is maribel brenkel and i am the president of a podcast in norwegian orange county historical society first we want to recognize
085chuck carnassell for bringing to our attention the naming of the new elementary school we have researched the area and his history and we are ready to present our findings to you we the apoca historical society feel that the reason these reasons are vital to why the new elementary school should be named bay ridge elementary let me start by saying the community of bay ridge came into existence in 1885 1886. about 30 families helped create this town mostly from new england and some from kansas and texas in 1898 a 168 release was signed within bay ridge town limits this was used to bolster the turpentine industry bay ridge was part of the methodist circuit into 1898 together with apopka cellwood and tangerine during the 1800s baitrich established their own school in the mid 1890s to early
0861900s baird was given a special school district destination bay ridge school was also part of a sub district 3 which included apopka sellwood clarcona okoygota wintergarden and oakland in the 1970s bedridge last his major companies within the area this consists of mostly of chicken farmers selling their land and moving out of the region this action diminished the ability for bay rich to maintain his township about the naming of the school i would like to point that the five out of the seven elementary schools within northwest orange county are to are today are named after regions apopka clay springs rock springs sail with drain lake and wolf lay the remaining two schools are level and phyllis whitley the former is named after both a place level landing and the first superintendent of the apoca school board
087the later is named astoria slay who became a renowned poet and avatar in the 1880s there were segregated schools in the area the white schools were layville lavelle london bay ridge merrimack mcdonald and tangerine the black schools were rock springs apoca phillis wheeling and tangerine this school is awarded with the name of rich the apoca historical society will donate a large copy of the 1890s ms brendell i'm sorry but your time is up okay i just cannot just have one statement one statement okay the historical society would like to donate a large copy of the 1890 orange county regional math to be put on display at the school and we feel that beverage is a historical type of importance to northwest orange county and it is time for the significant area to receive the recognition
088that is so rightly deserved all right thank you thank all you our next speaker is former school board member and commissioner christine moore good evening christine moore south rosalind avenue i'm used to giving an address thank you for having me i haven't been here in so long there was a building out there that was not here so thank you for having me tonight this is a subject that is just so near and dear to my heart i wanted to come back and talk to you and it was chuck carnicelli who was the police chief who probably five or six years ago talked to me about the bay ridge name and he they really inspired me to write a history book but during my time here i was blessed to have just about every school rebuilt
089in the area and giving the students a sense of place that relates back to a historic event or a natural place really matters and so i started on looking at bay ridgeback when carnicelli gave me the name and we still have a cemetery on plymouth sorento road and if you go and there's all these headstones from the 1800s it's not being maintained we would love to have a school that the students might adopt this as as a project to get the cemetery back into good condition also the area everything is ridge rock springs ridge oak ridge the neighborhood across the street bay ridge and now there's a new neighborhood westridge why because this is one of the highest elevated areas in all of orange county many of these hills out here are 180 feet high
090and that is providing the recharge for the springs and the water supply so honoring the importance of the ridge to me is significant if you haven't driven out in this area you'll see that it is really getting developed there was a large plot that is in the city of apopka about 200 acres that was came out of foreclosure and receivership from the bank that will now be developed so when we honor schools with historic and environmental names we helped to retain that history and what the community was and i want to leave with you when i wrote the book i researched all the names and i really came up with mayor john land and one of our most favorite historians bill gillum and the clay springs school was going to be named the wachiva riverwalk
091after a shopping center and of course those two just like they would i could still picture them doing this walking over to the principal saying ma'am we have to have historic name clay springs was the 1800 name for wichita springs there was a town clay springs and there was a school clay springs and so when i wrote my book i was able to pull in all of those wonderful little tidbits to get the children to love their community to love their school and i'll leave with this my second great granddaughter if y'all can believe she's that old now is telling me i have to go to clay springs and tell the story of this school and so it's important that these schools have a story that they can relate back to and i think bay
092ridge would would really be a name we could honor the past and give them a deep legacy thank you thank you all right and we have one more speaker and that is jessica sanders jessica sanders hello my name is jessica sanders i live at 4404 jason dwelling parkway and i'm here for the name of kelly park for the school i've spoken to my neighbors and family and we all identify with kelly park kelly park was gifted to orange county by dr howard kelly he was a pioneer for women's health and he gave it to us for all citizens to use and it's for fun and excitement and that's what we would like for our school that's next door for our students to have something fun and exciting and then thank you very much thank you
093okay remember bird vice chair that was it yes that's all of our public comment well thank you this is this naming of the school is first of all the community is extremely excited for this school to be opening as you've heard me say many times from up here this school has been long awaited the wolf lake schools have been overcrowded for a long time almost since they've opened so the community has really been excited looking forward to this school opening so everyone is eagerly awaiting the naming of the school in fact i was just at a sac meeting last night at wolf lake and that was the first question what's the school going to be named so everyone is really excited there's a lot of passion on many sides of these three names that came
094up as the top choices and i want to thank commissioner moore for coming tonight your history and everything we learn whenever you speak about the schools is always so enriching and you're right the kids do love it for sure i whenever i make decisions on this board i always try to listen to what the community wants and what the community is telling me and i have had a lot of people reach out to me but also we had the survey the second survey that went out and when those results came back there was a very clear leader of those three names and that was definitely kelly park school the people that have reached out to me are pretty passionate about wanting kelly park school and i was listening to you commissioner moore and talking about
095the history and how students really need to understand the significance in schools need to be named after things and i think the story of kelly park is just another beautiful story in fact i was doing some more research on that and about dr kelly and how he came here you know on vacation in 1910 and found it and fell in love with it and then when he went back and bought the property he bought it to save it from people that were going to from from from the lumber companies coming to destroy it so he bought it to save it and then he gifted it to orange county so that all the citizens could enjoy it and that was in 1927 i believe yeah 1927. so and it got a state historical marker in 2016
096and as the last speaker spoke about it's it is just a place of joy it really is often times on the weekend if you live in apopka you know first of all you know not to approach anywhere around kelly park or wakayama springs entrance on a saturday morning when the weather's nice because you'll be stuck in traffic for a long time but that's getting relieved i know soon but but it's just such a place of joy the kids love it and i think it when you talk about kelly park it is a happy it's a happy name it's a happy thought so i think it's truly really appropriate and i just wanted to read one more thing that i found today about dr dr kelly and what he said his son said he thought i
