to start this evening okay the microphone checker all right i like it i like it um so first i'd like to thank all the teachers or the nurses across our school district i know from last friday until tomorrow will be the national nurses week so i definitely all the teachers in our district definitely are well appreciated for taking care of our kids also this month is mental health awareness month i would like to say that it should be 12 months out of the year not just one month but it is nice that we can dedicate you know a month to mental health um i know that there are some somethings one of the biggest questions i'm asked a lot of times is what's the difference between mental health and behavioral health and so i'd like

to just clarify that if that's okay that mental health refers to a person's emotional social and psychological wellness it affects how we think and feel how we act how we relate to others or handle stress mental health is important from childhood through adulthood whereas behavioral health relates to the connection between your behavior and the health of your mind body and spirit it is the way your habits affect your mental health and physical health and wellness the mental health model includes medication management which is one of the big difference between mental health and behavioral health whereas for behavioral health medication behavior health interventions is the first line of intervention so right now as the paradigm in health care has changed from quality of life to quantity of life we are really focused on a multi-dimensional concept

which is called health-related quality of life where that includes domains related to physical mental emotional and social functioning and so what we're seeing across the board whether it's schools uh whether it's even government just pretty much every system is we're starting to focus on uh overall health related quality of life and so it's that integration of care whereas before it was mental health happens over here and this is the school district and but now we got to meet the kids where they are and so we're seeing a lot more mental health behavioral health services within the school districts and and with the counselors and providing that support and also working with outside communities providers so it's really good to see our school district growing and and really looking at this and helping to advance our

mental behavioral health for our students so thank you all right thank you dr miller mrs anderson okay so um you know i've always said i love this time of year because we're finally able to celebrate in person we kind of missed out on 2020 and a little bit in 2021 so this time this year i'm trying to get to as many functions and schools and and try to see as many students as i can and celebrate their journey so you know i had the opportunity to attend the senior awards night and you know our students do phenomenal work and the amount of scholarships that we have been able to or our students and their families have been able to attain is over 16 million dollars and that's not chump change and that truly is beneficial

to furthering their plans and our future leaders that hopefully they'll bring that knowledge back um and turn maricopa into an even better community so i look forward to seeing what they do there but i i loved attending with dr lopman it's always a joy to see them walk across the stage and collect their checks so that i did that it was a great um and i wanted to give a little shout out to our police department for the escort for special olympics um not many cities do that and so you know i know we had one of our one of our students who missed the bus and the police officer turned around went and picked him up and brought him back to the bus so this student instead of missing out on an important occasion

in their life the police officer took it upon himself to give that student a special escort because we know mornings can go can be rough we've all been there so i just you know i appreciate what they do for our district they do a lot of things that go unnoticed but i do think our police department um more and more works hand in hand with us um and is true a true partner in the success of our students so i wanted to give them a shout out and then today i had the fantastic opportunity to speak to our air force junior rotc classes so i spoke to six classes about leadership and how did i end up where i am which is i always question myself with that but i love what i do i

love my school district i love my community and it was such an honor to be able to be asked to come and speak again to our future leaders and some of the questions they asked you know how do i balance life and profession how do i you know how do i make time for everything um what led you to end up doing you know this gig so they were great questions you know you could see the wheels turning in their eyes even though some of them may have been afraid to ask questions um but it was uh it was a joy to get to spend the day with them and be able to be a part of their life even for that small window of time so i love doing stuff like that so it's

it's just an honor to be able to share and listen to what our students have to say because they have some great great stories and they've come a long way they've all got different experiences and i'm proud of the fact that they're able to share those experiences and learn and again bring it back to our community so i was able to do that and then i look forward on friday to visiting several schools and then next week also stepping into some classrooms and visiting schools there as well so i'm just excited to be back in the schools and share time with our students so i just you know like i say it's i'm glad we're able to do things in person um and see the joy on people's faces uh and and be able to

share that interaction so that's my uh my in a nutshell that's it so thanks very good thank you mrs anderson uh let's see here last night i was able to attend part of the desert wind middle school talent show that was uh that was fun there was a lot more kids there than i was anticipating i have to say that so um and then the last week i also attended the underclassmen awards at mhs and i'm just blown away continually by the number of our students that are that strive to get the awards um when when i got the program the i don't remember what the three levels were off and i should have grabbed it before i left home but i believe that it was excellence was that was the top level and that

