002take action on at this time 6.14 which one 6.14 they're streamlining the language on the Senate bill I don't see 6.14 I see 6.1 oh down at the bottom all the way in the back [Music] Mr Price and then I make a motion to accept uh the governing board or approve the regular agenda except for 6.14 consistent with policy board policy bedb and temporarily suspend the governing board policy which with this agenda may be inconsistent have a second sag it have a motion in a second to approve the regular agenda with the exception of item 6.14 when I call your name please specify your boat board member Parks aye board member Aguirre yes board member Bixler aye board member Kenyan aye I'm also and I will show that approved five yes zero no next on
003our agenda will be item 2.1 the class size attendance enrollment reports and School news newsletters uh by Dr Shuff president Todd this agenda item is a recurring monthly agenda item so we stand ready for questions overall we have a 91 percent student attendance rate and four thousand five hundred thirty six students enrolled how to use my glasses there any questions from the board members any questions okay next up will be item 3.1 our governing board updates board member Kenyan we'll start with you yeah thank you last uh Tuesday I had uh the Privileges to walk around Freedom Elementary with Dr Shuff and our wonderful when we showed up there I thought we were going to be led around by either principal Reynolds or some of her staff and we actually had a an 8th grader
004lead us around which was awesome he had his own agenda he took us to different rooms uh his name is Gabriel he was a wonderful young man it was really neat to see what's going on in that school we walked into a number of different rooms and one of the one that caught a lot of my attention was Miss Giles room in first grade she just she had a split class so it looked like she had about 100 kids in that room no it wasn't 100 but probably closer to 30 but a lot of first graders and she it was it was amazing how organized she had those children and even Dr Chef got to sit down with one of the young girls and who read to Dr Chef a a really cute little uh
005story that was really nice I do want to give a shout out to Reuben Abrego who's a student over there while we were there he showed us that on his Achieve 3000 he was super proud he had the highest score in Arizona for the time that we were there and that was really awesome to see so good job principal Reynolds that was wonderful thank you board member Bixler yes I also want to thank principal Reynolds for setting up the tour that we had it was terrific my tour guide was a gentleman by name of Trayvon and he was actually another eighth grade child we spent a lot of time talking about the big game that night against West Star I'm afraid I don't know the outcome but uh he was definitely committed to doing well
006that night so hopefully that worked out well for him um the thing that really stood out to me there were a lot of good things going on on that campus we had an opportunity to walk into a classroom where there was a trainer of trainers or a trainer for achieve 3000 there was a new teacher that we have that they were wanting to get up to speed on the instruction and to watch how that program is delivered to watch the trainer deliver it so that the uh teacher in the classroom could also see it was terrific the modeling was incredible um and it speaks a lot about how committed Freedom Elementary is to the students and their success by having that done bringing in a trainer to work with that teacher to bring them up
007to where they need to be to help the kids incredible experience it was really really well done the other fun part about it was uh after we left the classrooms Trayvon and I would talk about what was seen in there and what stood out what was good and uh it was real exciting I'm hoping that Trayvon at some point will become a teacher hopefully we'll see how how it turns out of pro basketball we'll find out the second thing I like to report is that I did have the opportunity to go to the Region 5 spelling bee and oh my gosh it was incredible it was fantastic I I want to definitely shout out the Liberty Champion that was there representing us Flaviano e Concepcion III did a great job unfortunately he got knocked out
008by a word jetty and it seemed like a pretty easy word but I believe that that uh young Mr conception lives in a desert I'm not sure how many Jetties he actually has seen so I figured that's why it turned out to be the downfall on his effort but I do want to congratulate the winners uh kalista talingdon from Litchfield elementary school will be going on to the state championship as the champion out of this region region five and Anthony Estrella from Legacy Traditional School was the runner-up they both will be recepting representing Region 5 in the state championship on March 18th and we wish them well so great week thank you board member Aguirre nothing board member parks well I also got to tour Freedom Elementary and I'd like to thank principal Reynolds for
009her Hospitality they did a very nice job I learned a lot while I was there especially through their math and reading intervention programs I was thrilled to see some basic times tables memorizations and things of that nature I always enjoy walking through the schools and seeing what's really happening in the classrooms we have a lot to be proud of we have great teachers and great students thank you mine's pretty short unfortunately I wasn't not able to make that uh tour but I did make it down to the state capital of the Senate to watch the vote on the budget budget expenditure limit the good news is the state came back and did right and gave the school districts the money that was allocated last year so that's a very positive thing for us and and
010uh overwhelmingly it was it was supported by both sides of the aisle quite well there were a few holdouts but uh overall it went very well so uh that's all I have at this time we'll move next to item 4.1 which is the guideline for public or for our public comment uh just a reminder that you have three minutes your time will be on the board when you come to the podium field please give us your first and last name for the record so that that's captured on video and uh we'll uh we'll move forward y'all three minutes and I just ask when you're done with your three minutes the little buzzer will sound and please give the next speaker the courtesy of of wrapping up and sitting back down our first speaker will be
011Kate Avila good evening my name is Kate Avila sorry no you probably say it better than I do um I would just like to address a concern that I have about Paul Bixler and the statements that were made the last few board meetings Paul you have been accused of many of different things by many of different people at the last board meeting you chose to only address two comments that you said were false the only ones that related to your own political statements neither one of these things commented on address the statements that were made about you using the little girl's bathrooms I am extremely concerned as a parent of a daughter and a son that attend Liberty School District are you really using the little girls restrooms I don't even allow my children to
012use the public restrooms without me or their father and now here I am sending my children to school worried about that they might run into you I ask that you address this these statements that have been made and let us know if you really are using the little girls restrooms with girls thank you [Applause] our next speaker will be Justin V and you'll need to specify your full name when you come to the microphone please my name is Justin Viss um my concerns are also with Paul Bixler I'm a father to his son here who's disabled and mentally challenged life is confusing enough for him um plenty confusing without a grown man running around in women's clothes calling himself a woman another was what she just addressed I have a daughter that's going to be
013coming to school here next year she was in the Kinder KinderCare program until last two weeks ago you did not deny using the little girl's bathroom I immediately pulled my daughter out because no father can be comfortable sending their little girl to school not knowing if a grown man with male genitalia will be following them behind the bathroom thank you [Applause] next speaker will be Jackie crane good evening board members and commute members my name is Jackie Crane and I have been in education for the last 17 years and a dedicated teacher to this district for the past 12. Mr parks in a recent post you made about teacher retention you emphasized the importance of valuing and supporting our teachers to keep the best in our district however your recent actions on social media have
014contradicted your words you made false accusations about my lesson and never took the time to ask me about it causing me to question my commitment to this District we want to be feel honored as Educators to be spotlighted on our school and District social media page and not have fear that our board member will take our lesson out of context and criticize our professional judgment the teacher shortage in Arizona and across the country is real we need to do everything we can to retain our highly qualified and effective teachers but the negative environment created by board members on social media only serves to push them away our students are the real victims in this situation we as teachers are asking for your reassur assurance that this kind of criticism of educators will not happen on
015social media by board members we want to feel valued supported appreciated and treated like professionals as you stated in your post let's work together to create a positive and supportive environment for our teachers so we can continue to provide the best education for our students foreign [Applause] good evening board members and community members my name is Denise Murphy and I've been a dedicated educator for 28 years with 10 of those years being here in the Liberty School District our District's vision of cultivating curious confident problem solvers prepared for tomorrow is one that I strongly believe in and strive to uphold in my daily teaching our core values of Excellence integrity Equity collaboration and grit and Innovation should be the guiding principles for all who work in the Liberty School District however it seems that some
016board members are not upholding these values political ideologies have no place in public education yet they are becoming a focus of board meetings it is unacceptable to hear slanderous comments being made against fellow board members and teachers and it's disheartening to see teachers being portrayed as irresponsible adults who indoctrinate students these claims are not based on evidence and should not be allowed in any discussions additionally accusations of teachers implementing gender affirming curriculum are baseless and should not be made without proper investigation it is also concerning to see board members twist a teacher's words on social media and make inaccurate statements about intentions of a lesson the use of hostile Language by board members such as cleaning house in public create sphere not among Educators and is unacceptable this Behavior not only harms the students in
017our district but also exacerbates the critical teacher shortage by driving away valuable teachers from Liberty I stand firmly behind the students teachers staff and administration of the Liberty School District I am dedicated to our shared vision mission and values I urge the board members to reflect on their own actions and ask themselves are you upholding the values of our district thank you next speaker will be Carrie Wilmot good evening I'm Carrie Wilmot I know most of you on the board I've even taught a couple of your children I've been in the district for five years our superintendent Dr Chef started her tenure just as I was coming on board to teach in the district what an amazing leader and absolutely qualified person to hold this prestigious position in the years I have grown as a
018teacher with her at the helm our district has seen so many positive changes she and her staff have brought us much needed updates to our curriculum resources assessment processes development of pacing guides and unwrapping of Standards designed to maximize deeper and consistent instruction in all classrooms for all students in the district new online supplemental resources students can use Excuse me anywhere they are an updated Behavior plans Dr Chef has visited my classroom so many times over the years she has always interacted with teachers and students and marveled at the wonderful things these kids are doing in our classrooms she is always valued and put from all stakeholders including parents students teachers and the board whenever an issue has arisen she has consistently listened and compromised to meet very demanding public outcries from all sides I
019cannot imagine the tremendous pressure she has been under the past five years why am I here because I will say that everywhere I go across this district teachers are heartbroken at the prospect of Dr Chef not returning I and so many feel others feel like a huge disservice has been done to her and all of us across the district including parents students and teachers even with the prospect of having a four-day work week next year what are we signing up for without her I am so ashamed that we are just giving up and not fighting to keep the person who has led this District to wonderful growth and positive changes I hope you all dig very deep and rethink your master plan thank you next speaker is Vicki Johnson 21st year as a teacher at
020Rainbow Valley although both of my sons are grown they attended kindergarten through eighth grade here as well I hope the decades that I've invested are evidence to you of how much I care about our students our community as a whole and the reputation of our district on our website phrase that stands out is cultivating curious confident problem solvers prepared for tomorrow an important component of teaching is modeling I've modeled for students various ways to approach math problems how to read for information and how to participate respectfully in a debate besides academics modeling is necessary to demonstrate the kind of character and values we would like to see our students develop in preparing to come tonight I searched online for the main purpose of school board meetings several answers came up one stated that the most
021important responsibility of school boards is to work with their communities to improve student achievement in their local public schools I also found a list of five very good reasons to attend a school board meeting your voice matters it makes voting easier it holds people accountable you learn about Community safety and it's a form of activism it's wonderful to see community members and parents choosing to attend our school board meetings and thank you to those who have come for working toward the continued success of our students however when someone speaks during the call to the public and uses that time to insult to berate to Target someone who by the very structure of the meeting cannot respond is that modeling problem-solving skills do those rants against Miss bickler do anything to move the district forward in
022a positive direction do they serve any direct purpose towards the business at hand which is serving our students I would suggest that spewing hatred towards someone who has only done their best to serve our community and to look out for the best interests of our students is the antithesis of curious confident problem-solving Behavior doing so when the person you're attacking is not able to respond is cruel and is akin to holding those in the room Hostage to your attack I would respectfully ask that our board meetings return to the purpose for which they are called serving our students if you are here for any other reason or Personal Agenda please stop wasting our time thank you our next speaker will be Wendy Merkel hello my name is Wendy Merkel I am a teacher here at
023Westar Elementary but I am also representing myself as a parent of two little ones who have attended since kindergarten uh in the Liberty Elementary School District I'm here primarily as a parent who chose public school to ensure that my children participate in English language arts that they participate in mathematics and science and social studies that they have the opportunity for a board and a community to participate in how Arizona enacts their education process I'm really saddened by this board and by the plans that have been laid ahead I've had opportunities to speak directly with some of you with hopes of things changing of hopes of the pursuant of all of our standards in Arizona and rather what I'm seeing is a repugnant attack and a disappointed attack on our curriculum to ensure that we have
024become politicized pawns rather than Educators I really want to see our constitutional amendments upheld the political schools that schools stay public and not political that we value the guaranteed rights by our Constitution and for those who feel that this needs to be a political opportunity a theological opportunity which are not subjects taught in school I can guarantee by both reading the Arizona standards and being a teacher in the school that that does not occur that you choose the 14th Amendment and attend private school I would like to ensure that we continue to be Role Models as both board members and as parents to our children to show that education is a requirement of our future to become a critical thinker and to ensure that all of our state standards again do not support ego and
