002so moved we now move on to item two superintendent's report Dr lopman thank you Mr Downey Stacy Hayes secondary instructional coach has been selected as one of only five national board certified teachers to join the National Board of Professional Teaching Standards facilitating for Equity advisory design team Miss Hayes will play a pivotal role in shaping the future of educator support and diversity initiatives within the national board certification process as a member of The Advisory team she will provide feedback and collabor at on the development of the next version of the national board's diversity equity and inclusion toolkit I wonder if she can get rid of this fly um we can't wait to see Stacy's commitment to equity and support for every educator shine through in this role congratulations is she here let's that's worth it
003that's absolutely worth it congratulations to the Maricopa Unified School District business department they earned the Arizona Association of school business officials certification of excellence in financial reporting for fiscal year 2023 the the prestigious achievement validates the district's ongoing commitment to Excellence and transparency in financial reporting keep up the great work Maricopa uh absolutely we love them too Maricopa DEA is celebrating its recent success at the Arizona Deca State Career Development conference where a record 60 competitors represented Maricopa High School more than 20 students were finalists and 11 now earned the opportunity to compete at the DECA International Career Development conference on April 26th these students will V for top honors as they demonstrate their business expertise and Leadership skills on a global stage additionally four of our students will participate in the Thrive Leadership Academy
004to support Elana Ali in her campaign for National Deca president We wish all our Maricopa Deca students the best of luck congratulations to governing board member anamarie no on her recent appointment to the Maro city council let's hear for that as a longtime member of our governing board uh Miss nor we have seen firsthand um how you have worked tirelessly to uh Elevate and um move our district along the path of continuous Improvement and just advocated for students and staff um at every turn um and we are where we are today and reaching higher Heights because of the work that you've done with us and we know that you're going to extend this passion to serving the entire city and um we're just excited we knew you win congratulations and that's it my for my
005report thank you we now move on to item three governing board member support member Lopez thank you president president Downey um I've done a bunch of stuff um last week I was able to attend a national Head Start Association conference in Portland Oregon and although it was Head Start it really covered every range of Education you could think of um from birth through graduating college it was wonderful to see all of these Educators and parents and Advocates um giving their gifts and knowledge to spread more knowledge and and uplift other people's gifts um I specifically went to a couple classes on building those Community Partnerships and and how to grow that um I did a a steam not stem steam it was awesome I got to blow stuff up I got oh it was so
006cool I have so much to share but I will you know with that I will stop with that one there um I did Bingo night at MES last night and was able to see their leadership Scholars just rocket it was one it was awesome to see all the parents that came out um and the support they had and then the leadership team that they have and and growing that is is just wonderful um and then that today I went to also mees uh their volunteer appreciation luncheon but I was there as a parent um still it was wonderful to see how many volunteers that we have and that's the only way that we can function to do those fun things within the school is to have those volunteers so just wanted to thank our volunteers
007again that you guys are all awesome and that's it thank you member no thank you president Downey um obviously I've been busy with the city council and been at some City Council meetings and then um I'm honored to have been chosen last night to serve in that capacity and fill out uh councilman vitiello's term and um other than that I and I also just want to make it clear that I will be serving out the rest of my Schoolboard term which ends in December so my four my most recent four-year term ends this December and I plan to serve uh complete that term on the school board I'm allowed to do that so I will do that and I was able to attend the it's National or it's the mayor declared it volunteer week and
008so the police department had a dinner on Monday night for their VIPs which are their Volunteers in P public safety and uh I was able to attend that and help honor those uh Public Safety volunteers and I just have to tell you I we have amazing Volunteers in our schools we're gonna honor some of them tonight and I'm so excited uh we have volunteers all over our city and I just think that we are so lucky to be in a community where people just step up and give of their time and their talent and their energy uh to serve you know for the betterment of the community and I just I want to thank all of you for doing that and um that's all I have because I'm really tired thank you member Ambert Anderson
009thank you president Downey um I just I just have one acknowledgement uh last week we lost a an amazing um educational Advocate this community uh Leona caral kaker passed away last week and so I was my husband and I attended her funeral but she was um an example um to all little girls because she was the first female to hold a leading role in any type of leadership she served on the school board she advocated tirelessly at the legislative level for policy for schools but also for her Native American tribe she was um chairperson of the oin Council and she was just an amazing woman she passed away last week uh it was very touching like I say she was quite the example to me um growing up because there weren't any other female leaders