filled up on one whole page between the three grades that were celebrated uh there was two other categories and they were kind of broken up on the back um but that excellence is the highest level you know of gpa 3.8 or to 4.0 or you know whatever i don't remember what it is offhand but um but to have that many kids in that category our teachers our staff that's because you guys parents that's because you uh students that's a lot of hard work too i know it is i get it um so congratulations you know we're almost here at the end of the year our next meeting is going to be on uh summer break um and uh that's when you know re-gearing for for next year um and i can tell you that summer

summer break for our students definitely isn't summer break for a lot of the staff uh going uh going uh 100 miles an hour to uh to get ready for next year so uh students parents staff i want to thank you for uh for a great year and as we come back in next year we'll make it even better we'll top the 16 million dollars i'm sure in scholarships that's been growing every year so that's that's all i have for this evening uh on to item number four call to the public and we have uh one card here this evening board members main of members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ars 38-431-01 h action taken as a result of public comment will be

limited to directing staff to study the matter responding to any criticism or scheduling the matter for a future agenda agenda and we uh we request that all comments be limited to three minutes or less and that the public refrain from the use of speech or language that is offensive or inappropriate for student pursuant to board policy kfn and please state your name um and uh if your address if you choose i don't think this individual will and that's fine kristin mcmullen hi dr lopman and members of the board my name is kristen mcmullen i'm really nervous i'm sorry and i'm a district parent and a teacher i'm here tonight to celebrate the contributions that dr murray siegel has made to butterfield for the past seven years murray siegel has sorry conducted an advanced math class

for fourth and fifth graders at butterfield dr siwa comes with a complete syllabus of math concepts on fifth sixth seventh and eighth grade levels everything is earned in his class nothing is given to the students and he pushes the kids sorry beyond what they thought they could ever do the students walk away having been exposed to higher levels of math and go on and gaining confidence in themselves because they can do they realize they can do things they never thought they could this is all voluntary which just goes to show you what an asset murray has been to our school we'll miss at dr siegel because he said he's retiring on friday for the third time and um and his bell that he rings to gather the children um but we're so grateful for the

time that we've had with him so thank you very much all right thank you uh moving on to item number five uh 5a retiree recognition dr lopman thank you president owens uh at this time i'm sorry vice president owens um at this time uh we're gonna move down here so that we can personally congratulate our retirees good evening everyone tonight we are privileged to pay tribute to some very important people who've dedicated many years of service to the students in maricopa unified school district all of our employees play an important role in the success of our district and truly touch the lives of children tonight we're proud to honor a wonderful group of retirees including musd support staff teachers and administrators we bear an enormous responsibility to ensure our students receive a meaningful and dynamic

butte elementary school mrs allison will highlight how thinking maps are helping students to organize thoughts think critically and problem solve welcome ms allison thank you good evening vice president owens members of the board dr lopman my name is elizabeth allison principal of pima butte elementary and tonight i will be presenting on our use of thinking maps to accelerate student learning this presentation aligns to musd strategic plan our strategic goal number one every student graduates prepared to create innovate lead and succeed strategy b to engage all students in a full continuum of services to elevate academic achievement and close achievement gaps among subgroups of learners thinking maps was introduced in maricopa unified school district in 2013. during this time we developed a trainers of trainers model to support the longevity of the program in making us

a thinking maps district all new staff including administration new to musd continue to be trained annually on the implementation of thinking maps the benefits of thinking maps are outlined in this circle map above thinking maps provide a distinct visual pattern for that calibrate to the eight cognitive skills used in thinking maps these eight cognitive skills can be applied in all content areas to support the critical thinking problem solving and comprehension all maps can be used by staff and or students depending on the skill or the need of the student in addition these maps can also be used in combination to enhance the critical and creative thinking according to an independent study performed in 2019 schools using thinking maps were two times more likely to surpass average district growth rates in reading and 2.7 percent seven

times more likely in math as mentioned previously thinking maps focuses on eight cognitive structures each structure is organized through the use of a specific map for example students working to identify subparts of a physical object may utilize a brace map to organize their thoughts another example may be that students use a multi-flow map to examine the cause and effect relationship within an event thinking maps helps students to organize their thoughts and ideas through brainstorming and organized and predictable structures these examples here in the upper left picture is an example of fifth grade students using the tree map to facilitate the organization of a topic within their state research projects whereas below mrs mcmurtry a kindergarten teacher is using a circle map whole group to brainstorm words around the letter focus of the day thinking maps

