001e e e this evening School Board Awards and presentations for the school district of Indian River County I ask that out of respect to everyone please silence all electronic devices at this time I'd like to call the meeting to order the time is 5:30 I would like to recognize the superintendent for a series of awards and presentations Dr Moore thank you madam chair we'll turn it right over to our public information officer for the first series of presentations hi good evening everyone and thank you for being here tonight here we go our first presentation tonight is our casual for a cause presentation and last month we did some fundraising for trio Upward Bound program and tonight we um have Miss Jodie idlet the program director of Trio Upward Bound um to come and accept this
002check with $2,046 nice she has a few words to share with us about Trio good evening to this steam board superintendent Moore I want to express my heartfelt gratitude for selecting the Outward Bound program for casual for a CA fundraiser our program supports lowincome first generation students in grades 9 through 12 who are eager to be successful in high school and go on and pursue uh higher education our funds raised this evening or the funds raised this evening and the initiative Will Go On to um be a significant impact for the students they will help Finance workshops ACT SAT boot camps and provide essential school supplies ensuring that the students have the resources they need to thrive thank you for your support and commitment to empowering the young minds together we make a difference thank

007gonna have to do two rows yeah that's a find a window [Laughter] [Music] they're still smiling still smiling you are a man and just as our our principles leave Madam chair all of our principles are in the process of of passing out the recognition funds are going through the process through their sack Committees of identifying how those funds are going to be spent um this year the highest amount uh in the history of the district $1.7 million going to our teachers going to our staff well 95% and you earn that in terms of maintaining a or improving a letter grade uh and the fact that 95% of our schools are a or a B uh is just a reflection of that group of people's leadership they're the ones in the school each and every single
008one day we talk about expectation we talk about rigorous work uh but they live it from the very very first thing uh in the morning all the way through the night so the success of this system a lot of times we get the accolades for the work that has been done but ultimately those are the folks right there that deserve it so thank you so much for all you do and don't leave yet I'm going to ask you to stay for this last video because some of you are actually in it and some of your students and family members oh darn you have to stay so we are excited to be here tonight to celebrate a vital part of our school Community our parents and Guardians as we recognize parental rights and appreciation month we
009want to take a moment moment to acknowledge the crucial role that families play in the success of our students and schools parents and Guardians are not just Partners in education they are students first teachers they strongest Advocates and the foundation of their growth this month we are proud to celebrate the rights of parents to be involved in their child's education as well as the unwavering support they provide every day we've pre prepared a special video to honor this partnership and to highlight the importance of family engagement in our schools it's a tribute to the families who work hand inhand with our teachers and staff to ensure that every child has the opportunity to thrive October is parental rights and appreciation month this month highlights the importance of amilies and parents being involved in their child's
010education it's important to be involved in your child's education because it helps you as a parent it helps the child develop emotionally physically mentally and it also helps with the connection that you have with the teachers the the school in general and anybody that you come in contact with when it comes to your child's education I really enjoy being part of the PTA and getting involved in all of the things that they plan and the kids see me involved which makes them want to be more involved for me being involved in my child's education means I have say in their education I know what they are going to be doing in their classroom it doesn't matter if it's reading them a book every night telling them when they pick them up I'm so proud of
011you for just going to school and being in school just be a part of your child's education I think our involvement as parents in their academic success and well-being is huge um it not only shows that we think it's important but it also shows that we're interested in what they're doing and we're here to support them so that we can help them with the things that they're learning we care about what they're doing and um just how proud We Are of them and so when we're there volunteering they know that we're there to help them with whatever they need and just for the support you want to spend time and energy on on giving them every opportunity and every tool available for them to succeed I mean there's no better uh driving force or purpose
012that a parent has than to see their uh children succeed being involved in your students School help show our staff and teachers that they have support it is our responsibility to to raise up the children and the way they should go and when they grow old they won't lose their way so join any way that you can can because Indian River County school district has what we need for our children it's just this sense of community that it it's really important to us being a part of PTA and Sac um decisions that the school makes were a part of we're a part of they take a lot of time to ask our opinion to care what we think and um that's really important making that first step and being involved and and for me it
013was getting over the fear of oh I'm going to intrude on my kids life as a school and their independence and realized you know what they're capable of there's enough to do where I can do fill the roles that need to be filled and help and still see them from a distance and have a be a part of their experience but not directly influencing what's going on in their day-to-day um so making that first step to be involved once you do it you can you'll see the benefit the education of children is a shared responsibility and parents have a fundamental right to be involved together with collaboration of parents and schools important decisions can be made regarding the education of their children so as a secondary principal I think it's very important that parents stay
014involved in their child's education just because they're in middle school or in high school doesn't mean they can't be involved and of course I go to these parents all the time looking for advice that help me make decisions to help our school and ultimately these parents work together to help build a great school Community here at storm grve to my parents I just want to say thank you for helping me with my school work and like helping me grow in my education thank you for taking me to practice of all sports and being part of PTA Mom and Dad thanks hi Mom and Dad I just want to thank you guys for all that you do and all that you guys help me with my education and making sure that I make it to every
015practice every game and um you guys basically just help me with everything and I thank you a lot for that thank you Mom and Dad for helping me with my homework and making sure I'm involved in cheer and other things thank you I love you thank you Mom and Dad for organizing the beautification project at our school I'd like to thank my mom for working very hard for the PTA even at president she works every morning to make sure we have a good school year parental involvement is a powerful tool that benefits not just the students but the entire School Community by working together we can ensure every child has the support they need to be be [Music] successful and we still have our parental rights and appreciation month spotlights going out each day we
016had a little break with hurricane Milton but we are recognizing uh each parent um that we get a nomination for each day so keep those coming in that's also on a QR code on a slide in our district uh Gallery website and Dr Moore turn it over to you thank you Miss madx thank you principales for everything you do um our last item is the opportunity to recognize Mr McDonald Mr McDonald was literally tapped on the shoulder in April and says guess what you're a board member um and joined us up here on the Das a few weeks ago I was telling him he we have to recognize you and he was like No just no not what I want not why I'm here don't want it um but yeah we did it anyway um
017and just to give you a sense of his commitment to this work I spoke to him about two and a half three hours ago and he was in the hospital uh taking care of a a little issue but here he is not at all looking like he was in the hospital a few years ago few a few weeks ago um and I think that is just the he wasn't in there as a doctor he was there as a patient um I think that's just a reflection of the commitment the the ongoing work uh never showed up uh to a briefing uh not prepared not feverishly taking notes asking questions um to be a board member is hard hard hard work just not in the burden of a decision that you make but the understanding of
018how a $400 million organization Works um and you came on at the time in which you had to prove the budget which is also extremely extremely complex but the thorough evaluation um of what I think is the absolute best team there is um and your support of them and always encouragement uh to them and me I can't thank you enough for your service so just a little plaque to hang somewhere in your house thank you so much I'm going come down [Applause] mdal Mone [Applause] do you want to say anything I suppose I can try something okay I want to thank you for it thank you for the recognition as you mentioned it's not what I I'm s of I don't really want to be the center of attention but I appreciate uh the recognition
019and the uh the Parents video and the uh the principles sort of reminded me again of uh uh what I first experienced back when I was a chairman of a school in uh New York and and seeing young children grow up and advance and and Thrive and hopefully succeed and see what the what these children can become as young adults um was a pretty exciting uh impressive thing and it makes me think of what it's like to be a teacher and a and a uh and a a principal and a vice principal and staff and and see the fruits of your work which are very different than a corporate job where things come and go but you really don't see people develop so it's a real blessing and it's been a real blessing here as
020well I haven't had as much time to see that much growth but to see uh students doing well and seeing them moving through their life and uh and developing it and U it's it's impressive and it's worth the effort as as you mentioned it's a lot of work and and I I appreciate the opportunity to work with my uh fellow members um who I know work very hard in this and because it does take a lot of time working with Dr Moore has been uh a great special opportunity as well as for all of his staff I've met some really wonderful people who do a wonderful job and I don't know what it is maybe it's just Florida people are so nice or maybe I'm used to New York where people aren't but everybody's very
021nice and it really makes the job um exciting so I had been retired for 5 years and and uh uh Dr uh yes not Dr Eric Seymour I highly recommend it to you you're G to love it so we're trying to we're trying to walk that back so don't let anybody tell you it was it isn't wonderful but it was nice to get to step away from that and spend um this last nine months um you know back working again being involved in things and it is even better I'm looking forward to not having to do this in December but I thank you I thank you all who've been uh very wonderful working and and helping um uh me do this job this responsibility I thank again my board members and Dr Mo and his

