[Music] foreign [Music] foreign [Music] foreign [Music] thank you [Music] foreign [Music] foreign [Music] foreign [Music] like to call the governing board meeting for the Liberty Elementary School District to order today Monday May 8th 2023 at the Jerry rovey facility first meeting will be a public hearing to discuss our annual expenditure budget present for tonight's board are all five members board member Parks Aguirre Bixler Kenyon and myself Michael Todd board member Bixler if you could please lead us with the Pledge of Allegiance of America [Music] reviews next on our agenda is item 1.3 information discussion on the fiscal year 2020 to 2023 annual expenditure budget revision number two this strickler [Music] well I'm just so happy to see all these people here to learn about the revision so uh good evening board president members of the
board and community members um this public hearing is to provide all stakeholders with an update of any budget increases or decreases for fiscal year 2022-2023. as required by statutes school districts have a one final opportunity to revise their current fiscal year expenditure budgets doing so by May 15th this revision is for any increases or decreases to budget limits based on student average daily membership Group B student counts carryover funds from the prior fiscal year where any increase in the projected revenues for other funds for us Liberty we had a higher than projected maintenance and operations budget carryover from the prior fiscal year due to unspent funds that were initially allocated during the budget preparation process final expenditure numbers are available when the district completes the annual financial report in October each year before that final
number is calculated we project what we will spend from May until the end of June we projected 2.9 Million in carryover and the final amount was just over 3.1 million for the same reason we have an increase in unrestricted capital outlay or District additional assistance we projected just short of thirty six thousand dollars carryover and due to the timing of equipment delivery issues huge issues the expenditures were not reflected in the prior year but in the new year our unrestricted capital outlay carryover is just over one million dollars this is a history snapshot or of our average daily membership expenditure budgets are calculated using the average daily membership which is the total enrollment of fractional students and full-time students minus withdrawals of each school day through the first 100 days or 200 days in session
is applicable for the current year and remember full day kindergarten is only counted as half our initial budget was calculated using an average daily membership of 4290 during the first Revision in July we reduced this number to 4250 because we weren't seeing the numbers we had anticipated for growth and this number for this revision has been reduced to by 51 ADM to 4199 for this final budget expenditure revision groupie students are also a vital part of the expenditure budget you can see when the fiscal year 2023 budget was adopted the group b weighted student count was 5813. soon after the budget was revised to account for the additional funding received from the legislature we saw a small increase in the group b weighted student count the group b weighted student count for the route for
this revision is 5902 a growth of 11.586 with small increases or decreases in a specific category due to the increase in the group b weights and additional carryover funds shown as how the funds were calculated for the adopt a budget the first Revision in July and calculations for this revision so our adopted budget started out at 32.8 million dollars we increased it with revision one to 34.7 million and revision 2 is now at 34 34.9 million with an increase of 218 914 dollars unrestricted capital or District additional assistance we started out with just a little over two million dollars we increased that with our first revision to 2.2 million dollars and this revision because of the carryover is 3.2 million dollars when expenditure budgets are created it is based on prior history and anticipated areas
of growth with the additional maintenance and operations budget capacity of just shy of 219 thousand dollars budgets were reallocated based on expenditure Trends and encumbrances to date as you can see some program areas required an increase and some some didn't need as much as originally anticipated the same process is used for unrestricted capital outlay and you can see here how the changes were applied for our cash controlled funds revisions were made based on prior year cash balances rolled over in October to the new fiscal year for revenues received to date and a review of expenditures to date and encumbrances for anticipated expenditures through the remainder of the year we do have a few upcoming budget items for this for this for next fiscal year I apologize the proposed budget is completed after the legislature has
finalized budget negotiations and forms are published by the auditor General's office however by Statute must be completed by July 5th the proposed budget can be adopted no less than 10 days from when the when the proposed budget was approved we then have what we refer to as the adopted budget which must be board approved by July 15th not shown but a yearly report the annual financial report is due by October 15th this report as you know determines how well we manage our expenditures for fiscal year 2022-2023 later in the agenda a recommendation is made for the board to approve this revision and I'm happy to answer any questions you may have members any questions [Music] okay I need a motion to adjourn the public hearing Mr President I make a motion to adjourn the public

annual celebration of accomplished teaching here in Arizona um it's a very small list of teachers Across the Nation you think how many are out there and it's a smaller list here in the state of Arizona this particular teacher received this award and then came back and got the award basically a second time for maintaining national board certification this is an inspiration to every teacher to the taxpayers that are out there who want to know where money goes It goes to great people like this teacher as well as all the other great teachers in our district um her Focus was early adolescent science the award winner for this and she had I'll thank her for winning this award because we got to attend a really nice Awards dinner and feel really proud of our staff so
it was it was great but uh um sixth eighth grade science teacher from Liberty Elementary Miss Christine Mendoza all right thank you [Applause] so again if I if I could just say a little bit more here when we went to this award ceremony you see the big schools Cartwright Phoenix Union High School you say that's great those are big districts and then you come out here to what some people call little liberty getting bigger every day but still smaller than some of those others and to have this sort of Talent come here and be mentoring our other teachers we're so lucky to have her so again on behalf of all the award winners tonight we killed a lot of trees for this let's give them one really the loudest loudest Applause we can [Applause] thank
you congratulations okay our next item on the agenda is 4.6 math challenge District team and student recognition Miss Natasha camp and Vicki Johnson good evening Mr President board members and community members I'm going to ask Miss Johnson to come to the podium I see her she's trying to get there tonight we would like to recognize the district representatives for Liberty Elementary School District that will be representing Us in the math challenge at the regional level not all of our kids could come because they have other commitments the fact that they committed to math challenge practice on top of baseball and swimming and everything else is awesome but if you are here for math challenge could I have you come in I know there's a couple kids in the lobby William come up we got kids
up here all right [Applause] [Music] [Applause] and then we also have Miss Murphy here is the third and fourth grade coach so I want to recognize her as well Josh board members do you want to please join me up front for a photo yes craft studio ah weird thank you [Applause] [Music] [Applause] thank you Miss Camp asked me to just explain briefly about the West Side impact math challenge um it's been going on for at least as long as I've been in the district 21 years I've been involved for at least the last 15. but our district handles it a little bit differently I'll be honest we invest in finding the best kids at each school to come to compete at District to find the best kids at the district to then form a team
and I don't know if your experience with gifted math kids but it's like God put the answer in their brain and heaven forbid they should have to explain it or if they're wrong you can't show them where their mistake was so we invest in coaching we spend six sessions of practice where they get to know each other and we focus on cooperation and conversation not just the math techniques so that's why I would say in my experience Liberty third fourth fifth sixth and seventh eighth all three teams generally score in the top three in the whole west side because of the time that you allow us to invest so thank you for that [Applause] just want to personally thank Vicki Johnson she's been doing this for 15 years so thank you we did have a