025ideological pursuant of Theology and anti-republic establishments rather than what we really need to be at the core which is what Dr Shuff has driven us to believe in Liberty has given us the dynamic data that we need which is to show that children can learn through play that they can learn through opportunity and critical thinking and not by rote memory teaching to the test thank you foreign speaker is Judith Rose hi my name is Judith Rose and I am the director of communications for gays against groomers I'm not on the internet for reevaluating my beliefs and realizing I was a victim of propaganda and I see the world very differently now especially as someone who's been through an emotionally abusive relationship I was gaslit a lot so it's easier for me to recognize it on
026a larger scale and that is what is happening with this current gender ideology Movement we are being gaslit into accepting false truths that contradict unchangeable facts and like the story of The Emperor's clothes many of us can see it but are hesitant to speak up because people in positions of Power are reinforcing delusions as facts the trans identity is being marketed to children in schools as something special desirable and a Saving Grace and as someone who is married to a trans person I've seen firsthand that this journey is not all sunshine and rainbows by any means it is not for everyone there are side effects and complications and things that children are even more likely to experience if they stunt their growth too early with hormones or surgeries children should not be introduced to these
027Concepts during their development and I can't think think of anything more selfish than someone who used to be a man stepping into female spaces and insisting that this is what children should do and without their parents permission no less you're teaching kids to put their feelings above literally everyone else's which will set them up for failure and a nasty surprise when the whole world doesn't cater to them because let's be honest you can't make everyone believe the same thing a hive mind is not a realistic goal and it's certainly not what this country is supposed to be about if you read the entire First Amendment you have to show respect if you want respect and I think it's interesting that so many of these strangely pushy trans women used to be gay or straight white
028males surgeries do not change your chromosomes your actions are rooted in misogyny for thinking that you can simply take up the female identity and force the world to accept you clearly some parents are not comfortable with the idea of a biological man sharing a restroom with female students it's not appropriate to invade Women's Safe spaces if you don't pass and you have to ask if you do the answer is probably no it's hard for me to compliment comprehend not only this level of disrespective women who don't feel comfortable around a person who's biologically a man but the parents who have every right to know what their children are learning and from who I think the trans prefix exists for a reason because you're in a permanent transition you'll never complete seeing as most trans people
029are on hormones for life and if a biological man got a uterus implanted and tried to carry a child this process would likely be fatal that's because biology matters and to try and teach children anything else is a dangerous mistake people who believe that biology don't matter are living a lie and should not be teaching children about hormone therapy or puberty blockers so I strongly suggest a recall of any such liabilities since I'm guessing anyone teaching this has too much pride to step down and deal with an identity crisis privately instead of making it everyone else's problem but a lot of people watching are probably going to purposefully misunderstand the fact that I'm really not saying this out of hatred I'm saying it because the truth is the greatest gift we can give each other
030the truth makes room for trust and if we can't trust each other we can't have healthy relationships or trust teachers with our children we need to be honest with ourselves and each other next speaker is Matt Ray [Applause] my name is Matt Ray I'm the Western Regional lead for gays against groomers I live here in Arizona with my American Wife and I'm a big fan of this country which is why we chose to live here I'm 31 years old and I'm a trans man biologically I am female something I feel obligated to State because biology matters I'm not ashamed of that I'm here today because I am utterly embarrassed by what the trans movement has become the trans Community is a minority not everyone is going to accept us and we have to be respectful
031of that I thought that was common sense but these days it's considered hateful which I don't understand I don't find it appropriate or necessary that underage children are being exposed to gender ideology and trans identities my parents gave me a chance to express myself but would never indulge my feelings growing up instead they allowed me to get to know myself in order to make a conscious Choice as an adult at the time I thought they were cruel for not affirming how I felt as a child but today I couldn't be more grateful for the fact that they did that I could have changed my mind if they had helped me transition underage something could have gone wrong and then I would have resented them forever a lot of kids today aren't being given that chance
032they are being manipulated by people who are acting from a place of unresolved trauma I understand many of them mean well but I can't tell you how dangerous it is to allow children to access hormones or puberty blockers the idea that puberty can be paused about repercussions as a blatant lie side effects include brain swelling loss of bone density vision loss increased risk of cancer and sterilization lootron one of the drugs being used to block puberty is also used to chemically castrate pedophiles that's what's being done to Children the adults who enable this should know better but instead they're encouraging rebellion and driving a wedge into families because of their own feelings and experiences it is disgusting to push his ideology and innocent children who can't consent and it's disgusting to take away a parent's
033ability to safeguard their child if you generally believe that children can consent to such a big life altering decision I dread to think what else you think they can consent to I have experienced side effects and complications from transitioning as an adult that I would not wish on my worst enemy let alone a child side effects are even doctors weren't knowledgeable enough to tell me about if you're encouraging underage kids to do this to themselves in order to validate it and special you truly don't comprehend the damage you are doing to Future generations simply put it is selfish and wrong to purchase indoctrination medicalization and sexualization onto children because of your own personal beliefs I am here to prove that even people in the LGBT community do not approve of pushing gender ideology on kids
034I didn't move to this country to watch this forced acceptance happen I won't stand for it and I strongly urge the board to make education appropriate again one more public comment form but there's no name on it anybody want to claim this one with no name on it email address got an address on Culver Street what is your name sir Mike George and thank you for giving the opportunity to stand in front of you and speak today I heard the word reputation and I apologize if I'm wasting anyone at the time uh I intend to exercise my rights to speak I heard the word reputation earlier and it's the key theme of what I want to talk to you about and it's a reputation of this board um I look for a good definition for
035reputation and what I found that I really liked was it's the sum of what we do and what people say about what we do so what's happening with this board and what are you doing I'm not going to talk about you Paul Bixler because there's been enough said I will say I agree with a lot that's being said especially the issue of using the little girls restrooms I think it's despicable deplorable and it should stop but I will I will talk about a couple other things uh one I've seen online the issue of superintendent double dipping and disagreement amongst the board as it relates to superintendent double dipping now I'm not going to take a position on that but double dipping is defined as one day you're an employee you resign next day you come
036back as a contract that uh in person and you're making two salaries for one job I looked at fallopedia recalls two recalls on a recent past Susan McAvoy and Mark McGuire I believe Susan resigned Mark I see that you're still here uh I continued to look and I found the issue of Britney Zamora accused and pled guilty uh as a matter of fact of sexual abuse of a 13 year old male child I think there were two children that were involved in that she's now serving a 20-year term um I listened last board meeting to some of the scores that you're reporting in terms of education and how the children are performing there's a website www.greatschools.com that website says in math English algebra and science test scores in this District are about the same as
037the state average though still below top performing schools in the state now we may look at that we may say that's great we're performing at the state average but then I look how the state's performing uh wallet Hub July 2020 22. Arizona ranks 48th amongst all states in the U.S best and worst school systems the nation's report card 2022 gives about the same ranking so it it upsets me that people that have kids going here are um are being subject to an education that is seriously subpar uh I have my conclusion is that your reputation is is extremely poor I I haven't listed everything I don't have enough time for it that um you have no alignment it appears you have no aligned agenda and that speaks to leadership Mr Todd um I'd like to
038ask you if you have a code of conduct if you have an ethics thank you hey board members have comments hearing none will move to item five on our agenda the consent agenda uh Mr tug we have an opportunity to comment you may first of all Miss Miss crane um I owe you an apology and I owe the teachers an apology um I I don't there's nothing I can say here that's going to fix what I posted um I hope you'll let me make it up that's all I can do thank you any additional comments now we'll move to our consent agenda Mr President I like to pull um 5.3 okay 5.3 is pulled uh Mr President I'd like to pull 5.4 5.4 is pulled any other requests okay members we need to approve our
039consent agenda I'll accept a motion to approve with the exception of 5.3 and 5.4 Mr President I'll make a motion to approve the consent agenda with the exception of 5.3 and 5.4 second have a motion and a second to prove the consent agenda with the exception of five three and five four call your name please specify your vote board member Parks hi board member Aguirre yes board member Bixler aye board member Kenyon aye I'm also and I will show that it was approved 5-0 we will now move to item 5.3 board member Kenyon yes thank you so I was reading over the minutes for January 30th um and I just wanted to clarify something in the minutes I'm looking at if you wanted to follow along but it's the bottom of page five when it
040when we got into the call to the public um towards the bottom we have Tiffany Benson was a Community member she came and spoke in the minutes it states she encouraged the board to create policies on transgender bathrooms I went back and watched the video because that didn't seem right to me and here's a the quote that she had calling on this board to proactively establish policies that will prohibit biological males from using female spaces and vice versa so that is a gross misrepresence representation of what was actually stated I would ask that that be corrected okay I'll take a motion to approve the minutes with the following with Mr kenyon's correction Mr Kenyon I'll make a motion to uh um approve the minutes with the following correction that in the minutes Tiffany Benson there
041at the bottom of page five question we need a motion first now he started it we can have discussion after the second bottom page five and quote from the video calling on this board to proactively establish policies that will prohibit biological males from using female spaces and vice versa and strike what was there previously okay do you have a second a second have a motion and a second Miss Rodriguez can you please read the motion so everybody's clear on it and then we'll do discussion to strike what was previously written by Tiffany Benson and to prohibit the use of bathrooms of transgenders Mr Kenyon yeah that wasn't what I asked I asked for the quote being put in there and I'll read a little bit slower if you need calling on this board to proactively
042establish policies that will prohibit biological males from using female spaces and vice versa to proactively establish policies that will prohibit biological males from using female spaces and vice versa so calling on this board to proactively establish policies that will prohibit biological males from using female spaces and vice versa that is correct okay we have a second so now we'll take discussion Boardman Maguire can we cue the video at what point did that happen what was the what was the minutes was under public comment he said yeah it's on the video went back and watched it towards the beginning of when she was coming up I do not have the exact time of the minutes for that night I believe we were here until 1205 a.m that night so I like to challenge the board that
043you may want to go ahead and have the proof before you act on something but that would be to each board member to do that for themselves thank you appreciate that I'm willing to if you guys can pull the video up [Music] I don't believe that's actually on the agenda well if we were proving it would be it would fit within there Mr Todd an option could be to table this this evening we could verify that and bring it back thank you in the next meeting okay what you guys want to do okay so we have a motion in a second so we're going to have to vote on this and then perhaps bring it back um if it fails to bring it to the next meeting so when I call your name if you'll
044specify your vote board member Parks aye board member Maguire no board member Bixler nay board member Kenyon can I say aye I will also be an eye who will show that approves 3S to know next up will be item 5.4 which is the approval of personnel action items and that's your Chef um on 6 27 we had a resignation for uh Mr Bogart um with a 365-day notice and under the current resignation dated today it's back Mr Bogart's uh it says a retirement revision I'm curious is it's the same effective date I just want to make sure I'm not missing something it was an earlier date it was a mid-year date for when um it's capable of retiring and extended it to be the end of the school year it would be the new revision
045date will both of these say the effective date are the same that's why I'm confused we didn't I'm not aware that we posted anything on the first Personnel date this is this is the revision a revised um resignation as of 6 30 2024. end of next year can you tell me that was the difference is it's a year later it's so it's a full year later okay that's all I had uh Mr President I'm gonna go ahead and make a motion to approve this with the exception of the revised retirement date for Mr Bogart hey do I have a second I'm not clearing what we're talking about here the date that's posted on or this listed on the board agenda is accurate correct what the board um is then the Personnel report is for Mr
046Bogart to retire June 30th 2024 on this Personnel action report so um are the board going to approve the Personnel Action Report okay so is that the revised date that we're talking about correct so we're approving what's already been posted correct on this Personnel report it states June 30 2024 is the Personnel Action Report that's here for approval okay okay do I have a second second okay members have a motion in a second to approve question yes I just want to be clear the motion was to not approve point of order we already have a second hang on we have a point of order request something that gets to happen Mr Parks thank you Mr President Mr McGuire when a point of order is called they have the floor to discuss they take it procedurally
047board member Parks go with your point of order only the point of order was is we already had a second on the motion we can't back out of that second okay but we can have discussion so we will continue with this I just wanted that clear thank you board member aguir please continue could I have the motion read back because I what I heard in my head was who are approving the personal action item with the exception of David Bogart I believe that's correct Mrs Rodriguez with the exception of Dave Bogart's retirement date June 30th 2024. thank you members we have a motion and a second now are there any other discussion hearing none will call for the board member Parks okay board member Aguirre no board member Bixler no board member Kenyon I will
048also be a no we will show that that failed four to one four knows one yes Mr President I move that we approve the personal action items as written second have a motion and a second to approve board member Parks hi board member Aguirre yes board member Pixlr aye board member Kenyon aye I'm also and I will show that proved unanimously 5-0 moving on to agenda items number 6.1 discussion consideration to review master plan for administrative facilities and approved schematic architectural design for transportation facility presented by Mr David Schmidt from DLR president Todd members of the board thank you for the opportunity to be here today um as the as was mentioned we're going to look over the uh where where we are currently on design of the transportation hub for the district uh we