024discussion all righty then then I'd like to call for a motion to accept the orders of the DAT as adopted and amended moved okay um Mr McDonald will let you have that one thank you and Dr PCA um all those in favor say I I anyone osed okay it passes 5 after that Dr Moore it is all up to you to present your superintendent's report superintendance report uh little giveaway there's going to be a lot of pictures about cleaning up after a storm because that was a big work um immediately after the last board meeting the very following day September 24th we had the college fair this was if you look at the crowd I actually took that picture I took both those pictures I'm very proud of myself um absolutely packed so to see
025how this has grown over the last 5 years is absolutely amazing colleges from Across the Nation out recruiting our students an absolutely outstanding event had the opportunity to flip the coin on September 27th at Vero Beach that was a lot of fun ver won the coin toss um Community chapen uh Dr Hamilton that same night uh was honored for her work in and contributions to Sebastian senior high school and maintenance and custodian Appreciation Day um great celebrations across all of our schools and then a series of pictures and it's worth talking uh we closed our Workshop um two Mondays ago and immediately went into hurricane preparation Mr Seamore myself Mr chesky we left this building and went to the EOC and and literally I think we had a battle Mr Seymour to make sure that
026we had the local executive order signed so we can make sure our principes and our support staff can get into our buildings to make sure we had our shelters set up I say it again it is our principles who run the shelters it is our support staff that delivers the water the cots it is our uh cafeteria workers who make the the food it is a major operation and it is a major operation to open and as we all know the impacts collectively uh in our community were absolutely agree I and there was a lot of work to do in order to make sure we were able to open our schools we extended to have the day off on Friday we had three schools that did not have power or we were told you're not
027going to have power on Monday but we continue to push and continue to work with FPL Beachland if you saw the mess that was at Beachland the fact that it was able to open with power on on Monday was absolutely amazing amazing uh Indian River Academy we were told we wouldn't have power um we got power and then Sunday around 3:30 4:00 we finally got power at gford middle school and then we had immediately convene and make sure everything worked everything was on the building was safe for students so a tremendous amount of work it literally was Non-Stop and I can't thank our principes our support staff um for the course um of that hard work over the course of those five six days it was definitely a lot and as you can see some
028of our principes did it with smiles on their face after being in their school or shelter for 24 36 hours uh when we came back from school buses ran on time it was an absolutely outstanding reopening of school I had the opportunity to hit a number of schools ver Beach Senior High School Oola ooso I'm sorry and then Beachland and it was great we were concerned about attendance our Elementary attendance was about 1% below a typical Monday but our High School attendance was actually a percent higher they just needed to reconnect and see each other so uh it averaged out on October 15th we had the opportunity of receiving a correspondence from Manny Diaz who was the commissioner of Education uh informing us that we are for the first time in what we can understand
029is in our history um that we are academically High performing School District this is an acknowledgement that goes to that is worth clapping for this is an acknowledgement that is very very hard to receive you must be an a district and we know there's not a number of schools that are a districts you must maintain class size which is a commitment miss fredland that we've made to our teachers it's it is a struggle in today's environment but we problem solve to make sure that we maintain class size um within the district and then also Mr Green and team that our fiscal audits are in absolutely outstanding shape it's a combination of all three of those that earned you the opportunity to call yourself a high- performing School District this is just the latest Accolade in
030the acknowledgement of the growth this school system this community has experienced as it relates to its Public School system um just last week uh Unity day for National bowling prevention month it was great to see that across so many of our schools it was outstanding and then also on October 16th the Datacom Datacom is a problemsolving daylong process with cabinet members myself and principles in which we're looking at the reality of where students are sitting academically where they're sitting in terms of their attendance and we problem solve to ensure at the end of the day every single School in this District wellbe in a and there are a great deal of concerns when you miss a a number of days because of a hurricane but to see where our principles who are on their way
031home right now or some of them are probably on their way back to their school for being honest we are we are in good shape we it is a not an aspirational goal to say that 100% of our districts uh I'm sorry our schools RNA a it's not aspirational at all the fact that we could say that we can be uh the number one performing School District as Mr McDonald always reminds me um that's the goal it it's it's very very realistic so even with the burden of losing a number of days the plans that are in place the Integrity in which those plans are being implemented uh and the unwavering commitment by our our District staff our principles and teachers really gives me such a level of comfort in the work that's being done
032immediately following that I went over and got an earache at the Early Learning program's Tre or trunk the wind was blowing extremely hard but once again I know Miss flood is not here but the volume of children that were there it's just wow what a humongous program that that is and then we just saw the videos but it it's one of the funnest days that we have the opportunity to go out and acknowledge our principal and assistant principal of the year it's something you just even if you're in a bad mood it's going to immediately put you in a good mood um then we immediately after the hurricane partnered with United Way really making sure as our principles heard from their students and they heard from their staffs that there are uh families in need
033we made this connection before and we were able to get resources to those who absolutely need them absolutely quick as possible and that's just leveraging Partnerships that we have in our community and then uh the military game was at Sebastian on the 18th and then Saturday night I had the opportunity with Mr Green um Miss Kelly basura and then Doc Jones to help pass out all of the awards for Crown Jewel and if you have never seen Crown Jewel put it in your calendar to go next year it is all of the marching bands uh from across the state of course some couldn't make it because they weren't back in school yet or just got back in school but to watch Vero be I think Vero Beach's band has doubled since I've been here which
034is an absolutely outstanding um sign and the caliber of their production and how they sound absolutely outstanding the V Sebastian River was Superior in in everything so it was great to see and that is the presentation for the month of October thank you okay thank you sir all right we are to Citizen input so these are the guidelines for citizen input according to Schoolboard policy 01691 each statement made by a member of the public shall be limited to 3 minutes in duration I will be recognizing in order in which the requests were received the time shall start when the speaker is at the podium and the public information officer will be the official timekeeper as you will see the time clock is visible to the left on the dis and you will hear beep at
035the end of the 3 minutes each person may speak for up to 3 minutes at the beginning of a business meeting during citizen input as indicated on the order of the business and for up to 3 minutes to each action item during the action agenda and each board member discussion item as indicated on the order of business if a consent item is moved to an action item then when you come to the podium you may speak at that time or you may defer to speak during the presentation of the action item people may only speak once about any given item the time period may be extended by the presiding officer o only the individual speaking uh and submitting a speaker's form is allowed to address the board time may not be yield to other speakers
036during the meeting please refrain from clapping or Outburst of any sort so that we can proceed with dignity and decorum for not infringing on anyone's individual First Amendment rights I need to remind everyone to direct all comments to the chair not to individual board members or to the superintendent board members may or may not address any citizen input statements at the end of all citizen input comments as board members listen to citizens without interruption citizens are asked to give the board members the same respect please as as per Florida statute 10001 372 subsection 3 the presiding officer of any District School Board May order the removal from a public meeting held by The District School Board of any person interfering with the orderly process of such meeting provided such officer has first issued a warning
037that continued interference with the orderly process of that meeting will result in such removal the first warning is to everyone at this time no personal attacks no inciting no disrespect please I will be calling you up two at a time the first person will be called to the podium to speak and the second person will be in line to speak speakers shall not engage in personal attacks or abusive language the chair has the right to terminate any speaker's privilege to address the board if this rule is violated if you have anything to give to board members or to the superintendent please do that through our executive assistant Mrs Mor she's seated over here it is clear that the board has taken action to comply with the law regarding instructional materials including library books if you
038are here to express your opinion regarding HP 1069 on materials in school libraries we ask that you visit staff in the lot in the lobby to initiate that process finally the school district supports First Amendment rights of speakers and the rights outlined in HB 1069 regarding Library materials as such some individuals may choose to exercise these rights which may include reading material with language or content that is not appropriate for audiences knowing this please make a viewing decision appropriate for you and your family all right at this time yes I neglected to call the anti-bullying Proclamation which was next on the agenda but you were reading that so well I just didn't want to interrupt you I don't have to just read it again no please no please okay would you like to do that
039and then we'll come back to Citizen input okay any citizens that come into the room I'll I'll repeat it but if not good okay okay have hurry up then this is Heather Holden our director for student services good evening I was happy to see the beautiful pictures of all the orange shirts from last Wednesday which is a national Unity day uh to stand up against bullying um if you've been on our social media feed at all for the last month you've seen our ongoing things but I am proud to be part of a school district where our board members contact me regularly when they're concerned about bullying on campuses my office is constantly busy at work supporting our school rols to make sure that we address any situation that comes to our attention in the
040correct Manner and so on that note here's our Proclamation whereas bullying is the aggressive use of power targeting another person or group of people with repeated unwanted words or action hurting them emotionally and or physically and whereas bullying can occur in neighborhoods playgrounds schools and online through technology and whereas various researchers have concluded that bullying is the most common form of violence affecting millions of American children and adolescents annually and whereas thousands of Florida children and adolesence are affected by bullying annually and whereas targets of bullying are at increased risk for depression anxiety sleep difficulty lower academic achievement and dropping out of school and whereas students who are repeatedly bullied often fear such activities as writing the bus going to school interacting online and attending school or community activities whereas children who bully are a
041greater risk of engaging in more serious violent behaviors and whereas children who witness bullying often feel less safe helpless to stop it and intimidated whereas the school district of Indian River county is committed to providing safe and supportive learning environments for all students and employees whereas the school district of Indian River county is committed to training all staff and students on bullying and engaging in an anti-bully campaign for National bullying prevention month now therefore be it proclaimed that the school district of Indian River county is committed to engaging all stakeholders including families in the community to stand up to bullying Together We Can Make a Difference by promoting kindness empathy and understanding adopted this 21st day of October 2024 thank you so much all right so we have a proclamation do we need a vote