097thought in every way the most beautiful and interesting of all the springs i had ever seen not only in florida but in any other state he wrote and for him he said it was an example of god speaking to humanity through his open book of nature i just think that's beautiful and i think that's a very rich history i think that the town the city of apopka is known for having kelly park i think it's definitely significant and i would like to make the motion to name our new k-8 school in apopka 90k 8 and 7 kelly park school all right we have a motion by vice chair do we have a second second by member gallo any conversation any discussion if not call for a motion or for a vote all in favor please

099are hamlin elementary school the school is in proximity to the hamlin development and the hamline variety of orange trees that grew in the area hamlin hills elementary the school is in proximity to hamlin and its hilly surroundings and lake ingram elementary the school is in proximity to lake ingram thank you dr jenkins thank you we have no public comment remember you're recognized as a may i superintendent ask for the overall preferences to be public because i like mine to always be on the record during the meeting so if if dr cupid mccoy could please let us know how the students in the community felt about these three names in the case of hamlin elementary received 48 percent of the votes hamlin hills elementary received 44 percent of the votes and lake ingram elementary received seven
100percent of the votes and i think you had there were quite a few wasn't like 189 votes for that one or i might yes mixed up with one of the others because we have three tonight as as always i unless there is very good reason to go otherwise i like to support what got the most votes because the community is very skilled at picking names now they're they're well practiced so i would highly recommend the hamlin elementary school to be the name of what was 89. all right we have a motion do we have a second second by member lopez all in favor please say hi hi post motion carries unanimously thank you member cupid mccoy okay we have happy campers we are on a real request approval of a name for 114-e-w-4 opening in

102the votes the actual numbers are as follows panther lake received 175 horizon elementary received 127 and hawkside received 43 votes thank you dr jenkins i am very happy to make a motion that panther lake elementary school be the new name of 114. all right we have a motion by member gold do we have a second a second chair second by member covert all in favor please say aye opposed motion carries unanimously next item is 1704 request approval of a name for school 132. opening in 22-23 dr jenkins you're recognized madam chair we have the same area superintendent for the same board member proceed thank you again the process was the same in the case of 132-m w-4 three names emerged as most suggested the names in alphabetical order are hamelin middle school the school is
103located in the hamline community hamlin grove middle school the school is located in the hamlin community a location once filled with orange groves and hamlin hills middle school the school is located in the hamline community and its hilly surroundings the percentages here are as follows hamlin middle school received 42 percent of the votes hamlin grove middle school received 35 percent of the votes and hamline hills received 22 percent of the votes that translates to hamlin middle school had 202 votes hamlin grove had and hamlin hills had 113 votes dr jenkins thank you remember gold so well i'm partial to hamlin grove because we're running out of groves and i thought that was nice the community wants the hamline middle school so i will support that and put up for the name of the new middle
104school hamlin middles all right we have a motion by remember gould do we have a second second by mountain vice chair all in favor please say aye aye opposed motion carries unanimously before we move on yes number gold do you recognize i you know i don't know another school district in the state that is approving five school names in one night for the upcoming school year i just want to point that out thank certainly our community thank the blessings that somehow we have supply chain and they're are going to open on time and also the half penny sales tax which while doesn't have as big of an impact on new schools certainly has a halo effect on our ability and our system of building and we have a very efficient a system of buildings so
105i think that's pretty exciting and wanted to point it out thank you amber gold all right our next school is our naming is for school 30-e s-e-3 opening in 2223 dr jenkins you'll recognize thank you madam chair members of the board this is our final school for renaming to i'm sorry for naming tonight william bond area superintendent for the east will take us through it good evening chair board member superintendent jenkins again it's also an honor to come before this evening to present as resolution to request approval to the school board and select a name for 30 ese 3 school opening 22 23 same process as my colleagues in the case of 30 ese 3 the following process was used to select names so from february from january 31st until february 11 name recommendations were
106submitted online through a google survey from students and families on to attend the survey closed on february 11th three names emerged as most suggested the names in alphabetical order are as follows creekside elementary school the property is very close to buggy creek elementary road and a new development in the areas being marketed as lake nona creekside lake preserve elementary school the school is in close proximity to the lake preserve community and there are many lakes in the surrounding area and stonewick elementary school this is the name of the streak in which the school resides and responders felt that it was a unique name and spelling thank you member cobra i get a school yes it's my turn we don't get as many in district three as as you do member school so we're very excited
107this elementary school is highly anticipated and much needed for our area so after much discussion with the community and our fabulous new principal principal parker leading the way i believe that schools should be reflected of the area that they're in that you should know exactly where they are located so for example when we named lake buena vista high school everyone knows exactly where that is it has has character it has reference and it has an identity and so because of that i would like to recommend and move that we name 30e se3 stonewick elementary our community has a whole plan for branding and we expect this school to be a big success so with that i make the motion chair all right thank you we have a motion is there a second second by member
108lopez all in favor please say aye aye opposed motion carries unanimously thank you i just wanted to take this quick opportunity all the principles of the school service here oh wonderful they're all excited about those schools around until we can see you okay all right dr jenkins thank you next we have a report by our general counsel do we have a report i have two things but they're quick because i know we have more exciting things to come with on the way the board set its meetings on november your november reorganization meeting you have set a meeting for august 23rd which is the date of the primary election and also you've set a board meeting for november 8th which is the general election i'm i'm guessing you might want to change those the superintendent have
109looked at all your calendars and we recommend moving the august 23rd school board meeting from to august i'm sorry to august 30th which is a week later and that kind of falls in line with having regular school board meetings about every other week or so and your november 8th meeting because we have a number of thanksgivings coming up and you have your reorg meeting the following week we recommend moving that to thursday november 10th which would be in the same week but it would it would solve everything we've taken a look at your calendars i think that'll work out well if you're okay with that consensus would be great all right great thank you is the board in agreement with that by consensus yes absolutely all right next one our agenda then is a report
110on the school board superintendent search and i'm going to call on dr williams for that thank you school board fsba florida school boards association will discuss and provide an overview of the responses from the superintendent's search survey there were thirteen thousand one hundred and twenty eight responses to the survey wow as well as a summary of the community forms that were held district wide we have dr volk vogel and john reichert thank you dr williams and good afternoon evening madam chair members of the board i wanted to just briefly make a few comments about the community forums that were that were held as you know we had one at seven of your high schools we had a community leaders business forum that was held one day around the noon hour we also had a student