049came we were at talk to you last month and there's really two components of that so last month we talked about the larger master plan of the of the of the site and then today we're going to look at the specifics of what is funded in this um under the current Bond and that we promise the taxpayers that we're going to build now which is a transportation facility itself um that uh that Master Plan was was necessary because we talked about the site as a as a larger whole and we needed to look at where the piece that we're building now obviously is going to go on that and so that's where the master plan uh comes in I included a lot of stuff in your board packet and so you guys could look over
050that on your um your time and so I'm going to kind of cut through some things tonight and kind of go directly to chase because a lot of the stuff is what we covered um last time so we're talking about the uh the facility right across the street from us right now you're looking at this site uh with the building we are currently in is at the uh the top center right there so you currently own uh the four Parcels right across the street right now where the current facilities are and then uh 10 and a half or so additional Acres that were purchased with that and we'll be combining those into one site um in a legal document that will come later hmm uh okay so this is kind of where we left off
051last time we're really going to talk about um those buildings right in the center and so on this site you notice that uh we talked about potentially in the future um an administrative building on the south kind of all these operations buildings in the center and Bus Parking to the north and that's kind of the bigger picture of the of this uh of this site and so pulling that out let's see here so that yellow that yellow Square you see on the left side is really that Transportation building itself and then kind of blowing it up on the right and skipping ahead a little bit here uh whoops all right so looking at what that is and so um what is by Transportation I should really go ahead and kind of Define that transportation is
052really two components and there's an administrative component obviously scheduling and routing and all those kinds of things but the other part of that is the is the vehicle maintenance itself um and so that has its own workshops and it has an administrative component as well and so that talking about transportation we really mean the larger component of all those things and then the parking and things that goes that go with that so what we're um what we're showing here is a Mason rebuilding we talked a little last time that we were we were evaluating different Building Systems um we've looked at that and uh I think under uh 6.4 tonight you're going to be looking at a potential uh contractor to come on board and they're going to help us kind of Define that a
053little bit further but we're on on our own evaluation looking at the components that the district um really wants in this building that we feel that that's it's about a wash between a masonry building and a pre-engineered uh metal building and we feel that this gives us a lot more control over exactly what we build and so we're showing that to you tonight you'll see that obviously this is um the bus maintenance obviously on the left on the right uh some administrative offices and then on the far right oops sorry okay that side right there you're looking at the sort of human side of this building which is that that component where the um where the bus drivers come and go and so there's a huge um influx of people during component parts of the
054day of people coming in and out of this building they parked their own cars they need to come in they need to get their Roots they need to grab their keys um get out to their buses and then come back and do it again and potentially go out in the afternoon as well and so this component on the right is really that that part where those people can kind of go through and move and do their thing without necessarily um kind of disturbing the rest of all the components of the things that are inside the building and so uh you usually see this path on this on this um kind of in this in this rendering as well so some of the big uh the big picture of the master plan on the site is
055not just looking at at how all the components fit together but it how um you really circulate so once you get to the site there's a there's this huge pedestrian component so how you connect all the pieces together if um if you're working on the site and you need to um go have a meeting with the administrative component if you need to move them back and forth from Transportation if you need to go to Warehouse if you need to go get a purchase order all these people moving moving around on this on this site and how we make it um safe for them as well and really um look at making this feel like a well-planned out facility and where can we create little moments of um places to rest and places to go have
056your lunch and really attract employees uh in a ways that aren't just about benefits and um and monetary benefits so [Music] oh so outside of that building's just uh elevations um and what goes into this building so we really looked at this in programming programming is really that point which we look at all the spaces that we're going to need and we're talking about uh this facility in terms of something that's going to serve the district for 30 years and so what are the spaces that we need in a in a transportation department that's much larger than what we have now and and so looking at those needs of spaces how big those are and really building a building that will serve that into the future in the meantime obviously we're going to have a
057little bit of space left over and so I think that we'll probably have uh some of those offices that will supplement some of the things that are currently in our in our transportation building and warehouse and so some of those things Kevin and his Department might move over here for the time being a future component of this under a different funding source to be named at some point in the future is really building those those spaces ultimately for those people but in the meantime they might be sharing some of this uh let's see and that kind of wraps it up um looking forward on next steps uh we will be doing more detailed programming of this in terms of how what the components of a vehicle maintenance are where we have lifts um how many
058exact parts do you need where do you store all those do they need air conditioning or evaporative cooling those kinds of things as well and so um the we'll be drilling down with the staff in the weeks to come we are based on kind of a nod today or um approval of Direction we'll be moving towards what we call Design development which is taking this and actually figuring out the details of how to build what we've laid out in the schematic process now um after that we'll go into construction documents just really taking that and um and looking at uh how to build how to make the set of directions if you will that a contractor can actually go and build that and the intent is that uh in late spring we're going to kind
059of wrap that up we'll go out to we'll get bids uh qualified bid from contractors um competitive bids obviously to look at at the cost of building this and then kind of jump into this um in the Summer with the intent of wrapping this up next uh spring one little component that I want to cover and I know we talked about this but uh Liberty School Road itself you'll know that um we are under an obligation to improve the roadway that's already there and so uh to meet current standards are probably tearing up a lot of what's there already keep the curb along this side of the road and then that will get much wider and have sidewalks on and have Street lighting we're going to underground the power and so there's a whole component
060of this project that's that's that right now and our civil engineer is currently working on that and I know we've been looking at the adjacent ways funding that will help fund most of that we talk a little bit about that um last time timing is really well perfect because um if the contractors approved tonight with us finishing up this component now they have something to kind of dig their teeth into and start looking at costing and to start to to put preliminary costs to what we've designed with the intent of verifying that we're within budget or we need to kind of squeeze things or or where we're going to go from here so uh timing worked out just right on this and we will be moving forward do um at that point I've finished and
061I'll take any questions that you have members any questions go ahead yes thank you so much for the information nice to see that footprint the way it is uh just I assume that you are considering this disposal of of waste from the maintenance of the vehicles uh are I know we must be doing that now some way uh are you considering that within the construction design of uh proper waste disposal and maybe improve what we currently have uh I I will be and I must admit that I don't exactly know how that works and I have an engineering staff that does though um and so I can't really address that but we will be looking at that um there's uh obviously adeq regulates a lot of those things as well and so part of one
062of one of the components of this as well is replacing the existing fueling facility that's underground probably putting it above ground um but um obviously disposal proper disposal of oils and fluids and things that come from the buses is is uh is highly regulated so um we will there's space to kind of contain that and store it and I don't know where it goes from there okay I can do more research if you'd like and come back in the future no I just want to make sure that it's on the list of things to do so second thing is we had talked about uh possible recharging stations at the parking areas is that still part of the thinking yes so uh so good good question um a couple of things I heard last time we
063talked about um being ready or if possible actually putting unpotable takes onto the building so energy we'd also charged about talked about um places to charge electric buses and so uh we are currently uh planning our service entrance which is the point where your electrical connection comes into the building to have capacity for a couple of District like pickup truck size vehicles and four electric buses we are routing uh underground conduits to charge additional buses of which we probably won't have the power for unless we put in a larger um um service and so at some point in the future if electric buses become a thing we may put in a a larger service entrance to the building and so at this point we're planning space for that to happen without actually putting it in
064so that it's trying to set us up for to plug all these things in in the future without overspending our budget that we have immediately today all right well thank you thank you when you talk about planning space what exactly does that mean so um so service entrance is that point where the where the meter is and where the power from the street off the power line or underground whatever comes into our building uh there's usually a bunch of great big gray panels of all where all that happens and then there'd be a Transformer so space for those those big switch cabinets and then the Transformer that goes with it which would stop it down to whatever power we're going to use on site and so um the power companies have very um defined ways
065in which they are able to bring a truck in and back it up to that and be able to install it and so they've got all these things laid out and they have diagrams on their website and so uh making us and how much space is required around it as well and so really creating space in which would probably be a yard a fenced yard next to the building that would have those big gray cabinets and the big steel box with the fins on it that looks that's a Transformer so a second the switch gear the switch the equipment there's going to be space for the equipment and I assume there's going to be possibly future conduit so the intent is we're a value when we're kind of evaluate that is that in theory we
066would run some extra conduits relatively cheap and if we're digging the trench the trench is half of it if we're digging the trench spend a little bit of money and dump some extra conduit into it such that in the future we have a pathway to bring that stuff in and distribute it to the site without having to dig up a bunch of asphalt and under and subgrade that we've already spent a whole bunch of money building okay yes and when we Miss Bixler talked about it have we gotten with Environmental about what it's going to take to pull waste out and what we do as far as how we keep everything running while it's under construction oh good okay good point um which I did not touch on so so the master plan looks at
067at um the good thing is it is that in addition to the four sites you have now we bought this additional 10 and a half acres of land and so we planned the facility such that um we can build a new stuff behind what's happening now and so at some point you'll get that all up and running uh and then come back and since we'll have a new service entrance we'll power that up you'll keep the old stuff running off of the existing service for the time being um and we can decide we've kind of looked at it you could you could keep it for the time being until we get further stuff on the light or we could tear it down now and I think that that all of those scenarios work and the
068way we planned it the reason why I'm asking because at a previous board meeting I don't remember which board member it was but it asked about where the fuel cell was and that because they didn't see it on the rendition but then it was pointed out that we already have an existing fuel cell so that's what I'm hearing from you right now is that we're actually going to put a new one in and not use the old one so it yes but so there'll be a point at which do we have to always and switch over and um and so the the existing one will stay in point stay in place till a point that the new one is up and approved and running and then at some point they'll take whatever's left of that
069pump the fuel out of it put it in the new one or do whatever they do with it they'll have to dig that out remediate the ground around it if there's been any leaks and take care of all of that and clean it up and then fit all the site back around it so we can't use what we have now you can't use what you have now and in fact the one that you have now is kind of on life support okay fair enough so um it's underground we've gotten a um I guess approval to have one year and so in about next spring it's kind of like you you guys need to either do something with this fix it get rid of it whatever and we're gonna kind of let you go with what
070it is for one more year and so that's kind of critical that we get that new one in place okay it's not uncommon with underground no no I understand the concern I have right now is that we don't know what we're getting into right now with the design as far as getting down in there with the the fuel fuel cells the oil that's down there right now that is it leaching into the ground that we don't know about and are we going to get into a mess as soon as we start I don't know the exact component of that um I know Jason maybe you were uh we're we're talking about that but um I assume if they're letting you go another year that it's at a point where they think that it's going to
071start leaking in any moment as we take that out they'll do testing in the ground and make sure there's not any extra soil they need to take out around it so that speaks to um you know the transportation construction the facility you know it can be on a timeline you know how much longer can we deal with the facilities we've had um we think it's the best thing to do obviously to build our voters supported that but this is the Crux of what's driving the timeline now um so that to construction of it needs to be complete in time because they're they've pretty much made it clear they're not going to renew it a second a second time so we've got to get this done the construction done get that fuel taken care of and
072meet that timeline otherwise we've got a a very serious problem so okay thank you well said and when is that when's that time my understanding was just recently approved so we've got about a one year less time ticking um but I think this project is about how long is the construction of this expected to go so the construction May um exceed the the construction of everything May exceed that date but the the new facility the new fueling facility as a component of the larger construction will need to be in place at the time our one-year approval Runs Out it was just the adeq had just approved right after the first of the year that wasn't a verbal right it was not a verbal so that'll require the city giving us ability to use part of
073the facility that's been constructed while the rest of it is still being constructed so um so it's good that we're moving along here in the timeline thank you no more questions thank you any more questions from members um last meeting we spoke and and I I address my concern about the Highway 85 and they're not necessarily being any traffic light stop sign anything right there because that traffic just flies through there and I know uh sometimes we have you know our lovely uh Buck ipd sitting there watching for people and that really helps out we appreciate them um but it just seems like that's a drag strip right there and my concern is you know we have another exit you know coming out of here and I do see you have on here the deceleration