043is not a good choice for anyone except lawyers human traffickers and fetal tissue Brokers that Planned Parenthood it's not good for female Health families nor Florida state constitution what appears to be a poorly written bill is in fact written precisely to deceive everyone from a physician mental healthcare worker school counselor life coach school nurse and yes even a massage therapist is considered a healthc care provider according to the Florida Department of Health a healthcare practitioner includes nearly 60 categories and why speak about it at a school board meeting because the money behind the bill is from the same gang that promoted gender ideology in males and girls Sports this same Soros funded Bill spent 1.25 million in Broward County alone this past September Healthcare should mean informed consent but Healthcare in Amendment four does not
044if science was the Crux of the amendment then the term physician would be specified informed consent included and an ultrasound would be used to assess the viability of the fetus Amendment four does not define allowances for late term abortions there are no safeguards for a baby born alive late term abortions are legal in Seven States including Minnesota babies born alive after abortions are given Comfort Care Comfort Care means you let them live until they die because you aren't allowed to feed them Amendment four replaces parental consent with parental notification which means after the fact Amendment four would be the only medical procedure a minor could undergo without parental consent furthermore Amendment four is so obscure in its language that incidents of incest and rape would be reported to no specific agency under no specified accountability
045and increased litigation for municipalities is most certain if the authors of the amendment wanted to protect reproductive Health then language would have defined that relationship with a physician including full disclosure regarding the stage of pregnancy and de demanded the use of ultrasounds abortion under Bill Clinton was to be safe and rare Amendment four is unsafe Florida will become a sanctuary state for sex traffickers under this amendment it will create an economy for fetal tissue Brokers pro-choice demand definitions for the sake of all females reproductive Health if you're pro-life continue to fight as if your daughter's life depended on it healthcare workers do not have the constitutional right in Florida to supersede the rights of parents and let's keep it that way please vote no on Amendment four thank you okay Dr Margie plig again and
046uh John karppi is on Deck good evening I'm Dr Margie Flanigan chair of Education Champions advocates for public education tonight we respectfully request a return of Alan gr's ban this book to school shelves as you know this book was sent to the district Review Committee last school year with an April vote of 6 to2 to retain the book despite the committee's recommendation to retain the board voted three to two to remove the book even though there is no sexual or inappropriate content rather it's a story about a precocious fourth grader Avid Reader Amy Anne allinger who fights back against book bands and censorship happening at her school the novel's underlying themes encourage young people to read think critically and be appropriately civically engaged that ban this book mentions titles of other banned books is not
047grounds for removal as noted in the July ncac letter to the board the Pico decision by the United States Supreme Court warned that school boards may not remove books from library shelves simply because they dislike the ideas contained in those books but that appears to be the case with ban this book since the board's action events have occurred that we believe warrant reconsideration of the removal first a September outof Court lawsuit settlement in Nassau County Florida resulted in previously challenged and removed books being red to shelves Nassau County faced accusations of unconstitutional censorship following the settlement Escambia County also is returning numerous books to school shelves as it too faces a costly lawsuit for removing titles we are excited to share that the publisher has donated 17 hardback copies of ban this book meaning there's
048no cost to the district for the book's return I have one of the copies here this evening numerous critics of book removals have correctly stated you have a right to decide what your child can read you do not have the right to decide what my child or grandchild can read wholesome books with diverse characters such as ban this book are exactly the type that I hope my granddaughter checks out from her school library we respectfully request the board to honor and follow the recommendation of your own District Review Committee which voted 6 to2 in April to retain and returned ban this book to our district shelves thank you thank you Mr crappie is next Jennifer Pippen is our last speaker get the glasses on good evening how's everybody you doing it's been a while been

050the books again and I I I I I thought we were we turned the page on the books um so not pun intended but I thought we did that so I wanted to make a suggestion on a book that maybe should be in the schools I don't know if anybody's heard of the book The Four Agreements anybody heard of it no no nobody all right I'm going to read a quick little uh overview The Four Agreements real quick it's just obviously self-explanatory The Four Agreements uh be impeccable with your word speak with Integrity say only what you mean avoid using the word to speak against yourself or to gossip about others use the power of your word in the direction of Truth and Love don't take anything personal nothing nothing others do is because of

054honoring uh parental rights and having parental rights month I think that's really important to have the partnership with the school district I also wanted to um thank um Dr MC or Kevin McDonald for um his service to the school district um it's hard to have to campaign and serve on the school district and get thrown in there so we really do appreciate everything that you've done for the district and our students um the past few months we do really appreciate you thank you and I also want Tok thank you a lot of thank yous today um for removing ban this book Again by all Gratz from our elementary and middle school libraries because it was promoting children to read um other books that contained pornography and sexually explicit content and for donating those to the
055public library so if parents do want their children to read them they can borrow them for free at the public library so thank you for making um them available to um students and family in the public um libraries but not the public school libraries thank you and also I have a question um with the desegregation order that we have and all of the clubs and organizations that we have at the schools they're so wonderful um there is um at our high schools a a student council and then there's an africanamerican student council um I was told recently by some parents and also some students that Caucasian and Asian and Indian students could not join the African-American student council um I wanted to pose this question to the board if we're in a desegregation order and
056we're not supposed to be segregated why are we segregating some of our clubs in schools by race and not allowing all students to join all of the clubs to me um that is you know a division by race and going directly against the desegregation order we're not supposed to have segregated clubs or classrooms why would that go with the clubs um that are you know student L and finally um I had gotten a fly in the mail um and it looks great it has a school district logo on it my husband actually said hey did you see this and put this to the side um pose the question to to the board um this is a paid political advertisement by the Indian River education fund um doing just minor research because I got this in

