I'll call this meeting to order we'll start he find me to turn on my mic that was some buck here Deborah Mexico donut copy go here go in Crawley here David II saw John cutter ski here very default yeah Sophie Grill it grill it if I said it right Gris a Oh French okay Peggy we're Leonard here councilmember Oh Molly here you have a corn excellent next on our agenda is approval of the agenda so do I have any move much Colleen thank you any second Sophie Oh Sophie second thank you any discussion of the agenda no okay all in favor any opposed and the taxes great the next thing on our agenda is public comment we have several people in the public tonight I know that some of them are here for special presentation
so you're here for special presentations later on and you're on the agenda if not and you are here and you wanted to make a comment I call you to the podium at this time so my name is Sarah fuller I'm a student master student at the University of Michigan oh and the school for environment and sustainability and I am also on the University of Michigan delegation to the UN triple U and F triple C Convention on Climate Change in Spain in December and so all the delegates get together with a student group called climate blue and we're responsible for going to the delegation going to the meeting and then bringing back climate ideas and adaptation and mitigation efforts and trying to localize it to in Arbor and get the local community involved and engaged so
we have a lot of different project ideas a lot focusing around water I know that like flooding is a concern for Ann Arbor with climate change in the future and we're talking with different folks in the city of Ann Arbor about maybe putting signs and Parks or doing some sort of like public facing art piece and so we sort of had an idea to have a ginormous mural on one of the buildings that could be maybe water focused sustainability focused climate related that would serve as a source of inspiration for in Arbor residence and a way for them to sort of like actively feel like they're engaging and I know that in Arbor just declared a climate emergency so we thought that might like correlate very nicely we are applying for a grant from the
Ann Arbor Area Community Foundation to fund the mural potentially and then funding from the University as well so I'd really appreciate any feedback you have or suggestions to sort of get this process officiated or started a little bit more no comments but I applaud your efforts and if you think it would be helpful to have a resolution of support from this body I would certainly be willing to put that on the table would that be helpful for you I believe so especially for pursuing funding from the University and definitely with this grant having resolution of support would not hurt so Matt I would like to put forward a motion to support the efforts of and if you could tell me the name again of your organization it's blue the efforts of climate blue and creating
public art to support awareness of the problems of climate change so we talked to some local artists area outside and the grant we can apply should be amazing if we got that much because we can do multiple murals maybe inside and outside so that's sort of I mean the the project itself it would go beyond eight thousand you think about staffing permits time any prep or you know community partners that would have to be added so I think asking for the full amount it certainly adds up fast but identifying locations I think would be a good first step and then trying to identify who the property owners are creating a maybe one page kind of project proposal that you could then kind of court different developers or building owners with your idea engaging an artist
to help you with a concept design so that you can actually have a rendering of an image to put forward as well so if there's anybody that could provide seed money to your project so that you could get so that you could Commission an artist to help with the design and put together a project proposal I think you would find that that your your efforts would go a lot faster we also find on our website we've put together a sort of best practices when you're putting together a public art piece on how to commission a piece how to do a call for art how you should involve the community kind of suggestions on how to run that process so that would be a great reference for you to look at any other comments well yeah
we appreciate you coming and and putting your efforts and energy into this it's a great cause and we do have somebody here probably gets tapped often for for knowledge and Mary touched on a few points that I wanted to talk about and I think David as well just budget in location we're gonna be a couple questions of mine just to kind of frame it a little bit more as you go forward but I think it's a good time to do it we did this just declare the climate emergency on Monday that was 11 nothing vote so in fact it was amended and we went from 2035 to 2030 so we didn't so we really wanted to apply such a sense of urgency to it so I think right now is a good time to kind
of use that inertia on that and so we would be glad to see this go forward question so when you approach like a business owner to paint a mural on the side of their building does it have to then go through the city to be approved or is it just based on the person who owns the building and they approve it and that's that's a private ownership of the building it does not need to go through if it's a city owned building but we do encourage you to come back to us and give us updates and things and I'm sure Mary knows more about that whole building if you're gonna incorporate any kind of identification of businesses or community partners anything that is can Brandin you may have to go through a permitting process with
the city okay if you were to put you know a stamp of U of M or a Community Foundation or any kind of community partner there's different ways to do that and you would do that through the Community Services Group the quote unquote Building Department to get that permit okay thank you thank you thank you Holly you've got a blank wall on the back of your building do we have any other comments from the public great and we'll move on to our presentations on the agenda the first presentation we have is from Laura AM tower right Laura come on up and give us your presentation come on artists want to come on a podium because make sure you um tuck into the microphone sure hi everyone thanks for inviting us my name is Laura am
tower and this is Jan aya so we are with Community Action Network and I am the director of can Community Action Network Art and Design which is a program through the organization the organization itself has existed for about 30 years and we partner with children family and youth to create brighter futures stronger communities through education all of the good things and so our program in particular focuses on Art and Design and you'll see here this is just a small part of what we do our program specifically has existed for about three and a half years now we started from about thirty students and now we have upwards of 200 and so we're currently currently we're in six community centers so that includes to public schools to public housing sites one stand alone and a cooperative
on the north side of Ann Arbor so this exhibition here is part of our year-long curriculum called the kids table which is all about culinary arts food how food has impacted our world globally and culturally davie thing annette know so um yeah I know I have a short amount of time and I could talk about our program forever and clearly my love for the children forever and ever but have any questions about the program or the current exhibition the age group sure so currently we're serving kindergarten through fifth grade but slowly each year we add on a couple middle schoolers here and there the goal is to expand to k12 and geographically speaking but sure so we are throughout Washtenaw County five sites in Ann Arbor and one in Ypsilanti how many kids are you
you know engaged with right now it's between 200 and 250 and your funding comes from where grants individual donors currently well thanks for coming tonight I was wondering who's art that was on Monday night and noticed that a new installation and so it's always great to see the the creators and want to point out which work is specifically yours we'd love to know who the owners are claim your piece excellent [Applause] Sophie make sure you turn on your mic them so the red light means it's often green thank you so much for coming we really enjoy it when we can actually get a little bit more background on the pieces that are up and get to know you guys a little bit better and so it's great to have you here thank you thank you