111forum which we had 30 students participate as that were part of superintendent jenkins of student council of some very very intelligent smart smart students who were well prepared we really enjoyed that session and i just wanted to quickly say for each of your high schools that we attended your administrative staff were very gracious they were prepared for us they were very well organized and i will note though that as we move from our first high school forum to the next high school forum we kind of noticed a little competition with the refreshments and the setup of the room between your high school principals and as we move through dr vogel and i became kind of we after the first one we graded it as an a community form a grade of a by the time
112time we wound up at our one of our last forums i'm not going to say which one the standard snack was the goldfish well this principal had moved up to your little cinnamon bears in the little bag so we did we did move that school up to an a plus plus but also just a quick comment your technology staff they were amazing at each of these schools after about the second forum they were there all set up by the time we got there dr vogel and i usually arrive about two hours early just to make sure we're not late things were all set up it was just a it was amazing the technology staff and as you know we did have in-person attendees and also virtual attendees that came in jason smith and sherry babinski
113kind of managed the chat rooms for the virtual group that was there and we always had you know excess of 11 to 12 15 20 people on the virtual sessions that virtual session provided some good input as well and so i think overall our seven forums we had about 134 in-person attendees some very good conversations some very impressive community leaders and community members and also employees we also had 126 virtual so and those folks provided some great input as well so on behalf of dr vogel and i we enjoyed the forums we enjoyed the business leaders we really enjoyed their students and i will say too that during these forums there was a lot of comments or situations where you had parents thanking a teacher in attendance for the job that they had done you
114had parents that were talking about i might have had issues with the board i talked with the board they resolved my issues they were very complimentary and the standard theme was the input that you all provide out to parents to really know what's going on in the district i think dr vogel would agree that was a common theme that there there is just so many opportunities for the parents in in the community to receive input or information from the school board so thank you very much dr vogue was going to address the survey thank you very much john and certainly i'd echo all the comments that john made and it has really been a pleasure to interact with your whole community and everyone that we work with throughout those forums and i was dr williams
115did a just a great job and having everything just set up for us and we did receive some excellent input and with all the searches that we've done this has been by far the most community input that we've ever had and again dr williams mentioned that survey result which is absolutely amazing what i'd like to do is just talk a little bit about the survey and i'm going to give you an executive summary of the survey and i know all of you have received all of the forum information our summaries of that and also the surveys i know you probably haven't had a lot of time to look at it but i'll just give you an executive summary first i'd like to talk about the survey development it was a wonderful team effort starting with
116fsba and working with dr sasser and her team the advisory committee which you selected did a great job added input and certainly the board added to that survey and i think that's one of the reasons why it was so successful i think the items were all very carefully pulled together accommodations to the board on utilizing the strategic plan areas as the basis of it and as i go through this you're going to see that's going to be the model we're going to use even all the way through the rest of our process up through the questions so the i think that really worked out well i want to echo again the communications department because as as john said the communication department is amazing and i could not believe the positive comments that came from the
117forums about the communication between the board and the district and also the community i mean i was just amazed by that and if you ask me one reason why we got such a big response on the survey i would say because people are used to communicating with the district and the district is used to communicating with with the community i mean it to me it was spectacular especially in some of the work i've done in the past so i it was amazing as far as the respondents we ended up with 64 percent of the respondents parents and guardians of children from ocps 40 percent teachers and then we had 9 percent of community and partners and nine percent students and that of course will exceed a hundred percent because people had the option of checking
118more than one box if they did i just wanted to make note of that so what i'd like to do is just go briefly through each of the areas first on high expectations for student learning which is your first area on your strategic plan all four of the respondent groups i'm talking about the employees talking about the partners business partners in the community the students and also the parents guardians all four respondents agreed that demonstrates the understanding of the curriculum standards and effective teaching methods as it applies to all students was number one all four of the respondent groups felt that improving student performance and closing the achievement gap and opportunity gaps was number two and three understands importance of learning childhood and improving reading and literacy at all levels was significant so that was
119phenomenal all of those four groups were in agreement on that and we heard that same those same comments from our forums too and i'll talk to you about how we're going to combine the information later category 2 social student social and emotional well-being all four groups agreed on top two qualities supporting teachers and staff in advancing social and emotional learning in schools and works with parents and community partnerships to support programs to address student and social and emotional needs and two other qualities were ranked very significant one identifies social and emotional learning needs and connects students and families with appropriate counselors and services and also implements strategies to address student social and emotional challenges in collaboration with parents so again all four of the groups really were supportive of those areas that i just mentioned
120right there dedicated and high quality teams all four respondent groups agree that demonstrates a successful experience leading an organization with diverse cultures to an atmosphere trust and respect was extremely important and this was ranked number one by 48 percent of all the respondents and also parents ranked sets and models high expectations for all employees itself as a high quality students in parents rank supports innovation and creativity while engaging others in seeking solutions to challenges as significant and employees gave significant high marks to implement successful retention strategies to keep effective and diverse employees prioritizing employees physical and emotional well-being and then also maintains effective relationships with employee groups representatives and unions so that came from from the employee groups there category 4 positive climate and safe environment significant agreement again with 50 percent of the respondents
121ranking seeks and considers the input of students staff and families in the ongoing improvement of school climate and safe environments is very important rank 2 and 3 by all groups surveyed was establishes positive staff morale through flexibility support recognition and acceptance of diverse cultures and demonstrates high ethical standards and serves as a role model for others and employees also ranked is approachable personable and listens to all stakeholders with an open mind is significant so on positive climate again we were able to really have all those groups come together on five efficient operations this one was very consistent with all groups basically looking for an individual that has experience in assessing improving support operations of the school district which by the way i'm so impressed with your building program and what you're doing on the operations