also provides students opportunities to dig a little deeper and critically analyze concepts fourth grade teacher mrs jacobs is using a bubble map to help students describe the qualities specific to homophones directly next to that picture miss rastad's second grade class is evaluating the concepts of force using a tree map to classify its quantities qualities and identify examples not only can thinking maps be used in all academic content areas they are also a good support for teaching social emotional skills including conflict resolution decision making and identifying predictable structure predictable outcomes multi-flow maps can be a great visual tool to examine predictable outcomes for students struggling to make appropriate social choices whereas a double bubble map may just be the perfect structure to provide students the opportunity to compare and contrast such choices regardless of the context

or concepts being examined thinking maps provides these provides predictable visual structures for all students to organize and analyze their ideas and their thoughts here's what some of our staff and students had to say about thinking maps miss poole our k5 resource teacher noted that these maps helped to empower students causing them to pause expand and organize their thoughts miss c a fifth grade teacher stated that the maps help her as a teacher to provide the structures to help students organize their ideas in first grade ms boylan noted that thinking maps help her students to break down ideas making larger tasks more manageable let's listen to a first grade student's perspective what is your favorite map a full map too the thing that you do with the flow map and what we do at times in

a class is when we're like doing a story and after the story sometimes we do flow map sometimes we don't um and we what do you do with the flow map what do you with the story first like write a part of the story that first part um once we're done that box we put a box here we've once we've done that words we put a box we're gonna put an arrow and then we do the next part we keep on we are very proud of the work our students and our staff are doing to support student achievement through the use of thinking maps within all content areas within our site that concludes my presentation at this time i'd like to open it up to any questions so i just wanted to thank you for

your presentation and your time i think it's an excellent program uh my first question um is this part of the pbis or is this separate from the positive behavioral intervention is that part of that program the thinking maps is that connected to that or is that something separate no they're they're separate but a lot of pieces integrate together so sometimes when we're having conversations with students with it whether it's a tier two kiddo or or even within our tier one we use those organizational structures to help maybe facilitate some of those conversations okay and then one on the uh say conflict resolution for example now is that just teaching like conflict resolution skills or is that ever utilized like say i don't know if you want to call it restorative justice or any type of

a conflict is that peace used in that or is it just taught separately of just these are conflict resolution skills so it kind of it can be used in both um so the purpose behind the thinking maps is it provides students with the structures to use and they're predictable and they're used over time so that you can utilize those maps to help organize their thoughts and so sometimes we use those in those restorative conversations to organize their thoughts and organize those conversations throughout that yes so basically we're teaching emotional intelligence how to resolve those things so i i first want to say as a board member but as a parent walking through the halls in some of our schools the writing skills of our students have increased they're able even at a young age to

put together sentences based on a thinking map even if sometimes the story is just told with pictures they're still able to put thoughts together that are cohesive and have a beginning a middle and an end so i i love the program and i will say you know my younger son who's a student at nau has used it in his writing classes and um his profe his professors continually ask him where did you learn to write like this so i have seen firsthand how this program works and how it empowers our students to get their thoughts out of their head i know they it's like pulling teeth to get them to do it at first but once they get used to it it becomes a habit and it truly is helpful putting their thoughts onto paper

so i am i'm glad we still teach it i'm glad that we're using it more and that our staff is continuously updating their skills in this program so thank you i love seeing what our what our staff and students are doing so i appreciate that thank you you know i haven't had a lot of exposure to thinking maps but i can tell you that there's a lot of adults that could use some elementary education and some some pretty simple stuff here so uh you know i just saw the one that you had on there on problem solving so um hey that just you know that just kind of came to mind i love uh you know love seeing about different um uh things that we're doing as a district um we've got a high schooler

sitting over here do you guys still see this stuff do you guys use that stuff yeah sweet great to know all right thank you miss allison thank you all right thank you we're on to item uh work study musd career and technical education cte programs ms redner we looks like we got the whole crew here this evening i think miss redner is gonna was there an introduction good perfect good evening vice president owens member of the governing board dr lopman and guests tonight we are providing an update on our career and technical education program our career and technical education cte programs align to our musd strategic plan goal one every student has access to an equity in excellent educational services resources and programs strategy c provide multiple paths to graduation to meet the diverse needs