059um I did read that book um John so thank you for that um I read it a long time ago but I I do appreciate it um I I just wanted to talk a little bit also again um there was a a concern about a book that we uh voted not to um have on our shelves um it I don't I don't know how many times we have to REM I guess we'll do it as many times as we need to uh remind the public the Pico case um is not a case that can be um uh compared to the actions of this board because the Pico case were uh was regarding board members who made a decision to vote books out of their school libraries based on their political beliefs um this book that
060came to us was not uh vetted or voted on based on our political beliefs in fact this board was very careful to make sure to vet it through our um the legal um right our legal rights what the statutes say and um what the House Bill said and what all of our um legal Authority is as board members to do and that's exactly what we did which was to follow our constitutional Duty and responsibility to select and provide adequate instructional materials for all students in accordance with the requirement in this part and I am reading from um from 106.2 which is titled duties of the district school board uh and this is a Florida law part of that also allows school board members um to review and to approve courses of study um that includes
061the adoption of courses and instruction materials but if you keep reading on down um there is criteria for any materials used in the classroom made available in a school library or included on a reading list that contains content that is pornographic or prohibited under statute 847.011 is not suited to students needs and their ability to comprehend the material presented or is inappropriate for the grade level and age group for which the material is used in that case that's the action those are the actions that this board took it was clear that we were following the law um again the PCO case does not equate to the actions of this board um the material that was brought to us included and by way of advice through our from our attorney um it in also included external
062links so anything that Not only was before the students in the actual book but if we were directing the students to another site or another place that had pornographic or inappropriate sexual um uh materials then we were uh required to actually act on that and that's exactly what we did and that's for me thank you yes okay Mr McDon um yeah coule since the book issue has come up thought it was dead but just like Godzilla it keeps coming com back again and again and for reasons like godzill I could never explain um interesting you mentioned the redirected because the board went through Great Lengths to make sure that a copy of the Constitution did not expose students to any other governmental ideas or whatsoever political ideas a reasonable caution that we take but for
063some reason some people don't want to apply the same guidelines to a book they want to have in the library which redirects students to something that might be inappropriate we had to cover up or we had to ask the the donor to cover up the label so that that uh QR code could not be read so that it could not redirect students to something that might be inappropriate and that those things are governmental things they're not po political per se definitely not religious but we were cautious with that so the idea of having a book which does that that that people are up arms of about doing with the Constitution but a book that does the same thing and being upset that we don't have a book that can redirect students to something that is
064in appropriate is illogical it's just illogical now I have to ask the question of who should decide what's in the library um we have a course of study the school um decides what the course of study is required books the libraries are optional books they should uplift their children they should encourage them to read they should be um positively added there's a lot of books that should be added a close friend of mine is a major author uh highly respected around the country in the world and none of his books are in are in our libraries and those should be before any of the books that have come up here but um the answer of who should decide is the parents because Who belongs who do the children belong to the children belong to the
065parents and their family they don't belong to us we are entrusted with their upbringing we're we're entrusted with by their parents with taking care of these children we are entrusted with doing the right thing unfortunately we don't all have the same values we don't all think the same and so in cases where we have different values and we have different thoughts and ideas if we want to be a community of unity if we want to be a community of respecting individuals we don't try to bully and force them and throw stuff down their throats that they don't want their children to be exposed to the word Bann is just a bullying term because nothing that's come through here has ever been banned banned means you can't get it if we put our books in a
066different section or in a different Library it's not banned it's available if you want to purchase that book if you want to purchase pornography for your grandchildren or your children you can do that so it's not banned but the choice of what should be put in the schools should come from the parents and since they can't all individually do it they've selected five of us to represent them and and apply some wisdom to this and other decisions such that what we choose to spend our time and our money on is uplifting with the limited resources we have so my friend Eric Maxis if we can't afford to buy his book on Bon Hofer or his book on Amazing Grace or his dozens of other books I can understand that but we also can't afford to
067buy every every book in the world that's why the word curate's important it is probably the essence of what our schools are about and therefore our school board is about curate means means to select out pertinent things to be presented in a logical and reasonable fashion when you select out that means some things go in others don't go in curating is what we do with our with everything um and it is it is part of what any organization does because you can't have everything so you choose which is best so on behalf of the parents we have to decide and choose what we think is best not just for one group but not for another group not just Christian books not just Jewish books we want to curate in such a way that it's uplifting
068for everybody and as best as possible doesn't bring disunity and offense to parts of our community because those parts who are offended can leave and take their vouchers and they can go elsewhere so that's a self-defeating uh concept but it's important that that we understand we that that we do curate it's ultimately responsibility on behalf of the parents that this board exercises that final OPP that final exercise and up until that final decision that's delegated to Dr Moore and to his whole staff who are employees of the school district they make the first and second and fourth cut but it's still our responsibility to make the final cut and there's no reason in the world that we should have people telling us that that we should have that we have to have books that offend
069other members of the of the community books that refer uh children to something that we've decided they shouldn't see whether it be from in the Constitution or whether it be in band this book a backdoor way to to bring what some people consider evil into our children's um uh homes shouldn't be done shouldn't be done in the Constitution it shouldn't be done in other books that's the responsibility of this board ultimately our employees start the process the board finishes the process and as long as we follow the law which we have we have that responsibility so I just wanted to make sure hopefully for the last time that that's understood by everybody Dr Jones or Dr good um yeah there there was um yeah I'd like to read that book for Amendment agreements too so
070I'm glad you brought that book back up ban this book because I it didn't sit well with me the reason we B we removed that book um the other books that we have removed I've agreed with you know there are some things that I don't think children should be exposed to that are readily available on a on a shelf for their particular age level however I read that book um I I didn't like the fact that we didn't follow the process and the process is that it goes to a committee the committee then makes a recommendation to the board but one of the things that was in that process that the legislature specifically stated and I remember bringing this up when we voted on that book was that we had to choose what the petitioner
071checked and that is what we look at when we're deciding if a book should be removed that is not what happened and that's the reason why I was upset with that book so I would like to bring that book back to at least the committee to discuss it and bring it back forward to the to the board so I'm am going to be asking for that book to go back to the committee that's how I personally feel just because of the fact that it didn't follow the process so if it follows the process and that happens again that happens um but I I read the book myself I have a I have an issue with the fact that it was clicked for sexual content but yet the word s hyphen e hyen x is the
072the only thing I found in the book that had anything remotely about sexual content written in the book and so for that reason I'm going to ask that it goes back to the committee and uh we can discuss that in a workshop so just a question regarding that so if it references other things which have been determined to be inappropriate should we have should we distribute things that reference things that that are inappropriate much like we objected to doing that with the Constitution and a QR codee should we also have books that reference things that we've determined are inappropriate that's the ultimate question on that particular vook that that's the question you brought up when we argued it before um my concern is that we didn't follow the process that the legislature has asked us
073to do um I'm all about making sure we we dot all the eyes and cross all the t's and the legislature said we had to follow what you know the person that complained about the book check mark and that to me is what we should have based it on well and that's why I think it should should go through the process I'll be gone you you'll have that opportunity to review it again I will uh I will advise or hope one thing in that process that if we want to have unity and if we want to respect varying uh viewpoints within the community yes that it not be B I agree we should respect everybody's opinion so I I in this committee I think that if there is a if there is a segment of
074the parents that object there should be a pretty overpowering reason to not respect their objection it's not that we don't have hundreds of other books that we could replace it with but if you've got a segment of if certain Christians object to something just because you don't have a majority of Christians it doesn't mean that we should accept it or if Jewish people object to something and they not we don't we have a low minority of Jewish people we shouldn't therefore ignore what they have to say these are not curriculum these are optional things that are available elsewhere and so when you do bring it up again and I assume you will I would hope you You' realize that you would accept the idea that maybe a majority on this particular topic should not be

076your first uh meeting uh just a little bit of background um the board um established a very very good objection policy um we um objection policy to library books or to anything that is um that may contain pornography or inappropriate materials as you I'm assuming as well as you know that is provided to us in the statutes um we also have established and created a library committee um that is a very well selected Library committee the membership of it is uh a majority of parents that sit on there volunteers rather um and we make sure that uh there is they each have a student that is within the district um that said this one particular book went through the process um the board um uh voted I don't remember the exact vote it could be
07730 I'm not sure um I mean 32 32 um but uh nonetheless uh part of the law very clearly and our policy states that even if a book is recommended by the committee the board has the final say on the recommendation so the committee doesn't decide the committee just makes a recommendation through the superintendent and then ultimately it is the board members who have the final say and then we took formal action and so that book is no longer in our district that book has been removed that book uh no longer exists here so my question is how can one ask for a book to be reviewed again when the book no longer is here yeah can't challenge I'd have to look at your policy I see where it says in your policy the board's
078decision is final and not subject to further petition or review thank you but if the if it didn't go through the process and I don't know if it or it didn't in this case um fully I mean I'd be happy to take a look at it if I can work with Dr Moore and take a look thank you I appreciate it because the book as a as it stands right now is not in the district um should not be in the district was removed from the district and and you're right you know once the board made the final decision we can't review a book that is not a part of our school district so so what I'm asking is that we discuss this in the next Workshop not right now well I'm asking right now

085Jacobs um present the item after I set it up this is the Strategic plan uh to be approved this evening this is the last of five years this has been a a plan that we have implemented and we have done so in a very very strategic way and it has produced significant results so we've had the opportunity to engage with the board um regarding the Strategic plan and the update of this final year but I'll have Dr Jacobs provide um any additional information all right good evening through the chair so each of you have been briefed on the final year of the fiveyear cycle of the district strategic plan at our last Workshop some revisions were reviewed with the board as well as feedback was provided you will see in the current revision of the
086Strategic plan one of the areas pointed out was our total ending fund balance and organizational and fiscal responsibility we reflected that final ending fund balance of 1% and also have adjusted our 2025 Target based upon that to greater than or equal to 133% um also in review of the other feedback that was identified we did a historical review of why we set specific targets uh with regard to the Target 2025 and found that a number of those pieces were aspirational goals and felt like we wanted to take the opportunity to fully learn and analyze from the full five years of the district strategic plan and make those revisions as we go into um our revisions of the brand new strategic plan for the district okay Mr Zario you brought this item I did I did