122side with your budget it's been absolutely amazing all four groups ranked the following two qualifications as significant analyzing and using using data for decision making to develop review and improve actions plans process and systems and also evaluates and revises procedures and policies to improve efficiency and transparency so again everybody on that one was together and the last area strategic plan engaged in an invested community the respondents agreed that demonstrated excellent communication and strong interpersonal skills and promotes advocates for students in public education as an extreme high quality also another quality received significant remarks was is highly visible and actively participates in school and community activities and the students responded demonstrates a commitment to the community by serving as a key leader and working with diverse organizations community groups and also as familiar with orange county
123public schools and surrounding community is important students were saying not only they want an educational leader they want a community leader also in that so basically that's a very brief executive summary of the survey and what our next steps are is we are we have started work on taking all of the information from the forums and we've tried to align that into each of the strategic plan categories and see where we were consistent with what was on the survey and also with the qualities and we're doing this in a non-scientific way but that's really the only way you can do it so we're going to have that information and we also have drafted some qualities some qualifications and we looked at your job description and we're going to present all of that information thursday night
124to your advisory committee and we're going to try to get as much of this to them as we can today they've already received all the forum information they've already seen the survey too probably just today we'll try to get them all in information so we're going to meet with them on the 14th and then we're going to they'll we'll talk about this then on the 19th they'll finalize their recommendations and then we'll get it to the board on the 27th and we'll do the same thing we did before and then we'll reach hopefully reach agreement on the qualities that we want to see in our next superintendent the quality and the qualifications and then this may take a revision of your job description for superintendent and i want to talk with amy about that because
125what's happening is that a lot of the districts appointed superintendents are looking more to a generic type of job description and because your job description has positions that report to the superintendent in certain different qualities and they may be different that you come up with in qualifications for this so we'll work with amy to get that all in line and back to the board for their approval so that's where we are right now as far as how the search process is going i think it's going to perfection and again as john said we have thoroughly enjoyed interacting with your whole school district and to me it's amazing how an organization your size has been so efficient and is performing at such a high level i mean it's it's absolutely incredible and as i said to
126everybody too when you're driving along i-4 and you're stuck in traffic there and you see that a banner there on on the career tech center that's really impressive that i don't know a district a large district in the country that has a banner that says it's in a district and that's a credit to dr jenkins she's so deserving that award this starts with the school board and the team you have in place here so i'll take a few minutes and answer any questions if you'd like all right let's start with member gala thank you madam chair a clarification question first at the end of this it says that the results are based on that there were 70 approximately 77 of the participants completed it so do the so if somebody started the survey was it
127was their answer included so if they only got to the second one and they ranked it did we include it even though they didn't complete their survey or was it not counted at all yes i see dr sasser okay yeah because when i read that it wasn't it wasn't clear to me okay i want to make sure so we did at least capture some of their information that's awesome the other thing you do you're going to get a voluminous document of open-ended questions too yeah i think like 3 000 of them right yeah right and so just be aware of that because that's you'll get all of that information but we didn't we haven't had a chance to review that so just so that i can i unders so we're going to take all this
128information it's going to go to our survey committee along as soon as dr williams team kind of gathers up that 3 000 open-ended questions and then that's correct and just remember with the translation there's some that are in haitian creole some they're in spanish that's what's taking so long three thousand plus yeah open in the question yes well i wanna i wanna say that i'm so proud of our community that everybody because i think i made the comment that this was a very long survey so the fact that 77 of people completed it i'm impressed by that number and i think it goes to the will of our community be heard and how invested our community is in our public schools and how much this decision means to them so i'm just blown away by
129the respondents that we've had the 3 000 opening questions i can't wait to see the results of that and i'm and i'm so after this goes to the survey committee and it comes back they're going to give us suggestions that probably would prompt us to want to change the job description for the superintendent correct i mean the whole the whole purpose of this was to make sure that not only the job description kind of met the will of of the community but also the needs of the district and then as we interviewed then this would kind of more bubble up as we look at the attributes these are the attributes that we would want to see in a new superintendent when we start that interview process am i do i have that right in my
130mind do i have that correct absolutely correct what will happen that's exactly what will happen you'll on your website you'll you'll have the qualities that you're looking for they'll all be attributed to a strategic plan area and then when you start interviewing the candidates when the candidates start applying they're going to look at that and they're going to target on those areas and then the board members will be able to ask questions on those and see how they fit but the job description you may want to be more generic because that can change we're going to try to get down to about probably 15 to 20 qualities so we don't have too long a list but you're absolutely correct that's kind of the process that we're we're focusing on because i noticed that in the
131forums like there was several times that people wanted them to be a doctor have a doctorate degree definitely experience an education then i saw others they just want want someone who can run a large district because this is a large district with a large budget that had budgetary experiences so i just want to make sure that as we look that i understand the need for a generic job description but i just want to make sure that we're listening to the will of the community and we make sure we incorporate what they want to see in a superintendent in our job description as well because i think that's important thank you and member felder first of all thank you all you've done such a great job in running our community meetings for us and i set
132in on the one in my district and i was so impressed because there was many people that were there but i i've been hearing from members of my constituency and they're people in that are not members of my community but colleagues i've worked with and their concern is that are we getting feedback from people that are in the educational community like teachers and principals and things of that nature because they too have us a stakeholder in in this choosing of our superintendent and i thank you for the compliment that you gave us i've learned so much sitting on this board and i guess looking at this district and the the breadth of this district and the depth of the district we have a great responsibility and i certainly as a member of this board i