of all students i'd like to introduce dr emily maxwell assistant principal and cte director at maricopa high school [Applause] good evening maybe oh it went too far there we go all right good evening i'm honored to present about career technical education this evening it is such an exciting time for cte we are growing leaps and bounds cte includes rigorous programs of study that provides students with academic and technical skills students participate in relevant curriculum through hands-on experiences cte prepares learners for real-world experiences by introducing them to workplace competencies they gain the knowledge and training to succeed in future careers students are prepared for their future because of our passionate cte teachers this slide highlights what cte means to our teachers you will notice many similarities between the previous slide cte allows students to gain real

world skills that they can apply immediately the students are enrolled in courses that reflect their interests not only do they enjoy the programs but they develop many technical and life skills the video on the next slide features the real world experience gained by one of our students he gained an or he designed and edited this video as a tool for counselors to recruit students each of our programs has a promotional video the first part of the video promotes all of our programs not only do we have amazing programs but there are numerous benefits to cte participation at the high school level research has found that those who participate in cte have higher graduation rates better student engagement and deeper community ties 99 percent of arizona cte concentrators those who complete the program graduate from high

school also 78 of cte concentrators enroll in post-secondary education full-time within two years of graduation when the teachers are asked about the benefits ellie krigbaum our ed professions teacher said it best we get to be a part of their high school journey but we get to also be a part of their career another part of preparing students for their career is participation in the technical skills assessment when a student reaches the upper levels of the class they take this assessment it is a hundred question test to assess their knowledge of skills needed to successfully enter the workforce for example in automotive technology one of the standards is shop and safety tasks another example for digital photography is knowing how to manage photographic equipment and software as you can see we have several programs that outpace

the state average not only do we have assessments but we also have many industry professionals share their experience and knowledge several musd board members and dr lopen have been featured as experts in their field other professionals include vice mayor vince manfredi and scott manchester mr manchester works at microsoft as the windows 365 director he spoke with students in the computer maintenance and networking program when students showcase their work for him he said most would be offered a job on the spot with the knowledge and experience they have cte allows students to make thoughtful informed choices about their careers as students are more purposeful and thoughtful about their career they begin to explore options twice a year we invite trade schools colleges military recruiters and universities to showcase their programs as part of our career expos

consisted of teachers parents and administrators that committee created a rubric that would be used to assess vendor-submitted materials to determine which met the needs of the district we had 10 vendors submit materials for review the committee scored all of the materials using the rubric and identified the top two vendors to move forward with from there both vendors gave presentations to teachers on two separate dates both of these presentations were advertised as public meetings so that parents and stakeholders could attend and view as well feedback from parents and teachers was gathered and the committee came to consensus to make the recommendation to adopt mcgraw-hill for k-12 social studies mcgraw-hill does not carry psychology and sociology text so sava's learning company was recommended for those titles only we currently work with both companies as mcgraw-hill is the

publisher of our english language arts curriculum and saava's learning company is the publisher of our math and science curriculum tonight in the audience and joining us we have a representative from mcgraw-hill miss carrie guy and a representative from savas learning company ms jane furbacher could you please stand thank you both for your support of our curriculum and our implementation of the curriculum as stated before we had a committee with representation from every grade level and every school the committee included teachers parents and administrators members of the committee are present tonight please stand if you are here i just want to say personally thank you so much to the committee because it was a lot of work to go through 10 vendors and score them on a very arduous rubric and it took some time and

and they took it very seriously to make sure that we get a good curriculum for our students so thank you again committee mcgraw-hill was chosen by the committee for many reasons among them are the curriculum reaches all levels of learners on-level intervention extension and english language learners it also also offers a wide variety of differentiated support and it makes history relevant for every student in terms of what is included in this adoption package k5 will have hard copies consumables research resources and electronic access for all students grades 6 through 12 will have class sets of hard copies and each student will have online access to complete text and resources ap students will have a hard copy class set consumable test prep books for every student and online access to text for each student professional development