010around in the 60s and 70s so I just wanted to acknowledge her contribution to not only education but to the farming Community she worked with my um father-in-law and several other Farmers for the water rights and for planting the farm that Ain still Farms today um all of those plans were laid out in the s and it was pretty um it's pretty amazing how far they've come it was a great opportunity all of the other um Governors and chairpersons of all of the tribes across Arizona were there and so it was just a really great uh Memorial to a woman who served this community tirelessly um for hours and days um there her kids it really was a tribe who was raising the family because she literally was out there doing everything so I just
011wanted to acknowledge the contribution and we will miss her um and what she's done for this community so thank you thank you than president cout thank you president Downing um first off congratulations anamarie I'm so thrilled that you're going to serve on the council I know you're going to be amazing representing our city um and I'm equally very thankful that you're going to stay on our board and finish out your term too so um Kudos um I attended the uh chamber had a big queue lunch they do it on a monthly basis and this month's uh we had two representative from our Deca um program at MHS and what an amazing these two gentlemen just did a wonderful job explaining the program and how far it's gone and you saw from the list of all
012those awardees and how amazing our students are doing um so that was it they did a phenomenal job and it was really great to be able to brag about them um to the other chamber business members I attended the Community Coalition meeting uh this was something that uh councilman gettle had started um basically it started off to deal with uh the issues with um services for our youth and services for our aging community and um part of that uh meeting be awesome had um spearheaded a committee um they had input from others um on some questions survey questions about what teens would want to see in a youth center uh the majority of them um ranged from 13 to 16 years old uh they did these surveys during r Lam Fest and Mary Copa um
013and it was interesting they are looking for an indoor place um and I'm just paraphrasing a lot of this because there's a lot of data out there most of the um people that they talk to were female when they talk to about the what would prevent them from participating in going to a a teen center for the boys it was price and for the females it was more of the social aspect of it that they were leery about going someplace that they might not feel comfortable so I think that says a a good deal about where we're at and what we are doing as a district um to help those kids come just kind of deal with that and overcome those challenges um and then the chamber um presented their uh working with the school
014district on their Yes program um young entrepreneurs and Scholars um and this is to kind of give the same type of programs that our Deca kids already participate in but to the non DEA kids so it and it wouldn't just be musd students it would be teens throughout the community um so that was really cool to see the leg work on that and they're hoping to introduce that um the next school year so we're excited to see that I was invited and attended the baseball senior night and I got to shake the hands of our senior baseball players um it was a it was a good game um and uh they they played hard and we're excited a few of them already signed intents to play ball at college level so it's kind of exciting
015um and then I attended the Rotary meeting and then this Saturday I will be at the copal cultural center um with the boys and girls club uh we are in the process of now accepting all of the uh registrations for summer camp which is going to come up sooner than later uh we have uh spots for 200 kids and we're already at 125 so um yeah so it's a nice affordable uh way to uh have programs for your kids and it's not just a daycare it's actually programs that they'll be doing so thank you very much thank you um my report's pretty simple congrat rations to member no we're getting on the city council um I had the pleasure Mr Harmon of doing uh two more of the courses on um finances by the Arizona
016Department of Education um you'll appreciate this um the basic St stated report BSA 55 and the budget report beud G25 makes me sound like I know what I'm doing but um yeah it's interesting and I'll just throw it out again to anyone that's looking to become a board member there's probably two key things that I found I needed to learn um and one was the policies to review the policies for the school and the second one was to at least get an appreciation for the finances and the way the school district is is actually funded and how they spend their money um I just throw that out there for anyone that's looking to come forward to um be a board member um I think there's three three openings this year for three openings um this

025very first picture of my granddaughter like seconds ago so why I didn't hear great no problem good afternoon um I think everyone here has seen me here before last year we came to you as a team those two of our classes were going to be eliminated we presented numbers and grass and we were relieved when you agreed with us what came to foration was two classrooms at each side anyway and two teachers who had three students to provide services for and du evaluation initial iops as predicted each campus did need a third class from Saddleback first in bitfield who did not have a speech pathologist pathologist and had to put off all their evaluation for quite a while um got it after spring break both schools were bursting at the SCS both schol schools experienced
026an increase in acting out behaviors due to the stress and sensory over overload the students experienced there was more crying hitting biting throwing objects and kicking many of us we the bruises to show for it but the concern is not for the staff but for our students the ones with the highest needs showed the most stress some turned their behavior Inward and began to hurt themselves our higher students watched in this belief as they were wondering what was happening in their classroom and why all the routines were thrown off each Farah had to be next to at least one student lest they hurt thems or someone else one student hid so hard that the cheeks were bright red they also scratched it's hard to prevent and even more difficult to watch the noise during any