brief stint uh of covet which we could not participate but we are very very happy to be doing it again and thank you Denise Murphy for coaching thank you both [Applause] thank you and I cannot reiterate as the parent of a gifted student Miss Johnson's comment about they have the answer they don't want to share it as they become teenagers they want to share even less so I I commend them on getting the teachers or the students to be able to to compete and do well so congratulations to that entire team okay we're gonna Circle back now to item 4.1 which is the November 2023 bond election uh this will be a discussion and information only session or what does she need an introduction I have with us tonight miss Randy Stein from Stiefel and
she will give us some background information on the potential upcoming bond election foreign thank you and good evening hopefully this drives the presentation excellent so uh no good uh presentation about a possible bond election or a bond issuance for that matter is complete unless we can start with some information about the property value in the district so this is a chart a historical chart of the property value in the Liberty Elementary School District you will see that for each year we have two bars the State of Arizona is not content with one property value for each taxing jurisdiction it in fact needs two and how this works is the blue bar is the full cash assessed value that bar is used for determining bonding capacity for school districts the red bar is the limited assessed
property value that is the value that is used for tax purposes I will point out to you that you can see that the full cash assessed value pretty much with the exception of uh fiscal year 1314 which the state was still coming out of the 2008 recession which is why you see there are some negative numbers there but the growth in your full cash assessed value has been in double digits for all of those years except fiscal 19 and you'll see that if you look to the far right 37 percent is what we are expecting for fiscal 24 that is the preliminary number there is a pretty substantial difference now between the full cash assessed and The Limited assessed The Limited assessed by law for most properties can only grow five percent a year assuming
that property has not changed so we are getting a pretty substantial difference now between the red bar and the blue bar the next page is a picture of the tax rates in the district the bottom component of that is the primary property tax rate that's a function of the school Finance system there's very little that the district really has a lot of control over on the primary side the mno override is designated in the red bar and then the blue bar is the bond tax rate the current Bond tax rate I know this is a picture of the outstanding debt of the district I too would need a magnifying glass but you can see that there are several series of bonds that are currently outstanding by the for the district and we continue to monitor
those and then a picture of how bonding capacity is determined for an elementary school district the bonding capacity is 10 of the full cash assessed value of the district you then subtract the current principal amount of outstanding bonds so in the current column the base is approximately 55.6 million there's currently approximately 51 million dollars outstanding with uh an additional outstanding premium amount so the bonding capacity is only three thousand five hundred dollars now interestingly property uh bonding capacity Grows by two ways one as principal is paid off and you will be making a principal payment on July 1 2023 so you can see in that column that the bonding capacity goes up by almost three million dollars bonding capacity also increases when the full cash assessment value increases with the preliminary numbers that we have
on the third Monday in August when the County Board of Supervisors will adopt value we're expecting that that bonding capacity number to increase to 23.6 million any questions on that all right the district does have all right we have one question just for my own clarification and for the public so if I understood that right on that last page on page six um you stated that a new Bond would essentially pay off the old bonds is that correct um in the column that is identified as 7123 the district is scheduled to make principal payments on that date and so that will reduce the amount of outstanding bonds outstanding principle on the bonds when that number is reduced the bonding capacity the available bonding capacity goes up to that 2.9 Million Dollar number okay okay I
I think I misunderstood I thought that it you stated that if we were to go for a new bond that amount could pay for the principal not back just to follow up on that question too uh the the bonds that are currently outstanding are they at different uh rates as far as payback because they were sold at different times absolutely they are at different rates because they were exactly because they were sold at different times into different markets and if I understand the bonding capacity what we're saying there is that if we were to go out for a bond that would be the most we could go for is that what that's saying um actually interesting question actually no bonding capacity is tested at the time you issue bonds not at the time you seek
voter authorization to be you know completely absurd Nothing Stops the school district for asking for voter authorization for literally any dollar amount now it becomes absurd because of the laws that uh that govern how a voter information pamphlet is put together um but you know nothing technically stops IT the test is at the time the bonds are issued a function of the market once the Bond's issued there's no one to buy them then you know what you've got right but they do market and you know stifel serves as underwriter for the school district and that is our job to you know find the market and find the level at which there are buyers for your bonds um General obligation bonds for school districts in the state of Arizona uh typically have there's a typically a
pretty good appetite for those types of uh for that type of obligation in the market and because they're safe because they are backed by the property tax base of that jurisdiction yes and in fact the the law indicates that uh the tax rate in fact is not limited the tax rate is set as a function of what the debt service is so it's just it's math and then uh I think the next slide the school district does have um uh approximately 3.27 million of remaining authorization uh that was uh bonds that were authorized in 2019 um you'll see and and this will dovetail on what we were just talking about uh these bonds are are projected or contemplated to possibly be sold in September of this year um 3.2 million the district could not sell
right now you do not have sufficient bonding capacity by the time we get to September you will have made a principal payment on July 1 and the new values will have been adopted and there will be sufficient bonding capacity to complete the sale of the 2019 authorization and then since we focused on this a little bit in column 13 on this page based on uh estimates of full cash assessed value you can see what we're projecting that the district's bonding capacity will grow at over the next you know basically 20 years so there's a lot of growth in this area and you can see that that bonding capacity is is expected to grow pretty substantially over the next 20 years foreign and then the subject at hand a possible bond election for 2023 what I
have is a summary page uh hopefully this is the the easy way to portray the information we've got three different scenarios that we have prepared for your review this evening uh each scenario is identified on the left hand side the top number the first number is the total bond amount so in scenario one this is 97.5 million dollars the second number is the amount of that Bond program under this scenario example of how the bonds would be paid off and amortized over time approximately 9.9 million dollars would be available for furniture technology and Equipment why this is called out specifically is because Arizona state law requires that items that uh fit that description Furniture technology and Equipment they are short lived items and statute Arizona law requires that you pay off enough Bonds in the
first five years to cover the furniture technology and Equipment does not mean that everything you pay uh everything that's paid off in the first five years has to be used for furniture technology and equipment that is just the maximum allowable if that didn't fit within your needs we would restructure those bonds but that would also have impacts on the tax rate in scenario one we are contemplating for the full 97.5 million we are contemplating seven different Bond sales ranging from 13 million to 15 million dollar each and the furniture technology and Equipment line is identified for each of those Bond sales similar setup for scenario 2 46.8 million with 4.5 million available for furniture technology and equipment and that is a four Bond sales scenario and then scenario three 73 million with 6.3 available for