we encourage anyone watching on TV to come see it in person and there are really really great colorful pieces all right our next presentation is Jaclyn bujji hi there I'm Jackie boo jury I'm the Harbor City Clerk and I'm here to introduce and get any feedback you might have on a public I voted art project so I included in your packet a background and proposed scope of the project as well as a timeline so basically what we're looking to do and actually coming off yesterday's election is to get the community excited and engaged for the upcoming 2020 election cycle and yesterday we introduced selfie booths at all the polling stations as well as we had digital badges and we encouraged voters to use the hashtag a to votes and share their experience on social media
and one of the things I noticed is even with the selfie booths and with the digital badges we created people take a picture of their sticker to say I voted and they want people to know and encourage others to vote so we currently have a sticker that a vendor customized so instead of just saying I voted it says I voted in Ann Arbor and we kind of got the idea that maybe we'd go a step further and actually ask the community to design a custom sticker for us and so I can go over the memo or if you've already read it in the packet but what we're picturing is that we would encourage students as well as artists of any age but either residents or students within the city of Ann Arbor and then it's
a pretty low cost to print the stickers so we were imagining that we would have k12 winner as well as an overall winner so that we're not seeking any funding we already have a budget for the stickers we were just we did consult with Glenn as it was Eric from water treatment if you remember back in 2015 on a much larger scale they had a public art contest for the Manchester water tower so he gave us a lot of good tips on how to go through the process even for our much smaller sticker design so we've used some of his advice and created a schedule but then the first step really before we proceed any further was to ask you guys as part of the art community if you had any feedback or suggestions or
any questions about what we've outlined we did provide some examples um whether it's at a city state or county level there are other custom stickers throughout the country we just picked a couple to show so we're happy to any feedback or questions the schedule for the first couple months mm-hmm should be reading 2019 not quite to 2012 oh yes we will correct that obviously we're starting you know right now in November 19 um but it is uh other than the typo with the date but it is a pretty strict schedule because obviously for us in elections you know we have deadlines so the goal is that we would have the stickers by September of 2020 and also we did consider the schedule for the school schedule so that we would have the competition at a
time that students participate I'm really excited about the project um I saw the selfie booths when I went and voted yesterday and I was like well that's a cool addition so this would be really great with that the possible judges are you going to like invite people from the community to participate are you gonna self select how are you planning on getting these types of judges to participate so in consulting again if you're familiar with the Manchester water project um what we were advised was that the judges would narrow the field down if you know I don't know how many entries we would imagine we would receive and that the judges would pick the finalists and then we would have a citywide vote for the winner but to answer your question in terms of the
suggestions are just who we thought would represent the art community or who could help us make those decisions but we don't have a set process or we don't have it set in stone who would be the judge are you gonna be looking to people to apply to participate on that cup that panel or you're gonna probably just self select I was imagining we would probably just select but you know obviously we listed somebody we would be happy to have an art commissioner and then we also did include for example I don't know if you're familiar the turn up turnout is a election related get out the vote on the University of Michigan campus so we wanted a mix of people engaged in the election process and then the arts side of it as well great
I'm gonna get to the public vote portion when you put it out to the public let us know so we can promote it as well definitely definitely I just wanted to add that I'm really excited about this as an art teacher I think it's always nice to engage younger children in the whole voting process so I'm really excited to hear how it comes forward I only think suggestion I might make is I think when you're judging something K to 12 it's really hard to take a younger child's design and compare it to an older student so maybe have like a variety of categories you know like have a younger elementary and a secondary and then maybe a key so the younger sticker contest you're saying the k-12 may not be actually students k12 and really
pick a winner because let's say a twelfth graders design is much different than a third graders but still rather genuine I mean appreciate it I don't know just throwing it out there can I ask can I ask whether the stickers that you were planning to get would be paper and not plastic have you had any thoughts or do you know any have you had any budget discovered but you'd be either way or whether they're normally paper or normal paper I believe I can look into for sure what the material is but I mean it's the it would be the same as those I voted stickers that we have now okay that's treasurer they're exact materials that's a great thought just as we continue with this climate issue we did actually related to that as we're
moving more and more people to the no reason absentee voting there was a push for putting the stickers in the envelopes but a lot of people don't use them or they send them back or so that was kind of the thought process for the digital badges is if you're not gonna use it you could do that would be a more sustainable option but we do find that people they want that sticker to wear so but we will look into the materials definitely I would definitely like to echo the excitement of my fellow commissioners one I think it's a great idea we do also have a youth outreach workgroup as part of the Art Commission so I think it would be a great vehicle to be able to use this project to give more young people
involved in and what we're doing maybe some additional projects as well so I'd definitely be interested in connecting the youth outreach group with the project and then potentially being one of the judges or or just helping with that process originally my thought came and the idea of just having multiple designs because that would give more people opportunity to share their work but I think your point is so I hadn't even thought that yeah judging different skill levels or different ages comparatively as challenging so if you had two or four different designs that would be really awesome our plan was to but I take the point that maybe a dolt and just under 18 is a not necessarily enough of yeah so the only we can there's a set-up cost for each sticker but otherwise once
we've created the design we can print them so we it's a possibility that we could add a third yes John I love the idea I mean it's great and what I I really like about it is that you're reaching out into the community about something that's a city behavior we all want to promote and I I felt and I think you know reaching out to to the water department because I think the Manchester water tower would be a model that I would look at and you already have that I was on the commission when that happened and the person that on staff that we dealt most with was Mike Dearing and he has a lot of institutional understanding about how that process went through excuse me and along those lines I would if possible consider
a cash award doesn't have to be a lot but small you're really going to want the copyright from the artist and a part of our task here is to promote intellectual property as a valued asset for the city so if it's even just small I think for Manchester they got $1,000 but they they got over a thousand submiss submiss ins for that also what I really liked about what happened with the Manchester water tower is they had numerous public events showcasing all that so they had kind of an open house out at the water treatment plan on Sunset and they literally had panels of all of the submissions all 1,000 or 1,200 of those submissions it was really kind of nice and they had a reception and you learned about water and all kinds of
other things you could model that with having some kind of reception here in the clerk's office and to show everyone's sort of submission even though they weren't selected also for me I also would like to promote the individual artists so whoever you do select I would encourage if you could just put their name even if it's real small type somewhere around that badge so that it kind of identifies this is an artwork and even if it's a high school or whoever it is they artists like to see their name there and I would like to promote that so if that works you don't have to have them included in the design but you could put it into the design some way the other thing that that I noticed with Mike nearing was a judging rubric