027given day sent alarms for my watch and they were hard to bear for an adult without any sensory issues for the kids it was intolerable not just for our highe kids but for all our kids it's just hard to hear all this commotion crying loud shouting screaming we are so busy putting up fires that much of the lessons were unrealized the solution I've been offered is coaching and class management all the class Management in the world will not give our students what they need there will once again be no third classroom at butfield in the needs of our most vulnerable students have been given lip service but no real solutions these are our youngest students the one we have the most opportunity to make the biggest impact of all I feel this Our obligation I
028came tonight to talk about the impact on my students it's hard to describe the impact this year has had on my whole team both physically and emotionally we are wiped out and I will only speak for myself personally when I say I have nothing left to give thank you for your time thank you now move on to Siana Davis hi my name is Shauna Davis um I was here probably almost a year ago and spoke I was trying to get my little one into developmental preschool thankfully he started like the following week after I came in finally qualified he is doing wonderful wonderful developmental preschool at Butterfield is amazing the teachers the staff amazing my concern is for next year there is still only going to be two developmental preschool classes I which is mindboggling
029to me because there's like 17 students in one class how can disabled students get proper education and proper being watched um with just you know one teacher and two par professionals um I was uh we had a parents night a couple a week ago I was talking to one of the fathers he said it took a six-month waiting list to get his child started in developmental preschool to I found that mind-blowing like I know I had to wait almost a year to get my child into it because we were trying to get him qualified but this gentleman his child already qualified but he had to wait six months for a a seat to open for his child to start six months is a long time to get a child uh educational resources and it's required
030like the state requires this program so why did this child have to wait six months I found that really upsetting um also I had heard that next year the developmental preschool and the general preschool it's going to be an inclusive classrooms all of them while I think that's a great idea and like for my son it will be really good because he needs that interaction but what about the kids that are have a higher disability and need more of attention how is this fair to the kids um and the the general kids the general education kids too what if there's a disabled child who hurts one of the other kids or vice versa how do they get the the attention that they need I would think like okay have a maybe one inclusive classroom where
031you find your students that would do well with the general education and incorporate that but there's some kids that have severe disabilities like sensory issues to where they can't hand all that like they hit themselves because they're just overloaded um so that was a concern that I had um sorry I kind of ramble on but um just want to make it aware like developmental preschool is super important and the teachers and stuff there needs more class too for all these kids and the way our uh City's growing it's n thank you thank you Megan r hi there my two children are with me so sorry all right dear Maricopa Unified School District board members my name is Megan lebret my son is a student at Butterfield Elementary School within Miss Pat Wilson's PM preschool class
032prior to admission my son received one year of both speech and occupational therapy with rise early intervention agency however after seeing little to no process progress excuse me we were assigned a placement appointment with the speech and occupational therapy department here at Butterfield elementary school to see if our son would be an appropriate candidate to become a student within Miss Pat Wilson's program while my son is not a diagnosed special needs child it was discernable that he needed the extra help of her special education program due to his severe speech delay and sensory needs our sonone get so frustrated because he could not speak or relay his wants no matter how hard we pred his speech was babbles and small sounds we would not be able to understand what he was trying to communicate to
033us which was emotional for our family and even with the best of intentions and patience was often difficult to navigate fortunately for all of us not long after our screening we were informed he was accepted into the program within a few weeks of being a student in the program our son not only began speaking but communicating in sentences he was responding to adults and prompted even those same weeks prior we were having a difficult time coming up with a list of 20 to sorry 20 to 50 words that my three-year-old son could speak uh hearing my child respond to their sibling calling me Mama again after a speech regression at 9 months old or saying I love you too Mama at any given time is something I don't take lightly and cherish each time I
034hear his voice um my son loves to spell his name um point out anything that he sees around him with pure excitement um something about Miss Pat's classroom and the assistance of her par Educators just works it is pure magic what goes on in that classroom with those women and you wouldn't fully understand the potency of that unless you had a child in that program um I believe every child and their parent deserves the same love and care um we have received this year and the winning feeling for your child I writing to you today because I'm concerned about how this program is going to be nurtured within the Maricopa Unified School District educational system going forward um I am here today to not only advocate for my child but the future children of this
035program my son was born May 2020 um with with his twin sister when Co happened it changed the lives of every single person and parent going forward within the world it changed the way Educators teach and the way children learn it also changed um parenting practices and how those enrich your children's environment I believe that without this educational program my son would not have excelled the way that he has done so at his age um children D children born during covid and after Co are unique group of children um their families really deserve the advocacy going forward with that um my goodness um I believe children born in 2020 beond must have those extra hands leading them and building them up along the way with their Early Educational years to create a solid foundation to