074Lane you think that's going to work so the well the the deceleration Lane is mainly for people coming into the site um as far as buses go and and this is something that um uh the transportation routing will will consider and but in most cases uh they would probably send the buses out to the light um at uh mc85 and just down at the corner here so that the buses don't have to pull out either into into high-speed traffic and they would never make a left turn from here foreign so looking at that looks like that's going to be that new exit from that parking lot I'm I'm on slide 24 if we're able to go there yeah um actually I think it's slide 12 in the PDF it's 20 it's you're 24. oh you're
075right it's 12 on the on the PDF on the PDF let's see all right there yep here so at the very bottom there's that red line that's Highway 85 so it looks like coming out of there is going to be only a right turn is that correct yes so that would be so that'd be right turn only and that would probably be single bam or single occupant personal vehicles so leaving the um uh leaving the board or I'm sorry the administrative offices so we've kind of planned this with the idea and it's a little bit difficult to see here but with the idea that the buses can completely circulate in and out have a separate in only and out only on the North End of the site and then that there's a um in and
076out for sing for personal vehicles onto Liberty School Road and then there's addition actually in uh I think we've got four curb cuts and if I go to it's probably easier to see here you can kind of see it there so this is turned obviously um North is to the right and you can see the exit on the far upper right is buses only and then the center one on to the up is buses only and then you see one on the left is for personal vehicles that supplements the one on mc85 so there's two ways out for both things and one of them always goes on to Liberty School Road I think the plants are excellent um that's just my biggest concern right there so um and and it and at some point we'll
077have a traffic engineer and we've we've preliminarily already spoke to a traffic engineering hearing consultant about that and kind of gotten um what they believe the county will approve in the future which is that deceleration Lane and go ahead in this planning what I'm not seeing is I'm not seeing the highway the new highway that's in the works right now as we speak that it's it's actually going to be a highway now on mc85 yeah yeah uh the um our civil engineer has been uh speaking to Buckeye and the county about that so we're trying to get that component on that component piece and kind of overlay that in there that um it looks like at this point in time we're not going to be required to do the half Street Improvement along mc85 um
078which is good news but we need to plan and make sure that we're not doing anything that gets that that precludes in the future okay good good question though thank you any more questions members okay I just have a few um I certainly agree with with uh board member Kenyon if you're coming Southbound on Liberty School Road anywhere on mc85 right now people go left they go right mostly they play Frogger um are we sure we can work with the city to force that to be a right turn only where when you if you're southbound Liberty School Road you have to go right uh we will we can design it however we want okay and I think that would be a good consideration to do if I should say if we were going to make
079it right turn only we would designate that on the outbound of our site um and and kind of design it in a way that was designed such that you're only going to go right by the way we shape the the outbound Lane um and Market as well uh we'll talk to a our traffic consultant and see what they recommend I would assume that that would be a recommendation simply because uh it's close enough to uh Liberty School Road so you've got another exit that's 600 feet away that you're looking at okay I think that would be a great recommendation to okay to look at that just because that is that is a rough spot into yeah other comments it's like 95 miles an hour out there on most days when they're going slow so um
080just a couple other clarification things is our transportation director looked at these plans a lot and and are they there it in maintenance and our bus do they agree with this design are they saying this is going to work for them yes and so we presented um to um larger staff a week and a half I don't know a week ago maybe um and looked at that um a week from today we will be going into more detail uh with them looking at how those bus Bays actually lay out which ones have lifts in them which ones are work areas uh where our part storage is and whether we have enough and how we stock that and whether it's shelves and so forth okay Mr Todd I'll just expand on that a little bit all
081throughout this entire process in terms of flow of bus traffic spacing of buses both are lead mechanic and our supervisor have been involved with with all of it when we get into the excuse me specific detail of the needs for operational efficiencies they will also be a part of of that whole process thank you uh my next question I have is I'm sorry our PowerPoint didn't come up till you were almost done so that was a little bit of an eye chart but on on your slide 40 um our slide 20. I'm just seeing in this pretty large complex with a lot of people one conference room is that going to be enough to handle all the things that are going on in here so um in future phases there will be like a bigger
082training room as well so we've got the um the space so in addition to the conference room there's kind of the general break room area which is a separate a separate piece uh and then in future phases we'll have a larger space that's both sort of training and Conference and so uh the small conference room is really not the place the bus drivers are going to do for for training and so forth and so that we believe that that's correct okay so where would they conduct that now if they were having a large staff meeting where would they have it right now right I mean when this is built if so I so in terms of um the break room itself can be used as training um as well as um I I you know
083what I don't know where they where they do it now but we'll have that in place because I think that we will when we finish this we're going to keep a component of uh we're going to have to keep a component of what we have right now because that's where some of the additional maintenance offices are kind of sharing that building okay so there's confusion between now right now that it does not exist right now okay but phase one because I heard you speak to more than one face can you just be clear what will happen in Phase One in terms of congregating space in phase one we will have the small conference room and we will have um the break room and those the only spaces that we will have in phase one is
084that was that your question yes okay okay um my next question kind of Dove tells I'm I'm very thankful that board member Aguirre brought this up um and board member Bixler as well the environment um I'm kind of just gonna get the big elephant out of the room and we had some surprises at Liberty over some water uh issues and tanks and different surprises that popped up became kind of a finger-pointing game and cost some money that was unprepared regardless of where that money came from it's taxpayers money um have we done soil samples out there to know because last thing I want to do is pull this tank apart right now adq is only guessing and thankfully they're guessing and they're giving us a year but I just know that building's been out there
085for a long time back in the good old days of Buckeye strange things happen with oil we all did it we all poured our oil wherever it did so are we sure we don't have any surprises and we're not going to end up with some sort of a a another surprise and then secondly with that um right back to that issue that's going to be a high volume water area for fire protection uh with buses in there so and Fuel and so forth so are we going to have we've got that all worked out I don't want any surprises like we had the last time I think that shed really bad light on on everybody that was part of that project when oh well surprise surprise it didn't look good and the Fire Marshal's office
086said didn't look good there were a lot of people who said it didn't look good so I just want to know before we say yes we're going with this that we didn't uh that we know that soil is going to be good all the way around and we're not going to have any other surprises where well we can't do phase two because phase two is a super fun site uh so so two two kind of two things there so one is um we will be doing uh geotechnical investigation and we uh we can do testing at that point on the um on the existing tank uh so we can find that out uh the second component and so I don't know that so at this point I don't know the answer to that but we
087can find out um the second component is is uh domestic and bio buyer water and that is um from the tank that's existing we stepped out to that so uh part of why we did this new component as a number of individual buildings was that the demand for water for fire sprinklers is based upon the largest building in the in the complex with the intent that everything doesn't catch on fire at one time right so what's the largest one single draw and so by keeping these buildings as similar size or smaller than what buildings that we already have uh the fire tank that we have now is um is sufficient to cover that yeah and we're positive because we're falling under city of Buckeye Guidance with this and we thought that before with the last
088Liberty build and then we we thought we thought we thought and then we found out we thought wrong through the whole process well they they changed the recommendation on us regardless they write the rules so we got to be thinking farther ahead than them and make sure that they're putting that in writing as well right we're good true point taken so yes we will look into that okay I don't have an answer for you today okay but it's a but it's a great Point can we get one and fairly soon and and putting it in writing is um is a good thing I think it would be a very good thing based off what happened previously so okay members any other questions comments okay hearing none we'll take a motion to approve uh the master
089plan for administrative facilities and approved schematic architectural design for transportation facility Mr President I'll make a motion to approve the schematic architectural design for our transportation facility you have a second I'll second have a motion in a second to approve the master plan for administrative facilities in a proof schematic architecture design for a transportation facility call your name please specify your vote board member Parks aye board member Aguirre no board member Bixler aye board member Kenyon aye oops sorry I'm also and I will show that approved four yeses one no and if I could explain you may so the reason why I voted no is the same reason why I didn't want it here in the first place is I've been involved with many projects that are retrofits and we have no idea what we're
090getting into over there just like we didn't with Liberty which is why I pushed and pushed and pushed and pleaded to try and get it moved to the Rainbow Valley area so we're not dealing with these things um I think there's a tremendous amount of growth when it comes to the transportation with the county that we have no idea exactly what they're going to do because I promise you they don't know what they're going to do just yet so that is why thank you thank you I appreciate that next on our and thank you for your time next up will be item 6.2 a discussion consideration to approve wait is that right to improve the open SCI Ed as primary instructional resource for six to eight grade science Miss camp thank you Mr President governing
091board members District administration is recommending the adoption for open Syed to be used as the primary instructional resource for sixth through eighth grade science I have some amazing committee members with me tonight and the sixth through eighth grade science adoption committee met a total of six times throughout the last five months of Our Lives okay up and use uh the committee meetings were open to the public and the committee agendas and the meeting documents were posted using board docs committee meetings for each of the meetings and video recordings of each meeting were also posted for transparency with our community our committee meetings consisted of accomplishing the following tasks creating a rubric to evaluate science primary resources narrowing options to the top two sixth through 8th grade science primary resources to put on public review for
09260 days and for our science teachers to Pilot providing training to make to committee teachers to Pilot both resources in their classroom for instruction of at least 20 instructional days Pilot One began November 14th and concluded on December 16th pilot 2 began uh January 9th and concluded on February 3rd the committee also evaluated the top two resources to select the resource to recommend to our superintendent and to our governing board for approval and adoption open Syed is a comprehensive Middle School science curriculum that empowers students to ask questions design investigations and solutions and figure out interesting and puzzling and the puzzling World science open Syed empowers students to be the knowers and doers of Science and develops in a classroom in which the ideas they hear from their peers to help them move from thinking
093forward as they develop their ability to think read write argue as scientists and engineers open Syed directly aligns to our next Generation science standards and it provided the most cohesive and developed crosswalk to our Arizona Science standards without duplication of units or instructional sequence for grades 6 7 and 8. actually it was the only one that provided that open Syed also provides our greatest connection to three-dimensional learning which integrates cross-cutting Concepts science and engineering practices and the disciplinary core ideas there were many agreed upon strengths of open Syed it has also been reviewed by the nation's most respected independent instructional resource reviewer Ed reports in the Gateway reports of Ed reports open Syed meets in all the following categories alignment and usability expectation for three-dimensional learning and phenomenon as and problem solving drives learning the
094materials meet the expectations for coherence and full scope of the three dimensions and then the final Gateway the materials also meet expectations for usability Not only was openside the top scoring resource in the initial evaluation of the submitted sixth or eighth grade primary resources it best met the following criteria in the teacher pilot evaluation unit coherence student ideas relevance and authenticity and authenticity I'm gonna try that again authenticity and teacher support for coherence The District administration supports the science adoption committee's recommendation to approve the adoption of open Syed as the primary instructional resource for sixth through eighth grade science and I and the committee members stand ready to answer any of your questions members any questions uh thank you so much for all the hard work done by your committee and and I'm sorry they're
095never going to get those five days back or six days back but no months so much for the Days of Our Lives nonetheless um I really like a lot of what I read about the the open science and what I saw uh I especially like the idea that they they clarify justify uh interpret those are our high level thinking skills that's that's great my concern about any science curriculum most especially when you start looking at elementary he's not real 678 is really secondary but most of the teachers I know in that area are hesitant to take on science uh they're great at math they're great at language arts reading and writing but science they generally have a hesitation to get involved with is this in your opinion user friendly for the non-science teacher I'm going
096to let a teacher speak to that foreign can you just give us your name for the record Christy Mendoza uh I'm at Liberty I'm the one that's always on the website award-winner Superstar science teacher that's where you've seen you've seen um so it actually provides um it provides a range so it does it is there are um teacher resources that uh provide all kinds of prompts for teachers so uh you know if you're trying to it gives you suggestions like suggest asking this suggest asking this and it gives you sample student responses too so you can see kind of where the students are going and I would say that's beneficial for even us I mean the challenge at middle school is that science is integrated right and like so like my background is more physical
097science where somebody else might be more biology and we have earth science and so I mean it takes a lot to teach middle school science because you have to have a little bit of knowledge in all of those areas so um that's what's really beneficial about the way the curriculum is is developed for their the teacher's guide gives you those prompts and those suggestions there's background I think one of the things we we all liked was there's a section in that the very beginning of each lesson that says where we are going and where we are not going and so that's really helps us kind of narrow that Focus down okay this is where I'm going to channel that energy like this no questions no questions remember parks it just had a couple one did