so you have you have a jury that's of the community I would also encourage you to try to find a graphic designer to include on that jury Don Hammond I'm not suggesting him but he's the one that did all the historic glass panels around town and he has connections he might suggest someone that would be willing to kind of volunteer their time if you get you know six or seven of these it'll be easy if you get a thousand of them it's it's gonna be a slog and that judging rubric is going to be very effective and so as was pointed out you may want to categorize them differently and you could but and and I think Mike nearing could explain how they did it with a Manchester water tower you know a first pass
a second pass the third pass and get that what they also did with a Manchester water tower is they selected one that was going to go on the tower you're suggesting selecting two that will be printed and handed out they also selected one that was the most outrageous or the wildest or the most delicious-looking or the most creative or and given them you know this wasn't printed but they just had recognition that in this contest so you can have a several category so people you know the more kind of awards you can give out and this can be done before the Art Commission if you want for publicity that we would be happy to facilitate for that you know or the council or something like that but it's an opportunity to to acknowledge the kind
of creative talent that you have I really like the selfie sort of booth that you had I saw the mayor had a selfie and it occurred to me that you may want to create the selfie booth with various design other others other images that didn't necessarily make it as a sticker but it's kind of the background of a variety of them one way to promote so if you get a thousand of them you know you know fifty of them get displayed in various booths two of them get printed and then ten of them get special awards or something like that and for fifteen hundred dollars you know if this ends up really getting the kind of submissions you want I think it could you know I'd like you to think about doing it for every
general election so it not you know that refresh it every four years that have the same kind of competition that so I think it does a lot of things it encourages people to vote it gives kind of a vehicle for social media it also promotes and encourages our creative community to come out and show their stuff and and and you can demonstrate that in front of groups like us but that's some suggestion Jeff Jackie it was Brian Stieglitz who ran the Manchester Tower competition Mike nearing did the stadium Levin and we spoke extensively with glad yeah yeah yes he does [Music] just a little more feedback I guess I mean John brought up a lot of great points like usual but I look at the schedule that you gave us it's and you gotta hit
these dates you gotta hit these targets is you know and you may want to try to keep it simple for that reason a couple things like you know contests going from K through 12 maybe too broad like we've maybe made some mention to it maybe just having high schoolers I don't want to exclude the youngest but I think we need to keep it pragmatic and then you know putting an artist's name on it I don't know and I know on some piece of art it's great to have on and you know put on this in this particular use I don't know if putting putting the artist his name on there is really what I would would lobby for so it was just a couple points that I wanted to bring up I don't want to
dump too much water on I'm a great idea but just if we're gonna hit these targets and get some you know done you got to kind of you know keep it simple yeah I mean I would say a potential arts alternative to putting the name on every sticker would be you know where the stickers are on the table maybe there's a little placard that talks about the artist and who the artist is and I actually you know just having it just suggested tonight but thinking about it I did include obvi there's obvious things that aren't allowed like anything we partisan so maybe even the promotion could be at City Hall of who won and something about the artist but you know we do have some restrictions of what the voting lane and I'm pulling both
yeah or polling place yeah but certainly take the point to recognize who the winner is and you know but that could be something displayed here any other comments I know we've flooded you with things your support yeah all right next on our agenda we have approval of minutes do I have anyone who would move to approve September's minutes thank you David any second John discussion [Music] any other discussion I would assume that is a friendly all right all in favor of the minutes with that friendly change any opposed great minutes are approved and report from chair I wanted to start I we have some new faces at the table I'm very excited we the recruitment committee got lots of applications and looked through them and went and spoke with the mayor and then the mayor
made his recommendation of Peggy and Sophie to City Council and they chose to let them come join us so they're here with us today before I go on with the rest of my report I would love it if Sophie and Peggy could just introduce yourselves tell us a little bit about yourselves your background and your interest in participating and the Commission okay okay good my name is Sophie grey and I'm I've been in in here and living here in Ann Arbor for 22 years and I've been practicing as an artist the last maybe 15 I come from England as you can probably tell and I used to be a cartoonist when I was in England political editorial kind of cartoonist and so when I came here I had one little child and another one on
the way so I stopped doing very much in the way of art then but then I took up fine art instead of attempting to do cartooning here and I've been doing painting and sculpture and things so I also organize Westside out top which is like an Art Fair walk cross so that's in May and December for one day each time which is a very much a neighborhood event and I'm a docent at uma so I'm used to introducing people to art and trying to help them to appreciate it in more ways than they thought they might have otherwise so I'm very connected with I think the local art community a member of Ann Arbor women artists and I know lots of artists through organizing Westside out hop so I thought it would be a good
fit for me to be involved in the public art Commission and I've heard lots of complaints about the art in Ann Arbor and people complaining there isn't any income complaining what there is and so I thought well rather than just listening to people complaining it would be better to try and get involved and see how it works and you know help with it my name is Peggy Leonard you all hear me I'm an art teacher in the end of her public schools I've taught here for about 20 years I teach at Lake was I said that I'm a Tony I've lived here for most of my life there was a 10-year period right after college where I moved away but it made me want to come back again so I've lived here race I have
three children that I raised that I've grown I was interested in serving on this committee because I'm looking to retire in the next few years or at least go part-time and I and my whole life that seems like I've been involved in art education and so I was looking for like a different Avenue and I've always loved public art installations and art in general for me life is life it's just part of what I do and so I just thought this would be a really new adventure and so I'm excited to join all of you and we're excited to have you does anyone I will open the floor if anyone has any particular questions for our new commissioners well we will enjoy getting to know you more through our meetings tonight and through a retreat
coming up I wanted to briefly touch on the retreat coming up on December 11th to get any meeting topics you guys might have I'm already planning on addressing bylaws reviewing the bylaws or refreshing our memory but they are setting 2020 goals and relooking at our working groups and to not only see if they all apply based off of our 2020 goal setting but then also realign folks into whatever working groups make the most sense for them at that time so anything else I should be making sure that Deb and I are putting on that agenda that folks want to make sure we talk about at the retreat yeah about comment just keeping in mind who our community partners are within the city I feel like a refresh on that where we stand with them how