036build them up a catch-up time if you will um without that specialized help teaching those CH teaching these children the proper tools necessary to learn or communicate is almost like putting together a puzzle with a handful of missing pieces the special education program department and their educators are those missing puzzle pieces their knowledge time empathy and compassion are filling those empty spaces we didn't even know our children had um I'm sorry I just had a small prograph but I thank you for your time thank you for allowing me to speak today and um it was an honor to be here yeah and you can email that to us if you want our emails are publicly available so I've haven't done public speaking since high school so okay so um is there an email that I
037may have I'm so sorry they're out front I believe wonderful thank you for your time thank you Jason Green thank you uh my name is Jason Green I also have a child in the developmental preschool at Butterfield um he has uh Global developmental delay and autism spectrum disorder and he joined the preschool uh just a few weeks after he turned three I hadn't received speech therapy before that and the program has been been phenomenal for him I I want to offer my sincere appreciations for the teachers and the par professionals there um as well as the principal um and actually the board I I sent an email I didn't I didn't know what to do I didn't know who to talk to about making sure our voices are heard and I got a lot of
038emails back just saying we hear you and we care about what you have to say so I thank you for that um I also had the opportunity to sit in on the work study uh that was immediately before this meeting and I I came in a little fired up and I already feel better um I feel like our concerns are already out there you knew our concerns before I said they were my concerns so I I appreciate the the insight and the attention to this uh that it's already getting I just want to go on record of saying I think it is important to limit those class sizes and to have policy that protects these kids and these teachers to make sure that we can keep them employed and keep them happy in their positions
039and I know that there's a lot of research about uh integrating special education kids with uh the Community Preschool I just ask that that's intentional um if we are going to do integration it doesn't have to be let's just start at the beginning of the year and see how it goes it can just be for little pieces like let's start with recess let's start with special playtime or preschool's hard um so again I just asked for that to be intentional and I really want to reiterate the point that the board is listening and considering this for policy and I appreciate that as a parent because that gives some transparency to what's going on and allows us to give input so putting it on your your future agendas for a policy to be voted on and
040again with those uh class sizes and we talked about case loads as well for those teachers so they're not getting overwhelmed uh and they can do everything they need to do in order to give these be passionate about and give these kids the best educational opportunity that they can thank you very much thank you when I move on to item six information items specifically item 6A the dallison framework update Miss redor okay good evening president Downey Dr lman and members of the governing board it is a privilege to share with you the process that we have collaboratively engaged in to explore the updates to the Danielson framework this aligns to goal two every student has access to an equity and um excellent Educational Services resources and programs strategy e develop certified classified and administrative staff
041toward the achievement of the musd Professional Profile excuse me and strategy G Implement data- driven instruction decision-making and continuous Improvement I want to call your attention again to our portrait of the gra of a graduate document as we align our initiatives with the portrait of a graduate framework and we emphasize our commitment to the key attributes which is displayed in this graphic so musd has been implementing the Danielson framework evaluation instrument since 20072 2008 this tool had had been recently updated and last spring we wanted to explore the idea of adopting the newest version of this tool to provide meaningful feedback to our teachers and help guide site leadership to support the work happening in our classrooms we began this process by working with a consultant from the Danielson group to learn more about this
042updated version Peggy alot has been extremely supportive uh and working with us um and I'd like to introduce and thank her now she's here so Peggy thank you for being here and your [Applause] support we looked at the 2013 13 version of the instrument and then compare it compared it to the updated 2022 version um several of the names of the domains have changed as well as several of the components that are listed above so I'll just take a couple of moments if you look at domain one it um it's it's currently called planning and um preparation and that stayed the same but you can see some of the components have changed um specifically looking at flexible learning and several other pieces domain two was previously the classroom environment and now it's um you can
043see some of those comp now I'm sorry it's called learning environments and you can see some of those components modeling and teaching um and you can see co-creation and shared ownership domain three uh was previously called instruction and now it's called learning experiences and those components remain the same and then domain four was previously professionalism announced called principal teaching and you can see several different differences that um are coming to light in the 2022 version so I want to talk about um where we were in our timeline we continue this T continued the task by inviting Peggy to introduce leadership to the new 2022 version of the Danielson framework last May this would was followed by in school collaboration walks with all of the principles along with District leadership to collaborate evaluation the evaluation scoring