furniture technology and equipment that is six sales between 12 and 13 million dollar each and the furniture technology and Equipment items are identified uh Below on the right hand side is just a summary of those tax rates so in the green box um is what is expected uh for your property tax rate for the bonds that are currently outstanding Plus those bonds that we have been disc I want to make sure I'm right on that actually nope those are the bonds that are currently out those are the bonds that are currently outstanding scenarios one two and three are the projected tax rates for the combined all the bonds that are currently outstanding as well as the bond election scenario that so approximately 91 cents is the average annual tax rate on the 97.5 million dollar
scenario 45 cents is the average annual tax rate on the uh 46.8 and then uh just shy of 69 cents on scenario three at 73 million dollars and then this is just a sample of one of the tables that would show in the voter information pamphlet this is associated with the 97.5 million dollar scenario we identified the impact associated with an average home in the district approximately for tax purposes that's approximately 194 000 house with an annual cost of uh 176 dollars and a monthly cost of just shy of 15 the same as repeated for an average commercial property as well as an agricultural and vacant property the same setup is also available in your material for the other two scenarios exactly the same configuration and I will pause to see if there are questions
on the various scenarios before we just talk a little bit about the timing members any questions yes uh on the uh the three different scenarios what would be the advantage of extending out the number of Bond sales from four to seven why why do that a couple reasons for doing that um it depends uh Bond proceeds um the expectation with Bond proceeds is that they will be spent within three years so there may be reason to space them out if Bond projects are being stacked up you don't want to be you don't want to have borrowed money and be not using it the other issue is bonding capacity uh so so I was wondering if you could speak to the uh value for tax purposes when you say that's the value the average value of
a home is that the actual appraisal of homes within the district could you explain that more in detail because that was kind of a sticking point and it always is for most folks um Beth did I do that for you last year do you remember okay so that's an excellent question um and uh there happens to be in most parts of the state right now a pretty big discrepancy um and I can you know I I feel like I I did this for the district last year I can certainly update and provide this information to you um we talked about the fact that statute limits the increase in limited in The Limited property value the one that's used for tax purposes to five percent every year um we also have talked about full cash assess
value that's actually one that a homeowner could appeal to the county assessor on their property value the one we haven't talked about is market value the sort of I think I could sell it for number and because of the cycle that we are in in the market the market value of residential property in most parts of the state right now is substantially sometimes twice as high if not higher than the value of the property that you are taxed on again that Pro the value of the property that you're taxed on can only grow five percent but if the market is you know going gangbusters and uh uh Market values have been increasing 8 10 9 12 over three four five years and the taxable value is only increasing five percent you have built up a
pretty substantial gap between market value and the taxable value and um I you know I use a very scientific method Zillow to identify and and sort of identify um what the zestimate is for actual properties in the district that that are approximately equal to the average taxable value um I can I apologize I I should have brought it with me but I can certainly I believe that the district had that last year and I can certainly update for the new numbers that um that that are that have recently become available from uh the state and the County Assessors but you will see a pretty big difference yeah I just wanted to make sure that Nothing Gets Lost in Translation because what I'm hearing from you is that your tax value can never increase more than
five percent until you remodel an add-on then they find you and that's really what you're taxed on yes on your home yes that's what this whole bond is associated to absolutely it has nothing to do to do with what you can sell it well you can sell it for or what Zillow thinks you can sell the report and could the five percent if I'm not mistaken does that come from the 2008 process of what we went through there with property values skyrocketing and then came crashing down and that the tax evaluations went through the roof it was actually a cut and on the heels of that yes it was actually a constitutional amendment that I is sticking maybe Jim knows I think it was um passed in 2012 on the heels of this uh and
then didn't go into effect for two or three more years it needed to clear its cycle uh but yes you're you're exactly you've you've nailed that progression of of timing there okay thank you so much thank you any more questions [Music] just a little bit um on timing here uh and uh Maricopa when we when we deal with elections um the counties are King the counties are the ones that are charged with preparing all the information for elections uh voter pamphlets ballots and yes there are statutory deadlines but quite frankly sometimes the counties need more time than the statutory deadlines and so they set out their own deadlines and and it's it's not worth arguing it's it's a process they need to get printers they need to do translation and they just back the whole
thing up from the date by which they have to mail out the voter information pamphlets and mail out the mail out the early ballots so um Maricopa County wants to wants to know just to be alerted by jurisdictions that they're contemplating an election actually this month and and pretty quickly that doesn't mean that an election has to be called you can always someone can always just call and say no we decided not to but they they want jurisdictions on their radar so that they can um they can assess how much work it's going to take to to make this whole thing happen on November 7th 2023 and I say November 27th we that excuse me November 7th is election day but voter information pamphlets are mailed 35 days before that and early voting starts 27
days before that and so those are the deadlines that the county is backing up to the absolute the county is really recommending that jurisdictions call their elections by June 10th this year if that was a crunch time the county Can Be You Know spoken to but the absolute deadline is that first week in July they would not you know accept elections that were that were called after that and again you know this is just a function of the physical process that they need to go through to ensure that the election is administered properly and I think that is besides the my contact information my colleague's contact information and the stuff that that says um all the disclosure that's required I think that completes my presentation unless there are other questions any questions I just more
have a comment you know I I know we're we talked about this last minute where we really need to go for a bond and I just I hate doing it I hate um bringing it to the taxpayers and uh I really wish wish legislators would get their act together and help fund us properly so we wouldn't have to put this on the back of of our taxpayers of our constituents but we're we're looking at having to build a new school here pretty soon and don't have the money to do that and we need to place these kids so it's a lot that needs to go into this so thank you so much for your presentation thank you [Applause] okay thank you very much our next item will be item four administrative reports includes 4.7 School
newsletters Mr President governing board members um these are the amazing School newsletters for your review for the month of May any comments or questions next will be item 5.1 governing board update Mr Parks I don't have anything Mr President choir yeah I'd just like to say uh Happy Teacher Appreciation Week thank you for everything that you all do also just as importantly I don't know that there's a week for it but support staff Administration without everyone we can't appreciate anyone so thank you for everything that you do I hope that uh you know that the actions that I take up here show the support for uh for you all so thank you for everything that you do foreign yes I uh and certainly not as mobile as I was a few weeks ago but I
was able to get out and do a few things and uh the biggie on me as far as my uh involvement with the district was going to uh Las Cruces and watching the the final show of Matilda Jr uh for this year uh I normally like to go to the uh the uh opening night because of all the nerves and stuff it's kind of fun to watch that but I wasn't able to uh and went to the closing night and what I didn't fully anticipate was the tears and I should have understood that that it was the last performance for the eighth graders and the tears did flow so it was a very emotional ending and a very good night it was an incredibly good production I want to shout out for the uh the