we can engage them more whether that's having members of the Commission join various committees or boards and other avenues just so that I feel like we need to get our fingers and more pies you know what else is happening what else you know so I would be I would like to have an open discussion about that great the the nominating workgroup also collected some items from the survey and I think that got forwarded is that right Colleen so I would encourage you to use those topics at least to touch on it indicates somebody the Commission was interested in as a goal going into the future I'm not sure how it was described but I would encourage so those are not on the minutes or in the attachments but they were in the the email I
sent the question was put to the commissioners what do you feel are the most important concerns initiatives or projects facing the Ann Arbor Public Art Commission in the coming year and so there are items that some some that recur like relevance funding and things like that those came up over and over but there's a there are other some really good ideas in there so maybe if the two of you took a look at that partially because it seemed like there was a kind of mutual excitement or interest in the public art sticker contest maybe just having a brief time on that agenda where we can kind of follow up it'll be about a month later maybe just whatever updates there might be from the City Clerk's office or kind of figuring out who might help
with it or the best course of action perhaps okay Vanina would you be able to bring any updates to that meeting would you be able to touch base before that yeah anything else to put on our radar for that meeting and if you don't think of anything right now you can always just email us or let us know just curious on the new seat in the Design Review Board Commission and I don't know if there was a meeting last on the 1st of this month I noticed there okay good and this anything when that would would happen who's gonna be that person I'm the working group that's working on it I believe we'll give an update later tonight okay but if something's not covered in the meeting today we could definitely touch base about it
talk about that what what that would be like yeah that'd be great chair yes there was a recommendation from that meeting for an appointment for representative does that need to be on a new business or can you take the motions from the reports from working groups we could do it during the working group if we need to pass someone participating that's what you were going to put that forward today that's right at the end of that that that working group report there are recommendations that would require a general consensus okay all right um the other things I wanted to report on unfortunately the MCA see a grant that we applied for we did not get so that funding will not be coming through for this year regardless I think the work that we did is
not a waste we've got good structures and content to build upon we got good feedback from the panel so hopefully next year we can use that feedback to build an even stronger application and potentially get funding in the future are there any grants that we should be looking out for between now and then very very very tight deadline Sophie emailed me recently about its what is it December 6th or something don't mind the grant that you sent me that Bloomberg uh I don't have it off the top of my head I'd have to do um it's a Bloomberg challenge it's another one through that okay foundation mmm-hmm I will make a note to forward that information to the rest of our fundraising group just take a look at it and see if it's something we
want to jump on board about alrighty the last thing I wanted to talk about in my report is that we have a few commissioners myself included whose terms are coming to an end at the end of May which seems far away but it's not so if you all can let me know in the next several months your plans I think I already know Colleen will be stepping down yeah and we I actually that was one of the questions I did pose to the people and so Allison agreed to stay on if and Jonah actually expires and and he agreed this day guys well so could the recruitment committee we'll start doing some work to fill Halloween space and that's all I have for my report any questions for me at this time okay the next
thing on our agenda is new business and we have election of officers so yeah I'll take it for a bit and then okay excellent so we the nominating group workgroup sent a survey out and I want to thank everyone for participating we had full full response from all commissioners so that was really good for us as we talked earlier we entered a few other questions that included what's important as we go forward what are we looking for in our leaders and we asked for an evaluation of the two current leaders Allison buck as chair and deb mex ikot as vice-chair both receive very very favorable feedback that the groups the Commission has full support of the leadership that we have currently and I'm happy to say both of the current leaders are eligible and willing
to continue on in their roles and so as a result the nominating workgroup would like to make a motion to vote for okay all right we'd like to open up Nations or the chair and our I recommended slate is Allison buck-ass chair and Deb Mexica as vice chair okay okay are there any more nominations for the chair okay we close those okay all those in favor of Alison buck continuing on his chair say aye aye opposed and so congratulations Allison and thank you for agreeing to continue and so I would also open the nominations for Vice Chair at this time and madam chair I would like to put forward for Vice Chair Deb Mexica any other nominations seeing none we will close the nominations and let's do again a of a vocal roll call that
roll call vote all in favor say aye aye all opposed all right Deb's not here but we're very appreciative of her as well the next thing a new business we have added the resolution of support for climate blue do I have someone who moves so move a second a second Mary yep great any discussion I think we should put some more language that we support the efforts of climate blue to bring attention to and commissioner Isola can you help me your award snow extraordinaire to help promote an awareness and public celebrated through public art through the creation can we have in there somewhere that art has a particular role in supporting or bringing public understanding to the importance of climate change because it's readable by all and it doesn't have I guess we shouldn't say
well it doesn't have but it it's open to anyone to interpret and understand and it goes directly to the emotions and so it's a particularly good way to bring attention to the importance of the climate crisis we need to watch his back the tape oftentimes it could be framed as whereas public art has an important role in moving public opinion whereas climate blue has experienced pulling together whereas they have made a proposal to put a mural up somewhere in the city and include other artists therefore we support their efforts and would encourage anyone to do likewise something to that effect just make it much nicer than ice and I apologize for not being more eloquent and articulate any opposed full business it looks like we do not have any the next item on the agenda
is the report from staff I'll start off with the Financial Review of public art with the inventory effort we also were gathering what information we had for various pieces of the art and the value at time of purchase understanding there are some very large holes in that understanding of cosbo where we have them we have forwarded them on to the finance group within the city so folks here understand if the art is part of a facility or building installation it is covered under the buildings insurance as a city we have a fifty thousand dollar deductible our policies so items like the radii in the Justice Center would be covered but the insurance wouldn't kick in until after 50,000 was lost the standalone art pieces that are out in the community don't have that coverage as
of now we are not they're not enumerated on our policies we have to work with finance as to which ones might be over fifty thousand and seeking coverage for those under our entire insurance policy so that is a very broad view of how we've applied the inventory that has been so diligently worked on so basically the inventory is bringing forward what the value is of the work so now that we are sorted of figuring out the values we can to figure out what we need to get insured and so it's all part of this process and we have to determine what the value is of some of the in our kids I don't know what percentage we have values on but it's far less than 50% of our pieces and I suspect not too many