044using the 2013 tool this was a valuable experience as we gathered input from all of our leaders academic Services continued to update leadership and ask for feedback along the course of this process next the Danielson task force was formed to look at both versions to analyze and compare each framework the task force included stakeholders from all School sites and District leadership who spoke to their staffs and then made a recommendation to move forward with transitioning to the 2022 version during the 20 425 school year I'd like to take a moment we have some some U members of those committees here so if you could stand and be recognized please our principls and I know they brought some people with them as well so thank [Applause] you um we committed to train all teachers of the
045new version via a Danielson trainer of trainer model um and this included a principal and a member of each site leadership team HR was included in this discussion as they will be responsible for updating the document behind the scenes to ensure that this is a smooth streamlined uh process Peggy returned to facilitate this training the group met four times to look at each domain and to create the presentation for the principal and sight trainer to share with each staff throughout the year the Danielson trainer of trainer teams provided training on school PD days um starting with an introductory meeting which happened in around November 1st next the site teams uh provided guidance on each of the four domains that was um completed before March um to provide staff awareness of the transition that hopefully will

048it's all together between the asba and this one might not be four million um Miss coute will check me on that she'll fact check me if anybody will it will be her um but it was uh it went as well as it did because of the good relationships that we have here and the good relationships that we have with the professionals uh who helped us get to this place and I want to thank you for your leadership um and courage and I want to thank our staff as well thank you Miss pestor thank you Dr L good evening president Downey Dr lman board members and guests establishing policy is one of the primary of responsibilities of the board and our policies guide us um as we Implement our strategic plan here you see our four
049goals of our strategic plan this brief presentation will outline the steps that we took as we move toward transitioning our current policy services to the trust model um policy program we began in November when the board had a conversation about our current policy services and asked if the district could research other alternatives the decision was made to transition from the current asba policy structure to the trust model policy program the trust model policy program reduces the number of policies and procedures it focuses primarily on statute while also allowing a district to customize policies to fit our unique needs and the service includes policy updates from partnering firms udal dway and gust rosenfelt I want to thank Jennifer mclen with gust rosenfelt helped us as we um went through our our work studies so let's take
050a look at what the platform will look like when it it once it is built for us in musd so if you look to the left you see the dark tabs there the policies are organized in this particular uh system um in a much clearer way we have five chapters and they're all clearly labeled the smallest chapter is Administration that has to do with the role of the superintendent and there is only two policies the largest section is section five students um an additional tab will be added once this platform is created for musd that will also be very convenient and it will be revisions so if we ever curious have we ever revised the policy on 330 to will be able to to see that in the upper right hand corner you have a
051handy search um um feature and uh it would also mention that when we do open and look at all of these policies it is going to cross reference our procedures that it correlates to and then it will also include statute with links that will always take you to the most recent version of that statue so those are some things that I wanted to point out about um the platform once we transition over and next slide please thank you um the board and the cabinet met to review all policies and procedures and the revisions to these drafts have been made as we progress through each work study and each section the proposed policies have also been shared with leadership and at superintendent parent advisory later in the agenda tonight you have an action item uh for
052discussion and possible approval of the first read of the policies attached to that agenda is many pages not four million but many pages of policy and procedure um we're very proud of the collective work of directors and cabinet and the board having a critical eye and providing valuable feedback on all of these policies some of these policies have gone through multiple multiple versions and so it's been quite an exercise to keep it all organized I do want to point out uh a couple of points regarding the the attachments and they're organized um per section and they're organized by policy and then procedures the procedures are what was formally um referred to as a exhibit or a um regulation but moving forward there will be procedures or sometimes called uh forms um the policy 4402 is
053missing the revisions that we agreed upon during the work study it needs a definition of retaliation and a level four to the grievance policy and procedure 5201a there are two options highlighted in yellow when in fact we did decide on the second option during the work study the second option is Will allow non-curricular student groups for grades 6 through 12 so we will preserve all existing policies as we move forward through the next steps on May 8th we're scheduled for the second and final read and this will allow us to have enough time for those policies to be then handed over to the trust who will begin um will take a couple weeks of time to build the um platform for US District administration has begun to identify all of the handbooks the forms the