089thank you madam chair this is a long time coming um significant amount a time ago we had a speaker Miss kbg who is here uh who was pushing us to to do and focus on things that are important and she said create a classical school I don't know if it was ingest or uh it was um was um and Miss Rosario um picked that up a as did I and she brought an item the the very following month and that has really sparked what I believe is probably some of the most important work in this District which is Reinventing what public education is uh having a clear definition to what schools should look like in response to what our community needs um Dr shafty has done an absolutely wonderful job and initially beginning that work
090uh we had to bring in Dr Bean uh who has got a wealth of information and knowledge around this specific area we had to add to Dr shaft's team and have Carrie wall help and assist in really building momentum around um the creation of a classical school in the item that's before you I'll say a few things and um Dr chapy will correct everything that I said incorrectly the based on the last last board conversation um we added language to ensure that there is a 100% commitment to classical curriculum we actually put it in bold in the item it is everything that we have communicated to the parents to the members of the faculty and staff that yes this is going to be a true classical school rooted in classical curriculum and we are fully
091committed to it we also added language that would allow next year's second through fourth graders to be exposed to the elements of classical education why would we do that because those families have to make decisions uh if they want to stay at the school uh for the six through eight portion so to help them make the most informed decision possible we thought it was a great idea although elements be exposed in those grades um to help them make a better decision so we added that to the item as well I think there'll be conversation tonight regarding the actual timing and name of the school and as we created this work the team created this work honestly I don't think there was much consideration given to the name uh they follow the same naming structure that
092we use in all of our magnet schools Oola magnet um um Liberty magnet Rosewood magnet that was the structure that they used um so they went with Pelican Island um K8 magnet Miss Rosario referenced and brought up a a a good argument that it may behoove the district to consider including the word classical in the name and the example that she gave was when a family moves into town you go to the list of schools you see exactly right there classic in the name I I I know what it is so um there was there is that consideration in stepping back in evaluating what's the most appropriate process and I know everyone on this board wants to ensure that our community has voice we have a policy that was relatively new I think it's just
093about a year and a half two years old uh regarding name changes my initial thought on that policy was that this is that's when the Comm Community member is working with the school and creating a or proposing a new name from the school and it's going up to the board this is the reorganization of the school system this is a a direction that is ultimately coming from the board the board not that the board doesn't want the um policy to be followed I can't find an attorney an attorney three of them now um that says you should not follow the policy you should in fact follow the policy my concern right now is if I was to implement that policy as soon as the board gave me direction is that the parents of this school
094aren't aren't there yet they haven't made the decision for a classical school so in the item we modified it to go through that process this time next year why because parents who are invested in the school for nine years will be there to give us feedback they'll be invested in classical education I think it would be disingenuous if I did it now uh with parents who are you know you're you're taking my neighborhood school and you're turning it into a magnet I don't know how authentic that support would be um but fully committed um to taking it to them next year which is as as the item is written uh proposing um what the actual name should be I honestly think just this is just me when you are asking parents about naming a school
095a classical school when they've made a commitment to be a classical school for nine years I I think classical would more than likely end up in the name of the school but that is um the opportunity to engage in the conversation Dr shafty what did I what did I not include um Dr Mor you did a really great job through the through the chair a couple of important things as referen that the October Workshop is that we're going to leverage thought Partners in this process and it is critical for us as we pave a pathway being the first Public School offering classical programming that we look to people and institutions who have done this and who have done this really well so that will start this Friday we are taking our Pelican Island team back
096to True North to walk the campus that is feedback we receive directly from that school leadership team the principal saw it and was excited to see it and now the members of her team needs to see it as well because they need to bridge the theory and practice they can read our briefings they can read the Powerpoints but they need to see it in practice so that is a really important next step we are excited to take collectively with them this Friday we also have connections with Flagler College's classical Institute and we are looking to use all of the remaining five seats for a November work shop which includes the lesson planning through the Trivium so there are really critical pieces that we are using the second semester not to do something to Pelican Island
097but to do something with the Pelican Island community and that way we have that second semester to engage in thoughtful conversations almost in a safeguarded space teachers get to try what this looks like whether it be a new piece of curriculum a new resource families get to see what it feels like and EXP experience it firsthand and we get to have direct feedback from our um families which is really a Priceless opportunity so that are the uh in addition to what Dr Moore shared we are excited for this and we look forward to the next steps mam sure that that that is the item okay Mr Rosario yeah Dr Moore um so if we were to um this is probably why I during the last Workshop um it's not probably it is why during the
098last Workshop I tried to push the issue of us deciding what the name would be then um even though I know that we do have the the the policy that you've mentioned um and so as I'm hearing you talk through this I'm wondering if for the purposes of advertising and marketing because that we're going to spend significant amounts of money on advertising and marketing and um t-shirts and F you know whatever it is flyers and um stickers and magnets and all this kind of stuff um maybe even you know the school needs um you the name outside the school and on the Marquee um all of that costs money and so to go ahead and establish a temporary name now and then to review that in a year to then spend more money on advertising
099and Market marketing then um is really a waste of District of of taxpayer funds um would it be appropriate for because of this pickle that's we seem to be in um for lack of a better word um because it's it's I don't want to call it a problem because this seems fixable um if at some point there maybe we maybe there could be a motion this evening because in let me come back to the proposal right the proposal on page one um it's highlighted in yellow one of 12 uh it's towards the bottom of the page there is a it is in bold face um it has a red asteris and it says District staff will begin the official transition to naming the school Pelican Island classical Magnet School K8 in alignment with board policy
100and then it says coinciding with grade six middle school so we're opening up K1 and then you want to change the name at k6 I mean at grade six which is several years from now so something seems off we need a name I'm sorry we need a name we need to all agree on what that name is going to be for the purpose of advertising and naming and placing that name on the Department of Education application right because there is an application isn't there that you said um at the last Workshop that needs to be completed yeah whatever that is still we still need a name um and I think we need as a board it's incumbent upon us to choose that name in this particular situation we are bound by stat that that is
101our role um so I I'd be willing I mean we'll open it up to the board for uh for a discussion but I'd be willing to make a motion on the name now and then maybe in a year revisit it but I just don't want to waste any taxpayer money okay um Dr Jones this policy came into effect in August of 2023 and I don't think we're at a point where we can say okay we won't follow this policy now because I just went through this with naming the administrator Suite after Dr a Ronald Hudson and I followed the policy the policy states whether it's new school or existing and new facilities you have a community Forum I did that prior to the workg group did that then we sent it to the board for

103place prior to the workg group now if we want to do it quickly to get all the information out there that's fine but when I did mention that in a workshop when I was naming it after Dr Ron Hudson the board did agree but a member also said you need to follow policy I don't think we can go you know we're going to be talking about another policy in a little bit well let's just delete it let's get a new one in there we need to follow policy and not make these kind of jumps if we have to do it quickly let's do it quickly and I I think if you called for a community Forum with the Pelican Island parents you'd get them at least to come in and talk to you establish your

111in in a month um if it doesn't throw off all of your hard work and everyone else's hard work um we should probably do it try and do a quickly Mr Rosario um so in pulling up this is um actually a question I don't know if U Miss Anvil can uh pull it up or I think she's looking at it right now the policy okay so the section there there are two sections here um and clearly it's been clear to me that this policy needs to be revised because it's pretty ambiguous in several uh places there is a section there um that says that is titled new schools um and then there's the below that it says existing and new facilities um this school is not a new build it's not a new school in
112terms of building it from the ground up it's existing so it isn't to New School it would then be existing um so if we look at existing a new facilities the second sentence in that section reads the board will consider requests to name or rename existing or new schools and Facilities within a school such as Stadium Media Center playground theater gymnasium Auditorium Etc such request must be reviewed by the work group in the same manner as outlined above which talks about the composition of what the work group would be now I'm going to stick there for a moment such requests must be reviewed by the work group such requests so the requests for the name which means I can make a motion and Dr Moore can bring that to the work group in this existing
113School such requests as in the name that I can pose tonight such requests must be reviewed by the work group therefore the work group can review the name that we provide for it is that correct Miss enville so when you're looking at everything you have to look at what the entire policy states so the first the second sentence I mean even though it says existing in new facilities it probably should have said existing in new facilities and schools right um the second sentence does say the board will consider requests to name or rename existing new schools there it is and such Quest must be reviewed by the work group when I look back at what that would mean is it would be the the the procedures established under new schools where it says the work