tech crew I have not seen that done as well ever before and they were really right on as far as the support they gave the actors the talent on the stage the tech crew did a fantastic job I also want to shout out one of the actors Rudolfo in uh and Matilda Jr was played this year by Dawson white Dawson white I have watched perform for three years now and I will miss him dearly he's a wonderful uh actor and a great support for the program over there and he also was the tour guide last time I was in Las Brisas and he gave me a wonderful tour of the building so I want to uh say goodbye to Dawson and uh wish him well we're going to miss him a lot and well done
to Las Brisas and Matilda Jr with an excellent production on the first me and some of the other board members got a chance to go over to Estrella Mountain and uh watch Miss Boris get a pie in the face and Silly String all over the place and that was a lot of fun I think some of those kids were a little vindictive in their pie throwing I I felt I felt she needed to be checked on after a couple of those pies hit her in the face but um it looked like they had a blast and and congratulations to that school they they raised 27 000 for the Color Run that they did that their PTO helped put on it was just amazing so that was really really good to see that and to see
that campus and again congratulations Miss Morris I too would just like to Echo board member aguirre's comments on teacher appreciation week and the staff as a whole um personally I think each of you should get your own week there's just not enough weeks in the year to celebrate all of those but if we could we'd name each week for each staff member we have um it is a circle and no one person can do this job alone so we rely from Transportation who gets started about the time most teachers are probably waking up other staff transportation's already been up got the bus started warming them up in the winter it does get cold out here at least by Arizona standards and it does get warm in the summer so wholeheartedly thank you for all that
you do to the principals who lead the staff our Administration has stepped in here and just thank you to everyone also just to touch a little bit more on I also got to attend the pie in the face celebration of of uh Miss Boris and you guys should have some of those throws to your face you should be like state champions in football baseball maybe boxing hi boy um I would agree I thought about calling the insurance company and trying to up our our limits but uh Paul what a great job twenty seven thousand dollars raised by their PTO which is the community helping with that and the PTO provides a lot of great functions for our district that quite honestly we can't provide um the PTO step in and do that and I know
that they've worked with some of the other campuses to help they certainly are one of the leaders and and the amount of money they raise over there but uh but a great job to all and and uh we're going to continue to celebrate our wins and and uh and move forward so thank you thank you for everybody who works in this District our next item will be number 6.1 public comment I'm gonna call your name you'll have three minutes there should be a timer on the screen we ask that you strictly adhere to your three-minute time and not go over we'll let you know when that time is up we've got a few speakers tonight our first one will be Susan Cheatham hello Mr Bixler and president and the board I want to thank you
for letting us come up here and speak and um today I'm here on behalf again of the children the parents and the grandparents to speak out for the protection of our children this is not about diversity or opinion it's about stopping the agenda of the indoctrination of our children there's been enough mutualization and sterilization and abuse of our children and I have heard that we have been speaking hate that's just not true this is not a Witch Hunt fear or hatred towards any person I am standing for truth because our decisions today affect the generations that come after us and I refuse to stand still and be quiet I have news uh for you Mr Bixler it's not all about you we are fighting a messed up transgender agenda to destroy the children that Mr
Bixler is helping to promote with all the hormone blockers and with all the surgeries going on it's going to stop a generation because they can't have children and here here's the deal the church has been silent for way too long and that's why I'm here I'm gonna bottom line it I am very sad for you Mr bigster because you and many others countless others have been robbed the Bible says that the enemy comes to steal kill and destroy and that's what he is doing to you and to countless others and he is sitting back and he's laughing he is the king of deception there have been countless lives destroyed and it needs to stop a lie has been Unleashed into our land our nation and it's robbing people of their purpose of their true identity
of who they are on this Earth in short the Bible teaches that God made us male and female and no matter our own feelings or confusion or sickness we should act in accordance with the biological reality of God's good design I was born of biological female Mr Bixler was born a biological male and being what we are created to be is a gift from God the Bible says that we are fearfully and wonderfully made I want to end with this I don't have much time left but there's been testimony that here that Mr Bixler goes to church on Sundays and I will say this how can you go to church and worship a God that you think made a mistake by making you a male thank you next speaker will be Elwood councilor word president
and governing board I was so hopeful at the last meeting about one topic to protect our child was going to be unanimous but Mr Aguirre changed that I encourage the administration and the community to understand the value that counselors bring to education the whole child I have heard Somewhere over the weekend that once you belong or once you bring in sros to every campus that the elementary school district has failed to at that point that's not true it's not the Elementary School District's fault that was a very interesting comment made by Mr Aguirre since I had uh two of the same weekends uh attended a meeting that spoke about the dangers of the whole school child in the community the whole child is known as wscc caused or created by the CDC who has lied
to us continuously the CDC and how parental rights were being stomped on once again why would any board member want to take peaceful rights away from anyone is this becoming a pattern for some the whole school child the whole school government implemented programs to make sure that all the Children's Health mental physical and emotional social is being documented and monitored by the school system why is this what is this for do you know that Medicaid's involved and that one child one school everything is done here and the parents are totally taken out of the picture do you understand that you want that in this school I hope that's wrong and I hope that you don't but you didn't support it at the last meeting thank you our next speaker will be Vicki Johnson hello my
name is Vicki Johnson and as I stated earlier this is my 21st year at Rainbow Valley my 26th year as an Arizona educator and I'm here because I care about all of the students in our district in all of my years working with children I've noticed something when you ask a direct question and they avoid the answer or deflect the attention elsewhere it's usually because they know they're doing something wrong and in the last several months you have been asked over and over again to share your vision and you have yet to do so Dr Chef graciously agreed to continue through the summer to Aid the transition to the four-day school week and the search for a new superintendent and you refuse that offer never give a good reason why you're willing to spend money
for Dr Chef's departure agreement fund the search for an interim pay that interim and still search for a permanent superintendent and you won't answer questions about that when a constituent emailed asking to reconsider doing the superintendent interviews in executive session Mr Park's simple response was quit listening to mark you acquired new legal counsel in January you had a board meeting this last Friday at 1 30 PM regarding yet another changing Council please note that's quite a convenient time to hold a public meeting when most District parents and more than 90 percent of staff were unable to attend but one can't help but wonder why yet another change was necessary and if I understand correctly the County Attorney assigned new Council rather than the district choosing the council and for the county attorney to step in
you know it just makes one Wonder all of this leads to a pattern of behavior that's unacceptable for those who are elected to serve their Community what are you hiding why are you so unwilling to be transparent this leads one to wonder if you are truly acting in the best interest of our students or is someone else behind the curtain pulling your strings years ago a wise leader said that in any meeting where children are being discussed a chair should be brought to the table and left empty to remind you who you are representing might I suggest that that Trend be brought to future board meetings to remind you of the four thousand children you represent this might keep your focus on serving them and not serving yourselves thank you our next speaker will be