of them individually go over fifty thousand any questions Craig regarding the inventory that when we first talked that the idea of finding out what it's worth what the acquisition cost and all of that we we also wanted that list in order to promote it so that it could be listed somewhere that we would pull that off of an inventory yeah and I'm not the person to speak to about how the the inventory is feeding into the story map but that's helped me out with could you come up and introduce yourself to everybody in we have some new members I'm Olivia I'm the like public art assistant I've worked out a lot of the inventory I don't know if you've seen the story map it's on like the public art so for the inventory like a
lot of the in the story map that's a lot of like the main inventory that will probably be on the insurance because the rest isn't really like there's some tiny pieces in City Hall and stuff but they're not really like big pieces that will be put on their insurance so the insurance was part of it the the other point of the inventory was to have a list somewhere of every single piece of art no matter how small or how yeah yeah we had that was okay and that's feeding into the story map to promote it and in addition to any walking maps that we would any kind of those sorts of promotional sort of things the the notion was is do we do we have a list up until now we didn't know whether we
had a complete list or not now what I'm hearing you say we have a complete list and what I don't know if our list will ever be complete yeah we have a very detailed list but there will be discoveries as we go another part of that inventory that when it was first proposed was to also identify maintenance maintenance schedule associate you'll find John is later in the agenda agenda okay I'm sorry maintenance my apologies any other questions about insurance related Thank You Olivia thank you for bringing that to our attention I'm excited that we are getting under the umbrella of insurance and our pieces are going to be potentially insured should they need it it's number two gonna be you or than even I I will start off and if I stray too far Vinita
will give me the verbal slap upside they had to get me back on track we have looked at putting plaques on are the bronze plaque for the Arbour winds and levin projects have been ordered the were attempting to get those pieces with their plaques on them soon I'm looking at Vinita to know if she has a date yet which was last night that's why I was looking at you and you said before the frost and the report hint think we missed that because that was last night but we are striving mightily to get those those plaques yes and we will take what we've learned there and move on to other pieces of art identifying attached is the tree form plan yep yes you mentioned budget constraints what is the budget on these plaques the two
that we have already put plant or reporting plaques for we had project monies left over to cover those plaques so the budget wasn't an issue that will be something we will have to wrestle with going forward and finita do you want to say how much they were a plaque roughly so it's not a huge sum but it without a budget it can be a hurdle at times so as we go forward and we have countless numbers of pieces that need to be honored and recognized with the plaque we're not going to have the funds left over from somewhere else I imagine so there needs to be a council at at some point we knew what that would be likely I think the art commission will discuss at their retreat asking for a nominal funding for
their discretionary use for matching grants or putting plaques up so that might be what is is used in the future going forward okay yep if they could that would be helpful obviously you know this would be of course if you want to expand on that mystery well I know I'm just going to say there was discussion about when grant opportunities come up they need a match and not having the ability to timely be able to commit to the match your hurdle and that was sort of the start of the discussion of some nominal amount the annual budget firm I would probably try to tease those out so you have separate line items but what you're looking for grant and what you're looking for for plaque not all just bundled up together so we can better
explain it and get more support from Council members discussion about yeah I plan to be there in the for the workshop work session but just know that you know we were gonna start talking budget in January in February for the fiscal year begins in July of next year so it's it's it's a good time to start talking about that and really formulating some numbers so we get that a skin before a budget it's cooked madam chair yes Jeff regarding that moving forward would it be possible to include the identification marker the plaque to be a part of the cost of the public art so when when that's commissioned that it's not just the artwork itself but it's also how its installed the plaque that identifies it and possibly maintenance in some way identified so to
give a cost a total cost so it's it's transparent how much this is going to cost the future projects it could include a plaque as part of the scope it can identify what the maintenance costs are likely to be but it can't commit can't commit to those funds and I think the where the concern comes about where we're gonna find the budget for plaques is gonna be pieces that have been up for a while that aren't currently identified okay and that's something we want to get done and I think a shorter order of time I don't personally would like to see it done in five years or less and sounds like there's hundreds that need to be made perhaps so okay so maybe well then I mean that was part of the inventory was identifying
ones that don't have placards and they've been slowly than we've seen three or four come through recently cuz they've been making them oh okay that's great I thought they were I thought they were just now many many many more no okay the problem is much smaller than your main haven't let me ask a question um how will that work for the water inspection covers I don't think we'll have a plaque for each of them but I don't know if there's some place where something can go no currently it's only acknowledged on our website or you know we could look at having I actually took a picture of it was somewhere and I saw something that could work for this there was a vinyl that was near a thing that could identify it I'll send you
the picture of Anita it's something we should start percolating and maybe the communications group works together to have some sort of identification idly at at least one of them where it makes the most sense like one that's on a sidewalk or somewhere where it makes sense someone might stop and be able to identify it yeah that would be great yeah there's the one right here that would make a lot of sense any other questions for Tiger minion about that Black's great you guys Wanda maintenance sure why I couldn't hear you could you turn your mic on please I know you that you would prefer not to so I she wants us to look at reform first is there a reason there's a description only for tree farm and not the other ones the Lebanon the
arbor wins our bronze plaques that are going to either be placed in the sidewalk within the wall or within the at the base of these two pieces tree form is in house was not sent out it's more of a preference to do an in-house placard with our communications office and in the areas where we're looking for something that's a little bit more dynamic we're reaching out and and the 11 and the tree form or those two that we decided to do the bronze placards for right and so what I'm asking is collective and this is maybe something that you probably discussed during the retreat we really need to nail down a design depending on the piece depending on the location asking for a standard design for all pieces depending on where they are and and
how we want to identify them if that makes sense it's at West Park it's at West Park there's two there's actually two of them at all sculptures right brother yeah I was gonna say so so where would this go the at the West Park location it will be at West Park it will be not unlike anything that we have currently new fans although the canoe art that's in the public parks we already have design stands for some of these locations we're just planning to duplicate some of those markers that we have now that are in the parks so there's a little different and they're um they identify it a little bit different based on some of the funding that went into some of those so again I'm looking to for you all to make a
decision on how to identify them internally externally whether we've got one more that is having a design by stormwater because most of the funding came from stormwater to produce it so they're doing their own plaque design there we just we only have a few more and just need to standardize however you all would like to have them it might be helpful Vinnie to bring forward at the December retreat photos are some so they can see what the various applications have been uses and then they can make an informed comment based on a comment based upon what they've seen because look at what's what we're supposed to be identifying you're talking about pieces or plaques glass plaque but you can bring in a photograph of them where they are shook what oh we can that's not