will include a total of 46 professional development days combined from both companies spread out through the life of the adoption that professional development will include training for administrators and academic coaches initial training for teachers and then deeper dive trainings for teachers as they learn to use the curriculum the adoption of both print and electronic resources allows for teachers and students to teach and learn using different modalities including virtual and printed copies of materials these curriculum materials will allow for a balance of both all teachers who teach social studies have the opportunity to provide feedback here is a sample of what was said about mcgraw-hill third grade liked the focus on arizona standards teachers liked that there were different reading levels they liked the pictures and news stories that were grade level appropriate and they felt

it had great electronic value and that it aligns with our population and our current ela curriculum and that it would easily be easy to integrate this year we also had some great parent feedback that feedback included comments about how mcgraw-hill alliance with the reading program and was interactive and deep diving with positive insight and a fresh look they also said the curriculum draws the kids in and they like the overall appearance and felt this curriculum was the best fit the social studies adoption committee recommends that the maricopa unified school district governing board award rfp number 22-104-01 for the adoption and purchase of comprehensive social studies materials to mcgraw-hill to support instruction of social studies standards at a cost of 436 dollars and 37 cents for six years beginning in the 22-20 school year additionally the

committee recommends the adoption and purchase of comprehensive high school psychology and sociology materials to saavis learning company to support instruction at a cost of 57 hundred and eighty four dollars and seventy eight cents for six years beginning in the twenty two twenty three school year combined the total cost with both companies is nine hundred and thirty five thousand four hundred and twenty one dollars and fifteen cents and with that i will take any questions i do have questions i am excited i am thrilled that we've been able to keep to our path of adopting new curriculum because our teachers and our students deserve it so i'm i'm grateful that we've been able to allocate the funds to be able to for all these adoptions and i know we're going to keep on this rotating schedule

which i'm excited to see that in place now so thank you i also know that this was a very tight timeline so thank you because i think it's going to be extremely helpful to get this in the hands of teachers to look at it and study it and at least be ready for the first month of school so thank you for that dedication and for loving our district so much to put that time in i know as a teacher it's hard especially when you also volunteer for hundreds of other committees so i i appreciate that and my question is are these two curriculum programs how are they going to interface with our current i.t um programs that we have with our other curriculums great question we currently already have both platforms going in the district

again the saavis company is our math and science and that runs through a platform that's already integrated in with our district technology and does nightly uploads of students and so forth and same thing since mcgraw-hill is our current provider for english language arts again it's a platform that okay our teachers are familiar with our technology department's familiar with and again it does nightly uploads and integration with google and so forth great so that's that was i was a concern because i know we've had curriculum in the past that we bought it and put it in and then it's like oh it doesn't work with our system so thank you for looking into that and making sure that was a critical piece um my my next question is um you talked about consumables how will those

be replaced each year and is that included in the price or is that as needed how is that how does that work so for any grade levels where we are receiving consumables that is a yearly um restock and it's part of the cost of you don't keep paying for it it's part of the whole adoption just like our other adoptions which i'm glad you brought up because okay so no i because we need that i mean again i've heard nightmare stories um and so thank you for addressing that and those are my questions so i appreciate um putting it in the hands of our teachers i know we haven't approved it yet but i'm excited that we are at this stage so thank you thank you great to see you again mr watson um the

the current curriculum um i know that you know we're on the schedule like ms sanderson said i don't remember how old the our existing curriculum is can can you remind me of that it's over 14 years old all right great yeah teachers can so it'll be it'll be great to uh to get something that's uh uh up to current standards and and i want to echo mrs anderson that uh you know thank you to all of our uh the representatives that uh dug through this uh hours and hours and hours i i we really appreciate that um so thank you thank you so i also want to say thank you for your time and also the committee's time i know it's a lot of hard work to go through everything and as you know i'm

new to the board just go around and so i haven't very limited well i have had very limited experience going through the curriculum and so since i've been on the board there's this question has come up to for me from people in the community and one of the questions that there that's been wondering is in terms of the curriculum and is there any type of specialized theories that's in place in this specifically like critical race theory that's implanted in into the um social study curriculum great question critical race theory is not in the curriculum that we have adopted it was something that we asked about um prior to selecting the curriculum that we did it aligns with our current state standards and if you've looked at our current state standards our current state standards do

not include critical race theory that was my understanding i just wanted to make sure so i give people right information i appreciate your time all right thank you mr watson thank you all right moving on to item number seven consent agenda motion to approve as written now second we have a motion in a second lisa gary miller aye tori anderson aye ben owens aye consent agenda is approved item 8a discussion and possible approval of the personnel schedule mr beck thank you vice president owens members of the board dr lohman i'd like to first start out by introducing a couple of special people in our audience tonight i've been practicing this name for hours lindsay stoller slover is in our audience tonight she is our recommendation for assuming the role of exceptional student services director you