133want to do my best and i'm going to do my best to make sure that i cover every crevice every dot every i cross every t because this is a very very grave important decision that we'll be making for our school district and i certainly want those members that are teachers and aps and principals and all all of the staff that works with us daily to know that they too we expect their input and we're going to encourage their their input because i think that's important to know that we have their concern and i i looked at the surveys and looked at all the work you all put in and going to the schools and the rush rush manner but we got it done i'm so grateful for that because we do need to get
134get it done so i want to thank you for that but i did want to say that make sure that they know that they do have a stakeholder in this that we're just not going through the motions that we seriously want their input because we need their input seriously so i just wanted to say that reiterate that okay thank you thank you member feller yeah everybody oh yeah yeah oh yes i'm good wonderful all right thank you remember caster dental thank you madam chair and i want to thank you both for for such a professional process i was also able to listen in when it was at edgewater high school and you started on time you ended on time and it was it went according to plan and i it sounded like everybody who wanted
135to share their thoughts were allowed to and they were recorded and it seemed to go so well and your demeanor with the with the public who came out and they were teachers and parents and community members was just so disarming and i felt like you really did get a lot of honest comments from people whether they were wanted to kind of protest what's going on right now or they were looking for the future or they loved what was going on they really felt like they had their voice could be shared and heard so i appreciate that's not always easy you know unless they trust you so i appreciate your sharing that with them because it reflects on us as well so thank you and i was i looked at the responses that you provided from
136the different forums and i was most struck by the students and they're the ones who seem to have like the best handle on what's happening i mean it makes sense but they knew exactly what we need they were right on at least i agreed with them as well but they seemed very astute and they made me proud so i appreciate that you were working so well with the students as well because they really have great insight so thank you thank you so much appreciate it and member gold i want to share in the accolades and the things but i also you know it's very funny that in pre-agenda we had someone stand up that said that we didn't listen to comment when we try to make it not only comment but push out two-way information
137in every way that we can and continue to talk about making it better so this was a great example of not only listening but really you know we were pretty insistent that the community had a chance to be part of this and that we needed to do it effectively and efficiently but they helped spread the word so as soon as we pushed it out they helped spread the word the local chambers helped spread the word the local ptas helped spread the word and even those non-school groups were still of that survey which is pretty impressive that you have 18 of the respondents being from people who may not have any kids in school but they're that vested so it's it's really a wonderful tool for us as we move forward to ensure that we're benchmarking
138the correct things in our candidate so thank you for that assistance thank you thank you remember gould any other comments all right well let me just i think everybody has pretty well said it but thank you for an excellent job in how you've handled this so far the positive feedback that you have given us about the communications and how well that's been received is also enormously gratifying i can tell you very gratifying maybe isn't the right word comforting and reassuring because it's very hard to communicate with such a large district and to know when you're over communicating and when you're under communicating so that was that was very nice to hear keep up the great work and we look forward to hearing back from you very soon thank you thank you very much for the
139opportunity to work with you i'll tell you we thoroughly have enjoying the relationship we have with the board here and all your staff i tell you right now i don't think any of us could possibly be more pleased so thank you thank you all very much all right committee reports we have a committee report from chair gold so turned it off instead of turning it on we did have a communications committee we of course reviewed the minutes where we talked about just overall communications but more importantly we have an important referendum coming up and went over the resolution and the language that we would be recommending for the ballot and then the ways that we might be able to both from a district perspective get the facts out there and educate people about what's coming
140up and then from our perspective we talked about different ways that we thought we could reach out to the community to raise awareness of the referendum so the notes and the minutes and the timeline will be attached into the board docs for people wanting to see all of that in the future and it will be there for reference so that they can see the timeline the calendar and we'll also of course have that information available as it's released as we get closer to election time excellent any other items for the board before we adjourn did i hear a yes yes yes yes yes yes dr castro channel thank you madam chair sometimes i lose where we are in the meeting even at the end so yes i have one more thing i may have shared
141with some of you in the past about graduation ceremonies and how we get a chance to you know shake their hands as they walk across the stage the seniors and my question is are you registered to vote and the answer i have been getting though over the last few years is the majority are either i don't know or no so i find that a little unsettling so i think we should make sure our kids are prepared for college career and citizenship so i have been talking to some folks about how we can make sure that all of our graduating seniors are registered to vote before they walk across the stage and they get that question and now you can all ask that question of them as they go by but i reached out to our
142supervisor of elections bill cowells and to find out more about the programs that they're doing and they his department or his agency is in our high schools they go to a number of different high schools and do some registration drives and voter education and the league of women voters also has a program and they also participate but it's not currently comprehensive it doesn't hit every high school and when we've been talking about how do we make sure that all of our students are registered like some of our counties maybe miami-dade or broward they get it done supervisor said it would be helpful if we could share the names of our high school seniors so he could cross-reference them with the registered voters and then provide information back so we could target and we could know
143which schools really need an extra added effort to educate but and when i when i brought this up the superintendent she also said that's a great idea but that the board has to approve sharing the student names with the supervisor of elections so and amy also said it would just require the consensus of the board in doing that and i he's not going to be doing we're not he's not going to be doing any marketing or any other use with those student names but if there are no objections by members of the board just so he would be able to cross-reference and then provide that data back to our high schools so we know where to target our efforts if there aren't objections or if there's a consensus we could go forward with that process
144okay remember member felder first member gala oh remember gala thank you madam chair so first off i wanna i just wanted to let a member caster dental know that there's been three drives at different high schools in the last month one of them was at winter park high which is how i know about it i think they registered 180 students there so that's that's the very good news my second question is would would would bill cals have access to it through public records like if there was a public records request or is this confidential information and the only reason i'm asking this is i agree with member pastor digital i think this is a great idea but i have some privacy concerns the madam chair i believe the voter registration records are public you say