098you say it's the only one that's aligning with the state standard it was the only one submitted that had the direct alignment to our state standards with no duplication so what I mean by that is Arizona is the Wild Wild West and we did not adopt the ngss standards all curriculum of science is written to the ngss standards so this this committee was tasked with what is the crosswalk of um how aligned is it to our standards in Arizona which we do have many standards that are partially or strongly connected to ngss and then we have some that are not connected at all and so open Syed did not allow for any duplication of units from 6th 7th and eighth grade some of the other products that we looked at because they had to take
099the crosswalk and put it into our standards they said well you could teach this in sixth grade but then you sh you might have to teach it again in eighth grade that the committee did not want to do that right they wanted it to be specific to grades six grades seven and grow grades eight and develop that really that cohesive storyline from sixth grade seventh grade to eighth grade open Syed did that um with their product so we're at a little bit of a limitation probably because our friends now at the Capitol have adopted standard that probably is a National Standard if you will the same so we're a little bit with with just a couple limits there's not as many probably that meet the standard that the state does right all of the products
100that were submitted offered a crosswalk to our standards this one was just the most coherent all right great uh only other question I has if you could say authenticity five times fast and then we're good to go that was a tongue twister for me tonight I apologize maybe use it in a sentence as well uh um we have to have a little fun here come on um perfect I I would just uh like to thank all the teachers that participated in this I this does not sound like it was a walk in the park or a fun adventure so um I see many shaking their heads no and they did I was difficult I'm gonna go with it was tough I do want to personally thank Chrissy Mendoza Janelle Moran Shauna Madison Josh colopanus Erica
101Daniels in the room Holly weiner Amanda Loveless Kay Hamrick are all here tonight um with us from the committee and they and they're five months paid off it's good that's good we won't hopefully table it make you do two more so let's uh let's get through it here pretty quick but the members if there's no other questions I'll take a motion to approve and Mr President I move that we approve the open Syed as the primary instructional resource for six eight grade science second you have a motion a second to approve open Syed is the primary instructional resource for grades six through eight science call your name please specify your vote board member Parks aye board member Maguire yes board member Bixler aye board member Canyon aye I'm also and I will show that that
102approved five yes zero no okay they are going to be so happy to have resources to make their job much easier thank you all right next on our agenda is item 6.3 discussion of 60-day review of math instructional resources you again so I'm not going to say the word authenticity in this one yet um so tonight um I am just bringing information forward to the governing board in regards to yet another um Committee of teachers and staff and parents this one is our kindergarten through eighth grade math instructional resource committee I do want to bring attention um to the board in regard to our current District board adopted primary instructional resource for mathematics is an open source resource that the district has been able to download for teachers and to support their classroom instruction for
103several years I think since 2017. this is the last year that the resource will be available because the company has determined it will take down its open source resources for Public Access making revisions to the resource and then making them available sometime in the near future for purchase a new math resource is needed for school year to 2024 with availability of Esser funds the district has the budget capacity to replace the free resource with actual print material and online materials that more closely match Arizona State mathematics content standards a timeline has been established for the committee to ensure that new resources are available for implementation by August of 2023 District administration has been facilitating the K-8 math primary instructional resource adoption committee so far this uh committee has has held two meetings one on January
10417th and the other February 1st the next step is a 60-day review which would be initiated to gather public input on each of the following resources open UPS open up resources illustrative mathematics and great minds Eureka math squared beginning February 14th during this time teachers on the committee will pilot the resources and make recommendation in May Administration will bring forward a recommendation to the governing board and that will consider adopting a primary instructional resource for KA K-8 mathematics following board approval Administration will commence procurement of resources and it expected that our resources could be delivered in time to provide training to our teachers prior to the start of the school year our meetings so far are open to the public and all of our meetings will continue to be open to the public for our
105K-8 math adoption committees committee members include teachers instructional coaches administrators and parent participation this is by far the largest committee that I have facilitated right now we are sitting at 58 participants we have the same outcomes that the science adoption committee has and that were read to you earlier tonight our committee meeting agendas and meeting documents are posted using board docs committee members previewed materials and scored each resource using a rubric of criteria for K-8 mathematics primary instructional resources during the meetings committee members discussed the merits and or possible concerns with each resource each of the resources listed below were recommended based on the consensus of the committee that reviewed the resources the minutes for each meeting and the video recordings of each meeting were posted on board Docs I stand ready for any questions
10658 participants wow that's awesome and anyone is welcome to come can I ask of those 58 how much of those are community members roughly one one all right thank you hoping that more Community gets involved but that's wonderful to hear there's that many people on the committee one okay thank you yeah Miss Camp just uh I know there's there was a real effort gosh probably 20 years ago now to try to start infusing into the lower grades the abstract thinking that you would find in algebra uh unknowns and those kinds of things is this resource reflective of that effort are we seeing more effort of algebra abstractness being added lower grades our standards are very very rigorous and so um you will see that our most young youngest students are also working from concrete to
107abstract in their thinking and just as many of the teachers spoke tonight you know we believe highly in problem solving and our youngest Learners can problem solve and they are doing that yeah I know I had discussions with Math teachers and it was hard for me to convince him that life is not an equation that's a problem that you saw so I'm glad we're going that direction no questions okay hearing no additional questions um just a moment I don't have questions but I would like to say I've attended the last two meetings yes you have um and that's only to learn about the process as board members we're expected to become knowledgeable on so many things so fast Mr Kenyon is learning we've all learned we've all learned um so it's been very eye-opening to
108see that process to see the teachers this room is filled there's not another I don't think we could bring a kindergartner into this classroom at this point or into this room so it's exciting to see that it's exciting to see some of the struggles that take place we saw the stormy and norming phase when I came to the first meeting I thought well we might be here for six months like science um but that hasn't been the case and I just I want to thank all the teachers who have been at this to you for leading this Mrs Umbro who's fast on the microphone our technology department being here it makes us makes it for me and and I think everybody also agree makes it so much easier to ask intelligent questions and then help
109make the best decisions for the district so thank you for allowing us to come to it and and again to the teachers so um with that I have no other questions because I've kind of witnessed it unless you want to say authenticity again but otherwise we'll go for a vote I'll actually I'll need a motion in a second no vote tonight just discussion okay thank you sorry about that thank you thank you okay next on our agenda is item 6.4 a discussion consideration to approve Chase Building team as a construction manager at risk for the transportation facility Ms strickler will be presenting um good evening Mr President members of the board as a summary to the information already provided excuse me the district is requesting the governing board approve to award request for qualifications for
110construction manager at risk for the transportation facility to Chase Building team as the most qualified contractor on the final list the district maintained adherence to the State Board of Education administrative code for the request for qualifications from issuance of a request to procuring the services of construction manager at risk the district utilized the Professional Services of Mr Bill Munch The District's procurement compliance and training consultant to assist with a procurement process the district published in the Arizona Republic sent notifications to vendors from the district better list and posted the solicitation on the district website the district held a priest submittal conference on January 3rd at which time's seven individuals attended representing five firms on January 13th statement of qualifications were received from three vendors an evaluation committee was established to review the statement of qualifications
111in the committee the committee consisted of Mr Rafael Sanchez with go to Industries Mr David Schmidt with DLR group and representing the district Mr nuttle Mr Gates and myself interviews were conducted were conducted on January 31st in addition to the evaluation committee members mentioned we also had Miss dondi Gates and Mr Troy Moser in the interview process foreign with us tonight is Mr Bill much our procurement and compliance consultant as well as Mr Patrick Shepard from Chase Building team should you have any questions for them thank you members any questions uh Mr President my one quick question um was there any consideration on this to pass performance on this decision-making process yes there were was it's part of our evaluation process well I'm kind of stuck here because I'm not allowed to discuss any of
112the stuff that I was giving information on um and I want to so Mr President um I make a motion motion we table this until we have some legal for guidance and executive session okay I have a motion if we have a second we have further discussion I don't quite understand we have to have a second and then we can discuss I'll second it okay I have a motion a second now we can have discussion board member Parks will you clarify your reason for table and let's take discussion yeah my concern is is I want to discuss how we came to the conclusion um we had some information that was confidential giving to us that we cannot discuss and I need more information on this I'm not um I'm not I'm not comfortable approving this
113at this point okay do you have any questions I think Mr Munch is Mr Munch are you you're back okay and the thing that I'm not comfortable with is what I see as a trend for this board is to continue to go into private and be out of the public eye if we got something to say we say it in public so that everybody can hear I'm not sure that we're legally allowed to discuss this in public Mr Montreal allowed to get into detail on this or what we're not allowed to discuss is we're not allowed to discuss the bid itself that's what we're not allowed to discuss Mr goire I ask a question Mr Munch thank you uh Mr President members of the board um because we're still in the evaluation stage because we
114haven't made any action tonight to award this contract we're still held to some confidential information that yeah you are correct legally we have to hold the process confidential until the time of contract award so there may be issues that Mr Parks is Raising that are confidential but I don't know that unless I hear them but if I hear them we've broken the confidentiality so I'm supportive of the recommendation and motion to go into executive sessions so that we can discuss these issues so we would need to schedule an executive session and get legal advice or have legal vice president for this is that your recommendation my recommendation is at least a an executive session but you might want legal advice there just to keep everything I'm not an attorney I'm not giving you legal advice
115but it might be a good idea to have an attorney if there's questions about this award because we all know the normal thing that happens is your Administration brings your recommendation you approve anything that deters from that is going to lead into legal ramifications as we move forward so it's not a bad idea to have attorney involved at that point to answer your question okay remember there's any other discussion Dr Sharp correct me if I'm wrong but didn't this board approve the process early on the board approved to use a construction manager at risk for the process and then the process is actually defined by Administrative Code of what we are required to do for the process so Mr Munch is better prepared to respond than I am but my understanding is the board can
116accept the committee or the selection team's process that was used and the recommendation they are bringing forward if the board is choosing to not approve that then there's no legal way to go to the second or third choice then you have to strike the entire process circumvent that in the governing board would have to go start to finish through the entire process themselves partially right I you've got a recommendation in front of you you need to make a decision whether or not you're going to accept that recommendation the motion does not reject or accept so we're not at that point yet we need to discuss what the issues are we're in a difficult situation because we have to hold the information confidential that's been submitted hence I recommend we go into executive sessions so we
117can discuss these issues okay so those are the two options we have pretty much or or cancel or or is uh our superintendent has suggested we cancel the whole process start over that's your other option which if correct me if I'm wrong that if you don't like the pick you're gonna end up because of the process or because of issues you're going to end up starting over anyways correct I wouldn't say anyways it's quite possible the administration will be able to justify the decisions that's been made and we can move forward what I'm saying go ahead again if the board doesn't like the process and doesn't agree with the decision that was made we're going to start over anyways it's possible that will be one of the outcomes can you tell me as far as
118if we do table this in the we increase the amount of time between approval and and the starting what does that do to our finished time on the transportation facility it's got to move it back right I'm going to defer to our architect on that one so yes or no um if if if we decided we absolutely needed to keep that date we would end up not being able to fully utilize the CM for their decision for their help and cost um and value engineering uh that we have up front and we would be moving down a road without some of that information in order to get to an end date of the same one we're keeping now um in a perfect world we'd love to have that input and I think it creates a
119better project and a better value for the district and so if we do that then yes it would move the Finish date back thank you but if we were to get on this within a couple weeks which I foresee we would do we would we would lose maybe two weeks we're not losing we're not losing a year for every week that we have this tabled and get get our executive session done um if if it goes to Executive session I guess and then you decided to approve I mean yeah we're it's not the end of the world I'd love to have their feedback sooner rather than later but it's not the end of the world I think we could still keep the Finish date I guess if you decided to go through the whole process
120again that could be I don't know two or three months yeah that would be a whole nother whole game then yeah okay members any other questions we have a motion and a second to table item 6.4 to Executive session where we will get legal advice and learn more of the process questions answered of board members that are required legally under executive session at this point correct okay no way to do this in Open Session nope no that's not what I'm recommending all right we run the risk of violating the procurement rules if we do that I'm just trying to meet board members yes understand appreciate it okay so we'll call for the vote board member Parks aye board member Aguirre no board member Bixler nay board member Kenyon aye I'm also and I we will