054multiple documents where we reference policy so that on July 1st we will be ready uh to make sure all of our internal documents reflect those policies and procedures um in in conclusion I'd just like to share that in preparation for this work I looked at and I spoke with other districts and the level of Engagement in the hour spent by board members um really pales in comparison the amount of work that musd has dedicated to this comprehensive review during the superintendent parent advisory Dr lopan gave the analogy of this is kind of like cleaning out your kitchen drawer that you have lots of junk in and you just take everything out do I need this oh yes no and that work was meticulously done so I thank everyone for all of that work and I
055open it up for any discussion or questions I'll just jump in and just a little bit FR actually I'm remember I'm attacking I'm an annual person we actually had four 104 new policies which actually came from something like 360 old policies and in addition to 104 we also had 45 forms and procedures so significant of policies and I have to say the new system people will find a lot easier to work with the numbering convention the five sections with the individual policies having a three-digit number and the fors basically being that section plus three-digit number plus a DOT I think it's just so much easier to work with and there'll be a lot of linkage on the website as well so and I just want to thank you and obviously there's others it wasn't just
056you but there others that worked on this a lot of effort on your end not just on our end and I will just add and I think the team worked well together we have a lot of experience here on the Das um different people people have been on for five 10 years people have been on several times and actually put these policies in their original form and now looking at it whatever it is five 10 I think some of them are maybe 15 20 years old um a lot of effort went in I think everybody had their say so than I want to thank everybody involved in this process it was not easy I do have just a a procedural question so um I had only caught those two policies that we're going to pull
057because I really hadn't had a chance to go through all of them but if we approve that later on in the agenda and because I'm going to go back and just take a look look just in case because I don't want to miss anything because you know that's my jam um can we we still have time then to revise that to make sure that it is going to be in the final product right so like if we approve all of those tonight except the ones that you indicated you weren't going to include we still have time if we missed something correct yes I can bring those Corrections at to our next board meeting and then if there's anything in the future we can always take a policy and and look at it and do another

062a pleasure to be back before you Dr lman um by way of uh background my name is Mike lavali I'm with steel Nicholas been your Banker since I want to say I'm trying to think back in 1998 yeah I was visiting a small rundown little building on your first Camp your only campus and been coming here ever since and watched all the growth and helped helped uh Finance sometimes with bonds so a lot of the schools and some of the helped with State funding are my colleague Randy Stein and other colleagues in my office help help with uh reviewing that with the District staff to leverage as much State funding as possible we've helped with overrides refinancings of debt to save taxpayer dollars when interest rates are low anyway so it's a pleasure to be
063before you this evening to talk to you a little about about as Mr Harmon said your assess valuations tax rates your bonding capacity and then we have a few three scenarios bonding bond election scenarios ones of 50 million 70 million and 90 million and so if you indulge me for a little bit I'll walk you through some statistics here which lead to those bond election scenarios and here we go first uh really how you calculate tax rates is off of the district's net is is off the district's assess valuation and you have two assess valuations the blue bar is the net full cash assess valuation that's not any we used to calculate uh your secondary tax rate off of that but no longer you calculate your your all your tax rates off of the red
064bar which is your net limited assessed property value the difference between the two uh one is more closely aligned with what's going on market value in the district it's unrestricted as to growth and so you can see the blue bar there has grown uh considerably over the last decade and it's unrestricted it it adds to the to the tax base any new growth and there's no formula restriction um it's not market value market value is much higher than that this is your starting tax value if you will um but you can see down below those especially the two right bars there the blue ones you grew at 41% and now 35% coming up in just two years that value grew over 500 million in two years so you and so the 2024-25 is is shaded
065differently because it's not final it'll be final here the third Monday in August this is your February estimate so we don't expect it to change so that that data is is accurate uh but it doesn't get approved until uh the third Monday in August now what how you calculate uh your tax rates is the limited property value that's restricted by formula and and what I mean by that is if you have a you have several homes commercial property any property owner in The District boundary if let's say a home grows 10% year-over-year in market value well their tax value is restricted to growth up to 5% so it's a lot slower in terms of building over time because there's protection for for the taxpayer if you will for all homes businesses any property owner in
066the district and so that grows a lot more slowly however it can grow on the aggregate the district level by over 5% because it also takes on new growth and so you can see the district has been growing like The Last Five Years on an average of 99.8% in The Limited property value so that's more than just the historic homes historic businesses because they can only grow up to 5% year-over-year so that takes on a lot of the new growth as well so that's a really good number for your in terms of growth for your net limited again the Red Bar drives your tax rate calculation the blue bar again is more closely aligned with what's actually happening in your district and it also determines your uh bonding capacity so the blue is for bonding