Kelly Zimmerman good evening I'm here to talk tonight about agenda 8.9 which is to approve the play it safe for poor and playground surfaces I want to talk tonight about why I feel this is so important specifically for children with Mobility disorders or challenges and I hope you will join the recommendation provided by Administration and approve this I first brought this to the district's attention back in October or November of 2022 and I want to thank Dr Shuff Mr Nuttall Mrs Camp and Mrs Hamrick for hearing my concerns and taking on this project and bringing it forward for your approval right now many of our playgrounds across the district only have wood chips or sand and that makes them pretty inaccessible for a child with a Mobility disorder or challenges a child with these challenges
may be in a wheelchair they may be using a walker they may be using forearm crutches they may be working on independent walking but they may be unstable and need support wood chips or sand with a step down from the sidewalk makes it almost impossible for a child using Mobility device to access access the playground independently and be able to navigate it with their peers Independence for any child is important but one with a disability it is even more critical in their development these poor and playground surfaces will make Liberty's playgrounds accessible to every student and give them Equitable opportunities to independently access the playground and make connections with their peers these spontaneous social connections with other children outside of the classroom setting are critical to Children's development as they learn important conversational skills taking
turns and many other things I have made it no secret that I have advocated for this because I want my daughter to have the opportunity to navigate the playground independently and safely and have the opportunity to play like any other three-year-old and if you approve this tonight I will be so grateful and happy for her but more than that I'm excited that the district is not just making Liberty's playground fully accessible that they looked across the district and is asking for approval for five playgrounds to ensure that every school in this district has accessible playgrounds not just at the school where the need is currently I'm so excited for future parents that bring a child to the district with Mobility challenge that this battle will already be fought for them that they won't have to
worry about how their children will get around the playground or have the opportunity to interact with their peers over the last three years I have done a lot of advocating for my daughter to ensure her needs are met and she has given every opportunity to reach her greatest potential and if I can help make one parent's Journey a little easier one less thing that they have to worry about everything I have done will be worth it I stood here over a year ago asking you to support an Inclusive Preschool which you did and my daughter has benefited from that and I'm asking you tonight to support these playground improvements to continue to make Liberty an inclusive environment for all of our students board members any comments connects will be our consent agenda anything that you
like pulled from the agenda hearing none I'll take a motion to approve make a motion to approve the consent agenda second have a motion and a second to approve the consent agenda call your name please specify your boat board member Parks aye McGuire yes Pixlr aye Canyon aye I'm also an I will show that the consent agenda 7.1 approved unanimously five yes zero no foreign next up will be our general business section number 8.1 discussion consideration to approve November 2023 bond election uh in your board packets and part of the presentation earlier was a outline as to the items Administration has discussed in regards to the items needed for an upcoming bond election Let me refresh your memory on that hang on just a second here uh oh two weeks ago we heard from gordian
capital capital in regards to 29.8 million dollars in potential needs over the next coming years 10 years I believe that's what it was we do have a need for 5 million in District safety upgrades 14.5 million for additional Bond funding for school number eight uh infrastructure for school number eight of approximately 1.5 million dollars additional Bond funding for school number nine of 16.7 million Rainbow Valley Landscape athletic surface renovation of 1.5 million Australian Mountain restroom Tower 2 million Rainbow Valley playground Renovations for the higher grades playgrounds for the higher grades of 250 000 and Technology upgrades replacement for two men also included in that is additional buses eight to ten that we'll need over the coming years for five million dollars total for non-administrative Capital Improvements is 77.4 million also on that for administrative purposes
is District complex phase two to include a professional development training facility room for 20 million dollars total ask as recommended by the administration is 97.4 million dollars remember there's any questions okay I'll open the floor to a motion make a motion to approve the November 2023 bond election for administration's recommendation of 97.4 million dollars second have a motion and a second to approve a bond election for November 2023 in the amount of 97.4 million when I call your name please specify your vote board member Parks aye board member acquire yes board member Bixler aye board member Canyon aye I'm also and I we will show that proof five yes zero no next will be item 8.2 discussion consideration to approve fiscal year 2022-2023 annual expenditure budget revision number two let's miss strickler one more time
we're here I'm beginning to like this area so as presented earlier we have a budget revision this year with additional funds and maintenance operations and additional funds and unrestricted capital this is our final revision for 2023 I ask that you approve the revision foreign take a motion in a second Miss president I move that we approved fiscal year 2022 2023 annual expenditure budget revision number two do you have a second second okay have a motion and a second to approve our 2022-2023 annual expenditure budget revision number two I call your name please specify your vote board member Parks aye board member require yes board member Bixler aye board member Kenyon aye I'm also and I will show that proof five yes zero no next will be item 8.3 approve the Food Service management contract amendment
number one for fosco year 2023-2024 with Southwest Food Service Excellence I like getting up and down that's why I sit down and get back up so as presented in May 2022 the district has the option to renew the award of the Food Service management company for four additional years Administration recommends the approval of the contract Amendment with Southwest Food Service Excellence for year two the amendment is the formal process required by the Arizona Department of Education Child Nutrition department to renew our contract and continue receiving reimbursements from the Child Nutrition programs the cost will increase from 987 000 for fiscal year 2023 to just over 1.5 million for fiscal year 2024 their services are greatly appreciated for the work that they do for us this contract renewal will expire on June 30 2024 at which
time the district will have the option to renew again any questions I just have a comment I'm very impressed with the way things are as far as uh escalation up in prices and inflation that we're able to offer or they're able to offer to our kids food and to keep it within self-sufficiency uh just I can't thank them enough for working real hard to make that a reality so I think Southwest food service has done great in providing for our service thank you foreign I also would like to thank them through some tough times they kept going just like everybody else and nutrition and food for our students is an ultimate ultimate thing that needs to happen um they're here in the morning helping kids with breakfast they're here at lunch the ladies that work
in the cafeterias do an exceptional job and I know sometimes their hands are tied with Federal Regulations on what can be in food and these days nothing fun like sugar can be in food so it's tough but they take pride and and I've had the chance to eat at the campuses and uh I wish that's what I had when I was in school not whoever it was so if I knew who it was I'd try to get them on the list forever of known approval but it's not these guys they do a great job and and through it all we never get a phone call that no lunch today because people are out sick people quit they're always here so thank you for your leadership and what you guys do take a motion to approve
uh Mr President I'll make a motion to approve the Food Service management contract Amendment one for 2024 with Southwest Southwest Food Service excellence second okay I have a motion a second I call your name please specify vote board member Parks aye board member Aguirre yes board member Bixler aye board member Canyon hi I'm Allison and I will show that proof 5 yes zero no on the 8.4 discussion consideration to approve school lunch program meal prices for fiscal year 2024. Mr President members of the governing board as just discussed moments ago the meal prices proposed for you this evening do not reflect any increases um credit goes to sfe in Miss cavania for her hard work and her efforts to ensure that not only the regular meal price but the reduced meal price stays the same