an issue madam chair yes my understanding of Anita I think it was listed in here that the bronze plaques you reached out to the University of Michigan Museum of Art and they gave you some examples of how they sort of identify the plaques and that's consistent with what you have done with the bronze plaques so I guess what I'm hearing you say is do do we want you to continue even though tree form wouldn't be bronze it would be a different material should it look like the bronze in terms of very simple the name of the piece the date the artist and and so forth or should it be more elaborate like that yeah that's what I'm hearing you say that would be good for our December discussion this this has been we could we
can't put a bronze plaque on everything and maybe everything shouldn't have a bronze play however there there is a value to have a consistency in the design of whatever is put so that they can identify this in fact is a piece of Ann Arbor's public art one way of looking at it is they stamped city of Ann Arbor and public art Commission however we may want to make it more consistent with those bronze plaques and I think would be perfect for a December discussion I make sure I make a note John my reading of the the Summa involvement was that they were that we are following current standards and design of the plaques related to identifying funding sources not just in the general design of the plaques maybe Vinita could clear up exactly how that
relationship reaching out to the U of M they sent an awful lot of designs of what they have internally and externally based on the the exterior items that we have Arbor winds and the lab and piece this was the design that I felt most mirrored what they were doing at the U of M right now again I was on a time constraint simply because n sized and money and the use of money and funding to a prior to end of the season funding for public art this money's been sitting there for a very long time so didn't want it to go back in someplace else or or or get dismissed we'd already talked about doing these black these placards for these two pieces and when I reached out this was a design that I thought
was best for those two based on the location of those two pieces what content is on there what ended up on there was feedback and then additionally twofold she went back and asked about funding and they do they put funding other things and that's the further feedback so I think both things informed decisions yeah and again that we still just need a standard for both designs either way and we really still need a decision on whether or not we're going to list and call out the funding for all of these that does make a really big difference when you start looking the size of the plaque what kind of a plaque that it is so if that's a conversation for the retreat it would really be helpful as we move forward to get those I
like the amount of information on the tree forest black I like I don't and I'm with you I totally agree I think it's consistent with the other couple that we've printed recently and you know we can definitely build upon this conversation and December I was just gonna follow up I think of a project like the Jewett chair and how many different people contributed to that and so the funding source is identifying all those people you could get really complex so I would agree with David that I don't I don't see a need for it on these and then just another reminder too as these we move forward and there are new pieces and they they come online they're all going to be part of the walking tour and within the walking tour descriptions we're identifying
funding sources there so I have this my mind that the funding sources could be important into different artworks but it doesn't necessarily have to all be in one place on the physical plaque at the artwork it could be an online description that it goes into detail it could be a printed walking brochure it could be a number of ways that we can identify more in-depth description and funding sources but what I think Bonita is looking for is direction we need to purchase these plaques and I might add she has been communicating with the communication committee working group and we've been offering suggestions in this direction so she's not sort of going off off off the ranch she's she's been using our input to the to this end but I think it would be useful in
our December retreat to have a more robust discussion do you need anything from us today thank you when the and the bronze plaques is it standardized to put the the year right after the title of the piece okay we put the year perhaps underneath where it says in Arbor Art Commission you just feel like for me i don't know it's more aesthetics I guess but for me I would want the year towards the bottom where the city seal is or something or underneath the in Arts Commission but that's just aesthetic I just wanted to point that out I don't know have these already been ordered the plat yeah and did the year get put where it is based off of your examples from uma thank you yeah the other ones yeah okay anything else staff
would like to report on today I can jump to number three oh yeah um that reads as if IT is defining the parameters necessary for the inspection report review ideas helping us build the database in which we will populate what we need to do for each of the pieces after we have the inventory in place and the system will directly speak to each department so that they're aware of what their responsibilities are for the pieces within their scope yes it's not all nailed down how well what exactly it will go into but it's likely to be what we call city works where the software actually generates a work order on some timed interval 4 p.m. cest parks group it's time to go tighten the bolts on the base of canoe fan and so this would
be for routine maintenance if there was something that came through through click click see click fix or something else was noticed and reported that needed to be fixed could you add it through there or it just gonna be that hole now I'm drawing a blank on a to fix it thank you yes a to fix it will automatically feed in to see city works to generate our quarters great so that's the beauty of having it and sitting around yeah it does the routine p.m. reminders work order but if it's something extraordinary that a citizen report and so when they go in and they do something they would probably put something in there saying that well the clothes guys would get a ping or something when they close the work order they have to put in
the work order to what all was done with it who went out how long they were there what they expanded on it right I'm sure those things will start getting added to your staff reports at some point yeah any questions about that I know China earlier you had a question about maintenance does that answer it any other thank you all right next on our agenda we have our report from work groups City Hall gallery workgroup I don't believe we have any updates John no updates at this time the CIP workgroup is there any updates David no updates right now we're just getting up to the new CIP season very soon so something coming soon okay hopefully you'll have a project to tell me about soon communications and marketing workgroup I don't think we have anything
particular imeem we've been communicating with Vanina about these plaques I'm really really excited I think the inventory and all that has come together which will actually facilitate our work moving forward next year so excited about that I think it's great the development work group I know we've got a report new base yes madam chair I can present that you have attached a written report and thanks to the hard work of council member rommel Aoi this I believe is is monumental for a number of reasons I think it puts us at the table collaborating with an appointed board that has a similar mission to ours is to enhance public space in terms of aesthetics the design review board is a group that was formed in to foster excellence and design of the built environment of the
downtown specifically downtown they have developed a mechanism where kind of design guide does not ideas it can get incorporated because the designs are a real sketchy they're not they're not fully formed and it's done purposefully that way and it is I have met with the chair of the design review board dick Mitchell and by the way dick Mitchell was on the original committee for art in public places our predecessor who put the artwork on the parking structure fourth in Washington and that is the foundation of where of what we have become so he was very excited to first of all have that background and welcome someone from from this group I might add and it's because of a council member rommel Aoi this is the first and the only to my knowledge that there was