067capacity the red is for tax rate and I want to come back to these numbers here in a few slides uh this next slide is the district's outstanding debt service so you passed a bond election years ago you sold debt and now you're repaying it you have buil built schools and you probably purchased buses and did a lot of things with that with that money and now you're repaying uh the debt over time and you have six payments left actually you're you're going to be making one here on July 124 and then you'll have five payments left but you have an opportunity if you have Capital needs and I say that because don't have a bond election if you don't have Capital needs but if you do have Capital needs you actually have a an
068interesting um it's a actually a good thing your debt service while it's been level debt the last several years level payments it's going to start to drop down in 2526 and 2627 you can see how it's going down and if you have an election for instance in November of 24 if it passes if the voters approve it because they support the capital projects that you're calling for if we would sell debt most likely in the spring of 2025 it'll hit the tax rols in 25 26 where you have your debt service going down and we can layer it in in such a way as to keep that Debt Service similar and keep the tax rate tax rates relatively level going forward so there's not much of a tax rate increase over the previous fiscal years
069so that's a that's a good thing the district has coming up here if you call for it in 24 if you decide to wait until 25 or later that's okay you still have Debt Service going down uh eventually it does settle down in the 26 27 27 28 and then that opportunity goes away then anytime you have an election you're and you add to The Debt Service of the old debt it will go up until the old debt is gone so so this is just your outstanding debt this is the payments that you're making now let's talk about your bonding capacity the district the the formula is basically your Unified School District so it's 20% of your tax base that's that calculation base there in that First Column if you were to to borrow today
070we say 9123 but it's for the whole time period until 71 uh your bonding capacity is 1377 million right now now that's basic basically the calculation base of 154 million 20% of the assessed value that's that blue bar assess value net full cash you subtract out the amount of bonds that you haven't paid down yet and that's the net bonding capacity of the district currently now you can't sell that amount today because you have an ask the voters for authorization so there's a difference between authorization and bonding capacity but once you ask the voters for authorization let's say in November 24 you ask them for 50 or 60 million you can com comfortably sell all of it at once or you can split it up over time depending on your project timing your construction schedule
071but you're in a good position in that if your needs are 50 million you you have the bonding capacity currently to borrow that that amount a lot of districts don't they have 50 million in needs but their bonding capacity could be 30 million currently they have to grow into their capacity your District faced that dilemma for decades but now you're in a place because you haven't had an election in a while your cess value has been growing Gang Busters now you're in a place where you actually have enough bonding capacity more than enough to cover project needs uh should you decide to call for an election and currently because of the new assess value that's going to hit the tax rols that far right column 9124 you're over a billion dollars here soon on that
072blue bar one billion 45 million I can barely even say that but uh you're you have 195 million roughly coming up of bonding capacity which is outstanding okay let's get into three Bond scenarios this is a summary page of all three and then what I'm going to do is again to be brief I have the detail of just one of the scenarios scenario one to walk you through that come basically shows you how we come up with this this summary page but just to walk you through this we have three scenarios scenario one is 50 million we cut off three zeros scenario two is 70 million and scenario 3 is 90 million we also don't assume that you sell all the debt at once oftentimes when you after you pass an election you go out
073with your first trunch of projects and you can't you know if you wanted to if you could spend all 50 million within two or three years you you probably would but sometimes it takes a while to get construction projects going so just for now what we did was estimate $25 million sales uh so you can see in scenario one because it's only 50 million we have two sales one in 2025 and one in 2027 likewise in scenario 2 uh you have $25 million sales except we have another Bond sale out in 2029 and then for the $90 million sale all we did was add uh $20 million sales twice in 29 31 we also have a line item there that says ft and E amount you can bond for furniture technology and Equipment uh computer
074computers laptops except that that piece of the your debt needs to be repaid within five years because you don't want debt to be you know 10 years when the computer will only last five so statute restricts you you have to pay that debt off within five years and so but you can borrow you can issue debt to cover Furniture technology and equipment now of on all these scenarios so given that what I just mentioned if you go to the right this uh these three columns are your total tax rate this takes into account not only the these three scenarios but also your outstanding debt service that you're paying on your old debt I wanted to just show you your maximum tax rate estimate uh given each scenario but also layering in your old debt So
075currently in 2324 that's the Year we're in now your bond tax rate is 92 per $100 of assessed value next year it's estimated to go down about 10 cents because your assess value climbs so much it's going to it's going to be adopted again third Monday in August so we estimated it to be about 82 cents now in 25 26 and Beyond you still have old debt service that's going for another three or four years but we're layering in now that 50 million in the blue bar the blue column 70 million in scenario 2 and 90 million in scenario 3 three and we estimate your tax rates to be about 89 cents for several years for the first two scenarios and if you go for the larger election size it's about 99 Cents less than