145are aren't they are who is a registered voter are public this would just be cross-referencing which are which of those registered voters are seniors and ocps so that we could then target i don't think it's i don't think our students names our public record okay that was my question thank you okay yeah so i just i like the idea i really like the idea because we need to get out we need our youth to get out and vote i'm concerned with parents being upset that we're giving their students name to the bill cows without asking them first if that's appropriate that's my biggest concern i don't want to i don't want to step on parental rights if they don't want their child's information given to bill cows or they don't want us to target it
146that would be my one concern general counsel yes so under your policy jra it does permit you have a policy that basically says if you're going to give it to a commercial entity then you have to vote and improve on it's silent with respect to the public giving it to a public agency the names and addresses and stuff of our students you have listed as directory information in your policy already to address once he gets that information that's correct it's open to everybody so that is a consideration you have to have follow-up madam chair yes and michelle so once we give the student information to bill cals it then becomes public record because the supervisor of elections has that information is that what i understood you just to say and then every political candidate would
147have access to the information as well but only only the registered the senior i'm sorry madam chair only the only the 18 year old registered voters would anybody have access to right he nobody would have access to the information the whole entire file of our seniors that we shared with the supervisor of elections i think that would be public record too it's made or received in the ordinary course of business and it's going from one public agency to another there's so there's not going to be like it's my understanding it's not going to be student record student identification numbers just names of the students is that correct what's been asked what about addresses name address and date of birth are all categorized as directory information in your policy jra so i guess i'm having a
148little heartburn now just because if if candidates have access to it i just are we over are we making a decision that it should not be ours to make should it be up to the parents to decide or the or the actual student because when they go to get their driver's license they are asked to register to vote and would it would it be better if we just encouraged more student-led voter registrations at our high school or encourage the supervisor of elections to come into our high school and promote it that way versus doing this feels a little this feels like it we're we're right i'm sorry yeah it's not our place i guess thank you remember lopez thank you madam chair i also agree with member gallo but i love the idea of remember
149castro dental of you know the boring registration but i think that maybe you know just a promotion with the supervisor revelation did you graduate now you know register to vote something that they can work with us in promotions and congratulations you're a senior did you register to vote i don't know something more fun and more democratic so the students and the parents do it on their own or maybe tables at front of the graduation day and if you wanna you do it but you know i also have the concerns with providing the information of the students as well because you know it's very delicate but i know that when you register to vote it's going to be public anyways but you have to provide your name your date of birth and address so i agree
150with member gallo but maybe something more you know more democratic i guess that would be all thank you member lopez i'm i'm i'm sitting here feeling uncomfortable and trying to name that feeling and i think i think the fact that we're elected officials makes me that much more uncomfortable about how this may be perceived so and the issues that member gallow has raised i have some concern about for some reason i thought that database was a public record already our seniors but member so i'm going to jump into one more piece of clarification so every year pursuant to statute we're required to annually notify parents that they have the option to opt their students out of that directory information so any parents that would that know about that do opt out their students have already
151done so it would not be you would not be providing a list of all just the ones that have chosen to not opt out yeah i understand but the ones that we would be providing we would now be making providing them also as a public turning them into a public record i just can tell you i feel uncomfortable about that being a role that we take on because of being elected officials and it may go back to my very first campaign and the incumbent that i ran against sent out mailers to all seniors and i don't know how he got that information but it felt it just it bothered me that i didn't that i don't know i mean it was a congratulations mailer vote for me and it just didn't sit well with me
152and maybe that's part of my reaction but i just want to make sure that no one that back to your issue of parents that we're not overstepping a parent and a student's decision to talk about whether or not they're going to be registered who's going to have access to that information i just would i think for me i couldn't do this today i would have to slow think this a little bit make longer member caster dental yes thank you madam chair i appreciate your caution about sharing that i did not want to create another avenue for additional student information to be available and that would create that request or sending that out and creating that would create data that someone could then access and that is not the intent and i certainly understand the need
153to protect those the privacy of that information and there are other ways to accomplish this goal and i appreciate your feedback so we can look for another another route to promote them and if you all would like to promote them within your schools and show up at graduation i like that to come up with go register to vote outside there are other ways that we can promote that so i appreciate your feedback so i'm withdrawing my request okay well before remember cobra do you want to comment on this issue just quickly i think it should be part of our civics curriculum that's now you know in state law right so this registering to vote for our students could be part of the civics curriculum i think that's one avenue we do need to press the
154easy button but this body has bent over backwards over the past two years to protect our children under great public scrutiny and criticism and i don't think that we stop now and making our student named and address information to me is not protecting them so i really appreciate the conversation i think there are ways that we can do this and promote it without going that direction and i appreciate your flexibility as well as your interest in suggestion member caster dental remember by sherbert yeah i was just going to add that i know that bill calls just visited apopka high school not long ago i don't know does he do that does he go to every high school not every but a lot of them yeah okay well he speaks to the u.s government class and
155he does a whole presentation about government and then his staff sits in the courtyard registering students to vote and while he was there he had invited me to come and i was talking to the staff and they had like these this information it said go to you know billcals.com or whatever his website is to vote and i said you know really if you want to make it easier you just need to have like a qr code for students to hold their phone up and it takes them right there to the registration so they created that so they have posters and material for schools to hang up with the qr codes so that's definitely one way and then i think that you could definitely in the civics and i think you could make it really fun
156and maybe even you know like a little competition or something amongst i don't know different history or social studies teachers whichever ones get the most voter registrations or something i don't know i mean you could there's all kinds of ways i think we could really start encouraging it more too remember cool so this is when i dislike how we deliver things sometimes that's delivered to a small number of classes instead of to the whole student body and when it comes to voting rights it should be delivered to the whole student body because if you're not following politics and you're dual enrolling in something else it's it's they're not they may never take that particular class because they may take something else that meets the requirements for their track so if it could be broadcast virtually