to make that as you all so eloquently put tonight feasible for our for our students and our families so proposed for you this evening are the meal prices for fy24 with no proposed increase Mr President make a motion to approve the school lunch program meal prices for fiscal year 24. second do you have a motion and a second to approve school lunch program meal prices for when I call your name please specify your vote board member Parks aye board member Aguirre yes board member Bixler aye board member Kenyon aye I'm also and I will show that approved five yes zero no point five discussion consideration to approve server and storage recommendations Mr Moreno Mr President members of the board Miss cat Mr Nuttall um I'm coming to you today to discuss the server storage based
on the video requirements that we had put forth a few months back and after doing a lot of review on the uh on the all the video storage we currently have all the cameras we have in place and future cameras that we're going to have um uh Mr Reinhard and I will have this presentation for you and we'll discuss the options here for you so just a quick look up at the video there I just did some quick pictures and Miss Camp was able to pick out the highways that were on there so I thought I I reached it so if if I can get Natasha to agree with me on that anyway the uh pictures on the left are the current the In-Place devices or devices that we would need to install in order
to maintain and the items on the right are based on if we need to go to a cloud-based environment right so we would need to push that data out of our environment onto a cloud storage uh location all right so the I'm not going to read all this to you guys had this and you took a look at it the first option is an on-premise option which means we're going to do everything install everything locally and run everything on premise to keep the storage and the video traffic local and this is based on the 180 day retention that was put forth uh I guess like I said a few months back um option two sort of that hybrid environment which again is based on 180 day retention period means we would store the video locally
during the day and try and get it all pushed up by the next morning before we start school so we're not having that traffic and this would mean we wouldn't expand those highways at this point unless we noticed we weren't getting the data complete by the evening or by the next morning and then the last option is the cloud-based option this is again 180 day retention and that's pushing all data all video camera data up to the cloud storage and the costs are reflective of having to install based on recommendation by our video camera vendor based on how we adjust the storage rates that we're pushing out because you have to have enough quality uh camera and enough quality pictures so that you can actually see what you're after if you don't have a quality
picture you can store wherever you want and the camera is useless so we spent the time adjusting these cameras to make sure that we had quality video and go to the lowest but then take it up a bit so we're not quite at the at the edge of our of the picture quality and then this next picture the next two pictures this is our current environment which is just lists our schools out with our headquarters going out to the cloud and then if we select the cloud-based expanding the circuits that go out to the internet and between schools to our headquarters all right option 1B is doing it on premise but with a 60-day retention period option 2B again hybrid environment local and then cloud-based at night 60 60 day retention and then option 3B
is 60-day retention with all cloud-based storage at that point okay so it we recommend doing I'm going from 180 days down to 60 days which allows us to keep a decent amount of video and yet you know we can increase the quality to make sure we're getting a good uh picture if we ever need to pull that video for for whatever reason it is State requirement tells us that we have to do 14 days in state libraries and archives 14 days for surveillance and you know part of it too is when we looked up about just keeping video uh uh the audit logs the audit logs are no good without the video because then I can tell you what camera they logged into but I can't tell you what they looked at so having them
both and having to be able to back it up is critical for this project and that's all I have if you have any questions for me oh I do thank you very much John you about no and I really appreciate you getting us the breakdown in your worksheets here because that really helped me kind of break some of this down I did a little bit of calculations uh with your worksheet and um it came up with about a four hours with the with the terabytes of data if we were to upload every night to the cloud you know of course the more cameras we put that's going to get larger so I see a potential maybe in five years with kind of the hybrid we might have to increase our bandwidth but we may be
in a situation with new schools and the rest of it we may have to do that anyway so um I also just personally my personal ideology I don't want to be in the hard drive business um and we're talking I actually did the math what 300 hard drives yeah yeah yeah I mean so I'm looking at this way so I I did kind of the calculations on this what I would recommend to the board is a 30-day hybrid where we're pushing that stuff up it would reduce our Hardware needs here locally but we would actually have high quality Video available to us and it would be for a 30-day period it looked like that that number would be right around 54 000 on an annual basis yeah yeah we'd have to look at the at
the cost and I would like I said I did the best I could with what we had here but that I mean does that seem reasonable to you I mean is that something you would you would support yeah for sure I mean I you know again the longer we keep the data the longer we're responsible for it so having it quality information and being able to get them the video they're after I can support the 30 days for sure and then the the hybrid the hybrid environment absolutely absolutely okay yeah yeah thank you because we're replacing this existing server with the local the new server we're putting in place for the hybrid right yeah right and if I understood correctly 14 days was the Mac was the minimum required by certain things uh security surveillance
and so on yeah from the state libraries and archives right until 30 days as well over that yeah have we ever needed to have video for longer than 30 days that you're aware of I don't recall having to pull anything and I'm the one that pulls it so I don't recall anything I mean anything I know for sure this year that we've gotten is done within the week or so that we've we've pulled that information so and you you go ahead law enforcement has never come to us and asked us to pull something older than 30 days no not that I've I've pulled for anybody okay thank you yeah yes I and I this is not in my wheelhouse I'm not real familiar with all this I am surprised though that the cloud option is
so much more expensive well there somebody's paying for it right whether we put the drives on our place or they put the drives on their place but you got a lot of people pushing data up there so they have to continue to manage and maintain their servers and continue to grow them so that they can continue to have because you're sharing servers with the whole world right at that point it just puts it on a drive somewhere up in up in the cloud so I I just thought it would be less word on the street is meta's got some storage capacity for us for sure any additional questions Mr President I'd like to make a motion to approve the server and store Rec or storage for 30 days in the hybrid environment um local daily
storage and then remote storage uh in the cloud second okay I have a motion and a second to do a 30-day hybrid plan where we keep it uh local and then into the cloud I call your name please and I have a second so I call your name please specify your vote all right board member parks yeah I for the matter of the record remember Parks you need to vote after name was called sorry I need you to quote after your name is called because the video is the minutes you can't vote before your name is called when I call your name please specify your vote board member Parks yeah I apologize board member Aguirre yes board member Bixler aye board member Canyon aye I'm also and I we will show that proof 5 yes
zero no item 8.6 discussion consideration to approve Bruce naminski for the blue Horizons principal position for school year 2023-2024. Mr President governing board members honored this evening to recommend before you Mr Bruce naminski for the principal position at Blue Horizons uh Mr naminski has been with us for one year came from Chicago has extensive experience in administration three years of which he was a principal served this year as an assistant principal at Blue Horizons we believe that Mr Minsky is certainly prepared for this position we did take some things a little bit of an extra step further this year and involved more staff and asking their direct questions and we had some consultation with this with the teacher leader team and other support staff members they recommended highly Mr naminski for this position did also