118in that area the work group will recommend a name to the principal after a majority vote of the work group team was conducted the principal then forward that recommendation to the superintendent within 45 days and I did it probably in about 15 days the superintendent will forward the recommendation to the board I think if we really want to do this right we make sure we take into account what the parents are saying um we used to do it when I open give for Middle School um we did the parent vote we did the student vote we did uh a community several Community meetings um so I think we really need to let them make the recommendations to us to see how they are feeling and I think the students are a big part of that
119too yes mrar yeah the only thing is that we've already if we are voting for this plan we're voting for a commitment from the district to name it a particular name which is already written on there so I think if the board actually if we're voting today there's already going to be a name that the district will bring to the work group Dr Moore what are your thoughts thoughts would it be helpful to have a name to profer this way you're kind of already no through through the chair a lot of good points have been made at at the end of the day I do not want to put the board in a situation follow policy in which we're not following policy and what's resonating in my head is Dr shafty statements we don't want
120to do anything to the school we want to do it with the school I that's exactly how you said it but um that was nicely said so implementing the policy I'll take three names you know classical Pelican Island classical magnet think Pelican Island magnet K8 I think those are the those would be two that we could profer and I think the and share the benefits of of both and I think the explained benefits is one that's the this is the way that we've always done it meaning you just add magnet to the back of the school and you drop Elementary so it would be Pelican Island um Magnet or Pelican Island classical magnet the advantage we we've already discussed having the name as you as you're looking for it you can see it right there
121versus not having it which is the same and it's aligned to the other magnet schools in in the district I I don't think that you need K8 to be in the name I I I don't think that you do because you're going to see it grouped with the K8 school or schools well we only have one we would only have one K8 I actually think that's a selling point I think it's a selling it would be our only school that's a K8 that's a big difference the both I think both classical and K8 should absolutely be there it is Island classical K8 Pelican Ison magnet K8 I mean what we have here in The Proposal is Pelican Island classical Magnet School K8 that's what is proposed by the district that will uh be the name
122of the school in fact that's one of the things in this proposal um I can appreciate everything in here but in many places within the proposal uh you'll see the name as Pelican Island then you'll see Pelican Island Elementary then you'll see Pelican Island magnet in other places you'll see Pelican K8 you'll see Pelican magnet K8 and then and then you'll see in many other places Pelican Island classical magnet so it's it's almost like we're going to be approved what's the name um where are we going so I'm okay with this because those are the two major meaning classical in it and K8 and I'm looking at page one if you look at I know you're you're not I'm looking at page one if you see on the bottom of page one but certainly not
123coinciding with grade six it should be coinciding with the opening of the school okay I get to speak so that's the one problem sometimes of being the chair is you you speak last sometimes um but I've actually been through this when I was a principal of Garden City Elementary I took over an F school at the end of the year we worked so hard to get that f up missed it by two points we had to restructure this school and when you restructure a school you have to do something radical to change the school either remove the principal remove the AP do something radical they didn't remove the principal I was only there the first year so what they did did is they um allowed us to switch to instead of an elementary school we
124were a prek to2 school unique opportunity in a in a community that needed a lot of prek development a lot of kindergarten development a lot of focus on reading and math and so when we did that we were allowed to offer up a name to the to the district so what I was told to do which I thought was a great thing to do because the history of that school was unique to that community and they cared deeply about that school and so they were very worried that we were going to take away its name so what we did is we first brought it out to an open Forum to the community allowed them to come in and we talked about it and then we opened it up to our Sac team after we got
125that input from the community and said here's what the community is offering for ideas and then our sack team narrowed it down then our parents voted on it and our staff voted on it and then I brought that that name choice to the to uh board meeting and the board then voted on it and we became Garden City Early Learning Academy which is a mouthful but it became justella so it it was really accepted because there were people that had gone to that school their kids had gone to that school their parents had gone to that school their grandparents had gone to school there were a lot of people that were invested in the name and that school and that's what we have to consider we have to consider that because we don't sit here
126and make decisions and action items without listening to Citizen input first and that's what I think we need to make sure we're not putting the cart before the horse we need to allow citizens to have input on this I'm okay with classical in the name I'm okay with K in the name I'm okay with all that I just don't think it should be my decision alone it should not be three people's decision five people's decision it should be the community input going through the process following our our policy we put in place be it a good policy or not um it's a policy that we have right here but what it does is it allows for citizen input like you said Dr Moore some of these people will not be attending the school as it
127is a a different approach I went through the same thing but there are people that care about Pelican Island Elementary and they went there they care about that school and so those people need to have a voice as well in all this we need to listen to that so that's why I say we need to follow this policy what's the rush let's get that done and so we can do this now I know you're Rush you're going to say wait November we've got you know school choice okay we can put that out there as whatever with temporary you know communication not putting up the sign not buying all that stuff not buying the expensive stuff just buying what we did is you buy all of the things that are easily disposable and not as expensive
128and you get the name out there of this is possibly the name and then but you go through that input from people that care truly about that school I did not have my kids go there I did not you know my kids went to Dodger toown and that school's also come up as as a main change let me tell you my kids feel very strongly about that and so I think that you know we need to be careful when we're doing that to people when we haven't sat in those seats as parents we haven't sat in those seats as children we haven't sat in those seats as children of grandparents that went there so I think that that's what we need to consider is everybody's input that actually has a a value in that school
129so that's my thought yes Dr Moore so everyone's right good luck so the the item itself and I'm going to work us through this The District staff will begin the official transition to the naming naming the school Pelican Island classical Magnet School Ka in alignment with board policy so it's directing me yes to follow board policy the next sentence I would recommend that you strike uh cons uh that and that's talking about the starting with the sixth grade in 26 27 one of the work group was the how many parents have already signed up for the existing kindergarteners 21 the 21 uh parents who have already made a eight-year commitment to the school and that allows that my concern was as Miss barenborg was just saying um seeking information to make a recommendation to the
130board from parents who are never going to have their children in this school if we start with those who sign the the um on Signing Day and they're continuing to sign these are students who are currently there we can convene that group uh and go through the process but the item as it's written we would start there and say hey guys have do you feel about um the Pelican Island classical Magnet School K8 and then we would however I would write the item it would be Pelican Island magnet school and the K8 would drop into place when we actually start sixth grade uh and above Dr Mo what page were you on I'm sorry that's page one of 12 okay thank highl yep yeah my have black and white yeah it do and I and
131I would just add to that um Dr Moore it it doesn't need to be all 21 parents or families have committed because the work group there are there's no number to the work group it's just um employees community members parents students representatives of the school uh advisory Council PTA student government and student council but there's there's no number of each of those um so uh and then the worker will recommend the name to the principal but it doesn't preclude us from saying this is the recommendation as Miss enville already stated or you know this is the name that we were thinking of but I do agree um to getting Community input I just want to make sure that the the the key elements which is the classical and the K8 that are the driving forces
132of this new school you know these attra the attractor really because that would be the attractor of the school is in the name um would be there but yeah so you don't need all 21 no I I I agree what if we approve the item scratch that last sentence and we initiate the naming process once we go once we identify the kindergarten first grade class which would be the students and they would choose to participate but now you have the entire the opportunity for kindergarten and first grade we just don't know who the kindergarten students are are yet so you're saying that for within a year no not within a year when when does the window you could do it in two weeks I could do it in two weeks yes what you said we
133could and we could start with just the 22 parents that we had or we could look at waiting until the choice window closes with Miss Holden when is that that's a lot right but January 15th that would give us a kindergarten class who just committed to the classical as well as a full first grade class that's good that makes sense you have some that are in there now you have the whole school for those who might be interested and again you don't need just the 21 I don't recommend waiting until January we all need to you all need approval to get started on things question I don't care about timeline I just want parent input and Community input I just think it's really important I don't want to step on toes from from the community

136the board will have every Assurance this was not something that was jammed down anybody's throat it was proferred uh the board uh started with Pelican Island uh classical Magnet School um and how do you how do you feel and honestly I I I I don't know how the parents who are selecting a classical Magnet School wouldn't think that's a good name but let's verify it so so the question I have though is you know you're talking about just 22 people making this decision or is there an opportunity for people that have gone to that school that have input that care deeply about the roots of that school would they be able to voice their opinion yes the process would allow that in the community meeting at the end of the day we have to follow