121show that the motion was table three eyes two nose thank you thank you next on our agenda is item 6.5 it's the discussion approval of the State of Arizona Department of Emergency and Military Affairs Arizona National Guard mou by Mr Moreno thank you uh Mr President members of the board um you guys have provided a memorandum of understanding we are looking to partner with uh the Arizona Department of Homeland Security through which we were awarded a cyber security Grant so in light of everything that I'm sure you guys have read online too about different districts being hit and different people all over the world actually we have continued to strive forward and continue to put systems and tools in place to help protect us well with that um at no cost to the district we
122are part trying to partner with the Department of Homeland Security to do Network penetration tests on our environment to make sure that if there are any holes that we get those holes plugged and taken care of as soon as possible so I'm waiting if you got any questions for me members any questions I just think it's great John congratulations thank you I think we need all the help we can get for sure um are they going to have direct access then internally yeah they'll be here with us and we'll be going through the process who continues monitoring for threats is it whose responsibility is that then on our team well I mean if they're coming in in part I was reading the mou right so they're they're kind of the one taking over from what
123I understand the oversight and the control of the cyber security piece who's responsible for the monitoring of those threads so we have some tools in place one of them is is in place currently called crowdstrike and that monitors those threads and we have some OverWatch done with uh Department of Homeland Security as well as crowdstrike and they monitor and we get emails instantly if there's something going on and they help plug the holes while we get that issue addressed that's exactly what I was looking for thank you members any other questions Mr Reynold congratulations on this grant opportunity I think it's great just and you may not know but it sounds like the 91st civil support team is probably part of this they're the ones that work on the penetration that group is world renowned
124the uh the city of Kingman recently had a huge Cyber attack the entire city of kingdom came down to one email address that was a Gmail account that's what they could run their whole city on while they sorted through that for months but uh they did a great job and they cleaned it up so it's this is a huge feather and everyone and I choose that and it's going to make us a much safer area for you know we've got a lot of data so for sure members with that I'll take a motion in a second and we'll call for a vote uh Mr President I'll make a motion to approve the State of Arizona Department of Emergency and Military Affairs Arizona National Guard mou memorandum of understanding do I have a second second I
125have a motion and a second to approve the State of Arizona Department of Emergency and Military Affairs Arizona National Guard mou call for your vote board member Kenyon aye board member Bixler aye board member Aguirre yes board member Parks aye I'm also and I will show that approved 5-0 again congratulations thank you [Applause] next on our agenda is a cleanup item from our last uh special meeting it's item 6.6 possible action to approve the direction given to the governing board's attorney during the executive session held on February 9 2023 which executive session was listed as item 2.1 on the February 9 2023 governing board agenda I'll take a motion since I went ahead and screwed this up last week I'll try and do the motion this time I make a motion to approve the direction
126given to the governing board's attorney during the executive session held on February 9 2023 which executive session was listed as item 2.2 on the February 9th 2023 governing board agenda oh second have a motion and a second to approve the direction given to the governing board's attorney during the executive session held on February 9 2023 which executive session was listed as item 2.2 on the February 9 2023 governing board agenda call for your vote Mr Parks aye board member Aguirre no board member Bixler aye board member Kenyon aye I'm also an eye I would just like to explain my vote um mainly for the the public we had a clerical error we added an agenda item at our special meeting we had and we did not catch that we referenced the 2.1 when we added
127that new agenda item it became 2.1 which pushed everything down to 2.2 for this session so it was just a cleanup but uh uh members thank you for your vote we'll move forward with the next uh item which will be 6.8 7. I'm sorry 6.7 discussion consideration to approve priorities for administrative and or instructional Support Program budgets for school year 2024 with Dr Shuff ler president Todd members of the board um there was um discussion in Prior board meetings regarding um concerns about what the district's administrative costs were certainly relative to Prior years understanding that with some of the budget priorities there were some administrative costs added and so understandably there was wondering if you will of where did this place this did this put us in a position of having more or less administrative
128costs than prior years and then when we consider anything additional um how would what would that impact be so this is really informational in that you will be able to provide some information to ask some questions and then following that any of the budget interests that have come up so far of anything new beyond what the board has already approved for the next coming school year you can give us Direction on those that you would like to see move forward or those you would like not to see go for forward so to start with Ms strickler will provide some background information on this somebody was tall here on this slide here it's a snippet of of the Staffing by school information that we use to determine uh if the school's overstaffed or understaffed okay so
129on this one here what we do with this is we take the per student count so the formula to determine how we divide the funding between the schools is simple we take the revenue receive we receive per pupil and multiply it by the student count for fiscal year 23 the per pupil Revenue amount is seventy two hundred dollars and districts are guaranteed a yearly inflation rate increase for fiscal year 24 we use this ongoing two percent for Liberty as example you take the 303 students and multiply that by the the 7200 plus the two percent at just short of 73.45 okay and so you receive a revenue student amount of 2.2 million dollars and we follow the same calculation for each school going across the revenue available for administration and indirect indirect costs is the
130difference between the revenue for students and the line for salaries and benefits this provides us with the percent that is available to spend otherwise for the other costs it is an established percent multiplied by the revenue for students for plant operations it's nine percent transportation is six percent technology human resources and business is five percent we allocate two percent for non-school General General Administration cost and seven percent for instructional support costs so I'll bring your attention to the area that's circled this is the difference between the revenue available for administration and the non-classroom costs five of the seven campuses have balances remaining while the other two campuses are overstaffed based on their student count can you hang there just for a moment sure um so this is just one way to check so we have
131Staffing ratios for per students per classroom teacher a certain ratio when they qualify for an assistant principal or a principal we have an instructional coach at every campus so we have those standards that's one way we check another way we check which we'll talk about a little bit is by program area within the budget and it isn't uh when we have smaller schools we know that those schools operate less efficiently so we all went in recognizing that Liberty Elementary School was going to cost more to operate in a smaller school and it is typical for a larger school to really to be operating more efficiently and when you put them together you balance out but it is important to consider when we look at when a school that you know 900 22 students like blue
132Horizons expected to continue to grow then when some additional needs come up does the school need something else to support it because it's getting larger something Beyond say what Las Brisas or Westar has do we need to up that Staffing model so for example Westar and blue Horizons have additional support halftime additional support with a school secretary they also have some additional support blue Horizons has some additional support with custodial one and a half perhaps they really need 2.0 for the size of the school and the number of children so we just consider those things and in the same way at Liberty there's a certain minimum no matter how small it is that you need to operate a school and even if it's operating inefficiently you still need that Staffing so this is just it's
133not to say that this is wrong it's just it's just a it's background information to keep in mind when you're making some of the other decisions so any questions about this before we move to the next section okay go ahead okay so this is your eye test for tonight yet another one um so this is a comparison between fiscal year 22 what we've projected for fiscal year 23 and projector for fiscal year 24. the projected percentages for fiscal fiscal year 24 includes the January 9th board approved budget priority items and the addition of the special education stipends for fiscal year 22 we spent 58.1 percent of our budget on instruction and project we will spend the same in fiscal year 23. even though we had to reduce our budget due to the override not passing
134the decision was made and has always been made made to maintain as much in instruction as possible we anticipate instruction to increase to 59.5 percent in fiscal year 2024. for instruction support you can see we're at 5.1 in fiscal year 22 5.4 in fiscal year 23 and down to 5.2 in fiscal year 24. the other programs follow same-suit including Administration from 14.1 percent in fiscal year 22 13.2 percent in fiscal year 23 and then reducing down to 12.6 percent in fiscal year 24. Dr chef so with um with those pie charts I want to point out that we have often showed the board and the public uh the pie charts for how we have our overall spending we typically show all funding sources with the auditor Generals Report this is a comparison of Maintenance and
135operations so it does not include everything we don't have access to that information yet auditor general report information comes much later so you'll see a difference in percentage between those but we thought it was important to maintain and see if I go back oh sorry we thought it was important to maintain that you can see year over year for maintenance and operations that we can provide comparable comparable data there so any questions on the changes with the program areas of the mno budget uh an instructional coach especially an instructional coach does that fit into Administration or is that instruction that would be um instructional support okay so what we're focusing on tonight are some of these positions out of instructional support and administration um and we actually thought I think we're pleased to the funding
136year 23 for this school year when we cut you know essentially 850 000 from our budget we um we actually expected the administrative costs to go up even higher because you've taken out that opportunity to be spending it on instruction but I think because of the positions we've added for growth this year the salary increases also all contributed to keeping the instruction costs um really where we try to Target them I have a good question um just you just brought up something that just triggered something our our principals and assistant principals admin or the instruction admin thank you I guess my question is um could you explain student support what what would the example of student support would be our reading interventionists who provide direct supports to students counselors are direct supports to students I
137keep looking over here to check my my financial expert but okay all right so um wanted to talk about these um uh possible changes to the budget based on um where we are with instructional instructional support for starters so this is the first program area we'll look at across the top you can see the progression that we actually have decreased in our instructional support and it's kind of hard to track it because even when we're adding positions when you look at the overall growth in our students if you're trying to maintain you know a certain part of the budget going to these program areas all the while keeping that priority to instruction as we have the district has really done a very good job and the committee I just wanted to commend the budget committee
138because they were looking at these program area budgets and checking to make sure they weren't over um over requesting positions or things that would take us over those program area budgets also and trying to keep it within the overall budget for a bottom line so they they looked at it both ways so the first two you see in Gray those are two that the um the board already approved in their prioritization of the budget and just wanted to demonstrate that those new positions are included in that 5.2 percent projected for funding year 24. um two uh potential other things that have come up since then certainly was the special education coordinator coordinator um the board chose not to approve that but ask for more information uh about the budget and how that fits so that
139this then provides that so an example then would be 5.2 percent if that position was changed from an instructional excuse me special education coach to a special education coordinator you would be adding .06 percent to the 5.2 making that 5.26 percent still below the last two years in instructional support um the principal at Blue Horizon says requested out of the population at the school um if there was any support that could be provided to the school with its growth in size the one position um that she was recommending um wishing for approval would be an additional instructional coach and so again to show the board that would be an additional 0.18 percent um to the 5.2 if you were to do them separately if you were to approve both of those that has an impact
140of 5.44 percent however even though it's within budget programmatically it they are additional that would require a use of reserved dollars we would not have a balanced budget with that it would require Reserve dollars so I just want to point that out these are all the ways we look at it for consideration okay the same is true with administrative costs administrative costs are projected to go down we have two positions here that were already approved as part of our budget prioritization in Gray those are included in the 12.69 percent then we have two additional Human Resources is recommending a reorganization of the department which would be including changing one of the administrative positions to from a level four to a level seven and that would have an impact of zero dollars in the budget because
141it would use the cost of that would be with Department Department budget funds that would be reduced to offset that so that would be a zero percent impact and also a zero dollar impact to the maintenance and operations budget and then um it was uh proposed for discussion uh by Mr Todd at an earlier meeting that we consider a full-time assistant principal at each of the schools so if that were to happen um that would leave us two schools that do not have full-time assistant principals and that would be an impact an Administration part of the budget by an increase of 0.47 percent and that would take us to 13.16 percent again fairly in line with with last year programmatically in the budget but it would have an impact of an additional almost 182 thousand
142dollars that would need to be taken from Reserve funds if the board were to consider that that move so overall the governing board approved a hundred fifty thousand dollars Reserve funds for use for this next school year ninety six thousand dollars was already approved for the stipends for special education teachers um that essentially leaves in that authorization of fifty four thousand dollars remaining um unless the board was to give additional approval so these um the the positions that would have an additional cost um here are included are the uh instructional coach for that position it's possible that there will be some additional Title One funds that could offset some of that if it was to go to mno um you know if it was to be approved and the special education coordinator that's an increase
143of twenty four thousand eight hundred um out of instructional support and then Administration so you can see here those those three considerations all exceed the fifty four thousand dollars so just leaving to the board's consideration for those and overall all of the um the other one that doesn't show up there those two are included but the HR specialists at zero cost doesn't show up there but if the board is supportive of that you know that would be brought back in a feature board meeting as well with no cost to the to the budget or percentage to the program area so really just if this is you know trying to put all in one page in one place for you about how does it impact the program budgets how does it impact the bottom line and