want to point out what we're recommending this evening on top of his July 1st start due to the current principles resignation of June 1st May 30th but rather we've calculated the number of working days to name Mr naminski the principal and pay him the daily rate through the working days of June as well so that will be two separate agreements that you're approving this evening one is for a July 1 start and then one is for the working days in June upon your approval questions I just have one our teacher of the year took several pies in her face how many are you willing to take okay perfect I certainly take a lot more string okay with that if there's no questions I'll take a motion Mr President I move that we approve Bruce Minsky
for the blue Horizons principal position for school year 23-24 and the finish of school year 22-23 a second okay I have a motion and a second to approve Mr naminski for principal Blue Horizon School year 2023 2024 as well as the stipend to finish out the 2022-23 school year I call your name please specify your vote Mr board member Parks aye board member acquire board member Bixler aye board member Canyon aye I'm also and I well should I approve five yes zero no congratulations [Applause] okay 8.7 is discussion consideration to approve assistant principal stipends for Kendra Goodyear and Timothy Dickey for the school year 2023-2024. Mr President governing board members this evening before you bringing forward Kendra gudier and Tim Dickey to serve who are currently serving as instructional coaches the proposal before you this
evening is to maintain their current position but in addition to that because both of these individuals are certified administrators the recommendation from Administration this evening is to add on a 0.2 equivalent assistant principal stipend for them um earlier in the year it was a budget interest specific to hiring two full-time assistant principals at each of those campuses uh one of the concerns that we just may have for consideration is the Esser funding cliff and so with both of the campuses not having uh quite the student population uh that would be required similar to a Westar and Australia and all of our other campuses where we currently employ full-time assistant principles there is a need to grow into that position in our recommendation this evening is to provide that point to equivalent stipend on top of
their instructional coach duties and responsibilities in addition to that the principles of the campuses do require and need some additional support in the summer extending beyond the square and so the proposal before you tonight uh includes those work days an additional uh an additional 14 days on top of the teacher work calendar which is currently what the instructional coaches are um we believe as an administrative team and the school principals and talking with them that certainly as we continue to grow as a school district we may be able to do that one employ them more full-time uh eventually as we grow into it one concern is if we don't get the growth and we the the governing board prioritizes other items that could be subject to Esser funding Cliff what happens to this particular position
and the other positions when you all are coming up with a very tough task of budget prioritizing reading interventionist Behavior interventionists school counselors and things of that nature in the future so this is our proposal for you to begin a school year 23 24 approving Kendra and Tim for the 0.2 additional stipend for assistant principle members any questions more of a comment um I just want to thank Kendra and Tim for being willing to step up I mean they've they already do a lot this is adding more to their plate so such as we've had some great people such as you two who have willing been willing to step up and fill a position that that we are desperate desperately need so um I'm more than happy to make the recommendation this evening let's make
a motion to approve assistant principal stipend for Kendra Goodyear oh second and Tim Dickey cap emotion and a second to approve stipends for Kendra Goodyear any discussion I would like to discuss I would like to I think we got to go I mean we'll vote on this I I apologize I second it before realizing we left out Tim digging came over the other option is you can do us you can do a second motion for Tim dick if you like as well after we complete this one so right now our motion and our second is to approve Kinder Goodyear stipends of 0.2 for assistant principle I do have one question on this with these both of these positions um will they have supervisory responsibility on their campus of teachers as well uh the intent is
for them to provide some supervision and evaluation um Mr Dickey is currently a certified evaluator Miss Kadir has not yet gone through that which is a process for all of our assistant principals she would participate in that to become a qualified evaluator we haven't quite worked out what that balance is yet but the intent is to have them provide some oversight in terms of evaluations and observations yes so my concern with that is that they're in the classrooms all the time as a instructional coach and now we're blurring the lines and I'm not sure how the teachers are going to feel as they are required under contract of one evaluation and now they're all so I would be far more supportive of this if we delineated that they they can handle discipline and other issues
on the campus but I don't think that we can blur the lines of an instructional coach and a assistant principal into the same spot so would Administration be able to work out something that protects that because it's not equal on all campuses and these two campuses are going to have this hybrid spot that isn't the case at the others I think it could and I don't believe it with these two people but again when we make policy we're making policy that will take place for years and we have no idea who are writing this policy for down the road um this could be a slippery slope I think it's a I think it's a reason to respond to your question I do think it's reasonable to honor your request there's plenty of other duties for
them to do the observations and evaluations is a very large task if in some capacity they could work cohesively together to do that although some the principle be the primary person who does the evaluations I think that's a reasonable expectation okay I'm far more comfortable with this if they just stay out of the Personnel side of it there's no miscamp I just for my understanding the last year I was a classroom teacher I was actually evaluating this was in Arizona I was evaluated by the department chair of the the curriculum area in which I worked um so it's not unusual is it to have non-full-time administrators do evaluation it is it is not um it's just a district uh philosophy on their approach to who does the evaluations um you know there are districts throughout
that have instructional coaches and Department chairs as long as they meet the criteria for the qualified evaluator and then they go through the ongoing trainings that the district provides which both of these individuals have um they certainly they certainly can do that in some districts that's acceptable um and it's been done uh several times yeah I I know that the observations are critical as far as moving the teachers forward in their in their craft uh a meaningful conversation after a meaningful observation is powerful and uh it's very time intensive the number of evaluations that each of our administrators is doing in my mind because of the volume limits that conversation so I I I think having other people who are qualified evaluators is not a bad idea sure I I will just also say you
know when we adjust our classroom targets right so because we passed the override we were able to reduce the classroom targets which then in turn increases Staffing because if our class sizes get smaller that's more teachers for kids which is what we want but then that also adds some additional burden on the existing administrators to carry out all those and other component is we we have lots of um what is defined as non-continuing teachers in our district less than three years which requires two evaluations or observations per year so if you think about a staff like blue Horizons that's gotten exponentially larger in the last two years gone from 15 staff to 32 when 60 of those are non-continuing that doubles up on the observations yeah okay members we currently have a motion in a
second to approve the stipend for Kendrick Goodyear I also like I'd also like to point out to my board members that there is nothing against splitting these two approvals up I'm not sure I understand what you're pointing out we can do you're confirming we can do two separate motions on these if they want to correct that's correct yeah that's what I stated earlier okay uh with this point we'll take a motion we got the motion a second we call your name specify your vote for Kendra Goodyear board member parks aye Boardman Maguire yes board member Bixler aye board member Canyon no I'm also a yes we'll show that proof for yes one no members is their desire for a second Mr President I make a to approve assistant principal stipends for Timothy Dickey for school