149it is just to set the public hearing just I want to set that straight okay anyone wish to discuss this item yes okay Dr Jones um when we went over this in the workshop you know I had concerns about the green factors and not having having student achievement on there if you look back at the um achievement Gap oversight work group 2130 and compare it to this new one you know there are some changes to it that concern me and I understand it's going to public comment but I also believe that um you know when this was voted on in 22 with a 50 vote the main reason we voted for it is to say that whether we're on the board the superintendent is here that we will continue the work we won't put this
150geg work group achievement gap on a shelf we will continue that for our students and meant a lot to the NAACP it meant a lot to the judge in Miami um she said you're very unique in doing this because you will make sure you continue all for students and one of the main things I still have an issue with is on the old one it talks about sorry subgroups based on race and ethnicity in active measures shall be defined as is those which promote Equitable inclusive and supportive educational environments and in the board commitment here it does talk about a unitary school system active measures shall be defined as those which promote supportive educational environments that are free from discrimination as we all know starting with the uh the court order in 1967 with Sharpton
151vers in River County School District um there are a lot of needs and I know as someone who's been in this community for many many years we have really really really worked hard and we're continuing to work hard so I guess what I'm saying is that first of all Dr B thank you in your new um policy that you will still continue to meet with NAACP on quarterly basis because that is so very important so very important for if we're here or we're not here so um I just have a concern that the green factors I know what the superintendent is doing as far as achievement but the green factor is not having student achievement in it it bothers me a little bit and I just wanted to share that he anyone else Mr Zario
152yeah I I actually think that I mean the more I think about this I just think we need to get rid of the green factors it was never there before it was there's no need for it to be here now we already know the items that are in the The Joint plan that we have to work on I don't understand why we're complicating a policy um that really should should be very simple I know that I heard I know all of this other stuff but it's not a part of what we are dealing with right now in terms of this lawsuit we are dealing with our own you know items that we have to address and I just think we need to get rid of it so anyone else otherwise I think it's a great
153uh you know it's a nicely written policy Mr McDonald you're good I think I think it through um so to your point then what is the uh what is the the the benefit we see in including the green factors versus not uh after checking with our legal council the 2018 joint plan includes sections that are not typically set in precedent court cases as referenced by Green factors um the green factors listed in superintendent commitment section B were given to us at the advice of council um because those are in the last 3 to four cases unitary status cases he referenced these were the factors that were referenced citing the court case in the citation sounds it sounds like we're adding those in to add some some legal gravitas to the policy legal sufficiency okay done
154yep Dr jnes sorry and I understand about the green factors and I understand the court cases and so forth but um right now we are under the 2018 joint plan and in that joint plan it has all of the components and one of the components is student achievement now it doesn't say specifically you know you have to continue to hopefully um lessen that number I think the last time we looked at um with Dr MOA the workshop still 20 to 25 points basically in English and math so we are improving and we're improving more than we have with Dr Moore here but I just think even if we say the green factors here it's the 2018 joint plan that is the federal court order that we're dealing with so I don't think deleting that one
155part is going to do us any good when we go for unitary status we can say well the green factors don't include student achievement that's not who we are that's not what we want to do we want to make sure we are doing our best all day long and I'm telling you right now our schools our principes our District staff they are working their tails off or going to continue to work so that's the one issue I have but because Dr Moore is saying in his plan that he will work with the NAACP I'm very much in favor of that because the last plan crossed out the NAACP the last um proposal so I just asked the board to consider that I think it's important that we stick with what the court order is for
156us 2018 joint plan and that includes student achievement I agree are you suggesting would you like to amend that to add student achievement to that list of items no particularly or I don't know if that's what you're thinking um that could be a discussion with the board somehow we've got to have student achievement or or not list the green factors because I don't Dr Moore I'm sorry the green factors they would not usurp the 2018 joint plan student anyway am I correct for for the attorney I'm sorry can you ask your question again doc the green factors even if we put it in this policy that would not usurp the 2018 joint plan that was signed by the board in 2018 um obviously that we're still working on now that wouldn't usurp it or in
157a court case would we win because we didn't make St achievement or I just think we stick with the joint plan which includes student achievement we do and and you look at this superintendent commitment under a we were very strategic and looking at um engaging in the conversation and dialogue around uh all of the different subgroups referring back to our district strategic plan all of you know our district strategic plan is rooted in student achievement no I don't may I yeah go ahead yes so um go ahead Dr superintendent commitment uh subsection a I think is essentially student achievement um it's obviously a whole paragraph describing how we would go about that you know we're using evidence-based instructional strategies um we have accountability and we're looking across each subgroup um so this is student achievement
158subsection a is student achievement Dr Jones understood but when we add green factors as part of the new policy that does not include student achievement in the legal aspect but our 2018 joint plan does in fact it's the most important component so I understand the commitment I 100% understand the commitment and our superintendent updates us every quarter on how we're doing in all those areas but when we add green factor to the new policy that does not legally include student achievement Mr Rosario yeah um so I agree uh Dr Jones the items that the current work group are working on that are in the 2018 joint plan are mentoring of new teachers and instructional staff strategies uh for recruitment of African-American teachers representation of africanamerican teachers and instructional staff African-American student achievement resource allocation student
159assignments transportation and extracurricular or extracurriculars those items are not the same as what is included in the policy under the green factors so I do agree that if we're going to have a policy that is talking about um our joint plan and our commitment to the Joint plan or our commitment to reaching unitary status according to what is required of us within the The Joint plan it should just say the items that are required of us in the joint plan and not the green factors I mean this is something that I brought up at the workshop um I just don't think that we need it I just don't think we do I think we should just keep the um specific to just those sections that are in The Joint plan and make it simple and
160we just because it was recommended by the attorney doesn't mean that we have to adopt it it's not necessary anyone else okay I kind of like going with a attorney's recommendation you know they they've kind of passed the bar they know law you know I I I don't like veering away from what an attorney suggests that we do could we possibly add something somehow Dr Jones student achievement to this somewhere I think we can kind of come together on this you mean add it um because the green factors doesn't have it just add it somewhere well add it to be right after the green factors or before it because it's important you know monitor data to make recommendations to the board regarding the Constitutional obligation to eliminate vestages of dour segregation to the T pra
161practicable and oper I love lores lawyers speak in such interesting tongues um could we add and I'm going to defer to the attorney here could we add something that we can add to that sentence that would make student achievement first and then add to the green factors I I think you could and I think if you're doing I have both the policy 2130 up and policy 2750 up there might be a section in policy 2130 that you could add to 2750 okay but I haven't had the chance to really look at that and bring you a recommendation so I don't unless you want to look at it so could the board perhaps make a recommendation I'm not making the motion yet I'm just putting it out there that we make the a motion to um

169results in every category his vision and commitment to Excellence and Innovation is apparent here's the truth retaining top talent requires rewarding performance and while teachers and support staff also deserve adequate compensation Dr Moore has shown his commitment to improve it District salary salaries and I'm sure he will continue if if you fail to reward Dr Moore's highlevel performance here's what you're facing if he leaves one an expensive search process with significant monetary expenditures two having to offer his replacement the compensation salary you are questioning paying Dr Moore or even more attract someone else of Dr Moore's experience three a wasted learning curve for a new administrator with resulting achieve ment consequences for the past months we've heard Rumblings and seen social media posts of outside groups wanting to replace Dr Moore with one of their

173Middle School this year from 10: to 12: pm. um and we'll have our school choice te 10:00 a.m to 12: p.m. what did I say yeah okay okay yes not not midnight um 10:00 a.m. to 12: p.m. and we'll have our school teams there um you can stop by and meet the teams you could submit uh Choice applications right at the the school choice fair and we'll also have some of our um Community Partners um con ice I believe will be there and uh some chances for some snacks and fun family activities everything's free so just to be clear thank you for that information so just to be clear for the community who don't really know what that is they hear choice and they think you know what what is that um so just to
174be clear that is an opportunity for parents everywhere within our district within Indian River County to kind of walk around as our schools are showcasing their um their attractors what is attracted what is the attractor program for each and every school that would be showcased and then parents can walk around the reason why we do this is so that uh parents understand that you are not tied to your local zoned school if you choose if you live in the south county and you want to choose a school that's in the north side of the county you can choose that school you are not uh committed or you don't have to be committed to the school you know that's in your neighborhood or wherever you're your zone is um and that's why it's important for us
175to be able to push school choice um or to at least share the options with parents so parents can make that decision for their child um and that is from CA uh from kindergarten all the way through um high school that's our school choice the other thing um with regard to school choice um that I wanted to bring up is the new world's scholarship for parents um it is not it is a a an applications are being accepted now the new world scholarship uh if a parent is interested they can go to stepupforstudents.org it is a scholarship that is available for parents um from prek through grade five if your student has substantial deficiency in either reading or math if they exhibit characteristics of Dyslexia or discala if they've scored below a level three on
176the most recent Statewide standardized Ela or math assessment or for uh VPK students enrolled in the public school or private school programs exhibit a substantial deficiency in early literacy skills based on the most recent progress monitoring results um parents can apply for this scholarship to get the extra either tutoring services or any other services that is you know available and applicable through stepup um for their child so that that is available for parents if they're interested um and I wanted to mention that um as a followup to the school choice Fair the other thing um I went to the uh Vero Beach Powderpuff game um so much fun I just love it I actually got a little as I was watching it like where are the adults here and the adults just you know stood
177back and the students did all the coaching and um it was really wonderful to watch as the girls played football um I I also wanted to take an opportunity to um um offer my prayers and condolences to the families um both in Indian River obviously in Indian River and in the surrounding counties who were affected by the Tor by the tornadoes and the hurricanes and the hurricane um uh that obviously swept through our community um driving around and helping people uh it it really was just terrible it made me very very humble uh and grateful for the community that I live in because Indian River really stepped up in all ways um to provide and to help and to bring food or water or anything of of the sort so I you know I and
178we're still doing it um so I'm just incredibly grateful um for everyone here um I also want to uh thank everyone for putting together well for the video of course for parental rights mon um and for whatever is happening in the schools which we haven't received like an update on what individual schools are doing for parents um so I'm I'm looking forward to receiving that Dr Moore um just as a um a followup for you know well the month is still not over but um if you could provide that that would be awesome um but this was in this all of the recognition for parents is as a result is a result of a parents um uh rights month Proclamation that was uh supported by the board so I'm grateful for the support I'm glad