a unanimous agreement on City Council for anything related to the Public Art Commission so kudos Ali and I might add that Jane Lum was a co-sponsor of that so this this was a group that have encouraged their friends of public art everyone on council legs public art I've met with all of them they all support public art the question is can we get more private money to pay for some of this public art this is probably the best way we have set up a CIP committee - to try to bake that into a municipal construction this is a way we attempt to inspire it into private development construction so the the group is myself Jonah Mary theevans and David Issa we've been meeting for some time we have six suggested recommended and created a public
art idea book a checklist that can be refined and offered to developers and then this recommendation that we have a voice at the table in the Design Review Board as I mentioned that I li put this forward worked out all the kinks and this was passed at the last meeting the second I went to that meeting and I spoke with every single council member and they all applauded this effort they look forward to seeing the fruit of that ordinance and I hope we can can deliver I've watched some of the some of the video of the beating and not unlike our meeting they get a lot of criticism you know why isn't there are more beautiful buildings but what they do do is and I spoke with the the chairman dick Mitchell is that they
consider it a collegial consult that so that the developers that come in the architects are colleagues of the members on that board and they are not gatekeepers they're not police officers they're they're really professionals that can kind of give suggestions and help it's required that every every project with in the boundary has to come before their board but the recommendations are voluntary in fact they only have to come once however been they've been encouraging more than once in fact they have some projects that come three times which should tell you that the architects and the designers value the suggestions that they get and they can impact these projects that the appointment of this lays on would be specifically to try to encourage and inspire public art into these projects in fact the design a review
board has created design guidelines and it's three areas the the site designing the site itself not just the buildings and the buildings though the mass and setback and all that however most of the requirements for that is from zoning and then the building elements in other words what what what is a part of the building the structure the the the bricks and things like that all with a hope that to deliver a excellent pedestrian experience so we want to have a walking town so we want to build projects to have an exciting pedestrian experience and all of these elements they list them I've just sketched out some of them two areas this the site where they offer recommendations and the building elements actually spell out public art as as a way of helping improve these
sites so in addition there are nine character overlay zoning districts so who would have thunk but the challenge of the design review board is to bring all of these suggestions manners to some practical advice for these these projects and they don't always succeed and making everyone happy but at least the the producers of the developers welcome it so with that in mind we have made some recommendations that three you you can see the language of the of the ordinance indicating that the art commission appoints this liaison and that lays on continues until the art commission chooses somebody else or that liaison person no longer as a part of the gutter commissioner so this member of the Design Review Board actually is controlled by the art commission so we choose who we want to represent us
on this particular board so our workgroup made three recommendations the first one was that this appointment be made annually so we thought that that it consistency is important because this is a collegial team so knowing each other and and how one can react is important so you know we may not want to change them in and out every month we may not even want to change them in and out every year but it is our recommendation that we should visit this appointment every year to determine whether or not it's satisfying our needs secondly that we collectively have a lot of advice that we could give to projects coming into town so we are recommending that whoever this liaison is develop a way in which these submissions to the Design Review Board is able to be
shared in some way so that we could collectively add our comments and Leia's on could present them for us and third we recommend I volunteered to be the inaugural liaison and I'd be delighted to do so I've talked with mr. Mitchell and I haven't indicated that I would be that liaison but whoever is the liaison he's willing to mentor them so that I indicated these folks give advice with the language that developers understand so they are grounded in design principles so that we need to be able to speak that language to be effective it's not just that we can recommend you should put a mural on there it needs to relate to the guidelines it needs to relate to the overall character districts and it needs to be presented with design principles and it is
it will it will be somewhat of a task they meet five or six times a year only when they have projects but this liaison needs to be able to spend some time reviewing those so that at that meeting can give smart advice this is also an opportunity for us to be able to present ourselves in a positive way and a valued way so that we bring a value we're just not you know crazy artist type that's suggesting all kinds of you know things that without any cost to that well this needs to we need to demonstrate that we can bring value to these projects and if we can inspire well enough maybe we can get something done so with that I would like to put these forward either individually or as a group bana Byrd
thank you of course you know you know that I would be happy to do that I agree I could just say I will do another election at the same time we do a lot what we should probably do is determine if there is any kind of calendar at this point I mean it would be it would make sense for us calendar wise to do it with our election of officers simple for us which would be today perfect question so you're gonna move someone and then we have some one second live discussion oh and now we have discussion um I just wondered as the daughter of an architect whether there would be a an either unofficial or official position for an others understudy or observer to go along to some of those meetings because for me
that would be an interesting thing but also it means that if any reason John couldn't go to one of them there would be someone else who kind of knew what was going on who might be able to help I don't know whether that's a completely different new motion or what it would be I believe those are public meetings I think so I so anybody who wants to get once to attend can attend I think for the ordinance it should be one person however I would love to have you sort of practice with me and and and review these projects so I'm I'm open to do that with you on a regular basis go over these plans and together you know we can but I think with the ordinance we need to have one person identified
has that thank you and thank you John I appreciate those kind words and and you know to be honest with you credit is not all mine youyou obviously spearheaded this movement and approached me many times to get to go work with the the City Attorney's Office to get this done and you were pretty persistent so it worked out and it was good to see the the the council come together for many different reasons and and and one of them was to again get away from the controversy that is associated with taxpayer dollars funding art and all the troubles that are that come its way unattended so you know someone like councilmember alum was ecstatic about this and co-sponsored it like you said she's a she's a big supporter of art she's just not a big
supporter of taxpayers paying for our and so it's a it's it's hard to to explain that a council meetings sometimes and it's not it doesn't come out in the votes but you know when you see her vote sometimes you think she doesn't like art but but she does actually and I was quite surprised pleasantly so you know I just wanted to make sure that that John is a lot of this credit and I do think it's a it's a huge step for for this to happen in fact I met with some of the developers yesterday in a major project downtown without even me bringing this up they had talked about a part of this project for public art and I was like great we're actually doing something tomorrow at the Commission meeting to install somebody