can clap additionally we have jason woods here tonight uh he's uh the bar has been set pretty high with suzette 35 years so we're expecting to be around here for 35 years from now so thank you very busy personnel schedule this time of the year lots of things going on preparation for next year as well as preparation for the summer we've discussed this a little bit but if you have any questions i'd be more than willing to address them at this point in time of course i have questions sure just because i like to make the meeting last all night i love where i am right now and it's like i want to spend all the time with you guys uh okay so questions are positions 21 through 24 can you explain what the vision

budget comment means in the side thank you thank you member anderson i appreciate that uh each year our principals are given a discretionary budget that aligns to the vision that they have for their programs and so we have been entertaining conversations uh mrs redner has been facilitating that mr harmon has also been involved in that we've been working through with this with each of the principals and uh these positions were part of their ask for next year so we're seeing that they're asking for professional staff to come in and to assist with math and reading intervention so we're very excited about those additionally we have two positions from the high school that we're adding due to student enrollment nice so i'm just glad to see it first of all i'm glad to see the vision

budgets in the hands of our principals so they can address the needs of their community their little so and i'm glad to see them being used for our student achievement process so that's great and then my next question is um numbers 54 through 57 i just want you to brag a little bit about these hires i i i know the reason but i want you to share and brag about uh how we grow our own this is just oh you're such a passion for ours to be able to see people moving through the ranks from classified staff into professional staff from professional staff into our administrators we have a good process here that allows people to uh to grow uh to be more than maybe what they even envisioned themselves being at times so this

we have two pair professionals that are moving into teaching roles this year very excited about that that's very exciting so i just wanted to brag thank you that we're able to work with our staff and help them meet there so thank you uh mr beckett so like you said it's that time of year where you know we've got people coming in people retiring we celebrated a number of retirements here this evening um you know we're always wondering about your thoughts going into next year we're what two three months away three months away from school starting how are you feeling at this point mr beckham we're working on it i kind of kind of like my waistline you know just good work in progress we're we are cautiously optimistic you know our principals are working very

diligently to fill those openings um v8 we're in a buyer's market out there for staff members too i'm sure you've been probably seeing some of the headlines about the labor market in general we have an excess of unemployed people excuse me excess of jobs compared to the number of people we have even unemployed it's just really tough we've been really fortunate in being able to use our foreign national teachers to fill many of those gaps but we're still in the process we we have about i think 25 gen ed positions we still need to fill and again various stages of of hiring and interviewing with that that process we're working on some administrative placements we have some interviews tomorrow for those roles so uh yes we're working on it so all right great i know

that you've got a you got a great team that's working with you and and uh you acknowledge our principles as well and and they're very they're they're a huge component to that entire process uh thank you to uh to them and you and your team as well uh if there's no other questions i'll make the motion to approve the personal schedule as written i'll second we have a motion in a second lisa gary miller hi tori anderson ben owens hi personal schedule is approved thank you thank you mr beckett and congratulations to our new employees all right we're on to item eight b discussion and possible approval of the fiscal year 22 may budget revision mr harmon all right thank you dr loveman and governing board it's the time of year to do our final

budget revision i know each of you have had a chance to kind of review that um only thing worth noting is that our adm projection was really close to the mark um we grew by almost 450 we're about 30 off of our adoption but we're happy to report this revision went went smoothly and it's our final revision of the year if there's no questions we seek your approval tonight i don't have any questions um i'm glad we were so close on the projection so we didn't have to overspend i'm just if if there's no other discussion or questions i make the 21 22 fiscal year budget and i'll second we have a motion in a second lisa gary miller hi tori anderson hi ben owens hi it is approved thank you mr harman hc discussion

possible approval of the social studies curriculum adoption and we just heard from uh mr watson um on that i don't know if there's no questions um i make a motion we approve the adoption of the social studies curriculum i'll second lisa we have motion in a second gary miller hi tori anderson hi ben owens hi very good approved for the new curriculum and again thank you to the uh to our uh committee that that uh put in so much time into that all right we're on to item 8d discussion and possible approval of the submission of proposed ideas for consideration for the 23 political agenda this is through aspa dr lopin well vice president owens i'm simply going to tee this up right back to you because this is for the governing board's consideration the