welcome to our family number 8.9 discussion considerations to approve play it safe for poor in place playground surfaces Mr President governing board members this evening we're recommending the poor in place playground surfaces for Freedom Elementary Rainbow Valley Elementary Las Brisas Academy Liberty Elementary and Estrella Mountain Elementary I just wanted to point out that Las Brisas Elementary is a replacement and freedoms is a replacement those two are needing replacements and the remaining schools are brand new poor in place surfaces I think it's important to note that it's important to this Administration here that we standardize across the district for these surfaces for Mobility for accessibility for all of our all of our children and certainly for safety and this evening we are recommending the approval for those five schools also wanted to point out that West
Star Elementary and blue Horizons Elementary have poor in place surfaces for their smaller playgrounds that meet those standards I've also attached um you know the scope of work for Westar Elementary Yellowstone sorry I've also attached the procurement information that is important to include just to note that we're on a one GPA with the poor in place play it safe organization so um excited to recommend this this evening and here you go can I have a motion I just have a quick question on the uh the surface of the uh I understand The Replacements are some are wood chipping some as sand and so on both those well the sand gets very hot what happens with this surface does it heat up like the sand wood it's almost like a cool deck for a pool so
it absorbs the Heat and it's it's not it's not hot um the wood chips are also similar to that they absorb sand you know sand is is hot but you know the kids turn it over the the issue with sand I think over time is that it tracks in uh to the building and we have carpet Replacements and things of that sort so we try to put surfaces that don't get damaged where we have sand to extend the life of the flooring but to your point um or to your question the the porn Place stuff absorbs heat really well great Mr President make a motion to approve the plant surfaces second I have a motion to approve agenda 8.9 to approve plate safe for pour in place playground surfaces uh this will be at Las
Priestess and freedom as Replacements and the new installs at West Star nope I'm sorry new new installs at Rainbow Valley Liberty and Estrella and I understand uh West Star and blue Horizons already have it okay without my call your name please specify your vote board member Parks aye board member Aguirre yes board member Pixar aye board member Kenyon hi I'm also and I will show that approved five yes zero no okay item 8.10 discussion consideration to approve top five issues for the 2024 political agenda first for me so here we go um in front of you or attached you will see the 2023 asba political agenda and its top excuse me tonight we're reaffirming our top five priorities so when you are looking at the asba 2023 political agenda they're asking for your submission of
the top five for the 2024 and or approval of any additional priorities I believe that the adequate funding is definitely my top priority the other four beyond that I'll have to work on but definitely the adequate funding number one for me foreign so if I understand what we're looking at we have the top five priorities put in front of us right you have six six but we have six yes and so we need to pick our top five out of these six do we have to have five I'm going to defer back to you all as a board I don't believe we have to have five yeah last year I believe we had one which was the same one I just mentioned School Safety and Security has always been one of my top priorities in
this District um our kids need to come to Safe schools our parents need a trust that they're coming to Safe schools that's definitely going to be one of my top priorities I'd like to send all six as a recommendation for this District can you repeat that I'd like to send all six all six okay as a recommendation for this District I'd support that hmm looking at all these I would support that and if you don't mind I would just like to read the titles of these for our public so the first one is adequacy and uh how do you say that equitability fund district schools to at least the national medium per pupil funding the next one is preserve and strengthen local control the next one is improve outcome for all students the fifth one
is require public accountability for taxpayer dollars spent on education excuse me that was the fourth the fifth is a Arizona's Rule and remote schools obviously all these have bullet points below them of explaining more detail what they are and the last one the six is School Safety and Security members I would certainly occur I think all of those to be honest all those to me seem like they bundle up into one um this is pretty Common Sense on all of these so um I I think board member aguirre's recommendation is is advisable and uh if they cut one out we're gonna get it picked up somewhere with the rest of these but I I would like board member requires suggestion Mr President I move that we send all six as our priorities okay I have
a motion to approve all six of the asba political agenda priorities second second I have a motion in a second I call your name please specify your vote board member parks hi board member acquire yes board member Bixler aye board member Kenyon aye I'm also and I will show that proof five yes zero no thank you next on our agendas item nine board comments or agenda topics I was just wondering I had asked for a couple things a few weeks back and I was kind of wondering where those are sitting at as far as the direction of the district that's been stated and then um also the one that had to do with the trust of a breakdown of a of exactly how that works and kind of where we stand as far as um
money wise with that I was wondering where does that stand as far as being able to bring that to a board meeting he's asking for an update when we'll have those on the agenda we've been working through several agenda items do you guys have enough to speed time that's just gonna fit as far as the district uh the direction of the district um I don't see that this board has made many changes um or or even expressed that with the exception of one member um I think it behooves us to hold that until we have a new interim superintendent in place to work through that one uh that just we're close I believe that a governing board member asked for that and there was also uh second yes I'm just giving you an answer that
I intend to agendize that when we have the interim superintendent in place trust breakdown I think Mr nuttle you were working on that one correct to get them to come out okay any other agenda items we've talked about uh budget work session just to get ahead of things staff you had a couple dates suggested and I don't recall what they were but I do think we need to start getting ahead of where we're at even for the Esser funding Cliffs that are coming next year I don't want to speak on behalf of Miss strickler but I would suggest that June 12th would probably be um the the best time frame around that um specifically because the legislation will be inching ever closer to their approval so I think if those two things work side by
side uh perhaps June 12th would be a good date for um maybe maybe before since it's the summertime I don't know it's whatever pleases the board if it's something there where we could have a study session at 5 30 and start the regular board meeting afterwards um I I believe we could do that I understand I think that this may take longer if there's any questions or there is any thoughts just to get a picture I'm not proposing that we're going to move money but just to get pictures um I think that probably needs to be a standalone a standalone meeting at some point and I apologize that that's another day then we're I'd like to advise the board and also Administration that we're way off topic here um we're right on the razor's Edge
of open meeting law violations um please just State what you'd like we're talking about then we can move on okay we'll we'll work offline and pick a date between you and me okay that'll be great okay okay anything else all right next up will be item 10.1 upcoming board meetings we have one for May 9th and 10th those are tomorrow and the next day for our first round of interviews with interim superintendent candidates we have an alternate day of May 11th which it does not look like we're going to need I'll request that we keep that on the agenda schedule for now just in case then we have a May 22nd a June 12th and a June 26th meeting are there any conflicts for board members on those dates hearing none we can move to
adjourn the meeting I'll make a motion dude during the meeting second promotion a second to adjourn the main way call your name please specify your vote board member Parks aye board member Aguirre yes board member Bixler aye board member Kenyon aye I'm also and I will show that the meeting was adjourned five yeses zero knows at 7 44 pm oh we have signatures [Music] thank you [Music] thank you [Music] foreign [Music] foreign [Music] thank you foreign [Music]