to help facilitate this so you know so I don't know put you in touch if this goes through and you reach out and get to work right away with influence in the conversation so you know I'm happy to see this commission work in other ways all right all in favor any opposed great we have a liaison and I'm sure I might add there is a design review board meeting next Wednesday in the afternoon and I have all of the material so my colleague and I we can we can we can meet discuss ideas about is it the standard building the standard I didn't wanna you know but yes they will be there at the meeting so that's that's the development that I was talking about so you know get get in their ear now good
I do not I'm the ice units to get me a copy of it I now have it Jona needs a copy now but Sophie I have your contact information you have mine and I'm going to immediately tomorrow I'd get a hold of mr. Mitchell and set up a a meeting I'd like to probably do that just he and I to start with and then introduce the fact that we might have some other commissioners that want to help with that I want to make sure that the design review board I don't go in with sharp elbows in a loud voice so however the standard it's the third time there this is their last time and there's a perfect spot for a space for kind of a sculpture gallery that could be rotating so it wouldn't cost
them anything we could get new people in so the idea is to plant that that idea in and without seeming like I'm monopolizing and you know it's hard for me to do this okay is that does that complete our development workgroup update it does great donations and art placement work group we haven't had any donations of art to place we haven't been I'm the fundraising work group I already mentioned that our grant unfortunately didn't get funded a grant application did not get funded but I will be sending out information about a new opportunity that Sophia brought to my attention so we can look at it and see if we can put it on our radar and in time youth outreach work group so the youth outreach work group is deb jonah and myself we're looking
for new participants as well as an interest we met once since our last meeting and we're really looking for ways to not only engage young people but how to plug them back into the community in different ways and so we brainstormed things that already exist events festivals art fairs exhibitions and just kind of brainstorm brainstormed ways that young people could be involved in those events we've made some traction but nothing that I would like to report on at this time since things are still being flushed out but we are working with the neutral zone and the Ann Arbor Railroad and looking towards doing some impactful public mural work with our young people and our emerging artists this summer great I think we were hoping to maybe have some more pieces to add by the retreat
hopefully see how that goes and then I kind of think that this sticker design contest could be a little bit of a catalyst or a jumping-off point to get some young people involved in that as well so hopefully we can bring something to the table there Porcha nominating workgroup more we have one other item so the first was the election of officers but as we met it we we discussed this idea that currently our bylaws have a three year term limit on on the leadership positions and we were considering for a couple reasons dropping that down to two years and we were hoping to keep leadership fresh and not not having an opportunity to stagnate we also thought we get new people in and if they have to wait let's say somebody is vice-chair for
three years and then their chair for three years that's a six year window before someone new might have an opportunity to get into a position where they might see themselves as being in you know a good leader so we also were hoping that the commission might think about leadership as that the vice chair is being groomed for a potential new leader then that they would be being selected with that in mind that they maybe somebody wouldn't have to be written in the bylaws but that as we go forward and as we're looking for someone to be the next vice chair of course is carrying on from her past position but that it would be someone willing to step up and and take that over but we're open to feedback on that it's just something that
came up as we were discussing it that we three years a long time [Music] sorry I think that I I was able to contribute more after I left that that position and the the notion is that commissioners go well you're doing a great job just keep doing what you're doing you know but I think what we need to do is recognize that we all need to be in those leadership roles and it's not forever it's just for a couple of years and so that's the thinking behind it that whether it requires a change in the bylaws officiating it whether it just is recognizing it it's the how we as a commission want to work but I think that that we wanted to bring it before the board we both thought it was a good idea
and it has nothing to do with with Alison's work I think she's doing great and that I would love to see her continue because I know the of the hard job this is a heck of a lot more fun to be a part of a work group but we need to get the new folks they're kind of in line nobody can sit back David that everyone's got to take a turn in the chair David and so but it's not forever David that and once you once you rotate out of there you know some of your best work can happen so that's the kind of the underpinning of those thoughts so before I open enough for a discussion I did talk with them about this very briefly and we can have a discussion about it totally
right now but we do plan on looking at all the bylaws at the December meeting and I think it makes most sense if we are gonna change the bylaws and have it which will require it to go by City Council again to get approve that we're doing that in a lump sum Ford if we have multiple changes that we're not sending like every other meeting at City Council bylaw changes so we can definitely talk about it today we talked about it again in December but if we do want to change it I would recommend waiting till December once you've done a complete look at the bylaws to add that and it might be the only thing we end up changing but at that point we would know if you want and I'd like Deb's input
so I'd like her to be a part of that conversation great do you guys want to just table this till December or do you guys want to discuss it a little bit today that's what I was gonna suggest okay okay great there there was one other item on our group and that's just that we did get feedback that the leadership survey it would be nice if we changed it up for next year so rather than just a rubric a rubric with comments but we have more of an assessment of specific traits and so something to think about we don't have anything comment on that beyond we're open to looking at different approach next year great thank you guys for doing that survey and all the work that goes into that that was all Coleen I
had nothing to do with it the next workgroup is the recruitment workgroup as I mentioned previously we looked at a bunch of applicants and then met with the mayor to put forward some applicants that we felt were the strongest and then he recommended our two new commissioners so that is the outcome of our work thus far we have some more work to be doing with some more change over and doing some exit meetings as well all right any other comments from the Commission things you guys want to inform us about things that are going on shout outs about the brush monkeys are out yeah painting the town so keep an eye out for all the new winter definitely so the the brush monkeys were carrying on a tradition of over 25 years of hand-painted holiday
windows in the downtown area started out specifically in the Main Street area and now we've expanded into all of the Ann Arbor District sand into Washington County we were just invited by the city of Midland Michigan to paint over 30 businesses in their downtown area so it's catching on we have about ten artists that we employ seasonally and we just have a blast so we get to engage with people downtown we get to do custom hand-painted storefront design and we offer your own services and it's just it's a blast but we're freezing we're freezing fingers off already so come find us and say hey I just want to say how great they are and how it's it's a really nice very specific thing to our city you recognize it and every year anything oh you
know now I know it's the right season and just congratulations on it all right well with that oh I asked I asked right and someone want to move to adjourn oh look at all this handsome John in a second Colleen all right all in favor aye anyone opposed all right adjourn