076a buck but a little bit higher than what taxpayers have been paying in recent memory right now 92 cents but the first two scenarios your the tax rates would be less than what they're currently paying which is 92 cents so layering in 50 or 70 uh you again taxpayers have been paying 92 cents probably the year before I didn't bring that sheet I have it you're it's probably been higher taxpayers have probably been paying more than 92 cents the last several years it's probably been trending down because of your assess values growing uh but we believe you can comfortably layer in 50 or 70 million and and stay below your current tax rate um and at the very bottom of this spreadsheet uh you see projected average annual tax impact So for 50 million the
077average annual tax impact we and this is what's reported in the voter pamphlet is 48 cents per $100 of assessed value so that's for 50 million and so that would show up what you do is you move the decimal over two places for $100,000 home so it be $48 a year is the average annual tax impact for 50 million about 48 bucks a year on $100,000 tax value home uh scenario two on 70 million to be about 62 bucks a year again move that decimal over over two places and then 73 bucks a year on the 90 M um the other thing I'll mention well I'll get to it here on the when I show you the cosper homeowner okay so for this last piece of my presentation I just take you I'm just going
078to take you through scenario one uh but all the other scenarios follow suit but going from left to right here uh is your $50 million estimated Bond scenario um fiscal year is for column one column two is your your assess valuation we can grow it by column three I apologize everyone for the font sizes as the numbers get larger the font sizes get smaller um but in column three uh the we we project growth uh in assess value we're allowed to project up to your 10year historical growth average and so you can see in the 2526 year in column three we're using 8.02% and we can grow tax base that's the maximum we can grow it for five years at that level and then we're required per statute to drop it down to 20% of
079that number to 1.6% so that's the maximum amount we can project per statute you and that's based on your 10-year historical growth average so but based on that growth in your assessed value it it produces column two your your tax base your net limited assessed property value growth could be what column two is showing based on those growth growth numbers column four and five is your outstanding debt that's and if you do nothing no election this is what you can expect you're paying this debt service again two pretty level payments and then it starts to drop down you can see the tax rates in column five for just that debt 92 cents and then it starts to Trend down and then we layer in the $50 million election which is two $25 million sales for
080now in columns 6 through eight is a $25 million sale in columns 9 through 11 is another 25 million in 2027 so again a spring 25 sale if voters approve in November of 24 and then you come back two years later for a spring 27 sale we have we're paying off the debt over 20 years that's very typical if you're funding projects like roofs repairing buildings you know building buildings you know buildings typically have an average life a useful life of 30 40 50 years so paying off the debt Within 20 is is a very healthy way to do it if you pay it off within 10 years as an example for projects that have a 40-year useful life you're basically asking most of the current taxpayers to foot the bill and when people move
081in in years 11 through 20 they don't have to share in the burden even though they may be sending their kids to that school so you really want to look at the stretch the debt out a little bit again Arizona is very conservative you can only go out 20 years that's the max for school districts our home mortgages are 30 for Pete sakes right uh but anyway so we have 20- Year repayments we're estimating interest right now of 5% and five and a quarter that's conservative I just did a bond sale today for Willcox Unified School District 20 years and it was 4.3 less than 4.3% so we're estimating five because you have a bond election ahead of you that has to pass and then the bond sale is at least a year out and
082so you don't know where rates are going to be and so we like to have a higher interest rate in the voter pamphlet what we hope is a higher interest rate and then hopefully the market doesn't go that high and we can lock in rates lower than that and then you're your tax rates are going to be lower than what we're projecting uh but anyway so the detail is there 25 million each sale principal column interest column it all adds up to column 14 uh the old Debt Service of your old debt your $50 million new debt your 15 column 15 is the estimated tax impact and how we calculate it at the bottom of column 13 is that projected average annual tax rate of just the 50 million which is about 4784 or 48
083cents and then to show you the cost for for a residential property again just on this 50 Milli scenario on a $100,000 tax value home you move that decimal over uh to two places and it's $478 48 bucks a year or just under four bucks a month is the impact I want to point out though this is tax value it's not market value so a lot of folks are like well my home's worth $500,000 well your tax value believe it or not on a $500,000 home could be$ 250 it could be2 200 you really need to pay attention to your tax value on your property tax statement and typically these days it's significantly lower than what your market value of your home is and so it's really what you're paying what you're really paying on
084on is tax value but let's say if it's A200 ,000 tax value home you could sell it for 400 okay but your tax value is 200 you just multiply that number times two to get your your your impact for your home uh we also report in the voter pamphlet commercial property and AED vacant as well and that concludes my presentation I believe except for the footnotes I can read that word for word if you'd like or I can pause and see if you have any questions or our disclosure you might like that slide as well thank you a lot to think about yes for sure it's all I'm going to say yes and I try to be as brief as possible but I know it's a it's a big big topic so but thank you