183very interested I know you've done a lot of hard work and Dr Moore has and and others on the team and and want to acknowledge that and thank you for that and um uh also I I did one item I didn't get a chance to speak to during the discussion but I just wanted to add Just one thought to Melissa berdick when she spoke on uh that Amendment four which does have some impacts ultimately to the school district and there are people who have all kinds of viewpoints on that I won't speak to any of those people from all spectrums have different viewpoints but I think it's worth right noting and understand understanding that the way that that amendment was written um it basically makes it illegal for the uh the the Florida state to
184take any other legal actions against anything that might not be intended from the original Law it basically says it's illegal to do anything if that passes it's illegal to do anything to fix something that was an oversight things like you not requiring doctors to to to do do those abortions and a lot of other things that may not be anticipated people not may not realize but you do what need to realize that that that Amendment as written eliminates the possibility of any legal fixes to it without an additional Constitutional Amendment so I think that's worth the community understanding regardless of what your opinion is on the underlying uh topic that you know what what's coming up there and I also I did want to as M Rosario mentioned just acknowledge um our sadness uh for
185what happened in in in ver Beach and IND River County and up and down the coast um my previous house was sort of in the center of the tornado and the house is still standing lost blot of trees everybody on that block had some significant damage um all around that area got damaged we on the way home from the hospital today I um had the chance to drive behind the uh uh Village Market um a friend of ours who who SP to right after that they were in their house and he jumped up and said to his wife something's wrong we got to run downstairs and as they're running downstairs their their um sliding glass doors exploded couple of minutes earlier a couple seconds earlier they would have but shredded um there are I'm sure
186a lot of stories like that I saw a house today that did not have any roof structure at all that was a couple blocks down just a lot of Destruction a lot of of um lives that were torn up we were blessed to only lose a tree limb or two so every time I see that I am grateful that it didn't happen to us but I'm also reminded of of U the tragedy these people have to deal with so I I just wanted I saw it today I wanted to reiterate that Dr Jones thank you to all people in our district who helped in shelters all of you principals District staff support custodian and maintenance I've done that about five times a lot of work and I appreciate all of you and thank you to
187the schools for being there for our students when they returned on that Monday our first day back I went to Beachin and gford they were the last two schools for electricity and what I saw them do the principal's checking on the families they knew who they needed to check on just through you know their contacts with parents so um and for getting the electricity on pretty late those schools were sanitized ready to go and they looked really really good again congratulations to principal of the Year Leticia WIIL Hart and AP of the Year Greg erens um I was there when we awarded those and it was a great great time it was really hard getting Mrs harded to the cafeteria she didn't want to go in she talked to me a little bit about that
188today she said I've got evaluations and the AP kind of had to force her but all of our principles thank you for what you do on a daily basis Trunk or Treat I agree but Dr war was quite windy that night but that prek and what Mrs flood does with our students in prek is absolutely wonderful I think prek at our elementary schools are great recruiting tools for our school system speaking of people stepping up um I was proud to be part of an activity in gford last Wednesday Thursday and Friday we served four to 500 meals that came from the Red Cross through Cracker Barrel uh lunch and dinner it was kind of like a drive through we would prepare them and so it was just so very much appreciated because a lot of
189our areas had issues but gford had some terrible flooding terrible and even last week some electricity was a back and I also volunteered at up against poverty one day last week and I saw the resources coming all together and that was sponsored by the United Way and then um Dr Moore and his team getting that information on our website for teachers or anybody who needed extra help whether it's through EAP or just flooding or paying rent I mean those people were there right away at up against poverty Crown Jew Festival was great we didn't have as many bands this year because they had to change the weekend because of the storm so but it was a wonderful night and Dr Moore is right the college fair very well attended and I really really like where
190it was being held and I think it's very very important when you look at the recognition for academically High performing School District very very challenging to get this obviously being in a school district and I think one thing Public Schools don't do enough is that we don't pat ourselves on the back enough we did a great job and everyone needs to Pat yourself on the back class size Financial audit academic with the a so congratulations I looked up our grants I think it's if I did it correctly $94,000 to our schools and District thank you so much through this year for Grants um and I just want to mention this because I saw several staff and District people we lost a really really um good man Eddie Hudson and he was principal of gford middle
1917 he taught at gford middle I'm sorry he taught at gford high school and then he had different organizations where he was in charge of but he was principal of gford middle 7 when I was principal gford middle 6 I just wanted to acknowledge Him for his dedication to this District he's most recent participation in the culture and climate team that Dr shafty um has coordinated and I was talking to Mr Green about this people like him and then of course his brother who we're going to recognize on Sunday they just don't make him like that anymore so that'll be a real loss um excited about um you know what we've done with Dr shafty in the classical school I think this is one of and I know Dr Moore said this from the very
192beginning this is one way to get our kids back into the system you know we've got to get out there there are vouchers you can go here you know schools are being built but you know all of that so maybe this will be a good way and I I think think it will be excellent to get some kids back into our school system which I I think is the best in the area and Dr Moore thank you so much and your team congratulations on your new amendment to your contract I just want you to know and I Pro I probably don't say it enough but I value you and your team very much and I recognize and appreciate your hard work thank you Dr PCA yeah I mean hurricane Milton I know we all probably
193are bringing it up but hurricane Milton was uh most of us probably expected it wasn't going to be much of a storm for us you know it's coming from the other coast by the time it gets us uh it really shouldn't be that high of a wind Force um but you know we it looks like we had about 40 tornadoes that touch down in the county um and instead of what we're used to maybe an fzero that's fleeting and doesn't really do much destruction that's very small um some of these were f2s or even f3s the one in South f uh PSL was over a mile wide um they lasted for a significant amount of time they were bigger they were stronger there was a lot of them um and I think you know a
194lot of us in Florida were used to those tornado warnings during hurricanes and it's a we call it alarm fatigue uh in the medical business because you're you hear alarms all day long and you don't always respond to the alarm the same way because you get used to it um but clearly we need to probably take these uh tornado warnings very seriously get into a safe structure don't be out and about um but I think the you know beyond obviously the destruction that we saw and unfortunately uh people obviously lost their lives and um I'm not sure what the exact count is um but I think it was maybe 20 or more even is is some of the numbers I heard from people um but you know beyond the devastation uh I think the Silver
195Lining was how people came together after the storm you know as soon as kind of the Wind past uh people are if they had communication they're trying to get a hold of their friends their families they're checking in to see um who's okay you know who who what's going on in your house were you flooded did you have a tornado um and then you know just doing debris cleanup and stuff some of the stuff I saw was just really nice you know Neighbors coming together that you know they live to next to each other for a year and a half and uh now they don't have a fence and theyve walked across each other's yards and they're chatting for the first time um and you know they're helping each other um they're sharing generators um
196and the way our town came together I think it's it's very noteworthy because in some places when you have a a big disaster like this and it was very significant um crime goes up and a lot of bad things happen here um we saw unity and people trying to help each other and I think that is unique uh we live in a great town we live in a great community and I think the the silver line is uh you know we we do have wonderful neighbors okay um couple things I I had a zonian planning meeting um but there was a hurricane coming so they canceled that um I went to the fsba leadership academy up in Fort Walton Beach which took two days to drive up there um it's interesting because the area has
197a lot of military and so there was a beautiful beach ball on top of the resort well it wasn't a beach ball underneath the beach ball it was sonar radar for the military planes that was buzzing the beach so it was quite an interesting thing with no internet and no Wireless spotty wireless service and little did I know that I would come back to that um because of the hurricane a couple days later so um it like you said it was amazing to see the Outreach and it's still continuing I was able to go down to Lakewood Park um which was one of my former schools and um donate to Lakewood Park church and they're still taking donations if you haven't been down there to see the devastation it's it's pretty incredible um the other
198place I went to is up Center as well and I got to clean the entire seral aisle and that was a lot of fun so Beachland and Indian River Academy I got to walk those campuses on Monday morning and Monday um mid morning to just kind of look at the devast station and I got to give a shout out to ver Beach police and and I actually called the police chief Curry because um what I noticed was when I walked the outside of the campus I noticed where the trees had taken down the fencing and so we had this temporary orange netting up that's not going to keep away everybody right um but what I saw that would impressed me was that they had Vero Beach police cars at every one of those areas that
199had been breached and so they were sitting there with police officers and they're monitoring our schools and so I thanked him on behalf of the board and said you know that was really impressive to see that happen so I appreciated that um I was amazed at how those schools looked on Monday kudos to that team that works so hard over the weekend to get everything cleaned up because it did not look like that in pictures before that of course I couldn't get over to the beach because I don't live over there but um I saw the pictures um the principal of the year and assistant principal of the year that was was phenomenal to get to go and celebrate them and they both were so surprised it was really cool I encourage all board members
200to please be at the Teacher of the Year celebrations and surprises because it's so much fun to do um you're the what do they call that surprise oh we're not getting we're not going on the bus no no I know the bus but the surprise what do they call that when they go to the surprise Patrol it was a lot of fun um Datacom visitor you had dat to come and you had a visitor there that came to me the other day you didn't know this I guess and said wow am I impressed I am impressed with Dr Moore I'm impressed with his team I'm impressed with those principles and uh he he was just wowed by what you do at dataon um Crown Jewel I wish I could have gone I wound up having
201surgery so um you're both excused thank you I'd rather have been there uh school choice Fair coming up thank you for mentioning that my grandson went last year and um kind of perused as a four-year-old this year he just turned five so we're all excited about what school he might choose to go to because he was all excited about the robots so we'll see what happens there and community outreach Outreach just it was it was incredible but one of that the Outreach things that I got to say is about uh Eddie Hudson's wake and how many people surrounded edua and gave her the love and support that she really needed I wish I could have gone back Saturday again surgery so um it was it was impressive though to see somebody celebrated so well that
202um not only meant a lot to the Gord Community but meant a lot to our school community and to see School District employees there one after another after another celebrating this man and what he's done and just so you know he was at our last board meeting and spoke and so um that was impressive that he came and uh obviously he was in in a frail condition when he came and spoke so I appreciated him coming and speaking that night all right superintendent's closing uh very brief just uh thank you board for your your trust and support in me and I cannot say it enough can't none of that's happening without the team that's sitting here in front of you so they are true white hat wear and warriors thank you all right and with