157or if it could be put through because but i don't think that's in the senior year though and if that's when you would register so it's remember feller was saying that history is a requirement yes that's true but it doesn't always coincide with when your registration and then you know you've yeah yeah that's true 16 year old pre-registration but i think that's part of the problem why they're so few that when they shake your hand they haven't really had that full exposure to that false that full experience with our supervisor of elections so if we could find a way to get it out to all the students and every single year maybe by the time they got to the senior year even if they don't listen to the whole thing every year it's just that
158annual reminder like oh and maybe they'd even look forward to registering to vote who knows okay let's go then to member felder yes thank you on a lighter note i was invited huh no no it was a wonderful note i'm sorry it was great i was at jones high i was invited this morning at jones high school and this was the sponsored by the bowl season they're having all of the people that have all the bowls in the country they meet in orlando discuss the games and so forth but there's something there's an award to give out it's called extra yard for teachers and this first year teacher at jones high school her name is najeem george and they call her miss g and what she has she has a project called miss g's morning
159wake up pantry and she wrote them and said that this is what she does for the children because a lot of times they're hungry don't have lunch or have food and all of this anyway they presented a 60 000 check to that lady yes yes yes that's great yes yes and listen and they go around to you know schools across the country you know to try to give money into teachers who go the extra yard they call it extra yard for teachers and i was fussing because i didn't felt like i didn't get the announcement early enough but i got up early had bells and whistles was up there ready to go and i'm so i just wanted to mention that and it was the news people covered it and everything so i'm just so
160grateful there are a lot of wonderful things that happen in our district and i congratulated principal at jones miss kirby allison kirby and the kid said some wonderful things about miss g she's a she used to be a substitute teaching this is a very first year teaching and she comes up with this project and gets recognized out of all these people in the country i mean it i i was just taken back i was so excited about that and i just want to mention one more thing we don't have time to really go through a lot but i do have some concerns since we don't this is the board and i can just kind of take some concerns i have with some schools in my district i really and i'm gonna have a conversation probably
161with the superintendent again but i'm having some serious issues with some schools in my district i do i'm very thankful for social emotional learning they i had some good reports about mr bryant at carver and he's going to be memorial and we're really working through some things to change the trajectory of some of the students in district 5. and i also am concerned school board members about and this is maybe something we can take up again with the buses and it jones they still having students stand in the aisle to catch the bus and sometimes the bus when it makes a double loop to come back to pick them up they don't get there until four o'clock and they were told that they were going to be starting dropping kids off at 6 30. i
162said that can't happen because you can't have teachers there 6 30 that messes with a contract so i mean we have some serious issues i'm going to talk with roberto because i know he's been very kind when i have some issues about transportation that he we can talk about but i'm talking to you as a board member to let you know these are some concerns that i have and i wanted you to know because we don't we can't meet and talk so there's no time we can talk like this so i need you to know that i'm very concerned transportation situations the fighting that's going on in the school and then some of the some of the teachers at some of my schools feel mistreated and i think some of the area superintendents i've talked
163to they have already dealt with some of those issues but i need you to know that i ran on a platform that i would be an advocate for the people who didn't feel like they had a voice and this is the way that i'm doing i'm letting you know that this is the deepness of how i feel i'm serious about this because this is my this is my point you cannot muzzle the ox that's treading the corn you get that when you get home probably but you cannot muzzle the ox that's trending the corn so i have a deep concern but because we cannot meet privately i have to do it from this desk so you know some of the concerns i have but aside from that district 5 is the district where the talent
164resides i'm so proud of the wonderful things in in this district well here they're doing i think a marvelous job in trying to assist me in combating some of the situations that i am dealing with with district five but you know what again your condition is not your conclusion so i thank you for giving me this platform and i need you gonna probably hear me again once i have another conversation i'll come back again because i'm not gonna let this go i'm not going to let this go thank you member felder let me make sure i understand your concerns on the busing has to do with the i'm assuming it has to do with the availability of the buses or is that have to do with what's happening on the buses i'm sorry thank you
165us chair jacobs both okay there are not enough buses they only have they don't need that many buses at jones because most of the students walk it's like seven but it's still not enough because the children are standing in the aisle and so when the bus is turning corners they'll hit against somebody which could start a fight okay that needs to be addressed that cannot continue like that and i don't unders i don't know what else is going on about the timing but trying to get a bus at 6 30. i had a hard enough time getting to school at 7 10 7 20. i don't know what teacher's going to ultimately because if you're not there policing the children or at least making sure that they're there who's there at 6 30 about the
166custodian teachers are not there not all teachers so that's a concern and they're saying that because they don't have enough bus drivers so that is the issue we've been dealing with that the threat transportation has been sharing with us that we need more bus drivers and i understand that and we do we do need more and then the fact that's hazardous to have children standing in the aisle in just this morning i'm not talking about something that happened last week just this morning when the buses arrived kids were standing in the aisle that can't happen that's dangerous that cannot happen and that is happening so again i will talk again to the powers that be but you need to know i'm gonna probably revisit this situation and the fighting you're talking about is that the
167fighting at one of my middle schools it was a big fight today and now mind you we did address some issues last week i talked to the superintendent she called opd they were there i was there with them and i talked to the supervisor and they were knee-deep seven eight i mean they were doing it but the next day they were not there and the crossing guard was not there because she was on vacation but today yesterday it was big fight and then today and i've had teachers who are not in members of my constituency but they're teachers that i know and at admin that i know they're leaving they are leaving because they can't take it and i tell them i say wait we're doing the best we can i say now what we
168need to do is try to you know deal with the discipline and we haven't gotten that yet and when we meet again with mickey joining those people we talk about our policies amy goes we meet once a week amy and i to look at policies and school board members there are some things we need to revisit about discipline because the point is to keep the teachers we can't let them we don't want them to go so we have to do some things and i know this probably at the end of the day but i it wasn't on the agenda but i need to let you know what's on my mind and what i'm going to be trying to do because that cannot happen we cannot have schools that are out of control and we can't
169walk around ringing our hands like it's okay because it's not okay it's not it's not okay so and i think as a board we have compassion on this board i remind people that the women on this boy they're mothers so that's an extra added compassion we have an understanding we have so but if we don't know nothing can be done so i say just let us work work this thing out we realize there's some issues going on but again let me reiterate what i said you can't muzzle the ox there's tread in the corn thank you so much thank you okay thank you remember lopez thank you madam chair i have a concern on when a student is suspended for 10 days because it's a level four and then you know that they have to