documents are contained in board docs and if you are prepared to adopt or make other considerations obviously i remain at your service and and information in whatever way is possible when do you know when this has to be in lisa do you know when this has to be yeah except for that i don't know that i know that the proposed items are due may 23rd okay but those are just ones that we want to propose yeah and we don't meet again until july 11. we've got a we've got a june oh june sorry but but we have to have the if we're going to change anything we have to have those changes in by the end of may okay um i just feel like without a full board and have full uh perception um and

opinions i'm not ready to make a decision tonight until all the board has a time to comment so i don't know if we could do a special zoom board meeting or something to get the timeline in we'll have to check on that but that would be my suggestion is to postpone it until the next board meeting which is june 15th or do a special meeting a real quick one electronically through zoom i don't know if that's possible because i do have suggestions that i would like the board to consider being a part of this original document i think that it is time to update and change a few things so i just like to point out a couple of items that i would like and maybe the other board members to consider to change one

of them is the very first one under adequately fund district schools to at least the national median per pupil funding i want us to look at the very first item best state funding for nationally and locally competitive salaries to attract recruit and retain talented teachers and staff and support support for the teachers academy and efforts to increase the diversity of student workforce to fill positions so i just think that that first of all is too long i would like yes either shorten it or get rid of it because i just don't think that are going to be able to achieve achieve legislatively uh it's been a conversation for the last 20 years and um i i'm just i just want you to think about is there a better way to word that if we shorten

it and propose that is revise the school finance formula and just want you to take a look at that because again i think it's too long and i know we had a couple of representatives who were trying to completely change the funding formula without any data and wanting to put it in place immediately so i think that we need to be very critical and careful when we're asking for our funding formula to be changed um it's a long process but i think that those goals are there's there's too many i think we need to narrow it down on what's the simplest piece that we can accomplish in the shortest amount of time that that our legislators can focus on because that's too much the other one that i'd recommend keep and get rid of some

of the other stuff that's in there but eliminate unfounded unfunded mandates and administrative burdens and i think that that could free up dollars to put back in the classroom and to put back on our staff so i i am very a proponent of keeping that one and recommending that that be almost the only one that's on there so um there's that and then under the next section which will control i think that we need to continue with the fourth bullet point that says oppose legislative intrusion on school and site budgeting decisions and again i think that we need to be a little bit highlight that a little more as there was legislation this session where our senators and legislators wanted to take our local school board control away and they wanted to make all the

education decisions from the capital not even stepping foot in our classrooms so that concerns me and i really would like us to pick that fight and kind of let some of the other things go because i am a proponent of local control and i think that you need to be in our classrooms to know what we need so i want to want you to look at that i want some of that local control jargon to go away so i just would like to delete some of that the next section which is improve outcomes for all students i want would like to recommend that we have we delete let's see one two three four five six the seventh bullet point which in this item it says state standardized testing shall not be used for any purpose

other than a year over year measurement of student growth in the tested subject rethink and redefine the role and purpose of standardized testing and develop meaningful assessments and other measurable outcomes while i am in favor of getting rid of state testing and not using it as a punishment to our teachers i think that um with the representatives we have in office right now i don't think that that's achievable and maybe it needs to be worded differently so it's a simple bullet point again i think for our representatives it's too much and they're not going to handle it so there's got to be a better way to be able to get to maintain our local control and leave it to the boards and the school districts to decide what standardized testing they want to use based

on their population and then the last one is require public accountability for taxpayer dollar spending on education as we know many of our charter schools and private schools while they receive state funding they do not have to follow the mandates that that attached that are attached to that tax and i just want to see it equalize that if you receive state funding you also have to apply and use the same rules that we have to use so i just want to make sure that we we keep that one and that we really really push on the established financial academic transparency for all institutions and individuals that accept public funds and then we need to focus on having the attorney general redo their audits so that the figures fully reflect all the dollars that go into

the classroom it's not just teacher pay it's not just classroom it's also all the support staff the janitors the security system it's everything and so i want to see that stay in there so those are just some things that i would like the board to look at and maybe give the feedback to dr lopman and we can take a vote electronically and get it online and get it done by the 23rd okay um those are just suggestions if if nobody has time to look at it then i guess we just approve it as is as written without any suggestions um i just you know it's it's a tough battle but it's it's a long battle and it's it's going to continue to evolve but unless you have any other ideas i would like to see