144let you provide direction to the district of of which things you'd like to see move forward or not move forward I have a question Dr Seth the uh information we're seeing the special ed instructional coach that position goes away altogether is that correct um if the district moved to shift would be eliminating the special education instructional Coach position and replacing it with a special education coordinator position and that increase in cost is twenty eight thousand dollars twenty four thousand eight hundred dollars and that would be an additional cost to the going using Reserve funds for that if the district was to do that right my concern kind of works at least in my mind percentage wisely if we remove a instructional position and add administrative percentage-wise we're increasing the administration budget percentage but lowering the
145instructional I'm also both even though it's a coordinator position it's still an instructional support area coordinators so it's not an administrative cost it's an instructional support cost okay that's a little bit different then my second question is structural support costs yeah I know that that the Coordinator would would keep us in compliance but the coach actually delivers it so would we still be able to maintain compliance on special ed if we don't have the coach Tom the Coordinator would be capable of doing both they would have some responsibilities for that and they would be able to also be have the authority for the administrative decisions that need to be made and representation on some of the difficult meetings uh Dr Chef um one second I think Mr Nettles sorry sorry I just wanted to point
146out that the the job description is specified for the special education coordinator which absorbed all of the existing coach duties and the addition is the compliance component so the Coach position itself is still served within the within the job description the way that it was designed or intended to function for our district right now it just absorbed many of the compliance components as well so it's not as if you're going to lose a special education instructional coach altogether and just have a compliance person it was merging two jobs together essentially just for clarity I heard it was a little confused I was under the assumption of adding two assistant principles was full coverage with all the campuses are we still short um so we have full time at the other campuses already so to the
147two campuses that do not have assistant principals right now are Estrella Mountain and Liberty Elementary School so this would fill those positions this would fill those okay and I'm a little confused because on the special education coordinator wasn't that the board we I thought we killed that and the job description we did and what the Mr Kenyon asked for was additional information about the administrative costs surrounding that so this provides context for that okay because I'll tell you from my position I would love to just see a couple more special ed teachers in the classroom that's where my focus is thank you board member Kenyan go ahead my concern with changing this eliminating the special education instructional coach with the new job duties while the same job duties right with under the new position plus
148is is this person able to fulfill those duties I mean instructure coaches has a lot on their plate and then you're adding on to those duties is that fair would you say I mean I know that the compensation will go up but I just don't want to work somebody to death well in every job description there's a bullet point that says other duties as assigned and that person right now as the instructional coach is already assuming those other duties as assigned as the compliance piece so it I don't I don't know if it's about fairness it's about getting the work done and it's also about trying to honor the people who are doing those other duties as assigned in a fair market value so tonight we aren't um bringing these forward necessarily to Advocate more
149so to provide you the information that you've received already on these and for you to share with us which things you would like to um move forward additionally or or perhaps not at all but just provide some Direction I was calling for you um I mean thank you I did ask for this and you provided it I appreciate that and it helps me it makes things more clear for me and I would be fine moving forward with these as they are I just my biggest concern is obviously teachers in the classroom looking over our you know personal action items where we had over you know classroom subs or uh teachers doing the classroom coverage because there wasn't enough teachers the last couple weeks just is concerning and I did see there was a whole bunch
150of resumes so that's exciting so I hope that we continue to draw teachers I just don't want to lose sight of teachers in the classroom so yeah can we take a look at that on that same line item and and just explore what it looks like they had a couple special ed teachers in the entire budget it's a practice approximately the same amount as the instructional coach yeah the teacher so it's the instructional coach have a kind of a 10 extra um but it's approximately the same amount um that when you go back and look uh you know I don't think there's an administrator in the room that or teachers at the school that wouldn't think it's a good idea would love to have full-time assistant principals um but when we look at where we're
151at with those schools we're you know technical we are we are over staffed at those schools for the number of students they have what can change is you know this these are the enrollment that it's expected for this coming school year and certainly Liberty doesn't count the preschoolers but we have the preschool coordinator that provides support for those additional students so you know it's just it's a choice um we do have concern about some of we don't really know what to expect for student enrollment next year um our parents survey indicate that we could lose as much as nine percent of our student population because of the four-day school week the big parents make another choice it's been said that we might gain students you know we don't we don't know that's a very undetermined
152number and we've also been watching the developers slow down a bit we think a bit more than what it was so I think that just is a consideration in the overall budget of you know to what extent do we want to utilize reserves I'm less concerned about it now that the aggregate expenditure limit has passed we do have reserves available so if the board's interest we can approve any of all of these um we also you know I think Mr Nuttall would probably appreciate having an additional two to three teacher um in the budget that we could go up to in case we have um some larger class size that we have the capacity to fill those which could be inclusive of special education we use those I call them bubble teachers of we kind
153of hang on to X number of positions for next year to place wherever that growth may happen that's inclusive of special education so I think that's also you know a need in terms of using some additional Reserve that we could come back to the board at a later Point saying hey we're growing would you approve a few more classrooms so we don't have to have oversized classes that can always happen at a later date right one of the things we're looking at here is you know when I look at the special ed instruction especially the needs in the classroom I think that's a critical importance I think you have to be ahead of the Curve I you know I think unfortunately I think this trend is growing it's not getting smaller and I I just
154want to be prepared for the next couple years I also think the extra teacher support could offset some of the administrative issues that are happening um in that case I'd just like to see what it looks like to have a couple um full-time special ed teachers added so the budget does include I think a total of four additional special education teachers new for next year it already does include that okay okay I have one question and I don't know if John's still here I think he probably left do we have we didn't include a budget and it's it's a concern of mean for for mine for a webmaster um we don't have anybody to handle there's a lot of stuff ahead of us over the next couple years that I think is better handled in-house
155and I don't think we have anybody on staff that can do that our director of communications handles our web yeah no I'm talking about python web development so I'm talking about building our own websites intranets and Etc we don't have any no we use um we use a firm that is pre-built with and then we do modifications to that yeah I know right we can do better and I think if we had it in-house it'd be a lot better um we're getting to the point now in size that would be we could use that full time just something to consider members any other questions comments I just have a few this is always so hard when it comes back I feel like this is kind of fragmented I would really like to see the whole
156budget back up and and look at how numbers how numbers play into this um personally I feel it's very important I've I've been a pretty big voice I think for assistant principals in the schools and I typically every time I say that I see a every teacher's head in the room start nodding yes not no um I also think we have to make sure that our classrooms are full of certified teachers before we have any of the luxury items of coaches um anything of that nature we've got to fill our classrooms with teachers first and and that's just the core value we're an education facility and we have people who are running around this District who are highly certified and we have an emergency substitute in a classroom and I that that baffles me that
157struggles that that's a struggle that we've got somebody running around but then we have this temporary person so um I can certainly see the assistant principles uh being a huge resource to the campuses um there's teachers out here if I'm speaking wrong shake your heads um but aside from that right now I I think I agree with with board member parks that we need are people in the classrooms and I I don't see right now the special education coordinator um is going to be able to touch as many students in that role splitting splitting the role so if I'm going to do anything I would go for the assistant principles and then I would say we need to fill the classrooms and we I think we had 80 applicants um I look like on social
158media day maybe 70 applied and six so far have taken a job I don't know if that percentage is normal if that's good or bad but we got to fill our classrooms with highly qualified teachers first and foremost and then then we can worry about some of these other items foreign Administration what do you recommend obviously we saw it before right so as much as I appreciate hearing that we had six or that are coming on new I thought I counted seven that six or seven that left it's a push so we're not advancing I stand behind administration's recommendation I would agree I I think not having a coordinator at the special ed position is going to put us at risk um I also agree that assistant principals in all the buildings would be a
159great idea I think that's that's where we need to go eventually um I'm just real worried about not having somebody more watching over are compliant I think we're going to find ourselves in a problem can assistant principals assist with that they don't have time um principals and assistant principles uh participate on some but not all the IEPs right and they provide some support and not as much with the special education teachers and frankly they know a lot but they don't know as much as this the qualifa the trained special education staff to support the teachers with that but the compliance part they could handle uh no because some of the compliance requires just really understanding what is the present level conditions what are are the goals set at such a way that they are the
160appropriate amount of progress have they met all the letters of the law so I would say I would say no actually okay even my own experience as being an assistant principal principal I don't think I would be able to do that in the same way somebody's trained in compliance would be foreign so what what we need here is it can be no recommendation it can just you would need to name the positions that you would like to see move forward and just as long as you have an understanding that the ones that are on this page the other ones that were already approved those are already in the budget were good on that these these are the ones that have an additional cost they would have a result of a higher percentage of costs of
161the district for instructional support and a higher cost sorry a higher percentage of the budget for administration and all of these have an impact on the reserve dollars so as as long as you are comfortable with that for any or one or all of those we just need a recommendation so I have one more question we're still relying pretty heavily on Esser funds but those are going to wind down like all special programs typically there's something else that comes about but where are we at I become Leary of getting into Reserve funds too much right now I think we have we have some we can do it but we also have a construction site over here that that uh does have some concerns um potentially with with ground cleanup and so forth so this is
162a three-year commitment I believe we think right once we get into Reserve funds is that typically I I would say um consider it if you want to have it your I would consider it a three-year commitment when we looked at school year if if the um if a new school Miracle of Miracles could actually be built and ready to go for 24.25 I just don't see that happening um if that did that is causes um a deficit in that year so in terms of the maintenance and operations budget it's really better for the school to open 25-26 and then you aren't going to be dipping into those reserves um and yes um if um if we weren't dipping into reserves then I would really say this might really only be a one-year impact and then
163the next year's probably would even themselves out it's all depending when the new school opens excuse me Mr President yes I need five minutes I'm so thankful for you for that because I was getting ready to do the same so we'll blame it on you fair enough can we have a motion to reserve to excuse ourselves for five minutes I vote for it make the motion second no you've got a motion you gotta make emotions for five minutes I'll second call for the vote Mr board member Parks okay board member Aguirre yes board member Bixler aye board member Kenyon hi I'm also and I show that approved 5-0 we'll be back in five minutes foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign
164[Music] still discussing item 6.7 Mr Todd I have a suggestion um you asked for Mr gwire asks for a recommendation as we have continued to study um how the impact of new school and population and then kind of the timing of that um it does with this um if it has a delayed impact of a school being built then that creates a secondary impact we're going to talk about a cupping board meeting a secondary impact of then what do you do with the students they're here right now so that could potentially there could be a solution that might have an end result of increasing population at Liberty and decreasing blue Horizons for a very short period of time for any new kids coming in perhaps with that that would change the overall enrollment and perhaps
165need for additional administrative staff at Liberty and perhaps a lesson need for a digital instructional coach at Blue Horizons so I would actually say to hold off until we have more information in a decision of where we're going with those things and then I would say I don't think anything changes with administration's recommendation for special education coordinator and so might that be um you know a month delay for those other things you know perhaps two to four weeks to come back when we have a little bit more known information of where we might land with enrollment and potential boundary changes so how many openings do we have for special ed teachers right now just a guesstimate seven or eight seven or eight so we added four I keep hearing we will add two more if
166they're not coming now and there's already seven or eight openings where are they coming from how is okay well we'll hire more the reality is this there is no more that's the reality but Administration is trying to do is to lessen the burden on what we have right now with their recommendation nobody wants to add Administration but there comes a point where you don't have a choice otherwise you're going to start losing what you got you can't just we can't just keep saying let's add more teachers or they're not there that's the reality they're not there we must come to terms with that that's nobody's fault up here out in this crowd listening that's no one person's fault it's everybody's fault but that's our reality and that's what we live in and we'll just either
167we do something to try and mend it or it's just gonna get worse well I actually don't think that's the reality because we just increased pay significantly we've got what 80 or Plus applications we haven't even looked at there's a lot of stuff here moving forward so I I suggest we really don't know what it looks like I think we need to give it a few weeks I really believe that the number one need right now is teachers in the classroom um and I think we need to take a look at we made some significant changes and I think we're going to attract not only good qualified teachers but good special ed teachers okay so we want to make a motion I'll make a motion to approve the four positions instructional coach at Blue Horizons