170they will be expelled but they have to they have a letter the parents receive a letter they have a meeting they have to sign that later i don't i have like maybe four parents in few months saying that they don't speak the you know english that they're having problems understanding and they're texting and calling just explained to me i think that we have to provide those letters in creole in spanish and explain even if it is in the in the language we have to explain and make them do the initial so we make sure that they are understanding that they have rights even if they're gonna be expelled they have a few times you know a few days so they can appeal to the process and they have the right to come here and speak
171i i receive a lot of calls with the same complaint over and over from different schools and i would like to you know it's not only in my district it's also another district and you know i want to to speak about this because i'm in east river i have the situation i have timber creek high school two charter schools i and one from apopka i think that we have to to explain in details they this is a different system it's not it's not similar at all with our latinos countries it's very different everything is different so sometimes check for just a minute is dr vasquez are you still are you with us okay i wasn't sure sometimes they feel lost yeah i think they let it yes please i'm receiving receiving messages from our office
172anyway it's a procedure that they can fix this summer i don't believe we currently have them in other languages but with something we can certainly do this summer and also explain and after they are suspended for 10 days there they are automatically withdraw from the school and is that is something that is because of the level 4 or how it works so i think we need more information on a particular i mean it's probably a case-by-case basis so okay i don't wanna i don't wanna answer one way or the other and it not okay apply it applicable to everyone because if the person is suspended and even if it's a level four why they don't give that opportunity to make up making up the work until they are officially expelled even if it is a
173level four and also the other consent that i have is about bullying because i know i don't know i'm thinking as a mom but i also receive a call from two different parents explaining similar situations of bullying if the student defend himself or herself she's gonna receive a level four as well but i'm just thinking about my daughter if she has two or three people on top of her kicking or punching her please defend yourself because you can be killed and i don't think that my daughter can be classified under the same suspended level because she was trying to defend herself i'm not i'm sorry but that's a way that you know this is a human thing and i believe in peace believe me but if somebody be on top of me i have to
174defend myself because if not i can be dead yes and i don't know with which type of policy but i think that we need to revise the initiatives that we have with bullying because i don't believe in if you see something say something only i don't think that's that cannot be the only the only initiative that we have in our district to make our children feel safe if you see something say something you know i came from a project from puerto rico if you see something and say something you know what is going to happen you don't even know so i feel very concerned because we have different situations we have students that go into the same places that are not safe enough and if they see something and say something something can happen to
175them and most of the time they live in places that they're living with single moms or single dads with the grandma and they don't have any person that can defend them or they are afraid they are under stress in depression they don't feel safe because they cannot say anything if they see something because they live in the same neighborhood that is very dangerous and i would love to see if you take this in consideration i think that we have to speak about bullying i think if i can jump in here madam chair you are all have you all have individual meetings with our disciplined team regarding policy jic and the code of student conduct revisions that are coming up for the 22-23 school year and so these are perfect things for you to address with
176them individually they're going to provide you we had community forums and we had a survey out for the code of student conduct they're going to go over what those what those results were and one of them they're specifically talking about not self defense per se i mean it's okay to defend yourself like grab someone in a bear hug so they're not swinging at someone else but it's not okay for you to punch back and hit them so it's kind of and it's situational so i think those are perfect things for you to discuss with the discipline team one-on-one and then we are going to have then another work session on policy jic in the code of student conduct and then a ruled event workshop and a final school board meeting so we're have a busy
177summer ahead of us perfect awesome then i think the other the other thing that's not addressed specifically in those is what's the most effective bullying campaign that we can lead here in orange county public schools i'm going to use the term campaign maybe not the best term how do we create a culture where bullying isn't cool and we have in this country been successful at changing behavior of youth through campaigns and so i know there are a lot of different approaches that different schools have used so i think that's something that and that ties in very well with what member felder is talking about because the violence the fighting it's it all ties down to the same thing and how how do we change that it's big it's really big but let's at least let's
178ask a staff to look at what's been done successfully in other districts and come back to us and we'll have a work session well you need help at the school now yeah very very good about allowing me to go outside of the box to bring some people in and i've seen success rate going on right now but i just needed to make you all aware right as board members but i'm dealing with it and hey we all may have some of those issues but i need you to know where where i stand about adam yeah about making the change i'm not letting up no good okay thank you all anything else thank you member lopez i'm sorry when we say 2223 that means that is going to be taking consideration during summer or during august
179yes so that's like i said we have a lot of work to do so we have some work sessions come up we have rule development workshop we have some so public input and we have to get everything implemented and ready to go and codes ready on the website and the changes made by the beginning of school next year and i did actually find in fighting it says specifically self-defense is described as an action taken to restrain or block an attack by another person or to shield one cell from being hit by another person retaliating by hitting a person back is not self-defense and will be considered as fighting so it's in there and we might need to tweak some of that language so take a really good look i can send you the red or
180the word version again if you want me to send that to you so it's at the top of your email inbox and i'll send it to all of you so you can take it and that way when you're meeting with the discipline team you can talk to them about those changes because i don't think they know those details and i know we have it in the code of conduct but you know the first week of school we just signed the bring it back i think that we have to go in details and explain more you know to our students and parents because they're confused and frankly i think we need to change that just a little bit because if i'm being choked and this goes back to the story i told you all about my
181daughter she's being choked and if she can't put a knee in the groin of the person who's choking her to get him off of her i'd say take the consequences but stay alive because choking is you know a deadly offense and all the things that were just listed there wouldn't have saved her life so been there done that huh so yeah so i think we can modify that language just a little bit to make sure that we are teaching our kids to stay alive because regardless they're going they're going to and they shouldn't be punished for doing what they have to do to breathe anyway that one's been long overdue i'm glad you brought it up thank you all right are we done ladies we're never done we got it we got we done enough
182for tonight all right with that meeting is now adjourned today you