us postpone this decision until may 22nd i mean it's like in what next week we'll figure it out but that would be well is to postpone it until the other board members have a chance to look at it you know i'm just kind of looking through this and i know that there's other states that are have a similar uh budget surplus as arizona does and they're really uh pushing the legislatures to take some of that access and fully or get closer to funding our iss or a special needs population uh and really trying to help those uh those kids so uh just looking through here i don't see anything you know about that on here that's addressed under the very first one where it says adequately and equitably fund district schools um part of it

is it's covered under the eliminate unfunded mandates and administrative burdens so that was the intent was to fully fund at the federal level our special education programs when the original agreement was written the federal government said they were going to fund it what 55 percent or something and then schools had to pick up the difference well our district only receives about 17 percent so locally we have to pick up the difference instead of the federal government so um it's it's time for the federal government to follow through with what they're supposed to do and that i know that that is one thing we continuously talk about at the capitol is either undo the mandates or fully funded as it was written so they really are not in compliance um so yes it's a huge concern

and that was kind of the discussion around that piece gotcha you've been part of this in the past you're crafting uh some of this did did this expand this year because i thought that you know it was short in the past it was down to about four bullet points on each one yeah and it was really quick and easy right yeah well everything should be written so when you step in an elevator with a representative or a senator you're able to give it elevator speech you're able to touch the four bullet points and get them on your side um over the years with me not being involved it's everybody wants to get their hand in it and each district instead of looking at the bigger picture for arizona they're only looking at their district needs

and so a lot of it has been construed and kind of put in in there that in my opinion doesn't need to be in there that's why i think a lot of this should be deleted and like i said i think there's a lot of wordsmithing that could go on yeah um we've got some really great teachers and students here that are crazy smart yeah i'll think enough that's a great idea get our kindergarten students down there the map the thinking map yeah right so those are my suggestions um if if you wanna as is tonight the three of us um i'm fine with that but i would wanna make sure that the other board members are on board and that they're aware of what's happening uh i don't know when president downey comes back

or because he's on vacation from my understanding um so i guess i'm okay tabling this and then dr lopin if you want to have a conversation with him uh you know to see what uh what his thoughts are on that right what do you think mr miller dr miller i believe that tabling it would be good i know i've been part of the process before and i know it can be very enduring and when i know i opened up this document and saw the words and stuff it like almost had a panic attack so um i was very disappointed that it's gotten this long again i knew tori wasn't involved so miss somebody missed important anderson so because you're very precise am i correct we were not involved at the uh okay yeah national level

just yeah you know the way we're going to change things is to do it at the federal legislative level um and then at our state legislative level so we've got to elect first of all people who are passionate about education um and who will take the time to the schools so you know that's our job as elected officials and as as citizens voting citizens to make sure that we do our research uh so yes i i just think that the shorter and the concise um and the broad strokes are much better in your elevator speech than trying to pull out a three-page document because then they just gloss over so yeah it was down to one page [Laughter] and you know again it's a matter of districts trying to get all of their little nikki

picky things put in there instead of addressing the state issues so anyway that's my my five cents worth gotcha all right um so doing emotion to postpone yeah i do so i make a motion we postpone until uh may 23rd so that gives us what a week or right i don't know that we want to set it a specific date on that just depending on when yeah president downey's available when right um you know when uh ms noor is available that kind of thing as well so i'll amend my motion and say we postpone this for a future agenda item how's that yeah okay now second in that motion we have a motion in a second lisa gary miller aye tori anderson aye ben owens hi hey d uh we will see you again all

right on to item uh eight e and i do believe that we can take eight f yes at the same time correct and that is a uh approved to adjourn to executive session uh on eight e pursuant to ars 15-8 843 b6 the board may convene an executive session to consider and take action on a student appeal matter and eight f approved to adjourn to executive session pursuant to ars 38-431-03 a13 governing board may vote to convene to an executive session for legal advice with its attorney regarding personal matters do you want a motion for f2 you did both so i would like to second that motion for item e and f to adjourn into executive session we have a motion in a second lisa gary miller aye tori anderson aye ben owens hi it

is 8 10 p.m and we're exiting general session thank you