168special ad coordinator um the HR specialist move for level four to level seven and the two assistant principles second [Applause] have a motion and a second to approve was your first one sorry code instructional coach instructional coach special ed director coordinator sorry uh raise one HR person from level four to level seven yeah and then hire two assistant principles yeah oh for your oh now I need a second I have a second board member acquire a second okay call for the vote Mr Parks aye board member Aguirre yes board member Bixler before I vote I would like to explain that I do not agree that we don't need an instructor a coach a special ed coach I think that position is needed as the coordinator but I am voting I board member Kenyon aye I'll
169explain my vote as well I certainly agree with board member Bixler we still need the other positions but I do support this and I will vote I will show that it passed 5-0 [Applause] next on the agenda is 6.8 discussion consideration to approve issuance of certified teacher contracts for school year 2023-2024. Mr President members of the governing board before you is a an esteemed list of teachers who are returning for next year then their contract issuance is pending your approval this evening we have a timeline pretty tight timeline to try and get these contracts out and so before you all of those teachers that you see in that list are in good standing with the district and we're recommending their approval for contract issuance okay members any questions hearing no questions I'll take a motion
170Mr President I move that we approve issuance of certified teacher contracts for school year 23 24. second have a motion and a second to approve the issuance of certified teacher contracts for school year 2023-2024 any questions or comments I just have one Mr nuttle what is our uh percentage of return now we usually get a percent return every year do you know what that is when we measure our overall retention we wait until after our contracts are issued and then we adjust that based off of sometimes people get other positions or whatever so typically around the middle of July we will be able to produce an accurate retention number okay um right now where do you know where this if this list is 100 where it is I'm not sure I understand if all these
171teachers come back and none of them leave what would our retention rate be all of these teachers returned it would be right back up to about 85 percent okay all right we have a motion we have a second all those in favor board member Parks please ask for your vote board member Maguire aye board member Pixlr aye board member Kenyon hi I'm also and I will show that approved five yes zero no next up is 6.9 discussion consideration to approve the school year 2023-2024 site administrator work calendars Mr Nuttall Mr President members of the board per governing board request to bring the School site Administration calendar back for next school year for fy24 believe that um we've made all of the appropriate revisions for the request and that calendar is there before you for your
172approval this evening members any questions yeah I have one um I've gone through this calendar a number of times and the days just aren't adding up um there's a gray box in the bottom um there's a number of days here that aren't even on the calendar and if you take them off the 231 I mean I'm getting what am I missing is it just well let's let's dig in and I can I can help explain so there's a number of gray boxes which one were you the one all the way at the bottom it has a button because June and July really aren't grayed out at all um and it says so it has a number of dates at the bottom I'm assuming those are non-work days June and July are all work days that's
173why they're white so they're not grayed out because they are work days for June for site Administration perhaps because this this um the black the non-work days in June and July this doesn't show that it's um a non-work day on the Fridays in July is that causing the question yeah that's exactly so they're um they're 10 hour days so I believe you just didn't mark them out we we don't mark them out um and the reason is because it's still a it's it's a 40-hour work week in the summer we don't we don't black out the Fridays because it's still 40 hours so if if you go eight times five or four times ten it's still the same amount you have to count five work days in 40 hours that's why the days are there
174you can't take off a day and then count it as a 410 you have to count the 5 8. we just schedule them as four tens okay now but I'm still confused but um on the December I'm showing the the administration gets was it three days what's a total of five but you expect to get a couple of those days off um is that because you get I mean Administration has here from 20 25 PTO days anyway are you talking about the gray or the black the gray I mean we're talking about uh paid holidays I mean it's kicked the administration paid holidays up an extra week that's correct they're 12-month employees so they are included in that teachers are not because they're 10 months a few years back um the there was more a
175higher percentage of increase that was given to teachers remember the 20 by 20 one of the things that was altered in the count the work counter that time was to give days instead of compensation there wasn't percentage of increase so that was um kind of a it was just a change that was made as a compromise if you will several years ago all right any other questions so Administration will get the people who are assigned to this calendar get how many vacation days a year there's a total of 14 paid holidays so but then we have so I'm still trying to wrap my head around this too of this 25th to 29th in December so those are so you get how many vacations not holidays how many vacation days do you get 20 vacation days
17620 vacation days so that's four weeks vacation time then you get another week here in this December 25th through 29th that's correct so I'm still not understanding why why Administration gets an extra five days of of time off something's not clicking there for me either your contract is for 20 days but then you get extra here on top of the 14 holidays kind of makes it Fort that kind of makes it 19 holidays I would say overall you are looking at the total number of days worked for the contract and just like teachers have what used to be 180 days now have a lesser number of days you just have a lesser number of days so it's you know it's like I said before the number of vacation days and the number of paid holidays
177were part of kind of the negotiation if you will with principles as an interest group when salary increases weren't able to be given in the same way that they were to teachers when the daily rate of pay overall now I don't know what that is today but the daily rate of pay for a significant number of teachers is higher than the daily daily rate of pay for administrators so by bringing down the number of days they work overall it contributes to having the daily rate of pay for the increase of responsibility be be more appropriate this is better than a state government job they don't even get that much time off also administrators work nights and weekends for events and things like that that are always um and very typically well over 40 hours during
178the school week we know that teachers work hard and work over hours but our administrators our teachers are expected to be working hours next year the 7 hours and 40 minutes plus an additional 45 minutes so if I'm doing the math rights like eight hours and 20 minutes we know that principals typically have a meeting with the parents after school have this school events so we're expecting that their minimum day would be nine hours more than nine hours nine and a half hours per day on a typical Monday through Thursday so they have you know when we designed the um the Friday non-work days we were building the six hour day around the concept of not necessarily the teachers but how much the administrators speak had the teachers had more time within the 40 hours
179and we flexibly gave quite a bit of that off but if we were to assign principles we were then requiring more than a 40-hour commitment so we try to make sure that with this schedule that we weren't asking principles requiring them to be there more than 40 hours per week we know they do it becomes part of the job responsibility and that's some of the consideration for the five days off at the holiday is that many or most of those weeks are well over that of what the requirement is for them to do the job our district administrators are not on this same calendar this is for this is this yes okay any questions comments and really we're just approving the word calendar it sounds like what uh the conversation is more about contracts correct
180um which leads to the work calendar but it's what's in the contract it just gives us a number of days to place into the contract yes Mr nettle I have a question yes so what happens if we decide to give the teachers the same paid holidays like for Christmas uh uh that amount of money we would not be able to afford as a school district yeah that's what I thought yeah I don't think this is right I'm happy to take a different recommendation I I understand principles stay late but so do our teachers all the time I I don't think that a principal necessarily puts in any more hours and if they do they're compensated much differently than a teacher they're at a higher rate they're more Administration which is not so much an hourly
181job anymore it's a salary position they're required to do a job there's probably some weeks where they'll do a little less than 40 there are some weeks they'll do a little more than 40 but it balances out but I have a hard time looking at the teachers in this room saying we're given principals an extra five days of pay that I just can't justify yet so I if I hear a better better answer where I can justify that's great but I don't hear it so right now correct me if I'm wrong but we have uh teachers who if we're paid by day make more than some assistant principles and some principles per day per day um more than I know you're shaking your head because I already know the answer more than our executive directors
182make per day so there were some things that were done in the past with the board of recognizing that it puts a uh a bad taste in folks mouth to increase administrator pay so there was a trade-off with Administration when I say that I'm saying assistant principals and principals of that we give those folks just a few more days off to keep costs down I'd also like to point out that in today's educational environment that assistant principles and principals at the sites are not just in their offices that they actually fill in when teachers call out when we can't get substitutes so their Educators also they're actually in the classrooms teaching I think that needs to be recognized because this thing sometimes that part of it we don't see the full picture when it comes
183to that Administration believes this is a fair and Equitable calendar work calendar for their workload um they will more than likely work 10 to 11 hours per day Monday through Thursday and those white Fridays which are matching up with the teachers for additional eight so we're trying to create an equitable situation for our administrators just like we did to maintain somewhat of an equitable distribution of daily rate so when you have a teacher's daily rate their daily rate has significantly increased because of the reduction of the the Fridays right um there is an increase in daily rate to some degree for the site level Administration but they're also scheduled to work an additional 40 days on top of teachers because they are they are working during the summer months there's one other question I have
184um on November 24th that's that's not a holiday and it's a blackout Friday so is the 29th so they're getting paid for a non-work day anyway how does that work that's a paid holiday on this calendar I realize that but that's a Friday that's a day off holiday it's a paid holiday stay off members I'll take a motion in a second make a motion to approve school year 24 site administrator work calendar second I'm a motion a second to approve the 2023-24 administrator site calendar call your name please specify your vote board member Parks yay board member Aguirre yes board member Bixler aye board member Kenyon aye I'm also and I will show up proof 4-1 next on the agenda is 6.10 discussion consideration to approve site administrator District administrator assistant superintendent at will and
185exempt support contract language for fiscal year 2024. Mr President members of the board this is just the remaining contract language for all of the contracts that we still have outstanding to issue so bringing before you this evening are the remaining contract languages that we have which are all inclusive here in your board packet for your approval this evening members any questions or discussion thank you okay take a motion Mr President I move that we approve the site and District administrator and exempt support contract language for fiscal year 24. second I have a motion and a second to approve the site administrator District administrator assistant superintendent at will and exempt support contract language for fiscal year 2024 please specify your vote when I call your name board member Parks aye board member Aguirre yes board member

188requesting the approval of administrator stipends at forty five dollars and dollars an hour for coordinators assistant principals and principals for off-contract work directly aligned to the project momentum gears the administrator stipends will be funded by the project momentum Grant members any questions this grant this is coming this is the one coming straight from the state correct straight from the governor's office governor's office right because there's a few other districts that were selected to be a part of this yes sir okay and how long this lasts is it was it three years it should be coming to conclusion through next year yeah so it was a total of three last year was the first year yeah yes this is our second year year two okay thank you no other questions any additional questions from the members
189just to verify this is at no cost of the district it's for all from the grant correct accept an emotion at any time Mr President I move that we approve the project momentum Grant funded administrative stipend for off-contract work at 45 dollars an hour have a motion to approve 45 an hour for the off-contract work have a second a second I have a motion and a second for item 6.11 approval of project momentum Grant funded administrative stipend for off contract work at 45 dollars an hour members please specify your vote when I call your name board member Parks aye board member Aguirre no all right excuse me yes thinking of other things in my head right now I apologize yes I have you as a yes okay board member Bixler aye board member Kenyon aye
190I'm also and I we'll show that path with five yes zero knows moving right along to 6.12 discussion considerations to approve use of four-day school week for school year 2024 and going forward and the governing board's statement on the plan Mr Todd members of the board um kind of a final buttoning up for a change to our instructional models we must submit to the Arizona Department of Education a formal statement from the governing board and so this approval and approval of the overall statement is what we would have Mr Todd would sign off on that I think I'll look to see how that works but um basically we're going to sign off that you all are approving this we'll submit that formal statement to the board and that's the final thing we need to do
191to be able to officially change to a four-day school week for next year members any questions or comments hearing none I'll accept emotion making a motion to approve the use of four-day school week instructional model for school year 2024 and going forward and the governing board's statement on the plan second have a motion and a second to approve the use of four-day school week instructional model for school year 2024 and going forward and the governing board statement on the plan call your name please specify your vote board member Parks aye board member Aguirre yes board member Bixler aye board member Kenyon aye I'm also and I will show that that passed five yeses zero no's next on our agendas item 6.13 discussion of procedures for notifying parents of teacher changes this was an agenda item
192brought forward I Believe by Mr Parks and so this is an opportunity for the governing board to discuss or ask questions I brought this up just for as part of transparency it was one of the things that I was hearing from parents a lot was about not understanding who was actually teaching their students from day to day it seemed to be an ongoing concern I thought it'd be a good idea maybe to put something in place just maybe an email notice or a website posting or something simple I'm not sure what but something that we could actually send off we should be able to send off to the parents just stating hey you know this is who's subbing today this is the issue I think you're just helping the transparency issue in talking with the
193principals all of them 100 of them when we've got a permanent solution to the classroom have provide information on the new teacher coming in you know what their background is and provide that information to the teachers excuse me to the parents and not all of them have consistently um to your point I think when there's been um you know say it's a two-week situation or two weeks and then we know the new teacher is going to be starting in two weeks time that interim person hasn't always been given some notification so as a group they recommended that we support them with just kind of a template letter that they could use and they were supportive of consistently providing that information to parents so I think I think I think procedurally we'd be happy to support
